001for which it stands one nation under GOD, indivisible, with liberty and justice for all. welcome to today's school board workshop. It is now called to order. To ensure a safe and productive environment, clearly marked emergency exits, once the room reaches capacity, attendees will be directed to o the overflow area. If the fire alarm sounds, continue outside the building and remain there until the hort authorities give clearance to return. I will ask broward elementary school to lead us in the pledge to the flag. I pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under GOD, indivisible, with liberty and justice for all. I have requested -- is MRS. Alhadeff online? No? She is on, okay, go ahead, MS. Alhadeff has requested a moment of
002silence. (Moment of silence). okay. As an a rated district websinger remain committed to sustaining in achievement and for every student to reach their highest potential. Believer, empower, achieve one broward. We will now proceed with the agenda. Today's workshop will operate in accordance with school board policy 1020 and the board are raoe f review items as advertised and presented with the superintendent. I want to briefly recognize our new general counsel, kathy due praoe bruno, thank you for joining us. And I want to thank MS. Kathelyn jacques-adams for her hard work and stability during that time as she served as interim,
004thank you, MS. Jacques-adams. Alright, our first item is redefining our schools update. I now turn it over to staff for a brief presentation. thank you, MADAM Chair, thank you to the public for being here as well. I'll turn it over to DR. Wanza and team for a brief up late. thank you, DR. Hepburn, welcome, member tos the community, valerie wanza joining me in the room is MS. Parker, dante collins, the dictor of charr schohool manageme pppport, joe bebeck, direreoror of dem ragpickers and enrollment planning as well as ka -- cassandra with innovative programs. As becon is loading the presentation, I would like the remind the board and also inform the public that today's conversation is a continuation of the actions that were taken at the JANUARY 21 regular school board meeting when the board voted to
005establish the attendance areas for the 26-27 school year and we -- at that time we told the board we would come back in MAY and provide an update on where we were as an organization ready for the systems of those organizations and present to the board at this workshop the unsolicited proposals that we received as it relates to land leases and specifically there were two locations that that process addressed and it's the north folk elementary school campus the board voted to repurpose as well as the segal alternative high school campus, and I want to reiterate, these were unsolicited proposals and they around land leases, they are not associated with any type of p3 efforts so I wanted to make sure that that was understood by everyone here today, so becon can go ahead and load
006the presentation. I'll walk the board through staff's presentation and then MADAM Chair or DR. Vice chair , I don't see MADAM Chair on the dais, I believe that we would then proceed with the cadence of allowing for public comment and then the three proposals that are uploaded, the representatives for each one of those proposals are here and they will be afforded an opportunity to speak, give voice to their proposal aiz certainly can't do it with the passion and the intent that they have developed them with, but allow them to give voice.X the board would then begin its deliberation, questioning & things of that nature, becon, I'm not sure if the presentation is up. we will need recess this meeting for five minutes due to technical difficulties. (Meeting in recess). . Inger f thank you for
007your patience. Go ahead, DR. Wanza. okay. Thank you, MADAM Chair, becon, if you can load the presentation, I think everybody's waiting on this spectacular -- there we go, alright. So, this slide just basically recaps what I said in my opening comments, why we're here again to give an update on where we are with the implementation actions for the decisions that were made by the board on JANUARY 21 at the regular school board met meeting -- meeting as well as to begin the discussion on the alternate decisions for the north folk campus as well as the segal campus, we will talk about the work we've done to relocate departments to schools, we do want to walk the board through a little cadence we have for upcoming conversations with the board. Then obviously have the conversation around
008those two cam pus as I said and then we will await whatever next steps we get out of today, so just as a brief recap, at the JANUARY 21 regular school board meet, these are the schools that were consolidated as a part of this year's redefining our schools process, they are certainly not going to read to everyone, on the next slide, slide 5, you see the three schools where there were some feeder pattern alignment done, particularly middle schools and high schools and then we did do two grade reconfigurations as well as a school model redesign at hallandael high school. We have a complete project management process if you will that is is being facilitated by our strategic management department, the work has been divided into the 7 work stream that is are there. These work
009streams, they meet biweekly and they talk about obviously the work that has to be done to ensure that the actions that the board took are implemented to fidelity as well as they look at any risk assessments and then we also make strategic decisions and systemic alignments. What I will say, the 7 work streams, they meet separately and then the comprehensive team includes the cabinet, the work stream leads and if we need different principals to ensure we have the principal voice, they will there as well. This started in FEBRUARY and it's ongoing until the end of the school year. We also have -- I'm on slide 7. We also have implemented a robust communication process. We have biweekly virtual meetings with the 24 principals. We also created a team site where we archive all of our
010artifacts, anything that's done that needs decisions, decisions have been made, we have frequently asked questions, documents there for the principals and then as they come up with needs that we create, we archive them on this site as well. I also wanted o provide for the board and the community, when we met with each actual community at the respective school, as well as when the staff meeting was held or will be held because you see the one for hallandale still has to occur, the reason why there was not a staff meeting at third good marshal elementary school, nothing was done with the school's boundary to change the boundary. We are adding the early learning component, so the current staff, if you will, was not impacted in any way by the decision on JANUARY 21. So, our
011timeline is to obviously have everything done by JUNE 30. We look -- of this year -- we look at the month of JULY to mitigate any risk. School choice requests are addressed throughout this process. The reason why we put this here, we know when employees, they MAY be assigned to different locations or their work location changes because they've been impacted by these decisions, we will process their choice request if they have them throughout the process and we have been doing that. And obviously all schools will be ready to receive students, to receive staff and to be in their new design prior to the preplanning week. Next section talks about departments we are relocate thing schools, I'm not going to read verbatim each slide, palm cove we see for share and had technical college because we
012know they wanted to expand, that MAY be a potential option for them. Panther run, the tssc departments, we know that facility, the board has declared that a surplus site as well as the tssc annex, so those employees would move between panther run and plantation middle school. There MAY be another option with panther run coming up, we will advise the board if that comes to fruition but right now this is the tentative plan and then at sunshine elementary, all of the departments that are currently in the rock island professional development complex, they would move to the sunshine elementary school campus. And then we have space in other schools across the district as we know, so we are reassigning different departments from this building to vacant spaces or available spaces on school campuses and once we have
013the complete listening of exactly where each person has gone, that's about finalized, we will present that in the MAY workshop when we come back for the follow-up many MAY. You can see there are other schools that are still being identified because there MAY be opportunities in other schools as well. And that you can see what' going on with stranahan, our ese staff at arthur rash, when they move out, they will allow the arthur ash campus to expand the programming they are operating and so eager to start you'll see the other two, the twin lakes facility is where ppo and district operations are now as well as central west transportation, they were able to augment some space to accommodate another department. By relocating departments to schools, the very first one we think is impactful is --
014MR. Dorsett can give voice if need be. When we move the physical plant operations zone 2 from where it's -- they are currently in leased warehouse space. For them to move on to a district owned facility which I believe they've just about completed their move there, they near the process of completing it, that is an annual savings of 540 thousand dollars in facility rental as well as over 122 thousand in maintenance and utility costs. In the same manner when we move the staff from the rock island complex which we know we've already -- they are there, that site has been sold to the urban league. When we move them, then we have an annual cost savings of just over 306 thousand dollars in maintenance and utilities costs. When we move the departments out of this
015building, we are looking strategically to move out 7 floors out of this building into schools that have space and that opens up 7 floors for potential -- well, for lease opportunities here if had this building. The one thing that we did want to advise the board, when we move this amount of staff, there will be a need for one-time capital cost expenditures related to moving departments to the available spaces in schools. We will bring that dollar amount once MR. Dorsett and the appropriate members of his team have that computed but we did want the board to know that there will be a one-time capital cost for that. So, through the superintendent, we will come back to the board on APRIL 14, we want to have a conversation with the board around some transportation updates and
016some opportunities there for more efficiencies as well as potential cost savings. In MAY websinger eel come back with another redefining our schools presentation but that presentation will be some final thoughts to the board around our implementation but we will expand greater on the programmatic innovations that are part of this year's redefining and also we want to have the conversation to start the planning for redefining for next school year and then we want to kick off next school year's redefining at that JULY 21 school board workshop because our goal is obviously this is our second year of going through the process and we want to look at reviseding the cadence and ensure that all of our actions are completed and then the board does a final vote on school boundaries, school repurposing and all things of
017that nature at the DECEMBER school board meet, so that families know decisions, we can align it more seamlessly with the school choice calendar, so we're going to come in MAY to talk about planning for next school year but it is our intention to kick off the process in JULY of this year. I'm going to speak briefly about the last portion of what I would speak to is the alternate uses for select campuses. We know very early when we had that very first meeting, I believe it was at dillard in SEPTEMBER, the city of fort lauderdale expressed early interest in utilizing any available space to create, develop and implement for the community a public safety training facility and that's what we received unsolicited from the city of fort lauderdale as it relates to the seagull campus
018we will talk about shortly. And then initially we received four unsolicited proposals for the north fork campus. We know that two, the museum in discovery in science x the united way withdraw their proposals and that was communicated to the board, so for today's discussion as it relates to north fork, the conversation will center around proposals from the rising project as well as a junior achievement of south florida. And there are -- I know that both entities have been working collaboratively and there is opportunity for collaboration for both proposals to come to life on that site if that is a direction once we get further into the conversation. So, just briefly, this is seagull as I said, both the police chief and the fire chief are here today and they will give voice to what they
019would hope to do in partnership with the board as it relates to a land lease and what they would like to do on behalf of the community for a public safety training complex. And I did have the distinct pleasure of attending two city of fort lauderdale commission workshops and I went with DR. Holness to one and then i went with school board chair leonardi as well as vice chair DR. Holness to the second so, we have been in front of the city of fort lauderdale commission at least twice where this item did come up. This is the actual map, the aerial map that you can see where the line would separate because as we know, seagull for those who don't know and whiten rogers are next to each other so you see the separation tof
020space so where -- if a lan lease were developed and executed, where the public safety facility would be and then the space that's still there, whiten rogers to operate successfully, we have had multiple conversation and is have been on several campus walk-throughs, we seamier -- certainly want to honor the feedback we received from staff, from the parents, the community as it relates to ensuring that the programs and services offered at whid don rogers have the space to do it successfully, that's the potential line of where the demarcation could be. And then for the north fork campus, we have as I said a proposal from junior achievement of south florida as well as the sistrunk rising pronlt, and both representatives from both proposals are here today and they have been collaborating for some potential co-existence or
021joint viability of projects in that space. So, this is the aerial map, obviously, of e nonorth rkrk cility. I knowthe arard has rereceiv commicication, the e superintendent has, so have I, around some historical considerations and I'm going speak to that in a few moments. We know that there's been much conversation around has and then so I'll go right to that now. One of the key considerations for the use of any sites, particularly the two that we're going to speak to today, but we know for the north fork campus, there will have to be some type of archaeological study, alison, our director of environmental health and safety, she has already done the prework to identify a consulting group that would do that work for the district and we do have some quotes from them that the
022superintendent has been forwarded but we do know that is a consideration because there is evidence if you will of the seminal tribe through years and what's along the river there, so we certainly know that we do have to engage into some type of archaeological study and then the second part that we have listed is obviously what will be fair market rates for land leases, again, tlaoez are around land lease. The board have wo have to consider if that's the direction they want to go in, the the length of time and then obviously for both campuses, the overall impact for the community. So, our next steps obviously after today is whatever the board provides as consideration or guidance to the superintendent, he will then ensure we as a staff begin to work -- we certainly will
023continue our redefining actions that we have spoke about today and also the department relocations. We're going to come back on APRIL 14 to talk tabt the student transportation updates and then on MAY 12 for redefining and we will do another just update, talk about programmatic innovations and then the planning conversation for next school year, so MADAM Chair, with that, that is our formal staff presentation. Ip that you have a cadence, and then -- when it's time from the city of fort lauderdale, we do have the police chief and the fire chief and then from sistrunk rising, we have MR. Brian johnson is here and MS. Laurie salarulo from southwest florida. . Er before we get started with public comment, first we will hear from the general public x up to three minutes each, this and
024then I'm going to allow the organization tos speak on their proposals five minutes each. Board members will have an opportunity to ask them questions as well, so we will now go to general public speakers. I have DR. Natalie lynch-walsh and then sister robin meral. DR. Natalie lynch-walsh, plantation florida, I was hoping it would be the reverse, MR. Tl MAY be comments I make that are irrelevant once we hear the presentations especially what DR. Wanza said about ja and sistrunk rising collaborating because that changes a lot of my comments so can they go first? I have outline ted process so please go ahead and deliver your public comments. GOD, we can't say I don't try. Anyway, so, I was happy to the hear that they're collaborating because I support ja, and I want not want to
025see someone profiting off of north fork, but if they can find a way to work together, that probably addresses my concerns. So, while I wass gone, I was out of town for a week which is why you haven't seen me, however today's theme is there's no ftf involvement, just in case you're wond hearing none of this went before the facilities task force and it demonstrates why you need a proper long range facility master plan steering committee that reports to the board so that it is not reduced to a chat and shoe with the superintendent because the board is being asked to make decisions and I'm not faulting strategy and innovation, they're just following a directive and trying their best but the board is being asked to make silo decisions where you get a piece one
026year, a piece the next year instead of everything comprehensive which it would help o have a master planner but that's item number 2 we'll revisit. On slides 9, 10 and 11, I did a public records request and I see there mr hill was alive and well, so hopefully I get a response. Another question, staff reductions, we have all of this movement. Is that after you reduce it by a thousand staff members, before, including, just a question. But I'm looking for the list of staff at each of the locations on slides 9, 10 and 11 and how much square footage they currently have versus what's proposed and the analysis to support the cost savings on slide 12, an estimate on how much in capital costs you will have with each move, I just like data and
027I hope you guys do too. It makes sense to have safety and security in it in the same location, however triage here, so rock island needs to be vacated first, not tssc because it hasn't been sold yet, it's kind of ironic you're trying to empty out tssc and it took five year tos get a discussion about rock island. But the before and after care is not like the others, so I hope that they don't get shipped off to sunshine, if they can fit at plantation middle. There's a lot of other questions that I can't ask in three seconds, so I'll send e-mails. thank you, sister robin meral. Er good afternoon, I heard it's women's history land, guess whose land that is, I wanted to introduce you to the person whose land that was who 100
028years ago, a group of developers came before the fort lauderdale town commission and plotted her land and took it away from her and she willingly was removed to reservation land. So, I've been working on history and research and now you have in your hands what I have been telling you at different public meetings that this is indeed burial land as well. So, it is incredibly important that you not just talk to archaeologists like the state tells you to do but that you talk to the rightful heirs of this land. They were removed, they are still alive, they are friends of mine and we will be creating a collaborative, a coalition underneath my non-profit and you need to be sponging to them about what their wishes are for their ancestor that is are buried on that
029land. I would like the tell you a little bit about the history, annie jumper tommy was the first entrepreneur and sold from that land these seminal dolls which are deemed to have been created right on that site. The historical marker is interestingly vanished from the site. It needs to be put up on that site. The proposal is that all of the untouched land that is contiguous be repate raoe dynamited to tribal members. I'll say that again. no breaking of the ground, all land that has not been broken and undeveloped which is a contiguous swap be repate raoe dynamited to the tribal members, it's their land, they had wonderful things going on with it, back then which are highly educational which is annie jumper tommy was the first pharmacist of the area. She grew on that
030land healing herbs and plants, that can be done again. We can go back to healing and people came from hundreds of miles around to get the plants and the remedies that she grew along the river front there, so I'm asking that you do the right thing, that you do the honorable thing, that you engage the actual human beings who are the heirs of that land and thank you for your time and atending. thank you. The next people I will call -- I'll call some names, if you are a part of one of the proposals and you would rather speak during the five minutes for each organization, let me know. Anna fusco. anna fusco, broward teachers union, I'm speaking on behalf of both projects, anything that's going to -- you took our schools away because the
031budgeting situation and we understand that, anything that can come back into the community that is going to service the community is a no-brainer, so I'm asking you guys to support sistrunk rising and anything to do with our fire and police, they are pillars of our community. Ne ear going to have a training ground, you know my son's a firefighter, you know where I stand with that. Anything that can bring some type of training in a public entity, that's the right way to go. Let me puddle jump over to sistrunk rise, I'm not only in support of turning this into this project, I'm a co-visionary with MR. Brian johnson and michael bell, the broward teachers union has been supporting them for many years. When we first started this scenario, it was helping our parents and our
032community that would be in turmoil if they were displaced with their housing, whether it was an eviction, a fire, a divorce, whatever it would be, whether you were a father, whether you are a mother, a mother and father, single parent or not, we worked with them together to help them get new housing, get a job, have food. Then it's evolved to where I would call and say I have an esp, I have a teacher, something happened, and they would find temporary room and board and then permanent housing. There was never a time when I graver a call that I didn't get an answer and then get relief and a solution. So, this project which would start with a stronger, more powerful, permanent base that could be for our educators. This is going to be in
033place to help our teachers and our educators. A lot of you board members sit up here, especially you, adam cervera, you say what are we going to do for our teachers, right now we're showing a community project in sistrunk for our educators and our community because our educators have also strong ties to their families that are with them so, whether you're an educator in the community and a family member, this will benefit everybody, so I'm asking you to support sistrunk rising when they're able to give their presentation. Everybody should have been able to hear what they had to say before public speaking, so maybe board members can piggyback off of some public speakers and we MAY have some other comments or questioners, I think it's important so our community that is able to show today
034can be involved in how these conversations go, thank you. thank you. Alan pattison. [Inaudible] okay, so the first organization is sistrunk rising. good afternoon, everyone, my name is brian johnson, and I happen to be the lead visionary for the sistrunk rising teacher vim laj at north fork. You notice the name of the project, assumes we would center a re-use of your schools, so our approach is that you don't lose your property but you reuse your property to expand your capacity to support the people who make your district run and those are your teachers and your staff so that our project includes what we believe is the highest and best use of the north fork site and we'll go through that really quickly. Before I go further, I do want to introduce the team member from
035sis trunk rising who are here, first we have barren cha nner would's one of the visionaries and one of the leaders of the development team. We have jonathan stern back and brian ivy, they are developers. you heard from anna fusco, she's one tof visionaries of the teacher family resource center as well as mike o ba il from community connections where this site has been engineered to take advantage of a preexisting relationship as you heard anna speak to where they have been addressing the personal needs of teachers and their families. We're now programming a space for them to do that at the north fork campus. Next slide, please. do we have a presentation? yes, I thought they would bring that up. can you pause his time, please. at 3:50. I can see why you're the spokesman.
036alright. Next slide, please. One thing I do want to mention is that, again, our project seeks a triple bottom line with where the district benefits clearly, the community benefits clearly and then a project benefits if a way that it sustains, it includes consideration of for the historic significance of the site where we're not only going to appreciate this h is by but showcase it in some significant way. That's just a little bit about their capabilities, next slide. This is the site plan, when I said we looked for the highest and best use, we spent a year and a half knowing that north fork would be addressed by redefining just trying to figure out if and when north fork was addressed, we can turn that site not just into a re-use that only benefits what's going
037on, on the site but in the re-use that benefit it is district, the community and of course the site itself so, our proposal, what you have received in detail includes workforce adult education and professional development services. Obviously the teacher village has affordable housing which n a way which is affordable where we are tailoring the rent tos the salary esof the teachers you all are paying. We have a teacher and family resource center where we are designating 8 thousand square foot of space for teachers to to receive free school supplies, counseling, there's a cafe type idea where they can gather and discuss andals teachers, their family and is the community base connections. We have in our plan a national brand hotel, a mid chain, a courtyard marriott such as that and then we have an idea
038of a trance.Eration hub that's conceptual where we will partner with broward county to provide access o the bright line to east or a trail way to the west so they can access economic opportunities and jobs. We know there are teachers who will be permanent renters, so wae wanted to create on the site for them to graduate to being home owners. There you see a rendering of all of the different uses, next slide. I want to talk about this quickly so we could be clear that when anna says how we know these rents are going to be affordable. We did the math and looked at the salaries of teachers and the area median income where they fall and we are prepared to adjust the rent tos that reality. That's a depiction of what the teach and
039her family resource center would look like that the teachers union and the community based connections will be managing. That is a summary of the direct financial benefit that is we are offering from our project to the district including but not limited to about 2.1 million dollars of value on affordable housing, several hundred thousand dollars a year on a land lease and tax increment cal increase that we are creating economic activity on the site. I do want to end by saying you heard a couple of times that sis trunk rising and junior achievement have had discussion around collaboration, that is true, we've gotten with our design team to try to figure out where we can create a spot for junior achievement to exist, had a spot for them to exist on the campus and we can
040talk more about that after they present, thank you. thank you, junior achievement? laurie sal ra, ula, junior achievement, thank you for the opportunity. So, I think number one that I had the opportunity last night to meet with the community over by north fork and attend their home owners association and it was really an extremely enlightening and informative time that I spent with them. They had lots of questioners and certainly lots of interest in a workforce education center. So, I do want to share that. I think there was -- you can see by both proposals, there is definitely some overlap with the career education piece, the teacher, professional services piece and the community centerpiece that is are in both applications or proposals. So, there's definitely an opportunity to discuss partnering. I guess we'll go to the
041presentation. You've all seen most of this, you know all this information, so I'll just go through really quickly as an overview. Last night's conversation with the community and I really want to make sure the board hears all of this. This building, this innovation center which is one o of a kind that we can find so far, it naoets only able educating every high school student and young adult in the community but it's also about ththe e ults inthis mmmmity rrrround thing center. It will ovide workforce services, education in the adults for this community as well as for young people and lots of opportunities. And I want to share one other thing that is not in the presentation. The preapprenticeship program which is one of the programs, why we needed additional space in addition to the
042high school mandated program like finance part bu, the preapprenticeship and the career bound use employment program, I want to give you a number, so this past cohort that graduate ted preapprenticeship program was 82% of them were placed into -- right into the pipeline, construction, marine and water management. We're expanding to telecommunications and health care. Those 100 young people generated 4 million dollars in economic impact. And when you look at economic activity, it's between 6-8 million, that's just touching the surface, that's working with students from about 15 of your high school and is these are kids graduating high school. You can see the impact it could have not only on them but on this community. So, just quickly through the presentation, I think you know we were suggesting building in the high school piece which every
043single high school student, technology piece where every single high school student as well as the community, they asked for that last night. Would we do education around ai. Would we host summer camps. Would we do weekends, sculler, evening workshops and things for the community around financial literacy, entrepreneurship and workforce, yes. We mentioned that earlier, so I was glad to have the opportunity to share that with them. I think I just want to mention, yes, we are exploring a partnership. How could it work? But I do want to say that it is obviously contingent on the size of the land that would be available and also the ability to provide ample parking for that. So, you can see here we have already said we would pay just like we did for ja walt to do the
044entire building, 0 cost to the district and in-kind programming to high school students and the community of close to 20 million dollars a year. Student impact will be over thousand, community collaboration I think I have spoken a lot about that already and we've also offered some space for the cte staff to be located in the building which makes sense because we work so closely together with them, so next slide. The ask again was to -- by the way, we're not greedy, we don't need the whole piece of land, so we are happy to share. There definitely last night was an interest if the community in the affordable housing piece, so I think there definitely is some merit to that partnership piece. I think you've all heard me say all of this, next slide. I can't
045even read that, I think it says everything I just gave you and I think that is it. So I'll leave it at that and happy to answer any questions as we go forward. thank you. city of fort lauderdale and becon, if there is a presentation to be loaded. while we're waiting for that, my name is mike lone, I'm assistant chief with fort lauderdale fire rescue. To the members of board and the incredible staff, thank you for the huge effort you all put in on redefining our schools and for hearing us today. I'll start off with telling you about the city of fort lauderdale and our capability ins public safety. We're the largest respective municipal city agency in broward county, both flpd and fire rescue. We have the highest rating of iso class 1 for fire
046protection capabilities, kass accredited is kh an ems agency has met gold standard in quality vision care, we have the largest call volume in broward county among city departments and individual truck and station volume is amongst the businessest in the nation, fopd has 541 sworn officers and 221 non-sworn personnel. They're ae eh credited by law enforcement. Next slide. That's it. Continuing to serve the communities, the existing classrooms at seagull and the buildings are suitable for our staff office space for a training facility and other flexible use spaces. As I note there, indoor space for training and education, outdoor space that can support practical training averts, that one in particular is important for us and the opportunity to repurpose the campus for continued public service. As we've talked about before. The city of fort lauderdale and broward
047schools partnering through an interlocal agreement or ground lease or whatever combination or whatever form makes sense as far as the rules and laws and statutes surrounding that would continue to benefit the public using that public building built with public funds to continue to serve the public. We're ready to negotiate those term and is design these future programs together and start creating this facility. Next slide. These are some of the ideas we have. This is a map previously, it MAY be slightly different than the one that DR. Wanza just showed, it's from a previous presentation, but firefighter training structure and is props are some of the things we would like to put in there, ems simulation training, emergency vehicle operator training, some of the other examples I have are incident command simulators for very large incidents.
