Please note the emergency exits, do not block exit doors and all attendees must be seated except media. Once at capacity, you will be directed to overflow area. If fire, please exit the doors until building is safe to return. Board member hixon will introduce her school which will lead us in the "pledge of allegiance". thank you. I don't remember which school it is. Village. Sorry, I'm having sinus issues today. I would like to introduce village elementary for the "pledge of allegiance". please stand for the "pledge of allegiance". I pledge allegiance to the flag, uft. Of the united states of america and to the republic for which it stands, one nation, under GOD, indivisible with liberty and
justice for all. Please remain standing for the village pledge. a a member of, I pledge to you on this day to be a team player in every which, yellow, purple, green and blue, this s what we do. High expectations, help me grow, to be the best leader where ever I go. Excellent is the way, one big family every day. [Applause] Beautiful. Board member rupert has requested a moment of silence, MS. Rupert. thank you, MADAM Chair. I'm requesting a moment of silence for monarch high student, felip, passed away suddenly on JANUARY 23, 2026 in the early hours of the night at his home in dearfield beach. He loved animals, traveling with his family, superheros and watching movies in theater. He loved playing with his heart, despite having autism, he was keenly aware of everyone's feelings. He
was described as a sweetheart and kind. He will be missed by his friends and family and those of us who loved him. Thank you so much. as we begin, we reaffirm our vision, 100 proficiency for all students. Our theme this year is believe empower achieve one broward. Will now proceed with the agenda. Today's workshop will work in accordance with school board policy 1020 and the board will review the items as presented by the superintendent. The first item on the agenda is our committee reports. Before we turn it over to our committee chairs, would I like to address something that we got correspondence on. The winter guard. Iles turn it over to MS. Jacques-adams to talk about what the district is doing to remediate that situation. one of the biggest issues when you're working with a
contract is to ensure that you have the correct and adequate facts. So right now, there are several issues with regards to this particular contract. Primary surrounding education records. So education records is governed by a federal law called furpa, so we need to understand what the facts are and ensure that we always protect the privacy of children. We cannot consent on behalf of parents and so we're looking into, understanding what the totality of the facts are. And we already have meetings scheduled to ensure that we talk about it and come to some sort of conclusion so that the agreement is signed by this week and make it on to the FEBRUARY 10th board. okay. Thank you very much. And just, as a note, for how the committee reports will go, the committee chairs will deliver their
comments, their reports. And then board members will you know, ask questions and give their responses. I will ask my colleagues if, if there is a committee chair that would like to speak, that you, it is up to you, the board member that has the floor to call on them. So just, I wanted to make that note. So our first, committee to deliver a property is the audit committee. good morning. The audit committee met thursday JANUARY 29th, that was last thursday in this room. we reviewed a number of audits which have been transmitted to the board. Some of the audits included a property and inventory audit at the 16 sites as well as audit of review of internal funds with findings at 5. It's important to note that the audits met the requirement of 50 percent
plus audits by MARCH first, so that's great, everything is on track there. It is, it's, also, please note that these audit often lead to recovery funds, which is always a good thing. While also identifying way to see improve business practices so money is spent in the most affective manner. The florida school recognition audit will be coming to you, it's identified over 4 million dollars in unspent funds that are available to spend on items allowed by the state. I know MS. Hixon has probably got more to say, by the next financial firm process. The district is on track to timely select the new firm through the solicitation process. The audit committee is holding a special naoeting -- meeting this friday to review the financial report and again we're on track with that. And you know, I
just want to thank all of you for your very selection members of audit committee. This is a committee that comes with lots of reading and discussion of reports. And it's been a privilege with the members you have appointed. Thank you. thank you. broward county association of student council and student advisor to the board. good morning, happy FEBRUARY, I hope everybody is staying warm. Student advisor to the school board. Lots to update ion this month as always and a lot of great progress. I want to start off by giving a huge shout out and thank you to some collaboration being done by the teaching and learning division in the facilitieses and operating division. There is some concerns by students about the clean liness and upkeep of schools. And having a conversation with the students about what
can be done. And I want to share my extreme gratitude to the principals for opening themselves up to have those somewhat difficult conversations with students. MS. Darbar and MR. Doreset who really makes the students feel comfortable and welcomed in sharing their thoughts. So extremely grateful to everybody for their support and we're already seeing ideas on how we can ensure that our schools are cleaned and maintained. The survey will open and run for two weeks, we're excited about this new survey, for quarter three because schools will now be able to add a three-school specific questions to their surveys in addition to the five questions that the district already asks. So we're really excited to be able to better understand what is it that students at their specific schools are saying. We're also leveraging some great artificial
intelligence within the tool to do some deep dives on the questions. So the ai platform is able to go in and ask follow-up questions and better understand what they're saying. So we're really excited about that and the da that that we're receiving is so helpful and we're grateful that the district administrative team has been welcome and open to that. We are beginning our non traditional school speak up speak out sessions, it's been a priority of ours to hear from our students at non traditional schools. We had our first session yesterday at saeg you will, -- see gull, we had a great conversation and really understanding. Understanding what makes their experience special. We're looking forward to the 8 remaining session that's we have that we're planning at the other non traditional schools. I want to end
with a recognition, of the person sitting right next to me. He did not ask me to do this yes, that's what that face is for. But a moment of personal privilege to congratulate dcee was he was awarded a award of excellence recipient. And a very, a [Applause] Very very very well deserved honor. Anything that knows him, knows his commitment and commitment to being there for others, is unmatched and I'm grateful to have him as a partner this this work and a very well deserved honor. So thank you all for your time and we're happy to answer any questions. thank you, north area. Speaker: good morning, nicole advisor chair. At our JANUARY meeting, we had had the north region office out, they went over the graduation rates with our members. A large part of our conversation
revolved around the graduation venues and the hiring freeze with parents sighting concerns with distance opportunities, learning coaches being pulled to be put back into classrooms. The loss of security and custodial staff. A consistent theme of concern is testing and test iting culture, so much so that they created a elementary south committee where parents of north, central and south are having routine meet sxgz collaborate with staff on solutions. The board has requested this issue come to a workshop. Feedback we're getting from parents and teachers is to please include teachers from the elementary middle and high school level at the workshop conversations. We continue to have conversations around the nursing shortage with parents alert us they're being contacted by the school about the wrong child which raise concerns about student confidential and clinic procedures when a nurse
is not present in the school. We still have many questions regarding hazel health. While many feel the program could be beneficial, many schools are unaware of what hazel health is. We also take issue with how their advertise is free when they bill your insurance. Many MAY still find the service to be beneficial but for the sake of transparency, we find that when advising, the email should include a statement informing our families they MAY receive a bill from their experience. This is not self ex planatory and free was bold and underlined with no mention of a possibility. Of a co-pay, we were told you can simply select that you cannot have insurance however it goes on to read that they're various. Whether accelerated funds are being allocated back to schools where the funds are generated. We
know that roll-over funds are not being done carefully plan and safe for. Although the superintendent have said that they will work with principal on a need-by need basis. However we have concerns that school MAY not receive their full allocations for their current years. This is an essential that the members have been interested in this year. So we will follow-up next meeting. Regarding redefining, this last round of redefining are left wondering what changes will be implemented to strengthen the enrollment at their schools. Being placed in a less possible, make iting essential that these schools receive targeted support and resources to help stabilize and grow their enrollment. There are a lot of suggestions made around changes and feeder-pattern programs. I understand this will be coming before the board later this year, we will be following along so
we can find how we can participate in these conversations. Vape detectors, though the data has not been updated since OCTOBER, we believe vapor is a top in middle schools and high schools. I have not heard any update as to when the vape detectors will be installed, so if we can get an update when they will be installed, would be greatly appreciated. Facility concerns, this is a follow-up over the schools that we've heard about. I mentioned at the beginning of the year, asbestos barriers are still in place at choral kings high school blocking their upstairs bathrooms, although the remediation began. I'm getting reports from parents about mold and they are addressing these concerns but I want today bring it to your attention. Reverse elementary A.C. Has not been marking properly for many years and often goes
out completely as it did just last week. This is an issue that keeps coming up and was discussed by the board just last year. They have portable A.C.S on hand to use as needed which do little for cooler fooling in the hot months. -- cooling in the next month. Thank you. thank you. District advisory council? good morning, chair board members, superintendent staff, yellow and members of the public, MAY name is cynthia dominique I'm the chair of north area advisory council. But I'm a parent and chair of district advisory council. I just want to give a big shout out to all the staff that has been collaborating with district advisory over the last several weeks. We met with nutrition several times. DR. Cohen and I have been on the phone, we've had meetings. Thank you for
that collaboration, we'll continue to collaboration so we can find solution to see concerns being presented to us. As we talk about keshz today, I hope that we're able to stick to the topics that the chair are presenting. And if we find there is a issue where there is a lot of dialogue needed, perhaps it can be placed in a future agenda. We had a meeting with several chairs as we try to find solutions and one of the things that they mentioned, sometimes, certain topics will month opolize the entire conversation and others feel like they cannot be heard. And they want that dialogue and we are thankful for the time today. One of the conditions is the for the lap roll rollllt, some schools hahave is not evev leled ououlalaptop sxz manyparerents o o opd are
second guessing it, because we're being told that students have to have it charged and maybe there will be a couple of charges at schools if the teachers allows it. As well as it increases the laptops being damaged. We know what happens from school to home, some don't make it home. Some are sending the lap tops home to students others are requiring parents to go pickup the laptop for the first time. I'm not sure what the standard is suppose to be. There continues to be transportation issues. We know we have a shortage of bus drivers but our kids with special needs are spending more time on the bus. In terms of the budget and hiring freeze, we are hearing from many parents that there still continues to be many vacancies. We have asked how many staff
have been mobilized to fill these vacancies. We don't have that answer yet. We did hear that peters elementary dhh cluster was without a certified teacher since the beginning of the school year and apera was filling in and facilitating the classes. I want to know if there is been a resolution. In addition, a security campus vacancies. And with na, that brings me to the staffing he will he allegation. There was a board agenda that was pulled. we want to know what is coming for the new staffing models. Parents are concerns that it means a reduction, whether it be custodian or canvass monitors. And at the elementary level, they're concerned about a reduction in their special allocations as well. I'm not going to rehash parents want nurses when student services came outlast mobsinger they told us there
were 135,000 clinics from AUGUST to DECEMBER. Out of those visits, 250 were hazel health, that service 179 students. So when you hearing about the hours saved it's for 1 students. While we do believe there is benefit, there continues to be issues about access, privacy, the use of information and confusing consent forms when we asked if legal had reviewed some of the practices of hazel health, we were told that they had not. They had reviewed the contract that was presented to them. Our elementary subcommittee, we had over 25 to 40 plus parents on teachers, it's been robust dialogue. And one of the things that they're asking for is a survey to parents, so that we can assess some qualitative data and the things that are not being asked by the survey sent out by district staff.
One issue is the mental health concerns that many parents express overall of the meetings that we had. And many parents were ready to pull their kids out of bcps because of the amount of tests and impact on student health and again asking for a cross section on the focus group. We continue to work on nutrition, we're working on info graphic to share with parents so they have all the information up front. And are able to have their needs met. Chair if I MAY. Just a few seconds. In terms of school safety and facilities, we still want to know when a time line is for parameter fence as well as the intercom systems. We continue to hear about the cold classroom or inconsistencies in air conditioning. And ends today for haitians -- oh okay, they blocked
it. Sorry, I didn't watch the news. Thank you. But to that point, as we look ahead, we want to know what resources exist to support students who MAY potentially be without parents or who are negatively impacted by this. Thank you. thank you. Central area? Speaker: good morning, MADAM Chair, school board, DR. Hepburn, we send greetings from central area. I'm a parent and also the chair of the central region. I appreciate these continued monthly opportunities to provide committee reports and to have dialogue with each of you. I would like to say thank you to the board and DR. Hepburn for evaluating the graduation venue decision. I would be honored that however when decision right side made without stakeholder input and no consideration for producing equal and equitable outcomes, push back happens. We would like that the
board show transparency when it comes to these decisions, so much that we passed a motion within our last meeting that occured on JANUARY 15th. The motion reads central advisory council recommends that public schools ensures transparency and community engagement in all decisions relate today graduation venues, school consolations and revenue changes. As a district plans for the class of 2027 in the future, we also ask that the district exercise the use of partnerships with the cities and venue to see continue to celebrate this mild stone occasion at dignified in the dignified and comfortable environments they deserve. Secondly, we are concerned about the lunch account obligation, we've heard from parents that they are concerned that lunch as they thought would be covered on a district base accounts have been added to their acts as the coverage was rescind
sd. They worry that their children will participate in school activities and mild stone events because they MAY not be able to make those payment and get that account down to zero before the payment right side do. Also, we would like to ask that, oh gosh, I just lost my train of thought. Yeah, you guys. No, I think you guys touched on everything else. That's it from our report this month. I appreciate the ability to serve in my position -- oh, do, just to reiterate what the chair of dac said, we got a lot of reports yesterday about cold rooms, inability to warm up. They're telling them to dress warmly. We live here and this is an unexpected event and the children tried to dress appropriately, but when when the rooms are raiding at 47, 50
degrees, it's difficult to learn in those environments. We want to make sure that we take into account our facilities at times like this. We just really really need to test these systems prior to letting them used. We need to make sure that our different departments have the ability to do their job as well. Thank you so much for your time this morning. thank you, south area. thank you, on behalf of our chair, she was unable to attend, linda if ferraro if -- will be reading the report. The resent meeting was held on JANUARY 21 and well attended. During this, nutrition provided overview. That directly impact our school community. The key push of presentation focused on the my school bucks application, meal accounts current balance and out stand obligations, attendees were asked to ask questions. And
help them understand how to avoid negative balance. Questions and concerns were raised regarding hazel health services especially the opt in and opt out, the discussion on parent awareness and ensuring families clearly understand how to en roll or decline services. These concerns were noted for follow-up and further communication as needed. Overall the meeting was informative and productive, providing valuable inside and allowing dialogue. The next meeting is scheduled to be on FEBRUARY 11th. Thank you. thank you. Diversity committee? Speaker: good morning,er cabsinger I'm here sitting for the chair for the diversity committee. Is would like to start off with happy black history month. That is something that is very important to me and this year, at concern high school we're focusing on the african diaspora so I in spite everyone to come take a look and see
what we'll be transforming in that hallway. I would like to start off with obviously it's black history month as I, as I mentioned, I want to lift up joe clark. We all know who joe clark is, leader and we're all familiar with him because of the wonderful movie, "lean on me" about adults taking responsibility for the conditions children learn in. He made a clear statement to the nation, you cannot claim excellence while tolerating chaos and you cannot ask miracles from teachers without structure and accountable. With that being said, I'll begin my report. the diversity committee met on JANUARY 9, we will have our general meeting this thursday. We have requested chief gregory to return. We are meeting with him this week. As mentioned last month, we're looking for clarity and safety issues that present challenges
for school. When chief gregly came to our meeting two months ago, the current and safety personnel. The committee had questions and concerns as it results to arrest for the lack of continuity from the district to the state office the cooperative contracts currently in affect as it relates to equitable and lack of district wide standard service as it relates to the SROs, follow through, student incidents to its conclusion. The committee has it 10 site visits thus far. We are observing, facility, academics, programs and safety protocol. Committed to the nine conditions and indicators. Committee will be evaluating last year's visit with the school year site visit. We believe this will enhance the any report with tangible findings. Our observation reveals communicative issues with the new process across the board, safety and security issues that are prolonged with
no real explanation and clean liness is still on going issue and academic within the structure calendar. We still see challenges with max & mo, the committee has sent a follow-up to DR. Shapiro for roles of the school counselor as it relates to mental health. The difference between the counselors considered academic and career readiness, the process is in place for children who have been bigger acted in transition back into the school should look like. So at western high school, graduation is scheduled 8:00 P.M. I'm coming as faculty chair as well. The teachers are expected back to school the next day for finals. What is the district's for come pen pennization and our adjusted schedules for graduation and then going back to teach the next day. I'm talking about teachers, we cannot treat them as a budget
line. Students do not graduate because teachers and staff and administrators and school communities carry them every single day. If we want outcomes we must fund people who produce them. We watched intense energy and extended time spent debating the issues. I hope the same energy shows up when teachers are asked to pay pairly to operate with dignity and excellence. This brings me to a direct question, when are we going to waive the invisible bat and say no, so we can preserve the district and protect our students? I serve as a diversity committee member focused on inequities, I'm asking the board to align the decisions with these values. For multiple-years, our community has been told large number of schools can close. But the uncertainity cannot. What is the clear plan? The rational, communicated in a way that
families and staff can actually understand? Are we prepared to close seagul and son sol -- consolidate. I'll take my time. I'm requesting the readiness standard and the checklist. I'm also requests clutter areas like the gym. Our building must look and operate like places built for children. I am formally, requesting teacher compensation and physical discipline outlined with student outcomes. We ask that each board member check for their appointees for attendees. It's recommended that they participate. The success of committee is kept at the level of least affective member. So I implore you to attend the monthly meet approximatesing unless they have other school districts responsibilities. That concur with that. As we continue the school year, this committee would like the committee to invite to our committee meetings and we extend to superintendent and chief of counsel is
chief of staff. We believe in everyone participating and diverse equity participation. We look forward to seeing you in your request, here's a successful school year and shout out to western high school as always. Thank you. thank you. Ese advisory? good morning, jackie lucekin from ese advisory. I want to mention first of all our subcommittee at ese advise', we have two. Our autism committee is meeting next week talking about transition and down syndrome focused on after school high school and life after high school vocational programming and program for people with disability graduating school. That's the good stuff. I want to focus on what ese advisory general meetings in a series of three meetings we're focusing on. Which is is the team I mentioned last meeting and probably the before that, we need partnership we cannot be
blanketed and I'm appealing from collaboration from the superintendent and you folks to resolve the very very serious issue of lapses of customer care and accountability when it comes to not just to day-to-day but lack of compliance in ese and when the big stuff hits the fan and I'm talking about unexplained injuries to students, serious things in schools, child abuse investigations, where we cannot have the district shutting down on parents or me, which is now happening. When we're looking to seek counsel for parents. There is not a good system in place to ensure good communication transparency, single point of contact for parent seeking answers when things have gone wrong at their schools. And as a number of you know, I have stated as a email last week, I cannot sit by and be part of an
operation that is expressly now denying parents the right to see their own child's educational records. And where a parent is told if you've got anymore questions, get yourself a lawyer. That happens to a resent case, involving a pre-k parent with child with disability who came home with unexplained injuries. Had she been acknowledged at regional level and then communication shut down. I'm blowing the whistle on it. I have tried to resolve everything with bcps, I even came to you folks and appealed for your support, appealed for you to ask questions. When one of you asked questions, you were falsely told that things were settled you were given false information and I hope you pursued that. Ese is bringing recommendation to address these gaps but it's imperative that the superintendent and board treat this matter with the
serious attention that it deserves. Is my microphone working? Okay. It's getting the district further into trouble. The decision to refuse a parent the legal right to access their child's education records and telling thaem this they should get a lawyer if they have a problem is something that we should be calling out. We should not leave this room until it is resolved. it is setting a dangerous precedence. Also I have asked several times for somebody that can help us at ese. I've asked for example how many schools have an a current elopement plan. Not safety risk assessment but specific elopement plan which every school is required to have. No answer. I've asked how many elopement has bcps had? I'm talking specifically with students with disabilities who MAY run from where they need to be in one
case in DECEMBER, a student just ran out of the front door because it was not secured and got two blocks down the street. This was a six-year-old from autism class. I've asked how many of these occurrences were followed up with after action report and I asked to whom are schools required to report elopement incidents? I cannot get answers to questions. And I'm presenting this today, because this reflects recurring concerns that we hear from families resulting to documentation, unclear investigative pathways when things go wrong and parent beining shutouout t informatation n wh theichchdrenen's ll being is atat issue. Thank you. thank you, is esol leadership council here? I don't see them. Okay, facilities task force. Speaker: good morning, board and superintendent, chair. kimberly berkhorn, chair of fashion ilt task force. On JANUARY 9th, we had a
committee where john wesley white presented vital information regarding construction path for it. And we were lead that it was the rfq review for the master planner. We were thankful for both of their presenters for their information, presentation. However it's important to know that ftf was not adequately prepared for this meeting as this material was received only at the time of the presentation. Initially, our understanding was that we would reviewing a rough draft of the rfq for the massive planner for the long-range facilities master plan. Upon reviewing the final presentation, uploaded online, we have identified several areas of concern that require further attention. On page 5, it was suggested, we suggested that there is no single company should serve as both the project manager and master planner. The leadership structure in the, what is it? The,
the job flow chart it's necessary for the chief facility officer was emphasized in our meeting. We need a chief facility officer. This role is crucial for ensuring dedicated oversight and tra taoej I can direction for facilities management. The chief facilities officer should report directly to the superintendent as our suggestion rather than the chief operational officer. The chief operational officer already carries a work slop and responsibilities should not be part of that role. Also, there is critical need for clarity on options without cause I mplications, understanding the costs associated with the various plans is fundment and as the saying goes, only a foolish man builds a house and does pt -- doesn't know the costs. On another note, does not have a seat at the table at the long-range master plan committee. We were the group
that advocated for it and we have no seat. Make it make sense. We have to remember that when it comes to the importance of the decision-making, ftf we have been fighting for collaboration with the district and the people that work for you, board members. So we're asking that we be a part the decision-making also. And we would like to invite you to our next meeting, it's thursday, this thursday, we're back in plantation high school. [Applause] Media center. So we start at 7:00 P.M., we invite you all to attend. And then the on another note, I would like to thank our task assigned chief facilities officer, mark dorset. Is know he was very busy yesterday and I reached out to him early in the morning after getting several calls and he did return my phone call.
