001to call this meeting to work order this is the workshop for superintendent and um board members have also added items today it is 12 noon on December 11th 2023 I'd like to welcome you to the superintendent's workshop being held in the Joan idlet Jr Tec I ask out of respect to everyone please silence all electronic devices and we will take a break after two hours if needed um and if needed before that just uh let me know and we'll take a break um before I turn this over to the superintendent I did want to add a discussion item um I'm gonna mention it now but I want to add it to tonight's meeting because I think it's uh appropo to a business meeting and that is uh invocation coming back um before our business meetings

002as a um chair of the school board we um meet with the superintendent to determine the order of business and how to run the um meetings and that's one thing I have talked to him about um we used to have it before covid and then Co came and um so I thought that would be a good thing for us to discuss um at the business meeting and on the Das so with without further Ado uh Dr Moore the superintendent's Workshop is all yours thank you madam chair at approximately 11:05 the state floor Department of Education released district and school grades that's why we're all here I saying we got a full house today what's going on everybody want let know let me bring everyone up to see as you as you know this is a

003year that did not have learning gains and they were creating a system to grade schools ensuring that the same number of a BS and C's would be the same as the previous school year there were 16 districts that were a grade of a in the previous school year a threshold to receive a grade of a went from 62 to 68 drastically increasing the overall percent of points needed to be an a all of the 16 districts that were an a this school year were an A in 1819 historically they have always been A's the exception of one District the school district of Indi rer County which is now an [Applause] A W let's Okay fantastic news so just a little bit of now when this information came out Dr McMahon was not in his office

004he was actually conducting an audit in a school so we have some preliminary results to share uh we've had a number of districts I'm sorry schools that have moved or improved a letter grade so we want to congratulate Glendale moved from a c to a b Citrus C to a b Pelican Island little old Pelican Island is now a b uh and yep and Treasure Coast Elementary School is now a be 78% of our elementary schools are either a or a B uh which is absolutely outstanding also want to shout out to Oslo who also improved to a letter grade of B yes and ver Beach Senior High School also improved to a letter grade of B all [Applause] right in 1819 uh only 47% of our schools were an A or a b and

005you all have seen me do the presentation a number of times where I compared the percent of A's and B's to Martin County uh and other surrounding countings including the my previous District uh and we had the lowest percent of A's and B's we are now six I'm sorry 65% of our schools are either a or a B compared to only 47% in 1819 so we're very very proud of that we are the only District on the Treasure Coast that is an a all surrounding districts all surrounding districts are a b um or below so the simple fact that the school system was able to improve N9 percentage points without learning gains is absolutely significant this is the foundation and this is what I've said to to you when I interviewed and for the last

006four years consistently uh this community deserves an a school district which it now has and it deserves for every school uh to be an A and we are well on our way uh to making that a reality so thank the board for their ongoing push and support uh without each and every single one of you uh that none of this could have happened and the reality is this is what we all want for our system I can think of no better Christmas gift to give uh to our community other than declaring oursel as an a school district so congratulations to our principles no one knows and just for the record the information was embargoed till noon and Miss Borg spoke for about a minute afternoon so I think we are good um so just two

007seconds I I I want to thank all of the staff that is here we are celebrating all week long we're going to go around and judge the door decorating competition which got way out of hand um I had them all come in thinking I was going to explain the rules uh that's why they came in but they're only here to find out that their their hard work uh and contributions are principles we'll we'll find out I guess if they're watching this right now um so we'll go through our workshop and then we'll call principls after thank you madam chair I'm going to let the staff get back to work because we got to maintain the a thank [Applause] you big thanks to all the staff members who made that come true ABS absolutely well very

008exciting way to start our Workshop today absolutely now we do have a couple items I think the first item will be presented by uh Miss basur and followed by Mr Green has two items Miss basur floor is yours thank you good afternoon that is a great way to start the day so uh uh full of excitement now and motivation uh through the chair all board members were briefed about our process for our media center to purchase uh and continue to curate their collection of books um this was a new process that started in August of this past year this is the second round where uh schools can submit their list of books that have been vetted by their schools by their Sac committees by their principal and and uh and then forwarded to you for

009final approval um I will turn the the floor over to Dr shafty to explain the process that each school went through and we are looking for you to approve their book list so they can begin to make their purchases thank you you thank you through the chair we have three elementary schools who are seeking uh consideration to purchase books for their library media center um two out of the schools actually took their books before their sack committee last year but with the change in principles the new principles wanted to make sure that they um exercise their due diligence so they actually returned to sack and the new principles of two of the elementary schools vetted the books again um all of these books are being purchased from vendors that provide Library processing and computer records

010so if you think about when you go to uh the record in Insignia and you select details all of that information the ISBN the keywords the subject areas when they're purchased from these vendors it provides that bibliographic information so uh on behalf of the three schools we would like your consideration to purchase these books and if you have any questions please let us know okay board members anyone have a comment M Rosario um I I just had a followup I know you and I talked about this um about the fette uh there was one school I think it was Treasure Coast I'm trying to pull it up here that was purchasing their books from fette we no longer use fette um have you had a followup as to you know what what's happening there yes

011ma'am so fet was our library management system and we transitioned to Insignia which is our library management system however fallet Destiny is the man management system fallet Title Wave is the inventory or the library processing portion of the company similar to other vendor so um the purchase from there would still be allowable as a district approved vendor um without it being our library management system all right so I think almost all of the books that we had concerns with came from fet from before so I just wanted just you know I know you know I'm just with an extra um uh caution I just want to throw in an extra caution to uh fet and the books that they recommend um and that we don't just fall to any of the books that they recommend

012for the reasons why we were in the situation that we were in yes ma'am um what I fail to mention to is the additional Safeguard of if approved the books will be read in their entirety before going on the Shelf again so that is the additional Safeguard we have that they will go back to those same St committees for a throw review um I believe historically we ran into issues with the purchasing of bundles um with some of the books and and these are very unique individual copies on the purchase list that have been vetted you have another followup if that's okay um something that I don't think that we've talked about is having Sac committees trained in the same Library training as the media center Specialists if they are the ones who are going

013to be reading the books in its entirety I think that's something that we need to address before the these books are ordered yes ma'am before any purchases go through they um go through the same state training the sac committee as a whole all sa committees okay all right thank you you're welcome anyone else just one comment U these are three schools Dr shafty do you know when the other schools will be sending us their information um it would depend on when they're ready and wanting to purchase as you know our high schools are going through renovation so it probably wouldn't be fiscally irresponsible to purchase until we have a firm grip on our inventory and then come up with a clear circulation plan for students based on students per materials per student so our lead

014media Specialists have done a a really fantastic job not just purchasing for the sake of purchasing but curating a collection that meets national standards for the number of materials each student should have at their disposal and just a comment about SP rer High School I know I I went there twice I wasn't there on the opening but kids are very excited they said they feel like they're on a college college campus and when does that renovation again start for barough Beach High School we've already had a preliminary meeting with the principal to establish his vision for that space and we look forward to moving expeditiously through that process thank you anyone else we're good okay all right ladies and gentlemen for the first time presenting a workshop Mr Bruce green Dr to the chair two

