001testing testing one two three. welcome to today's school board workshop. Thank you for joining us and thank you to the dedication to the school district. This workshop is now called to order. So ensure a safe and productive environment, do not block exit doors and all attendees must be seated except for media. Once if the fire alarm sounds exit the room calmly, continue outside of the building until authorities give clearance to return. Thank you for your cooperation. Board member holness will now introduce his school to lead us in the "pledge of allegiance". DR. Holness? thank you, MADAM Chair. So I'd like to introduce good all marshal in doing the pledge for us today. please stand for the "pledge of allegiance". I pledge allegiance to the flag of the united states of america and to the republic

002for which it stands, one nation, under GOD, indivisible with liberty and justice for all. please be seated. thank you for that. As we begin we reaffirm our vision 100 percent proficiency for all students. We maintain to sustain this achievement. Our theme this year is believe, chief one broward. I'll now turn it over to the superintendent. thank you, good morning, today I want to speak candidly about the financial reality facing broward schools and the action we must take to remain focused. Broward county schools is experiencing a significant and on-going decline in student enrollment. Based on our data, we anticipate approximately 3600 additional students just this school year alone. This equates to 32.6 million on revenue. And rising costs for employees, benefits utilities and day-to-day educations. Fiscal impact of 94.7 million dollars on our fund balance. This

003is not a challenge we nnot ignore, sh awayayit requir imimmediate actionto protect classroom instruction, student safety and core academics and support services. As a result affective immediately, the district will implement the following measures. From hiring freeze to all hiring freeze. This was referenced in the memo just passed out and simultaneously sent to the board memebers and across the organization. Positions are already in process, prior to DECEMBER 8th, we'll continue for board consideration. Critical consideration that those tied to safety and essential operations MAY be filled with mia proof al grant funtded potsings MAY also proceed with approval, additionally we're implementing a freeze on out of county travel funded by the general fund. Travel will continue if there is no impact. All remaining general fund travel will require senior leadership approval. Academic field trips will not be

004impacted. We're also continuing aggressive efforts too limit overtime and conducting a review of contracts and staff and allocation to see identify further cost savings. These steps are difficult but necessary to ensure that we remain financial responsible and continue to deliver high-quality education to our students. This makes something very clear, it is now more critical than ever that reright-size our district and remain in control of our future. We cannot operate yesterday's system with today's numbers. Every decision we make must align with reality of smaller operation and higher fix costs and our responsibility to preserve long term sustainability. This is why redefining our schools is to necessary and critical right now. This initiative is about aligning our facility with enrollment using tax dollars responsively and protecting classrooms and ensuring that we remain strong for generations to come.

005Now, we'll turn to DR. Wanza that will outline our path forward for our district. DR. Wanza. good morning, good morning, DR. Hepburn and our community members, I'm valerie wanza, I'm the chief strategy and innovation officer. I would like to introduce briefly my team, we have adriane parker, joe beck, the director of demographic and planning. Dante collins, DR. Cassandra freed, who is the director of programs as well as willie wood. Also joining at the appropriate time in today's presentation is DR. Nanir grant, chair of the committee and also the liason of the advisory committee. So at the appropriate time in the presentation, she will give voice to the committee. So beacon if you can start the presentation. I'm going to walk through the presentation. MADAM Chair, at any time, that you want me to modulate the

006speech. I want to explain to the public, why we're up here even though this is a workshop, there is ample room for public to seat in the audience. Thank you DR. Wanza. the first slide purposes the purpose today. The purpose today is for the superintendent obviously to listen to feedback and garner some sense of direction from the board as we go through today's conversation. And you will see on some of the slides, depending on what happens today, the superintendent will release his official memo of recommendations for next school year's complete boundaries, friday of this week DECEMBER 12th again. Again, that is predicated on what happens here today. Through each proposal there is a financial impact and the appropriate staff is here to answer questions around any of the elements that we discuss today. And the

007next slide is our agenda to walk us through how the presentation is organized. I will not read to you but that walks us through how the presentation is organized. And the months of OCTOBER and NOVEMBER, we as a staff we facilitated four very powerful meetings. The meeting in the north, we met with the north region community at choral springs and that conversation was really about programmatic needs around the middle schools that we initially identified to be addressed. The central region you'll see in the next slide, the conversation there, and the conversation was at dill ard. And then we had a very, I'm going to say a very special meeting with the community of saegle and wynne rogers on NOVEMBER 19th. So as I said in the north region, we did not have any conversation around

008school boundary changes. So those conversations actually happened in the central region and those listed on the slide are the proposal that's we discussed that evening and we will go into greater detail on those proposals. But that was the essence of the conversation at dill ard high school. The next slide en capsule late the content. And then we had the conversation and so each one of these meetings, we use the thought exchange portal. I'm sorry, so close to the mic. we use the thought exchange portal to capture thoughts about attendees both in-person and virtually. And as it relates to the meetssing in south central region. This is the question that we asked. And we asked two specific things. What ideas did the community or attendees have to make the proposal successful? And also what challenges did

009they think we would face or we need to address to ensure that students and families are supported during what potential changes occur. So over the four meetings over 800 people gave us their thoughts and you can see the number of thoughts and then they were rated by different individuals and there were over 15,000 ratings. In the presentation is the link to the thought exchange for all four meetings. So the board, the public does have the ability to go in and look at the individual thoughts that were included as well as the ratings and that's there. And then in the north region, you'll see this is a summary of what the participants told us, basically. They really wanted more technical and vocational courses also performing starts, stem and environmental science were areas of great interest for

010them as well as enhancement to see programs, and sports, extracurricular, clubs and then community engagement activities. So that was really their conversation as this relates to programmatic enhancements in the schools and north region. When we move to the central region, and this is the first time both in the central, the south and the meeting at wynne rogers that we actually talked about consolidations of schools and reconfigurations schools. And here you can see, the, input from the community, and there was a lot of concern about, ensuring that there is affective resource allocation across schools and they're very concerns about changes that impact local schools and neighborhood schools. And then, obviously, depending on proposal there was some questions around transportation, and more importantly, the schools want to keep their local identity as a neighborhood school. In the

011south region, it was the similar concerns, they are interested a lot in the cambridge language, duel language, also they're very concerned as well about pathway to see support student success. Again program continuity and really it's a lot of transparency around what will happen during this transition is what they're really seeking. And then lastly, at wynne rogers, the schools are very, similarly located very, they're right next to each other. So they were really concerned about preserving what those schools offer. Look at ensuring that trust is maintained and that we the district look at things like safety and impact on programs and that we do not take away from what those programs currently offer. So now we'll move into the actual proposals that were discussed at individual, at the individual meetings. Also, have you'll see, this is

012consistent for each proposal. You will see the, the map to the left, where the school is pretty much located. And some enrollment information. And then there are these two tables that are there, there are these two tables there for both, what you see a litany of information. And then they bottom on the right-hand side, you will see what the school boundary committee outcome what the outcome of their vote was, whether it was recommended and not recommended. And then you will see the actual vote spread. And in a few moments when we get to the committee work, that's when MS. Pier-grant will give voice. It will transition the students from sunshine into fairway elementary school and then you'll lies the sunshine facility for another use. Sxuk see the committee recommend that this proposal be considered to

013be move forward. On the next slide, and this is consistent for proposal for which school boundary is sim pacted. You will see these are the six conditions that the school asked to consider in their deliberation meeting. So for each one of the proposals you will see the analysis for each one of the six factors that the board asked the school boundary to consider. Soy obviously will not read to you all, because you know, that would be disingenuous but that is there for each proposal. Next slide beacon, the battery MAY be dead. And lastly, we did a costa nal sis, green is positive, red is negative. So you can see in this example, there will be an overall recuring financial positive impact of just over 1.1 million dollars. But we also put the utility costs for

014sunshine because son sunshine is a school that would be used for another purpose or one that we look to partner with organizations to potentially lease space in the school or lease the entire facility. It should be noted that if it's solely used for another purpose, meaning we move department, then that's the annual utility costs but obviously if we were to lease out space, then those costs would should be considered in whatever the rental agreement is. So that's the first example and I won't speak ver batim to each one but I'll call out the highlights. One, is to transition sunshine into fairway elementary school. It was recommended that this proposal move forward by the advisory committee and that is the cost impact. The next proposal considers a transitioning panther run elementary school into xhap -- chapel

015trail elementary school. There is some thought if this school was consolidated, perhaps the superintendent and staff look at potentially moving one or two neighborhood that are closer to silver palms into silver palms. So I just want to say that, but the committee vote is that this school not be transitions into another school at all. They did not vote essentially to consolidate panther run into another school. And that is the committee vote. That's the data as it relates to transitioning panther run if chapel trail is the school. And there is the six elements, again that the board asked the advisory committee to consider as they deliberated. And lastly, this is the cost impact. I know that there has been some consideration or some thoughts around maybe correlating the school into another school into this campus. But

016again the proposal that we talked to the advisory community about was transitioning panther run into another trail. You will see the one million dollars in recurring cost savings as well as the annual maintenance and utilities where the school is 363,000 dollars. The next proposal considering transitioning palm cove into two schools into lakeside elementary and pines lakes elementary school. The boundary committee did vote in favor of this proposal mafg forward for consideration. There is all all the enrollment data as well as all demographic data that was provide to the committee as they deliberate d over this proposal. There are the analysis for the 6th elements. And there is the financial impact, you can see it's a positive impact of approximately 1.3 million dollars and then palm cove would be again, a facility that would be transition

017to another district user potentially some type of rental or lease agreement with partnering agencies and then the annual financial impact for maintenance and utility cost at the facility. The next, so the proposal a and a, the first is to transition north fork completely into walker elementary school. The committee did not vote in favor of this proposal. You can see all the xas ilt and demographic information as well as student assignment information there. And then transition north fork into another use. The board is in receipt of at least three other proposal of potential use of the facility or the site I should say. And then, as it relates to moving the all of the students into walker, this is the analysis for the 6 conditions that the board asked the committee to consider. And then this

018is the financial impact if the all of the students transition to walker elementary school. And again, just over 1.1 million dollars in recurring annual costs savings and then you can see the maintenance and facility cost for north fork elementary school. And as I said, 4 and 4 a are related. Because 4-a considers transitioning the students at north fork into four different elementary schools. And that really is intended to look at potentially putting students in the neighborhoods that are closer to where they reside. So for example, there is an area south of broward boulevard that is closer to croyson park. So transitioning those two students. And there is another area in the manners area that will do some clean up and place the students at thorough good marshal and there is an area on the west

019side of I-95 and have those students attend martin luther king. So this proposal situates students closer to their residential area. So there is the maps and all demographic enrollment information for this proposal. Next slide, beacon. And then, here are the six elements as well as the middle, the middle school and high school feeder for each one of the elementary schools. And then the cost, impact here is just under a million dollars and I know that, some MAY ask well why is that number 247,000 and our finance team can explain in greater detail but when we actually disburse or reassign, is a better school, I apologize for that. When we reassign students to other schools, depending on the allocation, the addition of students MAY result in placing that school in a higher support education bracket and

020the finance team can explain that in greater detail but that's why you see the impact as opposed to just reassigning them to one. Again, you see the utility costs remains consistent at 563,000 for the noh h rkrk campmpus. So proposal 5 and proposal 6 are related. They are related because the, the proposal 5 considers expanding these elementary schools to k-8 schools. If glades middle school is transitions from a 6 through 8 to another district site. And it would also contemplate for next school year, choral cove expanding to grade 8 to next school year. Just to remind the board and the public, last year choral cove added to grade 8 school, they added and slated to add 7th school next year. But if glades middle ceases to exist, then choral cove would have to add 8th

021grade in the 26-27 school year and all of these elementary schools will immediately begin offering grades 6 through 8. And then when I explain slide 6, you'll see slide 6 has a slightly different outcome but 5 and 6 are related because, it would be one proposal or the other, because there isn't enough enrollment to do both. Next slide, please beacon. So here are the elements that they asked the committee to consider in this proposal. You see the middle school and high school feeders there. Next slide please. And then this obviously is a cost impact. the largest cost impact would be in transportation and it's for the number of buses that would be needed because these schools currently operate at a 8:00 o'clock start time. And the families are used, these schools operating at an 8:00

022o'clock start time. Obviously if they move to a later time, it MAY relate in a cost saving. But the number one, the number one thing that I'll say in the top three things that we hear from parents is the late school start time at glades middle school is, is problematic for families. So they, the families would prefer to stay on the 8:00 o'clock start time and then the school would go to 2:40. We recognize that we would have to work on either a staggered or some type of school dismissal process, based on our lessons learned from this year with schools expanded from 2 to 8. But the cost around here is the cost for transportation. And so, that is why you see, that this would be in the negative if you will at just under

023300,000 dollars. So proposal 6 contemplates not expanded to grade 8 but instead transitioning the students from glades to new renaissance middle school. Proposal 5 and 6, the committee did not vote in favor of either one of these proposals. And here you see, the factors that were considered as well as the high school feeder patterns for both schools. Next slide beacon please. And this is the cost I am fact if we moved all the kids to new renaissance middle school. There is a recurring cost saving of just 4.71 million dollars and that's the maintenance and utility costs for the glades middle school campus. And proposal considers transitioning glades middle school whether it's in proposal 5 or 6 but transitioning a school to technical shared college. Proposal 7, has several elements, 7 and 7 a and b

024are all related to walter sea middle school. The first one is to transition the students at walter sea young middle school, or pine 6 through 12 depending on where they live and how the boundary. And then the walter c young facility would be used for district or municipal use. And the committee did not vote in favor of this proposal. And here you see the element, the sixth elements that the committee considered as well as the current high school feeders. And if we did this, then, you can see the annual cost saving is just under 1.6 million and just over 800,000 is the maintenance costs. Next slide, please. Okay. Slide, I'm sorry proposal 7-a is a concept or proposal that contemplates transitioning, the walter c young middle school into a 3 through 8 gifted and duel

025language school. The committee did not vote in favor of this proposal. Let's see. Next slide, please. This would be a choice option for families. So, but I can tell you the committee was very concerned and MS. Nannerny will talk about this. They're very concerned about the impact of that. And so, I'll go to the next slide. And obviously until we know where all the students will come from, and what time frame we will put the school on for transportation, we could not realistically and in good faith present a financial impact. So until such time as we had a true analysis of where all the students will come from, a financial impact was not calculated for this proposal. Next slide, please. And then, slide 7b is something that the committee, I'm sorry the community has asked

026for and the board will ask us to keep into consideration as we walk through the process. And this relates to the students who are currently attending silver palms elementary school. They are the only elementary school that is west of I-75 has to come east of I-75 to go to middle school and to go to high school. So what this proposal does, that attendance area it realigns their middle school boundary and walter c young to silver trail and you can see where that is related and it does the same thing where it moves the high school boundary and currently flannagan to west broward high school. But the committee did vote in favor of advancing this proposal forward. and then there are the six conditions as well as the feeder patterns and there is no cost impact

027associated with this. Tt actually cost-neutral to do this. Proposal 8, and creating a 6 through 12, high school on the campus of plantation high school. As does the dill ard 6 through 12 high school. And we know that the city of plantation is very interested to work with public safety thing program at plantation high school with this new configuration. The committee did vote in favor of this proposal, you see the map as well as demographic and enrollment data there and then, we have the 6 elements that the board asked the boundary advisory committee to consider here. And this would result in a cost saving. And the cost is neutral, if the nova transportation hub model is approved. If the nova transportation huddle is not approved then it would be a 2 if the -- 2.1

028million dollars saving. Next slide please. And then, the next proposal, contemplates consolidating bear middle school into west pine middle school. And then transitioning the bear campus for another use. The committee did not vote in favor of this. You do see the maps as well as the demographic and enrollment there. The next slide provides all the information on the six elements that the committee was charged with analyzing as well as the high school feeder patterns forbear and I think that one of the things, and I think MS. Pierre-grant will talk about, what you consider is is the number of middle schools would feed into pine if this proposal were to go forward and pass. The next slide, provides again, the financial analysis again, you see if, the nova concept, nova hub concept for transportation is adopted

029then the actual financial impact is just over 1.9 million and so where you see estimated expenditure/costs that would primary result in increase or some kind of adjustment in support allocation for what would be combined 6 through 12 school. And then we have here the facility and maintenance cost for the bear middle campus. Okay, okay. The next slide, this is what I talked about in proposal 7b. So this is the high school portion to moving the elementary students middle school feeder from walter c, to silver trail, this is now the high school part of moving the students from flannagan high school to west broward high school. The committee did vote in favor of this proposal just as they did for the middle school pattern as well. And there is obviously, the six elements as well as

030the feeder pattern information for you. And then, there is modest cost recuring positive costs impact of just over 2 2000 dollars. Proposal 11 is actually proposal to transition helendale high school to do a phase transition of helendale high school into a southern sister school if you will to pompano high school. It would phase out some of the boundary and moving some of the students to miramar high school, looking at the element or the criteria that they would use, the programming, different types of programming, so that what is offered at the school, actually meets the current population community and interest of that area. The committee did vote in favor of this proposal. And you can see, the demographic and the capacity enrollment information there. There are the six elements as well as the feeder pattern information

031as it relates to Mcnickel middle school and then we know that gulfstream k-8 also feeds into helendale high school as well. But those students physically reside in the city of helendale where as many of the students who attend Mcnickel middle school reside, some reside in helendale but some in the city of hollywood and the in the city of west park as well as the city of pen brooke park. This is the cost I mpact. And it's due on transportation on the number of buses whether it's 11 or 15. And as a note our colleagues in transportation, did advise us that currently, the pompano beach high school has 18 buses that they use for the regional transportation just as a comparative analysis. And then the last proposal that the committee considered was the proposal to transition

032thorough good marshal from its current to implement into the current k-5 space and actual 3 through 8 space related to gifted and duel language. The current thorough good marshal would extend its grades to 8th grade and then add a gifted and duel language focus at the school. This is the only one, obviously, that they voted unanimously for, interestingly. But, and then you have the map, the demographic, the enrollment. There are six elements as well as feeder middle schools and high schools. And this one, like proposal for walter c young, until we know exactly where those kids will come from and additionally how many additionally kids MAY come in the k-5 phase, we could not realistically come up with an impact unless we had true data to calculate the input. Those are the 12 proposal that

033the committee actually voted on. The one that they did not contemplate is the one for saegle and wynne rogers, because they're not neighborhood boundaries schools. Alled stents have a neighborhood boundary school, they're assigned to these schools for special services or programming to meet their individual needs. But the proposal here considers combining seagul ensuring that the adults with disability remains there part of the wynne as well as programming and resource that's are currently offered at both schools continued to be offered and available to students and then look at partnering with the city of ft. Lauderdale for use of the seagul site. And this provides the boateder with some data on schoolsment and MR. Howard told me to make sure that I remind the board that the 4 or 500 students, they also provide education programming in

034the bso facility as well as some of the department of juvenile justice sites around the country. I promised to say that. But this is the cost impact. So if this were, if this recommendation if this proposal were to go forward as a formal recommendation, there is the potential of 2.7 million dollars recurring. And if the school schedule remain on the current schedule of wynne rogers then the transportation part is cost neutral. Right now, seagul is 830 and wins is just after 9:00. And seagul, you see the cost is right around $400,000. And this provides at a glance how the 34 propose aol are situated as it relates to consolidation and reconfiguration enhancement. Schools that will receive additional students and if the, the proposal for the feeder pattern, reconfiguration at silver palms goes through, then flannagan

035MAY be the school that MAY potentially lose students. The next slide provides models and I explained how the models were created of the overall financial cost impact would be depending on which proposal MAY or MAY not go through fruition as actual recommended option that's are final lea proved by the board. So those are samples. It should be noted that the high-end for transportation costs was used and that was the proposal, so we use the high end of the 15s -- 15 buses and not 11. And those are the twos proposal that explains to expanding c ung -- wititthe opopos of gift andndueuel lauage.. D atatthis ti, I'gog g to allow MS. Narny pierre grant to provide voice. Just tell me when you need me to advance. I can't see it. Okay. I did prepare a

036statement. We want to thank the superintendent and the board for the opportunity of broward, broward, boundary committee and hearing the voices of the committee for the imagining. The community input taken into consideration, the board created for the boundary committee. Feedback from the boundary committee and the community. Some members felt the data and criteria were not sufficient for them to make an informed vote. Most did not want their schools closed and/or merged. Students transition is a great concern, that's the consensus. Repurposing is of great concern as well as DR. Wanza mentioned. Programming is a also great concern as we mentioned about the, the many elementary schools being merged and the duel language programs. Partnerships are unclear, the community, be want more information on who or what entities will be entering or districts and are the short

037and long term benefit goals. Community and community asked that their voices be used heavily in your decision process. As a liason, I would like to say that on the onset, I made a statement to tell the community the truth, and what position the district is in. Early on to allow for all to get used to the changes up-and-coming. This was the board, this way the board discussion and ultimate decisions will be less stressful. I know we will not make anyone happy and that is not the goal. The district emphasizes transparency but does not take the necessary steps to demonstrate it. The process has been arduous for some and others. It's the district's responsibility to explain in detail why actions such as reimagine is taking place and why hard decisions must be made and find a

038conducive medium for those involved. As you deliberate today, we understand that the district fiscal responsibility, ultimately drives your decision, however we ask that the viable alternatives are considered. Please consider not starting this discussion with indecision, this requires decisive action and respect for the timeline given to the public. We hope that the board will hear the public today that are here to talk. And know that this is a partnership and the goal is the best interest of the students and staff of this district. Thank you. Okay, we all voted for sunshine, we realize that school is extremely under enrolled. The community was there to voice their community. But the consensus is we're not okay but comfortable with that decision. Panther run was a no. That community felt strong about their school but honestly, it was a

039tough decision but I think the district needs to make sure that when they do make a decision, the fiscal responsibility that you all mention as the superintendent mentioned earlier is taken into consideration. To be honest, like we had a lot of, it was really tough to kind of make some of these votes because I mentioned that some members felt that the criteria we had to use was not enough. A lot of people policemensinged the financial aspect of it t they didn't have full on numbers, however I feel the team provided us with a lot of information. Let's see. North fork was a big one. That community came out and voiced their vonning operation. They want their schools to stay open. I got some notes. They're a school that provides resources community, they also work with

040the salvation army, they're like a beacon in the community so they want to make sure that their school stays in tact. Let's see. Plus, we only had like 8 minutes to discuss each one, but we understood that there is so many. Let's see, coconut cove. Glades, they said we're not having it. They don't want that to happen again, again, you have a hard decision to make. I think all schools have excellent in my opinion. Some just need more help than others. Let's see what else. I hope jackie is here, I know she is going to talk to the ese group, there was a little bit of confusion where that was concerned. There is a lot of confusion will repurposing and what you're going to do with some of the properties and how that is going

041to look for the district long term. Despite not wanting, they do consider, what programs look like, who we're bringing into the district to get us into a better decision. And there was some talk about the charter schools using our buildings. But I think DR. Wanza did a great job making sure that we stayed in task but na is a major concern as well. The duel language programs, we have duel language at several of our schools, I think two. Their concern is, are we take ago way from one group to add to another. I know one of the things the superintendent mentioned in some the meetings prior too this that competition is healthy. Making sure that we highlight certain schools in terms of what they have and to try to right-size the district in some way.

