Florida. >> And even when we said, "Hey, it's going to be expensive," people said like, "Yeah, I think we I think we might pay that." Um, so after listening to that and looking deeper into the survey and discovering um that people would even be more interested in pursuing if we could get a um a best grant, if we knew where we were going to put the building. So that was a big uh thing that we learned through the survey is that it mattered to people. People had opinions about if it should be and at that time we were really talking about two possible sites. The high school site um which is down in the southwest corner of the high school property or uh the Vista property which is up near Veterans Memorial Park. And so
um when that became evident the board asked us to go back and get a preliminary site analysis. We have completed that analysis. The impact will see that I believe it got mailed out to team members today an executive summary of that. So on November 17th that group will hear like this is what the engineers are saying about those two sites limited exploration for those sites. Um, so we'll hear that. Um, and then following that, if we're able to identify the site, we're going to immediately pursue a best grant. Um, and the best grant should pick up 40 to 45% of the tab if we're able to if we're getting it. Um, it's super competitive. It's more competitive than it's ever been, and there are fewer and fewer large uh grants given. But even this past
year there was a $55 million uh a lotment given to Kaiwa didn't pass their bond and so um that's possibility and we'd be in that kind of ballpark for a total possibly. So that that gives us hope. I didn't meet with the best grant folks uh then and um she said we're doing some things that will really help our cause. the preliminary site analysis is a is a big one. Um starting to talk to folks about how we might repurpose the building is a big advantage there. Um having done some community surveys and so she felt encouraged not saying hey it's a slam dunk by any means but saying like you guys are on the right steps. So board will be um deciding eventually here although we would apply in uh early it's now due
in early April was March um and then no I'm sorry it was February now it's early March sorry and then they'll let us know in May if we get it if we get it well we have the option to go to the ballot in 2026 and say given that we have this money would you fund the rest of it if we don't get it Um it's really an either or. So we'll actually be able to say well would you fund it if we got it the next round and voters can actually decide and say yeah you can have this money if you get the best grant coming up next May and so that'll be an option for the board to pursue that. Um but the next big decision that's coming is going through the site
analysis and determining where where the building add to that application. Did you involve in other schools not just one? Yeah, Ben, great great question. I did ask that that question specifically. The best grant would only apply to one project. And so the best grant would apply to the building of the new school, but our bond would include those other projects. what you guys decide to do if the board decides to do something for the high school or for other purposes that those are add-ons on top of that. But the best grant cannot be used for all of those little projects. It just be used for one project. So we would use the best grant to apply. I would think we would use the best grant to apply and then we would add those other projects
on and that would give us a total amount that we would ask the community to follow. We haven't applied yet. I just I've been meeting with Meg periodically and so I just had another you know Zoom meeting with her just to go through some more questions >> and that meeting to say that again this Monday night 17 >> yes >> is when the impact will get all the data from the engineering studies. >> Yes. So the engineers who conducted the study will a group some of them not all of them will be here and uh they will present a slideshow and the executive summary is like they're very like we did this and then they'll go through detail of each of the elements that they looked at and that includes uh traffic, wetlands, utilities. Wetlands
turned out to be a bigger thing than I thought it was going to be. So wetlands uh traffic, utilities, uh soil structure as far as foundation they There's some differences there between the sites. Uh sewers became a hot topic. Um just like location, distance from pump station. Both those sites will access pump station. So um all of that information will be detail. You're all welcome to attend provided that somebody notices. I guess >> so. When you say pump station meaning might have to upgrade pump station. might have to upgrade it. Yes, because there's an existing one, I guess, near this. Yeah. Or upgrade >> and that will be in the presentation. >> Yeah. Yeah. Yeah. At least at least mention it like, hey, this is consideration. >> Any other questions you guys have about that?