015items weing the first one come on rookie two items we pre previously um one is a renewal the first one is a renewal of a contract in 2020 the district put out an ITB or invitation to bid for HVAC mechanical repairs the max spend of $300,000 a year um that award contract expires on December 14th of this year it had two optional one-year renewals this item is to leverage the first renewal and um that locks in our 2020 pricing I've looked at the hourly rates and it is extremely low from 2020 it's a um very good uh contract to lock in we're recommending renewal of that contract um although the max spend is $300,000 that went back and looked previous spins have been less than $110,000 a year but you never know with air conditioning

016systems you have one large system go down so um it's in the capital 5year plan it's also in your budget book you approve approved back in um the summer any questions anyone have a um question about HVAC systems no we're good thank you um the second item is a routine item it's this Surplus um some items in this case it's construction paper I remember having to order construction paper from the warehouse and you had to write a check the Office Depot it took you a long time so we beefed up our warehouse with a lot of supplies and that worked for many years now now schools have pecard purchasing cards where they get reimbursement on that it's like a credit card they have Amazon they have online Office Depot online stap so this construction paper

017has been sitting in the warehouse not circulating to schools um so we are Surplus that we will not be disposing of it because uh much of it is usable we will then be um divvying that out to the schools for their use but not charging their budget that's why we Surplus it yeah I was going to ask a question about that because I hate to see almost almost $5,000 wasted so that that is going to go out to the schools absolutely our teachers first and then other schools okay anyone else we're good all right Madam chair that includ that concludes my portion of the agenda so I will turn it back to you to facilitate the board member discussion items okay it was short and sweet thank you all right so we have a couple

018of uh board member items um I had put something on there I guess m Mr Zario wanted to speak about it too um there were several items that uh I attended over at fsba um this is actually under d as well so I'm just going to um bring up this one as a separate item now and then I'll go back to D with all the others um but one of the things that we attended at least some of us was the deregulation session did everybody attend that just curious okay um it was interesting there are some um bills that are already coming through uh SB 70704 is one that uh superintendent has attached to this item and um there are two house bills so as we know um you know the Senate and the house

019have different versions of bills and as they come together towards the end of session or somewhere in the middle of the session they agree to whatever the bill the final bill is going to be that they both can agree on um they are a little different the two house bills are a little different than the Senate bill um but they're interesting to look at it's kind of like a correction of things that happens a lot when you have uh laws go into effect they realize how it affects different groups and then they come up with different ways to kind of correct things and uh it's interesting to watch there also some part of the deregulation is to add some items so I don't know how that's called deregulation when you're adding items to deregulate law

020but um that'll be interesting to watch go through there was um a lot of information about bills that are going to be kind of connected to this to follow along and and um there is a one-page priority bill that um the committee uh the fsba asked for uh the superintendence of schools uh Dr Moore um did you submit to fsba uh Indian River County's reaction to that request we had conversations during okay rookie I that right I was just making the same joke um we did have I had opportunity to provide my feedback during the superintendent sessions regarding D deregulation so yes okay but there was a um something that fsba specifically asked for feedback from each district and and they asked for the superintendent to be sending that did you do that on behalf

021of we did that collectively as as a whole during the conference okay I wanted to make sure that uh Daniel Thomas at fsba was aware of that okay okay all right um with that Miss Rosario do you want to add anything to that yeah uh Dr Moore what did you send over I didn't send anything was just conversation that we had during the meetings with superintendent regarding deregulation Oh I thought you just said you sent it over while you were there we we provided our feedback as a group of superintendents regarding deregulation okay so just verbal feedback not corre you didn't mail or email anything um so there's a couple of things here um on the deregulation I mean this bill is this proposed bill it's 52 pages so it it's tremendous there's so many

022many things in here um it's it's hard to pick apart all of it and and and or say that one item is more important than the other um however there are two items that have been a concern that have been brought up um as concerned items um Danielle Thomas also suggested and I don't know if this is what Mrs barenberg was mentioning but that the board um submit by email email to her by that Friday which is now long overdue our um I suppose our feedback by email it wasn't just a verbal feedback it was by email let us know what items are your concerns or what items um you are supporting or you're not supporting uh based on the presentation that she provided there were two items that caught my attention one of them

023has to deal with the physical physcal education requirement um if you pull up and and by the way the attachments that are up here uh I sent those to the superintendent and ask the superintendent to include those as backup um the if you pull that up um Senate Bill 704 uh let me see if I can get the page it is page 19 of 52 there is an item there uh called physical education assess ment um what we have now is a requirement for physical education that is uh there are two parts to it there is the part that has to deal with instructional um physical education where a teacher is giving direct instruction for PE requirements there are a certain number of minutes that are required uh for that for the instructional piece it's

024150 minutes of phys physical education every week for students in kindergarten through grade five and then you know Middle School gets a little different so Elementary School 150 minutes of direct instruction in PE um kindergarten through grade five in addition to that the statute as it stands right now states that students are supposed to have 20 minutes 100 minutes a week sorry it's 100 minutes a week for free play free recess play non-instructional go out on the playground you know climb the monkey bars have fun sweat it out and then come back the recommendation for that has has been 20 minutes a day so 20 minutes a day times 5 days a week that's your 100 minutes per week requirement for recess for free play Recess this new deregulation bill is actually oh and by

025the way that's supposed to be consecutive so as it stands right now it's 20 minutes consecutive per day 20 minutes each day consecutive consecutively the new language in the new deregulation Senate bill is actually suggesting that they take out the consecutive so you can have 20 minutes a day at random well who decides what that 20 minutes is there's several issues that I have with that does the teacher decide that and then if the teacher decides that does that mean that the kid will only get five minutes here five minutes there five minutes there 10 minutes here that's not free play that's not recess that's not going out on the monkey bars and sweating it out children need to play they need free time to get those juices going so that their brain can function

026and they can recoup come back in and get started again there is there is plenty of uh research out there connecting physical activity and brain research and if there is physical activity with the children obviously endorphins get kicked up you know hi they're they're they're happier they're healthier um and so on and so forth I do not believe that the consecutive should be removed I think the consecutive should stay in there I think that is so important that I I I really I would love for this board to support um sending um a a letter or something whatever we can do to Advocate to keep the 20 minutes in there um so that's one of the reasons why I have that here the other reason the other uh concern that I have is really I

027think clarifying or asking for clarification with regard to the algebra requirements so if you go to page see if I can get that please 14 of 52 14 of 52 tells us in section B actually in section A and B that the standard for high school diploma course and assessment requirement um for it's regarding the ELA requirement and what they're suggesting is to remove uh the requirement for students in grade 10 to earn Ela uh the ELA to have the ELA assessment for high school graduation or high school diploma which is odd to me so they they have actually struck out uh this following sentence it reads a student must pass the Statewide standardized grade 10 Ela assessment or earn a concordance score in order to earn a standard high school diploma and that's just