042Yeah, the elementary schools, another concern was making a large group of k-8, some members felt they were taking away choice from students in terms of having a traditional elementary school versus the k-8, that was another concern. I kind of pushed back and I said most charter schools are k-8 and they don't add choices but there was validity to some of the members that students should have the choice to have a traditional middle school. Am I going to jump in there, because this is a workshop? Right? Y'all, why you're all talking and stuff? I think, to maintain organization in the meeting, if you can just flag me and I could. oh yeah, as long as I can put some tidbits that you're talking. yeah, if you can just flag me. okay, you can come back to

043me. okay, I'll round out the conversation. The committee was very stern. They did want to see impact to transportation, finances, staffing, problematic, they want today see a number of other data elements and what I had to bring the committee back to, was at the AUGUST of 27 workshop, the board came to an element that the elements that the committee would consider as they deliberate rated were impact on enrollment, feeder pat persons, community, and diversity and impact for students with disability. That's why, financial transportation and staffing patterns all of that was not provided to the committee because that is not what the board asked them to contemplate. Okay, beacon if you can put the presentation back up and I'll round us out. So in the proposals that are here as it relates to potentially transitioning schools

044from their current use to another use and off lining them if you will, this would result in a approximately just over 8800 students stations no longer identified and you can see in total right now, we have just over 50,000. Okay, one of the things that we also did as redefining, you can see that we looked at programs as it relates to student demand. And when we look at student demand we looked at programs where choice application come in. And we saw a number of our programs unfortunately, despite invetment, mashlgting, and opportunity, despite that, we do see that there are many programs that have fewer than ten applicants to the program a year. So we, on the next slide, you will, okay, next slide, beacon, thank you. Next slide beacon. Okay. And then it works when

045I want to do it. Can you please go back one slide. Okay, so on this slide, you will see some programs that we're looking to sunset. Schools will continue to offer these academic experiences so their inboundary students. We find is many of these schools have a transportation boundary that is very wide that MAY be transporting, 1, 5, students and we're looking to sunset these programs as magnet programs but continue to offer the academic opportunities to students in the school just not as a magnet school. And that is at the elementary level. At the middle school and the high school level, these are the programs that we're looking to sunset as magnet programs. So you can see international baccalaureate, we will still offer it in the north and south and do a transportation boundary but these

046are programs that have very little participation rights. It breaks my part as a 34-year educator that urban academy only has three or four students that are actually enrolled in the programs and you can see, we have two programs at northeast high that we're looking to potentially do something significantly different with. If we look at sunseting these programs, there is a positive impact of just over 1.8 million that can be reallocate today other problematic enhancements in the district. The transportation zones, particularly in these elementary schools will now reflect what is the actual attendance boundary of the school. As I said, we will continue to offer international baccalaureate either up in the north and in the south. So we will have a program in the east and southwest. Some additional problematic considerations, so we know that all

047high schools offer the cambridge program. So we would look to phase out transportation to ft. Lauderdale and not phase out the cambridge program because it's a successful highly regarded program but phase it out as a magnet program because all other schools offer cambridge. We will look to implement the maritime at stranhan. As I said in the proposal it relates to the plantation high, the public safety academy. The next five, the four, I was right that we would look to determine where is the right place and the right opportunity in the organization across all of our schools and feeder patterns. But one would be to truly create broward created by ai and we would determine where that would be, work withing obviously, our colleagues and academics as well as, information systems. And then, there is a

048a large interest in regionalizing performance art programs both in the north and south. So what feeder patterns, where we would make that available in the north and in the south. As well as looking at the same as it relates to duel language and gifted, where is is the right place if that is something that we want to capitalize on and as we continue to do our research and optimize opportunities for students, look at what are truly innovative ready pathway and looking at sunseting some of our current ones that are at the cusp of low interest but look at more future ready pathways for our students and families. Next slide, please. The next three slides actually speak to some parents survey that's our colleagues and student services did and it was really around, perceptions or needs

049of families with students and gifted programs as well as parents of stud tents on autism spectrum. So you will see as one of the attachments, we have the actual surveys but we did put the high level summaries here for the board and the public. Next slide, please. In the presentation so I will not read to you but these are options for the district to consider for if we take the approach of actually establishing regional gifted academies and more importantly how we rebrand what we currently do and the services and the opportunities that we currently provide to our students, to our students our gifted students. So really it's about opportunities for us to consider if we're going to create regional academies, but more importantly how do we rebrand woo we currently do. so slide 72 has

050that for gifted redefining. Slide please, and then that provides the same information for students with autism. Next slide please. So these are marketing strategies, obviously that we would use as an organization. I will not read to you but our goal obviously is for our parents and our community to choose the best and choose B.C. Ps. But a number of these strategies will be implemented dmending on what proposals and what recommendations approves in its final deliberations. Next slide please. This is where we're in our timeline. Based on what happens today, the timeline was revised once the board said its organizational calendar last month, then, depending on what happens today, the superintendent will release a memo with his final recommendations and that will come on friday. Then the board would ultimately be presented with formal recommendations to

051be voted on at the JANUARY 21st meeting and then we would notify parents that are impacted on, we would start doing that on JANUARY 23, and we would, and I'll say it publicly, I know it's in the slides but I'll say it publicly, if the board votes on JANUARY 21, then the choice window would remain open and it will not close until JANUARY 28th because we certainly want to give parents time after the board makes whatever its final decisions are. next slide, please. So, those are our next stepeps anani just rereerated soso I will nonot regurgitate them again. If you can go to the next slide. That's the end of the formal presentation. I'll just say, the appendix does have, it has the actual updated information around the technical schools. It's got information around financial

052impacts. It another 20-some pages of information. We also had some attachments, attached to the presentations, we have our projectioned memo, we have the parent survey information, we have some information for the board to contemplate as it relates to student reassignments where students are choosing to go to schools as it relates to these schools and we are ready for questions. thank you, now, is the time for public comment. MR. Sullivan can you please outline. yes, ma'am, good morning, john sullivan chief of staff and communication. Today is a rule-making session so the public will have an opportunity to ask questions of staff during their allotted time. When staff is speaking, it will not count towards their three minutes. to be clear, I'll be calling the names of the speakers registered to speak. I will call two names

053at a time so if you can line up at each microphone that would be great. And during your three minutes, that's when you can ask questions of staff. Your time will be pause, the staff will respond. The first two names are christine Mcman and joe cox. If joe cox is not in the audience, then nicole morris is after christine. Welcome. Speaker: good morning, xhair and superintendent and members of the board. I'm a teacher at glades middle school. I'm here because the decision before you is not just about closing a school, it's about choosing the most cost affective student forward for broward schools. Thousands of families, students and staff have voiced their support for proserve ising glades as a highly school. Last month, I submitted a proposal to integrate technology and cte pathway, a sustain financial

054responsibility and academic innovative solution. Glades have an insecured building with appropriate for students with new playground it can serve k through 5 with minimum modification. They cost a fraction to retro fit schools who require labs, cte and athletic facilities like lock eer rooms and gyms. This preserving programming while addressing under enrollment with a solution that strengthens rather than fragments the community. Glades is ready to expand. We have the endorsement, staff expertise to support this vision. This model aligns with everglades high school and creates a seemless cambridge pathway from primary to lower secondary into ace supporting the district's goals of rigorous programs that attract and retain students. And I want to be clear, I understand that tough decisions must be made. But closing an a-rated school would be a disservice and eliminate the infrastructure the district

055MAY later need to rebuild. Remain a beacon of academic excellence not only for our neighborhood but for students across broward, technology pathways and advanced learning opportunities. This is not just a solution for glades, it is a solution that strengthens the entire district. Today I'm asking you to support this plan as an investment in communication innovation and in a future with bra word schools solve challenges through vision. With your support, glades can continue to serve this community, stronger and more innovative and aligned with district goals. It can stand as a goal how broward addressed under enrollment through envision rather than elimination. Thank you. thank you, nicole morris. Sorry, joe I didn't see you there. Speaker: good morning, superintendent, board. I'm from museum of science. We invited to submit concepts that would drive enrollment to under enrolled

056schools. In JANUARY, following lots and lots of meeting with district staff, principal and staff, we submitted three proposal. Firstly, the north fork, reimagined pre-k-5 innovative, students would have participated in weekly programs, multiple museum visits, professional stem showcase and the installation of a brand new 2000 discovery classroom. This partnership would have left funding with with the lego playful museum network and a grant we received from the lilly endowment fostering character through children initiative. Since that time, there is a number of alternate proposal for the north fork site. Our proposal would be repurposed to any of the downtown ft. Lauderdale elementary schools that needed reenrollment. Secondly, every second and third grade stut enters with programming, around stem, as you heard, the demand for stem is huge and county wide stem equity is important. This would be based

057on a very successful program the city of ft. Lauderdale has funded for the past four years. And that even includes bus transportation because we know bus transportation is a challenge for the district. And then thirdly, revitalizing program. This was funded by a huge grant to really inspire those schools to use the same museum process of research, exploration and competeration to expand the creative and inquisitive nature of students. Again since committing that proposal it seems that magnet program might be sunseting. And believe me p I know there are costs to entice parents to reen roll their students. Last year, thanks to our philanthropic partners, raised almost 1 million dollars to provide programming from our internship where we provide over 110 students with paid internship to the for the louder dpail or t. Lauderdale partnership. It really

058does need a partnership with with the district, thank you. thank you. Nicole morris and jackie lucekem. Speaker: good morning, first I want to you know that we were not given the financial information so some of the decisions that we were given MAY have looked different. We were not given that information. So sunshine, proposal one, sunshine and fairway, we were not giving information whether transportation would be provided. So there is some busy intersections that I had concerns about the children crossing. We were not told if they would have transportation so I voted no. I would ask that proposal 10 and proposal 7 that you would ask for the demographic of the neighborhood that is to the west of 75. We had had the diversity break down and information for the two schools but and they're quite

059different. But we weren't given the demographic information for this neighborhood so we didn't know where the impact would be with the move. Also, consider that if it's, if the distance and the drive is, complicated now for the students to get to school with transportation, will there be transportation to students who wish to remain at flagnagan and walter c young, both schools have capacity for choice. Sociallily you're just switching the transportation from one school to the other. That is something I would consider. Also also with last year, the change of choral cove and the change of coconut elementary to k-8, I would think about what you're going to be? Going to do? Have there been any assistance to glades? I would make sure that you had a plan for flannagan and if they were to remain

060open because they're going to take students with proposal 7b and 10 from two schools that are already under enrolled. Let me see what my other comments were. For north fork, there seems to be a quite of services that are provided at that school. I would be concerned about them losing their services and one of the proposal for a, they were going to have a a-way feeder pattern. So this is not facilitating community integrity when you're adding patterns to those schools. I think that's all I have, thank you. Jackie and then michael owen. Speaker: good morning, jackie, and I'll start with a question, MS. Pierre-grant mentioned that she MAY leave some of the ese stuff for us, do I get any extra time? Speaker: you can ask any question and we'll pause your time while staff

061is responding or while MS. Pierre-grant is responding. B.C. Ps financial situation is dire but how we align with with the -- is critical. We need to drop the piecemeal approach or the outcome can worsen our challenges. We need a district-wide plan. I feel we're defaulting to closing schools before all others have been exalted. The pursuit of partnerships to help spread the financial burden or repurpose campuses and skill leave a small print. Consolidating schools will lose more enrollment. To send children to schools with larger populations that is in fact one reason among many that people have migrate add way. An under enrolled does not have to be a -- battle why they're listed on the final pages of the presentation. And slighted into a ho will ising pick plan. In terms of the boundary committee, I'll

062skip over that because there is no time to give more on the ese from boundary committee side of things. But I did want to mention, the part of autism that's the first time I've seen it. Proposal for expanding autism program lacks fundamental detail and clarity. having autism academies instead of schools, but provides no specifics on critical components, resource allocation and new programming. This is particularly concerning, given current deficiencies and now a hiring freeze. I was wondering if I can stop the clock to ask what is, what was the purpose of this parachuting this piece in at the last minute on a friday, we could have been working together. Was that not the point to bring a plan for autism schooling? DR. Hepburn? thank you, I'm not aware of, yeah, what is the specific question? I'm

063not aware of anything being embed or revised on this item on friday? Go ahead, DR. Wanza. so the entire presentation posted to the board and public on wednesday. And so I don't remember anything coming out on friday. there were no changes on friday or we would have identified as a revised agenda on the posting. Speaker: um, another question, we were not, at the boundary committee, we were based on six criteria. And I wonder what was the thinking of not providing the financial impact state because that affected my ability to vote. Not having that financial data did restrict things, can you explain the thinking, thank you. DR. Hepburn. thank you. When was the date? I think it was the AUGUST 27th school board workshop is when we asked the board what specific criteria and those six

064were listed and I did ask the board did they want to add, delete, amend and those were the six criteria that staff were given and we provided an ordinarynant amount for data. Speaker: and my last question, that boundary liason was saying. I was not consulted about that, so you know, each member of the public gets three minutes. If pierre-grant who is the liason at the table would like to speak to any of that, she can do so. Speaker: I'm fire rescue assist nt chief over the project. I just, like to say, I've got personally I've got two daughters that are in broward county schools several of their cousins, there is like 30-plus family members that have gone through the school district. Soy appreciate all the difficult work that DR. Wanza and staff and everybody has

065been going through. On a note of keeping those family members safe, I want to speak about. Opportunity we have to partner and the school board in using the seagul campus as a public safety training facility. As many of you know, because I've spoken about it before, the city has sought something along these lines. We were able to hodge podge things together but we could really benefit from getting an actual facility. and this would be a fantastic way for you guys to take a formerly public serving building and continue to serve the public with it. Some of the things that we have envisioned there, that I've talked about before as well, obviously office and classroom space for us to be able to instruct we're badly in need of and areas as well during inclement weather. Recently

066received grant for 1.3 million dollars and an incident command simulating, fire training, I scrawled this in the margin, some sort of rnd lab concerning drone and I feel like there is some sort of cross over for a program that public schools MAY have there as well where we can partner with you on that. I also think that we have an opportunity to partner with our explorers program for high school-age kids. I have other plans how we can utilize to train simulating driven by ai which also offer opportunities for us to teach kids will that sort of stuff and opportunities for us to partner together to each kids and for us to serve the public in keeping them safe that none of us have even thought about in the future. And I think that this partnership

067and facility would give us the opportunity to take advantage of those as they come up in the coming years. I also think there is another good one is I'm always asked about public cpr and training and this would give us that opportunity as well. I would like to take this opportunity for us to get better at saving lives. Thank you. thank you, and I have a question from one of our colleagues, and I wanted to differ at one of our general counsel at the moment. During rule making, board memebers prohibit asking questions. I don't see any prohibition of the board member asking questions of the speaker. I would follow the same rules of pausing their time period when you ask questions. what if the time period is up. I believe they can go ahead and

068ask the question and the member of the public can go ahead and respond. okay, and, this was news to me, so I just want to provide the courtesy to my colleagues, I was not sure that this was allowed in rule making, I justst wawa to make sure at our procururesalallow r r that. I don't see anything against that. so if any of my colleagues, would like to ask questions, help me understand that. chair should we wait until the speakers are done. the speakers need to be aware. I differ to my colleagues, I'm interested on how to approach this. Some of the speakers MAY leave after they're done speaking. My preference to ask them as they come up. agreed. and does our policy and procedure, MS. Jack adams speak to the time how much that person

069has to respond? there is no guidance with regards to the time, I would differ to the chair. I will allow a minute for response. DR. Zeman had a question for DR. Owen. thank you for being here. I appreciate your time and energy on putting together the details. What I'm curious about is a lot of the usage that you're talking about would not just be specific to the city of ft. Lauderdale. Have you thought through idea of combining resources with other cities, oakland parks, the pompanos, the hollywood's in this area that can take advantage of this facility. The reason this is important, we started this meeting with a 94 million dollars shortfall, so providing facilities with no compensation is going to be harder. Have you thought through multiple cities taking advantage of this facilities? The things

070you talked about including fire safety? Speaker: yes, DR. Zeman. Excellent question, and we currently work with several other cities around us, all across the county and train together. We in the last couple of years have got to close unit response so we respond a lot more now. So we stepped that up. We have is not engaged into something where we're sharing resources or it's more to this point been a point where we say, hey we need to train together and began discussions to share whatever burdens MAY come of having this training facility and running it, et cetera but we have not gotten to any official agreement in that regard, at this point. thank you. I have paul ca rosso next and if paul is not in the audience, I have ana. MS. Alhadeff. this is

071an excellent opportunity not only for firefighters but bso and police. We can set a precedence here in the state to have a after-shooter training and maybe they pay something to be able to use this space for the day but to have an actual school to implement that training would be amazing opportunity for our law enforcement, our police, and ems. Thank you. ? . Thank you, paul caruso? ana carujo. Speaker: good morning, I have a question regarding page 73 and autism academy. I want to know where costa nal sis is for bcps opening an academy like this? DR. Hepburn? there is no costa nal sis -- cost analysis, if we open it up it would be through charter. it's not broward run autism academy? North florida autism, the another aspect is to strengthen our current academy

072per se that are branded as such that we do the same service overwhelming if the public and the board would go to the survey that's attached to the agenda item. one of the things that resonated with the team is that almost 808 percent of the survey parents want inclusion, they want to be on the campus of kids that are, that are not in their -- -- Speaker: nuero typical. yes. Based on that information and based on the data, that's the path we'll take if the board supports it. Speaker: okay, sorry. Give me a second to pull up. Yes, so there is many things on that list that I actually found troubling in the sense that, there are items that should already be in place in the self contained classrooms. So I don't know how much

073thought went into putting that into the presentation. Bcps we were told also exploring its own autism school and the lack of clear proposal here is going to be part of the reason the community over that, rather than the organization such as south florida autism charter school, which is already refpd out has a plan, and is already an established entity. Collaboration must be genuine not symbolic. Ese, we have been consulted or brought into this conversation. I see this presentation and there is so many resources that you guys have at your dis poet -- disposal, it's just not happening. The ese advisory already serves for family partnership and inclusion decision-making, yet the proal vaguely defined autism and inclusion council for parents and partners and education appear to sideline the advisory and duplicate the work that we're already

074doing. Introducing this concept, that we discovered late last week, is counter productive and disrespectful to families with autistic individuals. They cannot be aimed to enhancement while undermining the role of its ese advisory and autism committee. Thank you. thank you. We have fa licia shoeman and alan drafter. Speaker: good morning, DR. Hepburn MADAM Chair and esteemed board memebers. I'm here because redefining our school initiative depends on the accuracy and integrity of the enrollment data produced by the demographic and planning department. Dp every closure, every consolidation, every boundary shifts, every program reduction and every sale are repurposing of a public school building is built on dep's projections. The five of year projection memo contains major mathematical errors. These errors undermine the valid credibility and fairness of the entire process. Here are are the exact discrepancies. Elementary schools

075off by 1110 students. The school by school total do not match the district summary totals. Middle schools off by 4298 students. The discrepancy equivalent of five entire middle schools, dpe do not match the numbers inside their own memo. The center page total and district wide summary do not align, combination schools suddenly explain a decrease, no rational, no footnote, district wise summary cannot be recreated. When you add all categories together, district wide is mathematically impossible. These are not minor errors, these are foundational failures. You cannot close a school base on math that does not add up. You cannot bra boundary, you can permanently sell private property based on en verifiable calculations fm these decisions are ir reversable, a school closed today, does not reopen tomorrow. A community that loses a school is losing something that is

076cannot be rebuilt. If knows projects are wrong then the decision to close schools become invalid, calculation become flawed and selling our campuses become an ir reversable mistake. What should be done? A specialized data audit, separate from any audit performed by independent person should be a statustion and enrollment forecast against actual enrollment trends, charter growth. thank you. Alan and then natalie lynch-walsh. Speaker: good morning. Can you hear me okay? Okay, awesome. Good morning, members of the school board, and district staff as a proud graduate of broward schools, I thank you for your leadership especially as you engage this complex work. I'm PRESIDENT And ceo of lighthouse of broward and I'm here to director of technology and father of a current public school board student. The lighthouse has served the community with workforce of masters degreed nationallily

077certified who specialize in visual impairment. I would like to share a opportunity that aligns with your repurpose efforts. Stem school with with the blind education hub where blind and sited students learn together in a fully accessible driven environment. This was born out of partnership with the county of deaf and hard of hearing services the center for hearing, for hearing and communication. We envisioned a deaf-blind school competition, we were able to accomplish significant planning including a school for the deaf and blind department of government to request fundings from legislature to financial sustain such a school. As the district reviews under enrolled schools we see not a challenge but a strategic opening. Repurposing a school with specialized support embedded throughout the day would expand choice and attract families back into the district many of whom move to

078saint augustine and position broward as a national leader and stem education. For many years our community has worked that there are 300 blind or low-vision students across the broward student. because that number has not changed for nearly an decade, we believe this is a opportunity for fresh analysis. This is about ensuring that we have the most accurate foundation for planning. Children blind or have serious difficulty seeing even with glasses. While not all of these students are enrolled in public schools, it shugz -- suggests that a number can benefit from stem program. A repurpose building would allow for braille instruction, mobility services and fully accessible stem lab where blind and sited students work side by side, this honors inclusion while strengthening, access. What makes -- national blind professional including leaders from john hopkins university, nasa, north

079eastern university, the army corps of engineers organizations. We appreciate your consideration. thank you. I have a board member that would like to ask a question. MS. Hixon. thank you. Thank you so much for coming today. A cup of questions, based on the schools that we have for proposal, any school in mind where you would like to see this be hosted? we've got a couple of schools but we understand there are a number on table and a lot of consolidation. So we wanted to be respectful and we're willing to work with whatever MAY be available at the end of the process. so do you have a specific area in mind like north, central south. central would be idea we serve every code. Our primary demographics, you know, dense populations occur in hollywood, ft. Lauderdale pompano. and

080lastly, you talked about a couple of grants and stuff, would you envision if we were able to partner with you, bringing the funding forth to institute what you're suggesting? yes, I believe we have enough to substantiate the year and in terms of operation, we would also be working with the school for the deaf and blind which is a state entity and has the ability to ask for recuring dollars to sustain this initiative if the numbers bear out in the south florida market which they do. Most parents don't want to send their children to daytona monday through friday and bused back on weekend. it's k-12? correct. is there a maximum number that you can hold. given the fact that we have one of the mastered certified in the lighthouse community, our sense is that we would

081be able to staff a full school and be able to recruit with such a model from across the country with these professionals. As you know, ese has tbi and it's very difficult to recruit and retain these staff. okay, that answers my other question. My other question was are you interested in relocating but it sounds like you would do a whole school. we would like to do a whole school. okay, thank you so much. thank you. thank you t I have DR. Zeman that would like to ask some questions and I would also like to ask some questions. MS. Hixon got into this, but one of your options, when implementing is would be to colocate, to take a wing at campus. We happen to have 50,000 empty seats. I look forward to exploring more. tremendous, thank