>> Um, well, not a question really. We got the best just for POS. a lot easier because it it stay [laughter] >> No, I just >> I mean that's I don't think I don't think there Well, that is a good question though. If the school district goes for a vest, does that preclude you going for a vest? >> Okay. >> I could find out, but I don't know answer >> where you you did get a best grant. >> So, it might be an option, you know, solid out next year. But we haven't discussed it. >> I think we're, you know, I think without without knowing several of the details here though, we're on pace to ask the voters to support something next fall. But it's all about deciding what that what that is including your
school, including our high school, including Central Mountain School, but with the best grant focus on how do we get a KA for a pay substantial school built when that uh subject came up and the larger group advisory committee people said they will be willing to pay this x amount for the results. that we're expecting very little negative no at all. A lot of people willing the voters actually say yes I'm not positive. Yeah, there was a positive and hopefully more data, more information, more analytics and I mean a real kicker obviously would be if you got a vest grant at that hopefully put that over the top but the sentiment was positive political consultants we listened to felt like it wasn't quite positive enough like not enough margin for error but it's definitely on the
plus side 50% they were saying they support that >> Rick while we're on was subject to best grants. Just I'm curious because KYA just didn't pass it yet. Correct. >> For 60 million >> one vote, you know, it was a >> Yeah, it was very close 250 to 249. >> Was it I know >> this year on the ballot >> and that best grant funding for them now is up 80. >> It was 60.5 million big. It went up from 55 to 60 plus >> and they got it and they turn it down. >> Yeah. >> And the question that I have is they don't go to some other second place and give it the goes back into the kitty. >> Yeah. They hand down they produce a list >> and they'll say all right
here are the current projects sitting in the hopper and they say this year we have this we have enough money to cover these top I'll just for round number I'll say 10 that paid for these 10 projects and then anyone that doesn't pass their bond then that money they go okay well those people are out they total about $40 million then they go down the list $40 million and they start handing that money out. There's actually a thing where if they have a fractional amount, they have $8 million left and the next project is worth 12 million, they will say to that school, well, we got eight. Do you want to take eight? We'll go with it. [laughter] And was like, if you get into that spot, you say no right away. But um and
so they do they do they'll just keep going down and finding the little project. So for you know if you have a safety and security $3 million best grant and you're below the cut off you're kind of still sitting good because some of those big grants may not pass. So, so the bottom line just to remember is that if if uh if money's left over in this case, they didn't pass their bond. It is not it's earmarked for that fiscal year, not for the next round. >> Correct. >> That is my understanding that >> she said so is the priority on the best grant because that supports what will go on the ballot. Have you had that there? >> Yes. And I mean it's just fiscally responsible if we could pick up 40 to 45%
of $120 million project and give that for the community. That seems like the right to >> guess I asked. So I'm trying to understand what the harder challenges get the best that right? >> Yeah. >> Question. I think when you when you listen to discussed over the months, uh if you get a best grant for 406 million and you budget is $12,500 million, the people have done both for a lot less than they expected. More likely, >> I think so. We ran those kind of numbers through that first survey. and he said, "Oh, if you have to pay for the full amount, I don't recall the numbers off the top of my head. Uh, you have to pay the full amount, it's this much per $100,000 of value. If you get the best grant, it's
reduced significantly. It's this much." And think about because it's reduced not just the actual dollar amount, but the interest that we're paying on those dollars over time. Using it is really beneficial. Will you be doing any sort of analytics or um surveys while you're doing West Grant to understand the town what the likelihood of that will be >> like you mean community members like the likelihood of that >> polling like which we [clears throat] did last June wasn't the first round represented voters for this game and that's why it came out positive but not quite up, but we'll definitely be doing that again. >> Information is available for more clarity and a clearer question coming up. >> And this didn't come in in conversation during a board meeting. Like, it looks like we actually have
some positive momentum. Is it actually counterproductive to kind of delay that? And when when it's all said and done, the timeline of the build doesn't change that much, but pushing an early ballot without being fiscally responsible, I think, sets us up to not be able to answer the questions to our stakeholders and our community members with as much commitment to what we say we do. And so that's why if that big timeline of breaking ground actually is the same almost because of the traffic reports because we of the sites that we still need to find information about then it just makes sense to really lean into how can we best support our community with every single one of us at at the thought of it of reducing the cost to school. So that's why the
