001Okay. >> Two captains away from where I grew up. Close. Jessica, could you give me a sound check, please? >> Can you hear me? Are you able to hear me? >> no, I'm not not hearing you. Hang on. >> Let me go to my settings. >> Start in one minute. Try that now. >> Can you hear me now? >> It's Red cream on her time. >> She's muted. I got I mean I tell them here. >> Okay. All right. >> That's better. Can you hear me now? >> Jessica, can you log out? Log back in. I just added you. >> I did log out and log back in. I look like I can share my screen, but can you hear me? >> We can't hear you at all. >> As a co-host. All right, >>

002you're a co-host now. Right there. >> Um, >> waiting just a minute on the side of text. We can log out long. >> What? >> Are you serious? >> She just got >> up numbers. We're on the same team. Yeah, it should be home now. log back in He's just a rabbit. She's not >> I could be working on this. You're muted here, but this was the speaker on this last Everyone present. We will need approval of the agenda as submitted unless he has motion. >> I would move that we approve the agenda as a second. Any discussion? >> Mr. Take the vote. >> Mr. Iverson, >> Mr. Hi, >> Mr. Mackey. >> Hi, >> Mr. Hi. >> Mr. Taylor, >> hi. Uh we also have minutes to approve from the November 11 regular meeting

003of December second work session last week where we have public comic that we call session. So we need approval of those two sets of minutes or corrections. >> I would like to make a motion to approve the November 11th regular meeting. No, the November 11th was the regular meeting, right? And then the December 2nd work session minutes. >> All second. Any corrections or discussion? >> Mr. Iverson. >> Hi. >> Mr. L. >> Hi. >> Mr. Mackey. >> Hi. >> Mrs. Shik. >> Yes. Hi, >> and Mr. Taylor. >> Hi. >> Motion carries. >> We have consent agenda items have passed. We have an agenda and now we're at the point where we do public comment and appreciate people coming in tonight and sharing their thoughts with us. We have that on the agenda and we'll take it away from their sentence. >> The board welcomes the comments of our community members, but to ensure that everyone will have an opportunity to participate, we have a few ground rules we ask you to follow. Anyone intending to address the board

005shall sign the signin the speaker signin sheet at the front of the boardroom. Speakers will be called in the order in which they are listed on the sign-in sheet. Speakers comments are limited to three minutes with a total time of 30 minutes. To be respectful of everyone's time, we ask that you cover only points not previously made. The board will listen carefully to your comments, but are not able to respond during this time. While we cannot limit individuals constitutional rights to express themselves, we also remind speakers that you are each responsible for your own speech. In order to respect all persons, when addressing the board, we request that the speaker address issues rather than people. The board will listen with respect and ask those who address the board to speak in a respectful manner. So

006because it's a regular meeting, we do stick a little more tightly to the threem minute limit. So that's just kind of part of our protocol for fairness. >> First we have Ellie. Hi. >> Welcome Ellie. >> Hi. Thanks for being here yesterday and last week and so much time you've spent. I know when it gets to these things, it's a it takes a lot. So, I appreciate it. Um, so anyway, my name is Ellie High Camp. Um, I'm speaking today because I deeply care for the well-being of this community and the experience that the children have at the POSA schools. Um, so I've been doing some research and um, I feel like you guys or there has been a uh, site plan made for the Vista site and kind of this layout that's been put

007on the Vista site that fits nicely. And it appears to me that you're taking that design and placing it onto the high school site. And I feel like if you're really going to do a due diligence, you need to really think about like where your infrastructure, where your building's going to be and plan it for the high school site. And I was remembering back to um the past and thinking about how some of those designs have been done in the past. So, I'm wondering um if you guys have looked at any of those and I think it would be um really in fairness to to look at a site plan that is actually designed for the high school site and not the same site that's at Vista flopped onto the high school site because that

008does not feel fair to me. Um, and then, um, I also think, you know, really looking at the costs is a hard hard task. Um, and knowing what you're getting into. For instance, you know, knowing how much the Vista Light is going to cost, um, where these expenses are going to lie, um, so that you don't get stuck with a site that is all all of a sudden just thrown all these extra costs. Um so I feel like you still have some work in front of you to uh present something that is you know really concrete. Um and then another point is um that there has been several asked for a crime a crime report of the two areas. Um and we haven't seen any of those reports. Um I'm not aware of anything. Um,

009you know, I do know from growing up in Pagosa, um, that Vista, you know, definitely has, um, incidents that happen. I was at the grocery store today and she goes, "I don't even know where the new site is planned for." Um, I said, "What's down in Vista?" She goes, "Oh, I think you know, I was um on a court case." >> Thank you very much. Can you just tell me where is your uh understanding that that report has been made? What >> we there was a report that was asked there there's been an ask for a report on on like the crime >> as like where did it take place and who was asked >> do you know? >> Um I just know that um it has been asked. Okay. I'm I'm just hearing that

010request for the first time this evening. So that's why I'm trying to understand. >> Okay. >> That because that's why I was hoping you could name a meeting or a point person for where it was directed to because I feel like um >> I think it was in the impact study a question that came up in the impact study. >> Okay. Thank you. >> Uhhuh. Um can I finish one more point? >> Yeah. Go ahead. Take take 30 seconds. >> 30 seconds. Okay. Right. Right. Um, so anyway, one last point is when I was reviewing the um due diligence report, I saw in there um some questions that they had asked um as far as asking voters or asking people in the community who um which location was favorable. So in that report it says

011Pagosa Springs High School campus came in at 50% and 28% said it makes no difference and 21% voted for Vista. So for going to the polls and asking for a bond, I feel it is in the best interest to pick the site that is projected to win. >> Great. Thank you. Next we have Abby Harris. >> Before you start my time, can I answer in my first letter I actually did ask about that crime statistics >> to the board members? >> You asked about crime statistics or you asked that a crime report was requested? >> I I just said has there been one >> really? So, you asked about it, but I I don't know. Formal request made because I would want to know if there was a followup on that. That's what I was

012wondering. >> I touch on that, too. But I'm gonna read I'm gonna read so I can squeeze it in. Thank you again for the chance to speak. Abby cares. So, um over the past few weeks, I've been uh thinking about what matters most in choosing a site. For me, the starting point is simple. We need a location that best supports students daily lives, including their access, safety, transportation, and the routines families depend on. I've heard several times that the board needs to choose a location now and leave design design decisions and surrounding site factors for later, but I believe those elements are part of the decision because they affect how the site functions for students. Ignoring them now makes it harder to evaluate long-term impacts. When I look at the available land downtown, I also

013see tremendous potential that hasn't been fully explored or presented, and I haven't seen comprehensive safety and crime statistics for either site. We also have existing fields at the elementary site, which addresses the loss of fields or shared fields, which can continue to be used, so concerns about losing fields can be addressed without limiting options. Through a student centered lens, the downtown site clearly stands out. It builds on existing infrastructure, minimizes travel burdens, supports younger siblings, and keeps students connected to the heart of our community. Kids there are part of a vibrant, authentic mountain town environment with walking access to parks, the river, the renovated library, ecological and educational opportunities, and countless recreational and afterchool programs. Downtown also supports local businesses and provides independence for middle school students. By contrast, Vista adds travel challenges and logistical

014strains for students who live farthest away, and it feels disconnected from the community. Because of that, I personally cannot support Vista as the final choice. That's not out of opposition or emotion. It's just because I want to fully support a decision that the community can confidently stand behind, especially when it comes time to ask voters to invest in this vision. Families like mine and other invested community members are ready to put in the time, energy, and connections to help make that effort successful. But I can only do that for a decision that truly serves students. >> Thank you. >> We have Katie. Katie Kat. >> I'm Katie. I was here for the last this is my third meeting so I'm familiar to some of you and I was thinking when I first came I was

015curious and then I was concerned and then I was confused and then I was concerned again. In all of that process, what I heard all along the way was it's going to it's really you have a difficult decision in front of you. Everyone that came up said that. I was like, "Yeah, we do." And I was inspired by u board member Shik's um request to say, "Hey, can we just get this all on like understand if the field is included or you know, can we just get it laid out?" And so I got mom crafty and I decided to write it all out. I wanted to know really like what is it all me because there were a lot of rumors. There was a lot of like things flying around. So I took school district

016board decision criteria and I wrote it all out and then the other things that had come up in the conversations and the meetings that had and points that have been made in the end what I realized is the cost is basically the same. You're talking about a less than 1% differential in your total plan. Safety and security basically the same. I found out there's a new EMS center going in on San Boulevard to be unveiled in three years, same time. I had no idea. Traffic and transportation. And this is where I kind of started to see, okay, the study, they worked it out. There's more ingress and ingress. The district transportation said the middle school or the school at the high school is like the middle of the area. And then there was a flexibility

017for future needs. And there is a demographic study done and growth was like a non-factor like it was just okay take it keep going and then supported by the community. I didn't know that you had done a poll and asked everyone and that both times the downtown site was preferred and that it aligns with the district mission they both do supports a broad range of student activities and needs. I was like okay what's there at Vista? There's a pond in Veterans Park that's just supposed to have been just supposed to be like a contemplated place, like not supposed to have a playground apparently. And that downtown is like all of these things everywhere. And the one place was I'll just wrap it up because it's >> 30 seconds at least. >> Thank you. Um you

018know same uh with partnerships. You talked about partnerships. Where are the partnerships? It was great. Darren was here. Library was here. And when I came into this, I was really wanted the process to be valuable. You know, I said I had done this equity center community design. We got that playground for the people put in. The process was important. You asked all the stakeholders. You asked every you asked the voters. You asked the teachers. And at the end of the day, what I'm left with is gratitude for all the work that you have done and the recognition that whatever you decide is going to change the future of our community forever. is we have schools with walking. Imagine what your childhood could be. >> I will finish >> and thank you very much and >>

019Oh, thank you. Thank you for your work. >> I'm happy to leave this. I have to go for the whole meeting. Um, but this was pulled from all of your data. >> And where should I put it? >> Um, >> here. I'll put it like over >> here. I'll just lean it up right there. It'll stick. >> We have Darren Lewis. >> Thank you. Name is Darren Lewis speaking as a parent. Went ahead and pulled my five children. Talked about last time. Maybe we should talk to the kids. My children are 20 to 25. They went through the school district not a hesitation. They had school should be downtown. You know, that's where we can walk, we can do things. I said, "Okay, I'm gonna I'm gonna just pass that along because it was mentioned

020last time perhaps we should talk to some kids and get their get their opinion." So, I went ahead and did that. Um the importance of having in my opinion the school downtown is the amenities and the investment that's been put in downtown for our children. investment's already been put in and it's going to be continue to be put in and um you know it's she said it is a tough decision and it's a multi-generational decision you guys are making right I mean once you make it it's done it's there and it is it is so important and I would assume that someone or a lot of you have gone to the site of Vista and it's mentioned the trail system and where does it lead to? What's your destination once you get on that trail?

