All right. Our next item is public hearing on the 2026 27 budget. We'll hold our public hearing. Um let's see. At this time, I am officially calling to order a public hearing on the proposed 2026 27 district 12 budget. Are there any resident veterans present who wish to enter into the record comments on the proposed budget? Okay. Um I am officially closing the public hearing on the 2026 27 district 12 budget. Our next item is visitors. Um have anyone signed up to speak this evening? >> We have. >> Okay. Moving right along. Um to board member corresponding some comments and um I would like to um if I may just briefly comment on um we had a superintendent evaluation that we completed over the last couple of months and I first want to thank Dr.
Betsy Kleiner for um doing the lion share of the work on that evaluation. Um, [clears throat] it was a lot of heavy lifting to do for the rest of the board. And I also want to just say that I appreciate everybody's contributions. Um, and I want to say that um, overall the evaluation was very positive. Um, and um, I just want to pat myself and my old colleagues on the back. [laughter] But also I just want to say Dr. peak. It's been really wonderful to have you at the helm for the last is it five years now? Five years. >> I can't believe it's it's gone by so quickly. Um but you know, we've had some really exciting things that you have led our district through. Um new mission, vision, and values being developed um
with um members from our community across our community um as well as students and staff um attributes of a graduate which the board just adopted at our last board meeting. and of course the master plan um involving making important updates to our facilities for our our students to maximize learning. So um I just want to say thank you very much Dr. Peak. >> Thank you very much. >> I want to add to that too. Thank you for so definitely leading us through some big things and just uh all the work that you do as well as Stacy and all >> Absolutely. Couldn't do it without them. Yes. Thank you very much. >> Yes, thank you very much. And I also just really appreciate your student centric um vision and leadership and I also just want
to say from going through because I'm data driven person um I really appreciated you have really had a great amount of growth over the last five years that is marked and positive and I think that's really something to say that your leadership skills have honed and and grown and uh I think that's a really exciting um trend is exciting to see. So thank you All right. Any more comments? Dr. Peak? >> Well, I want to just uh thank the board for your feedback and taking time and and attention to um just giving very thoughtful feedback and not just praise but also areas for continued growth. I really do believe that feedback is the breakfast of champions and you have to be willing to lean into areas where um you can continue to grow. So, thank
you for for sharing honest feedback about both things that are going well, things that we want to keep improving on. I also want to take an opportunity to thank my team, two of whom are sitting over here. Um, one is trying to help Mr. Miller's normal job of running tech. But, um, Dr. Stacy Aldridge and Miss Natalie Mour and then not present Dr. Mike Cladio, Mr. Greg Miller. I really could not do this work without them, without the support of um Liz and the other of course fabulous leadership and district and our building principles does really take a village to keep David going in the right direction according to people that I work with. So [laughter] I also want to take a moment to just publicly thank the board for your steady leadership and continued
support for our student staff and community. Unfortunately, it doesn't take much to look into uh the media and even in our localized regional area that when boards are are not steady and stable and focused on what I would describe as the main things that can create um unnecessary in my opinion unnecessary discourse and really causes often disequilibrium inside school systems. And when a board is stable and keeping things focused on teaching and learning, student staff well-being, safety, and security, so many other things can come into play that really help to support our students, our staff, and our families and the larger community. So, your stability is just um absolutely valuable um to the rest of the organization. So, my hats off to you. I want to take a moment also just as we wrap up
the year to express my broader appreciation to our Shiny Mount staff and students, families, the larger community for just a a continued outstanding school year, continued support that makes this place such a a special place. Um, and of course I'm hoping that folks are already well into their way of enjoying some muchneeded respbit this summer despite maybe the heat and the wind and a little bit of wildfires on the western slope. I hope people are finding time to be outside and enjoy express a special congratulations to the recent class of 2026. And I was thinking um this is the class that I got to know a little bit more than previous classes because now I've been here that amount of time and then some. Um you know we just had our new attributes of a
graduate which will officially launch this fall. Um but this graduating class has already demonstrated what it means to be dynamic thinkers, purposeful contributors, intentional communicators, principled citizens, and empowered individuals. And I'm pleased that we're going to have the committee come u similar to mission vision core values kind of a sneak preview to the convocation uh and even our students are going to be there um which should be pretty special to get the year started with our new attributes of the graduates. So just my best wishes to each graduate as they begin next chapter in their journey. And then finally, I just on a sad note, um the loss of uh Carolina, Dr. Carolina this past week has been nothing short of devastating. Uh I know for for Richard, her family, friends, and our greater community.
