Welcome to the school board workshop. Please rise for a moment of silence followed by the Pledge of Allegiance. Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> [clears throat] [music] >> Thank you. Please be seated. I'll go back to roll call. Lauren Ramirez, present. Janice Roddy, present. Will Furrey, present. >> Kirsty Chong. Lashaka Moore. Do we have any additions or changes to the agenda? No. I'm going to motion to approve today's agenda. Move approval. Second. Moved by Mr. Furrey, second by Mr. All in favor? Aye. Motion carried. Do we have anybody for public comment? There was no public comment. Thank you. We'll move on to finance consent 7.01. Imagine Charter School finances. >>
[clears throat] >> Good afternoon, Madam Chair, um Chong, board members. Sorry. Trying to launch the topic at the same time. Good afternoon, Madam Chair, board members, and Superintendent Moore. Mrs. Bush and I are here to answer any questions you have on finance consent beginning with 7.01. Uh with a little over half the year, uh fiscal year passed for Imagine, um their uh expenditures and all of that seem in line where they're going to finish the year um balanced or where they expect to be? I don't I don't see anything really outstanding that's jarring, but um I will tell you that their fund balance typically continues to decrease as we get to the end of the fiscal year. That's the one change that you will constantly see. That was that's I was actually had a question
on that. How um as far as, you know, we have certain board requirements to maintain our fund balance and our reserves, how is uh Imagine um held accountable in that way? That's a question for the state. Okay. So it it it's it's we have no oversight over that. >> No. Um they have a parent company that per their contract, they um the parent company has to bail them out so that they have $1 if they are in a deficit. So we've seen that happen the past several years when we get to June, their audited statements show that their unassigned balance is $1. So they can go all the way down to $1 without any consequence. Which we could never do that. No. Nor would we want to. >> [laughter] >> I know, but that's just
an an interesting contract between our two budgets. Do you have an idea of their enrollment this year so far? Is it holding steady or >> very steady. It's about 915. Their capacity is 900. Okay. Any other questions for Imagine? Okay, we'll go on to purchase orders over 10,000. POs over 10,000, I think I just had one um question. Find it here. Oh, uh on the Graybar, uh it says blanket PO for electrical parts is needed. I was just wondering if you had insight into specifically what was purchased on that or Sure, I'll have Mr. Bush come up and address that. I'll have Mr. Bush come up and address that. Sure. And then on Atlas Academy, it looks there's two amounts that are exactly the same. Just wanted to make sure that that's accurate and not
maybe [clears throat] a uh double up. One PO status says history and one says open. The first um I'll go ahead and address Atlas real quick if you don't mind. Um the first PO was when it was put in, it was not put in as a blanket PO where you can continue to receive payments. So they had to close that, send it to history, there were no charges on that, and open up the a new one the correct way um through um ESE. All right, cool. Thank you. Hello. Um the blanket PO that is for there's nothing specific, that is for maintenance. When we have work orders, miscellaneous parts, outlets, switches, um any kind of electrical parts that we may need. So when they um since they're not local, uh these are parts that would
need to ship in. Yes, ma'am. So are you kind of keeping an eye due to fuel charges, right? Everything that's being shipped is costing more money. That that uh the that they're the most competitive or is that something you review maybe once every few [snorts] years? We have they have a a bid, a contract that we piggyback off of. So based off of that contract is is how we're able to use them. Yes, ma'am. How do you determine when to go to them versus like stuff at Home Depot? Or is it specialized equipment parts? Um well, this specifically Graybar is electrical um and it just it depends on what it is that we're looking for. So if it's electrical again, it's based off the contract. Um Home Home Depot, we don't they don't have a
contract, but HD Supply, which is a part of Home Depot, um we do have we um some materials from them based on what it is, but typically Graybar, we do look at their pricing on the contract because they're specific to electrical parts. Okay, great. Thank you. Mhm. And I I have a question also regarding um the fuel purchases for the diesel fuel. Here. Um so is that purchased is that a a um are we actually taking delivery of all that fuel at one time or is that for >> Mr. Friend talk about that one. Sorry. You're okay. Yeah, go ahead. I was going to say >> best answer. I'll check you on that. There's a tanker that comes [laughter] in that we have a a tank out at the bus garage that that we come
in and it fills up our both with the diesel and with gasoline. Okay. Yeah, but the um are we um how how are the prices of fuel right now affecting us right now in >> You will see [laughter] you will see in the budget revisions coming up. We just had to do in April, we had to add about 300 350,000 to get through the rest of of the year. The fuel POs are done quarterly by transportation or by fleet and it is it is a huge hit. Yeah, but the the initial purchase in 31, the price was 461. We did in 413, which was the second PO, the price was $4.28. Um we are seeing the diesel was about 475 from our last purchase. So I think that's why we had two um purchases or
two POs of the uh unleaded was because we were doing a budget transfer in order to um move money to go ahead and do that PO. Okay. So uh are we going to based on this trend right now, are we going to exceed our our fuel budget for the year? By about $350,000. Total that's that is the increase for the year. That's what we just had to add to get through the rest of the year. You'll see this too in custodial supplies due to the increases. We had to add about 100,000 to their budget just to get through the end of the year. I would Is this affecting food service supplies as well? I I don't see him here. I can find that out for you and I'll get back with you. It's an answer
right now. So is that with these transfers there, are these general fund transfers They're budget revisions which mean that we have to take it from the fund balance to increase the budgets so they can finish purchasing for the rest of the year. All right. Okay, thank you for clarification. Appreciate it. Any others for purchases over 10,000? Just more clarification on the Blast Off Tutoring. I know Miss Teresa reached back out to me. Um Blast Off Tutoring that owns Clear Links and I know it's our first year using it. Is it an annual fee for this or for is this a monthly or I would we we wouldn't do monthly fees on a PO. It would be annual. But I'll get this question to Mr. Deesing. He's out of the state right now and I'll have
him get some information back to you. >> All right. Thank you. And he'll share with the whole board. Okay, 7.03 vendor payments. I have a few um starting with check number 331460. There's quite a few payments to the um Chamber of Board of Sorry, I I can't even understand my own shorthand. Flagler County Board of County Commissioners. Right. So what what are is what are we paying them for? That's the quarterly charges for the utilities and maintenance of GSB as well as insurance. There are four different lines on that purchase order which is why you see four separate payments. Okay. Uh I also see one for Jacksonville Chamber. Was that a recruiting event? Uh check number 331479. That was for FTC Well, I'm not sure if it's FTC but it's a career and technical education
uh talent advance partnership. It looks like that's a annual fee. Okay. To be a to be a part of that. Okay, probably helps um place students after graduation and such. >> [snorts] >> Um and I'm not sure on this one. It It seemed new to me but I may be incorrect. Uh check 331494. National Builders for Janitor They're a janitorial service provider. Are we outsourcing some of our janitorial services? No, that is Wait, what's the check number again? I'm sorry, 331494. For National Building? Yes. Um that is um there's two projects there. This is plant services. The first one for 108,500 is to waterproof and paint FPC the building 12. Okay. And the second one for 19,600 is to replace the gutters at Buddy Taylor Building 1. Oh, okay. All right, great. Uh that's all
I've got. Thank you. Anybody else? Okay, 7.04 four deletion of inventory. I want to know who paid a thousand bucks for a DVR. Yeah, well I guess back in >> [laughter] >> Uh apparently they all went dead at the same time. >> [laughter] >> I think they replaced them with a upgraded Back in the day, huh? 7.05 finance budget amendments. 7.06 financial additional financial statements. For the the legal portion of it. So do you feel are we trending the expected legal spending for this year and do we anticipate needing any additional funds? Based on the POs that we pulled, we should come under for the second two and we'll probably hit target for Weiss Serota. Thank you. 7.07 financial federal audit report. >> I will briefly just talk to this. This is the financial and
federal single audit report for the fiscal year ended June 30th, 2025. You can see the information there in the verbage. This is copy right off of the audit report. They just finalized this at the end of March. This is from the state auditor general's office. The short of it is the audit results show that what was presented in the superintendent's annual finance report in September did not change. The fund statements did not change. There were no audit adjustments proposed to the fund statements. So what was presented to you was 100% correct. Uh the only question I had is at the end or in their summary they said that we're sitting at 8% reserve but it they made the comment that it was slightly less than the year before. I thought we had actually exceeded the
value from the year before. No, um the fund balance since ESSER grants had gone away, the fund balance has steadily decreased. So when you take that and multiply it by the percent of the projected revenue for the next fiscal year, it was lower. It was actually 7.8%. Okay. I think that's the difference projected. Thank you. It looked like an A+ report though. Yes, like great job. That was very nice to Yeah, Superintendent Moore, let me come back to you next day. >> [laughter] >> All right, great. Any other questions? Thank you. Thank you, Miss All right, thank you. All right, 9.01 Mr. Reeves, Hernitec ESOL. Superintendent Moore, board members, Superintendent Moore. Uh My first point is 9.01 and 9.03. The first one is the ESOL endorsement add-on program. I Hernitec provides this to us and
then we submit to the state. The state um approved this for us and that requires board approval. This is for our teachers to add on their endorsement and how they can go about [cough] doing that. So how is this changed from the previous program because and is that that's the same one where we have some teachers who are out of compliance, Correct. It's pretty much the same as the teaching and learning our title two funds we use to when teachers complete their endorsements, we reimburse through our funds so it's no cost to them. But in terms of the program itself, are you seeing anything materially different from what's before? It's every five years. I have to actually go back and dig to find it. >> [laughter] >> So how can we improve our completion rate
amongst the teachers who are servicing ESOL students? So for the completion for their endorsement? Well, we we see right in your reports I believe once a quarter we receive where there's an update of the number of teachers who are uh educating ESOL students but yet do not have the certification. So they or they're not keeping up with the professional development timeline requirement. And so that's what I'm looking to hopefully improve. So yeah, so that's lives in two departments, HR cuz they kind of track the student or teachers who may be out of field or work with them in that space. We make the courses available and we communicate on a quarterly basis to our staff [clears throat] that these are the courses coming up. I did notify NEFEC just because of their courses are filling
up quickly and so we have a a number of teachers that are trying to work in this field as well other endorsements and I just had this conversation yesterday afternoon about what to do to offer more opportunities for people to get into the programs. >> Okay. So you're seeing it as a timer issue for our teachers where they're not as flexible with the start times. It's not like a rolling basis or Well, it's they can they can roll any point in time so it depends on the number of hours they have to have. So some require just 60, some up to 300 hours depending on who they're serving in their in their classroom space. Uh that's through HR. They kind of communicate what they need in that space and then through NEFEC in our partnership
teachers can go in and see what [clears throat] they have to offer. And they're it's online and it's in 60 hour increments for them. Mhm. So they sign up for those to help meet those. Yeah. So when you said you're talking with NEFEC in order to help adjust some of the start start dates of these courses, is that an impediment to our folks getting this completed? >> I don't think so. What I'm actually asking them to do is make sure they're offering enough courses for us so that they the courses fill up. It's true of some other endorsements that we're working through right now. So they're aware of the needs from our district. So not just us but every every every district in NEFEC. >> Yeah, but we we have the flexibility within the virtual
model. We are reimbursing. I think the biggest thing is for individuals not to wait with their timeline. Like so once it starts to go ahead and begin working towards those hours depending on how many that you need. And so we do the thing is if if we have an individual place in my class today and I don't have that certification, it automatically starts that time. It does not mean that I'm out of compliance right now. It's just that I now have to work towards this within that and we see that more often than we see our teachers not doing it within the time frame that they need. Reading is another example of it, right? We offer at no cost to our staff face-to-face instruction for them to work through their five uh uh competency areas.