082you, sir. have you had any communication with district staff about this? we have shared the proposal with school board member hixon. I believe it was dissiminated, it MAY not have been, we were a little late to the party. We're happy to provide with you our proposal, our data. got it. So I would hope, it's my understanding there has not been communication with superintendent and staff just from a board member. So is would hope that the superintendent and staff can explore this. I was able to go to a forum a little over a year ago at the lighthouse and I was able to speak to people who had gone through our school system. Who really had a difficult time navigating it in many ways, so I think this would be a wonderful opportunity. thank you, thank

083you board chair. yes, if you can please send it to myself and to the public, we have been filling proposal from various organizations. Place -- please send them to myself and DR. Wanza. DR. Wanza has it. I received it thanksgiving week. yeah. but, and DR. Hepburn did task me if we can get past today so we get a sense of where we're going, I'm more than happy. anyone else would like to speak on this? Nathalie lynch-walsh and then emilia. Speaker: DR. Nathalie lynch-walsh, homeowner in plantation since 1998, one question, what rule is being developed today? MS. Jack adams or DR. Hepburn? DR. Wanza. thank you, DR. Hepburn. So essentially , the establishment of school attendance areas, sets the rule for where children will attend school. So that is the premise for which this is defined

084as a rule-making workshop. Because whatever the day the superintendent brings the prose al for the board to a vote on the attendance areas which will set the areas for where the children will attend school next year. That's why it's crafted this way. MS. Jacque adams and I had great conversation last night, because we know in prior year there were two official readings into the records. And I see MS. Rupert shaking her head. Since we moved away from that prprocs and policycy, la year, anththis yeye, wewe ththroug whwhat er is e e board's established rule-making process. okay, thank you for clarification. Second question has to do with plantation middle and high, and it's for DR. Wanza, can you clarify whether the ib program would be removed as a magnet and as an innovative program or would

085it stay as an innovative program? DR. Hepburn. DR. Wanza. so currently, it's a magnet program. I don't know that schools have it as innovative program. So base on historical application and participation data it is to transition it away from being a magnet and official magnet programs will be at dear field high school and miramar high school which currently have programs with I'll say, greater enrollment and participation. okay. So as somebody who did proposal that turned it into a magnet ten years ago, it was an innovative program prior to that. And all the students who live in plantation who would be in ib are sitting in western program and I speak as a moirt of two them. So if you remove anything academic, you will guarantee not to get any plantation residents at plantation middle and

086high. but go on. So going through, there is an "f" word that seems to be absent and calm down, the "f" word is facilities. So as the facilities chair, let's put facilities back into redefining. First up north fork, I requested the past five years, a paerptly we're not interested in that. No fas tilt details online. Junior achievement seems to be the only one that would replace building one, you should be not be putting anybody in there it needs to be bulldozed, because monthsed can be moved anywhere, you can do both somewhere else. In favor of 4 a because they're communities that are not going to walker now, they're not going to north fork. Getting back to plantation mittedle. In favor, this district has been destroying plantation middle and you have staff in the newest building,

087and this gets children out of an outdated building modern. Rickerts. Who gets the newest buildings? Moving forward, make sure, because not you, not the boundary committee, the boundary committee did not actually let's confirm that, for staff was the facilities task force one of the seats on the boundary committee? They were last year. DR. Hepburn? DR. Wanza? no. They were not. why not. the board came to determination of which advisory would serve on the school boundary's commitment and that advisory was not one that board came to final. I know you don't do consensus but whatever is the policy that. Na it would be the district advisory, the four-area advisory, the diversity, ese and esol. okay, so the advisory group that knows that can speak whether your FCIs make sense, did not have a seat at the

088boundary committee and next question. Long-range facility master plan stirring committee. Will the facility task force have a seat on that? DR. Hepburn? yes, a rep or two will have a seat. Speaker: no, no, no, no let me rephrase the question, will will the task force chair be asked to sit on that? it MAY not be necessarily be the chair but somebody from task force will have a seat. Speaker: okay, so why this is attorney, attorney the attorney-client session you're going into. Speaker: thank you. Speaker: good morning, MADAM Chair, and public. Thank you for having me my my name emilia I'm the vice PRESIDENT Of youth opportunity. I will say you have a tough job to do, we do not envy the decisions that have to be made. However, we know that you're looking out for

089the student best interest. We have two proposal. We'll do our strategic alignment. We have a unique opportunity by converting vacant campuses that MAY be vacant post decision this friday, into community resources and hubs that united way will run and staff. We are looking at two proposal, the first being resource center and hub. I look at all initiative that have to do with youth and the like. So we're looking to have a headquarters to so to speak and seek student initiatives, onsite opportunities for people to get connected to resources in our county. So we're looking at the hub in proposal one. We're also looking for office space for any of our partners that would need space and the like. We're looking and business of increasing affordable housing and access to house hading. We're proposing to take

090a site and convert that into housing which your staff can also have access and use. And again the sites listed in the proposal are in particular, we're not set on a specific site this if that's a question that is going to come up. We do sunshine elementary as a site if that were to be vacant post friday's decision. However we're open to your feedback and serving your need as best you see fit and the broward county. thank you. gabriela marche and then erika. Speaker: good morning, chair, board memebers and superintendent. For those who don't know me, i'm gabriela and I'm a parent at academy of arts. I'm here because the k-8 transition has placed additional responsibilities on our teachers. Without the compensation, staffing or district support needed to manage them effectively, this issue must be

091corrected before any additional schools are moved to this model. First the dismissal issue requires immediate decision. When it was moved the teacher's school day still ends at 3:00 P.M. In reality, teachers working past their contracted hours every single day. Let me be clear, this is not a growing pain this is operational failure. It affects the overall functioning of our school. Adding to that, charter school use staggered dismissal to manage flow and staffing. There is no clear explanation to proof why this solution is is not being considered through our district. It works everywhere else. It should be on the table. Second, the additional workload created by the k-8 model has not been met. They brought safety consideration sxz logitic al needs yet the staffing and resources were not provided. Teachers were observed to third, a k-8

092school should not rely on overworked teachers volunteering to run programs or middle school activities. We were promised dedicated programs, instead program depends on teacher goodwill which is unshare and unsustainable. Finally in the corporate world, this is is not being in position for success. You must fix the kinks before you scale. But only if the district is actively involved in identifying and resolving operational issues before expanding it to additional schools. And I want to end by acknowledging something important, choral cove was not on the list last year. But our community took a hard look an honest look at the market drivers and what families wanted and what would make our schools stronger and we made a thoughtful decision to consider this change for our school. The results speak for themselves. We grew more than any other

093school in the area. We understand our community now and its needs and challenges and what must be fixed for the model to work. So I ask to please not transition any other school until you fix the issues. Speaker: thank you, erika and then melissa ramos. Speaker: good morning, DR. Hepburn and school board members p my name is erika I'm the mother of two elementary school children who are zoned to walter c middle school in a few years. I urge you to maintain walter c young in fact, no closure. The option to go to pines middle is an option, it's 15-20 minutes away, we have a saturation of charter schools in the area with a drive of 60 seconds away. We don't want to be forced to consider a charter school. Please consider how your decisions

094MAY further alienate families from private schools. Our a-rated elementary school would fit into the walter c young and nen a-rated flannagan high. Breaking this chain makes into sense s.Walter c young is a pillar in our community. I urge you to find money elsewhere and keep walter c young open. Thank you. thank you. Melissa ramos and then lori. Speaker: good morning, I'm melissa ramos from miramar, as a painter with a child with autism, and chair of the subcommittee, we need so much clarification right now. DR. Hepburn said on OCTOBER 7th, that 2026, we would be ready to open a bcps run autism school. What is that suppose to look like if we're not focusing on the charter school? So I need clarification, we all need clarification on that. DR. Hepburn? Speaker: yes, please. great question, so

095just to clarify, two pathways to having a school of autism. One the charter school option, what is his name again? South florida autism charter school. The other which we aout eyes survey data, which they told us the majority of the families do not want a charter school just so solely dedicated for students of autism. they want a more inclusive environment with regular students also. So however the board wants to support, we see that we have great programs embed in our schools right now. If they want a school with autism, that would be the charter school option that we're going to partner with. The other option are the schools that are embedded in our schools already working with the ese advisory to ensure that the services, the branding and everything is appropriate as we see fit

096to address the needs of those students. thank you, for that. Another question, panther run was also considered to be a school within a school if it was not going to be closed. Now we're talking about a different concept. You're just going to ri brand ining that parents don't want. They don't want. They're leaving bcps. At our last meeting, we presented an example of life skills program after what would be a autism montessori. This MR. Cervera was there too, MS. Thompson was there, what is going on with the collaboration. You said you're going collaborate with ese advisory, when is that going to happen? Can we collaborate so we can all be on the same page. Can we have something on friday from you on what that will look like. so all is predicated on what is

097done today. I don't want to be premature on what we can promise when the board condition support it. so it needs to be supported by board first. It took us all spring to get it right. So once final decisions are made, then implementation starts and as collaboration and partnership with our advisories as well as other external partners in broward area. thank you, I'm also a parent of an 8th grader there. MS. Mcman mentioned that she submitted a k-8 proposal was that taken into consideration? not during our proposal. Speaker: okay. And lastly if you're going able to save a school, lakes is worth saving, they have a building that can fit over 700. Instead of closing that school, put the south florida charter there. It's its own entity. Try to do that. We're in the south

098area, that's something to consider. Thank you. lori and then rene grant. Speaker: good morning, everyone. School board members, heather I'm excited this morning. I know you have difficult decisions ahead of you and closing a school is never easy. But I do think the bright side of that is it opens up opportunity for us to serve our children in different ways and more innovative ways. So should the school board decide to close north fork elementary school I do believe and our board believes, many members of the community believe this is a chance to transform this into a county wide access to strengthen the local community and preserves the landment junior achievement of south florida proposals to lease the north fork site and develop an innovation center. Designed to serve every broward parent high school students as

099well as young adults and the counseledering community. Why does this proposal, we think provide this opportunity for students and parents and the district and the community and the county as whole. One, bcps, retains ownership of the property. Number two, the site remains fully dedicated for every high school students. Three it eliminates every school and four, district elimination any demolition costs while gaining a state-of-the-art education center. No cost to build this innovation center, it gives bcps a competitive edge. How, so it also shows the vision and the forward thinking of this board. Aligns with federal state priorities especially with ai education that we can bring. It provides opportunities. I'm excited to hear some of the proposals. What an opportunity to partner and collaborate with monthsed with united way, with oic, career source broward, all of these

100organizations should be serving our entire community. All of our youth as well as adults, we use it during the day, there is plenty of opportunity to use it in the evening. It opens up opportunities for all students from all high schools especially for our preapprenticeship program which is now reaching students in 13 of those high schools. It also helps to relocate some of your staff we have proposed that we would place cte and aligned with what we're doing. Jay has proven over 65 years to be a great partner. We have support from the mayor of coconut creek, talking about partnership, we served 1.1 million dollars students today and there is so much more information but I'll answer any questions. thank you, MR. Cervera? thank you, chair. Good morning, thank you for coming and speaking with

101us today. You've been before this board before and if memory serves us correct, you advise that there is some private donation to the tune of 8 figures, can you elaborate and make sure that it's still available as of right now. as of right now, it is available. We anticipate in this building will be between 40 and 350 -- 50 million dollars and right now we have a written pledge for 10 million dollars. We also have I believe it's four or five verbal 7-figure commitment should this go forward but those are not in writing. Have you had any discussion with ien ieted way about how you might be able to collaborate on that piece of property? yes, I have a support letter from broward because we need to do more for our young people with special

102needs. Joe and I have talked about the possibility of workforce around stem and we have a support letter, we have talked about maybe that community right hub and I know in speaks to DR. Holness, this would be community located in especially, so that could also serve as a hub for that as well. So kathleen and I have communicated and I have a meeting possibly some sort of one-stop shop for the community. The fact that this is so centrally located truly allows for all of those kinds of collaborations to bring services not just for every single high school students and through age 24 but there is for the entire that community as well as the entire county. okay, thank you. I have some suggestions on it later but I'll hold on to those. thank you. rene

103grant. 6 troughs 8 model. I understand that tough decisions have to be made but my hope is what is best for our students and their academic success will be at the for front when we're taking these decisions. I believe we all want the same thing and that is for all of our students to have access to safe high-quality schools that give our students opportunity. I also think that providing continuity is important to all of our students. And I'm concerned that disruption will have negative affects not just on our students but could follow them through adulthood. This is why I support reimagining glade in a number of ways. It would improve education outcome and strengthen glades middle as a neighborhood school. This is Mcman earlier detained why glaze model is a particular fit. And facilities and

104by reimagine ing glades a a k-8 school we'll provide electives, gifted services and advance pathways years than kurptly possible. K-8, it would also make broward county schools more competitive in the current education landscape. So with this proposal, we have kept the district schools in mind, it offers a responsible solution that aligns with your goals. It improves utilization and expands tuntsz rather than shrinking them. So we're ready to collaborate that benefits our children and broward county schools. So we're asking the district to give full consideration to the proposal thank you. thank you. That concludes our public speakers. We'll move to board discussion and I'll ask my colleagues, if you can to the extent that is possible, please provide your input on a different proposals, like proposal one and two et cetera. And then if you have

105any additional proposal that's you would like your colleagues to consider please be ex mritity about that and we can all weigh in in our comments just in purposes of being able to track the difficult decisions that we have to make today. So right now, I have MS. Thompson and then MS. Hixon. sorry, to interrupt. Chair, did you want us to time board memebers? I would not like us to be timed today. yes, ma'am. and if I can have staff pass around a proposal. I would like to say thank you for volunteering time. I also want to thank DR. Wanza and her entire team for the countle hours that you have dedicated for how longer my 32 questions. I appreciate that and to the students who have continue to reach out and advocate for your school.

106Even though this process has been long and complex and at times difficult to understand. As we move through this work, what stood out most from me was hearing from so many of you, about the incredible things happening at our schools every single day. Whether it's the north fork parent describing how the school supported them and their child through a medical crisis. The seagul despite their many barriers or countless student leaders who have spoken out to share their strength of their schools. Each moment reflected not only the heart of the district but. Strength of our schools. If this process has revealed anything it is that we need to shine a brighter and more consistent light. These stories should is not just service when the community feels the school is at-risk. Our students and educators need to

107have their successes celebrated every day. Not only that but better we welcome become, the more families we will attract to our system. I know our district is operating under unprecedented pressures not only from the state but also the federal government. Districts across florida and across country are confronting the same reality that we are, school closures are becoming unavoidable. Other school board memebers told me that they're facing this reality. Knowing the reality is important that we make decisions not only with the current situation but that we're strengthening broward schools for generations this come. Over this process, I hosted over 12 community members in virtual town halls in speaking with more than 2000 of my residents in addition to attending the town halls that DR. Wanza put on. I know the decision that's we have to face,

108will be heart breaking but there is opportunity to come out on the other side stronger than ever. With that, I have questions for staff and proposal for my colleagues. So focusing on panther run, I think my community is a little bit confused. And I understand with parent survey and I want to respect the parent who this impacts, having a school within a school does not seem like that's the path they wanted to take, is that correct? DR. Hepburn? DR. Wanza? I'm going to ask MS. Holensworth to speak to the survey but to your point, at the community meeting there was interest from the community there that were interested to look at a school within a school at panther run and they were not, and this is the community that were present, they were not leaning

109toward a separate school. They were looking for a school within a school option of a district operated school within a school option but I'm going to ask MS. Hollinsworth to speak to the school results. Speaker: good morning, simone officer, and I have diane executive director of ese specialized instruction to address some of those questions. So there was district run charter so we were asked to do a survey to get an undering of what the community was thinking about and what was important to them so we did conduct that survey, just to gather some information so we can bring that forward to you today. And I'm going to have andrea director of instruction speak to the details of survey. sure, good morning, you have the slides so you have the data represented. The parents really, the

110majority of our families reported in grades k-2 so gave us the inside of parents of younger children interested in redefining autism in our district, so that's great feedback. And also our families are accustomed to what we do. With our same-age peers and non disabled peers and making sure that students have access to those stunts. That is one of the indicators that the state measures, and so all of that alignment shows us that our parent want us to redesign autism but to have that happen organic so our students have those role models. I want to add a little bit about the special programs in our district. I do think there is misunderstanding. So the bay that broward does the special programs, at the entry level, we identify the programs specifically based on the eligibility that does

111not mean that you cannot go to the program but that's how they were organized when we first started. We had, special programs and then, the elementary level specifically what we do is cluster and the meaning for the word cluster is we combine transportation at certain sites. So we started with six programs across the district and now, just looking down at my notes we now have 86 programs at our elementary schools. We have 1686 for autism specifically, we have 16 for inat the lecture and 6 programs for emotional behavior. That's talking about our k-5. And at the secondary level, broward identifies different programs. We have specialized programs at all of our middle and high schools and those are for students who are not on traditional standards, they're on access pointsz. We started a pilot for varying

112and then we have students on all grade levels who are in gen ed the majority of the day. That's why we talked about rebranding, we do think that because we're offering 86 programs that maybe we're not doing a good enough job of getting the word out there and talking the programs and really emphasizing the supports that they're providing. I do want to provide that information because it is confusing if you're not deep in the work like we are. and I appreciate that. I want to clarify survey results. So when you say the imagine majority of parents, want the inclusive environment they mean at the home schools? ne would be open to a school within a school where ever that would be, we didn't specify school names but there were indication of france portation. And making

113sure that their siblings are in those schools or close by but we did not focus on panther run because we were looking at redefining all. and panther run does have a special program for autism already existing in the school. We already have that program located there. So if panther run stays open, we'll continue the program and if it does not, the students will be relocated to another school and another program. so I think the community needs clarification on how that would work if it was a bcps run program. Right now, if they already have a program at panther run, right and you said we have 80 programs. 86 elementary schools. 997 classes. so if we have knows at other schools, the concern I heard is they didn't want people taken out of their home school.

114How would that work if we did make panther run, we were diverting resources to that. it would be similar to what happened at silver shores when if converted to a k-8 with a stem opportunity. We do ind program so we define the program and then it offered additional school choice options for other students within that same feeder pattern to take advantage of the program. I think to simply state it, kids are going to come from other schools. So if the concern from other schools, saying they don't want to dilute the opportunities by kids leaving and going to a different school. That's what is going to happen. Because the kids have to come from other schools, they're here in our schools because we offer the opportunities. and I think that's what we need to be a

115little bit clearer on is that that would be the impact to the surrounding schools even if we were to try to not, obviously, that, I just. I would add too something that is not in the deck, data set, actually I believe it is in the ftd. Autism is growing by 8 percent in our district. so there is always a student that on the autism spectrum that would benefit. And then the program-run areas, most have their own autism program that is thriving and doing well. So it wouldn't, deplete anywhere, it would give us another opportunity to give school choice option. what needs to be defined is school choice option because school choice option would be, is it school choose option where the parent provides transportation? Or is it school choice option where the parent would provide

116transportation. And I think that needs to be delineated so parents know what their options are. The and thing that we have to be careful in speaking to is the, the south florida center for autism, yes, I put it in the slide, I believe it's in the page 193, one of them, they have submitted an application to operate a charter school here in the district. And the fact that they submitted and if they are approved, that does not mean that they're a district managed operated school. If their application is approved, they would have to determine what if any type of services they want to contract with the district for the district to provide. And I think that has to be clearly delineated so that everyone understand that a true district operated school is just that, a

117district-operated school. And has, and I apologize if it's in the presentation, have they expressed what schools is run and is panther one of those? what ne did, they talked about areas of the county that they would be interested in and I believe they, they talked about, they are looking with the intention to see serve students residing in the county including but not limb hited to the opportunities to parkland, while they did not call out pen brooke pines, expressly, they did say areas including but not limited to. but majority in the north? we knew the focus is the north first because of how close facility would be in southern broward. no, I'm aware of where they're currently located. I think that, the panther run in general I think is a really hard conversation and because I

118represent it t I'm going to bite the bullet on this one. I don't think it neighborsing sense to make a district operated school there, because I worry about how that will impact the rest of the district, and the rest of the schools in that area who already have strong programs and if the charter school is not interested in being in that school. Unfortunately, I'm looking toward -- . Elementary schools and think that we need and this parent who are currently at panther run. I think the boundary should be split by charter trail, that would also alleviate the traffic concerns that people have brought up to me as well. but that is where I land on that. And I do have some boundary suggestions if you want them from board memebers but if you don't, that's

119fine as well. So moving on tonsolidatining sunsne a a fafairway. M sorr m m not goinin order, chair. MADAM Chair. can MS. Thompson reference what page she is on. I can't. or proposal number. okay. so proposal 1 and prior was proposal 1, so panther run is proposal 2. So in proposal 1, sunshine to fairway, I have this visited both schools, I did my first set of beautification programs projects at both of these campuses, so, obviously, consolidating schools is a hard decision to make. I do just want to point out to my colleagues if we were to consolidate in the opposite way that we would be losing the opportunity for a program which I think early learning is so important. So I would be agreeing with the boundary to consolidate sunshine into fairway. And then for

120proposal 3, consolidating palm cove. I just want to clarification on what was the thought process behind it. so lakeside was included in the conversation when we were at miramar high, we did tell the community depending on what happened with the palm cove boundary or any of the elementaries, and even what would happen potentially for walter c young had it gone the three-lakeside. okay. And then, MS. Grant left, so I will follow-up with that. They have showed interest for nr even yor center is that still a possibility if we make this merger? so if we did the merger where all the kids went solely to palm cove, we MAY have some challenges. But if we did merger where students would go to fine lakes and lakeside, there MAY be opportunity but transitioning all the palm cove

121students would present some challenges but in doing both schools, there MAY still be opportunity. And MR. Beck, did I say that correctly? Okay, I'm good. I would be of the opinion to consolidate palm cove into the two schools, because I think having a partnership in the senior center ads a lot of opportunities. And helps strengthen our partnership with the city of pembrook pines. I'll go in order for you guys. Thank you. For north pork proposals, 4 and 4 a which one of these would provide a lease or rental, other than j-a which one actually brings us financial benefit? Dp any? both do. There is a cost saving there, correct me if I'm wrong DR. Wanza, the proposal is about what schools the students would be consolidated. I understand, but it's hard to comment without having

122the understanding. Are we collecting rent? yes, it would be a land lease. So for the two entities that want to tear down the building, yes, it would be a land lease. For the one entity that wants to embed a program, there would be a cost for district. all right. And so for the the boundary proposal, I think north fork into walker elementary school, I would be supportive of. So since we're going in order, I passed out a proposal to convert k-8 and I'm going to tell you why not only for my community buddhist. If you don't know, my district has the majority of charter school followed by alhadeff and maura, and everybody else has 6 or 7. So it's extremely important that we realize that while a lot of our parents say, they'll go to

123charter, my parents will probably go to charter because they're literally down the street. Why I think glades middle school, this came out of our community. I was talking to some my student intern and some of them talked about this and made sure that was something that they would want as you heard today, this is something that they're very for. It going to expand our opportunities for elementary students because they have access to all the glades fas filt including a gym so we don't have to have classroom resource anymore, because every parent hates recess day, because our kids come home much more energized. And also increases our competitive. Because they have all these facility this is something that the charter schools can't provide because they don't have a gym. And many of them want that k-8