021When you're up there as a child, where are you going? PoA trails up there. It's wonderful for those who live up there. I get on the trail, I walk, but my final destination is back to my house. You have a school downtown. Kids leave and get on a trail system. They have lots of choices for a destination and lots of things to experience. And please from now a parks and wreck standpoint, don't let those three ball fields that you guys don't use should should have no part of your decision whether you should slap a building on top of those three fields and how that's going to affect the town of Goa Springs. That's my job to figure out once your guys's decision is made. And if that decision is made, then I'll move forward with

022what needs to be done next for the for the town and the community and where we're going to what we're going to do with our kids. It all gets figured out. Okay? So, I just want to make sure that you don't make, oh my gosh, I don't want to take away that field space from the town have an impact on your decision. whatsoever because people do adapt and towns adapt. But we need to make the decision that's going to be most important for our families and our kids and where they want to be raised where the families where we want our children to go to school at and what we want them to experience after school. Can they go to the gym? Can they walk over to an open gym and just start playing basketball?

023not gonna do that up there, but you still can downtown. Something to consider. Thank you for your time. Thank you so much. >> Next, we have Bill Hudson. Thank you. Um, some of you have seen these pages uh when we've met in the past. Um and uh we got this we got this detailed analysis of of what repairs are needed in our district um at the very first meeting of EMPAC last January. And uh if you look at the the top top left um the urgent needs for the elementary school were estimated at $19 million 575,270. Um amazing amount of repairs that are needed at the elementary school according to this document that was shared with us. um down to the $70. In fact, uh it's now a year later and and I heard at

024the last meeting that we don't even know if if the estimate that we got includes athletic fields. Um, but here we we were told down to the $70 mark of what it would cost to repair the schools and and we don't have any kind of numbers that are meaningful for the community to look at for a new school. Um and the second page was was the the numbers that we were shared at the very first meeting uh showing the urgent needs marked in red. And um we didn't ever get to discuss this in EMPAC. We never had a chance to discuss these numbers in impact. But I went home and I looked at those elementary school numbers and I found that they added up to $19 million on their chart, but when I analyzed it,

025they were charging us for architect fees, contractor fees, contingency fees for things like redirect the downspouts. An architect has to be hired to redirect the downspouts. Water filters, new water filters. Really, we need it. We need a contractor and an architect and contingencies to for water filters. Um, rep replace damaged baseboard heaters. Really, we need an architect to replace damaged baseboard heaters. So, I added up what what our staff, our very talented staff could do of these urgent repairs, and it wasn't $19 million. It was less than nine. It was less than half of what they told us it cost. I don't think you can trust this architect firm to give you the right numbers. I think these numbers are inflated and I think you need to get a second opinion from a different architect's

026firm before you move ahead and and and put something in front of our community that is badly budgeted. And I'm sorry. I'm I'm upset about this and I've been upset since January because we didn't discuss this and and it wasn't shared with the community and I think you really need a second opinion and and uh that's that's my request. Thank you. >> Thank you. >> Appreciate Thank you, Bill. >> Thank you everyone. Thanks for coming out. As you know, this board is really just beginning this deliberative process for the next month minimum. And so we're this has all been input and we really appreciate it. No one has only only tonight will we start getting ourselves to start making pro and con lists and what else do we need to know and that kind of

027thing as we move down this delivery to road. So that's where we are now. We really appreciate your your input. So with that, we're going to go on to the agenda. Um, we have our auditor waiting in the wing. So, we're going to talk with her and then item B, master plan update is when we'll come back to this topic and start to talk as a board about, you know, what we think. So, let me move it to the UI. Rick, are you gonna >> I think it okay. Oh, yeah. >> And Jessica's on the screen there for us. >> Yeah. So we have Jessica Bogner from Wall Smith and Baitman. They've been on for the last at least three years probably and she'll be presenting the FY 242.5 final financial statement and notes. Jessica,

028are you there? >> Can you hear me? We're We need to work on the volume just a little bit. >> Do you think it could be in my Google settings? Can you hear me now? >> No. Um, try it now, Jessica. >> Can you hear me now? >> How about this? Try it now. >> Can you hear me now? >> No, we're not hearing you. >> Try it now. >> Um, can you hear me now? barely. >> So, can you turn that speaker toward the uh board, please? >> We'll try that, Jessica. >> Okay. Is it better at all? >> 5 seconds. >> Um, could I call in Can people in the audience online >> now? We got ahead. >> Yeah. >> Okay. Are you able to hear me? >> Yes. >> Okay. Sorry. All

029right. Well, Eric already introduced me, but I'm Jessica Bogner. I'm one of the audit partners at Wallsmith and Baitman and we did do the district's audit as of um sorry I'm trying to share my screen really quick as of June 30th um 2025. So in the audit in the financial statements if we go to the independent auditor's report this is really all we can claim authorship for. Um we give our opinion in the first section where we say we have audited the financial statements of the governmental activities, the discreetly presented component unit, each major fund and the aggregate remaining fund information of Archeletta School District as of June 30th, 2025. In our opinion, the financial statements referred to above are fairly presented in all material respects. This is an unmodified opinion. This is the type

030of opinion that you want. The next section just says that we have followed the auditing standards as well as the government auditing standards and coming to for the basis of our opinions. Management is responsible for these financial statements and ensuring they're in accordance with generally accepted accounting principles and that includes the design, implementation and maintenance of internal controls to ensure these financial statements are free from material misstatement whether due to fraud or error. Our responsibilities are to give you an opinion and when we give you that opinion that comes with reasonable assurance. It's the highest level of assurance that you can get, but it's not an absolute assurance. Therefore, not a guarantee that even though we follow all the standards that um we might not detect a material misstatement. That risk is higher if it's

031from fraud rather than from an error as fraud may involve collusion, forgery, intentional omissions, misrepresent misrepresentations, or the override of internal controls. That's why it's so important for you guys to ensure that you guys do have good internal controls or checks and balances to make sure no transaction is done by one person from start to finish. Throughout the audit, um we do exercise professional judgment. That's a requirement by our standards and to maintain professional skepticism. So, even though you tell me you paid that bill, I'm gonna still ask you to give me the bill and show me that you initialed it. So, Eric, Lynette, and Kim, and Heather, they get to pull all the information for me, and I drive them nuts, as well as my staff. Um, we do what's called uh a risk

032assessment. So, as I mentioned earlier, we can't give you a guarantee because we don't test 100% of the transactions that flow through the district. Um, the district doesn't want to pay me to do that and your staff would kill me if I asked for every single piece of paper that went through that the office. Um, but we talk to your staff, we look at your internal controls, we read your minutes, um, and we determine the risks based on that. And that's how we do a test basis. We look at your internal controls, but we don't express an opinion on them. But we are required to communicate any deficiencies and internal controls um that we identify during the audit. Um, you are required to complete a management's discussion and analysis and we include budgetary comparison information

033and pension and other post-employment benefit information that's like taken over your financial statement. So your financial statements just for the districts are pretty small but once you add that pension and OPIP it adds 50 pages. um you are a single audit. Um that's what we call it when you expend more than 750,000 of federal award funds. So we do have to follow government auditing standards where we give you an opinion and on the federal program that we look at. So the next section is called the mana management's discussion and analysis. This is a really good place to go if you want to compare current year to prior year as our financial statements only provide current year information. Eric's done a really good job in updating this and to give you that overview. I'm not going

034to go through it, but again, like I said, it would be helpful if you really wanted to see the changes from 2024 to 2025. Um this is the balance sheet um for the what we call governmentwide. That means we look at your district as a whole as if you operated like a business. So we include your capital assets and we include debt and pension things that you don't include in your normal financial statements. This column on the left is the district. The column on the right is Pog Posa Peaks open school which is a component unit of the district. I'm not going to go through their numbers. Um but if you have questions um please stop me and let me know. So the district as of June 30th, 2025 had 31.6 million in total assets,

0355.4 4 million of deferred outflows related to pension and oped. We had total liabilities of 30.3 million. Most of that is made up of the pension and oped liability of about 27.5 million deferred influx of resources of 2.8 million for total net position of 3.7 million. 17 million is net investment in capital assets. 651,000 is restricted for Taber and 800,000 is restricted for the mil levy override. This does show that you have a negative unrestricted fund balance of 15 million. But again, if we add back the 27.5, you would have a positive um unrestricted of about $12 million. This is the statement of activities. This is what we call a backwards income statement. Again, this includes depreciation expense. It backs out expenses that were capitalized for capital assets. So, this is again as if you

036operated as a business. He had total expenses of 23.7 146,000 of charges for services, 3.7 million of grants and contributions to show that if you were a business, you would have operated at a deficit of 19.9 million. The district needs property taxes and state equalization um to continue. and you had general revenues of 20.1 million. So you did increase your net position by 180,000. This is the balance sheet. Now this is what your financial statements look like throughout the year. Um it's very similar. We had minimal journal entries. So I'm just going to do totals as this this information is very accurate to what you received throughout the year. Then total assets for the district of 14.2 million, total liabilities of 2.4 million, deferred inflows of resources of almost 600,000 for a total fund balance

037of 11.2 million. Most of that is in your general fund of 10.5 million. The grant fund is designed to zero out. And then your other non- major funds, so food service, capital reserve, capital projects, student activity fund had about 740,000. Your income statement for those same funds, the district had total revenues of 24.1 million, total expenditures of 23.5 million. um for an increase in your fund balance of 550,000. Again, most of that is in your general fund of 663,000 that you increase fund balance and your other non- major funds decrease their fund balance by about 112,000. Whoops. Then you do have a private purpose trust fund. So this is not included in those front statements. um you have total assets of 312,000 and the this is the income statement for that fiduciary fund as well.