048ems high fidelity simulation labs with ambulance mock ups, live fire training for high rise fires, technical rescue training props and probably some different props and training for problems we haven't even come across yet that we'll figure out thousand solve in the future. As far as the police examples go, simulated training village, scenario based a tactical training buildings and an e-vac training course. Next slide. Student opportunities, fire and police explore programs for high school students, there's a possibility there for expansion or some sort of similar program to be started. Leadership development and exposure to careers and public safety. Hands on training opportunities and the explorers are later hired across departments including our own. Fl.Pd has previously explored responsibilities for dual enrollment certification modules and high non-liability topics providing a pathway to high school academy training. Expansion
049of the explorer program to police and fire are some of the examples or possibilities we could have, this could be couple witched the fort lauderdale emt program. Cpr, ad and first aid classes and certifications for bcps students, school resource officer training for de-escalation and campus safety are a few of the possibilities. Alright. Community education as noted before, this could be give ton the community cpr, ad and first aid training, disaster preparedness education, public safety awareness programs, regional emergency response exercises and training to increase interoperability across broward county, that one's particularly important as we're responding together. We could also use that facility for our award winning cert team which provide a valuable service to the community and they're all made up of community volunteers as well. So, next slide. There's a few of the benefits but
050from a previous presentation you all had, it appears you guys will have a recurring savings of around 2.7 million dollars by moving us over and we're ready to partner with you and figure out how best we can do this together, whatever form that takes and just continue to get better at saving lives and start changing the lives of some broward county students. Thank you. thank you. It appears there was an issue with the assignment sheet, if there's anyone else who is here the speak for public comment, please approach the mic. If I did not call your name. good afternoon, michael bell, PRESIDENT And ceo of community based connection with sis trunk rise. Today represents progress, purpose and possibilities, the collaboration between teachers, minority builders coalition and community based connection with the developer teams present a
051powerful example of what happens when organizations come together, when they share a stroition strengthen our communities from the ground up, by wringing to create supportive and affordable housing, we're building for a future generation. Our teachers are the backbone of our communities and they shape the minds and the future potential of what we invest in daily in our children. Yet too often they face challenges of finding affordable housing in the very community they serve. This could help change that narrative, through this partnership websinger are maiming it possible for them to give the teachers so much final access to safe, affordable place to call home and as well as educators are supported and n the most strongest way possible. When families are stable neighborhoods are thriving, then our community thrives. We all rise together. this is a
052kind of impact that lasts beyond today, beyond this moment and into the future where collaboration leads to transformation. Look, I'll end with this, on any given day, it's always important we expand the option to change the odds of children and family throughout all of so ult florida, particularly here in broward and I'll take a personal privilege to say as a pompano beach high school graduate, the mighty golden tornados, I would say to you always being able to give back to this very school district that have given me the opportunity to serve this community, it is important we put our teachers on the forefront because we know the school board members don't have to put out teachers, and not to sound like a baptist preacher, you can't find anyone in their professions without teachers, so we
053want to make sure they at least are v a place to call home and call it safe. Thank you. thank you, anyone else whose name I did not call for public speaking? good day, family, my name is beverly chambers. I'm a realtor by profession and I'm just speaking for people in my community. We did meet -- first of all, let me talk about this collaboration. it's beautiful, I hope that works. However, whatever you all do, please do not take away the ownership of those townhomes because that's the cherry on top of cake. Don't do that. I did have an opportunity to see MS. [Inaudible] Yesterday evening and the home owners association, everybody se elated with how high school student haves the option to go to trade school or do whatever is the program will provide
054versus college, so, beautiful idea. I think we're in a financial crisis and it just seemed that the program, the ja program was not going self-sustaining so a merger sounds like to be the best thing but do not take away those townhomes. As far as the project sis trunk rising, they check off quite a few boxes. I love the fact that the district can't do a lot for their teachers. I think that teachers are the most underpaid individuals in the united states for what they do for our children day in and day out. To have a program where they are very concerned, putting down dollars for teachers to own property affordable rent, I'm a realtor, I know that is a contention point for me but more importantly, I don't like workforce as a title, I don't
055like area median income, whether you all have heard it or not, it's worth researching. It is not as accurate as we would like it to be. For them to take the budget of a school teacher and use that as the area median income, it's more realistic to being affordable, so that was an excellent, excellent opportunity for -- it is an excellent opportunity for teachers to have reasonable and affordable rent. I love the hubs, I love the love the idea there will be revenue to the city, through the hotel, tax money, the family support center, the adult center t entrepreneurship. The other thing I'm an advocate for in my community, the construction of this structure, whoever gets it, whoever builds, they are going to purposely go out to find trades in the community. I have always
056spoken and that has not been something that's been mandated in our city so it's -- they check a lot of boxes but the merger is a great idea. I am for sis trunk rising, thank you. Anyone else? thank you, MADAM Chair, MR. Superintendent, my name is marsha alison, PRESIDENT Of the naacp fort lauderdale national soaker for the advancement of colored people and we have known for quite some time, had a conversation with the previous superintendent and knowing that north fork had some issues, we share -- share witched them at that time had was a loss to the community, there is nothing like a community school that is our own but understanding the situation, we wanted to make sure that whatever happened that we didn't use some of those folks that came in early that took
057and was about that because of the location of it but brought something back to the community and I think the sis trunk rising project does that. We did have occasion to speak to MR. Johnson regarding some of the things the community was seeking. He was willing to hear hem and to pivot. I hope if the partnership does not happen and doing it, combining would be great, if it does not, some of the features from each project would go into there. I would like certainly to see the children get resources that was mentioned by one of the other projects but you want to make sure it is what the community needs and wants and I've met also with dorsey and some of the others but there are interesting thing that is are going to bring resources
058to the community, I think the teachers as a mother, as a broward public school teacher certainly understand the needs of our school teachers. i come from a bunch of educators, so I think this project, it does check all the boxes and as far as the police and these are my friends, there was one spot in there that said exposure to careers, I would like the see that and chief, I know for fire, you have spoken about more -- I would like to see it more clearly defined with more of an academy, we go to -- bh you see the children's faces come back when they see your fire truck, seeing that just lights up be f but there's not really an effort and it's not just fort lauderdale and broward to expose them to really
059understanding of what it take advising then providing a clear path to being a firefighter so I'm excite today see what that manses, other o than just the line that says exposure but make sure they know they can and they're given an opportunity to be successful as a firefighter and certainly there's more room at the police department as well and certainly to build better relationships, so I think we can do that and those would be great uses of the district's properties, something that brings back rather than taking away which I was concerned early on with some projects that came about, I'm glad we've pivoted to a different direction and look at something that will be beneficial for both the district and for our community, so thank you all. thank you, anyone else? Alright, we'll go to
060board discussion, MRS. Hall deaf? -- alhadeff. I support the ja [Inaudible], what is the time tog execute those? you broke up a little bit, MRS. Hall deaf, I think your question was is is what's the timeline? right, to execute projects. the execute the projects, what is the timeline to execute the projects? Gofrjts ahead, DR. Wanza, itches going to say it depends ton board's next step once staff is given direction, we can come back with next steps and work with the entities that are leveraging that land for the specific purpose outlined today or if the board goes in a different direction but it all depends on the board's next steps. okay, thank you. And I love the idea of the school safety training center. And to have the ability to table top lock-down drills, to contacting
061the 911 center o get tog the sro o the shooter on campus, so, my thought is that we should name the school safety training center after the 17 that were mumurded at marjrjory y stonan douguglas high school. And I want my colleagues to o pipe -- opine on that when they speak. And my last question is in regards to will we be leasing o out the space to allow other law enforcement agencies [Inaudible] In the school safety center. . Er I believe your question was if we would be allowing other entities to use that space for training, I believe that would be a question for the city of fort lauderdale, so if someone pr the city could approach. so, we have talked to other agencies about using the facility as well, there's been no agreement
062on them providing any financial support for it or anything like that, but interlocal agency traipsing and -- traipsing will 100% be part of it. does that answer your question, MRS. Alhadeff? yes, sort of, but I do think there is an opportunity statewide within the entire state of florida to open it up for leasing opportunity tos use the training center at the school for their training and their drills. yeah, that would definitely be an opportunity we could explore if we had a program set up -- if we were to set up a program like that where there would be an opportunity for other agencies to come and use that facility specifically for that specific traipsing. That would be something we would be willing to explore for sure. if [Inaudible] Could weigh in and the 17 victims
063of msd. as MS. Alhadeff requested, when you give your comments, if you can weigh in on the naming of the center, I would have a legal question when it's my turn. Go ahead, MS. Hixon? thank you, I have a couple of questions for staff first and then o -- to the different entities. An overall, whatever we decide today, does something have to come back to us for a vote or is today the bottom line of what happens? yes, that is correct. Something would come back for an official vote. because there would be a contract or a lease, along those lines? correct. thank you for that. The other question, kind of not related to any of this really, on page 12, it says ppo is going to be going to different schools, but it didn't say
064where and the only concern I have is they're moving from warehouse space and they're going into schools, so are we going to be able in school space tos accommodate the warehouse piece of what we're moving ppo for? I'll let MR. Dorsett speak specifically, but physical plan operations twoent sofm the space in one of the transportation terminals and it is custodial grounds that went to stranahan, correct? that is correct. good afternoon, mark dorsett, chief operating officer, task assigned, yes, what we did was the lease building that we leased in the city of lauderhill we no longer occupy that space anymore. We were able to move that team of people back on school board owned property so we utilized building number 26 at stranahan for the custodial department and the zone 2 operation that was at lauderhill
065moved into twin lakes complex. say that again, which complex? the twin lakes complex, the bus terminal there on 10th avenue. okay, thank you. Thank you for that. so I'll start with the ja in sis trunk rising, so I appreciate very much when sis trunk rising came to give a presentation. I asked them if they would be willing to collaborate with ja, so I really appreciate that. MR. Johnson and laurie were able to discuss that because I think both of them are really good things for the community for our students, for our teachers, and it was going to be very difficult to have to pick one or the other. So, I do hope that in the conversation and maybe you said -- both of you have said you think you can, but if we're going to
066work on something today, I think we need something more solid that says, yes, you're going to be able to because coming back would be leases and does that look like we lease everything to sis trunk and sis tuning leases something to ja or do we lease to them separately, so I think there's a lot of pieces to that, that would be important to hash out as much as you could at this time so we have a better understanding of it. And along those lines, I kind of have a question, based on leasing also, like how are we going to determine how much we're going to charge for the lease, is that something we're ready to discuss today or is that something that comes back to us at another time? Because that goes for both spaces,
067how are we going to be determining what we're charging for those spaces? that's a great question, MS. Hixon. We -- the real estate and planning division or department has already done their research on specific arranges in land leases for that specific property. Average for that property for per acre would be -- annually would be about -- annually, about 162 thousand per acre, that's a ten acre site, so multiply it by 10, 1.6 million for the entire site annually. Tlfrmgt's two sites, seagull and -- I'm going to get to -- that's north fork. Seagull is a little bit less, it's about 863 thousand per year for that entire site and that's just the land, unimproved, for seagull, I know they were talking about utilizing the existing buildings so to lease out the existing buildings on that
068site would be about 770 thousand for the buildings. So that's average, so, it will be up to the board to give us any direction, if they want us to go below or above that range, but that's the average. I got confused, you said 863 thousand per year for the site -- for the land on seagull. but if they're singing our buildings, it would be -- it would be different which they would be renting out spacebacker based on square paot taj of the building which would be 775 thousand per year for seagull on average annually. okay, great, thank you. So, just going back to ja and sis trunk rising, so I think it's really important to know that we have an established partnership with ja, they're established in the community. We know they have a track
069record of doing really great things with our students, so I am really hopeful that we're able to merge this together. I think it's a great thing. Ja mentioned something, so I have a question on that. You mentioned something about our cte staff being housed there, so could you expand on that a little bit. yes, when I proposed originally, we had talked about some of the cte working because of our mouther employment summer program and the preapprenticeship, we're working so closely with them that if there were some offices that needed to be designated for cte staff, we could see how we could build that in. that's not the whole department though. What would be the maximum? I don't think there's going to be enough, at least on some of the conversations that we've had already, but
070there certainly could be two or three offices that are focused just for cte that they could use and rotate and be there when the students are there or whatever they need to use those offices for. what is the minimum amount of space that you would need to be successful in what your vision is for the building? so, based on everything that the district -- because all of this if you remember, I want to make sure everybody remembers that this all came to be based on additional services and programs that the district -- as we worked with administration. So, based on those things, I would say absolute minimum would be 15 thousand but we were looking at much more than that when we originally were planning that building. So, I think the most prudent thing would
071be to sit down with the school district and say, what do you absolutely want to have in that building, what services, what programs, so that we could really identify. Because based on the fact that it might be shared, there might be less space. right, and that 15 thousand square feet, does that include the parking that you were mentioning? no, that is just for building space. sa, what would you need in addition. what do you think the total footprint would be for ja? I have not honestly spent the money with an architect until we saw where this was going because we're not developers, right, we're a non-profit so we'd have to look that the, but I can probably tell you we would need at least 75-100 parking spaces based on what we do at ja world.
