001absolutely on the agenda I don't see the neck sir huh we're not changing it but I don't see the first agenda the pre agenda um you have to go if you go back in it's actually two different agendas so yeah you know that okay so if you go to the meeting all right I got two computers going so I'm not working I've got the I've got the April 6th agenda here okay if you click on that where it's those featured on the left side if you see where it says 2020 if you look at that you'll see the featured meeting is the big meeting tonight but the one before that is a special policy adoption meeting so that's the one we okay hey let's try this see if this works are we ready 20 click

006B for word for Boards of Education in state of Colorado to be able to conduct electronic board meetings under this policy there is no requirement that we conduct three readings three separate readings as we normally would and as and as would be required by our Board of Education policy manual again this during these very challenging times of closure with co19 this policy allows the board to conduct meetings you know through zoom or WebEx or how do we do this from they did from a distance and and rather rather than in person so the language that we have forwarded is the language in its entirety as recommended by Colorado Association of School Boards so are there any questions about this no no so I don't think we have been Asian so that we can yes we

007can go ahead and move on to the action item and [Music] basically we're just moving this policy so then that we can go on into our regular meeting exactly Thank You Terry sure does everybody have access to on their own I asked if everybody has access to to this agenda they can see this right now and they have access to the meeting so that Bev doesn't have to keep putting her screen up just because I think that's what's causing a lot of I'm sorry what was that Rob sure sure do you need to hold for a minute are you ok good ok all right so if everybody has that then you can go on to the connection item what's the pleasure of the board Nancy I second ok we have a motion in a second

011anybody that would like to speak for at this time I would buy yours okay go ahead Diane do you want me to put cute for my video on or keep it off does that matter you can put it on okay maybe I can't I'm not okay um good evening my name is Diane URIs I will assume that the board and dr. hammock received my email as well as a letter of support from FMEA last Thursday I have to say first of all there's so many more pressing issues going on at this time that seem more important than mine and I was fully prepared to come to the school board meeting in March which would have been a lot simpler than until after the pandemic happened but here we are as you can see from the

012dates on the letter that I have been very patient and active pursuing this I am asking for a reconsideration of dr. or dr. ham makes denial of my 14 years of service I consider myself a deeply dedicated employee it's like my employment situation is not being considered I want to restate that I received no guidance as a para that I had an option to take a leave of absence to complete my student teaching I was directed by my principal that I had to resign I feel like my principal and my HR representative let me down which puts me in this frustrating situation that I'm in today I am the last of a small group lost my place sorry I am the last of a small group of people who resigned teaching and then was hired

013back in a certified position never left the district I never left the building I was in I just lost all you guys sorry back ok good ok I'm here tonight to ask for reconsideration for my previous years of service to the district to count from my longevity bonus I know during negotiations that years of service were discussed and that there would be concerns for those of us who didn't fit given parameters if I have chosen to resign then I would be content with the fact that I forfeited 14 years I didn't choose to resign I didn't choose to give up 14 years worth of sickling I didn't know that I was there was an option out there for me to take a leave of absence I am a home grown teacher and you didn't invest

0148 credits into me I did it on my own I was born and raised here my entire family went to school here I had many of your children in computer lab or even in class I have received a crystal apple I received an award from the entire Teachers Association for a graduate who then come back and taught in Fort Morgan and yet here tonight I still like I feel like I'm fighting for 14 years to be recognized these are 14 years out of the now 29 years that I have been in the district so thank you for your time thank you for all that you guys do for our district it's a tremendous amount of work that you do I would entertain any questions if possible it's just I just want to make sure that

015I I'm clear on this you did 14 years of here teaching and then you went back out got your degree and then came back is that correct I did 14 years as a para okay I went to college during the time I was working the only time I had I resigned was when I had to do my student teaching so I worked 14 years four and a half years of college and then I stopped working in May of 2005 I did my student teaching with Peggy ko cash in August of 2005 and I had a contract to come back and teach at the end of 2005 okay thank you all right thank you thank you so much any other anybody else wants to speak all right move on I was just asked for a clarification

016you said your principal indicated that you needed to resign did you have any conversation with HR or did anyone from HR get in touch with you about your options at that time I talked with I spoke with my principal of course mark Mike MERIS was my principal at the time and no HR never approached or when I turn in my resignation and I know that there was four of us who had to resign at this any time to do our student teaching and none of us were contacted about taking a leave of absence the others also had resigned and lost sick leave years of experience Thank You Terry mm-hmm we will move on now to our reports is there anybody from the board that report okay dr. hammock I don't I don't believe you have

017any reports tonight for now do you you're muted dr. hammock members of the board I don't have any superintendents reports but I did reach out to Terry last Friday and I know this is a large issue I think I think everyone saw that last Friday there were approximately what we were notified and a caller with the superintendent's throughout state of Colorado and governor polis and Commissioner Anthes had a phone call at about nine o'clock in the morning last Friday and the discussion at the end of that phone call were that fourteen school districts with 14 of the largest school districts within metro Denver have made the decision to cancel their school and the remainder of the school year I was on I was on the internet this this afternoon and I noted that Pueblo City

018schools as well as made a decision I did not see any other districts I was not aware of any other districts that had made that decision but I understand that is a decision of Education and and certainly I always want to be respectful of the board in these decisions you know right now we're going forward with the idea that we're going to this next mark of April 30th but I wondered if the board wanted to have any unity his speak to that right this this issue of length of school year at this time dr. hammock are you referring to April 30th regarding the governor's comments today did he say something Nancy oh I didn't hear the extended the shelter in place for lack of a better term for another two weeks yeah and we were

019yeah yeah and schools are already working on this extension through April 30th right now public schools and private schools okay thank you but but I just wanted to know just is there a feeling with the board that were right now going in the right direction step ahead of the board these decisions well dr. hammock since I do have I got one in in both places I know the kids who are taking advanced classes at the college yes that's been working out really pretty well and so I mean all those kids are coming out all those kids are signing up for their classes and showing up right now so that part's pretty good I'm not sure about the other side my recommendation would be to pull up some of the instructor high school instructors and you

020know have direct communication with the the lead faculty is this working isn't it I don't think we really want to turn them loose for an additional two weeks of just nothing to do and and I and Todd I will tell you we just got we got communications today from MCC I know you're aware of this that they're looking at extending their school year out a call to more weeks so that students would with the thought that students may be able to get into the labs at that point for some of their CTE coursework that's what Cathy frisbee told Clint Danner's Clint Anderson today with an email but really today is is really our first I know we've been doing instruction with our kids but today is really our first formal day of instruction with our

021students and I think you can see from the emails that I've been sharing with you folks in terms of the check-ins that we're doing to make sure that students have internet connectivity those numbers came in far far higher than we thought they were going to come in I know Brian and his group are working real hard and we're going to talk about that again tomorrow morning and when Stephen about where we connectivity rina rina and all of her instructional coaches are pushing out tremendous resources to our instructors they're building plans I think I shared with you instructional plans from every single but I you know again I right now we're in that position where we're trying to stay up with the governor and I just want to make sure I'm doing what you folks want