038The next section is the notes to the basic financial statements. Um this provides a really good summary um and more detail for the numbers in those front statements. Um it provides detail of your um investments, cash and cash and investments, fixed assets, debt. You don't really don't have debt other than compensated absences. Um this page provides a really good breakout of your fund balances where they're at for each fund if you wanted to see that in more detail. I'm going to skip the the notes. Um, but like I said, they do provide really good information and they're very long. Again, due to like mostly those are all OP and para tables. I think I should have changed my career to be an actuarialist and just thrown darts and be like this is when people will

039die and you have to follow them. >> Um, general fund. The next section is the required supplementary information that includes your budget to actual statements as well as more pension statements. Um, PAR is move trending back up after it did a pretty good nose dive and we back are back up to 67% funded. Um, so we'll we'll keep looking at that and see what that changes for funding. and OPED is now about 60% funded which I guess is really good considering we started around 20 and then dropped to 17%. This also again is related to all the the changes and like I said what the actuarial say and what their um reasoning is. Uh so like it literally most of your report is about what they need to be presented and then these are budget

040to actual statements for your other funds. No one was over budget so I wasn't going to go through those um for your single audit section. So as I mentioned if you expend more than 750,000 of federal funds we are required to do what's called a single audit. Um, this year total federal funds passed through the district totaled $1.7 million. This threshold is going to go up to a million for next year's single audit. However, you guys are well over it and I don't anticipate you dropping below this. So, I think even with the changes, you will continue to need um a single audit. And then we're going to jump back to the schedule of findings in question class. So this is the best page. It gives a summary of the whole audit. Um the type

041of auditor's report issued was unmodified. And then we have a bunch of nos. This is always what you want. You want everything in this far right column. So we had no findings. This is the first time since being your auditor that we are all in the right column. So I'm super happy about that. So we had no findings over internal controls over financial reporting. We had no findings over the federal awards and we tested the child nutrition cluster. So, your food service program, the type of auditor's report issued on compliance for major programs was unmodified and therefore we did not have any findings that needed to be reported to the feds. Um, we did have a finding last year and that has been corrected. So, again, I'm super excited. Uh it always makes me happy

042when we see people um continually progress and get better and make sure that the board is receiving accurate financial information throughout the year. Any questions on the financial statements? Any questions anywhere? It's commendable. No, no findings. I think you said that's the first time in quite quite some time. And findings means both financials and process, right? Process and process control. So that speaks really well for the whole financial group. Nice work. >> Yeah, definitely your whole uh finance department um really contributed to this and you guys do have good controls and those double checks, segregation of duties. I have one other letter and then I'll I'll let you guys get back to your normal meeting. Um so this is just a required written communication between us as your auditors and you as the board. Um

043we have to talk about in um any new accounting principles. So the the governmental stand accounting standards board they won't leave us alone. They make us adopt something basically every year. This year it's compensated absences. Next year, Eric's gonna take the hit because it applies to the management's discussion and analysis, but like I said, they want to keep us on our toes. Um, so we did get that adopted and implemented into your financial statements this year. We are required to talk to you about any accounting estimates. As I mentioned that pension and oped liability and the deferred inflows and outflows that relate to it, they fluctuate significantly from year to year and it's really hard to pinpoint um where you would stand from year to year. So again, we have to disclose that to you.

044Um if we had any difficulties encountered in performing the audit, we would disclose that to you here. Um we encountered no significant difficulties. Everybody's so easy to work with. When we come on site, uh, everybody gets us everything we need. Um, they're very helpful and it makes the process very efficient. We did have a few journal entries that needed to be posted as well as some past adjusting journal entries, meaning we noted some misstatements, but they were immaterial and they will fix themselves in the coming year. If we had any disagreements with management, we'd also disclose that with you here. We had no disagreements. Um, everybody, like I said, is easy to work with and uh we discuss any questions that arise or any issues we we identify. And then that's it for me. We

045are required to provide those adjusting journal entries. As I mentioned, they were pretty small in in consideration of your total revenues and expenses that are around $24 million. Uh, and then as well as those past journal entries. >> That's it. >> Yeah. Very good. Any any questions while we have Jessica on the line there? I think I think we're good and we're very appreciative of Eric and the group and what a great job they've done and what great sound financial position the district is in at this time. It's a credit to everyone. >> Agreed. >> Yeah. Thank you again for being with us. Jessica, >> I did want to just point out one other thing that makes me so proud. I know I feel like a mom. Um this is the first time also since

046we started doing the district's audit that we did not need an audited extension that I was not presenting in February or even April one time. So the fact that we are done in December and we are going to submit your audit to um OSA the feds and ERIC to CDE prior to 12:31 is also another accomplishment that's so fun to to be a part of. >> Yeah. Very good. Very good. We we we love that you love it. >> Definitely a mom when it comes to my clients. >> Right. We're glad to have you. Thank you. Thank you. Yes. >> Thank you. If you guys will accept the audit, as I mentioned, we'll get it submitted to everybody and we'll be you'll be done with me for another year. >> Well, excellent work. Thank you,

047Eric. >> Anything else? I think we're done with that item. That's fabulous. uh the part the last part that just mentioned about being being done and being submitted before year end. I know we've done extensions a couple times and as she said we've gotten out into April time getting these things done. So you you've not only gotten the system tightened up but compressed the time and got us on time. So that's got to feel good to you and your staff. So thank you. >> Absolutely. >> Anything else you want to add, Eric? Thank you to my team that helps work through all of these. As she said, when we need when they need some evidence of actual documents, we dig through our files. We find what we need to get it to them. So, it's

048been a team effort and we had set the expectation that we would get this done on time and with no findings and it's a big deal. go ahead comments >> maybe while Jessica is still here but Eric so on the PDF is what I'm referring to page 12 our reserves are listed at approximately 10.5 million and on page 52 in a uh in a sheet it is uh 9.98 million roughly. So those are close, but can can you explain why those numbers are different? So yeah, on page 12 is text. I believe page 52 is a actual sheet, spreadsheet. >> Would it be a timing difference in that my audit is as of June 30th and are you looking at financials that are from a different time period? That's what I'm guessing. But, you know,

049again, they're they're close, but they're slightly different. And it doesn't bother me. I just wondered what what do we have as of >> as of June 30th, you know, because there's, you know, that's a couple hundred,000. I just curious about that. Otherwise, I don't have any more questions. >> It could relate to journal entries as well, Eric. If we are looking at the same time period, if we had about 156,000 of journal entries. >> Okay. Good comments. >> Thank you again, Jessica. >> Thank you very much. We appreciate it. And with with that, we'll we'll move on to uh we have it listed here as a master plan update. whole big set of work projects that we're engaged in related to buildings and sites and um at at each juncture that we meet we process

050what did we hear last time what did we say we all wanted to learn more about Rick does homework we do uh conferences we figure out how to get some answers to some of those questions then we figure out what what are still the remaining questions So Rick and I will just update um the process from essentially from last Monday's input meeting. He and I then met, Rick and I then met on Thursday to plan this meeting. We also conferred with the architects with some of those questions that were raised and we have what we think are the answers to those now, but then I'm going to poll everyone on our first discussion really on so what do you think in not settling on anything just kind of what do you think in our big

051picture pluses and minuses and what else should go on our list as of tonight that we need to know more about. I'll turn it to Rick Dan update on where we got on questions from last Monday and other discussion. >> Thanks, Bob. I'm gonna share my proud dad comments for the end of the meeting and embarrass her more than um fear if Jess gets to be mom. Uh we what we have is um kind of a followup on that question that uh I think Davey and and Amanda had hit on which is like what's in this number and what's not in this number? I last night there were some comments about that too, like what's included uh in that total amount and how much additionally are we are we discussing? And so I've I've uh

052spoken to both Doug and uh and Brian at at RTA to to look through that. So this is the uh just so we're keep comparing the same things. We're going to look at three different sites. the original high school site, the alternative, the new high school site that we're looking at, and then uh the the Vista site. Uh this is the original drawing. You can take a look at that. So, we're trying to fit it into the hillside. You notice the shape of the building kind of fits a little bit into the hillside. the uh and what's included in this dollar amount here was a 140,000 square foot building that has a two-story academic wings and about could hold about 1,200 students. Uh two full-sized gyms. I didn't confirm that because I was questioning that

053myself. Uh pick up and drop off areas, divided areas for middle school, elementary school, and kindergarten and prek. uh utilities, parking that is shown in this diagram, site improvements shown in the diagram, uh playground areas, and some off-site upgrades to roadways and sidewalks mostly along that bus loop area and includes escalation contingency and FF and E furniture fixtures uh and equipment is FF and E. Um, and I'll talk a little bit more about why there's a contingency contingency and escalation in the cost. Um, what was not included in this particular drawing was any upgrades to any of the fields. So, what's assumed here is that uh the middle school would be accessing the fields at the high school minus the green play designated play areas you see from middle school, elementary, and the preschool. I'll

054do my best to answer questions, but I I'm really trying to just convey what I've heard from architects. So, if there's questions about this particular drawing, try to answer questions to the best of my knowledge. Sorry, I can't recall this. What's the square footage of the high school? >> Uh, it's a little more than half of that. >> So, they're saying you should imagine, this is a good good point. >> You should imagine that. >> This school will be almost twice >> the size of the high school. The high school is built for roughly 500 or so kids. And we're talking about a building that's built for a thousand kids. So in your mind when you're looking at it about twice is what they're saying is a reasonable estimation. Not saying that's exact, but in

055your mind I go on to the next. We we can talk about all of them. I just wanted to make sure we get a good breakdown for each of them. This is the what we're just calling the alternate high school site. Um, this has a little less certainty in it because of the timeline that they produced it in, but uh, same thing has same size building, twotory academic wing, um, two full-size gyms, pickup and drop off areas, includes that escalation contingency. There are some areas where we might see slight increases that have not been fully calculated yet. So, it takes a little work, but um they don't have exact numbers yet. They're working on them for the utilities. Um looking at the parking as shown, uh site improvements, playground areas, they're still working on those

056and any off-site upgrades that might uh might be needed. Not that that would be a massive increase, but both Doug and Brian were like, we got to validate those numbers first. Um, it does also does not include upgrades to fields like moving the baseball field or replacing something like a softball field or developing that space as practice fields. Those were not included in this estimate yet. So, that stuff is still in in limbo. But they those were included in the adders on the other >> in the which >> any other thing the like the added cost for traffic >> the moving fields that's in this 11 bill. >> Correct. Correct. That's where we started to see the numbers jump up in some places. >> Where are the numbers >> as far as cost for >>

057So that's this is these are the $123 million. What's included in that? >> 123 million from the first slide to this >> comparable 123 million >> gives you this stuff and then the other analysis is telling you what else you and keep in mind I mean we throw around 123 million pretty loosely but this is like the highest elevation view of this project possible. So that number could shift and what they are doing for us is they will go through and have three different contractors who who build in and around this area go through the plan and say this is what we see because those numbers need to be verified you know in order for our best application. So saying if you're looking at investing the same amount of money this is what it's getting

058you at each of these sites currently. I'm sorry to ask it again. This is this is slow for me I guess to comprehend. So in this alternative high school site as we are calling it, the mass amount of money is being used for less because it does not include utilities. And it he's not sure yet about the parking has shown, site improvements as shown, playground areas, off-site upgrades, roadways and sidewalks yet to be calculated. >> Not necessarily less than just not verified. >> It's just not verified yet. Hasn't verified how much practice fields are. So that isn't there's just a fast turnaround time. We we will have those exact numbers. Amanda, this is the best I could do tonight. >> No, no, no. I I'm I think where I'm like sorry, I I don't mean

059to I think where I am struggling is I expected because there was not as much information that we would see >> that this is $118 million because we cannot verify these certain things. And so I just want to be clear that like the work done is again it seems this was as quick as we could do and it's not verified. I did that as far as the process but we are saying that because this is not a part of it the number cannot be equal to the same in the first one. >> I I can verify that with with both of them. I have additional meetings lined up with them but I cannot answer >> I know you can't answer because I'm sorry. I just want to make sure that like I just wasn't misty

