Uh for those who wish to provide public comment remotely, a Google form was posted on the district website at 6:30 p.m. Uh those remote comments will be addressed in the second public comment section. This meeting, which is hereby called to order at 6:45 p.m., is in compliance with the notice requirements of the law. Public
notice was posted in the office of the board of education and communicated to the municipal clerk and the daily record on January 12th, 2026. Will you please join me in the flag salute? >> I pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> Miss Savannah, can you read our mission statement? >> Certainly. Working together as a community, our mission is to welcome all and provide opportunities for our students in a safe and accepting learning environment to become creative, empathetic, resilient, and who choose to make an impact. >> Thank you. >> Can I please have roll call? >> Mr. >> President. >> Mr. Mor, >> present. >> Miss Phillips, >> here. >> Miss Penellis, >>
here. >> Miss Gates, >> here. >> Dr. center >> present. >> Miss Sher >> here. >> Miss Son, Mr. Miller >> here. >> Okay, we have a presentation on the Lake Apacon program showcase. All right. At at this time, I would like to present Mr. Kasinski with the Lake Aakon winter program showcase. And I also have the certifications. >> [laughter] >> Thank you. Good evening everyone. On behalf of the Dober public school science department, it is my pleasure to share exciting news of the amazing work that our students are engaged in. As a department supervisor, I feel that it is important to share with our community the exciting uh work that our students are doing in science in our district and how our learning helps our students to grow and better our community. Thanks to
the Leica Pacong Foundation, our district has benefited from wonderful opportunities afforded by the foundation to immerse our students in practical applications of environmental studies in the field and to model being faithful stewards in environmental protection and preservation. To continue these programs throughout the course of the year, the Lake of Pakong Foundation piloted winter assembly sessions to bring these experiences directly to the classroom for all elementary grade levels. In working in collaboration with Dr. Heather Carlton and Mr. John Gano at North Dover Elementary and Mr. Nick Edwards and Mrs. Laney Lucas at Academy Street Elementary Schools. We were able to make this possible and have students analyze how different types of pollutions can affect various watersheds, how they affect communities on a global scale, and what we can do to mitigate these problems. As these programs
progressed, our sixth grade students at North do elementary school engaged in extension projects in order to demonstrate what they learned in their experiences and to serve as stewards for the community in their growth of knowledge on environmental studies and awareness. As you can see beside me, these are just some examples of the wonderful student projects that demonstrate their growth and knowledge in the form of communityformational and awareness posters. Additionally, one group of students took this initiative one step further and prepared a presentation for our community on types of environmental pollution, its adverse effects, and what we can do to protect our environment from these damaging conditions. It is my honor to introduce our students, Salame Hana, Chelsea Amante Feliz, Saul Agueta, and Cesar Palasio Marin, who will now be presenting their learning experience with the
Lake of Pakong Foundation on Environmental Protection. >> [applause] >> The students will be presenting in Spanish while I will be showing the English version. And don't let the first slide confuse you. It wasn't just Salomade that worked on this. It was just our title slide. Pollution of Earth. Runoff. Runoff is action an effect of a liquid fluid in the flow flow of water that occurs over the surface of the ground after a rain or snow melt. Pollution. The word The word pollution refers to tradition of harmful sustains or physical elements into environment making unsafe all insubable for use. Three types of pollution. Water, soil, air. Water water pollution is the search of harmful sustains from source stress as a fertilizers and ingesting chemical and water waste water. >> Thank you. >> I pass it off
to our next student. So, soiling is not. >> Yeah. Yeah. Pulmon the English version here. consequenc Contamination. Respirator. Rioasch. Raano Romero. Okay. econom. IA so they can seem different. alternos etc. etc. Come here. Fore. Thank you. I can give an overview on the last slide here. Don't go anywhere. Don't go anywhere. So this is a visual depiction of one of the representatives from the lake of Paccom Foundation who visited this particular class at North do and they were looking at the effects of different types of pollutions in different areas of the community and with different elevation levels how runoff affected transport of pollution and what we could do to reduce point and non-point pollution to protect our wersheds. So, I just want really want to commend these students before I give my closing remarks. I
really want to commend these students for the courage to come up here to present what they've learned, but then also showing to our broader community both the tremendous efforts in both English and Spanish in learning this content and pro and for providing this type of information to our community. So, a round of applause for our students. [applause] And in recognition of their great work, before I make my closing remarks, we do have some recognition certificates for our students for their efforts tonight. Salom [applause] Saul. [applause] This one is Chelsea. [applause] And last but not least, Cesar. >> [applause] >> Okay. As in closing, I'm proud of these students for volunteering their time to present to their community on their experiences with the foundation and how their growth and knowledge can better our community. I also
want to thank the sixth grade teachers at North Dover Elementary School for extending this learning experience, especially Mrs. Maline Marilanda and Miss Melian Gonzalez for their dedicated work in helping our students prepare for tonight. I also wanted to thank Dr. Dr. Kathleen Kina and Mrs. Lori Bulock for their tremendous work in the Tri-State Blue Schools grant program to further connect tonight's learning experiences and partnering partnering our learning with the broader school community. It is always in high honor to present to our community the tremendous work our students accomplish with our science program, the dedication and commitment of our teaching staff to make these learning experiences possible for our students and how our district strives towards excellence for our students in science. Thank you very much. >> Thank you very much. And I I want to
thank the students that were here tonight. I mean, this is great uh for you to be good stewards of the environment and pass that information on to other students. Uh this is something that's so important uh because we all live on this earth and we need to take care of it. And thank you for all the teachers that I know are promoting uh great environmental uh habits for our community. So thank you. Anyone on the board have anything they like to say? >> I just that was fabulous. I'm a high school science teacher and I'm teaching pollution to my students right now and you did a wonderful job. Thank you, Mr. Kazinski, for bringing this to the board and to the teachers for making these fabulous opportunities. Um, students, your teachers were bursting with pride.
