meeting. welcome to today's school board workshop. Tone sure a safe and environment, do not block exit doors. Once the room reaches capacity, attendees will be directed to the overflow area. If the fire alarm sounds, exit the room calmly and remain outside until authorities give clearance to return. All please rise for the "pledge of allegiance" to the flag of the united states of america. I pledge allegiance to the flag of the united states of america and to the republic for which it stands, one nation, under GOD indivisible with liberty and justice for all. as we begin, we reaffirm our mission for the second time today. As an a-rated district we remain committed to, our theme is believe in power achieve one broward. We will now proceed with the agenda, the board will review the items as

advertised. Our first item is committee reports and to accommodate some requests that were made in advance, I will call on ese advisory council first, please add five minutes to the clock. Speaker: thank you so much for accommodating, I've got to shoot afterwards, thank you. I want to give a shout out first of all to the 300 students awarded at just do it awards last week for students with disability and their peer partners. This is in its 27th year thank you to diane and all the team who organized this event that show joyous showcase the special and special ed and ability and disability. It was nice to see the superintendent and two school board members, thank you MS. Hixon and MS. Bulman. We were missing five out of nine school board appointee, some of you MAY

have lost your appointee. Let me know if you need help finding replacement. I've now completed two reports that wife sent to the superintendent. Resulting from our review of two very important areas. The first is entitled strengthening the bcps district wide development plan and proposed improvement to student safety regarding elopement experience. It's when a student leaves without permis it can be associated with autism or mental crisis and come with limited danger awareness. Off campus, elopement has potential fatal risk. Ese identified gaps in areas such as risk differentiation, prevention and accountable. In particular the district's failure or inability to provide any data on incident numbers off reporting mechanisms. Our suggestions for improve included a reclassification to ensure timely responses, clearer definitions of attempted versus executed elopement, and stronger guidance and field strips and unsecured field trips and

so on. Also calls for gps protocols. Recommendations include annual staff training and drills, stronger integration of elopement into iep, environmental review officer incident and standardized reporting templates. The proposal emphasizes that oversight can make the difference between life and death. The second of our reports is about restoring just between families and bcps for follow through when parents raise concerns. When concerns are met with delay unclear process inconsistent communication, trust erodes and in some cases, families leave the district. This is not about isolated complaints, there are systemic weakness sxz how concerns are received and investigated and resolved and tracked. The goal should be to move from a case by case to accountability system which is our report provides suggests for. Also identified gaps and procedure around stud ept safety and investigations, in cases volving injuries or misconduct

or siu involvement, parents often clear unclear or inconsistent communication or no communication at all. The board also needs to be concerned about lack of incident report documentation withholding of records and confusion about district and legal obligations florida law and outdated board policies. Almost again, raise these concerns about legal guidance that is inconsistent with federal and state law regarding parental access to records. Our recommendation is to clarify proposals. in other news, we're launching a deaf and hard of hearing committee, transportation challenges for dhh students in some cases departing before 5:00 am, families report exhaustation and on going frustration. Ese made transportation recommendations at the start of the year but response and meaningful change still allude us. I believe the transportation department has been contacted by the ese and DR. Hepburn maybe there is something that you

can do to assist the department and getting a response for the visitation to come to the ese advisory at our next meeting. thank you, and do any of my colleagues have questions before she has to leave. MR. Cervera? if MS. Rupert would be permitted to go first. MS. Rupert. I was going say the sale thing for you. -- the same for you. Thank you, jackie. Have you at this time received any of the data from elopement. only from your office. that was my question and answer for that part. DR. MR. Superintendent, it's always hard what to call you. Do we have, it's a harder question to ask. I guess if you look at, the en shire ese, part of the district, okay. Obviously, it's like, it's like we're here on a cruise ship and hold

me there for a second so I'm not going off the rails. Is there anything that we can have a job here? You can get a job on cruise ship to do it. I think looking at ese for me as a teacher was always that way. You know, I called it the ese umbrella and often said that I would love that every child has a eip learning plan it would play to the needs of the students. So saying that, has your ese team, gotten together to discuss these great accountability gaps and the risk for this very very special population? yes, the answer is yes. We've already done internal discussions and as you know, we're talking about new work chart and changes how we provide services to students that receive them in and also we have a

meeting upcoming to be scheduled with MS. Lucequm? and your office has reached out to her office? yes, she reached out to us and we're scheduling a meeting but the team is working to make any changes especially for the upcoming school year. thank you for that. I would appreciate and I'm sure my colleagues as well, to know when that is happening to have after meeting report but also to plan a designated workshop, to discuss possibly doing another report like the every green report. If memory serves me, it was 110 recommendations and we monitored it for a while. And we stopped. I don't know when with the many years ago. reported in 2015. ?Fl okay. If you have not heard of it, it's extremely important because it lays out exactly what MS. Luscum is talking about. I'm

a big believer that you measure that you want to either improve that or make strategic moves and I don't think we can do that if we don't have information. Another item would be parent involvement task force. I think in the past, we've had it, maybe one or two. On those, I would ask them when you talk. To let us know what you would think about that and I think the more that we work together, especially committees and board, it's better for our students, it's better for our teachers and parent and community. You know, honestly, being extremely transparent and forward facing is, the best way that we can get past the blah blah and do what is right for our kids. So thank you for making sure that my office got that information but in a

perfect world, especially chairs of committees that should happen sooner. So thank you. thank you, MR. Cervera. thank you, and thank you to the ese advisory report and for coming this morning. I heard something that was very troubling to me, and I would like to some clarification from the district on it. And if I misstate any of the facts, as I'm regurgitating them here, please correct me. i would like to get some information on record policy on students. I would like to give you a hypothetical situation and I would like to know what your response is based on the what the current policy would dictate. If students x is in school, and comes home with bruises and a parent asked for an investigation or inquiry to be done to discover the source of those injuries. The

school conduct investigation and we follow protocol and the investigation is completed. After the investigation is completed, the parent makes a request for those records. Does the parent have a right to have those records? And if so, what is is the turn around time for requests of such records? records, yes, turn around time it depends. And it also depends on the situation for the records. I'll have general counsel chime in if there is a specific situation where we would not provide records or what type of records and for what reason? So, you know, these situations go along the spectrum of unique to the kids. Go ahead. through the chair, just on the unique circumstance on whether or not a person files a claim under 76828, has that period of time, there would not be, they could

not make that public records requests. So it depends on that factual circumstance. I'm not talking about making claims or litigation. My hypothetical, it's very specific an investigation was requested as to whether or not a child was harmed at school. An investigation was done, the parent was notified that the investigation has been completed and the parent is asking for a copy of that report with all of its findings. MR. Cervera. you told me to chime in. yes. parent is not even told if an investigation is completed. fair. So for purposes again, just hypothetical. Once that investigation how quickly is the parent entitled to that investigative report? so, through the chair. I cannot engage in stating hypothetical and giving answers on the spot. The way I do my work, legally speaking, I look at facts, documentation, so

I do not want to state an answer to a hypothetical one-fact of which MAY change my answer. So sifs merely responding to the question that DR. Hepburn was posing to me, that separate and discreet answer. , I do not wa toengage inin listening to a hypothetical, that's not what I would do on a daily basis. if something happens to a kid and a parent requests the records, yes, they do have access. But the question I propose to general counsel, if there is a unique circumstances that would prevent the records from being given to that parent. There is a lot other things, lawsuits but under circumstances, almost 200,000 students, we have things that happen to students every day, be it with their peers, or -- investigations are done every day. And that is given to parents

so they're aware but some times there is special circumstances and that MAY be interfere or even the ability to receive certain records. So under normal circumstances, yes. okay, soy want to break that down. I need a better understanding of how this is working. In a scenario where there is no attorney hold letter, mom just wants a copy. MR. Superintendent is she entitled to a copy of the report? yes. how quickly does mom get a copy of the report. as soon as the admin team can redact the names of other students and certain circumstances, you normally would get a report about your child, and redact any information about the other kids. I appreciate that, would that take six days or month? it depends on the details. If they johnny got popped in the head, they ask

all the kids in pe. But if it's a another nuance, it MAY take longer. now the last part p I want to understand and chair of the ese wants to understand. What are the situations, if you want to point to policy, code, what are the situations when the district would not provide an copy of that investigation report after it was completed? I will yield to general counsel, usually it's beyond any administer pif scope of duties during an investigation and when it involves legal, we look for legal's advise and take iting the next steps on what we can and cannot do. so through the chair, whenever there is depending on what is going on in terms of, litigation, lawsuits, claims, if none of that is in existence, then this is exactly what the superintendent has indicated.

They are entitled to those records. So even if the investigation is completely over and done with, yes, they are entitled to those records. MR. Superintendent, what is the recourse that a parent has if the records are not given the records in a timely order. they just move up the order, they move to the school principal if opinion they MAY cult to the regional office if they still don't get what they need. what if the regional office does not give in a timely manner. it moves up, everybody has a boss. does the state get involved? they can. does the parent have a right to provide a grievance with the state. yeah, they can call the state. They have the right to call whoever they feel that is going to help them. MS. Jacques-adams, I don't think

I received an answer. Respectfully I'm looking for a statute site, policy site and administrative site that you can provide to members of the public which would exclude the investigation of this report because of a threat of litigation. are you speaking to exemptions to the public records law. you said before that every case is unique and if there is threats of litigation, and I know you don't want to hear it but I'm going go back to my hypothetical, in my hypothetical situation in which the investigation has been completed and mom now wants the records, you said the cases can be unique and certain circumstances involving threats of investigation, the district won have a obligation. I want to know that a statute, portion of the blo ward school board policy the parent looking at to see all

of these exemptions that permit the district to not turnover this investigation report? just focusing on public records, because once again, when I perform a legal analysis, I do not do it the way we're doing it right now. Where I'm given a hypothetical with parts that MAY or MAY not change, what I do know is an exemption to the public records law is chapter 19.071, however I do not provide advise to anyone but the school board, that's who I provide my legal advise to. So I would within be providing advise to the public for any reason. what if I want to know? so, if you want to know, as a board member, I am an attorney to the school board. However, the public, no I do not provide legal advise to the public. I want to

know out of my capacity, adam cervera, what portion of the florida statute, the administrative code or policy would prevent the district to not give a report to parents who's child has been injured in the classroom. so not focusing on any of the factual circumstances that you mentioned. As well as 76828. Now, those are the main statutes but I do not want to be held to the factual circumstance that you referenced because depending on facts and circumstances, my legal advise MAY change. okay, so 768.1 19 what about the florida code? the florida administrative code, I would have to look that up. how about broward policy? in terms of? What is the question? the same inquiry, ma'am, is there anything that would prevent the district from having to turnover a record because of perceived threats of litigation.

I would have to look that up. I would ask that you look that up oar all of the above when available. Thank you. thank you, any other concerns for the ese council. thank you, so much. Thank you. audit committee? Speaker: okay, good morning p the audit committee met yesterday, MARCH 2, 2026, it was especiallily called meeting to review and transmit the financial report, the report is being transmitted to you in a timely manner. In addition we reviewed transmitted records for the year-end JUNE 2025 prepared for us and appreciated. We appreciate coming to our meeting to our meetings as well as provide a update for fiscal year 2025-26. In response to her comments and questions raised by the committee members, a motion was passed recommending that the district sponsor a parent university or some other forum

to educate and engage communities on the financial condition. We encouraged this to an effort to be transparent so your stakeholders understand what you're doing to mitigate the situation. Inviting their input on possible strategies to make budget cuts, while ensure that the maximum amount of dollars are directed to student learning and suck said, and we hope that you support an initiative to be shared with the public in coming weeks. And we finally, we had a little celebration thanking dave rodes for his work as our auditor. It was a great meeting. Thank you. thank you. Broward county association of student councils. thank you, good morning, I feel like we were just here doing reports. Time is flying by for us as seniors, it's a big thing. I want to start to you MR. Magli, into your role,

we don't deal with a lot of audit matters but we want to welcome you on behalf of the students and look forward to working with you. We have a lot to announce, we're hoping to have our first student university after many months of figuring out what that would look like and reaching out to talk about testing and gaining some more feedback. So we're looking forward to continuing the work for the parent community task force. We have been busy on our role tour. We've had some amazing visits on our non traditional schools, we were even gifted hats that we promised that we would wear today, thank you to principal, loren, for giving us these. I want to thank MS. Jackson at type res run and baltczar, at peri, and jamie at seagul. Tt nice to ask

about the impact the schools have had for these students. And hearing those stories has just been very powerful. And I will admit for those of that know me, knows I'm not the most emotional person but cup of those times caught me and just to hear the life changing stories of our students in the non traditional set ising has been incredibly powerful. We're looking forward to visits at whispering pines over the next few weeks and just really want to thank the students and administrators for welcoming us to their home. We're in the last administration window for this year, as a survey, we are at 47 percent district wide which is 10 percent. So we are seeing some good increases in performance, in responses, what is awesome about this quarter is we've been able to develop an

even more enhanced artificial intelligence school, for example, if you respond to a question that says, that you strongly agree that you belong at your school but then you say you strongly disagree that you would not recommend the school to another students, the ai will recognize that. Why are you feeling strong but not recommend. We're looking forward to sharing that with the board on APRIL 14th, we'll be doing our quarter school back session. So the students are really going to be bringing life to some of the data that we're receiving. I want to thank the teaching and learning directors and DR. Fulton and her team for welcoming me, we had a productive conversation as well as MS. Fry and the human relations council, we were able to go and do a presentation on this data. It

was a great discussion and we're looking forward to continued engagement. The student advisory committee met last week. I want to thank MR. Ben as -- osbourne, for attending. How can students play a role in making sure that our facilities are clean and well maintained. i said it before, and I'll say it again, the bathrooms don't dirty themselves. We know that kids play a huge role in keeping the campuses clean and we look forward to getting the ball moving on that. And finally, I want to thank jaecier for all the work that he's been doing. That will be taking place on APRIL 18th at south broward high school. Information has been sent out for students conversation. What conversation will look like and having that conversation to embrace, you know, what we need to do to address

that. As always, if there is any students who have anything to share, they can reach out to us on our social media channels and we're looking forward to a productive end of the school year. thank you. Parent community involvement task force? thank you. Good morning, board members, the parent community fafk force met last night for our MARCH meeting and we had a dynamic and forward discussion focused on communication, partnership and student opportunity. First I want to highlight our parent university on student services, it was a very robust session that helped families better understand the services across the district. A sincere thank you to simone as well as kevin williams in the innovative learning team for their collaboration and presentation. When families understand what exist, they are far more likely to access it. Secondary learning on

university focused on advanced academics. We will spotlight the duel enrollment and replacement and cambridge offerings. These programs are true differentiater for our business. I am thrilled to hear the breaking news about the student university that is so excited. I feel like these more accessible forum are a better way to engage. So that is very happy news. We appreciate the audit committee's motion to host a parent university session focused on helping families and understand the financial situation and accessible terms. Our task force agrees this needs to happen quickly. During our meeting, several members applauded the work and the area that they're doing to educate parents and foft fehr dialogue. We hope to foster with them, that's a little bit of breaking news, cynthia on this work. To help the community, understand the financial realities and provide

opportunities for input. The task force understand that this requires meaningful community engagement. We're planning a nonprofit forum on APRIL 15th, designed to strengthen connections between schools and nonprofit organizations. And we feel as we go into budget conversations, those connections are going to be more important than ever. We have a meeting to move podcast and we see that as an opportunity to build that connection with families. We are also excited to revive a resource database that would house both district and external nonprofit resources. We request respectfully that they support us in collaborating with with the team to explore this further. Finally, we ended our conversation with next week's agenda regarding school clubs. We're hearing that they're struggling to secure and sustain sponsors even for corner stone organizations such as student government, drama and student newspaper. Some

school administrators have indicates that limitations for sponsors, are have become quite rerespective and the result is that students are suffering. If that is the case, it raises serious concerns to leadership, arts and journalism and other enrichment experiences that are foundational to school culture and engagement. For many students, these activities are peripheral they're the reason they show up every day, time management and problem solving and real capacity. Truly the foundation of readiness. More importantly, these are the spaces where students find connection and identity and belonging. We can imagine that that landscape will get more challenging as budget crisis are continue. Our task force believes that it will be increasing bleed important to invitetein the community as club sponsor r thoutftflylyand safely to help sustain these experience approximates. Of course we must maintain safeguards, background checks and

appropriate training but procedural barriers should not limit. To when pathway to see responsible incorporate community volunteers and sponsorship roles. Thank you. thank you. And again to accommodate, a request before the meeting. Does anyone have any questions for the parent community task force? MS. Hixon? thank you, and thank you for your diligent work on all of this h.I want to ask the superintendent two things. First of all, thank you for wanting to do the parent university for financial concerns. I would like to ask the superintendent, if I'm not mistaken, I think the last time we were here I asked for a town hall for different region to see look at a bigger picture. So kind of good and bad and the, I don't want to say ugly but sharing the good things happening in the district.

The concerns we have and then asking the community for their input. So when they did mention, they would like to do it sooner rather than later. So if we can start the parent university and then branch out to the town halls, how fast can we do that? What date do you think would work for that is my question. we have to get back to you with the dates. We're working with a partner just to make sure that we're communicating appropriately and addressing and addressing all the stakeholders, the parent university that's one that we can hop on quickly. The town halls, we'll have to get back to you. starting with the parent university would be the kickoff, can we say in the next two weeks we would have a parent university? it all depends on the

parent community task force. can can I just respond on behalf of parent and audit community and MS. Johnson she MAY want to weigh in. But we were thinking the week after spring break is the soonest, we have less than two weeks till spring break. And the other thing, I forgot to include this in my report but if we can do more extensive out reach and communication to let them know we're having this program, I'm sorry, I interrupted here, but we feel this needs to be broadly communicated and we need to engage our community and ask them to help us to well you know. you suggested it. absolutely. I agree. So -- . that works that is perfect timing and by that time we'll get a lot of feedback with the external consultant we're working with.

