to everybody from april break i think everybody had a well-deserved week off and everybody seems refreshed and it's good to have everybody back in our schools that's it thank you awesome thank you dr villanueva does anybody have any questions for dr v awesome thank you moving on to agenda item g wall of honor 2021-22 the watertown board of education is currently seeking nominations for the watertown high school wall of honor the purpose of the wall of honor is to recognize though in those individuals that have brought distinction to watertown high school and the community through their commitment to excellence to be nominated to the wall of honor a candidate must have graduated from watertown high school at least 10 years prior to the year of induction and have consist consistently demonstrated the highest standards of
excellence and honor in his or her chosen vocation award recipients will be chosen from the fields of athletics business and finance fine and performing arts education health and medical services government and public service and science and technology the nomination form can be found on the district's website at www.watertownps.org the completed nomination forms must be received in the district office no later than may 22nd 2022. dr b is there anything you'd like to add no you pretty much covered all of it this is a wonderful and exciting time and please do you know folks who have been out of the system for more than 10 years at this point we do try to catch them by the newspaper so if you know of somebody and want to nominate them please do go ahead and nominate them
and look into the newspaper for that ad always wonderful to be able to bring a lump back absolutely some really great stories that we've heard over the years at the ceremonies and hearing of the greatness that has come out of watertown so looking forward to this year's nominations that's right thank you moving on to item h an item of discussion non-renewal of non-tenured teachers connecticut state law requires that non-tenured teachers whose contracts are not being renewed shall be notified in writing prior to may 1 2022 following the board's approval these letters must be sent based on a possible reduction in force before knowing the results of the town budget referendum in order to comply with the state deadline of may 1. the board has the authority to rescind the non-renewal letters at a later date
if there is no reduction in force i just like to add that this is a common practice that happens year in and year out dr b anything else you would like to add you pretty much summed it up that's exactly what happens um based on connecticut statute we notify all of our non-ten year teachers uh prior to may 1st of their non-renewal of their contract and um typically after the budget is passed then we can go ahead and issue rescind letters it's always a time that's a little uneasy for our non-ten year teachers of course if there's a moment where your job is in limbo but of course our goal is to try to get our people back because we we have people here because we've hired them for their high quality and their high
caliber of expertise and we want to keep them here just for any board members if they're interested it takes four years for a new teacher to be tenured in the state of connecticut if we have a teacher who is coming to our district from another district that they had earned tenured in they can fast track in two years time so we have a mixed group of teachers but teachers in all of our buildings who are non-tenured so they'll be receiving those letters throughout the course of this week prior to may 1st and then i look forward to being able to have them return when we can finalize our budget thank you and as uh board members might notice if you've kind of peeked down the agenda a little bit there is an action item related
to this that we will get to all right thank you um public participation in accordance with policy 9050 public participants public participants excuse me must state their name and address for the record and limit statements to three minutes the board encourages speakers not to express defamatory comments about watertown board of education personnel or any other personnel associated with the watertown public schools system is there anybody in the audience that would like to speak publicly seeing none is there anybody in the virtual that would like to speak please state your name and address you'll have three minutes my is i live name thomaston road unit 80. um i have concerns regarding all this mass hot talk as it was previously put to rest and now it's being brought back up by the city board um specifically
concerned with a specific board member who ideally isn't here for the best interest of our children um and it only came here under the with this in mind we've heard from many people regarding the issue and the one thing that resounds would be is that we do not want erasure um of native americans and what they history and culture um i think the board needs to stop entertaining mascot talk as it's already been decided um further doing so is showing that there is an agenda that is not in the best interest of our children as indicated by many experts who spoke um leaving beside anyone's opinion on whether or not this is a negative thing for um towards native american culture to have their pets and how it impacts them we know already how the
um corporate and college culture views it and the impact it will happen our children in the future to continue having the mascot so if we are here with the best interest of our children it is time to retire that conversation entirely and focus on ways that we can avoid very sure which does not include keeping the mass top we know that we have been told that we will face lawsuits i think we were to bring back that mascot which is not also not the best interest of our children and furthermore if i do see that this is the way that things are going i will be requesting a recall of board members in actively looking to have them removed um because i'm quite frankly concerned i have a daughter who is a sophomore and will