022me to be morning that's the board well I think it's too early to cancel school for the remainder of the year so it seems to me that's where we're heading I think people are very concerned about senior activities ancillary activities of the seniors prom graduation ceremonies all that type of stuff I understand that anxiety I don't realistically see what we're ever going to get there but I do think it's too early to call school off early maybe another couple weeks take a new look see where it's at I mean it just seems to me that we're not going to be able to continue in person schooling this year but maybe we can who knows I agree and I think if we're gonna take that action we wait things change all the time so let's wait

023and see how things progress and don't jump into it the other couple of issues that I wanted to tell you about real quickly the high school administration and I did meet this morning we are and again they're trying to be very very forward-thinking Walt some of the issues that mr. Carruth just noted for example senior graduation right now they're looking at a potential date for in-person graduation at the end of June I believe it is Eric is it June the 27th was the date very good yeah we actually had a problem with that date the counselors are away at their convention if things are back are back to normal which is not good we don't really want to do it without the counselors there so I think we're looking instead of July 11th as the

024first date and then Eric is it still a or mr. good is it still a possible second date in that first week of August yeah we were looking at August first as the back update if July 11th is no good so thoughts on that Board of Education I know we wouldn't need to approve that with you and I mean we don't have it on the approval list for tonight just are still talking about these things does that sound like we're looking at the right direction having a son who's a senior yeah I know they're all looking forward to a graduation where they they can walk I mean even if we do have to go through a little more social distancing and spread them out over the entire football field exactly and we could become very

025very thoughtful I know Eric and his team and all of our a minute administrative team could become very thoughtful about you know about where we put chairs and you know why Todd was saying we have an entire football field spread people out on and then you just hope your weather cooperates with you so are we talking about just the ceremony itself where we talked about extending a school year through the summer classwork just the ceremony itself is what I was talking about okay that's correct isn't it Eric yes Terry can I bring up a couple more issues really or one more grace you I'm very fast grading I think the board is aware that well Eric why don't you explain high school grading and I think Jason fresco is on to I thought he was

026well I can go while we were figuring that out so the tricky thing for high school grading is that these that these grades that the grades our kids are getting are used to determine admissions they're used to determine scholarships they're used to determine all kinds of things and I think we have to do everything that we can to give students an opportunity to to earn the grades that are to earn grades that that they want to have reflect the work that they've done so as much as I would like to just not grade anything I think we have to continue to grade I have encouraged teachers to be really thoughtful about about a very small set of assignments that they're greeting that are gonna be the basis for this I have seen and I believe

027MCC is doing this I have seen something out there where students have the the opportunity for these grades that are earned during the during the online schooling portion of their academic careers they can petition to have that grade change to a pass/fail if they're not happy with it and have it not show up on the transcript at all I'm definitely comfortable with that I think that's a that's a decision the board would have to make about this but for now I think we need to continue calculating grades and just being aware of making sure kids have every opportunity to do the work that's going to allow them to earn those grades for the rest of the year Vickie do you wanna talk about your high school program as well with grades sure we have able

028to continue working with our kids on a self-paced basis we have one senior who has already completed everything we have two seniors within class of completion and then we have a handful of others that are going to needing to complete five or fewer classes so the work that they are doing is coming in and we're hoping it won't goes well eight graduates all of our other students we are still having them do their work as they were they are receiving grade and they also are working towards credit we have an in regards to graduation we have postponed graduation but we have not yet selected a day or even begun to a date as to your priced Asian you want to talk real quickly about your grades and then Terry that would be all I would

029have sure calm I think Erik and I are on the same page and I apologize if I'm lagging with our connectivity but we are moving forward with collecting and grading assignments one to two week just a small representation of what our kids are doing we do believe that it needs to be accountability to our kids laughing in regards to the work that they're putting in I think we strongly feel that if they're gonna put in the work and we feel strongly about assigning or providing these learning opportunities then we should also be providing feedback for our kids um I think you'll see a good course for my staff move more towards a math concept in regards to give opportunities to complete that work for one over in grade as opposed to multiple smallest you'll see

030both aspects of it um I do think the bigger question comes down the stretch when we get into me and what does that look like in regards to do we assign for final grades for our kids to become a pass/fail and how do we kind of walk through that but we are going forward with collecting grades 1 to 2 that's all I have any questions from the board on those issues so are we good I don't know I guess I don't really know if it's a question or and I mean so we kind of have an idea of where we're heading but at some point we're gonna have to decide some sort of I mean when are we what are we final like what are we deciding what the future that looks like for like

031who passes who fail but when we decide that just I mean if we don't end up going to school and are we gonna wait until we decide that and then we're gonna pay well here's what we're gonna do going forward or so we're just kind of writing it out for now you mean in terms of individual students well I mean I guess I kind of felt like that went along with grading like like I see where we're trying to grade things and we have this scale and kids are completing stuff but and we've heard from middle school in high school but like grade school like we're I guess are we coming up with an overall plan as to what this is going to look like criteria for each grade or type of love they need

032to yeah like how do we determine it at this point if so many passes are failing yeah so we need to type of criteria what that looks like so that the kids know Eric you still have the same requirements correct at the high school yes and I think I don't think we can look at changing that and the in midstream we're going forward with what was already in place to me the only thing that I that I would think about trying to add would be that option to give kids the right to petition to have the grades from this semester change for past meal that's the only that's the only thing that I think we could have in place we still have one whole quarter at the high school that was based on the old

033grades we we do not want to get into a place where we're mixing up systems this because we changed our instructional model sure sure sure I don't you know I'm not an educator if that still works then fantastic I just didn't know if that was still able to work like they I don't know hard for us to get any school on a daily basis but that's a whole different levels in high schooler so I just was I guess making sure that that's where we were at and that's great yeah I think the old system is gonna work fine I I'm just worried about because there are still a few connectivity issues and you know some of our high school kids have different responsibilities now with siblings at home or with if they're in it if

034they were already working in a job that was considered essential they might have different hours now than they used to have so we're just trying to be mindful about not punishing them for late work for this and I think that's gonna take care of of pretty much all of it and if issues come up we're just gonna err on the side of being generous to the students I think that's the best that we can do and in these times so sure I know it more than I think dirt oh good I know it man I think I've been my talk in the same time I think Jason Jason go ahead go ahead Jason I didn't think there's in some directions from CCD and this says well it's different middle school compared to high school and

035in regards to credits our kids aren't earning that to be able to move on if I'm correct academic haven't we seen some communication with students advancing to the next grade level kids will not be penalized from from that aspect you know and I would I know at Morgan Community College the direction that Clint was giving or the the guidance that Clint was given today if students can request a pass/fail or a satisfactory unsatisfactory grade in their course or they can stay with a level grade at elementary schools were trying to do one to two checks every week with our kids that they're staying engaged and making an attempt to complete the assignments I think our connectivity in abilities or capacities right now with our kids per school are pretty good they are not a hundred

036percent but they've all got to be in the in the high 90s every one of them is in the high 90s and I think I think Columbine is a hundred and and a couple of the other ones are in that are certainly in the 90s so we're trying to do everything in our power to engage kids to keep them moving forward but I can certainly bring back a full or plan to the board at the board wanted to see that I I'm good I just wanted I just was just kind of it was you know kind of a thought I had a yes I think everybody I think it's good I think we're on track I'm working so we can do at this point but yeah I mean if there's something out you know major