best grant halted basically us putting it on the ballot for this year and again the timeline doesn't really become that much expedited. Um but fiscally it's way more advantageous I think to our community to go with that. So it did come up again looks like we had momentum. It looks like it is positive. Is there anything negative to the to the weight? And if anything, I think we've agreed that we will be accused of being and going over our due diligence again and again and inviting the public in again and again to ensure that we are going with where the majority of the polling where the majority of our conversations and education of data kind of sends us. So that's kind of where we find ourselves currently. But the reason why >> just kind of
looking at the time and I want to make sure Emily has a chance then we I think we can go from there back to kind of a general discussion but if you wanted to share I know you had a facilities committee meeting. >> Yeah. Um so we just started committee so much you guys are vocal about having involved in this project. We really appreciate it. Uh last month we organized a committee um start thinking about not only what are the needs but also when we talk about things like 21st century learning what does that look like at POSs our facility is not in need of rebuild and it space before it was a school uh as mentioned we did had an opportunity to come in and do a facility report for us last summer and
that was shared with our board in October of last year. I was able to meet with people who were from the bus grant project in 2022 and then also um with members of the city and kind of understand where our priorities are regarding safety um and things that came up at facility around things like expansion. So, not necessarily expansion in terms of like adding more grades, but our charter allows us to have up to 225 students. And currently in the way that our facility is set up, we would not be able to support that population. And so knowing that even as a K8, our facility has unusable space and a growing student population, um we want to make sure that we're thinking about where we're going to be investing our funds and our time and
energy as well in order to make our school better place for our students. So um we're really in the beginning stages of that. So a lot of what we talked about we would like to do with our stakeholders and community members as well on a much smaller level. So things like surveying and focus groups our stakeholders to get more guidance around you know where they would recommend for um safety and accessibility and then also meeting with our facility team and our board to identify what are our like major current needs. So um that's really where we are right now. I'm also while um doing a test grant is not something that we've discussed I am looking at other facility options for our school as well. So there is a charter facility assistance program that I'm
going to be applying for. We're also going to be trying to look at ways of making improvements without Emily, is that a Colorado specific? >> And that wasn't you're aware of the timeline that would drive including that answer upon language like Juneish or something? I would think like start of May, get it to fall on counsel and make sure that you know it written up correctly. Just heard of someone who recently passed a mill who um bowled up their language. Now they are stuck um with something that they didn't intend. So it's nice to have a couple of months for abuse of Butler Snow. They're considered the best state. So we we try to stay with those guys. They help ensure that your language is written carefully so that everyone gets what they think they're
get instead of no you read this. It says only going to do this. That's a real problem. I appreciate generous with this time we've been meeting monthly and so I'm hoping that we can be touch base around our process. >> Very good. >> We just carve out some time to just talk about like what are the possibilities. >> I didn't realize that you can only do one project. That's interesting. >> Um I would suspect that if was part of bond >> that's going to be positive because I think our community is generally conservative and likes the idea of of school choice. I'm just guessing. I'm just guessing. I I would agree. another population of folks that say let's let's all do this for our kids. >> I don't I mean the only thing I would
I don't think it's a I think it's when we figure this out. It's not I don't I think we're well past the point of like whether or not we're including POS in the project. I guess I suppose you guys could say, >> "Yeah, we don't have anything to bond. You know, we're gonna we're gonna sit out this round." But I think what we've been saying is, "Yeah, let's let's figure this out." >> And I think, sorry, I was going to say I think the ask needs to be something that you guys are continuously looking at. Um, so that the questions that we might have for it, right, of like is this the priority? How did you come to the priority? um that is just like clearly seen in the areas and of your own goals
and and projects. So um there is not a lot at this time Emily that even you can offer as far as like we are right now auditing needs. um you're looking at safety, you're looking at repairs, you're looking at all of those things to be able to actually be able to really bring to your board like option A, [clears throat] option B. Is that how you guys foresee this happening internally to then bring just to try to gauge kind of the the time line that you would be able to even come up with a a a proposal? Um, so we we've got a couple of projects that we have to do. uh we we really need to do our part and I think I think according to our the David who was our project manager
