Okay, I would like to call this meeting to order. And our first item is approval of the agenda. Do we have a motion? I move the Board of Education approve the agenda for March 3rd, 2020. Sorry. All in favor? I. I. I. I. I. And our next item is pledge of allegiance. I pledge allegiance of the United States of America. And to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. And for the highlight of the evening, we have student spotlight from Shine Mountain Elementary. We're very excited to have you all here, so I'll hand it over to um Ms. Silver. Thank you. Okay, so I brought 14 amazing guests with me tonight, so the spotlight's really going to be on them. Um so, good

evening to our Board of Education. They were asking all sorts of questions. What is a board? Is it board like a plank? Is it board like a boarding meeting? Is it board like what was the other one? A board game. A board game? Yeah, our topic is game themes, so um maybe maybe we can get some clarification on that later. But anyway, sitting there, thank you so much for having us. The theme of our school year this year was being a game changer. And so, C M E, as you know, has had a lot of transitions in the past few years and even some transitions throughout this year. And some of these children have actually experienced some of those, and so we've done a lot of work this year on just emphasizing being an upstander

and what it means to be kind. And I know we have grades and all of these different things that go into school, but at the end of the day at C M E, we feel like being a student who can stand up for what's right is kind of the ultimate win, if you will. Um, so we have a few pictures to kind of highlight some things that we've been doing, and while those roll, we're going to get set up for a little skit to kind of encompass our game-changing year for So, I'm introducing a couple of students at recess, our referee and a bystander. Here, hold on. We practiced this a different way, so let's do it like we practiced that. It's all on there. Okay, ready? Ready? Yeah. Time out. Let's check the replay.

Is this bullying or conflict? It's conflict, ref. They both want the same thing, but they are being fair. They just need to replay. Correct. At C M E, we solve conflict with a compromise. But what if player one was being mean to player two everyday to make them feel really small? That's bullying. And at CME, we don't just watch from the sidelines, we are upstanders. We blow the whistle and tell an adult. Correct. Game on, Eagles. Play fair. All right. Now, I'm going to invite the rest of our players to come to the sidelines, if you will. We'll do kinder down here. You're ready now. So, 1 2 3 4 5. All right. We have Riley, our sideline reporter. Live from the CME sidelines. Let's check in with team kindergarten. How do we change the

game? I could use my kind words to make a new friend. What did you miss learning at TJ about being an upstander? It means you have courage to stand up for what is right. How do you change the changes at school? We stay brave. We stay brave and help each other when it gets hard. Is it okay to make a mistake in a game? Yes. A game changer makes mistakes and tries again. What's the best part of being an Eagle this year? Knowing our school family is there no matter what changes. How do you lead your teammates? By doing the right thing, even when nobody is watching. Thank you, Eagles. Can you see really quick? We have a few students that are going to share what CME means to them. And so, our first one

to share is Lillian, and she is a kindergartner. Let's see. Being able to adapt when the game gets hard. We adapt and Next, we have a fifth grader, Henry. CMA is a kind place that always makes me feel like I fit in when I feel down. Fourth grader, Halley. CMA means here everyone has a place on the team. Give it to second grader, Sienna. I like CMA because um I learn and soar. Another sixth grader, Emily. I like CMA all the time. Fourth grader, Patrick. C- CMA, everybody in CMA has helped and and encouraged me to do everything that I do. First grader, William. CMA means being an upstander. Last but not least, one of our sixth graders, Riley. CMA to me is like a second home where I can have loving staff and friends

all around me. Okay, and now for our grand finale, if you'll give us just a moment to get set up, we're going to start with kinder over here and then go K all the way to six. Okay, so K your feet. Yep, K one for the person. All right, Ellie, are you ready to get us started? Go, girl. I love you. I change the game. When the game change, it's all about When a teammate is down, I pick them up. I know the difference between a simple conflict and being unkind. I choose to be an upstander. I speak with kind words. I lead with respect. Transitions don't stop us. They make us stronger. Because at SEMI, we don't just play the game. We change it for the better. Who are we? SEMI Eagles. Okay, thank

you so much. We just felt like doing like a little thing. Oh, yes, I'm sorry. Here you go. Here's your juice. They asked me today if they could bow and they even came up with a signal and I forgot, so that's on me. Um but yeah, I think um you know, of course we're looking at at grades and being the best kind of student we can be. Um but I think too, and parents, I'm sure you would agree that being kind and being helpful, standing up for others um is a super important part of of being a human and a student at SEMI. So, thank you so much. Thank you. Thank you. So, if I may, I just want to say first of all that um you guys bring tears to my eyes because my