072okay, alright, thank you for that. and back to the sis trunk rising group, I have some questions and concerns which we talked about there. So, when we were meeting, when we initially -- first I want to say it's amazing we're going to be doing housing for our employeesser our guest speaker mentioned teachers are the most underpaid people in the country. I agree with you, as well as our bus driver and is our cafeteria workers and all of those different people, so I'm not sure if the space is only for teachers or if it's for employees, so I think that would be a good thing to be really specific about. But my question is when we had another group come to us about the dave thomas land which I believe we're in the process of doing
073for affordable housing, there were a lot of concerns raised by teachers who came to us that didn't want us to be landlords. they wanted to be sure just because we were providing housing didn't mean we were going to look at not giving them salary increases, so how can we assure them that that's not what this is, so if you could just give a little more -- how you -- how would someone go about either buying a townhome or leasing those spaces? well, first of all, thank you for the question, thanks for the considerations. Recognizing our role in this process as developers, we're not -- any part of the school district, with ear collaborate witching the teachers union but part of the teachers union, we are impact developers which means many of us have other live
074that is allow us to be advocates for teachers and advocates for children and family ins our community, advocates for small businesses where now we get a chance to bring those transferable skills to bring those of what we practice and preach, it is not just create a project but create a good project that does good and in our talking with others throughout that year and a half, this idea of the most significant way in which we as private developers can help teachers and staff and I want to answer that question, is teachers and staff, because we know that not just teachers are underpaid and need affordable rents, but we -- in doing our due diligence and including but not limited to several conversations with the teachers unions and teachers themselves, the most significant way this project
075could help teachers is to address the reality that in 7-10 days, they're going to be cutting a check to pay rent. If they have a two bedroom apartment in broward county, they're probably going to be paying 25, 27 hundred dollars. At our project, that rent will look something about $1,500, that's a reality that can't be ignored and that was our initial offering. If you want me now to address your question about the collaboration, I can do that as well. perfect, yes. so, when we spoke with -- and let me ask, do you have -- when we spoke with laurie, we, meaning our entire team, wanting to hear from junior achievement what their requirements were, what was their vision. As laurie said in her presentation, their vision were services was almost exactly the same as our
076vision and that number one workforce and development, thier requirements are such that where we were going to integrate those services in our affordable housing building downstairs, again, we have one of the top five affordable housing developers in south florida on the team and one of the thins they're really good at is integrating community uses in their building. So, that's why the teachers and family resource center fit ins the building, but in our attempt to fit junior achievement in the building with their requirements, we quickly realized that it wasn't going to be feasible and we have architects and we've already met with the building department with the city of fort lauderdale. What we're prepared to do if they can show the slide, we're prepared to -- I'm not being timed on this one, okay, good. I'll
077tell you what, if you go to the presentation, go to the site plan on page 4, site plan on page 4, that looks like this, that has the colored thing on it, thank you. becon, can we get the presentation up. right, even if you put the presentation back up and go to slide 4, don't worry about the supplemental slide, go back to the presentation slide 4, please, there you go. So, what we've lad to do is we've had to first speak with community based connections because they were going to be performing the workforce development services in number one, and mike bell, the community base connection agreed to defer that to ja. Then we had to with our architect team design team take a look at the entire physical plan. Now, all 10 point something acres
078are not developable as you can tell. There's a reason why there are some places that haven't been developed that, that little one that goes to west to east because na's the place where we think the most significant impacts of the place would be, and that little star is where we envision having a display elevating the history but the point is that we looked at the entire physical plan to try to figure out where we would be able to accommodate a facility that ja could own and control with their parking and delivery and pick-up requirements and our concept is now to relinquish the land that's now identified as number 6 for the townhomes, not getting rid of townhomes, MS. Chambers, because we would now have to go back and figure out how to fit them on
079the rest of the lot, but our proposal as we've discussed with laurie and junior achievement is to relinquish that entire area and that does a couple of things for her. One, you can't really see it, but there is an emergency only fence that separates that lot, that land from the rest of the footprint so that piece of land was goipg to be separate anyway but then, two, you notice that from 15th, whatever, 15th terrace to third street to 7th avenue gives them that ingress and egress loop they were requiring, so our proposal essentially is to allow junior achievement to address the district separately such that they can negotiate their own lease, build their own building, own their own building in a way that would accommodate their own needs better than trying to shou horn all
080they need in a limited footprint. so, if you could just -- so, you mentioned you're not getting rid of the townhouses, you're just goipg to find another place on the property for them, is that correct? yes, ma'am, and that's the challenge that our design team has agreed to take up. okay, so my other question there is I'm guessing you had gone out to the community, I know there was a meeting last night and it sounds like the community is on board for most of it but my particular questioners are especially like having the hotel there tha.'s going to increase a lot of traffic and did the community weigh in on how they felt about the hotel part? if you could put that slide back up, please. Let's look at what that looks like. The hotel
081is situated right on the corner of northwest 15th avenue and broward boulevard. Coming in and out of that hotel is on na corner. There is at this point no economic activity whatsoever in that area. There is no real impact to any of the homes that are behind the site. They come in on 15th, they exit on broward boulevard. That is an economic development to create tax increment benefit tos you because it's an economic development activity that generates tacks. Two, because it would allow the people in that community the opportunity to access jobs on that site in hospitality including training and upward mobility, not just on that site but anywhere else sx, three, we need economic development activity to pay our rent tos you tha,'s being honest. That's why that hotel, again, that entire site plan
082is informed by a professional design team collaborate witching the city of fort lauderdale building department so all of those considerations are already represented if what we have. okay, great, I'm stringing tog make sure we say all those pieces out loud. yes, we met with e e community seraral weeks ag d we inincluded mamany of their cocommendations in our plan. okay. Great, thank you. I appreciate all of that feedback. Now to the seagull site. So I also appreciate very much the public safety training center that's going to be there but I want to ask a couple of questions because I think based on what MS. Alhadeff asked, it seems kind of in between. So, this would not be a broward county school board public safety school training site, it would be the fort lauderdale police and
083fire training -- or public safety, whatever that entails, right, so same thing about giving or leasing the land to sis trunk rising, you're going to take that -- well, even if it's our buildings, you're going to lease it and do what you want with I. We don't really have a say on what happens in there, am I correct in that assumption? so, good afternoon, steven golden, fire chief, thank you all for having us here today and for this amazing opportunity. I know a lot of work has gone in to get us to this point and it definitely shows. Some great questions today and I thank you, we're very much in the infancy of this. I think both sides aren't sure where it's going or how it will end which is so important for us to
084have these conversations to navigate exactly what that looks like. The vision we had had originally with the program when we approached this over a year ago was looking at any facility we possibly could work alongside with you all with and landing on this site the n the best interest of both organizations. Moving forwardfinger it would be that, yes, the city of fort lauderdale would take control of the property with a long term lease agreement, would make noid kaition -- modifications and improvement tos the property. We've cruder federal funding to make improvements to the property and at the end of that term of lease, then at that point, the two boards would come back, the city commission and the school board would come back together to decides if it would continue or go back to the
085school board at that point. I would like to remind the school board though that -- and we've worked together almost in a marriage type arrangement over the years between the two organizations, the city of fort lauderdale and the school board and in consideration what the future of this looking like and what that agreement would be, I want you to take into consideration what that marriage has looked like over the years, that collaboration has been vital to the success of the students in our city and the movement of the schools we currently have. There are multiple schools we have agreements on. If you look at broward county property appraisers, you can pull up some of those like pine ridge, and also the park nas are next to north side elementary school. Then also most recently part
086of our parks bond had been reallocated back, the amount of millions of dollars, I don't have the exact amount in front of me today to better dish aoem seeing DR. Zeman up there with a 3 in his hand, so I'm guessing 3 million. 12 million. 12 million, and in putting money back into the school system and advancing those parks, as the board moves forward with the consideration of an annual lease and what that looks like, I would like you to take that into consideration of exactly the full scope of what this partnership looks like and then the end part of that is obviously what this could maoep to the -- mean to the community. I think it's limitless. I think we've heard today some small points of what that potentially could look like in the
087fire training and the opportunities to train our community up to those levels. Marsha was gracious to include some of the areas we don't currently have and what those look like. We don't have an area where police or fire can train people from the community to be police or firefighters. We are looking at a deficit throughout the entire state of florida right now with firefighters. Departments can't hire enough people, there's not enough people out there in the job market so this potentially could fill that gap by us hiring non-certified individuals and bringing them in through our own program and bringing people from fort lauderdale. The other side I see with all of this was with fort lauderdale high school, there are multiple high school that is have emt programs in place, the fire rescue has those
088emt students ride witching our rescue teams on a daily basis so those seniors are getting real-time experience on their trucks and that's at 0 cost to the school board and the students riding on those trucks, so when making the consideration, I want you to know this is much grander than this piece of property or the opportunities mentioned, it is truly limitless. thank you for that because some of the pieces I was going to bring up also through the public speaker was we do have some cities that partner with our schools and I'm going bring up miramar because I'm most familiar with that, they have an emt firefighter program, that they do in the school, they train and then the city of miramar pays for some of those students to finish and then they give them
089a job. So, I would love -- we had this conversation when you came in the office to talk. So, I would love to see it be able to roll into something along those lines and also to MRS. Alhadeff's point, bso built a new training center, it cost them a lot of money, but they built that with the idea that it would be the beacon place to come for training. Based on the conversation we're having here, I think that's something you could do where you're charging people to come to the center from around the country, from around the state and it could be for school safety. I had a conversation with hollywood pd where they wanted to have a school that would allow them to have that active shooter training in a school setting because they're
090having makeshift things in a top of a library and it wasn't really true to what they would be experiencing. So, I think all of those pieces could come in there and as through a training or a partnership that we have where there are -- it's good training but it's also economically viable for all of us to do this because we could charge other districts or other statuses to come in and use it for either just school safety training or whatever else you would be comfortable being able to do if it was a state of the art facility. So I think you're right, the it is limitless what we can do. Your imagination is the only thing that boxes you into what you can possibly do and to her question, I would humbly ask that if
091you built this and it was to go towards doing school safety, that you would consider -- I don't know that if we're leasing something, we can demand that you do something, but something that would honor the fact that broward county's ground zero for the need for the training. Thank you. absolutely. thank you. DR. Zeman? thank you so much. I had a couple of questions. MR. Superintendent, as we receive these proposals, has your staff assessed at least two dimensions that I think the board is going to be deeply concerned with, one, what's the social benefit of the different options, you know, put together. And, second, have they received sufficient information from the folks that have put together these unsolicited proposals, the financial return that there would be to broward county public schools for each of these
092ideas? the answer is yes but ultimately the decision falls on the board as far as next steps of what we want to take on these properties. so, I'll just try and be very blunt about a few things. One, land leases are going to be I think strongly preferred by this board. Funds that go back to our general funds are the funds we need more than any others right mow and the ones that are the greatest impact to put back toward our core mission. this board's been very clear if we're going to do any kind of arrangements, it has to meet the threshold of market value or high e whether it's a sale in the case or maybe a rare case we do that, for a land lease and it's not clear to me which ones
093these thing dos. The city of fort lauderdale I think has a great idea, coming here today and saying you're ready to negotiate, it makes it hard for us to assess how all of this is going to play out compare today options we have with seagull. For tall people that -- all the people that have made suggestions today, there's more date for us to come up with a good, solid financial understanding of what you're doing. I've spent a lot of time in the affordable housing business but we need to be one step more specific about things. There's -- to MS. Hixon's point earlier, there's a statement in the proposal that says school board employees will have special privilege infuser the affordable housing. I would like to know what that special is, is that front of the
094line, is it -- which is what we got up at the site in pompano beach, but there needs to be more specifics for me in order to move forward. To the city of fort lauderdale, if you don't mind, chief, either one, what is the current status quo of your training capabilities? We just watched the county pay an inordinate amount of money for a bso training, we saw fort lauderdale pay lot for a new police department right there on broward boulevard, did those new buildings not include training facilities for fire and police folks? bill schultz, chief of police, fort lauderdale, they did, our new station which we're nr the process of moving into has classroom space for the academic portion of training of our new employees, retraining, annual training of our current employees and it has
095a firing range. It does not have on-site the able to have the other things that would necessitate a true training academy xh would be an emergency vehicle training track as well as more classroom space outside of the secured fort lauderdale police department especially when we talk about brining in our partners, lowcal, state and federal to either train with us or rent the space to train themselves. and, chief, while you have the microphone, has the city of fort lauderdale given any indication the ability to pay factor market value for a land lease at this site)Inger we have not had any of those specific k fptions at this point, no. terrific. We're going to have to move quickly if we're going to be able to assess these ideas. Maybe I can just try it in an academic
096sense. How quo you grade the current capability to do the type of training you could do at seagull versus the grade you would give them on an a-f scale ton grade you could do it if you had a site like seagull. right now we don't have those capabilities, we have to go and rent other areas, we have to rent from broward college, we have to rent a track there, we simply don't have those capabilities right now. It would be fairly substantial at least for the police side and I think for the fire side too. It would go from basically having nothing, so that would be enough to -- certainly an a-b range. and last question I have for you, the federal funds that have been secured, are they site agnostic? as of right now, we
097do not have the exact specifics, we have a million dollar appropriation from the federal government and obviously when this came about, that's when we started to determine where we can sfen that money so that's still to be determined. but the federal funds, that million you're talking about isn't just for seagull, it could be at any site?Frnlt correct. Er a million dollars is a lot of money, we don't want to lose that, chief, right? correct. that's awesome. So, I appreciate that. Somewhere in the presentation, it talks about 2.7 million dollars of savings if seagull is able to open up public safety academy. I'm not familiar with that number in any of the other research I have done on this, can can someone tell mow f me how we're saving 2.7 million dollars? go ahead. so that's
098from when we did the financial impact for consolidating seagull into whid don rogers, what it would mean as a district. Thafrjts's money we're saving by repurposing seagull? yes. Er we're not saving another 2.7 million if they open up a training academy. And just on that particular site, there are some things you know about real estate, one is if you have two site that is are equal sized and each is worth 10 million dollars in real value, you put them together, it's worth 40 million. Use get to bigger and bigger sites t value per acre goes up quite a bit. We do have two sites right n x to each other. This board's got to think hard about both seagull and what's now seagull and what is now whid don rogers as we make decisions going
099forward. Turning to trunk rising, there's a lot of general statements in the current proposal, they're all moving in the right direction. I would be curious about how this compares to the deal we did at charles drew in pompano beach, I would be curious if it's 350 units or up to 350 units because that's a big deal. The drawings I have seen here today would probably not support 350 but I would be curious if you could go one level further and make a commitment about how many affordable housing units that you think you can build there. Is this site to your knowledge eligible for lived local development? board member [Inaudible], sis trunk rising team. You had a couple of questions torx liver local, we do believe it qualifies for live local. Mind you, what you have
100been presented and what you see if the presentation is an 8 story building per our architects, so the 350 is the 8 story building you see. Live local would allow you to build a taller building, in all the conversations we've had including with the superintendent, including with members of the community who are here and various board members who have made it clear to them that we've taken a conservative approach in anticipation that tl MAY be concerns about the height of the building to the extent there aren't concerns about the height of the building, we believe the market could consume more than 350 units but we are not come tog the table attempting to press that boundary unless there is receptiveness to it. In terms of -- so, in terms of the number of units, the
101350 is the billing we would like to build and that's what's designed. We believe we can accommodate more there. I would love to touch slightly on the point you mentioned earlier but I'll defer to you because I want to address your question. you have the mic.. to so in terms of the preference, that's language that's intended to be specific to the florida statute and the correlating internal revenue codes that apply, so the laws were recently synchronized to allow for considerations of housing for what are called essential service personnel which teachers are directly considered part of that along with other service personnel, firefighters and so forth, to be able to accommodate them, whether it be preference, exclusivity, the language is cage ji, we're prepared to make best efforts to comply with both of those codes, florida
102statute as well as internal revenue code to provide teachers with the highest level of access and if exclusivity is allowed, we're prepared to do that, if it's preference and initial advertisement tha,'s allowed, we're prepared to do that. We wanted to make sure we're respectful of it, the irs codes are changing so we didn't want to mover ahead of them. thank you very much. And MR. Superintendent, in pompano beach, we did 100% set aside for our employees, lou were we able to do that here but at sis trunk rising, they have vague about the ability o do that. correct, so this is different, this is -- the pompano beach complex is a p3, a true public private partnership between us and the city and procurement is going through solicitations right now for builders and things like
103that this is different where we're leasing land and they're present toing the board on what they're going do on that land versus a really defined p3 at the pompano site. at some point, I would love as one board member but I think this board needs to lerp more about the irs code with land lease versus p3. It MAY be and I don't want to hurt my friend's feelings about sis trunk riding, if we choose to do 100% set aside, in the same way we're going through the process with pompano, we would have to think about the time delay for doing through this solicitation but it's important. One of the things this board nraoeds to think about is that affordable housing allows for people with modest incomes to liver in broward county when otherwise they MAY
104not and when the MAY not happens, they take their kids with them. Anything we can do to increase affordable housing and increase those means, we're going to get more kids in our schools, so that is one of those things like land lease instead of sale, it is in our breast interest right now to do land lease and not sale, but we should do affordable housing, otherwise we're going continue to sesemore families mourn nortrth or south ofof oward d becaustheyey can't afford to live here. I want to make things clear, classically affordable housing is a raping up to 120%ami and you have heard some of the concerns earlier today, if you were to meet the classical definition of affordable housing, in many cases, it still remains unaffordable to the populations that most need affordable housing. In
105our case in all the meetings tla we've said in the preponderance project that is mcdowel housing partners that dealt with, we expected the blended rate for this particular project which we are intent of 100% of the units being available to teachers and staff, so employees broadly, we expect the blended raikt of it affordability to be at the 60%ami, most of your teachers that are in their first five years are in that range and below so, we'll have some that are below it caner the blended rate will be in the 60%ami. it will be a hell of a lot cheaper than market rate, so whether or not our teach kers can afford them is a choice, but affordable housing is less costly than anything you get ton market. Is your team prepared to give us better
106financial projections of how this works for school board of broward county? yes, we are. Now one of the things that we wanted to leave room in terms of the lease negotiations just to be clear, we weren't being cage jao e, not understanding the ramification of the historical significance in regards to the rem sol seminole artifacts or other consideration that is MAY be on the site, we wanted to first go through that. The other aspect of this and we have met with the city of fort lauderdale, there needs to be an approval concept, this is conceptual in part because it's not permitted as of right, that site currently is designated for an educational facility or a public facility. We're proposing other types of uses. The city of fort lauderdale without speaking for thel has been receptive
107to the conversation and they've said it's consistent with their desire to see development aloping that part of broward bowl vard -- boulevard, however it will require a public process so the other people in the area will have a chance to opine. We think it will take tows a ballpark of 10 plus month tos get an understanding of what we are approved to build and then that will frame the scale of what we can build and as you know as well as anyone else, what you can build directly influences what you can pay, so that's part of why we said let's leave it to negotiation. I hope being that there be some formulaic approach that would account for a minimum but also scale relative to what we're approved o to build and ultimately build. and my
108preference just to share with the board right now is to share risk for you, so whole idea of like setting a number MAY not be as valuable to us as us having a partnership with you about -- depending on how the rental income comes in, we assign a percent that comes back to broward county rather than locking you in on a null, I would rather do a shared risk model. The city of fort lauderdale is the same city that got mitt with 332 units and could do nothing about it. If you want to build on fort lauderdale building code, I think this will accelerate your proposal because they don't live local in a 42 score ri condominium going through tl if we sell a property. The if we decided to sell it, it's a live
109local property it's on an arterial roadway, people can go as high as they want, the city wouldn't have much if noig say about it. So, there's a lot of really great things about doing affordable housing there. I think this board has to decide whether we do it in an unsolicited way or we do it in a solicited way, there's good questions about p3 but there is a great highest and best use proposal. To my ja friends, if we can't do this here because it would constrain the ability, there is still this huge broward county need for this particular proposal to be built and we have to find space to do it. And so I don't know if we can squeeze it all in here without trying to do too much with the ten acres or
110so we have there but if we cannot do that, we've got to keep working to find a place to do the full model of what this needs. There is not enough internships, training, facilities to really grow the workforce of tomorrow. If broward county is going to thrive, we need this jrk a project done so that we can continue to grow the people that go to work and stay here for longer. Thanks, chair. thank you, MR. Cervera? thank you, chair. I want to start with our police and fire folks. First off, I want to thank you for coming and also for the presentation, thank you for your service o the community, your heroics and braver bri -- bravery, we truly appreciate that. I love this idea about this training facility. I think it's going to be
111a nice supplement to the new hq that fort lauderdale police is queuing up and near completion, it looks like it's baby steps but we're getting there. I do have a specific question about the facility that' being proposed. Will there be a firearms training range on that facility? no, sir, that would be the facility that we currently have at the new location. that would be at the new fort lauderdale headquarters? correct. okay. The newer bso facility, are any of the fort lauderdale officers using their gun range facilities there? they have primarily disht's classroom facilities for external agencies and, yes, we've had officers take some classes there. internally for our school board police officers and our school board police department, I believe -- and chief gregory, you can confirm if this is accurate, this is my understanding
112that we pay bso for our officers to train in one of the bso facilities with their gun range? I would have to check on that, mike gregory, chief security officer, I would have to check the range -- I know there are some courses we pay for and there are some opportunities we do not, I will get back to you during this meeting. thank you. Chief schultz, since we're -- I think one of your colleagues said we're in the negotiation staimg of this, would the fort lauderdale police department want to enter into a partnership to allow our folks, our officers to use the firearms training facility at the new fort lauderdale hq when it was open? in the immediate, I don't think anything's off the table, that's why the negotiating would be so important for that.
113I think that's something that our officers would be very desirous of doing and obviously I assume it's going to be state of the art since it's a brand new facility. Imd like the opportunity to place our officers in that new firearm training facility at the new fort lauderdale headquarters. When is the target date? we are moving in currently. The majority of our staff is on-site. We currently have a disht's a partial occupancy certificate, there's still some significant construction going on especially the public parking lot and around the community center and such. do you anticipate, chief, within a year? yes, hopefully by AUGUST we'll be complete. I would love to get our officers into that training facility to be able to use the range there and the other I'm sure fantastic amenities you have there. .
114Inger yes, sir. if you would be willing to have us? that's part of the negotiating, we would be open to hearing it. thank you, chief schultz, for tha efrg you do and for all of your officer and is staff there and thank you for all the services that you and your guy and is gals provide at fire rescue. Thank you. If I can shift, chair, to sistrunk. I want to thank the folks for their presentation, for their detailed renderings, for their site plans, and looking at all this gets me thinking sometimes about big picture, right, and ultimately what are we trying to accomplish. It's no secret that we have an enrollment decline in this county, not just in this county, arguably in the state and a large part of the country as well bh it
115comes to public school systems, so as board members, it's often forced upon us in trying figure out how to get our kids back into schools and how do we keep the great teachers that we have working within our district satisfied and wanting to keep coming to work every day. We know it ain't the pay, so when I see projects like this, I get a little excited because when I look at this, I see an opportunity for a teacher, a first, second, third, 15 year teacher, whatever it MAY be to come in, have access to affordable house ining this county which I think everybody up here will agree is very expensive to live in and have an opportunity to be part of something new, to be part of a teach every village that not only will
116include the units and some townhomes but an education center, family resource center, a national brand hotel, a transportation hub. there's a lot of fantastic amenities that are affixed to this which is the proverbial cherry on top in addition to the brand new modern housing we'll see should this plan come to fraou wig. I'm now hearing from the ja folks there's collaboration talks and potentially having everybody come on-site here which in my mind would be a win for all involved. I do think we need to keep in the back of our minds here that if we don't provide opportunities like this for our teachers, that not only to piggyback on what DR. Zeman said, you have families decide tog pick up and leave town because they can't afford it, but how about career-long educators or people
117who maybe don't have families but are great teachers and they can't afford to live here anymore or just fed up with the district or whatever the situation MAY be, having housing like this that gives them an opportunity to bring in again brand new state of the art type facility I think would be a huge plus and a huge benefit and something we can pitch to not only keep our teachers but also attract new teachers who maybe are wondering where do I want to start my teaching career. Do I want to go to broward, do I want to go to man we will, we have something that could bring them in to the county, so I think that is also extremely important that we need to keep in mind. Chair, I would like to engage with
118a speaker who made a comment before if I MAY. MRS. Fusco, you made a comment about the sis trunk rising proposal before. Obviously I see your mark is on the this and you've pledged your support. yes. I have a question for you, ma'am, in your capacity as PRESIDENT Of the broward teachers union, have you spoken to your constituents, your union members, your teachers about desire a desire to mover into a facility like had and based on those conversations, do you believe we would essentially be able to fill up this site quickly? the answer is yes. There's multiple groups of educators from coming in brand new that have done nothing but start teaching with that type of salary, some that have degrees, have never taught, brand new, start at that salary. We have experienced educators who
119have felt the impact because of the step situation after 2011 when it came with the pay for performance piece so, we have people that struggle so mrufp and depend on the referendum dollars to substantiate their salaries so that part is there for the teacher and the educator. Then we have the other group of educators which is a different type of support staff which are our esp's, who make between $1,520 an -- 15-20 dollars an hour, the number one thing that every educate complains about is the impact of their salary. When the school board is not able to come in with a salary increase, and things are hitting at different times. Right now what's hitting them the most impactful which has come to everybody is this gas rise, so that is impacting their pockets. Then with
120that, because of the war is the food impact. They already have an impact with their housing because people are in high rents. We have multiple educators that share homes anywhere from 2-8 people, then we have another group of educators that have come in from other countries and our school district has promised them housing and what they did is they just took them and put them in a room with a bunch of realtors and said you guys all came from the same country, figure it out. Maybe you can room together. That literally happened, literally happened which I find very disrespectful. So, any group that is willing to come in and bring some type of relief, it needs to happen. The school district has taken a position, we can't figure out how to keep our schools. We're
121closing them and we're trying to figure out how to move them on to something else so I'm asking you to take on the understanding that you have groups of people that have come in with projects, well defined, well resee with an architect that are going to lease the properties you say you no longer can take care of, so I encourage to bring it forward to the groups of people that are going to bring two different pieces, possibly three, I see ja wants a piece in it, you're going to be closing more schools next year so I'm sure ja will va place and you'll have a full capacity to where you don't have to infringe on the piece where there is some historical grounds that can't be touched which our group over here has clearly defined
122without hesitation knowing that it can't be touched. So I think there's project there for housing, ask not just for housing, there's a lot or community involvement there and need. And let's not say -- it's sis trunk, that's the area, and they want to keep it amongst many people, whether our educators, our support educators and the other group debbie talked about, there are much more groups in our district that don't make enough money to have housing, they have to work two and three jobs ask wouldn't it be nice if they can have housing relief and not be able to work two or three obis and show up to broward schools fully refreshed because you know the broward schools is not coming in with w a raise, and you're going to be charging for the insurance, so
123let's give some relief and you've got a group here that has come with a great plan and it's leasing the land. Anything else? thank you for that. I appreciate the passion response. I'm just pointing out the obvious. and I want to be clear. This should not be seen as a substitute for poor pay that our teachers are currently experiencing. We're going to work on that and hopefully collectively as a board, we're going to do better to make sure our teachers and our educators are properly paid a decent living wage. That being said, this should be seen as certainly a plus, as a supplement if you will to our educators ask to those fobs wlo are here and who MAY be thinking about coming here as to why broward county or what broward county public schools
124can offer all of our great teachers in all of our schools with a facility like this. So, I'm hopeful that we can continue these conversations and we can continue to flush these out. I understand there's some issues as with every project that we'll have to continue to work through, but something like this which will be a direct benefit to our great teachers will help keep them in our district hopefully, will hopefully attract new teachers to our district is a win, win for our student and is one piece of the puzzle on how to continue to combat these very, very depressing enrollment numbers that we continue to see. Thank you, chair can. thank you, MS. Thompson? thank you, chair. My first set of questions is going to be for staff. First I want to say thank
125you for all the work you've done going out to the community, I've especially from families and the schools that are closing in my district that they were greeted with compassion and kindness and patience for when they were very frustrated with the process, so I just really -- you deserve a lot of kudos and grace for that. So, for palm cove, we've talked about it potentially bingeing the site of a technical school. did did we do an analysis of the cost to convert the school? so, before analysis, we don't have that just yet, we do have some historical concepts that we could go back to from when we converted arthur ash middle school to the current -- its current yao urz use as a branch campus of atlantic technical college, this would be like a branch
126campus if you will of -- since it's in the south, sheridan technical college, the workforce education team would do that work for us and I'm sure they had some conceptsts, I'm not surere if DR. Toomer behind mebut wewe do have what we did hihistorically when we transitioned arthur ash middle school into its current use as a branch cam pu of atlanta technical college. would you be comfortable providing a ballpark of what that might cost to convert it? we would be comfortable providing a follow-up so we don't give any misinformation. We'd be comfortable provide ago follow-up and I'm certain they have done some prework for that to be able to give the board some idea of what that would look like. I appreciate that. I do want to share the pembroke pine commission that i have
127spoken to and the community seems to be on board with this idea, with the technical school going to palm cove. They did have some questions of hours of operation in that corridor, there's a traffic issue especially, so they kind of got used to the -- you know, accepting school start times and end times as a busier time, but for technical schools, could someone walk me through the hours of operation, other night classes, is it a scattered traffic pattern, is it busier at one point? okay. So, all of our technical schools pretty much run from about 7-ish in the morning until classes go usually until about 8:45, 9:00 at night, they have pockets of -- there's some fluidity throughout the day and they MAY have like classes that go in three hour blocks in the morning,
128MR. Tl MAY be up and down time sx, a section that goes to 1 or 2, and then the evening hours are usually 4:30-ish, thereabout about 8:45, 9:00. alright. Then how are we going to be notified if this comes to fruition, how are we going to be notifying the surrounding community and is hoa's that this is happening, that traffic patterns might change. similar to how we did community meetings around when we were repurposing the school as an elementary school, we would do some type of an education campaign in that area so that the community know what the school is transitioning to. for the schools tla are closing and then accepting new students, when are the principal assignments going to be introduced or announced? so, typically the -- good afternoon, angela fulton, deputy superintendent, we do
129that in MAY. So, it's before the school year, we're closed is as they prepare for the opening school year, a a new leader is already in place. alright. One of the things the community discussed was creating an ib program at fairway elementary. Are we still exploring that? the answer to that is yes. okay. Thank you. So, moving on to moving departments to school spaces, one of the ones we're moving, we're saving on a lease we currently have. Do we have more office space rentals tla we could look at closing and moving on to our land? so, I believe one of my other team members, MR. Akagbuso wlo's the director of real estate and facility planning is there. I don't know that we have any other leases where we lease space to house staff. I think
130that MAY be the only remaining one. chris acobuso, director of real estate, we really don't have facilities that we rent on the scale, that we need to move staff. I'll double check in terms of a former follow-up that I'm confident we don't have anything on the scale. okay, I would appreciate the formal follow-up, thaing's one way we can definitely save on expenses. You mentioned that there's a one time capital expenditure to move staff to these buildings. Do we have a ballpark on -- would you feel comfortable sharing a ballpark on how much that would cost? MR. Dorsett would be comfortable doing a follow-up, it's some of the things -- we can give like an idea, right, so I think MS. Hixon or someone brought up like cubicle spaces and stuff, we would take those cubicle
131spaces and recreate that space from where it is now to where it's going to go, so those are some of the things. Then there's moving expenses and things of that nature. then my last question on that particular section. How are we going to be advertise thing floors on kcw for rent? right now I talk today our procurement department about soliciting -- doipg a solicitation for a commercial real estate agency to help support finding an agency to -- to invent advise to go out and dao do that type of work so we can accelerate occupancy of this building. Er and are we also in talks with other local government agencies -- . Inger yes, we are. okay, thank you. I think that's all for staff. Then about the -- for police and fire, I have questions
132about what kind of training is going to be on-site because I feel like we still have a pretty vulnerable population very close to -- and whid don rogers, I'm not comfortable with having fire, firearm training when students are present right next door. so, the police training, what we were looking at was the north end of that property there where the portables are currently at that we would clear that area out and that would be a driving track. What we're looking more for is large areas to operate, whether iet tes fire trucks or the police vehicles with you to have an open area where we can do training with the larger vehicles. So, primarily on the police side would be to have that. We would set up utilizing basically like a frontal configuration box, things like
133that, almost like a makeshift of a small area. Ta allows us to do search patterns in those buildings, we can put wall that is are able to be moved, things like that and to mating it as dynamic as possible so st training can change day by day challenging the officer and is the firefighters so they're prepared when the next call might be in the community. and if there's going to be an active shooter traipsing drill on that campus s it when the astounds at whid don rogers are not there? I think at that level, you begin to talk about training, we do training at various levels, we do a lot of table top exercises, and then also just advancements of navigating how we're going to mitigate whatever that response would look like, whether it's treating
134patients, subduing individuals and things of that nature, it would take place in the hall ofs the building which would never be seen anybody from the outside or the public. the training would take place on a daily basis and nobody would know it's occurring. I appreciate that explanation because I had some concerns. And then I'm excited about bringing this opportunities, I think having an academy there and more opportunities for our community to train to be police officers and firefighters is exciting and I want to echo my colleague's statements about leasing and I think I would not be able to support something that was a free or an inkind just because of the situation we're in. And I feel like we have have good partners even when we do xharj you a lease. Thank you so much.