This is on our radar, so we want to make sure how we communicate and also the target audience is all done appropriately. We're learning on expertise to make sure that is done appropriately that is perfect timing. and I want to reemphasize, we should be starting off with the great things. There are many great things happening in our district and I think it gets over shadowed with the couple of things not happening. It's important to do that. But I also think it's important to have a space where they're able to share, their, their thoughts or maybe their own ideas on how, I get emails every day. And people have ideas on how to save money. So we MAY or MAY not be able to shake them out but give them a platform for that forum to

be able to share their. can can I comment on that, that was part of our discussion last night. So is the model we're envisioning is MS. Johnson, I hear she does a great job. I'm speaking in great language, to say this is what it means for students, community members, families. We thought we would have some sort survey at the end where the people are thinking about this h they could share their ideas and that we would kind of curate that report and findings to bring to the board to say here are community and there was a conversation of almost doing a separate session for teachers that gets at something similar so just throwing that out there. if I can add, we need to meet off line to discuss further. Because we already have in the

works a survey that we're developing for community parent students and also faculty staff, just a simple survey, three questions and leverage, what is the survey tool? Exchange, thought exchange, theme it out based on all the feedback. So we'll talk about it off line about timing and what not. But you have a great point, MS. Hixon, about just I call it a sandwich to, integrate things at the top and bot many and challenges in the middle. And we're doing a good job in that sandwich, bad things on top and slither of what you like in the middle. That takes all of us, not just my staff all of us. and I would also mention, I know we use a lot of thought exchange but I think people have different feelings about that. So there should be

a thought exchange for those people who have their own feelings about it. The question that came up as they just mentioned here, is there anything in policy that keeps a school from hiring or letting somebody volunteer to do clubs like, band director, not band director in a school but extra curriculum or chess club or any of those things? If you don't have somebody in the district because they were given conflicting, so somebody can answer that. MS. Rupert has her hand up. DR. Hepburn, do you have an update on that? Because I actually shared the situation going on at pompano beach high school with him and many of our other high schools and he was going to get with staff and let us know. This MAY be the opportunity time. so a person about about the

same situation, so DR. Fleming was looking at that into principal and gave the principal permission to do what they need to do. As far as policy, I'm not sure, I have to dive into it. We have a litany of policies just to make sure that we don't have barriers that are interfering with people that have the desire to support our students. If they're an external person, it does not work for us, as long as they go for a background check. It's okay to be around our kids but I'm not aware, I have to dive back into that policy just to make sure that we don't have any barriers. I don't know if MS. Jacques-adams is in tune. through the chair, I do know that there is a policy with regards to volunteers and they do

need to be background checked and screened. the question is not so much about that. The issue was something either volunteer or somebody externally fill the position of a sponsor for a club or an organization, you know, activity that is happening, it was not could they be a volunteer, not would they serve as a sponsor for a club and activity. And the two policies, we have to speak to them at all. And then I asked andre, MR. Hill if there were any additional ones because somebody is sighting that policy, does not a law it but the two policies. yeah, the two that I see, don't have that in there. That's why we're trying to figure out where people are getting that information. and if it is, can you bring the policies back. I apologize, quickly, last

night at our meet ing, I mean the number of people had personal experienced across the district that's what they were told. And literally an elected official who was background checked wanted to be in charge because they lost their sponsor and they were told absolutely not for free. So clearly, even if it's not policy there is an understanding that is in fact that principals believe, so if it is nt policy, it would be wonderful if you can clarify. can I jump in, I'm looking at 360 for next week and amend on ph1, section a, staff's sponsor shall be present at all meetings. So I think that's the barrier. I think, there is probably, if I'm reading the room right, probably a desire to not have it say staff sponsor but just be sponsor. I would ask

MS. Jacques-adams not right now, but in preparation for next week, if we would be able to amend that. and it says each school club or activity must have a school sponsored approved by the principal or designee. So, you know, I don't know what school sponsor means but have it so obviously this person has gone through the necessary background checks and clearance but it does not necessarily have to be employed by the school district or that school in particular. That would be any desire to fix that section so we're not running into these issues moving forward. yes, yes, MS. Leonardi. I will go ahead and check to see if that person can be a volunteer rather than a staff member, I would have to have discussions. and provide language to amend the language. And sorry, MS.

Rupert, I didn't want to interrupt but I wanted to say that because I was looking at the policy. I wanted to say, I know that's when we're going to do that next week. But between now and then, a lot of practice time. I know we had a lot of laws change within the state of florida about who can be with kids by themselves regardless of their level 2 volunteer, in some situations a school board employee has to be present. So we need to check that too maybe that's why that language is in there, it just needs to be worded more appropriately. But the situation is another staff member coming to that school, so that's not an issue. so that's okay for pam pa no. yes. yeah and remember too, principals have the discretion to say

no. I don't want this person to be the sponsor. However they feel, and they MAY have the option and they MAY tell that particular person no, we have the situation where principals lead the opportunities. We need to check on that part as far as the laws. through the chair, thank you, DR. Hepburn in addition to the two items, there MAY be additional hurdles that prevent that so I would like to have a discussion with DR. Hepburn to that. all right, we'll get in I'm all about the student opportunities. We'll find out, get rid of all the barriers not applicable to the law. So we'll work on that. can I just comment I'm glad you're going to be looking at current laws because this policy has not been updated before 1974, when I was a student

sponsor. We envision this as a way when just a perfect example of when times are tough, this is a place where our community can come in and really supplement. It's a wonderful opportunity and I'm glad the conversation has evolved to this point. Thank you. thank you. Any other board questions or discussion on the parent community pacific force. Thank you. Next we have district advisory council. good morning. i'm sorry I didn't send a request but somebody was suppose to speak for me and they were not able to make it. I do have to make it to my son's field trip. I'm a parent and volunteer, our last meeting was wednesday FEBRUARY 11, also several subcommittee for then. Safety and security continue to remain a top priority, we continue to hear from parents that we have schools

with inadequate security operating with one campus monitor and as I walked into the room, four in the lobby and three or four today. But we have schools operating with just one. As of right now, vacancies are not being filled. And it appears the district is moving towards more cuts or diva lo occasion models. As of today, there were no job postings on the website, so we wanted clarity whether the hiring freeze impacts campus monitors. And I'm not talking about armed guardian that's are required but campus monitors. If there is a vacancy, will new hires be allowed to fill those vacancies? Parents continue to voice concerns about school nurses. We saw the board where with the nurse at william dandy was able to save a life. We would like the rest of our 47 schools be

afforded the same opportunity for students and staff. In terms of hazel health, thank you chair for the follow-up. We did, hear that, hazel health will be charging for their services in the future. I don't know if that will be a cost to the district or transferred to families? But we want to ensure that the district is proactive in letting families know that come JUNE, they will be charged for services. In terms of the laptop distribution, as of today, we still have students who have not received those laptops, we're hearing that there are not enough protective cases for the laptops. I heard from one parent today that their principal said go ahead and distribute the laptops without the cases so that students have access to them. So I would like to know how many people opted

in of the opt in, how many have been distributed and what are we pending? The community want to focus on thriving system. We heard from parents, they want to see cuts at the highest non phasing positions. As of today, the 125-26 is still not on the website. We requested, we still haven't received it. We know that there are proposed changes coming to the staffing allocation models. There was suppose to be a presentation at one of the board workshops, we've requested that document but we've yet to see it. The meeting document for next week, showed a projected balance of 17.7 percent. We saw that there were a memo labeling corrections. We think that there should be some clarity. In terms of sack funding, we're still hearing. There is too many confusion. The schools are suppose to

have the money whether it's from school accountable, class wallet and anything that rolls over. There will be roll-overs for next year? There MAY be some instances where they have roll-over and we want to make sure that those funds are used for intended purposes. We want to know when the remaining balance of accelerating funding will be pushed out. When will the other 40 percent be pushed out? And when will the aftercare funding for private providers be pushed out to schools as well. We want to shout out, kim, we heard that she has retired or resigned and she was the epitome of what it meant to be ethical and transparent and engaging the community and really yearning to empower parents. We're still hearing about testing. There is a lot of confusion chair, if I MAY. There was

a memo that was suppose to be pushed out, I don't know if that has happened, so if you can give us an update, we would appreciate it. And for facilities, we're learning about the work orders. And we hear that they're still using paper which further compounds the backlog. I don't know if there is, a plan to digitize that procesess, make it morereefefcient, but it ceainlnlis a an ise.E. We had our school advisory training last week, we reached over 50 participants. We get a really good feedback, we need the district's help to out reach with these programs so parents understands understand what is happening. Our meeting is tomorrow at kcw, we'll have attendance and calendar and we have a budget training scheduled for APRIL first. We look forward to working collaboratively with district staff to ensure

student well being and learning our priority and happy birthday linda. Thank you so much. thank you. And I was unaware that you needed the extra time or that you wanted the board to ask questions now, but I'm happy to provide that courtesy. Any questions? MS. Rupert? mine is a pretty quick question. I had heard that, the committee members and correct me if I'm wrong, have not been assigned their email accounts? Can we have an update on that? so as of today, the request to facilitate the training tone sure all the websites have up-to-date, have not been fully completed. I have been working with armando and linda has been working on it as well to ensure that we get all the committee email addresses. We did host a roundtable a cup ouple of weeks ago and

that's a concern that many chairs brought forward. So far, I believe central has theirs and south area, we're still waiting on a few others. Thank you. does north? Yeah. north area has one, technology, dac, I don't think hrc has multi lingual has theirs but there are a few that still doesn't. thank you for the update and I appreciate it and the sooner the better for the communication, once again that that will facilitate transparency and keep our parent and community members continually updated. So thank you. if I MAY, are you talking when you say have one, are you specifically talking email addresses? so the email addresses have been created. The chairs have just not been provided the access to them. got you. and there are some other issues that we're working on in terms of the

capabilities of the accounts. And I did have a meeting where we're working to resolve these issues. thank you, MS. Alhadeff? thank you. Thank you, for the report. DR. Hepburn, it's very upsetting to continuely hear that our work orders have been paper driven. I've been told years after years that we're going electronic, that they're going to have ipad, what are we going to do about it? great question, great comment, I can have MR. Dorset and davis to give you an update on work orders and the project they've been working on and where they are with that project. good morning, mark dorset task assigned chief operating officer. We have been working to move this process forward. Remember, recently, we went to, what is the term used when we started maximize ing, I.B.M. Back up to try to

get us up to speed with max maxmo, I've been meeting, advancing that process. They have made a few milestones. I did meet with the dac staff I think last week and I brought them up to speed as to where we are. We're meeting with a facility task force. We cannot meet this thursday, so the next facility task force will be giving them an update where we are with maxmo and the implementation of mobile modular. It's taking a while, I agree with you. It's not as as I would like to see things happening. and if trey has anything to add. thank you for that. Trey davis, managing officer, it's set to end in the JUNE time frame, that would be exclusive. So just know that we're working diligently with I.B.M. To make that happen. thank you

for the response. However, I believe that this board wants a date, a like this is been going on for years and I appreciate there is been some work to move this work forward with I.B.M., but this is I.B.M., they can make this happen in a faster expedited manner. So DR. Hepburn, what does that look like to get this work done in an expedited manner so we can go paper less. it is expedited. The district bought maxmo five aor six years ago, it was never implement approximated appropriately at all. The team started a new implementation, I want to say last JULY or AUGUST or in order to project manage this they've been going through a specific cadence and it's the actual completion date. It's not just about the I.B.M. But the people using it, orienting them

and training them having them family with the technology and ipad. They've been using paper for a long time. So the transition from going paper base to technology base for many who probably don't use a lot of technology in their own lives except for their life. So it is expedited, they're accomplishing this in a short amount of time when you talk about such a large scale project over an entire district. So hopefully by JUNE we'll be able to go and we'll see folks utilizing the technology more appropriately based on what we're experiencing. I don't know if they mention but they have guys piloting the use, so they have train the trainer too. so by JUNE, boots on the ground, they're using the technology and no more paper. that's our hopes. thank you. MR. Cervera? thank you.

Thank you for the report. This campus monitor situation. MR. Superintendent, is it let me ask this this way. Does our current hiring freeze affect the ability for schools to hire additional campus monitors? no, it does not. But I know one thing they look at first. If there is not a need for all the campus monitors, let's say a secondary school, they can shift the school around, the I think most people fail to realize, when we post a position, it's going to take almost a month to get somebody in that chair at the school so we prefer to look for an immediate solution first. And if that immediate solution is not applicable, then we'll post. I would like to talk to you off line, because I would not like to put out to the public, the

schools are at-risk. But I would like to talk to you off line. I would appreciate. One of the campus monitors here was pulled from a school today and every tuesday. you mentioned regarding the laptop that those without, cases, or the school is not having cases, the laptops are are not being distributed to those students who opted in. DR. Hepburn, do all of the schools have laptops for distribution? And do you know of any schools withholding laptops because they don't have cases, and if that's the case, then the lack of cases cannot and must not be a reason for delay for parents who opt in to get the laptops? Can you speak to that? absolutely, we have more than enough laptop to any student that opted in. We talked to the principal, last week about the

same issue to get the laptops out. We have the spreadsheet that we share with the regional team. So they're aware so they can talk the principals about getting the laptop out. Cases are not a barrier, we told them that, get it to the students, cases are wonderful, but, you know, most of our kids know how to handle laptop but that's not a barrier. We have that information and we have been communicating with principals to get the laptops out and we'll continue to do so. So thanks for sharing the concern and just one more thing that MR. Davis can make a higher frequency to make sure that they communicate with the teams and get those out. so DR. Hepburn, it was mentioned that there are certain specific skills. And if you don't mind, are you aware

of which schools are not distributing the laptop and how resent is that? MADAM Chair? I heard of another one today. So it's something that comes up in some of our subcommittee meetings. But it's a wider spread issue. I don't know how, exactly why it's spaed but we certainly heard several times that some parents don't know why and in other cases, schools are saying because they don't have a case, they're not distributing it. so DR. Hepburn, for students who opt in or the parent opt in for the laptop, how soon after they say they need a laptop do they get it? it's, sometimes immediately they just have to fill out the information, and often times the schools are doing that for the parents if they can't come in. It should not take more than a few

days. okay, so if there are schools out there not distributing laptop because of lack of cases, can we get communication out immediately to principals to get the lap tops immediately to those students that opt in, that's a direct consequence to your learning outcome if they need one and they don't have one. How can we, I'm sure that you've done your part in making sure that principals know this but there is always one or two that MAY not be doing this. Since it's been communicated today, can we have a immediate communication to let principals know they must distribute laptops regardless of cases for parents who opt in. We're in the middle of year, pm3 is coming up, there is no time to delay. yep, not a problem. I'm sure DR. Fulton is behind me helping with

her regionals to make sure those principals know what we're discussing to get the machines out. I'm hoping that going forward, I don't hear this again. They need to get their laptop. it's the process as well. If schools are requiring the parents. Some schools are giving it to a students. So there is a lot of inconsistency. so what is the process? yeah, I don't know the specific process, but we had all principals meetings, my weeks and day jump up and that was addressed. And that was addressed in the process, and the process is simple through focus so that was addressed last week. So if you can make sure that we're not putting undue barriers in front of us at the school level to get these laptops out. okay, so a parent can fill out the format

home? And they don't have to come to the school? correct. is I am hoping going forward that principals are all informed that if parents fill out the form from home, that students can get their laptop and there is no barrier, if the laptop is there, regarding of parents coming in and not coming in, they need to give the students the laptop. absolutely. any other questions. MS. Hixon. thank you, and thank you MR. Cervera for bringing up the monitors. I've been to a variety of schools sxn just the monitors and they have enrollment that has increased and caused them to have another teacher, but they're statement to me is always, but we're in a hiring freeze, we cannot hire them. So DR. Hepburn if you can address that. I was under the impression? to hire what

position? can you please talk to that? yes, so there is a still a process that the team goes through, if it's to place somebody there to fit the need. If there is nobody in the district that we can put -- right now I'm going through, going through a sheet of over 100 positions that we're bringing to the board. So I'm scrutinizing every single one that's what we need to do to make sure that we're not doing things that going to put us so yes, we're still hiring based on the needs if we cannot fill them internally. so just based on what we're hearing and what which heard when I go to the schools, I don't think principals understand that. They're saying, we need another teacher but because there is a hiring freeze, we're just making

the class size bigger. And I heard it from more than one school. So I think there needs to be a bigger conversation whether it's security monitors, assistants, we were very clear as a board that whatever hiring freezes would be at the district level, if schools needed something, they should be able to get it. if I can correct, the record the hiring freeze was district wide not just district staff. But, district wide. And so s as a result just remember, we were placing people into district, into teacher position approximates, right? I don't mind that part. But where I have been, they have needed a teacher and whether they just don't believe they can fill that spot. So they're making classrooms bigger, even though, there is a 420 presh threshold to get additional staff and they've exceeded

that and they're under the impression that they have to suck it up because we're in a hiring freeze. what I'm reviewing, as far as hiring, that's not, what you're saying, is is not what I'm seeing is that I'm seeing going over the sheets that we're hiring. Majority of the sheet. The message is getting across to most so we'll make sure it gets across to all. thank you. any other board members questions or concerns. I see MS. Alhadeff's tag is up but she's not here. We'll move on to north area. good morning, we you're going to hear a lot of same concerns overlapping in all areas. One second. Okay. Our last meeting was held on FEBRUARY 19th at monarch high school. We had had the department out to present and answer questions from our members. While

staff was able to answer majority we have a couple we're still waiting on for a follow pickup. Follow pickup questions how were nursed funded prior to covid and what autism training is provided to nurses. There have been questions with children with autism a somebody reported that a nurse was unable to deal with her child with a running nose and she said they had to call 9-1-1. Breaking it down to legal timeline and when it begins. We understand the district submits compliance and requested a follow-up of state compliance score card. Briefed us on the hiring briefs and majority were regarding safety and security. Our members are very concerned about positions not being filled due to the hiring freeze, even though we were told there was no freeze. We understand that there were over 100 positions but

