They weigh a ton. >> Good afternoon. >> Oh, and it's now 4:32 p.m. >> My husband bought me >> and we're going to start the school board meeting. Today is Tuesday, October 28th, and as I said, it's now, well, it's now 4:33 p.m. In just a moment, I'm going to ask that you stand with me for the pledge of allegiance and to observe a moment of silence and reflection. So at this time, will you please stand with me for the pledge of allegiance? >> I aliance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. You may be seated. Welcome to everyone that is sitting here in the audience with us or listening from home.
I'll take a moment to introduce here on my far left I have Mrs. Donna Brosmer representing district 4. Then Mrs. Christa Goodrich representing district 2 along with our school board attorney, Dr. Gilbert Evans. I'm moving over to my far right, I have Miss Celeste Gilmore, our agency clerk. Then Miss Jesse Thompson representing district three. Then Mr. Ruben Cologne, our vice chair, representing district 5. Dr. Carmen Balgaban, our superintendent, and I am Jamie Haynes. We're representing district 1 and your chair at this time. Today, um, on our agenda, we have item 1.02, approval of the minutes. This is the minutes from the October 14th, 2025 regular session. Just someone like to make a motion to approve the presented minutes. >> Motion to approve. >> Thank you, Mr. Cologne. Do I have a second? >> I'll second
that motion. Thank you, Mrs. Thompson. Any discussion? Hearing none, I'll call for the vote. All those in favor of approving the minutes from the Tuesday, October 14th, regular session meeting, please say I. >> I. >> Any opposed? Okay, it passes unanimously. We are now moving on to item 2.01, agenda changes. Dr. Balman, are there any agenda changes before the agenda is presented to the board for approval? >> Madam Chair, I have no changes. >> Okay. You've heard the recommendation of the superintendent. She has no changes for the agenda. So, do I have someone to make a motion to approve the agenda for today? >> Motion to approve. >> Thank you, Miss Goodrich. Do I have a second? >> Second. >> Thank you, Mrs. Rosmer. Any discussion? Hearing none, I'll call for the vote. All those
in favor of approving the agenda as presented, please say I. >> I. >> Any opposed? It passes unanimously. We are now moving on to item 3.01. Do we have any public comment cards for anything on the consent agenda? All right. So there are no comment cards. Then we are moving on to the consent agenda. At this time board members and superintendent are is there does anyone wish to remove any items from the consent agenda? They could be to have discussion. They could be um to stand alone or we're bringing them back at a later date. We'll start with Dr. Balman. >> No madam chair. >> Yes. Yes, you do. 9.11. It's under item 4.0. Okay. >> Okay. >> You ready? >> I'm ready. >> Madam Chair, I would like to remove item 9.11 to bring
back at a later date. That's what I thought. >> Huh? >> I thought there was one that we were going to >> I thought there was one that we were going to be removing for reconsideration. So, yeah, that's the one. >> That's the one. >> This is the one. >> Okay. >> So, board members, we're we're removing item 9.11 to bring back at a later date. We did receive um Dr. Bago and I received emails asking to remove it because it was not completely ready yet with purchasing. So, we are removing that one. And that one we're not going to discuss because they're not ready. But do any of you have any items that you wish to remove [snorts] for discussion or anything? Anyone? Okay. All right, then. I'm going to ask for a motion
because board you've heard the proposed changes to the agenda which is the removal of 9.11 that will come back at a later date once it's finalized. So do I have a motion to approve the agenda without the above mentioned item which happens to be a new piggyback agreement for um AA for therapy services. So moved. >> Huh? >> Hold on. >> Ruben can have it. >> Madam chair, we have uh our COO also has something it seems. >> Okay. >> Yes. Yes. >> Yes, ma'am. >> Good afternoon. Thank you. Um we were looking at 11:02 and we're asking for um if one of the board members would make a motion to pull that for discussion. Uh, we have some additional information for you on 11:02. >> Oh, you know what? I had that in my
notes. Thank you. I apologize. >> No worries. >> Got a little thrown off. All right. So, before we approve the agenda, we want to pull item 11.02 for some further discussion. And so, and and it doesn't need to be voted on on its own. So, let me but we're going to go ahead and approve the agenda and then we will do a discussion piece on that. So, do I have a board member that would like to make the motion to approve the agenda, the consent agenda as written, but removing 9.11 that we will bring back at a later date? >> So moved. >> Thank you, Mrs. Brosmart. Do I have a second? >> A second. >> Mrs. [clears throat] Goodri, any discussion? Okay. Hearing none, I'm going to call for the vote for the approve.
