I asked them because among all middle school in the county dillard had the highest increase from last year to this year. I just wanted to highlight on dillard 6 through 8 on their amazing accomplishment. If you can please join me in a "pledge of allegiance". please stand for the "pledge of allegiance". I pledge allegiance to the flag uft united states of america and to the republic for which it stands, one nation, under GOD indivisible with liberty and justice for all. please be seated. okay, thank you so much. I have requested two moments of silence. So we are sad to

share that on SEPTEMBER 23, our workers' compensation team lost bonnie following a brief illness. She had an impressive career in nurse anding worked with the district for 9 years. Also provided care for our injured employees as well as a nurse manager and triaage nurse. Bonnie was a compassionate and dedicated nurse who will be greatly missed by all those lives she touched. If you will please join me in a moment of silence. Also like to request a moment of silence for MR. Gary corral the second, also known as corey. It's the deep regret that we report the busing of one of our lead bus operators at the central west transportation. Age 53, faithful low served student transportation and fleet services for over 32 years. He will be greatly missed. Please join me in a moment of

silence. DR. Holness has also requested a moment of silence. DR. Holness. thank you, DR. Chair. Today I'm wearing my jamaican wrist band as we understand the impact of this catastrophic impact of hurricane in jamaica. So we stand with relatives and friends affected by hurricane jamaica in the western caribbean. Please note that your families and frnds are in our thoughts as you navigate this difficult time. We are resolute in supporting the relief efforts and helping the region to recover from an unprecedented catastrophic hurricane. I want to request a moment of silence for those who lost a life in jamaica, haiti and DR. Thank you so much. thank you as we prepare to begin this workshop, we're reminded that our vision is 1100 proficiency for all of our students. As an a-rated district, we will continue educating

all stud toents reach their highest potential. Our theme this year is believe in power, achieve one broward. Today's workshop will operate in accordance with policy 1020 dp the board will review the itemses presented by the superintendent. Our first item is committee reports. We will now hear reports from the following committees, please add five minutes to the clock for each of the reports. So the first one is the audit committee but she's not here yet. Okay. Broward association of student council and student advisors to the board. good morning. We have a lot of exciting things to update. The board on and some great progress being made in our network for student progress and engagement. We had a productive meeting with the student advisory committee two weeks ago. We had a productive discussion about areas of feedback

around the district. I want to thank chief gregory, DR. Lozano, DR. Fulton and DR. Wanza for joining us. We had a robust discussion and the impacts that it could have for students and I want to take a moment to congratulate DR. Lozano for being up front with students. Students appreciate when they're part of the conversation and it meant a lot that they were a group that was out reached to share. Thank you for making that a priority. Also on positive things to share. Our first quarter student survey was a success. We had over 4 2000 responses, this was the first round of the survey. We worked out some kinks in the technology. And I want to take a moment to thank the team and as well as strategic management team. It was a daily effort

to get this survey launched. 44 different surveys across our traditional and non traditional high schools was something that we really are proud of. The results that we have seen from that survey are really powerful. We've identified some district themes as well as school level themes. And we're really grateful to the openness to hear that feedback at a school base level and looking forward to the next round of the survey so we can continue to iterate and make improvements. We're also launching thought exchange surveys. And the first thought exchange program will be with our career and community education department. By talking our media and tv production programs. We really want to drill down on what are the programs that students want more? And what are the programs that are currently in place that need to be

iterated for, for the future? So I want to thank the ctis team for being the first to take on the challenge. We're also collaborating with the division to talk about inclusive practices. We know that inclusive practices in peer relations starts with our students. And the partnerships between our generald students and our ese students are extremely powerful. As somebody who has experienced thoz partnerships and initiatives, I know firsthand the resultsing ships that can -- relationships that can be made and we look forward to welcoming the ese team at our next council meeting to share what they can do to be part of the solution. Gcire is work withing mental health service to see discuss the student summit. All of these things are I'm sharing are setting a foundation of having a student input at the center

of the work that we do. In that vain, on JANUARY 6, we'll have our second student and feedback session. Board memebers, please stay tuned to your emails for topic requests. For any topics that you would like to discuss. It will follow the same format that we have experienced in the application both sessions taking place in 2025, closes today. So any cbs students playing hookie and listening to this meeting, which I'm sure are many, sarcastickly, you can visit the portal to access the link and parents can access the link to have students apply for the session. Students will be considered for one of the two sessions. We're also excited to announce that we're finally moving forward with student university. Our student university initiative will begin with sharing the common app and zelle platform. We need to

connect that power to the students. We don't want to have anymore conversation wzr we get the light bulb turned on with the students and they're like I wish I knew about this long time ago. And finally, I'll share that we are partnering with the, -- oops, I'll be super quick with this. We're partnering with the district to support jamaica relief efforts. The student council will be collaborating and collecting supplies and we encourage all of our student organizations examine working with our student organization to see have resource collection drives at our schools. As always we praoeshl the support. And continue to advance stud ent input across. thanks so much. Thank you for that comprehensive report. You have been very busy. Are you ready? Or do you want me to come back to you? Okay, so we'll

go to district advisory council. good afternoon, it's morning, good morning, board memebers, deputy superintendent, fellow committee chairs and public. I'm dominique I'm a parent and chair of the advisory council. We were fortunate to have DR. Cone and his team out. They answered all the questions that we had sent to him. A lot of the data that they had covered were on student coast guarder level 3 and above and a lot of our members asked that they share more data on students that we scored level 1 or and 2 so we can trend it. Some of the participants stated that schools were not reviewing data, at their meetings and that's the purpose of the school improvement plan. So we would like to see that happening. Some other, concerns that we've heard academic is the use of

performance matters by students, parents and teachers that the platform is clunk' and it's not user-friendly for our youngest learners. We also had student services out and they shared, with our schools and our district. And I want to say that we were all in awe, but what we missed is how do we public eyesed all of these amazing service soz that people know what broward school offers and it's something that sets us apart from charters and other private schools. We had asked attendance data on district transportation. There was a new code that was implemented a couple of years ago and so far, we got the data for quarter one and 320 students have been absent because of district transportation and another 1,000 have been tardy because of it. We continue to talk about nutrition and at

a time when many of our families are facing insecurity, it's hard to know that there are some students going without food. The process that they're not charging is inconsistent throughout the district. And if they're not charge them, there is no way of tracking which students MAY have challenged in paying for meals. We have concerns about the my-school bucks act, the transaction is 2:36 per transaction. So for families facing economic challenges and MAY be only be able to put money week by week, those fees will amount quickly. Additionally, the district has started sending out notifications for students with lunch balances and we see that this is an opportunity where they can include the free and reduces lunch application as well as a link to my school bucks so families can replenishment we continue to have conversation

buzz student health services. We learned at from MS. Hol insing worth that provide her laid off all of their staff. We like to know the status of hazel staff, and how we move on without them. Many families found out that they were billed without their knowledge for services that were advised as free. And I just want it say that school nursing goes beyond just monitoring students with type 2 diabetes. Often times the people in the clinics are the first to identify chronic health issues. It gives them an opportunity that little susie is using her inhaler every day, when it should be less frequently than that and would benefit from further evaluation and maybe preventive medications. These, the nurses cover 15 clinics and of those 15 five of them are not staffed which a full-time nurse.

And during that time, they're having to make phone calls, see the students, create care plans and inventory medications, the tasks go on and on, so we benefit from a full-time nurse in ever single school. Right now, I would say the two biggest requests from parents is to be able to email teachers directly from focus and the staff monitoring plans should be showing within focus but they're currently not. We were able to host staff chair training this month to meet our goal to engage equipment and power parents and stakeholders. We were able to reach over 125 participate apartments over these three sessions where they learned foundational topics learned about their roles and how to collaborate about school administration -- MAY I finish chair. We do have two more sessions on NOVEMBER 5th and 6th. All are

welcome. We also had our budget training on OCTOBER 29th, we're so thankful to kim who was a wealth of knowledge. Parents left and they reached outback to us and said they learned a lot and that information helps them prepare, listen to budget preparation and help make informed decisions. During that training, of course the issue of school accountability funds came up which includes school accountability fund roll overs from previous years, balances from class wallet for teacher supplies as well as recognition funds that the state gives to schools. All of these funds are meant to stay within the school ecosystem but they were taken away and put in the district's fund balance and principals were not notified that the funds should have been used by APRIL 15th. We're asking that there be a standard of money that

is suppose to stay within the school for school use and student use, stay within that ecosystem. We have our next meeting tomorrow night. At 6:15 here in kcw and I would like to say that we're partnering with social work inventories collect gift cards for student need for the holiday season. So if anyone wants to partner with us, we thank you in advance. Thank you. thank you, now we'll have the audit committee. okay, mary on behalf of the audit committee. The audit committee met last thursday, the financial auditor subcommittee met the group is comprised of debbie hixon and philip shaw and andrew. They will be meeting continual continually until they finish their task which we anticipate will be FEBRUARY 2026 x.They generally meet prior to our audit committee so we can then get a report. The

audit committee is so excited to welcome back, mark mackly. Those have worked with him are aware of the work that he did to the school board, prior to gbing to the inspect or's office and I know we're going to be stronger moving into the future as we review what happens to come up with recommendations about how to do business better and make sure that every single dollar goes into the classroom that can. We reviewed three audits and we transmitted those to the board. I'm just going to not go through everything that we do with those audits because you get them as part of your reporor you willlle what our recommdadaonons arard d generally,I I knowyou know this, but I'll reiterate, we transmit with recommend awesings, sometimes we transmit the report as it is and sometimes

we add our own thoughts to the end of it. But those have been transmitted to you and policies 3100, and 311003. We followed up on some matters on the follow-up matrix and we'll be bringing those to you in the near future. And we finalized our calendars of 2025-26, the next meeting is DECEMBER 4th. Thank you. thank you, very much. Next is north area. good morning, nicole north area advisory. I'll start with vape detectors, we had chief gregory out to our last meeting. He gave a presentation on how the vape detectors would work. We had some parents that were apprehensive about the technology. And before the meeting was over, they all welcomed them in their schools. I will say that I spoke to the choral springs fire department, because there is some schools in choral springs

that are being evacuated daily times twice a day of vaping in the bathroom. And I asked how many middle schools they've reported to this year and the answer is zero. If we're looking at where we should start, they are reporting to the high schools and no reports to the middle school. And we learned that there is been a decline at the high school level because of the metal detectors, so maybe let's think about getting the metal detectors in at the middle school so combat some of those vaping incidents. I asked chief gregory if the vape detector will cut down on the triggering of the fire alarms and he said that will depend on the sensitivity levels. So I hope that's something that we'll look at because it's very disruptive to education if you're being evacuated

daily. School funds, angel funds are being used over used due to not being able to charge in the secondary level. There are schools that are in the hole 2000. So I asked about the courtesy meals and while some schools are giving hot lunches to every one. They don't understand that they're being charged for tha. The courtesy is still a sandwich and a bottle of water. There are some concerns that some families MAY be automobile to apply to a free and reduced lunch. But we're curious how the district is ensuring that how it's communicated. It's not verified in the process. Sack funds, north area passed a area unanimously, I submitted the motion for the records. To be clear there was a couple of weeks ago, tlfls a memo sent to the principal saying that they won

be getting the dollars. Three hours, we met with budget so that was correct. We were not going to get the sack dollars. We passed a motion that night in north area, it was passed unanimously to return the rolled over dollars back to schools. And there was never any direction given to the sack committees that it had to be spent that year. No one new that they would not be getting the roll over dollars if they were not spent. The next day we got a call that the roll over dollars were being returned to the schools. But they're still not returning the ace, a p and cape roll over funds. That money was allocated from the state for those programs. So we would just like to know how that money is being spent? If it's not

given back to the schools? Because that is specifically what it was allocated for. At our one of our previous motions was to place a nurse in every school in broward schools. We have not heard any further discussion on that topic, but we have heard the desire and need publicly from parents. Future topics something we're doing in the north is asking our parents and community what they would like to see presented at the next meeting. Last month, we had a variety of concerns but the one that stuck out was the high level of testing in elementary schools. Kindergarten were concerned that their kids were not allowed time to learn, or just enjoy learning due to the pressure of over testing. There is concern that the testing windows are so short and come so quickly which creates

an immense amount of pressure especially if they have to MISS Any school because they MAY not be learning what they're required to test on. Kindergarten students are struggling to use technology that they're required to test on and around performance matters program. I received a text message, I'm sorry an email last night from a parent at park trails and they have a group of parents that want to come to our next north area meeting because they're concerned about performance mat pezer. Transportation, there were transportation concerns but one in particular, almost one. One that was important to address was a parent who's child was on a bus with a stop along the way which kaoemz elementary students on the bus for over two hours. The bus is filled with children that are deaf and hard of hearing

that are being denied an interpreter to communicate with. Thank you. thank you, next is central area. good morning, the central area chair is not being able to be here today she is dealing with a sick child so I was asked to provide their report on their behalf. Their last meeting was on act 15th, they want today say thank you to guy barmoja who provide aid comprehensive and taylored presentation specific to central. One of their concerns is testing over young students. They say that especially in kindergarten, there are there are a vas majority of kids taking over 40 tests. And sum layerly groups of parents that are asking to go to central region meetings to just talk about testing. They also have concerns about online platform for students. They feel that thaez younger learnings will benefit

with having more interactions from the paper and paper base learning. Many teachers feel like they don't have time to teach because they're constantly testing. They don't feel that it's appropriate and stressful for students and teachers. And from a data perspective, they don't believe it's truly accurate because when you have young learners navigating the technology, you MAY not get a true presentation of their actual understanding of their information. They did pass a motion on at their last meeting, recommending that B.C. Ps puts a school nurse on every single campus and they also have concerns about hazel health. Their next meeting is on NOVEMBER 30th, at 9 at indian ridge. thank you. Next. anthony billy and the chair, we're very concerned of redefining. Parents of middle schools, what is the district doing to market our schools? Charter

schools and private schools are sending home pamphlets but nothing is being done for their middle school. K-12 does not offer a gym for the older kids and they don't feel appreciated that they're able to attend school. Why choose to close an a-school and keep a c-school, a lot of parents are concerned about that. Lastly, parents are not in agreement with old -- concerns regarding bullying and limited playground space and age appropriate learn anding behavior expectations. A lot of parents because they walter seas and glades are going to be closed or they're not sure yet, they don't want know what to do with the kids. So they're going to the meetings because they want their voice to be heard. Thank you. thank you very much. Next is ese advisory. Speaker: good morning, jackie advisory chair. Our

last meeting was OCTOBER the 159ing, we had about 50-odd people there. And we passds two motions. I was late submitting last friday so I'll read out both of our outstanding motion both relate to the cameras in classroom, program, relate to go cameras and classroom, we recommend that bcps makes data data available class by class to en shire that con parent consents parents consents have come in a public facing portal. And it's more than 11,000 classrooms. But signed parent consent is required before camera can be activated. Miscommunication, and challenges accessing consent forms and foix and suspicion or misunderstanding are factors to have contributed to lower camera to date. This was to make bcps transparent. Into what schools and classrooms have achieved in terms of consent forms coming back. And for those who have not, what portion

remains outstanding. Making public classroom data, but the motion does not seek to identify anybody. We're just asking for numbers, providing transparency over which classrooms have cameras and which don't can be beneficial. Identifying which schools -- oer more parents making choice decisions, new parents seeking to en roll and parents who consented staying up-to-date. We made a second motion on OCTOBER the 15th, so I thought that last motion was from a previous meeting. And our motion was for bcps was to make available the paper consent form and place it on school websites. And even make available to ese advisory. Other than that, we have been busy busy at ace, autism committee chair. Made some site visits to three schools, she just told me which with stuff from the ese department, sorry pauley middle and seminal middle to

visit their ve program. This is a great program that fofters inclusion for students at the middle school. Level. It was piloted and we didn't know that it was piloted so we've been asking more about it, we got some good positive feedback that we look forward to hearing more about it in our next meeting. Down sun drome committee joined with coast organization to hold that annual sponsor work. I also went on a site visit with nicole from north area to broward estates elementary, had a fascinating visit there, the work being done by the principal is amazing running the early head start and early learning center is a great wrap around for the community. But if you're looking for a site visit, go there. It was wonderful and especially fun meeting with the principal dressed as minnie

mouse. If identified some issues overtime, concerning contracts schools, first of all we found that that students at bcps students that were place inside contract schools, we found that those in the pre-k were not receiving bcps emails and had not for years. It turns out the cameras in classroom were not applied to bcps in contract schools. And yesterday identified an issue I hope it's antidotal, but maybe not, if a contract school loses a nurse who is overseeing that the students have their medical needs met? I'm delighted that finally after a long delay, progress is being made with communicating with and liasoning with charter schools. I know some of you have visits and if any of you want to make a visit, I can make you an introduction. And finally, we had a great, presentation at our

last meeting by richie bum about progress monitoring and we ask for pm1 assessment and we got a great prntation. And I have to say that the work has been done to lift schools has been encouraging, the data speaks for itself and there is a lot to commend on what bcps has done. It's a long way to go but it's great to see. Thank you. thank you, and I actually visited broward estates yesterday, so I concur with your observation. Next is esol. sorry, you skipped over the diversity committee. I didn't see you over there, I apologize. no problem. Hello I'm erika I'm speaking on behalf of MS. Narni pierre, she is not here today. But I will come with the MS. Narnia energy, as we always do. Like I said my p I'm erika I'm representative

of nar knee high school, I teach there. The diversity committee held its general monthly meeting, during OCTOBER 9, we concluded that the vice chair identify the chairs for our subcommittees. A finalized list will be submitted once all appointees will be confirmed. They remain focused on annual report and diversity, he quit access and denying conditions in their indicators. Ca meeting, they presented discipline data at that time committee it prompted a robust conversation about how discipline is being distributed across the district. the committee requested that the chief of safety and security, MR. Michael gregory attend our monthly committee meeting this thursday. His participation will have explain how discipline actions work when school resource officers, school security and teachers are involved so that the committee can make followed recommendations to the board. To date the diversity committee has

completed three site visits, we're working very hard. During the visits, we're observing, facilities, academics, discipline, programs resource availability, safety and obviously, security protocols. The committee remains committed to using the nine conditions and their indicators as our guides as we have always done. We're reviewing alongside this year's visits so we can compare, it's important to do that. We believe this duel review will allow us to provide the board with comparative findings in the annual reports. Overall the sites, we visited were operating with the instructional calendar, facilities were in adequate conditions however, we continue to see challenges with maxmo and the follow through with some work orders. And we're seeing a staff decline with custodial with those who are there to keep our campuses clean and wonderful for our students. Some of the schools are operating two

schools on one campus and in one case, a third program at a separate location. and that's is golf stream academy. All under a single funding source. And we need some answers, we need to know how this is equitable across the board, they're sourcing out gulfstream as well as a school and a learning center. We want to make sure that every one on that campus have the resource that's they need and that if they're spread equally and equitably. Okay. The committee will address these issues and offer suggestions to the board to consider. The committee also maintains a seat in the boundary committee. The our vice chair, he will attend that meeting in place of the chair to ensure that diversity and equity and access are represented in conversation buzz enrollment and school assignments. We're asking that

each board member please, please, please, please, check with your appointees, make sure that they're participating they're sure that they're going to the meetings and representing you all well. Because if we don't see them, then we don't see them. It's imperative that the members attend monthly meetings and remain engaged. The chain isis onlylyas its akakt lilink, we arone e brbrarard. Ththe success of ththis committee is at the capped at the level of its least affective member. Extends an invitation to the superintendent and to the other school board memebers, general counsel and the chief of staff to attend any of our meetings, we want you to walk with us, talk with us, see and feel what we see. I'm a teacher, I have TDAs, you want to make sure that I go to those meet approximatesing. I'm

not just a community member but I'm on the frontline. We want to make sure that you see what we see so we have a collaborative effort. And we're looking forward to the showcase this year, and make sure that we get the word out, marketing is so important not just in our district but in our schools, if we can control our marketing. I have to continue, I appreciate it. Thank you. I'm not done. So aside from the chair's report. The district community roundtable have been very meaningful. I want to thank you for that. Residents who have helped build these school community. They're speak abouting what they want for their children and what they will not accept, and that is their right. This is evidence that broward is listening and community still believes its voice matters. I

want to recognize. This is me. I want to recognize the schools that are modeling what broward can be, linear james, is a wonderful place for children that need that environment at that time in their lives. It's a wonderful place and it gets a bad name if you have not walked into the hallways of linear james. I can feel the leadership and there is pride in that school and that school is clean, it is wonderful. They had 20 work orders. This is something that needs to be done across the district, that is a blueprint framework. We have to take that and whatever bits and pieces of make thating school work, it has to be spread across the district equally and I don't see it from the south, central and north region from facility all the way