Yeah. All right. And so, did he provide an indication that he's going to open up some seats and >> Well, that was yesterday at 4:30, so >> [laughter] >> I think give them a little bit of time to to look at that to see how they're going to make more offerings available to them. Okay. But there is even the while the current ones might be full, there's things already scheduled for September, October where those are open and available. Uh folks just need to make sure they're looking through the whole menu of choices. And they're they're not have to be taken in sequence, right? So, they can take the fifth one now and circle back around, right? Whereas in reading we try to one, two, three first and then four, five. All right. Well, thanks for
advocating for our teachers for that. Appreciate it. Does anybody else have questions or Thank you. Okay, great. 9.02. So, our next item before you is our memorandum of agreement with University of Florida and this is just an amendment to exhibit B which I added to the executive notes there uh of and some information how how our students are are engaging with the Comigo application. If you remember last April, Mr. Deesing [clears throat] and Ms. Phillips and Mr. Lombardo presented that to the board at one of our evening events. And so, we are seeing students take advantage of it. Uh we'd like to see more students take advantage of it. We do a number of things through uh the technology department as well as our teachers to have students available and tell them of this opportunity.
So, but this is just an amendment for the University of Florida more than our side of it about how to determine the collaboration pieces based on their available funding. So, there's a little bit of they need that documentation in place to to do that moving forward. >> [clears throat] >> So, this would be um are any of our classrooms using these services for remediation or for you know, the um small group time, that kind of thing or is this solely intended to be for students who want to seek support at home? It could be both and it's not when we originally set it up it was for math, Mhm. but we found we opened up to every student for any subject Mhm. because maybe it's civics for you or maybe it's biology, right? And so,
there that information was that about 32% of our students are meeting the criteria that was set aside which is those five interactive sessions of the tutoring service, but those could take place through anytime. Yeah, we do have some teachers in math that are using it um math particularly in um the class, but majority of it is done outside [clears throat] >> outside the hours. And how does that participation and you probably don't have this offhand, but if you just had a a sense with the Varsity Tutors because that's also a program that we offer for free? Correct. For free and this is used much more than Varsity Tutors. Okay. And we right now have the base um for Varsity Tutors. They do have some additional options that we could take advantage of that would um
come at a cost, but right now we have more engagement with the Comigo than the Varsity Tutors. Well, I think we'd want to look at like which one is maybe lending itself to better outcomes and maybe reducing the number of offerings we have so that we're driving folks to resource that's most effective. Great point. Uh we offer a number of variety of options because students learn differently, right? >> So, this is a completely different model from Varsity because Varsity has the online version and then they have a face-to-face, but the face-to-face isn't what we have. So, from my experience with it it was kind of similar I thought, but I don't know if I haven't been on Comi- Comingo this year. So, I don't know if it's changed a lot to be completely different. Yeah,
I wouldn't say it's completely different. It's just a preference in giving them some some options. We could limit them at this point right now. It's not um you know, it's not co- there's not a reason for us to to limit, but to say here are some here are the two options that we have. Um choose the one that best meets your needs right based on the subject that you're doing. >> to us right now. As of yes, as of now. >> And that's what when we come to a decision point, we want to look at not just the participations, but what are the end results? And and part of this this agreement was to look at the data. Right? So, as we're our students are going in and utilizing this resource, it was intended this
data agreement is for them to look at that and give us back feedback on this. So, we're going into Remember it was like late in the year we did this. It took us a few months to get this in place. So, We don't have any in the data yet. >> No. And um were you done yet, Ms. Yes, I'm sorry. Oh, no. I just want I didn't want to go over you. So, thank you. My question for the first page or excuse me, yeah, page one, the service area. I just want to confirm so, those are not checked off for the option one, two, three, and four, only option five. >> Option five. >> Right. So, we're not right now utilizing those. What would there be any opportunity for that in the future? Have they
mentioned that cuz I it seems, you know, cuz that may be the best of both worlds of in-person and then we have the online. Have you heard of anything? I think we're doing now is just gathering data first and information >> for this and like a pilot. And then from there, what's the return on investment that might be coming towards us so we can analyze the instruction [clears throat] as well Okay. >> and see if it's making an impact we want to see happen. I made a note to follow up with Mr. Deesing on that. But right now we're not looking we we are not looking to add any um of that. I think it's to Ms. um uh Ready's point of you know, we have these services that offer, you know, here is what
is at the base or free and then here are the additional things that we can um add, but at this point we're not looking to add to this current agreement. Okay. And then um so, I know free for now, but potentially, you know, may not be free forever. So, with that they are collecting data well, with this they'll be able to collect data. Varsity Tutors they are we are collecting data as well and then I think too what might be helpful and just maybe see what your team thinks, but the students that are using this like between Varsity Tutors and then this program seeing what their their perspective is on it just from, you know, user-friendly parents I know as a parent like with Varsity Tutors I'm tech-savvy, but that was not as parent user-friendly
for certain things, but cuz it would be nice to see. So, whenever the time comes if we do have to decide on investing into one or the other or both or however, but what will And and Varsity Tutors free to the state. >> Yeah. So, it's on our contract state of Florida. And we also advertise that as well multiple ways for students to take advantage of it. I will tell you it's like the double digits usage. It's not as robust as Con, but I think we need to see what the data is on Con and you know, I think we'll be able to make some decisions then from that point by how we want to proceed. I think it's also an awareness factor. >> Yeah. Yeah. Um because Con [clears throat] is often used in
the classrooms, whereas Varsity is not because normally it's a pay to service, so it's not and it's not an approved Yeah. Like a constant reminder because like I sometimes forget and be like, oh man, this is something I could also be using for free. But yeah, thank you for these extra opportunities for kids and the teachers just to help with different learning styles for everybody. >> Finding what works. Yeah. So, thank you. Yes, ma'am. That's all I have. Any others? Yes, ma'am. Can we go on to the VPK fee schedule 9.03? Last one before you is our fee schedule. We have to come before you each year to set this. Uh a couple years ago um Ms. Ready asked for a kind of study where where we were at with our cost. The average cost
of time is about $125 per week for us and we were charging 60 at the time, went up to 70 and now we are looking to increase that to 80 uh for our wrap service. Uh I shared with you only that that works out to about $2.13 an hour. When they take advantage of it, it's incredibly inexpensive for our families and meets a need for them. We also use that for instructional time with our students in our VPK wrap as well. Uh but this is still about 30-some percent cheaper than what the average is in the in the region, but it offered us opportunity and it helps us close a cost that we're [clears throat] trying to help as far as making sure being effective with our resources and help so close that cost we
have for our staff versus what they have coming in. Right. Thank you for sending that cuz yeah, I don't like to raise the cost of anything. I don't know if any of us do. But yeah, we are still much lower than neighboring counties and even providers in our county. Well, yeah. I mean, it you know, under $3 an hour, that's I I don't think any parent could complain about that and and I I as we move forward this at least from my perspective that we should always be just trying to keep it right at what it what it costs cuz we don't want to make profit off this. >> Oh, no, no, no. And and I know that's not the intention, but I just want the I want the the public to know that is
our intention is is to try and keep this this reasonable for hard working parents out there. So Absolutely. And to be clear, the VPK core hours are free. This is just if, you know, if there's working parents where they cannot come up and pick up their [clears throat] child after the free portion is done, this is essentially the daycare service. So we do wrap services start 7:00 a.m. so we can wrap before for our parents that go to work early. 9:00 to 12:00 is typically our VPK hours which those funds come through with COEs and that's through the Early Learning Coalition and state of Florida. And there's a set dollar figure for that that comes into us. And then on the back end of noon till 5:00 p.m. there's the the back side of the
wrap for us. So we have for a the full continuum and we do take advantage of that time as well for instructional opportunities. Also play but which is part of instruction for those kids. >> Right. Learning through play. Absolutely. And if the the easier we make access to VPK, the better we'll have kindergarten readiness scores and everybody wins, right? Yes. That is 100% correct. All right. Thank you, Mr. E. Thank you, ma'am. 9.04 student code of conduct with Mr. Blasco. Good afternoon. Good afternoon. Good afternoon, Chairwoman school board members, Superintendent Moore. We are here to present the most updated revisions to our student code of conduct. I know Mr. Blasco has presented to you many times before. He continues to work hard to capture everyone's voice and feedback from from all stakeholders regarding our student
code of conduct and he's here today to again present some more updates. Good afternoon, Madam Chair, school board, Superintendent Moore. So today just want to do give brief updates on the most recent since the previous so we don't have the full presentation but for your review attached the board docs there is the strike through version and then there's also a full draft version that if it weren't in draft form it would be the potentially complete form. So for that's there for your review. Some things that we've worked on since last time that we spoke was updating language and added additional definitions for academic integrity and dishonesty section. For secondary only we worked on that in partnership with the teaching and learning department. Got feedback from them and then so we've added the word of collusion
being in there a definition to it. Updated the academic fraud portion, amended the term of fabrication and then amended artificial intelligence use. And then moving forward with that we just updated the language for academic integrity and dishonesty only. We didn't add anything new to that. It was just updating the language for it. From there added language around schools of responsibility to complete discipline proceedings prior prior to revoking school choice status. So we wanted to make sure that our students went through our discipline at the school that they're assigned to. Once it's complete then school choice would be revoked and that student would return to their zone school. And then the last piece last couple pieces is the 24-hour monitoring of district technology systems section was added. Our current provider is Lightspeed. We did write the