Uh, I did want to read aloud the message that I sent to all D12 staff members last week as it just went to staff and go out to the larger public and I did receive permission directly after speaking with Richard about this. Um, I just uh want to share this was a message that I had sent. Dear Shy Mountain staff, this message serves to inform you of the passing of our beloved Dr. Carolina Steen, former assistant superintendent. She passed away this Monday, which would have been previous Monday following her courageous battle with cancer. Over more than three decades of service to Shymont School District 12, Carolina had a profound impact on thousands of students, staff, families, and community members. She was a leader, mentor, colleague, and friend to many. Her expertise was regularly sought out
by other school districts, state and national professional organizations, and institutions of higher education. Through her service on countless professional boards and committees, Pirina was a tireless advocate for improving safety and learning outcomes for children. While her family will not be holding public ceremonies or services, they deeply appreciate your thoughts and prayers as they mourn the loss of their wife, mother, and friend. We will forever be grateful for Carolina's extraordinary contributions and dedicated service to Shy Mountain School District 12. Her legacy will continue to live on through the many lives she touched the truly incredible loss to our community. >> Yeah. So, um just felt compelled that I needed to share that out publicly. So, thank you for listening to what I know I shared with you through a forwarded email, but um truly remarkable woman.
She will be missed. >> Thank you, Dr. P. [snorts] Next item is approval of consent agenda. Have a motion. I move the board of education approach consent agenda for June 29th, 2026 as submitted. >> Second. >> All in favor? >> I um All right. On to new business. Um action regarding the new district casualty liability and workers compensation and insurance policies. Okay. So, as I mentioned to you guys before, we were able to go out and get two quotes this year for our general insurance property as liability. Um, this year, USI chose to to submit a bid and this year SISP was able to submit a bid to us as well. Um, after I reviewed both of the bids, my recommendation is going to be that you look at SIP's proposal. And with us tonight
is Audrey who is going to walk you through kind of the proposal in front of you as well as as well as kind of what Sids is and who they are and what they do. She's here to answer any questions that you might have. >> And they all have this in front of Thank you. Well, good evening. Thank you so much for having me here today. I super appreciate it. My name is Audrey and I'm with Colorado School District self insurance pool. Um, we are a self insurance company that we have been in business for 45 45 years. In fact, next month is our 45th anniversary. We're so darn excited to be celebrating it. In fact, many of my colleagues right now are up at the member conference on the north end of the springs
that we do every two years celebrating right now uh tonight. So, um, thank you for being here though. So, we can go ahead and walk you through this Colorado school district self-insuring school. We represent 163 members currently. Uh that includes 133 school districts throughout the state of Colorado, 18 BOSIES, the board of cooperative educational services, as well as 12 public charter schools that are se insured separately from their district. I think there might have been a map of you guys can see all of the different members that we go ahead and we insure. Map of Colorado here. Um kind of shows you our representation throughout the state. We only insure public school districts, public K through2 school districts within the state of Colorado. We have been doing this for 45 years. This is all that
we do. Just the property and liability insurance. Um on that I've actually been with Colorado school districts for 27 years. Um as of right now, um started off actually as as administrative assistant, learn how to claims adjust, spent six years claims adjusting and then into the underwriting side in the house. So, a kind of a broad range and perspective on this. So, if there's any questions you guys have, stop me. Even if it's not an underwriting, I could still probably get you to the right spot. What I thought we could do today is really kind of talk through the proposal on this piece because if it is changed, we kind of do things a little bit differently because we only go ahead and school districts within the state of Colorado. We tailor all of our
coverages to school districts. Um, on that piece of it, we put them together a little bit differently and so we'll walk through some of the differences and my thought is is that we could walk through some of the higher dollar items on here so that way we can kind of have a little bit better discussion. Um, on page three of your proposal is a property coverage. With regards to the property coverage, the amount that's shown here on the document with regards to the contribution, this is actually a little bit lower than what what it is that we are walking in with. Um, on that piece, we have decided to go ahead and increase your building values for eight of your buildings. Now, kind of backing up property coverage is with regards to if you were