It was later in the day which I was not expecting him to call immediately, I was not even expecting him to call back but he did and I thank him for that and we know that we have a lot of work to do because we probably never thought that we would need a heating plan to make sure that everything is heated up. And we understand that the portables do not have heaters. So we just want to talk about that also because I understand, next week is suppose to be pretty cold also. So let's get a contingency plan for the heating. Thank you. thank you, multi lingual. I'm sorry, do you want questions now or after everyone speaks? after everyone. multi lingual advisory committee. good morning, DR. Hepburn, MADAM Chair, and the board. Thank you for
giving us this opportunity to report to you on a monthly basis. During this quarter, mac, our t-shirt, mac. Are completing our invite visits, we're going to gator run elementary, it's happening right now, my colleagues in the committee as well as apollo middle and our meeting as I said last time I reported to you, that is coming up is FEBRUARY 18th at choral spring middle at 6:30 P.M., I look forward to some of you attending. You're all invited. What I want to talk to you about, first I'll touch on what I told you last month, I brought to your attention that when we attended the showcase in DECEMBER, that the term duel language did not show up in my of the materials that were given to my of the walking through the doors, although it was
a very impressive showcase. Last year, my pred is is ecessor, danielle hockman, the previous chair, she brought to you a motion which you all passed which is a duel language badge of home page of every duel language school which was done by the end of last academic year. And then the websites were revamped and the badge does not exist anymore. So I would ask you to revisit that. The point of having the duel language badge was for schools being identified as being due dual language school. There was a dual language. There was a one that was missing from hollywood glades, indian trace, meadow brooke, mirror lake, pompano beach, it's not an exhaust I have list, it was easy to find schools where you click on the button for specialized programs, you actually can't even find
dual language in their list of specialized programs. I bring this up, let's see, I have two minutes. What it reminds me p I'm a lifelong vegetarian and growing up, the chain restaurant subway, you can go in and you can request a veggie patty but it was not on their menu, you had to know about it, it was like a secret menu. I find of feel like dual language is being treated like that, you make it hard for parents to know where dual language is and how to and navigate to it, not on the websites of the schools. So that end, mac right now is working on a design that will be for a banner that any school can use, a physical banner, like the pt a can purchase to put on the fences outside of
the schools that will have like the schools mascot, next to the dual language logo and it will say something like river glades will have a dual and there will be a qr where you can go to information for dual language. That's the attitude that I believe the school district should have in helping families identify this program which is a number of schools but it's just not evident. So, I did bring this to tt attention of our liason, the bilingual districtly liason. They were not aware of but they control it. I look forward to what is going on with the dual language badge thank you. thank you, parent community involvement task force? good morning, erin goldchair of the parent community task force. Our task poers is looking for an apparent session tomorrow. This session will provide
families with a clear accessible overview of the many different supports bcps has for families. MS. Hollingworth and her team have been incredible partners in developing this presentation. Ensuring that it has the needs we're hearing from families. This event is intentionally designed as a broad introduction and at the end of the session, families will be available to complete a survey to help us identify which specific top ixz and areas they would like future sessions so explore in greater death. -- depth. We want to make sure that they're responding to our priorities to guide this work. As part of our discussion at the this month's meeting, which was last night, the task force talked about the out reach. The importance of strengthening coordination and partnering with the area superintendent, dac and area advisories, sack and sack chairs
all to ensure information reaches families early and through multiple channels. Our shared goal is to make sure these resources both the live sessions and the regardings reach families across the district especially those who MAY not be connected to more traditional pathways. We also spent time discussing the growing needs in our community and with with the financial pressures facing the district, the task force recognizes that strong partnership with community organizations are more important than ever. We continue to work on strengthening the bridges between nonprofit partners, schools and families. As part of this effort, we are building on prior task force work to develop a centralized base of nonprofit partners that will be accessible to families and personnel. In that same seen we're planning a nonprofit. Last night, we made a decision to pivot away as district
departments are already hosting a similar event during the same month. And our goal is to support and compliment that workforce and not did uplicate. For identifying and not gauge community partners for intentionally for that nonprofit forum, including partner list maintained by the strategic partnership department. Communication continues to be a major focus for our task force. We talked about the need for more creative and engaging way to see communicate with families and the broader community. To that end, we're rei gniting work. As just another way to share out information. We also discussed the importance of meeting families and students where they are, particularly on social media platform. Ideas included video clip and student created content to really model engaging communication, so landyn and dcear stay tuned. We want to emphasize that our hope is to be
partner for the board, so please, please, reach out and let us know how we can support you, whether helping share information gathering feedback or coming up with other creative way to see reach students and families. I want to highlight an upcoming event, the read for the record on FEBRUARY 26 lead by DR. Lori canning in the face department where children will receive free books and enjoy stories read allowed to guest readers, it's a wonderful opportunity to celebrate literacy and community and we encourage everyone listening, sign up to read at a local school. Finally, I want to commend the district for the program seminar held this past saturday, staff in particular, MS. Lowandra hosted a warm and inviting event where parents received important information and were able to ask questions about how they can support their
children's education. Thank you. thank you. Small business advisory committee? good morning, good morning, DR. Hepburn, chair leonardi, members of the board and staff. My name is marie compass, the chair of the small business advisory committee and representative of board member rupert. I'm happy to have a report on last two meetings on JANUARY 22, 2026. I'm happy to report that bcps, eod O.C. Continues to have relevant events. We are actually having, or they are having an event today from 10 to 11:30 it's a webinar entitled certified now, what is next step? Your next step to success. If you're able to log in, please do so to support. Sboc is in support of all the efforts and recruiting volunteers and future speakers for those events. The shark tank entrepreneur project lead by me and supported by sb
O.C. And d O.C., has gained interest at three other schools and will continue at son rice mid --- sonrise middle school. Our both meetings focused on three issues, election of officers, committee membership and committee eligibility. I'm honored to share that during our NOVEMBER meeting, I was nominated to serve as the new chair for sboc, this recognition is a privilege and a responsibility that I take seriously. I look forward to leading the committee as we continue to support edoc and our small business community. In addition at our JANUARY meeting, DR. Rosetti was nom innated -- dominated the roll of committee. It will benefit the committee as we move forward with our initiative and maintain accurate records of our meetings and discussions. In reference to partnership, sboc has three members who became vendors which is excellent, because
that's what we want to happen. But this made them ineligible to continue to serve in the committee. We currently have six vacancies, two committee representatives seats and four board vacancies for one rebecca, adam cervera DR. Alan zeman and debra hixon. We're asking that you fill the seats. At the present time, we only have five elective representatives making it difficult to sustain operational task without a full committee. In JANUARY, sbac vote today recommend that the board a law bcps vendors to serve on committees. There are several vendors that are able to serve. The board has the authority to waive this requirement and we're asking either a blanket waiver or to be done on individual basis. Of course if there is any conflict of interest, the vendor would recuse themselves. This ends my report. Thank you for
your attention to filling your vacant seats and the feedback on the issue of advise committee committee. On behalf of myself and sboc, we thank you for the ability to serve. thank you. Technology advisory committee? Speaker: good morning, chair, board members, lind a chair of technology advisory committee. We'll be meeting next friday, so therefore I have no report. for board remarks I was reported that small business advisory committee has to leave so if anyone has any questions for her, if we can start with those. Does anybody have any questions or comments. MS. Hixon. sorry. It's so much a question for you as it is the superintendent, mia y my appointee, turns out that he was a vendor and would not remain an appointee. Is there a way to make a waiver is there a policy? thank
you, I was having a sidebar with MS. Jacques-adams to see if that's a policy. I know the large amount of small businesses in broward county are vendors in? Some form or fashion. We'll find out if that's standard operating procedure and see what our next steps are. MS. Jacques adams can you speak to that as well? I'm going to look into the extent if there is a conflict to see if there is a leeway. But I need to xhek out those laws with regards to doing business with the board. okay. DR. Zeman, I believe? And if anyone wants to? thanks, chair. My question is for MS. BERKMchorn, we have a presentation on the organization, it's a budget thing but it's all about, how do we organize, let me give you the title. We're going to talk
about the construction path ahead. Yeah, I got it right. The construction path forward. You made a couple of methods of organizational kind of things. This presentation is largely about how we organize lower than that, which is how do we move forward over the next six, nine, twelve months whatever it takes to solicit, layers to do things from the strategic to things like the master planner, to all the things you say about e builder and other bases to ogram nagemement d exution n of constrtion. I am deeply deeply committed to trying to work with with the superintendent and this board to get things done. so if you borrowed my objective which is I think construction organization should do which is complete projects, do you have any thoughts about what the presentation today that we're going to
be talking about this afternoon? They're proposing a peamoore, cma and a built-in master planner position into that? And I just curious as a chair of the task force, any ideas that you have before we dive into that this afternoon? Speaker: absolutely. So, as we were talking, we agree that we do need a pmor but we do not agree that they need to be a master planner. So we want to make sure that they're separate. Cma absolutely but they made the change that they were not going to be, cma agent, I think that was in here. The names were redundant like the management I think they're remember to the owner rep. They did take it out. Yes, that's one of the things that we want to make sure that the master planner and the pmr are
not the same. We need to keep them separate, that's the main thing. And when they, the reason I brought up, the, the chart, is because it's in here and I understand that, you know, the lower positions are need to be filled but we also wanted to make it clear that we need a chief facilities officer and they don't need to answer to the, coo, because they already have enough to do. So if they can answer to the superintendent, that would be more affective so that they can do the things that they need done. and that was a advantage of being a recruit, with a little more senority because they would be a chief rather than sub board nature. Ipg there is a good debate to be had. And all all those pieces come together. But
your plan on separating is noted and we'll include that in our conversation. How do you like the objective of getting stuff thing? Is that the right thing? that's the dream. Thank you. I appreciate it. Thanks chair. thank you, DR. Holness? thank you, MADAM Chair. So I have a few questions. I believe are north chair, had mentioned some information regarding overall, I cannot recall exactly but in terms of reducing costs. So DR. Hepburn, is there a comprehensive plan that we have in place and if not, will there be one to not only reduce costs through say attrition, but also to increase revenues? For example, I know that many companies have, sort of they engage their alumnis especially those who are successful who contribute to the company, do we have anything where we have a database of
our past graduates that are successful, otherwise that we're engaged to engage to broward schools or specific schools? Is there anything that we have in place like that? so we depend on broward education foundation to be the support system or the arm for that type of fundraising, they have the ability to go out and directly engage with alumni to support the school or the school district in various ways. okay, so do we, do you know if they have sort of a, an affective kind of approach in place where there is a database of broward schools alumnis, where you know, they're actively engaged in supporting specific schools or the school district. I know this has been pretty successful from other organization sxz they've received significant amount of money. Do you know if, what they're doing if they
have pretty much exhaust all of the models to which alumnis can support our school district? I cannot speak to the details of their ultimately their strategy that they use, that's a better question for the ceo. But I do know that they partner with us very well to accomplish the goal of support for certain initiative if it's resources, if it's personnel. If it's creating opportunities for teachers in the classroom and above. But as far as the database, I cannot speak to that. okay, is that a conversation you can have with MR. Nap and hopefully, we can figure outweighs -- out ways. Also we have suckful in terms of being a magnet choice school. From my understanding, schools like pompano beach, they have a waiting list, is that correct? correct. so, you know, I know that we
are concerned with enrollment and we have significant decrease in enrollment and we can increase revenues if we can increase enrollment, and I know we're looking at hal endale is there a way that we're not expanding the pompano to have more schools like that so we can attract students from private and charter as oppose today having waiting list? We have added options for students so we can increase enrollment? so is the first option is actually hol indale. We'll see in the actual desire for students to en roll in such programs. We'll see how we scale that in the future if the desire by the community and students is there. I think that we have concerns we have with enrollment, I just don't like the idea that we're having a waiting list with students trying to get
into specific schools, we should have initiatives to expand on those options for students so we can attract students from, private charter or where ever else they MAY choose to go. Is there any other plan in place to increase revenues besides, attracting students and my suggestion would engage in alumnis? yeah, and so, alumni revenue is fine but we're looking at student revenue as well. We'll be bringing a workshop school as far as expanding our virtual platform, expanding our work worse platform as well. We're turning away students because we don't have capacity so there is going to be an interest. So since it involves money, we'll bring it as a workshop and give us feedback about the willingness to invest in that extra taoej and also workforce education that, that will be something that we're exploring right
now. We talked about the initial, concept was to try and expand those opportunities into glades middle, we're doing different with glades middle so the team is identifying another school with a school that recently closed so we can expand knows opportunities. We have tons of students and adults also waiting for those opportunities. That will be expanded for the upcoming school year. We're removing departments out of arthur ash so we can expand opportunities there too and moving those departments into some other schools around the county. So we have, we have plans to increase revenue by increasing enrollment in specific types of programs across the district. okay, so I am happy to hear about the virtual. I don't think that in broward schools at this point, with us losing so many students that we should have waiting list
for anyone. And we should provide the options and you know, waiting list for virtual, I was not fully aware of that either. So I think, I'm excited to see that come back to tuesday. And I believe erin would like to say something. board member who has the floor gets to call people. Speaker: thank you, DR. Holness. Your point came up with a conversation that I had with high school students. And they were talking about how powerful if school had alumni for people who were at different careers or different colleges to keep in touch with. I wonder if we can expand I agree with donation sxz that kind of support, but I think it would be powerful, and I'm not sure if your selow, some suggests doing an exit interview where we can an email. I
think there are more ways that we can use keeping in touch with alumni. I appreciate that feedback, I'll be having more conversation wz DR. Hepburn, because I just think that we have not exhausted all options on how we engage our alumnis not just in revenue but in many other ways. MADAM Chair, I have a couple more questions. DR. Hepburn, our ese chair, spoke of customer care and I believe she mentioned single concerns with single point of contact for parents seeking specific questionser for e sectioner -- es e parents? MS. Lucekim has a very good parent. We were conversing right after the break. I think the parent had a transportation issue. But the parent was talk to go somebody at the school. It was too many people that the parent had to talk to to resolve
the problem. so in the reorganization that we're doing in the spring, we're trying to close the gaps, where parents have one single point of contact to deal with the myriad of issues that they MAY be dealing. It MAY be with transportation and food, they should talk to one person that is doing the troubleshooting for them for those individual departments. So she has totally valid concern that many of our parents are experiencing. And we'll address all of that during our reorganization and then the team. Are working diligently to address concerns. I know that for ese students and I am the parent of a past ese child in broward county schools, that there is a greater sense of urgency when issues come up and to sort not knowing where to go. And I understand that for all
students, we need to improve on this but I think there is a greater sense of urgency for ese when there is a concern for students. Would you say that this issue will be resolved and have a single point of contact going forward? as we're working on that, I tap into resources just to kind of go over some ideas and to make sure that we're closing gaps as much as possible. okay, so DR. Hepburn, as we talk about customer care and customer service, so I continue my visits for schools across broward county which have done yearly. And, I know that we're working on customer service, I do see some problems here and there in terms of especially our front desk. So how can we emphasize our school leadership, the importance of having to write people at
the front desk or having them train properly to address parents when they come in, having that demeaner of welcome, welcoming to our in, you know, parents coming into the lobby because it could be a potential parent or, or students looking to en roll but if the experience is not great from the immediate point of contact, at the front desk they MAY go somewhere else. How are we working on customer service. Because I believe it's a huge part of attracting individuals, you know, I run a small business. And one of the things that I can pride myself on is that my parents always talk about the friendliness of the lobby that has some valley. How can we make sure across the district that when anyone enters our lobby of any school or any building, that they're
getting top notch business. How do we fix this? It's an important part of what we do to improve enrollment. thank you, I run into these issues too as well as the team members. We put a robust customer service initiative starting last year. We're trying to unravel decades of bad practices when it comes to customer service, I'm going to be honest. When I first started, I experienced worse than what we are experiencing right now. So it's getting better. I think the next sfep for us is, the level of accountability. If it's not in the evaluation tool. People don't respond as quickly. So those are are the drastic measures, if we want this implemented swiftly. And also the communication team sends out a text message and phone call and however we get the message out for our
constituents to give us back. We have a dashboard on what type of feedback, we're getting if they're scanning a qr or on folks emails or if they're responding based on the conversation. I know we started to send that out to the last couple of weeks. So we'll continue to do that, monitor the team. Works with the regional office and funnels down to the principals but ultimately in order to have a large impact swiftly, it is going fob part of he evaluations. and I'm hoping that in the upcoming school year, we can include that as part of the evaluation process. And in addition that there could be on going training. yeah, we're trying to. In the real world, you got that guy or the lady that did the service for you, he give me a 5.
It's part of the evaluation. yeah, I've been a little disappointed in going to a few schools and I still don't see that top notch. Many staff are great but we need to be beyond great. And last question, for dual language, how can we, I hear the concerns about better promoting the dual language program for schools that offer it. Sxl how can we improve as a district in assisting and promoting the dual language options that we offer? and so I was listening to you while you were speaking. And one of the things is, we have to lean into your committee, your subcommittee to figure out what is the best way to get that information out. I do see it on the website, but it MAY not be in the best place p listening to your comments.
So we just need to lean in more to have a discussion about how we get the information out better, where is the best place to place it in a website, right. And some of the tangible things that we talk about when we have like our school showcase ensuring that we're amplifying it there too. We don't have all the answers. We have to work with the committees and constituents to close those gaps for the things that we're obviously missing. okay, so I know DR. Hepburn, all of us as board members, we have our newsletters that we send out. So maybe, if we have sort of a, because I don't mind as the board member for district 5 to include that in my newsletter. Can you have something designed by your team, that all of us can
probably include in our newsletter to promote the dual language program if we have schools that offer dual language. thank you very much. thank you. ms. Hix hon? Hixon. Sorry, thank you. Excuse me. Superintendent k can you tell us or address the hazel health issue that was brought up? so I'm going to provide it in a follow-up. I recorded a lot of my questions myself as I heard from the committee, as far as if it's free or billed to insurance what is the past deliverable. I'll have the team put that together and put it in a robust follow-up so we're clear and accurate on what we're doing and what we need to do moving forward. Because I heard it from two or three different people so obviously, it's a concern. So I want to talk about
something that we MAY not have everybody who is involved so I would rather provide a de tail follow-up. that's fine. we heard temperatures of the facilities, can you have MR. Dorset why the facilities. wile start, we experienced it yesterday. We were freezing our butts off too. It's something that we're not used to in florida. But MR. Dorset and I talked about cranking the heat up or turning it on the day before. Because most of our schools are concrete buildings and once it gets cold, it holds the coldness like ice. So it's going to take time to warm the building, versus the building that has drywall. MR. Dorset if you want to add anything else? Speaker: good afternoon, board chair, good morning, I'm sorry. I'm jumping the gun here. Yes, we did have a lucrative conversation,
the superintendent and I regarding this concern. Of course, you know, we don't normally experience this type of temperature often in south florida here. Normally, everyone of our air conditioningngsystem hahave revevee e th co and d eyey he. Sometitimes bebecause it's lasted lolo,, we didn't have a cold spur like this, sometimes, it's mechanical issues that happen. So when the system do come on, m parts MAY fail here and there. I did get in touch with staff yesterday and told them that we need to make sure that the symptoms are on and if they're not on, we need to make sure that we send somebody out and they did that. Some areas, we have to put tem porary heating in, because the system, we've lost heating in some of the systems. They were done this morning in
some of those areas. So we continue to work to try to get this done. One of the biggest things and thanks to the board for approving the funds for the bas system, we're going to have control centrally for the systems very shortly. We're working diligently and trying to implement the controls of these system from centralized point. And we're almost there, so I can see light at the end of the tunnel dealing with this. I appreciate that. But we also heard concerns about schools that their air conditioning part is not working and I appreciate you going out to cooper city but some schools are 60 degrees even when it's 80 outside. So we really need to take eye look at that. Sometimes teachers just suck it up and they don't complain too much but, yesterday, was
eye-opening on facebook reading the things. And people were saying, it's this now, but it's 43 today but it's 60 normally, nobody can function in that environment, whether it's the teacher or student. Soy would ask the superintendent to have the facilities go out and do a thorough check on what is happening or maybe ask the principals. I know there were orders put in in cooper cities but there was something that needed to be done in actual schools but I think there are other schools having a similar issue. The other question was accelerated funds, could you address the question that was brought up? Will the schools, how are accelerated funds going to be? Handled this year? so, as far as the specifics about the accelerated funds if there is anything specific about it? I think it was.
north area? if you can repeat the concern. Speaker: so we've already gotten the answer on the roll over but there are concerns that the remainer of the allocation for this school year MAY not be sent out because there was a survey asking what was, what was needed to purchase tests. And so, if that is 29,000 but they are still owed 80,000, the concern is that they will not get the full allocation. okay, I got you. I'll give you the readers guy jest version they got 50 percent of the funds during first semester. So we recently got third so the team is working on what is the allocation per school for those funds and then we will work with the principals based on specific needs as we move forward. But some, it's a little complicated. The
team is working on it, we'll hearing concerns from the principals too. so if they're owed the 80,000, they MAY not get it? it depends on what we receive for the school during. They MAY think they are owed 80,000 but their account MAY say hey, you're only owed 65,000. So we cannot give them money that we didn't receive for them, is the gist of it. Because principals and I used to be a former high school principal, I do the calculation in my head and I think we're going to get this and when third cal comes in, it's not it. They start working with the principals on what they will receive. And they spend and we talk to them too we're not doing the roll over stuff anymore. okay, thank you. They also ask questions about vape
detectors. so chief walked in the room, I'll try -- I'll try to address a little bit on it while he gets settled. They are, I think you guys are completing the pilot and they're working on the actual rfp for the specific vendors to, so they're work withing procurement and legal to specific and we'll start implementation. But the pilot went well and I know they've isolated a couple of vendors and we'll start, the rfp process and put that solicitation out on the street and get the vendors in so we can get that going as soon as we can. Anything else to add, chief? mike gregory, just to wrap up, you covered everything. The progress is that we closed the pie lo. It was successed, and we identified things that we need to know. And it's our
anticipation that the rfp will be released from the rest of the month. With a recommended vendor for procurement. thank you, I have three more things. The question was about the fencing and intercoms, so can you send us a follow-up with a list of what schools will be addressed? yes, I actually have that as a board briefing so we can bring that back to you. I think that the badge on the website for dual language is a low hanging fruit and if we're, bless you, I didn't make her do that. I have hand sanitizer, the dual language, can you explain the dual language badge and what it is? That seems like low hanging fruit. thank you for bringing that up again. To be clear, last year, when we were working a different set of websites, the
chair's concern was general visibility for parents going to the home schools website and immediately seeing this is a dual language school. On a very high number of schools, it is not a parent, no matter how much you click through. Secondarily and more important to that as somebody who has heard that a school has dual language, I'll use as an example, it's where my elementary kids go, I know it's dual school. But if you go there besinger not only does not have a badge, under specialized programs, dual language is not, it doesn't exist. And, respectfully DR. Hepburn, you soirt of kicked it back to the multi lingual advisory saying you will take the recommendation. My basic recommendation is that dual language should be listed on every school's website and I believe it should be under specialized
programs that's where most the western schools put it. As a parent, you would think that dual language follows under that and you would look under there. So it needs to be on every school's website in the same place consistently, thank you. thank you. And I would think that there is some kind of logo that should be easily put on the front page. DR. Hepburn. go ahead, DR. Cohen. Speaker: chief academic chief officer. I know that MS. Saldal has been working with you. There is some sites that have logo. We're going to be work withing marketing that produces a low go consistent. If you don't mind, I would like to get with you and john's team and MS. S ada la and other ideas that we can market. thank you. And my last question is to
the facility task force. Can you explain to us, why you believe the peamoore and long-range, planning shouldn't be together? I would like to know what that conversation looked like. thank you for that question. So, when it comes to the master planner, they're going to be the ones that make the plans for not just but making the plans for the next ten years. And we want them to be focused on the plans, the route. So when you're talking about closing schools, what is going to be the next step, where the kids are going to go. What is going to be the next school is that school, just because it's closed, is it functional or do we have to close that school down next two years also. When it comes to the actual planner, we need a
extensive plan that is going to plan for years to come. so, I would just say, if you were looking at, this a little differently and we'll have this discussion later today. And you have a group or a different contract that covered the actual projects and then you had a peamore that was more over arching, if you separate it that way, would it make sense to continue to have the long-range under that same company? Maybe there would be a different group of people. But that company is overseeing, the technical parts, not the actual project parts because they're lieding what it would look like and if you don't have a overview of what the long-range plan is, it's hard to know which project should be done first. So I mean, in my vision and based on the
conversations I've had, it makes sense to put them together because those pieces go, you know, if you separated out and you're not just talking about this company is doing the construction here, completely separated those things out, would that change? so I think, when you, in my mind, it says they're not going to communicate but they will communicate. Okay, they will work together. But as far as them being from same company I don't think that with our district being so large, that auk find somebody that can do all both and do it effectively. our district is large. MS. Rupert. thank you. I'll be interested,left-hand -- landyn, when they do the things -- we're in realtime. I don't know if you wanted to comment when? thank you, through the chair. We will be bringing a presentation to
the board in APRIL. That also also be tied to the joint discussion that we haverly and the students will bring life to the data. perfect. great, thank you. I appreciate that. Interesting fact, that the waiting list that we were talking about, there are actually three waiting list in district 7. District list for broward and atlantic technical high school. So there are opportunities, these programs would have loved, love, love, loved to be expanded over the years because I don't know what currently, the wait for atc but it's yaoushl 300 plus. While up in tallahassee, people were saying how they were going to start, having a broward virtual, that they didn't have the capacity to do so and they were going to be able to actually expand. We were not allowed to do so at one point.