060what you're portraying to us is that a second site is right now we are looking at the exact same dollar amount in a drawing with less included all of which is unverified. Is that accurate? >> I that I could agree with your interpretation of that. Yeah, I think it think it could also be that they just assume the same numbers for all those things. It would add up to the same number, but they have so like blocks are the same as the other one. >> No, it makes sense. This is just how it's being >> portrayed, especially >> on our timeline at this point in time. >> That's what I I was wanted to see if it was money for me if I was the only one who just like was waiting through this a

061little bit. >> They took a better part of a month to hammer out all the details on those first drawings. And I think we first mentioned to them after the Tuesday meeting last week, >> what about this other spot? And so they didn't feel good about >> uh laying anything in in stone on this one. They were like, give us the time, >> but right now the intent would be these things are the same. I think that's one of the things we're asking is what's the same in all of the sites and which fields are included, not included. And this is at least I can feel like this is us pushing forward. Yeah. Try harder. Try harder. Why can't we fit this here? Can we make it work? >> Okay. >> It's okay to have

062questions. Just I want it to be okay that I don't know the answer yet. >> Um. All right. This is the >> Yeah. >> Uh I guess you know there's obviously one entry that number got to be something for foundations. Correct. But which one is it? You know we got you got for foundations at high school. We got some number for Vista also. But some of that probably is in >> correct. >> I know you don't have an answer, but that's >> Yeah, but I I can verify what you're saying is accurate and that's what I heard from both Brian and Doug was um >> assuming basic foundation and then there's some add like on one site it wouldn't have fallen in between 123 it did fit on the other site vice versa. So they

063can speak in more general terms about this but what you're saying is >> is accurate. >> So so are we we are saying in relation to we ask for an analysis of another option. Yeah. >> So we're going to push for nail down more of those unknowns at least equal to the other sites. >> Correct. >> So we are comparing apples to apples in terms of cost of sites. This is the original uh Vista site diagram they showed. Same thing. 140,000 square foot building, twotory academic wing, two full-size gyms, separate pickup and drop offs, uh utilities, parking, site improvement as shown, playground areas, includes this athletic field, including the track and uh includes escalation, contingency, FFD. That's in all of those. But this that amount did not include uh one of the largest items which

064was the largest item not included which is uh that 160 uh intersection there because that's uh all all people have are estimates for for that right now and until we really get down to it. So that's not included in there. This would cost 123 million that would be an additional cost to that site. Excuse me. >> Question for I just go over kind of some of the assumptions made about all three of the sites. >> I guess we >> Amanda, I'll ask a question that I think falls right into what you're saying. It's like so we can build a track and field at one spot including in 123 and not at the other. totally seeming >> right that's my question >> that I need the public to understand that this is where we have these

065discussions >> that we are not calling executive sessions that we are not in Rick's office doing this that this is where we are receiving this information >> and that literally we are hearing this just as you are hearing it we are asking hard questions we are reading emails we are responding to texts we are answering ing questions on our front porch and I'm literally trying to make sense that we are trying to move through this pretty quickly and we're hearing unverified a a possible estimate. one facility that appears to be more put together and checking off a lot more boxes for the same amount of money than two different sites that are and this is unverified too, correct? The Vista site >> just the uh the cost for that intersection upgrades. >> The only thing

066that's unverified is what is highlighted. Thank you. >> Yeah. Um, and it just seems what was curious, concerning, confusing, right, to talk about it. >> So, I'm Go ahead. >> I was going to say, could I put it into a question that I could ask somebody to get an answer for, which is how is it that a field and a track fit with the same building on this site and uh that same expense, where is that going on the other? >> I've built one of these myself in my career. This is it's a million dollar project literally I mean minimally to put a truck in. >> So let me ask that question and that's that's really about this process is saying like hey this is the information we have now push push more like hey

067give more get more information and uh that is part of the process but I appreciate you asking the question. Um some things that are uh the same on all the sites uh which is this cost increase the contingency. There's an annual inflation of running right now around 6%. So they're budgeting 6% annually. Um they projects typically have this line item and best actually requires that as part of the application that you have contingency and inflation as part of it. Um, and they also pay a close attention to this. As as uh Doug put it, they've been burned a couple of times where budgets haven't included that. And then they've had to have come back for another funding cycle to finish their project. So, they have some experience with going through that best process. And then

068furniture, fixtures, and equipment are all included and budgeted separately for that. And that line item would be the same for all three three buildings with the percent contingency. >> I don't off the top of my head. I don't know. But that's another question I could ask. What's the percent contingency? Because you probably know from your business what you guys operate on. So um we had also or Bob Bob had pushed uh RTA and said, "Have you really looked at all of the sites possible?" and so started inquiring about um uh the space slightly south and a little bit east of the original uh site. Right. So this if I could just say so this is partly me saying I just gota lay my eyes on drive down there and walk around and say so how

069about here? Does it interesting terrain? I'm not a school builder but you know ask them to look at that all that land in between the map building and the >> Thank you. >> Yeah. So I'll zoom in here. This is the Matt building and kind of their first design was using this area over here is going to push in close to this wetland. And um Bob was pushing them to say, well, could you get it here behind this drainage and still have this wetland drainage to deal with? And this is the footprint. This is the whole building, but roughly 88,000, which would be the footprint for the building. um they have the terrain uh kind of heat mapped if you will by color. The steeper the terrain the as you're moving from green to purple.

070So you can see that there's real steep areas in here. There's also some down low here in the front. Um and in general in their opinion that the steepness of the grade there which is probably on average 20% would really exclude them from building there because it would eliminate outdoor spaces that would be useful for play spaces playground fields for running on. Um I think we had a a parent who said you know there are beautiful buildings that are terrorists in Troy Hillside and there absolutely are. um their opinion is that schools because of the lack of play space around them are not ideal to do that with. And so he he felt that this wasn't a great location. Uh and then if we pushed it, the cost would start to get pretty high. But

071we did we wanted to ask what other spaces are available there under the guise of we've heard a lot of can we get them both in? can get a space on the high school and not um necessarily have to restructure all of our fields. All right. So, if I could see if this list starts to sound like so what do we need to know? One obvious is um we need to nail down all the other unknown costs in all three of those scenarios whether it was utilities or sidewalks or whatever. We have to get to a number that includes at a minimum includes all the same things in all the spots. If something's unknown in A then it has to be unknown in B C and D. That's if that's the case. But have equal

072knowns in all those places. And there quite a few more that could be nailed in. Um, a really specific one that stuck out to me too is how is it that the Vista site seems to have a track and field within that same budget and over here we're saying it doesn't include tracks. So how how's that work? We want to know the percentage contingency that they're using in their calculations. Tell me what else should be on that list. We want to know Think of something after you get home tonight, send an email, send a text, get it on our list of crack the whip. You know, this is kind of our crack the whip time from a project management standpoint to work with you guys and these are these gaps are there's too many things

073here that are unknown to make a comparative decision. fill in device with facts and data and get on it. >> You go around to the business site. >> Yes. I don't know if it's just typos or on this side it says you know it's a facility for 1200 students and on the high school site it says we're a thousand students but 140,000 foot building so >> I think it's typo to say surely it's just a tiny blame blame me for that one I I pulled all this together off different documents good catch Anything else on your mind that we put on the to-do list for these? A lot of things what you've just mentioned about you know equating all three sites at this time would be that covers it for me but maybe you can

074remind me with what were there any extraneous costs for a high school area site I want with regard to what we might have to put in roads that's not relevant to here so like the stop light is relevant to Vista But not a stoplight down here or down there. But yeah, I didn't think there was, but I just want to ask the question. >> I don't believe so. I think that uh the engineer from SGM, she said we'd have to work with C dot for them to expand the lefthand turn line. Yeah. After coming off a eighth, that was the only thing that she mentioned specifically and I don't think that's a I would imagine that isn't a cost item. probably wrong. But one thing I've thought of that I'd like to push the SGM

075folks a little bit on is seemed like they concentrated their traffic study on all the theater >> streets to the site and I didn't unless I missed I didn't hear anything about hill the impact on traffic there. Got it. Yeah, there was some u she mentioned some some things which I didn't see presentation like percent increase of traffic and when she was talking she talked about that but she talking about you know a street like >> yeah I heard a lot of design correct number of cars a year and increase fast, but I've never seen those numbers >> and you don't recall that being in the full report either. >> I don't I don't remember. >> I know a lot of H2 was surprisingly good handing on the light. >> Yeah, change timing on the

076light. Okay. I didn't hear him talk about the feet down. >> What else comes to mind? Well, I think our next topic, other things. >> I have an other things list. >> And then we have another I think that's going to lead to questions about what you do with that. >> Yeah. >> If you can solve two problems with one building, that has a lot to do. As we know, building one building is cheaper than two buildings. Yeah. So, >> so shall we move to that? We have a >> That's my >> So, we've got our action list for >> getting more of those sites. Um, I think one one thing from the public tonight that's worth pushing on is, you know, we we have taken the same building layout and locked it here, locked

077it there. Is there a different building layout? Try try that while we're at it. I guess on that point it seems like this is site it fits it there and that's probably pretty close to what you build right about the high school site right you know can you do something >> if you really took that one out of your mind >> what would you do here >> yeah so that's another question and that's probably where the other items come in as well right >> yeah may have different needs or different things you're trying to solve here. You're not really trying to solve anything else. If you look at this by itself, >> right? Can I try to restate that question which because when I need to I need to ask them a specific question like

078not could you redesign the building but redesign it for a purpose and the purpose is conserving field space. What what's the pro what what is the we're asking to redesign it to optimize the optimize >> outside space. Okay, great. optimize the site >> possible other things that are right at the top of the list. So, uh do that. I really wasn't planning on doing much of a winter break. So, just kidding. Stay on it. We're all all kind of obviously this is big time work so we're all pressed to >> sorry that's my poor use of humor when things get stressful I feel like there's a lot of load I feel important to make it an appropriate >> yeah we're gonna make you >> feel like more coming so >> I'll be there >> yeah

079um are we ready to move >> to the other the other list that we're all interested in what else >> it's Jason and I we collaborated on the this. So, I'm gonna >> You guys good without a break? >> This is not a complete list in any way, shape, or formal before I put up there. Uh, all of the site all the ideas have been not validated intentionally. >> Um, no, that's that is not good. Um, this is a list of things that we've heard either in public comment or that Jason and I or talking to other administrators or talking to coaches or talking to the maintenance department, we've come up with like these are some other big needs that we have that may or may not be bondworthy. uh for the sake of transparency