down to, you know, bus, it has to be all the way through, okay. Sorry I'm taking up time but I have to. The diversity committee is the eyes and ears of this district. All the die reserity, all the committees r.Broward county schools is the heart of broward county, the heart is still strong. Our students are showing up. Our teachers working, our principals are trying to make it all fit. That part is not, the part that is not working is some of the systems are suppose to support them and they're not doing so at the level of our students that our students deserve. They deserve better. During a site visit, I spoke with MS. Debra acre, it was good to see staff who takes pride in creating a structure place. It's working, what concerned me is

the placement mix. You have children who are in classes with other children that have lower infractions, with whether it's in the district or outside of the district. Those need to be -- it's fine, I'm sorry. That needs to be addressed. We cannot house the same children who have different infractions in the same place. We cannot work that way, okay. On a final note, I went to visit coconut creek high. I started out of coconut creek high. I love coconut creek. I was very disappointed that coconut creek high looks the same as it did ten years ago. I'm sorry, it's unacceptable. There should not be a smell coming from a school that is so noticeable that we have to leave the hallway and students are made to stay in that environment. It is unacceptable that I

have to come back ten years later and still see the same classrooms look the same way. One of my committee members, commented on, they must be redoing the floors again. They were not, the floors are con caoerkts the walls are bare. Our children deserve better. Thank you. thank you. Next is esol leadership. good morning, school board memebers, I'm luz and I'm truly honored to serve as the chair of the esol student committee for the 2025-2026 school year. As you know, the esol council exist to ensure that the voices of our immigrants and bilingual families are not only heard but valued. We deserve as we serve as a breech connecting family and school to provide culturally and linguistically input, equity engagement and academic success for our esol students. Seems our last report, we had continue to

fulfill this important mission as OCTOBER first, to 2025, broward county schools serves 32, 649 active english language learners representing 196 countries and speaking 162 languages. This school year, we welcomed 3113 new eol students into our district, each bringing unique stories, and dreams. Our multi lingual learners now make up 13.8 percent of the total students population as a beautiful diverse ilt that makes broward county so special. In SEPTEMBER, we hosted our first esol meeting of the year with over 260 attendee who received essential information about our district. The esol program and the many services available to their children. In partnership with the children's service council, we also organized a community resources for that family with practice and to support the children success. Left empowered, connected and inspired and understanding how powerful the engagement is in shaupg

their children's futures. At the start of the school year, the unt national welcome center launched a new cities of virtual call ready for. The sign to help parents to prepare for the high school school year. We held six section with more than 450 participants. This workshop were so well received that they will be offered again from JANUARY through MAY continue to strengthen family, and confidence. The esol parent student committee continues to meet monthly. We have built our calendar calendar of meeting and now planning a leadership train to go welcome and prepare new parties leaders. As a volunteer we proudly support the welcome center international, meeting in-person of the other and working side by side with the staff to ensure that all esol family receive the advocacy information and support they deserve. Looking ahead, our next

general meeting on NOVEMBER 13, 2025, we connect family with key. Broward county public school departments, include ee, magnet program, school choice and resignment, title one and student services. We ensure that information is accessible to every one by providing and paourt geese and close captioning in additional languages. We're proud of the collaboration and proud see the district. On behalf of the consul, I thank you, gracias, gratsi for for your dedication to students and family. Together we're building a more stronger and more inclusive broward school. Thank you so much. thank you very much. Next is facilities task force. good morning, board memebers, linda, vice chair, facilities task force. Kim unfortunately could not be here today. We would like to say thank you to DR. Wanza for her presentation at our last meeting. Our meeting this week, has

been canceled because our liason has been out and nobody pucked up the slack of advise advertising the meeting. So we need to say that somebody pucks up that, portion of it, we didn't realize that until we went through civic plus to determine that it was not advertised. So we see that as a problem, this is not the first time this has happened. And that's all I have, thank you. Making up for time. well thank you very much. good morning, family religiouses committee. We had our last meet ing last wednesday on OCTOBER 159ing, we learned we're up to 66 schools that have human relations council that is middle high schools and alternative high schools. We were at 67 last year, so hopefully if we can get a couple more on board, we can break last year's

record. During that meeting, we approved a motion to see the inclusive school guide put in the four a efficiently languages in the district. We realize that the guide is only in english and there is a lot of crucial information that our families need that they MAY not be able to understand the nuances contained in that guide. We asked that it it be put into any language into the district which I believe it's english, spanish and portuguese and creole. So we hopefully we make sure that is accessible for all our families online. And we discussed how we're going to help our clubs at our schools, gain sponsors, if they're having trouble getting teacher sponsor for their clubs and we're trying to look at different methods of having different types of volunteers such as sack members or

pta members serve in those roles again with the proper supervisor and background checks. That's something we're looking into. Going through my notes, they're out of order. We also had our team summit on 10-24, that was, we brought in students from our human council as well as other organizations, peer counseling, choose peace not violence and few other groups. They saw a preparation for student and then they went into breakout to focus for their particular clubs and organizations and ended with a panel discussion by students to help them learn a little bit more about advocacy skills and how to, how they can be more involved in their schools. One interesting thing that came up during one of the breakout sessions, was, they were looking at the relates of the florida youth substance abuse survey and they did

not believe results, so there were concerns about the fidelity of data and that's something that we need to serve especially about sensitive topics, that, not to just simply trust that data coming out of the gate and figure out other ways that we can find, way to see help our students without them having to disclose information that they MAY not be comfortable disclosing but that adults in their lives should know about. And I was really impressed by the students that laid the panel discussion. I heard them say things like watching school culture is not enough, you have to participate and that speaks to our students really wanting to believe actively en gauged. They don't want to be talked at and they don't want to just pass information about what they want to see change in their

schools and about other schools. They want to be actively informed and making their schools a more positive place. They also had other suggestions about way to see improve their schools like having a school for kindness and some talked about having lunch events to educate their peers, this is education sessions during lunch, where the other students can participate instead of just being talked at and that stood out because I know a lot of our schools have issues with lunch time behavior, noise in the lunch room sxl that seems like a really great thing that we might want to suggest to some of our other schools that are having behavior ushz in a way to have that in a positive manner. And the last thing, I want to put forward is I've already emailed all the school

board memebers about this, but we're looking into doing a school's of hrc table roundtable event where we want to get more than an opportunity to get our feedback from our council students. While it was a lovely events, we had on the 24th, it was not a great time for them to give feedback because it was shortened now that our field trip time is shortened just to three hours, that's a short time to get information out to our students. So we wanted to look into having a roundtable with our hrc students because again one of our goals is to teach them advocacy skills and sharpen that so they can be advocate for their schools and that's all I have, thank you. thank you, next is parent community involvement task force. good morning, erin goldchair our university

team has been busy. Last month, we had meeting where families go guide through this process. A huge thank you to patricia, who made thank you to kevin williams and ino vaift team for managing all the production and technical components and to our liason nadia who ensured everything was in place. We're excited about our partnership about stud ept advisors, as I mentioned, they're pear head hading the student university come poen pent on readiness. It's been wonderful to work with our task member chloe, we plan toex pand the student laetd component to other relevant topics throughout the year, I'm really excited about that. We have additional parent sessions planned for the coming months including southboundeding airy learning and students services very much to what cynthia was talking about really getting out the information about these incredible service

that's we have, so stay tuned. As part of our discussion, this month, we spoke about the intersection of the choice window in the redefining process. And the need for stronger communication around middle school. There was a shared concern that many families are not aware of all the offerings that we have in our district for our middle schools. And that's a point where we can see families leaving the system. We talked about a palm beach county resource that does a good time to -- and we want to look at that to see if it serves as inspiration. One thing that they did well is showing the continual of pathways so families can really understand how they build upon one another. We also discussed the on going redefining process. Members emphasized that while expanding programming is valuable,

we must also consider geographic access and facility readiness. It came up that many magnet programs and broward are unique to a single area, creating challenges for families and other parts of the county. So task force members came to consensus on exploring replication of high demand programs to uncrease facility and designated to k-8 programs are evaluate for quality and capacity before new, initiative that's are the same thing. To ensure that the community input continues to guide this work, our task force is planning a school forum, we mentioned this last month. We will also include a survey and we want to make sure that we're reaching all communities. Finally we revisited the work forum, and district staff. The task force is exploring way to see make this on going initiative, ensuring that our nonprofit partners are meaningful

can beding to our schools that can benefit. We're talking how we can sort of extend that work throughout the year. Thank you. thank you. And I see the gifted advisory came in. So, if you're ready. hello, alan bush advisory. We had our meeting last month due to technical issue with technology, we had low turn out, that's been resolved. Our next meeting will be on the 10th of NOVEMBER, next momonday 6:, plantation m mdle.E. Ouour primy y prest t awesing is going to be on school choose and we're going to pass our last round of bylaws. Thank you. thank you. And we will end with technology advisory committee. good morning, again, linda ferraro, chair, technology advisory committee. We had our meeting on OCTOBER 13th, we discussed the copilot deployment and at the time, 95 licenses were

issued to employees with 6200 active users which was represented 64 percent adoption rate. The district is looking at a 75 adoption rate. Hopefully within the next couple of weeks, the copilot will be deployed to middle and elementary schools, just pending the licensing allotment and I know they were trying to move that up from DECEMBER into the middle of NOVEMBER. We spoke about ai access policy options, with some of the programs that are being deployed. And came, the good came to an agreement that all ai products should be blocked with allowing the teachers to open up those avenues that they find necessary for them for their class. We also discussed line wise implementation, which replaced land school at this point. It has been piloted in three schools to include one of the concerns that was addressed

at tack was follow-up. Teachers have complained they have no ability to monitor student activity on schools, even though it was the agreement was signed in AUGUST, still has not been deployed to the schools. We went through the 1 to 1 issuance which they're hoping to have completed by right before winter break. A comprehensive manual was created for issuance. One of the concerns we have is the opted required by the parents, concern was raised about lack of disclosure as to the price, as to what is being monitored or tracked on the computer. So therefore, we feel an open line of communication is important in this. If you're signing in spob responsible for something, that is not fair to the parents. With the device running to 575, we suggested that that be included on the opt-in form

and new opt-in form will be sent out so we'll have a follow-up like that at our tack meeting. And the offer was to offer suggestions to parents if they cannot afford the 575. If there is a ram that can be utilized we encourage the board to do tha. There is a documentation to top languages. We did discuss the choice model, school choice model and focus sis, we're requesting a visual walk through because we cannot picture what is going on if you don't have a visual on it. This replaces our legacy system. General concerns that were raised were need for better communication and trans poernt see. Importance of informing importance desire for centralized category of approved schools and request for school choice. There is also, major concern was raised about communication wnt district and we heard

this time after time from each of our advisory committees and our parents that they're not getting the communication. So, whether it's NOVEMBER or DECEMBER, I would like to reach out to the communications department to come in and let's discuss communications for the district. So that we have better understanding and better handle on how we can better communication the information out there and we heard it today that things were not being communicated properly. So we need to have a program and procedure in place in order to inform parents better. Thank you. thank you. So we will go to board member remarks or questions? DR. Zeman? thanks so much. Appreciate the comment about performance matters. There are. sorry, to interpret, the task force on committee structure are we going to be added. I apologize. sorry, they were

suppose to add it to the thing. It was mixed up in the top. We have one more report and that is the final report of the superintendent's task force committee. Sorry, thank you for reminding me. it's okay, good morning, every one. Cynthia dominique, task force chair and I'm here with our recording secretary, erin gould as well as some other members, I just want to extend a thank you for the opportunity to be able to work with an amaze ing group of people who really exemplified what it means to put personal feelings and preferences aside and think about the greater good as well as how we move our district forward. So I want to extend a thank you to all the members who worked tirelessly. And we could not concluded the final meeting on OCTOBER 30th

and sunseted on OCTOBER 31. MS. Gould will provide additional remarks. thank you. I want to begin with a reminder of where our task force begin. It was a clear goal to strengthen engagement between advisory and the school board they exist to advise. We set out to see how these groups, community leaders and volunteer could more affective support and partner with the board to strengthen bcps. I believe this board wholeheartedly supports the volunteers. The challenge before us is ensuring that as policies are developed and practices implemented, they truly reflect those values. As our task force did our work, the passion and purpose of our volunteers was remarkable. Every one ex prelsed same hope to be seen as a partner and mean ingful contributer to our shared vision. We're entering a critical moment as a district. The

redefining process will test our collective resolve. Often in conversations about the need for these hard decisions, the board talks about the number of students we have lost. but it is essential to remember that every student reduce also represents a parent that made the decision to lefsh the district. So it must be essential to our mission. That requires communication, transparency and trust. Our task force found that committees are rl supported, they are trusted on both student learn anding student operation through our task forces work. That process can and should become more inclusive and efficient, yet the current policy 1070 proposal which we were tasked we value ating does not achieve that goal and it risks replacing old frustrations with new ones. We ask that you leave some mind. The task force remains concerned about provision that's

would eliminate the category of committee recommendations and require chairs to step down entirely from committees after two years of service. Changes that would erode continuity and knowledge. And I know you received an emailer of a one-pager but to strengthen policy 1070, to allow past chairs to remain as a committee recommends members, reinstating and modernizing the recommendation process and maintain term limits, updating materials and bylaw approval and increasing coordination between committee and staff. I want to make sure to note that our task force did take a system level approach to these recommendations. Seek to go make the process for affective for board memebers, staff and committee members. When information is transparent and proses are consistent every part of the system benefits. Above all, we urge district staff and the board to view committee input as an

opportunity for understanding and growth. The most dynamic organizations are those that welcome scrutiny, listen with intention and evolve and response to it. That's the culture we want to model here. As I close, I want to reiterate that our committees are not nearly groups that pass motions they're extensions of our community conscious where parents and volunteers give their evenings and expertise and their voice to see help this district thrive. They recognize reservoir of lived experience that's brings tremendous value to our schools every single day. If we can strengt the connections between committees, district leaders and this board, we will make bert decisions and build the trust to carry the district forward. Thank you. thank you and perfect timing. DR. Zeman? thanks so much, chair. A lot of great comments. I want to thank you for taking

time and energy and to come forward with such great recommendations. I want to have few comments and ask two questions. For those frustrated with matters, you're going to have to get in a line of people. Sometimes the district's assessment, it MAY be the best in breed in software and still MAY not be perfect. There are other instances where we buy something in a haeft, we run to the market and try to a buy a program, it's clunk'. But the feedback is received, people are making better decisions going forward. And I'm impressed with the data we're finding forward. I'm curious about the courtesy lunch. Somebody mentioned the courtesy lunch that's gone back to sandwich and non fat milk or water. Is that true? DR. Fulton. I'll start and have MS. Paul add in. It's my understanding

that we're not giving them a courtesy o lunch, we're still doing the charges of students. Meaning if they don't the money, they're still getting a hot lunch. We're getting a lot of lunches and some of the balans are exceeding what is in school's account. We understand that financial situation right side changing day lao especially with the government shut down. You can apply to receive free reduced lunch, we want to make sure that that is vainl to them because situations changes, yesterday I was fine, today I'm not. So we want parents to understand at any time that you can apply and those application right side turned real quick and their status can change. One of the other things that we're doing is we're having our guidance council social workers working with the family and hpg them

to assist them and getting them the information. One of the advisory chairs just shared that parents are not familiar. So we're work withing communication to get the message out to all of our families that if you're charging lunch and your financial situation has changed, please fill out this application because you MAY be get entitled to getting a free lunch or lunch at a reduced lunch. MS. Paul, if I missed anything, please add. I believe you covered it all, DR. Fulton. In addition, we do serve breakfast to our students, but we are, we have a real definite cit of changes -- deficit. So our students and parents are really, creating a debt situation and so we're going to send out, I heard a suggestion from one of the committee members and we are we are along

the same lines of providing additional communication to the parents, we don't have to negatively affect our students being able to go to field trip and so forth. So we need to ramp up the communication, we'll be sending something out to our principal shortly so we can, make sure that the parents stay informed. And also we have reached out to cities to help us with with this student debt. Some of the cities have really stepped up. We thank them for that but we need more participation on that front. Thank you. thanks chair. And the reason I'm picking at that, it's an interesting issue all by it self. We have a much bigger issue. Kids don't learn when kids don't eat. And we have now watched an eviseration of snap. That is going to have an affect

on people's dis posable income. We cannot boil the ocean, we cannot feed the world but we MAY have the ability to feed students during the school day. We need to think about that. It's not a small amount of money. MS. Thompson brought a great item earlier to help for a little bit of money that MAY be off by a factor of 10 or 100 in terms of a real need. But our obligation is to educate students. And a student that is hungry. But in the other parts of the world where there is a gap between kids not eating and getting a courtesy lunch that is insufficient in terms of nutrition, I don't think we're meeting our requirement. We will continue to do some research and see what we can do in the real term. They're

going to pay half a month in NOVEMBER and then subject. That is subject to court ruling and thungz luke that. I'm not going to get in the politics. I just want to make sure that our kids can learn so they can actually learn. And I don't want to lose an a-rated district because outside forces did not continue to fund programs that they funded forever. So workshops are designed to talk about like that. For those that want to talk about a school budgets, it's a complicated thing. It's not just an roll over issue, it's wonderful that schools are their own budget. There are unique needs in each school. I will just point out that the budgeting system that ends with the certain amount, it's all part of the big budget process and we're in the middle

of a budget crisis. So to say something is unacceptable is fair, it's an honest appraisal to say that we can do something that is not acceptable is not true anymore. We've got to do our best but we have to deal with the realities of what we're giving. And on the esol, I just got from the council great meeting up in philadelphia, where they speak out tour tour. And urban districts were nearly 80 percent decline was in immigration. We still have students here in language learner population, right. Is that less than last year? is that the less than last year? ye, it's lesson the last year. terrific. Is your information has had an impact on the number of schools that are until english learning programs. yes. thank you. you're welcome. and block ai app, there is

a lot of good a u and then there is the big ai question, is this machine going to replace humans which is way, way down the road. But there are, extent in current software that we're already buying ai that is being added all the time. So for somebody that saying is an ai program, is ridiculous, every code. You cannot code anymore, helping ai helping generate the code. That I learned in college which was 10 million years ago which is fine. But to think about the ethical application of good rules for ai implementation is very important to us and to the extent that we can learn more about that from our technology committee the better off that we'd be. It's a difficult issue because there is no coding standard for ethics, but we need to create

one. The federal government has not helped us with social immediate ya, they refused to provide any kind of liability to associate media companies. And is broward doing the florida youth survey? There is one survey that we cannot do anymore. We're told we're not. DR. Fulton. there with go. Thank you. Are we not participating in that? good morning, jodie washington, director of school culture support. We do not participate in the youth survey but we do participate in the florida youth survey. terrific, so when we were talking about the survey, we're talk about thing one we do participate in, not the one we don't. yes, that was the name of the survey, they presented to the kids in a powerpoint presentation and asked them their thoughts and overwhelming consensus was, that does not look right. It was

the florida youth substance abuse survey. and that's the one we participate in. the greater name is substance abuse system and also some mental health questions for high schoolers. and DR. Washington, is that a survey that we ought to be suspicious about the use? so, it is done by research company that is contracted by the state and they do, a random selection of about 20 schools and within each school, they do, tenish classes. So this is a randomized small sample. I'm with you, but other than the sample size being small but in our district like ours, 10 percent is not the end the world. You said 10 percent? no at about 10 classrooms, per school and it's public and charter. terrific. And that's something the board needs to know. When we get survey results, we don't

often get qualitative information from it. So that's just a good lesson for us is when we get survey results, they look harder to make sure that there is big enough sample. I would love it if the staff with help us whenever we get survey results. Give us a little bit of quality information, it would take us forever each of us trying to do whether or not this is a goal standard or silver standard oer less than silver. thanks chair. thank you. chair. just to address the ethical, question, there is some SOPs out there, I'm pulling those together, so we don't have to create the wheel again so we're going to move forward with those, just to let you know. thank you. MS. Alhadeff. thank you, I support the motion by the north area advisory. Their

motion was to we move that the district return the accountability funds and sum approximately over dollars that school had left over from previous years to schools and they afforded 120 school days or until the end of 2025, 2026 skol year which ever is longer to spend the funds. So my question to MS. Batista, are we allowed to limit the time frame that the funds are spent? And if we did limit those, that time frame, would we be in violation of state statute? MS. Batista. thank you, ma dpam chair, pursuant to that statute, if this is only to the school recognize newsing or school improvement funds, you know the lottery allocation, so as to those funds, they are made available bit legislature specifically for schools, and if there is left over money, according to some reports

that it I have seen from the auditor general, the money should go back to the school. And should not be comingle. so should we put something in our policy regarding with the time fraum that this has to be spent? MS. Ba tuft a? -- batista. you don't have to put anything to the policy as to the time frame. You know the monies should stay with the school, I don't think there is a deadline for which the funds need to be spent. In other words, if they're not spent within a year. can you talk more into the mic, I cannot hear you. I'm sorry. If the funds are not spent within a yae, you know, the idea is that the funds should be then continue to be spent for the the allocation that they were intended

