001We come before you this evening and as always we thank you for the many blessings that you bestow on us each and every day. Please watch over those that are struggling with their health or just some sorrow in their life. Always watch over them. Please continue to watch this district and our students while they enjoy a summer break and keep them all safe. And as always, please make us a little bit more like you every day in our hearts and in our lives. All this we pray in your name. Amen. >> Amen. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Miss Hogan, have there been any changes to the agenda? >>
002No. Bad. Chair. >> Do I hear a motion to approve the agenda? >> Second. >> It's been moved and seconded. All those in favor say I. >> I. >> Motion passes. I'd like to welcome everyone here tonight. And to start us off, Miss Over. >> So excited to be here. >> Just want to report that there have been no calls or emails about changes to wellness policies. Oh, it's approved. >> Okay. >> Do I hear a motion to approve? >> So move. >> Second. >> It's been moved and seconded. Any discussion? Seeing none, all those in favor say I. >> I. >> Motion passes. >> Michael. >> Thank you. Appreciate it. And >> Miss Wade, you're next on the agenda. It's coming. Do you want me to start? You want me to start? Um, board,
003what you see on the agenda is the 2627 US athletic training contract. And I know that you all are a little familiar with it and aware, but we've had some discussion couple board members about this contract. And after talking to David Delaney and after talking to the lead team, I thought it was best that we pull it from the consent agenda and just have an open discussion about the years past, how it's worked. And if you'll like to pass these down, take one and pass them down. This is something that Kim Lake printed out for you as well. And this will be 2425 comparison as to what those costs were. And then you'll also see a column in there um that you'll see the school name and it says paid by the school. So those
004are the funds that come back to the district from the school with their it's various some use the activity fees that they pay if they charge the students an activity fee and Mr. Mlelen in the past he explained to me that what he used to do instead of charging the students an activity fee he would take it from his ticket sales the gate sales and then send that back. So it is done in different ways but um I really wanted you to hear some of the past experience and history of this contract. >> Okay. >> So one of the reasons we even reached out with you about this is many years ago the board used to carry insurance for athletes. Um it was very minimal at one point while the rates started going up drastically.
005I don't even know if I could get insurance at this point to cover all of our athletes and it probably would be astronomical. So when the cost started going up where this UF started coming around and we're like hey maybe we could take care of this both ways. So it came at a perfect time about a year or two after we contracted with UF trainers. A neighboring county had a player pass away after being at football practice. Um they didn't have UF trainers um which made us this is exactly the reason why we needed this. Um they took they take a lot of liability off of us. Um they are out there especially at football practice you know how hot it is out there tonight. Um the humidity they out there with the bulb they
006measure if those players can practice or not. So they're between the coach and they're like and they've told them many times you can't practice tonight you're going to have to do something else. They um they also save our parents and our students money if the students get injured and they need therapy they do the physical therapy on our campus so parents aren't having to drive back and forth to Gainesville. They will see them in the clinic for free which is an added benefit. I know many times they have you know seen the students said listen you don't need to make an ER visit you don't need to be a doctor with it let's pay it up or no you need to go to an ER now they will not let a player play if they've
007had a concussion a lot of time which is a huge liability so those sort of things um I and I'm glad you're asking the questions because these are important, but I I would panic if we didn't have something in place because of the liability um and student safety involved. So, what other I don't know if I answered your questions or not, but >> I I agree. And not not just something in place, it's it's who we have in place. So, I've seen firsthand with my boys in multiple sports, >> their friends, just the community be hurt. They cover so many like so many parents that aren't involved. They take care of them when you need it. They have direct contacts with the director or the doctors at Shann. >> I there's some things you don't
008save money on. I said this to Tammy earlier. It's like how I think about a babysitter for my kids. I'm not going to skimp on that. >> And I feel the same. I feel like we do that with our UF trainers, too. So, I can't say enough about the one at Williston. He's just amazing. And they and some of them have I know like um Bronson has gone through a few and that's just because of you know they they retired too um or they get new ones in um but the one in I will say the one in Chief has been there probably >> yeah sixth year and the one before she was there probably >> yes they become embedded in our school so they're going with them >> a lot of times to offsite