I couldn't take my eyes off them. They were just so proud of you and I know that the rest of the board is too. Thank you so much. [applause] Anyone [applause] else? Good. All right. Thank you very much. Have a good night. At this time, I'd like to open this portion of the meeting to our first public comment sess session. Is there anyone in the public that wishes to come up and
address the board? I guess that's a no. So, thank you very much. I'll close this portion of the meeting. Do we have an approval a motion to approve the minutes from February 17th and the executive session January 20th? >> So moved. >> Do we have a second? Second. >> Second. >> Any comments, questions from anyone? >> Roll call. >> Mr. Esto, >> abstain. >> Mr. Mor, >> abstain. >> Miss Phillips, >> yes. >> Miss Penellis, >> yes. >> Miss Skates, >> yes. >> Dr. Center, >> yes. >> Miss Shower, >> yes. >> Mr. Miller, >> yes. Um, I don't recall any whole board communications. Is there anything that I missed? >> You didn't miss anything? >> Okay, >> Miss Garcia, you're up. >> Hi. Good evening, members of the board of education and dober community.
It's great to see you all here tonight. I'm always proud to represent our students, especially because so much of what is happening in our building has been studentdriven and rooted in care for our community. [cough] [clears throat] Recently, we launched a new initiative called the five minute student shareout. Before the staff begin their strategy discussions, students have the opportunity to speak directly to the teachers. In December, our environmental science students spoke to faculty about conserving energy and ways our school community can work together to support sustainability efforts. It sparked meaningful dialogue between students and staff. More recently, students from our food of history class presented about their food drive. In that class, students learned about food insecurity and food sovereignty. And as they studied these issues, they began to see how these problems directly affect
members of our do community. They didn't just want to talk about this problem. They wanted to take action by partnering with the interact club, working closely with Rosita Robels, our community liaison, collaborating with new Nourish New Jersey, and with the support of our principal, Mrs. Ross. This became Dober Days of Giving, a way to bring our entire school together together through service. During their presentation, students not only shared what they had learned, but also asked teachers how they could help by continuing to promote the drive and donating in the final days if they were able. It was powerful to see students advocating for the community in in front of the faculty. We hope to see stronger communication between students and staff as a result of this initiative and continue building those bridges. School spirit has
also been strong. After having to cancel winter pep rally in December due to illnesses and absences, SGA voted to reschedule it and it turned out to be such a positive and energizing event. We were able to celebrate all of our winter sports teams and it reminded us how important it is to come together as a school community. Spirit week has continued to build that excitement. Looking ahead, we have a talent show on February 20th at 6:30 p.m. hosted at our high school where some of our students will be performing. We'd love to see you there and invite you all to attend. There will also be coffee with principal Ross February 26 from 8:00 to 9:00 a.m. which continues to strengthen between strengthen connections between families and school leadership. We are especially excited about our spring
musical Legally Blonde taking place March 6th and 7th at 700 p.m. and March 8th in the afternoon. This production represents months of hard work and truly so showcases our students talent, dedication, and creativity. We hope to see you all there. Our commitment to community outreach continues as well. On February 2nd and 3rd, we hosted a blood drive as part of Dover Days of Giving and collected 55 donations, which will help save will help save up to 165 lives. The turnout from both students and staff was so strong that New Jersey Blood Services needed additional support to meet demand. It was so inspiring to see so many members of our school willing to give something so meaningful. We will be hosting another blood drive in April and we are hoping for an even greater turnout. On
March 5th from 3:30 to 5:00 p.m. we will host Read Across America for our elementary students and families with the theme All the Places You'll Our staff, students, and clubs will provide reading activities, snacks, and games for up to 70 elementary students. It's a speech it's a special opportunity for our high school students to serve as role models and strengthen our connection to the wider Dubber community. Academically, we continue to celebrate strong achievements. This semester over student 200 students earned honoral or high honor roll for marking period 2 and at our February 12 award ceremony more than 150 parents came at 8 a.m. to celebrate their students accomplishments. We are also proud to share that we have a quest bridge scholar mashier Amed and our do high school unsung hero will be recognized at the
Morris County unsung hero event at on March 5th. In addition, 43 sophomores applied to Dover College Promise this year, which is the largest cohort of applicants we have ever had. These milestones reflect students who are thinking about their future and pushing themselves to succeed. Lastly, I would like to follow up on a topic I have brought to the board before, access to free feminine hygiene products in the girls bathroom. This is an issue that directly impacts students comfort and dignity during the school day. I wanted to respectfully ask if there's an update that can be shared regarding the status of these supplies. students continue to express that this would make a meaningful difference in their daily experience. Thank you again for your continued support of Dober High School. It truly matters to our students. I'm
honored to represent a community that cares deeply about service, spirit, and one another. >> Thank you very much for that report. Um, I really am so happy to see the students involved in in community activism, in food insecurity, and also donating blood. It's it's so important to be aware that we can help a lot in the community at any age. So, thank you for that. Anyone have any other comments? Dr. Ser, >> Miss Garcia, thank you very much. That was full of wonderful information. Um, I did have a couple follow-up questions on the five minute shareout. Um, where does this happen? In what venue or >> It's right here in our Dover cafeteria. I believe it's monthly. The students I mean the teachers have a me a monthly meeting and it's with all the teachers,
Miss Ross and it's right here and they present right here. >> And who decides what which students and what those students will speak about? >> Miss Ross I believe I don't want to speak for her. I was actually presenting the last time and my teacher, Mr. Derritter, um the teacher of the food of history class came to us and told us that we had an opportunity >> to do this. Um I'm not sure how I I would assume it's open to everyone. >> Okay. >> And maybe picked I'm not sure if the in the future there'll be two at a time, but because faculty does have I um an agenda also to talk about. I don't know if they would have time for multiple. >> Thank you. I'll follow up with Mr. Haime on that
one, but I appreciate it. >> Of course. >> Um last comment is to Mr. Hime. Um Miss Garcia, thank you for bringing up the feminine hygiene products again. Um as I stated last time, I believe this is a state law and we are required to do that. So, it is a little disheartening to hear that our student representative has to come back requesting the same thing um a month later or I don't remember when you first brought it up, but that she has to come back again um when it is our responsibility. I think both legally, but also ethically to provide our students. I I really appreciated what you said about dignity. Um and so, can we make sure that that is happening? >> Absolutely. Um and I will see >> microphone. >> There we