to be spent for. at the school? yes, at the school if that's the way the monies were, you know, sent from the legislature for a particular school. I don't know how that process happens from the, especially from the legislature to the district and the district I think is the one that provides the funds to the different schools. okay, so DR. Fulton based on the motion, does the board have to take any action? so the board does not have to take any action, the money was returned. The schools are being encouraged to spend the money because it's meant to be spent on the kids and any left over will be rolled over to the next year. sorry. Okay. when, thank you, MS. Alhadeff. When we made that motion, we were not aware of that statute, we

have been hold that they will be given back to the roll oar funds every year so I think we're past that, we are still concerned about the roll over apk facility. There is a whole host of roll over dollars that the school were not aware that they would be returned. So we were conditioneder about the roll over dollars as well. Thank you. DR. Fulton. so most of those dollars went back, there is a few sources that we're looking at and we'll have decisions moving forward. But what I will say is OCTOBER 2717th, we provided all of our schools with budget updates because we were aware that they wanted extra it information. If I know the daetd line, I'll have it spent by the deadline. So we're making sure that we have the lines of communication

open so we provide budget updates. So as far as the accountability, the school recognize newsing, funds, they do have that. and again, we will continue to communicate with principals that we're encouraging them to spend the money on the kids. But any money that is left over at the end of the fiscal year, it will carry over to next year and then, you know, the plan of what it was to spend on the kids needs to be executed as well. so it will be carry over to their school budget? yes, it stays in their school budget and carried over to the next school year. any budget? correct. all right, thank you. My next question is regarding to the transaction fee. chair. if a, parent decides to pay in cash, would they still be paying a transaction

fee? that's no. Transaction fee is online fee and I think it's a convenience fee for credit cards but if they come into the school, if he want to pay $10, nrs no convenience fee added to that. I'm being told that pantser paying cash, they're also being charged a fee. If that can be communicated, this should not be charged. Le it's just a convenience fee, but if you pay in cash there is no additional charge for that. okay, that needs to be communicated better. we will, thank you. squ just -- so just the last thing, I appreciate every one from the committees who came out to speak to this. As we're going through redefining process, it's so important that we build trust with the community. When the board maukz decisions that we keep with the decisions

and work with the communities to collaborate with them and to build that trust. Thank you. thank you. Thank you, MS. Dominique? in regards to the funding lunch balances, some students when they're coming in with cash, we're being told that they're being turned away and being told that they're not accepting the cash and that it has to be online. There needs to be consistency with what schools are accepting. Right now, parents are being told different things. And it in a doesing to the school accountability, I just want to insure that in addition to the recognition funds, other funds that are available to school advisory councils, that require a vote, for expenditure include any remaining balances from class wallet. It's the $300 that the state gives to every teacher and whatever is not spent, goes back to

the school. I want to ensure that all of those funds are rolled over. DR. Fulton. so two things, one we will communicate we were not aware that if a student or parent came in to pay cash, they would be denied. We'll make shao kids have the opportunity to pay in cash to avoid the fee. But class wallet, the state gives teachers $300 to buy classroom material. So anything they don't spend by may first, it goes into the school accountability fund and that's the fund that we were talking about, that does carry over if it's not spent. In fact it's the governing body that determines how to spend that money. thank you. DR. Holness. thank you, chair. I would like to thank the committee chairs for your input and feedback to us. I know there are

a few recommendations from the committees in the north area. As far as human relations and I'll go to that recommendation, the raoum an relations recommends that school guide be available to all parents in the official, school board languages by this school year. So DR. Fulton, how doable is this? In making this available in different official school board languages that we use? I'm not sure how many languages we have as official languages. Is it something doable and what would be the challenges in getting this done. it's doable, we're doing it right now. The translation is a thick document so it's taking sometime but we're translating it into all o futboler languages. So that's currently happening right now. got it and is there a time frame for that? I'll let DR. Washington answer. good morning, again. They

didn't give me an exact date that it would be done, it will be a little bit longer, usually they get things turned around like ten days. But as soon asing the committee made recommendation I'm anticipating it hopefully before thanksgiving. great, so hopefully during this school year, correct? absolutely. all right, so I'll move on to north area. North area had a couple of recommendations so I would like to ask some questions on the nurses. What are the challenges to have a dedicated nurse in every single school despite of student necessity? DR. Fulton. so the challenge is only budgeting. We did an analysis on what it would quoft to fill the gaps. It would be about 3.5 million. okay, and can you explain DR. Fulton the process of selecting schools that are currently receiving a full-time nurse.

so we do it based on data and also the needs of our tud enters. Okay, so schools without nurses those are the stud ept's needs being met? each school that don't have a dedicated nurse, we have onsite staff that are traund to help with day-to-day needs as students MAY come. We have realigned the schedule of some of our supervisors where they dedicate a full day and then we've been working with some external partners that have been providing services that help us where the need is greater. ms. Holings worth. well done, DR. Fulton, thank you. all right, DR. Fulton if they MAY not need a full-time nurse, what if during the school year, one of those schools, have students enrolled one or two with significant medical issues, what wobt process then? Would there be adjustments to

have a nurse at that school or how would that be handled? simone, chief student services officer, DR. Holness what happens is as students en roll if they have individual needs, we review those with the family, with the release of the medical professional and then a nurse would be bro rided if that was something that as DR. Fulton mentioned, that that onsite level could not do because it rows to the level of needing a nurse. It's a fluid situation we have sometimes weeks where we have two nurse sxz sometimes not. We're providing that support where it's needed. thank you, and DR. Fulton, I would encourage for the schools and I'm moving over to the concern about roll over funds. For schools that there is something in place to encourage the schools to spend the money, it

should not be rolling over, that's why they have it. I used to be the chair of a couple of council. So those funds should be spent. So what, what can we put in place to ensure that the schools that are not spending that they're helped into how to spend? 1234689 DR. Fulton. so right now, we have not received the funds. When that comes, we do a mass communication and we can recommunicate the importance of spend iting done. I do know that sack committee, governs that too. And we can monitor it at the district levels. And we can say hey, I noticed your budget is not moving make sure you spend it. and itle be interesting to see the schools that are not doing it. I'm sure majority of them are, but there MAY be a

trnd in schools that are not spending the money. I hope we can identify those schools and help those principal to spend the funds. So regarding the diversity, the diversity committee made a recommendation, while the diversity committee is requesting that the district provide committee with a arrest data by school, and that the district provides referrals suspension, expulsion and the data will need to have demographical. Is there a concern voe priding this information to the information committee. It appears this is relevant to what they do and information that they determine is necessary to do their jobs better? DR. Fulton? there is not a concern. I know the request came to DR. Washington's office and providing that data that we're readily able to do. The only concern, my understand is is the request is to get it broken

down by schools and then demographic identifiers. If there is an example of less than 10, once you have a small example, you can probably identify who that kid is and we don't want to do that. So if the example is less than 10, welcome do that. But by district as a general data, we can provide that and I think we have been but will continue to do that. okay, so DR. Fulton, I believe I recall that this information was requested in the past. It seems very familiar so. What is the time frame so which this can be provided to them based on the constraints that you have to provide this information. DR. Washington? good morning, again. The suspension expulsion discipline referral data is provided every year in the annual report. The new, data request was

the request da that was is da that ha not been previouslyly requesesd and thatat wiwi be provided to thehe committee DR. Washgtononcan yoyou provide a committee within a time frame that you can get this information. yes, we'll get this done this month. I have a few months MADAM Dhair and then I'll be done. In terms, I believe I heard a comment, it might have been from the diversity chair, I cannot recall, raggeder metal detectors. I don't know if chief gregory can answer this, but attribute a decline of vapor use to the use of metal detectors? Is there somebody? good morning, michael gregory chief safety and security officer. I would be hesitant to say that the met cal detectors caused the decline in vape incidents that were reported. However we do notice a correlation between the

two statistics. The implementation of the vape detectors correlate with the decline as opposed to the decline year to iar and the number of incidents that were reported and that next year after the vape, after the met cal detectors were installed so I think we can go that far. okay, so chief gregory, would you be automobile to provide the board with any type of data to suggest that metal detector result in a decline in vaping? we can to speak to the correlation, I can't 100 percent say it was the cause, I don't have empirical evidence to say it caused it and we can expect that occur where ever we roll them out. I understand. But I was wondering and I'm not sure who would this be directed to, if your department can provide some research data

whether or not metal detectors result in a decline in schools? we can provide a foum. and lastly, what are the benefits and challenges to having metal detectors in broward county schools. there are a few. Particularly the implementation rurz a staffing commitment to use them appropriately, to be able to inspect the students going through the system to be able to pull those aside, that have an alert and can the other staff keep the line moving as well as overseer to intervene if there are any questions on searching and alike. To be able to address those situations. There there is a staffing as well as the equipment cost which is, wouldn't be much different than it is at the high school level so we know what that number looks like. so chief gregory, do you see any

benefits to broward county schools having metal detectors. In middle schools, you did mention the challenges what are the benefits would you say? they would be equivalent to those we see in the high schools. It would be another layer of security in which, we can identify weapons po teptionly examine other firearms and like that, maybe attempted to be brought into campus. thank you, and I'll go on my last topic which is test iting. I did hear some concerns about testing anxiety and we heard in the past testing anxiety and some is attributed to the amount of testing that we're doing. And some MAY attribute to the content of the testing and so on and so forth. I think I'm more concerned as to why students understand why you're being tested. I believe it's important that that

is conveyed to students. For example, I received conflicting reasons when somebody is asked or students are asked or parents the purpose of say pm1 test anding fast. And some MAY not understand and I have seen that myself as to what is the reason for pm testing and sometimes we do comparative to pm one last year and this year and there is no comparison if you're comparing pm11 this year to pm1 last year. Starting at the grade level to determine what ranering gaps exist so that can be taught. So o the question is, do we could not have a to students and parents the why in tting as opposed to how many times we test and what initiatives we have in test by helping them understand the why. And lastly the purpose of at the timing

ral other is not to create stressed and to punish students, it's to determine what their knowledge base as teachers that they gather na knowledge base, that's the role of the district. So how do we address the why? And make sure students and parents understand? DR. Fulton? I think DR. Holness, you did a good job with framing that, I thought you were a teacher before. So I would say, you're correct in all fronts, the purn in stating the why behind why we do things in school, so students can have a understanding of their role but I will tell you, is that we using many different opportunities to commune caught to parents examine also to students, sometimes we leave them out of the equation, they need to understand the why. we call it red lighting ship. Most

schools do it during open house, tend to give a frame of what the role year was. Teachers also do it in their individual parent conferences when parents come in to have a conference. And when our students take the pm, there are reports that we provide for our students. I know schools MAY go above and beyond, and they MAY do their communication along with what we do and when the data is available it gives them a, a, a way to read it like what does it mean? Because when you get pm in one data, you MAY be very afraid, because it's data before instruction, what did my child know. And it also defendants them on all the standard. Some more likely the students has not been taught yet but it's given a frame of what they

know. If kids come in knowing a lot of information, let's accelerate them. So we need to continue to ensure. It needs to be broken down. But most importantly, it's important that our students understand the testing and they understand the importance of doing well because what we don't want is students to not take it important because the results are important for us because it helps guide the next steps for our students and also if has mauj or I mplications especially for high school students. Getting into college. We will continue exploring other avenues that MAY have been untouched to make sure that our parents understand the testing but most importantly our students to ease the anxiety. You think it's natural. I understand. So DR. Fulton, this is the teacher part of my. At the beginning of the

school year and I've had those complaints on a reasonable level come to me as well. That the parents are concerned when pm1 concerns come out and students has a level 2 that this is impactful to the students self-esteem thinking that they are starting off on the wrong footage. For one, students don't start out starting denraitd. Secondly parents are not filled with anxiety that my students are starting out not doing well. How do we could not have a what it is we're doing? We're not doing a good job because I'm getting those concerns from the parents and students. It's consequencetial because once their motivation is diminished that impacts the rest of the school year. How do we properly make sure there is an action plan in place that all of our students, that all of our

teachers understand how to convey the message that they start off and knowing that this is okay, this is what I'm lacking and I'm going to gather this information by the time I get to pm3. so the communication of things that we're doing. it's known that pm1 is informative and M.P. 1 is used to goal set and that's the most important way to use pm1. Now I want a goal set, where do I want to be when pm2 comes and you use that data, to monitor did I not meet my goals. So pm1 data, while it's not important, it's important to set the course and set goals for that particular year. That happens the best way to make sure it's translated. Most of the classes when you go toxer you can ask the students what are

your goals, they can open and show you, this is where I was for pm1 and this is my goal for pm2 and the other question is, tell me how you're going to get there examine I always want to know the plan is. understand so coming next school yae, I know teachers come in a week before students, can that be an emphasis for teachers to train how to convey this to their students to ease the anxiety for testing? So they don't start off thinking they're failing. Can that be part of the teacher preschool in AUGUST before they start training? Or that, you know, that we provide yearly? it can be and also it's a message that we communicate not just at the ging but throughout the year on the usage of data. Data is just informing

it's not to make the decisions where the students feel they're not good enough. The reset should always be at the beginning. MADAM Chair, thank you so much. And I'll just mention that it's important to all of our students and parents for us, we don't want any student to have testing anxiety. And the main way to assist with that is to ensure that our students understand why and why we're testing. Thank you MADAM Chair. thank you. MS. Rupert. really quickly, I concur with the human relations and diversities motions, I'm supportive of that. On the point which I think came from central dic, more paper base testing and obviously problems with performance matters. More paper base testing essential in the elementary schools as it actually pertains to performance matters. Because performance matters for the younger kids, he

can't scroll back and see as a reading teacher, you give kids the clues examine that's in their toolbox and that's what they learn to do. If they go back to the top and go back examine read the question. So we have to find some way to be able to correct this because, as you know, as a reading teacher, kids the majority if given more time or put in a paper base testing, do better than when they're in their computer especially in the younger grades. The fts liason being out and they couldn't meet for that reason. The fact that it was also not advertised, what can we put in handle procedure to avoid this in the future? MADAM Chair, when it was brought up, we were working behind the scenes to do that. when can we

expect that? it's done. Okay. That's good. Okay. The superintendent task force report, I appreciate the hard work that every one does and, you know, I definitely appreciate the chairs of all of separate committees as well. Teacher input before purchases, when I was first a chair, I've been a chair, first school board member truly, the committees and I'm just going to say t they were much more appreciated and utilized for their expertise. And, what I mean for that, and there is a reason for many of our committee. Teacher input before purposes and that's with our tech committee. It would make it a lot easier if the issues are kind of fixed, when when it goes to that committee examine it's veted through them. The same thing with diversity, ese, we make a lot of our problems

with our committee by not giving them, not only the opportunity and the time but the respect that they need and should have. So, I know we're going to talk about that later but I just truly, it maukz our jobs easier, I can tell you that. And I MISS The connections that I have with all the committees. It's truly, a same that their voices have been diminished and I hope that this board rectifies that situation. i think that was it on that. And I once again, I appreciate all the work that you all put into everything and looking forward to the further conversations so thanks. thank you, MS. Leonardi? thank you, with regard to the school lunch, I was really excited to see that we have an easy place to donate student lunch, so I'm very

excited about that. Can somebody walk me through what happens with that money? So like I am, generous community member, I donate $500 through that website. Where does that? Who decides where that money goes? How does that money get to where it's going? so I'm going to see if wanda paul, can you address that? good morning, through the chair. So the money is donated or and if it's designated to a certain school, it will go to the school. If it's not, then it will just go to where we have deficits across the district. okay, I mean, how -- like there is deficits across the district. so it's managed through MS. Mary moulder in our food nutrition department. As I said, that money stays within the city. But others, where we have deficits, the $500 has been

for each school has been just basically used effectively. And so, so similar to you know, how they manage the financial aspects of the department, they go and they try to he raise the deficit at our schools but that's, again, the debt is more than the money we have. And so, we will continue as a said previously to reach out to parents to let them know that the students are carrying a deficit. But also, I think there was a question about if a student pays in cash, is there a convenience charge? There is not a convenience charge if they pay at the school and they don't go through think school books. That's where the convenience charge is implemented. So MS. Leonardi, I hope I answered your question. yes, maybe I'll ask for a follow-up, I'll send

an email. I would really like to know, how much, I'm looking at the website now, and it says donation designation, anding it's not required nor should it be. I want to know how much money is sitting in that account and how it's desueded where it's distributed. Having some trans parnt see around that will be helpful just tone sure that, as we heard today as I continue to hear, there are schools that have needs. So just macking sure that the money gets to the schools with needs. we'll address those concerns and post on the website. A memo comimi out, I just haveve reviview d let drdr fulton review it, I just got off the phone with MS. Moulder, so we've been working on that for awe while, to ensure that we get it right and that

we're keeping every one informed. We'll get that out shoterly. thank you. And one idea will be to have on this donation page to have the overall debt for the district listed so that people understand, like you know, if the overall debt is 10,000, somebody can wipe that out if they're so automobile to do. I just think, this is great, I'm glad we have this, and I think we can always be improving, so I would really love to see that happen. And then I just want to reiterate something which is concerns around test anding doing so electronically. I continue to hear from parents, and from teachers that it is increasably difficult to get accommodations. And I know that some of this is out of our control that the fast testing has to be done online. And

that we obviously have to prepare our stud ens for online testing. And whenever we can, I do hear that it is very difficult for students a to and navigate it online but, and I heard, repeatedly especially from elementary school parents that when their children are doing their work on the compute per, their children are very easily distracted by other things on the computer. So I hope that those concerns westbound a dreds quickly. if I might add, MADAM Chair to the cafeteria. I'm aware of that if children do bring cash to the calf tier ya, they do not get their change back, and it goes into their account, which he will real estate don't know how it would do that, but that has been the precedence for a long time. I have four children that have

gone tlut system. thank you for that input. MS. Bulman. thanks, chair. Thank you every one for your presentations and for, all of your hard work informing us of what is going on around the county, I really appreciate that. I just briefly for the diversity committee. Maybe we can talk about this outside of the meeteding but I would like to follow-up with you about the gulfstream situation, thank you for that bringing that up. I just wanted to circle back and I don't want to beat a dead horse about the roll over funds, because I'm still a little confused, I don't know if we've answered. I think it's really important that we're all on the same page about what funds are required to be oar and which the district has the ability that we're suppose to be

pebding funds for this year's students on this year's students. I think that's the policy that we're using right now. So instead of people being upset and confused and feel luke their money is being taken, I feel it's important that we're informing everybody about what funds will be taken over and which will not be, just communicating that, I think will put down on a lot of confusion and people being, people particular upset. For the, so if we can do that, cause I don't understand either so I can explain it MS. Bullet man, I did mention that we'll be committed to providing at least more frequent updates so principals can have the information. but MS. Morris was talking about ace funds and, they're not going to go over for particular school. So we have to be clear

what is going to roll over and what is not so every one is on the same page. understood, and that would be any funding provided. Thank you. thank you. And to the school lunch conversation, just in my experience as a parent, you know, we're getting I have no control over my kids are doing when they're at school. So apparently they're eating school lunch. I get constant text and he mails and calls that they have this debt but something that isn't vaubl is a link to pay the debt when you're getting the notice. So that's taking an extra step and I think an easier way for the parents to pay, would help because when people are donating to, the funds to pay the school debt, I want that to go to the kids that need that

assistance examine not people who have not paid because they dont know what is going on. We really have to come up with a policy or a way that we're going to address that. You did pay my student's debt but it came back again. but just so you know, the money is going to the right place. Taking it as easier as possible for the kids for the lunch to be paid for would be good for every one. So, that's my comments, thank you. Thanks guys. thank you and I have a few. And we'll finish this up. Going back on the school lunch, idea. So I, I'm confused a little bit and I don't think it's happening universally. So if a student get a courtesy meal should that not be charged to his account. so kids are

getting hot lunch. if somebody is giving a butter, it's weird to say. no butter. they're not giting that. They're getting whatever lunch is being served. but we're being told from people that have students that they're getting. we can get the schools but the process whether you can pay or not, they're getting a lunch. that's the concern, our thought was when we, when we did the money and agreed to it t I want to say if there is courtesy lunches passed out, I don't think our expectations was they were being charged for that. Although our preference is that they were getting a hot lunch. yaf, I think there is some confusion and this is where the fracture is. Every students is getting a froe. Also I'm up loeding money and if they did it, and I

paid for t they're giving him a free lunch. Because I can pay for his lunch. So he should be allowed to charge. Whether it goes, you cannot get a prom ticket unlessing you pay this. Has one way to handle it and you can also identify students who while they're not bringing money, the social worker they can each out to the sandwiches. The answer that I got from the district, from the district, that butter sandwich is that, they -- that those funds go. My son does not need the money from the district. There is no universal plan. actually, there is. yeah, I don't know how we would know ho identify the difference, but. MS. Paul. so I mentioned and thank you for that, so we are in transition we are going to revert back to the

wild butter sandwich but I want to give you notice. We're serving hot meals now but we have to make that conversion. And in terms of the secondary level, where we see an increase in debt, we're going to attack that first and our intent is to, provide the money for those students that need tt most and that's mainly at the elementary level. So the memo will come out and we'll provide additional information on the website but we have to transition back to the free meals and no, they're not being charged for the wild sandwiches. okay and just listening to that, going back to the discussion, the board had, I believe the consensus on the board we didn't want anyone away walk out away with a wow sandwiches and they're not now, but what I'm hearing MS.