009football games whatever whenever they're traveling with the kids to get to know the kids. Um, they have a level two background. So, um, they are clear. Yes. >> Can I do I need to ask permission to speak from the chairman? Okay. Well, I think the the trainers apparently are doing a great job and I don't have any qualms about having it, but I think everybody in this room remembers months ago when Kim Lake stood right there and told us that we were almost in a crisis, that we had a budget deficit. And I think we all remember that and that if we did not make some changes, that's what she said, we were going to be in trouble, >> right? So, my concern is the price. Are we able to pay for it? And is
010there another way to maybe cover these costs? I'm not arguing about no trainer. Of course. And I've got two grandsons. They may play sports, too. I want the best for our kids, and safety is certainly a concern. But at the same time, I wish Miss Lake was here. Can we pay for this? I mean, that's my concern. How are we going to pay for it if we're in a budget crisis? >> We can pay for this. >> Okay. >> Now, I will say, do we need to look at maybe the schools sharing a larger cost of it? That will be a conversation with our administrators that they do pay a portion of this, but maybe that's >> 40% is what I was told. We pay 60 and they pay 40. >> That's true. That's like
01125 75. 27%. >> Do we need to look at that? Yes, >> I think so. >> And we can give our administrators >> like they need they're the princip the administrator of their school. They need to have the authority to say, okay, we're either going to increase our participation fee or we're going to increase our ticket price. It's obviously not astronomically to cover, you know. >> Have you have you checked? I don't know. I know that my one of my little grandsons played CAA. What are those participation costs? I mean, I think they're pretty high. >> Yeah, they're about $50 to $60 that comes with >> I I think that parents would certainly understand if that activity fee or participation fee if it went up, everybody else just like UF trainers said, we're going up
012on our price to provide this service because of inflation. Well, I think our parents would understand that and surely they want their child to be safe and and taken care of. So, I think we should look at that. I think Mr. Mlelen was in was had a good idea to cover when he was at Chin Middle School where he just raised the ticket prices and that helped pay to have those trainers. It's very important, I get it, to have those trainers. we need, you know, we live in Florida, >> so we we um deal with lots of heat related issues. So, I'm not against that. I just want to let's look at how we can get it paid for. >> I think one thing too is if we did require the schools to pay a
013little more of a portion, >> um being a principal, if the price goes up, secondary schools have ways that they make money. Maybe it's the Coke machines or Coke or those machines. You've got other things, principal accounts and things of that nature that you do put money into um that could use to offset some of this. >> Okay, see there's an idea right there. >> I think if if we told the schools, you know, you going to go up some as a school administrator, you're going to say, okay, well, I can pull this extra from here. I might do some of this these type of things. Um because school principal. They do value the trainers and you know I was still there. I'm going to figure out a way to make it >> right. Okay.
014Well, I think we're on this >> and I will add the 6040 came from the conference call that we had with Miss Mr. Mlen and Mr. Lot >> and that's why Mr. Mlen went to Kim to get the updated and Mr. Lot said he was thinking back to >> way back. >> That's where the 6040 came from. So, I just wanted to clarify that. And then when Mr. Gore initially sent out the contract and said, "Okay, there's going to be an increase." >> Um, I don't remember her name who sent it from UF. >> Well, he negotiated with >> I I Sean something. I said, "Can you just reach out and go, hey, can you do something on the increase?" I think they wanted 5% and he got it initially% and he got it down
015to 2%. So, a little a little finagling there and it worked. I said, "All they can do is say no. Let's just ask." >> Well, that's true. And and I I spoke with with Mr. Gore and he um I I asked him I said, "Could you maybe go back to them and say, you know, we're we're in a crisis here. Could you help us? We want your services. We love Do you have interns who maybe could come in place of TR?" I don't know. Yeah, I would say the intern, but I mean the 3% that's I mean they did cut from five to two. I mean that was a pretty good face effort. >> And I agree with Mr. McCallen that I I know the principles would do what they had to do to keep