to have a covered cause of loss such as wind, hail, wildfire, those nasty things that we talk about right on that side of it, flood, damage, those sorts of things, that is your property coverage. So, building and contents on that piece. One of the things that we're unique in and that we do is that we don't set your building values and then just walk away from them. and then every 10 years update them. We annually update them to make sure that our members have the most current increased cost evaluations associated with it. And so as we walk through that with Natalie, it was one of those pieces where it's like, hey, you have eight schools, maybe we want to take a look at your cost per square foot here and look at options to go
ahead and increase your building values to ensure that should that happen that there's enough limit available for that piece of it. Flipping to page four of your of the proposal on that with the property schedule. The way that it's currently coded with the new um increase in your eight buildings, your new building value or I'm sorry, your new percurrence property limit is 204.8 million on that fees. It is subject to a CSI per occurrence limit. So, no matter how many members are involved in any one occurrence, so anyone um windstorm, hail storm, that sort of thing, the maximum we would pay out is a billion dollars. We do annually go ahead and model these to make sure that we're purchasing the right amount of limits for all of our members. We want to make sure
that we have enough should the bad thing happen on that. And so with that piece, with a 2.4 I'm sorry, $24.8 8 billion, I'm sorry, million dollar in limit with that subject to a $50,000 per occurrence deductible. The nice part about our coverage is that we don't have wind and hail deductibles that are going to apply separately. It is the per occurrence deductible, which is a wonderful thing. We have found that oftentimes with wind and hail deductibles that are separate, it it goes ahead and puts in a lot of volatility with budgeting of that piece. What happens if it does happen? It could be pretty substantial and significant and very difficult for members. So, we've gone ahead and we've pulled out that wind and nailed it after. If you flipped over to the next page,
I believe you guys have a property set and it shows you all of your building values, all of your locations that we have, all of your building values on that piece. Now, these don't include the adjusted building values for those eight schools that we went ahead and increased the building value on. shows all of your content value and then down here's the total drip value. One of the beauties of our policies in my opinion is the piece of while your building value might be set at let's see here uh the administration office let's say your building value is $1.8 million if in the event of a bad thing happening if that happens to go ahead and it is actually $3 million we don't say gosh no you just have 1.8 A we look at your
total in value. We look at the very bottom all of your building values plus all of your content values. Gives a little bit of leeway with regards to in the event that thing happens as far as any questions with regards to property coverage. Jumping over into our schoolity liability coverage. Really wanted to highlight this one out for you guys because this is a little bit different. This is what makes us unique. Our school entity liability coverage is actually a blended policy of general liability which I like to think of like as your slips, trips or falls, your employment practices coverage as well as your errors and emissions. So in the event there's allegations that um there are um wrongful um decisions made. That's your errors and emissions coverage on that piece of it. We blend
it all together on that piece. And under this proposal, the limit right there is $2 million per person with a $15 million annual aggregate and is subject to a $10,000 deductible. Now, this aggregate, this shared annual aggregate is shared between not only our schoolity liability policy, but also our sexual abuse and molestation coverage, and we'll discuss that here in just a moment. Flipping to the next page, you guys might have your ARM school employee durability standards. This is something that we provide coverage for. I understand that you guys have some arms employees on this piece as long as they meet our insurability standards which I've confirmed with Natalie they already do. The coverage is automatic on that as long as they continue to maintain the insurability standards on the front to start and then also
our integral requalifying and sure. I think one of the other big ticket items that I wanted to make sure that I was sharing with you guys is on page six it talks about prior tax coverage. The way that your current errors and emissions and employment practices coverage is is that it is set as a claims made. And when you transition from a claims made policy to an occurrence policy, there's a gap in coverage. And so this prior acts coverage goes ahead and picks up that gap and ties it back to this original policy. It's a one-time only contribution. And for this contribution, we are going to back date coverage. The retroactive date would be uh March 1st of 2003. So 23 years in coverage essentially is what you're looking for with this component to it.