go. You have to turn. >> There we go. Hello. Okay. Um both myself and and Subahulu have seen the boxes of the feminine hygiene products coming in. I guess my due diligence is to follow up and find out where those products are going because we have seen them being delivered to our offices to then be disseminated to the other. So we'll find out what's going on. So >> thank you. I will say that I used the the students restroom before the last meeting and there were no feminine hygiene products, but I assumed that um that was due just that they hadn't restocked um due to the you know six o'clock time period. >> I'm sorry. I believe I brought this up two to three months ago and like regularly checking in and all the bathrooms
um just as I use the restroom throughout the day, I haven't seen any have any um of the facilities be restocked, but I do hope it's fixed soon. >> If I may, I think there's just a miscommunication because we uh we have like $12,000 in the budget just for these products. Uh we got reimbured from the state last year. So I think we have no issue ordering and we should have it in stock. I think there's a miscommunication who has what. So we have to work on that pretty quickly. >> Thank you so much for giving me your time. >> Thank you. Okay. Move on to my report. Good evening again. Um uh there continue to be many positive and meaningful developments across our district. Our administration remains focused on strengthening program alignment, refining how
we measure student growth and ensuring that every student has access to the social and emotional supports necessary to thrive both academically and personally. This comprehensive approach reflects our commitment to educating the whole child and preparing our students for long-term success. I would also like to recognize the continued excellence of our athletic programs, not only for their competitive achievements, but also for their sportsmanship and character our student athletes consistently demonstrate. A special congratulation to congratulations to our girls wrestling team on earning their first historic win in the program history. Um, I don't think that I've been part of anything [snorts] uh like this since I came to school here in 1977. So, uh, I think that's a big achievement to have a new sport and have their first win. Um, that milestone really is a testament
to perseverance, teamwork, and the courage to break new ground. It is also exciting to witness the steady progress of our Dober Bridge Academy. Even the largest snowstorm we've experienced in this past decade has not slowed the momentum. Construction projects of this magnitude require tremendous coordination, patience, and dedication, especially while maintaining full district operations. I want to sincerely thank everyone involved for their professionalism and commitment to moving this important initiative forward for our students and community. Our board committees continue to meet and advance work aligned with our established goals. I attended both the curriculum committee and the finance and facilities committee meetings this month as well as the Mars County Educational Services Commission meeting. These collaborative efforts ensure we remain focused on student achievement, physical responsibility, and strategic planning. I have also been working closely with
the leadership of the Minehill Board of Education to plan a joint meeting of our two boards. Minehill will graciously host us on March 2nd with dinner at 6 PM and the joint public meeting beginning at 7 pm. The public this meeting is open to the public and I encourage community members to attend. During the meeting, each board will present progress towards its board goals and each superintendent will share updates on district goals. We will also engage in dialogue about our shared services and explore additional opportunities for collaboration. I am proud of the strengthened partnership between our districts, including Minehill sharing our monthly district newsletters with their families so they can see firsthand the innovative programs and opportunities available to their students when they attend Dober Middle School and Dover High School. Together, through collaboration, transparency,
and shared purpose, we continue to move our districts forward in service of our students and communities. Okay. Okay. Administrative reports, Mr. Haimey. All >> right. Good evening everyone. Wo to uh so just to echo um Mr. Miller in congratulating our our girls wrestling team again for a team for their first team win making history here in Dover. I've also had an opportunity to visit some of our other sporting events, girls basketball, boys basketball teams as well. Again, I couldn't be prouder of the sportsmanship that our kids are showing every time they're out there on the court and they're playing. Um, and I couldn't be prouder of the work that they're putting in as well. And I could say that I recently saw a young man at the recck uh area, make a three-pointer and end
the winning game. So, I think our our sports are in good hands as uh our kids keep moving up the ranks and in from elementary to middle school, middle school to high school. Um, speaking of the weather, um, this past, uh, weekend, next weekend, the weekend before, uh, we had some extreme, uh, weather, uh, with, uh, cold fronts and winds. Um, as you all know, we did have to unfortunately, uh, have a snow day for both North Dover and Academy Schools on that Tuesday, uh, February 10th, after the PD day. Uh just to kind of just want to reiterate and and and share with everyone that due to power outages, our uh heating system wasn't able to kick on. Therefore, pipes were frozen. And um on Monday, when everything started to warm up, a lot
of the pipes started to burst. And I want to thank our maintenance director, Mr. Alex Toth as well as our maintenance custodians and even teachers and staff members who jumped in who saw all the water overflowing, jumped in to move desks and avoid any major damages to the classrooms. Uh it was all hands on deck. I have to be honest with you as uh I went to the site visits to see the classrooms. I was very concerned that we weren't going to be able to open some of these classroom by that Wednesday, but they did an amazing job, total team effort, and again I couldn't thank them enough for all the work that they put in to make sure that our classrooms didn't even look like they were disturbed. I mean, an amazing job once
again, just the work that they were able to do and get our classrooms ready for our classrooms and our teachers. So, again, thank you to everyone as a team to really come together during that situation because it was something that impacted the district. Uh, and it was just it just kind of snowballed from there. But thankfully, we were able to get a grasp on it and thanks to everybody just taking action and being a team, we were able to mediate the situation as soon as we did. Um, just a quick an annex update. Uh so our construction is still you know continue on with uh the do bridge academy even though with the extreme weather and the snow uh we are still moving forward. There has been some cement trucks on site uh working on
that foundation footing for the multi-purpose room and I just want to update everyone that there is going to be deliveries of the building itself the structure coming in early March. Um and we will again communicate to our community about the delivery of the structure as it will affect parking and things of that nature. Uh our objective is again to be transparent and provide communication to our community especially in specifics to that delivery coming in in early March. So we'll keep everyone updated on that. I want to give an update on gen on the generator. We have our new generator in. Uh we just met recently today to have a discussion with our uh security team and our maintenance director and as well as our BA to really have a discussion of what are some of
the things that we can do to make sure that Nether Wheeler shelter uh in case of emergency that we are able to do and provide any supports that we can for our community uh in regards to how we work with Red Cross also protocols and procedures and things of that nature. But we're excited. This is a huge win for Dover. Again, I want to thank everyone here at the board of education and uh for supporting this project because this is a humongous win for our community as in case there is an emergency, we do have a facility that will be able to provide electricity and power for our families here in do which is a a great great thing to have. Um on February 19th, I'm going to be at the North Do PTA meeting