I don't think we were we were not allowed to do so. I think, there was no investment into expanding personnel which increases capacity to en roll more students. that's what we're going to bring to the board. After I find out about this and you know, learning about it, you know, it's like. low hanging fruit. yeah. Got it. because we don't have the personnel to address students that are requesting to be with us. We have a tremendous opportunity to work with space florida. We can be the first district in florida na actually has curriculum that is going to support that. Another opportunity to really really build capacity in our future students. Our, adult workforce. It's pretty endless and I would love to all things have been wonderful this morning, volunteer my district for a pilot program
and I might even say, we can start middle school with margate middle because we talked about growing those programs. Just to hit out there. Hazel health services, MS. -- I blanked out, MS. Hixon had asked about that. I'm, concerned with that. And also not letting them see the educational reports, I would like a follow-up. And I understand has asked for a numbers of elopement and not received that yet. Is there a reason that we have not had that. So I know it's very serious? before I answer that question. MS. Rupert, can you, you mentioned something about a follow-up. You want a follow-up? I want to make sure I record that. elopement figures and MS. Hazel health which is what MS. Hixon asked for. The data was asked by ese, I'm asking now that there be,
we should be have that share because it's extremely for to us know about elopements because they're serious. I know MS. Lucekum put a public records request. And I don't know if you want to chime in MS. Jaques-adams. If there is any issues with security. I would have to look at the specific language of the public records request so if you can forward that to me. yes. okay, so there was that. I agree with the dual language badge on the sites. I'm super glad that everybody is going to be talking about it. And I think, I think that was it. The major part that I'm going to ask questions about is actually this at the end of the day. So I will not take anymore time. The construction path forward. I have, particular questions and comments
about the seamore and POMRs and whether, things needed to be separated et cetera. But I will share those later when we have the time to do so. Thank you MADAM Chair. MS. Thompson? thank you, chair. I wanted to keep my comments brief. I wanted to address the graduation venue, although I still believe in the previous staff, I appreciate the decision to take it back to original venues. And I know the answer of why, can we get the information that 8 P.M., thank you? doctor g ahead DR. Wanza. good morning, good morning, board members, public. Thank you, DR. Hepburn. So MS. Thompson to answer your questions specifically. For the years that we have used the hard work, we get the venue for a day yeah. This year they were holding fast at one day. So that's
why when the schedule came out, western was at nova, because they were holding to one day and two ceremonies in one day, that's what they normally do two ceremonies in one day. Obviously the superintendent receiving feedback from the public when he charged staff with going back, we had exexnsive e coersations and I wa to thank. Brown d MR.. Gil he d thentire team, they didcoco baback and tell us atat they would work with us to hold three ceremonies in one day. But in order to do that, we had to have adequate time and spacing between the three largest classes. So when you start the first ceremony and I believe it's at 9:00 o'clock. They have 1100 graduates, that's definitely 3-hour ceremony. We have to allow the guests to get out and a law the next
school to come in. so the next largest school be, at 800 graduates, so 3:00 o'clock is their time and allow them to get in and get out for the venue to turn it over. So we tried for 7:00 o'clock but they gave us 8:00 o'clock as a start time. So in order to ensure that all schools are back in the venues that they were in last school year, that is the best that we can do. But that is why, we have the times that we do to a law for all three schools to have their her moan' in the same venue that they had it last year. I appreciate that. Now I would like to move on to the dual language buttons, and thank you for bringing this up. I remember having this conversation after
the website were revamped and they were suppose so go back up. Can we get a feedback from MR. Davis. go ahead MR. Davis. Speaker: trey davis, I need to check with the team so I can report back with a memo. I know they were in the process of testing that, I'm not aware. thank you, I appreciate that. And I wanted to point out that some of my elementary schools have put it on their electronic MARCH queue that they're a dual so that's an option also, to get the word out. If you want to pass it on to any of the individual board member schools. I also wanted to address the issue of point of impact to see committees. We have brought this up as an issue to you all. There was an idea of having
kind of a phone bank of or catalogue of people interested. Unfortunately because of meetings are, there is a lack of interest from my community. And I will not appoint to your committees that not going to be able to come. That's not fair to you them and you guys. However being consistently called out for not having appointees is also not helpful. I'm going to leave that there. And in my experience and community's experience where we or have brought up an issue to staff, they have addressed within an hour or shorter. While I understand there are individual case that's MAY be more complex or might need multiple staff members attention to it, I want to personally thank diane aegan and her staff for consistently a dressing my issues prom tee. And that's all. is there any other
board member that would like to ask questions or give comments? I would like to give my comment before. does this not mean anything? MR. Cervera, would you like to speak? I asked if any other would like to speak. my name tag was up position, is that not an indicator anymore? go ahead. good afternoon. Central area, first and for most, I want to thank you for bringing the graduation venue issue back to the forefront. That was certainly an important issue that I think this district initially got wrong and I'm glad that we were able to reverse course on this and give our seniors the proper graduations that they work hard for and that they deserve. We should have had more transparency with our stakeholders with our parents and with our kids. We should have allowed the
cities, and these pta groups to come to the table and interact with us, excuse me. And been a part of that process. So I'm glad to get that right. I was happy to take on that cause and I'm glad that the district, got it right and I want to thank the superintendent for all of his hard work on that as well. North area and south area, I heard a lot of speak about this hazel health and this tele health process. I'm on record that I understand in this day and age the tele medicine and tele health and the need for that. I can certainly appreciate it. I'm also a big advocate for having a nurse at every one our schools. I don't think that speaking to a robot or screen is good in all situations.
But that as it MAY, I want some more but I believe it was the north area about this insurance situation. Where the form and the literature that our students and parents are being provided with are indicating that the serves that they're receiving are free. So let me ask north area is this. First of all how prevalent is this to your knowledge or to what your folks are telling you? And then I'll have a follow-up question I guess to the superintendent? thanks for the question. So when we were first brought the idea of hazel health, was about a year and a half ago, two years ago, we were told that it was free for everyone to everyone in your household, we were told if anyone in your household, it's absolutely free. A year later, we're hearing
complaints that people's insurance can be charged that they were receiving bills for copays. So hazel health took a break, we're getting bold underlined emails saying that it's absolutely free. But once you go through the steps of signing up, you have to give your insurance and you can select that you don't have insurance but, then they go on to say we will be verifying. I don't know how they're verifying but they're going to follow-up with you, so you better not lie, right. So I think this is probably a beneficial for most families but we also need to let people know that they MAY receive a bill for their copay. I think that you know, we've been concerns about you know, mid-kaid, medicaid, being able to bill medicaid but the concern is for us to getting a
bill in the mail. I would still opt in, instead of having to take my child to the doctor. But people need to know that they MAY get a bill. thank you, nicole. MR. Superintendent, are parents receiving emails from the district indicating that this hazel health service is in fact free or provided at no charge only to have their insurance billed and trigger copayments. so I don't have the questions for many of the answers right now. That's I didn't want to do a thorough follow-up to the board and in that follow-up, it's going to be previous deliverables that have been sent out to families to see how we're communicating and see what gaps we need to close. So I need what is historical and current and how we move forward. thank you, I look forward to
that follow-up and nicole, if you're in possession of any emails circulated by your parents, I ask that you please forward them to me, because I would like to take a at that as well. you got a response by MS. Wanza a the adequate, not so much the late start time, but the fact that the teachers have to come back the following day and I guess administer testing, na is going to be, a heck of a 12-hours paying for our teachers. But were you satisfied from the response that you got from staff I was aware of the numbers but it does make sense that what was addressed and how many schools have to graduate in that day. But what I'm concerned about and what I will always be concerned about are my teachers. My teachers need
to be compensating, somehow. Many of them have come to me and said to me, what are we suppose to do? We're at school all day long, then we have to stand for graduation, which all of us want to go to graduation, we love seeing our students graduate. It would not be a western high school school year without seeing the students graduating from 9th grade to 12th grade. It's important to us. But we also have to take care of our sells, we have families and we need some type of xenation that we're going to come in later possibly for half a day, because it's 8:00 o'clock at night,. When we were our graduations were in the town of davie where western high school is now. In terms of the cities and where we represent, we're from
davie. This is where we're at in terms of teaching, we're okay, but you've got to take care of us too. Every kited needs to have opulence. But we us, we're leaving our household early to go to graduation, as well you guys, are in and out all day long, you have to be at graduations too, but we have to organize those graduation sxz we're helping our a Ps and principals plan these and it falls on the hands of most lee the teachers and administration. is is the ask-ma'am from the 8:00 to presumably 11 or midnight of that night, xhenization for the time that the teachers spend assisting? absolutely not. Some teachers MAY want that but a lot just want to come to school and administrator finals but not be up at 6:00 o'clock in the morning,
when we went to bed at 3:00 o'clock. We have some teachers, that have kids graduating. We're not just teachers, we're parents, and grandparents, and we want to make sure that we show up for the other students not graduating, okay. We have 9th graders, and 10th graders and 11th graders. understood and thank you for that ma'am. Dual language, I don't want to beat a horse on the badge placement. I think that's easy. Our websites, tend to surprise me from time to time as the content. I know we have an event, we're quick to put up the pop up as you and navigate through the district websites, it seems like a no-brainer that we cannot get some badges on dual language. It seems like a easy fix. I'm not a techy person but you should be able
to flip a switch for that. I I don't imagine that it takes too long to accommodate that request. Lastly, if I MAY, ese advisory. I'm being told and have reviewed some emails regarding so are blocking when there is an quote unquote investigation, volve a child. I'm not a legal expert on furpa I'm familiar with what it says, I read the statute and case some of the case on it and I very well aware of what the parental rights statute say in this state, especially chapter 1014. For the benefit of the public and perhaps more for the ese advisory committee. I would like to know what the policy is on the turning over of student record when active investigation is under way. I want to understand what with the faktsz of this particular situation is. let
me give you type thet cal. Okay. And this is pure fiction from the brain of cervera, students walking in the holloway makes a smart aleck remark to security specialist and some sort of scuffle ensues. The child is put in a restraint and struck by the security specialist. An active investigation is launched. The parent contacts the school or contacts the requisite office in charge of records and makes a request for the child's records including, what is going on with the incident. In response, the parent is told that they will not get any of the requested records because there is an active investigation. I realize this is a hypothetical but based on what I told you, is this something that is correct? If there is an active investigation regarding the touching or striking of a child are
the parents prevented from getting those child records the process of that quote unquote active investigation? so MR. Cervera, I think it's best for me to look into this matter. i always hate to respond to scenarios because you change one little fact and my legal advise would change. So, what I would like to do is to look into the matter of a allegation that there has been a sort of violation of requests, whether it tb public records, whether it be let me look into it so I can provide you with the proper legal advise to the exact factual patterns that exist as opposed to a scenario that I MAY have. I appreciate that. And to the chair of ese, I assume that our interim general council was copied on the most resent string of emails into
this inquiry? interim general counsel was multiple times. so MS. Jaques-adams I ask that when follow-up is reached, that somebody from the ese advisory is aware of what your findings are. I want to make sure that our committee folks are kept in the loop. okay, and I'll then I'll look to. There is a lot of tough that I'm cc and I'm legal counsel so the board and I don't provide legal advise. not suggesting that you done anything wrong but not responding to an email nor, I mean obviously as a representative, I agree that you represent the board and not individual committees. I merely made mention because I believe the email was fact intensive, so if you're looking for a scenario in which you can apply your legal acumen to, the facts are laid out. if you
lost or went to spam or something, I'm happy to provide you with a copy as well. Thank you chair. MS. Bulman. thank you, chair. Good morning, everyone. So I think most of my questions have been answered, everyone has gone through. But one thing I want to address is is the hiring freeze and the impacts that it's happening at the school level. I know that you sent out a memo when you initialed the hiring freeze. My understanding is it's not suppose to be impacting school operations but that's not necessarily what I'm hearing. I guess it would be better if everyone knew this. And to date for the instructional positions. We placed about 60 people in the classroom. So that part is going well. The operational part, there is continuous continuation based on needs. So if hire
through internal hiring process and place them in those roles. Some of the operational roles like custodians, they're constantly high turnover positions, so is the team does a good job evaluating those needs to fill the void at another school. Those needs are there, regard a hiring freeze. So we can, we can, we'll take the complex, and put it into something simple, that's easy understood, and get it out. I think that would be great. I think if that could dispel what is being observed, for example, the custodians if that is always an issue, that it's not because of a hiring freeze. yeah. It's a high turnover. yeah, if people are just aware of what is actually happening with the hiring freeze and then what our, what our challenges that are not, not necessarily coming from the hiring
freeze, then, I think that the people on the ground would have a better understanding at what is happening and that would be, appreciated. noted right now. thank you. to the superintendent, I know you said you would give the board a follow-up on the hazel health piece, I would also ask that that follow-up be shared with the chairs. absolutely. to the dual language piece. During workshop, I went to the school sites at several schools and I did see the dual language very clear. So I'm wondering if the multi language committee can provide a number of schools. You mentioned river glades, and I didn't see that. I'm not asking to you go through 300 schools and tell us, which well not two 2, I'm not asking you to do the work but if you're aware of any
schools that need the banner, that don't have it, if you can let us know. Schools are responsible for school perfect things. Not all schools are dual language. It MAY be percentage. so it's, we control the overall shell, the overall district information. John's team with farrah wilson communicates with schools all the time. When she is not getting that response, she comes to our cabinet meeting and comes to our schools and have the regional work with the schools to make sure they're updating and providing information that is specific to them. She is the lead for the whole website transition, but it is a schools do the school specific thing. yeah, that was going to be my next question. Do we have a branding guide for this website? she does. She has all of that. So we'll work
with those schools once identified and we'll work with MR. Davis because his technical folks can do something quicker to get information on the website that we see. okay. And then briefly to the graduation piece. I understand that, the western high school at graduation at hard work is at 8:00 P.M., I know DR. Wanza mentioned that they moved that graduation to 9:00 am. Why did we not move it to 8:00 am? the western? no, the first graduation that day. I can't recall if it was cypress bay? thank you, MS. Leonardi. So working with the venue the specific time, 9:00 o'clock is is the earliest that they would allow us to start the ceremony, we have to get the people here and onsite rehearsal before we start the ceremony at 9:00 o'clock. That's why the logistic al
pieces to get the family in. and did we get feedback on 8:00 am graduation. we received a lot of feedback with families not being pleased with 8 am ceremony. But that's why we try to move away. But we did receive concern about such early start times. and for working teachers graduation, is that a volunteer piece or piece, volunteer piece or volu-told. I'll let them speak to it. As a former high school teacher as well, it's a thing that we look forward to. Our ceremonies were all times during the day. And we also recognized that when the school, when the ceremonies are during the school day, we know that staff has to be at school to continue teaching and providing services who are still in the school day. But I can say that most our educators
as mentioned by our committee, most educators, they look forward to that time and they want to celebrate with nr kids and their families. But I will have the region responsible tt a volun-told, it's a school-wide effort, that's the school's last tribute to the class on behalf of the district. thank you. And to MS. Bulman's point about communicating initiative, around the hiring freeze, I thought this would be a good idea for the graduations. I know, I think I saw that DR. Hepburn you're doing a virtual town hall. Right. But also think that going to parent university and I would be interesting in the community task force, like band with and ability to do this. And utilizing parent university, when I've had roundtables with parents, that's the place they mention that they go to for information. So
I don't know MS. Ghoul, if you're able to speak to the ability to do this more frequently. I know there are going to be some big changes coming over the next few months. I'm wondering if you can speak to that? thank you, thank you so much for that. We absolutely can from a committee stand point, I would say monthly is where we're capped. It does pull on the capacity of staff. So that I can't speak to. We would love to partner on that. I love our forums, we found that when we have parents hosting, the questions are authentic, we create a forum that feels like a safe space and we would love to use that as a way to communicate pieces. And this continues to be a theme at our meetings that we want to
partner to help with this messaging. When we got the vaping update, we would love to share that with the parents. Every piece, I'm grateful to MS. Bulman for saying that. We love to communicate with parents and we would love to use parent university for that. and maybe to DR. Hepburn, think about the big shifts that are going to be impacting parents and schools and students and teachers and maybe work with the parent university, and have staff try to support that as much as they can because it really is, a lot of parents that I talked to, maybe we can do a parent university on that. I think it's a very affective way to communicate with families. Okay, anyone else? All right. The next item is rule development. actually, excuse me to the chair, can I
make one last comment before we leave for the morning, is that okay? go ahead. Speaker: so MS. Thompson's point about not having the ability to make appointees to some committees due to her constituents wanting to make the drive to the locations, I can speak to everyone committee, we try to pick something that is very central district. We know that we have people that live extreme north and south and still we find way to see make it to the meeting. I understand, trust me we do. This week I'll be in meetings every evenings. They drive hour and a half to get to us by 6:00 o'clock, sometimes two hours depending on where they live and work. We need them to conduct business, we need to have quorum. We need to bring the issues that are happening
in those areas to us. We can't do anything sometimes because we don't have people in the room to help us, you know, vote and have these discussions. At one point, you know, staff was not there, but if the people who are suppose to be advocating for your areas are not there, they can't give you the things that you know. As much as I understand that, you do have to, send some people. And we would really appreciate it. Thank you so much for your time, MADAM Chair and everyone else. I would advise that a lot of those conversations westbound -- can be held to people individually before bringing it to a public matter. The next is development. I now -- we'll recess the meeting to a law staff to turn it over. the next item is
rule development teaching and learning policies. Is there any objection to going to straight to questions or would my colleagues like to have is the presentation? I would like a summary not the whole presentation. no problem. Can we wait for the presentation to come up. Okay, so this is another round for some policies reviews and this. Two are up for repeals and six revision. and as you can see, they talk about clubs and activities, gifts to schools, supply fees. Responsibilities of use of substitute teachers and then the two that are repealing the teacher of the year, broward yield teachers and second clubs and organizations got folded into the first club and activities that at the top. Just timeline timelining it and then once we do this today, we'll push out the advertisement and then it will
be slated for the MARCH 10th school board meeting. Regarding the clubs and activities like I said, the mass majority is just clean up, just so you know, these policies, this policy relatively new, last updated in 1974 so we're frying to refresh things a little bit, after 50 years. And that's what we do throughout this policy is to just ensure, na all the languages, actually speaks to current language and that's what you'll see and also current state statute, which, occurs. The next one gift to schools, is the second one, 6350, sorry, 6370 formerly 34-12 and gifts to schools, just minor revisions and there is, very minimum stuff. That one, 1976, excuse me, it was 1981 last amended, so we're getting closer to 2026 in that regards. The next one up for revision is supply fees. Supply
fees this one is very, you know, resent 2005, actually in the century and it's as you see on this slide, there is very minor revisionss. The next one is substitute teachers as the board is aware, at the last meeting. This policy only speaks to the use of substitute teachers which the former policy, I jufpt want to get my date on there, 1995, so over 30 years ago. So we substituted to ensure that it talks about current policies. The policy is no longer relevant, it does not exist anymore therefore we're just repealing that policy. And that language is incorporated in the first policy on the club and activities. And that's it. okay, we go to public comment. We have nathalie lynch-walsh. Speaker: good morning. DR. Nathalie lynch-walsh, doctor because my dissertation l it review is bigger
than some people's dissertation. So is this a q & a where they have to explain what they're doing? yes, it is. perfect. So, I'm of course here for the item that coming up later, but since I was sitting there I glanced through a few of these and policy 63-70 jumped out. Gifts to district schools. So my question would be, to MR. Strauss, did you guys just update this? Or did you look to see best practices in this gift policy? Or are we just updated and cleaned up language? majority was updated and clean up language? okay. I bring this up of course, because of that ice rink that appeared in boyd anderson, in 2018 just for painting msd, that all came to the school board. That entire donation came to the school board and had to
get approved. In contrast, these days for the ice rink everything is happening after the fact. And that is something that is affixed to the school. So once of the things that is not clear in this policy but if you go to puton county which was done by neola, they give you a list that includes the types of gifts like real property, tangible or intangible personal property. So, in terms of continuous improvement, does staff think it would benefit the district to be more clear about what types of donations and who can accept them because as the ice rink goes. That did not come to the board. A painting project came to the board in 2018 and a paerptly procedurally and it's not in policy, that didn't come to the ice rink did not come to the
board. And we have not scratched the surface that is coming as far as what is coming. Would staff be willing to take this back and look at other district's policies, I'm using this as an example to make sure that you put in policy clearly when you get real property and things like buildings and ice rinks, and it's clear that that comes to the board, because it's the board's property, but I don't think anyone is using it because they're still hashing out some issues like insurance and all of that. So, that's a question. As opposed to the board saying, yeah, we love it t let's advise it, there are holes in the policy? DR. Hepburn. yes, we can absolutely look and review and compare our contrasts if that's the will to move forward, MADAM Board. and
also accompanying procedures, I bring all of this stu up so you're not at-risk, you're the school board and you're the ones that can sue and be sued, not staff. So, you want to make sure your policies are clear. So like I said, it's missing what to do when people are donating things that are not just things like equipment or even a car but a part of a building. So hopefully that gets cleared up. Thank you. okay, thank you. And I just want to clear up, how we I, how I, flag people down. So recently people have not been using these name tags, so I have not paid much attention to them. Rail', I've just been making eye contact and you guys have been flagging me down, so if you would like to continue to that,
that is easier but if you prefer not to make eye contact and go back to using these, I will look out for these. I will go around, what do you prefer to do? I like flagging you down. okay. MS. Thompson? not there. MS. Bulman. I really don't have a preference but, you know, I push tell debbie to get your attention. it's hard at the end, though. I don't have a preference either personally. DR. Holness. MADAM Chair, you've been very aware and consistent, so I don't mind flagging you down because I don't have a problem with that. MR. Zeman. you go back and forth and aoub doing a great job. MR. Cer vera. I don't care. all right, I have MS. Bulman first? thank you. On this, and I do support the idea of going back
to look at the if this needs to be a little bit more robust. But, just one on roman numeral 5, the way that it's, edited, it doesn't really, it doesn't, and I could be wrong, maybe accompany, okay, I'm sorry, it was hard to read. Okay, I didn't see that at that time word accompany was not crossed out so it made no sense. But it's okay. Now that I've seen it, thanks. thank you, MS. Hixon? okay. Thank you. Thank you and I would agree with updating this more. This is my 37th year in the district, and I can tell you that, when people want to donate something, it's very difficult sometimes. And other times, it's not so I think through policy, we should be very specific on what that procedure is and that it should be,
for the same procedure regardless of what is being donated. So I definitely like to see that be beefed up a bit. Thank you. My colleague had to point that out to me, DR. Strauss, so thank you so much for the reminder. There are opportunities though, I think to do some things that would communicate better with the public. For example, when we talk about things like student activities. There is a lot of information about student engage. Sometimesed we forget that there is this general statement about some of our policies that seems to be missing. So I would, I would support that and MR. Superintendent if you don't mind, I'll share some of those thoughts with you in on these policies. The idea is there is opportunities to face more than what you can't do. But to
say this is bigger than just the pain in the butt to having a 50-second activity at a high school. I know there is more work and about insurance and field trips which is approach as well in a policy. But I hope sometimes that we think about the policies for things. I also think that policies should be relative permanent. So I'm not upset that something lasted 50 years, maybe that comes with age, but you hope that things that last a long time are a positive thing. I would not have struck the word obtaining, right? Because right now we have a contract service to provide a substitute. But I would not want to go, if we go away, we would have to change policy and you created regidity. There are things that change like kelly services and
their providing of substitute teachers, I hope that we can write policies more generally so that we don't have to go back and change them nearly as much, it -- because it is a long process. Last thing, have any of these policies been looped? Where some of us MAY suggest a looping? I don't know. I don't know if DR. Hepburn would like to weigh in or MS. Jaques-adams. yes, they will determine if we need to loop and with what committees. I don't think these set of changes really changes to the level. And I'll go back to my first poipt, it's a lot of work to pull the group together. You're thinking about every word and footnote. And I'll send a handful of open-ended at the statements on places where we MAY want to express the policies
of the board in the future. Thanks. thank you, MS. Rupert. thank you. I had a suggestion for 6350. When you get down to section 3, it's participation of school clubs and organizations. It doesn't really conform to the new title. I don't know if we want to make it activities because that is what you made the title. Or if we can use activities and/or groups just a question for my colleagues. It's a back and forth groups organizations and clubs. In every spot that you have it, taoubt activities and/or groups. That would be my suggestion or if it does not bother anybody else, that's fine too. That would be my change. is there any objection to MS. Rupert's suggestion? okay. captured. Thank you, MS. Rupert. okay, thank you. Okay. Good. That would be it. Thank you. DR.