037or something then anybody else have any questions in regards to that I guess I have a quick question is that I know the it sounds like the administrators all have a great handle on this and while it's good board information for us I don't know that we have many purview in deciding how great these are going to be handed down I think that's really going to be up to the administration and how they're and the CDE so but I appreciate you bringing it to us and letting us know kind of how everything's being handled okay great we will move on now to Assistant Superintendent of curriculum and assessment dr. dr. fresco hi all I just have one thing on the agenda for an action item and it's for Lincoln it's their reapplication for their alternative

038education campus so it's something that we submit every year it's nothing new and so if you have any questions I'd be happy to entertain all right very good thank you and now move on to our CFO Mike Lee good evening board I don't know this will work and maybe I can just orally guide you through the documents I have my report information in Section D of the reports and then I have some budgetary information in discussion items in B the information in my report section is two pieces it's the December financial statement and I also had statements prepared for the month of March and under the timing were required to do quarterly statements we do monthlies but with the kind of loss of time here I just went by January in February and zoomed on

039to March and March is the quarterly where you have quarter date this year quarter date last year and then down in the discussion items under the item B is the budget information I'm going to kind of re review the March information in my projections which I've already sent the board I don't know how much time the board wants me to kind of re review that but I don't have anything specific to say on these financials right now just got to business as usual reporting activities more pertinent information would probably be relevant to the the discussion item item B where we talked about some budgets and some implication issues okay so were there any questions on his financials that are in item D then Mike were you wanting us to wait to come onto budget until

040we get down to it and be in the discussions is that your your preference okay we'll wait we'll go will follow on then so if there's no questions on the financial statements that are there we can then move on is Michael Boyer here yep yep so our human resources director Michael Boyer there you go good evening everybody so in action items I've got renewals and non renewals for everybody hopefully you've reviewed those also under action items is your typical personnel action report about six weeks wrapped up into that one report and we'll get out some contracts once those are approved I have a discussion under discussion item a and that is the staffing it goes along with budget so I'm happy to wait until we get to that point but those are the things that

041are on our agenda for HR and then we'll talk about staffing here in a little bit if that's all right Terry yeah I think we can go ahead and move on into stopping because your if we move on into the discussion items now your item a for the staffing and salaries perfect so as you saw from the document I shared with you our hiring supervisors have been pretty busy we have currently hired 15 out of those 41 total positions and the spreadsheet focuses on admin and certified staff at this point so that's a 37% rate at this at this time which is pretty good for this stage in the year I have five in the queue that will hopefully be hired by Wednesday Thursday of this week and so that will put us close to

04250 percent or 20 high and we'll still have another one or two drop off but as far as staffing goes and certified realm I think we're in pretty good shape the principles have been like I said pretty busy and have been kept apprised of different resumes other opportunities to get in touch with potential candidates even though about fairs are didn't happen this year for the most part so we're pretty excited about how that's going now I've had the opportunity to speak with Mike he'll expand on his budget projections here coming up there's a lot of unknowns obviously in the realm of what we can and can't afford the legislature if everything goes well they're hopeful that they could get the finance budget to everybody the first week in June that's obviously a little later than

043it typically is but notwithstanding what's been happening what's actually pretty good prior to the coronavirus shutdowns the legislature and I should say the joint Budget Committee was thinking there'd be a 1.3 billion dollar change in the budget downward for different programs in the state they didn't specifically talk about education again Mike will go into more detail in terms of what we can expect there but I have spoken to the representatives at the FMEA and even before this occurred we had agreed gentlemen's agreement if you will that we would go ahead and put out contracts so that we could secure staff without necessarily putting in place a number two salaries and again on the phone today in a conversation that I had with Miss fresco she is definitely okay with with that with some language in

044the contracts that we will definitely revisit negotiations once we know more I have tried to reach out to the association of classified personnel as well and they are we have not spoken and they are looking forward to negotiations as well and believe the conversation with them will be the same that because of all the the commotion in the world today and and the unknowns that will have to delay our negotiations until later in the summer fall and so that will be how we'll proceed and like I said FAA is okay with that I will get with a CP and then we'll see about where things land as far as the budget and the monies that we potentially will have for for increases if if that is in fact what could happen right now if we

045didn't know anything I would say remain flat and not grant any types of budget increases but we just don't know what we don't know at this point so that's kind of where I'm at on staffing and any questions for me now I think we're good thank you okay so now we'll go back to Mike Lee for the budget oh that was what we did staffing with okay all right okay Mike back to you I'll just leave me on mute so you don't see my messy office but you see my school office so you shouldn't be surprised so you'll see the stack of tax returns that I need to be working on but um you have two documents that I've submitted to you and I'd just like to recap those but before I do that I

046just want to give you a follow up report I did get the excuse me the advance payment sent out last Friday and had a had a pretty robust response and everybody was very appreciative of doing that I had a little bit of a snag in some weird transmission of account numbers to the ACH process but the goth was resolved and and had to do a second transmission but hopefully those payments will post tomorrow morning to all the remaining accounts but the you know census was thanks to the board for for doing that and they were very appreciative of that mid mid payroll cash advance I had a fpp meeting which is the financial policies and procedures committee from CDE last week and if you think this one was complicated with nine of you or ten

047of you on here I think that had about almost 200 people in and that was a little that was a little interesting process but the is Michael had mentioned the where's the legislators is mi a right now but working back through there but as we had it reviewed and I said the or some information on the March forecast will have another forecast coming up but the numbers aren't going to be good no matter what the forecast shows so we went from additional revenues to be available to significant drop-off of those revenues and the issue that's kind of being discussed and haven't heard anything more about this but the governor had requested c2e to reach out the school districts about a temporary delay in the payment of property taxes and kind of what's happening right now

048in most of the counties is and this apparently is a County Treasurer discretionary decision but they have suspended the interest and late payment costs for delinquent taxes and that will be for the the April hundred percent payment and then the other June fifty percent payment if you elect the fifty percent in February and fifty percent in June method and so far through March we've collected about this about three million dollars of property tax we get in March the the February first installment payment of that and we're scheduled to be on budget for six and a half million dollars of property tax so any delay in that would definitely have an impact on our general fund I don't know what the accounting will look like that because the the odd thing about the way school finances

049is we're collecting in February April and June June being the second half for the revenue for the 19 20 years so we'll collect in June the last half of the the February June payment for revenue for a fiscal year that's going to wind down in about 15 days in the ending June 30th it's kind of an odd process of how that funding goes to where our actual fiscal year is so we obviously have a pretty robust fund balance it's a little less since we did the longevity payment fund ounce buy down program in 1920 but a delay and those property taxes could have an impact not could have would have a definite impact on the general fund balance and this is part of a process and and I don't think we have an action item

050on it tonight but we're probably going to need to get a feel from the board as to your willingness to lower that minimum fund balance threshold the board established quite a few years ago it's just a hair over six months six million is the threshold I would anticipate that we may need to use up some of our fund balance or reserve to kind of get us through this next six months nine months maybe a year it's hard telling I guess the other piece of the potential on the property tax delay is our bond redemption front we do have enough reserves accumulated in our bond redemption fund to pay the interest on our 2011 14 and 15 bond issue geo bond issues we have outstanding the issue would would come in December where we have to