language to be inclusive of any provider that we have in the future. Along with that came with discussions of how does that align with our actual codes that we give for administering discipline and then how would that trickle down to the matrices. So out of that we we amended the computer mischief code in there and we now call it technology misuse. There are three different levels. One being the the least and it's just kind of a general possession use. The second level is could lead could lead to a safety concern and the third would be is a safety concern. So the the language is in there for your review. And then the last part putting in the school choice revocation as it relates as it relates to attendance and discipline. And then I was able
to complete the formatting. So everything looks clean and uniform. >> Sometimes that's more difficult than everything else, right? It was a job. So Does anyone have any questions? I I just have a comment like great job. I know you've been back and forth with this and like your team [clears throat] but listening to parents so when parents or guardians email you guys, you know, you're listening and you're putting that into consideration. So I I do appreciate. I know it was a lot and it will never stop because things are always changing but nice [clears throat] work. Thank you. Appreciate it. Any questions? All right. Thank you for your time. >> Thank you. Thank you. Okay. 10.02 student teacher affiliation agreement with the University of North Florida. Good afternoon, Walter Walker and Mr. Robertson. All right.
Good afternoon, board, Superintendent Moore. Good afternoon, gentlemen. All right. So we've got another university that wants to have an agreement with us for uh student teaching. Um so Flagler Schools has the opportunity to establish a partnership with the University of North Florida under which UNF students participate in teaching internships, practicums and classroom observations including opportunities school counseling, school leadership and interpreting at schools located in Flagler County School District. The partnership will support professional development of future educators and school professionals and serve as a strategic initiative to recruit highly qualified staff to the district. We have also have a We had an agreement with them prior to. It did expire. So this is more of an update. And this is on our new form new format. Are we seeing um people taking advantage of these agreements
with us? Have we been seeing any action on it? >> a lot. It seems like every other week we're getting somebody else that's interested in sending them student. But we haven't had a lot sign up just yet. We do have one that we're in the process of but we also have quite a few that come from Daytona State. So it's just that we're getting more and more of these institutions that want to to utilize us. Right. So it's just it's there if we have an interest. I remember we did one with an online Western Governors I believe. That's actually one that just I was curious if So we didn't get an inquiry from that? They just sent us one recently. Oh, really? Okay. So yeah. Well, that's I'm just wondering about that. So it'd be
interesting to start if if we see different channels of where these might come in, you know, we might say it looks like there's there's more interest in from the online versus the brick and mortar. We you know could take a look at that. It open more more opportunity more access. It's nice to get into these agreements and then maybe quiet for a little bit and you get an email, "Hey, we want to you know, exercise that right." So we're we're very lucky to have a lot of collegiate and university partners wanting to have those pathways open for Flagler Schools. I wonder how many of these are former Flagler students that went to these institutions that want to come home and That would be a good matrix to know. I think one of the interesting things
is I will go to a lot of these different recruiting fairs at universities when it be UNF, Bethune Cookman, Flagler University, Flagler College. What we're seeing is that these schools are starting to get smaller and smaller. So there are fewer and fewer students in these schools. So for us to be in a situation where we're getting more and more people that are more and more universities that want to be work with us. I think that's a very positive thing especially when you look at how these other universities and their departments are shrinking but it seems that we're getting more and more of Yeah, a couple years ago USF almost closed their education school of education. Uh So >> They're rebranding it and under a different area. But to your point, Ms. Reddy, we often have
in former students or individuals who live here in our community that are going to school somewhere else like at one of these universities that are pursuing their university to pursue us. And so sometimes it's just some groundwork for, you know, them to be ready in a in a couple semesters. But majority of our interns are coming out of Daytona State. Any [clears throat] questions? Yeah, and just thank you for answering my email. So just tracking interns and you know, who stays with us or I think having like some type of tracking system it would be great, you know, just kind of like you know, all the different places but having these partnerships are awesome. So I like seeing them and I think it just makes us look look really great. So And and even seeing
if we can track a matrix of where students that did dual enrollment went on to Daytona State and came back for that, that would be an interesting dynamic. They're great stories, you know. They are. It is a great story. You know, also it's it's because you know, we we we should be trying to you know, hopefully encourage them to come back if it fits their where they want to start their life. Because there's always a complaint of the brain drain. Sometimes they get educated and they move on to a bigger city, you know, we we would like them if they can see opportunity here, why not come right back home, right? And you know, this this would be nice too. So you know, I saw something on Facebook the elementary school I went to. So
Lakeview Elementary, you know, and I I was a dolphin, but they had some award and for me seeing that as an adult, it made me so proud. I was like, "Oh my goodness, this is where I went to school." But for us doing things like this, this is just going to help these kids. They're going to be like, "Oh my goodness, that's where I went to school." So, I think it's great what you're doing. So, keep it up. >> Probably helping with the just financial that financial aspect of keeping the student debt down, you know? Oh, yeah. They can be with their parents and be right here. Uh-huh. Absolutely. It is true. Yes, and many of these students can qualify for Bright Futures and all of those things like keep Yes, keeping them local to
the state of Florida is a big push that we have. Um but absolutely to um our county as well because we educate our students, they get great educations here and then sometimes they go to um college outside of the state and it's harder to, you know, get them get them back home. And then they stay. Like Mr. Walker. Yeah. Right? Don't know. Some of us never leave. Do we have have sort of a a playbook for students that might uh say, "You know what? I This is what I want to do. I want to I want to go on I want to come back as a teacher." Do we have like a playbook for them to say, "This is how you can do that going to Daytona State >> have a and then come back
with bright have show them a uh you know, a playbook and they just play it out and We show them a path to their like like through their career. If I want to go to nursing and so, here's like the path that you could take to get to that through Flagler Schools and then through college, but not um anything yet that that really helps them to kind of um come back to us. And the foundation and foundation is starting um to support in that work as well to make sure that, you know, our students we we ensure that we have their email addresses and their um what the decisions that they've made, we have that information so that we can stay connected to them um throughout their journey um after they after graduation. And that's
an area that we have not been the best with and the foundation is helping us to really organize that in in a better way. >> very encouraged to hear that just because their opportunities are continuing to grow here in Flagler County, especially with expansion that's going on. Um there are going to be more jobs available than have been in time past. So, being able to I I was at the bank the other day and I was just doing some there and she realized I was a school board member. She was, "Oh, I I went to FPC." You know, I was like, "I I just love to see that you graduated and you found a career right here at home, you know?" So. And we're we are seeing that um FPC I want to say they
said that about 50% of their staff are graduates of Flagler Schools. Um and then now we're seeing where where where you know, um Matanzas is now that they're past year 20, we're starting to see that as well. Um us hiring um many individuals that um that went to graduate from Matanzas. And so, across the organization, we have a large number of individuals that work for the school district that went to school here within the school district. I mean, it's it's sometimes scary, you know, for not scary, but it's like, "Oh my gosh." You know, now that um many of our students are like me, I've been in the organization I think this is year 17 or 18 and now I'm working with our our with my my students are now my peers, you know? And
so, um those changes we we see them definitely happening. >> And that's a good point because, you know, if you think about it, being the largest employer it for the last 50 years Flagler Schools has been one of the greatest places for opportunity, right? >> Yes, absolutely. Yeah. >> [laughter] >> All right. Thank you. Thank you. Thank you. Thanks. Okay. 12.03 for little personal items. Um Mr. Walker, on the personnel changes, there's one in the first section appointments non-instructional second from the bottom Steven Vedala. >> Yeah. Says it's being replaced with Steven Vedala. >> That is correct. That is correct. So. >> happen? The employee is coming back and replacing himself. >> left, employee has reapplied and has been selected for the role that they vacated. >> [laughter] >> Okay. Yes. Okay, they they So,
he Correct. He vacated the spot and then was like, "No, never mind. I'm coming back." Yeah, yeah, yeah. We're that good. [laughter] I would It was also italicized so you could see where I thought maybe it was a placeholder and >> No, no, no, that was a good one. Yeah. Well, come up with a new We'll call it a boomerang. Yeah. [laughter] I will tell you this is a When I saw this come across, I sent an email to this employee and said, "Welcome back. So happy to have you back um with us." Um but to in all seriousness, we talk about this and say that we want to onboard people, we want to retain them, but we want to also offboard people in a way that if something changes within your circumstances, you will
consider to come back to us. And there are many individuals that have to leave for different reasons, you know? We have employees that leave because their family direct dynamic changes. And so, when the time comes that they can come back, we want them to consider coming back. And so, this is a great example of that. Um and so, we're happy to welcome him back home. That's great. Anything else? Thanks, Mr. Walker. Thank you. 12.01 project priority list with Mr. Bush. Thank you. Good afternoon, Chair, Board Member, Superintendent. Um it's a project priority list for uh flooring at Bunnell Elementary School building uh 10 second floor and Buddy Worth building six and nine. Um I brought this before you on the 24th and bringing it back. >> this is déjà vu. Yes. Just bringing it back