028odd to me why would we remove that as a graduation requirement when we know Ela is so critical the same thing with algebra so if you come down to B um the cross out or the you know what the sentence that has been cross out States a student must pass the Statewide standardized Algebra 1 EOC assessment or earn a competitive score in order to earn a standard high school diploma so are we removing Ela and algebra one from High School requirements but then when you keep reading sorry I'm almost done then when you keep reading there's still the algebra requirement there Algebra 1 is is written in the foll following following that strikeout so I don't know who has some information on this but those are two items that I certainly would not recommend that

029we support being removed Dr Moore yeah before he answers that I want to talk about the PE requirement because there was something brought up in the session I attended about the PE requirement because I was concerned about that having been a person that has a major in PE um and I know the the um necessity of having kids move um around and play I like that part the only thing that was brought up was a lot of districts still have um shortened released Wednesdays and that's where they were having a hard time fitting in the requirement of the consecutive 20 minutes so that was why they removed the the word consecutive that's with the clarification I got when that was brought up in our session so I just want to put that out there um

030I understand that I don't know how that could be rewarded to to project those consecutive minutes I would assume that our district would hold hold that safe and we can only control our district we're looking at legislation and we can control what our district does so I think that's one thing that we should say to our superintendent however this is worded we would like this okay so go ahead Dr Moore thank you through through the chair to take the second question first which is the uh assessment so what this is striking is the requirement of the ELA assessment that you must passed in order to graduate in grade 10 you always take that course in grade 10 uh as well as alge algebra 1 they are requirements for graduation uh so we we hear our

031teachers having to struggle about teaching to the test all the time I evaluate what is needed is simply those lines being removed ultimately remove the requirement for that assessment in order to receive a high school diploma um in terms of the so the student still has to take those courses you still have to take algebra one the the progression of courses does not modify it just eliminates the students as as you know you know as we're preparing for graduation rates one of the biggest barriers um that keeps a child from from graduating um would be that math assessment or that Ela assessment and they would withdraw and go to a school that doesn't have that particular requirement to go on to to graduate uh it was a tremendous obstacle coming from Miami the number of

032students who' only been in the country five six seven years uh flew through the math but ultimately still trying to master the language couldn't ultimately graduate even though they were an A or B student uh so I think that's what they're trying to address with that that language uh in terms of the 20 minute of free play and speaking to some principles I think we would we would like to maintain the 20 minutes but principles conversation is you know having some flexibility versus it it being required just 20 minutes every single day would be something that we would like to to explore so maybe specific activities there's all kinds of different events happening over the course of this week and next as well as the previous week there'll be opportunities to maybe go 40 this

033day just based on the reality whereas saying it's just 20 minutes principles would would like to have that flexibility but on a standard week we would like to keep the 20 minutes just because we know it's working for us any other board members like to comment doc um at the same time though they're still getting their 30 minutes of PE a day correct okay on top of that and whatever the teachers and principles could work out I do think it's important to have that activity but when I went through this 50 these 52 pages one thing that stuck out to me was prek and we work very hard on that and one of the underlined um paragraphs if you will said a student who did not attend the school year voluntarily prek education program and

034lacks access to summer prek in the county which here he resides is eligible to enroll in the summer reading Camp provided by The District School Board under the statute we already do that correct we have that I mean it's like you can't come here because what we see from Miss flood quite a bit we need more rooms or stuff for prek so I want to make sure we're good on that um interourse exams interesting we'll have to take a look at that that one caught my eye but as a former High School principal we'd have students getting A's and B's in algebra and still struggle because of their test taking and so forth so hopefully we can look at that and one other thing Dr Moore the promotion to grade four or the third grade

035test when parents in Elementary uh work with the teachers and the principal as far as promotion if the parent wants a promotion that and the school doesn't how do we work that out Miss B High School principal here right now up to this point a third grade retention was contingent upon a test score a passing of a two three four five on The Fast other alternative tests uh the set 10 they could get a concordant score through a state approved curriculum test um so there were multiple Avenues through that but at the end of the day it did not matter if they could not pass one of those oper opportunities then according to State Statute in the past they would be a student who was retained uh they offered several good cause options this seems

036this language in this bill seems to change that now where it is uh more of a discussion between parents and school officials and we welcome that we think between our teachers and our parents they often know these children better than a a state assessment okay thank you I was just looking into the future and how we'll do that thank thank you that's it Miss Barber anyone else want to comment on that because I I do want to comment on something about that um right now do Charter Schools um if a student um fails third grade in a charter school are they subject to that same law okay how about private schools no so one thing I have learned from being a principal of an elementary school was when a student um didn't pass in third

037grade if the parent was very very upset about it they would move them to a private school for a year and then bring them back the year after that to the regular grade they wanted them so it was kind of like bypassing the law by going out to a private school that still could take place correct correct yeah see and that's putting an undue burden on a parent and yet not and this is part of why it's called deregulation is to try to make it even for playing field for public school and private school okay anyone else yeah I don't know if we've come to a conclusion on this um maybe it's still part of discussion um I know that I know what they are recommending to strike this out but as a school district

038Dr Moore what would your preference be to remove these requirements it's not my preference I don't I I don't want to dumb down the experience you know the the the graduation requirements I really don't um but I do understand that there are some students especially your elll students you know who can't pass but why not have an alternative for them they don't have to take the same test um in New York there were re I mean Back Then There Were regions exams um if you were an elll student you weren't required to take the E the regions exams you were required to take something else right uh something equivalent to your level your grade and what you could do you know your ability um but we don't seem to have that here in Florida it's

039either all or nothing you know as a as a school system with graduating you know graduating our students into the real world does this make sense to you through the chair there there are multiple assessments the fast assessment which takes place in the spring of the 10th grade year the ACT SAT concordance score uh the state now is honoring the classical assessment which our students are are finding a great deal of success so there are multiple Pathways for a student uh to take different assessments to meet their requirement M for graduation uh if you're asking David Moore about do we need to have a requirement uh in terms of an assessment in in 10th grade um I am a a son of a teacher um and I know that we are done intentional intentional work

040of making sure our teachers are teaching to the standards um and you find a high level of of relevance when you align um the actual students outcome to the actual standard I think we've done done that work um you know the game of public education has drastically changed um and a public dollar can go to a private school in which these requirements do not exist um and we do not we want to be able to compete and at the end of the day I I do not think this is a gatekeeper uh or improves the quality of instruction I think there's only they're down to about 11 states who are still grading districts uh in school grades the research is been extremely clear uh that it's not necessarily something uh that improves instruction like a

041good quality teacher does so that that would be that would be my opinion okay all right so moving on um the second item we have is 4B is uh Secondary School start times so there was a session at um fsba on start times and um I attended it I guess Miss Rosario attended it because she has her name on here too did anyone else attend that session okay it was quite interesting um the one I attended was a panel of um couple of different districts and uh representative from each of those districts that had already started late School times this year and they were discussing the challenges and the solutions that they came up with um it was it was interesting to listen to most of it was challenging and um there was also some

042talk that that might come up again in this legislative um session that um it might be Revisited so my thought was you know just like with other things like um adopting books we kind of put it off on the burner till the year after to watch what happens with legislature uh I think this was a good move on our part to put it off to wait and see kind of where the dust settles and what we're doing so I think um one of the things that there were several things that came up in that session that I thought were interesting uh some of the challenges were the supervision of students especially the young students um the Community Partners and how that affects them financially and burden with um trying to get enough staff in place