uh at 5 PM. Anyone wants to join me, more than welcome to. Uh the objective of being at the PTA meeting is just to provide a parent form, you know, Q&A uh with our families, any questions they may have. Again, uh don't forget it'll be February 19th at our PTA meeting at 5:00 pm. Um I also just went to visit our preschool last uh last week with our sneaker ball. Uh tremendous success. Uh it's our kids dressed up in their you know ties and bow ties and dresses and then sneakers and it was a great opportunity to really see our kids interacting with their peers running around uh playing with their their friends uh having a good time. They actually did a loca which I've never heard of that before where they brought out Sonic
and I believe it was also uh Paw Patrol was out there as well and the kids just went insane. They really enjoyed every minute of interacting with them and that was amazing to really see our kids got coming in. I even brought my daughter with me and uh she started making some balloon animals but I also popped her balloon so I didn't we stayed away from that as well. Um unifi sports uh just went to visit one of our unifi sports. If you haven't had an opportunity to really go to one of our unifi sports, I want to encourage everyone to be a part of it. Um and um to see our kids really interact with each other and and play and enjoy the sports and see the laughter, see the smiles. I also want
to share with everyone that on February 26th, uh, Miss Gibbs and myself will be participating in a skilled level of shooting of the basketball as well as dribbling. Uh, Miss Gibbs, I'm not turning this into a competition, but I, uh, will try not to. Uh, but we're looking forward to that as well. So, that will be on again uh, February 26 at 2:30 p.m. Uh, we just recently had a meeting with NJ Nourish here in Dover. our liaison and myself joined in a in a committee meeting just to once again be able to continue to collaborate with our organizations here on in do and support our families and we want to make sure that as a team uh we're meeting the needs of our families and one of the things that we're doing so we're
picking up foods on Tuesday and delivering to the school so that our families when they pick up their children have us a closer location to their homes not have to travel down to engineerish and once again just understanding the needs of our district understanding the needs of our community and working together as a team to provide those needs for our familyies amilies. So, thanks again to NJ Nourish for welcoming us and working with us to make sure once again that we are helping our families and supporting them. DMS uh I want to uh DMS right now we are in the midst of working with scheduling. So, DMS high DMS the do high school counseling department uh met with the middle school eighth graders uh just to really review what the course offerings are, discussion process
expectations uh and and for that successful transition from middle school to high school. So I know that that took place in this great um we also have the PBIS which again I know was mentioned earlier by Miss Garcia that uh PBIS we had our recognition of our students and that is huge. Again this is our second time doing it and thankfully I was able to find parking last time we were up here. Uh parking was a little hectic. Uh but we did work out some things out with parking and it worked out much better with our families but it was once again what a great opportunity to really see our families interacting. uh with us and and celebrating our our students. Uh I had an opportunity to share a little bit of my thoughts there
as well. Again, it's just great to see the community come together and recognize all the great things that are happening at the high school, which is uh very very important. Uh and then the last piece just had a very productive meeting uh with our DA leadership, which I think is very important to mention uh where we talked about, you know, heating and some of the concerns that we have with heating and really working on those pieces. uh we were able to get some of these portable heaters into some of the classrooms with some of these extreme temperatures which Mr. Toon mentioned to me that it's been about 30 years since we had any temperatures to that magnitude which is uh scary. Um we also talked about coverages and also cold teaching models. So we've had
some good conversation and communication which is important again as we continue to move the district moving forward. And that is all I have for today. Thank you. >> Thank you very much. Any questions for Dr. Ser? >> Um Mr. Charie, thank you for your report. I just wanted to really um thank you and the liaison for your work with NJ Nourish. I think that is so powerful in meeting the needs of our families, some of who struggle with transportation and other issues, but really eliminating every barrier for our students to be able to come to school every day and function at their best level because they are fed. So, thank you to all of you for doing that. >> Mr. report. >> Um, first a comment and then a couple questions. Um, no offense Mr.
Haime, but Miss Gibbs, I think you're going to be just fine. [clears throat] Um, my two question my two questions. Um, first is a logistics question. Um, given that um, given the extreme weather we've seen this winter, I I don't think it's out of the question that we may have more snow days. What does what what does North do and Academy Street having their own snow days not being a district closure, what does that do to the overall usage? If if if we somehow exceed five they those two buildings exceed five, would they only be open on the give back days and the rest of the district not? >> That is that is correct. >> Okay. Um and then I just wondered if you had any news to share uh on the um the student
forum um that may be >> Yes. So just to talk a little bit about the um I I know we were just talking about the weather. Uh the other piece too that I would forgot to mention is that we uh Mr. Toth and I had discussion as well as with Attilla uh regarding some of the piping as well. One of the things that we did identify is that some of the piping was not insulated correctly. So we are working on getting that installation. We also are looking to potentially look into some way that we can get a uh electronic um >> signal that a sensor that'll let us know if pipes start hitting a certain temperature to maybe avoid this from happening or moving forward. Um you know so there's always a s you know
silver lining in the situation that may or may not occur, right? Um in regards to student forum, I just recently spoke to Mr. Lelay, our former student representative. Uh he emailed me. He seemed to be a little bit stressed of just trying to gather students. I think the uh some of the student population are are a little apprehensive of meeting with me, but I'm not sure just yet. So, I have to I met with Miss Ross who told me a little bit about the stress that he's under, but I did mention to Miss Ross and to Mr. Lelay that uh any student representation will be great, right? It'll be a building block for us moving forward. Uh to kind of take up a little bit of that stress. So, we he's going to have information
for me by next week to then have the date of when we're going to sit down and have a conversation. I once again I think it's new and for our students sometimes if uh sitting down with with someone and not knowing exactly how it may or may not work I think this will build create a building block for them once again like I mentioned to be able to continue it moving forward. >> Thank you. >> Anyone else >> Mr. Miller? I just wanted to uh thank Mr. Haime, Mr. to their staff, their crew for the emergency work done during the frigid weather and also the cleanup during the water situation, the flooding. Um, it has been a very long time since it's been this cold, and we were not alone in breaking pipes and flooding.