124option. And in combining this with the elementary schools becoming k-8 when I went to the community and tauktd to each one of them, every almost single-parent, other than glades wanted this k-8 option. But they wanted thed facility and resources that match it. By doing this proposal instead of converting the four or five k-8 were actually gifting a community what they want and more. The cost is minimal so in order to meet. Standards, it would be about three million dollars. With a dedicated playground to come further down the line. Some considerations, I want to make sure that my community does not gloss over. We will have do reconsider next year closing some of our elementary schools to meet the need of the enrollment. So this would extend, I don't want to call it phase 3, please

125brand it something else but it would extend phase 2.5 and would mean that we go out to the small cluster of community members later and let them know. However, the elementary school parents not all of them did come up and say that they would rather their emery school close and get these facilities then vice versa. thank you. when we come to you, you can ask questions about the different proposals. Continue MS. Thompson. so I think that would be my idea, I think that's the right choice for many reasons. And sometimes when we're making hard choices, it's better to give it another year to process all the steps than just rush it because you know we're in a bind. Okay and for walter c young middle school, 7 a and 7b, I struggle with this one

126because as you know, the city of pembrooke pines owns that property. And I want to make sure that we're doing the fiscally right thing while supporting community in their designs. They don't want the 3, 3 gifted into the language school. They were clear that is not something that they would like. However, I don't think it makes sense to change their boundaries to silver trail when we're currently changing boundaries from silver palms from the 75 divide. What I would recommend is to maintain walter c young for a period, preferably to the lease but I understand we're in a financial situation, of at least two years so we can work with the city to determine a transition plan, because currently in the lease, I don't know the right legal word but there is no way to end

127the contract early or expand it. So during that period of time, we're able to work with the city to transition and see what that would look like and we can also transition flannagan, in the discussion, we discussed that we want to create a strong duel language regional approach and that community very much wants that. Lakeside in general, has it parent advocates that talk to MR. Henderson, the principal so expand the program to walter c, so by closing it without giving the program a chance to sit with me, we can also, if we need to expand that program into flannagan so that would be our regional you side, so that would be my suggestion for my colleagues to ander for their. And then, the silver palms boundary change was 10 and something else. It is proposal

12810 for the high school. Oh it's 70, right? All right, thank you. 70 and 10. This is something that I will ver palm community has wanted for years to come. It is, it just makes sense if you live in pines and the traffic and what is happening there, so I hope my colleagues will support that. I did have a question, so when we're changing boundaries for high schools, does that mean the high school stud en that currently attended flannagan, or if they're a junior do they get to stay at their school? DR. Hepburn? DR. Wanza. historically, we do let them finish their high school years. Students have started there, so we typically work at the high school level to ride it out. perfect that was my only point I wanted to make sure. and then

129also, anecdotely, I know four families that left silver palms to go to palms. Transportation was limiting factor. So sick imagine that nrs more. Halandale which to miramar which is proposal 11 . Is there a cost saving, like will that balance out? right now, we don't transport to pompano, south of zen rise. And hallan dale has a large mag yet transportation boundary but we don't transfer students. good to know, thank you. And then have we determined there is student in creating the four-day program. I'll let MR. Strauss speak, but I can tell you this has come not only from the community but I think. I know nat mayor that's expressed support. We've seen this come to the part, but MR. Strauss can speak if I missed something? no, that's correct, DR. Wanza. They did do a

130sigh budget and from that, they were strongly interested in doing that schedule. thank you then, I would be supportive of changing the boundary for 11. And then for thurgood, marshal. Sorry, I have a follow-up because we have a speaker talking about issues we've been having at choral cove especially with teacher time and scheduling. What is is the discussion for that? DR. Hepburn. go ahead, MR. Strauss if you want us they can and because we know we were going into this conversation that we're having this year on we designing, I think the decision will be to whatever is decided this year, we could look at it and decide whether you want to have a sid school and at the 2:40 tile, but transportation will be at 2:40 time. The charter schools do have a staggered dismissal

131but we did not want just to change it for a school. And I would rather have a consistent approach where we would do. and then for 8 which is plantation middle school and number 9, bair middle school I'm supportive of that as well. Do you want me to recap. I was going to recap with each person. I'm missing a few, so I could have just missed it. I'll go in order. Okay. So sunshine elementary to fairway, I support. Panther run elementary into cha tell trail, I think we need to change the boundary to being chaparral trail, but I'm supportive of the closure. Palm cove into lakeside and, I'm supportive of north fork into walker, so proposal 4. For 5 and 6, I have my alternative proposal. For walter c young, I'm not supportive and would

132be in favor of extend iting the time there and making flannagan a 6-12. 6 was a no. We're so organized. Okay. For 7b, that would be a yes. 8, yes, 9, yes. 10, yes. Hallandale yes. And 12 yes. and with you weigh in on merge ing seagul into wynne rogers? oh yes. I am supportive, I did want to clarification if we partnered with fire police if there would be a financial rental lease there as well? yes, that's correct. okay, thank you. and then I just want to flag for everyone, MS. Thompson proposed like do a cliff's notes and continuing into the lease ends in working with the city. And I don't know if you had a question for MS. Pierre grant. sorry I had to tinkle. it's okay. I think my question is what the

133representatives thought on the boundary change to lakeside and for calm cove in particular, the boundaries for pines lake and lakeside instead of just being directly into pines lakes? I don't think they discussed boundary more than so they were discussed that they were not for any questions at all. They didn't consider that. But I think you made a fair assessment. Speaker: I had a question about the last proposal, DR. Wanza with chair just asked you about. seagul and rogers. yes, there is children on seagull. technically on wit anne's campus the program is seagulls. the fire, will there be separation from babies in terms of the noise and all that other stuff. Putting some things in place for us? yes, city of ft. Lauderdale have great. all right. Thank you. I have MS. Hixon up and then

134DR. Holness. MADAM Chair, can I just ask a question regarding, I just want clarification, I noticed board member thompson has her own proposal for 6. Can she reiterate what those are. it is on the paper. oh okay. so I have thank you. I have a couple of questions and then I'll go through the proposals. Sosoon, ifif susunshinewereto close, would we be moving moving district into that area? Is it a space that we would be leasing out to another entry? Er -- enter'. -- entity. so for all the staff, while fielding proposals from other entities. So when those proposals come in, if it's something advantagous, for the district and community. We'll differ to that but we have, identified sites for majority of staff that is going to be vacating various admin buildings and as proposals come in

135for various sites for students and if it's advantagous to go with the poe pose al we'll do that. and based on that, based on the issue we had before where we leased out a building but no one had moved into it yet, are we going to, if we close these schools will they tb ready for staff to be moving in immediately so that which we don't have this lag. some are easier to move than others. So some will start moving because of heavy wait a and all of that, so we have to see how we move the heavy equipment and restructure the room, make sure it meets all osha and ada requirements. Some are easy to move and some are a little tougher. okay, thank you. And I appreciate I didn't say this to sfart

136with, thank you for your time and all hard work, for all the community meetings, the ones the district held, the many ones that MS. Thompson held, there were some virtual. Thank you everyone for giving your input. This is not an easy job and we would definitely rather not close anything. But today's discussion is not how great the schools are or staff or how wonderful students are doing because this is true everywhere. So this is not about anything that has to do with school in particular of terms of the people it really is about the buildings. We heard a lot of fashion at people about their teachers and it was a great testament to the wonderful that our teachers and our staff educators do with our students. So I forgot to start off with that. I

137appreciate the information, but I struggle with how apparent we are when we say expenditure costs and all the information with no details to it. Where are we getting savings? Are where are we getting revenue from here? I feel like we did this before and I asked for a lot more detail on the financial part so we can be clear, I reason the amount is there but it kiep of like we picked a number. I know we didn't. I'm a little fruft ate with that. I'll start to go through yes, the for number, 2 panther run, yes. I have a question on palm cove, so on page 21, when you look at permanent capacity, it actually has the highest number of permanent capacity. So why are we closing palm cove and splitting them out to other

138places. Why wouldn't we be keeping palm cove and closing one that has a lower capacity? DR. Wanza. So when you look at where the schools are located, and how you actually access both facilities, palm cove is, tucked in, it doesn't have direct access to, so it's right there besinger off of washington street off flamingo, it is in a neighborhood as opposed to pines lake, it's easier accessibility and it t just makes, makes it an easier transition if you will. And MR. Sprouds can chime in, I can tell you that's why that facility was identified as to one of the students transferred to as opposed to palm cove. they would transfer from palm cove into pines lake. okay. I was just, we got an email that asked that question so we wanted ask that out loud.

139So I guess, yes, but I would agree with -- oh I'm sorry, proposal number 3. MS. Thompson, since that's her area, her suggestion was that it went into -- oh that was panther run, two schools. So palm cove. Would it be would be, I guess not for all of it it wouldn't be possible for all the palm cove students to go one place. Some of the emails the concern was smripg up the students. So if palm cove was to close, is it possible that all of those students just go to one of the other schoolses? -- schools? yes, they can all go to pines lakes, the reason why we did, pines lakes and lakeside is again, because if we were look at any type of possibility with the city of penbrooke pines that is why

140we made that recommendation, because it would put them closer. got you. Okay. Got you, smft emails we got was concern with splitting. With the caveat that I understand there is a way to share with the city, but my concern is more about our students than, than partnering with the city, so I would really like to take a deeper dive into that and see what would be best for the students. My suggestion here is similar to -- I never say that, what jay had said when they first talked about is a way to collaborate. So sif a question and kind of to go to the facilities, condition index, paper that was there. A little bit of concern, so for north fork, it says the building was built in 1960-something, where did we go? 64, but really

141half the school was built after 1989, so there is portions of the school that need to be demolished. So when you look at the facility condition assessment or index, we keep changing acronyms, anyway. There is some concern, in page 25 when it says olson, it says 1954 well that building does not exist anymore. It was built in 1991, and I know that because I cry every time I pass it, because I went to school it was built 1954. So I have a concern with with the index information that we're being gifb which somebody indicated earlier, I don't know that it gives you the whole picture. With that being said, my thought here, suggestion is the buildings that were built in the 1960s could be demolished and ja can build their part there. The buildings that

142are after 1989, maybe, monthsed could do the program that they want to do kind of stem academy in the parts that are existing in that area. And then like ja said, maybe they will partner. I think there is a way that we could keep parts of the school still at j a, because there is still a lot of space there needed to build what they need to build and make a good compromise where everybody MAY not be happy. MADAM Chair, MAY I ask for a point of clarification, and DR. Hepburn, I hope this is okay. I want to make sure that we have the same understanding. The mods proposal. There is lots of space down there besinger j a can still build on the space that we've demolished buildings. Buildings could still be used for

143a smaller kind of academy where, it's school choice and they come as a k-5 stem academy with the help of j a. And then the united way can work with. The other suggestion which I mentioned to lori and joe was, if we demolish all of it, there would be a second floor where with the k-5 stem academy can run. And the reason I'm pushing that stem academy, I'm on the mod's board and there are a lot of private and home school students that use mods as a source. They're asking them to build a school. So either we're going to have a part or they're going to build their own charter school and we're going to lose the students. So that's the thought process of where I'm going if that makes sense. and I can differ

144to MS. Paul. I think in any concept we come up we have to contemplate the core of the school. If if the cafeteria is in building one, we would have to look at. If building one comes down, how are we going to provide food service. yes and I don't know which buildings are which, I just know that all of them are not in the 1960s so there is pieces of that campus that would be able to be continued and used. We had other people come and have an issue with the native indian site. So it's a kind of a waxer again, everybody can't be happy but they can be not really mad. I'm working on very little sleep. But yes to moving them all to walker. It does not make sense to move anywhere else.

145I would really like us to look at is there a enough space based on what j a would like to build if we took down the buildings that are not salvageable. So maybe it's a smaller school that functions with a few buildings there. I don't know have all the details I'm just throwing out ideas. Okay. So then for the next one, the k-8 all of those k-8, it's going to cost us a lot of money. 4 is a yes. 4 a, not for 4 a. Wait a minute, my computer went to sleep because I talked to long. So number 5, I don't think for variety of reasons but the biggest one, somebody coming up to tell us that we did a k-8 and we do need to perfect that before we went along. We ended

146up closing a few k-8 because we didn't give them the resources that we needed a few years after we opened them. I don't think that that makes a lot of sense. And I wonder if you made all of nem k-8. K-8 is what people want to do. But if we have so many of them, I don't know how that would help enrollment. So for glades, number 6 proposal number 6. I have, another question I have a couple of questions on that. So is there, sorry. So this is going to go all over the place and I'm sorry. Fwf I answer the glades question, does hd perihave room for a set program that we were con templating putting in glades? Is there space in that facility. my immediate question is no, somebody else can opine but

147if I remember, we moved the full thriving alternative high school with teen parent program, all of that and that is what is currently at the hd perry site and they have ct programs that they offer to their own stud ens. So I don't think that they're spaced to now expand on to that campus. I would let DR. Tumor and opine. and I know they have great programs, which is why I thought they would work together. yes, I agree with DR. Wanza. so my other question to flip this why not make this new renaissance, shared and leave glades open? so we would have to go back out tolt community. And then that would be a conversation that we would have to have if we wanted to invert the schools. I do, with all respect to everyone,

148I think that we will get the same reaction from either community. I think we're going to get the same reaction to each community. We will differ, that's tom's has update. I think we're going to have facilities that we can turn into technical school. We also have to put money into it. We're already offering technical classes at broward estates, so it's possible to do that and we will not have to affect another middle school. The issue is facilities that middle schools offer. no, I know. And the reason that I ask that is that new renaissance middle had lower capacity. When I was looking at it t I was wondering why we picked renaissance. We just made choral cove k-8 and they're next to each other. How would that affect choral cove? I don't know that it

149would impact choral cove, we would have to go back to the community and decide which elementary. you have to off line some schools in order for that to happen. right, which I'm thinking it doesn't, I was just thinking choral cove would flow, they're right next to each other. It does not make sense to have two k-8 next to each other. and I think the another part is remember choral cove theme of study that they have focused on perform arts and now if the glades proposal goes through, that's a. You can speak into the mic. Speaker: I was just trying to help you. Choral cove, they split between glade and renaissance. The other piece goes to new renaissance and that's when we went through this last year, a lot of students were opting not to have

150their students go, you know, 6, 7, miles to east to renaissance and that's why we the survey from knows families were either do this or opt in to go to charter. Sorry about that. thank you. And if we did the glades to a k-8 what would be the process for closing those. moving to a k-8, I don't want to say yes to anything that is going to cost us money. So sif a huge concern about that. So how long would we be operating those elementaries? We would have to go through h process. yoyohaha toto take a yeyear bebecausyoyoha to do transiti in order to transition it fully from -- I would say conservatively a minimum of one and a half years. It would be two years, realistically. all right, so I'm going to say, I'm

151going to say yes, to making glades the new sharaton, so I'm going to say yes for the proposal. For number 6. For number 7, walter c young, into silver trails and pines, I also have an issue with this. not an issue, I'll say this, I say no to-a, the gifted and duel advantage program. I'll say this because it will come back, and I'm going to say no to goodwill marshal. When you look at the program, you would look at all 45% only attend 11 schools. Out more than 130 elementary schools and only 71 attend just 21. One elementary school has 200 gifted students. They're not going to be moving from parkland all way to penbrooke pines. And most of the schools saw sought after and high performing tfmg I know that we did a survey

152and if you look at the survey on page 124, it says that there is a sfrong service, but when you look at the slides, it does not support that so question says are you interested in a districted academy not assigned at your school. 16 percent said no. 29 percent said prefer to remain home schools and 36 percent said not sure. So it's same as no, so 45 percent said no, and top answer about what parents like about their so obtain trfrtion. What would you like so I don't think making a gifted centralized program is going to, I don't think you're going to pull anybody from where they're at to go to those programs which would consider we already saw when we tried to put it in plantation where they have ten gifted students attended. A

153gifted academy that what's the whole building, so that made that one easy. So ga back to walter c young and silver trails and fine, 6 through pa,. Hyme not sure on that one yet but I do say yes on b part. So, I'll leave regular 7 alone. Number 8 is easy, that's a yes. Number 9, bair middle school into west pine. I have a quick question about that. Because if you look at the enrollment, combining those two schools will west pine be able to hold all of them? Because the capacity is 12-90 when you add the numbers together, you're close to that 1290. So I had concern about adding them altogether. I know something a bilt nervous about put ing them and then wanting it to grow even further. That's just solving a problem of

154moving people and closing the bl. We want to throw stud en. I think I'm a no to that right now, I wasn't sure. Then, proposal number 10, that's easy. That's a question but I do have a question on that. So students being moved to wet bro war will they maintain transportation until the current because the concern is those that wish to remain will have a choice without transportation. Will the people going to the school be able to continue to get transportation. that was my respond, in high school, we phase out the. The in coming 8th grader, we wouldn't but we would allow to phase out high schoolers. perfect. foe ner 11, so I like the idea but it I have a question about it coulding us a when we just sent out a memo and

155is he, we don't that. I like the idea making it like a pompano but I have concerns about how much it's going to cost us to do that. At this time, so I guess I'm a maybe on that one. I know that's not the answer you want today but. And then number 12 as I already said for those reasons, I'm a no to making that a gifted language but I do have a suggestion or a thought on that. In so, what would be, I'll just say it, is it possible to make thorough good a birth to 5 where you're adding some, and the reason I'm asking is because we know jack and jill has a long waiting time this is a very walkable community. I think pusing people in is p a good. And if

156you get them from birth, you keep them longer and I had a conversation about that did burst to 12. So just a suggestion, I would like to make is looking at maybe make iting birth to 5. you want me to speak? okay. I didn't know if anyone was respond? it was a suggest or question? Is it a question? yeah. go ahead, DR. Wanza. so I'm not sure about birth, we definitely have had conversations around maintaining the k-5 and adding some pre-k opportunities there with respect to as we regional eyesed some services right. so particular one of interest is our ese team where we can reach and analyze and put one in the north and central and third would be a central site. If this proposal would be looked at and then really, look at, assessment

157as well as starting some additional pre-k program, the actual grade that we would age, that we would start at is an organization would take advisement with direction on the board I know, there is some all thes but more credentially type of requirement when you get to birth and what MAY be required to run that type of a childcare center as a license childcare providers. But we certainly are looking at the earlier ages. If this proposal does not go through. seagull does not do that well. We have a program that does birth through. So I don't think figuring out the licensing in all of that would be a huge problem, so I would like us to venture into that. And the last seagull to wooden, I would absolutely yes. And just a cup of things to

158clarify. All of the mag you'll programs, I agree with DR. Wanz a I change to change programs, it does not make sense that we're spending money busing students. I say yes to all the sunset ising. I would say all the northeast, if I was a high school students I would be going there. I'm glad to still str that the opportunity. i want to look at the deaf and blind school whether we're repurposing or not. I don't think I can say this loud enough, I don't think we should be doing any in kind partnership for land. I think people have to be leasing it. I don't believe if selling it. DR. Ozwood was good saying that we should not give our property away regardless of what else is being offered. And thank you for listening to

159me ramble on. can I make a point of clarification for proposal for 5 or 6, we cannot say no to both because there will be middle school students that don't have a home. There is no capacity. you're talking about the glades. the glades k-8. yes. you close middle where are the students going. yes, so you have to. Go ahead, DR. Wanza. so glades proposal is wrapped in one of three decisions. Actually four if we're going to contemplate the proposal that MS. Thompson just profered. K-8 which is proposal 5. Proposal 6 is reassignle all the students to new renaissance, new renaissance because the new middle school. And then there is the proposal, so it's tree. And then it's proposal that MS. Thompson just provered, keep things as it is for the next year or two to

160give the school district time to to transfer, whatever else is needed, to accommodate the earlier grades at the school. And then, go back out to the community, to determine which elementary schools would be impacted by that decision. go ahead. sorry to interpret but it was important that people understand that. no problem. so I think MS. Hixon said yes to middle school to k-8 options. so MS. Hixon, tell me if I got you wrong. What I understood your sentiments to be was no to the option that ex panded the elementary schools and yes to the option that would transition them to new renaissance. ? yes. I'm just, yes I was concerned about the k-8 and just to kind of expand on what MS. Thompson just said, so if you're doing all of this construction, if if

161it's po go to k-8 and I'm okay with that too, wouldn't you have to be doing a lot of construction go while you're doing this construction? correct me if I'm wrong, because of the amount of seats available on that campus, you can still wing them. thank you. so just I want to make sure that we've captured, we have proposal 1, you were a yes. Proposal 2, you were a yes. Proposal 3, you were a yes. Proposal 4 a, you were a no. So you were a yes -- no, you had a counter proposal kind of. yes. Got it but it was my understanding that there would still be a k-5 program at north fork? [Mic off] okay, proposal 5, I have you as a no. Proposal 6 I have you as a yes. Proposal 7

162a, I have you as a no. So that's walter c young is a gifted, that was a no for you. For proposal 7, I didn't have anything for you. I still, I don't know. you're not sure. Okay. Proposal 7 I have you as a yes. Proposal 8, yes. Proposal 9, as a no. Proposal 10 yes, proposal 11 as a maybe. Proposal 12 I have you as a no and seagull to weigh in. I have you as a yes. Am I missing anything from you? Okay. MS. Pierre grant. I jut just want to on record to say proposal consideration for seagull was not part of the boundary committee, so we didn't get to weigh in on that so I want to make sure that we got that weigh in. DR. Wanza spoke to that at the

163beginning of the meeting. Do you need more direction. it's not a boundary, process. correct. It's not a boundary process but certainly hearing from. Board, is, but and that's why it was not a part of the work that school advisory committee to to deliberate because this is not a residential neighborhood school. got it, thank you. DR. Holness. thank you, MADAM Chair. dp any want to send a proposal, they can email it to myself and DR. Wanza. aok, what is your intended deadline for accepting proposal for north fork? DR. Wanza? Deadline for the deadline? I think a reasonable deadline would be prior to spring break. Because the board, will make its determination on where the students go to school. If they're going to be bound to walker or other elementary schools or if they stay, at the

164school but once the board makes this decision on JANUARY 21, after today. I think that if we give the public either another month post that, then, that will give enough time for formal proposals to be considered and whatever types of agreements have to be drawn up and come back before the board to be contemplated and voted on. okay, DR. Hepburn through the chair, are these the first set of proposals that we received that we're discussing openly for north fork? yes, this is what we received so far, and DR. Wanza, can let us know, I think it's 3. correct, it is 3 that we received that spoke specifically to the north fork site. We donough that our, our community partners from lighthouse spoke about any community but specifically naming north fork, it was the three. And

165I want to keep reminding that these were unsolicited and the fact that tt district has not declyder as a surplus site. okay, so DR. Hepburn, the three that you're making reference, can you retate what the three are? DR. Wanza? so the proposal with the ja whirl, considers some signififict t velopmenenon the nonorth rk facityty toto eventually build a, an education and innovation center that would provide services and opportunities and experiences primary to students at the high school and workforce level, they have expressed today, intent if necessary or willingness to partner with mods if necessary. Looks into a model museum school. Ntheds if necessary. Looks into a model museum school. With the stem focus. One is to look at either community resources hubs either there or across the district. But in particular as it relates to