051pay the next six month of interest and the full principal on those and that was the general consensus from the responses back to CDE they sent out a sample request to some of the district which our III was one of those to respond back to CDE as to what that property tax delay decision would be since our III is a total program funding of about 25 percent property tax and 75 percent state equalization that is a nearest impactful to our III as it would be for example the well County school this shrieks run some of those are 100 percent property tax and 0% state equalization especially with the concern about the deterioration the oil and gas industry and the not only delayed property tax but maybe ultimate non-payment of property tax for those companies in

052that very distressed industry right now so I haven't heard anything back from there was just a brief summary of those responses but I've heard nothing further from CDE whether that's still a potential proposal from the governor's office to do that but that would definitely have an impact on on our III and the the two worksheets that I've presented for the board's review you've already seen these before the first one is titled the the preliminary board discussions for 2020 21 and the left-hand column of that document is the final budget for 1920 that was adopted in January and then I've just factored in columns one through eight across the top some of the known things that we already today know will be different for 2020 21 and I've summarized those totals in column a and then

053columns B and C were kind of our two alternatives we really won't even look at column C because we know now from what has happened in last month that is not even a viable discussion so column B is the 2019-20 budget with additional incremental items that we know will occur in 2021 and flat funding from school finance from 20 or 1920 to so in column B third number from the bottom of the page I'm seeing a projected deficit of about three hundred seventy-three thousand that's with flat funding for the 2021 year this is part of that discussion about board's consideration giving us for a while for 2021 as well as maybe the part of the nineteen twenty depends on what may or may not happen to a potential property tax delay the ability to lower

054that threshold for us to use up some of our fund balance to keep our reserves I keep our operations going with deteriorating reserve balances so that's the the start of our issues that we face for 2021 the issue we'll see when the the April forecast comes out and then Rina is gonna chat about this in the next presentation on pupil count which obviously has a big impact but there's still some discussions that not only could we have level funding but is it possible that the negative factor slash budget stabilization factor could actually get worse this is where we're holding back some of the revenue that was theoretically allocated for k-12 after the 2008 nine recession we never have never fully regained that so in an optimistic mode you would think that we would just get

055flat funding but I don't know that it may not even possibly be an increase in the budget stabilization factor an increase means we'll get less money so that would deteriorate that column be third up from the bottom and that red number would definitely get bigger then if you go over to the other document which is titled the March expenditures and year-to-date projections this is kind of the in column a you kind of have the recap of as I mentioned what the financials look like from July 1 through March and this is this is just the expenditure side our revenue is barring as I mentioned before the possible reduction or delay in property tax that should come on fairly reasonable with what our budget projections are the expenditures are where we do have some control little

056as it may be but some control the top section and column a is our components of salary admin certified classified get total salary throw in the longevity bonus because that was a that's just a pretty big number and this is this presentation is general fund only the implications are the same and our other funds but the magnitude is so much less general fund mainly being our main operation fund so we look at the longevity bonus we get total salary then we have other pay which is our mainly our certified subs our classifieds and our stipend sick leave things of that nature so our our total salaries through March in column a is 14 million five throw in our benefits of Terra Medicare health insurance and the HR HSA we've spent 5.4 million in benefits through

057March pop into our other expenditures of purchase service supplies capital all the other so those those equal total of 2 million so our total 2 million of other operating expenses add in that salary of 14 5 that I mentioned above and the benefits from above was 5 million 4 so our total expenditures through March is 22 million 659 everybody with me so far in column a yes yeah and I guess before I go through all this maybe you're already over on to the end of the columns do you want me to go through this and kind of summarize this or you kind of read through on this or you I'm gonna go through it let me know how you want to approach it keep going I think it's a good update okay then in column

058B is is a calculation of what I think we may do in expenditures and mainly compensation the first one administrator salaries is pretty reasonably able to do because those are 12-month contracts so there's not a lot of math genius going on there certified very similar process we do have you know subs and or sort of or long term sub excuse me that are in there that that will change that number a little bit the bigger question is going to be in our classified salary area disease represent our twelve month and nine months and a few ten month hourly workers and we have quite a bit more variable especially with what as has become of our of our school district operation and of course we're continuing to pay all of our workers the level of work

059is is is maybe equal to a normal day for some and no work for others so it does have an impact and the component of that will become when we look at the classified sub certified subs field trips activities that are always pretty robust at the end of the year I'm thinking that we're going to have a quite a bit of savings in the salary Department we do a lot of bus transportation in in those spring months as well of course we're continuing to pay the the bus drivers but we're paying at the regular route calculation we're not paying for all the extra trips and things that would be involved in that I've projected this out just kind of analyzing these these expenditures going forward so I'm thinking in a worst case scenario this is

060what we would see and I think there's going to be a significant amount of improve that will will generate back to our budget as we go through these next month's I combined that into column C and then I just I do a factoring you know of backing out the accrued salary that is outstanding at June because I expense those as of June but we pay him in July in August and then I'm making a projection of what that same accrued salary would be a june of this coming June 30 2020 throw those in there then I arrive at what I see is our projected expenditures in column F which will be from July 1 19th route 30 of 2020 and the administrative the certified those are going to be pretty pretty straightforward I don't see

061any a lot of changes in those if you look at the administration I'm estimating that to be about 2 million - we're gonna work now our budgets 2 million won so we're within 12,000 of being on budget for that the certified column column e actual I estimate that 11 250 our budgets 11 5 so we've got bacon savings at two hundred eighty one thousand reflected in column H and I did a kind of an analysis of that for one of the schools pioneer school just looking at all the bodies we actually had budgeted in there and then look at what our actual salary costs have been through March projected through June and if you take two hundred eighty one thousand you carve it out through the additional schools or all the school building excuse me

062you're gonna see that that savings from total budget to actual just because of the full employment issue and you look in column I you see our variance factor in certified compensation is about 2.4 percent and that's right kind of in the ballpark where we've been running over the past years the classified we are currently projected to spend about four eight our budgets about four seven so we're a little over budget in the classified I think that number is going to swing the other direction when we get to the end of June because of the components of activities and and things that aren't going to materialize the overtime will be last the extra duty will be less and then when we drop down into the total other pay I'm thinking we're going to see some pretty

063significant savings there we're currently fifty thousand over budget there but that's our certified sub bucket that's our classified sub bucket and I think we're going to have a pretty significant savings just because of the last three months of the year and ironically we're pretty robust and and subs over the spring months is because of the activities and things that are going on that we won't be doing but won't be doing this year so our total actual salaries under column F total salaries is 19 million for the final budget is 19 million 5 so I show us under budget about 145,000 and I think that number is going to accelerate as we go for this remaining months if you go down to the benefits section and I'm on my computers versus my laptop where I'm thinking

064so I'm trying to run my laptop mouse and it's not moving but I need to be using the mouse on my desk machine so bear with me in this technology challenge here with payroll savings our our pair of savings are going to be going right in line with that Medicare same same concept health insurance more just a little over budget part of that is as we pick up new staff that leavened grin is about a staff and a half from total insurance benefit so it's not a big change and I this one is always a hard one how much are people gonna swipe their debit cards and how much will people be swiping their their bene cards for their HRAs in the next few months I hope not much because that means they're not they're