before you. >> Okay. Take a re-vote on it. So, it's going through the full cycle and so, now it's like, do you have any last-minute questions as it is going to the 6:00 p.m. board meeting? >> Correct. I appreciate that you're keeping our campuses beautiful and getting them Keep them I have a good team. Yeah. They had visitors to Rymfire um you know, and I was visiting and somebody commented this Taylor I think they're uh reading coach [clears throat] that the visitor said, "How old is your school here?" Cuz they're from out of the county. She was like, "Oh, it's a little over 20 years." And "What? This is an over 20-year school." They were astounded because of how beautiful it looks. And >> And that was Rymfire? Yeah. >> Yeah. That's 100% because Didn't
we just repaint and seal that building? Yeah. I mean, it that made a big difference. >> Yeah. And you have the sun and And it still looks good. Yeah. It's actually one of the most common comments that we get when we tour individuals that are our community and outside of our community. Um at every tour and and the foundation will attest to this every single tour you have someone that will make a comment about the upkeep of our buildings. And we enjoy bringing our local community and to show because I think it's a great example of um us really being responsible with our the dollars that our our communities invested in our school and keeping it it it [clears throat] nice and fresh. And so, the team really does a great job. Our plant services
team and our custodial team, they do a phenomenal job of ensuring that our campuses um are in their best shape for our for our young people. >> when you've got a thousand kids beating that up every day. >> [laughter] >> Exactly. Yes. And we just did some great work at Wadsworth. I was there a year or Monday? Yesterday? I guess Monday was yesterday. I was there yesterday at Wadsworth and they just got some new carpet and they got new paint and um which is, you know, no fun doing in the middle of the year, but the um staff were very pleased with it. It looks really really really good. Yeah. So, great job. Kudos to you and um Ms. Nancy for all that you guys do to make sure our our buildings are prepared. Thank
you. Thank you, Mr. Okay. Then 12.02. Um this is a survey 6.2. Um again, it's to um allow to use CO and DS funds. >> [clears throat] >> Um and this is for buildings at Bunnell Elementary School flooring again for buildings um three and 18 to replace the flooring. And this again is a step one of a two-step process. Once we go through the survey and it's approved, then I'll be coming back in front of you for the project priority list approval as well. >> Then we vote on this. It's three steps you get. Aren't you lucky? >> And well, and DOE's in there, they have to approve all of the you know, the same thing. So, yes. Any questions? All right. Thank you. >> Mr. Bush does take pride in coming before the board
and sharing the great things that are happening in >> the highlight of [laughter] his He does. He really does. And you're very organized with it all. Thank you. Okay. 17.01 unsolicited letter of interest to purchase the four-acre portion of Corp One. Mr. Pino, Mr. Friedman. Good afternoon, Madam Chair, Board Members and Superintendent Moore. This afternoon I'm bringing to you an unsolicited um interest to purchase a portion of the Corp One property. Specifically, the proposal is to acquire the back four-acre portion of um Corp One. Please note that Corp One was declared um a surplus. It's in our surplus inventory. And it was by board resolution in October 2014. And then the current Ed Plan survey recommends discontinued use of um the facility for educational or ancillary use. And as part of due diligence, staff acquired
two appraisals which have which is attached to the agenda item and um the ask [clears throat] uh for when it returns to the board on April the 28th for board action is for the board to provide direction to staff um uh number one, to initiate a process for possible disposition of the property in accordance with applicable law and board procedures, and then include which includes public notice and competitive solicitation or to decline this unsolicited proposal. Um if you have any questions, I'm ready to answer them. Can you help me understand why they said that it shouldn't be used for ancillary services? Um I'm not aware of um what the the history of why they determined that. I mean, I could see for an educational building, I think in today's day and age the buffer needed
for safety and all of that and just the traffic nightmare with bussing. Anything in there would be horrible. But um just wondering you know, other ancillary I know we'd have to build from scratch. I was thinking that, too. Right. But um the other piece that I'm wondering is uh at one of the school board meetings that they provided in the spring, uh there was a vendor there that was uh sharing information about how you can lease pieces, parcels of your property that you actually earn money from >> [clears throat] >> due to renting out to cell phone towers, essentially. Is the location of this uh is that out of ordinance with the city to to do something like that? A cell phone a cell phone tower? I know that this that the city and the
county have a plan for the where the cell phones are going. They have plans in different areas around the county to make sure there's there's coverage for the area. There's already a cell phone cell tower, as you know, um right behind Wadsworth um area. Yeah. And then the the next one geez, I'm not sure the next one is probably up by Matanzas Woods. So, I'm not sure that lends itself to [clears throat] >> Yeah, my understanding from them is that you know, there isn't a such a thing as too many. That they need due to the demand on the especially in the middle of town, right? Demand on the signals that you can actually turn this into revenue revenue generating funds with the land that you're not utilizing. But this is a smack dab of
middle of town. I don't know if there's um certain zoning that would prevent us from being able to do so. And that's my question is I understand the sale provides an immediate income for this piece of land that we don't see us putting an educational facility on, but if we were to lease it in order to achieve a revenue income stream from a cell tower lease, how how would that play out for us? Well, currently the property is zoned com two, which means it is um the allowable use for that is institutional medical, retail and professional offices. Um I'm aware of of a cell tower that is being considered on somewhere near Moody on Moody. And uh Palm Coast do have places where they're going to put in cell towers. Mhm. Well, one thing just
I and I was at one the same meeting. We did learn a lot from them and it was actually Diamond Communications that was there. And I do know they already have an agreement with City of Palm Coast and they've identified sites that were on city land. Um it's not to say that they couldn't see an opportunity somewhere else cuz this was obviously not available. Um you know, that that's you know, any if we have land that we can use to generate uh income that we're not going to use um in the near future. The key The thing is is that we know it's not popular if it's going to be near a a school cuz we've already dealt with that with uh with the two towers we have near our schools have been gotten a
lot of criticism that were there from a long time ago. They have leases of 20 plus years, so we really can't do anything about that now. Um you know, that property um well, might may not be uh an ideal place for a school, but it could be used in the future for uh administrative purposes, you know, as uh or consolidation of programs. Like for example, I I was just thinking the other day when this popped up and I was like, what else would we use that for? And as we're growing, we see all the homes going out west. Uh we're going to have to expand more schools out that way. The district's needs are going to grow. You know, we have things scattered all over the place right now, including the the uh the courthouse
building. We got many programs there. We're here to excuse me. You know, could one day we need um a a Flagler schools um you know, headquarters where a lot of these programs could be consolidated into one building. You know, I that may not be today, but as board, we you know, we sometimes got to kind of look you know, beyond maybe even our own terms. And additional transportation people and services. >> central. So So, I mean, these are just again, I this is not this is just very 30,000 square our feet um view. Um but I I would just try to wrench on what else could we use that property for. But you know, we could also look at it and say um you know, if we did sell this property, what what other capital
projects could we uh could we do with that if we sold it? Cuz it's my understanding if we sold that property, that would have to go into the capital fund, right? So, we can't it wouldn't go to general funds. We can't just say, let's sell it and >> we The public is aware it wouldn't be used for salaries. It would have to be used for capital improvements. >> Exactly. I I have people in the community say that. They say like, well, why don't you just sell that some land? And I'm like, well, that's not going to solve the problem you think we are going to be able to that you're bringing forward by selling land. Um so again, you know, we have to balance it cuz it is it is true that you know, if
we're not going to ever use it for educational purposes, it's probably it's probably better to release it, but um we have to look at those We got to weigh those things out cuz You're thinking exactly what I was kind of going through the same thing to ensure like what's the best decision here, right? Um and I I remember that when we were speaking to the YMCA folks, we said, well, maybe in the future, you know, we we're not in the the mindset to give you cash, but if we could give an in-kind uh land donation, which would also ease some of the burden on our swimming needs, swimming pool needs. Is this area conducive to that? Are we are we uh what else would be available? It could be, but I think they were at
least from the what I remember, that they've already worked something out with the city tentatively for you know, that I mean, that that's been I thought they were wanting to come back to us with a >> in concrete. >> So, they um they are definitely coming back to um us. We've been going back and forth with the MOU uh with the uh City of Palm Coast because the last time the uh YMCA was here, the board indicated you were not necessarily interested in going into a direct partnership with the YMCA, but would consider um a partnership with uh potentially with the City of Palm Coast. So, we have been going back and forth. Um actually, the City of Palm Coast MOU was slated to come to this um agenda item, um but the um recommended
recommendations are still going back. So, we're still in that negotiation. So, they're still going to come before you asking for the same request that has been >> have a does the city have a lot for them or would this be one of the same? >> Yes. Yes. But you know, it's a good point that you brought up though, you know, um that is always something that can can happen [clears throat] whether it's the Y or something else that that would benefit the district. Um but I I just going back to the agenda item, um I do want to express some concerns with the the way this um the offer is has been brought forward because it it it in my view um could diminish the value of the rest of the land by selling just
a portion of the land. Um because you know, one thing and my question is is that is that the highest and best zoning use for that property? Is there a higher zoning commercially for that um place? It could it also be rezoned for residential? Because just like anything, you know, you have um a piece of property and it's what you can do with it that brings the value. Right? That they you had properties down in Miami that were right on on on uh downtown on Brickell Avenue that had a small uh building on it, maybe three stories, but now the land is worth so much more cuz they could go a hundred up, right? So, again, you you want to sell your property for highest and best use and the best highest land value. So,
that's something to consider. Um the you know, uh by by selling a a a subdividing it and selling a portion I think might make the other part less value if somebody had a larger project. And I would think that in a prime location like that, that would be more appealing to some sort of a larger project than a one-off type of retail. >> definitely we would have to subdivide it. We'd probably have to do an easement um uh amendment so that we could use the storm water going into where that pond is. Um so in the last board meeting I think it was that we brought this property forward which was I think in 2017 we had a somebody that was interested in it. Um we had an appraisal done and the board basically said,