135And now on to sis trunk rising. I am incredibly excited about this project as someone who started kind of my public s frs journey at the national low income housing coalition, the way you guys have laid this out and have incorporated different community needs and resources is unbelievable. It's very good and I have concerns about sharing it with ja, not because I don't think ja provides excellent services and programs to our kids, however, having the townhouses where they are I think it's very intentional and you have put a lot of thought on how you have laid this out, for a person that's going to be living here, having kind of a separation between this multiuse development building and their home ownership opportunity I think is really important when you think about liveability of that space.
136I also just -- I don't -- obviously I'm not an architect, I don't see where you could move the townhomes and keep the integrity of the work that you guys have done especially with honoring the seminole tribe with the open space, that is often lacking from our older affordable housing models, like there is open space, there's green space, there's walkability paths, it truly feels like a community people want to live in. And we all know that accessible home ownership is ways that family will get out of poverty and build generational wealth. So, I would not support a proposal that moves the townhomes and I just really want to commend you on this because I think it is really excellent and will do so much good for so many people. Thank you. DR. Holness? thank you,
137MADAM Chair. I'm going to speak on a few things but first and foremost is the north fork proposals. I want to thank MR. Johnson and the team as well as laurie from ja world for presenting these proposals. I will say that when we started the discussion on proposals for north fork, quite a few weeks or months ago, I did mention that any proposals we receive should have community input, it should include a reasonable percentage of market rate lease, I don't think the board has tolerance for zero leases, and it should include long term surrounding community benefits as well as district-wide benefits. I will say that I am -- I concur with board member thompson. I am significantly impressed with the sis trunk rising proposal. You're looking at for me, in order create good communities and
138productive citizens, we need to be able to attract great teachers and retain them. This proposal includes affordable housing for teachers. DR. Hepburn, what is the beginning teacher's salary for broward schools? 51 thousand dollars. okay, so, if a beginning teacher is to live in broward county and pay market rent, it would be approximately 30-36 thousand dollars on a 51 thousand dollar salary. So, when you look at proposals like these that we're entertaining to alleviate some of the financial abuser -- burdens of our teachers and stafffinger I think it's attractive. DR. Hepburn, I am hoping we get more proposals like these as we continue to close schools. So, that way we can have the best use of our facility tos go directly to benefit our teach and he iser staff which will benefit our student and is
139our families and create a more successful population of citizens. So, I am very excited about the proposals from sis trunk rising team. I also like the added benefits that are here in terms of teacher and family resource center. I believe that -- I like the rationale behaind the national brand hotel for economic actinviter and -- actinviter and jobs and is training and the home ownership opportunity is really I would say appealing because now teachers and staff which will be priority can rent homes until they can afford to purchase a home at a reduced rate. So, I am very, very impressed and I thank the team for presenting this. I believe this is right for the community, it's right for our students, it's right for our school districts. At the same time, I am very elated
140with the possibility of some level of collaboration, if it's possible, with ja world. I believe that both entities will serve students well but if we were to choose one over the other, it's very evident that sis trunk rising, dot all the I's and cross all the it caner's as far as what this district is looking for. In terms of the collaboration, I know that laurie mentioned concerns with size and ample parking and MADAM Chair, if you don't mind, can I just ask a question to MR. Johnson and laurie. Number 6, the location number 6 is the proposed -- a possibility for ja world to occupy if there is collaboration. So, laurie, for location number 6, you mentioned some specifications that would have to be met in order for ja world to collaborate, so will location
141number 6 fulfill what you're looking for as far as ja requirement or do you think it will fulfill that? I wish I could answer that but without knowing -- I don't know the size of that land, the width, the depth, all of that, so we would have to go back and look at the actual square feet, square footage of that piece of land, make sure we could accommodate everything that the district and the community would want in there as far as workforce education, as well as a bus loop, as well as parking, so, until I have that specific information, it's hard to answer that question. okay. So, MR. Johnson, board member thompson raised a concern and I look at the proposals and it's where the ownership homes ares located. It's very atragt I -- attract
142-- attractive, it's along the water. Do you believe le re locating these, what's initially proposed, these townhomes to a different part of the site would be problematic? so, let me just be transparent. So, we spent a significant amount of time, obviously money, with a design team that created renderings that what you see is a depiction of what's fully possible, informed by the experience, the substantial experience of the affordable housing developer wlo's our lead master planner, informed by the collaboration and conversations we've had with the city of fort lauderdale building department on where are the considerations including their great observation that the hotel should be pushed to the very corner that you're seeing, that was their recommendation. So, when we presented the site plan that you see, that's fully informed camber thank you, that's fully informed
143by all of what we know will be considerations as we go through the approval process that MR. Tanner mentioned earlier, that's going take ten month, after you do the archaeological survey in regards to historical resources that is we need to consider, but we created has site plan fully informed by exactly what needs to happen conceptually and legally to pre-present what we are promising. Yes, it will be difficult because as board member thompson recognized, the reason the townhomes are there is it places that particular part of the site plan in the middle of existing residence, that particular part is adjacent to single family homes and others where we thought we would want to retain a similar characteristic of whatever we decide to develop in that particular area, but we have again with the knowledge that we
144have about the site with the collaboration that we've had with the city, we identified -- I'm sorry, and the conversation we had with laurie regarding junior achievements of requirements, it was clear to us if a collaboration was going to work, it needed to be in that spot to give them their own space to do what they need to do, otherwise, it was very difficult trying to integrate them in the bottom of the building, the way we were going to do our own workforce and there were no other places that made sense that gave them the autonomy and the footprint to do what they feed. So, we offered that area for them. I understand. So, MR. Johnson, if you could stay there for a minute. DR. Hepburn, if in fact these two entities can collaborate and
145what I'm hearing is it would be two separate contracts, is that -- do you see any concerns with that? no, I don't. We can structure leases separately or structure leases for one entity and the other entity subleases for the other, there are various ways to struructurthe leaseses. so o laur,, inin order to brbring ck ininformatioto us as to whether or not that proposed number 6 location is suitable for ja world, what time frao im are we looking at or can it be expedited so we can get that information as soon as possible? if we can get the actual square footage of that piece of land and, brian, you MAY have that with actual numbers on it, then we can certainly bring it over to our architect and bring that back quickly. Er and thank you,
146board, I appreciate it. What I will say is that if collaboration is possible, then I'm supportive of that. If it's not possible, then I am very supportive of the sis trunk rising. I believe na's the best use that's presented to us of that space and so if we're not able to proceed and move forward with collaboration with ja world, I would love for us to move forward with the sis trunk rising option because it is the option that is most beneficial to our teachers, to our staff, to our school district and I believe with that particular option, it appears that from the presentation and from what I read, they are willing to negotiate as it pertains to market lease for the property as well, so overall, I just believe this will be beneficial to our
147students, to our teachers, to our staff, so that would be my opinion on that, MADAM Chair, as far as the north fork. So, I wanted to talk about a couple of other things. DR. Hepburn, as we're closing schools ask we are repurposing our facilities including today we have seagull websinger have north fork and so on, have we done needs assessment o determine best use of these particular schools that we're closing as far as attracting the right entities that will be most beneficial to our school district? yes, we've done a needs assessment, but one thing that's unique is you have north fork that is the n a prime location websinger have a lot of unsolicited proposals, we do have interest from other entities, broward county government, we've had other entities approach us about some of the
148buildings that we've closed for the upcoming school year. And so we don't have a lot of other unsolicited proposals from other privateer entities for our schools but we do have some interest from local government. I understand, so I know we have interests but are we intentional in looking at or in the future the school that is we're closing, looking at what would be the best use for those facilities and seeking to attract those entities? so, those are discussions we have with the board when that time comes to close additional schools as far as what we've repurposed and what we want to do with the land, if we want to do a p3, if we want to repurpose it for a different purpose for ourselves or if we want to lease it or if we want
149to surplus, so those are decisions that we'll make collective with the board. I understand, so is it a practice of the district to do a needs assessment for the properties that we have closed and looking to close? yes, we evaluate the space, we evaluate the needs, we have data to show how the school is, we also have facility conditions assessment data that show what are the specific needs as far as to up a grade the facilities for that school to see if it's comparable to be leased as is or if it needs to be torn down completely. alright, so I have a question on the kc wright, I notice we are moving 7 floors, is that correct? correct. and these departments are going to liberty elementary and winston park. Is there a reason we are
150not -- we have 14 floors here, correct. is there a reason we're just looking at floors as opposed to more? right now we're on the first floor, we leverage the first floor, there's not a lot of occupiable. The 14th floor is the board floor and maintained also with cabinet and you have a couple of other additional floors that have some specific tasks, so we started the with the initial 7 identified floors which if we lease out all of these 7 floors and get average , about $28 -- call it $29 per square foot, it will be annual r efr knew about 1.9 million dollars, call it 2 million. okay, so I guess my last question on the issue then is would you confidently say that based on what we're leasing out in the kc wright
151build hating we have maximized our opportunity in leasing out the required spaces that we can -- that we're able to lease out? for now, for now. As we identify other locations, as we go through repurposing again, as we identify the locations of other schools that MAY have a decline in enrollment, we're able to shift employees around, and leverage space to be leased. great, thank you, MADAM Chair. thank you, MS. Bulman? thank you, chair. Thank you to DR. Wanza, you have done a great job with this and your team, I think that what we're looking at now is a lot of opportunity and that from the grim picture we had before, it just makes me so happy and hopeful for the community, so thank you very much for all your hard work. and thank you to
152all of our local leaders for coming out with these ideas and further opportunities for our communities, to strengthen our community because obviously we're having as we're looking to repurpose our schools, in will fill a gap in areas that have been serving our community, hubs of our community, and the thoughtfulness with which you have presented these proposals is just really very great and it makes a kind of unfortunate situation much better. So, you know, I echo my colleagues in terms of our need to be charging fair market rent or whatever, however we decide that we're -- however we negotiate those deals. And I guess to start with sis trunk, I'm looking at the rendering too and I mean it's like every bit of space is just used so well. You guys just really out did yourself
153with in, the fact that it's on the river, it's just amazing with the burial site, you know, they are highlighted. I had a question about the townhouses because I think that that's a really important part of this -- of the part of the plan. Are the -- do you have an idea of how you're going to deal with the townhouses? It's going to be a first time home buyer offering, there are 18 of them so, how would one come to acquire one of these townhouses? thank you for that question. First of all, it's important to consider that when we created the townhome concept, it really was to make sure we provided a step up for not just the teachers renting but the community who MAY be in need of a home ownership opportunity such that
154they won't be in the class of permanent renters we see amongst so many people in our community. Secondly, the approach to the townhomes will mirror something that my organization, my owner's building coalition does with affordable housing which we have been doing with single family homes. The first approach is to ensure the sales price of the homes are attractive, so what we typically do at minority builders coalition, we start with a sales price that is some significant discount from market. Then we ensure that we partner with a home buyer education provider who would then do first time home buyer education and certification and also do qualification with a local bank. When they do qualification with a local bank, they are working with those am kant as lt -- applicants as well as the county to access
155any first time home buyer funds available to assist them with closing the deal. And in broward county specifically, first time home buyer purchase assistance is ranging from 60 thousand to 120 thousand, so, our goal is to provide not just in the rentals, I want to be clear, it is our intent to make 100% of the rentals available to teachers and staff unless the law tells us we can't. On the home buyers, because the community's input was, well, this is where we want to also be able to access the site, we will give a prefrps but there will be advertisement to others who MAY not be district employees. And they would have access to na same process of an attractive sales price of an education certification of access to home purchase assistance and ultimately of a
156set of keys where they're welcome to their home that's wealth generate framing the data they move -- day they move in. that was amazing, well thought out. That would be the cherry on the top of the wherever you're putting the cherry on the ice-cream sundae for this site plan. So, in terms of the ja collaboration, you know, I kind of agree, I don't want to get rid of that step up, the opportunity for home ownership, what that means to the community, and I had another question about kind of how this would all work together. In your plan in the sis trunk plan, it's there's an adult education workforce training component and then in the ja plan, if I'm understanding correctly, that's for students that would -- through high school? Okay, would that go to adult
157education as well? Okay, so you think that those things could work together? I'm sorry, when we planned our proposal and we envision all of the ways in which they are synergistic uses, meaning we're not just throwing things that don't ind mrint go together, how to create synergistic uses of the site, we already have a service provider, community based connections who has a growing job in working training program, when we create the space, then they will be running a program where we're targeting the ability of residents ins our community including rel tersest of the teachers who live upstairs to be able to get some industry certifications, be attached to employer partners who MAY hire them and that would include hospitality, construction, health services, some of the other industry and is such that hospitality is included, we
158have a hotel on-site where we would be work witching those operators to ep sure the people who are trained either by us or by them have work including person who is are disabled so in our mind, the bottom floor of the affordable housing building will be consistent with what mcdowel housing partners does all the time which they create community uses within their buildings such that live, work, play and in this case economic mobility can be on the same site. That's how we were going to do it. In speaking with laurie and jrk a, a lolt of what we were planning is already included in their program and those thing that is are different, and MR. O belle conceded if we can make it work, their program will has happened l the workforce development and there
159will be no redundancy on our side. thank you. . Er to go to the seagull site, thank you to police and fire, this is a great example and this is another great opportunity to use that space in a way that's going to enhance us. I love MS. Alison's idea of creating like a public safety career training path. I would love to have that for my kids and it gets a little elusive with a way to get into the academy if there's other opportunities that are ready available right here in the middle of o fort lauderdale, it would be fantastic, and really also just exposing the kids to all the different ways that they can have careers going forward. So, I I think it's great, everybody answered all my questions. The only other question I have
160right now, when we decide what we're moving forward with, we're not going to be coming back with a contract, I mean, what happens with these details because there's some kind of things that are hanging -- like, if we direct you to try to work something out between ja and sis trunk rising, would that, would we have to do another workshop on that? that sounds another workshop, but I would ask general counsel the weigh in, right now we're talking about land yaoeses and what they're going o do on the land, and so vefrngbacker eventually we'll bring back those lease tos o the board. If the board is asking for -- in order for them to feel comfortable to directly -- we're used to surplusing property and not directly negotiating but to directly work with these properties
161on this land lease, I think tla would require an mission workshop so the entire board can hear what the update is on that specific -- yeah, the terming, I means -- items, I mean, letter of intent, a term sheet, because this is all -- ut sounds like an additional workshop. yes, through the chair, depending upon what your direction is to the superintendent, it appears you MAY not have it crystallized so you have to give them as much direction as possible and then subsequently have another workshop for you to work through whatever remaining plans or tasks that are at issue. okay. You know, one of the -- another issue that DR. Zeman brought up is the live local and the different housing credits and what we're looking at in terms of what -- if we can
162keep it concentrated just to our district teachers and staff or if we're going to have to open it up. I would like to know what that looks like too, what the legal opinion is on how our potential for successfully keeping it to just our teachers and staff and how we need to structure that deal so we can do that that way. through the chair, I did hear the desire, we would have to look into whether we could exclusively allow teachers to be there or open it up and we'd have to provide you with that. we MAY want to structure the deal differently if it was a land lease if DR. Zeman was saying, a p3, so we'll have a follow-up to iron out the details then, okay. Well, thank you, everybody, very much, I look
163forward to the follow-up. thank you, MS. Rupert, do you have anything? Is MS. Rupert on the line? yes, thank you. My hand was raised, so I appreciate getting called on. sorry, I can't see if your hand is raised, just so you know, but go ahead. for next time, thank you, thank you. I wish y'all could see me, I look like the cat dragged me in so I'm savoring your eyes haoe, but my t-shirt this morning, I grabbed it to put with my gray sweats right, and I looked down on it and I know you can't see it, my t-shirt is in support of public safety training facility because I grabbed the creek fire t-shirt, so I thought you would get a big kick out of that. I had no idea until I looked down. When
164it concerns the public safety training facility, i know we have deficits in the number of new recruits in the field, so this would be a saving grace, I definitely support it. That was definitely low hanging fruit because it is a great opportunity for not only our students but it is as well for the city of fort lauderdale so I'm very excited for that. And then now switching to the north fork area. Throughout the state, we've got school districts are getting into the affordable housing business because of necessity and I have certainly been a strong advice when it came to this. I was front and center as we were talking about behind pompano beach city hall for the dave thomas eastern campus. I know my colleague said charles drew, I don't know if there was a
165second one or not , the last time that I spoke with staff, we were talking about the dave thomas. I would like a quick update like a sentence or two from the superintendent or john depending on who the superintendent thinks I should ask as to what is the status of that property right now and specifically really where are we. thank you for the question, ms. Rupert. I have MR. Acobuso here can give you more detail. I think it will be more than two minutes. no, no. quicklyfinger d quickly, we are moving diligently and potentially looking to doing an rfp within the next two months hopefully. New counsel who just came in, I briefed her and she's going toe a rt of the teamamand d we're going toto be having general counsel involved so we're looking
166potentially in the summer to reach an rrk fp. has it already been approved on the city's side at this point? the plan is to discuss the rfp draft because we're collaborating with the city staff. okay. I thought that we sent them over something already. we delivered a school board approved resolution sometime last year. yes. tla was already done last year. okay. I just wanted o double check. And thank you, I appreciate hearing you're moving on it and I always hope that it movers a little faster but due diligence is warranted in situations in contracts like this so I thank you for that. And then moving on to the north fork area. First and foremost, I want to say that I am extremely emphasizing the importance of the history of that property and to make sure
167that not only state people that we're talking to but we're talking to local historians to make sure that there will be conversations and parameters put in for safety and I don't mean safety, physical safety, but to make sure that heritage and the land and the items that will be celebrated and make sure that we don't commemorate them, it's very important for me and our whole community. So I really -- you know, I want to hear more about that and I don't want the people that are coming forward with proposals to have -- it's not the onus is not for them, it really is for us and to make sure the historical significance is protected and is also harold at the same time, so there's that part. I do have a question for laurie and that
168would be, would your finance be compromised if we chose to partner with sis trunk rising and ja world? I didn't know if it was contingent upon being the solo kate tor, so -- locator, so I'm curious about that answer? I want to make sure I understand your question, are you referring to donors who would donate to build the facility on that piece of land? yes. okay, no. i don't they the collaboration would change. okay, that's okay. And then do you think that the property could work with both proposals? is property is too small for both. it will depend on as I mentioned earlier seeing the size of the piece of property that we were talking about, the ja building on. so, I guess for the spokesperson for sis trunk rising, I have a question on,
169I don't know if it will be MR. Johnson or MR. O belle who is fabulous in my eyes, mike o belle, we go back a long way and I respect the heck out of you. So if somebody wants to answer any question, I don't know if if -- I'm trying to see if somebody got up. brian johnson is here. I'm not seining where you ining -- seeing where you are, okay. So, would it be a possibility to have the area that the hotel is, I guess would that make a perfect spot for jrk -- ja world or would that be an impossibility? it would be a significant [Inaudible] Because the hotel piece is very essential to making the financial part of this deal work and with the feedback specifically from the city's builders department and
170we've represented before and it gives me a chance to reiterate here that they've taken a look at what we proposed, they've looked at the various parameters and zoning considerations and it was their perspective to move the hotel as close to the corner of broward and 15th as possible. So, that's why it's there and doing anything other than that would create a substantial complexity for completing that part of the project. okay. I have always been someone that has stood with our community members and stood with our teachers and our staff and I would always vote in favor of helping out our employees and community, it has to be tied together. I think unfortunately having to have an answer or direction from the board today is a bit rushed, although I can count and see when people
171spoke their truth, however, you know, I would prefer that this could be together because I know it's been a very long time coming for ja world and, you know, years, so, it's something that I really -- I would have difficulty with if we couldn't have it together because I know of the absolute benefit that would be for our students but I also clearly can see the benefit for our teachers, our students, our families and our community with sistrunk rising so for me, I'm praying for a compromise that would be an elegant solution that would make it better for both sides that honestly would not stand alone without being together, so those are my thoughts on it and I want to thank everyone for the hard work our staff, the proposers, it's kind and very thoughtful