Holness. thank you, MADAM Chair. So just for the record, I'm DR. Zeman category, after 15 years, I'm honored to be in that club with you. So changes to the practices are often subsequent to changes to policies rather are often to changes in policies. So what is the process? As far as, when change practices update policies to align with such practices? In other words, for example, we had kelly services that we're using before we had used subs. So their policies that you mentioned, MR. Strauss, regarding subs that we update. So when we change our practices, what is the process to align that in a timely manner with our policies? right, I mean, so, I'm not the overseeing of all policies, I'm just, the liason that I bring forward to you. But to your question, I think
that brings up a good point that, when things change, whether it be, you know, technology, processes, whatever that is, how do we review it and that is something through MR. Sullivan's division that would be them continual looking at and working with other divisions to say here are the -- I think it's a process that I know andre oversees the overall process of the policies, and this has been a large project and we're able to, as you've seen, you've seen, policies that are 50, you know, plus years old that have come in front of us for revisions. But I don't know if andre paunts to speak? before andre speak, I'm sure that we're continually changing the way we do things. Substitute teachers, just one example, there are examples in technology and all that. As a district,
how do we ensure that while we're changing certain practices and certain way of doing things that simultaneously we're aligning that with changing the policy so we don't want wait 50 years so realize that we've changed something 20 years ago, why can't we have that aligned simultaneously with adjusting policies as we change practices in the school district. It makes sense? it makes plenty of sense. and for the most part, that initials the policy change if we need to change something. Some things just don't have a policy for it. And we'll a standard operating procedure. We have so many policies and we have to go through each and everyone of them and see if they align with the current standard operating procedures and department schools and what not, but yeah, what you're saying absolutely makes sense. They
implement with the advancement of our use with ai is going to make it easier because we can drop the policy into the bot and then they can ask the bot is this, to the current policy. And give us a yes or no and why and bring that up if there is no alignment because we want to do something and different and new. We have a better capability today that we didn't have yesterday or last year to be able to do what you're saying. yeah, but we would have to be intentional in utilizing that capability. Because I think if we're changing something, how long have we had kelly services? 3 or 4 years. right, so once we started doing that, there should be a red flag trigger to say, is this a policy that that should
be impacting. Even though we're having ai technology, if we're not intentional, then we're going to end up with 50-60 policies all at once that we're trying to get through. you're correct and some just need to be, they're outdated and not necessary anymore. thank you, MADAM Chair, I appreciate it. MR. Cervera. let me get my number correct. In regard to revisions to policy 6350, I'm seeing in, paragraph 8, which is a any newly added revision. This is dealing with clubs, this states that parents shall be informed about the state and purpose about curricular and extra curricular activities. My question is how are we notifying parents of their children involvement in these extra curricular clubs and activities? Is this something that as long as they join, the parents will get an email saying, little johnny signed up
for a chess club and we want you to be aware during such and such portions of the month. Or do the parents have to actively go out and make the requests to the school to find out what clubs and extra ca lick -- curricular activities. so I want to say two or three years ago, when the state changed the legislation that reququed parent notificationon, this isupupting the policy in linene withthth and actutual the e process th occurs is ahead of that student participating in that activity. The parent is notified and has to sign off to a law the stutd enters to participate. very good. So just forsake of clarity and purpose of the clarity, so in my high -- little johnny would want to get parent permission and join the chess club? that's correct. anyone
else? All right. Thank you. The next item is rule development office of chief, do we need to recess or do we are we ready to go. We'll turn it it over to staff on rule administration on chief auditor policies. Speaker: good mopinger, nikia des I goly for chief -- I don't know if we have a presentation. I know that we have three policies included in the agenda. There are two sets of policies in it. And I think we should refer to the second set that all capitalized because I think legal had some additions to the authority section of that policy to add some florida statute chapters that relate to rule making and auditing. Okay, this is generic on rule making so skip that. Okay, this is just a general so I'm going to go directly
to the once representing. These all three of these policies, were updated to include comparative language with other districts. They will also include commentary recommendations from the member of the audit committee these have gone to legal for review by general council for legal efficiency. So the first one is annual financial audit and it's been updated to update elements regarding the auditor selection committee as well as adding some language changing like independence public accountant to read auditor. i don't know if there is any questions on the strike throughs or the updated language and any of that in that policy? are you done with your presentation? We'll go through the whole presentation and then public comment and then board discussion. Speaker: okay, I'll go through all of them. Next one is the policy on the coordination by external
auditor. There is updated language because these policies have not been updated since 1985. These are some recommendations by the auditor committee and language from other districts with regard how the the office of chief add tore handles external auditors and managing those audits that are completed by them. And the last is the, the action on audit recommendations and this is policy as to how follow-ups are done when audits are completed and the recommendations by the auditor on any kind of findings or exceptions that they MAY find during their audits. all right, we'll go to public comment, we have nathalie lynch-walsh. just one question, so on the auditor selection committee, was, 'cause the way is this is interpreted is there are four numbers? Is that the intent to have even number? That's a unusually a concern. this
was what they came up with during the audit committee and review so I can take it back to the chief auditor for him to review this to see if that's what they intended or if they would like to change to add number. it implies that it could be more but I I don't know who the moore would be and I think they usually have an odd number but I'm not 100 percent certain, that's the thing that jumped out. And then the other thing on the follow-up action on audit recommendations which is policy 3030. That's been the problem the entire time I've been on the audit committee. Having a follow-up. I appreciate that there is a log, I believe there is a follow-up log. The status of all open recommendations to the school board simultaneous' as
needed. But what is important here is making sure that it's they can write the policy but they cannot make staff do this. Then you get the same observations over and over. That's my concern having an odd versus even number. thank you, board discussion. DR. Zeman? thank you. there is a lot of clean up in these things. Thank you, thank you for all the work. One it gives us five votes. I'm always looking for things for the vice chair to do in support. But they need to learn some thipgz and if they're excluded from all the committees and if the chair does something solo, there is less opportunity. my preference would be to ask the vice chair and the chair to be on this committee that gives us five and the vice chair additional learning opportunity
to really dive in where you get to see the whole district. Thanks chair. thank you. MS. Hixon? thank you. I would just to DR. Zeman's point, I actually sit on that committee. It's not something that meets all the time. It's only when you have if go out for an rfq and really there would not be a jaob for the vice chair, MR. Rodes does most of the work, you're just running the meeting as a chair. The audit committee has delved through it and do not a lot of it. You're just overseeing that meeting and I think that it would be better to have an audit an additional audit committee member as opposed to the vice chair because they're just, there would not be a way to do that. They don't meet very often. They don't
meet on a regular schedule. I don't see the value. And I don't know MS. Ja ques, I think it's by state statute that the chair has to be there. I just wouldn't see adding the vice chair as a particular value. all right, MS. Bulman? thank you, I wanted to look at policy at what used to be 1003 and now 3030. And just, to get a little clarification on how this is going to work in practice. because, now, in two, a-3, 2-a 3, it says that the progress report and then they have an opportunity to reject the recommendations and strike through language. So does this give in a lot additional authority to whoever has been audited to reject the recommendations, that is something that can happen right now or something that is being added just because,
when we've read some sft reports that have come to the board, whoever has been audited MAY not agree with it. I'm, I'm not aware that you're able to reject the recommendation. I'm just wondering how this is going to work in practice if somebody says, I don't know want to do it. ?Fm I think that would be a question for the superintendent. If we make a recommendation and the director or the person that is heading the department decides that they don't want to do our recommendation, we can't make them so. It would be up to the superintendent to direct that department to make on a recommendation or they can find rejection valid as to why they cannot take on the recommendation. So. okay. So, they, so who, so who decides, like in practice, let's say you
have a recommendation, I'm responding to the recommendation, and say, I reject this, I give you a reason, it MAY be reasonable or not, maybe I just don't want to do it. so what would be the next step then? Because you can just be non compliant and allowing that at this point? so depending on the rejection, if there is something that they did not agree, we MAY do a clarification memo as to why we have that recommendation. If not, that response, that is management response, it goes ultimately to the board and the board can review that and it's up to the board to decide whether or not their staff has done an appropriate sponsor if they agree with the corrective action that the department has said they were going to do if they're in the management
response. and that was my next question. All these go to all the regular school board? Agendas? yes, all audit reports come through to the board. I'm just wondering if there is a number four for how to address or rejectation recommendation before it comes to the board, so that, you know, like if. so, we only do recommendations, we review, we see the criteria, we see the condition, we say this is the recommendation on how that is corrected. Manage 789 response can say, we don't agree with the auditor's recommendation and criteria and that comes to the board and the board can say no, the auditor's recommendation is valid and you should implement it or they can say the department heads response is valid we don't think they should adopt your recommendation. So it's really up to the
board. the board. and what you were saying a memo of clarification memo? Would that? so at times, when in the past when we've done a recommendation based on our interpretation of standards or criteria, if, if the department rejects that, we might do a clarifying memo as to you know, expand on why we've come to that position on we've interpreted it. So in some cases, we'll do a follow-up response to it. In other cases, if management does not agree, we'll pass that on to the board with the report for the board to review. so do you think it should say in there that the auditor, MAY respond to rejected recommendation in its discretion MAY respond prior to the it being put on the agenda? Is that just? I don't know? we can, that's just, that's normal
kind of auditing, standards like the auditors have the right for rebuttal for rejection but I can take that back to the chief auditor for his consideration and audit committee and we can try to add language if that's what the board would like to see? do you that is useful? Or no, we don't need it? Okay. Just making sure that when it comes to us, we know what happened when it gets to that point. Thank you. any other board discussion? Okay, we will go to the next item? Does the staff need time to turn it over? Or MR. Hill? All right, we'll do a brief recess and go to the next item which is district supplements. the next item is district budget updates, supplements I now turn it over to staff for a brief yentation. --
brief presentation. thank you. Good morning, still morning. Good afternoon. MADAM Chair, board members and superintendent. If we can put the presentation up, please. Great. So I have a brief presentation and this is an overview of the supplements to update the board on efforts to reduce the these costs. Various wage types were used to compensate employees and supplements are a group of specific wage types that are used to enrich the educational environment or produce operational results beyond the job function. Let's see if I can, I can do it. Okay. So on this slide, slide 3, at appendix of budget hearing in SEPTEMBER, there was a list of other wage types that were beyond employees primary pay that and that totaled about 412.2 million. These figures are payroll related costs and do not include fringe that MAY
be applicable and that can be additional 22.9 percent in additional district costs but they're not tied to specifically to pay to employees. And this would include things like fica, workers' compensation, unemployment and frs. So this slide categorizes the types of payment and frames some of the issues that our efforts have been focused on in reducing costs. So out of the 413.2 billion dollars benefits, referendum and state funding make up 303 million dollars, those are the green columns. And they're not really the primary focus on costs reductions I'll go over the description on the next slide but for now, for visual purposes, we're not focused on the green bars. Overtime and secondary positions account for 64.2 million and there being monitored very closely. The extra period account for 20.1 million that occurs when teachers work additional
periods. And just for reference, this analysis was for the entire fiscal year for 2025. For all funds. The remaining 24.9 million relay to supplements that will spend some time on this presentation to describe and to discuss more. So this slide 4, provides a brief description of the categories listed on the previous slide. So there is over 320 wage types in this data and these categories were just a effort to give a general idea of what makes up these payments outside of the primary pay. So we went through as a group and categories some of these for the purpose of describing it to the board and to the public. I wanted to note that for the purpose of this presentation benefits, don't include payments to the district made for health insurance on behalf of employees but
relate today wages for like sick leave, vacation and other salary related to the primary salaries. Highlighted on this slide are the supplements which we'll talk more on slide five. So again this is a breakout for that category of supplements, that total 24.9 million, this further breaks down the 24.9 million for physical krall year supplements in sub categories that are shown here here. And then these sub categories are given to give idea on how the district is spending on supplements. Most are spent in school budgets and other related supplements and related payment. Except for a few wage types most are outlined and employee contracts and in many cases, the language does give the administration discretion on how to apply these supplements. The next shows, so far 10.1 million dollars. On slide 7, this shows a comparison
of fiscal 25, 26 through DECEMBER. As you can see we're spending lesson supplements this year than last year. But it should be reflect that this is noted that we're paying less employees since we have lower student count and supplements MAY differ from year to year. Our monitors to revise the processes MAY be impacting the spending on supplements this year. But we have to evaluate more data to determine specific results. I think it's important that supplements is the way we get things done and it's bigger part of the budget that needs to be analyzed. So as we evaluate the value that the district is getting from the supplement sxz tighten our processes, we expect to recover fund froming unspent budgets when we close the year because of lower spending. So as the trend continues, we could
see additional dollars from supplements. Looking at these, we believe based on the things that we have done, that we can reduce the 15 percent four million dollars and avoid paying additional 22.9 million dollars in some categories, some are not quite the 22.9 percent. And which really -- we really just have to monitor how it impacts the end. As previously mention, those costs, we have to monitor how it impacts the budgets. Totaling 8.8 million for review and reduction. So we're really just, reviewing those to see if there are things operationally how we're applying those supplements, if they can be reduced. So the next steps is establishing parameters for when to use supplements and review and revise job description, some job description might contain some of the functions that supplements mighting doing. So we really want to
look at the, the job descriptions to make sure that we're not did uplicating effort by somebody to do something that something that is already in somebody's job description. The developed process for supplements that include accountability and transparency, and the budget department has already been reviewing some of the, information about how supplements are doing and work withing hr to make sure that we either make corrections or, you know, we're also, there is a supplement guideline that we'll eventually review and update to be in line with how we want to monitor and implement supplements. And then to review specific budgets that can be reduced for higher priority needs and to help fill budget gaps. And with that, that is our presentation and we can take questions. thank you. We'll go to public comment. I have nathalie lynch-walsh.
Speaker: so on slide four, we see the referendum secondary southboundeding airy is supplement that's you're looking to trim four million from. And we're skipping over secondary positions which based on the description, is a wage type for work performed outside an employee assignment often at a different site and impacts overtime pay described below. I don't know why it impacts overtime pay but the last time that scott travis looked at secondary position speaking of paying people to do things that are in somebody else's job description, I believe that a Ps were getting a secondary position to do scheduling which was actually in their job description. So it's been several years, it might be a good time to look into secondary positions. Because supplements are when you're coming from supplements from the little people. And the reason you're
getting push back on a lot of these cuts is that instead of starting up here, you keep starting down below and you're nickel and diming the little people. My questions are what are all of these supplements, I'm glad you know what each are, because I have no clue, you know why I don't have a clue because there is no description included here. So you would have no know people that know what these are and in the district of, the superintendent district of supplements for review and reduction, I have a friend in btu who said please speak to the multi lingual supplements, that's 90k included in contracts so I don't know why it's in the list for reductions, but essentially this is when you have employees that are being given more work because informed forbid they
speak a second language and they're able to translate things. So I hope you don't take aware the supplement because you're basically punishing them for speaking a second language. That's what would happen in there. But there is no in depth discussion about what each of the supplement right side and the value they're adding and not adding. And in contrast, not the least of which are the biggest numbers on here. Workshop attendees. What kind of workshop? My definition of workshop is wer %backer we are right now. I would like to see a definition. Don't punish people for specking a second language and what are all of these things? And secondary positions, please audit that. Thank you. thank you, board member discussion, I have DR. Zeman. thank you so much. I think you heard that budget is 63
million dollars, is that true? What what we expect to burn in fiscal year, 26? no that's the expense. per ter rific. If you knew what we spent last year, how much do we spend every year on overtime? it would vary every year depending on budgets. They can hire somebody else or have something additional to do the work. and roughly, how much, I'll keep asking until you give me a number. sorry, it was 60 in fiscal year 25. so I want to bound this, so 60ish million in budget. So we give a budget to cio and the next chief, I'm not picking on trey, he just happens to be on my mind today. And now we have a C.F.O. That makes sure nobody busts the budget. We've empowered people to use current staff to while you're
wait to go fill jobs or some other critical reasons why you do that. On the supplements that we looked at here, these specific supplements, you talk about the 24.9 million, that does not include fringe? So we would have to inflate that by 22.9 percent, roughly how much that? So we have a real cost. To me the the board should only work on full costs not partial costs. I believe, it's 1.5. ? . The base is 5.2. 5.2, sorry. 5.2 additional. so 30.1? If I do my math correctly. So 30.1. So roughly this is what half is, broad numbers? The bigger point, I want to make show, I think something happened a lot more than payroll dates are different this year than last year. The spending on supplements is down 34.4 percent. This year, compared to
school year 24-at 25, we're down 5.3 million. I don't think that's because our pay roll line up on fridays in a different way. I think something happened in the system. People are spending less money. My understanding, a lot goes into a school budget and the school budgets are less and the principals have the authority to not use all of the supplements, they manage their way through, is that fair? would I say that of the supplement that's were used had expired already and they just had to apply it. You can have supplements that was like could vid, could be coated, in 5 and given a supplement. Had to get balance. Making sure that sure that the supplement are always necessary. Overtime is something that you just want to happen. Not definitely put in a budget, in
case you get this much for overtime now remind you. I thought the narrative to come in and say look we have reduced the cost for 34.7 percent. We're saving 34.4. Do you want us to keep going. And I was going to say, yes! Way to go DR. Fulton and DR. Hepburn. Something happened. Is that correct that a series of things, measurement better, principals and other decisions have been make ing better decisions. There is oversight through the ceo, all half year spent. Is that narrative correct? Why are you asking us to say 15 percent if you already cut it by 34 about.4. the thing is to educate the board at the same time what they are and we're going to still pursue to do more than this, right? But we've got other categories that we're going
to see. but this is just about supplements, we're educating the board on what supplements are and you then when we come back, next year, we'll do a comparison and snap shot and you can see how much we really did throughout the fiscal year compared to last year. correct, I just want to snatch defeat from the jaws of victory. Again, we seem to be shy about good things happening and talking about it, and this is a really good thing. The superintendent at the, very clear direction of this board, has reached out and squeezed inefficiencies there is way that's we can do things for less money. And just to correct one small statement, 5 million dollars is a lot of money, that's half year, that's 10 million over the course of the year. And to me 10
million dollars is a lot of money. I, I applaud the effort. I think that whatever you're doing to save 34.4 is double, over double what with the board asked to you go find. So thank you, DR. Hepburn, he sits in the back when there is good news. DR. Fulton, thank you very much for your leadership and inspiration on getting this done. And I know it's a combined effort. There are directors that come and ask for money and they're told no now. It's honest accounting for a long time. There is no secret act of money that is set aside when the budget is passed and that becomes where problem right side solved by the C.F.O. Outside of the view of the board which really bothers me. The board needs to know everything na is being spent.
That's our job by state law, we have to pass a budget and we have to watch the budget all year long. So again, 1 of 9, and this is a workshop but if you're figuring out goal and kids are still getting supplements to dot right thing. The last thing is supplements are really weird? Right? In some sense they're honoraryum. What we pay our athletic coaches, is a joke. They make about $5 for all the work, so it's not to incentivize somebody to be the coach, it's to give them a little honorary and recognize you're doing this. It's a lot of work, you're not doing it for the money because you make a lot more doing it somewhere else. And there are other things that we incentivize to teach a whole period for the year or
to stand in for an hour or a day, depending on the elementary middle and high school. I just want to say that the board often times, asks things to get done. And the full measure that the board has asked. In this case, the board asked for 15.4 percent. I think it's a place where risk makes sense. You know, this is not, you know, an area where, you know, there is a rouge tory or moral or ethical reason, this is something that we want to do, we want to do it well. There is a bunch of reasons why we do supplements. I hope 34.4 and we have 10.6 million that we can use going forward, I appreciate the time. Thank you, chair. thank you, MS. Hixon? thank you. And I'll struggle through this. Thank you for
bringing this as, you know, and we had had the budget hearing in SEPTEMBER, there were a bunch of directive I that I put motions forward and I agreed to them. This is one of them, we do appreciate that. On page 8, moving forward, I think it's the biggest place to look at is kind of did uplicity of jobs and job descriptions. Bless you. So and also to the secondary positions, when will we see those things coming back to us? good afternoon, susan executive director talent management. We have put together a supplement review committee and we're meeting with district base, to review the different types of supplements and then comparing them to different job descriptions to see if they are included in the job description or is this beyond the job description? So we're looking at
that to determine if there is a right place to put a job any possible job description so we have started that work. okay, thank you. And on page, 10, so, I know what a workshop attendee is, as i as a teacher attended workshops and you get stipends for going to them. I'm guessing, that is what is. Can you go briefly through page 10 what each of those things are. It says, description but really it's a title and a lot of people MAY not know -- so I'm going to ask a bunch of questions and then you can do that. How are we going to be able to do that. Going into the centers the ese subs. So on paper it MAY not look like, you know, and it's a lot of whole money but we
have a difficult time getting subs in there. So that supplement was put in there so you know, encourage people to be substitutes there. So we need that information cause if you're just going through a check, oh it's not, contractual and it's just for subs, so yeah, we can get rid of that. But, some of them are there for a reason. So if you can just kind of, just briefly go through page 10 and explain what those titles are? before we go through the list. I wanted somebody to know, it does not mean it's a bad thing, it's about educating the board and our constituents about where we are spending our money. So just because we listed on a sheet does not mean that we're going out there to reduce it, it's just the education piece.