three children went through seeing me and this is what I believe seeing me really is. And second of all, Mr. you said that your students asked are we like a bike or what else or board game and I'll tell you we are like a board game because our job is to provide a general direction for the district so it's like we make the rules but then everyone else who actually works in the district and goes to school in the district and the parents are the players of the game. You're all the teachers. That's right. All right, let's take a picture. Yeah, okay. You guys Okay. And here and you're going to face back to your parents. Or face this way. Yeah, or face back to me. You're going to be facing back to your new

parents. Sorry moms and dads, I'm going to take the picture and I'll get out of the way and then I'll take a picture. That's okay. And we're going to post it on the website and app only. Is that okay? And it's all refrained from social media. All right, everybody. All right, let's see. Sorry, pictures are both ways. Are you guys ready? Yeah. Yay! You guys are so awesome. Okay, don't move. Don't move. Hey, don't move. Smile at parents. Say cheese. All right. >> Thank you again, everybody. Way to go. Thank you moms and dads for coming. Thank you so much. So appreciate it. Jasper out from sitting. What do you have? I checked in. All right, our next item is visitors. At this time, we welcome members of the public who'd like to address the

board. Liz, do we have anyone signed up to speak this evening? >> We do. We got Jessica Parker and she's going to discussion item this evening. Okay, um just before we get started, the board welcomes the comments from Cheyenne Mountain School District 12 community members to include residents of the district, parents or legal guardians of students currently enrolled in the district, current former student Excuse me, students of the district, current district employees, and individuals invited by the board or superintendent to address the board on a designated topic. To ensure that the board can accomplish our work already on the agenda, the board will limit each speaker to 3 minutes. The board reserves the right to set a time limit on the total time for public comments in order to take the business already on the

agenda. Pursuant to Colorado Open Meetings Law, issues relating to specific district employees, specific students, and specific contractual matters are not normally addressed by the board in public meetings. The board requests that individuals addressing the board in public comment also follow this law and its guidance. Um with that, uh Ms. Parker, we would love to hear from you. Um evening. My name is Jessica Parker and I'm a parent in this district. Um I'm here regarding a safety a student safety concern involving my son and the lack of a clearly defined adult-led response. During the fall, repeated inappropriate and sexualized behavior occurred between students across multiple school locations over a period of months. This indicates that the issue was a pattern that was not prevented through policy or supervision. I have repeatedly asked for a written safety

and supervision plan outlining what has changed to prevent this from happening again. What has been provided was not was does not document any specific changes to adult supervision, staff positioning, or monitoring of the areas where these incidents occurred. That is the core issue. Student safety must be ensured through consistent adult supervision, especially in known risk areas. Recently, my son shared that he has been asked by a staff member whether specific students have spoken to him and indicated this has been happening over a period of time. This raises concern as it places is of the responsibility for monitoring peer interactions on a 7-year-old child rather than on adults. I'm also concerned that responses to these incidents have in have included restricting my son's access to portions of the playground rather than addressing supervision in the areas

where the incidents occurred. Additionally, after raising concerns, the focus of communication shifted to issues such as arrival timing and alleged footage of unrelated alleged footage unrelated to the reported incidents rather than continued clarification of supervision and safety measures during the school day. My request has remained consistent, clear, documented, adult-led supervision that allows all students to safely have access to their full school environment. At this point, I have sought external review to ensure that these concerns are evaluated appropriately. I'm asking the board to ensure that safety responses are clearly defined, consistently applied, and centered on adult responsibility. I would ask you to consider what you would expect if this were your own child or grandchild and ensure the same standard is reflected in how student safety is addressed for every family in this district. Thank you.

Thank you. Chris, do we have any other speakers this evening? >> No, we do not. Thank you. All right, our next item is board member superintendent close comments and comments. So, first I would ask are there any other board members? All right, we'll move on to the superintendent. All right, thank you. I did want to share some highlights. Um our 2026 El Paso County High School Photography Competition yielded 196 images from 57 students in seven different high schools, but um Cheyenne Mountain just did an incredible job representing our district. Um there were three awards for first, second, third, three judges choice awards, a handful of honorable mentions, and our school received seven of the awards. So, a special shout-out to Jasmine Lee, Coda Nichols, Logan Brown, and Sunny Flower. Also, other students participating Bryce Nelson,