Uh, many other school districts suffered the same problem. So, um, and I know that we do have some new heating systems. So, it's, you know, it's a matter of staff also learning what happens during these fridge. So, thank you very much. I think the immediate response is what stops this from being more of a catastrophe than what it could have been. Thank you. >> Okay. Business minister's report. Mr. Sabahulu. >> Good evening everyone. I'll be talking about the finance facilities agenda items. Items three, four, five, and 12. These items include two out of district terminations and two new out of district placements. Item six, we were previously approved for the high impact touring grant. This is a new grant opportunity with the same name with the potential to receive up to $200,000. We are hopeful
that our submission will be awarded. Item seven, this proposal is for the purchase of most of the furniture for Dbridge Academy. Additional pieces will be transferred from various district buildings as needed. Item eight, this propos proposal is for approval of the multi-purpose room flooring installation at the door bridge academy. Uh item nine a 10,000 as local grant submissions are for approve to support the purchase of music supplies and equipment. Item 10 we appro six co-op annually as a transportation provider in case their services are needed. Typically we utilize education service commission for us that cannot be covered inhouse. Item 11 legal shield is an optional employee benefit offer at no cost to district. It is always beneficial to expand the range of voluntary benefits available to the staff. Additional update. The governor's budget address is
scheduled for March 10, 2026. We anticipate receiving our state aid figures by March 12th. Although this timeline is later than usual, the tentative budget will still be presented for April at the March board meeting. This concludes my report. >> Any questions for Mr. Sabahulu? >> Mr. Miller, I had submitted some questions to Mr. Sabagulo in reference to the two grants that are that are on for under finance and facilities and I'm just wondering the New Jersey Learning Acceleration Program high impact tutoring grant of almost $200,000 or $200,000 is that from the state of New Jersey? >> Yes. >> Okay. And the music and the brain grant of $10,000. Um where did that come from? >> That's who's sponsoring that grant? Uh, it should be on the agenda, but it's a local grant. It's not from
state. >> Okay. Thank you. >> Any other questions? >> Okay. We're going to move on to the board of ed reports. Uh, I attended the Mars County Educational Services Commission meeting last week. Uh, nothing to report there. Miss Gates, do you have any legislative report? >> I'm not as fast as Mr. Hime, so bear with me. Um, the New Jersey 2026 legislative session kicked off in January and committees began meeting again early this month to start moving some of the bills forward. Thousands of bills have already been introduced in this session, including many that were brought back after not being signed into the law uh during the 2024 uh cycle. Because of how the legislative process works, any bill that doesn't become law in one session has to be reintroduced in the next session and
essentially has to start over again, even if it has already made significant progress. The Senate Community and Urban Affairs Committee met on Thursday the 5th and advanced several pieces of legislation that could impact school districts. Sharing pilot revenue with schools. This proposal would require municipalities to share certain revenues from payment in lie of taxes agreements with school districts unless the municipality uh the district and the entity received the pilot agreed one or more special projects. The bill would also require additional notice to school districts when property tax exemptions are being considered or approved. If a special project agreement is pursued, instead of revenue sharing, the superintendent would lead negotiations on behalf of the board of education. As amended, any pilot revenue received by a district other than through a special project would have to be
used to reduce the district's property tax levy. Mercury floor removal. This bill would prohibit the issuance of construction permits for flooring in schools or childcare centers unless the materials are certified but by the manufacturer as mercury free. I have uploaded a more detailed overview of these legislation updates to share to our share drive for anyone who would like additional context. This concludes my report. >> Thank you very much. Anyone have any questions? Okay. Mars County School Board's report. Mr. the court. The uh latest Morris County School Boards Association virtual county meeting took place on February the 4th. The evening began with opening remarks from County President Lisa Mesi and a very impressive national anthem performance by Aaron Dawson, a Morris Null senior and governor's award recipient for musical excellence. This was a great reflection of
the talent that we see across our county. We received updates from the New Jersey School Boards Association, including a legislative briefing from the AD advocacy team and an overview of governance resources from the field service team, both of which are available uh as resources to support local boards. The featured program focused on creating a positive school culture with discussions on board ethics, student cell phone use, and HIPS. Uh the emphasis was on ethical leadership, addressing classroom distractions, and maintaining safe and respectful school environments. The meeting also highlighted the upcoming 4th annual Morris County Unsung Heroes Awards, which will take place on March 5th at Hanover Park High School. Lastly, I just want to remind members that the NJSBA will host a virtual spring conference on May the 8th featuring more than 20 sessions on key
topics such as finance, mental health, governance, and school law. It's a very convenient opportunity to earn board member academy credits virtually. If you're interested, please coordinate with Mr. Sabahoglu for registration. And that concludes my report. >> Thank you. Any questions for Mr. McCort? Okay, we're going to move on to administrative approvals. Do we have a motion to approve? Uh items one through two. >> So moved. >> Do we have a second? >> Second. >> Any questions, comments? Uh roll call, please. >> Mr. Mar, >> um I will abstain on item one. Yes. On item two, >> Miss Phillips, >> yes. >> Miss Penellis, >> yes. >> Miss Gates, >> yes. >> Dr. Sar, >> yes. >> Miss Shower, >> yes. >> Mr. Miller, >> yes. >> Um, >> Miss Panales, can you move personnel items?