But there is somethings that are critical that we need to look at and maybe get rid of. So sue rockman will be going through this. before she does that, just to that point, page 10 says for review and reduction. So it does appear that these are what you're presenting to us to talk about reducing. So if there are, some, you're saying, we should not reduce maybe you could? and I want to emphasize the keyword there, review. There is a review process to really understand what the supplement is for. But the review process just to make sure we fully understand the value of the supplements to students, to staff, to the organization as a whole before we actually finalize the decision to reduce something. thank you. And that's why I think it's important you explain to
us because right now, they're just abbreviations. words on a paper. Speaker: good afternoon, everyone. First of all, so we use the word supplement, I think loosely to put a lot of things under that umbrella. And we have stipends, so the same terminology is used for a lot of the same thing. So I, when I think of a supplement, I go to the teacher contract and appendix f and there is a whole list that is titled supplements, department chair, safety patrol, esol coordinator, those to me are true supplements. So for the teacher contract we'll list those as well as other bargain agreement. most of these you're looking at, are not true supplements in the terms of the appendix f. These are other payment that we're supplementing a payment to somebody. So for example, work smop attendee
and session, those are for summer training. We send all of our teachers to do summer training and we pay them. That's the amount that we pay them. Most is summer training. If you go down the list, that's the persona facilitated the training. So they're getting paid throughout the day to attend the workshops. The boost incentive that is for aftercare schools that those principals and those leaders get a certain incentive to have those programs at their schools. The sub differential, it was a good guess MS. Hixon but that's not the higher pay we give to subs beinger that's the payment we use for that person. If you remember, we went to kelly education, we had a set up transition because some of those kelly subs will become, quote unquote the teacher of the record or long
term sub but they have to be hired to be our employee. So somebody took on the task to do the lesson plans and everything that a teacher does, we wanted to give them the higher rate pay like we do and that was the payment to them. That's what that pay is for. The eql payment that is the equity liason payment, it's a whole program that is run through jodie washington's department. Workshop non instructional, na is for non instructional employees attending workshops beyond their day. Tip ypically those are mandatory workshops that we've had employee go to so we've had to pay them throughout their day. The adoption stipend that is something that they was put on the list to pay the employees that adopt students or do foster caring and that was created back sometime ago.
Miscellaneous pay p I'll have to get back to you on that. Let's see I'm going by memory, multi lingual supplement, that was the one that MS. Nathalie lynch-walsh talked about. That is the supplement that our bilingual employees receive we put that in the contract. Just as a reminder, these are things that I think by the title, the group were not sure what they were. And, moving down good attendance is in some of our bargaining contracts, employee receive payments for having good attendance. And this is a statement in the contract. And payment, that MAY have been doing with the tiff schools and different payment that's we pay as well as other things meeting the florida statute of where we give a certain payment. Retirement deceased employees, that is a payment that if the person that would
be under DR. Martin augustburn per view, as well as when we have people that retire there MAY public last payment that was not, that they did not receive so that is the payment that goes to the family and according to the rules around that. Slb, that is sick leave buy back that is under the sick leave bank. The msd scholarship, that is for the administrator at marjory stoleman douglas that was decided to implement a few years ago. The pp college supplement, that is one of the groups that get a college credit for going to college. We do incentivizing, and error, there are things called wage types and numbers that go along with these. It was very close to the workshop payment so we had them correct that so that money went to the workshop attendee.
The f T.D., that is the supplement that our police force receives and that is per florida statute and bonus payment would be some of the contracts did a law for the bonus payment. And intervention leader that is what our mtss receive to take on that work. also, in addition to that if you draw your attention at least 95 percent of the supplements are wrapped up in negotiations, they're wrapped up in contracts so we'll have to meet with the union as well if it's something that we want to sunset. It's not an easy task. Many of them are wrapped up in contracts. thank you, thank you for going through those. And I don't know if if the idea today is to give feedback on which the ones that we need to reduce at that. It seems
like, just about all of them are paying for very good things. I want to go back to the multi lingual. I'm not exactly sure can you repeat what you said that. it should, that is per the contract. A few years ago, there was language added to the contract to pay teachers a stipend that speak another language that would be sourced to the school, it's only the social workers and family counselor that they would be sourced to shah school where the language ability would be need today work with the families are. And not just because they're bilingual but because they provide a service. Another social worker wanted that. you got it. That casework is managed by that department. okay. And msd supplement, I mean, you glanced that, why would it be for one particular school. And
I know it's not a lot of money. It's not even really about that. But, what, were they getting extra funds for? I'm going to defer to DR. Wanza for that. good afternoon, again. This dates back to juststafter the trtraged I ththk it wawas the yeye ter wh acacalally worked with certain administrators to have them transition to the school and they were, so obviously what they agreed to leave flannagan high school to go lead marjory stowman douglas, it did come with supplemental pay as well as the five assistant principals were transitioned from other schools that was a part of the transition conversation, they did receive additional compensation. so is that a yearly, did they get that compensation yearly. yes, ma'am, they got that yearly. yeah, they shouldn't. My opinion is that they should not keep financing.
It's not a lot of money so it's not about that. There is high emotional things happening across the district. And in terms of equity, I don't think that is going to make or break us, but that does not make sense to me. Clearly the covid thing, should probably not exist again, none of this is big money right? And the things that are non contractual, that is 207,000, sign on bonus, I don't think we're in a place to do sign-on bonus. na is under benefits it's what is called a seven-level wage type. So it relates back to some of the health benefits that our employees receive. But I can give you the specifics of what that man's. Miscellaneous, everybody gets the cafeteria payment, but I can get you specifics. that's important and if you're asking us
to give us an opinion right now, it would be hard to do that based on not knowing what that information is. I have a question about the, i'm entering tomorrow's leaders that what we get funding from the state or is that women of tomorrow? Let me get the details of what exactly what that is for and if it's still in existence. I think it's a fantastic program. I just, wonder, there is lots of other great programs that are running through our schools and if we're giving only supplement to see one group and not other, why would that be singled out? when it was originally created it was all under that one grant. There was a grant for that that provided the funding for those tasks. For a cup of years ago, that came out. So
let me follow-up and talk to that department so I can get the details. are any of these other ones, grant supplements? That would be important to know as well. not that this is grant related. This is general fund. And this is why the challenge is to look at these things, because some things were paid from a grant and then they just, landed on a general fund, right? And we don't have resources to cover these things. We're not getting funded from the state for this. that's kind of my point. correct. right, and I'm just, I'm not, just like we said before, we're not saying any one thing is more or less important but we're in a financial crisis, there are places that we MAY have made dig changes and decided not to. And these are small
things. I wish we would get to the bigger pieces on how we impacted our budget. The biggest piece is being able to give employees the increase in salary. Soy appreciate the, you know, the information, the couple of things that I mentioned are a flip. But in terms of equity, some of those things just don't make sense. Like the msd school supplement, the covid thing that was an error anyway. And we'll see what our, what are my colleagues say, but it seems like most of the things on here are really untouchable. That's what I'm gathering from the conversations, so thank you. MS. Rupert? thank you, I had a question on page 12. I know it's late, my eyes feel like it's late in the day. Athletic support at the payment. Everything else is contractual. Number 12,
it's the only one on the page that is not contractual, so we wanted to get a little information on it. Where did you go? Removed from the teacher contract to give us more, what -- oh it's on page 12. Okay. Not easy way to look at this. If we're trying to scare out money. It's obviously, it would seem like take the non contractual and do what we're absolutely obligated to do and see where that lands us. That would be my suggestion. For that. And I think that was it for this supplements it. Yeah. That was it, thanks. That's it, thank you. thank you, any other board member discussion? Okay, I have a few questions. And comments. First I really want to highlight DR. Zeman's comments about the narrative and I feel like maybe in the
future, there's a better way to present this information to us, so I mean, I think he summarized it that we directed you guys to save a certain amount of money and you did more, that's a big achievement that we could as a district, you know, highlight better, so if someone could like clip those comments and put them everywhere, I think that we could use that win. To the other piece though, like if this presentation was supposed to educate us on the supplements, I think like having the explanation of each one in there would have been helpful rather than like the acronyms and all of that, and I know that's tedious but it was confusing for me at least reading them and then again like the communication piece around like which supplements are on the chopping
block and which ones aren't, like there were concerns from our union groups about touching contractual supplements, obviously like then hearing you explain like obviously that would have to be bargained. I think having that additional context in future presentations is important, as well as we heard from one group about the boost supplement and how that generates revenue for the school district. So, you know, if the purpose of this was to educate us on the supplements and what we're going to do with that, and then asking us for feedback about which supplements we would like to cut, having like more information for the future would be helpful. So, I mean, for the record, I support going through the bargaining process, if we do want to touch some of the contractual supplements, we do need to go through
the bargaining process for that and, for the record, I oppose eliminate thing boost supplements as that is a revenue generating piece for us. Can we go to slide 3. On slide 3, and I hate to like to bring this up again because we're past it, but I do think, you know, it's important to get correct information out there. for the extra period supplement, it says we pay about 20 million dollars, but when we were talking about getting rid of block schedule, we were talking about potentially saving a lot more money than 20 million dollars so, can you hell me rationalize that. that schedule is a reduction of teachers also, so you will be eliminate thing extra period which was this does not have the fringe benefit attached to it which is around 31 million dollars,
and then also teachers to realign the system based on the new schedule that accounts for that difference. okay, thank you so much for clarifying that. And then on slide 4 where it says secondary position, do we have a dollar amount for how much that accounts for? It's outside 43 million dollars so, will that be coming back to us for review, the secondary position piece? we're just reviewing supplements, we'll be reviewing all of had and doing an analysis of this and tell you how we land and even though we're just inferring -- informing right now, we'll be making decisions waez view everything and go through it and just like the msd supplement that we're giving out, maybe we make the decision to cancel it, you'll be informed, that's what we're doing moving forward, and the amount
of savings we'll get from doing that. We're still in the process reviewing all of these supplements for the referendum which is voted in and everything, but we're just looking at all these supplements, not just supplements, the overtime secondary positions, so there's going to be some more information that's going to be shared with the board how we land at the end of this pis cal year. -- fiscal year. the reason I signaled had this out, you are addressing overtime already, is that correct? yeah. right. And we're trying to address benefits in a variety of different ways and we talked about the extra period, that didn't go anywhere, we're talking about supplements now so, the last piece that would come back to us is the secondary position. I would support doing a similar workshop looking at that.
ask just -- and just to add some clarity, a lot of our secondary positions are maybe our teacher assistants in the day who work at n the after care at night, our security staff who MAY take an additional security assignment at night at one of our tech colleges, so a lot of our secondary positions are elo cans that teachers can do after school with children, we have to create a secondary pog for those teachers to fill those roles, so with you look at the bulk of secondary positions, it's not like a one-time payment, it's like a secondary position that people carry throughout the year. got it, thank you so much for clarifying that. And I think it's a similar situation for the supplements, right, I mean, it's not the same, it's similar in a lot
of these supplements should or cannot be touched but I think it's worth having the conversation. and the benefits do not include health care, this is not the health care portion, so I just wanted to clear that up. Er thank you. So I don't know if there's any objection from my colleagues about having the secondary positions o come back to us. Okay. Thank you, so I hope you have your direction on that. can we just get consensus on that, the d supplement, are we moving forward with -- I know it was brought up but -- so, MS. Hixon said she is in support of eliminate hating msd supplement, is there an objection from anyone to eliminate that supplement, DR. Holness? MADAM Chair, we don't have MRS. Alhadeff on the line, do we? no. I would have
loved to get her input as well, but no problem. ninlts want to -- anyone else want to speak on that, so do you have your direction, no one's objecting. Alright, I have a few more comments unless you guys had anything else? Okay, on slide 7, I do want to go back to that, so we can be algt -- a little bit more clear on what we're looking to spend. Do we -- and I think DR. Zeman kind of spoke to this, do we know why we've spent less, it's been more financial controls, spent more -- less on supplementers this year than last year? yes, I mean, one thing is important is that we have less overall because of the students, the compliant we have less -- we're paying less people, but, you know, we need
to evaluate more information to look specifically at what's happening but we do believe that since we're looking at these areas, that it had has also had an impact on supplements, so it's a combination of things. it is in our budget and hr working hand in hand, aisle give you one specific example to show you how processes have tightened, like an extra period supplement is for a teacher teaching an extra period. So, we have not required to see the student schedule of that teacher before we process that payment, so those are the types of controls that we have ensured that we have put in place. That's example of many where between budget and hr, we're looking at before we process and pay a supplement, it's meeting the intended language of the contract and the person is
serve ining the role that the supplement is intended for and I think that's helped also with the reduction in supplement costs. okay. And I think to omar's point, I would be really interested in also seeing -- so I would like a follow-up on this, on like a proportionate -- since omar brought up how we're spending less because we have fewer students, so I would be interested in seeing like proportionately per student how much we're spending, is it more or less than last year on supplements. And I hope that we're doing an analysis of like why we've done has so we can replicate success if we are in fact succeeding in that endeavor. For the sign-on bonus, I support keep hating. We implemented that for transportation shortages and other workforce shortages to be competitive with the
amazons of the world and/or the county, they're able to pay more, so I am in support of keeping those bonuses. And then I had a question about the master schedule of supplements, I'm aware that ap's get that supplement, is that correct? that is correct. now, is scheduling in their job description? it is, but I think with the old process of our old system of terms, it required -- and the roll-over of students, it required that has to happen when ap's were off calendar, so, that's when they were brought in off calendar to support the school's master schedule soy eel let alan strous a add to what I said. yes, that is correct, that supplement is tied to -- as we know in this district, the e assistant principals work month h calendar, theye e ne
midd ofof nene, for th master schedule, it's not for all assistant principals, just for the one assistant principal and it was for I believe middle and high schools that do the master schedule that would occur during their off -- you know, on their off calendar days. okay, so, and maybe I'm not hearing this correctly, so that was because when we were on terms they had to come in -- okay, so help me understand. no, that still exists regardless of whether we're on terms or focus, there's scheduling that takes place over the summertime because just the cycle that it occurs in occurs after they're off calendar, so for them, for that month they're off calendar, typically that assistant principal is back at the school working daily often to make sure that the master schedule is ready
for when the students and teachers return. okay, so then why is it in their job description? because they do throughout the year perform schedule changes and work on schedule adjustments for students. so, I think that needs to be abundantly clear then, they're doing schedule changes throughout the year and doing the master schedule off calendar is onerous and different than doing scheduling changes throughout the year. So, that it doesn't seem like we are being redundant in those kinds of things. and there's also a few people in our instructional group and we signed an mou because some teacher leaders assist with that role in the summer and a few of them received that as well. okay. Additional board discussion? Can MS. Bulman go first x then MS. Hixon? thank you. I just wanted to say I appreciate
getting the eye of DR. Zeman, I appreciate the comments from DR. Zeman and MS. Leonardi and share the sentiment, like, it's amazing to see that we're moving in the right direction working together and putting these guardrails in and actually saving money so that's the best news we've heard all week and I'm very pleased the see this is happening so thank you for your hard work, the presentation didn't go the way I thought, I thought it was going to be so contentious, so to have good news is really a breath of fresh rare, so I really appreciate the work you guys are doing on that. And in general, the idea that some of these financial controls were not in place before and that you have had to go and put them in there, it can't be
understated how important it is and how we're seeing the benefits of that now, so just please keep up the good work in that direction, and I fully support that. I don't have any comments on anything in particular except I would say with all due respect to MS. Hixon that I don't support cutting the mtl stipend, thank you. DR. Zeman, sorry, MS. Hixon? I just have a quick question. You mentioned that there's supplement committee, can you tell us a little bit more about that, who's on the committee, how often do they meet? so, it is -- we formed it about two weeks ago, we've been working internally while this has been going throughout the year, we've had an internal committee looking at all the controls in place and looking at all of the supplements and that's
why we tibetan up all the controls with the rules around supplements so that's what the internal commitment has been, we've reached tout some principal and is school based people and I think they're going to have the first meeting next week so we're start hating process with bringing in other people in on the outside that utilize the supplements to get their feedback and help us to go through to see where these are imbedded in people's jobs descriptions. Er so, because so many of them are contractual, will you be fold ining btu? once we hear from the users of the supplements and then from them there will be l come some representative and is then we'll speak to labor group and -- groups in regards to the contracts. with fringe, this reduction if you had it in
place for the full year would be 13 million dollars. It's a significant amount of money. I think it's wonderful. One other quick idea, I was at a conference and I presented with PRESIDENT Of an ai software company that's going to be on our agenda next week, if in fact we subscribe to that, one of the tools they have which is absolutely astonishing is a master schedule for schools. And it will without a duty change how much time it takes to do it and dramatically improve our ability to offer more classes of exactly what we want, minimize different expenses, minimize the distance kids have to travel between classrooms. it's amazing what ark I can do on some things and things like scheduling is this brilliant opportunity, you can think about fedex with 300 boxes in the
back, they get a schedule and this is exactly how you drive, that has cut their fuel consumption by 15% in one year so there's some things they're good at and one thing is moving people sxarnd having resource ins the right place to do more things far different than a human brain can do, so one idea might be with your review committee is to think a little bit about magic school again presuming that that item passes next week, I don't know that it will or won't, but if it does, they have 120 modules that are specifically design today reduce the cost and the time to do different functions on a campus, so that MAY offer you some other opportunities. I'm struck by alan strous' comment about how much time it takes and I get that, if
this tool is what I saw in london, boy, we're going ask people to pay us to use the tool, tla's how good it is, we're going reverse supplement, you have to use 100 bucks just to play with the tool, it stretches your brain to see some of these capabilities of ai, if somebody can look at those tools come witching that, if this is something we can afford and choose to buy, it MAY have a direct impact on other supplements we hadn't thought about, thanks, chair. thank you, any other board member comment? Alright. We will do a brief recess to move on to the next workshop which is item 5. (Meeting in recess). . Er the last item is program manager-owner's representative rfq, defining scope and expectations. I'll turp it over to staff for a parenting.
203. Er before I turn it over to MS. Johnson and her team to go over this presentation, this is an opportunity for the board to really give the staff some feedback, so we incorporate that feedback into the solicitation that we'll be putting out soon, we look forward to the feedback and input as the team goes through this presentation and field any questions at the end. Thank you. the construction team is going give a brief presentation, this is just the start, we're going dig deeper the next time we present, but this is an overview of where we are and where we're planning to go. alright, good afternoon, to the superintendent and the board, we're here to give -- present this powerpoint and engage in a discussion about the construction path forward. Perfect. So, we reviewed the
purpose of the present takes, contract options, current and proposed organizational structure and background and construction program needs, active projects, considerations and procurement next steps. This presentation intends to clarify the roles of the program manager on a representative pmor, construction manager agent, cma, cost and program controls management, cpcm, and long range master planner, lmp, it outlines the current organizational capacity and workload and present procurement strategy options highlighting the considerations between the single program manager owner representative contract and multiple specialized contracts. So, this slide defies the four contract options and clarifies the distinct roles, as you can see program manager opener representative, access the owner's agent -- owner's designated agent for capital project, oversees all phases of planning, design procurement, construction and close-out. Management scope, schedule, budget, quality and communications coordinates and supervises contractors and does not
self-perform construction. Ensures that potashes align with the owner's gases and expectations. The construction manager agent serves as the sdrik's construction subject matter expert, supervises day-to-day construction operations, coordinates project teams and contractors, manages construction schedules and budgets, and ensures compliance with safety standards, educational goals and public accountability. The cost in programs, oversees financial and scheduling controls for capital programers, provides planning, monitoring and reporting of cost and schedule data, administers program management software, development and maintenance and tech support and also functions independently to ensure transparency and data integrity. The long range master planner develops the sdrigt's long term facilities vision and strategy, analyzes enrollment trends and instructional program needs, evaluates facility condition safety standards and budget constraints and guides planning for new construction, major renovation and modernization. Our current structure shows significant challenges with multiple critical and
technical management roles still vacant and several functions being supported by external consultants. This highlights the need the realign staffing and contracting strategies to ensure we can manage the district's capital program. before she talks about the next slide, but this current slide, one of the major concerns or obstacles for us as a public entity is the pay for these specific positions, many of these positions that you see is electrical engineer and is all of that, they're making two times more than what we pay, this is just a natural fact of public entity versus private entities and our ability to recruit the best and the brightest, so I wanted to highlight why we have some vacancies in some key positions. and I'm sorry,y,I thin are mimissg addededslide. We'll keep moving forward. yeah, I don't know if becon
has the revised one up. You can keep moving it, we'll come back to that. do we want to take a two minute recess, yeah, let's do a two minute recess o get the correct presentation loaded, thank you. (Meeting in recess). alright, we are back with the correct presentation. You MAY continue. thank you. So, the next slide is -- this slide outlines just two positional organizational structures for moving forward and managing the capital program. With the single program manager owner representative, again, this is at a high level, the chief facility officer, we have the executive director in which the program manager owner representative would report directly to the executive director, we would have the cost and programs control manager also reporting directly to the executive director and the long range master planner with the sub consultants
under the program manager owner representative so we have a similar structure now without the long range master planner. The chart to the right identifies the program manager owner representative and long range master planner working together actually could be the same company providing those services. The cost and program controls and then the construction manager agent working directly under the director of construction, the district's director of construction which is currently a vacant position. in this particular chart, the one that you see on the right, pmor and cmla, our focus here would be that you have the p mo r and the long range master planners off to one side, what we would look to do with them is implement a mentor protege program, a detailed program where they would be assigned in cooperation with selection by staff
local firms to provide development opportunities for them, they would work in areas like estimating, marketing, proposal development, helping them with best practices, helping them understand what it's like doing business with government agencies, we would look to get a report from the prime contractor as well as each of the mentors each month saying these are our goals, this is what was achieved. So that we can keep track of what's going on and make sure that these local firms are being developed. Op the other side when you look at the construction manager agent contracts, this is where we go out and target local smaller construction companies to serve in prime crack tor roles, this is something that they in most cases have not had the opportunity to get here with the school district and so you're taking
them out from having these fights between I'm on contractor x's team or contractor y's team and I'm completely tied to them and i can't be on both team and is if I'm not on the winning team, then I'm in a problem waysing and losing money, this way they're getting to compete on their own for prime contractor roles and then you have that ability to award more than one construction manager agent to come in and provide support to us. And so that's kind of the philosophy that we're going after here. so, our capital program is 292 active pro l projects, of those projects being managed by internal staff and 162 by the program manager owner representative aecom. In addition, we also have major upcoming projects and a need to provide comprehensive project management for these projects
to ensure that the district is prepared to deliver these projects successfully. This slide indicates just the different phases that the projects are in and, again, just reinforcing the scale of projects that are being managed. So, each approach here offers many advantages but selecting the right one requires balancing accountability, specialized expertise, salability and the internal capacity needed to manage either single firm or multiple firms effectively. Again, the single program manager owner representative, you can see there are pros and cons to both as well as with the program manager owner representative master planner and also with the construction manager agent. And I'll turn it over to john to go through the procurement next steps. okay, thank you. Last week we provided essentially the same presentation to the facilities task force and that meeting was held on JANUARY
21229. There was a recommendation made to change the title we were reusing, construction manager agent owner represent -- representative to construction manager agent. This change has been incorporated in the presentation you're getting today and we feel better reflects the responsibilities that the construction manager agent is expected to provide to us. We also had a recommendation to go out and identify and then implement any relevant best practices currently being utilized by miami-dade and palm beach county school districts on their capital programs. And then again I would like to remind you that we do have a firm called civic initiatives, that is under contract with us, they are assisting in the development of the solicitation, they will be available to review the scope of work once we have final direction from the board on where we should
be going with this and they will be supporting us throughout this entire process. So, next steps, we're looking for your guidance today on the direction, do you want us to continue to go out and secure a single pmor firm or are you open to us bundling this and bringing a p more long range planner together and separating for construction manager agents, once we have that direction from you, we will finalize the scopes of work, the basic term and is conditions of the solicitation are essentially done, it follows the same guidelines that you guys gave us direction and agreement on for the aecom contract so we have the accountability features and things like that built into that, we'll work with civic initiative tos review best practice from the neighboring school sdrigt and is make sure that
all of that is incorporated in here appropriately. And we would look to be able to have that completed roughly by the middle of FEBRUARY and sent over to civic initiatives to go over it and then finally look to get this out on the street not later than the middle of MARCH of this year. alright. Thank you. We will now go to public comment. I have kimberly mulhorne and then natalie lynch-walsh. good afternoon again, two things I wanted to bring to the forefront because from our discussion this morning, a lot of you had questions about why, you know, we should separate or my suggestion of separating the master planner. One thing that this present -- presentation did not talk about, if you want to make a decision, you need to know how much it is going
to be, you have to be able to look at the cost from plan a or plan b, but the master planner has to be separated because of the oversight. It's hard to manage a day-to-day and the oversight of let's say ten years or 15 years or five years, so, doing both, you're putting a company under this type of pressure to do both and we know that by our county being so large, that we have given one company something to do and they weren't able to actually full fill that, so just want to just make it clear that they won't be in charge of the day-to-day, they'll be in charge of the plans. Day-to-day should be the pmor and they should be separated, thank you. natalie lynch-walsh? okay, so, no advice I have ever given to
a board will get you in trouble. Ignoring my advice definitely most often will. We're not ready to give direction because as usual, you do not have enough information to -- and they're not bringing you a recommendation you, ear not suppose today medal in operations but you're being asked to give guidance on something you are not experts on, so you did a needs assessment, the board has approved a two phase initiative which was needs assessment, master planner, that never got rescinded. The master planner is separate because the master planner is developing the master plan for the next 10, 15, 20 years, it's independent of whether you have money to fund it or not. It's what should this look like and then because you're doing redefining, you're making all of these short term decisions that have long
term consequences, so the piser thing that should be happen ising the long range master planner facilitation, that's not done, I believe I copied you guy on an e-mail because they're copying and pasting and you have to remember, you have to reject all bids on something that was cobbled together, you know you need a pmor, you can work on a new one, these are all stock solicitations that should be getting written ask then you decide and what do you need to decide. You could have atkins cost out what you're going to need in a year when aecom is done. There is no bond, so there's none of this rush of projects that you have to be ready for in a year, you will be wrapping projects up in a year except for these larger ones which
one of the last times we were here, I tried to pull out of what aecom was getting and give it to another firm but nobody went for that, so what would that other firm look like, these were for program managers which is a different structure than having a construction manager agent. The construction manager agent does not manage contracts, they coordinate, they advise and all of that but the board will have all of the contracts involved with those projects, so that's something to think about, but again, you can have internal, external and hybrid but you don't know the cost of any of these things yet fwhauz's not being brought to you yet, so rather than rush, if I were going to give you a recommendation which I am, I don't know why, I would say tell
atkins and they can produce one in a few weeks to go cost out and analyze different staffing structures because you want this before your org chart so you know what employees you need the have in place and whether internal, external or hybrid is the most advantageous, thank you. Board member discussion? MR. Hill? the sheet was removed while they were giving presentations, so the audience member should be allowed to speak. . Er thank thank you, MS. Keith? sorry, dottie keith, pompano beach, just something for you to consider. The pmor, I have gone through this over the week en, -- weekend, the thing I heard last month is you did an emergency contract and you were looking tog involve more firms so if you wanted to rush something or do something quickly which is what I kept
hearing, your construction management contract is something, you have all this work under construction, you have a lot of contracts under construction, if you were looking to take some out of that aecom contract and d ifr have I them up to other firms, that's an easy thing, don't get a whole slew of teams, if you want to hire two or three cma groups, that would be something you could do right now. I don't know, I still have -- the pmor rolling in with planning seems like they should be separate. I've never been in a contract that combine them, because of the long term plank, you create a conflict, usually your long term planning creates your long term plan and your other groups are executing. So, my gut would rather take your prk mor and put it
together with your controls team because you're going to have to redo your controls anyway because that contract is come tog an end. The teams I have been on and some of my experience is that control and is that pmor can go together and they manage the overall pack and then you can open up some opportunities for your construction management, those groups execute construction jobs, han l them, keep them on budget and get them done and close them out. If you get too many contracts, contracts are expense I ever, we don't want soft costs, so you need to look at how many contracts you're talking about, try to minimize because you don't want to pay too much soft costs because we have a duplication of efforts when we have multiple teams, you can't get around it.