now we're being told the are e 40 addition vacancicies. In adaddition to the 00 eliminated positions and if so, will those be filled. We have not seen a job posting for those yet. Another concern is funding MAY have been cut for after school security details. Our question is, is this district wide or city specific? And who will cover the after school activities in place of the SROs? I have some schools specific concerns that I just learned about yesterday regarding the campus monitors that I would like to speak to the superintendent after the meeting. We continue to have conversations about accelerating funding and how the funding is being used. Since our last email a letter went out informing them that the funding model that's changed. It's our understand while the calculation, changed, the questions are will

the school receive the full 80 percent funding for the current school year, what is the timeline for release of the funds or will the funds be central lehman ajd by the district and distributed by needs basis. Reminder that this fund has not been distributed and funds were kept last year. If we want to attract students. I just sent you all an email with the roll over funds there is about 19 million dollars that was left from last year. I sent it just now. We passed one motion and provide a memorandum that comes from the superintendent's office to all principals and sac chairs to all sac members that all accountability funds and recognition funds available to sack must be spent by about the end of the school year. This topic keeps coming to us because there

is conflicting information being given at different schools so we ask that communication be given so there is no loss. I would also like to remind the board that while we understand the intent to use all the funds on kids for that year, accountabilities have not been given by the state since 2021, so most schools have been budgeting how they spend to ensure they're able to fund the items. Regarding the testing workshop, our members were very pleased that the board heard their concerns and action is being used. The question now is when will the workshop begin and who will be invited to participate. I want to tell you, I received so many text messages and emails. They felt that they were heard and the kids were happy that they were heard and the teachers felt heard

so it was positive. Our next meeting is MARCH 11, at monarch high school. We hope to have the C.F.O. To address our current funding. Thank you. thank you. Central area. that's me too. MS. Taylor could not be here so I'm going to read for her. Central's last meeting was held on FEBRUARY 18th, the discussion included the number of schools that are assigned daily nurse onsite. I mentioned this as earlier this year, the nurse one our central region schools was able to act quickly to save another employee. Thankfully, she was there to administer care health related emergency. I continued to ask that the district rethink its stance on qualifying diagnosis and situations where nurses are required on campus to include more of the health challenges faced by our scholars. Based on state statute, 10, 11.62, the

point of florida calculated does not change the legality behind the funds and how the funds must be distributed. At the district level as we move from a program purpose monthed pel. Budgets, the question becomes where the money will reside during the school year. Last year, we faced the potential that the state would not fully fund the district. Loss of roll over funds of many schools, and the expectation of the need at the district level. While the defendant ended up receiving the funding roll over funds and 10 percent remains to be held by the district. In the general fund. However the fund balance as viewed online does not reflect the ability to allocate any of these funds. Going forward, we understand the schools can no longer roll over funds and the school must account for how

the funds are used. How will this new model work within the district in terms of accountability and transparency. When do we say to our students, they can get the upgrades. Is there another fund or influx of money expected to take care of these. DR. Hepburn, you stated that you would work directly with the principal. If a school reaches out with the need, how can the need be addressed. Will there be a published allocation guide. Lastly, the monitors are concern to many parents. After school activities will be protected as some of our municipality will not be providing any SROs. We continue to face issues with fencing communication challenges with intercom and insufficient security reasons. Let us not add another layer of worry to our parents by MISS Ing the chance what is needed to protect our

scholars. Thank you. thank you. South area? morning. I'm anto net, on FEBRUARY 15th, our meeting was held on arm school security. To review current safety and operations across bcps. The concern for emergency response and operational updates impacting school wide. Parent were however concerned with the reduction in campus security. Laptop rollout, whether students should return them daily fm clarification is needed to ensure communication to staff. In conclusion, provided overview of operations and staff and allocations and acknowledge upgrades and response system. Our next meeting is scheduled for MARCH 11, at academy with the federal program department and DR. Fulton. Thank you. thank you. Diversity committee. Esol leadership council? good morning. School board members, superintendent DR. Hepburn and distinguished guests. I proudly serve as the chair of the esol leadership council. Today, I stand before you to highlight

not only our progress but the partnership with esol and international welcome center. Working together to ensure that pint lingual families are informed. Public who serves students of those 43,953 are esol students. These include students receiving esol services and our english learning. That represents 80.7 percent of our district enrollment, nearly one in every five students. Our multi language community represent 161 languages and 195 countries of origin. This academic year, 3391 student enter U.S. School for the first time. And more than 20,000 students in our district has been enrolled in the U.S. Schools for less than three years. This number reflect both responsibility and opportunity. Over the past four years, our county has consisted, lead the state in the number of students earning the florida of bilateralcy. Both participation. The highest level of recognition. The person of

former english learner, has continued to grow each year. This show that our multi-lingual students are not only learning english but accelerating academically. This reflects the dedication of our teacher school, leaders, family and district leadership working together. Seeing our last report, we had continuous training family, and gains throughout our intentional site. Our JANUARY, our JANUARY general meeting welcoming 40 families in-person, recognizing the relatives of working families with strictly follow with that meeting with a launch and learn section at midday, reaching an additional 280 parties. When we received barriers, participation increases. Throughout the bilingual institute, we continue expanding access to our cities. Last night, at iwc for simultaneous section for getting ready for middle school. And ensuring family received critical transitional information in english, spanish portuguese and creole. The modeling ensure gaining engage in language that clarify

confidence. The international continue to serve as the operational for newcomer family by the esol council parting boys and district community alignment. Why an action plan has been developed to expand services in the central area, the new office lack the necessary furnishing up to full cooperation. Implementation is temporary, we remind community so that families reaoun our district half equitable access to support. As our esol population approach, 44,000 students, infrastructure and access most language enrollment relatives. The cooperation between the center remind is strong, together, we continue expanding multi lingual communication and party leadership and building trust with our immigrant community. We are thankful for the opportunity to work together, we really in our family, we believe in our students and we believe in broward county public school. Thank you. thank you. Facilities task force? Gifted advisory council?

good morning, hal, gifted advisory chair. We had our last meeting FEBRUARY 9th. We went over test anxiety and mental health services. Our next meeting is going to be MARCH 9th on teams. We're going to be going over the matrix and student assessment and we're going to have a guest speaker from north advisory to help talk about the challenges we're having. And while we're on that, I know we've got just a couple of months left in the year and we still have the 19 plus million from roll over, is there any way that we can find out how much is left from that? And where we're at on this year? And our goal with having our speaker next week is to help educate our parents, help guide them and what to ask for what the principals

need at their meetings. So we can get that addressed, because I cannot address that they're core to gifted and we don't want to have parents say, hey, I have to pay for this a p test because there is no money. So we try to get ahead of it before the end of the year. Yes, we also stress the need for school monitors, I think we talked about that and shared that especially at our 6-12 gifted academies. And one last thing, I would like to go over are gifted summer camps. i cannot tell you what a great thing this has been over the years and just a few years ago, we had three of them. They were at pompano high, plantation high and western. We understand that these were run, administration changes but now we're down

to only one. And these academies ended fast and they provided volunteer to help facilitate them. So I don't know what assistance can be provided and maybe we can find out what happened to them. And why they're not coming back or something else that we can do. Thank you very much. thank you. Can we keep all the other comments to the end. Green advisory committee? Human relations committee? good morning, thank you. Good morning, board chair, superintendent staff, nancy fry, chair of the human relations committee, my voice is going a little so I'll try to keep it brief. I would like to thank MS. Goal for her discussion of curriculars and advisors, we've been hearing the same back so we're happy to see this conversation continue and anything that we can help to contribute to that, please

let us know. The main crooks of our last meeting which was on FEBRUARY 18th, first of all we had the presentation as MR. Spell bergh said with the, the student survey, it was incredible to see the feedback and it's nice to hear from a larger group of students. we get to get to hear more detailed feedback from a zeb set and it's nice to hear more county advisory. Kudos to you. After that, we primarily discussed the capital days, with student engagement going up to tallahassee and speaking with legislatures and we got to hear feedback. The first thing that we want to communicate is that we really want to thank school board for funding this program through school culture and student support. This is an important financial priority for the district. The trip to tallahassee cost

$1200 and the students only paid $100 for those who can afford that. And hearing the feedback which I will relay in a minute really sealed that. Some sft stand out comments were that, the students actually engaged meeting with the legislature even more than the college tour, and they would like the district promote this more and they want to see the transparency on how the district and the state runs behind the scenes. And then just this last point, I'm running out of time. I really want to give the feedback, we asked the students what feedback would you give to the board specifically, if you could. And I want to say this this is this is one side of the story and not anyone to put anyone on the defensive but it's important to know our student's

perceptions and if you can just a moment more. there was some disappointment that school board members did not show up to a bowling invite. They were looking forward to a conversation with superintendent and school board members. Instead, they said it was a lunch that was rushed and a conversation they did not get to pen gaijd and a number of comments about seeing board members showing up to their games, concerts, meetings and seeing the students in their element. And more opportunity to elevate student voice and letting the students know about these opportunities. There was, and again going back to the their lack of ability that they feel like they can talk to the school board members and they felt more unprepared because they wanted to have the communication before going to tallahassee and they could have

advocated for items if they had known about them. And they felt that board members decreased the name. But maybe allowing the students to speak when they're in those rooms instead having school board members speaking for them or alongside them. MAY be a consideration but overall the take aways that these students are really engaged and passion about this. And they want more of peers to join in and more time to be able togoand d add catete fo ththeir peers and schools and communities. I hope we can take them up on that. Thank you. thank you, multi lingual advisory committee? good morning, DR. Hepburn, chair leonardi and the rest of the school board, thank you for this opportunity to report directly to you. MR. Sur vaoe it was nice to see you at the orchestra county out

in the wild supporting the arts. We appreciate that. Multi lingual advisory committee met FEBRUARY 18th, we had full attendance. We passed three important motions and I'm excited to recommend to you. I would like to thank my fellow committee members who took time to sit and support me in this process. To present these motions to you. As background, well I'll just read the motion sxz then read the background. The first unanimously passed to recommend to the school board that schools be exempt from the current hiring freeze at the current spanish certified duel language position opens up and the schools cannot fill the position. Spanish certified is my language, the teachers who teach in the dual language have been to be tested by district. That's what I mean, a teacher who has been tested for their spanish

language qualifications and therefore fill the road. The background on this, something that came up in the meeting which we didn't feel the need to pass a motion. But I want to draw your attention there is a transfer portal who are up for, movement within the district. And currently, like if a principal is looking at the list of available teachers for transfer, there is nothing in the system that indicates that that teacher is spanish language certified, like a little asterisk or a d or dl or sp or something. And we were told at the meeting that this has been brought up and the district is looking into it. But I think that's the first step in being able to quickly fill dual positions when they open up. The reason for the requests that dual language positions

be exempt is time is of the essence when the positions open up and even before the hiring freeze principals and administrator of dual language programs, found it hard to fill the positions. So logically, you know any additional hurdle or any additional time to fill those positions, means that, dual language students who should be getting spanish instruction are either given a full-time sub or broken up and put into english only classrooms and they lose that time that is is not made up for it later. The second related motion, recommendation, that any school inclusive of elementary and middle schools that has fewer spanish language, than it has grade levels of dual language MAY be exempt from. Hiring freeze if the school has dual language to justify creating an additional position, and cannot fill the position by hiring

a current district employee. That's a mouthful but what we're going through. the dual language programs are stretched thin. There is example where one teacher is teaching two different grades and fulfilling the spanish requirement for two different grades. There are example of a teacher, one spanish language teacher teaching the requirement and the spanish language elective. Teaching 90 percent of the classes. The program cannot expand given the current state of number of teachers that are teaching the spanish language side. So that speaks for itself. And the final one is based on your interest, earlier in the year, we do recommend that the district open up dual language, pre-k programs at any schools that currently has dual language classes and also has a fee base pre-k program. Thank you. thank you. Small business advisory committee? And before I

go to technology, I want to fish miz ferara a happy birthday. I have take like my kids, because I'm now celebrating all week. We had our meet ing FEBRUARY 9th, and I want to say, maxmo we had to ask for digital work orders. We were there was a testing program going on and to hear that we are almost ten years later is a little disappointing in the district. We could of had a workforce of all orders being online digitized. The emails I have finalized the manual I'm just waiting for a little information and I'll be disseminating that to the chairs and yes, those who filled the opt-in form were the students that got the devices with about 49,000 already being distributed. So I don't know, I'll find about it next week if that is being

accomplished. There was another concern from teachers, because they had a system crashing, and testing readiness and they were sure that replacements were being made on those also. We had a whole conversation, because we were asking how the laptops were being tracked and out of that came a motion. Capability be created within focus that provides a receipt for the issuance and return of student laptop. Furthermore the committee recommends that bcps evaluate the feasibility and value of extending capability. To consolidate and provide a record of items assigned to each students. What we're finding out is that true to the district, items are being cat -- catalogued. And if somebody leaves the district within middle of year, if they see that if they have it centralized on focus and seeing that the item is not being returned. It

allows you to obligation but not what is assigned tolt students. Copilot is training. I did get a note fickation that there was an rfp put out for public records management, tac had reviewed one a few years ago. But this one did not come before tac. And part of the issues that we found, was DR. Hepburn and I remember had a conversation about KPIs, again there is no mention about KPIs? Vendors cannot be held accountable. Other areas that we're finding, scope of performance, no service agreement for up time and response time or service levels implementation and transition, often require continuity for defensity. System integration, they're MISS Ing api specs, rules and without these specification. I don't know why we're asking for a vendor. Required qualification of redacter. Public records operations MAY vary dramatically in volume but

they need base line expectations which are not outlined. Redaction capabilities are are not identified. Audit files and transparency, work flow management handling of vague requests, appeal. No required training were identified. Required training for sbpc. And we've explained this a cup of times at tac where you're having to go through and delaying a module. That's unacceptable, everybody has a training manual within their programs. There is no vendor performance penalty. There is no consequences for the vendor missed deadline. Redactions which is very key. And that's it for me. Thank you. thank you. i don't think I left any committee out? But if I did? Okay. DR. Hepburn? yes, thank you MADAM Chair, first of all, I want to tell the committees and advisories, I appreciate your feedback and thanks for the input. One thing that I feel

that can help us get better, I feel like, this is just me talking, since we're here in public and we got all the of you at one time, I appreciate the verbal reports but I feel like and it's, it's for us as a team to correct some of these issues. Tt already reactive, you know, you're giving us information based on your meetings and constituents but for some of you it's a month to a few weeks before before you get here, before myself or I can present it to cabinet to address issues as soon as your meetings with over within the week. The one thing I'm asking, and we can talk off line to talk about how we can do this better. I need information quicker so we can react to it quicker. For me, it's

very frustrating, when I could have solved the problem or start initialing solving that problem in a short amount of time, so we can get bert as a system quicker. You know, expediency and time is of the essence for us to solve many of our problem and make this district as best we can be. So just looking at some feedback we don't want to have hash it all out. And talk off line, where we can get information, we started something that with start at something diversity committee, because it was born out of that level of frustration. Hey the diversity and there are things that we can definitely address within the week of the meeting or initial the steps so solve that problem. So what the team has done, this is mostly comes from some of their

visits, certain staff, and they're collecting information, while the diversity committee is, walking schools and conversing with the diversity committee and identifying the same issues and concerns that they identify and we actually bring that information to cabinet. And we start divvying out those task sxz I do follow-up to see if we're correcting those problems before we have to wait for a report for a few weeks to a month out here. So just an example and would love to sit down and come up with a process, that can help us get information so we can get it cabinet so address those or if it's communication gaps so we can get the right type of communication out so the district or community at large. So just want to solve problems quicker so we can become better and close

some gaps quicker. thank you, and as a reminder my colleagues if you would like to hear from a specific community chair, it's up to you to call on them. Go ahead, MS. Hixon. thank you, the north area asked about autism training for nurses. Can you address, do nursing have specific training not just autism but different disabilities since they use a portion of this that they see? yes, MS. Holingsworth if puck take that question. There is some basic training but I know during that training, it was discussed about continuing to do a deeper dive so we're in the process of accentuating that just because it's basic information. thank you. So if you can update us, you know, once that goes through. absolutely. the gifted committee chair talked about well actually etcher talked about roll over questions,

so it seems that there is still some real concerns about what roll over, what money does or does not roll over. I know MS. Johnson has been clear about that but I don't know that's been that way and I think that's part of the current university discussion that you have? yeah. but I think the question that was concerning in gifted was about students having to pay for the ap ace, can you address that? no, our students, don't pay for ap ace and iv test. The om situation a student has to pay is if they purposely MISS Approximated the test, we pay for the initial test and they have to pay for it if they purposely MISS A test. Guy instead of the schools doing that individually. Can you share why there was a concern? Did

you hear something? It's good to hear that it's going to be central lehman ajd -- centrally managed. those are normally the circumstances where a kid MAY be posereded to pay for a test. Overall, we don't charge kids to take the test or make them pay for their tests. There is all kinds of equity issues for sure. Thank you. thank you on that. For hr, just so you know, I never received an invite for bowling but I got there later than everyone else did. The best part for me is to watch the students and their interactions with the legislature and having those conversations. So it interesting to hear that feedback and maybe it depended on the groups and where they were at. Maybe, typically, we sometimes meet them for dinner. Which again, I got there a

day later but maybe that's a point that there is something we can do that we spend a little more time, MR. Sullivan. yes, first of all the students were amazing. We've been doing this for quite sometime and they're among one of the best schools I've seen up there. And bo broward is one of two, the only that invest on our students going up to tallahassee. We usually take about 50 students and this time we triple that. And also remind the board there was a, the board instituted what the district did a traveling freeze to we didn't have all the board members that we historically have. Usually tt 50 students and worked nicely, and at least 7 board members so they were with the students. This time, we didn't have that many board members because of

the traveling freeze. So perceptually, they felt that way. We should have done a better job why the board members were not there. I know jeacier was there, maybe he can say. I do have a meeting coming with one of the representatives that I received at the capitol. I have not received any negativeve adadvi, maybe mo centralized of broward priorities. and I would agree. Normally, we get put with a group of students and we go around to legislature. It was nice, I hopped into meetings where I had had the opportunity and they were, they were well prepared, they had lots to say and kudos to them because every single group, the first thing they brought up was teacher pay. And I said to all of them, how appreciative, I know I was of that because they