I happened to look over and I saw you first. So, [laughter] Let's move items one through. 19. >> Page 19. >> Mhm. >> Okay. Do I have a second? >> Second. >> Any questions? >> Okay. Thank you. Roll call. >> Mr. Suedo? >> Yes. >> Mr. Makor? >> Yes. >> Miss Phillips? >> Yes. >> Miss Penales? >> Yes. >> Miss Skates? >> Yes. >> Dr. Center? >> Yes. >> Miss Shower? >> Yes. >> Mr. Miller? Yes. Uh we do not have anything for negotiations and I believe governance is next Tuesday. Um student achievement and curriculum. Dr. Sainer. >> Thank you, Mr. Miller. Uh student achievement and curriculum met on February 3rd with Mr. Haime, Mr. Carl, and Mr. Chewy in attendance along with committee members Miss Selenas, Miss Panales, um Mr. Miller, and me. Um,
we had a jam-packed meeting again. Uh, I think we're gonna have to start earlier. Just kidding. Um, we, uh, were presented with a lot of data, um, which I always appreciate. Um, talking about the academic assistance provided to our Dover High School students. So, um, we have moved, um, to a more proactive strategy to keep students from failing, um, and progressing through their high school career. So um we learned about the measures um that we are taking utilizing uh online platforms identifying students earlier um and uh moving forward we're going to continue to try to identify students who need this um support and then get them to be able to attend these programs. Um we are moving forward with our um CTE programs and expanding them um with the goal of expanding into a marketing
CTE which will collaborate with the existing graphic design CTE program and we are in the process of developing the third course in the culinary program with uh Fairley Dickinson University and all of the students in this program will take the safe serve exam um to get that credential which would give them um an advantage in job market. Um we are approving tonight um the intro to graphic design curriculum and the ESL1 curriculum. Uh we have updated uh our family communication plan. Um this was designed by a committee of teacher stakeholders and give teachers kind of a uh flowchart or a series of steps to follow when students need um support. Uh there will be a meeting with the DEA perhaps that has already happened to discuss implementation. Um we looked at the very very cool
Dova Dover data analyzer um which utilizes multiple sources of data such as grade standardized and local test scores, attendance and discipline for each student to try to identify trends and issues. Um we looked at some data from the walkthroughs that are occurring through the district. We looked at middle of the year data. So students in all of our classes took middle of the year um assessments and looking at their improvement over their beginning of the year scores. The average improvement at the middle of the year where you would expect 50% improvement across the district was 72%. So that shows that our students are um on average per performing better than we expect over the course of the year. And I love that we actually have data to support that um and you know identify students
who maybe aren't performing at that level. Um students and te I'm sorry teachers in grades K to six are analyzing benchmark data and grade level supports. Um we are identifying um uh kindergarten screening for students that are out of district to um you know assess where they may need support. And then uh we're going to do a vertical articulation between preK and kindergarten teachers um along with some data gathering. Uh we will be um training some teachers to be Apple um professional learning as part of the Apple professional learning group. Um next year um we'll start with a three-day summer training that turns into a coaching model where they then become the trainers in the district. And we had some very amazing news from our fine and performing arts department. Um, at the New Jersey
Emerging Artists High School Art Show, a de do high school student won one out of only five merit awards. Um, we had two students who were accepted into the New Jersey School Music Association Region One Chorus. They will perform at the regional concert and our lead trombonist in the Dover Middle School Concert Band was accepted into the New Jersey area band. Um, that concludes my report. And with that, I move that we accept that we approve items one through five. >> Do we have a second? >> Second. >> Thank you, Dr. Ser. Any questions for Dr. Sainer? Okay. Roll call. >> Mr. Sido? >> Yes. >> Mr. Mor? >> Yes. >> Miss Phillips? >> Yes. >> Miss Penellis? >> Yes. >> Miss Skates? >> Yes. >> Dr. Center? >> Yes. >> Miss Shower? >> Yes.
Mr. Miller. >> Yes. Community relations. Miss Gates. >> The community relations committee met on Thursday, February 12th. Miss Oavdo, Miss Phillips, and I were in attendance. We reviewed the applications uh submitted to fill the vacancies uh on the committee and noted that only one application was received. We also confirmed the date of the next citizens uh committee meeting which will be held on Monday, March 23rd at 6:30 p.m. in the Dover Public Library. That concludes my report and at this time I would like to make a motion to approve James Jon as a member of the Citizens Advisory Committee for the remainder of the 2526 school year. >> All right. Do we have a second? >> Second. >> Any questions, comments? only that I think we already approved this earlier in the meeting. >> No,
it was moved from administrative approval to community relations because that's where >> but it it was under administrative approval and then it was moved. That's why you saw it there before. >> Thank you. >> Okay, any questions? Can I have a roll call, please? >> Mr. SO, >> yes. >> Mr. Mako, >> yes. >> Miss Phillips, >> yes. >> Miss Penellis, >> yes. >> Miss Kates, >> yes. >> Dr. Ser, >> yes. >> Miss Sher, >> yes. >> Mr. Miller. >> Yes. Uh the policy committee will be meeting next week on Tuesday. Finance and facilities. Mr. McCord. >> The finance and facilities meet uh committee held our first meeting of 2026 on February the 3rd. Present were myself, Mr. Miller, Miss Dr. Sainer, and Miss Shower along with Mr. Haime, Mr. Sabahlu, and Mr. Toth.
Our first order of business was to elect a chair for 2026. Surprise, it's me. Um, for facilities updates, uh, the 242 Route 46 property is currently awaiting D signoff before we can officially close on the property. Uh, the DHS generator installation is complete, as Mr. Hime mentioned, with wiring um, finishing uh, soon and testing planned for the spring. The sixth grade annex remains on schedule for substantial completion in late May or early June, which gives us a nice uh bit of time before the school year begins to get everything moved in and make sure um everything is working properly. Uh HVAC upgrades at DMS and North do are progressing and the HVAC closet repurposing project is nearly complete. Several smaller projects including the DHS courtyard planter box, uh Northtober cafeteria LED lighting upgrade, and the
high school auditorium projector replacement are moving forward. [snorts] Uh regarding the 2026 2027 budget, which will be presented um at our March meeting. Um meetings with administrators have been completed. Um this will once again be a very difficult budget uh as we are projecting another substantial increase in health insurance costs. Um as Mr. Sabahu uh has mentioned uh we expect to receive our state aid figures by March 12th and the committee will see the finalized budget at our next meeting which is scheduled for March 16th. And with that I would like to uh move approval of finance and facilities agenda items 1 through 12. and addendum item number 13. >> Do we have a second? >> Second. >> Any questions for Mr. McCort? >> I I do. I know this is redundant and I'm really
sorry that it is. So, I'll apologize ahead of time, but still the music and the brain grant for $10,000. Who do we have to thank for that $10,000? So, where did the grant come from? Who applied for the grant? What is it going to be used for? I know I saw something on there about purchasing musical equipment. Is that it? Is it for a certain school? Is it for a specific grade level? Just some additional information. I don't see the grant actually included in the agenda. So, anything that you can tell us so that we could be appreciative. >> Okay. I mean, there's not that much information. It's on the agenda item. Uh, but I can get more information. I can email to all the board. >> Okay. Thank you. >> I can share a