043especially to watch children that are of younger ages for the times that they need to be watched um elementary kids at bus stops in the dark came up is a huge problem high school and middle school activities were all affected because of the times moving back um that caused a lot of activities to go away or um cease an operation because of low numbers so solutions they came up they developed more programs for before school and after school depending on where the shifts were for buses and how they did that they had a totally revamped their bus um transportation system and how they ran the buses they had to purchase new bus so there was a lot of uh cost to this there was and that's not a solution but that became part of the

044solution because of that but it wound up being a huge cost um breakfast had to be changed all kinds of things they had to meet with all their partner providers to plan ahead so um that was one thing they suggested for superintendant looking down the road is um to start meeting with other planned officials of of your partners like big brother or big sister um any of those groups that help support schools um gford youth um Activity Center to say if our times were here how would that affect you and how would we be able to move this forward so giving a couple options so one thing they said that was really good is they came up with three or four different options for times and then they started working towards those option times to

045say how would this affect things and looking at the uh positives and negatives of all that athletic schedules were a huge issue um because some schools don't start late and some schools are starting um late and that caused a huge issue with um their schedules they had to cancel a bunch of activities because of the they were late times but the other schools they competed against weren't so um starting later on this is actually beneficial because all of that's already kind of been vetted before you're jumping into the game so that was one reason for waiting for school start times um was to kind of let the dust settled on that aligning uh schedules with local colleges for dual enrollment was a huge problem too that was a big issue and so they had to

046work with their local colleges to try to figure out how they would do dual enrollment uh daylight sing's time was a huge factor with that and since there's some talk about nationally about daylight savings time um and Florida's already I believe pass that we're waiting on um the house and the Senate of the United States to see what they're going to do with that that's another reason for possibly putting off to see what happens to that uh another thing they said is to work with your local municipalities about traffic because it's going to affect all of traffic in Indian River County and they should be part of that conversation um to start early so would have conversations maybe starting in January or February for the following year um it would take a year and a

047half to have all these conversations kind of take place for this to actually be a reality and um they said one of the beneficial things that came out of it was that they set up lots of surveys there was a lot of communication they said communicating with everyone was extremely important so that when it actually took place nobody was shocked other than parents that had just moved there from somewhere else were shocked by the the start times because they that wasn't where we were it wasn't like that so why is it like this in this community so that was one of the problems so they said lots of surveys needed to go out um categorized by parents Community um members students need to be surveyed staff needs to be surveyed um concerns considerations now the

048survey shouldn't be um what do you suggest it should be this is going to be law because people think that when they get a survey they can change the outcome of how the board decides about it but if it's going to become law okay this is going to be a law which start time would be beneficial and why so giving those three or four options of uh start times would be helpful when you're putting out the surveys um the other thing was that the the board should start talking about this as a timeline so in other words we shouldn't be telling the superintendent do it this fall we should say what timeline should we be looking at to put this in place and thinking about what's happening with the um the legislature and whether or

049not they'll take it up again is another concern and and then decide on a communication plan so that needs to be part of what we ask the superintendent to do come up with a timeline come up with a communication plan come up with a transportation plan come up with a budget and how it's going to impact the district for um possibly adding drivers adding buses programming that's all going to have to take place um and then uh how would it affect attendance and eriness and what was interesting about the three districts that were there that already put this in place said they thought because of all the research done about how older kids um need a later start time because they can't get up that early and it's not good for their brains they found

050out that there was absolutely no increase in attendance or tardiness and achievement in other words the kids were just staying up an hour later um they weren't using that to their benefit to to sleep in get a good night's rest to be on on time for school they were still late to school or not showing up in other words those numbers didn't change so they were hoping those numbers would change and they didn't see that change happen um Elementary level added 30 minutes to their day they they did do an increase in their times for elementary school and they said that was a benefit and that um that you of course have to negotiate this with your unions so that's another reason for waiting for that next year so we can do all of that

051and take place in um do it in a year and a half and then of course uh lower the number of choices they said one thing they did at the beginning was have about eight different choices of times and all that and they said it was too confusing too much get it down to three um and send that out for everybody to look at and then they have a current leadership priority is to have they suggested two more years before implementation do not jump on this wait because you're going to need the time to put it into place correctly and and communicate it well so that was the feedback that I got from this um because I thought that we were going to put this in place next fall and having conver more conversation with

052the superintendent his feeling was we need to put it into place The Following fall um because of all those things and then some other things he mentioned um miss rosaro your name's on this as well is there anything you want to add to that yes um I was already planning to uh propose a charge for the superintendent to do um not too many things different from what Mrs Baron Borg just um talked about um but um just to kind of touch on some of the notes that I got from my session um and hopefully I won't um double up on some of the items that Mrs barenborg mentioned uh the look at the start time first of all this is supposed to be in place July 1st 2026 so we do have we're we are

053looking at 2 years you know from soon uh to actually get this up and running um surveys take a while surveys are not something Sur not just putting out the survey but also analyzing the survey results um there was one District uh that submitted their surveys they got they had 28,000 responses that's a lot of survey to analyze so that we can come up with some recommendations um and then there were in addition to the surveys to make sure that there is a comment section on the surveys so that uh the comments you could you know possibly look at some issues that maybe weren't even considered when creating the survey that parents could uh provide feedback on um in one survey there were 7,000 comments so imagine the the leg workk of actually looking through

054the 7,000 comments it takes time so that's where the two years comes into play um also uh not just one survey one of the recommendations was to submit um a a at least three surveys so you get community feedback you get parent feedback and you get faculty and staff feedback um and this way the district can parse through um the different viewpoints of the surveys and what the surveys um um ask each constituent group uh would be you know vastly different if we were to and that of course would include the local municipalities what are some of the things that we need to keep um keep in mind when we are talking about our crossing guards when we're talking about where to put um bus signs uh we also need and something that was brought

055up that that other districts did not take into consideration was their County Commissioners bring County Commissioners in on this conversation because if there are some street corners or some stop signs that need lights around it um th those need to be they need to be brought into the loop um with some of these uh discussions let me see Hillsboro County Hillsboro County has already done this um their survey um had 58,000 responses um and one of the suggestions is that we don't have to recreate the wheel we can just call up Hillsboro and see what their surveys look like and kind of go from there um something that I want to add to this charge for the superintendent um in um mostly for uh Mr Bruce green is a full Transportation cost analysis what would

056that look like for us um how would that affect us financially with um in different scenarios obviously we don't know what what choice we're going to choose at this point but um guesstimating or estimating or whatever you would do with this cost analysis provide that for us with the charge you know when we charge when we charge a superintendent um whenever that would come back to us so that we can actually provide full uh thorough uh responses to the cost analysis and then to the plan that the superintendent would bring forward obviously including a timeline um and the communication plan for sure uh the transportation routes um and within that I would like to see some uh a plan for engaging the community in town halls focus groups um marketing Camp there needs to be