"Hey, let's let's hold on to it for the value of the property." And that's kind of where staff has been. And then when the MOU that we're working with the city of Palm Coast were working on different options that might involve this property. So How much of that 7 acres is buildable? Is it the whole thing? The whole thing. Yeah, it's pretty much clear. There used to wasn't that Flagler Technical College? >> to be Flagler Technical College and then we had some portables there where we had Step Up and then we removed those and it's just been vacant for the last three three years. And I have a couple questions so with the appraisals so I know there were two done, correct? So both of them though they're very different. So one is 4.4 million,
the other is 6.01. So [clears throat] it's like a million and a half difference. So if and I know like for today like we're not deciding to if we're selling it or not. We're just deciding for you you know obviously for the public to know if for them to move forward with it. But would this be something you would market more to everybody to try to get more of a bigger value cuz that's I mean they both appraised to pretty big different amounts. If the board decides to go forward with disposing the property we would have to legally notice for a for a sealed bid procedure and so whoever is out there for 30 days the we will be getting those that notice out there and Did Did they commission Did they Did the buyer
commission these appraisals or did we? We did. >> Okay, got you. And yeah, I I will say Mr. Meers when it comes to appraisals appraisals cuz that's the world I live in. It is an opinion of value. It's not a it's it's not a fact. It's it's an art to appraise property. It's not to say that either one is more right or wrong than the other but through the lens that appraiser looked at it that's the value they came up with. >> Yeah. And that's why I say it's important to to not just go off appraisal because it's highest and best use. And so that if if that this property has the ability to do a lot more than its current zoning potentially could be worth more if that zoning could be upped for a
bigger project. Again, I don't know exactly if that's even possible, right? But I'm just saying in real estate you're always looking to get highest and best use when you when you sell the property. So but I I just going back to why they determined it surplus I think it's again just looking at the lens at the moment, right? You're not thinking that was years and years that was several years ago, right? Before I I think I was even on the board. So at that time you would say, "Yeah, that that makes no sense to put a school right in the middle of Palm Coast Parkway, right?" But you know now that we're growing and we see that there might be different types of uses maybe it it it's not surplus. Maybe we we we could
use that cuz you imagine if we had to build if we had to build the GSB and everything else and we had to build a headquarters gosh the cost of land to do that would be almost prohibitive, you know? For that a long-term plan. But so those are just some of my thoughts on this whole thing since this agenda came And I think too I was you know obviously brainstorming like you were as well. Like my first thing that comes to mind is we have the Flagler Youth Center for primarily FPC, Buddy Taylor. We don't necessarily have one on this side but then again is that even the best in state this location? And this is just brainstorming but is that a good place? Maybe it wasn't, maybe it is now but maybe Matanzas has
place for that. I'm just thinking future cuz that's a big you know. Well, I think the mere the mere fact that we've all been our wheels have been turning that there might be a use for this property But there also could be a use too like this amount of funding depending on appraisal to put towards another project in a different type of location. >> Exactly. So but again like I think this is >> And I think that that's a fair thing to assess too you know that maybe we're not but we we were were waiting for the right place to to take those dollars, right? We don't have the need right now. >> Mr. Freeman, since this sale would only go towards capital expenditures is there anything in the kind of capital wish list that
we don't have the funds for that is um you know, something we'd like to be able to do? Is there Is there If we did sell it, what are we saying that we would project we'd spend that money on if anything? Well, there's there's always you know we have a five-year capital plan which we have many things on there and then it then it even goes beyond that. We have deferred maintenance that we have So are we in like budgetary trouble in any of those areas where this would provide some relief in order to achieve those goals? It it I don't think that we are. I think that we have to prioritize and do those projects that need to be done in accordance with the time frame and I think Mr. Bush and Ms. Warmack
have done that really well and being able to schedule when those projects are completed. There's always going to be a project though that's waiting, right? And so yeah to answer your question to answer the first part are we like in financial trouble that we need to do this in order to get a major project done? I would say no. However, I would also say if this property were to be sold it does allow for other projects that are currently on the deferred list to to be done sooner than they are currently scheduled to be done. >> forward this is just to to go if you're interested not that we're going to accept that offer that's there, right? Yeah. This is just giving us the direction of do you want us to move forward with >>
[clears throat] >> the selling of the property or are you do you not want us to to move forward with that and then it will be a property that we will continue to have for future for future use. I think also anytime we receive a proposal we should also be looking at well what type of facility are they looking to build there, right? Is it in the best interest of our community? So sounds like this is a set of offices that they are intending to lease out to medical professionals, right? So there's already a lot of those little kind of lease out you know, mini houses over in that area. Is that what they're looking to do here? What they're looking to do is 40-bed rehabilitation facility for more serious accidents. Okay. So So that
way they can go right from the hospital and do their physical therapy there for a longer term. Okay. But with the understanding that they may not be the individual that actually purchased the the property. Right. Yeah. No, I understand. >> And we have this one this property we received Was it Waffle House? Yeah, Waffle House wanted this property. It's a there is a small portion of it. A small portion of it, right? Yeah, they wanted a small portion of it but this property in the last year has gotten at least two unsolicited And there's there is less and less commercial land on Palm Coast Parkway. It's almost built out unless you knock something down for sure. Like Wawa that was that was knocked that was a four-story office building and they knocked it down. So
is there any additional information that you need as a board in preparation for the April 28th meeting where this item will appear? I I would like to see what items on our five-year plan we would escalate if we received these funds. So I think what would we prioritize We can provide that like a list but with the understanding remember if something breaks that has to be I understand that but it you know Cuz sometimes that's what happens like we were going to do It's like when you get a bonus at work and then the car trashes and that's what we're not going to do. And you were going to you know, do the pool, right? That's pretty much the rule of how my life goes. >> [laughter] >> But it's like if things were to
align in the stars Okay. what would we want to see? Go ahead. I kind of I think that our five-year plan already shows that if we would start working off of things on the five-year plan and So that was going to be my question. Like are you wanting us the instead of bringing this forward on the 28th, are you wanting us to bring forward our five-year plan again to say this is what our five-year plan was? >> we're if you're getting an additional four and a half million, potentially five million dollars, then it's it's escalating items on the five-year plan. So what would you also be able to do in what would be able to add on in that five years? Like what would we because that we have to get that money from the
five-year plan if this doesn't go through. Like what are the things >> We would start moving things up on the five-year plan. What would going to be done It wouldn't be like a special project. I think that's what we're getting at. Like I don't if I'm understanding, there isn't like a wish list for a special project in the five-year plan. It's just the five-year plan has to be executed and you would be able to move some things up and get it done. >> year six and move them in >> Right, but then you're That means those items you're like, okay, that would be So we're going to add these items, right, to take spot, right? It's like what's next in line. >> Yeah, it just means that >> So what would we be able to
kind of realize earlier? So I well I I would sug- what I think would be uh here's my suggestion is that why don't you just email us all the five-year plan so we can look through it and just see uh what's what's on there and cuz it basically as I'm hearing Mr. Freeman is that if we if we if we put more into the five-year plan, then then what's on year six will move sooner, right? Because it it you're just moving in you're just advancing the process. >> five-year plan doesn't typically have what's on year six. That's what Do you remember what was it last year? It was like oh the chillers went at the high school and we knew it was going to happen, but we just didn't have the money and then they
went. So it's like, well, what is the thing that we would love to really take care of now? >> And and I will say I think Miss Chong said it a little bit. You know, we also with the consideration that we would be bringing forward the conversation with the city, right? You'll make a decision yes or no with that. A portion of these dollars could be used for that as well as a portion of it for our capital or all of it just for our capital. >> you're talking >> City of Palm Coast. The city of Palm Coast for the pool, but not the YMCA pool, a different pool. >> So the pool would be potentially So that the could just be our pool. Yeah, so that's what I was thinking when we talked and
I don't want to get off track, but months and months ago when we initially spoke about the pool prior to YMCA and I know I did my research. I know everyone else did too and some of us mentioned it like what if we built our own pool for Flagler schools and and I'm just throwing this out there. It's not like, you know, but if we did have the funds that that may be answering what you're like. If we had the five-year plan and we already discussed a pool and we had the funding to have a school pool where then we didn't have to give three million dollars to someone else or if we don't give three million dollars, spend thousands of dollars quarterly or whatever to use their pool. Have one internally. >> we'll obviously
expand more on this when we have an agenda, but I I have thought about that also and I and I and you know And I'm not trying to jump ahead. I'm just trying to think >> Yeah, just because this has come up and gets your wheels turning and it's like, you know, gosh, you know, here's if if this isn't a a fair assessment, here's six million dollars. I don't think it takes anywhere near six million dollars to build an Olympic size pool for >> I already did the math. We could make one, but >> Yeah, so yeah, bring that and you know, we all looked into the those different scenario. We'll bring all of our wisdom together on that agenda item and and see what the best you know, it's it just because we're talking