little bit of information. Uh it it was by our music teacher in North Dover. Um and the grants for keyboards, instruments, and things of that nature. Uh it was something that uh she took she wanted to take the initiative on and work with and and lucky for us, we were able to get that grant to continue to help performing art students. >> Excellent. That's that's helpful. That's great information. Thank you. >> Any other questions? >> Roll call. >> Mr. Seo? >> Yes. >> Mr. Mor? >> Yes. >> Miss Phillips? Uh, I'll recuse myself from payments to vendor 1950. Yes to everything else. >> Miss Penelis, >> yes. >> Miss Kates, >> yes. >> Dr. Ser, >> I recuse myself from payments to employee 90014855. Yes to everything else. >> Miss Shower. >> Um, yes to
everything except item number 11. No to item number 11. >> Mr. Miller. >> Yes. Okay. Uh, upcoming board of education meetings. As I mentioned before, March 2nd, we'll have a joint meeting with Mine Hill at the Canfield AD School. Um, the meeting starts at 7 o'clock. Uh, we will be having dinner, so I that will be open to the public, but there'll be no food for anybody else, just for us. So, I wouldn't come at six o'clock. >> Mr. Miller, do they live stream their meetings? Um I was just curious as to whether our public would have a if there's a way if they do to provide them with the link so that they could participate virtually. >> I I I have seen that before I attended so I will ask them that question and
I I know that um almost the entire board's going except for two uh because they had prior commitments. So if there are any dietary restrictions please let me know or you just get what we get. Okay. Just wanted to make sure. And our next board meeting is March 17th. Then there's April 28th and May 12th. Uh, old business. Do we have any old business to bring up? >> Any new business? >> I do have some new business, Mr. Miller. Um, first of all, the Mars County Legislative Committee that I sit on on behalf of our board, we met last week. It was sort of um a a little bit of a letdown because we opened it up to the vice presidents of the association throughout the state and we got less members at that meeting
than we did prior to that. Um we are also down a member due to the opening that of one of the board members the open position for New Jersey school boards. So that also leaves us down one person. Um but we did accomplish some things. A um a relevant bit of information for school board members individually throughout the local districts um the delegates assembly after this last fall's delegate assembly that took place in November were concerned as I was. I believe I reported it to the board that there was an abundance of time used and wasted over not knowing the procedures during the assembly process and the voting process by some local boards and their delegates. So, the New Jersey school boards and their board that their committee that handles the delegates assembly have decided
to do a podcast or a webinar to educate board members on how to form a resolution. Number one, what happens at the delegate assembly, uh what can be done at the delegates assembly and what cannot be done at the delegates assembly. And that's something that has never happened um over the past 30 years with New Jersey school boards. So this is this is progress. This is something that's going to be really helpful for board members and also in case a board member wants to be a part of the delegates assembly and be our delegate but just had no clue what they do. So I was very pleased with that. Um and then the second item I did send >> Can I just comment on the Yes. I think that's really important because I know when
we were working the resolution for the gun safety, there's no information at all. And in talking with the attorney, we went back and forth at least 12 times and they just could can't tell you certain information because they're not supposed to be leading you on. Um, but it was very difficult to understand the right way to form it. Um, because there's just nothing there to tell you how to do it. And it's it's a long day and it's a lot to put that delegates assembly together. It's very important. And we spent the day we had four resolutions. Two of the resolutions were being pulled by the school boards who wrote their own resolution and submitted it and then wanted it redacted. So then there were people standing there to fight for those two resolutions and
still continued to go to the microphone and fight and debate at the microphone when they were in the process of being pulled and that took up an abundance of time. We even had protesters about those two resolutions that were being pulled. So you know it I think educating people before will save a lot of time. There's a lot of work to be done at those delegates assembly. So I I think this will help the process. Yes. Um, the second new business that I wanted to bring up, I had sent an email to Mr. Haime to give him a heads up and also Mr. Miller and Miss Phillips. Um, I was sent a Facebook post today about Hamilton Field and our corner property fence that has in my time alone in this town in the 30
years has been hit probably eight times without a doubt at least eight times and destroyed. the old fencing at Hamilton Field and the new fencing at Hamilton Field. And I know that we have discussed this at the finance and facilities committee meeting and the last accident was actually three accidents in a row and Mr. Totes said that the insurance companies were fighting over who was responsible because one accident happened and before it was fixed the next accident happened. So who was actually paying for the damage of those three accidents? So, we have consi concerned citizens who feel that since we raised our taxes here in Dover because of the board of education that we should also be paying for fixing that fence when in fact it should be an insurance payment that fixes the fence.
And then the second part of uh their concerns on the same post was in reference to the white wooden Dover sign that sits at the middle school property. Um, and I'd like to give some information in regards to that because there are not a lot of references back to actually who owns that sign. The comment was from a former council member who said that he sent a letter to the town asking for the sign to be fixed because it's it's old. It's it's probably 32 years old. Um, and the town said it's the board of education. It's on their property and it's their sign. That is incorrect. The sign was the brainchild of the Chamber of Commerce of Dover well over 30 years ago before I was even in town and they financed it. They
got permit approval to put the sign up from the town and it was erected and then maintained for a few years by the Dover High School parent football boosters club. Um, at that time it was thought to be a welcome for those coming into town for the football games because it was right there in Hamilton Field. So when Hamilton Field was refreshed and we put in the new black fencing, Mr. Miller will remember that we wanted to do some landscaping along there and clean things up. We wanted to replace that sign and we were told by the town of Dover, "It's not your sign. You cannot replace that sign. It belongs to the Chamber of Commerce." and the Chamber of Commerce at that time almost 20 years ago really was defunct and not active in
Dover. So again, I'm sure most of us would like to refresh that sign, replace that sign, or totally remove that sign now that we have two other beautiful signs just around the corner that welcome our community and anyone else driving by to our beautiful Dover school. But that sign is welcome to Dover, not to the Dover school. It's not to Hamilton Field. And it's not our sign. We can't take it down. We can't fix it. We can't do anything to it. I know at one point, I believe our maintenance staff took the dead plants out of it that had been there for at least 10 years. And that's as far as we went. So, the community is very concerned that we're not spending money on fixing these two things when we raised taxes. And I'm
just suggesting that if the community really feels that we own that sign, the town is placing it on our shoulders. It's not their responsibility, it's our responsibility. I would think, my humble opinion is one board member, we don't need the sign then because if it's in disrepair, we have no budget to replace it. And we have two other beautiful signs around the corner. I believe that I make a suggestion that the sign be removed. Um, again, just my Could I suggest that we have finance and facilities kind of talk that over and figure that out? >> And then also finance and facility be given an update about the fence repair and and the situation of that. >> Absolutely. >> Thank you very much. >> Any other new business? >> [clears throat] >> Um, as uh