080I excluded because it's assumed already that we're going to make addition for PPOS. PPOS is not listed as other things to consider. I considered that already considered >> a gym space. >> Well, whatever they decide. It's not necessarily gym space. They're still working on it. Um but their their project is a is a given project not a additional project. Excuse me. Okay. Um, I looked at things that would improve the quality of programming, uh, in the existing building, uh, which be upgrading, bringing into the 20th century, the high school HVAC system that's been underperforming since the year after it was built. Just never quite fit there. And so, it needs to be upgraded. I wasn't here the year after it's built, but people have been talking about it that long. Uh expanding Samoa Mountain School,

081that could be a relocation. That could be adding on to the existing building. There's no dollar amounts associated with these things. All these things cost radically different amounts of money. They're just projects to consider. The high school roof, uh it doesn't need to be replaced. It's actually a pretty solid metal roof. It's just really noisy and uh distracting during learning and teaching. And there are ways to mitigate that. Uh blowing uh foam insulation underneath the roof, installing some drop ceilings with fat insulation on top of them. It would help regulate the temperature in the building if we improve HVAC, and it would minimize the noise coming from the expanding and contracting of the metal roof. uh an alternate gym at the high school. We would really use another full-size gym for the high school. Uh

082high school fieldhouse. Many times people have mentioned uh it would be great if the football team didn't run back up to the high school and that the football teams and the referees had a place to go to or the soccer teams had a place to go to and we actually had an enclosed most likely turf space where people could practice in the springtime or inclement weather. Um field upgrades to the high school. People have mentioned that the high school baseball field is less than desired. The softball fields really could use some work. Um, but in general, regrading fields, maybe even including our own football field, working on the grass, considering turf, and we need to upgrade the irrigation system for sure on the practice field area and down into those remaining sports fields. Obviously, some

083of this becomes a moot point depending on which site you pick, but we just generated the entire list. Um, we could contribute to finishing phase two of the uh Bill Pagosa Regional Workforce Center. Right now, they have $6 million. They're contributing to building out phase one. We could consider putting onto the bond the amount of money to complete phase two, expand our CTE offerings and our workspaces. Um, and our existing CTE building needs needs love. We need to replace or repair the floor. It's a cable was post tension floor. Makes it very difficult to put a lift in there. Our automotive program is really world class, but the concrete floor in there is subpar. So, redoing that floor would be a big help and rebuilding the interior of that building to handle metal fabrication and

084uh expanding our our uh our mechanic program and even doing things like considering like where might we put a industrial kitchen that we could work more with students on that which I think we heard about last night. Is it possible just I know there's a ton of stuff there, but if um build out phase two of the regional workforce center might accomplish potentially a lot of that CTE upgrade stuff >> potentially. potentially do places you like >> some some of it it won't replace the shop portion of the mechanics that part we're going to need to we've had some some estimates about digging holes through the floor and pouring concrete underneath it doing some of that stuff the actual demolition of that building and real rebuilding a new building is excessive so we might want

085to consider some repairs there >> so along with this maybe you just answer this question, but was is the new CTA scripted to do auto mechanics or is it going to stay? So, it's not. So, if auto mechanics is to be done, we need to upgrade. >> Other things could >> Yeah. Yeah. Other things will move move up there for sure with with phase two up there. U but they looked real carefully at uh you know, could they put a garage up there with access to eight in the parking lot and it just it doesn't fit in there. I added that as a discussion item for that group kind of late. Um, but even when they gave it some serious thought, it wasn't the case. We have a decent space. It's a great, it's located

086proximal to the high school, the existing mechanic shop right now, and it's got great bay doors, and it's got a lot of good things going for it. Thing it doesn't have going for it is the type of slab that they poured there. That post tension is uh subpar. B. Basically what that means is you can't drill a hole in the floor to mount a permanent because you might hit a cable. And we had the floor x-rayed and we asked professional companies who saw the x-ray to come in and if they'd be willing to drill the floor and guarantee that they weren't going to hit a cable and they said absolutely not. We will not come and drill that floor. We had some of our guys volunteer. God bless them. And I said absolutely not. uh

087if we can't get a professional company to come in and you know say you know we'll take all liability for this no one's slamming a drill into the floor. So that's something that that's coming that we need to consider. And so thinking about how big that need these are not ranked in any particular order other than their needs that we have. Um we also have some safety and just necessary repairs to take care of. We could re key uh that high school and of course we're going to be rekeying the middle school and the elementary school. That would be important. We got a lot of keys floating around which doesn't make me feel very safe and so upgrading that would be helpful. We the high school needs some repairs to the to the bleachers. Our

088stadium lights need to be upgraded preferably to LED. We should do that for the football field, the baseball field, our softball fields. Again, depending on what we decide. Um, that's an upgrade that is needed. Uh, high school intercom system needs to be replaced. That's a safety issue. Uh, the safe entry at the high school, the no one would design a high school that or any school that way with an entrance way on the end of a real common space with no office space around that. So when I say high school safe entry, I mean really redesigning it and moving the offices down there. >> So sorry you're hanging. >> So you're saying some of the current office space? Sorry. >> Yeah. The front has to be there. We have a controlled entry but nobody's there.

089>> Right. And then the the the current front office space isn't that large anyway and could be used for many other purposes I guess now. So sorry once I start coughing I can't stop. Um high school elevator needs some love. Luckily a local guy has his son at the school is the elevator uh repair person and he's been repairing our elevator but it needs maybe replaced. The repairs sound like they're pretty expensive. Uh we've yet to pave the map building, the asphalt behind the map building, which is our maintenance and transportation building where we park all the buses. It has a lot of divots in it, collects a lot of water, collects a lot of ice. We've had a few bus drivers fall down out there. We need to smooth that out, make it solid.

090And then the high school kitchen is due for some upgrades. coolers, freezers, general kitchen appliances. So, that's a pretty big list. Other things for us to consider is uh might have to relocate the administrative offices. I will fight to never leave the double wide despite what other people have said. I love the double wide, but if you kick me out uh from the double wide, we might need to find a new location for the rest of the folks. Um, if we decide to hold on to the 56 building, um, which is the historic building, might have to invest in retrofitting that building to make space either for the administrative team, for the family school, maybe for Sanon school, depending on how we use that. >> That's the short list. Had we talked for more than

091two minutes, we might have come up with a longer list. No, just kidding. But this is this is the list we've been working off for a while. Tim, I know uh you had some other items that you were thinking like uh track replacement at the high school. >> Yes. >> Want to share some of those? >> My list was short too, but I mean again all of us separately or together. It would be a very long list of things that have been lacking in this district, I think, for decades or lacking in terms of repair, not necessarily that they exist. And I think you've hit on a lot of them. But but the the current track was original. I can't remember when it was built. I was not living here. It was 2000 X 2001

0922000. Do you remember something like that? >> Well, yeah, we we we saw it at the Sorry, the stadium. as fresh. >> Was that 2003 on the black? We looked at that. It's approximately. It doesn't matter. >> Yeah, I think that's what it is. So, regardless, these things have a lifetime. In 2019, it underwent a fairly economical, but a a nice overhaul. Um, and it serves its purpose. And that is now six years old. And so it wasn't a new track. It was just resurfacing. And that's a common thing done to tracks. I can tell you that the track, it looks fine, but there's a lot of flaws that are going to be fatal at some point, such as this is one example. Um, at the starting lines, the the track literally if you what's

093people use starting blocks, sprinters where they shoot out of, you know, these are anchors. Sometimes you pull up those blocks which are just spikes and the track comes up with it. Um, at some point the track's going to come up and it's gonna crack and that can be repaired. But that speaks to the underllayment of that if that's the proper term. The track is uh now it's 20ome years old. It has reached the end of its life. Um, I think the the best thing to do is to budget to tear it up and to repave it. not to do the whole stadium. I I I think I've seen estimates and I can talk at Casby with someone uh5 $600,000 that would be included in the bond for that along with you know there's a stadium

094the thoughts on what needs to be done at the stadium too. But if we don't take care of that track, I think it's probably not prudent. Um Connie O'Donnell's a head track coach. She might have a different opinion, but I don't think it's probably prudent to try to resurface that again without repairing the underllayment that's there. Let's say it's, you know, lipstick on a pig, whatever you want to call it, and it wouldn't get us by very far anyway. There's lane seven of the front stretches cracked for a long time. They did do a nice repair of it, but it's fundamentally flawed. I do believe that at some point that the officials for Chassel will say you simply can't hold meats. that will be um you know uh what am I trying to say qualified

095the qualifying meets there anymore um and it's not because it's a sixlane track on the backside that's irrelevant it is uh just that they will say this is not acceptable for a qualifying anymore we can still hold track meets we still practice it's a fine practice check but that's that it is a pretty major deal that if we if we let that go now we're going to have to ask money or dig into reserve to do that later. >> Well, that just in concert with that depending on what we decide to do, you know, with the site we build, uh, we may lose both the discus and shot areas. I think we can relocate those without too much of a problem. In the original drawing that I gave you and Bob, it did have a,

096you know, there's space there near the front, for example. So, not to belabor that. That is not a huge cost. Uh, but we would have to probably move those sites at least once. So, so I think what we say here there's there's a big next step of prioritizing rank ordering order magnitude relative to cost was importance that we need to undertake >> and really you know what the family school you know Santa mountain school is an obvious family school's not mentioned but I know that's on everybody's mind that we will try to find a place for them whether it's is that in there >> it is Okay. Yeah. >> Yeah. And I think also there's the consideration of of you know, we've been we've been talking very loosely about well, it's $123 million and then

097there's the best grant that brings that number down could bring it down to $70 million if we really are able to get 45% since we're talking big numbers. And then you'll have to decide well how much more than 70 is reasonable to ask for. So it'll be 70 plus PPOS 70 plus PPOS and these other things that are needed for the high school. Um and then how how big does that does that number go? the uh I'm meeting with the bond uh team from Steve this week um to just to rego go through the numbers again about our community's bonding capacity. What's the maximum? I think we saw from the polling that the maximum really stretches folks. uh and we saw a good response where we could bring that down uh from the maximum with

098a vest grant and there's probably a number somewhere between the 70 million roughly after the best grant and uh our maximum. That's probably a sweet spot where we get what we uh need but maybe not everything we want. And I I have heard Lisa say that many times. Um we have to be able to define that. So, we have to figure a good process to go through about um prioritizing these items as well. I think you're right. The way I would want to come at that is what really is a ceiling on what the community is willing to take and therefore willing to support from a numbers standpoint and then then that gets a budget that we decide based on the priorities what what can fit in that. I also think that the community is

099willing to support the vision that would needs to kind of that come forth. And so my wonder to you Rick and I don't know how insane this sounds but like how do we actually get real numbers on we want school 47, we want to put a sand school in the 56 building. We want to do the Hback. We want to build a fieldhouse. What is the cost of that? How are we actually giving project A, project B and C real life with money? Here's with the best guess of the best grant. Here's bottom line. Like we need to like get people really feeling that this is like tangible and real with looming parts that are like giving them something, you know, because I mean right now I'm like I I this is great. I don't