Natalia Martinez, Caleb Keefer, Serena Pounds, Trinity Trutow, and Macy Huger. Cheyenne Mountain High School DECA national qualifiers celebration CME Yared Lagada. I apologize to me if I mispronounced your last name. Megan Nair, Cheyenne Mountain High School for a state speech and debate tournament. Our team took sixth overall, sweepstakes and fourth in debate. Special shout-out to Eva McFarland and Cohen Beaver. They are the state champions in public forum debate. Special note, Eva actually served on our mission, vision, core values district committee last year. Cheyenne Mountain High School choirs also did an amazing job. You approved their out-of-state travel not so long ago. They just got back from the 2026 Nashville Heritage Festival. Gold award is the top award for the event earned by having all scores from judges 90 over 100 or higher. Cheyenne Mountain Shadows

Correlle gold award, Metallics jazz choir gold award, Dynamics show choir gold award, Crimson and Slate gold award. Crimson and Slate adjudicators award for all scores higher than 95. Crimson and Slate maestro award for all of the soloists. Also, a special shout-out to RJ Hugner, our own Stacy Hugner's daughter, was a recipient of the Ovation award for the festival. Directors are asked to submit a letter recommending a student who gives their whole heart to vocal music. And Ms. Wisdom nominated RJ and RJ ended up winning. So, that was outstanding. Chemawa High School spring sports are in full effect and Mr. Roberts shared with me earlier today that uh this is the second largest group in his entire career with us in the district uh over 415 student athletes for spring sports. And when you just stop

and think about that we're not even 1,300 kids and you have that many students participating just in one season. Needless to say, April is the busiest month of the year for athletics and any of our years uh any of our months, busiest months of the year. And of course, several teams are looking to qualify for post season. So, there's lots going on at our campuses, lots of sporting events to check out. Our district attributes graduate steering committee work continues. We hope to again bring back some recommendations to you all later in April. Um facilities master planning work also continues. We've selected an architect firm, CRP, which happened to be the same firm that we used for our master plan as well as was the firm that was used for the renovation of the high school

going back over a decade. Uh we have uh short list candidates for interviewing this Thursday for general contractor and a special thank you to Ms. Melo and also for who is our other uh Ms. Dr. Dr. Kleiner, yes, I'm looking down the looking back, Dr. Kleiner. Uh and then I would just want to share that Ms. Moore and I will start presenting to school staff and parent groups next week over the course of the next three to four weeks until early May. Going to every school site and we're just sharing uh some some information relative to where we've been and where we are and where we think we're headed and just some of the needs that we've identified um through this this process with our facilities. So, we're we're going to be uh busy helping

you inform folks. Um I wanted to uh share that uh this I mentioned this I think at maybe a work session, but the Southern Pikes Peak School Districts including Harrison, Widefield, Fountain Fort Carson, and Manitou um the we've just started some very initial conversations around future sharing of CTE programming. We'll let you know that um Tyler Seamy and I were able to be a part of a meeting this afternoon and while we're still a ways out before we start thinking about what this can look like and sound like, it's just exciting to think of how can we collaborate and continue to create access for pathways for our students in a variety of different career-related fields. So, um and then lastly just a promotion for our drama upcoming. We have um the premiere of TIG a

modern retelling of Sophocles uh Antigone um by local playwright Jenny Maloney on April 9th, 10th at 7:00 p.m. or April 11th at 2:00 p.m. And so Miss um Pebrock is or going to report is going to be um helping to facilitate that. So, if you have a chance April 9th, 10th, or April 11th to check out the show. There we go. Lots going on. Exciting time. Springtime. Our next item is approval of consent agenda. Do we have a motion? I move that the Board of Education approve the consent agenda agenda for March 30th, 2026 as submitted. Second. All in favor? Aye. Aye. Aye. Aye. Aye. All right. And for our new business, Uh we have first reading of the policy review and revision. And Dr. Speake. So, as we continue to work through some of

our policies that we now have not had a formal review in some time and verifying those against what is currently recommended by GASB. The first one is DKC expense authorization and reimbursement. And I did share with Ms. Warren before the board meeting, if you have detailed questions, she can help to add color commentary. But this this was really an update to better align with what GASB includes. We were not running counter to it, but this speaks to a little bit more of a comprehensive approach again on expense authorization and reimbursement. It also includes the legal references that are listed down below relative to this particular policy. So, this is coming virtually straight from GASB for our review. And we do believe that this is an update to be noted for this spring later this spring