Paul say, they're reverting back to it. And that gives me pause, because the board gave direction and staff is changing the direction without bringing it to the board. I have, I think I understand why, because obviously, the amount owed now is going very quickly. But why would that not have come to us. sxibl it will, the memo will give us choices but our recommendation and again, this is ak dem you can -- academic prior to the memo going out and the superintendent's approval but I wanted to give you a heads up that we're running a tremendous amount of debt now, over access of 100 k across the district. So we have to pivot at some point. But we're not going to implement anything without the superintendent's knowledge or the board's approval. So that's kind of

where we are. The memo is setting that up. Where we are in terms of did the and we can break it down by region or by district, or whatever, we're going to put that on the website but we're running a tremendous amount of debt. There is a between the debt and abdominaling aur' debt. The debt is running high because people, think that you know, they are charging and not ak ware of the debt that they're incurring. So one of the campaigns we're going to do is provide that information on a website and possibly do the pop ups again which people are saying is annoying but it's a good way to reach out to people. And you know, just to be aware of what our financial status is on this and so automatic the recommendations I

heard from the committees are definitely important to kind of keep the communication flowing on this. okay. we're at 60 percent free and reduced at this point, 59.6 so the meal applications are still increasing for free and reduced. So naz an important part of this too. Again, we will proride that information to the board as well as the public shortly. okay, and I would, DR. Fulton asked that it maybe come back to us in a workshop setting so we can have a discussion as a board moving forward before any changes are made. Thank you. Okay. And the last thing, that I, two things. Back to the school funds, so, I have a couple of questions cause MS. Batista lewded to it, can you tell us where the school accountability funds come from? I know they come

from the state but you said accountser you said something about the lottery money? So are the cool accountability funs the only one we get from the lot see to the state. ms. Batista? according to the statute, that's what it looks like. But I would like this, MS. Johnson to chime in on that. okay beinger MS. Johnson. can you repeat the question. the school accountability funds, I know that money comes from the state, MS. Batista lewded to the fact that it came from the lottery, can you just verify that and is that the only money we get from the lottery. I was under the impression that a lot of money we receive from the lottery was taking back. okay, through the chair. There is no lottery money that is coming from the state to the district.

Last year of that was 2020. okay. Where so where is the accountability fund? Is that just a-line item in the state budget to understand this, a lost funds that has been carrying over year to year doesn't have that specific statute or requirement. What is required for workforce dollars to be carried over, school recognition dollars to be carried over from the state. ?Fm okay. So, if the school spends all of their accountability funds, this year, luke last year. And they are waiting for their ability funds. Don't they have to, it's a sack, all of those funds are accounted for in terms of what your zip code is. So if you have that and the money is not here, like, are they just in limbo until the funds get released? there MAY be some confusion and we

MAY have to do a follow-up. Sometimes sometimes the words are used interchangeable. School accountability funds and school recognition funds are two different fundsing streams. They're not the same thing. That's based on how students perform. So if you become a school board, you get informing nition funds. And for alternative schools our behavior center that get ratings, if they get commendable funding, that is different. And not any wool will get that. And I believe you're speaking about accountability funds where the annual appropriation stopped in 2020. So it was per f T.D., 10 or 50 dollars I cannot remember but you got that every year. That doesn't come anymore but what, we're speaking is the money that has been sitting in those accounts from roll overs from the year since then. But additionally, in that account, what we

do put is a classroom wallet return monies. Every teacher will get $300 to spend as they wish. And anytime there is anything that is not spent from that 10,000 it goes to the school accountability. so just to be clear, school accountability used to be receive funding from the lottery it doesn't anymore. But stun, om money that goes in there is school recognition, that schools get clearly depending on their academic performance for lack of a better. yes, but MS. Johnson trying correct me if I'm getting it wrong. that's correct. We're expecting that those finsed if I. It will be allocated to just schools. okay. And then the funding is tied to the sip goals because that's how they use pay for the goals? We're now four days into NOVEMBER, so do we have an idea when

that money is going to be released to them. You said it had not come yet. the school recognition funds? yeah. we're waiting for school recognition funds. It has not always bnt same time every year. okay, so they should be expecting the funds. we're waiting. We're just waiting for the funding. okay, and then the ace kp funds and all of that. So that money, does it roll over if they don't use it all? I heard this from principals before, let's just say, their cape money, they're keeping it because they want a big item but they can't pay for it in this year, so it rolls over so they can get enough to get it the next year. So does that money continue to roll over, we heard that it didn't? And if the money is gone,

where does it go? I know the district takes a portion of it, is it as a certain point if they don't lose it, it goes back to the district? They heard the money disappeared but we don't know where that money landed? I'll have MS. Johnson give a better explanation. the cape funding all those have different requirement they are for students but certification and things that they're suppose to spend to support kids. Staoumz there is a lack of reconciling what the money should be spent on. Currently, they're using, over expenditure happening on the avenue fund. Then you see your indicate funding not being utilized, you really ate up into some of that funding source. So it's important that we reconcile the funding too. Because we had overage expenditure of last fiscal year at the school site

as well as district office forever 1100 million dollars. would it affect privacy like if you know, there is 10 people, you could ascertain which two if there is ten in a class. So I just want to address it so there is a clear understanding why there is a concern, because they brought it up and I know we're really trying to get the cameras into the classrooms. yeah, we had the same concern because of the small class sizes for many of our students with disability we were concerned that does pin point, so we stick to the language so respect the parent allege right for people who want to say yes and for people who don't want to say yes, he we want to make sure that their privacy is protected. We have parents that have said

I know there is ten people and everybody says that they signed it and sthe want to know who didn't sign it, we're not giving out any of that information, we have said that the classroom has met or has not met the criteria. and is there a, something where it lists all the classrooms that would be eligible and would that make sense? Or is that also kind of overreaching in the privacy and do we really want to tell people? I'm just asking questions out loud? we're going to say yes on the overreaching. maybe I'll speak to that. Because this directly affects, it relates to a motion that we brought and a request is being asked as to why I can explain some of the why, I did touch upon it. As you MAY clear at our

meeting at our eagan mentioned, that I po liensing identify students and DR. Fulton just said in a previous item. Ten or more, you can provide data. And we also made the point, there are other ways you can do it maybe like a green lighting, nowhere getting parent consent, recognizing that we don't even have a list of which schools have it and which don't. Recognize the data that you get. And who I don't get it, I have to read about it in facebook. if the form did, if a motion was responded to and the form has gone on the bcps website, we also ask for bcps website, the school website, and to ese advisory, I've had nothing. I would like to go when if went on the bcps web siter and also when we walk going

on the website, also not addressing the fact we want paper forms going out to parents who haven't yet submitted a form for whatever reason, so they have in their hands a piece of paper to sign. thank you, is it possible to send a form? How many have not filled it out? I know we get them monthly. How many have said no and how many classrooms have cameras, is it possible to know what family, what students haven't responded in at all and send them paper forms. yes, the schools request do that and we encourage them to do that when we have them reaching out. We did the district wide communication first and we feel that parents respond best to people they know. So we encourage them to do that and we have encouraged schools to send

the paper forms if they're not getting the electronic version because they cannot upload it and they can still get load as soon as they get that form back and it's uploaded. MADAM Chair, MAY I make a important point about the data. We've been told that, the latest, -- I just 37 after 1100 classes had had full consent of which 28 had been activated. We have established of those figures given of how many parents have responded. The initial notification asking people to respond, went out to way more than just the 8,000 parents who's students are in these ese classrooms. It went out to every students with a disability other than gifted and speech only and language only students. So we have a real big difficulty with the data that is not being widle down, how many

responses from people that are relevant. They could be nothing to do but they just signed a form anyway. You're getting the same data. thank you. We'll look at that later. Okay. Thank you so much, and thank you all for coming today. And bringing us the issues for the time that you take to discuss this and you know, we appreciate you very very much. We are going to -- oh I'm sorry. I didn't see. I just need one minute. In regards to from the beginning of the school year is it a true statement that all cuds were provide a free lunch if they didn't have the money to pay for it. yes. so I have a problem with that, because that was not ubl, the intent of this board. If somebody is living in a million

dollars house, they should not be provided a free lunch. So we need to go back and figure this out. Because the students that need the free lunch are not getting it, and wupz that can afford to pay for it, can afford to pay for it. I'll leave it at that. what I will say, there is an amnesty, the question was at the beginning of the year, up until I think, OCTOBER everybody will get a free lunch while we're doing the application period. I just wanted to answer based on that. I still have a problem with that. I received a letter and he has a link to the broward food association with the google maps link, I think that is amazing. It provides where you can find meals and foodbank so if we can put the

link somewhere in our website, it would be greatly appreciated. I just emailed MS. Perez to send it to parents about five minutes ago. huh, we're on the same brain wave. And I know in the past, I think, we should be connecting with our local radio stations to have those type of donations going on our radio stations. Thank you. thank you. And that concludes our first item. So our next item is going to be ruled development for policy 1070 advisory committees and their membership. We're going to have a presentation by staff and then, we will be joined by a member of the superintendent's task force when we get to questions. And since it is rule making that means the public will have the opportunity to ask staff questions. For so we can thank all of our

amazing people who donated. Presentation on policy 1070. MADAM Depositity mayor. -- deputy mayor. if you want a presentation, we're a little behihi,, isiswas presenenteon augugust 12th, so isis is the cocond wowoshshop before the final vote in a board meeting. So most of the changes are from AUGUST 12 workshop that board memebers gave us. I guess, I'll leave it to my colleagues are you okay with no presentation and just go straight to questions? Okay. I just don't want to get yelled at again. Okay, we'll go to public comment. And again I just want to remind every one, this is a rule-making workshop so you can ask questions if you're asking a question, of staff, the clock will stop for them to answer it. So the clock will only run while you're asking a question. If you're

just giving public comment, the clock will run through the three minutes. So I know, I just want to make sure that every one is aware of that. So the first person for public comment is natalie lynch-walsh. good morning, before I start, I have because I like to educate, I have three handouts before we get rolling here. And we used to have a process for handouts, we don't seem to have that anymore and I see we're at 2:47 and I have not started yet. Thank you. on all policies, this is the one you're going to roll the clock on. please restart the clock, she just was asking before we went. thank you. not a good start, guys. Not a good start. So this for me, is where we draw the line in the sand. Today. Starting

today, if we do not do the right things today, that gets factored into the rebuttal I'm writing. And I know you guys are thinking, when is this rebuttal, I don't fling things out there, I'm like a slow burn, it will be documented like a dissertation and then conclusion sxz complaints. This is not the board's doing, this is staff. Specifically, your superintendent and your general counsel, but you guys are always worried about your chief auditor for some reason. So the handouts that you just received, one the first one is a matrix with the language that was removed from 1070 when the committee back in 20211 was bamboozled into it removing it. That needs to go back in. Because the problem we have with this language, is, the language that is currently in there, gets us into

violating 120.52 and that pesky thing called, unvalid exercise, invalid exercise of delegated legislative authority. So one of your handouts is the matrix, the second one is the background information on that state, on the statute that gives you five years to gets your rules in order. And you have to review the rules for these several things. The definition of a, of an invalid exercise of delegated legislative authority and what I've done is mapped the language that gives, your superintendent, unbridaled discretion which is what you're superintendent exercised on 5-29 of this year when we sent me a letter removing pe me from all committees based on a pack of lies, which everybody knows is not true but nobody has done anything about. All you have to do is to fix is is restore the language that was

removed. This policy also references policy 24099 which has what would disqualify you a awe volunteer by further referencing 2404. There is also an aging opinion on providing guidelines to your superintendent. So you have board memebers have a process, it makes no sense for non board appointees to not have a process, so you're in violation of a, d and c by not putting that language back in. Thank you. And I think there is a number of people behind me. the next speaker is laticia graves. okay, I understand this is a workshop. I will be very directly to the point. Good morning, chair and staff and board. I am ask that you adopt the recommendation in process. Keep the term limits for the chair, specify removal process as well as to do public facing for volunteer interest.

My other point that I do want to bring up in regards to policy 670 on thursday OCTOBER the 9th, I was appointed to the diversity committee, as a chair and I know this is a workshop not a school board so it's going to be a question. As a nominating committee, I do know that school board says, see something, say something, on the bylaw that a chair nor vice chair can be a school board employees. It was stated by the chair it can be, staff did tell the chair that the policy does shrink the bylaws. I took the initiative after taking my ethnic train examining keeping -- to get clarification. I did ask her to reach out to the general council. The general counsel did respond back and did state, that school district employee serving as

a chair or vice chair diversity committee the answer was no. By law adopted JUNE 18, 2024 clearly states that the chair or vice chair could not be a employee while they govern how they operate. Nothing that operates the bylaw restriction. So I just want to know that they did do the elections and I was removed prior to the election, I actually happening for the vice chair. The vice chair, processes was ran by the chair who did the nomination process examine they elected a school board employee and they did based on john sullivan's email saying that he was okay with vice chair being a school employee examine his email was read into the minutes. So you MAY want to align your bylaw and policies. I'm here for the children, I'm here to do what is right.

I see something that is not right, I'm going to do what is right and I follow us in writing. So hopeful re, there can be some consistency going on. DR. Washington was there for the process, whether the chair did the process for vice chair, which, I think that's robert rules of order but I'm not an attorney. Thank you. thank you, the next public speaker is DR. Trudy. Speaker: my name DR. Trudy virmanvich and once again, I have to use my teacher voice, and remind you're not suppose to be working on computers and you're suppose to be looking at the speaker as they speak whether ots on dais or up here. I began my one of my experience experience in broward koupt' were parents examine business reps and other community members. For policies, policy 1070, I

hope you keep the language as close to the present policy as possible since it has recently been reviewed and approved in 2024. Those committee members and I agree, that we do not believe you should replace chair persons every two years. Learning to run a committee takes time and commitment. The two-year terms should remain in policy. For some reason, it appears that this board is not listening to those who have been volunteers in this district. You still are not watching, sorry. Eyes up here. For some reason, it appears that this board is not listening. The board has flip flopped several times, on your direction. My, I would remind that you you probably did not like being term limited and you're paying the same as a beginning teacher for the part-time job that you do. You also

have a full-time secretary and many people at your district at your disposal, these volunteers don't have that. They have one other person in the district to help and that's great. You need to think about what you're doing, my question is, why didn't the board a law a complete report from the committee? When will the committee get at least half an hour so they can introduce the training manuals and talk about how 1070 should remain the same. I would like an answer to that, thank you. Next up is terry. Oh. The question to the staff. You don't. Okay, MR. Sullivan, but it's to specifically the policy changes. Speaker: it is a policy. I want to know why the committee a doctorsing, does not give some kind of a report. they did give a report. They gave

a report a couple of months ago. Speaker: I'm sorry. This is why I need to go over it. thank you, thank you for that. MR. Sullivan do you want to answer why it wasn't? the final report was given to the board a couple of months ago, AUGUST 12th so I didn't feel, our time is limited, we only have 8 hours for a workshop. okay, next. hello, terry lopez price, I'm a career educator and vice PRESIDENT Of student teacher, I have never seen her so angry and it really is something to look at. To see how the time that the volunteers are putting in, is being messed around with. When I think you don't understand how important the community voices are and it really bothers me as somebody who almost two decades have been on the

district council, I was first appointed anne murray since about 2008 I served and now I'm on the committee as well and I've done a lot of work with the equity and diversity committee because I happen to have taught children of poverty and it was important for me to have the voiced heard of those students. These people work, they bring their time, these rooms are filled in the evening after they have worked a full-time job and they are, you know, really really trying hard to get messages to you. And I'll be honest after all the years of my trying to speak about what is going on, sometimes I feel luke you don't want it hear the messages. And it's unfortunate, but you know, we want to be heard. And we want like she said to be

looked at when we're here, we want to understand that you're hearing us. It's very wrong for to you limit it to two years. These people are elected by their committees on a yearly basis up to four years. And it takes that long to learn what you need to do. And if our committees need to extend their time, that shouldn't be your problem. That should not be your concern. There are a lot of things happening, we have disappearing money, lottery money that does not come in. We've got a lot that it you can busy yourselves to pay people in this county and yet you want to limit the time of volunteers who come. I know almost all of these people because I'm in those rooms with them. I see how hard they work and I see

today that you actually weren't listen and giving back and forth which is really good. But I'm going to ask you to please, make sure that you don't involve yourselves in limiting the amount of time that our committees are able to choose the people on those committees. They work hard and they care, when I brought forth a situation, I heard a book called voices in the halls, I wanted my students, please to be heard. And these committee people herd heard them and things changed and I was on the subcommittee to change how we grade things. These are important things that we're talking about. We're talking about all the students and it's on our time. And I'm asking you to please stay away from the input time and how long they can serve. thank you, next is

brooke boardy. Speaker: and I do have a question, why? is this mike on? I would like to start by pointing out that the current red line was not directed by the board on AUGUST 12th, it was also not what was presented to you on that day. There have been substantial changes made and for staff to not present about those changes I feel misleading. It's not what you already read and I urge you to look at the changes and compare to what you directed staff to include. We're here today on a fourth workshop on policy 1070 with workshop occurring on MARCH 4, and JUNE 24th and AUGUST 12th. This comes after the policy was a reviewed and approved in 2022 following input from the policy 1.7 work group which was another task force that worked to

give you input on what this policy should look like. This is not normal t.Amounts to an xortbent amount of time. I ask that you hear from speakers including the four-year term limit. I hope to see that the agendas going forward focus on student centered issues and the largest challenges facing this district and public education. Thank you. thank you very much. Next is MR. Pete. good morning, I was fortunate enough to be picked for this committee, I cannot tell you how many hours we spent working on things. But the committee discussed all the policy changes. Some of those were changed within the policy, others such as, who can serve in the committee and length of time, were not agreed to as agreed in the final format. And I would like to make three fairly simple suggestions.

