Third grade moving up ceremony June 15th. Third grade breakfast and clapout June 16th. Thank you, Mr. Green and Miss Stampone. You always do a great job. two things that didn't make the school reports, but I'll just give you a brief little update. Today, I met with the National Elementary Honor Society in Lincoln School and we conducted a service project. The students created a giant Easter basket for our East Rutherford Police officers and thank you to Mr. Shemley for coming to pick it up. I greatly appreciate that. And that is down in the police department. Also, um, this week on Wednesday, I am collaborating with Mr. Kakoso and

010he and I are working together. We're going to get East Rutherford on the map again. And Mr. Barrow, this is going to be something that we're going to keep in tune with you. Uh, there's a program called Bergen Brainbusters. It's all of the township uh schools in Bergen County and uh East Rutherford is going to uh join that and we're going to have our uh sixth, seventh, and eighth graders participating in trivia challenges to see how far we can go and that'll start in the fall. Okay, so that's that. That's where we'll end today. We'll be back with our uh monthly school report next month and enjoy the rest of your month. Thank you. >> Thank you, Mr. Tel. Okay. Need a motion for this, right? Open. >> No. Okay. Okay. Open to uh the

011public. Opening public comments on any agenda or non-aggenda items. State your name, address for the record. Address the board president. Each person wishing to speak will have five minutes each. Anyone wishing to speak will be given the opportunity to do so. Thank you guys. Hello, Kevin Lion from the East Rutherford PTA. Just to give the board an update on all of our activities. Uh we had a couple extra memberships this month, so we're at 229 members as of now. Our big box of cards fundraiser has ended. The product was arrived a few weeks ago and we delivered that out to all those who purchased them. hopefully they've distributed it to their family and friends. Our Gertude Hawk uh candy sale is completed. The candy should be delivered this Wednesday, March 25th. Uh we're going to

012have that at the FA APR after school hours. We'll have families come to pick that up as well. Um the St. Patrick's Day coin challenge was held at McKenzie School. Thank you, Mr. Barrow, for helping us once again with that uh initiative. That was held from March 2nd to the 13th. Our McKenzie students raised a total of $1,65. Uh Mrs. Narowitz's second grade classroom raised the highest number or highest amount by classroom and they'll receive a pizza party on April 1st, which was their selection of the options. Our eighth grade will be hosting their comedy night this Saturday, March 28th, and they're also hosting a cornhole tournament between the Carl Stat and East Rutherford eighth graders on April 2nd. Uh so that's coming up. Uh Tricky Trey is coming up soon, May 15th. Uh we're

013asking for donations from our families uh based on the child's grade in school. Flyers will go out uh later this week and tickets should go on sale soon, I believe in early April. So keep an eye out for the tickets. Um some other events, we hosted the kids night out. I believe uh Anthony mentioned this in the Lincoln update, but the PTA hosted the kids night out event on March 20th and 21st this past Sat Friday and Saturday. Uh we had over 150 students from Lincoln and McKenzie school attending with their families. Uh we provided P DJs for the younger students. We had a magician. We had lots of games and snacks all free of charge to our community. Uh and the PTA uh partnered with the East Rutherford Fire Department uh to distribute the

014grant that we received of the Kitty smoke alarms and carbon monoxide detectors. I think we have three smoke alarms left. So that was actually we had like 80 of each. So, that really went well and hopefully it'll keep our community protected from uh fires and carbon monoxide. And the uh fire department also provided some uh activity books for this for the kids with fire safety materials as well as um frisbes and uh can cozies. Uh PTA hosted lunch for our staff during the teacher professional development day. That was back on March 8th. Uh we brought that lunch in from Jersey Mike's. Unfortunately, the lunchon for the teachers uh teacher parent teacher conferences was canceled as we extended that day to a full day instead uh due to the earlier weather that week. Uh we're working

015with our art teachers uh for the annual field day t-shirt contest. Uh students are asked to design what will go on the front of the t-shirts for field day. Those designs are asked to be submitted by April 10th so we can make a decision and get the shirts printed. And one winner from each school will have their design printed on the t-shirt and distributed to the students and staff. And that winner will also receive a gift card to cake and cone. And we're working with our PT with our school administrators to coordinate the annual Holly Rock game show. This is a annual um assembly that we host for our third through 8th graders at FA school. Uh where the company comes in and they provide a game show type atmosphere for our students. We have

016one for the one session for the younger students and one for the older students. And that's usually held the Friday before Memorial Day, but when I contacted the company, they said that day was all filled up. So, we're trying to find another day that will work. And we're also working with our school administration and physical education teachers as we coordinate a lot of activities around the field day, including a full lunch for the FA students who host at the um field down on um by Route 17, I forget. Uh Rianfield, Rianfield, sorry, I couldn't think of the name. Rianfield. So, we provide lunch for them at the kitchen there since they won't have a cafeteria for lunch from the school. Um, also just wanted to mention on a personal note, I saw on uh the