about it is that you know, the the building of the pool is is one thing, but then it's the ongoing management. I'd want some of that money to serve the first couple years of maintaining it. Cuz if you're going to do it, it needs to be done right and >> lifeguards. You got to have hire somebody to put the pool >> we don't want to get into a similar thing where we had with with the with the pool we have now because we want to give community access, but it you know, keeping it available all the time for just when you just show up is very expensive. For us to just operate it as a student focused pool, it's we're only you know, of course we have the maintenance costs that are fixed, but then
we're only administer have personnel there when we're using it, right? Not like a you know, come as you come as you go and come and go. So you know, but there's there's many ways to address that and the YMCA could be one of them, but there are other ways to do that also. So So I guess we'll we'll expand more on I didn't want to jump ahead. A couple couple things that are still related to put to this discussion and the question of what information do do you need? We will bring forward as soon as we have it the proposed agreement with the city of Palm Coast, >> [clears throat] >> the MOU for you to consider. When we talk about that that agreement, that agreement is in its current form is this board and
partnership with the city of Palm Coast to build a a pool that will then be operated by the YMCA. Just so that the community is not conflicted, right? This is not talking about two separate pools. When we think about the city of Palm Coast and Flagler schools going to partnership, this is one pool that would be for the community that the city of Palm Coast would work with Flagler schools to build because we currently partner on two pools right now, right? Our our students use the free the aquatic center, a free to zumba. It's called different name now, but the free to zumba pool and we use the bel-air pool that we own in order to meet the needs of our swim team. And so in order to meet the needs of our swim team,
this MOU is proposing we go in together, we build this pool. The city of Palm Coast would collaborate with the YMCA in order to operate the pool, okay? So I just want the community to be >> pool, not at the YMCA pool, but building a pool so the YMCA would have two pools. That that is not >> the one pool. It's not two pools that we're talking about. We're talking about one pool. Now when you as a board, if you are considering once you're going to consider that yes, we're going to go into this partnership with city of Palm Coast. No, we're not going to go into this partnership with the city of Palm Coast. Then based on that that decision, you will have to we have to make some decisions. If it is yes,
then great. We'll have a pool that our students can use and it meets the needs of both of our schools. If the answer is no, then the board is going to have to consider what's next for the dying pool that we have and what's next when the pool actually comes and this free to zumba pool pool is no longer available, right? So when [clears throat] when when this keep is coming up around this is it possible for you to sell this property in its entirety or portion of it, whichever the board decides and use a portion of that for your agreement with the city of Palm Coast? Yes. Is it possible for you to sell this property and use a portion or all of it to expedite your five-year plan? Yes. You can absolutely do
do that. You know, is it possible for you to get it and keep it keep your five-year plan and really it be available to you for emergencies that come up? Yes. So for us, we just need to know from you you know, are you okay with the timeline that we have before us related to the selling or not of this property? Are you Do you want to move it and not have this conversation until you hear the conversation around the city of Palm Coast or are you okay to make a decision about this on the 28th? And if yes or no, is there any additional information you need to provide to us to give direction related to just this property? If we're going to keep it or if we're going to sell it. So do
you want to Should we do this as an email and everybody respond or I think that if there's something that we need, if you guys could tell us of course now like Miss Reddy wants the the five-year and some of the deferred items that are on that list. She wants that. We can provide that. We can bring that to the good of the public at the meeting that's going to happen at 1:00 so that the public can hear it or we can just bring it to the 6:00. We have that information as well. Miss Moore, we might have that MOU where we could bring it to the information meeting at the 1:00 which might help define what we do at the 6:00. >> Yeah. Well, I would say based on everything I've seen here just
from my position, I I the way that this this unsolicited offer came in for part a part of the property, I'm really not interested in the selling of the property in that fashion. Like I if we're going to sell this, I think we we put it we would put it out for we do it the right way. We would control the the sale by putting it out, selling the whole parcel, get the maximum value if we have a reason to use the money. So I don't right now we don't we've tossed around potential ideas. So I don't think we're in a we're in a position right now to say, hey, yeah, we want to put it on the market from my my position as of today. So, I think we should we should just table
this and then let's hear the YMCA's offer coming up here, their proposal I should say, and then and then go from there. That that that's the way I I would see it. >> My understanding is that we're just putting it out there that we're interested in selling it, not that we're accepting any offers. Mhm. Well, I'm I'm not Okay, so I'm not I'm not really until I hear You're not interested in selling it. You want to sell it to them. as of today. If we're going to do it, I want a purpose. Like if we're going to build our own pool, you know. But the YMCA, aren't they still just still asking for $3 million? So, that I don't think is changing. They want $3 million. So, I think but we don't have $3 million.
Right. Which I I mean again, that's another we'll we'll debate that thing. But again, they they want they want us to give them $3 million. We're going to have to really justify how that really benefits Flagler schools. Um but and how we get that money. So, again, just going back to So, we have $3 million. Well, why don't we build Maybe we build our own pool for our for for Flagler schools and and still give access to the community. Um they're a private entity. You know, they can they can also raise money to to build another pool. Cuz I honestly don't think that one pool we're going to this pool is going to out be out is going to be um uh not sufficient for the community um and our students because we're going to
close likely um Belle Terre cuz we're not going to keep that going if we're cuz if we're shifting the cost over there and Palm Coast is they want to close their pool. So, you got two pools going down and then you got a whole community using this one pool and the schools. Um you know, I'm not very optimistic that it's it's going to be able to service all of us. And and if we're going to put our money in it we need to have a priority for all the uses that we need as an educational facility. And then yes, we we'll we can do um use of facilities access, right? Unless somebody else must have come in and operate it like the county or the city would a partner with us. >> time that YMCA
was there, we asked questions about the pool size and it wasn't the you know, Olympic size pool or whatever that a typical high school would race in, I guess. So, I guess we'd have concerns of what size pool would they build. What um when we look at the um um estimate on what the land value here is, right? Well, Mr. Furry says, well, that's not necessarily based upon the best use uh of the of the I'm assuming they're estimating that based upon what commercial property was sold in the area, what it's going for you know, per acre, right? So, um if we on the flip side, if we waited for somebody who has the funds and willing to build a four-story high-rise and get as many commercial items offices in there, that might uh take
an extraordinary amount of time, right? So, you have to kind of weigh, well, what's the likelihood of somebody who's going to build a three or four-story item that's going to pay maybe $7 million? Is there additional cost to us for us to um besides just the delayed gratification of the money, is there additional cost when we decide to put something up for sale? Like we we have to do another survey and all that great stuff or anything like that or we just say, hey, we we need a realtor and they're going to come up here and list it. Um The appraisal is good only for 6 months then we will have to and we'll have to do another one. If after 1 year we decide to if we decide to table it for another year,
then we have to get another two appraisals because our statute you have to have if the property is more than worth more than $500,000, then you have to have two or three and then um a survey if we're going to really go into the purchase sale agreement and then the closing cost. That's it. But these people you know, when they say, hey, we're interested, that's up for negotiation, right? They wanted that bad, we could say, you pay the closing costs, right? Yes. But it will have to go through the negotiations. Yeah, and sometimes when I when somebody's going to buy it to do something else, they they'll if it's worthwhile based on the price of the property, it's a subject to purchase. So, if if they identify that you know, this would be a good
use for this property, it there are zonings that are higher and uses that are higher than the current one and they they go to the county or the city to get that approval. The sale is contingent upon that in some cases. >> Mhm. Uh that often time yields you a higher price because they know they're getting what they want rather than buying it, taking the risk of the city's not going to give them the zone the up zoning or the up use. So, I mean again, these are just strategies um and to make sure we get the highest and best amount of money for that land um whatever we decide to do with the property. Can we Is it okay if we go to each board member and decide if we're going to put this
on the next meeting? That's what you like, yeah. Um Um I just had one more question. So, with the the picture that's up there now, the purple or pink and blue, whatever, um they are only wanting to purchase a certain amount. And so, is it the the red the red. Um and so, but we own the entire section. So, like that's something for us to consider, too. Okay. So, They want to, right? But there may be somebody out there that wants to buy the whole thing. Right. We just never It's not offered for sale. They're just saying this is what we need. We don't need the whole thing. We just need all we just need the Yeah, they just want that and this is how much they want to spend. So, if we decided hypothetically
like yes, you know, let's just put it out to see, someone could come back and say, I would like to purchase that whole whole block and still at the end of the day we are we make that decision if we are going to do it or not. I I'm All right, are we making this decision now for the As far as like, do you need any more information for the 28th to decide if you want to go forward with the sale? >> Yeah, I feel like there was really good information from what you sent us, so thank you. And then you just answered my last question. So, I feel you know, we're not deciding to sell it today, but I would be fine with seeing you know, if there was interest in someone wanting to
purchase the whole thing and then just to see you know, and then we know our >> So, you're you're you're good. You don't need anything else for the 28th for the current timeline I think you for everything. I But my understanding Okay, let me just make sure we're we're all on the same page here. Is this agenda item to approve or deny this unsolicited request or is this agenda item to to put this on the market for sale? That's two Yeah, it's two prong. Do you want it to be disposed and do you want to decline the proposal? Okay. Got it. So, it's two prong on this particular request here. Are we Are we adding Do we want it to be disposed based on this conversation? Um we would want staff would request your direction.