172to try to have a partnership together, so that is really what I'm wishing, hoping for, and that's about all I have to say about this. I think it's a great thing, it's a wonderful thing, many great options here and I look forward to how we can make this happen. So, I appreciate you all, thank you. if I MAY, through the chair, I did want to clarify for MS. Rupert that for us, the ideal path forward is separate negotiations and separate leases because to the extent for example that if you look at our site plan and all of the related requirements both in building and parking and finance and all those other things, it would present real complications if we considered this -- I heard somebody say the m word, merger, it's very important us to
173that we have separate agreements we discuss and that we negotiate such that ja can truly own and control their own destiny and sis trunk rising can do the same. MR. Johnson, I absolutely thousand percent agree and I didn't mean to infer that it would be that but I meant kind of on the joining of minds to make sure it could happen and the joining of hearts if you want to say it, that's just a me thing, but yeah, I 100%, a thousand percent agree it should be separate but we're still talking about the same place, the same property and that is really what my reference was to, so thank you for asking the question and letting me clarify and letting you clarify. I appreciate that, but separate entities living together on the same spot but
174having those separations physically and contractually, yes, thank you. thank you. And then before we go to a hopefully quick round two, I had a few questions and comments. I wanted to start off by thanking our staff and also everyone who participated in proposing a project. I think, you know, all of the proposals that we got were so much about improving and contributing to our community, not just like extracting something, so I think that speaks to the power of broward county public schools and the power of the broward county community that we all want to take the land that we have and do something positive for the people who live here including our students, so thank you to everyone who submitted proposals. With regards to MS. Alhadeff's proposal for the naming of the training facility, I
175did want the ask our general counsel, like, have you seen something like that being negotiated in a lease before I go to the city of fort lauderdale officials, hinted to ask you about the way we could navigate that. so, all we can do is negotiate, if the other side decides they want to accept that term, they do. Nothing prevents us for asking for it. I think it's important the board know wes ear talking about a lease, they're coming and providing us with their thoughts and ideas as to what they're going o do with the land but we've -- the only thing we're really going to be negotiating with them is the lease. The cost, you know, how much they're going to pay and those types of things and I want to make sure because I
176do hear some co-mingling of terms. A p3 is completely different than a lease and they fall under two different statutes, 1013.15 is the lease statute and then 255.065 and I'm going to double check to make sure my memory is correct is the p3 statute tha,'s more of a public private partnership where you can have more negotiations in term of what your expectation is with regards to housing, who can can be in there and those types of things so I want to make sure the board is clear on those terms because it's important in your deliberations and discussion. so, that brings me to a question I was contemplating when we were getting these proposals, to what extent can we guarantee or ensure that like what has been presented to us in any proposal actually happens, like,
177say we lease the property to an organization and they say that they're going to build a circus and instead they build a school. Like, what legal protections do we have there? we can negotiate some terms where they have to verify or that during the build process, they keep us apprised as to what they are doing and how they're progress, so there's different things we can try to negotiate to make sure that what our terms are and what our requirements are, are met. I would also hope like MS. Hixon and MS. Alhadeff said that the city would consider honoring the victims of the tragedy in the development of that, the training center. I didn't hear all of my colleagues speak to this soy eel just do a quick consensus. Does anyone object to asking the city
178of fort lauderdale to honor those victims in the naming of their center as a part of the negotiation? I'm not seeing any objection. Alright, so I think the district has our guidance on that. So, I guess my question MAY be to the city or to district staff, in terms of the capital investments to be made at seagull, the changes that need to be made, the city has stated they've gotten an appropriation from the federal government. I want to to ensure that the city would be responsible for making those capital improvements. I think there's a lot that needs to be discussed. We're moving more towards a landlord/tenant type of arrangement rather than like an ila and you're doing it between two public entities. So, there's a lot that's going to need to be discussed between both
179our legal representation before we could even get to anywhere near that. You know, with the ultimate being what exactly the value of that lease looks like. You know, when you're dealing with two public entities, both are dealing with tax dollars, tax dollars tla were utilized for the development of it, for the operation of it so there's a lot of unknown variables here has tha are going to be worked out prior to us moving forward with anything. MS. Bruno?Frnlt and I want to clarify, we will be working with an interlocal government because it is two entity or a lease attached or some other format in how that document looks but it will still be an ila. thank you. and I also think another piece to consider is the insurance and the liability that would exist because
180of the training facility and the things that that carries with it. You know, we like anything, the chief spoke about this, we have some facilities on city property and the city has made capital ip vestments in our schools so I'm wondering, chief, can you speak to that collaboration a little bit more. bh you look over the years between the two entities, you'll see just an extent of history of collaboration between the two and it's always been to the good of the taxpayers in the end. When I look briefly through documents this morning and looking at some of those facilities, like pine ridge, there's a large portion of land, the parking lot, the playground area on the south side, all of that is city of fort lauderdale property that was handled through an agreement as a
1810 cost or next to 0 cost with the school board many, many years ago when I look at new river middle school, the same thing televising's -- there's a tranche of land through sxit with the parks bond that was issued and the amount of money that was put back towards the school board in collaboration, so I think that there's a longstanding history between the two and ultimately the most important part is we're looking out for the best interest of our community which I know all parties will do and we'll need to get into some serious negotiations ifs that's the way we're looking forward. Of course that will be at the direction of our city commission and you all of the school board. got it. And ipg it's important for my colleagues to consider that as
182we -- if we move forward with this and take that into account when we're talking about the lease because it seems like the city is -- that we are using property the city owns at lilt -- little to no cost so I think that is something we need to consider and also I think DR. Zeman spoke to this, like the public good that this serves is incredible on multiple different layers, right, the public safety aspect being number one, the job creation and the job training and these are jobs that won't be soon replaced by ai, so tlaoez are things that add an incredible amount of value to our community, so I appreciate the city working with the school district for many months showing up to all the community meetings, like my colleagues who attended the
183community meetings where our -- the city spoke, they could see that the community really trusts our public safety officials and were very excited about this proposal as well, so thank you guys for all that you do. I have some questions about the sis trup -- trunk rising piece. I guess my first questions are to staff. Have we reached out to the seminole tribe about this land at all? thank you, MADAM Chair, I know that the superintendent has had some conversations with the leader of the seminole tribe. that's one. And obviously as we go through the process is that we will -- in whatever is discovered, they certainly would like to be involved in anything that would have to be addressed and I hope I'm not being disrespectful in saying that, but they were not the
184ones who approached the district. This came about when we had -- I believe it was the first community meeting at dillard high school. That's when we first received notification, communication, things of that nature. There iss a letter that I believe was shared with all of the board members via e-mail yesterday or the day before. But I can tell you that we have not in my office received but I know the superintendent has had some conversations with the leader of the seminole tribe. got it. And I know I made some inquiries about this, can someone speak to the historical marker piece. and what I do remember is one is supposed to be there and the superintendent made the commitment that we would ensure that a historical marker is placed there. fwot -- got it. Okay. Just
185before -- I think I just have one specific question of the sis trunk rising organization, but do we have -- as we're transitioning our schools, as we're consolidating, do we have a point person for each transition, yesterday I was alining to some folks at seagull, they had a lot of questions and they had some things they want us to consider as that transition happens. Who would be that point person that I refer their questions to? that would be yours truly. okay. Thank you. I'm also -- I think asaswe do this prprocess agagain the comi years,, ththink it would be helpful to consider having like a liaison for each individual school as well, that's a lot for you to manage, DR. Wanza. I think having -- sorry gosling ahead. -- go ahead. I apologize if I'm
186disrespectful and cutting you off. You are correct. What we have done is we've been work witching the regional offices, so the schools in the south, right, MR. Strauss and his office becomes the point and so on and so forth for the other three t two regional, DR. Hudge, the assistant superintendent, my office partner witched the regional office, as things start to crystallize and become more definite, it is the regional office that become it is conduit, we start together at the beginning of the process but as things become more defined, then the regional office takes the lead. got it, thank you so much. And then just for the superintendent's office to consider for the next time we're going through this, I would like to see like a more formal process for accepting the proposals. You know,
187we almost missed the sis trunk rising proposal because it went to junk mail. So, I just -- I think I would really like to see a more formal process and I think our general counsel can help work on that as well. That's just me, and just having the numbers.Er the properties about the leasing and the value of those sites would be helpful to have upfront next time. To the sis trunk rising folks, I just wanted to -- I wanted some clarity around the partnering with ja piece because maybe I'm misunderstood, it seemed like one of the participants was opposed to the partnership with ja, so I'm wondering if I could get some clarity on how open we are to that. so, as I mentioned earlier, we presented a project that includes a smart, integrated use
188of every inch of buildable area on the north fork site. We spent a lot of time doing due diligence and asking about uses. We started with a longer list of wishes from people we have spoken to, we ended up with these six because they were the best combination of use in financial utility benefits for the community district and financial utility for us to be able to provide the value to the district that we were recommending or that we were proposing. So, that when we began to prepare ourself os for this workshop, we were pretty clear of every project or the site that we know to be buildable while there's other parts that MAY be more consideration or historic significance that MAY or MAY not be buildable, we started with what we knew where you already
189have buildings, where we already have a footprint, where the historical resources map doesn't really touch from the city. So, we put forth a plan that was all encompassing, we wanted to communicate to you on this day we had not only a good idea but a team has could make sure it happens and we could deliver for outcomes we were promising. As you heard from one of your board members, during a meet, -- meeting, we were presented with the idea of collaboration. i've known laurie for at least 30 years so -- she don't like me saying that, at least 30 years, so it wasn't a hard ask to at least explore. We had a meeting with lur -- laurie about a week or so ago, we were ready to come to you as it were but
190we had a meeting a couple of weeks ago where she outlined both her big vision and what can be a reduced vision if we had the space for it. Our team internally haven't spent a lot of time and money on designing what you see, then we considered how and where if it's at all possible to include junior achievement with the requirements that they have. We went from our initial thought of including workforce and teacher's resource center on the bottom floor to thinking that's where we would accommodate ja but their requirements are more intense than what that space would allow for, so then it led us to saying -- well, first, we recognize based upon their vision them having their own campus, them having their own ability to build and name and control their site was
191probably the best route, so we went about internally trying to figure out what part of the site makes the most sense to accomplish that. And that's when we offered up what we call the peninsula, the northwest peninsula for their development. It would be up to them to confirm this f that area does meet their ends. It would be up to them to do the same site surveys and archaeological -- architect design to make sure that all of their requirements can fit but we are representing today what we've been saying for the last waoeblg or so, why we believe we have a full project that takes full advantage of all we know to be buildable, we are prepared to concede parts of that project such to accommodate junior achievement. thank you. I just want to make
192sure I got consensus from my colleagues around the different proposals. I know that we got consensus on the naming, they're asking the city to honor and name the facility after the victims. I heard one strong objection to the sis trunk rising organization partnering with j a from MS. Thompson. Did anyone else -- I just want to make sure that I capture it, DR. Zeman, you also object and DR. Holness -- regarding the sis trunk rising, I wanted to make an additional comment that I believe would be relevant to our decision making here, so i don't know if you will give me the opportunity. Gofrjt ahead. for sis trunk rise, it appears the inhibition to moving forward if there's any would be whether or not ja world is able to utilize the number 6 location on
193the map presented by sis trunk rising. With that being said, I believe we could move forward with directing the superintendent to engage sis trunk rising for negotiation of a lease for the project while at the same time separately engage ja world for location number 6. If ja world is not able to utilize location number 6 based on their research and coming back to us, then I am quite certain that amendment to any lease negotiation could be possible with sis trunk rising to take the number 6 location, so I don't think we should wait to make this decision, MADAM Chair, I think we can move ahead with giving the superintendent direction with sis trunk rising in terms of negotiating a lease with all of the locations except for location number 6 and separately engage ja world
194with location number 6 if they can use it. If they cannot use it, then I'm sure there's an amendment to be made to include number with sis trunk rise, so that would be where I am. does anybody object to DR. Holness' proposal? today we're not in a position to in a workshop ask unsolicited proposed sal vendor to come back with a negotiated agreement, I think we're at the point where we can agree that some aspects of these things are good and we'd like to see another round of proposals, I thought we were coming back to a workshop to hear of a better round of proposals based on the comments and additional data before we make a decision, is that correct? DR. Hepburn and/or MS. Bruno? it was specific from MS. Bulman that I heard earlier
195about given the opportunity for sis trunk rising and ja to find a pathway for collaboration which would in turn create a need for an additional workshop so the board can hear what that looks like in final before the board makes a decision of directly offering the lease opportunity to the entity. I hope I was clear earlier, my comments though even the public service academy is not a full blown proposal. There's not enough detail, there's certainly no expression of being willing to pay a a lease for the land. there's still work they want to negotiate. My sense of that is all of these have to come back for another workshop because we're not a decision point where we can say we'll bring a lease agreement for any of these today. MS. Bruno? the question that I
196would have for the board is do you want staff to -- and legal to start exploring potential terms and then come back at a workshop so you can analyze if this is something you're interested in? I am comfortable with that, chair. I'm just not comfortable saying we want only one idea to come back and we know it's going to be unsolicited rather than solicited and things like that. I think having another round of information to come back for us, it might make us more comfortable that at that point we're ready to go to a school board meeting to execute an agreement, but I didn't see the level of detail we would want in order to make a decision today. what do my other colleagues feel? MS. Thompson? I would like to just point out to
197my colleagues that just because we don't share the property for north fork that ja world couldn't be somewhere else because we do have ample opportunities, so I would like to move forward on negotiating or coming to terms with sis trunk rising and then with fire and safety city of fort lauderdale group with a a potential opportunity if they can make ja world work or how that would look like, but it is a land lease, so while we can say we would like them to do certain things, I think at least the consensus I heard from my colleagues is that sis trunk rising is a strong plan and it best serves our teachers and communities and while it might be nice for ja world to be there or we would like to see them collaborate, I
198think the prime leaseholder would be sis trunk rising and then go from there. I meant what are your thoughts on DR. Zeman wanting -- doing another workshop on this. I will go with the good of the group. MS. Bulman and then I have MS. Hixon. I have a question too, but in general, I think that we should give direction and then come back for another workshop to work terms that have been put together. So that we have something to look at because DR. Zeman said, this is in the infancy stage and is we neat to get goo the meat and potatoes, to your point about the fort lauderdale project, would f what does that look like, would we be able to do something -- would the rent situation, would that look different because it's public
199safety and we're not goipg have problems with the use versus if we're doing with a private entity? I think there's a lot of things we have to look at that we need to have researched and then put in front of us so we can kind of figure that out. what you're proposing is negotiating the terms of the leases in a workshop? I think coming back with general terms, not an entire lease agreement put together, a letter of intent or a memorandum of understanding -- something that sets forth the general term weser ear going to be operating under as we go forward to negotiate. Er do you have any guidance on that, MS. Bruno? this is the direction of the board. I'm sure the superintendent and I can work on something where we can bring back
200some concrete information in terms of what terms would look like that we've spoken to the parties and this is what they're thinking. If the board wants to move forward with the lease, has may be at least give you a starting point, from there, you can negotiate back in terms of what you would like to do. but f but what if, chair, we want to make a decision about whether we accept unsolicited proposals or we go out with a solicited opportunity? I mean, these are not proposals. These are powerpoint presentations, the details that you would normally get in a proposal are not here yet so we're not at the point where we can say we got unsolicited proposals, we got unsolicited presentations and they're great, we have given a lot of feedback about the value of
201it, but to move forward with any kind of decision right now I think would be like just a little early because we don't know about the p3 issue versus non-p3, we don't know about solicited versus unsolicited. Er we don't know if ja's minimum square footage could fit on the peninsula or anywhere else on the land, so in my mind, there's just still a lot of things that have to be worked out before we get proposals. Maybe what we can ask them to do is finish up an unsolicited proposal before the next workshop and then we have all the details because you have to put in all the pricing and the lease terms and you have to -- the city of fort lauderdale would have to come back and say we believe the public good is
202so great we would like you to do it at this reduced lease price and things like that. Then we'd have enough information to say move forward to the contract stage. did we do a workshop on the letter of intent with broward health? no, we didn't, that was a motion at a board meeting. no, it was an item. I remember specificbacker -- a specific motion at the board meeting made by MS. Alhadeff. MRS. Hixon? it was an item to surplus, then the motion came to directly negotiate with them. thank you. Just real quick. I agree that we should have another workshop. Er I think it's important to get all of that information, like, what would the lease look like, how much would we want to charge, what would they agree to pay, those kind of things,
203but honestly, for the sis trunk part, if they're willing to try to figure out something with ja, they're leasing the property so I don't think we should be telling them mo, they shouldn't be doing it. They tried to work it out and it doesn't, they come back and say, hey, we tried but it didn't work out and we tried something else with ja, but I don't want to shut down the collaboration there if both parties are willing to do that. I don't think it's our place to shut that down at this point. It MAY not work and I think we all can see there's a possibility it might but there's also a huge possibility it would, so I don't want to be the person to tell them I want the person from sis trunk, I
204want us to continue to work on that and us do the nobody part and come back to a workshop so to see if we want to move forward or not. Maybe we never get an agreement with what we want to charge and what they want to pay and then we MAY have to live with something different. But that was why I was asking before if today was the end part. I think this is the process so we probably have to have a couple more meetings before we get to the final spot of what's going to work. MS. Bruno, were any of these proposals p3's? no, these are all ground leases. what would be the appropriate procurement mechanism for receiving these proposals? so, someone sends a proposal to the school board, says I'm interested in leasing
205your property then negotiations are a direction from the board as to how to move forward. For those types of scenarios. so, is that not what we've done? yeah, that's my upspringing, that's what has happened. I'll just be on the record, I am not interested in negotiating leases on the dais, I think we've done a lot of that lately and that's not something I support. I certainly am in support of getting more information but I think that is staff's purview to negotiate. You know, I feel like a lot of us said we outlined different things we would like to see today so I'm not sure like how that would get sussed out in another workshop, obviously it's the will of the board. MS. Thompson? my train of thought echoed yours. I have concerns about doing lease
206negotiations in an open forum as well. Just because I feel that's about how much we're willing to pay and that doesn't seem like the right avenue in an open forum. After hearing the chair speak, i would rather not go to a workshop either. before I go to you, MS. Bulman, we need consensus on extend thing the meeting. I would say we would do like two hours, are there any objections to extending the meeting to 6:30? Seeing no objections, the meeting will be extended to 6:30. MS. Bulman? I don't have a a problem with what you're saying, if the issue wean ja and sis trunk rising is worked out in the interim. I think the original thought that I had was that we would come back with terms, that we were negotiating, that staff had negotiated
207and then we would choose the path that we wanted to take. If the staff can do that and it will work itself out with ja and sis trunk rising one way or the other, then I don't have an objection to not workshopping it again either. If there will be probably some further negotiations, so I was looking at just thinking we would have basic terms, not a full big lease has we're going through page by page, so redline on the dada, but just an idea ofof w 're moving rward. , if we e n dothat without another workshop, I don't have an objection to that. MS. Hixon? thank you. i also want to be clear, I wasn't saying I wanted to negotiate on the dais, I don't agree with that either. The idea was that staff
208would work with the entities to figure out a framework and then bring it back and we would either say yes, this is something we want moving forward or no and this isn't going to work and let's look at something else because it's too big to just bring back to a school board meeting and have four hours of discussion there. I think it makes more sense to do it in a workshop setting where, yes, you're on the right track and this is where we want to go so they could shore up what that looks like, but like MS. Bulman said, some general terms basic what it's going to cost and do some of that preliminary work and bring it back to us, but I want to be clear, I was not suggesting negotiating on the dais.