017uh Instagram that Mr. Verach and Mr. Scarfield, you both read at the McKenzie School and any of the other board members and leaders of our town. Just know that those efforts don't go unnoticed. We do as parents truly appreciate your efforts in our school to help our children succeed. Thank you. Sorry, one more thing that I forgot to put on my note. Nominations are now open for leadership positions on PTA. So, if you're interested in leading taking on a leadership role on PTA, president, vice president, treasurer, or one of our secretary roles, those nominations are now open. You can contact the PTA and we'll get you more information and how to nominate yourself or a friend. Thank you. >> Thank you, Mr. Lines. Okay. Does anyone else have anything for the public session? Seeing none,

018hearing none, close the meeting to the public and we just go to executive going to adjourn to executive session. Resolve that accordance with section 8 of the open public meetings act chapter 231 the board has the authority to adjourn to close session to discuss matters pertaining to legal personnel negotiations attorney client privilege andor student matters. Said matters will be made available upon the determination by the board that disclosure of the minutes will not detrimentally affect any right or interest of the board. The board expects to return the business portion of the meeting approximately. We're gonna make this brief. If it's gonna be long, we'll come back later and Yeah, we got we >> What' you say? >> 30 items. 10 minutes. >> Yep. 30 minutes litigation. >> So moved. Second. All in favor? I >>

019I. >> Any oppose? >> Okay. 6:21. We'll see you in 30 minutes. One second. >> Yes. >> Yeah. I got I got a phone. Have a motion to return to regular order of business. >> So moved. Second. >> All in favor? >> I >> opposed. Okay. Okay. committee reports. Uh >> oh, no. >> We're going to do school business. >> Business. >> Um >> they're saying there's no sound at home. >> No sound at home. >> Are you muted on there, Frank? >> No. >> Yeah. No, it's got to be something because there's no green coming on the microphone like you know when you talk. No, it's at home. It's at home. >> No, it wouldn't be microphone. Test test test. Test test. If anyone at home can hear us. >> See, there you go.

020>> Oh, it does work. Okay, now it's working. >> No chat option. Are we waiting for confirmations from >> Is anyone listening? >> Test one too. >> People at home are saying on Zoom or YouTube that they can't hear the audio. Which what's the option of it? You want to tell Frank they can't hear the audio at home? Yes. >> Microphone array. Yeah, I know it was fine, but for some reason it's >> on the top. Can you put the third one? Microphone array. >> I'm in front of here. I'll put Frank on. Hold on. Here, Frank. Go ahead. >> Can you hear us now? >> Yeah, >> they got it. They hear us now. They hear us now. >> Thank you. I appreciate it. Thank you. >> Thank you, Sarah. >> All right. Bye.

021Bye. >> There you go, sir. >> Okay. School business administrator report. Mr. Vaj. >> Thank you, Mr. President. Good evening, everyone. Um before we present the preliminary budget for fiscal year 27, there's approval of district use of facilities application from the PTA. We do have the bills list F2. So, thank you, Miss Manner, for coming in and reviewing and signing it. Appreciate that. F5 is the adoption of the preliminary budget for the 2627 school year. F7 is the approval of the 2026 2027 PEA budget submission that needs to go in uh in a timely manner. F11 is to award a contract to Lar Roofin for the McKenzie school roof replacement capital project. F12 is the approval of transfers for the preschool education aid funds for the 2526 school year. F17 we're just amending the professional

022services for spectrum and speaking to the auditors. That's all we have to do. We don't have to advertise it. It was just to be safe that we did the not to exceed amount. That's all it is. And then F14. Uh again, thank you to uh board attorney Mr. Coen as well as our architect the award of contract to D&E window and door for the FA school exterior door replacement capital project. And >> I think you meant he said 17 but it was >> I'm sorry which one? F3. Sorry. >> Yeah, >> sorry. My apologies. F13 is the professional services just the only adjustment is for spectrum. That's all not to exceed amount is increasing is going is increasing. We've already gone over the amount from the January 22nd resolution. So, all we're doing is we're

023increasing the amount to make sure we're in compliance. And that 14 I shared it with you. >> Where where did you share it? Where in the share drive? >> Yeah. Next is we're going to present the fiscal seven. >> I just Is that it? >> I have a quick question. >> Of course. >> Yes, that's it. >> For 13, is that now going to cover us for the end of the year? That >> amount. Yes. Yes, that was the reason why. That was the reason why. Very good question. Yes, that was the reason why. We don't anticipate going over that amount but just to protect ourselves. Okay. Good evening everyone. We are here to present the 2627 preliminary budget presentation. Uh it was we're not immune to this. Every district is going through some periods