166the north fork site looking at opportunities to construct attainable affordable workforce housing for our public service employees. I understand, so DR. Hepburn, what I have in my position is what appears to be four proposals, I have this proposal that came in last that says system rise cradle to career campus proposal. Did any of the other board memebers receive this? I have not received it myself. I don't have it. And I'm not a board member, so I'm sorry you didn't ask me. it went into my junk. this is a fourth proposal and DR. Wanza, I would appreciate because there are board memebers with this proposal that came in recently as they nodded their heads, that we have not entertained, I think it's probably 40-50 pages. I have this in my position. I'll gladly get a copy

167and did disseminate the way he I received other proposal. so DR. Hepburn, we continue to have proposals that we, we do not have any sort of decision being made, as to what intended use of north fork will be until we exhaust these proposals. I would caution our board memebers as well that we wait on any final decision for the intended use of north fork and if you did not receive it t I did, so maybe, staff can share that with other board memebers so we can discuss it at a future time. point of order. go ahead. through the general counsel, can you explain what is the proper procedure for proposal to be given through the district? You know, I've never heard of that being it goes into, board memebers email and ends up in junk

168mail and now becomes a proposal? so one of the questions that I had in my mind that I wanted to investigate is the proposals that were being submitted and whether or not it was in compliance with any and all laws, that is something to consider. I did not want to fort any discussion with ideas that the public was presenting to the board. But that is a question that I have in my mind is regards to whether or not there are certain processes and procedures that need to be followed but until I'm able to read what has been submitted and understand the full scope of what is, being offered so to speak and I say that loosely, I would like to investigate that. all right, MADAM Chair, does the district have a formal protocol for this

169particular school for which proposals are being received, could it be possible that you were also sent this proposal but it went into their junk mail because some board memebers have it in their board member. Did they do anything different than how we received the prior proposals? so if I can add to this conversation. I think a formal process is solicited proposals which we would go through a surplus of our property, there MAY be other avenues that get solicited proposals but I think the proposals, we did not think, I know, the proposals that we've been receiving are unsolicited, people are emailing them, people are calling us, people are submitting any kind of way. Unfortunately, this one, I have not received nor DR. Wanza, maybe it would be in our junk mail, we have to search. But

170for unsolicited proposals for the render, they're the one bearing the risk if it's received by superintendent and staff. i know we've been getting in every kind of way phone calls and he mails for some. But, the unsolicited proposal is an informal process that anybody can exercise. This is just if proposal. MADAM Chair, I have another question and then I'll state my position on the different proposals that we have. MADAM Chair, I'd legal counsel to answer if any member of the board, is a member of the board of any of these entities submitting proposals, is there a conflict? MS. Jacques adams. so is the question I have before that, is to understand how these proposals are being received and how we are considering them. If we're making a decision to move forward with a person's proposal

171and there is going to be a decision made by board, yes there MAY be a conflict. I don't understand the full scope when you say, okay, I see MR. Shaking his head. I just wanted to -- okay. So is there any interest that any of the board memebers would have in the company? I'm just, the question I'm asking because I know board member hixon mentioned that she is in the board of museum and science, I don't know if any other board memebers are on any of the other boards. So I'm just making sure that we're hope to discuss this and make decisions if any of us are any boards submitting proposals that MAY be considered for school use. okay. I would like to reverse myself, because aep of the board memebers are a part of

172many different committees. So as long as there is not a financial interest that you are receiving from but I want to preface that, with I'm not understanding how proposealses are being submitted and what they contain and whether or not there are any requirements from you know, anything from procurement law to any other policy that we have that needs to be, I said investigated I want to retract and say looked into to understand the full scope of what is being done. understand. So at the present moment, we would need more information to better understand what would be your advise to any board member or anyone commenting on those proposals who are members of the board of entities submit ing the proposals before I answer that, would I like to get a full understanding of proposals. I

173don't want to give you an answer and then find out additional information and have to retract from that. So I really need to understand these proposals what do they contain. What policies are involved. Whether we should be receiving it. There is a lot of questions that I have in my mind. I understand. I hope MS. Jacques adams, I hope you give us clarity in the future. I want to make sure the board is on the right side of the law. sure. in terms of item 1, panther run, I support the closing. Proposal 1, panther run, I support the cloysing. And also split between silver palms and chapel trael. 2, I support consolidating sunshine and fairway. I think to clarify, proposal was to consolidate sunshine into fairway, I have you as a yes. Proposal is consolidating.

174yes, and 3 consolidate into pines lakes and lakeside. And for 4 a and b, I have a couple of questions, through the chair, so DR. Hepburn, as far as moving students from north fork to walker, or transitioning to three our four schools, does your staff have any position on that? Or what would be the pros and cons of either of those options? go ahead, DR. Wanza? thank you, DR. Hepburn. Let me understand, DR. Holness on proposal 3. I'm on 4. I understand but I didn't record whether you said yes or no. So for 4, we provided the data to show both. So there is, some individuals who support moving the entire school as one entity into north foxer, into walker. But what we also know there are opportunities to clean up patterns and to remove

175some potential travel or hazard risk so that is why we provided the option that allows for the neighborhood, that is ising of broward to no longer have to cross neighborhood, the neighborhood that is west of I-95 to no longer have to come east of I-95 and MR. Beck correct me if I'm wrong, clean up something when we closed manners and we did some different things in that boundary as it relates so so len park, thurgood and cleans up some neighborhood patterns and mitigates some of the safety concerns that the community has as it relates to those hazard patterns and things of that nature. That's why we provided both and we look for feedback on both. okay, so for the both options that you've gotten, have we gotten any significant input on the option for the

176the multiple transition in schools? so the community input that we got on both was to keep fork open and don't do either. got it. So, so DR. Wanza, based upon 4 a and 4b, do you, does your staff or DR. Hepburn have a recommendation on either or? so I will what say the superintendent's recommendation right side going to come after we get collective, that's why we present both options. The board asked us to look at feeder patterns. The board looked us to look at neighborhood integrity. So we gave you options that provide both situations. yep, so the one that split the students to multiple schools addresses them being zoned to the schools that are closest to them. I understand. So my concern with that one, even though I understand the logitic is slipping the kids

177up in that manner, how will it impact as far as their own well being in terms of knowing each other, social patterns and having kids split up to multiple different schools as opposed to all of them transitioning into one school. Their overall mental well being affect. Any comments on that? I would say, you have continuity of moving all the kids to one school but you have neighborhood continuity to having them move to schools closest to them. Because they're moving together so a new school zone. Souf continuity in both to be honest. So if you're this side of the dias, we're all moving to the neighborhood neighborhood or school or same school together. There is continuity in both. understand. So I'm going fob supportive of 4b. it's actually 4 a. There is 4 and 4 a.

178got it, multiple schools. so regarding the proposals for north fork, I'm not going to necessarily be supportive any specific proposals at this time. I think we need to review the ones we have and review those. J a world and united world museum of discovery and science and the other one I have here. So I would like, I would prefer not to us to make any decision on the proposals. I concur with board member hixon, I'm not interested in any kind of use of property. I think we need to get a rate for leasing of land or property. I don't think our district is in a position financially to be able to have dollar-year leases on anything. So I am against that, that is an absolute no with any entity that decides to submit proposals. In

179addition, they should include benefit, not just on the broad scale of the district but affected, there needs to be reasonable benefit, there must be included community input extensively and I don't support any entity that would want to lease our property for longer than 30 years. I for one, believe na everything is cyclical and just as much that we don't have students now, we MAY in 30 years. I believe 20 years, we had over 250,000 students. None pf us can predict what that is going to look like. So I'm not interested in a long term lease, I think it should be maximum 30 years. And that would be one of the contingencies that I have for any entity seeking to utilize our properties specifically north fork. DR. Hepburn, if I MAY, I believe that I did

180receive direction from you that once the board takes action on whatever the boundary north fork, that we would have a separate workshop once we have, and have a separate just proposals. So we wouldn't do that here today. We wait the board taix actions and we continue to receive whatever we're going to receive and then have an open board discussion on everything received and the board can provide direction to you at the time. that's correct, and that will allow the general counsel to do her research and chris a ca bews o will talk about leasing space and buildings to clarify the next steps as a district. I understand, so to reiterate we're not taking any decisions on use, we're just simply receiving. we're talking about boundaries today. I understand, I'll move on. 5, I am going

181to support board member thompson's proposal for 5 and 6 that she presented in regards, let me see, I don't have it here in regards to glades middle school into k-8, I'm supportive that. Number 7 walter c young, I am going to sfor board member thompson regarding walter c young middle that we maintain walter c young as is for two years. And plan began, I support that to become a 6-12 proposal number 8, plantation, I do support plantation middle whereby the city of plantation utilizes middle school into a safe pe a cam de. I'm going to go back to bair but I don't suppororit. Nunumber isa yes and number 12, I'm going to get a little bit more input from DR. Hepburn and his staff before I comment on number 12. And number 13 is a

182yes regarding wooden rogers and seagull. I want to make some comments on bair, I did spend after coming from a one-week fsba conference, a good portion of friday being on the phone from bain middle to get a better understanding as to what was happening. So I was able to gather enough decision to make a decision that I don't think that would be beneficial to us to close bai middle school and also spent time on the phone from sunrise of intended use of bair middle school. I did have a conversation with bair horizon being a feeder pattern for montessori option that would increase enrollment along with other discussions. So can you, you or your staff comment on that and expound on that would be a possibility and if that would increase enrollment of bair middle school.

183not just for bare but I want to make this clear, we have about 800,000 students in schools in broward county, I'm not talking about broward public schools, I'm talking about broward students, we have about 188 in broward county schools. There is a finite number of kids and if you're looking at the enrollment projection, memo, we're going to lose about 25,000 stut enters over and that's without any other federal variables impacting us. When we create programs at a school, we're going to transfer the problem to another school. So I just want to be honest, we have a finite group of kids. So if we put a program in, and that program could be aus -- awesome, but now we're creating issues at the other school. The county itself is not growing in population of students, and

184so we're kind of cannibalizing other schools when we don't, address what we need to in the school with the lower population. So we can put programs in there, it MAY increase the population of the school but I'll be in front of you, discussing the declining enrollment issue in another school. And then you have to look at the number of seats available like for blair middle school. We have about 548 seats available. So we can put in a program it MAY draw in a cup of hundred kids but now we're having an issue at another school. I just want to be honest about the number of students, trajectory of the number of kids. . : the birth date and other variables that cause families to pick up and leave our area. That's where I stand. and

185I appreciate, I'm a little bit more optimistic on bair, I'll say again, with city of sunrise, they said they have identified the area for consideration. This area has a separate entrance and park area that can be access, and this is so that's city of sunrise intending to utilize part of the school. In addition, the conversation that I've had with, the principal of bair and some others, they're op timistic that could rise that could increase the population. Board member hixon mentioned as well which is a concern if we take the students from bare and move them over to west pine, it klaefshsz I would much rather than we delay on bear and see how it fans out and try to the option for montessori from horizon. I believe MR. Smith from ho size on. So I

186would entertain those option sxz see where it leads us. And if it leads us in the positive direction, great, if it does not, we can come back to the table and make a decision on bair. That's where I stand with bair is that we look at the options. and if I MAY, DR. Holness, MR. Beck, for that specific building, can you let us know, and you MAY not have the numbers in front of you, let us know how many seats does that take off for that school? so you're talking about the wood shop building which is I think it's, we'll look because it's the same footprint as olson and it's similar to the building three but we'll make sure it matches the same. right and DR. Hepburn, I would also like to mention that we

187seem to have a great principal at bair middle school. This is his first year but not his first year in the district that has knowledge of bringing forward great options to schools that I believe given him the opportunity, we MAY see a difference. And I would like to see that happen over two or three years to see if we can have some positive relates. I would ask the board to dmrai. And if they don't work, we can revisit that later on. I'm going to then go on to, 12, which is thurgood marshal. And there is been concern that a gifted program at thurgood program MAY not work. Can you tell us your feedback on it because I don't want us to move forward with an option that MAY then be best and in terms of

188which is alarming, in terms of gifted options. This is based on a survey data, has MS. Hixon spoke about earlier, the expectations is that most of them will not leave their specific schools and in a survey, many of them say they're more comfortable in their home school versus going to a gifted school. So the and I spoke about this. We're interesting different strategies where ese will have a home near one of the flee regional sites that they can occupy so they can do more assessment if there is a possibility of a gift or duel language, it's going to be small. Focused on -- that many of those families MAY not take advantage of that. okay. So is it possible that for thurgood marshal as small as it MAY be, that we MAY start off with

189a sort of smaller version of what we intended in terms of the gifted program? yes, it will be a smaller version, but we'll again, survey parents just to make sure before we take that lead because they do cost money so we want to make sure that we're implementing the best strategy possible. But we've already identified staff to go out there and provide services to students and also community and also looking at our pre-k foot print at that school as well. so I would support a smaller version of the gifted option of the gifted program and I also want to find out, if you could reiterate the gifted option that we came up with, how did we, how did we, come up with that decision, how much of community input was there, to sort of support

190that decision. this came oust community conversations and such, but the survey da ta does not support it. There is certain things when people tell us who they represent and the number of people that they represent when we collected real data, the survey data supported our students wanted to remain in their home schools or in the school close to the vicinity of their home, versus going to a regionalized program where they want to get in a bus or transported in a bus. and MADAM Chair, I do know that narnie had commented on the committees and if she can elaborate on thur inside good marshal? they wanted it unanimously. Based on that, the committee voted unanimously to agree to that. okay, so DR. Hepburn, let me ask a few questions. Thurgood marshal is the student population is

191frick an american students. Black students accounts for it appears just 17 percent of element pregifted students and 30 percent of even though they make up 40 percent of the population. How can the district work diligently, are we identifying in an equitable manners gifted students, is there a way that we can ensure so that because, the percentage of african-american stud ens is significantly lower than all at our scoops. What are we doing to ensure that no mat enter is left behind. And I will say that historic students. While this is a huge disparity when you look at our white students which represent 65 percent, what can we do to address the disparity. that's a great question and that's also a concern that we've discussed and strategies to discuss that. And I'll have MS. Holingsworth go over

192it. good afternoon, simone chief student officer and I'm going to begin and then send it over to MS. Eagn who is our ese director. We're using our em3 program to make an cost saving because that was unfunded, assessment. We ended using that and we worked with MR. Bounds department to look at the research to make sure that we were aligning how students were performing to make sure that we were not going to upped identify and not over assess students. So we're using that data for our second graders so they've taken the assessment and we then use that as our air quote screening. We also have the plan b option which we worked again to make sure that we were not discriminating or making sure that we were make ing the bar in aligning with how

193students were aligning and when we do the plan b eligibility is looking to see other areas whether they're free and reduced lunch or have had traumatic incidents or events to make sure that we were not excluding them from being screened. I'll let diane come up in a second. But we've had the gifted -- go to school and make sure that we're working with the schools and families. Then making sure the parents understand they have to sign that eligibility and consent to get assessed, just to break down the barrier so we can continue to increase the opportunities for full assessment to determine eligibility. MS. Eagan. diane eagan, executive director for see, we also use school psychologyist. That is very important to us and we always meet criteria for us for the state indicator. Ist. That is

194very important to us and we always meet criteria for us for the state indicator. good afternoon, or morning, I'm not sure what time it is. Supervisor, we have done our changes which is plan b, which does not look at ethnicity, we did adjust what the eligibility requirement are when we identify more students that way. Last year, we identified new students with the pm3 we looked at and evaluated over 800 students. We did see a jump identify over 2000 students just with the change to the pm3. Our dpept has also pushed into 5 schools where we have gone and done hundreds of screening and looked and tried to take away, you know, the workload and we've taken that on as far as consents and following up with the evaluation but there is a and as much

195iq is not suppose dependent, they do still certain biases in students have a difficult time getting to the iq threshold. We are working with parents and they have sent them presentations and we have offered to go speak to parents and anything else that we can do. DR. Hepburn, I'll wrap up my comments but I'll say this, when you look at the gifted program, almost 60 percent of our students are concentrated in about 5 schools. This is concerning, because I think we do need to have a better distribution of gifted students across and looking at 17 percent of african-american students and 35 percent hispanics compared to our white students and then a lot of these five schools that I mentioned, they're also in higher income community. -- so DR. Hepburn, if we bring conversation and that's

196why I'm concerned because thurgood is african-american populated school to which we only have 17 percent of our students. There is a concern and I hope there is intentional approach to identify students especially in lower income households which affects everyone, including whites hispanics and blacks that those kids are not left behind and properly identified. I was going to say now, the fully understood, we brought equity to the process is what the team has described actually concentrating on socio economic students how it's always a constant conversation to identify more kids. So I know, some parents utilize outside resources to go to their own psychologist as a formal principal, I've seen the sheet with the name that has not changed. It's a cookie cutter, those are the things that we're trying to contend with and bring he quit

197in the process. So but definitely point taken and process for us to identify better strategies to identify gifted and talented students. thank you, MADAM Chair, I would support a smaller version of thurgood marshal program and hopefully as we continue to increase minority, you know, enrollment into the gifted program we can see increases in that regards. Thank you. thank you and just to reiterate, you were a yes on proposal 1, yes a proposal 2, yes on proposal 3. A yes on proposal 4 a, doing north fork into. Different schools. A no on proposal 5. A no on proposal 6. No on proposal 7. And no on proposal p a and b because you were yes on MS. Thompson's proposal. a a yes onon prprosal no onon prproposal yes on proposal 10. Yes on proposal 11, yes

198on proposal 12. a smaller version. a smaller version, yeah. And you, and you emphasized needing to need all proposal for north fork. yes. and walter c young and for converting glades into k-8. yes. DR. Zeman. MS. Jacque adams and then MR. Zeman. there is a statute that governs these public private partnerships and they do have requirements within that particular statute and we MAY have some policies that have additional criteria as well. But that particular statute, 255.065, that defined what a public private partnership is. It speaks to procurement and also speaks to project approval requirements. Requirements that are involved. It would be that some of the proposals that have been submitted do not meet the qualifications. So I do suggest that there be a comprehensive process for receiving, vetting, et cetera. and, also just to speak

199to DR. Holness's concern about around those of us who sit on boards who are, you know, proposing things, it's not just MS. Hixon. So we can expect some guidance from legal in the future. yes, and I want to reiterate, like I said before, we do have board memebers that are on, you know, different boards. we had a meeting with regards to that, so it's not that you're on a board but if you're on a board and you're receiving some sort of monetary gain from that entity, that's where the conflict is. thank you. DR. Zeman. I'm ready for the monetary board, I have not volunteered and I want to be clear about p-3, MS. Paul just brought us to p3. I don't think we're opposed to anybody sending a proposal. We get them sometimes, I prefer

200that they send them to the superintendent but sometimes we get them and I forward them. P3 is a big item volving land and use. And you can do both and I think you're talking unsolicited p3. But to any knowledge, we don't discourage anybody from sending ideas, is that fair? and through the chair, just to clarify, the proposals can be unsolicited our right but in terms approving it, there is a criteria for what the project can be. I want to be clear that it's not that, it cannot be unsolicited, it can be solicited. But there needs to be a process, agreements that stem from it, he is. I appreciate that, chair. I just feel like 98 percent of the ideas were not p3 ideas. They're just I'm a parent I'm an advocate for these students. It

201depends, I don't know what those proposals, what they entail. Also just in terms of housekeeping matter, we have time tomorrow. We scheduled this workshop until 2:00 o'clock today. Can you give us an idea how you plan to spend time if we're going to extend the time. I have time reserved tomorrow. I'm curious how are we going to handle time between today and tomorrow, dealing with repurposing. we have a scheduled attorney-client at 2:00 o'clock, do we have cod ray attorneys coming in. no, but we have to a court reporter. so we'll have to recess and come back to the business of redefining. thank you. Chair I was going to ask about ideas, related to repicking uper but I think we got clear guidance from the superintendent to send it to him and DR. Wanza. I'm also

202curious something that I'm more concerned about right now, and I'll tell you in a minute. If there are people that have ideas how to save money can those ideas be also sent to the superintendent? DR. Hepburn? yes, my inbox is not full yet, send all ideas. and while you have the microphone are these nine schools, it started out at ten was that your idea? I have not made any formal recommendations these are the pace of the meetings in gathering feedback from the board, I want to say in the AUGUST or OCTOBER meeting. One of those meetings and that is what we brought back based on going back out to the community and having conversations and bringing these back. terrific, so where we are now in the process, the school is giving direction to you and

203staff about continue to go think about knees and other ideas. And in JANUARY, will you bring back your recommendation? yes, and I'll be sending a memo this week on friday of my formal recommendations that I expect to present to the board for the vote. I appreciate that. Now the direction that will put a limit on what you can recommend. If I'm right on the process, we're going to recommend this number of schools to continue to go through the process, the rule-making process and then you're going to be limiting within that number in JANUARY to make a recommendation to us, is that right? correct, it will influence some decision-making. unless I'm wrong, you cannot make recommendations outside of the school that I have asked you to go forward with with rule making, is that fair? correct.

204so I want the board to understand, if you have a number of x, that's the limit that the superintendent can bring to us on the upper side for repurposing for next year. Last question, MR. Superintendent, you just gave us a member that said we're 94 million dollars in the hole? Are we 94 million dollars in the hole? yes, our current survey window in fall we're trying to clean up that da that, that's additional 3600 students that puts us at about 94 million dollars in the shortfall. thank you, and to use metrics, it takes about 15 million dollars to give all a raise. yes. so this number for the audience and everybody is equal for a 6 percent raise for educators across all employees of broward county. It's a big number. We have not given a

2056 percent raise in my lifetime. 94 million dollars is a lot of money, you don't do cancel travel and everything else outlined. I want to make this clear to a community. If a teaching position becomes available, does this hard freeze apply to that position? yes, that applies to every position across the district. okay. school leaders and department leads have to come to us before they kfk for the position. now we're in the conversation that I want to have, if we're not replacing teachers in schools why are we talking about things that cost money. We're 94 million dollars for next year. In my three years on the board, we've closed one school and we didn't close it, we repurposed it, it became a early learning center I'm familiar with that. There is been a lot of

206discussion about how we can spend more money instead of how we can spend less money. On this issue, I have not changed my mind in three years. We cannot continue to spend money on buildings that we could spend on students we have or students that we want to win back. To DR. Holness point, a principal about lease money instead of one-dollar a year. Absolutely, we should also sell land that we're not using. We have parcel that's we're never going to use for a building or a school. But we retain that property when we're in fiscal crisis. I wept to a conference last week and they said that he was going to work with legislature and closure schools. Game on. Game on means we have to make decision approximates different from the past. And what I

207heard frankly does not cutting it. We're still talking about saving programs and saving things we love and taking care of things, you know what is going to take care of this community? When we have a smaller number of schools that dmrifr great education and everyone that goes to those school is fully engaged with what we're doing. It's a significant cut to the number of facilities we have because that's what builds the best education. And broward county wants the greatest system. In my mind, we have to deliver that. MR. Superintendent, I understand from your memo that there is a 3600 student decline this year in students from the beginning of the year to now, is that in addition to the 9400 from day one last year to day one this year for a total of 13,000

208students? yes, so in a nut shell we're down about 94 -- let me, we're down about if you include the students of right now, we're down about 10,000. From day one of last year to day one of this year, we did have over 9,000 student difference. But right now just to clarify, 10,000 plus students down from the start of the school year up to this point. terrific, I understand. On top of that there is going to be a long term trend of fewer kids, the demographic, with housing getting more expensive, we don't think that is going to get better, so there is more we expect. we expect more. okay. So let me do a little math for the community, if that put altogether is 15,000 instead of 10, and we have 600 kids in an

209elementary that's additional reduction of 25 schools. On top of the number last year, we said we could close wnt capacity of 30 or so schools. And today we're talking about 9 or 10. I think it's time that we get bold and that we have courage to do the right thing. And the right thing is to rip the band-aid off and see what schools are not part of the future of broward schools not just today but incorporating projections going forward. we can add capacity back. If in fact, 30 years from now, if DR. Holness is right, maybe our kids will proof us wrong, and have more kids but the long term trend is a downward trend. But we have a lot of land, we still have lots of land to add buildings and win back that.