209I also don't agree with that but I do think we need another workshop, thanks. okay. I'm -- unless I think MS. Thompson and I were the only two that really did not want to go to another workshop, is there anyone else who would not like to go to another workshop? So, seeing as we are in the minority there, we will take this to another workshop. I guess I'm wondering, DR. Hepburn, do you have what you need to take this to another workshop? DR. Wanza, does your team have what you need? I believe we do. so, just to summarize, I didn't hear anyone objecting to the idea of continuing down the road with the city of fort lauderdale. I didn't hear anyone object -- I'm still confused about the sis trunk rising ja piece and where
210everyone is on that. If anyone would like to add clarity or if DR. Wanza, you need some clarity on that or if it's just me? what I heard and I think that this is where the board nraoeds to let DR. Hepburn know, I clearly heard that it would flexed -- it should be two separate leases, right, one with sis trunk rising and one with ja world, if ja world said, you know, it's going to work for us, we would map out what that looks like, same with sis trunk rising, if ja world said this would not work out for us, do we amend it or make some other concessions for the lease with sis trunk rising, that's what I understand, and I just need to see if my understanding is correct, but what I think
211in coming back for all three entities, it needs to be a fully baked out data-rich market analysis, also the conversation around the city of fort lauderdale as a governmental entity that has made arrangement widths the school district and where is that considered in this process. I saw MS. Bulman had a question and MR. Zeman shaking his head and DR. Holness. so, my opinion on the sis trunk rising ja proposals from listening to my colleague, it seems we all support the sis trunk rising proposal. If the parties can work out something that they both can agree to on that land and each of them are happy with that, then I'm happy with that but I prefer -- or I would be going with the sis trunk rising proposal over the ja proposal for the entirety of
212the property so that -- I think that goes between the two of them if they bring back something, great, if not, we go with sis trunk rising and then go from there, that's my opinion. chair, I have the same sentiments. There are still some issues, we've had the general counsel to come back and talk to us about, how is the deal with forth fork, is it affordable housing, is it advisable to go back and look at the pompano model and see if that is even better and then second question is do we go out with a requirements document and ask peel to come in with a full proposal which MAY be more economically advantaged to broward county school board. On the public service council, I'm really interested in the staff's assessment of how can does
213that fit with what they have done with us in the past and what is the public value of this public safety academy but we need more information from the staff about how all that comes together because that turns out to be a very difficult judgment decision. The affordable housing is just do we want to accept an unsolicited proposal or do we want to go out and run a full solicitation and I think that's -- we'll learn from our general counsel what that is, there's serious staff work to be done on the superintendent side about how all this comes together so we're fully informed and if you feel confident representing the people of broward county. DR. Holness and then I have a question. thank you, so, I would concur with board member bulman, in terms of
214the sis trunk rising, you know, it's either ja world when they're going through their research and determine if they can utilize location number 6, if they can't, it appeases -- appears the decision toer majority of the board, what it appears to be would go with sis trunk rising. I think that piece that's missing, if ja world after we leave here today go back and said we cannot use location number 6, it's not large enough, it doesn't have the right kind of space and size that we're looking for, then we need to direct staff to what to do next which would be it appears to go ahead and engage sis trunk rising fully to move ahead with north fork, so I think that's the part that we need sort of consensus on, right. Because if staff
215leave and is ja world can't do what they -- they can't collaborate, then what's next, and that's the direction that I don't think staff has and for me, if ja world cannot, then I want the superintendent to understand from -- as a board member, my opinion on it is that we move forward with sis trunk rising and I don't know the rest tof board has that same feedback. the other piece that I think is important to consider is if in the coming months between this workshop and this next workshop, what happens if DR. Hepburn receives more proposals for these properties, like do we consider those, what does that look like? Because if we're going to give direction that we want dr. Hepburn to pursue one project and then he receives another proposal, what do we
216do about that? MS. Thompson? I would like us to go forward with sis trunk rising on north fork, I think as said before, they are the lease choler, if they can work for ja, they said they're interested in partnering with them if it works. I think setting aside plot 6 which is where the toup house -- townhouses are which affords families to have high quality of life in that area is not appropriate in my mind and it takes away an opportunity that families have in that area. If ja world, they can work out that it's something in the other billeting but to limit them in what sair doctor area of the site they can build in, I'm not comfortable with that. If another proposal comes in, there's other properties that that might -- that organization
217might be interested in, however, for the sake of north fork, for that community has probably wants a resolution to what's happening in their community, I think in the best interest of the board and that community, we move forward on the lease for sis trunk rising. DR. Holness? MADAM Chair, I am not in favor of -- you know, as far as north fork to entertain what could possibly be additional proposals. We've been at this for months. We've had multiple proposals and we've narrowed it down to two and we also these particular two entities, they've engaged with the community. There has been a will the of work that has been put into had this by both entities and to say let's wait to see if we possibly have more proposals, I mean, I think at some point
218we have to be decisive and for me I think what we have in front of o us is ja world and we have rosining ris trunk, the contingency here is can ja world occupy location number 6. If they can't, we move forward with sis trunk rising. I think getting more proposals is going to trau this process out and then you're going to have to go through community input, all of that. The community already heard these two proposals, the community is on board. If there's some way they can collaborate and if they can't, the community is on board with sis trunk rising. I think we should be decisive, we're going to be repurposing more schools, we need to close this out and move forward. I think we have a great proposal. Think about this, sis trunk
219rising is providing an oping to have a significant number of affordable housing for teachers who are maiming 51 thousand dollars a year and we're saying let's look at the possibility of any other proposal that can be better. You know, this is significantly benefiting teachers, it's benefiting the community, the affordable housing will be cheaper than market rate. I don't know why we're hesitating, I think we need to be decisive. The only inhibition is whether they can locate in location number 6, the they can't, we go forward with this proposal. Thafrjts's why I questioned why we need another workshop, if we have chosen a proposal, why do we need another workshop on it sf MADAM Chair, on this particular, and maybe I don't know if there are workshops needed for other proposals but on the north fork
220issue, it's very clear. I don't think a workshop is needed. Maybe for other proposals, I'm not sure but for north fork, it is clear tla the decision is simply contingent on whether or not ja world can occupy location number 6, so i don't think we need another workshop for sis trunk rise, I -- rising, I think we need to give direction. I can make the same proposal for the other option. That's what I'm concerned about. I think we need to be decisive, instead of looking at it collectively, which ones do we want to go ahead and move forward with and which one do with want to come back to workshop with. who want tos mover forward with the sis trunk proposal, muz -- MS. Bulman? . Er I don't think we need to be getting
221additional proposals, that's not the proposal, it is to look at specific terms. We don't have terms right now, we have a proposal of what it's going to look like and how it's going to serve the community and things of that nature. I think we accept in general concepts the public safety aspect and then this is the sis trunk rising. I don't hear any objection pr anybody so it's not -- I'm not looking for another proposal in the interim, you know, we can put a timeline if we can't reach a deal, obviously we would be looking for additional proposals, the next workshop would be to look at term and is whether or not we accept them because we don't know what those are right now. if I MAY, chair, I understood the question a little bit
222different that chair leonardi proposed. During this -- between this workshop and the next, and I suspect this is going to happen, if we receive additional proposals, unsolicited proposals, what do you want us to do with them is the simple question. What do you want staff to do with them. Did you want us to send them to you or did you want us to file them in 13. I think we're moving dangerously close to something which is this is public land that we've been entrusted with and we're supposed to make good decisions about how to use that land. We've opened the door to unsolicited proposals, we're excite about some of them, what I thought we were doing today was then to encourage them to come back with these comment and is make an actual proposal and
223tell us exactly what they're going do and how many units they're going to build and what they're willing to pay, that involvers a lot of staff work wean the superintendent's staff and them and it MAY come close to a term sleet and it come back and says this is what they're willing to do, ja did fit or didn't, on the seagull site, come in and lay ut out and be specific act it. For us to make -- about it. For us to make a decision is just a little bit inadvisable right now as much as I'm interested in making decisions on this and moving fast, we don't have enough information about what this could be. To your point, it could be they come back and they want something that we can't agree on at which
224point we have to say what do with e do, because now we have more information, to the chair's question about other things, if an unsolicited proposal comes in today harbinger's a -- that's a fact, that has to be reported to this board. I don't think that you could deny in a public organization that somebody came in and made another unsolicited proposal because it's on the record and that I think has to be -- it has to be dealt with in that way. anyone else, DR. Holness? okay, so considering the clarification of DR. Hepburn, you know, I do not object to -- if additional proposals come in for us to look at them but I don't think that should delay any decision that we make today. I think we should move ahead with what we have
225on the table. If other proposals come in, we can talk about it and -- because nothing is final until we have a board meeting and we vote, but this iss what we have in front of us so I think we should move ahead with what we have and if any potential new proposals that come in that we believe MAY come in or MAY not, I don't think that should delay our decision here today to move forward with specific proposals we have in front of us, so I'm willing to -- I'm okay, MADAM Chair, with receiving proposals but I don't think that should cause any delay in today's decision. . Er MR. Cervera? MR. Superintendent, how long was this window open for public companies to submit these proposals to us? well, we've been talking about redefining
226the board vote was official with the first or the second week of JANUARY. the board vote was JANUARY 21 but proposals started -- I'll say in SEPTEMBER. yeah, coming in. in SEPTEMBER of 2025, all the way through probably the middle of FEBRUARY, MARCH 1. but if they don't know -- didn't know then, they're going know now. I'm just wondering why because you seem pretty confident we're going to get like this influx of additional proposals now that we've had this workshop. I mean, everybody who's kind of inside baseball and in the know has been aware that this is on the radar for 6 plus months. I'm wondering why you think they're all -- just a prediction, it will be on the news tonight, people are going to be talking about this and there's going to be
227buzz around it base on the conversation because we haven't had a workshop to discuss affordable howling and the opportunity that is both of these proposals provide to the district, so it's just a small I -- inkling of mine, if we receive additional proposals, what does the board want to do with those proposals? We can send them to you tha,'s what we normally do. To DR. Holness' term, what is the clear direction to mover forward from today is what we really need. so, I don't think there there's a scenario which ill not be on board with receiving additional proposals. That being said, I do think we need to kind of get the ball rolling, we shouldn't be sitting on this, we've gotten great proposals, great presentations thus far, the majority of my colleagues seem to be
228on board with this although I agree with DR. Zeman we need to get a bit more details and sort of figure out the terms and conditions if you will before finalizing anything. But I'm not in favor of just sitting and wait tog see.If some fictitious entity decides to give us another proposal. I think what we have what we have and we with v to assume until proven otherwise that these are people that want to do business with us. They've made their presentation and is made their prospective pitches and I think it's upon us to make the next move. I would be in favor of taking the next step and moving forward and obviously if something comes in along the way, I'll certainly look at it, I'm not saying if it's going to change my mind
229on things but -- and I certainly don't want to sit around and wait. We need to start making moves. We've waited quite a bit on this, thank you. I agree. [Inaudible] yes, we've come up with an immediate remedy to keep that donation, so it will not -- we will not lose it, they will not lose it but it will not be used probably for that project. It could be but right now temporarily, she wants the that name somewhere. So, we have found the way to do that. okay. DR. Hepburn, do you have your direction? go ahead and repeat it for DR. Wanza. I'm not clear. I'll have the chair repeat what she has and then I'll check my boxes. I 'm not clear. well, I'm hear framing my colleagues and please correct me if I'm
230wrong, we want to take this to another workshop with more details on the sis trunk rising proposal and the proposal pr the city of fort lauderdale and accept any additional proposals has MAY come forward. Am I summarizing that correctly? there's no mention in ja world, MADAM Chair? . Er that is up to the sis trunk rising folks. so, depending on the collaboration and the ability for ja to actually occupy that piece of property if there's enough space. In addition, bringing back terms, possible terms? that is what I heard, that my colleagues wanted to look at terms. Am I misunderstanding that? I want to make sure we're clear on that one, alright, I think we're clear. . Er will theser. MADAM Chair? MS. Rupert? yeah, I have one quick question, I'm sorry. Were the townhomes are
231going to -- is that part of the archaeological area? no. okay, got it, thank you. alright, MS. Bruno? board, ill tliek make a recommendation as well that if the board is in alignment that we draft a policy that will address the situations so the board can handle these every single time, you know exactly what you're doing and then a corresponding process document or standard operating procedure that staff will know this is the steps we need to take, that way you've already spoken through your policy, staff la the steps on how to move forward. we agree. That includes our redefining schools update. The next item is capital program organizational assessment and procurement recommendation. Do we need to briefly recess (Meeting in recess). the last item is capital program organizational assessment and procurement recommendation. I now turn
232it over to the superintenende to introduce the item. alririt,t,thank you,.. Ho nsz, thk you, vice chair, members of the bod, the public, today's presentation is a stream leaped approach to strengthen the cal tap program, o to address this, it is focused on organza clarity aiming to stabilize operations, maintain project momentum and support long term planning. These recommendations are designed to address issues identified in prior audits and also reports, they also target challenges related to incomplete projects and scheduling delayers. The updated framework prioritizes measurable object tiers, prompt reporting and clearly defined responsibilities for consultants and staff. Just as importantly, this approach is intended to accelerate project completion by awe I proffering oversight on the front send and execution. The program manager strategic advisor, long range master plan, cost manager and construction manager owner represent I fevers
233are designed to bring focused capacity planning, scheduling, controls, procurement support and project delivery while the district continues to recruit permanent positions, together these changes are to create a more discipline and transparent system that supports better outcomes for schools, taxpayers and the community. The strategy encourages broader participation including a mentor protege program for local firm, supporting long term growth and leadership opportunities. Third party feedback from solutions and profession noels on the long range facility planning committee has value dated this approach confirming its effectiveness and boosting transparency, accountability and pronlt delivery. The bole is to build a discipline system that addresses past concerns and movers capital programs forward with greater confidence and public trust, completing projects on time and within budget. At this time, I will turn it over to the capital program team to start the
234presentation. it's all yours. good afternoon, mark dorsett, chief operating officer, task assigned. We want to give you an outlay of what we're looking to do t I'm going turn it to efr sonia kol coli to present for you. good afternoon, sonia coli, executive direct or of office of capital programers. Aoem here joined with john wesley right, executive director for procurement and logistics operation. there we go. at the board's request, this presentation examines whether the kurpt organizational structure and staffing model and consultant support framework are aligned with the scale and complexity of the capital program and the goal is to provide findings and a recommended path forward. So, we will begin with the purpose and move into the path forward including the roles and resources we believe that are necessary to stabilize and safeguard the district
235from cost, schedule and compliance challenges. Next we will outline the specific role and is responsibilities with benchmarks in other districts and agencies, we will provide support of initiative and is review of the plan to ensure continuity. This presentation outlines the recommended roles and functions needed to complete the remaining capital projects, strengthen operational stability and approve long range planning so that the district is able to complete capital projects on time and within budget. The program is entering a phase where stability and strategic alignment are essential. The recommended structure has been benchmarked against other large districts and at sis. The four critical roles needed to support continuity, accountability and strategic alignment across the capital program are as follows, program manager strategic advisor, long range master planner, cost and program controls and construction manager owner representative. Although the
236firsts option would be to fill cai cant prolepses, the current volume of active and upcoming capital projects exceeds existing staffing capacity creating operational and delivery risks. These roles stabilize operations, preserve momentum and strengthen long term planning until internal positions are filled. The current program manager owner representative provides the office of capital programs with various positions including board document preparation, commissioning, project managers, assistant project managers, schedulers, team leads, construction coordinators, director of construction project controls, director of administration program lead prokurment support and communications. The proposed solicitation would consider a program manager strategic advisor along with a construction manager owner representative. The roles of the program manager strategic advisor would be planning and early stage program strategy which would be a future internal hire, board document preparation, commissioning, scheduling support, communications, director of construction and procurement support.