016these guys because they're that they're that great. And what about our was it side note up to the individual school to decide the price that they're charging for homeschool kids. I know that's a drop in the bucket, but we could use a portion. >> That could help. I think the Senate bill I think 13 something um talks about the maximum number that we could >> but that could help offset >> right >> I think activity fee for Willis's like $25 so I mean it hasn't been increased in a long time I know >> my I have I have conflicting opinions and I will I will share this with you. Um, I think we definitely need the trainers. And I say that because of a couple things. And when I had a kid that participated, kid
017got a concussion. Were it not for a trainer, uh, the coach who was there at the time would have put my kid with a concussion back into play and him wobbling. Okay. Trainer trainer. And in that, and that will get to another part of my story. Other thing I saw, we had a football game against Franklin County here. Franklin County did not have trainers. We had trainers. Kid reached up to catch ball in the end zone, came down on his neck 30 minutes. They didn't know that kid was gonna make it. Might die right there at Bronx. So the trainers were there. Our trainer >> took care of this kid. Got him transport kids can't play football. Kids walking, kids breathing. He's a grown man. Now, uh that to me goes, okay, it's worth all
018the money. I tell you that to tell you this. back in the days when this I was on this board when this thing came about and it was you're going to participate in a sport, you're going to pay $20 and this and and people think I'm a jerk when I say this, but I'm going to point it out. When my kid was laying out there with that concussion, it's sure worth $20. But how many parents sit there and go not paying that $20? Now I and people going to say, I've been called a jerk before. I'm going to say it right now. We started that. Well, then pretty soon little Billy, he's a great player, but he can't come up with $20. So, we'll let Billy slide. We let Billy slide. And then Tommy, whose
019parents can afford to pay the $20, they go, "Well, if he's not paying it, I'm not paying." And pretty soon, we go from 40% to 27%. And there's got to be somebody at the school willing to be the jerk. Somebody's got to look at you and go, "You may be the fastest rascal that ever came in this school and you making can throw a ball from here to Chief, but I got to have that $20." >> Well, it needs to be a policy, not >> it needs to be flat out you're going to do this. Okay? And and I reference that because I have friends that their kids go to big schools that have much more tax than we have. I >> like I got a friend whose son played lacrosse in Gainesville to play
020lacrosse. You didn't get nothing but the luxury of playing lacrosse. First thing you did was write a check for $300. Another one plays baseball. That's $1,400. We don't do that. But I was I'm still appalled when people go, "We can't pay $25 to guarantee my kids brain." Right? >> Or to make sure my kid don't fall out with a hip strike, but >> nothing against you people. >> But that kid fall out practicing because we don't have a trainer. >> Morgan and Morgan's on the phone. >> Yeah. >> You can call them, but you can't come up with $20. >> I have a major problem. And I have a major problem with us not putting it to task. And I'm I'm going to throw it right back on our people. We all hung up on
021give me your phone. Put your phone up. Put your phone. There's punishment for putting phone up, but there ain't no consequences when you don't pay what we got to pay. And I I don't mind being the jack leg saying this, >> but it's true. We are I was here, too. Kim was right there. We are in a crisis situation. >> Yeah. >> I view this as important as turning the lights on there. We got to have it, but we got to come up with a way to make it work. >> Amen. That's >> And it don't hurt to look at your people that are using our services. really using our services like like you mentioned homeschool people, people that go to private schools. Well, we want to play our sport here. We don't get no
022FTE for you. >> I'm glad you >> you're just costing us money. We've got to afford this. >> The fee >> we have to pony up. The fee needs to be a policy and it needs to be for all athletes with the caveat that we have some kind of scholarship for those people that might come from >> the um >> that's what will everybody pays will sometimes whatever that 40% is it comes from somewhere I don't care who pays it right you know if it's you got to pay 40% I >> I did some research on what's happening in the counties and and what's going on and and there are a lot of counties that are having a problem with this because of the times we're in. But um they do have fees and they
023do have means to support the kids who can't pay the fees. But there are a lot of grants out there. I was so surprised to see this. The NFL has grants. Uh Gatorade. Um there are a lot of groups uh chiropractors um it's so it might be something that we could look into and the way these grants work is to support not necessarily >> provide the whole >> cost of of these um trainers but to support your program whatever you can't meet they have matching funds so I just think we need to just do a a research and see if maybe we, you know, in the future. We definitely need it now. We don't have time right now to do that, >> but for the future maybe come up with something. >> That's a great