100know what it takes to get estimates on any of this. That seems to me like very obvious that we should be at least having ballpark figures to some of this. And so I mean I am wondering like what how do we get that? What is the process? We're in the December and there are the holidays. You're talking about a meeting in 30 days and I'm saying we're not selling much of a vision that includes everything we would ask for. So is that not practical to get? Well, I you're right that we need to complete that. I don't know about the timeline though because I don't think we need the detail of all these projects until after we have determined our site really this the site selection because it being a pivotal point for the best

101grant is the is the short-term critical uh move. Uh, now, you know, Davey alluded to this. If if we were to prioritize, I'm not saying we should in any way, shape, or form. I don't want to be quoted as saying this is the thing we need to build, but there are things on this list that if we choose to build them will impact the available space on the high school site. Uh, because we're going to use more square footage to to build them down there. It's going to create more more pressure down there. um like a fieldhouse, like an you know, auxiliary gym. And so um those those are important things to to consider if they're important to us or you think they're important to people and programs, >> but we're saying that the fieldhouse

102would not be connected K8 building, right? These are two separate structures in your opinion. Yes. >> So the thing could also be that the fieldhouse would not be anywhere near the K through8 building hypothetically. >> Absolutely. >> So that's what I'm saying. if we are selling this like vision of if you choose site 122 because I don't want to at all an opinion that I have an opinion about that but if we did that but with 122 comes a fieldhouse at this address and a ballpark at this address >> people will get behind that and so I just feel that we are again not selling this in its entirety >> I trying to figure that bridge out we're trying to figure what what it is we want to sell as it were based on a

103prioritization of that. >> I just two two things. Uh, one, I am growing concerned because of the like, you know, it's going to be here, it's going to be there, and it's there, I don't like it. And I just want to remind everyone, uh, we get a new site, that's going to be phenomenal, and it's going to be so much better than what we have. And so, changing from what we have to something different is going to be incredible for us as a community, regardless of where that spot is. It's going to be a huge upgrade. And I just don't I don't hear you I'm not speaking to you specifically, Amanda, but just to the public in general. We cannot lose sight of that that picking something is so much better than what we got.

104Um, and the other is you're absolutely right about a vision of like why this site is better than than that or why what we're going to do with this space over that. Um, and that is something that the the board has to consider internally. But once you've decided that is part of a bond campaign, if we were to move into and say we're going to do that, that's the responsibility of those people and that group to talk up like this is how the decision was made and this is where it's going to be. and we won't have the time before the best grant application uh to convince the public that um what you what you collectively decide is absolutely the best choice in their mind. That will happen after um because you'll you have way

105more information than the public has. do have a lot more pressure on you to make that decision and then we'll have to communicate like this is what we what we base that on. So we we won't be able to do Amanda I think what you're hoping to do um and until you've decided on on the information you have which is a lot more information than we had uh last year this time. So, if I could offer, can I offer just a quick summary and see if you agree with it? >> Um, Amanda, that the goal is clearly to pick a site for the best grant over the next month. And then the way I have looked at it all along is the this is going to be a month. Now, first of all, what we're

106doing here is important to consider for what site we pick. We have to think about what we want to do after first because that could in influence any of our choices of what site we prefer. That said, to me, it's a monthsl long process of deciding then uh through the springtime what we want to do for the family school, what we want to do for San Juan Mountain School, etc. Giving us time before a bond uh language has to be written in August, well before that. So we have time in that respect to decide exactly how we're going to formulate this new site that we've chosen and the other things that we feel are necessary to bring the district up to what I would consider a reasonable standard. So I think it's a monthlong process

107that we still have time for. If I could envision also just somewhat along those lines where part of our imagination phase is that while you're saying if you have this site here here's things on this list that get easier or harder if you have this site here's things on this list to get easier harder that might help they aren't perm decision but it might help to shape the choice there so I wouldn't mind doing an exercise like that that we can early, you know, early in the January cycle. >> I think uh when you have all those things, your alternate gym fieldhouse is really the ones takes my mind. All the rest of them are kind of like inside the building. So if you want that I mean I guess that's the question that goes

108back to the other one is can you do something in a new building that accommodates some of that >> for the high school >> not the K through building. >> Yeah. >> Oh okay. You're saying >> the K through building space had some square footage but saw that for the high school one building. So those two for that concept, you know, it's not full fieldhouse probably not fit, but you know, maybe there's locker rooms that the high school can use access from the outside, right? >> Maybe there or maybe build a larger gym so you can practice legit practice middle school in one big gym with a separator and have an elementary gym or and use elementary gym or high school practice. There's so feels like if you can solve that problem or those two

109things in the building that we're trying to build that would be a big deal. Yeah. So on that list, those two seem like something we should talk to RPA about. >> I forget if I heard you right when you said it within the K8 given that that construction will happen somewhere. Which of those could you tack on to that? >> Like make a >> reasonably tack on >> like make a gym kind of talking about. >> Yeah. I think they threw out $5 million for a >> Yeah, I think they said >> three and a half. I want to say three and a half range. >> Yeah, just build one. That's how those estimates come about. They just happen to build one and they're like, let's how much we spent on this one, but this

110is supposed >> but I'm not sure where, you know, I'm not sure where it goes by itself anyway. Probably has foundation problems. So I'm I'm pushing up to five at least. Um so can you add something on this building for less than five and get you know get that problem solved also? Yeah. So anyway, so I think that those two are worth focusing on in short term because that can swing where I would want to put school. I think it would be uh it has synergistic value say that right some synergy out of the high school um solving more problems that you're you know you don't get any synergy up at this buildings or or teachers or kind of a separate simpler thing. So if you're going to make it more complicated and put it

111in high school you got to get something else. It's a good thought. >> I mean, that's that's worth asking. Put that on the list. Okay. So, that's Yeah, >> that's the big list here. Those two big needs. >> Gym space, fieldhouse space. How's that >> fieldhouse space or just lock rooms you can, you know, come in from the outside football or whatever that I don't know what who designs these buildings? They have probably a better idea what that might look like. I'm also I'm curious too about the best grant. If we're asking for the best grant for the building, if someone would say like, well, is that necessary for that building or can we exclude it even though it's attached to the building? Um because they will only grant one project and that project will

112be replacement of the elementary and middle school. So, I'll talk to Meg about that too and see what she thinks. McDonald's is the representative for the best grant. I'll check in because that'll help because we get a hard no. That also changes that story pretty fast. >> You're saying it physically connects. >> Yeah. >> So then it's it's saying back to RTA, right? RTA. Yeah. >> That you know um >> what is what's the closest proximity that you can get? >> Yes. >> Right. within the still the ability to have other creative construction of a connected releaseway and or entry or something. So I mean just not letting us trip over the obvious like let's find a solution and at least say we asked this as a solution there's not a solution that could be

113met within our budget within the best grant within the square footage. Right. There's there's a there's a way to use that footprint probably at least at least you have be creative about that. >> Good thoughts. >> Any other thoughts? We'll just keep marching on. We have a list. We have a list of questions here to >> alternate question. >> Is there a requirement in the best grant application to say what you're doing with your other buildings? >> Yes. >> Exactly. Yes, we have to be able to say if we are um they specifically want to know if we're planning on demolishing them and putting something on top of it. Like we've had other other schools been built on top of existing school sites in the past. Um they they're not a big fan of that.

114Um they specifically want to know that it's not going to be in our care any longer. So they don't want us to continue to have the, you know, the maintaining that building while we're getting this new building. So they like to know that we've created partnerships and or we've sold it to to someone. Um, >> but is that that's at the completion of the new building. Correct. >> Yes. But in the best grant itself, we'll have to say what's in the works. And so we've already been talking to the town and county pretty casually. Um, there's a group of nonprofits. I was expecting to see him here tonight. They weren't able to make it that are talking about making a pitch for the elementary building where they see themselves fitting in there providing after school

115care and uh other community vital community services. And so um that'd be something that the board could opt to uh you know sell to them is that space. Um and so that's that would be one way that we would demonstrate to best like hey this is how this building has continued to do. Um, there have been discussions about possibly the gyms being put into a wreck center. We have some times that we would mention that that that's a possibility. I did happen to think if we if that is the case, we probably put into theou that we have access to practice there when we'd like to um because we will be losing uh potentially some some gym space. So that would be good. Uh but yes, we do we have to say we're doing spaces.

116at least initial intentions and plans doesn't have to be final at this point. >> Doesn't have to be final. It has to be these are the things we considered. These are the >> discussions once we've created these are the things that we're looking for. >> I'm not going to be stuck with you. >> That's my understanding at this time. >> Anything else for now? Good. Good to move. Got a good list. >> I got a good list. All right. Let's go to Jason. Capital improvement update. >> Absolutely. Do you mind if I share my screen? >> Okay. >> Well, I will keep my comments brief tonight. Um, good news. elementary playground is installed and we've got just a little bit of time lapse pictures here to show kind of the progress that we went through

117and where we are right now. The only thing left on that project that we're waiting on is a load of the crushed tire particulate to like it's legal. It has to be a certain depth around the structures and we have done that but we had to consolidate the material throughout the playground to make that happen and now we need to even it out in the areas that we had to borrow from. So, uh that is something that comes from the east coast. Um, we are hoping to have it here in the next few weeks and we'll get that installed. Um, I have moved as a middle school principal from putting out figurative fires to dealing with literal fires. Now, uh, on November 12th, we did have a fire in the pantry at the kitchen in

118the Vogue Tech building. Um, do want to mention that there was no cooking going on. And the reason that that's important is because that hood that is in that particular kitchen was red tagged a little while back because it needs a specific slurry in the suppression system. And we've been, believe it or not, and I and this is the godhonest truth, we had an appointment the following Monday with Cooper Fire to get that addressed and dealt with. And then there was a fire in that facility the previous week, but it was not due to cooking. Um, that is very, very important. So, uh, we've been working with the mitigation company over the last few weeks, uh, to get that facility basically torn apart and cleaned up. Um, so here's some before pictures. This was right

119after the fire that was localized in that pantry. You can see lots of smoke damage, blackened stuff on the ceiling. And then we move down here and this is what the facility looks like right now. So, it has been completely cleared out. We were able to save the hood um cooking apparatus. Uh there's a sink on the other side of the kitchen. Um but as you can see, everything else has been stripped out. So where we are with that project now as we finished up mitigation is to start taking bids to actually reconstruct that particular facility and rebuild it. So um that's going to take a little bit of time to get that facility back where we want it to be. I do think it's a good time for us to have some of these

120conversations about what the future of that CTE kitchen is going to be and what we want it to look like and make sure that as we're spending money as part of this insurance claim that we want to make sure that that facility is the way that we want it to be going forward and if we want to do something significantly different. Not saying we do, but now would be the time for us to have that conversation. Couple projects that are in the planning stages. I mentioned last month that I would have an update this month on the high school roof. Uh we have selected a contractor Troy Ross Construction to complete that project. I'm very excited to be able to work with the local um on this particular project. I think it's good opportunity um

121for our people here in town to be able to put their uh fingerprints on this building. So um I'll be meeting with Troy here in the next few weeks, put together a plan and a timeline so that we can get that roof um addressed. And I I guess just a little bit of a clarification there, Rick mentioned earlier that, you know, one of the things we would look at in this upcoming bond is addressing the high school roof, but this is a separate project from that. So what Rick is describing is trying to mitigate the amount of noise, which would be schoolwide. What we're working on here is to try to deal with these big ice chunks that come sliding off of the, you know, over the >> The tower. Yes. I had opportunity to

122go up in that tower a couple weeks ago on a fire inspection. It was very interesting up there. Walked out over the probably 150 ft across there. Um, so anyway, like I said, I just want to make sure we know that that this regardless of whether we do that project as part of the bond, this is something that does need to be addressed now to mitigate damage to that roof. Last thing I want to talk about tonight um is an upcoming project and this is something that Josh Sanchez started working on. He shared its importance with me this summer and I've continued working on it. But this is of paramount importance um and something that we make need to make sure gets addressed. Um because there is buildings of a certain age in this district.