057a marketing campaign as well it's not just I mean this is not something that we should just post on our our website only it should actually go out um in many different forms how what would that look of course we're going to leave that up to you to kind of bring that back to us in uh full form some of the suggestions also um you know as we're as we're talking about it was to engage when you when you come back with the plan um Dr Moore to engage or to U um consider in that plan bell schedule simulators which I thought was interesting so you actually recreate a day with several different Bell schedules what that would look like in terms of start day and you know middle of the day if you had

058schools that came in on two different times um or start times what would that look like in terms of you know getting ready for the new year under the new bell schedule so that I thought was pretty interesting um something else that was brought up um if you're moving your high schools later in the day to start later in the day what would happen with your after school sports and after school clubs their training sessions so here's one thing that a couple of districts are are doing that I thought was pretty interesting and I'm just going to piggy back a little bit on the previous comment with regard to the focus groups do not forget also our um uh after school clubs that usually meet 3:30 we now need to bring them into the loop

059as well the Boys and Girls Club um GAC uh velocity gymnastics or any of these small businesses that have after school programs karate all of that stuff and kind of bring them in the loop and explain what needs to happen ask them to not start at 3:30 ask them to please start later so that our kids have time to get to them um so I'm going to come back to the sports clubs the sports and the clubs after school what some of the schools school districts did is they moved most of their after school clubs and activities to the Early to earlier during the day right so instead of starting so school starts at 8:30 for middle school I'm sorry 8:00 for Middle School um High School is not supposed to start until 8:30 maybe

060PE will start at 7 I'm sorry maybe football practice will start at 7: a.m. before the school day and then the school day starts at 8:30 you know something like that um also clubs would start in the morning kids would have time to have lunch um maybe there's a zero period like the U Dr Moore mentioned earlier in a conversation with me um but here's why that's important why I think that's important to consider is what some of the other districts are doing is they're calling those early morning buses activity buses so the activity buses would fill up with kids who want to come earlier during the day not mandated this is optional obviously um and that would release the load of Transportation scheduling and bus routes later on in the morning or you know

061the later morning hours doing some kind of switch there or allowing for the early morning activities at school with busing could provide could might be a way to provide for what needs to happen throughout the rest of the day the other thing that we've talked talked about is what Charter does Charter High School has two start times they do it successfully obviously they don't provide um you know the the buses that we provide but why wouldn't we think about two start times for our high schools so you have one start time with transportation and another start time a later start time or whatever that might be where students won't receive Transportation they just get there on their own maybe those would be students who have early release maybe those would be students who are the

062Dual enrolled students who you know commute drive on their own or maybe those are the students that have siblings and the parents opt for them to start second or third period instead of first period however that might look but I think two start times at our high schools might benefit us so um want to make sure I get all my notes so I think that I I think I kind of captured it all Dr Moore I'm going to throw it back on you my thought was to uh draft this charge for you and bring back to the board for approval in January um and then moving forward as I as I hand this back over to you moving forward I was I how much time do you think would be needed to bring this back

063to us in full as a full plan can I can I interrupt before you do that it it doesn't need to be one board member directing that I think the whole Board needs to agree to that's why it's a charge yeah no the whole Board needs to give that charge not one board member well that's the whole point is that it would be on the agenda for the whole board to approve go ahead doc um just a little institutional knowledge when I was at middle 6 before we became gford middle 678 we had the latest start time 8:45 um at that time I believe the high school started around 7:30 elementary around 8:15 Dr Moore what is the time that the bus company needs I think I know it but I want you to say

064it publicly in between elementary middle and high schools our through the chair 45 minutes that's okay all right um obviously this is a a bill it takes a while for it to become law I really hope that this will continue to be discussed um because I think local control on what is best for our parents and our community is is just the key we did talk about this a few years ago and it was an absolute no there is so much impact on things starting at different time now do I think 710 or 7:05 is too early for high school yes yes but I think 8:30 is too late we are talking about and again if this becomes law we have to follow it but um there was a lot of chatter on what maybe

065we can do I think that um if former middle and high school principal I think eight for high schools would be much better but then it it causes some issues everything we do will cause an issue for some parent and so this is something I don't think we should have any kind of uh charge I think we really need to get this out there and start talking about it and say maybe we as a local uh Community or board can say this would work a little better will you give us some local control on this um the before and after school programs actually we have different start times now at our high schools take a look at Vero Beach High School parking lot or Sebastian M high school parking lot a lot of seniors don't

066have first period a lot of seniors don't have seventh period a lot of seniors leave around noon for work it's it's and that has changed quite a bit in the last few years which is good because it's getting our seniors um it's a little bit of a privilege and they can work also with high schools a lot of them go home and watch their middle school and Elementary siblings so whatever we do there's going to be impact so whatever we do we have to bring our community together um I'm not sure being a mom at teenagers at one time that that's going to give them an extra hour sleep I mean I do think the 710 is is too early I I'd really like to push for an8 for high school and we used to

067have kids come in I'll give you my son's example he came in for crew practice at 6:00 a and then had band practice until whenever and um so a lot of people are doing that now so we have to really look at this and the impact I know this is basically based on sleep and I understand that but we really need to bring if this is going to become law um after all the bills get together the house and the Senate we really have to talk to our community about this because the impact of um just think about elementary parents who have to drop off to go to work or the impact of high school students and middle school students not being there to watch so this is a lot to talk about before we

068move any kind of of charge and once we see that it's kind of going to roll This Way well we've got to get together with our community thank you Dr Pasa yeah I would just agree with pretty much what you guys are saying you know there's basically an infinite number of potential unintended consequences whenever you're changing something like this and uh this big of a system um so we need to take our time and look closely at the details and uh figure out which stakeholders it's going to affect and how it's going to affect and get their feedback but uh certainly we should analyze this and look at it ditto okay ditto ditto um one thing I'm going to ask is um I think one thing that we can all AG agree on is timeline

069is giving us a timeline of what should happen when and the other thing that I think we can all agree on and correct me if I'm wrong about this is the budget impact and I think that's important right away because as we talked to legislators about if you're going to bring this back up and discuss it further in the legislature this is what it the numbers are that are going to impact us if it's not going to be any impact financially that's good but if it is that's fine you're going to put this on school districts but please help us fund it because I think that's always the issue is there's a mandate and it's not funded and so I'm okay with it if we fund if we do this please fund it and I

070think they need to know what it's going to cost us they do and I think that's important that we put that together early in session and get it up there can everybody agree to those things line and I would agree with that in general I don't like unfunded bills no so you know you know if this is going to create a cost for us we should let them know and let them know that's not okay Dr Mo so through the chair um just to put this in perspective the current first grader this will go into effect when he or she walks into fourth grade right ninth grader uh congratulations your senior year uh is when this goes into effect um so that seems as if it's a long way away but the reality is it

071is appropriate to begin these conversations now uh so putting together a timeline for the board that includes everything in which you've communicated I think is appropriate I think based on that uh I would be appreciative of any feedback that you may may have and I don't think having that you know January February is is too much to ask because it's a specific timeline I can tell you some things right off the bat um a you've lost local control um so as you move through your roles as board members there's going to be a lot of frustrated people who don't have child care for their um for their their son or daughter because it was the older sibling Who provided that care and that becomes an additional cost uh so I'm going to say it as