065not having medical issues but that's that's a tough one I guess as we go forward but I show us total budgetary savings in the benefits of 46 so what compensation benefits are just shy of a couple hundred grand a savings purchase services I show us being under budget about a hundred grand I think that one also is going to improve because of the some of the higher cost special ed residential treatment and CD placement that leases is not having in her program right now as they're doing more of the homebound home education reaching out to those students I think our supplies are going to go down because of that even more than what I've got projected here capital outlay is a little bit of anomaly because we this was the budgeting for the one-to-one Brian

066was able to get his purchases accomplished through the got those in before the end of the year so we have a little some budgetary savings there so all and I'm showing in column H bottom number of the page I show us with a projected surplus of five hundred ninety thousand for the rest of the 2019 20-year about one point seven eight percent and I think that number is going to go up so the good news is is we're looking to move right into two thousand 2021 with the deficit right out of the chute but we're going to fund a part of that reduction fund balanced by some surplus that will generate in nineteen twenty partly just because of the very unique times that the district is in right now so that that's good news so

067we have a little room here to get us out of a deficit get us hopefully maybe more to a break-even scenario and it'll be interesting to see as we go through the months of April and then May and then as we move on to more of our budgetary discussion time what of our expenditures gonna look like four remaining months and and what kind of acceleration we have in budgetary savings that will give us a real good jump start to help offset some of that deficit for 2021 and of course the big key that is what's going to happen for the school finance act is it level funding is it possibly less than level funding because of an increase in the budget Stabilization Act that that's definitely a variable the numbers of of lost economic growth

068are pretty staggering and then you throw in the component of the deterioration the oil and gas industry that's been a real big component of Colorado economy I'm glad I don't work for the state budgeting office trying to eyeball what that's going to look like for these coming months as we move past the pandemic issues another piece of this is there any questions on this or thoughts or comments or no but thank you I think as I see it I guess a conservative approach to the winding down this this fiscal year knowing that 2021 is not going to look good no matter how the projections come out it's gonna be a tough it's gonna be a tough budget year Rinas comments on pupil count that will have a big factor you know if we pick up

069you know 50 60 70 80 kids for hovering or we keep kids I guess even now date we don't even know that's going to be a big impact for us as well because the per-pupil revenue is a function of total program allocation divided by your number of kids so that's going to be an important piece tomorrow the district is having its health insurance a second round of health insurance renewal with the northeast underwriting group the San Luis Valley which is the companion underwriting group for the Health Trust three groups total d11 is one SLE is two and then the Northeast rural is three SLV has had a pretty tough year and they've they've burned through quite a bit of their their surplus so they're havin they're havin assessments mid-year assessments to kind of reestablish their

070claim fluctuation Reserve and they're doing some plan designs and this may be his illustration they went from a five hundred dollar deductible which is kind of a Cadillac plan and have had a very stable rates over these past years they're moving up to a twenty five hundred dollar deductible kind of more and our our neighborhood and plus they're gonna have a off year contribution as we have done in the past to help stabilize that we've had a in the northeast underwriting group especially our III we're sixty percent of the whole group so we kind of we kind of dried the wagon relative to health care costs we've had last year and a half have been really pretty good claim loss ratios for the district had a few bigger claims of recently so we've taken a

071little bit of step back but we're still looking at surplus dollars district naari three alone about one point six million dollars but I'd projected in my analysis in my previous page of about a 7.3 percent increase in our health claim for two thousand twenty twenty-one so I've already got that baked in there I think we may have additional assessment will probably have some further discussion about that tomorrow but the strategy that we have embarked on over the past 18 months is the Health Trust would would pay 100% of the employees bill at the time of medical service rendered and the Health Trust would then pay the provider the 400% and then the employee will reimburse the health trust for their their copay deductible and out-of-pocket costs and that's been fairly effective in in getting the

072the negotiated discounts from facilities when they can get a hundred percent payment they don't have to hassle with the with the customer for payment and the employee of the district just gets one bill and then just need us reimburse the the trust for that the only snag up on that as our employees are not paying their share of the bills back to the trust kind of an unintended consequence but between SLV and in rural we've incurred about just shy of a half a million dollars of unpaid employee medical bills over these past 18 months and despite collection efforts and things of that nature our proposal come on seven one is that we we drop that 100% employee pay option and we go back to a traditional the trust pays the the primary insurance coverage whatever

073the plan design is and then the employee will be responsible for their own out-of-pocket cost to the provider for that and we hate to do that but unfortunately it's it's it's just not a it's not a viable option for us to continue to take on that risk of non-payment and it doesn't help that there may be some some increasing medical bills through this whole virus situation as that goes but other piece of that is we've started to see a and it's really kind of ironic because the state is looking as they're going forward with their purchasing cooperative legislation and vision that they're moving to a percentage of Medicare as a public service State City County Schools banding together to receive that we're getting pretty significant pushback from providers on the percentage of Medicare strategy that

074we had with apostrophe so then we pay the hundred percent of the bill the employees portion and the and the percentage of Medicare claim and then here comes a balanced bill from the provider back to the employee saying we didn't like the two hundred fifty percent of Medicare payment that we got we'd like you to have a total cost of four hundred percent so they're back billing the employee for the balance of that so that's been it's been a real tough situation so we're working with providers negotiating with them and then getting those payments resolved and squared so the employees are not having any additional out-of-pocket that's our fiduciary commitment to the employees that you have major medical you pay your agreed-upon copay and unfortunately sometimes they weren't haven't been paying that that's why we're

075dropping down to July one we're getting the the balance bill contracts back to the employees and that's been fairly stressful for some of our employees it's been resolved so no employees had to pay anything but during that process of negotiation get collection letters and things of that nature kind of the exciting news about this is well I'll give you one more negative part of the things with the possibly is one of the co-founders that company left in September and it's really been in my opinion a deterioration of the the commitment and the the vision and the strategy and the follow-up and reporting and member contact and member outreach and that's kind of been reflected in and just having a difficult time getting timely full information from the our third-party vendor it's amazing how maybe one

076person can have a pretty significant impact on an operational entity so effective July 1 we're looking to convert our third-party administrator claim service from apostrophe to UC health TPA and UC health is that is the huge hospital operation in state of Colorado there's also a separately owned TPA program that this is kind of a weird relationship but they're owned by UC health but the the people who administer the the TPA services are completely independent of UC health and they actually work for us but what that does for us is it lets us climb into the the best deals that are available in the whole UC health medical complex through the UC health TPA program and I've met a couple times with the CEO of the UC health TPA program and they're very well regarded are

077very well respected kind of held them up to a couple other TPAs we looked at but it opens up a real pathway of care for our employees through the UC health system and they were the acts of the operations where we were getting the most significant balanced bills from our employees perspective and as part of that commitment to move on to the 7-1 process starting April 1 while starting actually last week we actually have an interim agreement from for 171 so we now will have no longer any balance bills coming back to the employees we reached a preliminary agreement on pricing with UC health it's not the best deal because when July 1 comes in we climb into the UC hell TPA best deal from 7 1 on to 6:30 of 2021 and we'll have