I do think you need to look at beyond that when you write this rfq which I haven't seen and it's not out yet, I'm going to go back, you heard about your mwb percentages, -- % is a ridiculous number, I'm a huge proponent of minority firms getting business and opportunities, I'm going champion it all the time but you have to make it realistic and make it doable. For a program team in my experience, that's around 20%, your design run up in the 30's and your construction is the ones that get up in your 40's, don't paut ridiculous sliding scale point. What happens is everybody who comes after it wants all the point sos they're going the throw staffing firms at it, don't create that, it doesn't help minority firms, make us have real work. Pay
attention to what you're setting those goals at, autoall these contracts and I encourage you, a lot of these rfq's want to see the calls of the prime, they set them up, unless you have experience with five other school districts on hundreds of millions of work, you can't prime it. Look at the whole team because your prime is just a small part of it. When you have major sub consultant and is major players and teams, their qualifications are important. Allow your qsac to look at that and pay attention to what is the whole team look like, not just the prime fwhauz's important and that's my input for this, you have a lot of decisions to make, I know it's hard and challenging but it's not really as complicated if you roll it back and really look
at it from that perspective. I think the planning needs to be really separate. thank you. Now board member discussion, DR. Zeman? Frntion thank you, chchair. The susuperintende madea a salient point about government salaries trying to keep up with private sector in these regards, engineers in the private sector do make more but to one of the public comments, it would be interesting to see what other drinks are -- districts are doing, they also are public entity and is they have significantly bigger share of their workload is done by government employees so if their salary ares higher than ours, come back and tell us. If we need to adjust, that's great. My biggest comment is we have to go back to first principles, broward county would like our construction projects to be done within cost, scope and
schedule. That's what we want and answer I would hope the staff givers us is this the best organization, the best contracted out and government organization to get stuff done. I'm missing that in the presentation today. There's options and definitions, there's good information, but what I'm hoping for is that the next round is this is the government organization, these are the layers of contracts and, you know, a little bit of kind of here's the steps of things, we need a chief facilities officer websinger need one now, we need a permanent one, we need someone from the corps of engineers or another big district that loves 72 miles of beaches we have here in broward county and they wan to come down or the 8 had00 miles of river, whatever bringers them here, we need one desperately
and then we need flexible contracts because if you get the world's greatest chief fa silts sxaufrs they say I need a master planner to be a government employee and I know how to do all that because I grew up as a master planner, you dial back the contract and you dial up the government positions over time. So, what I'm going suggest to you is just a pretty simple thing, it's how do you put the bo loamy in the sandwich, don't shoot me, chair. But the bologna has to be the get it done stuff, that's the middle, right, and above that, you need strategic thinkers, you need strategic construction executives. That augments your staff until you get a cfo and they can build out what they want on their team and they do master planning. They
do advice on how to grow into a sip rather than a bond, they make sure your control and is your process and your systems are in place to get things done which is the objective of the whole system, we want to get things done within cost, scope and schedule, that's a extra tiej layer, the bologna in the middle is the pmo, the pmor is like the normal way the districts or large federal agencies barer state governments get things done and there's a layer there required because the strategy guy ares working long term and working on big thing and is deciding what criteria to use to make decision x they design database and is other things to make sure our decisions are optimal, then once the decisions are made, laying in all the requirements going forward
and the priorities, then you're executing and that is the operational layer and then the bottom part of that sandwich, the other piece of bread are your construction team and is they need to be valued, respected and partnered with if we want them to do work and they deserve a very simple, standard government kind of approach to this stuff. What bothers me is that that data is still missing, like today we were supposed to come and have enough data so we could say, great, in a workshop, we have a view of going in this direction, I don't care about palm beach and miami-dade, they happen to be here, I care about the top ten districts that know how to get stuff done. Find the top ten drinks that can get stuff done and show me their
org chart, show me how they've contract out, show me where their master plan works and I'm with those ten all day long, however they're doing it, the ones that are successful, I think we can borrow from them, cut and paste and at least use that as guidance here, but construction was my business for a long time, I used to work for an international firm, I had 55 projects in 28 countries, they all followed that same structure televising's a strategy group, there's an operational group and then a tactical group that's out in the field pouring concrete. Those three lay reser the standard way. That strategic group is going come from a large, international firm, they make a lot of money and they all go to work for one of the big firms, you don't have to
limit it to them, MR. White, they're going to win anyway, whatever you want to do, that's who has that talent, right, we want that talent. The middle layer because this is broward county school board is very likely to be available right here in broward county. The talent is already living here so what we're hiring is a company to bring that talent into their employ in order to do that pmor kind of work and I would say that over time local governments tend to hire as much as they can locally. I agree with MS. Keith, there is so much talent here and there is a value in having certified firms but we have to make sure those certifies firms can fully do the work and whatever that percentage is, is great. In the last crack, we
lad a winner, I think the minimum was 29%, they came in almost 50%, there was a big number they came with, they just were trying to win points in a solicitation and we weren't thinking abwho could do our objective and our objective is to get things done within cost, scope and schedule. I think there's a clean easy organizational structure to do that, I think it would be inferred by the ten districts we go find that really know how to get things done within cost, scope and schedule and we can sign this up, MR. Wright can sign those procurement and is go out and do it. The sequence also matters, we have to prioritize this need for a chief facilities officer, they're going to have a big say on quantities within those three contracts and last
point, I spend a lot of time, maybe this is because I'm not always hanging around with the academic elite, a lot of friends of mine run construction company and is they are dying to come back and work for broward county. Ne are lined up out there, some of them had bad experience with broward and they want to come back. We've been successfully ak dem and I can they view broward county schools as successful district, they want to be part of that success, that's great, it's nice to have unintended consequences for being an a district. I don't know how you're going to get something on the street by middle of FEBRUARY, I'm not sure you can get it out by the middle of MARCH but I think there are people watching this that will write proposals
quickly, hopefully we're able to score them and make awards when we can, I would ask to kind of get a brief that gives us what the ideal organization would look like in order to operate and execute within cost, scope and schedule which means no change orders, it means no delays, it means no cost overruns, the worst thing about delays are the system invents new requirements, so you have a three year delay and all of a sudden they say that liebbrary is not big enough, I need a bigger library, we forgot we have left-handed polo players and they can only -- after a while when things sit around, scope grow and is time doesn't do anything goaded for your cost. If we can figure out how we can deliver on cost, scope and skeng yule like
execute, get a contract, execute a real construction contract with real pm, I think we have a home run and I know we have a lot of people in the private sector that are dinging to come in and help you, DR. Hepburn, to do that, but they want to see like the organization make sense to them and I think that's an objective the board has as well, anyone who looks at it should see what each one of the crack tors do and what the government is going to do over time. Thank you so much, chair. if I MAY, chair, I want to make sure as board member ares give k input and feedback that you guy ares capturing -- because DR. Zeman said a mouthful there, so, I just want to be clear just to make
sure you guy ares capturing the exact feedback, if not, feel free to ask to condense it. and could you just briefly reiterate or tell us what the takeaways were from DR. Zeman's comments that you have. yeah. I think number one is to go out and pulse the top five to ten districts around the country that are being successful in managing major capital programs and see what their best practice ares, see what their organizations look like, how are they staffed versus how are they handling outsourcing of work, that's number one. And then come back with a new presentation that highlights, number one, was the ideal organization look like, what do we need to have staff-wise to be successful. Number two, come back and say what's the staffing plan, how are we going to go out and
fill these particular positions, number 3, come back with an actual plan, a recommendation that says, you know, we want to do cma's here, we want to do pmor, we want to do master planner, when it's separately or bundled, the cma and the cpcm, how we can do that and touch with atkins and see if they can come up with cost projections on what they think each of these cracks should be valued at and come back with the final recommendation to staff. and I wonder if you could briefly summarize your ba bony sandwich. the top lay ser strategy, getting the rimers right, get thing criteria right, making sewer the data is toinger need in a way to so the cfo and the board can be fully informed of a strategy, and again as one public speaker
said, it doesn't have too do with how much money you have, the vat ji is whatever money we want, this is what we're going do, you have to lay out the requirement and is the criteria, second bologna is the pmor, we had roughly 100 people on our pmor because there's 70 or 80 worth of people to get work done. That is the program management, owner rep standard classic contract. The bottom layer, whether you have a cma or not, the people who are doipg the work, they 're pouring concrete, they have rebar in the back of their truck, they have pipe on the top of their truck and going out and worrying about where am I going to leave this stuff, where's my pad over here, how's the fence line doing, and tla's the bologna sandwich,
you have to have an executing program manager ask a strategy and people doing the work. I don't favor cma's, I don't like four layers of anything, so that's up to the board, however they want to mover on that leakier leakier -- collectively but those are the construction government oversight layers and that includes the master planner at the strategic level because that's a strategic long term thing shocker that's, that's the bologna sandwich, chair. DR. Holness? thank you, chair. So, I have a few questions, and DR. Zeman, you messenger left -- mentioned left handers, I am a left hander myself, I hope we're never left out. So, DR. Hepburn n terms of this presentation, was this document built from any content of prior presentation or did staff consult with industrial best practices or speak to any experts
in develop thing concepts we have here that's presented? best practices. okay, so, -- and current practice. and current practices, got it. So, according to the presentation, broward schools has to manage 290 projects totaling approximately over 340 million dollars. Have we consulted and I guess this is probably a redundant question from the prior one, have we consulted industrial best practices or spoken to experts about the appropriate approaches for doing so, for managing so many projects that costs so much money? yes. okay, so, it mentions single pmor and pmor/master planner are listed as different options and that's on page 11. Is the pmor/master planner approach anything more than the single pmor with added responsibility of master planning? in concept, that's correct. Master planner and the pmor will be a bundled concept in this initial presentation, but we're
looking forward to the feedback about what the board looks forward for us to start working on. so, regarding master planning, wouldn't this be more relevant after we enter say a more advanced stage of our redefining process, wouldn't master planning when -- for master planning when we figure out, you know, are near complete the redefining process, would master planning be more applicable now? no it's applicable now. okay. So, from those that I have spoken to, it appeases that pmor is the best method for simultaneously handling a large number of construction projects when you don't have your own team to do it. Has staff identified any industrial best practices or experts that recommends construction management agent approach for simultaneously managing hundreds of projects with hundreds of millions of dollars? yes, I personally have, I have talked to
coo's and superintendents, some of the largest school districts arn the country and none of them use the concept we use right now as a single pmor to manage all of their projects. okay, so they're using the cma approach? correct. okay. On page 11, it shows that scalable staffing is listed as a pro for construction management agent but not for the other options, this is on page 11. The pmor contracts that I believe we've seen or I have seen included reference to scalable staffing. Does pmor not also support the able to scale staff up and down as necessary? in concept, yes, but it leaves the board without a lot of control. okay, so -- we see the results. okay. But it wasn't listed as a pro, it was listed as a pro only for cma as
opposed to pmor. it's under pmor also, scalable staffing. you're right, so for cma, I do not see any cons listed regarding higher costs, is staff suggesting that cma is likely to be cheaper than pmor? in some instances, yes. The pmor is not managing ul of your projects like it currently is, so, you're not dealing with the unnecessary overhead of the pmor in the concept we're using the cma's. in terms of your response, DR. Hepburn, what or who was consulted to establish this view or this perception? I talked to coo's and superintendents that have managed particular large scale projects in large school districts and consulted with them about what we ao f been doing for the past decade and what they've done and all of them said the same thing, more control, lower cost, on time
completion of projects. okay, so the costs are usually tied to the number of project managers and construction consultants working. So, how would cma have less people than pmor? so, if you can help me out with that question as far as the amount of project managers on a cma versus if pmor's. just to clarify, I think the question again is more -- it's administrative costs associated with the pmor. They have the overhead of managing the sub consultants whereas the construction manager agent would not have that overhead because they would be managed internally by a district person, a district director of construction. okay, so DR. Hepburn, you seem to have mentioned in general regarding other districts, can you cite any recent example of an organization using the cma approach for a scenario that is similar to broward
with hundreds of projects totaling hundreds of millions of dollars and limited staffing, can you be more specific? yeah, most of the large districts in flflida,a, hillsboroughghduvall th a sisimilar concncept as this, miami-da,, e even palm beach county too with a similar concept similar to this. and these particular counties are dwraouzing the cma model? some pmor with cma so, the pmor is giving them the extra strategic expertise while the cma's are primes on specific projects. Er so, we have three considerations here which is a single pmor, pmor/master planner and cma mull pl contracts: so, I would say it's two considerations if I'm correct, you have the single pmor which we're used to and have been doing over a decade here and then you have a bundled concept with the pmor slash master plan and her the
cma's and the pmor is doing something more specific with their strategic expertise versus the crk ma's are a prime in this space and affording the opportunity to for our local businesses to be a part of the ecosystem moving forsuch what MR. White was speaking about, not have to worry about being under a pmor umbrella to worry about acquiring certain projects we have currently and moving forward. okay, so just from my understanding, when you mentioned these large districts, you mentioned a hybrid with pmor/cma model. correct. would that be different from the cma multiple contract approach here on page 11? no, that's xakly what I'm talking about, a hybrid model. got it. Okay so, MADAM Chair, for me, I am in support of a single pmor with -- I'm not sure that a master planner is currently
necessary but if we are to do that, you aoem in favor of separating a master planner from the pmor and I'm not in favor of the cma approach. captured. MS. Rupert? thank you. And thank you for my colleagues that went before to ask some questions and diving a little deeper. My off the cuff version here would be not to combine long range master plan with the pmor and it's simply because of this, the planning teams plan the projects, timelines and scope and budget. All members of the planning teams are always and this is the important words coming next, excluded from being on pmor or cma teams. Excuse me. They are who will execute the scope. Conflict of interest for a team to be planning the work that they would then execute the scope for doesn't
make much sense to me and I don't understand why staff thinks it would be a good idea to combine those elements. Looking at this, I'm going to definitely say that I expected more detailed presentation. I appreciate that you all updated it on number 7, so it brought us in closer to what obviously you were thinking of . The compelling reason that I still believe that we need a pmor is looking for somebody who actually can strategize, I'm not going to bo t were the bologna sandwich because I gave up meat 15 years ago, it's exactly a concept that I could understand and get behind. You have a national corporation, that's all they do is strategy. That's an important aspect of it and then we need to have the boots on the ground and for me,
boots on the ground are the very people that do the work right here in broward county. That have been doing the work right here in broward county. So, I would never back something that did not include respect and let's just be honest about it, financial positiveness for them, let's put it that way. Boots on the grown, they're here, their oversight would help and they're in charge of what's there for local parts. Missing what we have been is a national subject master planner, I thought it was interest, maybe it's just me, the first time I ever heard and hold on, I wrote it somewhere. Civic initiative, is that correct? Okay t the first time I have heard them, how long have we had them, are they the ones who did the facility assessment? . Inger no,
the facility condition assessment was done by bureau veritas, the initiative has been around for a long time, they are known in the government procurement space, they only focus on government procurement, not just school districts but county government, city governments, whatever level of government so, they're well known for the work that they do and they dedicate their services totally to government procurement. okay, how long have we had them? they predated my joining the district, so at least six months, they've been on board providing general support to staff. I don't know the exact time, probably even longer than that. . Er and do they have a contract with us? we have a contract with them, yes. Er so, this came to the board? no, it did not. it did not, it was less than the amount of
money? correct. Er but was the board aware of this particular aspect of it? as far as having an external party to facilitate? yes. yes, I've been candid about that wels in the memo that I have sent o the board with the timeline about utilizing an external organization to help facilitate the procurement process. and I do remember the memo. So, what do we pay them and I guess the start time was six months ago I'm going to put. Okay, what do we pay them? off the top of my head, I don't know what their hourly rate is. Er we'll have to follow up with that one. . Er tla's a piece of the picture that would have been important to put in this process, so we can see that, okay, we already have this team, this
is what they're doing. You know, this is how we could utilize them, this is how much money was spent, whatever it MAY be. Now, don't get me wrong, miami-dade and palm beach county, I love you all, but I think we spend too much time focused on those two and looking at districts that are in florida, probably the greater florida consortium of school board or just another group that we know has gone through this process and is a little bit ahead of us on this second go around and that would be duvall county schools, so when you guys were looking for the comparison, best practices, did you reach out to any of the other school districts in florida esspshlly duvall. Er I did not specifically reach out to duvallfinger the consultant from civic initiative that is's
assigned to us has extensive experience in florida working these types of contracts so we kind of relied on him for input. He did review the presentation that we put forth today and made some recommend sayings to it. He's also made some general recommendation tos the structure of the solicitation that we've been working on internally and that solicitation we can't finalize the direction until we know what the final direction is going to be, are we going to do a pmor, and I think one thing to make clear, there will aus be a pmor, there's nonthinking that was proposed that would say there wouldn't be a pmor, is it a pmor by itself, a pmor bundled with master planner and it sounds like a lot of comments are that you don't want that to be bundled together
tha,'s fine, so you would have a pmor and what we were putting forth is there would still be a separate group of construction management firms which would be the local small businesses that would do the construction management oversight on a day-to-day basis. okay. So, they wouldn't necessarily be the boots on the ground, they would be oversight for the boots on the ground, or both? who? the pmor that you said. in this instance, we were only having the pmor and the master planner together to again develop the long range master planner d long range master plan so there would be no oversight of the construction manager agent with the second proposal. Does that make sense? it does make sense but I don't think I support that. I think a large part of the program we've had
in the sxa s certainly I've seen it all is that as a board member, when we were shared information, it was like getting, you know, pulling teeth to get information to us, so at the very most important -- most important this is an open process, one that has a forward facing dashboard that the every day american can understand to look ats and see and also to actually have local businesses that are part of that process, so, I don't -- but I also like the idea about atkins costing out. I don't think we should be in such a rush right now. I mean, where we're going to get ahead of it, it's two months. I think atkins could come back and say these were the best possibilities for you, this is what the cost would be
and I'm assuming and I'm speaking for atkins, you could say something, I don't know, but would that be possible to cost it out in several weeks and have something to be a complement to or part of when the team brings this back to us? That's kind of a question. MS. Carpenter, you MAY as well have a seat at the table, you might get some questions later. ashley carpenter with atkins realice. It's possible for us to look at different scenarios and give you a very rough idea of what these different contracts would be, thinking forward I guess to a year from now or 9 months from now or whenever you're planning on starting these specific contracts. You know, currently the project list included many the presentation is as the world looks today right now so, the
world is going to look different in nine months and so, yes, we could give you some scenarios with rough budgets I guess associated with like what those contract values would look like. okay, thank you. I have some more questions but I'm forformulate them better and then I'm come back with a five minute thing when I hear all my lapels, klaoelg -- colleagues, so thank you. thank you, MS. Hixon? thank you. I have a couple of questions, but we heard people say that the pmor and the long range planning should be together and they should be separate and the staff has suggested they be together so I would like to ask staff why that's your suggestion. we've looked at other -- I have looked at other districts throughout the country and this is also done in
other districts where the pmor who has specialty, we don't internally have a planning department that would assist with the long range master planner in developing these projects and what the long range master planner is looking at is they're looking at projections. They're looking at this holistically and the program manager owner representative would then collaborate with them to develop projects that we would put forth in the future, so five years out, ten years out, they're working together to develop the plan for the district moving forward to manage projects at which point you can come back after the plans have been developed to have or the projects have been developed to have a program manager owner representative, another firm outside of the one who's doing the master planning and the programming, you would have that firm then
manage those projects or you could still use the construction manager agent to manage those projects. okay, so you don't see the same conflict of interest as has been presented that how can you be the person developing the scope and the person implementing the scope? they would not be implementing the scope, they would be working again with the long range master planner to develop those projects. So, could they potentially bid on them, they could, a bid if we go out with another program manager but we could also -- they wouldn't be able to, there could be something written in to prohibit that, but the conflict more would be if they were doing the facility condition assessment with the program manager would be doing the facility condition assessment, there you would are ahave a conflict because they
could go out and find things that weren't actual to develop projects and to manage those projects so that would be more of the conflict there. got ya, and if you had two separate companies doing it, they'd still have to work together. yes, absolutely. okay, thank you. I just wanted to -- we've heard both sides, more of one side I wanted to hear why you were subjecting they should be together. but there will also be that single accountability too with that program manager and long range master planner so there wouldn't be finger pointing in between. also I agree with my colleagues, I think when this comes back to look at some kind of projected cost would be important to know but minus having that information, I think it would make sense to have the pmor but
not a single pmor to do the scenario where you have a pmor and I honestly don't know if they should have the master plan also or be separate honestly. I have heard both sides so, you know, we'll see what everyone else thinks, I done have a strong feeling but I think it's important to do the scenario where you have a pmor that's kind of overseeing but you have someone who would directly hire local firms. I think we saw that when we did the emergency contract, we would have liked to have seen all of the local firms be part of that and we didn't have any say over who was going to be doing the projects, so I could see that if we separated that, we would have more control, so you would have different contractors
bidding on different -- I just feel like you wouldn't need a percentage of the minority business because you would be able to pull that -- you know, you would rotate it and have more people to be able to be doing construction, so, I agree, not the process we have right now, I would like to see it different, but I do think coming back with some numbers would also help us make those because I don't know if it's more expensive, less expensive, so I would like to see that, thank you. thank you, MS. Bulman? thank you. I would like to -- DR. Zeman down there, alright. I'm not coming here with any kind of bologna sandwich analogy, but I did like it because it kind of gets to the point. So, you know, we sat here
I think last MARCH to kind of flush out the same thing, how we want this program to go moving forward and here we are after a year of not figuring that out, so I think we need to look at this as an opportunity to do it right this time. And DR. Zeman has worked in construction, I'm not going to pretend to be a construction expert so I'm not going the give you a bunch of suggestions just because I read presentatition a I ha slight amount of pepeenence but not a lot, but I do think -- so, some of the takeaways here though that I think are really important, I like DR. Zeman's idea about finding the top ten districts. I would love the see some stats so we have something to look at, how did
other programs deliver and I don't think it has to be limited to school districts, I think it can be any kind of government construction projects, anyone that managing capital projects and how they have that set up and how they successfully delivered it. It can be done, so I want to see it done here in this next go around, I think that's a really good suggestion and I think if you're bringing us some -- I don't know if it taoes bologna, some beef with this to support it, we can make a better decision about what we think is the right direction to take. We kind of go back and forth about having in-house staff capacity, staff augmentation, I think we've been consistently dismissive of the ability to get in-house people and I don't know that that's
absolutely impossible and I think some of the money we're losing by like MS. Keith was talking about soft co-s, how much money do you want to spend to have somebody off site when you could have some on-site people, I think the money might be worth it. I also think that you shouldn't underestimate getting a paycheck and not doing billable hours. I think there's going to be people that are in the market for that, that don't want to do consulting and would be happy to be working so I think we need to look at that as something because we obviously need o to be increasing our in-house capacity for accountability purpose and is managing the program. The master planner conflict has been raised by many people at this point, so I tend to agree, I don't
think with our history of construction that we want to have any whiff of conflict, potential conflict of interest, so I would tend to agree with all of the construction experts and want to keep it separate. With that, I think with the master planning, we were supposed to have that out as an rfp, right, isn't that -- one that on the schedule? Because I think we talked about it. that's correct but we pumped the brakes on it to discuss it in this concept to get additional feedback to make sure we're doing it the right way. so, assuming we reject the idea of having the master planner -- assuming we want it to be separate, then when can we expect to have that rfp? Because with money or without money, I still think we need to see
the big picture of what we're looking at because we're making decision widths redefining and everything else, if we had that plan, then we would be able to make better, educated decisions about how we're moving forward, so we could do that. Er next steps of decisions are going to be from the feedback we receive, the consensus is to split it apart and do the master planner separate, they can start moving on that immediately. so, chair, can we do that at the end, can we -- we don't have to do it right now, after everyone talks? I'm keeping notes, right now there is not consensus, but I'm assuming everyone will give their feedback. okay, and then I support the chief facilities officer and hiring one quickly. Something I was wondering, when we were talking about the organization
that's going to help us with put thing procurement together and you said we've already been contracted them with six months, did they assist in the last rfq? not that I'm aware of, they assisted with other rfq's or rfp's. but can we find out for sure. they did not assist. they did not, okay, so they're clean and we're good to go with them, okay, good. And then, you know, as we're looking forward for the next rfq, I would love to maximize local business. I think that that -- so, the problem b that we've had before is we've limited the scope so then only a couple companies can qualify for that, so I think that we need to be looking at that as well to make sure we're maximizing who's participating in our program. And also looking