237The new vendor would provide under construction manager owner representative project management, assistant project managers, team leads and construction coordinators. We would also consider cost and program controls manager, the current cost and controls manager provides us with the office of capital programs monthly reports, quarterly risk assessment and market analysis, budget management, skemg yule management and program of software administration which is tremble. This vendor would also be required. In addition, we are looking for a master planner which would assist in providing us with long range facilities planning, enrollment forecasting and demographic analysis, capital program prioritization and educational add -- adequacy and space planning. At the request of the bore, we also looked at what our current costs and future costs would be and based on a rough order of magnitude estimate, the current cost is 16.5 million
238and future costs we're looking at a savings of 500 thousand bringing it down to 16 million but again as -- and this is an annual reduction of 45% from the first three years. And again this is just a rough order of magnitude estimate, all would be mothered -- negotiated one we have the solicitations. And benchmarking against other agencies, the governance model is a hybrid depending on the agency. We looked at duval, broward college, denver international airport, dal lance fort worth, los angeles, miami-dade county public schools, university of central florida and palm beach. And as you can see, the governance model is internal and external staff, broward college senses internal staff but each agency has a hybrid internal and external models. good afternoon, john wesley white, I'm executive director of procurement and logistics operations, task assigned
239and I'm going to share with you some thoughts regarding the procurement strategy. I would like to first start off by letting you know that my organization is utilizing civic initiatives to support this process of developing the various solicitations, civic initiatives was placed under contract effective OCTOBER 1, 2025 on a one year consulting contract with a not to exceed value of 49 thousand dollars. They were retained to provide as required procurement support, training, we'll be having a four hour training refresher for the entire procurement team tomorrow and also they're available to provide evaluation and recommendation of our current policies and procedures and recommend process improvements. I'm mrao e pleased to say MR. Mike thorton, a representative of civic initiatives is here with us today, mike, if you could stand up and so mike has been here
240supporting us very diligently and I think it's going end up in us having a very high quality product. Next I would like to kind of touch on the general philosophy of the strategy. If you look at the history of how we've done this, in the past, we had aecom on the major contract that you remember that wrapped up last year and that contract totaled out at 123.5 million dollar. Aecom achieved a 44.9% local minority business goal which was essentially within one tenth of 1% of their commitment. Subsequent to that, we awarded an emergency agreement which had a 47% or 6.5 million dollar goal against a 13.9 million dollar total contract value. So, sonia previously provided you a high level breakdown totaling the 16 million dollars for this effort. If you go down a little bit
241further, the estimated contract value on an annual basis for the program management effort would be 2.8 million dollars a year. We would anticipate that this would have a 10% minority business goal attached to to it. The cost and program control contract value would also be approximately 2.8 million dollars annually and also have a 10% minority business goal. The master planner contract which we only anticipate would run for maybe one year would have a one million dollar value and would not have significant or any available sub-contracting goals. All of these contracts are expected to utilize between 2.5 and 5 full time equivalent heads for each year. So, to maximize our return on investment, this is when we were looking to implement a mentor protege program. This would be unique here locally with the board. Each consultant
242would be asked to work with edoc, our internal supplier diversity department, to to jointly identify five local firms to be mentored each year. So, if you look over the course of the initial three year term, you're going to have some 30 companies that are going to receive a significant amount of one on one time to work with them and learn and grow. The firms would agree in writing on specific goals to be accomplished and then independently report back to us on a monthly basis on what the accomplishments are. Areas that could be addressed during this program would include estimating, marketing, staffing best practices, proposal development, bonding and insurancefinger doing business with government agencies, so whatever it is that the protege firm feels they really need assistance with, this is what we would like to have
243the prime contractor or consultant work with them regarding. There would be no expectation or commitment made regarding future sub-contracting of any business, but the mere fact you're going to spend a significant amount of time working together on a one to one basis over the course of a year, we think they're going develop a good relationship, there will be a good understanding of capabilities and we think that ultimately you're going to see future business come out of that. So, the estimated again -- when you look at the construction manager owner representative contract, again, thinking that could run for three years, it would be approximately 9.4 million dollars annually, so if we moved forward and made two awards, they would be for 4.7 million each, three awards would be 3.1 million each, or if we made four
244awards, they would be 2.3 million dollars each. Edoc is already focused on identifying qualified local small businesses to help compete werefor these prime contract opportunities which in the past were not made available by the school board when it comes to construction contracts. These contracts will be small enough to be manageable but still meaningful in size and scope. So, if you look at the current aecom one year contract and a goal of 6.5 million dollars, we've got the potential ability against the 16 million dollars to come up with something in the range of 8-9 million dollars worth of sub-contract dollars going to local minority businesses. Now this current chart I'm showing highlights the phases of the procurement process and again I will emphasize this is an aggressive process and you're looking at three to four months
245from the point of getting the responses in, contracts negotiated and executed, prepping for the board review, going through apg and then presenting the results to the final regular school board meeting. Draft solicitation schedule, this is subject to change, right now we are hoping to get board approval to move forward today with this procurement strategy. We would hope to be able to get the first solicitation out on the street by the end of the month, we would have a proposal conference on APRIL 6, by APRIL 10, we would have written question submitted, responses issued by the 17, proposals due the first of MAY, the evaluation committee would take part over the next two weeks and then come up with an initial recommendation by the middle of MAY and bring that to the board for approval in
246the JUNE timeframe. With this kind of aggressive skem -- skel sk schedule, we were not planning to bring the solicit taigas back to the board for comment so we could preserve the schedule. And with that, we'll hand it back over to sonja to talk about the transition plan. so, looking at our proposed transition plan, just to transfer of knowledge, the preparation phase 1, we would look at maybe one to two weeks, again, gradual responsibility transfer which would be phase 2, weeks two and three, then final hand over and support would be in phase 3 or week four. We will probably have some overlap again but as the current pmor and staff transition off, then we would transition to -- again, to the new construction manager owner representative. This again is an aggressive timeline for us
247to transition over to the new vendors. With that, we'll go into any questions and answers that the board MAY have. chair? sorry, we have to -- does that conclude the presentation? Okay, we'll have to go to public comment. I have DR. Natalie lynch-walsh. DR. Natalie lynch-walsh, plantation, florida, I'm not telling you anything you don't know. You have a real-time management problem, we are two hours behind schedule. So, that being said, reality check, the capital funds are becoming like the new slush fund. You can't tap the general fund but everybody's like going fast and furious with capital dollars. Does the facilities chief now report to the superintendent? Because I thought you got your superintendent to agree to that. Which means before it went out, the job description needed to be fixed. Because it got watered down
248when it reported to the operations chief. How can you assess your organization without seeing your own org chart to know how any of this is supposed to work? I don't know, I kept asking for the org chart but I got a snippy response and no org chart but it's a public records request so I should get it. Slide 6, I'm going to probably stay there because ththre minutes goes by quickly y and you u n't like toask me ba for ququestionbupuput myseself on recordso somemebody can play you back later when they say why didn't you listen. Program manager strategic advisor, I did pull the org chart, if you're going to have a facilities chief, an executive director of capital programs and a director of construction, why do you need a program manager/strategic advisor? Do nofn
249these people know thousand do their jobs? And you don't have a facilities chief yet as a reminder. Long range facility master planner, where is that in the pipeline, that is the thing that's critical. you're trying to do all of this long range stuff without having a master plan. Which in 2014 was the exact same problem. Costs and program controls manager, yes, that is also critical because you just did an extension and you need somebody that can do math. Construction manager owners rep, maybe, you're going to need staff augmentation but you need the measure that, should you be spending 16 million when you're winding down the bond and there's no new bond in siekt, you're going to have very few projects, I know, so numbers need to be crunched. Theses not a responsible proposal, I'm glad
250that they figured out how to make procurement go faster but the number one thing you need to procure, one and two, is the master planner and plan for when the cost and program controls contract ends. Aecom is here until JANUARY of 27. What staff is telling you it seems is that they don't know what they're doing so the they need the keep paying consultants to do their jobs. There's too many sub chiefs but again with the facilities chief and long range plan needs to report the steering committee needs to report to the board, somebody please bring a b item for that. thank you. John doherty of jacobs. good afternoon, board members, and district leadership, I'm john with jacobs. I generally agree with most of the thins that were said in the presentation, so it's late
251and to not be redundant, let me cut right to what I think is the important piece. I think the master planning, long range master plan and the program management, I want to use the right term, the program management and strategic advisor, I would recommend that those two contracts be put together and the reason I would make that recommendation is because planning is no longer a one year and complete, it is going to be a persistent process that you're going to be going through. Situations are going to occur, you're going to have scenarios to consider, you'll consider those scenarios with an analysis, the those scenarios are founded, they trigger a whole series of down stream impacts that have to be considered, you have to look at things like cost and schedule, how it affects staff, how
252it affects the cma, or staff, you have to think about programs and services so it is a continuous process over the life of a program. And so I would just encourage that you consider bringing those two services together because they are both strategically aligned. Thank you for your time. thank you. Michael mcintyre of aecom. I don't see him. mike couldn't be here today, he had to leave early. . Er got it. pattison corradino. I'm with the corradino group, I know it's been a long day, I would like the echo some of natalie's comments that I think this is an important decision, how you structure this. I think it is atsbacker a little bit difficult not having your own internal structure fully smelted and so you have a little time, I realize you don't want to
253be late on this but I think it's important to get the right decision in how you structure this, so just I would like you to think that through, thank you. thank you, and I don't see her here, anna fusco. Okay. Board discussion? MS. Thompson, are you on the line? I am. Thank you, chair. I would agree with the speakers that I think this is putting the cart before the horse with not having our org chart because we don't really know who these contractors are going to report to. We have had discussions as a board about strengthening our internal staff in this department, so I think -- I'm just a little bit uncomfortable with the process in which this is going forward. I also think that having four different contracts la -- has a lot of
254potential for not only redundancies in how these contractors are really laying out their tasks and who's responsible for what and I think with limited staffing capacity, there needs to be someone who's the point person and coordinating with all these different people and I would prefer a more simpler model. I think it also leads to a lot of issues on accountability because one contractor could say -- and we've seen this before with aecom and atkins, one maims the other for mistake and is vice-versa, and so I don't see staff plans for how to address that and so I want to have someone speak to that, I would appreciate it. DR. Hepburn? thank you for the question, MS. Thompson. I want o repeat just to make sure we're clear on the question. You're concerned about for the
255multiple -- the solicitations and a possible overlap in duties and responsibilities, is that correct? in addition, the accountability, so if one firm says, you know, it's not our fault, it was the other guy's, how are we really overseeing that. yes, so I'll start the question and then MS. Coley and team can address, there are clear, specific roles for each part of this solicitation for each part of the actual capital programs, so, there's clear tasks that are delineated for each one to create a level of independence but also collaboration in accountability and support for this entire program, so there won't be any specific overlap per se, it's more of the cost of program controls that's supporting the scheduling and the costing out and the long range plan of course having a specific role in assisting us
256with long term planning for our facilities and the program manager strategic advisor is assisting us especially with some of our vacancies and high level roles as we staff up over time and the construction manager open owner's rep provides multiple opportunities in a space to be primed for specific projects we have going on now and in the near future as well and unless MS. Coley has anything to add to that, feel free to. I think you said it perfectly. The only other -- what I would add is to ensure that oversight, we will ensure we have key performance indicators within the upcoming solicitations for all vendors. yeah, and then just a reminder, we did in the last workshop bring the long range master planner and the program manager combined, it was the direction of the board
257of why we brought it back as two independent firms. thank you. I appreciate that. And so my other question is -- I have a couple more. How many other districts have separated out their program managers or their pmor's and their cost program control managers? Because my understanding is that a pmor do co-do the same role and in fact they do in several different agencies in districts across the state. I don't have that specific information, MS. Coley, we'll probably need to provide a follow-up to that. Wefrment eel provide a follow-up. in this scenario of having four different contracts, is the control manager if we go in that direction, do they have any control or ability to direct a pmor to do something? no, they do not. so, again, I think this leads to the same issues
258that we have been having is that having so many different contracts leads to issues being missed or being misrepresented and no one takes accountability for why we are behien on projects or why there are issues in projects. Is it true that we are reducing our capital program, the scope? I'm sorry, can you repeat the question? is it true we're reducing the scope of our capital programs? we are winding down. that there are less projects. . Er as we're closing out projects, there is a wind-down. so should we be seeing a reduction in consultant costs because there are less projects? yes, that is correct and that is expected as we wind down. So, the rough figures that you saw as far as the savings, we would expect more savings as we wind down and close out
259projects. so I'm having a hard time seeing how it's this model that would be saving us costs as opposed to the fact of life that we are reducing projects, so could someone provide clarity as ho how this this model saves us money and not just the reduction in projects. so, the model right now is just a rough magnitude, a rough estimate. The individual contract. So, your largest cost would be your construction manager owner's rep, the lowest cost would be your program manager strategic advisor because there's not a lot of people we're asking for, so I think the rough estimate -- MR. White, you gave us some estimates as far as possible costs but it's all dependent on contract negotiations. yes, we did. So, the first year for the construction manager owner representative, budget was 9.4
260million dollars and for the program manager, it was 2.8 million, 2.8 million also for cost and program controls and 1 million for the master planner. We were only ant panting the master planner to be a one year effort. The other two contracts, the program manager and the cost and program as we wind down projects, we don't expect that those contracts would be that large in the out years and then the same way with the 9.4 million for construction managers as we're wrapping up specific projects but we're not going to have the greater need in the out years so you will see savings there. okay, but -- I'm sorry, MS. Thompson, in addition, with an expectation we do staff up in some of these key roles in the near future as far as hiring bcps employees.
261I'm still not seeing how the cost savings is attributed to this new capital program versus just the factual winding down of programs. So, I guess I will leave that comment. Then finally with the mentee and protege proposal, is this something that local firms have asked for? Is this something that they want, is this something that our pmor or aecom has already offered? Because that's not anything I've heard from firms that they want this situation. this is john white. Aecom has not offered this. This is not something that has been specifically requested of me by the small business community. This is something that I have successfully implemented in prior positions and found to be extremely beneficial by providing one on one guidance to small businesses in the area. Oftentimes they do not have the expertise or
262the understanding on how to properly develop a proposal. They don't understand the intricacies of bonding and insurance and how do I get my bond increased, how do I make sure I'm complying with all the insurance requirements, how do I market to government agencies so having that ability to talk to somebody that is already large and successful in the industry is immensely beneficial to their long term growth and that's why I felt that that was a strong strategy to be able to help develop businesses in the community to be able to continue to grow and prosper at a faster rate and be able to take on prime consultant or prime contractor roles. and just to add, informally, you know, in conversations out and about in the community, folks have asked for this. It's been a barrier
263for many with their inability to do business, not just with broward county public schools but with other entities that MAY have construction related projects or such. and is there a cost to this program? MR. White? john white again responding. there would be some overhead for the amount of time that they spend work witching these companies because we're going to be asking them to work with five separate companies per year, so there will be a cost but I think it's something that will in the long run will benefit the district and benefit other may josh organizations in the area as they look to utilize these firms. so, I would like more information on that because to me it sounds like there wasn't a lot of interest or requests for that, so to add that component in
264where we have other things that we need the focus on seems like a split in our attention. That's my comments for now, thank you. DR. Zeman? thank you very much. I've been looking forward to this op I can coming back for a long time, I appreciate the work that went into this. The reason this is a hot topic for me is that this to me is a three billion dollar question. At some point this board is going to go back to the community ask ask far significant amount of money to rebuild our infrastructure, we'll be down to less than schools, we'll be rebounding in enrollment and be a fourth year a district, we'll be doing great things all over the place and we're going to go back to the community and say we want another
265general obligation bond, it MAY be 3 billion dollars, la went out for 9 xwl -- billion dollars, we need to rebuild this massive infrastructure, our last estimate, we were 8 billion dollars of need for our facility repair, facility maintenance or replace ago facility, so 3 billion wouldn't pay for half of this. To me t question to the community, can broward county build anything? Can it get a project done on time full scope and at budget? Because to this date, we don't have any examples of that. Of a project, any significant projects that got done on time on budget and at scope. Broward county, even with the generosity of broward county websinger cannot figure out if we can show them to meet cost, scope and schedule. MR. Superintendent, what I was looking for was a clear
266line between the root causes of not being able to meet cost, scope and schedule in a contract strategy that would allow us to see it. I agree with our friend who spoke earl ler about pulling from four to three layers, you know, contractors don't ever tell other contractors what to do, that's not how contractors do, they work for a government person, we are thin on the government side where we don't have enough body tos guide the contractors we have. We're short a permanent chief facilities officer, I hope we find a brilliant one because that would add I think to what we're doing. I didn't see any solution in this presentation to the building department but I remember reading about rickards in the sun sentinel this past week tha, was brought up in terms of delayers
267with that project which is continuing to extend and extend and extend and now if I'm correct, chair, is that now an 82 million dollar project to replace what we're doing at rickards? it could be more than that, DR. Hepburn? it could be more that, but it's not a building department issue. you said it is not? it is not -- it's more than that. the building department is part of the culpability of this whole thing, I can imagine we can list a lot of culpable organization that is ararthere. Er if you asked the neral ntractor,, th dididn gege the typepe of support they needed from our building department websinger madder that for a long time. Must f my view is there is an opportunity to think hard about our contracts, what are the independent contracts, we
268have an existing contract for the building department, we need a pmor, 16 of the top 18 districts size wise have a pmor, it wouldn't be surprising we have one, you can call it a pmor, fmor, I don't care, what they do is supervise project tos make sure they get done. The other thing that's MISS -- missing in this presentation are incentives. I don't believe in writing kpi's in a contract that don't have financial penalties, that don't have financial incentive and is still expect to get somebody's attention, I hope we can build insent tiers tos every government person that work ins the construction space as a way to working back and to having the community trust in what we're doing. I also don't see a principle in here that I expected which we're going the try
269to hire government people and augment with contractors when we can't hire them, like I don't -- our construction department is not a larnl capital investment, it's a medium to small size thing in many regards but we all know we don't have enough government -- full time permanent staff to manage the contractors we have but I think we need kind of a real agile hr capability to go out and recruit people. i have gone out to the mayors of broward county and asked them about their building department and they have 100% government people doing that work, so I don't understand that an opportunity to work for broward county schools isn't attractive. Fe can wnt figure out to recruit or retain those people in hr, I think we have a real problem, so I think three layers
270is better than four. I think the men of protege thing might work, if you do it 30 times, you're giving them a small amount of worldling that there's not a great deal of mentor hating can go on for a small project. In the past, we've done, you know, contracts with shares and that MAY not be the best way to go but at the end of the day, I'm not prepared necessarily to go forward with this, MR. Superintendent. I know again, you know, here's an item and we have to have it today because we're to be held up if we don't get it done, but I feel like there's more layers than required, it's not solving the root problems and this is a 3 billion problem we need to get after it in a big way.
271But I don't think that we really put this package together in a way that makes me confident that we can go out and solicit with this stuff, MR. White, and no matter how great we are at procurement, if you go out and procure the wrong stuff and the wrong layers and the wrong numbers, it doesn't matter how good you are in doing the procurement because you have asked for the wrong thing. There was a question earlier about price and cost controls, I would like that separate. I don't like one organization doing that but I think we could have one strategic, one pmor and one cost control in order to get this done. It would be easier to do that and make sense given where the talent exists out there. The one great thing about this,
272there's an estimate of cost which is a significant reduction from our current costs but as one speaker already said, our scope of work is going down so we'd expect contracts for it to go down as well. Lastly, MR. Superintendent, I'll bring this back to you at a meeting we have in the future, there's got to be a public facing dashboard that makes this kind of information -- once this board confirms something and it says here's a something we're going to approve a contract, it's going to take this long and cost this much and going deliver this, the cost, scope and schedule, we need pound that on a public facing website, the board is approving something, how is the board doing, and I would like a trigger back to this board when we fall off track.
273We're elected officials and we tell them we're going to tl ifr something at this amount of time for this amount of bhirntion have to tighten that decision loop so we can feel good talking to our community, whether it's a single member district or countywide, so I hope we can -- I don't know how to proceed from here, chair, because I might be in the great minority here. If there's a chance to rework this and send it out as a memo from the superintendent, I don't know if we need to workshop this again. I hope we take the comments we get from the board and create a more efficient organization going fon ward that restore it is confidence in the public that we can get something done in time, full scope within the time to get
274things done. if we can, MADAM Chair, specificity in what is missing or what you want to see as far as these current recommendations. I think the workshop and the direction that we're trying to get from the board is based on these recommend sayings. What does the board want the see changed, what do you want to see added so we can start working on the solicitation and bringing that back or putting it out on the street, so we have a spefrk program outlined with four different recommendations, is it your feedback to combine two of those parts of the program or is it to leave it as four, so just in specificity around what the major concerns are so we can get the right type of feedback. what I propose for my colleague's consideration is to combine
275the first two so you have a strategic layer, that's a standard thing, the firm that is do those two things, they do that, they dough both of those all the time, so why do two. And then separately you have cost and program controls already, that's going out for solicitation, thep you have a pmor, whatever you want to call it, that aoen again something that firms do. I would put those top two things together, I would have insent tersest built in rather than the old government model f we measure, it will happen, so maybe we try something else like incentives for people's contribution to cost, scope and schedule all be done on time and theb the third thing is I think it's really important to make sure we have an hr policy in construction that we're
276going try to build a government staff that is sufficient to oversee the contracts. If those three things came back, it would be significantly better, it would give us a great place to go sxout solicit and we can build on that because we would be say tog the public ask ourselves we're going to try to hire 15-20 people into a construction or capital program, or whatever you want to call it and then when we can't hire, we're going to have more contractors to fill in when we don't, when we hire back, we're going the ramp down on that. If we had those three things, this proposal would be significantly better. Correct and as I listen I'll see the information on the c-mors as we listen to the rest of the feedback. thank you, MS. Bulman or
277MR. Cervera? thank you, thank you for the presentation. I have to say that I have to agree with DR. Zeman on this in the way that you just broke it back down. we need to be successful with this program. And so, we need to make sure that we're doing it in a way that we're successful. And yeah, I think having too many contracts, just ads complexity that we, don't need right now. So, and I, and I, I like the way that you broke down that too. I think with the strategic, the master planner, the idea that we're going to have a year-contract and we talked about this but with the current state of affairs where the law is changing, the policies are changing all the time. I think we have to be nimble with how
278we're going to address our facilities. And I don't know that just having a one-year master planning contract is how we get that done. So if you were doing strategy and master planning, then, that actually makes sense. Taking out the pmor part of that. The thing that we talked about last time, was the potential conflict so if you move that out and we take the conflict out and we have that. I like that. Definitely something that we've been talking about for the past, since I've been on the board which I think is very important is having an increase in in-house staff. We have to have that because the accountability part component comes with us being able to hold our contractors accountable. You know and I talked to mr. doreset and MS. Cooley yesterday about that. A
279guess a question for hr or superintendent, what are we doing to market analyze and really be competitive to attract in-house employees? Because if we're offering salaries that are not competitive, we're never going to be able to fill those positions, I would suggest that we offer competitive stuff. we are, we are doing market analysis in all of that and as we start advertising, many of these positions, we'll understand the impact of our salary range versus what people are actually asking for. In some instances too, I don't think some of the potionz like a expanding the building department, we hear that concern all the time, just so we have more government workers on that side as well. I don't think, I'll leave it at that but we're doing market analysis for those positions, we'll have to raise
280the salary, we'll have to bring that to the board. I would like to see a plan of how we're going to do the in-house. That's the part that is everyone says, oh yeah, we're working on that and thin we never city it and I think the check or the balance that we need and I know that we have to be able to pay people properly. Plus we're paying the contract rate for inspectors and things of that nature. I think that if we paid somebody the proper salary, we can end up saving money for what we're using for the contractor. I like to see a plan to feel confident about this that in an assurance that we're actually doing everything we can to hire people to make sure that we have that accountability component in-house. I
281think that's really important. And then,; let me see, I was, you mentioned something about minority business, women-owned small business having a 10 percent interest in this? In the solicitation, or you're going to? A 10 percent. 10-percent goal. so would that be the part of the so licitation? yes, ma'am. okay and what was the last one that we had? 29 percent. I'll let my colleague DR. Holness weigh in on that, he's the expert. I will not get into that. But I don't, I don't know if the -- I appreciate the mentoring program, I think that's great for a community service for small businesses and any mentoring you can get is great. I would like to hear, if that is a appropriate replacement for having a higher threshold for soliciting small and minority businesses. well the understanding
282is that you were talking about a contract that has between two and five heads on it. So there is very limited sub contracting opportunities. So we did meet with codc to discuss this. It's not like what you're used to with a pmor, it's like they're going to say, oh we're going to hire a companies to do the hiring for us. Those opportunities are not available here. That's why you have a much more conservative goal than what you've seen in the past. okay. But that's if we go with it, the plan as written here instead of? well, even if you take DR. Zeman's recommendations and you, put the long-range master planner together with another one, you're still not going to have a giant number of heads. You would still end up with a 10 percent goal.