One is, I do think that, school board employees should be allowed to serve on committees. I think they provide input where they're inside and many people are outside of that. Second, I don't think that a person should serve on more than one committee unless it's a special a siepment done by the superintendent or by school board memebers. I think that increases the number of people who provide input to the community. If you have one person serving on five different committees and a lot of times people don't show up to give the report, you have one person speaking and you're not giving a breathe of experience. The other thing which I would suggest is that it does take time to learn how to be the chair of committee. And I do think the two-year restriction is

too short. Thank you. thank you. Next is mary ferdic. Speaker: good morning. I don't really have a lot written out so I hope this comes out well. But I do want to say this, there is no way to estimate the true value of community involvement in our schools, either economically or what they give to you as far as the ideas they bring to the table or whatever. And volunteers work tirelessly throughout the district to support the entire public education in broward county and having worked with the community task force for many years and having forum wz school base people, I'm always kind of overwhelms by our our school base volunteers doas llll as r distririct vununtes. We have to have these people if we're going to continue as a vital school system. Capturing their input

as well as the input of those who are not involved is critical as if we're going to thrive as a district. And it's imperative that 1070 facilitate this, we had a final meeting, and we're following the lead of our chair when I focus in on page 17 of 19 number 4, and read, that if you are, this is totally changed from what was there before. I didn't bring this to handout to you, but I could, I could show you the previous person. So if you pass this as is, I will no longer be able to serve on the parent task force because I was the outgoing chair. So with the end of my service as chair, wobble the end of my service with that committee. Now is this probably incckly done? maybe. So my question

was and the question I'm asking to each one of you, and I have served not just the district and county and city but I've served on numerous community boards. So I would like to think I have a little bit of experience with being in boards and organizations. I have a question for you, who is writing this? We've given you a lot of suggestions and most of our meaningful suggestions are on the not-included list. So my question is, if it's not the input of the community, that is framing this conversation, who is writing this? Who is giving you these red line versions? Who is the author that seem to change from time to time. I believe in each and every one one of you. I said this last night when we spoke last night and I'm

looking at you MR. Cervera, you spoke out about your support of the community, several of you did, I believe you support us, and I believe we support you and when you get a final version of this it will be one that absolutely and enhances, encourages and promotes community parent involvement, thank you. thank you, next is erin gould. Speaker: hi I'm going to keep, you heard from mre a couple of times about this policy. But I want to reiterate a couple of points that I already made. one of those is exactly what mary said, I do believe that each of you, welcomes community input, wants parents to show up and participate. We have to make sure that our policies and the process that governs the creation of those policies aligns with those values. So that is

first examine for most and we've had many people point out ushz with how we've gotten here and maybe we have not followed that vision. I want to specific speak to one piece of this red line that concerns me and that is the removal of the cataloguing of community recommendations. We've taken that out. Want a responsive process for that. And it was not just for the benefit of community members, it was actually for the benefit of board memebers. We heard board memebers say, I'm just hearing this about this for the first time. Or I didn't realize that, or I'm a visual learner, when I hear reports verbally, I don't always process it accurately. That's critical and I'm worried about us losing that. And it does refer to policy 1070, that's just one very specific point. I

think it's important for us to consider. One more thing and people have spoken to issues with term limits. I'm very afraid to lose mary from the task force, so if just for that, if you can remove that provision, about chairs not being in a committee after two years. but the reality is, our task force and I think this board has tried to start putting things in place, that will expand the diversity of who is participating in these committees. The school board cannot exist in isolation, you need committees giving you good input. But the reality is, those things are going to take time. So cutting down now on who can serve as chair and who serve on committees how they give you input it can happen right now. We have to give time for these other

recommendation to see sort o of take hold and thn maub down the line, those things would work. But right now the pieces that are in here are going to decimate these group of people and more broader who is showing up. Thank you. thank you. And next is jackie losskom. my apologies, if I set the tone up here a little bit. I am done with this process. I am done with the insult, the con sendingization and contempt. That is constantly meeted out to advise reese and committees and volunteers just trying to do their frickin' job. We need to stop. You got more important things to talk about. Look what happens with we talk collaborative. I'm sure they know their jobs but they don't know ours. For about the last year, some of us have been reduced

as we are now to talking to you to save the future of our advisories in three-minute increments because some of us were not important enough to be on the task force. We had one committee represented twice, we had people who nothing do with us and had no out reach and I totally admire the people who kept things going properly. In 2022, policy 1070 went through an ebbsings haas tiff process, a dedicated committee metaphor over a year. The result was policy that mostly recognized the challenges of volunteerism and advising ethicacy. For this board to reopen that process examine look to dismantle the mechanisms put in place to help the advisory survive, takes us back in the opposite direction, this red line and proposes plowing ahead without the consequences or those that will affect. I would like

to stop the clock and it feels like a ridiculous show, but I've got a question who when we ask a question, is going to answer it? So please stop my clock, I would like to know who is going to answer questions when we have them? We've had three or four people ask questions and nobody has anything. Mary asked the question. It's entirely relevant because we started this item up with you being told that you have seen the presentation. Well if you have not noticed for yourselves, the anger out here is about the fact that you have been presented with an entirely red line with things from nowhere that even you didn't direct, stop the clock please. So the question is who did the red line, that's not coming out of my time. This is how

ridiculous. We've reduced to this horrible process of having to beg for our survival at a lectrum. You need to drop this whole item and move on. We're talking about how you're going to feed kids and we have not resolved that and but you want to spend time over and over doejing and that is what it is, your advisories. Please stop. We've had this process, the superintendent wanted shut us down, we read about it at papers at 9:00 o'clock at night. And mergers that is going to make more accountability and transparency, seeing one of the office over there, sitting lag, at me saying this now is just about summing up where we're at. Laughing at the distress and the demeaning spectacle that we're rediced here of nobody understanding what advisories do because if you did, you

would not be entertaining these proposals. I am so done with it, we asked a question. I want an answer. can you please answer the question, who wrote the red line. I did. I'm responsible for the policy. somebody asked a question. so my question. . You asked him a question, he asked for somebody to say, liar the issue is back at forth. don't look at me, I didn't say that. but somebody answered it and that's the answer. I did not say liar. My second question stht same presentation, the as it was before. I never said it was same, it was the based on the AUGUST 12th feedback. you were said, do we need the presentation. that's not what I said. now strike through, targeting esol, the three grass roots advisories established to represent for specific students

sub populations, the reason the clause is there has been explained over examine over and in fact, it's qualified by language later in the same paragraph that has not been removed, again this is an entire hot mess. Again I've got 14 seconds to survive, I was not suppose to be in the task force examine we're reduced to this nonsense at a microphone. This is not acceptable red line, you need to get rid of this item and move on! thank you. Next is -- Speaker: and loop the policy if you're going to pursue it. Speaker: nicole morris. Why? You have to be more specific. Okay, so I'll say this, this item was asked to be brought back by a board member months ago and it's turned into this. But the why why staff did not bring back,

it was asked to be brought back by a board member. Nicole morris. Yes, please, we need to stop. MS. Morris. Speaker: okay, good morning. I just want to start by reminding you all, we're here because we have kids or had kids in the district. So we're here for a purpose that serves our families and whether that grew into something bigger to help serve other families, it started with a pure intention and I believe that you all are sitting on the school board have worked with a lot of you. I believe that you have really good intentions. I think that there is, maybe a fracture relationship with advisories in the district, but I think that we're here for that our children. So let's keep that in mind. Term limits, I, I don't understand why we would

change it from two to four. It's hard to get somebody as a chair, you all serve for four times, four to two, I'm so dis come bob lated right now, that gives us time to do the work. My my son graduates next year. Please allow them to stay at four years, would you not want to be cut to two years. Removal of a chair, I just don't agree with that t.If the body elected somebody, it should be sent to the body to decide whether that person is removed. Unlessing somebody just ran over somebody with their car that morning, why we pull somebody na we elected to our voice. Motions on the agenda, so the recommendation process, our liasons are not clear how we're going to give recommendations to you. i have twice given recommendations or

brought a motion that wasn't, that nobody picked up on, I sent questions to MS. Hixon, thank you for getting those answers to us, because it's extremely extremely frustrating when our committees bring us concerns, we bring it to you. The superintendent says we'll get back to you, and then the next month you ask the same questions and he says we'll get back to you. And I would like to remind you, you said no. We hope that instead, that you'll figure out a way to help us with move our agendas forward with forward facing, that's what, the word that everybody likes to use. A way for us to track the answers. Some of the commites, theirly say -- liasons, jackie here has been in the district the longest. She's never seen the form. So I know, I

know my motion was put on the agenda because I asked for it to be. Our liason need to be better trained to help us. I asked jackie to go out with me to broward estates elementary because there were some ese concerns, she took the day off of work, because she cared about somebody else's kid to go and make sure that they're being taken care of properly. So I hope the district would give respect, we want to be collaborative making sure that our kids and your kids are taken care of. thank you, and next is alan, and when you come up, please indicate what city you live in. alan, sonrise florida and also the gifted chair. These are interesting times, right now. I'm a new chair. It's okay. So I'm a new chair, but I started

volunteering about six or seven years ago, starting with I zone, being the gifted rep . Then I start going to the gifted advisory meetings, then I decided I'd step up to being gifted vice chair. I don't know y maybe I just felt comfortable at the time, that you know, I've been doing this for a while. Maybe it's my turn. So, that's where I'm at. So I did two years as vice chair and now I'm a new chair here. And this is going to be a hard sell to somebody else seeing how things are going on right now to bring in new talent to help cultivate people, these are going to hinder that tremendously. So we really need to sfik with the four years. Because I don't know, who I can get next, it's going to

take time. Training issues, I don't know how the liasons are getting trained. I thought I saw in the presentation that the training on the new website was done and the new website is rolled out. My understanding that our liason, got a bit of high-level train anding getting training on a calendar in a couple of days. so I'm kind of confused as to how something said was done, is still in the process. Maybe it's just the implementation is going on, I don't know if anybody can answer the question to the liason and how expansive it's going to be other than what I got, we got a high-level refreshing. okay, if you can stop his clock for a quick second. Can you answer the question about training. yes, training is continuously. They will receive train training and

will continue to receive training. does that answer. Do you want to be more specific? is there a hand book or guide that is going to be given out along with committee training? sure, we can develop a hand book for our liason, again we provided training. I'm sorry I have to interrupt. sorry, ma'am, it's his turn. Okay, thank you. Go ahead. Speaker: okay, I think I'm good now, thank you, sorry. thank you. Yes, thank you for thoughtfulness. Speaker: that's what I thought we were going to see in the presentation. thank you. You cannot yell out from the audience. Okay. Well it's done. You're time is done. Okay, we're going to move on to board discussion and just as we do that, I want to we're going to do something a little different. If you have a

question for specific committee chair, please let them know that you're going to ask them a question and they'll come up to the podium and they'll answer that question. MS. Dominique is here to answer general questions about the task force and any recommendations so you can direct those to her. But the another committees here, if you have a specific question for them, they'll be able to answer your question, which we typically don't do, but just let them know so they come to the podium and they can answer any questions. Any board member? I I ess I'llllstart. Have a upup o of things. So, on page I didn't ask who was going to go first. In general, there is a couple of places throughout the policy where the e esol council are all crossed out and basically,

it's where it's waving them and so, when I went to look at and I didn't find it anywhere but when I look at the bylaw of ese, ese has in their bylaw that they have a rotating membership which makes them a little different, than normal, not normal, sorry but other, committees so, when they're talking about the idea of training every one and then specifically membership, I believe the reason and I had this discussion with staff earlier, why were they, were were they there in the first place? if, if it didn't make sense to have them there. There must be something in the bylaws so I went to check on it and I could only find it in the ese, didn't really mention it and I could not find it in esol either, but I'm guessing,

if lucecom if you would within mind explain to go us what makes the ese unique this terms of membership that originally had them as being classified like school advisory forms, if you can please answer that. Speaker: well it goes back decades, so I can't account for how it originated. And thank you for asking us, that's the difficulty, we've had none of you ask us this before. And it's difficult to get anyone engaged and you're being told and it's gone off the rails. The reason we're different and there is a myth around the fact that we have obscured membership as a superintendent stated, no we don't. We have 7 elected offices, the 7 elected offices are required to do ethics training. We have nine school board appointees. The nine are required to do ethics training. All

of those people have names, faces and they sign-in and identifiable. As all, every other member of person who I'll stop while there is board member discussion going on. This is what we mean. So beyond that, then we have folks that come in the room who MAY come for public topic, they MAY come a long at the beginning of the week, and they MAY only come for two meetings. So ensure that we don't have any ol' person, going back, the school board has set bylaw that allowed us general membership who attended two out of the last two meetings. So they get a voting comp and that prevents it from anybody coming to one to pursue an agenda. Does that answer it? does for ese, I would like to ask the same question to the gifted chair.

If you don't mind coming up and explaining to us what your membership looks like. I'm trying to put those into context why those three were pulled out and if something has changed. Speaker: hello. Right now our membership primary consist of parents that show up to meeting on a rotating basis. We have small quaur wum to help adopt. We have a ten-member quorum that we need to conduct business, sometimes it's hard to get that. Our parents come for, their specific needs or if they have a specific complaints. okay, so in your bylaw, it doesn't, and maybe I was just looking at the wrong thing but in ese, that is specific that you have to go to two meetings in order to be considered general membership. Is there anybody in your bylaws or somewhere in policy that

stauts that your membership fluctuates? yes, I was just trying to find it. okay. I appreciate that. And is the esol committee chair still here? No? Okay. so with the gifted advisory, policy, it states that their quorum is five members. And in the esol policy it states that they're, I'm sorry gifted is 10 and esol is five members and they have an executive board and again because many of these committees focus, they come when they have issues, they don't come if they don't have issues. That executive board that is elected helps, qualify towards their quorum and those members are required to be trained. so, my issue isn't a whole lot on the training, I mean all members should have some kind of training. I get that part, my question is more on the membership piece of

it and why those three groups were initially pulled out as waivers, because they clearly somewhere, something set that membership different that allowed them to be waved as the school advisory forums are able to be waved. Because it was there, now it's being crossed out so I'm just trying to figure out does it make sense to leave it crossed out because I believe we had a school board ask for this to happen. I want to be clear why that came and workshop. Somebody said, why don't they just all follow the same rules. So I think it's important for us to understand that, so that we know whether it should be crossed out or just stay? So it looks like MS. Feraro and I don't want to start a precedent of that yes, but if you want

to just very briefly give us a history as to why that was there? Speaker: yes, ese and esol it was never meant for them to be have appointees. So therefore they had to scrutinize how their attendance was taken. And that's why gifted and esol never have appointed, it was never meant for them because it's suppose to be grass roots. That's part of it, the reason ese and gifted and esol was in the policy was to help them identify who gets what. Because for the last two decades, it thes been questioned and for who don't know, I've been around for 30 years. Other so now members coming in, as an officer, we wanted make sure there was consistency. And the language that was written here and in 1070, 95 was written by general counsel's office back

in office of 2021. We wanted to mack sure that every one was covered and every one understood their responsibilities because there were too many violation that's were occurring. I said to revise the policy for two years. So it was truly scrutinized as to what was placed in there and why. If you have any further questions. thank you so much. So my, my recommendation then based on all of that information is that, they should not be crossed out throughout here and there. Obviously, we're pulled out for reasons, that makes sense and so, I, that's my first thought. You can weigh in when you speak. The school board should vote on bylaw within three months of vote for a committee tlut district liason. MS. Batista, my does the school board have to approve the bylaw if they're

coming from a tem template that the school board has from the committee. so the question, is do they legally have to be approved? correct. if you're appointing committees and trying to have a standardization of what the committees look like, then the bylaws should come to the board for approval just to make sure that they're continuing to operate within the guidelines. right. So the second part of that was if the board were to give them a template and all they did was fill-in, the difference. That's what I'm saying. So even with the template where it's all the same information. I don't know, it keeps, sounds like it gets hung up that it's coming to us and we have not seen them ye. I know we had a discussion about this, earlier on. And the bylaw, seems

to be getting, I don't like the word stuck. But they're not coming to the board. I don't remember ever remembering voting on bylaw and I've been here for five years. i don't want to make policy that we're not following is the point, if we're not approving them but we haven't so we're not following our policy. And I know they have to do them every year. we come to the board, mentioned. Concern, policy, change. if I MAY, the template worked for a majority of advisories. And because of the differences in membership. Additionally when the 1.7 group. I can I understand the other committees would need to creator change that template. District advisory committed their policies and in 2020. And we jufpt got those back in OCTOBER of 28. To have something through the legal council and

it comes to us, it could be a bylaw if you choose to have that a vote for your committee for our office to review. But because I believe the, the actual template was put together by the general counsel office at some point, that they don't come back to us for review. okay, I was going to ask MR. Sullivan something but he got up. MR. Hill, maybe you can answer. When committees have bylaw, what is the process? Where does the bylaws go? thank you MADAM Chair, they do commit them to the liason and then filter through the for approval. For example if you go to the JUNE 18, board meeting, item pp11, they brought their policy with their red line their clean and red line as well as their bylaw. So if they're ready at the

time they bring the policy forward, they will include. But a lot of times they have approved their policy and they say we're still working on our bylaw so a lot of committees are working on the bylaw. But when they're ready to bring them back, it will go to the committee liason and then to the board as an agenda item but it does not go to the legal counsel's office, automatically. thank you for that answer and I know that MS. Alhadeff had asked for an update, I don't know if we received. yeah, she asked data to everything ha has submitted as well as what is pending and I do believe they have provided the list. okay, I would like to suggest that, the office of communication gifp us an update since they're not legal. It seems

to be a continual investigation. yes. thank you so much. chair the policy, 1070, governs the committees, they cannot make changes until 1070 is finalized. So although we have made changes and previously approved them, they all have to come back for review and revision to make sure that they fall in line with 1070. okay. All right, on page 17 of 19, couple of things here. So letter b, letter b is crossed out. I would like to ask that we keep it and redifferently. i would like to say, approved recommendation shall be catalogued by district staff which goes along with the 1020 policy and it can be referenced there if you want to. But I agree, with the comments that have been made this just trying to capture it from an auditory report, makes it difficult. We

have a process. If we have recommendations they get attached to the committee report, to me that's cataloguing and you present them to us. Which is the prod you're that we're following. So I would like to capture that in this process and if you have something else, you would like to say? chair, can I understand it from the menu when it comes to us. You said approved recommendations should be categoried? -- cal loged. no by district staff and presented to the board at committee report committees. thank you so much. Great change. thank you. And change of officers, a-letter 3, I said this I will continue to say t you can all chime in, but I also agree that it should be remain for four one-year terms. And that after there, after an advisory committee, following the

conclusion of term as chair. I think we don't have a long list of people, I understand the reason that it was recommended to reduce that to two, but I don't agree. so again, you can chime in when it's your turn, your turn. And at the end of the sentence, so I would like to get rid of number 4 but move part of number 4 to the end of number 3. So number 4 says a two-thirds majority vote of the member in good standing and in attendance is required to extend any chair's term beyond that described in section 11-a-3, you would not have to put in that part. But leave the two-thirds and end section a with that sentence, I don't believe that we anywhere including staff wanted to say, during the subsequent election cycle individuals

who have served two consecutive years as chair should not be eligible to the same committee. What that reads to every one, if you have been the chair, you cannot be in the committee again. I'm pretty sure that's an error. I think it's best to get rid of the section. Or if not, add a nomination or appointment as the chair but I don't think you need to put that because in numbmb 3, already y ys,, you u cacan only servrve as chair fofoa a rtrtai amount of titime. So number 4, add the first sentence to the end of 3 and get rid of the rest of them. chair just to be clear, you want to be rid of a section, just to be clear, the last sentence, says you cannot be chair on more than one

committee. Want to take that off? no, that could actually be it for number 4, I guess. could go in 3 but, so the first part, the first sentence to number 4 move to 3, get rid of the second sentence altogether examine then number 4 could just be that you can only be chair on one committee in the same ak dem you can. maybe starting with the word members and all the way to the end. yes. did staff get that? Okay. And I think there is also a concern, in robert's rules it says, if you if a position like if you don't have somebody to fill the chair or vice chair position, a new person, that the person that is in it, would continue until you have a new another meeting to put somebody there and

the concern in this item is the superintendent and the district staff are going to be runing the committee. So I don't know how, I think it just needs to be word smithed more than anything else that it doesn't appear as if, because it says until such elections occur, the committee designated district liason should coordinate to facilitate committee operations and limited administrative capacity for purposes of scheduling the next committee meeting. That reads as if the superintendent is going to be in charge of committees, I'm sure he has enough to do that he does not want to have that responsibility. So, maybe you can just say the district liason, it just reads as if the district is taking over the committee, if they don't a new and vice chair. so if somebody else wants to add a

way to fix that. chair, would you like that now? sure. I had suggested in my notes that most tenure member present should coordinate, shall facilitate the meeting, the fas facilitate the committee meetings. which is similar from our policy from the board, so I would be okay with that. or chair hixon, the common language in robert's rule is that the person that is chair would just facilitate until a successor is elected and that's worked previously, it's worked historically. And I think that's is the language that the task force. right but the problem here, says in the event that both the chair and vice chair positions become vacant. So it's saying that there is nobody there for the chair and vice chair, so that would make sense. so the next person would be recording secretary. that's why

DR. Zeman's was the most tenure person in the committee. okay, so within typically within the bylaw it will specify succession so from chair, vice chair, secretary and other members of that elected executive board. okay. All right. so we can use the term officer. the committee designated -- . the bylaws are nested within this policy and if this policy identify, this is a very small point. The board MAY choose to designate what happens next and if it doesn't, it can go to the bylaws, we have to figure out what to do and move on. shall coordinate with the most tenured -- . no ma'am, the committee most tenured present, shall facilitate. that's up to the board if they want to dictate it and then you can follow the bylaw. tenure member, will facilitate committee operations. perfect,

thank you. alrighty, that's. Thank you. That's it for me. MS. Thompson. thank you, chair. Thank you, chair. You echoed a lot of the comments that I was going to make. I echo the two-year is too short and it should stay two year. And my concern that the page on page I believe that, previous chair should be able to be part of the committee just not chariot. Yeah. And then, I also agree with having a catalogue recommendations and I agree with your recommendations. that was easy. MR. Cervera. thank you, chair. I've got a question and then severalle comments to follow. We heard from MS. Grieves on the diversity committee about an issue in which, somebody was elected to serve I believe is as a vice chair, I think the result was who happened to be a

school board employee. And what I took away from that, was that there is currently some sort of conflict between diversity committee bylaw examine school board policy. I'd like some clarification from MS. Batista from that, I would imagine that the policy would trump. But I want to know what the conflict is and if it still exist today. MS. Batista? so, I don't believe the specific conflict, I'm not really sure what the, lay' was speaking off. But, if there is a conflict between the bylaws and the policy, yes the policy would trump. let me ask it this way, can a, currently pending employee of the broward school board serve as a chair or a vice chair for any of these committees? I believe the policy says that they can. they can. they are able to. did I