210But the real challenge is, if you want to build a great education system. I'm sorry, if you don't mind, how many students do we have in schools right now, today? today, we have approximately hold on just a second. I just had that. 187,000. we used to have 250. in district operated schools. yes, I should have more clear. and in 2021 we had 207. so we're down since in 2021 and? In one year, in essence to your number, what is the right size footprint to handle 187,000 but any reasonable is going to be a declining number. All of my recommendations are going to be about reductions in costs, they're going to have to deal with reality that bigger schools offer education. At the end of the day, I believe that as a business owner that if

211you want to win that student, deliver greater education. Parents are seeking out information all the time. They want to find the information because they want to make it really really great and an informed decision about what they're doing with their children. So in my view, we have to do whatever we can to maximize the quality of education. I'm going to give you votes chair, as you questioned. I'm good on 1, 2, 3, 4, 2 walker and 5 in MS. Thompson's proposal but I would ask MS. Thompson if she would consider a slight modification. I cannot replace teachers that I'm losing right now, not me, but the superintendent. Public schools cannot replace a teacher that retires today. And under that threat that we got from the commission of education last week, are you willing to accelerate

212your identification of elementary school to this year, so we can close one school in 25-26 in order to open glades. I mean, if we can yes. ter tiff I can. -- terrific. If you're willing to do that, we have to get to a smaller footprint if we're to fulfill our obligation to the community. So I'm in favor of your slightly modified, and I think we can do that. Walter c young, I believe that as a cost saving measure, we have to close t.I would recommend again to MS. Thompson if the mayor of penbrooke what wants a senior, I love him very much, wonderful leader, always spoons I have to request and alike but I don't think he needs to build a senior center on another facility that we're considering on closing. Yes, on plantation middle

213school. But I heard something different from the community that maybe DR. Wanza learned. I heard very very clearly that they want more than just public service. They want everyone that goes to plantation high school to either be accepted to either, be fully qualified to take a job immediately or fully qualified to enter the military. It's an y'all approach where all have worked with for four years to make sure that they qualify for one of those things. All I ask is that they test that. The problem I have is parents are not dying for their kids to go work for the government. I did it, and my parents were devastated, after so much of investment you're going to go work for the government, come? Come on, I would be careful of putting all our eggs in

214one basket. I believe all three options are better than just one. I'm good with 9, 10, 11. I think thurgood birth to age 5 is a brilliant idea. I forgot who came up with that. MS. Hixon. I love that. That xwhaount is dying for daycare, they cannot get enough of it. So they're doing things they don't want to do with their children and by the way, it does not cost us any money. It's a full expense paid preschool. Seagull, great idea to DR. Holness, principal maybe we'll call this the holness principle. I hope that we can add our land and if it's sold like the land that we talked about, it's also sold to the highest bidder, I want to see if we can push that to the next step in the process. And it

215MAY be a b, b, item. I want to sell every piece of land that we're not using within six months. Giddy up, let's go. We need the money. I don't know why we hold on to land that we don't need. Also, a few that I have and I don't know how this goes. MR. Superintendent, do you have a short list of more of five more schools. I've asked beacon to be prepared with any redefining decks from the past that we've gone over, what I mean past since JULY 1, so I can have them pull up the first deck which gives the elementary and middle zones that we discussed at the first workshop I believe it was JULY 29ing. -- 29th. So yoyohave a cocoup grps,, seral l grou ththat we did not address with this

216based on the feedback from the board during the frequency of these meetings. But there are a couple of groups. can I rephrase my question. If this board directed to you bring the next five, can you do that? yes. so chair with your permission, to see if we can consensus on two items. One, I want to bring a school, we started the rule-making on that, I would like to start it again and if the board would like to direct the superintendent to bring five more schools for prepicking uper to this school boards. Just we lft 25 years and if you have 55 schools you're eventually going to close one way or the. My way is 15 would be better than 10. So two items, second to ask the direct, the superintendent to bring back 5 more

217schools for repurposing, recognizing that the rule making for that is going to push off the idea for that. got it. and powered by ai, it's not appropriate for me but to talk about innovations for ai, the parents want that in big numbers. They want their kids to go to school to prepare them with a future with ai, not to be afraid of it t it's got fearful things but that's fine. But they want them to be prepared for school. I love that idea and chair john if we have to get votes on that I was buried in a footnote but I love it. That's all I have. got it. So just to reiterate, for proposal 1, yes, 2, yes, 3, yes, 4 yes, 4-a no. 5, sorry, yeah, proposal 5, you supported MS. Thompson's amended.

218Please make sure to silence your phone. We love some christmas spirit. 7, we supported MS. Thompson. I didn't get you on 7 a or b. the walter c young. absolutely. 7, 7-a and 7-b. 7-b there is a small change in the boundary I think MS. Thompson recommended. got it. I love differing to the little boundary so thank you ms. Thompson. proposal 8 I have yes, proposal 9 I have yes. Proposal 10 yes. Proposal 11 yes. Proposal 12, no. Proposal 13, yes. Or, I named it 13, seagull rogers yes. And again, supporting MS. Thompson's recommendation accelerated converting glades into a k-8 and then, I also captured your suggestion about selling land to the highest bidder. Leasing land at a market rate which DR. Holness suggested you would like to bring forest glen back to the table

219and you would like the superintendent to bring back five more schools for repurposing. almost, two changes please. The second set of schools which is forest glen plus five, would be on a separate timeline. We can keep the JANUARY timeline for the first one. The second is on thurgood I'm in favor of thurgood not being a 3-gift -- yes, thank you for clarifying. MS. Hixon's point. I want to clarify with DR. Zeman, walter c young. Two separate things, one is boundary change but then the other is the school itself. I'm good on the boundary change. But, there is a slight modification based on MS. Thompson's idea. close walter c young but there is a slight tweak in the boundary. to close? close it. Everything I'm in favor of, saves money. yes, that's why I'm confused you're

220in favor of glades but you're saying close walter c young. yes, but MS. Thompson had asked for a boundary. that's 7b, there is two parts to 7. 7 has three parts. the first two are about closing it and what would happen to the students and last one is about moving that little sliver of students. for closing, changing the sliver. Yes and send all students. MS. Jacque adams. it's not renaissance for 7, it's pines or silver trail, yes. so there are two parts, one has to do with closures and the second attendance and school usage. So to the extent that the additional five schools that you want the superintendent bring back, affects the boundaries and the schools that are already on the list that something to consider, of course I don't know any facts and circumstances

221but I want to bring that back because the way the policy is intended. One is intended to affect the other. okay. MS. Alhadeff. thank you. First I want to talk about the florida statute 2550.65 it talks about procedures and projects qualifications and process. What are we doing, this is not our first rodeo. so are we following this procedure when questions come up, we need concise answers. through the chair, we need to comply with the policies. So, I need to understand proposals that have been submitted, like a said a little earlier. I'm not sure what process the school district is following but I would like to find that out and ensure that it is in compliance with at that statute along with any policies. DR. Hepburn, I would ask the board to ask you to come

222back with a memo in guidance with legal about how we're following this statute to the t, what is the process so when these questions come in, that it's going through proper procurement process. DR. Hepburn? yes, I'm opening it upright now so we can get together with legal to get a memo. thank you. And in regards to bringing back forest glen middle school or any other school at this point in time, I think it is completely disingenuous to an entire community that we have gone through this process and now you want to not follow policy and just bring back something to the table, we've gone through these community meetings. I don't understand what the focus is, I get we need to save money and there is a process but you lose public trust when you just

223make these decisions off of your hip. I'm going. So my first comment-question in all of this process. one of the things that I think we're leaving out is engaging our student voice and impact that these changes are going to make on our students. So if we're not doing it, I would love to do it t.I would love for landyn to weigh in. So my question is -- . DR. Hepburn. I'll let landyn to call in. Go ahead MR. PRESIDENT. good morning, thank you. Good afternoon, I agree with you MS. Alhadeff. We've heard a lot of feedback from students surrounding programs, ideas, becoming more engaged in schools, from my knowledge and I don't want to speak for the superintendents and DR. Wanza and DR. Hepburn, I don't believe there is been any specific feedback collected. Besides

224from participating in, you know town halls or something like that. That's something that we've done yet. Something we can do. The oj school that would apply to that we're slaided to get input from, there is a speak out that happens to be scheduled at seagull before the decision is made. But I can't speak to any feedback we have collected from impacted students. yeah, and then for the most part from. Majority of the schools or elementary schools, so for that age group it's usually parents who have been pretty engaged in the process versus the only secondary group of students would be seagull and, middle school? halandale. we're not closing, ha landale. Any child that was at the meeting, we gave them an opportunity. MS. Thompson. I also say that you've gotten emails from students. We've definitely

225gotten stud ept feedback also on social media as withing. It was just not a formal process but. Student advisor office but it has been sent to the board. okay, I know the cadence of this and then the board is going to vote. To help them with whatever transitions that are going to occur. And then, also DR. Hepburn in your recommendations, what you're going to bring back on friday, is there going to be a later conversation in what happens to the schools that are not going to be a school anymore? yes, so that will be after the vote like we did after last year, we came and talked about the transition, the board gave us additional feedback. Broward estates, it was concierge service, so we'll bring it back for any considerations about the strategies we represent

226that we need to consider based on feedback on your constituents. okay, and then do you foresee in this whole process, will there be a reduction staff? I didn'ts, not just for the redefining just for our budget process and yes, there is going to be a reduction in staff. It's not about redefining just overall budgity budget strategy. do you have a number. by thousand or more, but the minimum is thousand. We're way over as we continue to lose students, it has not been addressed in over a decade and it can't be addressed incrementally because we're not losing students incremental, we're losing students by the tune of 5 to 10,000 a pop moving forward. okay, and then in these changes we're looking to implement for the 26-27 school year. correct. okay. also if I MAY, I forgot

227to mention something MS. Alhadeff. One of the things, this is not unique to broward public schools. I talked to my xlaoegz around the country who are closing schools and closed schools to talk about the learn being scale. This year, we're going to have quite a few. And you know, we have school districts across the country that are going through this, and some are in their fourth year of closing schools, so I've been talking to the superintendent to learn about all the what IFs, that they MAY have learned after the fact and what we do differently. okay, that's great. Do you have any update on the sale of the land in parkland? yes, we'll be putting that on the DECEMBER item. MR. Sullivan. yes, so is the superintendent staff have been negotiating with broward health, they

228have present us with an final offer which is an increase. However that offer is still below the asking price so the superintendent is going to bring that for direction from the board on the 16th. okay, thank you. And then, I know I spoke about this earlier, as far as maybe turning one of our schools into a training center for law enforcement and ems, just want, I think that would be a leader in the state to be able to do that for our law enforcement and ems to train on active shooter training. And as far as the proposals, I really appreciate MS. Thompson for really comparing the weight of all of this on your shoulders. And the difficults in, that you have been going through with within your community. So you know, I don't know all

229these schools, you do. So so I'm really taking direction from you. So I do support yes on 1, yes on 2, yes on 3, 4, I would like it to go to junior achievement. I don't think we should add any type of our school in that space. 5, no. 6, yes. And number 7, with the proposal, I'm open to trying to see how that could possibly work if there is you know, maybe closing two of the elementary schools, and then being able to do that. 8, 9, 10, 11, 12, yes and seagull and walter c rogers, yes. And then, my next question is after the board votes, dr. hepburn will you be reaching out on ot league of cities on the impact this will have on traffic enforcement and traffic workers. yes, we'll be meeting

230with the associations, approximately be round of robin end of month meeting so everyone understand the I am mrix mrikation of the decision. okay, as far as expanding to the k-8, I'm going to keep saying this this, if we don't fund the aspect, the k-8 will fail. We have to fund it appropriately if we're going in that direction. thank you, MS. Alhadeff. Caught you on all proposal except for proposal 4 where the north fork students should go, there was 4 which is north fork just in too walker. where is MS. Thompson? that's DR. Holness. he was for 4 a. I'm for whatever he said, thank you. can you clarify for any proposals for glades mid-approximately, are you in supportive of MS. Thompson's item? is that the paper? Yeah, the modified version with closing elementary schools. got

231it. And for walter c, I didn't capture that? MS. Thompson? so, that I would recommend to keep it open for period of two years to work with the city on a transition plan and then open a planning 6-12. S&p concur. and then were nr any of the board member proposals that you want today weigh in on? no, I think I already did. got it. MS. Rupert. thank you. I thank my colleagues for being studous -- studious as they are a lost information coming forward and I want to thank staff, it is been a hectic pace, thank you for getting things out as soon as possible, knowing that we have multiple meetings and on multiple days and training and making sure that we can still answer these pretty ch time certn. M m going g toto

232gogo rorough th numbers quickly. I'm 1 on yes. Yes on 1, sorry. Yes on 2. Yes on 3. I'm yes but with caveat for partnership for j a world and if we can have j a work with mods that would be lovely as well ooh I trust MS. Salerulo, I hope I said that correctly. North fork, yes. the question is, where should the north fork students go to walker or four different schools? I'm sorry one more time. for proposal 4, there is an option to send the students just to walker or to send them to could is park mlk and walker. And I'll just caveat that from I heard from people in the neighborhood that they would like to clean up the pattern. Yes, 4 a. yes, on 4 a. I'm, no on 5. Yes,

233on 6, MS. I believe that's MS. Thompson's version. so you support ms. thompson's proposal on her 6 which is to turn glades into a k-8. yes. 7 I'm a yes. MS. Thompson's propos al? yes. okay. Do you need the Bs or no like 7b? no. okay, good. okay. 7b, I said yes. okay. 8 is a yes, 9 is a yes, although I did have a question for nornequi on this one. The committee voted 37-12, could you succinctly tell me what was behind that thought process? what school? bair into west pine. I've got to look at it, again, sorry. it is been a long day, I appreciate it. what number? 9. if you need a minute I can go on with other questions. no and this is for bair middle, right? right. I know the committee

234representatives wanted to keep what they have. The con zen was the school that they were going to feed into, west pine, the facility was, I think the majority yes was because the facility would hold all the kids, they prefer that they would be there. And also, the, the neighborhood was not going to be impacted. They also were in agreement with, I got to look at the criteria because it was criteria that they were talking about. I can go on and come back. yes. chair. Okay, number 10, yes. Number 11, yes. Number 12, yes. I have a comment about the proposal summary, I will say yes on seagull, is that all the numbers except for 9? Then the question, I have is, about the magnet program review situation. When you look at the elementary schools, there

235is 3, 6, 7, 8 them, 6 which of them come from district 7. And of course we're demographic, I cannot talk today, demographic on atlantic west liberty view and sanders park, and very much at-risk schools with our students primarily black and brown students. My question is where the principals given a package for this, and correct me if I'm wrong, that you were saying, you're not getting a lot people that are choosing to go to do that program or is it just the kids that are going in their neighborhoods schools going there? thank you, MS. Rupert, I can tell you that MR. So this is not something new to them today seeing it for the first time. That's one and to answer your question specifically, students from outside of the boundary are not necessarily choosing to

236go to those schools for that programming. So that is I didn't said, they will continue to provide the opportunities but as in boundary or feeder patter program. But students from outside of their boundary are not necessarily choosing to go to those schools for the programming. okay. I don't know for sure about the elementary schools and I did want to call up my principals last night nor this morning on the way to work. So I didn't reach out and I apologize. However, when it turns on the high school aspect, the urban teacher academy, I get it. Not I a lot of kids are going there there besinger you know, -- there, you know, it was never really part of the conversation. So I apologize for not putting that on my shoulder and running with it, I

237didn't know. And the other aspect would be the ib programs. Will dear beach high school and miramar high school, would they take a hit? I know they will still offer it. so the recommendations, they will continue to be magnet, right. So it's really that we have low application and enrollment in the central corridor. To offer as a magnet at deer field beach and miramar with with the feeder schools and do the transportation line somewhere at or around sunrise boulevard. So if you're north of sunrise, you'll go to dear field beach middle high and if you're south, -- I know a lot of kids. You know, choose to come from places even further away just to go to dear field. but we do recognize that there is still interest in the county it's just where is

238it best for us to situate the programs within the resources that we have and provide the return on investment. I get it. As for the cambridge program. Still? yes, ma'am. I'm good on that, although I still feel, especially and I MAY ask the superintendent this h especially for atlantic west all the ones I mentioned, 6 out of 8 from district 7 I have and I hope it has not changed anytime recently, but I have a little situation when it comes to pregnancy rates, in pompano beach, in our schools, I don't know what is in the water but I wish I had some. Can you explain na as far as pregnancy. no, we have a lot of people. Don't email, just call. I'll call my mom, I'm sure she has elixir. It is one of the

239few places in the county where we're still experiencing a lot of growth. I think I was about to spay, price has everything to do with it right now. And as you go further south, you have expensive, expensive and when you get to boca for personal amenities as you get further south, I think the availability of properties and things like that, equals increased pricis, it's one of the continues to grow. yes and their enrollment numbers over the five years, it's surprisingly. especially liberty it does not take a lot of hit. We're talking 646 to 528 I want to know are these numbers taken into consideration the population moving? Or taken into consideration what, what options will be out in that community for them to take, to take on for their family? I think, one thing I

240want to grag on joe beck and his team our demo grapher do a great job analyzing trends. So that's t a combination like that, to identify where people are moving there and the results increases enrollment in the schoolses. I appreciate that, and just an aside for you, DR. Hepburn, when it comes to these schools and the other schools, and you see that we're taking some of the programs out or whatever it is, that make sure that we're doing, and I know our principals are fabulous, they do survey their, their neighborhoods and their communities as to what kind of programs do you want here. So overall as a district, we need to do that a lot more, especially for our students that are hanging in there with with us. And I hope, I hope I take

241that it is going to look like this but I'm thinking it's going to be a lot better. Because we're going to do different things for the communities. Thanks for that. Nardeque. yes, the main reason is because we'll have a total of 8 elementary schools feeding into that school. Now combine you have that many kids coming into a middle school, so that's the reason why I voted yes. all right, I'm a yes on 9 and did I MISS Any questions? MADAM Chair. no I didn't I have you on nothing. we voted no. no. I have no written down and when you said yes, I was like okay. my bad. for 1, yes, 2, yes, 3, yes, 4 a yes, 5 yes, and then I have a yes on both of MS. Thompson's proposals. And 5, and

242then for the walter c young, 7b yes. yes. 8 yes, 9 yes, 10 yes, 9 was a no, my apologies. yes, it's a no. 10 yes, 11 yes, 12 yes. Seagul into wooden rogers, and that's what I captured. perfect. My last comment, reconfiguration, gazuntite, we've got chris springs, sawgrass springs and halandale. I'm going to speak up for the north area, margate middle school would be a great place for space hub, what do you think DR. Hepburn? a more to come on the space conversation. I will not spill is the beans but I think fasba was fabulous for us to be able to speak to, constituents to speak to. The other board memebers and some po lit xal people on what do they see in the horizon, where do they see opportunities to bring kids back

243or utilize space and I'm saying, let's blast on, so thank you,. thank you. Board memebers I'm advised at the general counsel would like to request an attorney client question. At this time I'm asking that anyone not requested to stay for attorney-client session, leave the room. Holness, vice chair, lori alhadeff, maura bulman, adam cervera, rebeck thompson, DR. Alan zeman, DR. Hepburn, superintendent of schools, tomas coon', esquire, jacqueline jacque adams, esquire. The attorney-client session was properly advised for today in accordance to 286.11 subsection 8 of the florida

244statute. The purpose is to discuss settlement negotiations and/or strategy. Certified court reporter will record the session. All persons not schedule to attend, please exit the room at this time. [School board in please stand by. Workshop is now reconvened. I believe we left off with MS. Bulman. And I believe, MR. Cervera is up next? So first we'll have MS. Bulman and then MR. Cervera. Okay. Thank you. Sorry, I'm going to get myself situated, sips we're back here and it's my turn. I wanted to thank DR.