could have talked about anything and cell phones MAY have been the first thing, but the first thing they said to legislature, for the group that nifs in. We needing to pay our teachers better. these meetings with not easy, they don't give them any difference in being students. And they held their composure. yes, and they held their feet to the fire I was in a conversation about changing the age for guns which was interesting that that I ended up in that group. And they did not let that representative, they said I understand what you're saying, but blah blah blah blah blah, so I was really proud of them. So I just want to say, thank you for letting know they felt that way, sometimes we think the kids don't care we're there or not. It nice

to know they -- . can I just clarify. I don't know the bull link, if that was in tallahassee, it is in tallahassee. And second, my comments seem to stir negative, but they had a great time. I wanted to give that feedback. you can tell they appreciate it. The last thing multi lingual, and eye little plug. I was at the jazz concert and MS. Rupert was at the choir concert. We all went to different concerts and they were amazing, I think the superintendent was at one also. we were at choral concert with MS. Rupert as a emcee. so kind of goes to the students too, they want to see people out. We're all out in different places. a lot of conflicting events going on. a lot of big county. So I say, amen, thumbs up

to the dual language, my grond son is in a dual language program. But also to the point and say to the superintendent, you mentioned that there is a spanish teacher that is needed and they're not able to fill that position, because of hiring freezes. So I'll again, punt it back to you, to say here's another example of where they need somebody but they feel as if they don't have the ability to do that. So I'm just reiterating. point taken. thank you. DR. Holness. I have a whole list. Yes. MS. Alhadeff. MR. Cervera? thank you, chair. I do want to press a little bit more than MS. Hixon did on the spanish certification teachers. DR. Hepburn, I think this is a real problem. I think if you have a situation in a school in which a

spanish certified teacher is needed. And we don't have the ability to puck them for a lack of a better terms from district staff and place them there, this is now, greatly affecting our spanish speaking students who are not able to receive the proper instruction that they're end to. Let me ask you this, do we know the rate and number of teachers that we have in that district school that are able to flow out to the schools should the need arise? I don't have that but this has been the practice, if we do not have a person in-house to staff that position, we post and rehire. We just hired I want it say applied math and science teacher because we don't have them in-house. Like I said, I've got a list of 100 that I'm reviewing

right now so they can be posted. But if we don't have the certified personnel in-house, that the school is absent for, we give permission to post and hire. and that's despite the hiring freeze. correct, because the school still needs them. that's reassuring because there is no way that if a student can't speak the language, that they can had not communicate. Hr, it was a phenomenal trip. I had a pleasure and landyn as well as our lot of students. I did go to the bowling alley, I didn't bowl and got to speak to a lot of students and it was a nice buffet, one of the bet per meals that I ate in tallahassee. So that was a nice treat during the capital days. The legislative meetings I thought were great. We had these rooms packed.

They were pretty relentless in getting their messages across. I'm not sure if they were board members trying to dominate the conversations. I kept my mouth shut because I was just so impressed by the kids and I realized that was their opportunity to meet with with the folks. Again, very very impressive, showing. We also got a trip to the supreme court which was phenomenal and we got to hear from the justice there who gave a beautiful speech and those were questions. Those were pretty tough questions that were youer colleagues were asking him. So it was overall a fantastic trip I'm very very proud of broward county that we're able to do that for our kids. And maybe a once in a lifetime experience for somebody. So it was very educational and the kids all seem to

have a good time. And not only that, the college tours, I don't know how many universities but it is quite a few on the way up and on way back. Overall great great trip. I hope the kids had a better time than your comments lead to believe. I did did not hear any complaints from the students. And all our chairs and community members, thank you for all the hard work that you do and commitment you put for our kids. board member, thompson. thank you. I just wanted the superintendent we're having a workshop on JUNE 16th, if we can just add the expand ing the multi lingual pre-k into that workshop. noted. thank you. board member rupert? thank you. I wanted to ask the chair, which school is left for the camp? the only school providing

the summer camp, was pompano high. okay, I was going to ask if it was pompano. Is it possible to get the other schools utilized before and if you answered this question, I'm sorry, because I stepped out a bit. no I didn't answer that. We don't get state funding for summer school. Only for remedial purposes for reading. The only thing I summise. We can do some research and see how they're accomplishing that. But when we watch art dollars, everybody was doing all kinds of wonderful summer school experiences and now everybody is back to what nr state funds which is for remedial purposes and also, and also ese opportunities. We'll do some research to find out how they're paying for that and maybe talk to the other schools that were doing it before to see if we

can help them. well gifted is an exceptionality, like ese is. I have a twice exceptional oldest son. But there are money attached to the kids that are gifted. no, no money attached to gifted kids. no. only students that are IEPs they have education plan to make sure that their needs are met. But as far as, they don't garner additional funding. don't gifted students have a slightly higher rate? they're suppose to? no, I don't think the gifted kids? Yeah, it's it's very very minimum. It's not the amount that our ese students and iep get. but there is some money. it would not be enough, like if you pulled it together, it's not enough to have a summer school experience. I would like to know where that money goes and what programs it's used for. I remember

when my kid was elementary and middle school and high school et cetera, and we talked about that. I would appreciate that especially as we go to the budget stuff to make sure that we're being transparent and the parents understand. That's one of the things where people understand where funding is coming. perfect. and I would jot down any of those that you think or either email me or aaron and we'll put it into the session. and there is a follow-up MS. Rupert for gifted funds. yes, and then also for twice exceptional. I wanted to ask the chair. alan bushkin. alan, is that good? Do you have, at all, dedicated time to discuss with parents of dice exceptional? Is there like a subcommittee? Or not so much? between gifted and ese advisory, I'm we can take care

of that. okay, because it is, a special combination that brings, you know, joys and difficulties at times and they are, incredibly as you already know, gifted students do have a higher level of suicide idealations so that was importance, dual language for pre-k, yes. oh I had an idea for the superintendent when you were talking about the lag time, right? Teachers, we do an exit pass or fast pass for kids. Would be not so labor intensive if the committees will do that. You can get two paragraphs or whatever it is, that was a shout to you, DR. Zeman? and we can talk off line, what I was thinking, leverage technology, maybe you're recording, some sometimes we use ai apps to record meetings and it does the work for us and creates the theme and the things

that we discuss. It something that we can react quicker and we can talk off line what is the best way that that fits your need so we can react quicker in the future. right, I thought that would be helpful. That way the time would get, we would be able to see it more in realtime. And I know, you know when with the notes are available but then you look at it, prior to the meeting if you're lucky, I do appreciate that you guys stay here and you come and fully are, you know, public facing. I appreciate that really really a lot. I appreciate my colleagues listening so well and you know, putting that first as well. So I appreciate that. Thank you. thank you, DR. Holness? thank you, MADAM Chair. I believe it was MS.

Fried had mentioned the concern of the students in tallahassee that more board members were not present. And I'm concerned about that as well and what I'll say is, I, I don't know if it's because the stipend provided the board members were voted to be removed, so it would be a board member expense to travel which can be significant and I know that it was proposed, it was voted on but I think we need to take a second look at it. The reason I'm saying is this, there are board members who can afford to tallahassee who can afford to foot the bills and there are other board members where this is their only income, they have taken the noble cause to serve the community. Some of them have given up their regular jobs to do it.

And a school board member salary is a beginning teacher salary, that's all they get for those who don't know. And to ask a school board member who MAY have chirp, they have families like everyone else, they work diligently, some of us are putting 40-50 hours just in places we have to go. This is a 5.3 billion dollars business, the only second to the county commission, it's a huge responsibility. And everyone up here does it for a beginning teacher salary, that's all they get. So when you have board members who gave up their jobs because they want to serve the community, and they take this on, they have children, and to say to them, if you're traveling on behalf of the school district, you're going to foot the expense. that's not reasonable. And I think we

need to take a second look at. So you know, even when teachers travel and they stay overnight, they're compensated. When members of the here at the district, they get compensated. If you any municipality, they all get compensated. And we get a beginning teacher salary. And of us, we can't afford to do this job and do a 9-5. I can do it because I own my own business so I have flexibility I can come in when I want because I own my business. There are some of us that have careers that give them flexibility. There are others that had to give up their 9-5. So it's not reasonable to say to board members, travel and foot. Bills. Maybe some of us who can afford it and some that can't, we need to take a second look

so we can serve the district and not count pennies and lose the bigger picture. That's my comment, MADAM Chair. thank you, DR. Zeman. the last comment is I have the budget issues. There is funny that happens when you're in an organization. One of the things that happens is everybody sees a problem and they say, that must be because they don't have any money. We have to be careful. The second thing that happens is we kind of get to talk from the same sheet of music if we're careful on this and my sheet of music, always starts with the state of florida our primary funder has put us 50th in the nation of funding, 2008, we were 23rd. It never rebounded. And I would ask you to remind people that we are constantly in florida trying

to make a silk purse out of a sell's ear. So until they agree to do what constitution says, we're going to continue to fight and things that are able on the thing this year are things that you're not going to want to hear about. Student ratio are on the table. School closings, field trips that we have fielded forever on are are the table. It comes by eliminating 1,000 positions. So when you hear people out there, have issues, I don't want dual language vacancies. I don't want my teacher vacancies but the district is trying to back filet very appropriate move to get teachers backckn classrooooms it's not anansy thing g to do ththe way. And he's taken the courageous step to say, I know what you're doing here is important but I need to you take

to x school and take on a job and you're going to do it in the rest of the year. But there are big cuts, and there will be sacred cows. So I would ask you when you talk to neighbors and parents, remind them that the root cause is we're 50th in the nation. Mississippi and alabama fund education better than florida and the only reason we're competitive with teacher's salaries is because we get additional revenue from broward residents that give us the referendum. So thank you for the referendum dollars, thank you for being willing to tax yourself a little bit more. But we are, we are constantly in trouble with money and now we're in crisis. And when people talks to you about a teacher position, or cover to a laptop. This board has agreed to

tackle the issues, we'll continue to follow the data as we make decisions about that because we have to. But this summer is going to be very very ugly. And I think we should brent it in a logical way and tell them that we're going to do the best that we can to preserve the things that mat per the most. We're going to use some business principals. But this district, has lost a lot of students, therefore has lost a lot of money and all right trying to make a silk purse out of a sell's ear. We've lived on goodwill, bubble gum and duct tape. And now it's coming off because we toent have money to fund the duct tape anymore. Thank you, chair. thank you. I just wanted to reiterate the audit committee's recommendations around communicating

about budget. We had a long conversation about that last week when multiple members talked about digestable videos online, meeting community members where they are and doing roundtables and doing town halls and then the parent university, conversation or suggestions is very helpful. And I would support also reinstating the budget the community budget task force, it's my understanding that exist approximated. I wanted to reiterate that. MS. Hixon. thank you. I just wanted to quick remind everyone that as school board members we agreed not to give ourselves travel reimbursement because the district was on a travel freeze through the superintendent. So no one imposed on us, except for ourselves because we didn't feel it was right to tell teachers and district staff they couldn't travel and put that in, even though we knew it was important to go

to tallahassee and we did agree that we would send the chair to do that, which she did and some of us agreed to do it on our own. So I wanted to remind us that we imposed that on ourselves. and on top of that, did not receive a bowling invite so I'm sorry, so any student, that felt we were standing them up. If we had been invited, we would have been there. Any other board discussion on this? All right, that concludes our committee conversations. We'll do a brief recess but the next item is academic update for 2025-26. [Board in recess] the next item is fast pm2 academic update. I now turn it over to staff for a brief update. good morning, good morning, everyone and we're very pleased to provide a update on the fast

which is florida assessment of student thinking progress monitor 2, results and you will be happy to hear how our students are progressing and continue to progress in regards to the standards presented to them. You'll hear dpa -- data for readings and mathematics and supporting continuous improvement for all of our students to ensure that all students are meeting grade-level standards and expectations. Our focus is clear, all students should be on track for success at the end of the school year. So to that point, I'll turn it over to academic team that will lead this conversation. so good morning, fabian cone academic officer, joining me is guy and director of secondary learning, richie bond, and director of analysis and research, we always get that tongue tied but our ear guy. And then our melissa, today we're excited

today and thank you for having us bring this presentation back to the board because we think we have positive news to share with the board. So we're really not just only presenting data, it is evidence of momentum. And so it reflects the strategic planning, our alignment with our 25-26 academic plan and it is the relentless work of the work that we see, our students, our teachers, our principals, and our regional offices really having a effort around improving teacher and student out dom. -- outcome. This is about ex sem rating. I want to make sure that I echo, so this presentation, fulfills one our statutory, it's about not just compliance but projectory. So it's about our pulse check. So every time it time of year, as part of our data review, we have an opportunity to

reflect where our schools are at the moment and time, we gather our troops and resource sxz support schools that MAY not be where we think we need to be, our the principals think they need to be. We support the schools, we support the students, whether that's an extended or push in or pull out model. Whether that's a high dosage tutoring, we provide based on where that school, that teacher, that grade level, that principal fields where they are. So although it's a pulse check, it tells us what we're doing is working. -- we'll talk to get academic plan, while we know it's working. Our district wide trends, our e la performance and our literacy programs and acceleration rates. What you will see consistency is our strategic alignment and acceleration. And so I want to start with

our strategic goals. They're just not theoretical, our premise is early literacy, which you'll see in parenthesis, some are having the most powerful practices, that is our science initiative, our go live, planning, helping our teachers who are new to the profession and lesson planning. Goal 2 is our algebra our science achievement is bringing our hands-on nrao disciplinary studies, making sure that students are really teaching the science content so it's not at a specific level where we're catching them up and our advancement, our cte and acceleration. And you'll see, last year, there was a true emphasis looking at our subgroups making sure that those students were accelerating. So our academic plan worked on targeting our c-rated schools. Last year, we reduced by half this year, we're trying to reduce it even further. We waint to have As

and Bs and our focus is really around subgroup SLs and our black students so there was a really intentional focus on making sure that those schools and those students got really that wrap around support. You're going to be really excited to see that those students are moving. So we're really excited about that. And so, if you take a look at this slide, slide 5, this tells the complete story. Over three years, I'll repeat that, over three years, bolting ela and math show a clear upward pattern from pm1 to pm2 to pm3, that means our system improves across the year, consistency. Growth is is not accidental it's the result of data cycles, regional accountable, and teacher professional development. and this is sustainable improvement. so now we'll transition to looking at strictly the pm2 over the last

two years and what we can see here by ela, district or region, we're seeing significant improvement by, when we look over the district by ela performance we moved up nine percentage points. And in the north, we moved up ten percentage and in the central 9 and in the south, 8 percentage points and the school transformation office, we moved up 11 percentage points. So they're working really hard to close the gap with our other region. I wanted to call out the great work that they're doing. thanks, richie. I have the pleasure of talking specifically about elementary school, ela P.S. Third grade, fourth grade and fifth grade, all out perform the state, a in the L.A. Grades 4 and 5 improved 8 percentage points and this is directly directed to our purposefully implementation of raiding sciences development

and the resources that we provide at the schools. guy. thank you, I have the pleasure of presenting the read data, and as you see, we've out performed the other states. Each increase by 9 or more points and 7th grade by 13 percent. So we know our science and reading training has been work anding our content align training is showing some great impact. richie. so I would like to talk about our data by race ethnicity and also in the next cup of slides our data for english language learnings and students with disability. We're showing good kind of improvement while gaps still exist. And one, we're improving performance in all of our subgroups in each group. But specifically, for our black students, we went up ten percentage points over the past ten years for our hispanic group

and for our white students, we went up, so we closed the gap slightly. Our black white gap and for our white hispanic, it expanded slightly. But the same story is we're showing improve not overall as a district but race ethnicity. Further, there was a lot of happened for our english language learners and this is for our english language arts assessment for pm2 for our students who are english language learnings. What is really important here is to show the school transformation office, the students at our schools,s,they close e e gawiththhe rest of the didistctct. Sotheipeperformance out performed the district at 14 percent proficiency for those as 13 percent for the district. We're proud of the work that our esol department did. They have made a really great effort and getting out to the schools and making

sure that our tragedies were working for Ls. when we look at our student were disability, we're seeing some great improvement. We see that they improved 8 percent and that's across the board in edge region. So the work that, that, MS. Eagan has done and the students with disability has done and division to work with our schools to give the schools the specific strategies to improve performance for our students and disability is really paying off. Finally, rounding out our english language arts, pm2 performance and what we looked at, we really wanted to call out some great performance improvement that some of our schools have made. And when we look at these, these schools are made double digits growth. And we see schools getting called out and every region and, and every level so we're really proud

of the hard work to really move the needed for mid-year performance. So we're going to move over to our math performance. When we look at our math performance for pm2 comparing from pm2 for pm2 for the last three years, we have increased by 8 to 9 percentage points across the board in our district and throughout the regions. With our school transformation office moving up nine percentage points. thank you. Again I get to brag a little bit specifically about grades 2 pf 3 and math. Grade 3 a five percent improvement from this year to last year, and grade 9 percent had an improve. We do -- however I have met with richie and we created a district resource that we have SEPTEMBER out to the schools to ensure that we've spiraling that review so we can

get before the game for pm3 in fourth grade math. it's important to note that this is a state wide trend. It's not just exclusive to broward, we partner to say that this is more of an anomaly, so every district rather is actually implementing something similar to what we're doing. we also wanted to note for pm2 in fast for math, so not all the standards have been covered. So you see some sft performance ibz. and I have the pleasure of bringing you miniscule data. We were a little scag intent in data but the stapped adser which ones were lacking and how we review thor those student. 7th grade is making some great strides. Now richie called out 6 and 7th grade and they put 8th great toity own slide. I'm happy that that looks like. It