>> I'm sorry. On 11:02, the background, um, we're asking to reject the bid due to coming in over budget. So, that does have to be voted separately. >> Okay. All right. We'll back up. We're going to remove 911 and we're going to reject the bid on 11:02. So, I have to change the motion. Uh, >> repeal the motion. Repeal the motion. >> Uh, oh, you repeal? Yeah, we have to repeal it. >> Well, I'll agree to that. I was just wondering if the way to do this might not be to to just pull both of them, both of those items, and then handle them separately. >> Still need to repeal them. >> We still need to Yes, we still need to do this repeal the motion. Uh, whatever that process is. I I Yes, let's
do that. And because we went through the RFP process, we actually have to have a vote on 11:02. Yeah. >> All right. So, at this time, I have someone that would like to make a motion to to approve that we remove item 911. That will come back at a later date. And we will remove from this agenda and vote separately on item 11.02, 02 which is the loop at University High. Correct. >> I will make that motion. >> Okay. All right. We got Mrs. Rosmer. Who's going to second? >> I'll second. >> All right. Any further discussion? Hearing none, I will call for the vote that we will ex we will accept um the the agenda now as it's been presented minus those two items. All those in favor say I. I. >> I. Anyone
opposed? Okay. Now, we can now have discussion >> on the one because the other one's been pulled. So, it's just the one item >> minute. >> We're on item 5.01. Discussion of the items that we removed. >> Correct. >> 11.02. We're going to start with 11.02 and do it as a standalone. Will you please, Miss Core, explain why we are voting on 11.02 and what we're going to be voting on? >> Certainly. Thank you, Chair Haynes, and good evening, board members. Dr. Belgivan, um we uh know that we need to expand our parent loop at University High School. We know that traffic in and out of of that area is one way in and one way out. The bus loop comes behind it. Um, however, the SC the way the scope of the work was
presented, the budget came in at 50% over budget. We're not comfortable with the bids that we received. So, we're asking the board's discretion to reject all bids. We're going to redo the scope of the work and come back in and get get that aligned closer to what our budget is. >> Okay. So, you've heard Miss Core's recommendation and why they want to cancel up to this point the proposals that they received. So, does anyone want to make a motion that we will cancel all of the bids that were received for the loop at University High at this time, which was item 11.02? Do I have a motion? I'll make the motion to reject all bids due to over. >> Thank you, Mr. Clone. Do we have a second? >> I'll second that motion. >> Thank
you, Mrs. Thompson. Any further discussion? >> I will say this. They tried to do several different things to make this work and we're just running into issues >> and we will rebid and we will bring it back correctly. Y >> All right. Okay. At this time, we'll vote that we're going to reject all the bids for item 11.0. 1 so that they can start over. So all those in favor please >> 1102 >> 11.02 [laughter] >> 11.02. >> Thank you ma'am. >> All those in favor please say I. >> I. >> Anyone opposed? >> Okay. It passes unanimously. >> Thank you. >> You're welcome. >> All right then. At this time, we will meet again on Tuesday, November 18th for an organizational session at 12:30 p.m., a leasing court meeting at 12:30 p.m., a workshopwork
session at 100 p.m., and a regular session at 4:30 p.m. [laughter] And we put it on one day. It's that's the only meeting there is in November. So we're not spreading it out. >> It's a marathon day. >> It's I think would make everybody happy. It's one day. It we only get to do this in off years when there's not an election. In the years that there's election, there's still two whole separate days. But I will say um because I already told futures um thank you at my last meeting for them um that I appreciated uh working with them the last couple years, but that there will be someone new working with them. And so I want all of you to know this that on Wednesday, November 19th, whoever takes this seat, you have to
be at Olsen at by 7:45 in the morning for the futures board meeting. So, you may all want to put that on your calendar because it's going to come off of my calendar and whoever has to do it. >> It's a wonderful group, but it starts at 7:45 a.m. on uh Wednesday, November 19th. >> Okay. So, at this time, >> you ready to go? >> Are you ready to leave, Mr. Clone? It is 4:46 p.m. and this meeting is adjourned.