be graduating from here um and i do not need the actions and the inability to look at the bigger picture by this board and to see what's in the best interest of our students to impact her future thank you are there any other members in the virtual audience that would like to speak please state your name and address hearing none we will close public participation agenda item j communications this is hosking we received one email from miss kelly lambert recommending and it was sent to all board members supporting keeping the non-reversal of the mascot logo decision thank you um item k committee reports curriculum instruction back to you mrs hoskin none at this time awesome policy in labor mr melgoody no update at this time thank you budget and finance that is me um the
only update that i have is tomorrow night is really the kickoff of budget season even though i think dr villanueva and her team would think differently because it's been going on for quite some time tomorrow evening at 7 pm here at watertown high school in the auditorium the town council be hosting their public budget presentation during that time the public will be allowed an opportunity to comment on the budget whether it be on the town side the board of education side um so for those of you those of you that have not had the opportunity to hear um dr villanova's budget presentation we encourage you to come and take a listen um and if you have questions or comments um to certainly uh participate um there is an email address that you can submit written
testimony to however i don't have it handy um for those that have facebook we did create um an event and those instructions are contained uh within i think it was town council at watertown yes i will look for that right now so while um dr v looks that up i'm going to move on to facilities pbc and operations mr govales no report tonight mr chairman thank you and governance and community engagement miss varessa uh no report at this time okay bear with me here one second i'm also gonna try and look it up real quick okay yes you are correct town council at watertown ct.org town council at watertown ct.org so any member of the public residing in watertown can submit written testimony to that email address if you're unable to make it tomorrow night
at 7 pm here at watertown high school auditorium awesome completing the committee reports report from the board chair um as i stated in my opening mrs rinaldi is not here and traditionally my comments would be saved for board member comments and future agenda items however since i'm presiding over this meeting i will share my comments now as a reminder we as a board of education provide oversight to a public school district are deemed agents of the state as such we are responsible for the oversight to ensure that we are implementing the curriculum passed down from the connecticut department of education we also have an inherent responsibility to protect our children and all facets physically socially psychologically and to give each of our children equal access to the education tools and resources they need to reach
their fullest potential last week i learned of a document from the connecticut state department of education titled healthy and balanced living curriculum framework on page three it introduces the health education curriculum framework as the connecticut state department of education's health education curriculum framework provides districts with a best practice approach for implementing a planned ongoing and sequential pre-k through 12 curriculum that addresses the physical mental social and emotional dimensions of health well there are several areas of this document that could lead this board to lengthy conversations i would like to turn everyone's attention including the public to page 12 sexual health specifically the outline the column entitled three through f 3-5 core content indicators this conte this column contains the following sh 1.2.5 exclaim explain common human sexual development development and the role of hormones eg
romantic and sexual feelings masturbation mood swings timing of pubertal onset sh 1.5.5 describe how people are similar and different e.g sexual identity gender gender identity gender expression etc why is the state advocating for the teaching of romantic and sexual feelings and masturbation to third through fifth graders students that are eight to ten years of age on average why is the state advocating for the teaching of sexual identity gender identity or gender expression to third through fifth graders furthermore the column entitled six through eight core content indicators includes sh 1.1.8 identify resources products services relating to supporting sexual health sh 1.11.8 explain the significance of the physical changes in puberty and the potential role of hormone blockers on young people who identify as transgender sh 1.12 excuse me sh.1.12.8 define and explain differences between cis gender
transgender gender non-binary gender expansive and gender identity what products exactly that support sexual health does the state want us to teach why is the state advocating for the introduction of the idea of transgenderism and hormone blockers why is the state advocating for the introduction of gender identity themes with the introduction of these topics themes and content concepts into the curriculum framework passed down from the state it is imperative that these and any other topics that fall outside of the core curriculum structures of reading writing history and science be reviewed and discussed at the committee level as such i am requesting that mr malaguti as chair for the policy and labor committee and mrs hosking as chair of the curriculum and instruction committee add this document to the agenda of their next respective subcommittee meetings this