an opportunity for expansion. How do we want to make newer like the and you MAY see, you MAY ask the question, which is valid, why don't we over grade the update. The students you see are level grade 1. State and richie has the data, 75 percent of the 8th grade kids are tested on the grade standards. So it's a different comparison when you look at state versus broward. Like I said, we're not happy with the 14 percent, we're not happy being stag net. The kids need more hands-on instruction. And I'll pass it over to richie for oar subgroup performance. so here, we're seeing 8 percent percentage for our black students, over the past three years for hispanic and 9 percent for white students. So what we're seeing, while there is still a gap and it's

slightly, widens because the performance over the past three years has improved for all the subgroups. We are it is important to note that performance is improving for all groups. So, we still see that, we still see that gap but we're happy that at least performance is improving. When we look at our english language learners, we're seeing that again, the school transformation office is closing the gap with with the district. They've improved 7 percentage points where as the district have improved by 5 percentage points. And for students with disabilities, again, the sdo office improved a six points so that ga l gap is a lot smaller as well. So finally when we talk about our math performance by school, I wanted to really call out the schools who have made more than double digit increases but

really 25 or 20 percent improvement in some cases. So we have schools that really improved significantly. Now I'm going to pass it over to MS. Holts. it's important that we talk about the foundations kindergarten. Second in ela. Average in reading, and DR. Hutches. Ela, when we get to first and second grade. Unfortunately, we don't see that. Development, learning in science. And I'm sure that we will see that same growth and return on investment. Very excited to share our information about math and kindergarten. So if you will see that we went from 24 to 46 percent over the past three years increase in math and kindergarten and out performed the state. All regions have shown increases but the south has had the largest increase with a 23 percent increase in kindergarten math. Broward out performed in

grade 2, pm2. And sto showed the largest increase with a 10 percent improvement over the past three years in math. Again we're scoring above state average and in second grade. Second grade we have tied with the state average, however we have increased at the district level. The south region has shown the largest growth at 11 percent in second grade performance. We do believe nat increases that we're seeing in math are tied to our critical content in math and that we adopted high-quality instructional materials and district created supplemental resources are being implemented in the classes by classroom teachers. Sorry, pass it over back to you guys. thank you, so I'm ready to present to you graduation rate data. So is the next slide, slide 30. You'll see two at the times, the first three sets of

bar grabs and next three sets are for graduation rates. I want to you focus on the three sets for a second. In case you don't know, in order to earn an excel racing credit, a high school students has to graduate with a p or dual enrollment. So you have to walk the stage with nc certification or college credit. And over the last three years, our traditional schools have gone up 13 percent. I would like to commend, one my department and three, for her coming up as director of c test, she has put coaches and just had amazing meetings with principals making sure that they focus and that's a reason why you see a huge jump so I want to thank both departments. And you see, we have traditional rates are at 77 percent which is

our traditional schools and centers. Now the graduation rates traditional are at 98 and our charter dropped down to 5. But the next slide shows you how that aggregates together. So for acceleration rate we've gone up 13 points. We're at the highest rate that we've been. and we don't have a state rate yet. Because the state has not published their rates. But for graduation, we're above 90 percent for the first time ever in broward history. We're trying to get above the state average above 92 percent and we're on our way to get there. The way we make sure, this happens to be the best data set that richie puts out. The dash graphs where we're at this year. We're starting with at a lower rate. What this indicates is a number of students starting the year

off without the correct test scores. We usually don't have an issue when students are graduating with credits -- so is the number on the far left indicate how many start with without a test score. We use this data very intently to see where are the tests that give us the best bang for our bucks. And you can see the line with huge slope, you know those, they decrease our numbers the most. And those are usually from the data, that we see the past retakes. That's what we're putting our efforts in for review and NCRs and NCRs mean non college reportable. So they get to sit there not just for two hours. Some of the strategies that we have for acceleration, we have a acceleration for business and student district wide exam as well and make

sure that we have enrollment. Some of the tough that, acceleration coaches, ct advisors, strategic meetings at schools and progress check in, pd for teachers and you can see all the strategies that we're using there. And I'll give it back up to DR. Cone to see if there are anymore board discussion or questions. thanks, so what you see today is clearly alignment. It's our academic plan, our strategic plan, our data monitoring equal our outcomes increasing and accelerating. So broward is not just improving, we're accelerating. So we want to thank the teachers, the students, staff and central office for all of us working together and making this work together. So now we leave it open for board discussion. thank you, DR. Zeman. thank you, chair. MR. Bomb, if I had to give me a GOD honest statistical

answer, not -- what level are we going to end this year? thanks for putting me on the spot here. What I would say, is usually, really the best, the best way to look at this, is our slide five, I believe. that's my favorite slide. it is really the best slide that we put together. When we look at our, at that, we we can see year over year and the improvement that we make. So, our pm2 to pm2 performance increased by five percentage points overall. So we could expect, a basically, a three to five percentage point. We see, it's not guaranteed but yeah, if we maintain, if we stay the course. If we make sure that we are hyper focus on, and our schools do that, we could expect to see a 3 to 5 percent

increase and we hope for that. That's, typically, what we'll see when we look at the trend. and I remember 2022, very clearly, it was the year I spent talking to the community about broward schools before I joined this board. And the rate then was half. Half a broward school kids were at grade level. And I thought that was not what the community wanted. They did not want half of the kids to be above or grade level. So if we continue this, since 2022, so three years ago, we moved 25 now students to at or above grade level who were performing grade level. That's a here I can number of people, that's a big number. It is a big number the community can feel when you talk to them about it. That's the total number we

have. So if you look at all 12th graders, it's about 18,000. So there is about 25,000 kids. Filling up miami heat stadium, that number of people in our community are now performing at or above grade level. Second point, career and college readiness, my read is that has now become an expectations. They're not talking about are you talking cambridge, it's about which one you're taking. It's all of our traditional high schools, there is a community expectation that I get over and over again, that they're going to take something difficult in high school. I think it's so important, that that has become the societal or community norm because if you have children encouraged to do things hard at school they'll be encouraged to do hard things outside of school. I think everything worth doing is hard. And

I think that's true if it was easy, anybody would do it, right? So anything worth doing is really hard. And if we're teaching our kids and it's a norm to do hard things, I think that's going to pay big dividends. A couple of points, six graders in broward county schools, is a point where they can take above. So six graders that go to gem math, those students no longer fake malgt pm or pm2. they do take the pm1 and 2, if they're enrolled in a class. but the ones that went to 7th grade. the 7th graders in algebra do not take it. those are our all rock stars, they all got 5s since early testing and they're quantitatively, accelerated. I would prefer to see them added onon the mbers you u ve. Ose e e

clearly 6th graders that we see. I would like to see them that we communicate. Another small statistics point, I'm not interested in rural florida counties. I'm really interested in miami-dade and palm beach. If you live there, you can go to our schools. And so my comparison, instead of state wide average, would be the big 7 urban districts of florida, largely because I know, we can encourage people who don't live here to come here, whether they're close enough and they can commute or they live in polk county and they can move here. I like the way you started off with this idea momentum, that momentum is really really important to talk about the community about. This is not a year of hey, we did something cool. This is three to five growth every year. During a

time where we're dramatically under funded as an educated system and now urgency crisis, you know whatever you want to describe it as. That to me is a big deal. We continue to grow and to out perform the previous years in our core responsibility. I think our parents and teachers and administrators, you know, when you put them altogether, there is a lot of school -- cool things going. I think it's going to be 24 richie, that's my number for the year. If we get to reasonable growth, that means 25,000, that's a big chunk of students. It really is. thank you, DR. Holness. thank you, ma dpam chair. DR. Cone and your team, I appreciate all the efforts that everyone put into this. It sure is, a lot of data, and da is important, it gives you

a factual reference point to see where we are and where we're going. And I appreciate emphasis on pm and pm2 comparative to the last three years. What I'll also say, I know that each year, there might be changes in bench marks, in intended learning outcomes, in some what the of assessment and expectations and so forth. So while I appreciate, I love it, what I have a lot more and as DR. Zeman mentioned, sometimes when we compare the particular assessment over years, things MAY change each year. So you're not measuring the same things. It's good to pat ourselves in the back but it also MAY opinion as a greater of a performance in terms of where we're going to be in pm3. The reason I'm saying this, I would have loved to see slide 5 even

more expanded where we're looking at the numbers. We're looking at that by grade level by region, by gender, by race and ethnicity. To see who is being impacted. It was not presented on pm2 but I would love to see a lot more discussion where we were on pm1 across agenda, across grade levels. And where do we need to be for pm3. It doesn't give me a lot of inside as to where we're going to be by gaps that exist in student that the students need to learn by pm3 and where we are in terms of different groups. Are you able to comment on that? That will help me as a board member to get a better picture as to where we are now and where we're going to be in APRIL or MAY. couple of

things, we'll provide that data for you. But moving forward, pm3 we'll break that for you, we'll have that data in the next pm3 presentation but we'll do a follow-up for pm2. Those are great suggestions. slide 5 is great because it shows a comprehensive picture. And then target improvement. What are we going to about it and how we're going to monitor this. That's the part that is missing. But you've done a lot of work I would like to see a more expanded version, a lot more 'em pa sis on 5. Thank you, MADAM Chair. thank you. thank you, MS. Rupert. thank you, I appreciate the data that you gave us here. It's not going to be a surprise. Since I've been a school board member that has been a focus ever single year. Specifically how we're

looking with those particular groups. It's not just okay to make gains. I appreciate that. You'll say that and paerpts will look and say what school is it? It will be interesting to know that especially the number of them. But also, it would be, I think it's important data point na is missing is asking to ask what specific training or science of reading, whatever they feel is making the absolute difference when it comes to their kids because nobody knows better than the teacher in the classroom. I love data points, don't get me wrong but I like to keep my ear to the ground that every day, not testing but every day teaching and learnings and relationships that make a big difference. It will help us move forward. Awfully easier for us as a board to be

able to look at that and say, oh you know what, k-2 do this, this is what they're doing and they don't feel this is what their kids need. Do you have a list of the schools or does it take a while? we have a list, we can provide them for you. okay, I was going to ask questions but I can wait. I did want to give a shout out to crystal lake middle school for waop waop getting some good grades. MS. Rupert, I'm sorry do you prefer to have a follow-up or we can tell you the schools. sf is it a lot that I have to write. You can just send it to me. That's information I didn't have before which is important because that means the public did not have that as well. Would

like to have seen a more specific swd breakout which I believe my colleague already talked about over there DR. Holness. So I'm wholly agreeing with you, holness, wholly. Thank you, I'm a special club tonight for my mic night. [Laughter] Yeah. Could be here. so yeah, definitely need those answers for that and thank you, and it's really a specific, you know, voice for the public to say listen, this is what is going on. This is what still going on even in, bad times financially, we're doing the work that we need to do in this district in the state in your classroom with your kid and that's, that's important, so thanks so much. thank you and before I go to MS. Hixon, I did forget to take public comment. Is there public comment. no comments. thank you,

MS. Hixon. thank you, first I want to say thank you. These are good things we should be sharing at the top, you know, every conversation we have, we should be sharing these results because at the end of the day, this is how we get graded. And my favorite slides were 23 through 28, that's kindergarten through second grade, that's being able to predict the future. If you're only worried about third grade, you're already behind the 8-ball. I know that in the schools that I have gone too, they are focused in the early grade levels that will help them in the future. I have a question, maybe it's the elephant in the room, testing. We moved instructional coaches; I don't know what the right robert is, where the teachers are helping teachers and we moved them into

the classroom. so we got to where we're at. We're not going have the same resources next year to some degree. That if we reduce testing or walk through, that we understand are weighing heavy on teachers, but we have to acknowledge that the data we're looking at is because of those things that have been here. Because we were at the school for ten years, and implementing things that are having some growing pains with people. And I don't believe in the grades in the first place. I will say that out loud. I was never at a school that was an a-school. But it's the world we live in today. Can you just tell us what, what you're doing proactively as an academic department knowing what is coming down the pipeline, but still insuring that we're seeing. I'll

start by saying, thank you for the elephant in the room. There is always a risk to change something that was already working. When we look at and supplemental materials, we have over the past three years looked at our roy, return on investment, to determine which are having the greatest effects. We're at the point where we're at the bare bones that have high ethicacy so these are the non negotiables, our constructional our tier one, our supplement materials which is one or three things. These are things that we want to keep. And then we start looking at staffing which is what we're looking at now. We're taking a look at how many will allow you to still continue to do the work that we're doing and still maintain, right? We're three years into this. There are some

schools that are really light spaed ahead, they're on their own, they can survive on their own. And schools that with some support they will be intentionally able to accept. We have look at the data, pm data as for example, we start to look at what we consider our party watch schools. We'll still have to be very strategic knowing that's the case because we have a lot of schools that at the very end, MAY opinion rise to the occasion that are on, pro efficiently on their own without support. And that's where our regional support comes in. That's where district support comes in. So when we're looking at the budget and resources, we're look being very intentional in terms of what is non negotiate what we must keep. So we talked about acceleration, we have to continue

to accelerate even though we are taking the pedal off, we cannot put it on crews control just yet. So I know, that in working with cabinet and obviously our superintendent who is leading this work, we're very strategic around the resources and what are we touching and what are not we not giving up? What can we give up at this point in time? thank you for that and we've had this conversation already. But I also hope how we will start to include ai in some of the process. I said it since wiefb here, but we still teach like we're in the industrial revolution and that's not how our students learn. So I would love broward county public schools to be the leader, innovator of changing petegochi in education. So if we look at how we have

to reshape that, it's in the context of being a leader and how we incorporate ai not getting rid of teachers in that way but how to enhance what we're doing in places that we cannot afford certain things, ai would help us to make up that difference. As one board member, I want to be clear, the expectation is to continue to be the a and it's important that you share with us, what the non negotiables so we understand in the beginning. And also when we're talking about the community and explain how you came to that understanding, because the community is going to expect us to be in a district regardle of what else is going on at this level. So we have to partner and bring them along the journey as to why we're changing things.

You know, when you get rid of certain program, we get 100 programs from teachers who have used that for ten years and they believe in it. So tt hard if they don't have the background, to say, we get that but that's the reasoning. as we move forward, the more information as to how you've landed, I think would be helpful in us being able to provide information to the community. So, thank you again. appreciate it. any other board member discussion before I go? No? I agree with you, MS. Hixon that we should be sharing this great news all the time, that's on us, as school board members. So thank you for pointing that out and I had a similar question, I guess I'm wondering how you guys are reconciling the conversation from last week where you

heard from the community, you heard from pus, where we felt strongly about the over testing. Hohododoes at coconvertiononfit t toto this? I feel very strongly about both things, I really like this good news, and I also really don't like us over testing goods and those things are in conflict with one another. I don't think they're completely in conflict but I kind of want to hear again how you're reconciling those two things. soy appreciate, that, MS. Leonardi. It is a delicate dance, that also is a elephant in the room too. Because we talk about assessment versus testing and the purpose of assessment and the fact that fast is a progress monitoring tool. We did step away from the workshop and took a critical look at what the next steps and not throw the baby out with

the bath water. There is some things that we'll be putting in not action item. And I gave you an example that every student needs to take, the I ready diagnostic. These students are proficient based on fast data. So that would preclude a good group of students who don't need to take it. The other part of that, the challenge of that is if the teacher or the parent wants to use I ready or wants the student to have that pathway, the teacher would have them go in and you would actually create an additional work, front face for that teacher to do if they want the student to use. We're looking to reduce assessment to make sure that they do some of those things. The other thing we looked at is the optional tests that teachers are

providing, reducing that footprint so they don't have access to those things. One of the other data points that we took a look at, we looked at how many teachers were creating their own and I think it was over 1,000 teachers without our instructional assessments, they were creating on their own. My fear is when we start to limit things that are teacher directed, then what are we saying to the teacher? That those teachers that didn't come in front of us, didn't have a voice but that we're precluding them from the discussion. So I think that's important and that's why I wanted to very deliberate around how many voices we hear so I come back with a board with a majority saying, yea or nay, so we're going to put the action stents and go to paerpt

university, we're going to go through the focus group of teachers that said they wanted to be part of this and we're going to say here are some options that we came up with and are you able to live with these options or do you see these as viable options in your teacher's space and give us some feedback, so that we're coming with enough data to inform the board about the things and that would include if we say, here are those thresholds and you're going to have to make sure that you make sure that you put the students, in the right pathway. Because a teacher mistakenly puts a student in a lower pathway. So we're looking at all of those things. There will be a memo reinforcing what is and not optional. It will be reinforceded

on a memo that went out earlier this year. We're doing the easy wins but to your point, it's going to take deeper dive with the teachers, but so we don't always make a huge change that will have an impact to our acceleration. soy hope that people, everyone was listening to that. I think it's, it's I'm very grateful for that explanation. And I think it really illustrates how difficult the task is that we are all, you all are trying to navigate. Like balancing teacher autonomy and achievement and the demands put on us by the state in terms of testing and things like that. And balancing workload and the screen time and testing. So it's so much more complicated that we talk about. I say that like a diane ravvish ak lloyd. This is something that has

been in the -- I appreciate you talking about the specific nuances that you're trying to figure out. And it shows me that you're being thoughtful and that you're taking the feedback seriously. I appreciate that and I look forward to seeing, you know what you guys come up with in the coming months and trying to work on this in the years to come. Any other board comment? DR. Zeman. yes, I just want, this conversation is so central to why we're here. This is wonderful time together. We don't always get to work on systemic strategic issues like this. But I just want to, make, a kind of evidentuary point, we have no proof that test we're doing is optimal learning growth. All we know is the combination that's got us on a positive trajectory, to the chair's

brilliant question is that we're assessing too much and could be doing better if we made that kind of change. It's complex. I'm big on teacher a economy, I'm really big on parent involvement, because when the parents say too much testing, that's a big deal. And they're very in tune to their kids. We have no evidence that the testing and assessment we're doing now is either accelerating or inhibiting our growth. In the same way, having -- we have no evidence that it's good or bad. But we have to think through these difficult problems. We're at a point where we have to start making decisions about big things in the absence of evidence, we have no evidence of what it would be like to have 50 percent of assessment and what kind of academic growth we would