078a possibly do the claim run out on the bills incurred up to June 30th and then you see health will take over on 7 1 so we're going to have some duplication of TPA services which to be honest with is probably not going to be the greatest of scenarios but we just have to have a change in vision I think to do that we're hoping that we can still maintain and you see how there's a lot of standalone surgery facilities so we're hoping to still maintain that zero cost Surgery Center options so employees can elect that surgery center and actually have zero out-of-pocket cost and the pricing will be will be favorable for that and there there reaches is very broad across the state and they have a pretty robust wellness program there's also some

079multi-year guarantees on no price increases that we're going to be able to take advantage of as well so that's pretty major moves and and this has been just a significant amount of discussions going on to accomplish this but I think this is going to be a a good deal for the board to offer ongoing comprehensive health care for our member districts and their employees a pathway to the UC health system and we're also going to then link up with the participation in the co Finity rap which will be the co finna to be kind of the standard contract agree organization that providers reach out to so then we'll still have access to all the banner facilities and health once and Tura Swedish so we'll we'll still have those option available to us as well so

080a lot of a lot of things going on and a lot of changes going on but I think this is going to be a positive thing going forward and don't know what this is all going to look like I've been kind of monitoring the state Kovach case metric on the the health department's publication of cases in SLT and in North East of course we went from one to two to five to seven to seventeen now nineteen so the numbers definitely ticking up but it's nothing comparable of what we've seen in some of our metro areas so we're hoping our exposure cost will be will be a less impact for the for the health plan but we are going to pick up a little increase in cost for that other factor to recover some of our

081non paid member debt and I'll have to add that as additional cost as we start putting together the budget for the further but discussions on 2021 so savings for 1920 additional cost for 2021 still waiting in school finance but all things considered I'm glad we're well reserved and we're going to go in with a recovery of our our fund balance buy-down program through the longevity bonus payment we're going to cut that down to about seven hundred grand of deficit from the million to we were projecting so that that's going to give us a little bit leg up going into two thousand twenty twenty-one but I would like the board to maybe be prepared for a discussion item or an action item to provide some some movement on that minimum of unbound threshold as we kind

082of move through these pretty unprecedented times from a financial standpoint questions or comments or the forecasts are all attached in there I think you can read those at your leisure I've shared some of those forecast numbers with you earlier but how we go from robust - robust - in a short short amount of time has been pretty phenomenon to watch this process thanks Mike yeah thank you crazy for sure okay so go ahead and move on to our enrollment for 2020 2021 school year dr. fresco there really isn't much to talk about here I I don't think unless you have questions but this is a spreadsheet that Mike and I have had I guess for several years now it's really just a projection and so the good news for us is we can project that

083kind of grade levels where we may need to be losing staff at different grade levels or may need to be gaming staff and I guess the biggest question for us right now that is not answered is Dual Immersion at Columbine especially incoming first grade impacts all of the other buildings first grade numbers and since we were not able to have our face-to-face meeting with parents Nick and I are working on having a virtual meeting with parents so far we have 2025 out of the 50s lots filled as of like yesterday and so those numbers will come out of the other first-grade numbers which impacts their enrollment so and then some of the numbers are just plug members as Mike and I have worked through we don't really know how many kids are gonna come into

084kindergarten typically we just estimate now at like 250 I know they had more than 250 devs on tonight so she can speak to this but we had more than 250 kindergartners this year but that's kind of a safe number and then the other plug numbers in there are Lincoln High School I connect that the slots that we pay for I connect high school and I think that's about it questions great thank you in the next step is the 2019 2020 intergovernmental agreement with the city of Fort Morgan for shooting school resource officers so we have key resource officers Tony and Tim that serve our school system provide you know provide assistance with safety excuse me for all of our students and for our staff members I think you remember it was about the time city

085of Fort Morgan was going through some administrative changes with their C director and there and our city manager and their police chief official and I know in December the chief had come before us and made a presentation to our board of education at that time talked about a a slightly different funding model that we were going to use going forward when in a 60-40 model with one officer that we had had discussions with city of Fort Morgan and then then the city had come over and spoken with us about a 50/50 model and quite frankly when chief law and chief left and then when the city executive received manager left that that intergovernmental agreement got placed on hold and so John Brennan and the city reached out to Bev with a with an updated agreement

086you can see it's attached there it calls for a 50-50 split on finances of that I'm trying to I'm trying to member what that comes to I think that's about Bette Bev do you remember what the costing is on that or Mike Lee do you remember what the costing is on that at a 50-50 split I'm looking really quick while you're looking at if I can just say something about this agreement and the the fact that we're doing it is not an issue for me but just the agreement itself I'm very confused if you look at the where the first page all the whereas and we get two two three four number six where else what is the timeline that we are approving here what's already is already in place we're going trying to go

087back in time here oh it doesn't have the wrong dates in it yeah cuz that's what they go out over I can fix that I can get those dates up to date yeah okay they do have the rock yeah yeah let me get that fixed but they should have had this to us last year at this time so we should be seeing pretty sure thrown the new the new one for the 2021 year but I can go in and get that updated okay that would be great so we did a police being where as the parties intend infer disagreements be affected for the remainder of 2018-19 you know that's that's just pulling over the old agreement well know beginning January 2020 and ending June 30th 2019 can we go ahead and approve it with the

088understanding that the dates will be changed yes just when we approve the action items we just need to say that we approve it with the correction of those dates and we probably also need to approve deleting mr. Schulz his name as chief of Public Safety since he's no longer with the city that because he was at the chief at the time that this started January that's four notice you know I can go in and add interim chief Jared crone and then put in before it well I think I just strike a name and put chief of Public Safety or something for morgan police department leave the name out of it okay I can do that that's funny Terri you're ready to go on yeah we're good at we're good on that now okay Cost Estimator

089yes it looks like my me left so were we waiting to hear what our breakdown about 45,000 or 40,000 is that what our cost estimate is her officer is it that much per officer I'm pretty sure it is because it includes their retirement - I believe I think it's around 45 / yeah and it doesn't give us an amount it just says a percentage yes so kind of related to that what are the SRO is doing now that the school is not in session how what they're actually working for the police department okay which is what they do during the summer as well for the schools but and if we want to table this until next time and I can get actual figures from commander shark we can do that as well oh I don't

090think that's necessary I think we want those two guys going forward okay yeah that 45,000 number just sticks in my head but I think that's accurate probably about right yeah so Tara do you want me to go ahead and then to the side of me yes I do okay sorry oh sorry I don't mean sorry the item is the policies first reading yes just it's just the first reading so it's the first board gets to see this you know I the way our policy on readings plays out here is is the board room meeting is you know it's just the board is seeing it for the first time are there any questions I placed an organizational chart on there for it for you item item have been on discussion is policies from January 13 there

091are some board elections needed on these there's a couple of these policies that went back and updated that had some blanks in them and the board can click on to I CDA R and I'll go very quickly through these so R this this is the current column this is the the you see where it says principal or designee are the is the board seeing that okay so that is that's the current language that we have in that policy and that is my recommendation that we maintain that language because that allows our academic study plans either the principal's fits Naugles or in most cases and you're gonna reference that to an assistant principal and then even more likely to a counselor and then down below under application we sit up to the counseling secretary principal maintains

092the 60-day requirement on us students on those post-secondary course plans and then you notice the other two areas down below again the the current policy talks about the principal maintaining the authority to approve or disapprove students an application that all makes sense sort of education okay then we go to the next policy JK JK e again these are blanks that we need from from the board we need advise me if you go down to page to the top of the page the current text that we have it for that policy is in below or it says interventions may include but are not limited to and what we currently have is just what is in below the all camps and the Bev did is she went back and expanded on that definition which I think is