will allow dr villanueva and mrs feckity and their teams an opportunity to provide any insight into any additional information or direction they have received from the state and board members to ask questions or provide feedback thank you moving on to agenda m action items adoption of items to be approved by consent early in the meeting we discussed the consideration of approve excuse me consideration we discussed the non-renewal of non-tenured teachers do i have a motion yes mr vice chair it is recommended the board approved the notification of the non-renewal of non-tenured teachers in order to be in compliance with the state law thank you miss hillian do i have a second a second thank you mrs fresa any discussion all those in favor aye aye opposed abstentions motion passes moving on to agenda and future
items and board member comments do any board members have any comments or future agenda items for consideration mr vice chair yes ms lawton i just have a couple of comments um one moving forward you know i do want to recognize that we have multiple board members with multiple backgrounds and points of view and i look forward to having a discussion that looks at the agenda item that you proposed also considering its background as a matter of public health and recognizing mental health impacts and knowing what you know teen suicide rates for some of the populations that you mentioned are as well but i initially wanted to make comment on though briefly i know we've discussed but i did want to just make a couple of points publicly as well regarding some of the mascot things
because it has become a recurrent conversation our board does have a policy number 1130 which does detail the board's quote-unquote statutory obligation to reduce the racial ethnic and economic isolation of students the state of connecticut has a similar statute there have also there's been studies done that when a native um native american mascot is used it can be harmful because it conveys the limited ways others perceive native americans well there are certainly native americans who are in favor of keeping the mascot we've heard from we have also from the start of this process which i have followed heard from those who don't and this here brings a problem with generalizing an entire population you can't generalize one decision amongst a group a sports mascot is a symbol animated by its fans and there have been
many instances where our indian mascot has been used by students fans and opposing teams in ways that are completely devoid of any cultural context animated in ways that it shouldn't be relegating what is already a marginalized population that represents point zero point one percent of our county to a character so if we look at this and we support the continued use of a mascot that makes even a single student feel marginalized in these ways or limited to the traits of others views it's difficult to knowingly directly violate both our board and our state statutes this is not new this is not localized to our town this is not new within the last several years the ncaa issued similar guidance almost 20 years ago back in and we're looking towards aligning with our vision of a
graduate with that in mind are we encouraging students to consider all perspectives even if it's uncomfortable to promote change or are we just looking at a process that clings to emotion i grew up in town i understand that pride in our town is one of the characteristics that's strongest here it's one of the reasons that i'm still here and i know that many who have spoken come from a place of pride but if we're perpetuating the indian we're denying that experience to the students that are still here because as long as we have that they're not going to have a mascot that they can animate in the same ways to make those prideful memories the same that some of our community members are hanging on to and arrow is also not a mascot i definitely
support the efforts of community and board members who have wanted to advance curriculum to include more native american studies i've taken my kids and my cub scouts when i was a leader to the institute for american indian studies i have gone to museums and sought out history in multiple places around the country i visited south southwest north i think that it is an important part of our country that is rich in history that shouldn't be relegated to museums that we have to seek out in that point i wholeheartedly agree but we should not forget the actual genocide that occurred or the rich history that was here in our own town long before us however there are ways to move forward that promotes success for our current students who are in these school systems and moving
into the world now in a culture responsive way i don't understand due diligence was done and i'm hoping our community can find a way to move forward in a way that we can all feel the same pride that's being shown in so many of our meetings thank you miss laughton do any other board members have any comments yes mr vice chair yes mr smith um i'd just like to uh rehash i sent a letter to board members recently here and i'd just like to read it some of it into the record there to share with the public as one of the in fact the only remaining board member who voted in favor of retiring the mascot i just had some of my own thoughts and opinions that i'd like to share with the community regarding