072many times as F you are upholding state law it's not a law in which you all have created or a policy in which you all have created it will come at significant cost uh one of the things that we have done to minimize uh cost is to be efficient as possible in the running of routes um so we've made maintained a fleet of buses as you recall instead of buying 10 buses we reduce the number of buses we're going to have to increase the number of buses and what do you need to make a bus work a bus driver which comes with a salary where we need to continue to increase that salary as much as possible because you know it's it's not an easy job as well as the benefit so having that cost

073to Advocate uh whether we continue to do this our goal internally in those conversations as well as putting together uh just the impact of changing every street sign um that goes out is significant so we've had a number of meetings to the uh timeline this out our goal was to have this communicated um receive feedback both from the board and the community so when we began the 2425 school year the um the 25 26 school year that information was available so people knew in one year from now this is the new start time and that's plenty of time to communicate and do the remaining steps of the plan um but I will definitely put together that information provide that to the board and then put it back on discussion item to receive your feedback thank

074you okay can we get that on January's discussion then no for superintendent discussion I mean putting together the timeline is is just a timeline yeah it's fine yes okay how about how about budget impact budget impact may I can give you ten tentative okay like gross numbers we don't need small numbers like what's the impact going to be so that a legislator knows hey please fund this yes okay Mr Rosario yeah I'm I it would benefit us to have it codified together so that we don't parse out you know you're doing this here and this here and this here bringing it together so that it's a more cohesive plan would be better for all of us and would be would be a better way of communicating to the public that these are all the issues

075that the superintendent is looking into or these are all all of the components elements of this discussion that the superintendent is looking into I think that is a better way for us to be able to do that um so bringing that I'll bring that on uh for the for the board meeting or you know with with board feedback on there so that there is a formal um a formal item for you I'm not asking I'm putting it on the next taking all of these notes notes which is very important as with a timeline and budget impact and transportation cost analysis and survey and communication plan and all of that so that that's what will be on the the board meeting in January are you gonna make that an action item I would like to yes

076okay then we can vote whether or not we're going to yeah proceed that way okay that's fine Miss Borg just and the timeline I think we most for the most part said that's that's key just so our parents know it's coming um but we still have time in sessions to talk to people we still have time I looked at one of the information I think I got from um Mr Green about 200 million in transportation and how that was on that summary page how that will affect us because not only is it Transportation but it's drivers so there's so much but the timeline is all I would look at and then once our parents are looking at this they can say whoa you know then they'll come and give us feedback but thank you okay

077um holiday letters to Heroes Mrs raria yes let me pull that up that's not working hold on let me just pull it up here okay so holiday letters to Heroes um this isn't this is just an item that um I was made aware of that earlier this month lieutenant governor Janette Nunes announced the holiday letters to Heroes program that invites students to in grades kindergarten through 8th grade to send letters to men and women who are deployed or on uh State active leave in Florida in the Florida National Guard this holiday season and so I wanted to I know the superintendent received this I wanted to ask the superintendent to publicly just let us know give us an update on that and let us know where the district stands on our students writing these letters

078to the National Guard absolutely I have Miss madx respond thank you Dr Mo through the chair uh we have placed the information um in our collaborator in November uh to share with all of our school-based leadership uh we also shared it on our social media platforms and our website and right now we have gford Middle School Indian River Academy storm grve Middle School Glendale Elementary School and Sebastian over Middle School who have responded that they will be participating um in addition to the individual schools you know we've shared this with our community members on our social media platforms and hopes that um children and students within our community will also do that individually ually and send those letters in we've provided the the address for the letters as well thank you it's a good project

079anyone else comment about it okay um fsba items I figured since um we use taxpayer dollars to go attend a conference um we should at least um discuss or or put out there what we attended and what we did um it was it was a interesting conference there were several items we've already talked about DG and late School star times there were six other things I attended that I thought were of interest uh of course one was on book challenges and they reviewed the statutes that are in place the second one I attended was on board member perspectives and uh a couple interesting things came out on that and uh there was a quote that that kind of U piqued my interest it said the best ideas emerge when very different perspectives meet and that's

080a quote from U Francis John and they went through active listening and I know we did this in our Schoolboard training or Master board training but I want to remind um board members you know it takes three qualities to do active listening one is undivided attention and that means giving each other your undivided attention and the second one is to comprehend what someone else is saying and that means to listen and think and then comprehend it and then Digest it and then not to listen just to respond but to listen with a positive intent um listen you might not agree with it but at least you know be positive about your approach on how to respond to each other um and the other things they they stressed is politics do not belong on the dis

081so please do not bring your political um affiliations or comments to the dis and remember we're here for uh kids we're here for kids so um you don't have to agree just please listen without judgment and you might hear something that helps you come to the middle on a on a topic so those were some things that I thought were really interesting in that session also um the small District meeting I I attended that one it was a breakfast meeting I think Mr Bass and I were the only to there from Indian River County but the on board docs um for the small districts um Consortium they have all their meeting notes and all of the things they quite interesting they go through all of the bills that are affecting small districts compared to larger

082districts so I thought that was nice that they kind of zeroed in on what it directly affects us uh I attended a First Amendment rights session and uh the stress on that one there were lots of things notes that took place a lot of uh uh legislative U and court court proceedings were brought up but um one thing that was interesting about that was that policies need to be in place so the Board needs to be making sure that that our policies are going to protect first Amant rights and also if there's something that we don't agree with for example when they brought up was um a volunteer in the classroom wearing a political um shirt and how that was uh there was a big court case over that and because the school district did

083not have a policy against it then they lost that case there was another that the school district won the case because they had a policy in place so it's looking at our policies about things like that that are important um the other two that I attended were the last day and I think I was the only board member left there so um I want to bring up these two because I'm glad I stayed to the end because they were extremely interesting the first one was on AI which is artificial intelligence and it was talking about the positives and the negatives but it was eye opening eye opening is the word are we okay it's a test is it a test is it only a test okay it's AI yeah there you go there you go

084um and they were talking about not all AI is bad um but they were talking about how we should start looking at our policies specifically about artificial intelligence and how we need to kind of combat of course the um the one issue that came up with a another school district of north where the students head was put on another body and sent around as bullying you know do we have specific things about um I know we have bullying and our policies and things like that but have we addressed artificial intelligence and that's one thing they said to look at our policies to see if we're doing that they also brought up a couple of ingenious artificial intelligence sites I mean I would my jaw dropped a couple of them one makes a um PowerPoint presentation

085in 15 seconds and it was actually a very good PowerPoint presentation of course you can use that as a Baseline and you need to go in and allows you to edit it and update it and make sure it's accurate um because sometimes artificial intelligence comes off exactly as that you read it and you go I know that wasn't created by a person that was created by uh a robot or a bot um but some of it was pretty impressive there was another one that created lesson plans so that was kind of interesting too um so they showed some of this the girl that presented it was fantastic and she was a teacher and then turned around and had her own company using Ai and showing how it can be used for good and how it