093appropriate [Music] does that make sense to the board we [Music] said okay is it PBIS or is it B P is P B is positive B yeah intervention supports yeah positive behavioral intervention sports then if you go down from there thora t the policy again references third grade or higher remember you've looked at policies before where it's talked about the Board of Education being very and the school district has as having to be very very careful of us suspending the students from school was less than B 3 and you can see that policy already and then if you go down you low that again it talks this part work now I'm now on page three of five this talks about again suspension from school and or expulsion from school because you can see about that

094talking about shall not exceed twenty five days there's a few options here there's an option where all of where these decisions come in front of the board or there's an option or a current option where these decisions these hearing officer decisions come in front of the superintendent in our current the current way we do that is they come in front of myself as superintendent and I make a decision and then and then the board maintains the appeal power of those decisions I really I believe the board doesn't want it want to be hearing he does not want to be serving in a hearing officer capacity and that's what we get told and all these workshops does that make sense to the board the recommendation so I would choose the above on page 3 of 5

095it says unless otherwise determined the board delegates to the superintendent or to a designee who shall serve as a hearing officer the ability to deny admission and to extend to expel and then they may if a parent or a student wanted to challenge that decision then they have the ability to challenge that to the board of that or is it the board's versus hearing officer who do they challenge that decision to Friday night I think that's a great delineation of authority right so we're choosing the first three in blue that says unless otherwise and the second paragraph that begins with the superintendent one would be deleting right or is that all together using the top to the top two and then not the second three the top two paragraphs that go with number three on

096the top there's only one paragraph that those of the donbot thank you yeah because it says there in that middle paragraph Nancy such denial or expulsion shall be subject to appeal to the board and that's where the board wants to sit in that appeal area okay okay so that's Jay Dickey JKD jke then there is the same idea for our our is just how you actually do it the regulations you see if you go down to page three of nine there's and this is how we do it right now there's a five day requirement in place for four for making decisions on that's that's followed throughout that at page three then there's that same conduct of hearing that or that's that has those same roles for the superintendent and the board as you just approved

097and then if you keep going down we have lined out the board serving as a hearing officer and meeting their authority as an appeal does that make sense yes sir and then down on page eight and nine there's just a change in language and it's the language in is at yellow yellow the highlighted language is our current language the read language is the language Casspi is recommending we take on because it's more focused on a means based report or or or behavior you can see it says whether the student has exhibited behavior detrimental yeah okay okay good yes that's January 13th I'll go and check on Terry should I go into January 19th item G Oh policy updates yes for item G Terry should I go there did we lose Terry Terry immunity Thank You

098Kerri unmute your computer I think she's locked up Terry let me try it there we go okay my screen win like find it shake my head I didn't have it on my screen but I'm back now it was about I was about ten thousand dollars to play Michael II just noted that I found my please message - but that's from a few years back okay just for one officer because we have to now so it is gonna be all that it is gonna be close to 80 this year yeah right so the lander standing on on November 19th then are these all simply that highlighted piece or are there different policies here yeah it's just basically don't you highlighted because we did approve them but then when I went to update them there were a

099few blanks so so are all the policies simply that highlighted piece that is that's posted on in the board meeting okay so first of all policy you can see Board of Education members the corrections here our policy geez GCE and GCF are both regard a they both have a statement in there about the and that the school district will charge the applicant a non-refundable fee of X number of dollars to cover direct and indirect cost of fingerprinting we don't do that we the applicant is responsible for the cost of fingerprinting for our school district so we don't charge them a fee they just go out and pay for fingerprinting on their own isn't that accurate Beth yes I took those policies to mr. Boyer and confirmed that for this first and second policies so the

100first so before we review them you're saying that you're taking that out this highlighted the policy was approved with the yellow highlighting and there was a blank space mm-hmm and we no longer charged the fee because the employee has to pay that directly when they are fingerprinted okay right so we're so we're now we're putting in the red because we need to correct Andrea prove it correct right right right okay policy gde and same thing right Bev yes okay policy IH BK is that now ih BK is just a reference to the fact that our ICAP academic plans are all beginning the ninth grade grantees and that was not noted in this policy and again with you know we've talked about that before with the board and again we're just informing you that the blank

101that we have to fill in here is ninth grade okay and all kids have a nightcap same for IH BK are again the insertion of great 9 into our policy IL bc regards a colorado redact where there's a couple of options here option 1 it is a decision retention decision is made is it made in accordance with board policy and retention option two the one we're recommending the decision or routine a student do the students significant reading deficiency shall be mean by the students in the building principle opens with applicable law and consultation with their parent guardian so what we're recommending option two and the reason i'm recommending option to the board is we try to do as many reading interventions as we can retaining a student there's there's virtually no information out there they're

102retaining a student help set with future achievement there's almost zero information and so we want to keep doing interventions to help that student out and try everything under the Sun rather than simply retain a student so is that supported by the board yes yeah yes yes a ke ke D is just a date that has to go in there for NIMS compliance national security management system district achievements compliant on June 30th 2010 I guess somehow that was not part of our policy right it was it we approved it with a blank okay okay 2010 and then we have a de is innovation and education and we don't do that program so we're gonna ask that's a specialized program that the district does not do Rena isn't that accurate dr. fresco is she still with us

103yes can she hear me she said yes oh she said yes okay I'm going back and forth here so we really need to retire those two policies yes okay so that's it for policy G policy hjh is just is an updated policy policy through Caspi that has some additional language under chronic absenteeism it nodes 16 total absences [Music] fork as a definition for chronically absent and then we inserted district strategies and interventions we're not limited to these it says for example including but not limited notify notify parents home visits meet the parent guardians community interventions we do all that and much much more and below that are our policy that we use for makeup work is one day to make up work for every day of absence and again as as was noted earlier we

104try to be very generous on that and realize that individual situations come into play and we just try to be very pretty generous with that so any questions on JH no no item I Terry should I go on yeah okay so item I is a recommendation and Terry and I have talked about this members of the board itemize a recommendation from Caspi about planning emergency powers to the superintendent during the time of this coven and you know Mike my conversation with Terry is I would try it my very very best to reach out to you folks all the time I mean it's you know folks are the representatives of the oldest and/or of the community and you know at the end of the day it is it is the school it is the Community School

105District and I work for you but these are emergency powers where you know where things may come up that just make it very difficult for me to get in touch with you the powers are thority to temporally will temporarily waive board policy or provisions of board policies he consented shall be necessary to comply with guidance from health or governmental authorities to take lawful actions to ensure necessary control ensure a continuation of public education provide for health and safety curriculum adjustments alternative program adjustments etc Authority and in contracts without approval for purchase of materials of women's supplies again related related only to comb it all this relates only in covent 19 when I spoke with Harry I said I didn't know if the board was mowers it's it's totally your call do you want to discuss