245Wanza and her team, this has been quite a process and in addition to everything that is here that we're talking about today, a lot of work has gone into finding solutions for other schools and DR. Wanza is available at all times. Field, get ideas, talked to businesses and community partners. I don't think that the breath of work that has gone into this is exhibited on this presentations, I just really want to thank you for everything that you've done. I think you've done a very comprehensive job for something that is extremely complicated with a lot of moving parts. Thank you very much. It was nice to have this all set up for us to review. I'll go quickly, and I want to thank my colleagues, I know everybody has worked hard and ms. Thompson is carrying

246the brunt of this in district 2 and I know she has been working hard to engage the community to figure out the best solutions for her district. And I really admire and respect that and so thank you for your leadership in that and the same with DR. Holness. So going forward, so for proposal 1, I am a yes on proposal 1. I know MS. Thompson had mentioned po fencingly splitting the feeding pattern between chapel trail and silver palms, so I would be amenable to consider that, if that's on the table. And yes for proposal 2. Yes for proposal 3. I am going to follow the advise of DR. Holness and yes on proposal 4-a, for north fork, I like the idea that nobody is going to have to cross any busy major highways to get

247to school. And you know, I just want to reiterate you're listening to what DR. Told us in the legislative session that I 100 percent agree with my colleagues that any decision that we make for leasing the land or whatever we do with that land has to be a good business decision for the district, I support that as well. And I look forward to entertaining the proposals that we're receiving. Proposal 5, you -- no. Proposal 6, I support the thompson proposal for the k-8. So I don't know how we're saying that. Proposal 7, no. Proposal 7 a no 7b yes, again i'm going to go with MS. Thompson's recommendation to take time with walter c to negotiate an outcome that is favorable to the community and all the stakeholders. Proposal 8, yes. Proposal 9, no. I'll

248take the advise of the representative DR. Holness. And in regards to that proposal. And proposal 10, yes. Proposal 11, yes, that's district 1, so thank you. For your support on that. Proposal 12, I agree with the hixon plan from the birth to 5th. You know, I'm a little agnostic in terms of the gifted academy, I would like to know more about them if that makes sense there. And then, the c-bill proposal, I'm a yes. And just the one thing that I wanted to say about this, and we're making these changes so si just want to make sure that when we're consolidating schools and making the changes, we're doing so, making sure that we have the best administration so we have the best possible outcomes because this is an opportunity to improve ho listically, so, thank

249you. So again, thank you guys for all of your hard work and, I'm glad to hear from everything else. thank you. MR. Cervera. thank you, chair. I appreciate the opportunity to be able to speak on this very important set of decisions that myself and my colleagues have to make here very shortly. before, I go through the list and give the break down of my decisions, I do want to point out a few things. First and for most, if there was any doubt about the financial woes of this district, here it is. It's in a two-page memo that was given to this board earlier this morning. And I would encourage folks to take a look at it, because what it spells out here, is some severe financial hardship. 95 million dollars in the red. That's a

250lot of money. Even for the 6th largest school district in the nation. And folks, this is only going to get worse unless some severe and drastic action is taken. Everything has to be on the table here. Renting, selling, potential closures, all of it has to be on the table. We can't give our great teachers the raises that they deserve with this kind of deficit. I can't even hire a new teacher now, imagine that. If ten teachers quit today, hopefully, they won't, I pray that they won't, I can't go out tomorrow as a district and hire new teachers. That's how bad our financial situation has come here within this district. Our folks can't travel for business anymore. Drastic action needs to happen right now. The coming weeks. MR. Superintendent, if I MAY, sir. I had some

251questions for you a cup of weeks back in regards to some of our properties. And I want to know what the status of your research has found and where the progress lies? Specifically, sir, I had asked for a land valuation to be done on each of these perspective ten properties that are facing school closures here. We had a little bit of back and forth and I agreed by the end of the conversation, I did not want a full out appraisal which would have costs us some money but I wanted some comp what they call in the real estate world. And comp if we were to take property and lease it to third entity that was going to pay us. What have these ten properties net us? Where do we stand with that research, sir? yes,

252if you can go to becon if you can pull up in the deck, go to slide 89 in the deck, please. So I just waunlted to give a visual for schools we're discussing and also the kcw that sitting there. The taxable value combined for all of those facilities is 230 million dollars. For if we were to lease, market rate, lease rates for an elementary school, is roughly about 2 million dollars annually. For a middle school is roughly about 3.7 million dollars annually. Which is on slide 92 of the -- this is slide 89 in the deck for taxable value. And also if you want to fast forward, give folks an opportunity to quickly look at that and if you want to fast forward becon to slide 92 to show average leasing rates for elementary and

253also middle. so I appreciate the information the data on the taxable value. But we know that land is sometimes tax. exactly, it would be more if we surplused and put it on the street. my question has any research been done on the comps of these buildings that are deflected on page, 89 of the slide? so our process, I know MR. Acabuzo is in the room, our process, I know he's going through the specific process for kcw as far as getting an appraised value. Which would be significantly more. is there an assumption that if we sold all items, that we would be looking of upwards of 00 million maybe 150 million. that's correct. Chair, I would like to go through my list. proposal number 1, I'm in favor of. Proposal number 2, I am in favor

254of. Proposal number 3, I am in favor of. Proposal number 4, I am in favor of. Proposal 4-a, I am not in favor of. For 5 and 6, I agree with my colleague, MS. Thompson in the proposal that she laid out in her comprehensive memo here and she provided everyone for that. Well done. And I would also like to remind folks, correct me if I'm wrong, that the unique circumstance with 5 and 6 is the fact that the city actually owns the property. Walter c, oh, I'm sorry, I'm going to get there I'm sorry. I promise. So I'm good on 6 and I am no on 7-a and I'm yes on 7-b, we don't actually own the property, we're leasing it from the city and there is a short remaining term on that, correct? 12?

255Didn't you say that there was a potential to get out of that in two years from now? it wouldn't be a conversation with without our lawyers, 6 through 12. understood. So the main take away is that we don't actually own that land, is the main take away. 7b yes, proposal 8 I'm in favor of. MADAM Chair, I do have a question on this, that I would like answered. Plantation high school has a fantastic cambridge program, cambridge aice program, sorry, I always screw up the acronyms for that. I want to make sure that nothing we're doing is going to affect that phenomenal program that affects our plantation program. that's correct, nothing will diminish that, we're expanding ace throughout the entire county. So it's a program of study na is -- that is acacally incrsing insizeze in

256all the e high scolol ank yoyou for th,, R.R. On proposal 9, I am in favor. Proposal 10, I'm in favor. Proposal 11, I am in favor. Proposal 12, I am in favor. and on the seagull property, excuse me the seagull suggestion, I am also in favor number 13 but in its seagull I'm in favor of that as well. I would like to close by saying the following. These are extremely difficult decisions that are being made and will be made formally by myself and my colleagues. This is the end result of a process that is impending for many many months in which we've gone out to communities, we've listened to folks, we've engaged folks, we've allowed them to engage with us, and I'm sure I, I speak for the entire board up here when I

257say we've gotten thousands upon thousands of emails on these proposals and on this situation. So, with this. However the biggest take away for me as a board member with a responsibility to this county and certainly to my district, is how can we address the financial hardship that we're in? Because if we continue this, we MAY not have any schools if we don't have the monies to fund them. So drastic times call for drastic action and this is why I am in favor of proposals that I've identified under the record and I think in combination with the redefining process, and hopefully, this board coming together in this district coming together to figure outweighs to make that 300 plus or as much money as we can to save this district, because if we don't, these conversations are

258going to look a lot worse in two, three, four, or five years from now. Thank you, chair. thank you, I will speak and I'll go to round two, I have MS. Hixon and MS. Thompson and I don't know if anyone else. DR. Holness. So I'll just reiterate the gratitude that my colleagues have expressed around the time that everyone has put into this staff, my colleagues. But most of all, like all of the community members who attended the community meetings, the boundary committee, there were a lot of people who spent their time for free focusing on trying to improve the situation at the school district. So I think that says a lot about the value that we have as broward public county schools. I think a lot of people spend time des pager -- disparaging us

259but there would not be as much time and passion in the community if we were not a valuable organization. So I want to thank everyone who took their time to work on this process. I also want us to be clear eyed about fact that this is not just a broward public schools problem, this is a state of florida problem, this is a national problem. And you know, fsba last week at the flor school association conference, we had multiple presentation buzz declining enrollment throughout the state and country and specifically around declining birth rates. There is things that we can improve and try to attract people to the schools. This is a problem that our entire nation and lots of different organizations have to try to work on . And so I think that's really informing, the

260way I'm approaching a lot of these proposals and a comment was made, at the beginning of this workshop, that we didn't take steps for the necessary transparency, so as we move forward, I would really love again, for community members, our boundary committee, people who don't feel like, people who feel like this process can be improved to please come to us and share those recommendations to increase transparency. I think we're better than we were when we first started this process and I obviously, understand that there are areas for improvement. I do know that we're going to try to readdress the declining enrollment. So as we move forward in years to come, I do invite any feedback on how to make this process more transparent. I, some of my colleagues brought up some concerns around efci, and

261this is something that I heard a lot from mia pointies to various committees. Just -- my appointees from various committee, the way the data has been interpreted. We've been given an average from a lot of our campuses and I wonder if we can approach it from a median, I heard some colleagues there are some campuses where we have a really old building and then we have newer buildings that were built recently and they're in good condition but that old building brings the average. I hope that as we move forward with the sci that we're being strategic and analytical in the way we look at that information. I do want to pass around any email I received. I did want to speak to wooden rogers and seagull something that I passed around to my colleagues, take

262one and pass it down. And I just have to say, the things that go on, at wynne rogers and at seagull, are really special and really incredible and I think the community meeting was very indicative of that. And I want to have my colleagues attend, they got to see how special those communities are. And seagull holds a special place in my heart. My son learned to walk in a classroom in seagul, with the great teachers, I was you know, thrilled to hear that. But, the email I got was from DR. Rubberlard that runs the childcare in seagull, and again it's indicative like the productive conversation that we had that night. And she proposed how we can merge and I don't think it's any different than what has been presented to us by staff. But it

263provides some guidelines and echos a lot of feedback that we got during that community meeting about the adults with disability continuing at wooden about there being some separation between communities. The physical improvement that will need to be made in terms of playgrounds and ada compliant. One thing that really stood out and I agree with this this, every time I visit wooden rogers, I think wow, I wish more traditional school students had access to these kinds of services that are offered at the schools and they, the community really echoed the need for more marketing around our non traditional schools. And then, the last piece I'll harp on is the curriculum at non traditional schools is very online and I heard a lot from that community that they're wanting more, like in-person teacher interaction at those schools.

264And so, you guys can read the email I'm not going to read it out loud but it really, emphasizes the essence of the feedback that we got that night. I have a question for DR. Hepburn and staff, would regards to thur wood marshal were there any other items? I don't remember specifically that night, however I had to have conversation with other community members, and there is, there was interest even last year, some interest around doing something for the earlier ages earlier grades, right? So that's why I talked about the concept around looking at if we were to regionalize our ese service and then do something as it relates to offering services that the early grades around pre-k and early grades, if the proposal for k-8 does not go forward, I do know that there was

265some conversation maybe not particularly that night but in different, you know, community areas or different community leaders around the earlier grades, addressing the pre-k grades. I concur with DR. Wanza, some of the conversations I've had, just interactions with various community members is about early morning pre-k type of offerings. thank you. And MS. Hixon really summarized the my concern at gifted and thurgood and elsewhere, to DR. Holness's point, I really hope that we can ensure that gifted way we do, screening and give access to our gifted programs as equitable. In terms with regard to north fork, again, I really want to emphasize from my colleagues, I have heard from people in the neighborhood that the, the feeder patterns need to be cleaned up. And I had a specific question with, with the 4-a, would riverside park,

266it was hard for me to understand the math, riverside neighborhood, would that be going to the park? Okay. So j uft, for the purposes of getting input and feedback from the neighborhoods and the communities, the people that reached out to me were very much of 4-a, cleaning up the feeder pattern. And I loved MS. Hixon's recommendation for north fork combining a lot of those community organization sxz community programs but I do respect DR. Holness's approach, let's peel off all the proposals and look at them, ho listically and I was pleased to see united way. And I'm grateful to partner with them and meet community need. Can somebody explain to me a little bit more the power by ai piece? go ahead, DR. Wanza. I'll start and I know DR. Conan o'brien and freed will be

267jumping at the bid. As everyone know, we're the largest district, and so I'm going to, so I don't get in trouble, I'll let DR. Cohen have fun with this. But the potential of looking at how we talk about technology integration into the educational space in a different way for the 22nd century. yes, and I would agree with you, DR. Cohen, chief academic after, MS. Leonardi through a call, couple months ago, we came to the board with ai presentation where students present to you all. At that particular workshop, that's when the term powered by ai actually gave life to what it meant. So from there, there was a series of steps initiatives, programs that were launched to support powered by ai wondering microsoft, and investment through capitol dollars in the middle school and then there were,

268series of professional learning launched where we looked at from bottom to top all the academic services and resources that align to ai where vendors are core programs are looking at ai and we've designed that around our echo systems of ai. There are some other things that we're bringing back to the board hopefully sometime in 2026 around our echo system of ai, so because the board has given us some direction around there. And we have at every school, ai liason that are support the ai integration in classrooms. We have our current infrastructure, that are helping teachers, save time and planning differentiating and really, creating some robust opportunities within that space so we're at the for front of really designing what the what second street looks like. So this is our opportunity and when listening to our

269community, talk our business partners talking about how we deliver ai to continue to be cutting edge using ai. So this particular out reach of being an innovative program is to really focus on a targeted select group of schools that are willing to say I've already embraced ai I'm a level 5 or some at level 1 that want to engage in level of ai. So bringing schools ready using some existing technology and also some that are coming on board. and MS. Leonardi we're also looking at granting opportunity to further support these experiences and opportunities for students. thank you. All right, I forgot to mention a piece of north fork. We had a member of the community come, to several of the meetings and talk about the significant, the historical significance to the seminal tribe of north

270fork. At one point, I think she mentioned a historical marker needing to be placed there. I did do some research and there is a state master file on this and indicates that there should be a historical marker. So whatever we do with that land, I would be interested in just making sure that the history of that, that land as it relates to the seminal tribe, be respected. Making sure that we have the marker and documenting the history of that land. I will go through my feedback on each proposal and then, we'll go to round two. And in round two, if you changed your mind to anything, please be explicit about that, because we go through round 2. I'm a yes on proposal 1, yes on proposal 2, yes on proposal 3. I'm a no on

271proposal 4. A yes on proposal 4-a. I support MS. Thompson's two items on glades and walter c young and I'm a yes on 7b. Yes on proposal 8, and yes on proposal 9, yes on proposal 10. Yes on proposal 11. I am a yes on thurgood being birth to 5 as MS. Hixon recommended. And I support seagull merging into wooden rogers as long as that community feedback was valuable and done in such a respectful productive way. We need to show that community the respect that they showed us when they showed up by you know, heeding all of their recommendations. Because all their recommendations were done in the spirit of being solution safe and giving us things that will protect the very very very vulnerable children and people on those campuses. And I cannot emphasize enough,

272like the really really special things that happen at both those places. Before we go round 2, somebody set bringing back forest glen for discussion as well as directing the superintendent to bring five schools for close you're. I want to go around and see if there is any objection to those directions. MS. Alhadeff. no. can we have a little clarification on that? I know we talked about it but is it, are we out of line in doing this or is it permissible taking it out of line. I'm wondering if DR. Hepburn or DR. Wanza, if we were to direct the superintendent to do that, what would be the process? go ahead DR. Wanza in the timeline and impact. let me put on my glasses so I can hear. The first thing I'll say, the board approved

273a time line for us to engage the community and go through the process which we have been sticking to the timeline. If, at this juncture, the board sees fit for the perintendent to eieier brining school back that wa th we receiv ananothedirection on or add additional schools, what I would say is to ensure that we are following our own policy, at minimum, we would have to go back out and have community meetings at least at the regional level at minimum, then we would have to reengage the school boundary advisory committee because now this would be new proposals that they have not seen or had an opportunity to deliberate on. And then we would then have to do that probably in the month of JANUARY, come back to the board in a workshop in the month

274of FEBRUARY and then the board make the decisions in MARCH that being the case, we would out of fairness to our families, we would extend the school choice window to whatever the board makes a decision in MARCH, and then, you know, a final vote would occur in MARCH. But at minimum, we would have to go back out to communities and reengage communities to ensure that we're consistent with and true to our own policy. And MS. Jacque adams if I MISS Spoke, can you clarify. through the chair, I agree with your statements and outline of the schedule. do you think that the situation that we're in right now, as it's evolving on a day-to-day basis in your opinion, should we be doing this? Will this be beneficial to the district overall or more disruptive? I think

275it's going to be disruptive for sure. We saw how the first round that we're finishing up, this month in the JANUARY, is disruptive. You just have to look does the board have is the appetite to go through that during the spring or have the appetite to start initialing the process again like we did I think we started process in JULY with the workshop to get to a point in DECEMBER. So those are the two things to weigh as a board. The appetite of when to go through the process, when is it more beneficial to the district and also to the community, because they're a part of this whole, journey throughout. But I can tell you this, we, from a superintendent stand point, we need to close a lot of schools, because it just have not

276been addressed in a decent frequency over the past ten years. so, the other when we get we got a list of additional schools, we would still, we would have the community meetings and come back to vote and decide if we're going to pursue that? correct. You have to make a decision. and then the impact on students. There is a lot. And I'll let DR. Wanza -- no, you're saying it DR. Hepburn, we're here to to work through the superintendent at the will of the board, but if, if we contemplate some of the feedback that we received today, we're going to be in a conversation with some communities next school year. Because, just by the sheer feedback that we received today and I'll say respectfully as it relates to the whole community around glades middle and

277the whole community around walter c, we're going to be in some conversations. I think, respectfully, in my professional opinion, you know, the board has to contemplate a message was communicated to the community are we going to change course, stay with that message and through the superintendent staff will do its directive. yeah, I agree with that but I guess, the, the variable that we're dealing with is that things, you know, the budget chair considerations, keep changing negatively for us and other situations, we just found out today that we lost another 3000 kids. I don't want to do not be transparent or value the community but I think we also have a job to address these issues as they come up. So I'm talking to myself, I agree, I don't object to looking at additional schools for

278this year. my turn, MADAM Chair, okay. Thank you. Okay, hepburn, I understand that with the significant enrollment concerns yearly, and just continuing to lose students that yes, we have to close some schools, but I'm going to caution that we cannot do this in a chaotic matter. We have to do this in a responsible considered and caring way to the community. And so, while I I don't mind entertaining the idea closing more schools in this case, DR. Zeman mentioned 5, and we visiting any school, I think he mentioned forest glen, I think at the same time we have to do so in a very responsible way. And I don't think doing this in the spur the moment, is responsible. So I would not support that. However, DR. Hepburn, I have a couple of questions. We are

279going to have another phase and I said it before and I hope this is phase final, where we bring everything to the table so we don't keep doing this yearly over and over. So with these suggestions here, we could create have any suggestion for the upcoming phase, right? Which would be in JULY where the five schools, revisited in prior schools, all it is, all of this can take place in JULY, correct? that's correct, and I want to remind the board when we bring these, like we brought in JULY, we brought all the schools that we have, all the schools that could be son -- consolidated based on capacity. The next is on the board feedback on what we should be do next. We will bring it of the board, if we have the same cadence

280in JULY, I think we brought in JULY. almost 40 schools. almost 40 schools, and those are the 40 schools that have been consolidated because there is a capacity where the students can go to if we actually close the schools. Our next steps is predicated on what the ap tied and feedback of the board. okay, so I am, I am not supportive of this currently. But I am supportive of in JULY, to bring us more schools that we MAY need to consider. this is on going fluid process where we're continuing to lose students. And I know that schools that were not suggested this year, we don't know what the enrollment is going to be next year. So sue know, I don't, we could always every month come wup more schools to address but we have to

281have a process that is responsible and not chaotic. So I can't support any additional changes, I think the community has had enough this year and in JULY, we should not proceed with a subsequent phase and bring more schools. Thank you. MS. Thompson? thank you, chair. Before I go on that, I would like to change my recommendation for 4 and 4-a and switch it to be in line with DR. Holness's suggestion. And then I had two, community questions come in. In terms of leadership at the schools that are now being consolidated, are being recommended and final vote in van. What is going to be the process? -- JANUARY, what is going to be the process? In a system?A in a? great question. Leadership matters. There will be a process that ensures that there is great leader.

282I don't want to create hysteria right now. It MAY not look the same for us, depending on the program and situation, but leadership matters and we're going to make sure working with the community and the community working with our team as they do with any principal. And also for sunrise being consolidated in fairway, there are some road concerns where there not being a consistent sidewalk. What does the transportation look like for that community. we're to do what is called a hazardous walk, what is called condition. I believe it's being done or in the process of being done for all the schools I did see a document come in. What would happen is we would work with the city of miramar, so it would be, if the crossing guard is going to be in place there,

283if not, then MS. Paul and her team will look on, do we provide a bus. There is an assessment being done through the process condition. and it's still a two-mile radius. go ahead. with the hazard walking if it's under 2 miles. yes, thank you. DR. Wanza. yes, we would evaluate the walking path. We have people that go physically and look at it and then we will make a determination what services we can provide for that child. But that's part of our normal process. so it's on an individual basis if it's hazardous. yes, we would have to look at that. And then, as far as adding school closures, I think us naming any particular school is not the way to go. And kind of on the fence on doing it this year, rather than waiting until

284JULY, mainly because my proposal there is going to be balancing with that community. And I think prolonging this process, doesn't build faith but doing it again, doesn't really build faith with our community as well because that's one of the things that they brought up at my community meetings, okay, there is going to be phase 3 and phase 4. I think I really choose the superintendent's recommendation on whether it's better to move ahead this year, and address those schools or whether it's better to restart this process in JULY? And then, I just want to take a moment to really thank my colleagues for supporting the proposal, it's not my proposalment it really came from the community and the students and also to my schools that are now messaging me, asking me why the voices were not

285heard. I want to emphasize that it was not anybody's school particular that they did wrong, like MS. Hixon always says, it's not what any principal or teachers or community or parent did that made us make this decision, it truly is just unfortunately the situation we are in. And there is nothing that just talking to the community, there is nothing that you could have said to really prevent this process and that every student here is valued and we're going to do our best to make this transition as easy as possible. So thank you. thank you, sorry I should have been more clear, right now, it's fine to give yes or no on directing the superintendent to bring back forest glen and five additional schools foreclosure and I have a list for second round. So MR. Cervera.