at duplicative contracts and thing like that, we don't need to be paying them twice for the same work, I think that's been happening sometimes. Anyway, I think that we're at a good start but we need to see a little bit more robust plans so we can all feel comfortable because this really is an opportunities, we can do it right this time, we can do -- we can have a good program but ipg it's just going to take a little bit more work. Thank you. thank you, MS. Thompson? thank you, chair, and thank you, staff, for putting this together and for your time meeting with me. I would first like to say I think we do need to build up our district staff especially in the planning department. I think we're spending a lot of money
having other people check accountability for us and to me that's not acceptable anymore, we should be able to track our own projects. We should be able to do price, we should be able to do that design element, but na's because consistently our building department has been demolished to use a building term. I'm surrounded by sick people and it's stressing me out. I just have al sh -- allergies. Er I think we ever been tearing apart our building department for all sorts of reasons and we need to start investing in it because then we can hold people accountable. So that would be my priority in all of this. I also have concerns about the master planner being the person that is setting the scope of basically their job and then them being able to go out
and bid on that same thing even without construction knowledge tha, doesn't feel right to me and I would not vote for that. Along any kind of contracts that we have related to the pmor like our current contract with atkins, I would like to see that moved in-house and build up staff and I know we've had conversations about this and there's a difference of opinions but I believe we need to be accountable to ourselves again. I liked MS. Bulman's comment about looking not just about other school districts but other county projects because in my mind, a building is a building, whether it is a school facility or a police building office or apartments. And the main thing I think we've been lacking in this district is the ability to have competition and so if we can
open it to firms that have experience with those projects, our road projects, something like that, we give people more opportunity to bid. I don't believe the the only way we get talent is going with an international mega firm, I think we have amazing talent here in the southeast region and I would like to give them the opportunity to bid on something like this. And again I just think prioritizing staffing because how many people do you have right now, like two? Three? total in-house staff, we have three project managers. this is half of our building department right here, so really prioritizing that I think in the long run is what's going set us for success and going to prover to the public we can go out for a bond and I'm not interested in going out
to a bond any time soon very publicly but I think this is the path forward to build is by supporting our staff into being that. Thank you. thank you, MR. Cervera? thank you, chair. So, a lot of good points being made here by my colleagues on the dais, I certainly don't want to be repetitive cerement I do agree with one of the earlier speakers in regards to the lack of information on the powerpoint presentation and the pdf here, I would like the see a recommendation from staff, I appreciate the information that was given here but noticeably absent was in fact the recommendation from staff which was a little disappointing. I am somewhat receptive to the atkins folks, I appreciate the comments made at the microphone about performing some type of breakdown, analytical report and giving
it back to us for guidance as we move forward and one of my big take aaways from all of this, from the discussion, from the information, from the presentation, from the powerpoint is all of the costs that are associated with all of these different structures that we're being asked to consider. I think it's difficult to make an important determination on all of this without having that specific subset of information. I agree with MS. Keith, I think this is an important project and there's no need to really rush this because there's a lot of pressure as there should be on all of us to get this right this go around, when this is ultimately presented to the board. MR. Superintendent, you made some comments during DR. Holness' speaking time before and I just want to make
sure I heard you correctly, sir. Did you say that no major school district uses the single pmor option from those folks that you I guess for a lack of better term spoke with or interviewed? that's correct. and in fact all of them seemed to favor the cma multiple contract options, correct? that's correct. With some yao uz use ago pmor for more high level expertise for support with staff. understood, and is it safe to say, sir, that the folk that is you talk to were all affiliated with school districts? correct. so there's been no outside -- strike that. Affiliated with scaol district ins the state of florida? outside of the state of florida too, one particular person has done a lot of not just school district contracts but government buildings, municipalities, county, things like that. I
agree with board member bulman in the fact that perhaps we should be look -- looking at the top agencies, not limiting scope to school districts so I would like to see that happen if we are -- or when we move forward on all of this. I'm also intrigued by the idea of potentially having a multicontract approach to all of this in which you can have for purposes of an example, an executive master planning contract, performance management/analytics project and then the project level project type contract, I think that could potentially be beneficial as we work towards the finish line on all of this. I think putting the reliance on a single firm could be problematic, although I certainly can appreciate the single point of accountability in a lot of these projects and understanding who did what
and who did not do what. My biggest take away from all of this is essentially the cost breakdown and what we can potentially expect as we move towards closing out these 292 total active projects according to the slide. I think this board needs that information, I think perhaps more importantly the public needs that information to see how their tax dollars are being spent on all of this considering the history of this project and the history of what we've gone through as a district with all of this which I think everyone sitting up on this dais can agree has not been as?Ao t -- smooth as it should have been. I believe again it was MRS. Bulman who suggested that a more robust plan was needed and I couldn't agree more. Chair, as far as giving
my opinion or my consensus on what method or what structure would be best at this point, again, I would just refer to my prior comments about cost breakdown. I am intrigued by the cma multiple contract option but again I also see some of the benefit ins the single pmor, so I think it would be beneficial for all involved if the we were to have some sort of cost analysis or cost breakdown when making this final decision. Thank you. thank you, and before we go to round two, I would like an opportunity to weigh in. I'm very concerned about the narrative around combining the pmor and master planner because we're hearing people saying that there is a conflict. But I have not heard that from staff, so can staff elaborate or explain why that would be
a conflict and if so, like why was this recommended? Because I happen to be in the other camp, I think combining the two makes sense and I'll explain why but I would really like to understand because I haven't heard anyone really explain it, why that would be a problem. so, again, I looked at other school districts outside of the state of florida, in the state of florida and also o ut of the state of florida that used a combined approach for project management -- project manager owner representative and master planning, again, the master planner would be responsible for looking at the district holistically taking the fca -- the facility condition assessment report, looking at our projections and developing -- looking to see where the board would like to go strategically moving forward. They would look
to see prioritize and with the program manager owner representative, they would assist in that process by developing projects, by putting together a plan whereby the board could approve to move forward on what projects would be -- years they would roll out, so they're working collaboratively. We do not have a a planner in-house to assist with that. Typically we would have a planner in-house to do that work for us and we don't have that now, so that role we would rely on the per tease of that project manager owner representative in collaboration with the long range master planner to develop those projects moving forward. right, so do you see a potential for a conflict or no? again, other districts have done it, there has been no conflict. Again, what I would consider the conflict if you
had the program manager owner representative going o ut out doing a facility condition assess. which is not, we've already done that. Er you've already done that, you would have an issue there where they would be looking at project and is then coming back and developing those projects and maybe making multiple projects. So, again, I looked at districts in texas and, again, they have that same approach where they're using collaboratively with the program manager owner representative again as expertise and assisting the master planner with developing those projects. okay, and then to DR. Zeman's point, the districts you looked at, they were districts that were successful in delivering and executing capital programs? yes, as far as I know. okay. If we were to separate the two, the master planning contract, is that like a pretty big contract
or is that a pretty small contract in comparison to some of these others? it's a sizable contract, again, they would be assisting with looking at the district whole elastically, take ago look at our facility condition assessment and determining strategically where the district should go. the reason to my colleagues, the reason I feel so strongly about this, two weeks when we voted to close schools, MRS. Alhahaff asked d a line questitiining that wa not really a pa of the planning and calculus of which schools with were closing so she asked about the fci and the smart projects left and talked about the schools we were vote tog close and one of the critiques of the redefining process is that it's not done na holistic strategic way so the ideate that we would combine the pmor and
master planner makes absolute sense to me like we're hearing from you, you're look at ro j ex and is the fa sits condition assessment which has been done, we've had a workshop on it, to make strategic calculated decisions about the school that is we're going to have to close in the future. That woo's why it makes sense to me to combine these two and I'm not sure where this narrative about a conflict has occurred but we heard from the construction experts that we pay that there is no conflict so I just -- I want us to be very cognizant of that. I think we will be in a stronger -- if I can give my feedback on doing the multiple contracts for a single pmor, I think we would be in a much stronger position
if we go forward with like a pmor master planner, a cma as that was outline ined the presentation and then the program controls, so to have three separate contracts. We've done the single pmor for years with different firms, it has not worked out and I think that having the three separate contracts will increase oversight. I think we've seen some issues with that in the last few years and I think it will help cut down on the red tape and bureaucracy, I think like anyone who's gone to a school and looked at the various projects that are being very slowly executed with staff and with our pmor and with our building department, there's like a lot of finger pointing and doing the separate contracts I think cuts down on that and allows for heightened accountability. I
think that our rfp's and rfq's are too long, there's too much stuff in there. Tla's what the feedback that I've gotten, but I'm not the procurement expert, so I'm just sharing that feedback. And I think we need to be very cognizant of when we talk about like moving some of these functions in-house, so like moving atkins in-house or moving some of the pmor positions in-house, we're talking about paying salaries to people who they would be making more money than the superintendent tha,'s why it makes sense to contract out because we can't pay some of these experts like at the pmor level what they get paid in the private sector and why they're experts in their field, so I think we just need to be aware of that and then as a separate issue, I think
we need to look at auditing our augmented staff that we pay for to make sure we're not being redundant or paying people for things that they're not doing. But I want to kind of -- because a lot of people have talked about the information we needed to discuss or the more information that we need, so I want to be very clear about what we have discussed as a board and what we still need to address moving forward. So, we've had a facilities needs assessment workshop, DR. Hepburn, will we will having for workshops on our fca? there will be future workshops, the report ares being completed so we can get all of that information on website, not just the summary information but detailed reports too. okay. How will we be confirming the scope of work for
each facility moving forward? MS. Coley? that would be done by the master rambler, they again would take the facility condition assessment, any report that is we have, structural reports, and take that and develop and again with a planner, whomever we choose, to develop those projects. when was the last time we looked at our maintenance program? go ahead, MR. Dorsett, any knowledge? good afternoon, when you say maintenance pra ns program, the internal maintenance operation, there was one done a few years ago with the council of great cities schools. that was before debbie and I were on the board, that was a while ago, maybe that's something we need to redress, our deferred maintenance. Wefrjts can definitely look into that. One of the things I wanted to mention here is the purpose for this presentation is to
get feedback so, we're getting exactly what we're asking for, right, for the board to make decisions or make a suggestion on what system you would like to see going forward. We're taking notes, we're analyzing exactly what's going on here, we understand there has to be an overall str -- strategic look at the overall operation and go from there. One of the biggest pieces we need to address is the chief facilities officer, I think that's an important piece because that's the person that's scheduled to build the entire process together, so I think that is something that we definitely need to push for and see what we can do with that. I do believe that the staff we have in office of capital programs, you're lacking there, we definitely need help in that area. We don't have
enough people to manage some of the projects that we're doing ourselves right now, so it has to be a multiple approach. I do like the fact what I'm hearing about separation of the master planner and the pmor, that's something that we can look at if that's the will of the board. Yeah, but to MS. Sonia's point, it has been done both way ins the past, I have seen them done both ways. okay. I also think, you know, we vote on the defp every year, well, I mean, we vote on the tentative and then the permanent, but I think like having a larger conversation about the role of the def -- defp in our program would be good along with our deferred maintenance since we haven't revisited that in a long time. I think to MS.
Thompson's point, some big changes need to be made in the way we do things in our facilities department in order to -- and I think I have said this before too, in order to allow the public to trust us enough with another bond years from now, right. They have to see we're doing something differently, so issues raised by grand juries, the recurring issues we continue to experience across different administrative changes, different pmor's, all of that, looking at our policies and procedures, looking at the design standards and specifications. So, I think like that's a very, very big conversation and I don't know if that happens over the course of the next few months or if we have like an all day workshop but I think those are all of the things we need to be aware
of moving forward with our capital program but I want to be very clear, my position is that the pmor and the master planning should be together for the very reasons we saw two weeks ago when MRS. Alhadeff was asking questions about the smart projects left and the fca. I think we have to be much more strategic and focused in moving forward with redefining and our capital program, like that -- our success will be dependent on that. So, that's where I am on that. As we go to round two if my colleagues could just be -- to just reiterate what their position is on like doing the multiple contracts versus the single pmor and separating the master planner, I think I have many of you on that issue but not all of you. And then I
think I did hear a suggestion or the sentiment from multiple board members that they want more information before a decision is made, so, maybe if you could weigh in on that so I have a clearer understanding or maybe staff -- I don't know if you guy haves a clear understanding of that. MS. Johnson? I just want to get clarity on some things because if you look at -- on page 5, we define that a long term range master planner has different responsibilities than a pmor, pmor is making sure the project is on track, they're part of the planning process, there's some overlaps but the master planner is a visionary and they strategically are moving the district forward. What we have in our defp is keep looking at projects websinger ear not visionary in looking at
where we want to go, there's futuristic things that have to happen at the same thing. We aoefr cosigning facilities but we need to be building facilities because we can leverage some debt and that's beneficial for the district, as you look at it, that person cannot possibly do both of those jobs successfully and we need a structure internally that holds our contractors or our consultant that is work for us accountable and that needs to be reported inside. We need our employees to be accountable for these construction projects being on time. If you build a structure like that, you don't have to worry about having aecom and atkins come in because we're holding them accountable because we're building a structure internally that does that and the accountability falls on us. We're not building projects because pmor is
not keeping us on skemg yule or abreast, are we on track of building, what's the problem, what's holding up the project and is you're sure you won't have that many change orders we have now. There's thing that is have to be in place and accountability has got to be set by the board and we have to have our employees take control of these projects that know what they're doing to make sure that these pros, the scope of work is on time and they're keep thing board abreast what projects and bh we have to pivot. I don't think that structure is here yet websinger ear trying to build a structure but I do agree, the master planner and the pmor got to be separate. hold on one second because DR. Hepburn, that is not what I
heard from you or your other staff, so help me understand. I'm asking DR. Hepburn. Er we brought a recommendation based on what we saw is the best option moving forward but we'll move forward with whatever the consensus is from the board. I'm hearing two different things from your staff now. yes, I'm hearing two different things but we initially brought it bundled. I would like to have some decorum in the audience, please. There was time for public comment, now it is time for board discussion. DR. Hepburn? yes. We'll move at the beh ed -- behest of the board bundling that or having the construction managers and a pmor also concept bundbacker bundled. thank you. DR. Zeman? thanks, chair. As we figure out all the piece tos this with more information and things like that and I'm
going to advocate, chair, we bring this back in a cup ofl week and is hopefully with more information be able to move forward with the procurements, but we need to be very clear that the organizations that do long range master planning, that do extra teeming -- strategic support, that help large universities, large school district, large municipalities make great decisions about how they lay in all their facile are a different set of company that is do pmor, so, one of the advantages of the bologna and sandwich strategy televising's a lot of local talent that can do pmor, this is a so frs kate construction industry of broward county and in the tricounty area, they can do pmor. The idea of bringing in national talent and I'm sorry, MS. Coley, I MAY be disagreeing with you, I
think that's a small staff, the staff has does strategic staff and executive work are AUGUST mantled by the chief facilities officer and I'm thinking it's 5-10 people, when I look at what florida state university, duvall municipal government, not duvall county schools but duvall municipal, they have a small team of strategic construction executive that is lay down their strategy, they don't work or do they n er live in duvall county until they got that contract, they are rare ducks to really find good strategic, but the firms are different. So, what you're hearing, chair, I think from the business aud yelps here and elsewhere is.The we don't separate those things, we're going to get a mash up and that mash up is going to be at a higher price than if we hire them separately and I'm
about doing this right but why would we wan the high price international in any firm that does strategic consultant representative be separate and then subsume the pmor and then paying their rates, illiberal not so high but high pmor rates until we can figure out how to hire more into the government and the bottom of that is cma or actual people wearing belt and is running around getting work done, so to me those firms are not the same taz local firm that is can do pmor and I would like to have local firms doing the pmor, this is where I live and this is who I serve and the more work we do local, the better off broward county s that level of talent, that level of think ising generally brought in from other places and
it's cheaper just to buy that as a separate contract, that's the strategy behind that, so I'm sorry, a couple of other thoughts, this is a workshop, it's great we had this conversation, we are where we are but I think this conversation has been very good. To the staff that is looking for peers, there are great university ins southeast universities and they have great facilities officers and they deliver every building on time at cost with scope. so, they're a remarkable kind of organization but you guys will figure out what there is. Chair, is there already included on the FEBRUARY 17th workshop, I know we'll talk about that in the end of the meeting, is that on the schedule on the agenda for the two weeks from now? I believe it is. that's awesome, that's great, and
DR. Hepburn -- is it FEBRUARY or MARCH. I meant FEBRUARY 17. Would there be enough time to put together a brief in a week and then meet on this top in two weeks. we scheduled to come back on MARCH 3, the first workshop in MARCH. Er you need that much time to come back? Frj we can confer to see -- we can meet to see if we can get it done quicker but we were expecting to get feedback, work with civic initiative as we draft the parameters around the solicitation, bring it back to you guy ins a workshop, we're hearing the request for additional information cost out and is things like that. so MARCH 3. if we can do it earlier, we'll schedule it, but we scheduled it for MARCH 3. Er it's bet tore
do this well than to do it quickly. we're in a no risk environment right now, we must succeed, we have to achieve the able to deliver at cost, on time, within scope. And whatever we need to do to fulfill that I think should be our guiding light. Thank you, chair. MS. Rupert? . Inger I was just going to weigh in the round part here, so I'm yes on the multiple contract, separate master planner and more information which sounds like we're going to get that in a few weeks anyway and I look forward to a robust conversation. Thanks. MS. Bulman? so, I really like the accountability piece. I think that the money falls in once you have the ability to make people accountable. So, when we're coming back to look at this again, would it be
possible to have a proposal or part of a proposal which kind of feeds in hiring additional staff to make the building department more robust so we can kind of look at what that looks like cost-wise and how you -- how long you think that would take and what positions that you think would be essential to start building the base so that we have that. We don't need an overwrought department but we clearly -- because we've been hearing this for the past year that we need more people. I mean, MS. Coley, with all due respect, can't manage all of the construction in the entire county single handedly. I think that if we're looking that way and really like taz planning is going, making sure we are the different components of accountability will allow us to make
sure we're doing what DR. Zeman is saying, at cost, on time and within the scope, so I would like to see that if we can do th. And d then are e we -- are e kingng foththingsigightow?? yeah, go ahead. I don't need to, that was my comment, thank you. MR. Cervera? thank you, chair. Considering that these project facilities projects obviously benefit the students, we also have to be mindful of the fak doctor fact that they also benefit the teachers who teach there. That being said, I would like the hear from the representative of the broward's teachers union as to what her take is on the presentation. well, thank you, is the mic. On, for a school board member showing some respect on having input from the broward teachers union, anna fusco, do you have
a comment? Did you want to say something? No? Okay. . we don't back and forth with the audience. apparently one does. Thank you. So, sitting here listening and I notice that as chair sarah leonardi did point out and I'm glad you did, I did hear and see the contradictory piece amongst the four that were sitting there. So I'm glad that was picked up but, again, as we see that -- did anybody ask anything of a process that's been entailed if writing, something, and then another piece about it is that we want to, you know, where's the sense of urgency. I get we want it done correctly but we have high level people, it can be done with urgency and correct in a timely manner, then we keep pushing everything back. Our own educators gentbacker don't
get that own courtesy in their own classroom, food for thought on planning days, they don't get a chance to plan, they're stuck in meet advising they don't get extra time pushed back so I respect that you want to have it done correctly and there seems to be a common narrative, we're always having to get things to get done correctly, why is it always done incorrectly? But yet we're all still sitting here. The broward teachers union is tired of sitting back and just watching the same old, sail old, circle talking, pushing off, projecting, having it on someone else instead of taking accountability, owner ship and you guys keep allowing it. 7 schools have closed down already and more to come because it's got to get done correctly, but what timeframe, on whose backs? So I appreciate
you giving me an opportunity to speak because I was stuck in meetings conveniently during this workshop when something was merged when the broward teachers union wasn't included when it deal widths money that's going to possibly be taken away from our educators. Again, same group around making the same decisions and it's never done in a timely manner with urgency or, wait, hence that word, correct. We expect our teachers to be correct and they should be and they've shown that because you're an a rated district so I'm asking the -- 7 board members sit witching MR. Cervera, push harder on this high district level people that need to get done in a timely manner, urgency and correct, stop pushing things on like with those laptops. as for my opinion/consensus on what's being presented, I'll stand by my
earlier comments and I would like more information specifically related to cost before I opine. Thank you. is there anyone else who would like to speak during round two before I try to summarize. Go ahead, DR. Holness? thank you, MADAM Chair, I want to reiterate, my position is for the separate pmor and separate master planner. I am also -- I don't object to getting more information as far as costs comparison and I also want to mention that whatever direction that we go, that we continue to mirror what we've done in terms of including our local and mwbe firms as we move forward with these contracts, thank you, MADAM Chair. thank you. So I just want to -- I'm going to try to encapsulate what I heard, so I heard the majority of the board in favor
of separating the master planner from the pmor and I heard the majority of the board say they would like more information before making a final decision but a majority of the board is leaning towards having the -- I only heard DR. Holness opine on wanting a single pmor, so if I have encapsulated that incorrectly, please correct me. But what I'm hearing most of all is the desire for another workshop, so if if we go to the schedule, so we were supposed to on MARCH 18 do a board review before posting the solicitation but DR. Hepburn, you said we're having another workshop on MARCH 3 on this? so, so we anticipate that MARCH 18 date is ant panted to post the solicitations but MARCH 3 would be the workshop with the additional information and the solicitation
developed based op current feedback and making the additional changes based on feedback from the MARCH 3 workshop and then post the solicitation on MARCH 18. okay, so I need my colleagues to weigh on if this is not their understanding of what should happen, on MARCH 3, staff needs to come back to us with a presentation of the scope, budget, number of firms and each set of specific contracts. Have I misrepresented that? only one of the piece I talked about which is a schedule of major milestones, not a whole projectbacker project plan, here is when we want to hire this person, just so we can see what it looks like from now until the summer. okay, MS. Bulman? so, this would be an updated presentation on the 3rd? that so that's my understand, because I don't
think -- and then I think the timeline is going to need to be pushed back. Er I don't think it's reasonable we're getting an rfq out in two weeks. correctbacker based on this feedback, you can build most of it, based op the information we bring back on MARCH 3 to finish it? yes, I think we've got the skeleton of the terms and conditions, the basic framework tof solicitation iss pretty much completed, it's get thing scopes once we get the final direction r we bundling, are we not bun l, if we're not bindbacker bundle, I need two separate scopes of work, and I'm working with sonia to cop up with those, I think if we reach alignment on the 3rd, we can get this out on the street around the 18th. so I think what I
want to say as one board mb, I don't want to be involve ined reviewing and approve thing rfq, I know some of my other colleagues do, if we make MARCH 3 another workshop where we're evaluate thing scope and budget and the things that DR. Zeman added, we will not be reviewing and approving an rfq that day, so I just want that to be abundantly clear to my colleague who is do want to review and approve the rfq because then I think the timeline would need to be pushed out, we wouldn't be able to put it on the street on MARCH 18. MS. Bulman? yeah, I mean, I guess to avoid what happened last time, I don't need to be reading the entire rfq, I would like to know what the basic terms are, like to
have it in writing after because we can say whatever and then it goes on the street and we have no idea wawa's in it and it doesn't necessarily capture what we agreed to. I don't necessarily want to rush it because we don't have to, I would rather get it right than have some arbitrary timeline we're trying to -- so, is your desire to have another workshop and push back the timeline a little bit? yeah, I wouldn't be opposed to that and just for the public, we were talking about that, I think if we have some supporting information that shows this is how the other programs do it, that we can rely on -- that this is what we relied on to make the decisions has we're making. DR. Hepburn? yeah, so if I can make
a suggestion, maybe we bring back all the stuff that we just discussed with the board and staff and then make that determination tat MARCH 3 meeting if we need to push it out. tbd. I feel with any additional information and the development of the scope based ton feedback from that workshop, then the board can make a decision if you want to push it back and we bring the actual rfq. right, and then also just really quick, the master plan, what -- . Inger it will be separate. so, I think we need to nail that down too, when we ear going to get that rfp. is it the board's will to see that, they can meet with the facilities task force. I don't think we need to see it. we can push that out. how long
do you think it will take? do we need to see it, I don't know. well, while we wait -- I guess that might be a discussion. We need to at least know what we're looking for the master planner. we can do like how we did this particular process for construction management or pmor with that timeline we sent with the memo, we can replicate that for the long range planner also, just so you have specific information. When is the scope developed, when are we meet witching ftf, when are we making the final change and is putting the solicitation out so that you have it clearly in writing. okay, and we're consulting with other -- yeah. programs to find out how they're determining how they're getting their master planner as well because I think that's important. yes.