106this yeah that would agree I would agree too I guess the only question I have is considering everything that's going on and and dr. hammock is just thinking outside that one next step is what happens if we grant the emergency powers and something happens to you should we have superintendent or designee in there yeah because I know my you know my designee would be would be obviously the arena an arena and I try to talk all the time and and certainly I'm and if I'm in close discussions with with all of our district staff but you know particular Mowgli and when we're in an arena and I talk and I should I'm going to Brian Shelley and Lisa we're always talking about what our next step should be but Reena would be the designee she's

107the assistant superintendent right I agree with that I'm just saying for the verbage of this should we have that or designee in there just because of the circumstances that were in that is fine with me if we what we want is when you when you're doing the motion and I'm a hundred percent with that yes so just when we get down to the action item we can say with that addition in there for clarity on the middle one now it'd be for the result so as long as the governor has put it like he extended it today or whatever this will be in effect for that duration and then it's due it says unless otherwise rescinded so technically at the governor's call that everything is over whatever do we still need to come back and

108do this or is that action by him in this I think it's only applicable to the pulpit 19 emergency yeah you know I think once we're out of this this is not applicable anymore okay so but I guess the governor's order so that was what I was getting when he says we're done or we don't have to do with that whatever it would be over I think I agree yes thank you the item J is about a potential use of Fort Morgan as a alternative healthcare site Niki Davis think he could you speak to this and Jason as well a couple of years ago Conrad Medical Center had reached out to the school state and we entered into an MoU with them had in the case of a disaster they would be able to utilize

109the middle school as an evacuation site last week the Health Department charged all of their County emergency managers to begin planning on setting up possible or looking into setting up possible alternative care sites and the event that our current health care systems are not able to absorb the number of patients that they would receive in response to Kovac 19 there are some pretty strict parameters around how it would be decided whether or not we would set up an alternate care site and at this point we are just simply looking at possible locations and in the event that we would need to do that having the approval to go ahead and utilize one of our facilities would be very beneficial one of the things again this is a planning phase this is not a set in

110stone we are looking at multiple sites and Fort Morgan middle school is kind of ideal in its one its location and its current setup as far as space having shower and Seward facilities having fun site prep and also locations where medications and supplies can be secured I know that there are a couple of other sites that are being explored as well so as a county as we begin exploring those sites I'm just simply asking for your blessing for us to proceed with possibly utilizing Fort Morgan middle school in that regard if things change and we go back to school our needs take precedent and so that would take Fort Morgan middle school off the table as far as a potential site so what questions may I answer so Vicki I have a question I guess

111I'm looking at this from the perspective are we looking at housing potential coronavirus patients the school building because the question I have is then who pays for that cleanup number one number two is that what are the repercussions that are come from that because I could see I mean parents aren't going to want to send their child to a school that's had coronavirus patients you know I think that there's some pretty significant repercussions that we got to take into consideration and I know with the FEMA planning some of these events as well is that there the military has field hospitals which to me would make much more sense to bring a field hospital on and offer the practice football field that's right over near northern Colorado Medical Center as an opportunity as well and I

112don't know if they've really explored any of those options as well I don't know what's been explored at this point that is one of the options that is currently being explored like we're looking at multiple options it's just going to be a matter of at the time that we would need to move forward with this which one is going to best fit the need all right and I think that it we need to be cognizant of how do we limit exposure to our children as well so that's just my point on that the other one of the things when a site would be decommissioned there is a sanitation and a decontamination process that would be a part of that dismantling of the system or the site well and really if the federal government came in

113and said this is what we're gonna do that's what we're gonna do yeah and at that point we don't really have a decision but right now we're exploring possibilities and I guess that's just my two senses I think there's other options before we reach that critical mass no I agree and our local medical facilities have said that will be something that we want to do as an absolute last resort they are going to do everything within their power to care for pain at their facilities the health department is saying you need to plan for the worse and so that's why we're exploring options at this point in time yeah because we're already up to 22 when we started this meeting we were at 19 so it changes every day from detective first and foremost I

114am I'm 100 percent supportive of Vicky and whatever we need to do for a community that's not a question in my mind just I guess food for thought and I spoke with making dark hammock about it the other day is the what-ifs and we we all can't play that out I know it but if the governor does some of the mandates that were under right now and we have the opportunity and most likely we're not coming back to school and we all know that but at some point in time those those priorities are staying home and persons go up to the table we are gonna be in a process of needing to collect Chromebooks school resources textbooks library books not to mention all of the students personal items in our buildings and making sure we've

115looked down the road enough understand how this could in fact that whether that's having to do some that collection prior to the facility being taken over or how long does that delay us if it is taking over it has to go through a sanitation process and so forth so that's my concern from the building principal of we've got a lot of a lot of materials out of a lot of Casa materials that are out there not to mention student personal items in the building that we just need to be mindful of person next you got it dr. hammock that's all I have under discussion yes that's it thank you everybody all right so we'll go ahead and move on to our consent agenda and there we have our personal action report and list of checks

116for both December and January torch soon need approval of consent agenda move to approve okay we have Todd making the motion in Derrick's second is there any discussion okay roll call gherkin all right Nancy Harper aye Kerala I'm proud e all right murder hi Melissa snips aye all right very good one move on to our action items now our first action I am is a donation from Cargill meet solutions to the Fort Morgan middle school you have that attached there for the I sleep all second okay we have a motion in a second any discussion hi Terry yep hey I was actually looking into that today I'm gonna reach out to Cargill I'm in regards to that donation and asked how they want to move forward with that if they want us to maintain those

117funds apply it to school related activities in the future you know request those back it was working on that this afternoon but have not had any feedback yet okay well Jason is your recommendation then that we hold up on football net it would probably make cleaner if they do want those funds back do not and I'll Mike Lee do you have a preference in how that's handled yeah they want to recommit that into the future let's just give them the check back and then we don't have to process anything but if they want us to not an earmark that we can do then given that I would make a motion we table item a yeah okay so we've now made a motion and have a second to table item a until whether clarification is made

118on that any more discussion roll call Derek kirkin I care laughs I don't Prady hi doc Snyder I list the Smiths I okay isn't the same thing with this donation or is this one okay from the donation from the Fort Morgan optimist club to the middle school Jason that's for you - hi that that's a yearly program that we work with Alchemist Club on they won't be requesting that backed as funds that are allocated for our building for student optimist reward and that the program has been going on for many years so no that's not one that we would go to be fun back mm okay great thank you so there's that donation there I move we approve all second what's up John yes yes hey okay we have a motion in a second any

123the what the possible pitfalls and exposure and coverage would be I think you'd be good information happen final decision yeah quick question would we open ourselves up to litigation as well definitely definitely a question we need to have resolved and what what coverage extension would be for our current policy to this activity before anything happened where that building would be used and Emma that spelled all out in part including the one so I mean right now we're approving the so if we approve this and then this is the site they pick then it's a done deal or we're approving this and then once they tell us if this is the site they want to pick it then it comes back to us again if you if you approve this tonight you are giving us permission

124to move with planning to use this as a potential site but if the insurance pool says no then we don't go forward sure okay table this and find out what the insurance pools position is first do you think we have time to do that if it gets as bad as it might get moral responsibility to assist in any way we can I mean if we want to make that motion pending you know the web if Michaels you can do that and you can make a motion pending you know approval of the insurance company here and the whole reservation or what not that's fine yeah you know we don't have much time you wouldn't make them I would make a motion to amend the main motion to add in pending insurance pool acceptance does anybody want