MISS Hear the speaker? no, you did not. so this isn't the only committee this exist for. That exception is in policy and bylaws in policy and bylaws for district advisory council, area advisory council, se; esol, gifted so there is no conflict between the person leading the committee and serving, the community. okay, but what I'm trying to understand is, are there committees in which the bylaws say, no you can't be a school board member and serve as a vice chair. yes. that contradicts with the policy? no, I believe within the policy, it states that, the bylaws would be referenced in certain instances. okay. the policy, the committee governing policy and bylaw. It's also in policy that certain committees, the chair cannot be an employee or an employee residing gnaw certain geographical region. okay, so it's specific

to the committees where you'll have the restriction? Chair or batista or if we want to pass it? MS. Batista. so there are certain committees where, for example the school advisory forum or school advisory or what not, they have to have certain representation that is specific to those committees luke a particular geographical area. They also have participation by either employees or what not, so there MAY be occasions where, that would be a conflict to have. The chair or vice chair be a employee. and if I MAY, because I remember the email, they referenced the I sid. If you read the policy in the event of a conflict, or if any other document relate to any advisory committees, the provision of this policy shall govern. And then also, also encourages board memebers not to appoint employees but

does not pro hib hit them from doing so. I guess, what I'm trying to get to the bottom of here for purposes of this question is, on those committees in which there is a retrix, about serving on as a school board employee, I want to make sure that all of those bylaw right side clear as to whether or not that can happen or cannot happen obviously in full conjunction. It seems like there was a mishap on the diversity committee, which from what I'm hearing from the speaker that related in election results having to get thrown out. To have that happen. So, was this, bad information in this perfect interest from the diversity committee was that bad information that was given to a member of that committee or the committee at large? How did we get

to this point? MS. Batista? Or MR. Sullivan. so again, these are board established committees, governed by 1070 and 1070 does not prevent you from appointing an employee to a committee. And/or it does not prohibit them from being chair of said committee. Now if you want to make it clear in the policy that they cannot do that, that would be entirely to the board. These are board driven advisory, so staff does not have a reference one way or another. Ten 70 is how they want to appoint their board of committees. the committees in which it is not appropriate for a school board employee to serve as the chair or the vice chair, okay, those have to be outlined in the specific committees by laws, so the members on the committee and the people who are serving

are aware of this. I'm trying to understand it and let's narrow the focus, let's narrow the scope, I'm trying to understand how this happen on this diversity committee with this specific example in which an election that was held which apparently had to be overturned. I cannot speak what will happen to elections or overturning. I can just say that when I relied on that question, it supe seeds their bylaw. chair, MAY I inquire from the speaker as to what they were relying on before they lex was held which obviously does not jive with what the policy was. yes, go ahead. hello. Okay. And they, they bylaws is article 5 section 1, and it's specifically says that the chair shall previeed at all meetings of diversity and committee examine will be ex official member of all sub

committees except the nominating committee, chair or des I go I go -- designee will comply. The chair or vice chair shall not be an employee nor receive renumerations from the school district. In the policy that the current chair as well as the staff supported in the policy 1070, they, they kept utilizing section 3 a 1 and where it says membership composition or committee and they were saying, it says when a member of the staff is appointed by appointed to a committee that has been delegated authority that normally exercised by the school board, the staff member loses his or her as while partnershiping as a community member. And this is the book that I received from the liason after my ethics training, soy got this from district liason, so I wanted clarification, because it was a

outraging issue when I brought this forth at the nominating committee. They said they were not aware and they said sometimes it's good to have new eyes. That's what prompted, following protocol followed up to my school board member to get clarification, because the staff was telling as well as the chair was selling that the policy triumph the bylaw. So the response from general counsel is that it does not. And that a chase or vice chair -- they strategically have me removed and then they did the election where the chair rant elections, not chair of the committee, ran the elections and they voted in, a school board employee. I stayed solid that whole meeting. is that individual still there? yes. MS. Ba tuft a wanted say something. please. so the question that was asked of me and

now I have the email here, can a school district employee serve as chair or vice chair of the diversity committee? And the answer was no it, article 4 of the bylaw as dopt JUNE 18th, 2024 state that the chair or vice chair cannot be a district employee and while policy 1070 governs how advisory committees operates, nothing oversights this specific restrictions. If the committee proposed a change, it would need to follow an amendment procedure out laound an article 11. So if they would luke to change the bylaws, they can but they would have to go through that process. okay, so what I'm hearing is article 5, sub session 1 of the bylaw specifically bared employees from serving as the chair or the vice chair, that is the law of the land? And that's what is in

place in policy 1070 which as I'm read iting now, it's like a general statement that when a recommend of the staff is appointed to a committee, they look their identify and they're impact ing independently. This provision, again article 1 a-3 policy 170 does not get to the nitty-gritty as to whether or not a employee can be a chair or vice chair. So the bylaw in this case, would trump. So for the benefit of the speaker, it sounds like you MAY have gotten some contradictory information or confusing information, what I'm hearing from counsel sul, maukz sense to me and hopefully in future elections, we don't have to go through this, now knowing what this is and I apologize that there was this level of confusion before, before the most resent election that you went through. But

the to me, the article is in context if this community you cannot be an employee of pro ward schools. And just to the let you know, there is the employee that is that chair. that's a secondary issue that we're going to have need to go into if we have somebody that is violating the bylaws and I'm going to work with staff to see what we can do about tha. I appreciate you bringing that to the board's attention. you're welcome. cervera, did you want to suggest something in this section that says if the bylaw prevent it so it's in this policy as well? And it's clear? so, I'm going to table that for a second because I want to make some comments and I don't want to lose my steam on a lot of things that

I heard. Generally speaking, in regards to our committees, our volunteers, the work that they do, the benefit that they provide to not only this board this operating body but to all f our schools, all of our kids, all of our administrators, I think is invaluable. I think it's tremendous, I think that these people are doing this for the good of our community for the good of their kids. I don't think that they get enough credit for the work that they do. And it's dis concernini toto see the teion twtwn n th district and our volunteers. It really is. And when I see people that you know have worked very hard on this, and have focused on and have brought a lot of good ideas and a lot of imaginative ideas over the years, come up

pot podium very angry examine with saw some over in years over what they perceive to be negative treatment, that's very concerning to me. I want everybody in the audience today who came and spoke everybody who is watching on the feed or anyone watching to know that as far as I'm concerned, I appreciate the work that every one of you do for all of our kids, whether you have kids in the public school system or within the district anymore or not, I still appreciate everything that you do for us, you are heard, you are valued. And sometimes, you know, it's, it's easy to forget all the hard work that you guys do. Because maybe we only get to hear from you once a month. Or maybe people don't send all the emails that you send me.

And for the record, I real alling of my emails, I MAY not respond to all of them but I read all of them. I do want to say that I'm very gracious and appreciative for all the work that each and every one of you do and for the services that you provide to our kids to our teach sxerz for the benefit that you provide to this board. We MAY not agree on some things from time to time, but certainly and I hope I speak for all of my colleagues up here, when when I say, every one can agree that you provide a extremely important service to you'll of us and we're grateful for everything that you guys do. And when you come and take the time and you speak to us, we listen and we

do we do hear you. That being said, MADAM Chair, if I can revert very quickly before I yield the rest of my time. In regard to to the issue that we're what I hope we can accomplish is we use our energy to be united. We're here for a common cause and to not use so much energy to inner fighting, I think it's so important that we can come together because we are here to educate the children and everyone single person needs to be contributing to that so that we can have the outcomes we want and to be able to kind of survive the challenges we're facing right now. And also I say this whenever we're talking about this and we've talked about it in on many occasions, the advisory commissions exist to advise the board.

We cannot be everywhere, we need you all in the community getting information and bringing it back to us, we have our appointees so that we know what's going on because we can't be everywhere, we are working hard to do as much we can but we can't be everywhere, just to focus on the purpose of this exercise, and I want to go back how to we came to this point because I want to look -- because there's some tension here and I just -- I want to -- and I might not be remembering correctly so please correct me, just going back to the spring, originally we came, there was a workshop that presented -- some suggestions how we could consolidate and potentially eliminate some of the advisory committees which people did not like and so the

superintendent at that same meeting formed the task force for the purpose of addressing the composition of the advisory committees. And again if I remember correctly, I don't think that policy 1070 was originally part of that task force directive, it was really just to look at how we were going to move forward with the advisory committees, so the task force came back with three options to consolidate it, the advisory committees, one kept them the same. We heard from everybody, people had different opinions, the board decided to keep them as they were. And the task force also came back with a lot of suggestions on how we could improve policy 1070. So, there's a tension there that had nothing to do with the board or the directives of the board. That came from the task, so just

that we're all on the same page, I don't think we opened up this 1070, so this is just moving forward since we have this. only if she asked you a question. just to clarify, yeah, so 1070 I believe was part of the original request from the board for the task force to also look at how advisories were formed and how many advisories we would have and 1070 was included because it so heavily dictates how advisories are governed. okay, I thought that was -- that came back from the task force because there was no way you could do the committees without doing the -- okay. well, anyway. this was a long time ago, so MR. Cervera's point, there's the tension between different committees. There's tension between the district and the committees, there's obviously unhappiness with the

board, so, I just can't stress enough, we need you to help us but we also need to be united. We're spending so much time, we have all these huge problems we are facing right now and we're spending so much time on this that I'm hoping that we can reach some conclusions. So, I invite every single person here to please give a little so that we can move on from this and you're not going to get everything that you want but if everyone gets what they need or most of what they want, I think we'll have accomplished what we need to today. Also we did have training manuals that were resoundingly rejected, so I'm not sure what the status of those are, but someone was talking about that earlier today. So, -- whi mentioned training --

when I mentioned training manuals before, it was for the liaisons. We had one the same time they presented theirs. so, are we doipg something to have training manuals then? can you repeat that? are we going to have an updated draft of the training manuals available? we can provide the ones we have currently, yes. for the committees and the liaisons? so, I believe, I'm sorry, I think I misspoke before. There are training manuals for both. okay. But we didn't go forward with those? we did, I was confused. so, we have training manuals? yes. okay. also to go back to the idea that we're now looking at the -- is there an intervening draft of this that we're not -- that we don't have? Because I went back to look at -- what is it, AUGUST 12?

so -- we didn't have a draft of a policy I don't think there. you gave us feedback on the policy and that feedback is captured in the read -- redline. okay. you haven't seen the redline before but you have seen the -- the this draft is tracking what we had proposed. There's no like hidden hips in this that aren't from the original -- no hidden secrets many the document. okay, thank you. To get to the actual policy changes, I had a few questions. On page 2, d8, it's a roman numeral ii, d8. 2 of 19. so, this says that the superintendent can -- let's see. Okay, so, the superintendent can create other advisory committee that is are I guess outside tof purview of the school board that have various decision making functions. can you fw

if doctor give -- give an example of when -- the tas, force. but tree th e ear advising, they don't have decision making. . Inger they're making decisions to present the recommendations tos the superintendent and their board. okay, so that's definition of decision-making? yes. it's not a binding -- it's not binding, it's just to present. it's a reck m dashing the board would consider. I don't know, it seemed -- okay, is there a definition somewhere of that because that just is confusing to me. Okay. I'm sorry, that language already existed for the most part, we just moved it up if you look at f where it's stricken. okay. Then in -- on page 17, 11-3, a3, I'm just wondering at the end of the redline, I'm just wondering why if you have a vice chair,

the vice chair wouldn't just become the chair and then you appoint -- you elect a new vice chair, what's the purpose of having a vice chair if you're going to elect a chair later? can you repeat the page number? it's page 17, 11a3, the last part of the last sentence. that's only if there's a vacancy. right, but you have a vice chair who presumably would become the chair. it says the vice chair shall assume the duties of chair. until the committee elects a new chair to serve the remeiner of the term. you need some sort of election, the vice chair position would be vacant. right, so I suggest the vice chair become it is chair and then you elect a new vice chair. that's what the redline currently is, the redline says in the event

of a vacancy of the chair position, the chair shall assume the position of chair until the vice chair serves to elect the remaining of the term. They could serve the vice chair to be the interim chair and they don't have the possibility to be the chair, there's like two vacancies the way it's written here, they need some sort of election to serve the vice chair. you should fill the vice chair, the vice chair got I leaked and becomes the chair instead of having the vice chair serve as the interim and then elect a new chair, have the vice chair fill the position and then -- I think we're saying the same thing, if you want to word it differently. yeah, I do. I would like it to say the vice chair shall assume the duties

of the chair and I don't know who would -- I don't know that we would need a vice chair, and then the committee will elect a vice chair to serve the rest of the committee. if that's how you want to word it. . and the remainder of the term. I think we're staining the same thing. If there is a vacancy, the vice chair become it is the interim chair until there is a new election of the chair to serve the remeiner of the term which could be the interim vice chair -- I mean chair, and then they can select their new vice chair. I'm sorry, is that a question from the board member, I'm not sure what the public has to do with this. what would be the easiest thing to do? I think that's

going into the weeds in the policy. Bylaws state they would hold elections because they are elected positions so you can't just assume an office, it's like a board member like the governor could appoint someone in the meanwhile but ultimately that position would have to be held by election, so it's the same for these, their advice chair would serve in the capacity until they are able to hold elections and at that point if the vice chair want tos run for chair, they would be elected and they would elect the new vice chair. okay, I'm just thinking about how we do it with the PRESIDENT And then you're the vice-PRESIDENT And then you become the PRESIDENT, so I'm not totally insane but whatever. Okay, that's fine, you guys do that, and then I agree with what chair

hixon's proposals were for the changes and that's it. So, please, again, we need everybody here to help us move our district along, so I just hope that we can all collaborate and cooperate. Thank you. thank you, and before I go to the next person which is MRS. Rupert, I'm pretty sure, MR. Cervera, can you weigh in on the suggestions that I gave because we need to know. So, one was changing two years to four years. chair? yes? we're not building that menu yet. can we build the menu and just vote it once? but we're not voting. As people talk, you can add more into it but we -- we need to know if they agree with what's already been said. the people that you're singing to weigh in haven't heard from everybody on this board

yet. but we've gotten answers from the other people. I know it builds but that will be forever. When it's your turn, you're supposed to weigh in on what's been said before you. And I skipped that part with MR. Cervera, everyone else did it, just not MR. Cervera, so MR. Cervera, if you can do it quickly. . Er I'm not in favor of the change, I would like the see the four year remain. keep the ese gifted and esol as waived, not redlined throughout the policy? correct. catalogue recommendations that I gave? repeat the recommendations. to approve recommendations shall be catalogued by district staff and present today the board at committee report meetings? yes. delete chair not staying -- so, delete that part that says once you're done being a chair, you can't be nominated or appointed

to the committee. can I have the section you're referring to. page 17, section a4. a4? yes, so get rid of the second paragraph. beginning with additionally? during. The second sentence because the sentence basically says if you served as chair, you can't be on the committee anymore. yeah, I'm in favor of that strike. okay, and then changes from on the next page which was page 18, at the top, to say until such elections occur, the committees most tenured members will facilitate committee operation and is delete where it says district liaison shall coordinate with the superintendent. I don't want the superintendent -- okay, perfect. MRS. Rupert? MAY I speak? as long as at some point before you turn over your time you answer those. okay, I'll have you ask me that when I'm done speaking, sounds fair.

Let's just start at the beginning here. A quick question to staff, on page 2 of the powerpoint, requesting the school board to [Inaudible] On the yellow part, financial impact. There is no financial impact for policy reviews. Do we not have cower and cower anymore? DR. Fulton? we do. okay. I I cod, mada I was ill talkining. they only review certain policies, not every policy. did they look at this? not this policy. not at all? no. and is there like a rubric for what they were going to do and what they don't do which is probably in their contract. The reason I ask this is because it says financial impact and there is no financial impact far policy reviews. There is because we hired them, it MAY not be this particular one, but you know, I

figured, they don't mention them anymore, it's been a while, maybe the contract was up. That's where I started from, I do everything sequentially, so next I'm going to flip to 7. Okay. All committees now have a staff liaison that will attend their meetings or is it group by group? Is there a formula for who's their liaison is or does everybody get one? DR. Fulton? staff? sure, so depending on the committee, we try to match it up with the subject matter experts, someone with facility would have someone in that area, that individual's consist tept -- consistent so it doesn't change. Er sure, for our ftf, our facilities task force committee, do we have facilities peep that go and present to them whenever they have their meet? Ing DR. Fulton?Frjts staff ?Frjts I can only talk about

the liaison. The liaison's always there, I'm not sure if there's been specific requests of staff to present. okay. So you're staining the regular person shows up but if they have asked for no rubric to come to that meeting because they want the talk about adoption, I don't know, so I'll go, right, absolutely I would go and we need to kind of speak to that because I do know that is a problem when it comes to committees as well as to they don't feel like they're fweting their true people coming to them who can kind of really express the district's role in certain ways so I do hear from different organizations but then again we also have grouses -- groups that I know simone has gone to ese, but specifically the facilities task force is the

ones that feel they need o really occasionally see higher up staff, let put it that way, so that's a conversation for the board. I don't know if it belongs this this policy or not, I would be remiss if I didn't say it. I looked through the AUGUST meeting and a lot of these back and forth here is contradictory, let's put it that way, and ipg chair hixon probably got to this when I grabbed some tea and peanuts here to bring it back to how can we help today, you know, how to we get closure to this because otherwise I will tell you we'll be easily here for two more hours so I want to be able to mover things along to make sure that our committees are appreciated and getting our full attention. This can't

be done today, there's in way it's going to get done today so I would suggest it would come back to a workshop way before we have to vote on it and is it DECEMBER or JANUARY? It would depend if it comes back at which workshop? I believe there's enough consensus that would substantiate significant change, so it would be DECEMBER, not NOVEMBER. okay, so a DECEMBER workshop, and then -- right now unless the board directs us otherwise, this would be presented for a board vote. okay. Well, as one board member, I won't be voting for this, it's way too early and I don't feel that the actual conversation is done well here today. That's just it on that. For term limits, I believe a four year or two-2 years, and one term amount for two years

is way too little, people barely getting their feet wet and know what to do, so I would definitely do two 2 year or one 4 year, I don't care which. We have to understand that and I am one of those people that when I was a parent and still now, all board members, we represent the board on various community and state businesses and organizations and nobody's giving us any information saying you can't be that person anymore, you have a certain information and you have certain background and talent and you've been there long enough to be able to help the people that are coming behind you and that's incredibly important that we do. I think that truly starts with respect from both sides but I can tell you it is not same relationship that we used

to have in 2010 when I was elected, 2011. it has gone down every single year and I'm the only person to be able to see that debacle as it's gotten low and her lower and lower and it's gotten worse, so I know sometimes when you want to make things better, it fwets to be a hot mess and then you can work it out but it's hard to do that when we have volunteers that are in tears that are so upset, their face and is necks are turning red and they're just here to help our students and the district, period. So, I apologize for any one of you feeling discounted, unwanted, unappreciated and I'm going to say it, humiliated. I feel that, I feel that for you and I've also been the parent in the audience.