123Um we need asbests management plans in place so that we know exactly where asbestous is and if it is in a building what needs to be done to deal with it. Um it has been many years since those plans were updated and maintained and we're at a point where it has to be dealt with. Um so this is something that I am working with Matt Valdez with Keystone Environmental. Um Josh selected him as our asbestous management plan planner manager last year. um he had put together kind of a preliminary set of plans this summer uh that we're working on just to kind of let the state know that hey we are working in the right direction but the vast majority of the work that needs to be done is still in front of us so

124I am actively working to start moving towards getting sampling done um testing done even in the high school which was manufactured long after um asbestous was outlawed basically the way the state is approaching it is that um they're finding more and more asbests in places where it was not supposed to exist. And so even a letter stating that there was no asbestous in that facility um does not get us off the hook. So the way that the state looks at it until you can prove that it is not asbestous, they assume that it is. Um so big project um coming down the pike. I will keep updates for you guys um on this, but I want to make absolute sure that, you know, we are in compliance and not in a position where we're taking

125fines or or somehow getting shut down at some point because of of that issue. So, I will take any questions you may have for me. >> Anything anyone? >> All right. >> Okay. Thank you. >> Thank you, Jason. Let's take a quick five minute break here. >> Sorry, can I ask a quick question? Yeah, >> absolutely. What was the insurance settlement or is this an ongoing thing for the fire? Did we reserve a lump sum or is that something that we bill for as for the you said it was covered by insurance? >> Yeah, so Eric just put in the insurance claim. So as we work through the Yeah, that went in today. So we will be like the mitigation company and that who knows that may be the majority of the expense with it.

126We'll have to find out, but they will build the insurance company there. And then as we finish up the construction, then we'll do the same with that. And I know Eric, you got a little more experience with the insurance than I do. But >> yeah, as we're incurring these costs, we will track those on a project basis, more or less. Right. >> And then as we get as we work with the adjuster and return stuff, we'll be able to determine what our total refund or reimbursement will be for that. It isn't just snapped. So that's good. Yeah. So are we are we being reimbursed 100% which is rare for insurance or are we invested in 20% of the cost? >> As their adjuster comes in and looks at potential construction reconstruction opportunities, we'll get a

127better idea of what that level will bring. >> Okay. So we may have some of our own uh money going into this possibly, but I don't see that being a large larger option. Anything else? Take a quick break. I don't need my >> Yeah. So, let's let's move on to we're back in session and we have cash flow update that Eric's gonna >> Good evening again. The cash flow forecast in front of you has been updated with November's actuals. Um, one thing to point out there, our net revenue estimate for November came in about 400,000 lower than we had anticipated. Um, those numbers uh are based on averages of prior year revenues and expenditures by the month. So, this is somewhat of an anomaly. as both the November and the 2 million. We do still

128look like we will be a little above 2 million um after payroll in February so that we will be able to float the rest of our expenses until we see the March property tax payment. Just just for background information that we know reserves we're using and they go down fairly low there for cash flow reasons and that's good. If we ever decided to for other reasons to use reserves for some of these things is it true the state offers a zero interest plan. Right. >> So there really is a credit facility called >> super interested if we ever were using reserves to cover something and if we we have higher than our essential now I think based on state limits not saying we want them to be lower but if we decided to take care

129of one of those capital needs there's other ways to work through the cash. >> It is a it's a laborious process to work with them to do that. Is it? Um, >> but it is it is an opportunity that if we have the needs for the funds before March, it's too late to apply for it this year, but for next year. >> Yeah. It's not it's a it's a future year's thing maybe, just so we we know that. Correct. Yeah. >> And for next month, now that we have the audit complete, I will update the beginning balances on this one. So, you will see a a truer number that will tie to in the unbalance as of June February. >> Great. Thank you. Anything else there? We're good. We're good. Questions? Anyway? All right. Uh,

130we've been talking for a while about trying to change our day of our board meeting and there is this business now of these big decisions to be made. But I think we can go ahead and think through what's what's the smart thing. Um, help me with where we left off last. We were considering the first Wednesday, >> right? The first Wednesday. Second Wednesday. >> I have been bamboozled by >> You didn't try to tell me. You said it's a lift and I collected and it went wrong. Lessons learned >> and it's a it's a real thing. I hear I hear secretary job. >> Take that off your hands just to help. So where is the thinking now team? You're on moving the board stage to a first Wednesday. My first thought, I'll go ahead and

131say it since I didn't ask. Um, the first date that would pop up would be January 7. I feel like right now we're working on pretty short time frame anyway and we I wouldn't want it to be sooner than it is. What we had in January is a potentially right now it's a standard day 13 and then we have the 29th >> 27th locked in as a budget approval day >> revised budget. So we have 13 and 27 on our >> that will that could be a fairly smart >> that's how we've done it in the past. >> That's how that's done. >> What I'm getting at though is that if we need more time on this big site decision that that would I believe still fit the best world. We'll clarify that. I'm sure

132that we if if we needed more time that'd be the second option. We weren't ready on the 13th. Second option to make that decision would be the 27th. >> Those are Tuesdays you're mentioning. >> Those are both Tuesday because they're in the calendar now. >> Yes. >> Right. And what I'm saying is if we wanted to move to the Wednesday, the first day that comes up would be January 7th. And I'm just offering an opinion that feels like that pushes us a little even a little tighter on making that decision. How do you guys deal with that? >> Go ahead. >> I mean, I I kind of brought this up a little bit of wanting to ensure that we had another date in mind in January um in case we needed more time based on

133received information clarifications. Um, so I think at least having the the the agreed upon plan if needed, unless we're just saying that would be the day. >> No, I >> I would just say if anybody could agree on the 27th based on the meeting already on our agenda. Correct. >> I'm saying that that's I I think that's plan B unless you unless there's a movement here to say let's just say we're going to make that sit in advance. Unless there's a strong opinion about that, then we really have two options. Either move the meeting, go ahead and move the meeting to the first Wednesday, which should be the 7th, or keep it on the first Tuesday, which is the 13th. >> Yeah. >> So, all the way even the 27th is going to be a

134day. So here here's here's an option. Then we go ahead and move the regular meeting to the Wednesday the 7th and say that we're going to make the decision on the new date which could be Wednesday the 28th. Correct? >> Special meeting. >> The special meeting. That'd be one way to go ahead and make the switch, but not put the pressure on us to make the decision by the seventh. Make the decision by the 28th. >> Say that now that that's the time frame we're going to use. >> That gives us time for best. >> Yeah, >> that's the question for Rick. >> He's texting right now. >> March. >> Yeah, it's when they can start writing it. They need this information for how much could we get rid to tell us by January. So

135>> isn't there something about you declare your intention? >> I already did that >> in December. Okay. So that >> and by January you mean the end of January? Is that what they're saying? >> You mean submitted? by January, but we need the site to start writing and it's a sitetoriented uh application. So, if they're going to talk about one place over another place, they got they need that piece of information. So, the question I'm asking is what's the last day that you can know the site so you still have time to complete the application. Just go. We're going to we're end up rushing up one end. >> Yeah. What What if the special meeting was on move it up to the 21st? >> Would that work from a budget standpoint? >> Yes. >> Then

136that keeps us from being at the end of month. >> So that includes budget along with Yeah. Okay. >> Well, how's how's that looking? So, we go we try to stay with the Wednesdays to >> Wednesday should work. >> Then we'd be talking about the 7th and the 21st. >> Yeah. >> No, not the 14th. >> Well, the way we took away the 27th, >> I do like that and that I think there's at some point and the seventh could be the day that we as board members begin forcing some opinions and viewpoints on why what we think would be the best choice for this school and then additional what I would say boxing matches after that. I have a feeling that maybe more than one day would be necessary that I vote for more

137meetings, but at least I have yeah the 7th 21st and then if as Amanda said any something that week of on the 14th necessary because it's I think we're going to have a lot of vigorous discussion and maybe still receiving comments at that time. Can you all support putting on our calendar right now the 7th and the 21st >> at our regular time? >> And with that meaning that our regular meeting would move to the first Wednesday from that point forward. Are we still in support of that ideas work for you amended? So what to point uh point out boies would be then the 14th is that >> okay so that's got a little bit of a difficult >> we know I'm just saying that uh that's that's the next meeting if we wanted a

138different another meeting for whatever reason and that it's no guarantee that all of us could come to this meeting right at least we have the seventh and 14th we're We can hammer out, you know, as long as it takes on the preliminary talking through whatever data is available by then. That's a month. We're getting a lot of these questions we raised tonight. Then on the 21st, making a site choice which still isn't making all of the not making any choice about all the other things. It's not it might have a concept what goes with it might good, but there's a lot still remain to be figured out. And then the going forward then in February the meeting would be first Wednesdays instead of first Tuesdays 4th and March 4th and on we go. Um >>

139don't we have something else in April? >> We have a retreat we put on our calendar in April. Okay, thank you. I >> think it's the 16th 16th. >> Okay, so we don't have it on agenda for an action item. Do we need a motion make that happen >> to change the policies? >> Oh, no. That is Oh, you're way ahead of us >> as usual. >> Can I ask about the time? >> The times of the meeting. Is everybody okay with the six o'clock? Does anybody have the ability to move it up to 5:30? Does that just seem difficult? We started at an earlier start of this week. Um, you know, 5:' 5:30. Um, just sometimes get out of here so late that maybe starting earlier would be beneficial. I know that that can