does this require us to use the civic -- I didn't write the whole name down, civic initiative procurement aid. Er w ke -- we can use that do to review and process. Er you're good? yes. MS. Hixon and then MS. Rupert? I was going the say I don't think it's necessary for us to weigh in on what goes in the rf q on the master planner, I think that's kind of a -- I don't want to say generic but I don't think we need to weigh in on that. I don't want to cross the line of getting into operations and doing those things that we shouldn't be doing. MS. Rupert? is there anything on policy that would stop us from doing that and having it not come back to us sm MS. Jacques-adams? so, I
was checking into that because in my past experience, I know of no law that requires that. And just to be specific, I know of no law that requires an rfp to come back to the board to approve prior to putting it out on the street, but the school board MAY have some policies, and I was trying to investigate that to see if there was any policies -- school board of broward county policies that require that, so I was looking into one more policy to see if that is the case to be able to let you know but if staff happens to know it based upon your experience if tlas school board policy that requires formal solicitations to come back to the board, please let me know and I'll look at it but I know of
none, so I have one more policy I'm checking. I know 7003. . Inger that's exactly the one I'm checking. to check. [Inaudible]. are you done? I was waiting for the response, or sit going the take you a while, MS. Jacques-adams. just give me a moment because the policy's several pages long. I'm done asking my questions, but I'll let her do that and give one of my colleagues an opportunity to opine. MR. Cervera? I don't have any follow-up. your thing is up. I apologize. alright. Does staff have their direction then? And is the board in consensus, we want another workshop with those elements, is there any objection to that? DR. Zeman?Frjts the only possible -- and I wouldn't necessarily call it an objection, are you going ask separately about moving forward with the master planning contract?
The one you're talking about now I think is bring back the workshop on the pmor larger contract but I was wondering if we gain consensus enough to allow them to put together and to execute on their own an rfp or an rfq for the master planning contract. I didn't hear an objection, if anyone does want it to come back to us. I'm good. anyone object to staff moving forward with the master planning? Okay. MADAM Chair, just for general counsel, as DR. Zeman noted, the only thing that's in the policy, it just mentions the form/>> tem -- template comes back to the board for approval and I don't know what the clear definition of form is in this instance, so I think that's -- does past practice? . Ing that's way see as well, the board
shall approve standard rfq and rfp forms. So I don't know exactly what that is because I know that each solicitation is unique to what you are trying to procure, you know, the good or the service, the commodity or the s frs you're trying to procure so I'm not familiar as to what this form is. So, I was trying to read -- I see a hand in the audience from DR. Natalie lynch-walsh. thank you, DR. Natalie lynch-walsh, former facilities task force member since 2011. So, yeah, that line in the policy was always interpreted that when a new solicitation for the first time like when it's a program manager and again in 2020, it came to the board, the board gave input and feedback and that got responded to. And it went out, everything was transparent for
the pmor in 2020. Prior to that, one prior to that also went to the board. They used to bring too much to the board because all of the architects, all -- bh they would advertise, everything came to the board and then here you stopped a lot of stuff coming to the board. The master planner of all things, to not bring that back to the board and then it goes sxout those of us are out there going what in the world in here is this or there's a hiccup through nobody's fault, when it comes to the board, instead of hitting demand star, it creates an opportunity for everybody to see it and alert you if there's an issue, alert staff nr's an issue, have discussions and give feedback before it goes out there. The one that
you just had to reject went out with no input and there were things in there that we could have taken out had anybody seen it. with you say it comes to the board, are you refer tog a regular school board meeting? regular school board meeting for approval. From 2011 onward, always meant bring it to the board before it gets advertised. So, yes, there's some timing involved but for things that are this big, the master planner, the pmor hasn't been updated since 2020, since it was just mashed together to create a cmao rrk, you would then need that to come back, you have the cpcm, there's a saturday one, but that probably needs updating, so that interpretation was always it came to the board, that was standard practice until it wasn't and I would argue that
not having it come to the board and being transparent a has not benefited the district especially recentlyfinger so that is the interpretation past boards took, even the removed board wanted things brought, it was here that they discontinued the practice for a while. thank you. MS. Jacques-adams? so, I've been here since 2015 and in my experience here, when I have seen rfp's or rfq's brought, I don't think I have seen specificity with regards to the specific commodity and service that is being brought like we have a standard contract template form and that is a form that a all staff utilizes to populate with the specific commodities and services that they want, so in my opinion, when I see the word form, that means that it's not specific. DR. Zeman? I just would be a lot more
comfortable separating the board from the superintendent's responsibility of what came back to us was either a summary of the key attributes of a contract or a form that filled out like the standard procurement one and I think we could do that at a workshop, chair. We're not trying to edit words like we are in a policy where it's like this is the final word we're going use and we make it better and approve and say great tha,'s exactly with it's going to be, it's more like this ising lastst fofor fifivetoton n yearand d it's going to be open toto low e calls and national firms and it's the attributes of the rfq or rfp that is important to the board and I think the board's responsibility to weigh in on policy issues like local versus
-- and things like percentage of certified firms and things like that is an appropriate thing to weigh in on, I think we can do that at a workshop because we're not telling them what word to use, we're giving them general guidance ton things that make sense to the board. yeah, MS. Jacques-adams and then DR. Holness. one thing I would like to add, formal solicitations often have addendum for various reasons and at least in my experience here since 2015, I don't remember and please correct me if I'm wrong that I have seen or heard addendum routinely come to the board for approval, sometimes there's like one, two, three addendum per rfp, rfq that's out on the street and that's not routinely brought and the addendum would not be considered a form because it's an addendum unique
to the solicitation that you have out on the street, so that further bolsters and supports that the interpretation within that policy is indeed a form that you would bring forth for the board to approve rather than a specific formal solicitation. we have DR. Holness. are you done, DR. Zeman? yes, thank you, chair. DR. Holness? thank you, MADAM Chair, I strongly believe that the board should reserve the right to review rfq's to avoid the issues that we've had even recently so., I understand that the language is vague in terms of form but I do believe especially when it involves a significant amount of money that the board should reserve the right to review. I think it would avoid a lot of issues we've seen recently and a lot of delays especially with the prior rfq. So,
I would prefer that the board has that right to review, I'll reserve the right to review. Thank you. MRS. Rupert? I was going to say I prefer that the language of the rfq come back to the board so we could see it. okay. Anyone else want to weigh in? I just want to be on the record, I do not want to get involved in those matters, so MS. Bulman? I'm going take the advice of our counsel but I do the like the idea like we talked about before, having a memo that outlines the main ideas. thank you. so we are separating them. MS. Thompson? I would like to agree with the chair, MS. Bulman, and just the memo. alright. Do you have your direction? yes, ma'am. okay. Does anyone else want to weigh in? Alright,
are we clear? Okay. At the direction of the superintendent, the following agenda topics are tentatively scheduled to be addressed during the upcoming workshops, FEBRUARY 17, district budget update, mid session legislative update, district strategic plan, rule development, broward v irmg wall franchise, non-traditional schools, final boc report, instruction assessment and testing, ensuring balance reducing overeating protecting instructional time. MARCH 3, advisory committee reports, fast pm2 academic update, rule development, attendance poll osier legislative affairs, transportation plan, rural development, safety and security policies. Mroez note the order of topic and is scheduling remain tentative and are subject to adjustment, at the superintendent's discretion, at this time, do any -- I'm sorry, I was going to remind you about your report. yeah, I know. At this time, do any of my colleague haves any student successes or issues they'd like to
bring up. MS. Thompson? thank you, chair. Just one second. So, I would like to first see if my colleagues, imlike the request a workshop on rvpk and prek perhaps to include head start and include the total cost of these program, opportunity to grow programs, how we market, comparing pricing to other surrounding private vendor and is then af charter school and is private schools offer these programs, I think this is an area wre with can grow as a district sxit's a needed district for our xhaounltbacker community, so I would like to request a kwoker shop on that. is there any objection to that workshop? no. alright. and then I would like to shout-out some of my district schools for their mind craft competitive wins going to the finals against palm beach county, silver palms elementary, pines
collegiate middle school, west broward high sxaol and a shout out to everglades for place ining the semi-finals, and that's it. DR. Holness? thank you, MADAM Chair, I have a question for the superintendent and then some comments. Has there been any reports, DR. Hepburn, that we've received out of the inspector general's office since we had the agreement with them? no, I haven't received any reports as far as any investigations from the oig's office. and we've been in agreement with them since DECEMBER of 2024, correct? from our recollection, yes. okay, so the allocated budget for the oig in 2024-25 is 659 thousand 810 dollars. The oig budget closes out annually in OCTOBER, as of the close of OCTOBER 2025, broward county public schools had spent approximately 128 thousand, does that sound correct, DR. Hepburn? I would have
to have MS. Johnson verify that. I understand, so expenditures are expected to increase this year with total cost projected to reach up to a million dollars. So, I am concerned about the amount of funding currently allocated to the oig, the expenditures incurred to date and the scope and effectiveness of the services by that office, so can this item be brought forward for discussion at a future workshop to examine from a cost management perspective alternative approaches to achieve more frequent reports and possible better cost savings and achieving the same outcroppings, -- outcomes, I think it would be helpful to look at alternative approaches to this because we haven't had any report ins the past year, we're spending quite a bit of money, it doesn't seem the process doesn't seem to be efficient esspshlly on things that
we need reports on, so I would like for us to discuss this in a workshop if we want to continue with the oig or if we want to look at other alternatives. if I MAY, DR. Holness, for the workshop, are you asking that we have the oig here in this workshop because as far as staff, the only thing we could provide is how much we pay them. okay, so what ill like to see if we can explore alternative approaches that would be more efficient, more timely and more cost savings as opposed to what we have. We've sentbacker spent so far 128 thousand dollars and we haven't had a single report in a year. We've had several concerns that we sent over and it doesn't seem to be timely, it doesn't seem to be efficient, there
has to be a better way to do this and less costly, so I am -- I would just like the board to look at alternative ways to which we can achieve the same report that is most cost effective without necessarily having the oig there. MS. Jacques-adams, can you weigh in on this, I know the voters established this as part of the charter. through the chair, can you repeat your salient question so I can make sure -- he wants to see if we can explore more oversight options that we feel would be more cost effective. Sxfrnlt more timely. I believe you can sit and talk about it but I'm not sure that I understand, perhaps I missed a part of the conversation. perhaps I can help. MR. Sullivan? . Inger sure, this was placed on a
ballot at the request of the school board which passed and it included amending the charter to include the school district and the jurisdiction of the oig. So I'm not sure -- I know we have an internal local agreement with them, I know with cities it's very specific in terms of what the percentage is of their payment to them for their services, so I think we need to explore what the charter, how it was amended and how it would impact our able to do something differently. okay so, MADAM Chair, can staff come back to us then, not necessarily to be a workshop item but information to what the process would be to either discontinue this or to have alternative options for what we're trying to achieve with the oig. can they provide that to you in
a follow-up. yes, and to all of the board members. okay. I have MS. Hixon and MR. Cervera. thank you, DR. Holness, I sent a board request to MS. Jacques-adams asking that exact question and also to MS. Johnson for them to get back to us about what we've already paid out and what would it look like trying to change, so thank you for that. I just want to give a shout-out to broward education foundation and broward teachers union for the teacher expo they had this week en, it was in the same place as the mind craft and I was lucky enough to be a judge for the 30 different projects they had and the teachers do projects presented to other teachers and then those teachers are able to write a grant to be able to do
those projects in their own classroom. It is something that broward education foundation does and funds for the teachers so if you didn't go this year, try to go next year because there was some really cool projects and it's a good way to get some funding for your classroom. Thank you. thank you, MR. Cervera? chair, I would like to acknowledge MS. Hixon if I MAY momentarily before I break into this bag of m&m's, I appreciate the gesture you did here for your husband who was wrongfully taken from you 8 years ago at the hands of a deranged individual, I'm so sorry for your loss, I pray for you and I will continue to pray for you and the loss of your husband, I pray for MS. Alhadeff and the loss of alyssa, as an m&m's fan,
I was moved by the tribute here and I wanted to acknowledge the kind gesture before I tore open the bag and enjoyed the treat so, thank you very much for that. can I just -- so, just for revenger to know, 17 days leading up to FEBRUARY 14th, there is one day to honor each of the victims and it starts with alyssa and it's started on the 28th of JANUARY, we typically post that out, every day is a reminder of one of the vicks and to do something that they enjoyed, so that you would remember what was lost, so today happens to be chris's day tha,'s why I did the m&m's, so thank you. thank you, anyone else? She's glad he didn't like broccoli. And yeah, just to echo, thank you so much and thank you,
MR. Cervera, for acknowledging MS. Hixon in that way. MS. Bulman? I wanted to give a shout-out, the student trip to tallahassee happened last week. I know three buses went, one bus that I was more familiar with was the tomorrow's leaders and five thousand role models, what an opportunity for our kids to go up there, I had the privilege of having someone report directly back to me about what an amazing time it was, college tours, the senate, the house, the supreme court, meeting all these people, sending pictures back, celebrities, so, I just think we can't talk enough about these programs and opportunity wes have in broward kubbacker public schools, I never had a chance to do something like this when I was in high school or middle school, so I would tliek thank armando and everyone
else that made this possible, it was amazing, thanks. thank you. Anyone else? So, in that vain, I did want to deliver my report from the trip to tallahassee, I traveled to tallahassee for broward and rally to tally, I was joined by students, our students were outstanding and showcased the best of broward county school and is I think we can all agree we will all be very blessed constituents when these kids become elected officials because they were amazing in their advocacy. .If you can watch the florida channel and watch them testify, it's really amazing. I would like to thank board member cervera, hixon and rupert for attending and spending time engage witching our students as well as superintendent howard hepburn for organizing and supporting this meaningfouler experience for our students. During the visit, we met with
several e leaked officials, one of my meetings included the director of emg kaition. I was able to highlight our district's accomplishments and emphasize that this is a board that takes action when issues arise and we are proact timely working to address any operational concerns as they come forward. I look forward to returning to tallahassee next week to continue these conversations with additional elected official and is member of the consortium. I had two other issues to raise, as we're all aware, there is an issue with the office of the tax collector and the with ho el -- withholding of money, so I'm wondering if MS. Jacques-adams can weigh into sbao tla and the superintendent to see what next step weser ear engaging in to try to resolve that issue. so, I am aware of the issue
and I am looking into the laws, the facts, certain documentation to understand the matter fully so I can baibl discuss it with individual board members and provide them with that information, what I find, so I am in the process of doing that. okay. also I have an upcoming meeting call with the tax collector I think sometime this week to discuss this matter. okay. I hope that we can resolve that quickly. That money was intended for our students and our employees and security, so I hope we can resolve that in an expeditious manner. And then I just wanted to revisit the graduation issue, so I'm -- I know the community, certain members of the community are pleased that we are returning to the original venues and that was half a million dollars, 500 thousand dollars. correct.
where were we able to get that money from? we received some tax credits unexpected tax credits that we were able to leverage to pay for that. and I believe back in DECEMBER, we had a workshop on our food and nutrition service and is the school lunch program and I believe fns made a request of the board to transfer 688 thousand dollars to their account to pay for food for our children and the board -- did the board agree to do that? no, I think the direction of the board was to go ahead and move forward with pushing out information for the student debt, however we do that through parent linked many and the sort. is there -- are we going to have any additional workshops on that program this year? yes, we had the council
of great schools come out and meet with our fns staff, do a deep dive and assist us in seeing how we can figure out a way for all of our students to eat lunch for free, so I'm awaiting a report from them to see if there's any direction for us to move forward in that manner or whatever strategy they MAY recommend. okay. Thank you. I was told that I will adjourn the meeting and then we will go to closed door I want to jump in here real quick, twofold, number one, as a shout out to naod and nutrition services, after the last joint discussion, they met with students that week in the same exact week to resolve the issues that is were highlighted so I want to say to your point, MS. Leonardi and I
share some disappointment in that area. I think it's important we need to communicate with students, not just parents, with students that they now have obligations because in the time of graduation, prom, all of the year end events, there are a lot of students getting to a position where they're like, what's this, so even though there was communication to parents, if there's some way whether it's on the focus dashboard, whether it's something given to students and I'm not going to propose something and not help make it happen, I'm happy to make help it happen, but I think there needs to be something directly to staounts that is says you have accumulated meal debt and this is the steps to remediate through your parent, that way they're not caught off guard when ap advisor or somebody says
you can't attend. did you take a note of that? yeah, taking notes, we'll have to work with trey davis to see how we can accomplish that. Sxfrjts thank you for that, it will go a long way. thank you, landyn, for highlight hating and the different ways we can communicate with student and is I know you're always willing to help with that, so thank you. okay so, I'll go ahead and adjourn the meeting and then we will go into a closed door session t scheduled business has now been completed, seeing no objections, I will now