get, right? We don't know because we have never done it. It's amazingly chaotic to be principal in this district. To do what this county needs the most which is to grow the scholars. Nobody has figured it out yet, nobody has a formula for successful. And elementary school and too many any other board member discussion? All right. Thank you guys. Next item is, the last item is rule development legislative affairs. do you need me to recess? okay, I now turn it over to brief presentation. I don't believe there is any public comment for it. Repeal but three that are being slightly -- do you want him to go over them. ?Fm do my colleagues want a presentation or go straight to questions? Go straight to questions. DR. Zeman is your mic on? sometimes I read the

policies and it sounds like my grandmother yelling at me. Things like we would love people to come visit our schools. Because one, paint the schools they are their schools. Funded system and it's their schools. It's also important if you see a school operating, you walk out with a higher perception and I just feel like and policies, we don't provide the context. And explain why you need to have. That's on 1620. Do we need a policy that states. we still typically have our policies to coincide. I don't know if council has anything else. before, she answers I'll tell you my preference. We rewrite them. And permanence. And say we're going to. so through the chair, often times, when there is a rule, there is a additional direction that given to staff and generally, like a rule

of general applicability it's what you put in a role, and in our policies. It's normally not a regurgitateof the statute. if there is a policy for statute and regulars, we don't need it. necessarily say, you don't need it because often times there is directions that you give to staff. hypothetical, that not necessary. In fact, we don't have a policy for every state statute. The only subsequent point. You can visit without telling anyone. Stakes understate wrap. And districts it seems like, creating this. And just come and visit, but if it's not in your district. that's what we heard from in the past and that's the reason it was placed in there. You're right, they don't have to notify and if they show up, and the school does not know the contact, if they need additional support

as to how to proceed with that visit but that was just for respect with elected official within that particular boundary. I would like any legislature to visit any of our schools anytime and that's one of nine but I don't feel the way the rules are written would be represent a good policy with school choice I don't think it's even that interesting. You might be, the rep representing parkland but you MAY be in other places and you MAY want to visit schools where your residents attends but not in your district. I like having a open-door policy for legislatures to fund and regulate. Thanks. MS. Hixon. thank you. I have two policies. So the first one, 1430 on public records. This MAY be trivial but I just, so on page 2, on section 4, it says the

board shall charge an additional 5 cents, is it possible to say the school board of broward county as opposed to the board because then it looks like we are the charging money, and it's the board -- it's the district it's twice, also in section 7. So I would prefer if we change that to the school board of broward county. We do get people that email and say, we're charging and what do we do with it. I wanted to be clear that that is a district thing. if there is no objection, and the rest of the board, we will change it to the district, yes. agreed. or it could say the school board of commissioners of broward county which ever. to accomplish what awe want to accomplish I would say the district. through the chair, I

agree. perfect, that's it. On that one and 19 70, the flags. So page one of two, 1 a, consider it says if two or more buildings or schools are located on the same campus, only one display of both flags MAY serve the campus. I get it if there is two or more buildings, but can you give an example of a school that shares. What do you mean by sharing the same campus? I'll use msd for example, they have multiple buildings. I get that part. If two or more schools. I think that's referring to a school or district side orifice ilt, then you won't count at two separate sites, they can share one. so, I think it needs to be worded different, because for my example, right, I'm going -- I know we're closing one of

them. But we have seagul and wooden rogers and broward estates and parkway, they share. pompano high. yeah, every school should have their own flag. My concern is, if two or more schools are located on the same campus, you'll have to use one flag. I'll use nova high school and middle school, they're on the same campus, there should not be just one flag. There is should be a flag for nova high school and one for middle school. I don't like the wordings or schools. Every school should have their own dedicated flag on the campus. so the policies is bare minimum. So there is the flag that you have to display on the outside and each classroom has to have a U.S. Flag. yes, I'm saying, displayed outside, every school should have an outside flag, not just

one that happens to be on there. so, so I just want to clarify if a school site has, I think that some of the example that they're split and closed and share the block but not the site. We will see that as two separate sites. I hate to use the word co-locate within the each other whether it be school or administrative within that particular site itself, then thth wod need ont t of flagags. I don't hahave a oboblem thth the distri d d the school but each school. They do, different things. So I'll use nova because it's the only one that I can think of that or let's's nova blanche, and nova a the two elementary schools that are right there. They share a campus, but they are, they are spaced but they do two

separate things. They should each have their own flag outside. If you're doing something outside with the flag, how are they going to both going to do it if they're all going to the same space. This MAY be trivial but it's not trivial to me. It's important that each school has their own school. If you're putting nova middle and nova high school all in one space and two nova elementaries, they should have their own separate place to go to where they're doing something at a flag. go ahead, DR. Fulton. I understand what you're saying, MS. Hixon. The two elementary schools for nova, they do have their own flags cause their entrances to get to each of the school are different. But the middle and high school if you notice they're right in the center. So when

you walk into the open space, you go left to go to the middle school, but they do share the one flag. because of the way they're situated on the same compound. so, I think it's important to distinguish that in this policy but I would also say that you need to add another flag on that campus so they each have their own place to go to for something. That's the only one I can think that I knew sharing a campus. I don't want to prolong a discussion about one area. But it's not clear in the way this is worded. So I would just, suggest wordings it a different way that is very clear that if it's a district and a school, that they would. we'll take a take a look and clean up the language. it

needs to be rewarded in my opinion. Thank you. MS. Bulman. thank you, chair. Thanks, chair. I'm just going to grab, I was looking at rule 6020, number 1g which was an existing provision. Can we make that a little more forceful? I feel like that's a little bit more. Not authorized individual are absolutely prohibited all the times. Cause when you're saying every effort should be made, it's like, well we might, we're going to try but there MAY be an unauthorized person hanging out from time to time. we'll make the change. thank you. any other board comment on discuss on this presentation? All right. Do you have your direction? yes, ma'am. Oh. sorry, MR. Cervera. thank you, chair. I've got a question, perhaps staff can provide some background in regards to policy 1430, the process inspection, an

examination of public records, to my understanding, a resent rfp was put out in regards to our attempt to outsource procedure for public records requests, I'm wondering what the inter play would be on these new perspective changes to 1430 and whatever else we're trying to accomplish that is still out and pending. through the chair. I don't want to say too much -- actually, hold on, hold on, before you say anything. I do have follow ups but I don't want to go down a rabbit hole, if that would be appropriate. MS. Jacques-adams, let me get you the number rfp23-127 public record management services and it's my understanding this is an outside stanting rfp. Is this something that we can have a discussion about in an open setting under the code silence or bared in regards to this

particular policy that is on the workshop agenda for today? it depends on what is the, what stage of completion is this rfp on? I'm not familiar with this particular rfp where are you in the process? we're in the process of it being opened for submissions of proposals. okay. has the time period for proposals been closed? no. so you can ask questions in general with regards to the rfp itself, just the logistics of rfp. I believe I can answer without any violation. are we allowed to speak? What I'm hearing is we can speak about it freely. yes, in terms of your questions about it. you're a school board member, you can ask questions. MR. Sullivan, since you appeared to have volunteered, in regards to this pending rfp, how will it affect 1430? so we will ensure

that all policy and statute is followed regardless of who is handling the public records. that's the response? yes, sir. why don't we impact this a little bit more. What are we trying to do with rfp public records management services? we're attempting to get proposal to see see if it makes sense to handle public records in a different way and perhaps streamline. so outsource rather than auto mate, correct? yes. There MAY be some confusion, we're not getting a software, it would be a third party doing the work. so are we looking to eliminate staff members within the our records department right now in favor of some sort of, ai program or computer automated program? regardless of how you do it, there will be some staff involvement but I'm not prepared to discuss reappointments of any particular

employee or employees. my concern is the process especially for my parents who are making these public records requests. Maybe I'm old school, I like it when you can pickup the phone and seek direction as opposed to having to talk to a robot, or do everything electronically over email. So within this rfp-126-27 are our constituents losing the ability to call up a develop and actually interact with a human being, or is everything going to be online if you will. there will be a human element to it. But the specific case you're speak abouting, there was some confusion about who processes that but public records does not deal with student records. I understand. But right now, we have designated individuals that you can email or you can call. yes, of course. this would impact, so student record

is different, so when there is records made of the incident you're speaking about earlier, those typically, could go through the region schools. That does not handle student records. correct. But parents still have a right to make public records requests? You don't lose that right because you're a child? correct. again, what I'm trying to understand for the parents who go through the process and want to make a public requests, my understanding is that they can interact with humans. yeah, most of the public records requests come through our in box for our public records mass majority. But the human element would not be going away. so is the two individuals, what I've been told, would handle this, would still the same thing that they're doing today in the event that this rfp passes and implemented by this

board? how that looks like will be dependent as we, address all employees at the time because of the reductions. So I'm not prepared to answer that question. I'm not sure what that means. there will be impacts to district staff because of reductions, so what that looks like I'm not prepared to answer at this time. will that affect the orc chart? possibly. is it -- . just because we get the proposal does not mean board has to vote on that or that we would present it to the board. so proactively doing this with the hopes of doing something later on in the year? correct. so, I just want, my greatest concern is making this process more difficult for my constituents, that's my concern. the goal is to streamline not make it more difficult, more efficient. can

you summarize how this proposal is going to make this process more simplistic and easier for anyone who wants to utilize but specifically our parents and constituents? we're hoping it will be more stream lined and responsive. no specific example come to mind how that is going to happen? I have to see what the proposals look like to see if that's even, if they have something better than what we currently have. when does the period close? MR. Hill? that I'll have to get back to you, I'll have to contact within procurement to see what the timeline is after foreclosure. I would like a follow-up with that, if I MAY. we'll give it to you by the end of today and to the board. thank you. MS. Hixon. thank you. I have a question on that. Also. I

forgot to ask when the committees were here, I did have a conversation with MR. Sullivan about it. I believe granicus has the ability to do some of that automation about the public records request. So just, yeah, and apparently there was a presentation given to the superintendent cause I asked him about what some options were. But I guess to MR. Cervera's point, we have not heard, nothing has come to us do we even want to send it out someplace? Did we want to try to granicus? i'm a little confused about what the process is, should it have come to us first before you sent it out or you gathering information so that you send it all to us, it seems very it's a lot of time and companies giving proposals when we might say, we absolutely

don't want to do that. So we don't want to have a conversation about it. So I would wonder what the normal process is for something along these lines. we have a lot of r TVs that go out on a daily basis. As it relates to this specific initiative, it goes with with the overall initiative that's we have to do more. We have do what we currently do with less. if I MAY, MR. Sullivan. You know, one of the tasks, as far as operating the district is to become efficient but also affective and every task that we do, essential reducing staff and not impacting how we service the public, schools or other departments. As far as the how, that's what we're developing and at ultimately, we bring the how if it's a contractor money has to

be spent to the board for approval or denial. So at the end of the day, the board is going to have an opportunity to say, you know, we're not purchasing that, we'd rather stick to how we're doing it. Our whole, next steps is as far as initiative to make the district more efficient in everything that we do is to go out and find, comparable services if need be or train staff so we can execute more appropriately. And we have a lot of issues going on with public records from day one. All of us received, those emails. So there is obvious the problem team has tried to mitigate some sft issues. The next step is to go out and see if we can get some proposal that help us mitigate the issues to point of being

efficient as possible and we have those records come in to get them expedited. I don't disagree that it needs to be addressed. My question would be then, or my ask, is to have a conversation with us, like what would it look like using granicus? What would it look like going out to a company, if you just bring us a contract, we don't know the back part of where you landed with that contractor what the comparison is now, if it comes as an oo item for to us vote on a contract, we don't know the rest of the story and you don't hear until somebody comes and speaks and says how about all of this and I know that, that would be true for a lot of contracts but in this particular, particular one, there is

something that could be done on what we use already, does granicus have that capacity? Do we have to pay more? What would be the -- as oppose today going out to this other. I would like all that information so we can balance out as a board. They do a high demand and work that they have. Some of the challenges go outside of them. So I wanted to say that publicly. any other board discussion? I'll echo that. This was not a dis on the people working on public records which is part of the animation, you would not be so reliant on the custodians of the record because they can pull it automatically. That's the conversation we want to have is not about people doing or not doing their jobs. So thank you. All right. Any other

board discussion? Or skez? Questions? All right. So that concludes that workshop, I would ask that everyone stick around because we have other things to address. At the direction the superintendent, the following agenda topic are tentative scheduled to be addressed during the upcoming workshops. And capital program organizational assessment and procurement recommendation. On APRIL 14th, we have advisory committee records, diversity, annual update and information systems, rule development for policy 5090 and 50100. that went over my head, I'm sorry. MS. Hixon? I think DR. Holness? no problem, MADAM Chair, I realized on APRIL 14, we have quite a bit of items here on the agenda. I just want to know from the superintendent's judgment, will we -- I believe we will get through these topics in 8 hours as we have our time limit of 8 hours? when

I look at it, most likely no. We'll have to extend the meeting or chop something off. that's my next question, are all of these absolutely necessary for APRIL 14? the org chart is necessary for sure. The committee reporters, you have the diversity committee, annual update, we have some policy reviewew ru developmpmenfor ste e of co of conduct. The oss quarterly report, the safe school quarterly report. Another rule development. And the student experience data dialogue. What is the will of board? . Er what do you suggest that can be moved? I'm looking at the calendar right now. We don't have a school board meeting scheduled for the week of MARCH 30, if we would meet on a tuesday, I don't know, I haven't spoke to staff about this, I'm wondering if we need to schedule another

workshop. Wefrjts can schedule more workshops. I think part of the challenge is APRIL, MAY and JUNE, the board only scheduled one workshop so other workshop ares packed, when you have one workshop, this is the will of the board so I'm not taking a position, just telling you the reality, when you have one workshop and two hours dedicated to one workshop, that leaves you six hours in a month to deal with the other business of the district, so that's some of the challenges in APRIL, MAY and JUNE, there's only workshop scheduled in each of those months. MS. Ofrp -- thompson? . Inger soon code of conduct is going to take four hours by itself because you think you're talking about one thing and as we found last time we were here, and 8 other things came

out of that, that should be all by itself or with one other thing. Then there's the student -- what was the other thing, I done have the papers. student experience data dialogue. yeah, so then the org chart is going to take hours, do we really have to do rule development at the same time? There's just no way. And even if we extend it, we wouldn't be functioning to be able to have a coherent conversation. so what's your recommendation? . Er I would say not to do the student code of conduct on that unless tlas reason that it has to be done at that time. yes. it does. there's a cadence. does the diversity committee have to be the annual update have to be on that day? for a policy? it has to be in APRIL,

the policy? yes. I have a recommendation if you want one. I would like to hear from my colleagues, MS. Thompson ?Frjts thank you, I would like to recommend adding a board workshop on the 30th -- on the 31s it caner, -- st, and then adding an additional one in APRIL and MAY since there's a lot coming up just with redefining and our financial situation and allocations. I don't see dinging one to that point. . Er I agree with that recommendation, I think we have a lot of work to do and we are not doing anyone any favors by mushing it all into one day. DR. Zeman?Frjts I want to add to that, I think it's a great idea to add meetings towards the end of the year, particularly this year, but I also think we

need a little bit more board discipline on how we spend our time here. We can ask questions ahead of time, we can get a lot of clarifications ahead of time as many people have reminded me, you can bring motions in already typed up and ready to go. We ought to be a little more mindful of the time the chair sets aside for blocks of time so we still get into the good meaty issues we have to resolve by ten of the year, they're very big this year but I feel like great boards figure out how to spend their best energy on their biggest problems and I would just ask us to think a little bit about that as we're preparing, are we spending the most time and the most energy on biggest problems or are

we spending a lot of time, and to MS. Hixon's point on code of conduct, it doesn't need the take four hours to go through the student code of conduct, if people come in prepared, we can rip on it, consider those voted and get done. I think there's would the different things, one is to extend to meetings every tuesday for a cup ofl months, and I'm sorry, MS. Thompson, did you suggest two workshops and two board meetings for MAY and JUNE. I don't have that calendar, but I wanted to add one to the 31st of MARCH, then staff said we only had one workshop in MAY. I can mention some dates. but I would rather us be here and we're spending time effectively and we can be moving on things and like space it out than

jammed meetings, by the ninth hour, no one's listening to anybody else. I'm agreeing with the idea we meet, I'm just suggesting I think what we did is we went to two school board meetings and a workshop toward the end of the year because there's so many contracts and actual meetings we need so we can vote and make decisions and so if dinging a meeting means we have two workshop and is two school board meetings, I'm fine with that, I like 8 hour meetings four times than 13 hour meetings three times. I also think we can do a better job as a board getting edt -- ready and spending times on things that matter the most. There's many way tos do that, part of that is preprinting and getting our facts straight, making good discussions about

weighty issues. we have several special school board meetings scheduled in the next few months, to MS. Thompson's recommendation, we can schedule a workshop for MARCH 31, APRIL 28, and MAY 26 unless that con flirting with -- yeah, go ahead, MR. Sullivan? remember that APRIL 28, we're doing a special because the board is considering the org chart on APRIL 7. I'm sorry, on APRIL 14, it's been workshopped, two weeks later, you guys will take the formal vote on APRIL 28. I didn't ta v that in my calendar, thank you. 28. so, we [Inaudible]. we have a special school board meeting. we also have a special school board meet thing 21s the t. Er what I was going to suggest sips the board has to be here on the 21st and the 28th, the org chart would

probably take 2-4 hours, so I would do four hours just to be on the safer side and then you could do four hours of workshop, the special on the 21st, we only have that for contracts so I would do four hours for a special and four hours for a workshop since it's already on the board's calendar, that would be my recommendation. two full days and one half day? you would have for APRIL, you would have a full school board meeting on the 7th, a workshop on the 14th, what I'm proposing is keep the special on the 21st for any pending contracts for four hours a workshop for four hour that is same day, the 28th, do four hours of a special o vote and discuss the org chart, I would do four hours at that