And again, the goal is is that that gap gets tied back to this policy and then you move forward from there. Okay, jumping into the next one on page uh seven is our sexual abuse and molestation coverage. With this, it is subject to a $2 million limit for occurrence of $15 million shared annual aggregate. Again, back to our salenity liability piece. And this is for allegations of sexual abuse or molestation. Um on that on that spot of it, it is a claim to make coverage. And with that piece, your retroactive date would be July 1st of uh 2026 should you join us. We also offer employee benefits liability coverage. So this would be for in the event that there's um perhaps alleged negligence with regards to um handling of employee benefit liability programs on that
piece. So, we do offer that coverage. It would be subject to it's a $10,000 deductible and the limit stated on the the document on the proposal. We're also going to go ahead and offer prior acts employ or prior acts for that employee benefits liability coverage again bringing it back to March uh 1st of 2015 and there's no additional contribution associated with that. Popping over next is our school auto coverage. This provides not only a liability coverage, so your auto liability coverage, but also first party damage to your vehicles for those vehicles which you choose to ensure full for full coverage on with that piece of it. Now the change um there is a difference with regards to the contribution that we are charging on this one just because we've added two vehicles since we we
prepared this proposal. Vehicles B22 and T13 on that side of it. It is a $2 million limit on this piece. And then the deductibles are $1,000 for auto liability and then $1,000 for auto physical damage. And those vehicles are highlighted in our auto schedule on the next page. Also following the auto schedule, we have our motor vehicle insurability standard. I wanted to go ahead and to share this with us with you guys. One of the big things that we like to do is to help our members manage our risk. Our risk control team is really great about going ahead and providing things like transportation training, but this also helps provide some bumpers with regards to, hey, I have a driver. They might have had they might have had a couple of accidents. They might have
had a couple of violations. Would they be insurable? This provides kind of that bumper rail for them on that piece of it. So, I thought I'd share that on that forformational purposes. The next is your equipment breakdown coverage. This is on page 11 of the proposal itself with your equipment breakdown coverage. On this page, it says um they call it the old boiler and machinery coverage, but really this is for anything that plugs in and uses either electricity or is operating under vacuum. I don't know about you guys, if you guys have had freezers that the compressors go out and often when do they go out right now and we don't discover until till August, right? Those types [clears throat] of claims would be equipment breakdown coverage or if there happened to have been a
brown out or a lightning strike and that strike runs through your um through the wires on that piece causing like for example your fire or security alarm panels to go ahead and defy that's your equipment breakage that side. Moving over to the next page we also offer school crisis coverage. The goal of this coverage is that items that aren't covered underneath our property coverage or under our school entity liability coverage could be picked up here underneath our school crisis coverage. Things like in the event of a school crisis act, it allows the ability for you guys to go ahead and retain, for example, PR support, somebody to come out and help help maybe while um Mr. Peak is going ahead and running that emergency situation, having somebody else as a backup superintendent or stepping into
those shoes and providing a little bit of um frame piece on that side of it to help continue to run the district forward, right? Having that ability that would be underneath your school crisis coverage. So things that aren't traditionally picked up by a traditional insurance company. We also offer supplementary coverage. Now, these coverages are provided by a third party insurance company that we go ahead and we purchase on behalf of our membership. So, things like primary and excess crime, which essentially give you $1.1 million of total combined crime coverage. When we talk about crime coverage, that's things like theft of money and securities. I can tell you like right now we're having a lot of problems with regards to our membership where they're getting the fishing schemes where it's like, "Hey, we're doing construction. Hey,
we're doing payroll. I changed my bank account. Please go ahead and wire this here. That would be your pride coverage on that side of it. So, it's a great coverage to have on that side. We also offer nuclear, chemical, biological, biochemical acts of terrorism, terrorism coverage on that piece. both first party as well as third party liability coverage pollution coverage and again that would be both for damage caused by caused I'm sorry allegedly caused to a third party or also caused to your own location. We've had pollution claims, for example, where we've had members who have gone ahead and taken out walls and they didn't realize that there's asbestous behind it that causes a pollution claim and that we picked up under our pollution policy. And then lastly is our cyber coverage. Um this is
with regards to theft of personal identifying information and those hacks that come in um on that piece of it. Great news actually. I don't even think I've been able to share this with you. We just shared it, started sharing it with our membership today. The mill um because you guys are compliant. You guys answered yes to all of our complian um security requirements. We actually are changing this million dollar limit to $2 million for no additional contribution. So, it's awesome. It's a great benefit for our membership on this piece of it. On page 19 is our contribution function, which is kind of a high level with regards to what this is. Again, this is before this proposal. This piece was made before we went ahead and increased the building values, which would change your property