>> Direction. Okay, got it. Okay. How much other property do we have? Uh cuz one of my other things that I've been thinking about is you know, affordability for our uh you know, paras or those who are making less than $20 an hour. I would love to be able to offer some you know, modular housing or things of that nature. So, you know, down the future once I can kind of research that more and bring that up with a proposal. >> actually like several thousands houses for teachers. That's just for a development that's already coming and they're saying that they would provide a certain price for teachers, police officers, which a para making $17, $18 an hour is not going to afford a $300,000 house. So, what I'm talking about is like you know, they
have you know, us having kind of our modular homes that we could put and say, okay, you if you earn less than a certain amount in the district and you can >> [clears throat] >> apply to live there, that kind of thing. Like it would still be owned by us, not like a whole development. I I just want to say one more thing to add to this, chair, is that you you brought up another point that why I think that I I don't know if we we we should um or we can give direction on whether we want to sell it or not, but as you just mentioned, we have many other properties and some of these properties are really properties that we will likely never build a school on that we may be able
to sell to accomplish certain things like for example, the pool that that that it may it maybe it's not a $7, $6 million property, but it might it might bring us a million dollars or a couple of them will bring us $2 million to do to do the project and and maybe it would better serve that we we sell those properties over the prime property here uh and and then just have a surplus in the bank uh cuz we're not looking to to reinvest $6 million right away, then you know, we're just going to get the interest that we get in in the account versus the appreciation while we're waiting to decide what we're going to do with those That's That's my only point is this is not the only marketable property that we own.
Honestly, I think this one has more potential for us to use for some of the things we talked about today than some of the other properties that we own that are more scattered out around town that are not big enough for a school campus the way we do them today, you know, if we go to smaller campuses maybe. Um So I I I think we should be looking at this not one property at a time. I think we should have a whole agenda item on let's review all of our property holdings and assess, hey, do we really need these properties, not just this corporate one? Cuz I guarantee we put this on the market, we're going to get it we're going to get a ton of offers. An appraisal is only an ask price. People
can if if we put this out there and 10 people want it, they will bid it higher than the appraisal. Um because what they can do with it that that determines the value. So I think that but I think it is worthy of us to say, you know, hey, we got this land. If we sell it, it also there is some there is some benefit to the community. If we sell a land, uh right now it's not taxable because we own it. Right. Uh if there is a use out there that we're not never going to use this, we might as well sell it and let it get into the tax base uh and let's face it, we want more commercial and some cases our land could could be commercial. I think we have to
do the assessment. So that that's my suggestion. Um is to do a a whole agenda item if all of us get acquainted because we did have something like that since I've been on the board. We did do a review of property, but it's been a while and you haven't been afforded that opportunity since you've been on the board. I think it's valuable for you to know that. And then let's maybe we put together a a a plan on on land liquidation that we're not going to use. >> we want to let go and what projects we would want to fund with those. Yeah. That's that's my suggestion. >> But also keeping in mind that I know where there are some schools where we are kind of tickling the capacity number. So we'd have to identify
which one is best to keep in our back pocket for a school. >> E- Exactly. >> now, Ms. Reddy, do you want to see this on the 28th agenda or do you want to wait and we'll look at all the properties? I think that this has brought up an interesting point and that I think we should plan so that we're better prepared for any offerings like this. And so I I'm not interested in um Don't tell us about your vote. Tell us if you want this to move forward to the So right now it's scheduled to go to the next agenda item. I have all I need to make a vote. Okay. So. Okay, perfect. So So we'll have it on there. So we're seeking two uh directions in this vote. Do we want to
sell it to this unsolicited buyer? Mhm. And yes or no. And and then from there, it's do we want at that point do we want to sell the other half of it? Mhm. Right? Or or do we want to not sell to them and keep the property or put the the whole thing on the market right now. Make sure this recommendation is really clear. What I'm reading isn't just saying it like an interest of what I thought it was just the sale. I didn't know we were trying to give direction to to for the other property. if we what we were going to do if we didn't sell it to the unsolicited We don't want to we didn't ask for this it's uh this request. And so I I thought we were just saying yes
or no to this and I didn't I didn't want to have to make a decision on whether or not we were going to sell it beyond that solicitation. That's my that's what I'm saying. So. And with the information that's coming up with the MOU with the city, that I think kind of is another option. Yeah, so for for the coming meeting that this is going to go forward, no board members do not need more information at this time. What we will be um discussing is your response to this unsolicited and then any um any direction beyond that. So if it is yes, then we know what that is. If it is no, then no, that's it. I'm holding it. No, we um we don't want to take this, but we do want to look at
potentially selling this property. >> What what I I'd like to see this agenda item come back just with the yes or no, do we want to sell to this? Yep. That that's what I'm saying. Let's leave the decision on whether or not we're going to sell it for another Absolutely. As two cuz that will be need to be two separate items anyways. Absolutely. Would you like me to send you the link from the previous board meeting where we talked about property? Um there was a on different options and all our property that we have. Yeah. Or do are you wanting a new agenda >> cuz we haven't acquired any more since then. Nope. We have we have We have the whole video, right? On there. Do you all Do you all want it on a
Well, I think for me what would be helpful is if you I'm sure it's on a like a table, like a chart or It's all on a PowerPoint. >> just, you know, is it buildable? Is it not? Because, you know, if it's just wetlands and it's 40,000 an acre to build, then something that would help me just to see. Um I did keep up with I have a list of like how what land we have and what is buildable, but if you have anything that we could all have the same item. There were options of you know, this piece of property could hold a elementary school or you know, whatever the option was. >> is the full presentation that we got Yes. Okay, right. When when it was presented. Okay. Yeah, that was the >>
Yeah, I think just on a table for me and then >> [clears throat] >> Okay, so just for a recap so that we know we have clear direction, the board is going to be considering this unsolicited letter of interest um to either uh accept this or or decline it um and then we will be following up to provide uh to the board the adjust a a um the link to the previous meeting that went over all of our property toward the good of the um community. We will link that presentation that we're sending to the board, we'll link that presentation into board docs connected to this item since it has come up alongside this item just in case there is a board uh there is a community member that also wants to go and see
it and they don't have to like submit a records request or anything for that. We're going to just put that link in this item um on on board docs >> Mhm. um for the community to have access to that same presentation as well. It is one of our previous board meeting presentations. Is that clear? We're We're good with that? That's what I said. Okay. All right, thank you. Thank you. Thank you. Thank you. Thank you, Mr. Freeman. Okay, do we have anybody for public comments? We don't have any public comments. All right, any board member requests? Yes. So I'd like to see um So I I mentioned before, so the salary matrix, uh just like getting it updated cuz I was told it needed to be updated. Um so like the pay scales for everything
and just to see what the time frame would be on how to cuz I know it would be a a big ask and take time and to like prioritize, but just to get an update. >> matrix you um is that that usually comes out um for the board approval of our salary schedules. In July. Yes, so >> we can send what our current one is, but we'll be bringing it back to the board again in July. But updating it. So from my understanding, the formulas and everything like the actual numbers, like how much this person makes and this and all of it, they're like it's not as updated or it needs to be it was needed to be re-looked at. It was it was a conversation months ago. Um I I'm just I was trying
to see basically an ask that we could approach it in so like non-union administrative portion. So just from my research recently, and this would be obviously an agenda workshop, so I won't go into detail, but my ask is for us to focus on the non-union administrator salary matrix for staff to see if they could look into that, how we are equivalent to not only partnering counties, but counties that are equivalent in size of student population as well as staff population. Um So the study of the compensation Yeah, and it could potentially turn into a study. I'm I'm with you now. I'm sorry. I'm thinking about just our schedule. >> Cuz I know we have many salary matrixes, but I would like to focus on the non-union administration salary one for >> what we spoke at
at a meeting was when you're at a school administrator or district, you get placed on a step. Yes. >> But then you do not increase your step according to your years of service and you get a pay Are you thinking about compression? No. So it's not with instruction. increase only if your school is rated effective or highly effective. So we have people who could potentially be at the same step and only receive a raise that we as a school board say, hey, we're raising everybody's by 1 or 2%. So why is it that people are frozen at a step as opposed to saying, hey, uh you're a principal, you served 10 years, you should get your next year plus if your school is uh rated highly effective, right? I think that conversation went along with
the request for um taking a look at how we determine the ratios of admins to students. Um Yeah, and it's just so, you know, we've been talking a lot about retention um and leadership keeps maintains retention. So, I know this is a huge ask, but for staff to figure out, you know, can we start with a non-unit administrators, and we can workshop it and go in more detail, but I did a lot of like, you know, like Charlotte County and the an incoming assistant principal, the pay we have here, it is no joke, double for another county. And, you know, just so we are so we have leaders that can maintain our campuses, and we keep our leadership, and then grow new leaders that really want to be in those roles, so that's >> on