at minimum and four hours for a workshop. there's just a constraint with every time there's a special, anybody who cannot be here, I guess they can still participate, right, it's harder I think to have good participation with people who are not there but they can definitely participate, I was thinking of a closed meeting when people who aren't here can't participate, I withdraw my objection. is there any objection to the proposed schedule? so, we would have a -- like today, we had a special school board meeting and then the regular meeting, so on 28th, that special school board meeting doesn't start until 10:00, maybe we could move it up to 9:00. we could do the special on the 28th from 9 to 1 and then 1 to 5 for the workshop. Or we could reverse the

order at the will of the board. On the 28th, maybe leave the org chart for the second half, there will probably be more discussion. the 28th of MARCH. of APRIL. okay, but the workshop for the 14th of APRIL which is what brought us to this conversation. the 14th of APRIL is just a regular school board workshop which we already have a packed agenda. we're taking some of these items. we would redistribute the tenses to those two half days to lessen the load of the schedule. what about the MARCH 31. we could add that as well at the will of the board. we can do that as well. We could split -- I don't care what we do, I think we need more time, then when are the students coming? APRIL 14, and I don't think

the 31st would work for the students. we want to make sure we're not moving their schedule. I would never. okay, so john, if we have the 21st and the 28th for four hours of workshop based upon -- and DR. Hepburn, maybe you can answer as well, do we still need the 31st? Can we cover all of the items you have -- based on the recommendation that MR. Sullivan made? yes, so if the board agrees to the 21st for four hours of workshop and the 28th for four hour and is we're still doing one on the 28th, do we still need the four hours on the 31st? our chair is recommending that. last times we've gotten the skemg yule, there are things we keep adding as a board so I think it would behoof us to

also have a workshop on the 31st in addition to those other days. Rfrjt there any tuesdays in the last three months of this school year for which we will not have a meeting according to your proposed schedule? no. well, yeah, the week of spring break because -- other nan a -- than a vacation week. it depends if you count -- 26th of MAY, you can't do it because of graduation. we take offspring break and graduation, other than that, we're here every tuesday. yes. my question is can we take some of these things on the 14th and move it to the 31st. absolutely. then you would rearrange whatever you were going to bring later, okay. we'll make the arrangements. and send it to the board. this is not on you guys, in the future, could we

provide this list to all the board members, not just jeff and I. via e-mail? I don't dictate what method -- what mode of transportation you deliver it. Okay. I had one more comment on that topic, chair. MR. Superintendent, can your staff keep up with every tuesday? I mean, one of the things we ignore is the thousands of hours that go into the staff getting ready. we take mental health all too. er sunday morning, okay, I want to make sure you're okay. I'll be taking mine every tuesday. [Laughter]. alright, I have a lot to bring to the board in terms of student successes and some other discussions, so I just -- and there is some stuff I need clear board guidance on, so please don't believe, aisle defer to my colleagues, do any of my colleagues

havebullying to bring to future workshops and successes? I want to set up a legislative workshop but with broward county government because I think it would be good of us to work with them especially for transportation issues and some of the others as funding changes, I just think it's better for us to have a working relationship with broward county because it seems like we don't interact with them. would that be solely on transportation or on like -- I think globally setting it up, kind of like we have the delegation meet witching our legislature, I think it would be better for local governments as well. just for broward county or municipalities as well? for right now, I think broward government, county government. I think the property appraiser, tax collector, state's attorney, why can can't we have a

broward county legislature meeting. so, mine was just with the broward county commissioners because I talked with one with MS. Hazel at mpo, they would like to work on that as well, that would be my focus and then we can make friends elsewhere, my preference would be broward county government. Er they're member of the broward count I government, marte care is a major player in the legislative front, he has a huge influence of our inflow of money. I'm not saying not to, I would prefer to start with the commissioners and we can branch off. That would be my suggestion if if other people have other suggestions, I'm open to it. can I help bridge this divide, so maybe start like with a cadence, so create a cadence of like different government so we could do like

broward county commission, then the property appraiser, then the tax collect torque then we can do a broward league of cities, this doesn't have to be a n a two month span, it could be over the next year or so, would that appease you, DR. Zeman? I feel like the countywide folks are going to wish they could come and sit through the meeting when the broward county commission and the broward county commission, 18 feel get together, they're going to feel left out, I think it would be cool to have a broward county meeting, if you have a broward county commission, you could come to the meeting. I don't want to have a whole meeting with marte we caner have one issue with marte care websinger have one big issue with the tax collector, it's new office,

the state's attorney, again, we have issues with them but we don't have three hours worth of discussions to have with them, so my view is they would feel left out if they weren't included in that meeting. MR. Sullivan, could you speak to that? we did in the past meet with the league of cities, that's a good in variety of reasons, all the municipalities and all the counties have representatives on the league of city asks then if you want o go to the other countywide constitutional officials, we can work with them as well to do it in that meeting. okay. I guess is there an objection to doing what DR. Zeman is recommending or is there a sense of we want to just meet with the county commission? I object, I would like -- because I

think it con volume closed the conversation and then you have a 7 hour meet whoring we only talk about garbage or something, we can break it up and having the vai dense of meet witching different groups, meeting with the public defender, the sate attorney or maybe they're done together, but like it focuses and makes the meetings more gin win -- genuine if we flit it -- split it up in grouses much. Er I unsz both sides, what I would probably suggest then is we meet with the county commissioners in one meeting and then we meet with the others such as the tax collector, the property appraiser, you know, and other folks in another meeting so maybe two meetings, I think that would satisfy -- would that satisfy you, DR. Zeman? I the will of the

board, I communicate a lot with the countywide people and they often feel, you know, like we don't communicate enough with them and they all have connections to the issues that we have with the county commission which are very few. Our >> overlap with the county commission, we have very different kind of pursuits and missions but all of the things we have in common with the county commission are involving tax collector, property amazes, state's attorney and the other countywide folks, I talk to these guys a lot and they feel like we don't talk to them enough. I recommend two meetings. does anyone have any okay to DR. Holness' recommendation of two meetings? Okay. Alright. MR. Cervera? I'm sorry, DR. Holness, your suggestion for two meetings, was it that we have the commissioners come first and then

everybody in the second meeting? . Inger right, so the county commissioners as board member thompson mentioned, we have those in one meeting and then a second meeting with the tax collector, the property appraiser, you know, maybe gordon weeks, howard prior, those are the folks come in a second meeting. I'm in support of that, I think it's a good idea. any other comment on MS. Thompson, DR. Holness -- I'm concerned about the timing of it, MS. Thompson, you don't plan on doing that before we lock up the budget and do the org chart? it's whenever staff can start, I think it would also be good to the do the cadence of our chair suggested of dint groups. I also feel we have issue widths the tax collector that the property appraiser doesn't want to sit in

a meeting and discuss with. So, whatever the staff can schedule, I believe in them, but I would like them to be separate meetings. so, we just locked up the next three months, so those are locked up, so whatever the will of the board, it's probably going to start in JUNE and then just throwing this out as you guys discuss and come to consensus on something, if there isn't a specific agenda developed, you invite all the party tos that agenda, it's up to them to show up for whatever part they want to be in that discussion, so it gives them their time, they MAY want to be here for two hours of the part they want to be fully engaged in. any other comment on that item? okay, does the superintendent understand what the will of

the board isis on that? , no, do no go ahead, MR. Sullivan. I think I understand what the board wants, so if it's acceptable to the board, I'll come up with a plan and a cadence and e-mail it to the board. If there's any further discussion websinger can discuss it at a future workshop. okay. I believe MS. Hixon, you had something you wanted to share. a couple of things, first I had the pleasure of being the mc for the jazz honored concert but I understand MS. Rupert was the mc for the choir which I did ask, that's the only one I missed so far is the choir, but they had the jazz honor, the orchestra, the choir, I think there's another one, but anyway, the students -- yeah, and the band. It's just phenomenal if

you have never gone, the students, there's guest conductors that come, they spend like a day and a half learning the music with this guest conductor and I didn't go to the other unings, if the jazz concert, you would have had no idea it was middle students and seniors sitting in front of you. I want to make a quick mention tomorrow is spread the word day and spread the word is when people worldwide rally to end the use of hurtful language to create a more society from harmful stereotypes. That is tomorrow. This week is also national school social work week, so thank you to all our social workers for all that you do and it is also national breakfast week, so if you have an opportunity to jump in and visit with the school, I'm going

to olson for breakfast, to sit with the students, I encourage you to take the opportunity. before I go, does anybody else have any student successes, MR. Cervera? thank you, chair, last week I also had the pleasure of serving as master of ceremonies at the all broward county orchestra, which was a phenomenal setting and performance by the bronze and gold honor orchestras, we had conductors from up and down the state came in and taught the kids their -- I don't want to say routine, the program or the musical numbers and it was tremendous, phenomenal experience and sort of echo what MS. Hixon said, if you close your eyes and you could easily be in carnage hall with the level of performance from these kids, kudos to our students, it was an enjoyable night and a fantastic

performance by all. MS. Rupert? I wasn't going to say it, now I have to since you called it ou. For me if you close your eyes, obviously you would be transported but besides that, I'm transported back to being a little girl because I was in the corral in huntington high school, we went to belgium and we won the olympics of chorus and it was the only time the americans up to that point had won that hon new york city it was really cool, it was cool for me to be at the honor chorus because it was kind of the same time the olympics were going on and I remember dearly in my heart when the american flag went up and we were announced as the winners, and it was amazing, it was in flemish, nobody

knew what was going on until the american flag went up. Those are the parents and students that are locked into our schools and they are so appreciative of the music teachers, the art theatre and also they're appreciative of all the specials we do in our school system. That's what makes public school the best and we need to be leading with more of that, so I really appreciated it. It gets me teary at times. I also want to say I was in the band, and the orchestra, flute for band and p icc olo for the orchestra, thing that is make you go to school, some kids have tough times, they get up and go, some go for breakfast, some go for friends, 99% of the other kids, they go for the programs we have and the

comradery and the excellent teaching we have, so thank you for the opportunity to chair that and it's always special whenever we can congratulate our teachers and our students so kudos to the whole team, thank you. go ahead, MS. Bulman? thank you, chair. Last week, I had the privilege of participating in a beautification project at a ac.Er ri -- ac perry k-8 and it was awesome because not only were the interns there but -- and also daniel was also there and andrea, but a lot of the kids that weren't part of the program jumped many ask did a ton of work and so did some parents so it's going to look great when it's done and thank you for that initiative. you're welcome. Any other board comment s? okay, I wanted to first congratulate our alternate

student advisor who was officially accepted to nsu. [Applause]. Congratulations, I don't know if you wanted to say a few words. go sharks. [Laughter]. That's all you have ever -- I have to say, thank you, it wouldn't be possible if I didn't spend every tuesday with you guys, you have become a part of my family. thank you for your service to this district. I also wanted to congratulate the northeast high school boys water polo team, they are 7-0, they are the only public school team in broward to be undefeated and they are led by coach justin corona, they were the state champions in 2005-06, so this year they're hoping to continue that success, so congratulations tos the northeast high school water polo team. So, I didn't want to bring up a few issues, the superintendent and

I yesterday had the opportunity to visit ricard, we sat down with the faculty, the construction team was there a lot of our cabinet members were there, the superintendent was there and we were able to hear pr the rickards faculty, give them an update on the new building. Their biggest concern was safety, that they want that building to be safe, delays continue to plague the project. It is very frustrating for the faculty, the students, the families, it's very frustrating for me as the district school board member and they are kind of out there, they shared some of the concerns around the physical -- the physical conditions of the temporary campus and some issues around food service, around trash collection, just the quality and space they're in right there as there continues to be increased delays. I

asked the superintendent to have his team meet with every department in the school sto suss out -- fix problem that is exist at the temporary campus while we address the concerns and delays about the permanent structure that's being built. He suggested that we do a workshop to do a historical overview of what's happened, look at what next steps would look like for rickards, but I'm just eternally grateful to the community and the faculty for always being such huge advocates for that school, always being willing to bring issues and solutions to the table. I don't know if the superintendent, you wanted to comment on the visit to rickards yesterday. yeah, so, great visit, and when I mean great, I'm like having -- like somebody -- I don't know, there must be a monster under the table,

what I mean by great is the teachers, we had a discussion with the faculty and staff and they were able to air out their grievance and is rightfully so, what they've been going through is unacceptable, the numerous delays, I'm used to especially with tilt walk construction, especially a middle school can go up in a year, a year and a half, I have been doing a lot of fact find, doing a lot research, work witching the team to find out why we're in the place we're in now, this gra t grade class that never set foot in a brick and mortar school which is unacceptable. We're going to have a workshop, the public, the board, the staff rally needs to know how does f did this issue, how was it initiated, what are all the things

that are happening in between and who needs to be held accountable. It's -- so, in the meantime, our staff is going to be working with the leadership team and the teacher out there just to make sure we address what I call hygiene issues on their campus to make sure it's a comfortable environment, it's an environment that's conducive to the highest quality of learning that our students should experience and I got there early and drove around the community and all of that other good stuff and the community is taking this on their chin without any complaints so we have to be the a advocate and is speak up to let them know even though they're not complaining about it, we are, we're going to demand excellence for them, whatever we can do the accelerate the completion

of this, one of biggest concerns for the teachers too is making sure it is safe to occupy in these buildings, one of the top priorities is that building is safe to be occupied when it' done. There are some issues that have been going on for quite some time. I'm grateful to the community and staff, and I don't have the safely level of resolve that I do right now because it's unacceptable. and to that point as well, I did ask for the superintendent that we meet with on a monthly basses now, I think that level of communication is necessary and he talked about and I talked about with the faculty the need -- I mean, I feel like a broken record over the last five years about the need for accountability and some comments were made

by our team about the building and the designs and I think hopefully we'll have a workshop on this soon and we can delve into it some more, but the need for accountability because the way that this was proposed to the board was that it was going to be faster and more efficient and less expensive and it has not turned out to be that way, the people who are involved in selling that to the board need to be held accountable. So I just wanted to update my colleagues on that visit and the things that are going on there. I also -- two weeks ago when we had the conversation about the oig and in my meet witching the oig several weeks ago, it was brought to my attention that -- it's hard to remember but it

was brought to my ateption that perhaps the board was wanting the handy lease issue to be refer today the oig but that it was not, so I just wanted permission from the board to ask the chief auditor to seasoned that issue to the board and the language that I have drafted and I just would like some guidance from my colleagues on this would be -- chair, you referred to the ig, you meant to the ig. yes, so, I'm requesting that the chief auditor file a complaint with the oig regard thing handy lease specifically that bcps staff engaged in gross misconduct by negotiating and entering into a 2.5 million dollar lease to house staff while we have excess capacity in our school and is also considering that leased space would not have adequately accommodated staff. We

were looking to relocate there. The reason I used such strong language x as with wur options with the oig, it does require very specific standards for accepting a complaint, so i don't know if my colleagues have comments about that or if MR. Magli, you have comments on that. I guess to MR. Magli, didn't we the last time as a board when we had the discussion ask the chief auditor to do that? I believe we asked. I was not a party of a discussion about that. I don't know if MR. Rhodes did or didn't. he did not. she told me she did not receive a complaint. this was after we had met with her because -- we had referred the referendum supplements, not the handy lease. I know, but when we were here, we had a

discussion because we all had the meet witching the ig, and because there was also the discussion on who would be the point person to -- and I think we agreed it should be the auditor, and we also I thought asked for them to make an official complaint about -- I wasn't sure if it was the referendum or handy because she hadn't received it yet, so I don't know where we left off with that. Er I'll be clear. The guidance that I got, I think it was two weeks ak, was specifically about the referendum supplements, I immediately referred that to MR. Rhodes who filed a complaint. we did not have a conversation about the handy lease. I agree wholeheartedly. okay, DR. Zeman?Frjts I want the board to make a decision about a related matter to that

and I think it MAY change, chair, kind of the description that you use if the board would like to go forward with this, but there's also been shared publicly evidence of being offered a board seat on handy and accepting that board seat which is, you know, another dimension to this problem, you know. I have a lot of problems with that and I was glad to track that for a long period of time but government employees are not allowed to accept such things, you know, it has a big impact on your long term income to be on boards like that and I feel like the handy lease has many dimensions, none of them good. But the within where handy then offered one of our employees a seat on the board and that seat was accepted while

at the same time negotiating for a lease I think is an important part to add to that. I would be in favor of dinging that to what I would ask the ig to do subject to the will of the board but it MAY change your in essence your preamble to the referral because that's really about self aggrandizement as a reflection to your government service. I would be happy to add that, so I'm adding a a furthermore an employee -- en engagement, was allegedly offered the seat on the handy board and accepted. [Inaudible] MS. Bulman? can you read the beginning, I want to make sure you capture the -- if you make a broad allegation to make sure you capture the jurisdiction, so my understanding from my notes when I met with the inspector general is

that you have to allege misconduct, systemic, waste, fraud or use of authority or gross misconduct. Did you put all of has in there tl ? I put bcps staff engaged in groez misconduct. but the others as well, just a catch all and then they can choose their own, is gross mismanagement a third -- I'll add that too. okay. thank you. MR. Cervera? thank you, and thank you to MS. Bulman, I can never have too many lawyer MISS The room, you can never have too many lawyer ins the room. Chair, two things, would you be so kind to read the entire statement back including DR. Zeman's recent addition. that's what I'm doing right now. One second. while you're working on that, chair -- I'm ready. Per board discussion, I'm requesting that you file a complaint with

the oig regard thing handy lease specifically, this tha bcps staff engage ined gross misconduct, systemic waste, fraud and abuse and gross mismanagement by negotiating and entering into a 2.5 million dollar lease to house staff while we have excess capacity in our schools and also considering that the lease space would not have adequately accommodated the staff we were looking to relocate there. Furthermore, an employee engaged in that negotiation, was allegedly and offered a seat on the handy board. I'm all in favor of that. While we're on the topic, I have an inquiry I don't know if we're going to be able to solve today, is wanda paul still in play of this district? yes. is wanda paul still receiving a paycheck from this district? yes. how much longer is that going to occur? I don't know,

that's up to the investigators. I have to follow up with them to see where they are and what's their timeframe and wrap it up. when you say investigator, what do you mean? that is the school police department, and their did thinin -- detectivesesare inveveigigating thisissusu I want t to mama sure I'm fully informed on exactly what's going on. It's no se -- secret how this all unfolded, I was not pleased with some of the actions MS. Paul engaged in. I was vocal about that, I called for her resignation and within a matter of days, I believe it was on your desk. That seemed to be like the beginning of this year at this point. We're in MARCH and this individual is still receiving a paycheck. Other than waiting for this investigation to unfold which I'm

not holing my breath, rather than waiting for this investigation to unfold, what proactive approach can the district take to either terminate, release, whatever verbiage you want to use to basically remove her from her position and stop paying her as an employee of broward county public schools. I'll let hr and also general counsel kind of provide some information on that question. and just before you do that, I'm not done with the things that I wanted to bring to the table, I'm not trying to interrupt you, I wanted to just have the floor when you're done with that. I have no problem regaining the floor after I get answers to my questions. go ahead. mike gregory, chief security officer, with regard to the investigation, it is active, there are statements currently being taken, there is a large

list of witnesses that need to be contacted and that is in progress and underway. We are near the end, we're not in the middle so we do expect some finality as far as the police department investigation to come sooner than later. and if general counsel or DR. Lozano can answer the subsequent question. good afternoon, DR. Lozano, chief human resources officer. I'll give you my seat. you can answer. it's okay. so, again, wanda paul received a reappointment letter for one year at her current salary, so, at this point prior to that investigation, there was no cause to do anything to her employment, so I'll turn it over to MS. Jacques-adams to talk about terminating an employee who was repainted op a one year contract. so, my understanding is that that particular position is an asmat position,

so I don't know what the dates of the reappointment are but -- JULY 1 through JUNE 30 of this year. okay, so the natural expiration would be JUNE 30 and if you are -- she resigned so there's a resignation date. he's asking. before her resignation date. so, if there is a resignation and there is a particular resignation date and you're wanting to terminate for cause prior to that resignation date, is that -- correct. I don't want her to receive another dime from this district, what can we do to take a proact tier approach to make sure that happens short of waiting for an investigation to conclude? it would either naturally expire which -- that would result in us continuing to pay her. or termination for cause. okay. Do we have -- I'm going to ask

it anyway, can can we terminate her for cause today? it would depend on the fact and is circumstances whether or not staff has enough to terminate for cause. Er. er as you sit here today, can we terminate her for cause? I'm not the one that makes that determination for terminating for cause, it would be the superintendent's staff would need to take a look a the facts and circumstances and be able to state that she's being terminated for cause. if I had a b item for next tuesday's meeting on the 10th and bring this to a board vote to terminate her for cause, would that be something that I would have the ability to do as sitting board member. you would still need to have adequate farting and is circumstances that rises to the -- [Inaudible].