the board will be aware, nominations for the 2026 Irene M. Lefave Excellence in Boardsmanship Award are now being accepted by the Morris County School Boards Association. Uh for the public's knowledge, to be eligible for nomination, a board member must be a current board member, have served at least six years, be recognized as a certified board member, uh and have demonstrated a sustained commitment to personal and professional development while consistently championing student achievement in board decisionmaking. We are lucky uh to have several eligible candidates on our board. and I would like to propose tonight that we put one of them forward for this year's award. And so I would like to move uh adoption of the following resolution which I will read into the record. Um nomination of Scott Miller for the Morris County School Boards
Association 2026 Irene M. Lefay of Excellence in Boardsmanship Award. Surprise. Whereas Scott Miller, a resident of the town of Dover in the county of Morris, has served for a total of nearly 20 years on the Dover Board of Education, demonstrating a sustained commitment to effective school governance. And whereas Scott Miller has made noteworthy and measurable contributions to the education of students, maintaining a continual focus on improving student achievement for all students in the district through the promotion of collaboration, transparency, and responsible stewardship, and by helping to ensure that board actions remain centered on equity, student growth, and the overall well-being of the school community. And whereas Scott Miller has consistently demonstrated exemplary leadership on the board of education and within the community by serving as first ward alderman, vice president of the board of education,
president of the board of education, vice chair of the town of Dover Planning Board, scoutmaster for Dover Boy Scout Troop 64 and trustee of the Dover Historical Society. And whereas Scott Miller has demonstrated active and effective involvement in school governance at the local level, including leading the effort to establish the Dober Board of Education's first ever governance committee, contributing to highly successful board retreats through the development of thoughtful team building exercises, helping guide discussions centered on collaboration, and defining a shared vision of what a Dober student represents, and representing the Dover Board of Education at the delegate assembly. And whereas Scott Miller has pursued ongoing personal and professional development, maintaining status as a certified board member by the New Jersey School Boards Association and is actively participating in the NJSBA's leadership summits for board presidents
and vice presidents. And whereas the Dober Board of Education wishes to formally recognize Scott Miller for his dedicated service, leadership, and unwavering commitment to the students of our district and community. Now therefore, be it resolved that the Dober Board of Education does hereby express its sincere appreciation and gratitude to Scott Miller for his distinguished service. And be it further resolved that the Dober Board of Education Secretary is hereby authorized and directed to submit this nomination resolution along with all required application materials to the Morris County School Boards Association for consideration of Scott Miller for the 2026 Irene M. Lefave Excellence in Boardsmanship Award. Thank you. That's nice. [laughter] >> Is there a second? >> I'll second. >> Scott should say >> yeah. >> Any comments? [laughter] >> Uh Mr. Miller, I could not agree with
every word that was spoken. Um and and somehow you inched past me a number of years served just by a hair. But it's been a pleasure serving with you and an honor and you you truly are a gem, a Dober gem and uh to be cherished. You you love Dover with all your heart. You are an alumni. Your wife is an alumni. You have both lived here your entire lives. Your son is an alumni. Your daughter-in-law is an alumni. and some of your most wonderful friends are alumni as well who you are still very close with. So that that's an honor and a privilege and um I think we should all give Mr. Miller a nice round of applause. Well, [applause] >> thank you. It's an honor to be nominated. Anybody else? >> We can
continue. It's okay. [laughter] >> I guess uh a roll call. >> Yes. >> Mr. Seo? >> Yes. >> Mr. Mar? >> Yes. Miss Phillips, >> yes. >> Miss Penelis, yes. Miss Gates, >> yes. >> Dr. Ser, >> yes. >> Miss Shower, >> yes. And good luck, >> Mr. Miller. >> Yes. [laughter] >> Thank you very much. >> All right. Now, on to our second public uh comment portion. The board recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters. To ensure fair and orderly expression of such comment, each statement shall be held to a time period of three minutes. Public comments not restricted to items on this agenda shall be entertained for approximately 30 minutes upon the discretion of the presiding
officer. For those who wish to provide public comment remotely, a Google form was posted on the district website at 6:30 p.m. Remote comments will be read by a member of the board of education. The board of education will alternate between in-person and online comments. Please understand that public comment portions of our agenda are not structured as question and answer sessions, but rather they are offered as opportunities to share your thoughts with the board. The board may or may not respond to public comments. However, all comments are considered and will be investigated and addressed as appropriate. Please be courteous and mindful of the rights of others when providing comments. Comments may not be abusive, obscene, threatening, or irrelevant. 083respond in public to comments about students or employees. Please be advised that you are commenting at your own risk. Any public comments that are directed at a particular individual or individuals could subject you to legal liability for defamation. Is there anyone from the public that wishes to come forward? Jane McDermad 39 Penn Avenue in Dover. I just want want to make you aware of an observation that I saw at Academy Street School. Uh in entering the building, the uh the secretaries uh you walk into the hallway, you can go upstairs, downstairs, anywhere you want to go before you hit the office. So I was like, this could be a little unnerving considering all the other schools have the vestibule with the security guard there to stop anybody from going anywhere. There was no security guard.
I made it to the office because my kids went there. I know the school, but I was concerned that there was no vestibule or anything that to stop me from going anywhere in the building. So, I don't know if you're going to plan on doing something like all the other schools have or not. Um, but again, I'm not a parent over there, but I was >> Well, thank you very much for bringing that uh bringing that to our attention. Is there anything you can say? >> Thank you for bringing that bringing that up. Um, we are in conversations about that situation. So one uh we are looking to add a security guard to academy. Uh the second piece is that we are having a discussion about potentially turning them more a small section into a
man trap uh with a magnetic uh strip to avoid anyone entering to the building once they've checked in. For example, they have to drop off anything. They can just drop it off and leave it there. Um academy definitely provides a challenge for us because of the way it's set up right and the way it's built. Um but we believe that uh with that small area there we can provide a secure area and avoid that from occurring and then also adding a a security guard with our class 30 officer will definitely increase security as well. So we have had discussions about it especially in the Donald during budget season. So that is something that we're looking to do uh in the future a new future to have that ready and secure as best as we can.
[snorts] >> Are there any online comments? >> No. No. Anyone else uh in the public that wishes to address the board? Okay. Well, I close the that portion of our meeting to the public and I entertain a motion to adjurnn. >> So moved. Second. Second. >> All in favor? I >> have a good night everyone. >> Thank you.