how people are how that step number is assigned to them when they're hired. Does that make sense? >> Yeah, yep, I'm with you now. So, focusing on the non-union administrator matrix, that would be my ask. I know we have many other matrixes, but of the pay scales, but that would be step one, I guess, if it had to be broken down, and your staff can see what they think. Okay. Thank you. Um as a reminder, I just wanted to ensure that it's on our agenda backlog to have the discussion about when we have an employee or staff member who is non-renewed, or if they resign in lieu of termination, that we review our policy allowing them to um have access to our after-school activities. Um the other item, a new request that I have is
I would like to, now that it's been in place for a year, an update regarding the use of the floating deputy um that we brought on new during this school year. Uh so, for example, uh how much overtime did that role save us? Maybe uh from having to uh acquire additional hours for different events. Uh what activities, services have they been providing over and above what we didn't have before the floating position? Um that kind of information would be super helpful. Thank you. Spray? Uh no, not for me. Okay. Nothing for me, so we'll go to closing >> comments. So, thank you for staff, every all in the emails back and forth, I appreciate it. There has been a lot of positive things going on in our Flagler schools, so I want to shout out
Buddy Taylor and Wadsworth. They host so many events at their campuses back to back to back, and I know it's a lot of work for our custodian staff, but the leadership team, but also the administrators, those assistant principals, principals, all the staff here science fair, the expo, Josh Cruise. So, that that was a lot of work from an outside. I was just attending, so I I just want to say thank you to all of those that participated, and the kids there really liked it. There were a lot of people there at all of both of those events, Josh Cruise and science fair. So, I just want to say thank you, and for parents or guardians, there's so many events, you can't make them all, but if you see something, try to just stop in. They
work very, very hard to make them happen and run, so thank you all so much. Uh so, last week I was able to visit Rimfire and observe each ASD class as what for the younger levels, as well as a good portion of the kindergarten classes um and gained some insight in terms of what support is needed for helping our children gain additional executive functioning skills. And what the kindergarten teachers are needing in terms of kindergarten readiness, as well as the importance of the para role and how that's evolved over time. Um I also attended their SAC meeting last week uh >> [clears throat] >> and they had a really robust meeting where they were going through the Title 1 compact. Uh if you're a parent of a child in a Title 1 school, it's the
document that comes at the beginning of the year where you are essentially um agreeing to fulfill certain requirements, but also it has the outline of the requirements that the teachers and the administration are going to do. Essentially, right, it takes that team to move students [clears throat] forward. Um we also discussed uh strategies to improve parent engagement at the activities. And what I've noticed over um the activities throughout this year and uh yeah, I was able to join science night and Josh Cruise. Those were probably the most attended events, and the reason is because they have student work on display, right? Parents will come and hear what you have to share with them about learning, but first and foremost, they want to see their student work on display. So, the Josh Cruise, I was able
to get the signatures of all the authors, or many of them, and they were able to perform excerpts of their piece, and it was a standing room only crowd. Uh the science night, there were uh that's where every school had their individual science fairs, and this was the district recognition of that work, and so there were wonderful projects put on display by the students, and the parents came out. And then we had stations. I had a lot of fun running the chemical change station. Um so, I had to put on my teacher hat for a little bit, but it was a lot of fun. And those are the types of things that bring parents in. So, when we have literacy night and math night, or other events, it can't just be what the teacher wants
to share. If you really want those parents to come out, put that student work on display. Um and so, it it's been lovely to see that participation, and the parents show up for that, right? Um Another call out I'd just like to make is that recognition of Ms. Tiffany Learn who passed away recently, and she was an educator in our district, and she had a very long and difficult battle that she was very brave, and unfortunately came to an end recently. I I was not able to attend the memorial service, but I hear it was moving and wonderful, and a good memory or recognition of a life well lived, and we wish her family all the best, and thank you for her uh years of service to our county. Thank you. So, yes, I just
want to thank staff also for being so well prepared again today. We had two meetings, we even had a executive session before this one, so it's a long day for them. And thank you, Superintendent Moore. Um and um also the uh my colleagues here have uh highlighted some great events that we had recently at the school. Uh I also was able to participate or attend, really, uh a community event out in Bunnell. It was the Bunnell History Day, and it was really great, and the the Flagler Historical Society was there, and you know, we we do give them space in in that uh in our engagement center, and uh it was a great event, and I will tell you, I'd seen it on pictures, but I finally saw it on on in person is the
the beautiful mural that was painted, uh and that's right next to the engagement center there, right there. And I was talking to the mayor, and she had said that um they're they're looking at actually expanding that and having making it more of a mural city, and there might be some more coming down down the line. So, it could become a great destination. You know, there's there's so much history in Bunnell. I mean, if we talk about history, you know, Palm Coast is is kind of young uh as you know, we're talking about '70s, '80s that it was uh started, and the city of Palm Coast was incorporated around 1999, but Bunnell, I mean, that's that's been around forever, and there's so much history there. Um and uh learned a lot, and it was a great
community event. Um but I what one thing that was really neat is to hear people so glad that we took over the old courthouse because they were worried about the fate of what that might become, and it was really cool to hear Everybody had a memory from I I got married there, I had this there, and they said, "Oh, they still got the jail cell in there?" I'm like, "What How do you know about that?" >> [laughter] >> But uh I said, "Yes, we do." But anyways, it was a a great event to highlight a great part of our community, and so I'll I'll close my comments with that. Um I just want to say thank you to the district staff for this last week, and also the board, and just being prepared. We've tried
to work a little extra to just uh make sure our meetings flow better, so thank you, I appreciate it. And yeah, so many great events have also been out in the community. I'm losing track of where I am >> [laughter] >> every day, but um it's nice that, you know, our community offers so much, and there's so many things to be a part of, so All right, thanks. I hope everybody has a great week. Happy 149th day of school. Um today it's been a a great day. Just a start to a great week. I I was able to get out and visit lots of schools yesterday and and that's all great. I want to thank the board. Really just your engagement, your consistency and what I appreciate the most about this board is that even
when you disagree, you disagree and you move on for what's best for our students and our community and I appreciate that. Our staff appreciates that as well. And then I want to thank our community. We often talk about all of these experiences we're able to afford to our students and many of them come come because of the investment that our community gives to our school district. So it's not just about our dollars that we're receiving from the state but the additional support that this community really puts in to ensure that our students have great experiences and so I want to just say thank you to the community for that. Last week we had our last round of data chats as we're going into our final push for the end of the school year. Our schools
have made some great academic progress and we are excited for our students to demonstrate what they have learned this year and they'll have that opportunity coming within the next 15-20 days as we start to do our final round of state assessments. >> [snorts] >> I want to end with two highlights. As a community in our mission, our vision, it talks about all of our students and we talk about diploma plus and when we started that conversation, we really started the conversation around we want to eliminate the opportunity for anybody to think that the plus is for it's for some but not for all. And so we identify different things that we have within our community, within our school district that really represents a plus for a group of students that maybe that plus isn't going
to be recognized across the state but it means something here in our community. And so we see that with our trail program and what they do with our stuff bus through the Flagler Education Foundation. Right? That means something to us in this community because they really operate that that warehouse and they deliver across our district when we have a school that is in need. But many of our community members may not know but we have a very small the cutest little coffee shop in our engagement center that is operated by our trail students. These are our student our young adults with disabilities and it is the best darn coffee shop in Flagler County. I mean, no offense to any businesses who have a coffee shop. But I I was talking to a community member. I
was I mean, our community, our mayors, our sheriff's department, so many of our community, they come and they they stop by and see our students in this coffee shop. I was saying to a community member, we got the best darn coffee in this little coffee shop that our students are doing and I brag it up every time. I don't drink coffee but I believe they're making the best coffee. >> [laughter] >> And so I had the opportunity to take a community member there yesterday and when we got there, she ordered some fancy coffee mixture and she sat down and she looked at me and she said, "This really is good." I said, "I told you. It really is, right?" And so it's around identifying areas where our students can continue to gain skills to be
productive members of our community. And then Friday night I had the opportunity be at the 20th anniversary of the running club at Rimfire Elementary School. 20 years and we had two amazing runners that are at our high schools that came through that program and in a part of this running club was a young boy that when he first started school, he was non-verbal, kicking, screaming, did not want to come to school and on Friday he completed his first 5K and his mother was in tears. She was by I mean, she was moved and she said, "I cannot believe that he has done this and that the team just accepted him in." And he ran and he finished and he did well and we as a community at that finish line celebrated him. And so there
are lots of things that we can do better but I want our community to know that every day we're working hard to honor our commitment to ensure that all of our students are graduating and they're all graduating skills with skills that can help them reach their maximum potential. Hope you guys have a great rest of your 149th day of school and tomorrow we will celebrate 150. Have a great night. Thank you. This meeting is adjourned. So do you