024idea. A good idea. >> Is the fee I mean like I said Wilson is $25. Is it across the board? All count all everybody schools >> 25. >> Okay. >> And I don't know what Chief was doing now, but when I was there, I just took off the ticket. >> So you never you didn't charge athletic any sports football? It needs to be $100. >> But I think the timing for this is really good because as Morgan said, the he's kind of creating a fee schedule almost >> for the home. >> We have we have an existing fee schedule for scholarship students. >> I got you. >> And that will be advers how do you balance that? Good. >> Well, and and here's a crazy idea. Here's a crazy idea. When we first had that,
025when we first started this and people had to have this much money to pay it, there were business owners in town. Hey, swing by here. >> I got some flowers need picking or I got a yard needs mowing. Hey, guess what? I've been to every one of these schools. There's always some garbage needs picked up. There's always I need some help filing. I need some help putting these books back. Where there is a will, there is a way. >> Amen. >> The problem is we forget that there's skin in the game. Oh, so and so is too valuable for him to him or her to sit out because of this feat. >> Great. >> You know, and it inevitably breeds can't help it. You know, it inevitably breeds, well, they're not doing it. I'm not
026doing it. Why should I do it if that one's not doing it? And I have personally been at various sporting events where people will go, I'm not paying that. That's the school's responsibility. And I am, Call me crazy. I'm prepared to be called crazy. My kid, my kid, it's worth 20. My kid's worth thousands. Whatever we got to do, if it guarantees or at least somewhat guarantees that I'm not going to have a heat stroke, I'm not going to lose one of them. And I mean, your kid ain't my kid, but your kid matters >> to me, too. And there's lots of people that will support this. Anyway, sorry. Sorry to beat that horse. >> Did you want to say something? >> I was just I was going to make a suggestion to London to
027board discussion. I think that there is a legal obligation to make sports and these activities available to students. Glad to hear we've got a scholarship program. Mr. Ethridge always um stood up or was available with his businesses and people to um work opportunities to earn their portion scholarship. Um so that's something that's been done in the past. I was going to suggest that maybe this be a workshop topic that >> this can come back and it can be addressed on a district-wide basis. So maybe it's handled uniformly. We think about all the issues like multisport athletes athletes. >> Yeah. Do they pay >> multiple sports and how do you handle that? >> All that we talked about with the 50 ticket prices that it's all into the same >> sure >> conversation >> and so
028maybe it would be a good topic. It doesn't have to be a workshop >> maybe just be great to encourage >> people booster members >> administrators to come on >> everyone get >> everybody have an input >> definely need some principles >> yes >> defin need all the principles I would say >> it's it's something that we can mention at the next admin meeting during the summer >> I like see every athletic director and every athletic director >> athletic director and principal needs to be here at this workshop so we can ask questions and see how it is across the board across this county because like I said there's too much stuff that's not uniform across this county that's >> needs to kind of be worked in >> do we need a vote on this
029tonight >> we need to vote for >> the contract >> yeah I think I mean there's no question I think we need in my opinion I guess >> but how we pay for it can be discussed and determined later >> we need to approve the contract tonight so that we can move forward because it will go into effect July. >> I'm not putting my son on the field with her. You know, he played football, basketball, I mean, baseball, whatever. >> I approve contract argument is just how we will pay how those are. >> No, it's a valid it's it's wonderful to have the board discussion. >> It's it's wonderful. >> So, I second. >> Thank you. It's been moved and seconded. Any further discussion? >> I think Cameron moved. >> Seeing none, all those in
030favor say I. I >> motion passes. >> Thank you, Miss Wade. >> Now's the time for public comment. Seeing none, do we have a motion to approve the minute? >> Second. >> It's been moved and seconded. All those in favor say I. >> I. >> Motion passes. Next on the agenda is the consent and finance agenda. Mr. Asel, do you have any questions? >> No, ma'am. >> Miss Campbell? >> No. My questions have been answered. >> Miss Baxter, >> my questions have been answered. Mr. >> W. Thank you. >> All my questions were answers as well. Do I hear a motion to approve the consent and finance agenda? >> So move. >> Second. >> It's been moved and seconded. Any discussion? Seeing none, all those in favor say I. >> Motion passes. >> Superintendent comment.