this as i expressed in the past and shown through my tenure as a public servant i have the utmost respect for process structure and government both of my late grandfathers were world war ii veterans my uncle a vietnam veteran and my father a member of the national guard and his current civil air patrol instructor i see the reversal of a decision that has been verified by current board leadership for its legal integrity is detrimental to our community our structure our local government and our diplomatic process as a board member when the issue was first brought forth i never once considered tabling it as a viable option i learned the requests to retire the mascot had been brought up previously though not addressed timing and a presentation had no impact on myself being able to fully
understand the entire situation consider all the information and dedicate myself completely to making a grounded and objective decision that was best for our students get in a little bit to the process we went through committee was formed consisting of 16 members including two board members formerly miss eastman and miss rinaldi two parents miss palumba and miss santangely two community members mr romano and mr vance three school administrators dr parlotto miss cody and miss dillon athletic athletic director mr catuccio two faculty members mr allen and mr southern and four high school students the purpose of the committee was to engage in a committee community discussion with the assistance of experts in the field on the subjects of race culture and the use of native american school mascot and name as part of the process the committee
will host a public town hall for residents and ensure the information about and resulting from their proceedings is made readily available on the watertown public schools website committee's goal will be to inform the board of education of their findings on the matter and to bring present to the board of a recommendation about the use of the current name and mascot the committee's recommendation to the board was to retire the indian mascot and logo and replace it with the warriors a logo to be designed and selected by current watertown high school students i chose to honor the committee's recommendation to the board which was presenting dur our january 12 2021 meeting which the community members can view online please go to the 15 minute mark in the meeting to hear the presentation and subsequent board member
comments post discussion i i would just like to say i stand resolute behind my original decision to support the retirement i've since revisited all of the previous sources of information board member comments a thorough review of the original process and considered new information in the form of state guidance and legal advice from attorney ritter when making this determination our situation in watertown is different than what we have in some other connecticut towns mentioned recently our name indians is referring to a race of people a general term and is not specific to our town or with due respect to the pakistak tribe attorney ritter resonated this thought when discussing our situation in relation to to towns like derby and west hartford and how we would confront any possible legal exposure a few personal things that i've
heard just brought up recently some of the common things and questions that are brought forth by the community how is the warrior different than the indians i say simply indians refers to a race of people warrior is a descriptive term or attribute the defamation of the watertown indians mascot occurred in the 1970s i've looked through numerous recent yearbooks up to 2009 2010 where you can see online all of them and clearly see the mascot being presented they're still being in use recently cancel culture and the attempt to eradicate not educate i know my purpose and intent when deciding to retire the mascot name and that was to honor the native americans i would not support such action as a form of disrespect or an attempt to forget our past or eradicate our heritage i treat
each decision i make as a board member very seriously and put consistent effort into properly educating myself and hearing all sides prior to rendering an objective decision in closing i would like to again stress that my support for retiring our mascot was in no way meant to be disrespectful to native americans long time current community members are students teachers administrators or fellow board members thank you mr malikodi typically this isn't a a time for dialogue if you'll allow me to ask one question you would list off committee members who was the superintendent at the time superintendent was was a doctor it was interim dr ramos and also just a reminder that for board members just to tread lightly when referencing conversations um with attorney ritter because many conversations are held during executive session and are
subject to privacy so thank you for skating that line closely appreciate it any other board members have any other comments or future agenda items yes i do yes ms hillian um i you two i think stated my thoughts and and um share this i share the same sentiments as much of what you said i just wanna one thing that i wanna bring out is just also that i do not um when we think about compromise which is was which was brought up about the mascot um i don't agree with that i don't think that you know has stated that the name is not the problem it's the image um but it is the name that's the bigger problem i think and when that name is used in you know newspaper articles or just in talking
there's no image that that joins that so like you just have the word and people's image the image that people put in their own minds when they hear indian is the image that we're trying to avoid so it helps nothing when we just eliminate an image and keep the word um so i want to just bring that to people's thought and mind and i just want to revisit the fact that we've been here i feel as though at this point we're spending that time that could be so valuably spent in other ways you know for our kids finding ways to use this the compromise to me is we've come to this decision like jason has said we do not want to and also liz we don't want to erase you know the indian we don't