086can be used for bad and she does some amazing presentations so it was a really great presentation and then after that um we're the attorneys that got together and they did uh Sunshine Law and remind everybody you have to have your ethics training done by the end of this uh this calendar year make sure that you give um Dorian your information about um when you took it um two couple things things they they stressed in there that I'm going to say uh I want to put on um this meeting there was something that came up about personal computers um and that when there and you know we can check on this Sid but there was something that happened in another District where somebody refused they used their personal computer on the dis and they refused

087to give it up when there was a request for something on it and they said that personal computers must be handed over when there's a request so they suggested that you don't use a personal computer on the dis because now it's subject to handing over to someone else and they can keep it for as long as they need it to do that request so if you don't want to hand over your personal computer and have it gone for two weeks then they suggest not to use a personal computer and I know you have given us computers to use um the other one was the public records custodian should be on the first page of the website is ours right on the first page of the website okay want to want to make sure that that's

088very visible to everybody uh because the last time I checked I had a click on a couple things so I want to make sure um the other thing shade meetings can only be taking place in person you cannot attend anymore over um remotely that changed back because of covid we went to that and then it has to be um you have to be in person for a shade meeting and then one-way Communications this was stressed over and over and over again that board executive assistant should be the only one sending out board Communications that we should not be sending a reply to all and we should not be sending anybody invites to anything and I know a couple of invitations were sent out this week by board members so we have to be very very

089careful about what we do um because that is subject to uh interpretation by other people of whether or not we're breaking sunshine and we have to be very very careful with that so um those were just some comments that were made during those sessions did anybody attend any other sessions or want to make a comment about one doc um one that was really positive it it dealt with Career Tech in our transition programs like we have it with basso and we'll see those fundraisers come out from oaso a few times and they're working on transition for their students from 18 to 22 it was really good information it was a high school and Duvall County so um and we're doing several things where our students go out and work but always I'm thinking to myself

090where would they go afterwards after 22 kind of a couple things in in River County but um it was good and I have good information on that English language Learners and then another one dealt with um kind of like workman's comp and and we have information on that but um you know if teachers uh are feel like they're being assaulted or something like that and that was that was pretty good as far as again all the documentation that has to take place but the one that I really um in our General Sessions were good too but the one that I thought was really important that I think we can improve upon with we Paso is where do our kids go after that um after they graduate and we have a couple companies that work with

091our students quite a bit we even had that at spash River High School with our students who were uh mainstreamed and um but always looking to get other companies to help and those students are very Su successful there in those in those areas so and Miss bore thank you for sharing that information to do um especially at um with AI well the AI one will be on board docs on the fsba website so go to the fsba website and you can look on their board docs and get it uh anyone else just just a follow on to Mrs Baron Borg's comments about AI we're fortunate in this community to have um some Investment Management Partnerships who invest heavily in technology and in particular Ai and related topics um I happen to sit on The Advisory

092Board of one of those limited Partnerships Equity private Equity Partnerships uh it might be worthwhile that's something to think about that we could um and they do invest or certainly look at investing in applications that relate to education and it might be worthwhile uh to think about about whether we could offer or get them to participate in some sort of a panel discussion uh Forum whatever you want to call it and invite you know the public people that are interested in what the impact of AI at least from the perspective of this group of people on education whether it's at the at the elementary or middle or High School level or even at the at the college level just something to think about is this this is coming pretty fast and I don't think I

093mean I read a lot of stuff that's related it's investment related and uh it's mind-boggling and a little scary when you as you point out some of the you think this is a real person and it turns out they're not a real person it's you know this chatbox stories are are coming coming almost every every week or two it seems so that's one thing we might take advantage of the community and some of the expertise we have in the community if in fact you all thought that would be worthwhile to sponsor something like that down the road I'm Sorry Miss bar Mr befit are you're looking like a panel discussion with them or okay sounds we could we could get uh you know somebody here to facilitate it if they were comfortable doing that or

094we select somebody from the community to facilitate it um anyway it's just an idea and you might think about it if in in if you waited between now and February it' probably be even even more more changes because this is a this is a rate of change that even the people that invest say to me that had I known what was going to be announced yesterday I wouldn't have invested back in September because there's another game changer coming uh but and that's broadly defined not media and other verticals but as it relates to education if there was enough subject matter it might be interesting for people to hear about okay anyone else I just piggybacking on the AI conversation um I think one of the biggest concerns from an education perspective is the obvious you

095can ask it to write a paper um and I know some schools have changed over to uh having the writing assignments done in class um but maybe it would be a good question uh uh Brian Barefoot uh to your crew is if they can come up with an app that would allow it to evaluate in Microsoft Word if it was written potentially by an AI what the probability was because I know there's people talking about doing that it's a big problem in colleges now I mean even the we talk about the uh the president of Harvard uh was recently found out as plagiarizing uh her uh thesis for her PhD the new plagiarism is simply going to be having AI do it for you yeah I would do J just we we do have that

096technology um you all recall whether you professors or depending on when you were in school um we all had to the professors took their papers and they went through a program called turn it in which made sure it wasn't plagiarized that scans the internet yeah but we need something that can technically this they have expanded their program to identify a Ai and they'll be able to tell you is in fact up to like a 98% accuracy okay if a paper is artificial intelligence and we have provided training and support for our teachers really to uh Embrace specifically the secondary level the flipped concept where you're demonstrating ating Mastery of the standard in class versus having them write the essay at home so you in a supervised control environment is when you're demonstrating Mastery versus you

097know submit this paper in uh minimizes the opportunity for those kinds of things to happen but there still needs to be significant amount of CH training any training we provide today will be outdated in six months do you think it would make sense to have any significant writing assignment uh by policy run through that program because right now I'm assuming it's probably at the teacher's discretion I through the chair it's one of you you are it is at the teachers discretion and it is a resource and it's it's it's really dependent upon where the actual assessment is taking place the writing assessment the length of that assessment um and if they're doing it during the confines of the classroom it's it's very controlled yeah and I think we have we also have the technology where

098on your device the teacher can see what's taking place on that device in real time right um so things like that using using technology to to combat technology allows our teachers to stay in front of what's happening on that student's device okay so you know one more point to what Dr POS was saying um at the college yet I was president of I was on the phone with the president the other day was telling me that you know when you when you apply to college you can write a paper you can write a a essay essay or a couple of essays of the applicant pool this year and they have the same kind of Technology almost 20% I forget it was 14 or 17.4 but let's say 20% of the essays being written were written

099by AI yeah those applicants gone good I mean they were eliminated from the applicant pool and and informed as to why so this is this is pervasive I mean think about think about I don't know not being a doctor I have a doctor a daughter who's a doctor but Medical School uh the manner you could scam you know uh taking the the uh the mcats for example to even get into medical school I mean I I can't imagine how this could really uh create a create a a credibility problem and people turn out to we already know they're not who they appear to be often enough yeah in real life can you imagine how this could impact you know your perception either Pro or con of someone it's really a little scary um yes go