and equipment breakdown contributions as well as your school auto. And those are adding those two autos right there. And it [clears throat] changes your total annual contribution of that piece. Keeping in mind prior acts, the reason I wanted to make sure to set that up in red on the side again, one time only charge. Should you guys go ahead and join us next year when you renew there would be no prior acts coverage or there would be no prior act contribution associated with it. So again, one title on that case. >> What about if there are claims brought against the district that do not have a statute of limitations? How? >> So if it's general liability on that side, that would go back to your current carrier because your general liability is on an occurrence
policy. But for things like your um errors and admissions or if there's allegations of for example employment claims then that would be picked up underneath our policy going as long as the claim happened after March 1st of 2003 and is reported. Yeah. >> But not sexual abuse and molestation July 1st. I'm sorry. >> But not sexual abuse and molestation. >> That's correct. because that's currently under a a current form and when you transition should you transition over to ours then it would be anything after July 1st of 2020. >> Y any other questions? On the next page we walk through the quote for the increased building values. This is what I was referring to where the contribution has changed to reflect this. We've gone ahead and increased the building values on this piece. Following behind
that, I included items like things to consider when you're looking at the proposal. I'm not sure if these were included within the Yes. Awesome. It's one of those pieces we always like to remind our members, you know, your limits are your choices. We want to make sure that you guys are looking at this to make sure you're making a choice that's best for you. Is $2 million enough? Is that your where your comfort level is? Or maybe you want to look at a higher limit. So, there's definitely options that should you guys go ahead and say, gosh, you know, I don't think $2 million is enough. I want to look at a higher limit. We can go ahead and provide you with a quote for higher limit. There are a couple items that we need
to go ahead and work through uh that might change the quote. We've already worked through the internal and external building inspections. This is page 21 of the proposal. We've already received that. I haven't had a chance to review it, but once I review it now, I'll forward it over to you and on that. And then the last thing is is that we'll need written confirmation that any known claims um are reported to your current carrier with regards to that. So, if you know your principal's administrators, um you Natalie or Mr. Peak, if you guys have any claims that you're aware of, we want to make sure that you get it reported over to your current carriers on that piece. So that way it's all been documented on that side of it when we move forward
should we pretty much high level of the quote. Is there any questions that I can answer for you? Just out of curiosity, what were a couple of things that that we have done as a district that has allowed us to have additional coverage with no additional cost for cyber. Um so we have minimum security requirements things like making sure you have multiple uh sorry multifactor authentication in place your endpoint detection systems um doing cyber or security awareness training once a year um that your backup is stored your data backup is stored I believe offsite on a cloud-based network um one more oh um that you guys do uh external scans external vulnerability scans on that piece. And one of the things that we offer not only with the insurance side on the cyber [clears throat]
piece, but we also go ahead and we offer also offer risk management. We work with um the cyber defense center where they go ahead and they can give you all of these re uh recommendations with regards to hey, have you thought about this? Have you thought about that? As well as they have training programs in place. So, we were just talking about it today where they have fishing training. So you can not only use it for your staff, but you can also use it for your students, especially like your high school students to kind of start teaching them proper, you know, email etiquette, right? That component of they'll just click any link that comes across um on that piece. And in addition, they have brought in that training out to texting. I don't know about
you guys, have you guys gotten this this the um fishing fishing messages through texting lately? They do that as well. So, um it's one of those components where our goal is really to make sure that all of our members are compliant and that they have the best tips and tricks in their box on that event and they do the external um vulnerability scans for you. >> I have a good question. If we were to at some point say begin um building new uh buildings on our property, >> is there coverage during that time? What do we do? Do we add things on at that time? How do we do that? That's a great question. So, we have an automatic builder risk extension of a million dollars. Anything up and above that would need to be
purchased outside of us. You can either purchase it through your general contractor or we work with an insurance broker that they can go ahead and they can give you a quote um to go ahead and get you on that. Once that um has been completed, the construction's complete and it's ready to transition over, then we can go ahead and we can go ahead and add it to the policy the location. Generally what we like to know is ahead of time because the other thing that I like to do is to make sure to work with our district. So if you are building to know how much that construction is so I can give you a quote so that way you can start working on budgeting it in even though it might be two and three