so the answer is no, so what the process? so, the only person that could go ahead and bring an item like that would be the superintendent because that's within his purview. I should begin with that. is it within my purview to direct the superintendent to bring such an item before the board? so, terminating of employee ares within the purview of the superintendent. You can state your thoughts on the matter but whether or not the superintendent brings an item is up to the superintendent and then the board would -- they would not be able to state anything different unless they had good cause. okay, so what I'm hearing is that the nine of us up here, myself and my colleagues basically are powerless when it comes to this particular employee and unless the the investigation is

concluded by JUNE 30 which I believe was her resignation date anyway in her letter, I don't have the letter in front of me, she said she wanted to stay until sometime if the spring or summer, so there's nothing we can do at this point. We have to continue to allow her to collect a paycheck? that's something that would have to turn over to the superintendent to discuss in terms of like what options you MAY have through him. I'm all ears. The fact ta we're still paying this woman is frustrating to me knowing what I know mow and how long it's been since we received that letter and when I ask these inquiries, artfully, I get -- respectfully, I get the run around, this shouldn't be this difficult. She needs to be terminated. How do with

stop paying her, her hundreds of thousands year salary. I would like to refer that question to the superintendent. hence the investigation, that's what the investigation is for to find if there is cause. okay, so the only option that we have is to find out if there's cause, and nr's cause, you can make the decision to terminate. that's correct. if it happens that the investigation takes months and months and months, we have to pay her in the interim. well, chief gregory sayid it's wining down so it shouldn't be months and months and months. I want to be clear so the public knows how this process works. I'm sure my colleagues and I get the calls why we're still paining her so I think it's important we're being transparent and why this woman is still employed woo

the district. . Er just to go back to the complaint, is there any objection to what I'm going to send to MR. Magli. MS. Nora? I had a question with that which could affect what you're asking. Who's actually doing the investigation? Our team, right? what are you talking about, the ig item or ---- wanda paul. our school police. okay, and whatand where is she relocated to? chief gregory, where is she relocated too to ? she's been reassigned to emergency management. . Er is that the n the same location as the school police? no, it's at the ssep location in plantation. school police are at tsse. gotcha, okay. I wanted to make sure that we didn't have the fox who was in the hen house in charge of the investigation, and I definitely -- thumb's up

to -- yes for the decision to the ig. any other comments on the language? MR. Magli, as I read it, was that -- the person who would be file thing complaint and as someone would has worked at the oig, is that -- I would like to sit with it for a bit. I would say that relative to the actual violations and any kind of personal gains, there was some things that were mentioned that I don't know that are quantifiable based on what we know here. Obviously the more we could provide that would frame out any conflict of interest or potential fraud or actions like that, that would be part of what would be determined as misconduct potentially by the inspector general. So, I don't know what we have with that or they're in an investigation,

what can be shared, I don't know what information has been shared with the board that I'm not familiar with, I would like to look that the a little bit more. Maybe the more we could provide would make it easier for the ig to make a determination like that. I guess when I referred this referendum issue to MR. Rhodes to refer to the ig, he responded staining he had what he needed. Do you have what you need in that language that I read out or -- I have close to what I think would be -- that's still going to be her determination but the language as it frames up, like I was saying is we're pointing to, specifically board seats and things like that, those things would need to be spelled out and clear, relative to

what -- I would like to massage that a little bit and maybe get your approval to do that. Just o see where it is. Unless that's not how the process was intended. I think -- I mean, I'm okay with that. is there -- any other board comment on that issue? I'm sending it today or I think I just sent it by accident, but yeah. Alright. The other issue that I wanted to bring -- I have three more. I had a conversation with some individuals from a school, the paid center for girls, they've been waiting on a contract from us for white some time and I want today ask [ ] Jacques-adams where we are with that. thank you, MS. Leonardi, as you know, our office has quite a bit of open positions, so I am

looking into handling the pace contract myself and as soon as I can handle some contracts that are going to go on the school board agenda for the 10th today, I will legally review that pace agreement myself this week. so, we can expect it to be on the agenda for the 10th? new york city I am working ob -- on certain items for the MARCH 10 to add them on, on an emergency basis for our office. And this week, I will legally review the pace agreement and provide that to staff. i don't know what state the agreement is in but I will legally review it and provide that to staff to send on to pace. okay, because it's my understanding that they've been waiting on this since JULY, so I guess I'm wondering if you can

explain why it's been held up for so long. so, I can take a look at when it was submitted to our office, I can tell you that's it was not submitted to our office in JULY, it was sometime afterwards but I can get that date. I just know it was not JULY of last year. okay. And then I had -- go ahead, MS. Hixon. just kind of to your same point, and I think we all mentioned this before, so I have a question, we -- you are short staffed and I believe last time we talked, we talked about sending things out to the cadre attorneys that we have but when I mentioned that to you because heresies the boys and girls club that now they're not being able to go into schools because the contract's

not done and you mentioned you still have to look at the contract before you send toit the cadre, so can you explain to us because the pace is one that you could also send out to cadre, they're not complicated because we do them year after year, so can you explain like what that process looks like and how soon you could get a chunk of those that are those yearly annual contracts to cadre attorneys because you can't do everything. You know, your answer is I'm gowning to look at it, I'm going to look at it but you have a limited amount of time and capacity. How can we help you to move those things along because I just see a lot going on and I know you inherited a a lot but we need to move

them out to the cadre attorneys so that we can get these contracts moving, so can you explain that process? sure, and thank you so much, MRS. Hixon, part of the issue is I need certain contracts in place to be able to give it to cadre and that is what I'm speaking to in terms of the contracts that are going to the MARCH 10 board, so in order to send certain contracts out, I need a contract to be able to get the cadre to go ahead and do that so I'm in the process of working through all of the logistics to make that happen but in the interim, there are two contracts that will reference, one is pace and the other one is the boys ask girls and I would pluck on those and work on

those myself while I am working on the logistics of getting the clip of the contracts out to cadre. I guess that's my question though, so you have procurement just to kind of go through the process, right, whoever is the person that starts the contract. yes. then the boy and is girls club, it went through legal, it went back to boy and is girls club, now it bounced back to legal, since you've done the majority of it, why can't it just go to cadre now and I'm guessing pace is in a similar situation. . Er I'm not sure as I sit here whether or not it was legally reviewed and it's gone back out, I just can't tell you those facts as I sit here right now but I can after the board meet, I'll look

it up and let you know, but in terms of sending it out to cadre, there's a contract that I need to place. I see what you're saying. so I look at all of those logistics. they're not just on retain and her you send something to them, you're saying you need a separate contract to send out for legal issues you want cadre to review. I wasn't catching that the first time o, thank you for the clarification. not a problem. thank you. O I have one easy one, I know a couple of months ago, we asked for and this is kind of timely today, we asked for a workshop on the use of ai and use of technology in our schools. With can we expect ta to come, late summer, early fall? JUNE? JUNE 16. got it,

thank you. can I add to that, chair. can we go to the student advisor first. through the chair, whoever you would like. DR. Zeman? there's an amazing donation that's held up in legal as well that is going to prevent our entire staff from having access to about 150ai tools that were created just for them. To MS. Jacques-adams, is it possible that review is going to get done in time by the end of the week so we can get on that until MARCH 10, this is a donation to broward school os pay for something and every month our staff and our teachers and our principals don't have it, they're missing out on these tools that are dramatic efficiency improvements or dramatic improvements in outcomes. The reason this is important because to the chair's point about ai

but partly about the bunlt reduction, if we can find way tos do thing widths ai, there are positions we don't need anymore. Is it possible to do that this week? in answer to your question, DR. Zeman, as soon as the last attorney that was working on it left, it was immediately from friday to monday, reassigned to another attorney internally, that attorney worked op it and provided legal comments within a couple of days so currently the contract right now is out to staff, so our attorney has already looked at it, you know, worked on it, provided additional legal comments and then provided it to staff so it's already done and out to staff. and what I'm curious about is what's the probability it's going to get done this week? that depends upon whether the legal comments

are addressed. okay. whatever those legal comments are, they need to be addressed and sent back. The contract is deemed sufficient and sent out to be signed. I'm not sure wra it iss now but it is out of our office. Has was a priority, as soon as that attorney had left. thank you. MR. Spell berg, beggar, -- spellberg, no, you're good. I had a conversation about vpk market asking customer service, so I guess I had two questions. One, is there y ormae ll reframe it, arare ere rrrriers for us asa a school district to sending out communications to like the zones that neighborhood schools are in that offer bpk, sending out notification tos those residents about the bpk offerings we have. there's no barrier to that as long as it's an existing parent, either in the

charter school or our public schools, district operator public schools, we can send a message to them. what if I'm a new parent? that's the difficulty, if you're ao brand new parent, we would have to take different avenues communicating maybe through the municipalities or whatever MR. Sullivan's comp team can exercise as far as getting to to parents that are outside of our system and brand new to it. yes, so the superintendent's spot on, if it's the parents, easy, we already have their contact information our system. The challenge is a parent that we don't have in our system, so, the cities might be a good partner in that. We would have to engage with an entity that can provide us with a list of contacts. so, that is something that I would support. We don't have to

capture the parents we already have, we have to capture the new parents. And I mean I know that MR. Curb n er has done that grass roots or organic marketing in his neighborhoods to help increase enrollment. Ill say -- and I think MS. Thompson asked for a workshop on offering more vpk, these are ways to capture family and is bring them into our school system that might not otherwise engage, I would ask and I don't know.If there is an objection tr the board for us to explore those ways we can communicate with new tameless, family who is might not be aware of our vpk offerings. I think it's great and -- we have the bcps advantage cal pain going on too which is partially for schools that communicate with families that are not bcps families

too. so, text messages, mailers, MS. Bulman? MS. Thompson? I love this, I think if we're not doing it, we're missing low hanging fruit, this is how you get people into the system from the beginning, so thank you for bringing it up. I would say that the mailer's like a postcard, a large postcard with kids having fun, I don't know if we need bcps advantage but having fun in preschool would be great, that would capture my eye personally, I think we get too many text messages, phone calls and I'm not paying attention anymore, if you get something in your mail you're picking up, I think that would be effective. MS. Thompson? along those lines, also partnering with pediatrician offices, making sure they have our material and then also apartment come marks because that's where you're going

to have high turnover but high impact because you can ask them when they have a move-in packet if they can include our offerings. yeah, and I mean like not just general broward school stuff, my home school is bayview elementary, it's not, but your school is bayview elementary, we're having a tour on -- just very specific localized for different neighborhoods. MS. Rupert? just something I was thinking about pediatrician offices, every one of the doctors in broward county usually have our calendar write up, usually when you're check out so you can check what day you're going, it would kind of be low hanging fruit and free if there was something that we could put there so it's constantly on that big blow-up calendar thing at the doctors, they have it taped up, if it could be, hey,

the did you know we have so and so and such in this area or you can do it regionally or something, but it's something simple they're already doing and we have the population taking our stuff and putting it up and it benefits both people. if I could put DR. Fulton on the spot, we do kindergarten round up and not all of our kindergartner ares in our pre-k schools, DR. Fulton, how a f are we going kinder gart round up, it's successful and they have nights and events, so we could piggyback off of that. one we get them in our system in kindergarten, all we have to do is keep them and the challenge is getting them into our door tos start in kindergarten, so we started it last year, it got better this year where

every elementary school is required to do two kindergarten round ups, they can call it what they want, in general it's a kindergarten round up, they do a morning session because we have parent who is are available in the morning x they have to do a P.M. Session because there are parents MAY not be available in the morning but available in the evening. The morning is the best because we use our students to really sell the program and bh parents come in and see kindergartners readinging and do classroom visits and they have an opportunity to talk to the student and is teachers and that truly captures that but it's not over when our parents leave. We now have a database of who attended the tour or the round up and our job is to follow up

to make sure we ask any -- have the opportunity for them to ask any questions but we don't seal the deal until we register a student so we continue, hey, you came out in JANUARY, I noticed little bobby hasn't registered, any questions I can answer, anything else I can do to help you choose broward county public schools but we also are asking principal tos did a second or fourth, but we want to make sure all of our kindergarten schools are doing a round up in JANUARY, we did it last year in januaries we did it this year in JANUARY, would options to make sure we capture working parents and parents that are available at different times and then coming in the spring through the choice window websinger capitalize on that as well o make sure

we give another option or another bite at the apple of anybody we missed in JANUARY, it's never over until we register a student websinger had our parent gos online and schedule an individual tour and we have educated our principals on how to really capture that moment when someone comes to your school because they can go to any school. If they come to your school, you want o make sure they get that great experience and again we ask the principal make it personalized when they're a part of the tour, if not, have someone consistent so it's the same story parent ares hearing. All you have to do is be quiet and get the student sell a school, if we don't register a khiel then, we follow up and follow up to ensure, it MAY not be

my school, let me tell you about the school down the extremebacker street, let me tell you the programs they have, so it's our job to capture our incoming kindergartners. I have a comment about that, MS. Alhadeff? I think we need to go where the community is at meaning we should have table events at festivals, farmer's markets and have a presence there because that's where people are going with their children and they need to see us and e we need to be proactive. great minds think alike, that's some of the bcps advantage, the principal's task, MR. Sullivan's teams have gotten all the information from all the cities and they send that document to the principals and it's a live document so any time the city alerts them they have an upcoming festival or event, they will

update so we can have a presence at those places. We've asked the principal tos sign up for a minimum event so we can be in live and in living color. Many of the parents MAY not be zoned for that school but they're learning great things that are going on at bcps and that would entice them to go to talk to their schools and learn more. thank you. And I was really pleased, DR. Fulton, to hear you talk about parents being able schedule tours at their schools. I would just ask that the office staff are aware of that opportunity as well so, if a parent calls the school, the office staff is able to figure out a way to schedule that tour. That is everything from me. Are there any other comments from my colleagues? No?

MS. Bulman? I wanted to go back to -- well two, things, one, to just jump back on what you just said, we should always baibl give a tour to any potential student at the convenience, I think that's the best customer s frs we can give, so I hope that's what we're going to be doing moving forward and I want today follow up on MR. Cervera's line of questioning about the investigation, I didn't have the floor, but in terms of the timeline for this, we have no one really said when this is going to be concluded, soon, so, I think since we went down the liep of questioning of what we're able to do which is nothing, the only thing we can do is request the inspection get -- the investigation be wrapped up as quickly

as possible. Can we get a date? I don't know if you can give a specific date. Most of the time in this investigative process and I don't know if -- the chief's not in the room, just from my experience, it grows additional sections of a spider web, if you're investigating one piece and another witness provide you additional information, that MAY get you starting to talk to the other people. I know he said it's wrapping up soon, I get updates as frequent as I can, to put a hard specific date, you might MISS Something, we're going stop it at this specific date, there MAY be additional information that MAY be ap litigable to the investigation and part of the people in this investigation we MAY MISS On if we put a hard date. I would just

say -- I don't know if my colleagues join me, we'd like it wrapped up quickly. and going off of what he said, I assume it's going to be wrapped up quickly? in the next week or so ?Frjts I'm taking soon at the most a couple of weeks. okay, thank you. MS. Hixon? thank you, just dawned on me, I forgot to ask this when the committees were here, the comment was made that campus monitor was pulled from a school, so that they could sit in, in our meetings here today. Do -- how many security -- like, we have a lot of security here l sh already, why would we be pulling security monitors from schools? I don't know but I know campus monitors are sometimes utilized in functions like this , not the blue shirts, right,