through our three-read process. So, any questions on that? Our second policy is school property disposal. And actually, this is still consistent with what will be recommended by GASB and still consistent with statute, but we want to just note an update on position title. And otherwise, we believe that this can simply be noted as a an official review for today because there's no substantive change being recommended. Unless there's any questions there, school property disposal. The next is our procedure and again, nothing has changed here except just updating correct title correction for Ms. Warren's position. Again, we just see this as a review. This is still consistent with our practice and consistent with what CASB recommended. And that's cool property disposal procedure DL. Questions there? Okay. The next one is EBBBB accident reports. Again, consistent. We just

need a slight update on um the position, but nothing substantive changed here. Again, this is just a review. The initial date was back in 2017, so we just want to make sure again, we're trying to update all policies that are 5 years or less. Obviously, unless there's a statute change or CASB comes with a direct recommendation. Any questions on that one? The next one is ECAF use of video and audio monitoring. Um this we went through and Mr. Miller helped with this. We did some updates um and looking through this, but there isn't anything substantive other than we wanted to add the legal references that should be included there. Um but otherwise, there is no change on the content. It's still this. Any questions on that one? No, I think we're ready to move on

to second reads. Okay. So second reads, uh I don't believe we had any changes. DA fiscal management and responsibilities. Um so this obviously does have and make pause for a moment since we're going in second reads. First reads, if we don't have a change and it's just a review, I do not bring in them forward for second reads and so forth, right? So just a reminder. So this is not indicative of a full list of last month's first reads. It's only listing those items that need to go through all three reads for your approval. So sir, number three, you might notice there's a semicolon hanging out there. Oh, thank you very much. Yeah, all by itself. Yeah, okay. Yeah. So fiscal management responsibilities DA, we do have a couple of changes relative to that in

terms of summarizing some of what are the um following major areas for responsibility with CFO. So that's highlighted there but no change no changes since first read. DC grants from private sources uh definitely an outdated policy. It's not required. You can tell the initial date on this policy is going back to well, let's just say I was in high school. Okay, we'll move on. Uh the next policy is in the 19 DI purchasing and bidding second read here. Again, nothing really substantive with change but for that we're adding the legal references to ensure we're consistent with what statute defines. So those are included uh but no changes since our first reads from last month for DI purchasing and bidding. And then DID district assets, similarly we needed to add legal references um but again, substantively

no other fundamental changes um relative to what's consistent by law and what GASB recommends. Uh DIEE annual audit, which was formerly DH. Uh we did make some change here just to have language that's more consistent with GASB, but it still reflects uh how we conduct business and how we conduct our annual audits. And again, Natalie can speak to if you have any questions, but no changes here since our first reads. Of course, we've also added the legal references to be consistent with what GASB recommends. I think DIR uh report of vandalism or theft notwithstanding earlier communications, uh we do have an internal procedure. This isn't required to be uh a procedure that's situated in this manner. As you can see again, this is going back to high school. High school. We'll just say it that

way. Yes, so um no changes from the first read. We just recommend that that that particular procedure is retired. Uh DJG vendor relations, again update to be more consistent language, slight change with GASB to to reflect GASB's language, still very consistent with what we do. Also, the additional legal reference um to be consistent as well with that. So, any questions on second reads? Yeah, I think we can move on to third reads. Okay. So, third reads. First is AB um and you can see there this is already a policy to be recommended for retirement as we function and already do these things and it's not a requirement. In in essence it's not required by CASB or recommended by CASB or even by statute at this juncture. We already incorporate that with how we operate. That's

a third read to be retired. AD, this one is about our district mission, vision and core values. Obviously we have much to celebrate and make sure that reflects what we now have. So again no changes since you saw it for first and second reads. CA administrative positions again very outdated is not necessary to be a policy recommend that that's retired. And then lastly CC administrative organization. This does have a statutory requirement. And so we added that legal reference otherwise nothing substantive with the change. It'd be third reads to be acted on unless there's any other questions. Unless you have any other questions, do we have a motion on policies? I move that the Board of Education adopt resolution for policy AD school district mission and vision policy, policy CC school governance and administration and retire