on estate project um and I think the CDE estimated that at around 50,000 so small um we have an elevator that's probably going to need to be replaced that's 40 to 60,000 for that. Um, we don't have an athletic field. There is a property adjacent to the school. It's probably priced around 400,000. Um, just blank flat piece of ground that's been sitting in MP since 2006. And they built me village. Um, so I mean that's that's a possibility. um for for us to consider as a board. Um safety security is always always interesting. You know, there's not we're not completely secure as far as entering the school and entering the playground so um what I what I'd like to hear from you is the idea of gymnasium auditorium. We have some we have some vacant
land on the south part of but we just saw gymnasium get shot down by the way. What's your feeling about the community broader community? Um are they doing business or are they just opposed to paying for it? And um because we don't have We have a lot basically analys pretty pretty basic opportunities I twice that um so so those are just things that that we have not discussed as a board yet but I I know your thoughts are on topic but one I mean my reaction personally it'd be interesting to see if that bubbles up through your kind of total need assessment Is that high on that list where may well be um the whole PO thing I don't know if you want to read too much into that or not as not living out
there knowing exactly it seemed like they had some real issues with how they campaigned and so I don't know if it was fair saying we don't want kids to be able to do things say you you don't have P space right even that's more >> yeah in our PE space even that's more fundamental gym indoor PE class I don't think people are dancing I think it has to be clear and not feel like it's just we >> this is just part of the bigger I think there questions you're looking for what we were asking for and have those first. Um, pass those off to our committee to do the research that you're talking about. um prioritize those guidelines what makes sense options we can review that as a board and what we like to propose
that process and so really understanding what those guidelines are us to figure out a how to get that priorities list and then put that against the title make sure we get that make sense. >> So what I just throw is $5 million is that sound that would be part of the bond. I assume we decide if the board decides to go that direction. I think that's the question that I want us all to entertain together. It's like how do we come up with what that constraint is like? What's reasonable? Because it's like [clears throat] is it a is it a question of mathematics like hey well let's just think about the ratio of one group of kids to another group of kids and do some math here. Is it a matter of like what polls
well? Like will the people tolerate x amount of dollars going to a small amount of students or will that impact it? I actually don't know if we've all talked I think we haven't all talked about actually and that's an important point I think you bring it up just because you know if if we say oh no the cap's $150,000 then oh that's a different list of projects than the cap is uh 20% of whatever we ask for which is and that's not what I'm saying we're going to do so we wouldn't want to put that in paper because I was just making up random numbers but the idea going to be um though that [clears throat] we haven't done that. So, what have you guys been thinking about or have you at all been thinking
about? We're in this project mindset of these kind of things that are high on our needs list, maybe less on our wish list of this. Yeah, I think think realistically like we could probably provide us context why we were asking for each items. How much because because what I would I think would probably happen which was probably get a pretty good gauge of how much you can ask for right so you don't want to ask too much right if this doesn't clear it gets way harder right you don't ask for enough then we're not getting so I I assume collectively come up with kind of a number that would make sense and has high likely that and then take that number within it line items that make sense right making sure that you understand the
things that we're asking for against the things that you know the rest of district but probably y'all in the best position to um find the areas that we need the against these. Is that kind of how it might play out or >> Yeah, I mean, yeah, I believe so. And I do think that there is opportunity for us again to think about how we serve our schools. And so that could look like even hosting conversations that have never even been brought up before. So though we want to again ensure that you're thinking through this again from a safety perspective, from a repairs perspective, from a longterm perspective of your own student experience and your students and schools growth also with the idea of um is there something that just through the ambition of all of
us getting together we we can look at differently because of the different perspectives. So I I just want to ensure that we are continuously having the open conversations and that you are continuously thinking like creatively with your space, creatively with the the lands, creatively with the joint of the community. Um because sometimes those are not monetarily huge asks, but it is momentum towards what the community needs and wants. So, I just I don't want us to be crazy rigid, but also I want you to have enough structure to where the things that you would ask for um really support the mission of what Posa Peak is and really endorse kind of the future of how that school will continue to evolve in our community and the families that it serves. So, um, I just get
concerned sometimes that like I want us to be able to look bigger than the box. And that doesn't mean, you know, crazy and reaching for insane things or asking for $5 million worth of something, but also thinking in terms of the community, the children, the schools, and the long-term possibilities. I think anybody that goes through this process, whether it's looking for grants or looking for the promoters to say yes, we'll spend this money. Uh before you actually make a presentation to them in your own mind and your work, you ought to have three or four options. This is what this is pie in the sky. I got everything. And down here is the absolute minimum that if we don't do this, it can hurt the children. And then somewhere in the middle you've got two