286thank you, chair. Forest glen is a no for me and if I MAY I would like to explain why. We have a trust problem in this district. We have a trust issue in this, it's in the super and. To tell a community that they were quote and unquote they're not on the list and then go back and put them back on the list. Would be terrible for the district. I'm a no hoer forest glen. As for the other five, I'm in favor of the superintendent to put the list and present it to board. If we're being candid, I think it should be ten. But that as it MAY, in favor of the second part of the proposal. thank you. I would, I agree with MR. Cervera and MS. Alhadeff and others about not doing forest

287glen. We, we said we weren't going to change the boundary in that area and then at the last minute it blew up in our faces and we changed and we have a community that does not trust that, I would hate to do that to that community again. I'm not in favor of forest glen. I do know that we have to add more schools and I would venture to say, I know that my colleagues have said, they want a round three or four, I feel like we MAY have to do this every year as we go along because what happened was no one did it for the last ten years and now we have to do it all again. So there will be a phase 3, 4, 5, 6, as we move along and we already

288know based on the k-8 happening that we're going to have to look at more schools. So I don't think it should be rushed again, the whole trust process, there is a process. We will have to do it yearly and I think the more we iterate to our community and to the people of broward county, this is an on going thing because we have changes on going, that it isn't comfortable but it's something that we're going to have to do and there MAY be a year where we say okay we've looked at it and there really isn't any schools that need to be changed but I really do that I think that we should get in the cadence to look at it what it should look like when we go down the road this blooms for

289us and it's really painful. But when you talk to other districts, they do do something yearly whether they're changing a boundary or they're changing what si school looks like, we just, haven't had that procedure here in broward county. So if we're being honest, it is something that has to be done yearly but I wouldn't be one that wanted to hurry up and get it done or even say for JULY, we had a process, we get better every year. It's been a painful process, but I think we've landed in a place that is a good solid thing and we can explain why we need to do each of these things so we'll continue to do that as we move forward. So I would say, the cadence that we had for this year is what we'll do

290next year and we'll look at elementaries that go with k-8 and any other schools that make sense. Although, I know we need to close more, I don't want to rush either and I think JULY is also too early to like make any kind of decisions, there is a process. We should follow it. okay, no for forest glen but also note to bring the others one as well. We went out to the community and had commission meetings, we had coffee stops, we went out, we told them. You are on the list at this time, we're reconfiguring this and to their face, we said it's not happening, you know what, not these year these are the ones that we're going to do, and people had a sigh of relief and was helping them to figure out will

291we be moving in the summer or not moving in the summer? So in my word is important, the superintendent's word is important and so are each board memebers. So every time that somebody asked me, so what is, is this going to come back at a later date? I don't know if it's coming back, but it's not going to be this year because the superintendent said it's not going fob coming this year. So for me, it's not a good look and saying no to forest glen and yes to the other ones that were forest glen babies right next to them is not a cool thing to do. I don't think it's a very adult thing to do and it's cruel. And is it does not help our credibility so I'm a no for both. thank you,

292and I'm also a no for both. I was on the same page with MS. Mix on, in the future, I feel like we're going to have to do this for the next ten years. As things change and enrollment declines, I feel like we're going to be redefining every year. But I don't think we should disrupt the process that we engaged in with the community this year. So it looks like, there is not majority support to move forward with either of those directions. So now, we'll go to round two, I have MS. Hixon, MS. Thompson, do you want to be in round two, you're good? And DR. Holness so if anyone wants to speak in round two. thank you. Based on the explanation of 4-a, because I either I missed it or I didn't happen until

293after I voted, I would like to change my moving them to walker to 4-a since it seems likeke that's really the be oponon, I didn realalize all the moving parts. So sorry about that. I know why now I was kind of wishy washy on walter c, there was another proposal and it MAY be late in the process to say this but I want to say this out loud because it was also from. Community. And one of the suggestions was to actually take all of walter c young, keep it in tact and put it on flannagan's campus, not make flannagan a 6-12, leave walter c young as a middle school but they would take over the buildings at flannagan and then, we could, they could still be in tact but we could give up that lease

294that we have, give the land back to the city earlier so it keeps them, it moves them, but it keeps them in place. It was a couple of parents had come up and given that suggestion, I'm sorry. I'm sorry I didn't remember until after we had this discussion. But maybe if the superintendent when you bring something back, the idea was to wait on walter c, if that is something that we can do in the next year, maybe we can find out if everybody was okay with doing that I think it's a pretty good compromise I think in that space. So that was one, I agree with MS. Alhadeff about the training center. I actually asked this question early on when I was at bathoon they had building, and the department asked was there a building

295that we can use, they like to do training and they were doing it behind the library and they had to make up the scene of the school, so they asked about having a space. So I like the idea of taking a school space and maybe we charge them a day fee or something for using the facility for those purposes. So, I agree with that. Ive a question, is there a place where the southeast, or southwest can colocate? Because I don't want, although I understand about the glades middle school, we do have a long waiting list and I think we're not taking advantage of an opportunity to make money. That actually makes a lot of money. So, I know we have not discussed it, but if there is a place. we have. oh. we've discussed this

296because you know, in anticipation of where the support the decision lies from the board. But they did need a whole school location because you're servicing adults also. Go ahead DR. Wanza? so we were thinking and this is not a surprise in walter c young is a school that there is a proposal to you know, reassign the current students to different middle schools. The district does have a lease with the city of pembrook pines. that's interesting because if you take the idea of moving walter c young and putting it in flannagan, it would give you the ability to open up the space. I think we need to flush out, are we talking about picking up a school and operating two schools on one campus and that MAY not be feasible. It would, what it would do

297is it would bring option, is it 7? 7, itself back into the discussion and then, this it would be 12 years to operate the program there. remember, their suggestion was to keep it its own middle school. I don't think based on the discussion that was here that the idea of closing walter c young is something the board is willing to do. I would just offer that I know, it's hard to colocate but if there is a way to find and half is the shared and whatever you want to call it. But I don't want to leave today and not have an idea of how we might still have that tech program somewhere because, we can jump in there. And I would leave it that and the last thing I would like to ask, it's not

298happening, so I'm going to ask it one more time, when this comes back to us and there is a financial break down, please can it be detailed what money is being saved out of capital, what money is being saved out of general fund. It's important that if we understand out of capital, it does not help our bottom line of general fund or fund balance. So we might be saving all of this money but it's on the capital side but it does not address the money, because it's not help the general fund. I don't just want to see a total, I want to see where we're making the money, where are we saving the money and where are we spineding the money? I think, it's important in terms of transparency to be very clear that's one

299of the pieces that we still need to get better. So thank you. thank you. DR. Holness? thank you. Thank you, MADAM Chair. So, I just wanted to revisit bair and I'm hoping one or two members will change their mind on bair, what I can say is that, if you noticed, the when I do consider schools in my district, there are schools that I recommend closing in traditional sense of the word including broad estates and receive a lot of feedback. For this phase, I'm supporting north fork as well as plantation middle. But bair is a different pace. It is not so much that I don't understand the need to close schools, but I am rather more optimistic about bair. Bair has a new principal that has done wonders at his previous school, also the city sonrise

300has sent us a letter intend to go occupy 6,000 square feet of bair. And indicated here where the city of sonrise that my so many toured both schools and identified classrooms space at both location that's could possibly be suitable for city community program in use in the future. In addition to that, I have spoken to the city manager myself. I've spoken to commissioners, to the principal. I've spoken to our central office, and some senior staff and I am confident that bair over the next two to three years, experience increase in enrollment. So I also have information here which says while bair has faced enrollment challenges a solution exist establishing a mont tory magnet program at horizon elementary directly located next to bair, would create a pattern from students to bair's established middle program. This education

301pipeline would attract new families to both schools and stabilize and potential increase enrollment at the elementary and middle school. Bair school houses exceptional academic and enrollment program that few can offer. They challenge students tho think deeply. Bair is also part of the amazon future program integrated stem and technology course that's allow students to earn certification typically designed for high school students. Headset brings science history and technology to life by investing in the feta relationship and magnet program, they can have remodel education. Closing bair would mean losing these offerings. So I am asking the board if you had decided on yes to close bair to have a change of mind. I believe that, if you just give bair two or three years it will turn around. And like I said, I'm not against closing schools because

302I know we need to but for bair it's a different story. I'm in support of closing plantation middle and ask the board to reconsider for those members who said to give it two or three years, because I believe these measures that are being taken about turn the school around and the city of sonrise is gracious enough to send us a letter to occupy part of their bair and to look at the possibility in our defense. Since we're going, maybe on going yearly process, then we can revisit bair for now I'm asking to you support keeping bair open. Thank you. thank you. MS. Alhadeff? Oh she's not here. MS. Thompson. Do you want me to? has anyone changed their mind about bair before we move on? Yes so far, for proposal 9, we have in support

303m thompson, DR. Zeman, alhadeff and me. It's a 5-4. so for walter c young, I'm trying to wrap my head around there, if you had a whole two schools operating out of one building, that would mean, you pay for two principals for whatever. What is the difference in the model though? Between having a 6-12 and having two separate, have you done something like that before? Is that like a consideration? have we done something like doing two distinct schools? We only did that when it was a temporary when the school was being built so we housed, and the most resent one, I can says that we had to it is temporary house, and they ran separate schools and one principal navigated through both campuses until this building was open. But you know, I will say that

304it is a will he will legistic. Legistic. there is no recurring cost saving. and then, I mean, I'm so in favor of 6 through 12 that was an interesting thought. How would that work, one can we make it technical school on walter c young within the conference the contract that we have the city? and MR. I don't know if MR. Coony is still in here and MS. Jacque adams can opine if necessary. The way the current lease agreement reads, it says for educational purposes. okay. And then what is the costs, cause my thought process, when I made the glades k-8 proposal, I think it would bring a lot of value. My thought process has always been in one of the elementary schools, or two of the elementary schools we can put the technical school we

305can even divide the campuses if needed. What would that look like putting it in elementary school, because here's my what I'm trying to figure out. If we're going to have to do a lot of renovations to put the technical requirements in but then we don't own that building and we just in vested ten years and we don't get anything back or if we remodel elementary school, we would keep that land. So that's what I'm trying to process? so, MS. Johnson can or DR. Timothy can speak to it but that can come out of the workforce education funds and we did that, when we transitions arthur rash middle school from traditional middle school to its current branch campus and so, MR. Strauss and I, had a little bit conversation around. So we do have a couple

306of elementaries schools and is there, you know, can we look at potentially one of the new or the twos elementary schools since the events feasible and possibility. But I can tell you that what ever upgrades and modifications and things that have to come is really out of workforce, has its own separate funding strings and we did that also when we transitions what was sunset school some years ago into now what is now the high school campus. so not so much concerned with the budget it's that we could be putting in say ten million dollars of renovations into a building that we don't own where instead we can renovate a that we can own. That's the argument,. and I'm not disagreeing with any of that. But the other thing that we have to look at is

307parking. that's good to mention, park ing, the size of the classrooms, the how an elementary school is built specifically for elementary sized kids. people will get their squats in. I tell you this, we started having that conversation about the what-ifs and other options, so if you give us time, we're still in the midst of that. Where we try to look at what is feasible. So accommodate the technical schools, so we can continue that process on our end, the first obvious was walter c because it's in the middle school and it's less work to do there because it's built for larger people. uh-huh. it's built for elementary size people and it has the parking versus the lack of parking that you usually see in elementary schools that requires less staff. I think moving forward but really

308looking at the elementary school because some of them do have good parking and walter c young is not that great but that's all. Actually, no it's not. Thank you, MS. Chair leonardi for bringing up the proposal for seagull, I read it like at 1:00 am last night and I think there is a lot of value in the time that that teacher took time to send it so I hope Staff: gives it considering. Thank you. thank you, MS. Alhadeff? thank you, I'm looking forward to friday to see the superintendent's recommendation, if there is a lot of information that came forward to us today. In regards to DR. Hepburn's memo, I would like to ask the board to ask DR. Hepburn to come back to us with a stronger plan for 2025. I think ththere is a

309a t to do anand would like to prpress you harder to come back this week with additional ideas on how to save money for 2025. great question. We have it, we will make sure it's in detail. I forgot the term. It's a lot of COs out there, it was a coming o. con flate. But I'm talking about 2025, if there is more, you can have aggressive manner. I have MS. Rupert next. I'll add you to the list. I would like to put my support on this as well. I appreciate that thanks. DR. Zeman. to MS. Alhadeff's point, we have a policy of 5.0. That's our fund balance. We're at a risk of a recession next year, our revenue drops, you remember 2008, 2009, we promised all kinds of schools to be rebuilt. We could do

310that again, there is a lot of indications of recession coming on. So it's not a good time to fall below 5 percent. So maybe provide some clarity, it MAY be good to ask the superintendent to show us the numbers on savings which is 5.0. That's what this board directed, we said we would never go before five. I'm not sure if that's is go to realize 94 million or 9 million. It just says, we don't know how many vacancies. It says no travel but there are some exception approximates. As a board, we need to know whether that's 90 million or 94 million and the good question is are you going to comply with our policy? Are you going to get to 5 percent by the end of the year. i agree with your direction here which

311is bring us something back in a week in this year, it gets us to a 5 percent fund balance . soy just wanted to talk to my colleagues about the memo. It's a hiring freeze, some of us have a trip to go to tallahassee which is a significant costs, it's about 7 to 900 dollars for a plane ticket alone if that's your plan. And I think if like I said, if. Superintendent is directing staff not to travel, that is something the board should consider. I don't think if that should be a formal motion. However, I'm no longer plan to go travel to tallahassee, if it's agreeable, having one person but having us all pay for travel to tallahassee when there is a staffing travel freeze, I think it's is problematic. yeah, I was going to

312bring that up after the meeting. oh. I think we can have a robust conversation when we're done talking about the workshop. MS. Hixon? my question is similar to the memo. So I don't know if you want me to just wait. I have a quick question about the hiring, the hiring freeze part and the part that we know we have to get rid of 1,000 staff members, I guess it's a question. Also a directive. The board has been really clear that we don't want any of these things to affect our schools. So, are we going to start moving people out of the administrative building into schools? And so where we can't hire teachers where we have teachers on assignment, will they be moving back. That should be the first move. that is correct. thank you. okay,

313would anyone else like to go ahead MS. Alhadeff. I'm not sure, if everyone can weigh in on what I said and DR. Zeman said. with you reiterate. with DR. Hepburn bringing back this week a more aggressive plan with numbers to show that we're at 5 percent. does anybody object to that? we're good. we have a budget, isn't budget part of the workshop tomorrow? it is. so DR. Hepburn, is some of that in the? no tomorrow's budget workshop is about bringing back the supplement discussion that we talked about earlier in the fall. So the board can understand the nuance of supplement that we're recommending to possibly cut. DR. Zeman. sorry, I stepped out for a minute. Did we fail to gain consensus on selling all unused land and ai innovation zone. Is there anything that staff

314needs direction? I know MR. Acabuzo we but we have all land up for sailor surplus the two tsc centers last month and all if you go to becon if you're in there, if you can go to slide -- if you can start on slide 87. So lied 87 and 88 goes over the properties and the land that we own. The first one is the one thing that is in plantation where we're getting an environmental assessment before we bring it to the board for surplus, they're going to help us understand what environmental issues it has so we can maximize the appraisal value. The trails in, we'll bring that to the board next, this month actually. The southwest ranches. Recently surveyed so we'll bring that back for surplus. And that part of that portion of that land

315was donated to the city. For their wildlife refuge, we've already served, went through the surplus, not surplus process but the surplus process for the both tsc buildings and the choral springs, high school is under agreement of sale and purchase. I think the only site that is not here on here is additional site in parkland and due to the amount of growth in that area, the possibility of needing na for seats in the future up in that area in the north, in the far northwest. terrific, I'm satisfied with that and in the ai innovation zone, do we need to provide guidance. we spoke about that so no guidance is necessary, DR. Cohen went through it thoroughly. MS. Rupert. I forgot to say I'm some support -- (Inaudible) I think I already said it about, well, the

316email that you got is very supportive of that as well. Thanks. MS. Alhadeff. I can get a follow-up, but I thought the choral springs high school deal fell through? Oh it does? No, I thought it said something else. MR. A cabuzo is here. MS. Hixon. just giving a plug for request to see if anyone can change their mind on bair middle school. has anyone been able to reflect on that? one vote. MADAM Chair. yeah. the time of the meeting where you need to ask colleagues for consensus to extend. so we need majority of the board to agree to extend the meeting maybe by 30 minutes? Does anyone object to that? object. anyone else? We have one objection, does anyone else object? Okay. We will move forward for another 30 minutes. The I think that we

317have a good understanding of where we want to move. The one thing I just wanted to clarity on was the MS. Hix hon's proposal for it to be a birth to 5. I have a majority, I have listed a majority of board memebers supporting that but I also listed a number of board memebers supporting the gifted. So I wanted some clarity around that. So I don't know if we can go around and reiterate where we were on thurgood marshal. MS. Hixon supported the birth to 5, MR. Cervera? MADAM Chair are we saying age 5 or grade 5. grade 5. I thought, I just wanted to make sure that everybody understand, it's grade 5. so you're good with MS. Hixon's proposal MS. Thompson? I have you on birth to five. yes, and now I know it's

318to 5th grade and not five. DR. Holness would you like to? thank you, MADAM Chair, I just wanted to clarifying question, from the birth to 5, did we get adequate community input on that? DR. Hepburn? I would say, no not a lot of input but we didn't get a lot of input as far as wanting to do the former also, the, the -- the gifted. my brain is -- gifted in dpaoul language. okay, so. I am not against it MADAM Chair but I'm not sure if we've gathered enough information. So I prefer to see that come, I prefer not to have an idea on that, because I don't think we have had enough input. So I just feel I don't have enough information to support that. got it. DR. Zeman. I'm in favor of birth

319to 5 but not in favor of the -- that's what I have. MS. Bulman? same. MS. Alhadeff. birth to 5. all right. And DR. Hepburn has an update on the choral springs land. yes, I have a update on the choral springs, the deal did fall through because the financing legal and because the forfeit is earnest money so new a ppraisal is being conducted to put it back on the market. Does staff have direction? It was pretty clear? yes, ma'am. okay. Do you want, should we go over where we landed on on everything or do we think we're clear, we went over it like a million times. I think I'm clear but for the public if you want to do it one more time. all right, MS. Bulman. for the marshal, if it were majority supporting

320the birth through 5ing grade at that takes it the k through 8. that's correct. okay. Something to add in there. so just for the clear for the public for proposal 1, the majority of the board supported moving forward with proposal 1. Majority of the board supported proposal 2. 3, 4-a. The majority of board supported MS. Thompson's proposal for glades middle school. Majority of the board supported MS. Thompson's proposal for walter c young and proposal 7b. The majority proposal 8 supported, 9, 10, 22 proposal 12 and merging seagull into wooden rogers as well as MS. Hixon proposal on making marshal a birth to grade 5. At this time do any of my colleagues to bring to the board or student successes. MS. Thompson? west broward is going to state. [Applause] And I can't go to a

321game because we have to hire a new lawyer. football, we're going to state, it's first time ever! So it's super excited. it is the first time for west broward and first time in ten years if they win that we've had a state football championship! [Applause] DR. Holness, thank you and DR. Riordan this is a huge win. Would I like to take a moment to recognize siria of louder hill awarding her a full side to vanderbilt university, this is an outstanding accomplishment. Please join me in giving her a round of applause! [Applause] MS. Hixon, we cut off MS. Thompson when we were talking about the tallahassee trip. I wanted to bring it back up. so sifs going -- I was going to be the downer for the end of the meeting. Given the superintendent's memo about

322freezing travel, I do think that broward days and rally to tally is per -- pertinent and I'm interested to see how we should approach board member travel since we're telling everybody else that we're freezing their travel. So I don't know if anybody has any input. MR. Cervera? thank you, chair. I think we need to lead by example here. I think if we're telling our staff that they can't travel, that the same, well, on the district's dime. The same restrictions and understandings should be followed by this board. That being said, I would encourage my colleagues to participate in broward days. I think going to tallahassee is extremely important. I happen to be up there last week on my dime, I MAY add, I paid for the entire trip. I had very very good meetings with legislatures

323with the commissioner of education and I always encourage everybody if they have the ability to go up to tallahassee and get involved with that, with that process. That being said in light of our financial circumstances, I think if you are going to participate in that, you should pay for it. Out of your own pocket. MS. Thompson? I would echo what MR. Cervera said. I do think there is value if the chair is available and the vice chair to go just so there is representation, however that would be the extent of it. Thank you. MS. Hixon? thank you, I agree, I would say you know if we want to go, we can still go sxwh cover the cost of it ourselves but it would not be fair, it would not look right, I don't think it's

324appropriate for us to tell everyone else they can't travel even though it's an integral part what we do and what our job is, so I don't want to minimize that either but so is the rest of the travel that everybody else does. That's the point, you go to conference to see learn new things and bring it back. But in this instance, I would say that, we should not be paying for it with board money, I mean with district money. MS. Bulman. thank you, chair, I absolutely agree that we need to be leading by example. I do think there is a benefit for us to have some kind of representation there, it's important for us to have those relationships. So agree if the chair, vice chair or somebody that we delegate is willing to go to

325represent us, that that would be money well spent but we don't all need to be there. thanks. MS. Hal ha definite? -- alhadeff. yes, I think the chair should go and represent our legislative platform. Our legislative platform is advocating for millions of dollars, so we absolutely need to have somebody representing us. zeman? yes, I agree. because this is a conversation that I need to have with my family. I'm not in a financial situation to fund that. I want to be clear. i don't want to send the wrong message. no, our costs. got it. we're depending on you and you alone, and you'll deliver it all. any other comments or questions about that issue? MS. Alhadeff? no just to kind be seriououabouout yoyour lelegislative plfoform, there really needs to be meetings set up for you with

326the chair with our lobbyist to talk and have conversations with legislatures on our legislative platform. MS. Sullivan? so that week is a challenge only because it is I believe, broward days, sfsb days and it's our tally of rally, so a lot are going to be allocated for the students but we will do our best. DR. Hepburn? yes. I think that we should be much more aggressive to get our lobbyist who we pay a lot of money for, I think we have two them up in tallahassee to get our chair meetings with the legislature tz. yep, as the students say these days, say less. MS. Rupert. I'm not doing that. who would actually go from the district then? We're actually saying no district? so I was, noticed the board memebers time to talk but for me,

327I've already talked to the team, the advocacy in tallahassee is important. We're advocating for millions of dollars and increased funding. So for us, for the legislative affairs staff, MS. Andrea knows to be specific, I will not be denying travel for her to go up to tallahassee, that's how important I feel that is for us as a district to maintain advocacy in tallahassee with our legislative partner collaborate with to get things done. if I MAY add, I would recommend also authorizing the chair to represent the board in tallahassee when the consortion meets. yeah, that's what I was going say, FEBRUARY, because those meetings when we go with the consortium, they have the people come to us and you get the people that you need to speak and it's much easier to see everyone that way. MS.

328Hixon. I was going say what has alhadeff said, it's very frustrating when we go up there and the kid going with the students is great, but they're, their doing their own thing. We kind of have to have a different conversation. And, when you go, there are not any meetings already planned. Sometimes you feel like you're kind of wasting, I don't want to say wasting your time but we do have lobbyist and there are a lot of people up there. But to go see our own representatives in tallahassee, I think is silly because we see them here all the time. They agree with us, they already said they agree with us. We need to go to those people who MAY be don't agree or need to hear why those things are important. So I would just

329add to that, I think the meetings that should be set supe, would be meetings that are the most adventous. I would encourage the board if you have is the financial means to go, go, I'm going. Those are great opportunities to deal with these folks in their habitat. Use those relationship that you have with the legislatures from dade from broward from palm beach, from everywhere else, they all vote. So I'm not, I hope my comments don't come off as discouraging so I'm encouraging my colleagues to go up there. It's a great opportunity to have your one on one personal time. These guys really appreciate when you go up there and meet with them. They're appreciative and it's a good opportunity for us to tell tallahassee how great this district us and ask for all the things

330we need to ask for. If you have is the time and means, please by all means, go up there with us. Although I'm already supporting paying the bill for MS. Leonardi. MS. Thompson. I was going to ask if if the consortium is a time to have better meetings? Is it better to have during the consortium? Or is it better to do both? What is the board's meeting what is staff recommendations on both? okay. Never mind, everyone said both. MS. Hixon? thank you, just to MR. Cervera's point, if we choose to go on our own, could we also ask staff to set up those meetings for us so that, we make sure, so if you're going to go, I think it's important to let the legislative office know and maybe if you know people you want

331to sit and meet with, they could help with that. Okay. Thanks. all right, any other komentz -- comments on that piece? Any other issues that the board wants? I have one more thing, okay. Well, I'll preface it with this. Ieb having a lot lot of conversations with parents over the last few months about tech nothing in the district and ai and last week, there were a lot of trainings and workshop about how different districts are implementing ai. I asked for a follow-up and our deployment, I think it would be really beneficial if we had another workshop on our deployment of ai specifically with students and how we've communicated with parents, because even in the follow-up that I got, I asked if parents were made aware of it and if there was parental consent and there

332were two answers in the follow-up with that t.I would be interested to know if my colleagues would be interested in doing another workshop? I see a majority in support of that. Thank you. Anything else? All right, at this time, at this time, the schedule caned order of business for the school board workshop of the school board of broward county florida has been completed.