100ahead I just have to tell one story turn it in and we teacher brought it to me it's Bas for high school 15 years ago met with the teacher and the and the student I said you didn't do the work he said I know I said so you're you're not this is a zero and we'll call your parents and so forth he said but doc I bought it it's mine see that's okay anybody get this here that was the thinking like oh I bought it it's mine so there are a lot of situations going on with this but also as an Old English teacher 99.9% of the time I could tell that student didn't write it so but it's going to be more pervasive as we see so that's you you bring up a good

101point are we teaching ethics um because I think this needs to be part of the ethics training that we're teaching kids is is it ethical because you bought something to turn it in as yours you know at what point do we need to make sure that we're telling kids before they get in this trouble of not being able to get into college or their choice or whatever else and we're the job of teaching so are we teaching kids the ethics behind artificial intelligence I think it's it's important to note that it's it's not going away um and the reality is we need to be vigilant in making sure we teach students how to use it as a tool when in fact appropriate it should not replace a student's learning uh but a student should be

102able to use it as a tool or resource um in an ethical manner you know I've given this example a number of times my brother is a partner in a law firm and 25% of the pargal released and they released the pargal simply because uh artificial intelligence can do the research the ones they kept were the ones who had the skills of taking the research and making it applicable to the specific case and making uh the the argument refining the argument uh so there are practical applications in the real world um that we need to be able to make sure as this artificial this intelligence continues to grow uh that our students don't find themselves pursuing a career or a profession that will be eliminated based on the the intelligence so it's it's getting in

103front of it yeah one thing that was discussed in this was about school boards what can we do and I think you touched on it too was um you know should we have a policy enacted about Ai and how it's used in our classrooms and how students are allowed to use it and how they're not um and if we need to have turn it in for every teacher you know is should there be a policy about that you know I I think that's the question is do we need to start putting some policies in place for dealing with this so that we're not chasing it afterwards we're kind of getting it in doing it in front of it so my immediate response to that I think it should be addressed within the code of conduct

104um and that is in fact a policy that comes before the board every year to be approved we just had our first meeting um last last Monday Eric last Tuesday the nights blur together um but that might be the opportunity to look at what we have in terms of cheating and add very specific information to artificial intelligence okay so in our next student code of conduct could you bring that up as one of the items that they how about how about reminding the parents I mean we already know how parents will quote unquote help their child oh science sorry sorry um don't get me started on that the parent the parents it's like a lot of things it starts at home right uh so the parent parents ought to be aware if they're not already

105of the potential ramifications of using AI improperly and uh you don't want to get uh yourself uh a reputation whether it's formal or informal of someone who's looking to get an edge by doing something that's less less than ethical let's put it that way Mrs Rosario so um I was at that um conference at that um session also and the presentation was was uh really attractive so for the person like myself who I am very cautious about AI I've always been cautious about it um I know that it's creeping up upon us um I also know that there are um educational institutions Countrywide who are asking for a pause button on AI because it is taking off you know like a bat out of hell um when the the people behind it are not actually

106trained enough to handle the growth of AI um but it was what was interesting was the the the excitement behind it's like oh you you have to do this you know look at what it can do and it can do all these great things but there's always someone behind the scenes entering the information for this computer system to think what it and it doesn't even think but to generate the information that it generates someone's got to input that somewhere where does this computer system or this platform get the ability to recreate an entire PowerPoint just at the you know just by entering a few key words it it's just it's scary to think that these things can happen um one of the research articles that I read recently and I can't even remember which one

107it was on on this particular um concern about AI was that the okay so wor all good we're almost done here hey buddy um was that um the actual compu the actual AI platforms wherever it is even though uh it can write essays and and and compositions or research papers um the people that are receiving it are not actually able to verify whether what was created by AI was actual plagiarism and so at that point it's passed the turn in point um and so you know how how how do you as a student how do you justify or how do you um um advocate for yourself with your professor and say well I didn't create that the computer system did you know it it becomes greater than just the actual platform itself um especially when

108when people are invol I mean now we have we have grammarly grammarly works just as easy right but what scares me is we're not creating people who can write papers on their own who can create grammatical sentences on their own who can edit those sentences on their own one of the things that the presenter mentioned was um this new job that is called prompt engineering which is so ridiculous it's ridiculous it's the person like you have to create your students for the future and your students have to be prompt Engineers so what does that mean they just have to know how to enter the prompt into the AI system so the AI system can create the PowerPoint or the essay or the research really like that's what we're wanting to graduate is prompt Engineers I'd

109rather create I'd rather graduate the students who can write the entire research paper themselves than become prompt engineers and so that's the scary part is that the excitement about it is going to bring more excitement without actually I think um Dr PCA mentioned it the unintended consequences at the end um of all of this is really going to be scary for all of us um so I I I might lean on what it would look like for us in our code of conduct we might need a policy moving forward because I'm not so sure that everyone is on the same page with this um it it's it's so fluid um that I think maybe it might warrant at least another discussion about what that might look like and if so where would we put put

110it you know would it be in um under Kelly with curriculum instruction or under it like or both like where does that fit in I think that's that's a big discussion right there and consideration so one other thing that that was mentioned in that session was how um it's coming like it or not and um you can either ignore it and say let's put a halt on it and not let it come um she mentioned some com some companies that have done that in the past like Kodak where are they now exactly because they said oh this is coming digital is coming we're not going to jump on that b bandwagon we're just going to let it stop and it came anyway right Christmas is coming it's going to come anyway you know I I

111think there's a movie about that so um it's something that's coming at us we just need to get ahead of it a little and I think let's explore it with the student code of conduct and then see if the Board needs to take other action as far as a policy but I think we need to continue this discussion there's a subcommittee in Congress that actually Romney was on Senator Romney was on television over the weekend talking about the Congress has really got to get involved in this and set up some parameters regulations whatever words you want to use some kind of oversight uh before it before it gets uh out of control may already be to degree we just don't know it that's the scary part I mean we I'm sorry we we already have

112it in our in Microsoft if you go into Microsoft Microsoft now has consult con um I think it's consultant I think or ask a consultant or something it's already in there it's already in power Excel has something you know it's already in yeah Excel it's already in some of the platforms that we already use um but we don't know how to use it I didn't know it was in there until it was mentioned at the session so you know I mean it's it's some of these things that it's like they they're making these changes and and we just I feel like we're going to be constantly running after what's happening and um playing catchup rather than getting you know on the front end of this okay so um that's kind of fsba I thought it

113was good conference so lots of interesting things especially um you know stuff to think about like that uh board members want to remind you that we are the judges for the all important um door decorating contest which is at 4:00 so if you could where are we meeting for that you can do it as soon as we're done we're going to take like a 10 minute break and do it right after this does everybody out there know that we're coming early oh they're they have rehearsals and them everyone has been preparing for weeks for judg it's good to know that we have that much going on in the district all right I have an assistant judge all right anything else just you know Dr Mo I know you talked about this but um and it's

114your team but I'd like to personally congratulate you I'm bringing us up to an a thank you very much and of course you'll be mentioning that tonight in the business my presentation okay that sounds good all right so at this point then unless anyone objects I'm going to journ the meeting at 1:34