years down the road. I hate it when it's like it comes down to the end of the construction and it's like okay here you go and it's like oh gosh did you know that changes it by $100,000 or 300,000. We've had members that their contributions, they're very small members. Their contributions have doubled or tripled and it's so hard and heartbreaking to find out last minute about that. I like to get ahead of that so that way you guys can plan it and plan it for that construction. >> Great question. Thank you. So, I actually have a question for Natalie. Um I'm looking at flood zone a designation on page 22. Did we I'm I'm guessing that June at least might have um well we have a separate flood coverage for Canyon through and the national
flood insurance program and we've had that for years. So that will continue with them for Canyon. And then um as well as we have a little separate one for the junior high because the junior high also still sits in the flood plane. So that'll be outside of citizens coverage, but we already have those separate. So there's a couple things that we'll still have separate um besides those workers comp will still go through um USI and then the flight coverages and I think that's those are the only separate coverages outside of transition house is what I'm looking into now. transition past a security. >> Isn't that so funny? >> Oh, the security building also. Is that right? Is that also technically >> Oh, you know what? I don't think that one's popped on our on our
list, but I can go back and look. Um, >> a security building is in a flood zone X, believe it or not. >> It is or >> Yeah, it is. So it's on a flood zone X and not a flood zone AE which is what your composion. >> So it sits just far enough close enough to the backside that it's not okay. >> Which is funny because they're all stones throw away from each other [laughter] thing over there. I mean she can't tell >> the value of that is probably not very much [laughter] >> but those will be separate. So and we'll just continue doing those. One other thing that I forgot to share with you is we not only have an underwriting um team that works in house, but we also have a risk
control team that works as well and our in-house claims suite. We're all housed under one roof in the Cent Centennial area. So, it's one of those pieces and we all worked very collaboratively together. And so should you guys choose to go ahead and join us, I talk with Natalie about within the next 30 to 90 days of bringing out a key representative from each team to come down and meet with your team to go ahead and hey here's who we are, here's what here's offer and then to [snorts] start building those relationships. So that way should something pop up, be it be it a loss, be it um hey we're having this, we want to do this bounce house, we want to do this, what do we want to do? start building that collaboration and
teamwork together. >> And then just just for reference, um when I did compare the two quotes, um USI's property came in at least 300 over 300,000 higher for the property insurance than so I did look at everything very closely line by line. I am excited. I feel like by moving just since we have just more stability each year, year after year, whereas we've kind of just been in this volatile market lately, that's just made me a little little nervous. So, I think um I think moving to SidS will just provide that stability that will really help us. >> Stability sounds great. [laughter] >> I hate waiting until June 28th to know insurance is going to be a couple years ago. >> [laughter] >> One of the things that we like to do is we go
ahead our board declares our rates in January. And so from there from usually February through midappril we're out on the road visiting with our membership talking with them about here's what to be budgeting for working through with the renewal packet. So you so not only should have a good idea of okay here's where we need to go here's where we need to budget for and what's coming up on that side of it. So hopefully it's not a last minute where it's like oh no on that side of it. We we really like to make sure that we're out in front of our members on that piece. No shocks. >> Anything else from the board? >> Hey, so um thank you. >> Thank you. Thank you. Join your party now. [laughter] >> The board of education
approved the renewal of category liability property and workers compensation insurance policies as presented. >> I'll second. All in favor? I >> I >> Thank you. Appreciate your time. >> Thank you guys for your time. >> All right, Natalie. On to the next item, adoption of the fiscal year 2026 27. >> Okay. So, also in front of you is a hard copy of the adopted budget for 2627. Um, since we've kind of gone through this pretty thoroughly, I'm just going to kind of go through the cover memo if that's okay. Um, all of the changes that I made to this budget are going to be highlighted in red in a cover memo. Um, nothing too too different than what I'd already explained um at the last meeting. Um, looks like our PPR increased by a whopping
$5.29 from when I last presented the budget to you. And that's just getting CD's final uh budget worksheet from them. So, little bit of an increase of of just $20,000 to the revenue. Um, so down on the next page, uh, page two of the cover memo, we did get some grant allocation information in. So, ECEA, which is our special ed, did increase by just over 100,000 this year. Um, title grants, as you know, cumulatively decreased by about 77,000. We were expecting that, and that's been in. And then we're still waiting on all the rest of our grant allocations for the general fund. So, we still don't have our our read, our state transportation, things like that. But those typically don't fluctuate too much. They'll just come probably in the next month that we'll get those
in. Um the only thing that increased to the general fund expenditures is we did have to add pair of professionals. So this incorporates adding 4.5 FTE pair of professionals into the budget. But as you'll see down at the bottom um and this will be page 47 in the budget. Um we're projecting our deficit to be about 822,000. So a little bit higher than the previous budget. Um but not by too much. We were hope the previous budget was at around 795 I think and now we're at a 822 for our projected deficit. 794 to 822. There we go. Um and then the and then the only other things that changed were the risk management. So we've now incorporated the numbers from SIDS into the risk management fund, but we still have a really strong contingency