I was an advocate year after year after year way before I became a teach and her way before I became a board member, year after year, nothing, no comment, people got up and ate and just dn come back to the dais and you never got eye contact but let me tell you, it doesn't have to be that way. We can't govern this way, we can't be successful this way, and we certainly can't asked our volunteers to be able to get back up again, pony it up and then come to the next meeting and get the same response. That's crazy. So, I personally would put this back on to a workshop. i would include the entire AUGUST redline conversation minutes, etc., etc., and really have it gone word to word, comment to comment. I hope staff

is listening on my right, not you. I'm waiting, I'm talking to -- I'm trying to say that staff and what I want for this to come back, okay. It's important that you hear that because you're not -- if you're listening to me, you're not listening to the audience and every single person here needs o do that but also you need to be treated respectfully from the audience as well, so that's it. So I would personally have that come back, have that conversation, bring back what we agreed upon years ago and to list the commonality, instead of the list going back and forth, commonality, that is all I expect from that. I have particular questions -- I can't do this, right. It's too confusing, it's too important and you've got multiple documents, some were just hanged

to us today, and you're trying to reconcile them, and I refuse to promote to this kind of chaos, I don't want the carousel horses to come back again tla,'s all I'm saying. I absolutely really beg my colleagues that we need to go backwards to go forward. bring back the AUGUST one. I believe MS. Alhadeff started this in like 2021 or 2022 wanting to make sure that this was workable. You know what, otherwise, we're not going to get the respect of the community, we will never fwet the trust of the community again unless we do this. So, I as one board member would request -- I can't do a motion because it's not a business meeting, that we go back to the AUGUST one, work on it with staff, work on it with MS. Dominique, work

on it with the other members, I don't want to dictate how that work is going to be done, it needs to come back and we can support this, we cannot support this, that's how it needs to be done, that's as simple as it is. MS. Hixon, I'm done yipping at this point, but ask me the questions and I'll give you the answers yu need from me? four years? yes. . Er keep ese gifted and esol as waived? yes. Er catalogue recommendations? yes. the lead chair not staying on the committee? yes. No, I'm sorry, to -- there you go. and change from superintendent to most tenured member if there is no chair or vice chair? yes. okay, thank you. Er thank you. next is DR. Zeman? thank you, chair, I have three cleanups, on page 11

under 7 on the redline, second sentence say this is list shall serve as the official registry, I prefer it to be a registry, I'm not sure that I take a list of people when I'm out talking at schools and other place and is people walk up and want to join, I just don't want them to be confused and say we're not on the official registry, I think it's a registry on 11 and the new type. DR. Zeman, I don't see a number 7 on page 11. roman numerals redline version page 11, first under vii. okay, thank you. just strike the official and replace it with the article a. On 17, there's still a little confusion about whether or not you could be chair in the current vision, I'm on xi11a3, I think in the redline

version, first sentence, without a minimum break in service, as chair, because even that language, the way it's written can be interpreted as you need a break in service as in get off the advisory committee and that's not our intent today. So, it would read no individual shall serve as n the capacity of chair with two consecutive two years of service -- it cleans it up. Upon completion as two consecutive term as chairs, the individual chair term shall conclude. And again I want to make it clear that chairs do not need to go away, this is the mary furdic amendment, if you're chair, we want you to stay, you've gained experience. That's my cleanups, finally on 18, we shifted on the top redline version to most tenured member present. If you would like to catalogue my

votes, I'm ready? four years? no. keep ese gifted -- yes. catalogue recommendations? yes. delete chair not staying? yes. and you also said change the superintendent. and then my three cleanups. okay tha,'s easy enough I think. I'm sorry? yours were easy enough. I like being easy. thank you, MS. Leonardi? yeah, I agree with the proposed changes from the chair and DR. Zeman and I want to just take a moment to thank our volunteers for your continued service and dedication to the district. I know that it's not easy and that you do this out of the goodness of your hearts and I want to also thank our staff for the work that you put in. I know it's not easy to sit here and be criticized and I think that -- and I've said this before, if

we could take the temperature down a few notches, I think the collaboration would be much easier and more productive and that starts with speaking to each other respectfully. I don't know that I can make a difference in saying that but I do feel it needs to be said and again the people sitting here who are not elected officials really don't have an opportunity to publicly defend themselves and I know that is difficult, so thank you to all the parties involved who are working hard to improve our district and uplift volunteer voices, parent voices, community voices, student voices and I think we all have a responsibility and obligation to do so in a way that would make our students proud and in a way that makes our community feel that we are a functioning system and

district and body of volunteers and staff. Thank you. thank you, DR. Holness? thank you, MADAM Chair. So, I want to thank the committee chairs for their input and I want our chairs to rest assured that this board respects and appreciates all of our chairs and our committee members. We MAY disagree at times but disagreement is not negating the importance and the appreciation that we have for the work that you do. Now the changes reflected here in this policy came from board recommendation reach on AUGUST 12. I believe timely succession of leadership is important. This board actually have succession of leadership on a yearly basis, NOVEMBER 18 will be when we will engage in that and normally this board chooses chairs once a year and occasionally for two years. Board members are elected every four years,

our committee members can serve indefinitely, however, these changes are recommending that the chairs are being rotated every two years, so I don't believe that we are asking anything differently than we have of the board in terms of leadership succession. Now, I believe it's the responsible thing for us to do because leadership succession encourages development of talent, it creates continuity. Research shows it mitigates risk when you have unexpected departures of chairs. It also help helpss to develop leadership and retain talent so I am supportive of the chains we recommended on AUGUST 12, I believe those changes will allow for a better -- a greater depth of leadership among our committee -- our advisory committees. Now, in item 4, MADAM Chair, the changes that you recommend in terms of -- on page 17 to cross out --

to not cross the first part of item 4 to get rid of it entirely, I am not agreement with that, I am in agreement with crossing out the two-thirds majority. I am -- I agree with DR. See mra n to adjust minor modification, so it's clear that we're not saying that chairs cannot continue as committee members by simply putting after appointment as chair, it would read eligible for nomination or appointment as chair to the same committee for the following academic year, I think that's just a minor change to make it clear for item 4. The board relies ob our advisory to advise as board member bulman mentioned and to keep us informed and as a board, we want our advisories to prosper and to thrive. As a board member, we MAY have conflicting views on

how this can be done but I believe our mission is the same and I want to again when I look at for example recent changes that we've had in board chairs where I believe MS. Ellen is now the chair of the parent task force and my appointee jesse is the advice chair and I can see the shine on their face ins assuming these positions and MS. Furdic recently became the chair of the audit committee. I think having a wonderful rotational leadership will continue to glue and keep our committees together so I am going to continue to support the two years, however, MADAM Chair, for item 4,4,whether the ard ---- if e arard dedes on fofo ars for item am supportive of removing the two-thirds majority vote of the members, keeping that crossed out section and

I'm supportive of the language continuing even if it's four years as it is in red in item 4. okay. Then the other question is about the redline to get rid of the crossing out of ese gifted and esol as they're waived throughout here because of their unique -- yes. and cataloguing reck m -- reck m dashing? yes. and then changing on page 18 where it says district liaise sop and superintendent, changing it to say most tenured member? yes. okay. MRS. Alhadeff, did you want to weigh in on those khaipg? S can you clarify on what you mean by cataloguing of recommendations? okay, so on page 17 of 19, letter b at the top, it's crossed out and the suggestion was to have it read instead of being crossed out, approved recommendations shall be catalogued by

district staff and presented to board at committee report meetings which is what happens right now. tla's fine. okay. yeah. so I'm yes on the four years and yes, yes, yes on all your other ones. But before I go, I just want to -- my appointee, danielle hoffman, made these recommendations. I want to give it out to the board from the task force to strengthen committee effectiveness and to strengthen communication, increase transparency and empower our committees. Wait, one thing I do want to ask staff, as far as recommending and establishing a clear, transparent removal process for volunteers not covered by policies 249 or 2004, what are we doing about that? I forgot to mention that the first time, that can be -- if you want to recommend it and we can discuss it. So, in easier

term, it's due process. o you make that recommendation. to add the due process. My recommendation was going to be to add it on page 13 of 19 under f where it says removal of committee members other thaen school board members, there's a 1, if you add a 2. Or where would you suggest? or page 17. okay, on page 17. 17 talks about election of officers. okay, where you had it is fine. Er okay, because it talks about removal. And do you have suggestions on what that should look like? this just has to be a very clear, transparent process. okay. Let's have everybody -- because I think we're at the end, let's weigh in on who agrees with that and we'll leave it. If I'm not mistaken, there was already some language written to that process,

would you be okay with the language that was formally in it and then it was taken out? we are taug about section e or f? the mao ufl of the committee members other than school board appointees. if I MAY, deputy. yes, go ahead. if I MAY, so, this only applies to committee members who are not school board appointees, if a school board appointed committee member that has a process where the board member who appoints them could rescind their membership. If they're mot school board appointees, that's why it's written in here that the superintendent has the authority to rescind their membership but it's clear it has to be a direct violation of a law of rules or school board policy and -- and/or committee bylaws. right, but what is the removal process? There should be very

clear rules governing that process. I know the process when it recently happened t superintendent provided a memo to the board, so I don't know if you want to memorialize something like that, there's got to be board notification if such action is taken by a superintendent. just because I recently went to that policy workshop, it was really clear too not to be specific about what the process is in the policy. Maybe if we put in there about there will be some kind of due process and then the procedure part. I'll let MS. Batista jump in, I would be careful about mentioning due process, you don't want to -- please do not talk -- I don't think you want to memorial something in policy that can set you up later for a different kind of situation. MS.

Batista? due process is something that is an entitlement under the constitution. When there is a life or liberty that is being challenged by someone. In this particular case, because it is a -- the issue here would be about committee membership or volunteers, volunteers do not have pursuant to the constitution a right to be a volunteer, so therefore the due process that normally attaches to those rights do not attach to a volunteer role. That's the reason that that section reads that way. I would surmise that is because the volume tooter does not have a right to due process. There was a process that was followed in this particular instance in the recent events, there was a -- there has to be a reason or some process followed but due process, usually there is a connotation that

the person can then challenge that and either go to a hearing or have some sort of a process. So, I'm not sure what you mean by like due process. I mean, there is a process but mot due process. I have a suggestion because it doesn't say that in there, maybe if we reword what the recommendation MRS. Alhadeff just shared with us, so maybe two would be the superintendent will establish a clear, transparent removal process for volunteers not covered by a policy, so it doesn't say due process, but it will say that there will be a process. then it's at least in policy that there has to be a process. And I don't know if it needs to be board approved. That's under the superintendent, do we have to approve it? no, that would be a

process that the superintendent would develop or that -- you could inform the board though, that's not process tha,'s wishing a precedent. yeah, that's why why my suggestion would be to include that the superintendent has to provide the board with the action that he has taken. but it should be the same process -- I think we want to be consistent, so I want it to say -- I think what MRS. Al has can deaf is also saying is we want in policy that there is a process that has to be followed when somebody is being removed from a committee. So, we can't dictate that process but we can say we want there to be a process in policy. Am I capturing, MRS. Alhadeff, what you're -- I don't want to speak for you, but I know

that we -- if it doesn't make sense in policy to write the procedure. So, if we just say in policy there must be a process, that captures -- are you okay with that? I'm okay with that. did you capture what we were saying? yes, ma'am. alright. Anybody disagree with that? We're all -- okay, and I would add to finish it, thank you for that, and just add to this to address what MRS. Rupert said, I appreciate that we want to be collaborative and I will just say we've had this policy come to us four times and we've spent today almost three hours on it, so, I think we've captured a lot of the concerns that the committee had and it's coming back recommended to make some of those changes so I personally would not like

to see this back as a workshop, I would like to be able to vote on it and move forward. chair? anybody else? I just have a recommendation about that. I have a deep sympathy with MS. Rupert's position and it's not about how many times we've seen this or about the importance of it, although that is totally germane, but it's really about writing in plain english and making sure we have a version that the public can understand when they read this policy, how they do it. So, what I would ask if, chair, you want to move forward bringing this back to a school board meeting that the staff take some time and if they need to make some changes that are purely grammatical in writing style and clarity, that they should be permitted to do that

and bring it forward. They might highlight those in a different color, they would be blue, who cares, but we really need to be very communicative with people on this policy and I don't feel like we met that standard that the point. thank you, MS. Thompson? thank you, chair. I just wanted to clarify, will this policy be getting looped before we get back to the meeting? no. so, looping process is either dictated by the superintendent, he's not recommending that, or directed by the board, but I will remind the board there was a task force that met countless hours that went through this policy and has provided their recommendations. come on, play by the rules. okay, thank you, all, thank you very much for being here. chair, I just have a few quick questions because I didn't

do my public speaking because I thought there would be a little bit more dialogue here, but in term of a removal process, I would say a concern that we have in the case of district advisory last year, the committee was not notified that their chair was removed so there was no ability for succession planning so there nraoeds to be a clearly defined process and the committees need to be included in that. Additionally in terms of the language regarding the vacancy of the chair and vice chair, the most tenured member MAY not want to step up and facilitate the work of the advisory. That is why you have those elected officers that have demonstrated that they're willing to serve and so we should follow in line with what succession typically is and just keep it to

the elected officers. Additionally board member bulman asked about the training materials. The board had directed staff to hold a roundtable to get feedback on that and that still has not happened and so liaisons have been trained, it's now NOVEMBER and your committee chairs, executive officer and is members have not been trained. And to MR. Cervera's point about section I or 1a on the first page, if there's any ambiguity about whether 1070 trumps bylaws or bylaws trump 1070, I think there should be some language on there because the bylaw ares being approved by the board anyway and is they will be made to align with general provisions of 1070. thank you. DR. Fulton, can you address the roundtable. Is there a date to have that with the chairs about the training? I don't think so, I'll

let MR. Sullivan share. it hasn't been scheduled yet. if we could work on has and also I know they talk about the websites in here. There's still some concerns about the website and the usability of it, so if we could look into the websites for the committees. And someone also mentioned that not every committee has an e-mail address. as far as we know, the websites are up and running and if there is anything that you're having difficulties with, please work with your liaisons and we'll make sure we rectify that. Website ares up and running, we should have all e-mails established but if that's not the case for any particular, just let the liaison know and that's the way we can make sure we troubleshoot any difficulties you MAY be having. Er and deputy, they have,

we sent numerous e-mail and is they still don't have access. In addition to the websites, committees have not been reached out to torx say, here's the information we need for you to ensure these websites are up to snuff. okay, thank you. yes, thank you, so if we can circle back on that and make sure. Alright, thank you again. before yes f you leave this item, can you give us a summary of the votes. What did we express preferences for in terms of seeing on the next draft. Er there were no votes, but consensus. Prefers or consensus, so there was consensus to leave it at four years, there was consensus to keep ese gifted esol waived, so that because they have those unique memberships. There was consensus to catalogue recommendations the way we have been doing

it. There was consensus to delete that sentence that indicated the chair wouldn't be able to stay on the committee. And there was consensus to change from district liaison and superintendent to most tenured member in the succession process in the event there was no chair or vice chair. And there was consensus because no one said no to add the removal part that the superintendent would devise -- there would be a process that would be shared with the board. And the three cleanup items as well. Did you capture all of that the same way I just -- and just the two third piece, there was consensus for that. yes, to move it up in the other sentence. to put it back in and put it as part of number 3. right, correct. Thank you again so much.

We appreciate it. We're going to take a quick recess to get ready for the oversight bond committee. thank you, all. (Meeting in recess). thank you, and welcome back the to the school board workshop, our next item is bond oversight committee fiscal year 25, q4. I will turn it over the staff. thank you, good afternoon, omar shim, director of capital budget. This is for the quarter ending JUNE 30, 2025 and the meeting for the bond oversight committee that occurred in SEPTEMBER 25th. Christian and I are here to give the board a briefing on that meeting. good afternoon, MADAM Chair, board members and DR. Fulton. We met at lloyd anderson, the principal was welcoming us, showing us all the improvements that were made due to the smart bond. So, he was very excited and thanked us for

making it happen. I have not so much a report on the last meeting but some recommendations from our board members. A lot -- most of them are engineers or in the building area, so they had some recommendations as to the next bond, if it's coming, so basically the committee recommends the district doing a staffing analysis well before any decision is made and not looking at this program but moving ahead to the next. they also had some recommendation on having projects ready to go, to minimize the delay and if the projects are ready to go and the funding is available and there are no contracts or design, this causes a delay and a lag. The recommendation is to build up a bunch of projects that can be rolled in and it will present evidence of progress

right from the beginning. At the last workshop, MR. Tracy I believe had mentioned the disconnect between someone at the desk going through a plan review and a two dimensional drawing. The person out in the field there going out to the site and having a three dimensional view. Lack of coordination and things MAY change when the field person goes out. And leading to further delays, especially as he mentioned at the final inspection. The committee felt that should be avoided. It was also suggested the use of a modern building program, bim or building information model, was recommended to be used because it allows for a three dimensional walk-through. I believe the program is available to the school district, okay. The district does have the program so the committee highly encourages that it be used in future projects.

Also it was recommended to train the inspectors to get them out and look at the job site. They felt that was very important that looking at the job site will give them a better understanding of what was going on in the field and walking the site and feeling it. Also that these inspector and is the land reviewers need to go periodically out to the field to see if they can catch any issues in time and not wait for the final inspection. Preparation time, they felt it was -- it is key. I was here for the smart bond and it was done with very little lead time. Schools were asked for a wish list but some of their items might have not been very practical. It MAY help if the administrators and school community, parents and

other stakeholders walked through an actual work site and see the amount of time, work and disruption it MAY result in. This MAY change their idea of what they want and also to eliminate the fact that with the smart bond, many of the parents and the students that were in that school are gone. They have moved on to the next school or are out of the school system, so it will be important that they understand that some of the projects that they're asking for MAY not be done within the timeframe they are there. And lastly, we have discussed a lot of community involvement at this meeting that community involvement is a key and there was very little time with the last bond before it went to the ballot and there was extensive community involvement. Some of

us were involved as pta, we were at several community events including a soccer game, an n a asl soccer dwaim, it was the fort lauderdale strikers handing out information about the upcoming ballot issue, but I think with the redefining schools town halls and community participation, it has given us a wonderful blueprint to follow and I commend DR. Wanza and her team for doing an outstanding job in involving the whole community. It would be our recommendation that the board hold town halls of this nature involving the entire community and let them know what's coming and what is in store with everything. So, that was our recommendation but we also thank -- this was our last meeting, we want to thank omar, rafika, ameli and the staff for guiding us through. We owe a lot of thanks

to bob knave and tax watch that was with us almost at the end and they've kept a a strict eye on the finances and that helped us a lot and also to all of the other consultants that worked on this project with us, they were wonderful in their presentations to us and making us understand what we were going through. So, thank you. thank you so much. We'll go to public comment. DR. Natalie lynch-walsh? DR. Natalie lynch-walsh, plantationfinger florida, I'm trying to calm down from that cliffhanger a few minutes ago and I'll be sending you guys electronic copies of what I sent before. So, ftf which I got on in 2011, so I predated the bond and the only person that predates me here would be MRS. Rupert who I think we share the ptsd. I

don't know about you, but every time someone says the next bond, I cannot help but have an outburst and I keep hearing musical youth singing patch the dutch chi, whatever the people are merging, please pass it on the left hand side because it's not going to happen. We are repeating the same mistakes. I took an accounting degree, an mba and a ph.D. In leadership which means I understand systems and processes and when they're not working and applied that to facilities from 2011. In 2014, ftf asked to be part of the boc and runsy said, no, we want the have different people, you guys will still do what you do. We asked to help vet the needs assessment, we said, no, we're good, they took the results in the needs assessment, in 2014, there was no

long range facility master plan, it's 2025, you want to know what you don't seem to have getting off the ground? There's no master planner, I've done a public records request for the solicitation in whatever form it's currently in. The board including some of you that are here passed a framework when aecom was here that involved having a master planner create what, a master plan with a what, a long range facility master plan steering committee which your superintendent sunsetted in JANUARY of this year, almost -- we're creeping up on almost a year of no steering committee which was comprised of external and internal stakeholders, most of the advisory chairs who know the district, hasn't come back, every time you ask him, he tells you, we're working on it w ear going to put new people, whatever,

but you don't have one. And then there's no transparency in the facility condition assessments, an fci is not the same as a ka sta ldi, what's missing since are discussions about emg occasional adequacy and structural issues. And then some of these -- and these fci's like I've seen bennett, those are not real numbers. None of thouz numberers are making sense. I sent you an e-mail, there are buildings with lower fci's today that hasn't been touched a as part of the bond with the fci's in 2014, I don't know how that's possible. Anyway, things have never been worse and you guys are on the verge of repeating the same mistakes. And that's why I keep having outbursts tat words next bond. thank you, we'll move on the board discussion. Anybody have any questions or comments? MRS.