other options. So when you're making these presentations to somebody making a decision on give you money or not you have to have the option so you can say all right we don't need all that here and it's this much less. So our work for is to come up with three or four options of pie in the sky to absolutely if this doesn't happen the kids are in danger and find a happy meeting so that what we present to you how we want to be tagged on to that bondage uh it makes sense to you and it's not outlandish and the same when you make your presentation doing the statement to the the board that's making grant to you it makes sense to them as well. So neither of us are reaching the sky and it's
reasonable for what a total objective is for the community, for the students, for the teachers. And I think I think uh what it be nice to see is when we get to that when we get to that place that we're looking less at the schools themselves and more at the all the line items together and you know something that we need might not look at as as a thing for the whole school that hey this thing is really important let's bring that that item is to make sure that that look at it a little bit more granular than just the whole I think that that gives a chance to get funds best way it can distribut all different including I'd like this is just a personal perspective but if PPOS is part of a bond
issue in a very substantive way that benefits children because I hadn't really thought about the gymnasium which I assume that land is tractable work >> but there's enough room >> it very practically the the sphere of influence of all the kids and all the parents and the grandparents who are associated with PPOS they're all voters very practically you add PBOS as a substitive part of this whatever that might be um you're going to have those folks voting for that. And that's a pretty big spirit. Thousand people that were more likely maybe that's an exaggeration, but how many students >> 29 so parents and then six 700 voters perhaps who are going to be looking at this and say our schools very practical but I think very realistic. is definitely something. I mean, [clears throat] to
talk about like you might consider on some of your projects is getting estimates done early on. I was thinking about the your parking lot for 150,000. You just spent 150,000 to level six spaces so you can safely park uh vehicles that might have people in wheelchairs. So that cost analysis might be a little bit out of CD did that to us as well. They said, "Oh, we think we cost this much. We go out to contractors. It's quite different here." So as as you get that list, Jason can help too with connecting with folks that we've worked with in the past to say like, "Oh, they're they're willing to do an estimate for this." And it helps helps us as well with just saying to the community like, "Hey, we've done our due diligence. No
surprises here. We've asked for some money." >> I mean, the just replace it with right say that because we actually did that. I stole. >> Yeah. Yeah, that was their solution. >> But it was not the inexpensive thing. [clears throat] >> But it's still it's still about getting real as real as possible, >> right? Yeah, >> I think your your hierarchy of needs matched with [clears throat] what we all decide was reasonable portion of the bond get attached seems like >> and maybe that's that's another joint discussion where you know where did these things that >> what kind of what kind of cap that we're talking about now is what these are and >> well let's maybe we should plan that as a next step like what is when is that meeting so you guys
kind of know too like hey here's our idea of generating time here's our time to get our list together and then when should we be sitting down >> something does that make sense >> I think it does start with with understand This is viewpoint of long-term not >> best because best has to be for the >> I think we can probably come up with some reach back out to those we've worked with in the past see what experience tells them our political consultant like what do communities typically tolerate and you're like, well, the building was going to be X. We'd like to add X plus 2, X plus 7, and X. What at that point, wait a second. So, that can help us with that. Um, because we have our own discussions that as well
because the bonds do better when there's a little something for everyone. So, what are those things? What does the high school are? Yes, there were like things that you know would be in or out and then things that were higher or lower and you know give us space to work to couple. >> So maybe maybe shoot for another conversation at in a January board meeting type time type time type time type time type time type time type time type time type time type time type break. Yes. >> We would communicate and nail down the exact >> Yeah. It's it's time not a lot of extra >> also. I know the orange. >> Yes. [laughter] >> How did you listen? some of our best thinking. >> Isn't that why monks wear this color when I was
about four years old? My parents said, "Bill, we're going to paint your bedroom. What color do you want?" And this orange is the color I wanted. >> Yeah. [laughter] >> I was disappointed for years. Sounds like it's still way [laughter] >> anything else. Anyone? >> We all have a board meeting. That's great. So, >> get to that. >> Absolutely. >> We appreciate it. Get organized through our next round here. Is everyone comfortable if we do the same thing? Try to tag it right before we're meeting or would you like us to come? >> Okay. >> Yeah. Thank you again. This works. [laughter] You don't have to