in the risk management fund. You'll see our contingency is going to be just over $3 million. So those are funds that are sitting in risk management in case they're needed for the future. And then the only other thing I changed beyond that would be the capital projects fund. We've added added allocations to school campus improvements. So we could um do the high school track resurface. It's currently closed because we were doing the turf and the turf is now done or at least 97% done. Um, but why it's closed. They said they could come in and resurface the top of the track which needed it and then that means I don't we don't have to close it down next year. It's all done it once and we can still open it like two weeks earlier than
we told everybody they were going to open it. [laughter] They're not too, but what I mean I guess partly with the weather not being so wet, we've been a they've been able to work and get it done as fast. I drove by the other night, I think it was last week, it was after nine. The lights were on in the stadium. I'm like, why are the lights on? The workers were still there working. So, they've been working a lot to make sure we get that field open back up because I know a lot of the athletes were wishing they could practice on it right now, [laughter] but we'll have track and turf done. Um, the other thing we added to is we're going to do some electrical conduit at Pinion Valley Elementary. Their PTO has
been working to get a digital marquee out front and the one thing that was missing was the electrical out there. So, I said the district would pay for that. PTO is raising funds for the marquee and that'll probably come sometime next year. But, I want to make sure the electrical is out there. So, when they do do that, it's ready for them. But even with that, we still have a really strong contingency on the capital project from just over seven million, which will um which will be strong for for any of our future needs that might come up. Any questions on the budget? I just want to say that um although our our expected deficit for this year has um come in a little higher than we had planned, I'm still very pleased that the
deficit continues to go down as planned. So, thank you for that. I really appreciate your management and district. Well, thank you. Thank you. And I'm going to anticipate by the time we get to the January revised budget, that'll probably come down a little bit once we get all of our final grant allocation information and the final student count and everything like that. My anticipation is it would probably still come down a little bit by the time we get to the January revised budget. >> We're heading the right direction. >> Any questions or comments from Thank you. All right. Um, so we have a couple of motions here. I move that the board of education adopt the resolution appropriating funds for the 2026 2027 budget for the Shy Mountain School District with a total appropriation of
annual revenue and fund balances of $113 million 92,554 excuse me. >> Do I have a second? >> Second. All in favor? >> I I >> I All right. The motion is adopted and I move that the board of education adopt the resolution authorizing the use of a portion of beginning fund balances as authorized by Colorado statutes. >> Second. All >> in favor? >> I All right. Um, our next item is action regarding district 12 participation in the 2026 El Paso County coordinated election. >> So, um, in your pack and actually I think we might have missed a little bit of a shoot, but um, for the coordinating election, we are moving forward with everything as as we've mentioned in the past. Um, this step right here is just the county is requires us to notify
them. If you plan to be on the election in November, we have to notify them by July 24th. But since we will not have a board meeting um in July, we ask that you just approve that um tonight. Um this is the first step in notifying the county that we plan to be on the on the ballot. The question and ballot language come later. that um in your packet we did put the schedule from Butler and Snow that shows the the uh schedule we have to follow for the election. So we actually won't approve the actual ballot language until August. Um and then that would be submitted by September 4th to the county. Um this is just our first step of letting we'll give this to the county. the candidate will then give us an
IGA that we'll have the signing sent back to them and then we'll keep moving through the schedule. So we are rolling anything else with that. >> No, just excited all the accumulated conversations that we've had to date and just very excited. Yes, this is first very public forward facing decision by the board. We're ready. >> By the time August rolls around, when we're back in our in back meeting with you guys, we'll have stronger numbers, renderings, drawings, things to show you exactly what the what the what the dollar amount is and exactly what'll pay for for every project and what the timeline would look like. For example, when would skyway start, when would Broadmore, when you know, all of the projects. So, we will have all that laid out for you beginning of August. It's
going to be a busy July. >> And then that will then lead to getting the question, the ballot language, and then moving forward. >> Right. Any questions? >> Right. Have a motion. >> I move that the board of education approve the official notice of intent for the district's participation in the November 3rd, 2026 El Paso County Coordinated Election. >> All in favor? I >> I right motion pass. >> Okay. Um next item is section to approve student activity and athletic fees for 2026 27 and believe that starts on page 21. So every year we bring to you just a list of what we will charge for activities and athletics. Um, not too many has changed. Um, one of the big ones that big change is band instrumental rental. We haven't raised that rate since I