want to we want to honor that the same way that everybody else is so to me the compromises and that what i think everybody everyone that gets up and states that their claim is that they want to honor the indians if that's what we want to do can't we honor the indians while spending more time focusing on how do we support and get a curriculum through for our students that they can learn generations from now can you know the next generation the next generation can learn about their culture about their heritage um to me that is honoring them that is giving them so much more value than just an image or a name on a jersey you're teaching them their culture their backgrounds why aren't we spending that time why are we visiting something that
we spent lots of valuable time on and did it the right way we had a committee we had it they went deep into this and now we're almost saying we don't know how to do things up here is that what the message we want out there for people is that we don't know how to go about things the right way inform um and come to an informed decision that is right for everybody um i think we need to move on we're creating this dialogue we're allowing this dialogue to continue and it's just creating more and more turmoil in the community if we can just continue to move on and focus on the things that we can agree on which is that we want to honor the native americans we can put more curriculum down and
we can focus on those things then we should be spending our time that way and we should try and honor and and focus on what we can all agree on which seems to be a common ground there um and um i just want to say also i think i i guess an example is i think something to bring you know some closure to my statement is it reminds me of a story that i've heard where this little girl is helping her her mother with um a traditional ham that they make on the holidays and she says to her mom at the end like her mom cuts off the ends of the ham after they've gone through the whole recipe and her mom says oh and the little girl asked her mom why did you cut
off the ends of the ham and she said well it's tradition like that's how we make it that's how we've always made it and she said well why and she couldn't she didn't like her mom's answer so she went to her grandmother she said grandma i learned how to make the ham with my mom and we cut off the ends of the ham why did we cut off the ends of the ham and the grandmother said well that's just how we do it that's tradition um and the little girl didn't like that so she went to her great grandmother and she said great grandma i made the ham i learned how to make it but there's one thing i don't understand why do we cut off the ends of the ham mom cut off the
ends of the ham and the great-grandmother said well i don't know why she did that i used to cut off the ends of the ham because it wouldn't fit in my oven my oven was so small and so ever there's been so many people in this community that get up and it's like the pride thing and they say it's to not honor the native americans but i really think it's because defound in their hearts they think it's tradition and it's something we should follow and i think we have a responsibility to not blindly follow a tradition um and that we need to find the reasoning behind things and meaning behind them and when that no longer makes sense it's time to move on and i think we're at that point there's there we've come to
a better education and better knowledge of to why something shouldn't be happening and when we blindly follow that tradition we're sometimes robbing ourselves of valuable growth and rich education thank thank you miss hillian many other board members have comment mr mikowski mrs colombo i'm not here to argue or anything i take in what everybody has to say um i sit here meeting after meeting with people attacking me left and right they attack me here they attack me in the papers go right ahead um i can handle it i did not run for board of education contrary to popular belief on the mascot it's something i've been thinking about for years and told our previous chair years ago i was interested in the board of education for two years i have been meeting with students from
of all ages and from all schools in our district asking them about their concerns what would you like to see in the schools better what could we do better for you i did not run on the mascot i'm going to tell you quick story about another little girl her name is savannah storino and she is my daughter last year she had to sit in a classroom while her teacher went on about how horrible the name indian is and how terrible it is and anyone who stands up for it is a disgrace we were online learning at the time and i was in the house and my daughter texted me and said you need to come here mom right now and i went into her room and i listened to that teacher we are a native
american descent that hurt my child deeply and i just want everyone to be aware of that it is going on right now it also goes in the opposite direction thank you mrs palumbo um i would just like to i i appreciate the emotion with that i would just like to remind the board of you know protocols as far as walking that line of um even if it's your own referencing students leading into teachers things like that we just want to maintain that integrity um do we have a motion to adjourn so moved do you have a second a second all those in favor opposed abstains time is 7 51. we are now adjourned thank you everyone [Music]