policy ED means of communication and policy CA administrative positions upon third readings. Do we have a second? I did. All in favor? I. I. I. I. I. All right, and I would just like to say with regard to these policies Dr. Peak, I certainly appreciate and I'm sure sure the rest of the board does that you are comprehensively going through our policy manual and cleaning it up making sure the board is putting their eyes on every policy that maybe hasn't been reviewed in 35 or plus years, so thank you very much. Now, I appreciate that and I would be remiss not to be thanking our cabinet team and Dr. Aldridge and Ms. Moore and Dr. Claudia and Mr. Miller and others who have helped also diligently. We have pretty frequent conversation about looking at policies

and we just know that again that that commitment is to get it to a place where where at least on a 4 to 5-year cycle and obviously what would trigger is if we we see a need to update it or review it sooner. Obviously, if something changes with law or if CASB is recommending to be more legally fit, then we would look at that. So, sir, greatly appreciate that. All right. Well, our next item is set and announcement dates. So, you have in your packet again both what's what remains. Uh it's kind of surreal. We're now uh post spring break and things are marching along um fairly quickly. Uh we have a work session scheduled for Monday, April 13th at 5:30. Two parts that I have briefly talked with Ms. Mello about that I would

recommend as at least part of the discussion for our work session. The first part would be an update that cabinet and I would provide for you all both on our our district commitments, which is our teaching and learning, student staff well-being, and safety and security. I will probably also ask that Carlos Sandoval join us as well for a little bit of that updated first for for three of you, you will recall last year and so this will be newer for for Dr. Layman and for uh Spee Hall, but we had closed kind of like uh, notes with statements and then just some lines below for you to add some comments or any questions that you might have. Um, but we will go through each of the kind of subheadings under teaching and learning, student staff

well-being, safety and security. And then we will also provide any more relevant highlights to our two district initiatives, attributes of a graduate and of course our work with master planning. Um, so those those those pieces I would recommend is the first half of our work session. Second half of the work session, I would like for us to have an opportunity to debrief from school visits. And uh, so Ms. Melo and I have talked a little bit about we'd like to send some some thoughts to you all in advance in the next couple of days for you to reflect on what you've heard from your school visits and to um, talk through just uh, of those things what resonates with you keeping in mind the role of the board and of course I'm keeping in mind

the role of superintendent and what is the role of building principals out at schools. Um, but to have some structured conversation and dialogue where we can share um, on those thoughts and perspectives and between those updates and those visits should also give you all more information as you contemplate on my evaluation. Speaking of which, aside from our scheduled then for the work session, know that leadership surveys are going so the DAC parent survey has finished. Um, so the next meeting actually it's a good segue on April 27th, the regular board meeting, we'll have a we'll have a student spotlight from Pinyon Valley but we will also have DAC coming to present the DAC parent survey results. But also during these next few weeks, we have starting on and big thank you to Mr. Miller again,

we will have a surveys going out to leadership and some of our cabinet folks this week, uh Thursday, and that window will be open for about a week and a half. So, we'll get some good information from staff feedback on their principals and on us as leaders or for them as leaders, and then follow on will be your survey uh for me and for leadership to complete a survey on me, which should also inform your evaluation for my performance. So, that is like kind of in the queue happening over the next several weeks. Um we have a special meeting and work session scheduled right now for May 4th. I would just say that this typically is a time that I'm working with Ms. Moore and we're looking at the budget, and we're also trying to

figure out um can can we or can't we um green light on approval of salary benefits and what does that look like or sound like. So, in some previous springs, we've had to adjust that by a week or we've had to have a special meeting on a different night. Uh right now, at least it's scheduled for that time, and I know as we get closer Natalie and I will be able to give you a little bit more information about that. But, currently, if you can hold that that meeting date in mind. Uh we have athletic signings coming up. We have academic awards night. We have retirement celebration. Another regular meeting uh May 18th. Um with our Chimacum Junior High spotlight and 100-plus days of subbing for our amazing subs. We have an athletic awards night.

Graduation again at the World Arena Sunday, May 24th. And then we have both a June work session scheduled right now for June 8th and then a regular meeting on June 29th. So the fourth actually doesn't end until the week and we really could use until the end of the month because Natalie's and her team are working diligently to finalize on budget and we need that full time if we can. So hopefully that works with your schedule or at least there can be a quorum for June 29th. You know that's kind of creeping late into June. July you get a hall pass Mhm. and a break and then again thanks to Miss Cruz we're working on just getting a little bit tighter with our meeting schedule for next year. So you can see that. But I'll

pause there. Questions? Comments? >> couple of questions. How's June 29th look for everybody because that's our budget approval meeting. That's a big one. Excellent. Excellent. Okay. Well, then I think we can adjourn this meeting. Good. Thank you all.