031>> Thank you, Madam Chair. Um just again quickly remembering the days that a school board member I appreciate the questions and you know some things need to be separated from the consent agenda and you know when we have the experts in the room that's the time. So I I love it and I appreciate you with the questions and bringing it and doing research because that's what it's all about and that's what all of you are here for. Me you're you're at that stuff. So, I appreciate that. Um, just quickly, next week, big week, FFA week, and then safety patrol goes on their trips. Uh, just so you know, hard work around the district because they're doing PLS right now. They're doing cadres, so the teachers are working hard. The district staff is working hard. Um,
032looking forward to the next few days with the board members in Tampa at the FADS and in FSBA. And we will miss Mr. Asbel, Mr. White Hurst. >> We miss you. >> Miss y'all too. >> Miss y'all soaking up now. >> Um, >> you want me to write down some stories? >> Yes, we'll read them. What are we going to call FaceTime? >> What night? Yeah, me and you go. We get together and then we'll do FaceTime. >> Are you going, Mr. Delini, this time presenting? >> Uh, I think I'm on the on track for December. >> Okay, we'll call you. >> Nobody wants to. >> We'll call you. >> Um, just quickly back to the consent agenda. I know you're seeing some of the changes, so congratulations to those that have accepted some new
033leadership roles. I know you've seen that. And um there's excitement in it just so you know it's it's going to be good. And for the two gentlemen in the room, Joe Mack in the back, I know that you've read that and to Mr. Morgan for the assistant superintendent. Um that is tied together as I explained before with the accountability and the instruction side of it. Um I is going to be good. to be great. So, we're going to move this district forward and you're going to see an in >> and that's all I have today. Thank you, Mr. >> I'd love to tell you I had lots of exciting things to talk about. I'm enjoying graduation parties, retirement parties. I'm tragically sad that I am not able to go to Tampa for one last time.
034Miss Mrs. Clemens is >> I didn't. >> But y'all go have a good time. Show out. >> Okay. >> If you go to jail, call Devon. >> Okay. >> Unless it's a good story. >> Call me because I want to hear the story and I'm gonna be mad that I wasn't there and y'all went without >> I don't know. >> Thank you, Miss Campbell. >> Um well, I want to congratulate all those in the new leadership roles. So, look forward to working with all of you. Um, I think we're going to have some some nice um moments moving forward. Um, also looking forward to the conference even though we won't have our form of entertainment, but we will learn a lot and I'm looking forward to that. >> Thank you, Miss Ber. >> Um, I
035just want to congratulate Mr. Bennett and Mr. Mack on those positions. And um I want to thank Kaylee and Matt Mlen for for your insight and answering the questions about this. Um I do appreciate that. I just cannot be a token board member. So I I need to be clear on things. So I am going to ask questions and um and I appreciate that you encourage that. And that's all. >> Mr. like this. >> Sorry, I'm not going to make it down to the conference with y'all. Hopefully, nobody passes out. Don Tell, wouldn't that happen last time or something like that? >> Yes. Hopefully he's a little more calmer this time. Um FFA convention next week. Got a couple teams from Well competing for state. So hopefully bring some home. I got some kids on.
036So I got some others, you know, be honored for sure for their place, their results from throughout the year walking across the stage. So looking forward to that. And that's all I have. >> Hey, ain't there a kid that did something from Wilston? It was >> Oh, yeah. My Annabelle just got back from Washington leadership conference last week. So, she got back Saturday, so represented. She went with that and it's the chief one was gracious enough to let her tag along since we've kind of been a little turmoil between all the >> a advisors in Willist. But, uh, yeah, she had a great time. Yeah. Represented well room with somebody from Alaska and one from Wyoming or whatever. So, it was kind of, you know, got to meet people from all across the United States.
037>> I heard the Bronson side of her really showed out and she was just fantastic. >> That's right. >> Do good. See that that uh can tell stories and all that stuff. That must come from the Bronson side. >> That's the Bronson side. >> That's right. >> That's all. >> Um I don't have much either. Thank Congratulations guys on your your new jobs. That's exciting. Um I'm looking forward to the conference as well. It will be my last one. So, um, who knows what's gonna happen, Cameron. We're gonna I might go out with a bang, but, um, I'm looking forward I'm looking forward to it. I'm looking forward I love the opening sessions. I just so much information to bring back. So, I'm looking forward to all of it. And if we have no further
038business, meeting a jerk. >> Yeah, there's no time.