Rupert? thank you. Mine were prit pretty quick, I don't think I'll use ten minutes here. On page 101 of the book, I had a comment about ada close outs, this is for atlantic west elementary school and it goes through 2027 and my question/follow-up I hope will be that we're -- hopefully we're not having a pattern of leaving ada work to the end, so I would like to know when those are, you don't have to tell me today, you can do it in a follow-up, I don't want to give you pressure on that, but I really pulled the ones that were in my district that went all the way into the page and I'm not sure if they go into 28 because the page ends. DR. Fulton? we have noted it as a a follow-up. okay,

perfect. Same thing -- okay, atlantic west which is the same, okay. Hold it. I would love an update on c. Robert markham, it has us being done half way through 2026. I've been there recently and it does not look any wah to be close to that, so an update on that and they also flagged it for budget reasons, budget adjustment so I'll lead that -- need that information. Red level for cross creek school, it has it being done in 2026 but I don't understand what the red level is there, I couldn't find it under the flag aspect or any information . Yeah, so an answer for that one because it's risk level red. dave thomas education center east, I have the joy of represent thing east and the west dave thomas centers and this particular

one, we as a board had like a quasi resolution and in order to go to the city of pompano beach to see if they would be interested in coining workforce housing and I believe that the project itself because of the facility -- the shape of the facility, everything stopped there in 2022. So, my question is -- sorry, it has it being be finished in 2025, that possibly can't be true because we're not working on it anymore, so, a little follow-up for that as to where we are in that process. I'm big on if we put nit the book and this is our information and I know that we as a school board already -- that was a board item, we all voted on it. That should be part of this project request there too. Dfo

beach high school, those says 2027 and the page doesn't continue so it makes me nervous because I'm looking at what has to be done and it's risk level red, I'm thinking it will go into 2028, if I'm thinking it, everybody else is thinking it too. Deerfield beach middle, deerfield beach high, deerfield park elementary, red level, and some of them I know are safety things like fire alarms and stuff, so I didn't want to get into too much safety issues on that. I'm almost done, guys. Okay. Red flag for monarch high school, it also runs through 2027, so I want to know when is everything ally going to bebe ne becacausit neneedtoto be updated. And 228, just two more, I'm already there. Pompano beach high school, risk level the, go through 2027 on this page. Quiet

waters elementary, risk level, red. And I think the last one is 362 and that tha 's teddy elementary school, it's in the risk level of red, so just follow up for that for me because they are ones that have been I know behind and I know we're trying to get work done as quickly and e fleshly esht -- efficiently and done correctly, so I want to make sure we have the answers to these questions, so when I'm out in the community and people say, can you see this school, it still looks like the say so I would hopefully be able to say yes but those were some safety things that we had to to, we've done them. We're working on the inside and you don't believe it, it will be done by x, that would be

super helpful for us because the word of the day, forward facing out with the public, so thanks. thank you, MRS. Alhadeff? thank you. So, on page 15 or I guess page 9 with the -- that says we have 204 construction close-out projects and I always talk about this, the financially closed out, why are we not capture hating there and what would that number be or is that involved with the 204? DR. Fulton? staff, please. I'm sorry, what page is that on? on the computer, 15 of 498. With the little chart. The primary renovations process chart. it's 9 at the bottom of your pages. yeah, I fwot -- got it. So the question is tabt financial close-out. Basically that's part of the close-out process, so, it's captured in the actual close-outs of the projects. ashley carpenter,

through the chair, on page 27 of the report, we do break down the 204 so you can have more visibility on -- sorry, it's 27 on the computer, it might be 33 of the pdf. But it gives the number of projects in each of the phases of close-out so you can see -- again, this is as of JUNE 30, as of JUNE 30, there were 128 project that is were fully closeted and then different numbers from that 204 in the other faye -- phases of close-out. I don't know if that answers your question. so, the 128 is completely done? correct. All purchase orders closed and capital budget is able to bring the financial close-out tos the board where the money goes back to the -- any left over monies would go back to the reserve

on those. okay, why don't you capture that on page 9? page 9 is more of a summary and it's -- page 9 is also repeated on page 24 but that's more of a summary so it doesn't list all of the close-out phases so we have additional breakdowns on page 25 and 27 that kind of give more context on that summary. so, on page 30 or 25 on the bottom, is that a current -- is that currently what we have? this is as of JUNE 30. That shows a little bit more of -- yes, that also shows those close-out phases and then also breaks down the construction because on page -- yeah, it basically just breaks down the phases into four, five, six, 7, 8, 9. for me, I think this really captures the complete picture,

so why wouldn't that be on page 9? I feel like everybody's looking on page 9 and they think that's the complete picture but it's really not. page 25 is leaving out the initial phases, so it's really starting with construction but we can look at trying to really show all nine on the one side. I agree with you, I think page nine is really where people go like first hit tha,'s where they're going to go if they ever make it down to the facilities section itself, so, yeah, we can work on for the last report detailing all the phases out clearly there rather than summing any of them up. okay, cool, thank you. And then how much money do we spend in marketing annually for smart? DR. Fulton? MR. Shim? I believe that's a sub b

contract of the aecom contract, so that would be in the details of that, we'd have to look at that or give you a follow-up on that. so, it's already part of the contract of what we already paid? it is, yes. okay. I understand to communicate to what is completed and what's done, but I would rather just see the money be put in and get the jobs done. You know, it just kind of seems like a waste where we could capture a beautiful library with our own staff than paining for that, but if it's already spent and done, then is it already spent and done? DR. Fulton? staff?Frjts I believe if I MAY answer, I believe that was part of the original package 11 year agency, so that is a subcontractor garth that does a lot

of the public-facing items for smart program, so that's been consistent over I guess 11 years of the program. okay, well, now that we're done, not really done, but saying we're done, if there is an opportunity to save money in marketing within that contract, I would like us to look at that and then my next question is in regards to what's next? Where do we go from here? Because we're not done but we're staining we're done and I know I talked about coming back with a report, so where do we go from here? DR. Fulton? staff? yes, the final report will include month end OCTOBER information, you know, we're just close thing the month now and the final report will have all the information as far as what projects will remain and those statuses and the

board should get that in early december after we close the month and develop that report. if I MAY also based on the last meeting, I believe you and the board wanted to have additional updates on where we are with the original smart items, so we will continue to report on that to the board. So, just because we're moving into the capital program, we will still look at them separately as smart items and atkins, MS. Carpenter and MS. Cooley are aware of that. how often? we will report it quarterly xhs the cadence that we had I think during the smart program so we'll continue o do that. so, JANUARY would be the next one? I believe that's what we discussed, so yes. okay. Okay, so yeah, again, I just want to make sure that we continue

to be proactive and trying to be as efficient as possible to move these 100 projects or whatever more forward as efficiently as possible, and then also let's continue to proactively communicate and talk about it. I just don't want things to be not forgotten but just like we're moving forward like this didn't happen or exist because it did can exist, and we still have to be accountable for these smart projects that still need to be completed. i think it's very important even though we're saying the smart program is done that we know there are smart projects that still need to be completed through the entire process where we get to 100% in the closed section. Thank you. thank you. DR. Zeman? thank you, chair. I just want to note for my colleagues slide 9, again, that

really big number here and I want to interpret it the right way, superintendent, with anyone that you think is appropriate for this. Under active construction, we have 850 million dollars which is roughly 50% of the combined capital expenditures on construction since 2014. Is that a fair assessment? staff? you have 850 million dollars in active construction, that's half of what we allocated to construction since 2014. Is that correct? approximately. okay, within 5 million dollars? That's pretty close, alright. And& to people's perceptions about broward county schools of things mot getting done, they'll point to that. They'll say you still have maf of the money for the past 12 years in active construction. I know we have accelerated the pace of getting things done but these statistics are difficult to understand because they're stock statistics, they're not flow

statistics so we're not seining statistics about what got done except when we look at our school board meeting agendas when we have final close-out and is release of retainage because then we're moving those 13 programs from active construction to construction close-out and then to make your point, MS. Alhadeff, there's a lot of work to do, there's financial close-out televising's warranties, there's 12 months of time for many of these prompting tos get things done. I'm not cambered about close-out, at that point people are using the library and using the building and using anything we build. It's -- we still have spending in active construction and that's just a lot, and it MAY be close to moving over into financial close-out but there is a need to do better. There's a real need to do better and

we have to think about the perception to the community and maybe the reality of this past 13 years is that the pace has been slower than our community expects, so, we continue to need as a board more understanding about how we're going to increase speed and agility and get things done. I don't agree with MS. Alhadeff about the 2014 list, a lot of the things we said in 2014 to do as a bond, we don't need to do anymore, enteritis school that we repurposed, maybe it's school that's not operating anymore, we're converting it into another thing, a lot of stuff happens in 11 years. I think it will be a useful report to talk about, I don't want to whistle past the graveyard, 50% of this money is still in active construction and we have

to accelerate the ability of getting things done and there's just no run framing that, I don't care what page you point in this nr this pages, I don't care about so many project that is are in red status, you know, we still have to prove to the board and then we have to still prove to the community we can get things done and we're not there yet, so, I'm applauding the efforts we've had so far but 50% of our money is still in active construction for the past 11 year iss a boat load of money. You look like you want to comment on that. MR. Shim? yes. I just wanted to clarify because on page 289 in the book, it gives the financial figures as far as what's in the entire program, how much has

been expended and the remaining dollars, so even though that dollar amount is in active construction tha,'s the total project dollar value, that doesn't account for the amounts that's been spent but if you look on the financial figures in that section, it will show you that the program is 1.7 billion dollars and that we have remaining in balances of 143.5 in purchase orders and 55.3 in balances so that's -- you know, that's just under 200 million dollars left to spend in the program, so we've spent quiem a bit in the program. Those are just dollar values of active projects that's shown in the construction section. would you say 1.5 billion dollars is in active use by students or schools? yes. terrific. I really wish we would talk to people about that. Like, it's almost like with

the policy we just spent like 17 days on, you know, it helps a lot to get material that's ready to discuss and I keep thinking we're not communicating the goodness here. We're not communicating we're exceeding the scope of the original project by 18% websinger ear not communicating we got 1.5 billion dollars done and in use. To me that's what the community understands. If a student can go into a library and use it as a library, that's a source of joy for them, you know, that's what we're here to do and that's not captured in any of these flow or stock statistics but we need help telling that story and I hope maybe in the next three months we can come and move forward. I know that 31 months ago, we agreed to end the smart

program and that's I think still a very wise decision. We've got the figure out how to move to a steady state of a construction or a capital project where we're getting things done and being nimble and agile as if we were a private sector company televising's no standards in browbacker broward counted twaoep what sitrix should be able to build in terms of a headquarters and their expectations of getting us things done for kids. They think we should be able to do better because there should be this great imperative to get it done for the social good. Thank you for this work, I look forward to it -- you said in DECEMBER, we're going to get something and I just want to clarify what that was? JANUARY. there's something in DECEMBER as well. You said in

DECEMBER, early DECEMBER, we're going to give you something based on closing out stuff from this quarter. yes, we typically deliver these or send an e-mail to the board when we deliver this to the bond oversight committee, the report will get send o the board in early DECEMBER. and then you will present it in JANUARY? correct. will that be the last report, chair, of this board? JANUARY 1 will cover us through halloween of 2025, is that the last report or are we shifting to capital reports? yes, and then we can do quarterly meetings as needed by the board. I'm sorry, chair, I want to be clear about that, are we requiring quarterly reports of this going forward? DR. Fulton, can you have MS. -- chief paul? if I MAY, we talked about identifying the smart projects

quarterly, providing that, but yes, we need to provide a capital report also to the board. So, I want to keep the same cadence that we have currently regardless of whether it's smart or capital, but to keep that same quarterly cadence. terrific. Chair, is there any objection to keeping going with the quarter? no, anybody have any objections? MS. Alhadeff? I want to make sure the smart projects are identified and tagged appropriately. noted. I think we can do that with the capital and construction report where it's tagged for smart. Like, that should never go away until MS. Alhadeff tells us we're allowed to. or the smart projects or something. thank you. I want to be clear about that. There is going to be thing nrs the wish list of 2014 we never do. yes. and so there

has to be point where we're done to a smaller number of thing and is put a ribbon around it and move on. I don't know when that is. I have a quick queseson backing off of what. Haha af said, so for marketg, money already been paid to aecom in the contract? Is there a way to scale it back? DR. Fulton? I don't know if staff has answer, if not, we have to do a follow-up on that. that's part of the -- if I MAY, that's part of the monthly invoices that we provide, but garth does not charge us if they're not doing the work, so it's based on the work that they do. so, would decides the work? abexample would be the parkway meeting we have coming forward, garth is part of that community engagement

piece. but we're not marketing smart -- any other -- they do ribbon cuttings, they do -- you've seen them do ribbon cuttings, various pieces of the smart program over the past I guess few years, and so that was as you said before, originally built into aecom's contract as a sub consultant, that's how garth is x, so again they've been part of the program I guess since its inception. so is there like a cap on what we're spending on that with them within the contract? we can can provide you information on what's been spent thus far in the follow-up if you would like to look at that. well, I mean, we spent what we spent, that's not the concern. The concern is moving forward, what would we be -- that is part as I said before,

that is part of the current contract we have with aecom. so, that's the question then. Did we give aecom a cap on what you could use for marketing, is it just open-ended? I can let -- I don't know if MS. Carpenter could speak to that. okay. because she's our financial overwatch here. hi, ashley carpenter with atkins realis. it is part of the contract that is finishing in JANUARY and there has not been a capper say on communication and is marketing. It's possible for us to provide a follow-up on what amount has been spent so far. In the next contract for the owner's representative, you know, we can look at if there's a certain amount of communications and marketing that's required. You know, putting that into the next contract but we're right now at a point

where this contract is finishing. okay, I wanted to know if thereafter way to scale it back. Okay, any other questions for the bond? only I think that that's a question for the record, right, chair, like we want to know in writing whether or not there's an ability to descope the marketing effort ouft the pmor contract. if you can give us what we spent so far and based on the contract, what are possible steps to reduce that and make sure the money can go in the right place. Okay. alright. Perfect. Okay, thank you. So, I'm going to -- thank you, staff, and the bond oversight committee for all of your work in doing this. This is a big task so we appreciate it. We are going to -- I'm going give you on update on what

we're doing, we're going the mover into our closed door. We are going the move the collective bargaining agreements and the office of the chief auditor budget analysis for discussion to another workshop, so when we come back from closed door, we will go to the behavior threat management testing of charter schools and then end this workshop and move into our special school board meeting, so we will recess for -- at this time we will now move into a door closed session that will last for 6 minutes, any person that is not to participate in the closed door session, please exit the room at this time. Thank you. Please stand by. welcome back to the workshop meeting. The next item is behavioral threat management. so at the last meeting, when I was asked to bring this back,

I reached out to the north and counsel. One of the concerns that board member alhadeff is whether or not the district has any liability in not providing audit coverage where the behavioral threat issues are concerned. And so, the, the general counsel's memo identified that there was no liability where there was concern. That each charter school has their own board of directors that are responsible for complying with the same laws that this board is responsible of complying where that item is concerned. And talking to the neighbors to the north and south, they don't provide any behavioral threat in their traditional or charter schools and their respective coordinators who that goes to and now there is been a change in this new system that is being put together by the folks of the state and they're limiting

the ak is ses, it's not really limited, it's the same access that folks had before we just had some access to some records that gave us additional steps that gave us the ability to monitor the monitoring of the program. So it looks like we're going to have some tough sleding in the future over and above the training portion of it and identifying that the timelines and the training requirements have been met. So with that in mind, I'm happy to answer any questions, that I can. If I can't, I'll be happy to follow-up. This is a shorter discussion that we MAY have originally thought. MADAM Chair. hold on, we have to do public comment. First up for public comment, is DR. Natalie lynch-walsh. Speaker: good afternoon, DR. Nathalie lynch-walsh, plantation florida, I think we need to

have a workshop on time management in the future. Anyhow, good thing I brought dinner. So this item I'm glad to see, because it made me read the state statute and the florida administrative code and come to find out, the state wants to audit your behavioral threat assessment. So in the statute that is referenced by AUGUST first of each year, the office of safe schools, there are three things that they're now going to do. So maybe communication with the state as to what MAY look like in terms of the scope where they're going to be audited, will be warranted because they are going to one, evaluate each school district and governing use of the behavioral threat management operational process. The florida specific threat assessment instrument and the threat management portal for the subsection. 2, notify the

district's superintendent or charter school governing board as applicable if the state wide behavior threat does behavioral threat assessment instrument and portal is not in compliance with this subsection. And three, report any issues of non compliance to the commission and the district school superintendent or the charter school is applicable. So I would be on the phone with the state finding out what they think this process is going to look like and it looks they're going to have more money to put into your office of the chief auditor budget because they will not be doing as expensive auditing, and why would they if the state is now going to do it. But we don't know what it's look like. Anyway, that's all I have to say. And I have to go look, staff keeps on making records

on my public. thank you. Our next speaker is felica, but I don't see her in the audience. I'll turnover to board discussion. MS. Alhadeff. yeah, thank you for thth cocommen, DR. Lyncnch-wah, I uld vevehoped ththat MR. Rodes, ththatwould have come from you. I think that's really holds to the conversation. So my next question, will be will you be following up (Inaudible) And see how that process is going to be working with if they are truly going to be doing audits and then, if you do not have to. she's asking if you're going to follow-up with the state to get the information that just mentioned. I had followed up with the office of safe schools and spoke with them. And I is said to them, we're now going to have access to these records anymore. Now that

this state portal system is going to be limited to the district base and school base threat management teams. and I was told, you shouldn't of had access to any of that information previously even before we opened this new portal in AUGUST. And I said how would we then do our audit going forward going to the process and monitoring. And they said that is something that is going to be handled by the coordinator and office of the schools by managing the portal. So it sounds like they've come to a conclusion that having an audit function is less than important than making sure that the behavioral issues are curved at the moment that they're starting to occur, rather than the auditors going examine looking at it later. Because if they stopped any bad actors from what they

otherwise MAY do, that's the importance of the program. right, but MR. Rodes, are we responsible for doing the audit on our PTAs and the charter schools what is the state's response? Who is responsible? if I understood you correctly, we would not have access to records traditional or charter schools but at traditional schools we would have easier access and maybe have access for charter schools for looking at the training portion of this, making sure that every one is trained properly and that their teams are documented for uploading that information into the system. her question is who is responsible for auditing the threat assessments? they charter schools and traditional? So at the charter schools, they have their own team, they're responsible for auditing, not auditing, they're responsible for putting together the management process. The auditing is happening

at the level of the coordinator and at the level of the state. There is no other allowance for additional auditing component. so the state's is auditing it? okay. so to clarify, you're saying that the office, is doing the auditing at the charter schools and at our (Inaudible). yes but to be more specific one of the things that the statute clearly calls out was to regard to audit, they're auditing who has ak is ses to the system. And when items bubble up from the local folks who have their own coordinator at the respective locations, and information would bubble up to the office of safe schools at which point they would handle it from there. okay, ultimately, broward county public school board is responsible for the safety at these charter schools? So I just want to make

sure that at the end of the day, whatever we have to say or do or communicate or audit to be charter schools, that we are doing what we need to do and MR. Rodes, as our chief auditor, please make sure that we are in a 1100 percent compliance for what broward school board need to do to be in compliance with safe statute. yes, and that's why i reached out to general counsel's office to review and determine what exactly are the responsibilities and liabilities of the district in this situation. And I think that's spelled out pretty clearly in the document that I attached to this item. okay. thank you, any other board comment? no comment. okay. So that concludes the items for the workshop today and at the direction of the superintendent, the following agenda topics

railroad scheduled to be addressed during the upcoming workshops. So for DECEMBER, the advisory committee reports, the district strategic plan, redefining our schools, non cba payment discussion, precession legislative budget and district budget update. And in the JANUARY workshop, will be again the advisory committee reports, the student discussion, mental health, college prep and policy reviews for human resources, 4.9 and legislative affairs. Please note that the order topic and remain sub tant tiff. and I want the two items that were removed today we'll try to have them in the next two workshops. thank you. and chair, one another idea either on in the early workshop in JANUARY or second workshop, can we make sure that we get back to the budget? superintendent? I believe, the budget item is in DECEMBER, but we can get back to you on

the JANUARY one once we the superintendent is back. it says, DECEMBER was district budget update. and I'm proposing again, that every month, we do the budget until we get past the current condition that we're in. so can we please add it to JANUARY workshop? Okay, yes, thank you. at this time, do any of my colleagues have anything to bring on student successes to share? Okay, MS. Leonardi. thank you, first I want to bring up that we're having a community conversation for redefining wooden rogers at the wooden rogers media center on NOVEMBER 15th, 6:00 P.M., I hope my colleagues can join us because it's part of the redefining consideration. And they're all over the district, so every one of you has students who have will be impacted by that change. So again, NOVEMBER 19th at 6:00

P.M. I also wanted to recognize two things that are happening this month, this month is veterans and military family appreciation. So I just want to acknowledge and recognize and thank our service members and their families who are sacrificing a lot to keep us safe and I hope we can continue to celebrate them throughout the month. Also, NOVEMBER is movember so you MAY notice that men in your lives are growing mustaches to bring awareness to prostate and testicular cancer among suicide. NOVEMBER is a organization that advocate's around men's health and they issued a report and it's called the real face of men's health report and it looked at national available data. It talked a lot about the life expectancy for men is lower than than women. Mental health concerns and suicide are on the rise for

men, with one in four men, suicide is the top five cause of premature mother mortality for men and focuses on men's health. I wanted to bring awareness and I also wanted discuss, we have a like a mammogram van that offers free mammogram. I know the university of miami has a van called the game change van, I think. And offers a prostate screening, just as we advertise the mammogram vans advise around that, so we can get our men healthy and safe. And then, I just wanted to bring one last piece about school choice, the school choice window. I appreciate staff looking into extending that window and putting that communication on our website per redefining. I do have a concern that it is being done through focus this year and I'm wondering if that creates an extra

barrier with our enrollment concerns? I'm just wondering if the district if anyone at the district has thought through that? DR. Fulton? so thank you for the question, I would have to follow-up I would have to differ to DR. Wanza and she's not here today. got it. I just hope that we're monitoring if the school choice application at are at a lower rate maybe on a weekly basis than previous years so we can keep an eye on it. I'm hearing that it does create an additional barrier and I understand that we're trying to get more people on focus, but I don't want our enrollment to suffer even further because of that. thank you. And I just like to remind every one, or if you don't know, let every one know, the district is doing some collection

for the people that were affected in jamaica. So if you look at our website, you can donate items or funds. I would ask encourage all of my board memebers to do that.