call to be honest. So, Brian, Margaret and I talked and that did get increased by about $20. High school increased a couple of theirs, but beyond that, there's not too much there to look at. Um, high school did reook at all of their fees, so that's up here for um for uh high school athletics. Junior high didn't change any of their fees for this year. >> Looks like field took a big field took a big bump this year on this chart. >> Um 250 you know we did talk about that. Um Dr. Peak and I and Chris um talked about all those those increases and we did mention that field hockey was a little bit higher >> because boys requires a helmet. >> No, field No, no, we're talking about field hockey though. Remember when
we talked about the percentages, field hockey was just lower than it was and they needed to get it up to place. >> Paul, >> was it really 25 to 250? >> Was it 250? And there's a type. >> Oh, I see what you're talking about. I think it was a type and I thought it was 250. 25 looks pretty low. >> Yeah, right. >> My guess is that's a 250. >> That's correct. >> Yes, >> it was 250. >> It was still a higher percentage than the other sports [laughter] 9% but it was because had a lot of things about it. They wanted to add certain pieces of apparel to field hockey. Uh socks that they didn't pay for before and another piece of apparel that they didn't pay for before. So that's why it
increased 9%. But you're correct. It was too spitty before I just need to feel how cute parents would be like. [laughter] >> There are a few nuances in Chris has been able to articulate that fairly detailed fashion [snorts] trying to have boys and girls pretty much just about a box set for all sports. Yeah. The one nuance with lacrosse is lacrosse requires >> right to it doesn't seem to >> but the boys require a helmet which it's considerable cost to families and so that's part of >> with that is it also the intent to sort of move make sure that like coaching is paid boys and girls the same >> and actually um coaching um doesn't get paid for out of out of the money he takes in for this district pays for all the
coaching and we have we have a schedule that is the same for for all coaching out of levels same numbers same number of girls coaches versus boys coaches depending on numbers and that's different from the district I did see >> any other questions you have a motion I move that the board of education approve the list of student activities and athletic fees for the 2026 27th school year as second. >> All in favor? >> I motion passes. >> All right. All we have left is set and announce meeting dates. >> So let us graciously put in the draft for 2026 2027 at the conclusion of this meeting. This will be the last meeting I 26 school year which is surreal but uh so you see initial draft there we do have right now uh scheduled
for a work session on August 10. Um, I haven't had a chance to talk to with Miss Melo [clears throat] about that in more detail yet, but I imagine we want to keep that as a placeholder for any updates that Natalie and I may have um relative to especially Brown being on the ballot. Uh, and then you see some upcoming events that are obviously um our traditional start to the school year, including our supported staff picnic and our district convocation. Then you'll note um our back to school nights also and we have them spread out so they're all on different nights and we will uh likely at convocation or I'm sorry likely at the work session on August 10th will be a good time for us just to discuss what makes good sense for back
to school night and I will try to bring kind of an initial proposal to you prior to the work session about that. What we've asked principles is for the first what like five to seven minutes to be able to just have a captive audience. I mean they can do initial welcome of course but to take five seven minutes no more than 10 maybe a little less but we'll have a captive audience and we think that will be a time opportunity for us to be able to share some specifics about our next steps including potentially having some renderings already prepared for that evening so they can especially see their particular campus and still be able to see a little bit of what's going on across the district. And then of course we've got several other um
things that are kind of starting to fall into place for the fall. >> I'd like to call out one actually. Um the past regional meeting is item 16 on Tuesday, September 22nd. We are co-hosting this with Harrison School District, but it'll be their building. And um while um Betsy and Michael, you all um haven't had an opportunity to go to the Caspian regional meetings, it's or actually Michael you went to one. Um we've often had conflicts between our back to school nights and the regional meetings and because we were co-hosting, we were able to make sure that the date did not conflict with our back to school nights. >> And it's a really good opportunity to get to know some of your colleagues in the region, but it's also a good board training opportunity. So,
um I would really love to see our whole board um there that evening. So, please anything else you wanted to point out? >> Uh no, just we will fill in student spotlights. I think we do have those. I just need to work with Liz on getting those. We had those pinned down I think at our last leadership meeting. We'll get those added. Uh so we we'll have a few more updates and then of course we'll we'll get this posted on the website this week >> and Susan with that regional meeting we David 4:30 at that time if you want to confirm that time if that's the start time we were not sure we just kind of went previous >> I would love for it to be [laughter] very hard for me to attend that's might
be coming. >> Okay. >> So, we'll just double check on that, too. We think it's worth thinking a couple hours and includes dinner. >> Yes, that's my recollection. >> And we should have some local legislators there as well. >> Yeah. >> All right. Um, so that was our last item on the agenda. So, we are turned. Okay.