140push some work schedules, you know, included, but >> seems like 5 5:30 might be the option that what I see from the public is we tend to say 5:30 so people that work till 5 that seems to work. I wouldn't go earlier than that sports practice 5.5 >> sometimes. So that's not doing that. I'm coming straight from jail. >> Most of us >> I just my kids at 5:30. Yeah. Yeah. It makes a pinch for someone that that's six. So we do roll right into a policy related to when the >> Y it's meeting motion to amend the policy. >> How should we do that first? I can make a motion. I'll make a motion to revise the policy the meeting date to the first Wednesday the second Tuesday. We have a motion on the

141change of the regular school board meeting not the time day of the month. We have a motion. We have a second. >> Second. >> Any discussion? That's good. Everyone glad to be here. >> Mr. Everson. >> Hi Mr. >> Hi. >> Mr. Shi and Mr. >> Hi. >> And then we have another action item where we have to certify mill levies. >> Go ahead, Eric. Tell us what we got here. >> So put together using the uh CD spreadsheet. It's actually a very intuitive Excel document that they have basically plugging in the numbers that we received from the uh from the counties for their net assessed valuations for the coming tax years. Uh the totals based on the net values, we're looking at $634 million. Um which is an increase of 12% over last year's

142569 million. >> Say, say that again. >> 12% increase. Last year we were at 569 and the revised December numbers for Arch 11 put us at 634 for this coming year. Um, our total program mill uh has to increase by one each year until we hit 27. So, this will be our last year of taking a full mill increase on that. We'll have a little less than one to get us to the flat 27 where we'll stay going forward. The middle of the override will stay 1.7 million. Uh, abatements right around 80,000. So our total general fund mill for the coming year would be 18,284 28.82 mil total compared to the 20 28.1 that we had uh for fiscal 25. Page three shows the certification form that the worksheet then automatically populates. This is what

143would be submitted to the state. um pending your approval and agreement. And then page four shows the the actual uh impact on annual residential and commercial taxes from 25 to 26 with this increase per 100,000 of market value. So make sure just to clarify the state's having us has been having us bump that up a point a year until 29 >> 27. So this next year at this time when we look at this we'll increase that number and from the 26.014 it'll be at a flat 27. >> So we're 27 now. >> Yeah. I was looking at the wrong line but 28.8 override that includes >> that that's when that's when they add the override. >> Correct. >> But our mills for the general fund is 26.01. Okay. Sorry. >> And at 27 the state

144stops pushing this to raise. >> Correct. >> Yeah. Based on statute, some districts are well above that, so they're bringing it down. Some are below. So we have to increase it till we hit 27. So questions or otherwise we need a motion to approve the no levy next fiscal year. >> Mr. President, I will make a motion that we approve this mill presented. Looked at it pretty carefully. Thank you, Eric, as always. >> Motion have a second. I'll second. >> Any questions or further discussion? >> Hi, >> Mr. Hi, >> Mr. Mackey. >> Hi, Mr. Taylor. >> Hi. >> Okay, going for a wrap here. Any comments from the board? Anything you've been involved with? you know, something really interesting. I I should probably report on the last policies meeting was primarily just updating policies,

145but we did get notified last week, you know, last week that Cortez's application to leave Boseis was rejected and about what 36 hours later they appealed to >> they didn't lack the answer again. So we still don't know for certain where we stand with Monuma school district but it did get rejected again they got a pretty uphill battle to push that appeal. The appeal only goes to the commissioner. she is the sole decider and they can only appeal uh based on two things. One that the process was flawed or two that uh they believe that the conclusion was inaccurate given the data. Uh last time they appealed um was the same commissioner Susanna Cordova and she denied their appeal. So, seems like that'll be the same conclusion, not cart before the horse, but probably involves

146some of us making a trip to Denver to speak to the commissioner about it. is the us >> myself Royce now that I'm okay I also have a and uh the board member from Kagosa whoever that uh >> no because I'm the superintendent representative on the >> I need to talk >> and so we we'll know more I think that uh they have until the end of January there was a little lack of clarity they just changed the process slightly and so it was unclear if they had if it really will be the end of January but it'll come sooner because they made the appeals so soon. So we'll wait to find out. >> All right. Well, we had the reigns. They're very capable. >> Anything else? Anyone else? >> Heather, can you send out

147an email with our new coordinates on it? >> Okay. Just just to help me. Sorry just to have that all. Thank you so much. >> Anything else around the horn here? Any early early childhood? >> Uh yes, sir. The the uh the early childhood council with Archel County. We met just last week on December 3rd to review the strategic plan for the coming year. And um that was a two-hour meeting. I was able to participate for an hour and 15 minutes and I had to leave. So I didn't uh get the final analysis of uh but we broke out in the group sessions of what we felt was more most important going forward. some of the technology didn't quite works. But anyway, my group talked about uh mental health uh spanning kids. You know what

148what the the early childhood council could help and facilitate mental health for children for staff for prek staff and then for parents as well. And uh so that's that's the end of that. It was a a nice meeting going forward was facilitated by I don't know a professional so a very long meeting and of course we want to describe our meeting with kids. Well, yeah. I was gonna say we we did meet with middle school sixth, sixth, seventh, eighth graders on Monday. >> It's only Tuesday. >> yesterday morning at bright early whenever time >> um they they were wonderful. Most of them had not heard a thing about schools and sites. Tim gave him the presentation the basics of there's these two places and as we just kind of went around the horn they pretty

149quickly distilled down in their mind at least the central issues and I'm I'm not going to try to tell you a lot about that right now but something I think they I think they sorted them mainly between surrounding amen amenities and um available space. Town's very attractive for its surrounding amenities and some places looked attractive for their space. That's that's what they talked about. And and you know, they I think they were pretty open. You know, it sound like either one's good. School would be great. Whatever you guys decide. They're quite delightful with how smart they are and how verbal and willing to talk to total pretty much strange guy. >> I think I you know if we could get these kids to run for legislature in the future at a fairly young age I

150both because you know anyone who's left in the audience they they were right on. These kids started talking about well it might be inconvenient for my parent to drop off a kid here and at this and they they really were just doing issues that I we just sat back and like wow um because we just let him and we did take a vote. You go ahead. We did ask him to vote because it's initially they did seem like well we should be at the high school site seemed quite serious about that but then in an hour and what 15 minutes or so they had come about and so we asked well what's the vote there were eight of them uh six for Vista two for high school that was the conclusion >> and I would

151say honestly there wasn't leading the witness >> and was pretty pretty clean. But so anyway, so that was worth worth doing and we appreciate the Jana and and Josh for putting that together in the case. That's about all I have. Anything over here, Rick? >> I just have a couple of things. Uh first, Manda, sorry for teasing you about the posts. I'll I'll help. It's a good It's a good team to to be on and it is important work and so I'll do whatever I can to help. >> I I understand. I was more giving >> I I did give Royce some ideas about how to make meetings more uh attend attendable so it' be easier for you to attend which I said if you just have every meeting in Cortez in person that would

152be ideal. Thank you. >> She didn't invite me. >> I bet she Yeah. Uh she's delightful. >> Yeah, I remember. So >> uh second I did say I would I try to embarrass Eric a little bit. I mean, it was a really remarkable shift in the short amount of time that Eric's spent at the helm to resolving what were two different findings um and getting us in on time and essentially um going from being a good guy with the right attitudes and incredible work ethic to just an incredible CFO teaching himself and accessing the resources that are available to him. And we could not be uh any more fortunate to have Eric. So, >> just a proud Mr. Proud father. >> Glad to hear it. Glad to hear >> uh Jess and I share a

153love for the Patriots. So, I guess that's we're establishing our relationship. Uh two two other things that are are far far more important. uh UPK, if you I don't know if you heard about this at the early childhood, but we've been having a heck of a time collecting our three-year-old payments. Um they changed the system on us from what they've done in the past. And so that has we have yet to receive from the state three-year-old payments. And so we I believe now having talked to folks at the state that it's resolved and we should find out by December 15th. And so hopefully that's resolved. that has been a problem because it impacts our partners as well. They they count on us to to get those pass through dollars. Totally new system. So, trying to

154figure that out. The last thing I just want to talk about is Bill Pagosa has a design team that they're working on and I think there's a couple of board members that are arm wrestling currently about who's going to be on the design team. >> Davy one. >> Yeah, >> Davy one. Okay. And then uh I'll pass your name along to Will and then uh Yeah, I wouldn't I went to one meeting. >> Oh, you did. Oh, great. You've already gone. That's right. >> I went to one meeting. Yeah. I don't know when the next >> Okay. Uh and so that's going >> Glad you're glad you're doing that. >> They're coming in February. Is that what we asked? >> No, they're coming back in April. >> Oh, it's April. Okay. Yeah, we're not gonna

155>> provide any other chunk of money till we've gotten through our dip period and then they come back with more details. >> I know we asked them for several things. So, I was trying to get that all right. >> That'd be the April meeting and they've been working with uh uh Garrett, is that right? No. Uh Nick at the high school to have high school students help develop the business plan. So, I think they're planning on bringing some of the high school students to to do just that. And then one of the things that I've been really pleased with Bill Pagosa in the past, it has nothing to do with that building, but just their tenacity for finding working with Emily um some internships for our kids. I got about six or eight new internships

156up at the mountain. And so, we have high school kids that have uh jobs up there on the mountain, which is that's pretty phenomenal. So, we have a lot of kids that work in the community, but that was a brand new one this year that they added. And that's one thing we've been asking of Emily is to increase our capacity for internships as we've um eliminated off blocks um and we've had slightly lower credits. We're asking kids to get out into the community and do more stuff. So, that was a big that was a big win. >> That's it for me. >> Yeah. >> Great. just >> um I think we have a well a follow up on bait detectors is one thing for >> probably next put that out there >> got I think

157they tested out this one here in the middle school seems like it's functional or does what's supposed to >> and we've run some preliminary dollar amounts and I'll be ready to share those January a great hat in January. What was my other thing? >> That's a good one. >> We we So there will be data on how it's working at the >> Yeah, I think that's middle school. >> There's thoughts about how to do they're wanting to do at the high school too, right? >> Yeah. And that's one not to have the meeting before the meeting, but one of the things we'll have to discuss is looking at the dollar amount is that's something we want to invest here. Pulling the uh cat 6 cable, the Ethernet cable is gets kind of pricey uh per

158device. So, um it's like a thousand bucks a cabling I think is the general estimate there. And so, we want to think about that like this space versus the high school. Which one do we do first? And it does does make me curious if uh new building designs come with them installed. I would assume yes given how challenging it's been. But >> are you able to provide any data on like incident reports for vaping for that meeting? >> Yeah, I can do that. I can pull up the number of incidents by month uh related to vaping and uh I have a couple of anecdotes just from Jana and Brandon about here in the middle school how that detector's worked for them >> and it has worked. >> Anything else? All right, we're >> Thank you

159very much >> and see you all >> you guys tomorrow.