283okay. but what you're going to have, I'm just running quick numbers, your pmor would be nine and a half to ten million dollars a year. okay. and that's where you were seeing acom come in at 47 percent. So if you had a pmor and you said fine, 47 percent, you'll get 5 million dollars. You're going to get roughly the same amount of money as we proposed. okay, so something that is kind of stuck that continues to show up is this very accelerated timeline. and that's a draft. again, this gives me a little bit of, this gives me pause, I shared this with them yesterday, based on what we've been through, I don't want, I don't see why we need to rush this. I know that our control contract is coming up in AUGUST. But we,
284have until mid-january of 27 to have that we have aecom contract in place. but I want to remind the board, that we rejected the bid, one of the things was that it was not a long runway. It was a short amount of time and I think that put the process in a bind. This is a draft, it's starting early but it can definitely be extended out a little bit, longer. which I would like to see. I, again, I don't want to get in the weeds about whether we should be seeing the solicitation or not and be here until 8:00 P.M. But the idea that will not be able to see it because we have to get this out by the 31st, makes me nervous and I don't like that approach just based on what happened
285the last time I let my colleagues weigh in on that but I think we have enough time that we need to take the time so that we're not back here doing the same thing for a third time. We have the opportunity to do it right now, so I think that that's that we need to take the time to do that and I'll wait to hear what -- thank you, guys for all of your hard work and I'll wait to see what my remaining colleagues think. MR. Cervera? Any additional comments? DR. Holness? alan here. I'm sorry? that's DR. Zeman. okay. Thank you, MADAM Chair. MADAM Chair, put me on the list. will do. okay, so, board member bulman, I, I agree with a lot of your comments. What I would say, that I'm concerned about, the
286proposal that is being presented here and also, the comments from board member thompson, the proposal where we split pmor into strategic advisor, it just appears more experimental to me. And I'm not, sure if that's the approach that we want to pursue. So, board member thompson expressed concerns with having multiple independent contracts and possibility of overlap, I know DR. Hepburn, you responded to that. But it does seem like it lends itself to more potential for conflicts and just having more entities to report to us as oppose today woo we currently have which is a single pmor, so DR. Hepburn, I want to know by proceeding in what appears to be xerment al, what problem is this really solving? That besides cost savings potential cost savings? To go in this direction? so, before I, before I ask
287to your colleague to opine, I do want to remind the board that we brought it as a combined. That was the direction from the board the last time. But I'm going to have her provide some information about what problem or this solves or what solutions this brings to the district as it is right now. And we'll continue to take feedback. okay, so DR. Hepburn, based on the comment you just made, I would like to rephrase my question, is this solving any problem that the prior model was t solving? And if it is, whatatproblem? Ththe inial problelem this is solvininis as one speaker mentioned, one of the things that the plagued the program at the beginning, there was no longer master plan. And there were no scoped out projects created at the time. This, this long-range
288master planner, helped to assess and understand our, our facilities in helping create a master plan for, you know, five years decade or more, but there needs to be an entity also to actually scope out the projects based on that master plan and that's where program manager would do, so we brought it combined for that one entity to do both. But there was concern about the lack of it being independent in that role where program manager could be scoping out or designing work, based on the their also combined duties of being a mast per planner and creating work for themselves in the future. That will was one of the concerns that was expressed at the last workshop when we brought this item that way. okay, did you want staff to respond? go ahead, if you have
289anything to add. thank you, as it relates to the construction manager, you do have other districts that have this model whereby they have, firms that primary do project management and that is their primary role and function within different agencies. So we looked at again, other districts based on their models, we went with the similar model. So what it solves for us is that we have a staffing shortage internally. So we need support for the capital projects that are in progress and also projects which internal staff oversee, so it helps us in providing staffing. Once we have internal hires then we're able to roll off, the, the vendors staffing. okay. so it's a little bit of staff augmentation for us that in regard. okay, so you mentioned all the districts that combine pmor, can you convey
290what those districts are that you just said, there are many examples or examples of other districts that does this? what I stated is there are other districts that have construction manager on the representatives, so miami does the same thing, they have external staff that just manage projects for them. okay, so, what I'm going to ask some more questions pertaining to that. But, in terms of local mwde firms, I know under the p moore there seems to be a participation percentage for local and mweb firms which to me is very important in terms of local firms being able to have, individuals within broward county and in south florida that would be part of these projects and their participation. I'm not sure I'm fully convinced that this new approach will consider that in the same magnitude as
291we have before with single pmor and sub consultants, can you speak to that as well. I'll let MR. White speak to the sub consultants, the participation aspect of it. However, this was request of the board previously that we provide that breakout, that the construction manager on representation to provide more local participation. So I'll let him speak to the specifics. yes, thank you. Certainly, our goal here is, not only to get the work done in a timely efficient cost affective manner, but to be able to provide opportunities for local, minority businesses to get a prime contract. They don't get that opportunity very often? A company like say, keith, would kill to have a prime contract here managing projects. They do it at the airport, they don't get it here. So here, they push down the food
292chain and they're subject to whatever they can fight and scramble to get from a pmor and they might not necessarily be doing as significant work that they would if they were a prime contractor had total responsibility. So that's what you get out of having a construction manager owners agent, you're giving those local businesses which I know is something of huge concern to you, that opportunity to grow and get a real significant contract. okay, so the company just mentioned, is that an mweb firm? yes. dodi keith, I think you know who that is. I know. Is that an wmbe firm. it's a women owned firm, yes. okay, so my concern is that I am not sure and I heard your answer whether or not this new model or approach is going to be reflective as local
293mwbe firms. And I hear the example you gave, but it's a concern. The other concern is just having these independent kind of contracts to me, that just lends itself to a lot more money and potential of a conflicts and people blaming each other as board member thompson mentioned earlier. And, I'm just not sure if the benefits out weigh the consequences of switching to this model that we have. And I know DR. Hepburn, you mentioned concerns about the prior model and how this will resolve some of that but sometimes you resolve one problem and you create ten more. I'm not sure if this model will do that. I do not see information that helps us understand benchmarks for approaches. That are being used by other large districts. So can you name some large districts similar to
294ours, that that you would say, you mentioned dade that is using the proposed model? I think what we looked at is the individual agencies and we took the best approach that we felt would support this district and their needs. So you have other agencies and other districts that use a hybrid model whereby they have internal and external staff. So we, we took a similar approach to that. okay, so, as you mentioned hybrid, so does anyone on our facilities or construction leadership team have experience with a hybrid approach that is being recommended? so I've worked at previously in my other career, at the with the airport whereby again, there were internal and external staff. So there were internal staff that did management of say for example a project manager owner representative but again, there were also
295staff that did the project management. So I worked in airport previously that had this model. okay, so as it current stands, would you say, districts such as dade palm beach, they're using a hybrid model? miami-dade is, I believe duval, we have a ork chart in the back. They have one internal staff, they use external staff, I believe the majority of their staff is external. okay, I believe that DR. Zeman mentioned that 18 percent of the district use single pmor, he's f he's still on the phone, I believe I heard that. But you know, my efforts in getting information suggest that the top districts, you know, that the top districts are not using a hybrid model. So I'm a bit concerned as to how much relevant information we're getting, right. So I guess, I guess what
296would I want to ask, is we have had, several conversations over the years about internally and I believe board member zeman mentioned something similar, we have staffing alignment and other issues, what are the recommendations for internal improvement that will help the district get up to more results with our program management efforts? we're staffing up. That's not a complex equation, we're staffing up, we have already completed facilities assessment, we're, completing all of those complex reports so there is better timely information that the future master planner can use to help support what the long term vision of the facilities in the district would look like. And whatever the, the direction of the board is today or in the future, to start scoping out projects based on that. okay, so DR. Hepburn, the current approach that we have,
297how long have we been using that approach? I'm not sure, MS. Coleen? 5 plus years. okay, so as a board member I'm not convinced that the hybrid approach is the way to go. I have a lot of concerns, some similar to what has been expressed by other board members such as board member thompson, so I don't, I don't sorry going in this direction. I have too many questions and I have concerns over whether or not this will create more problems as o pposed to the problems that it has solved. We've had some issues we've ironed those issues out. i just believe in pro ducing a different approach is going to lend itself to other issues that are experimental and I'm not sure if we want to experiment, I think we need to improve the approach
298that we currently use. So at this point, I'm not supportive of it. Not sure what trans fires as we move forward, but I would prefer to resort to the approach that we had before with a single pmoore and sub consultant that has been working. But, introducing something new is going to lend itself to more concerns, more issues that we MAY have to encounter and my fear is that the benefits MAY not out weigh the consequences of going in a different direction. And those are my feedback. thank you, MS. Rupert? thank you, MADAM Chair, I have a few questions but first I want to say, thank you staff you know, for working this issue out here and the presentation. It is for me, it's a little bit under bait and having four critical external roles seems
299that there is too many layers. I would recommend the first two merge and then have the third and fourth one, we'll call it the zeman method over there. And where the board lands on this organizational chart is not as important honestly, as the clarity and transparency of how we do business and communicate in realtime, in plain language and in brutal honesty. As to where the project is without hemming and haing, it has to be a very front-facing relationship that we have with any group or project or organization that comes in here, as well as our own staff and, I mean when I first got elected, we had, I think we were coming out of the great recession, I know that they laid off people. I know that at one time had a tremendously large construction
300and building department and that went by the way side, so honestly, it's looking at it to actually add and support our own staff would be my first guess. And, that way, excuse me. I would rather grow our own support and support our staff. We can earn our reputation one day, one project at a time. And I have questions on page 13. About -- hold on, how long a contract do we currently have with civic initiative? And what is their contract amount? go ahead, MR. White. thank you. okay, the contract was civic initiatives was awarded on -- . OCTOBER 2025. OCTOBER 1, 2025, and goes SEPTEMBER 30th, 2026. perfect, okay. face value is 49,000 dollars. got you. And that whether give us, MR. Thornton or continuous with MR. Thornton through that time? depending upon the level
301of efforts that is required, we MAY need to increase the contract value. okay. Thank you. Thank you so much for that. i don't think like to hear that and, I appreciate the honesty, because that's what I asked for the brutal honesty, but that's a bit dis concerning and I'm going to say it one more time again, is that we need to invest in our own organization and I'd rather build up what we need instead of giving these, corporations and, you know, I think we're actually out of the woods so far and we're making head way. So if we credit v to move into continuing with project managers, et cetera, then I don't, I would prefer to stay where we are, that would be any selection, because we're working with the minority businesses and our veterans
302and I, we're making progress where we had not previously done and up until the last couple of years. And then, I wanted to actually ask a question about the selection committee. So, I think I've asked this before and I guess I'm not clear on the answer. So if you're on queuesec and selecting construction companies that they, the people that are there, that membership that gets elected by the different groups are they allowed to vote on contracts that involve their group? Or do they have to recuse themselves like we do? I guess that would be a question for the attorney, sorry. can you repeat the question, please. are queuesec committee, we have representatives that I believe, and if I'm speaking out of turn, MR. Superintendent, DR. Superintendent, we're reel me in there, that, they're on this
303committee and then, companies for construction or whatever, it MAY be, they get to vote on who would be receiving that, the award for the bid. So my question was if you're on that committee, are you allowed to vote for one of your companies that you work with? Or that you rep? Is that completely okay to do? Or do they have the same rules as we do? Which is, you know, we have to recuse ourselves if it has a connection like that, a gain? so through the chair, MS. Rupert, I would have to review the policy but I will say this, if you are representing a company and voting as to whether or not your company should receive a bid, is a conflict of interest. So if it's not in the policy currently, I would be
304make thating recommendation because you should not be conflicted that way. right. And I appreciate that, because my next, you know, I wrote my thoughts down and honestly, this was my next sentence is I would ask, our chief counsel so bring the policy for ksec for review before we're actually boxed in as we make this big push to complete these particular projects. So I'm at the same mind there with you. And I just want to make sure that we, nothing gets lost in, in nothing gets laid back the side because as we're moving, forward for the big push to actual get things accomplished, I want to make sure that all our Ts are crossed and our Is are dotted. It's extremely important that we do it the correct way. And those were my, those were my
305comments there. Were there any questions that I needed to answer that MADAM Chair, that you asked of the group. no. I don't know if DR. Hepburn needs more guidance from you. so I was going to wait until everybodody taed do a sesecond rounbout the owner reps that was part of a concern last go-around and I want to make sure that we get clear direction, if it's two, or three, or two or more whatever that number would be. go ahead MS. Rupert. I didn't mean to interrupt you, go ahead. DR. Hepburn, would that be? Does staff have a recommendation around that? we, we would recommend two or more. okay. And then, my other question would be, wouldn't the program manager MAY be have a recommendation for that? so it needs solicitation,s would be kind of simultaneous.
306That, the program manager strategic advisor would not have a role determining what we put in that solicitation, it will be feedback from the board. And, also, just a reminder when we do bring, a recommendation to the board, if it does, you know, it will be scored to ring but if it does have two or three or more that's the opportunity for the board also to make a decision on what, what firms for that particular area, they would decide on, if it was two or if it was three if it was four, whatever the case MAY be. MS. Cooley or MR. White, do you have a recommendation? I'm hearing two or more? DR. Hepburn, do you need something more than two or more? Do you need a specific number of three, four, five? Like? I'm just
307reflecting on the last concern. no, I don't think we need a recommend apesing, it's going to be dependent on the proposals that come in and what makes sense. We don't want to lock ourselves in and say we're going to pick three firms and then we only have two good firms and then we tied our hands that we're going to go with three. okay, I just been advised that we need to take consensus to extending the meeting another 30 minutes. I object. I hear one objection. Okay, we will extend by 30 minutes. MS. Rupert do you have any other questions or comments? those are my comments so far. does anyone else on the line that would like to speak? no. no, thank you, chair. all right, I have some comments. So I really appreciated the presentation
308that was brought forward. And I'm glad that I'm hearing voice support for the combining the mast per planner, I think that's a really good idea. So I think DR. Hepburn, you have your direction on that, I won't be labor the point. And I'll say just to the structure, I really, I think it's worth noting that we've been doing, which is work with one pmor in managing and that pmor manages everything is not working. We are over budget and we were not on schedule, we spent 124 million dollars on one pmor, other districts, one district in florida spent 30 million dollars over the same amount of time. So to say that we will experience the same problem by going by a completely different structure, doesn't make sense. I think, you know, staff, the superintendent saw issues,
309they saw problems with what is happening right now. And they brought a solution to the table and I appreciate that. I actually have heard for the last five years from our small business community both from like larger firms and smaller firms the desire for a mentor protege program, it's something that we've had in the past that was successful. I've spoken to subs that have gone through that and they're now very successful businesses, so I'm happy to see that as part of the proposal. And I look forward to that program being a success again. I did see in this presentation, that there is a plan to hire more government people. It's on slide six and it says that there is a plan to hire more people. And if the board wanted more detail, we should have
310asked for that, the superintendent heard a desire to see that plan. But another comment that was made. DR. Hepburn, do we have an orc chart? yes, we do for capitol programs. so either to DR. Hepburn or MR. White? Is this an approach that other districts have taken? this is not an experimental approach, again other districts miami-dade specifically, again, they have construction manager on the representatives and they also have a program manager or had a program manager and they have cost and program controls outsourced and other districts also have it, the same model. got it. And I think it is very important to separate the program manager, strategic advisor from the cmor, that's very important. I didn't hear the majority of support for but that but there are a lot lf reasons to separate those. Just
311to be clear, I'm in support of combining the pmor and master planner and then I support the rest of recommendations that you brought forward. MS. Bulman, you expressed some concern with the timeline. Did you have a proposal in altering the timeline? Did you want this to come back to another workshop? I mean, if we're, if we have direction, I just don't see why we have to have it out the door in six days under duress. do you have a suggested date that you would like to see it go out? Or would you like this to come back to a workshop. I mean where are we in the process of drafting it, would be the first question? DR. Hepburn? MR. White? well, we were waiting on direction from the board before we can finalize and move
312forward. but you've already drafted it then? we started a skeleton draft but we need to know what the final ingredients are which is is the board direction. who, who is doing the final review of this? we have support from civic initiatives. Who are, solely support government entities in large procurement issues. okay. and I guess, I have a question. That I didn't ask before. The, do you think it's absolutely, necessary. Do you think it's the best way approach to do all of these contracts at the same time, cause I think somebody else was bringing up a point for doing strategic advising and master planning, do we, want to have a plan before we, get the construction managers? Because we don't know how many we need because we don't have a plan. Does that complicate the procurement?
313I don't think they're going to be absolutely 100 percent in alignment based on what I'm starting to hear, I think would want to focus on getting the master planner and the program manager contract out first. And so they would be staggered slightly, but in general you're still going to see them running along the same time schedule but not all four of them going out by the end of the month. okay. and I'll also add that the cost and program controls manager would also go out, in conjunction as we're, the contract is expired in 180 days. yeah, I would say that tt controls manager needs to go out first, that's the one that is expiring and really what is, and you know, I would like to see what our plan is before we start picking how
314much firms we use. And then, I missed this and so I apologize. Did you advise on the conflict that we had talked about before, because putting it together, we took it apart because we talked about a conflict and hear a conflict with that and you don't think that's the case? no, the policy 7003 is the one that addressed representatives MAY not have an active contractor be seeking a contract with the district or with any contractor or subcontracter associated with the bond for the duration, and once no longer a member, restrictions. are you talking, you asked q-sec? I'm talking about a master planner, pmor, because the issue that came out at the last workshop is if you're a master planner, then you're planning and then pmor you're planing yourself a bunch of work. that was the
315concern that was brought up at the last workshop for this item is the, the conflict. right. of pmor combined with the master planner. so do you think there is an inherent conflict in that arrangement? so is the pmor, so I can visualize because I was not here at the last meeting. Can you explain to me a little bit more, please. different from what we brought it this time, based on direction of separating it out. If you go to beacon, if you can go to slide 6, slide 6. I think the two boxes. the first two boxes were combined, the program manager and long-range master planner were combined service from one entity. The concern was that the program manager can inherently, creator work for themselves down the line by also creating a long-range master plan. That's
316tha was the concern and we broke it out as a result of that feedback. now they want to put it back together. for us it, it, the person who is going to most likely apply, for the strategic advisor position, is a pmor position, they have the skill yet and staff to accomplish both. yeah but any huge company has that. i can represent two parties on the same lawsuit but here in conflict to. So I. listening to the feedback and direction from the board at the last meeting, we brought it, separate this time. but now we're talking about putting it back together. Because when we were talking about the zeman plan, it was to move, I have no problem having the strategic adviser and long-range planner together, I don't think there is a conflict. The issue
317would be with the pmor also being in there. but the strategic advisor, nine times out of ten, the entity will be awarded a contract is a pmor, a company that does that type of work, right. So, the advisement is more of assisting, high level staff which strategic advisement of next steps based on scoping out projects in what the work of the long-range master planner and things like that. So that's why there is a slash there and not a. I got it. can I interject really quick. I think the issue would be, the long-range master planner was combined with the cmor because you're creating more construction in theory, if there was a desire to do this. The long-range master planner could create more work for themselves, more construction, actual projects and construction work as the cmor,
318the advisor it makes sense to combine with the master planner and I don't see how there would be a conflict because you're not creating more work. But you're making this master plan and how to execute that plan and makes sense to combine those. That's what I was saying in the last meeting. and then, just a confirm because we talked about this yesterday, but, for the fourth box, over here, there is not, we're not going to be messing around with those financial requirements that we've had in the last two RFQs cause you know, to your point, you said we want more local businesses, absolutely, we want local business. But that was really prohibited because of the ownerous financial. yes, correct those would not be included in any solicitations. okay. Okay. If there is no conflict. I
319would like the opportunity to flush this out a little bit more with the legal team, unfortunately I was not here at the last meeting. I want too talk to the team and we'll have an answer, today is tuesday, by the end of the week but I think I want to flush it out. It's potentially, there could be a conflict but also a solution to add a clause in the contract. okay. so DR. Hepburn, do you have a direction. let me repeat what I heard so far. So the majority of the board wants to combine the pmor and long-range master planner and then that's one solicitation and the other two are separate, the cost and program control manager and owners rep, we'll work with the general counsel to see if there are any conflicts. With that
320part. Yeah. And how we can overcome the conflicts. yeah, how we can protect ourselves from that being the case. absolutely. Also, with the development of the solicitation, and eventual contract negotiations, we need to make sure that we put language in there about incentivizing, certain aspect of the work but also layering accountability just like we did the last time. I think we're. and then a plan for how we're going to increase this for real and really look at the salaries that we're offering so we can competitively hire instead of saying that it's not working out. does, is there, is everyone okay with the timeline or is there a design to do another workshop or have this come back to us again? that's going to be the next question. DR. Holness wants it to come back to
321us in a workshop or? MR. Cervera? So you want another workshop on this? Is anyone online? I am, yes. okay. I don't need one. sorry, MS. Thompson? I said I don't need another workshop, I would like to go forward. MS. Bulman? will we get. I don't want anything to go out until we have an opinion, an opinion. yeah, so, what's. how can be assured. informed about, about MS., dupuy-bruno, I'm trying to find a compromise for workshop, no workshop. Could we just walk the board once we have the solicitation drafted? Key points, from the feedback here just to make sure the board understand that we've embedded the key points discussed here? walking the board to provide information is fine. If we need to get board direction, obviously, all nine of them have to be together to
322be able to gives that direction. okay. would you be able to add it to the MARCH 31st? I guess my question is, how long would it take to, like given this new feedback, how long is it going to draft these, this procurement? No? I think I need, at least a couple of weeks to do that. okay, so the timeline is already pushed back anyway? uh-huh. yeah, and I think what we're looking at is getting the cost and schedule contract out first that is solicitation on the street. And then doing the master planner, program manager, secondary and then getting the construction manager out third. Okay. So I guess, I mean. we can submit an updated timeline via memo to the board. okay. so is the consensus that this will come back again to another workshop? I
323mean, I object, MS. Thompson objected but I think we're in the minority. If we do a walk around. And then DR. Hepburn, you'll get it an updated timeline since it's going to take several weeks. yes, we'll provide a time line. does anybody have other comments. MADAM Chair, just for my own clarification, can DR. Hepburn, can you name specific districts that combine pmor and cmor? I know, I just wanted to ask that question. I have to provide a follow-up doc. When you say combine pmor and cmor, there is districts that have construcuctionmanars or management agency that's are prying for certain projects which is is the hybrid model that MS. Coley talked about and you have districts that don't have the hybrid model, they're sole' majority of the staff. I understand, so when you provide a follow-up
324with the districts. yes. all right, anyone else? Okay. At the direction of the superintendent, the following agenda topic are tentatively to be addressed during the upcoming workshops and i believe that was sent to everyone. MARCH 31, oss report. 2026, operating referendum, allocation discussion, APRIL 14th, student experience dialogue, advisory committee reports, rule development for policies 1590 and code of conduct and 26-27, organizational chart. Update, meal benefits, 26-27, transportation update. APRIL 28th, five policies, rule development finance, 7 benefits policies, rule development policy 1,000 rule making, rule development 7530 formerly, 4001.2, use of service animals and school district facilities. Please know that the order of topics remain tentative and subject to change at the superintendent's discretion, does anybody have any future workshops that they would like to share or student recognition. DR. Holness. woiz -- so I would
325like to recognize DR. Cohen for their leadership in advance cricket pilot program. This initiative began in AUGUST, 2024 following commissioner rog ekt advocacy to expand student access to cricket which lead to collaboration with DR. Cohen to identify ways that public schools can support this opportunity. Since then, DR. Cohen and his team have taken meaningful steps to move this initiative forward. Their work has included establishing a task force, sur vague principals to assess interest and participate in school and providing resources and start up kids implementation. They also ensure student gain firsthand exposure to the sport with students from nine schools attending the cricket sore moan', I also want to recognize tloc who has worked alongside and remains deeply committed to this initiative by providing training and support staff. The three schools that have volunteered to pilot
326the program, are millennium school, crystal lake middle school lead by principal valerie harris and board anderson harris, lead by MR. James griffin the second. While the program has not yet officially launched I'm confident that this planning and capacity building year will position the bcps youth cricket program for a strong and successful rollout. So I would like to give DR. Cohen a big round of applause and all involved. [Applause] anyone else? The scheduled order of business for the school board workshop of the broward county of florida, has been completed. I will now adjourn the broward