024right now with their preliminary budgets. And I want to publicly thank the finance committee, Miss Mena, Miss Caruso, and Mr. as well as the rest of the board for their feedback and their in insightful comments in crafting this preliminary budget presentation. So, we're going to start with what is what are some of the drivers? What are the increases that are with the budget? Okay, insurance premiums. It's not a secret. We're not the only ones. We're not immune to this. Every school district in New Jersey is facing this whether there's private or not. So, for next year, I budgeted 25%. A lot of people might think that's a lot, not based on those premium increases for calendar year 2026. So, we're hoping that those increases don't skyrocket. We're I'm making a pretty much a educated assumption

025or projection what it might be next year. You can see direct 10 15 educator health plan guard state well over 30% for calendar year 26 superintendent and business administrators. We did not envision this to happen. We're hoping that it's not going to happen again when the rates come out most likely September or October. Other drivers, salary increases. That's part of a collective bargaining agreement. Health benefits, other district insurance, utility increases. gas and lunch keep going up transportation whether it's our in district student or our out of district student whether we transport the students or we go through a private company Kelly services which is our subservice and out of district students which can include tuition transportation as well as related services those costs are going up every year we also have contracts coming up we

026have the administrators and the IOE which will be ending at the end of this current school year. Our our district costs they have been increasing as you can see what we spent in 2425 to what has been projected is over $700,000. We have student Chromebooks with insurance. It's costing the district over $82,000. Next year is the last year. We are going to we are had some very good conversations on what we can do to potentially bring this cost down. Staff laptops along with the insurance is over $38,000. It's a 5-year contract. Next year will be the third year of year five. Well, how are we saving money right now with the school bus extension? We are saving money. Buses are going upwards to $200,000. So that's how we're saving money by not purchasing a new

027bus. When Governor Murphy signed into law that buses can go from 15 years, now it's going up to 20 years. So that's where we're saving money right now in not just the current budget, but also next year's budget. And where can we save some money for the district? And we're not the only ones in this. A lot of districts are talking, you're probably hearing about it, shared services. What are some of the possible shared services with other districts? Could be transportation personnel and other shared services. It could be related services. There are ideas out there that districts are talking to one another and how they can help each other out to lower the costs. And this is what we are proposing. This is what we are recommending to the board. The average assessed home is

028534,000 with a tax levy of 3.99%. It comes to $112 on the average assessed home. That is about $9.33 a month, which is 31 a day. So, in order to go over the 2%, which we are, we're going 1.99. We're not using an enrollment adjustment because it's not available as with the current budget. What we do have available is the health waiver. So, we had a little over $792,000 that the district can use to go over the 2% cap. Well, of that money, we are using $381,685 from that amount to go from 2% to 3.99. So, that's where the money is coming from is from the health waiver. Also to help balance the budget was maintenance reserve. We withdrew $150,000 for there is a maintenance project that will be going on over at Lincoln School

029as well as any anticipated projects. But this also helped balance the budget. And the last slide is capital reserve. We did withdraw over $840,000 but that is for two projects. the Rod grant project that is for the partial roof replacement at McKenzie. Just to remind the board and everyone at home and in public, 40% of that will be reimbursed to the district, but we we won't see that till next year. And then almost $320,000 from the FA exterior door replacement. That's something that is uh certainly needed. Both projects went out to bid. Both of the projects are on the agenda tonight to be voted upon and these are both capital projects that will be going on over the summer. Needless to say, we're going to have a very busy summer in term of capital projects

030uh in the district. >> I think so. >> Yeah. End of the line. >> End of the line. >> Questions. We'll open it to the public. >> Any questions from the public? >> Like we have to open the public to the >> public. I >> I post >> anybody any member of the public that would like to speak have any questions have please step forward none see none post need to public >> all in favor thank you >> that concludes my report Mr. President, >> thank you. And I just uh want to extend my personal thanks and for the police uh for all the hard work you put into this u you Mr. Scarfield, your staffs, >> Mr. Mr. arrow. Um, I know it takes a lot to pull all this uh data together and

031it's a it's a balancing act. Um, it's it's tough with all these increases and you got to try and balance it as the taxpayers get all these increases too. So, it's it's a tough balancing act and we appreciate your all your efforts on it. >> Thank you, Mr. President. Appreciate that. Um, thank you. You see this presentation? You're sitting here wondering why the board doesn't ask questions. It's because we have a number of calls back and for see the budget items um before it's presented. So, we have diligently gone through this. We've asked questions. They've taken our feedback. They revamped it. Um we try universally to do what we believe is best represent students and the community I know the process for this field that we'll go over >> um interm superintendence report. This is

032Gers. Good evening everyone. Good evening to the public, members of the board. I just want to share with you that this was a difficult budget process. This is only a preliminary budget, which means that we're going to be voting on the final uh budget April 30th. So, just for the record, there are some reductions in the budget there. there right now. There are a few staff reductions at this point. Um there are some administrative adjustments that we're making, but right now we're in a position where we need to have a conversation administratively on everything, including possible non-renewals. It's not really fair right now to announce cuts only because things could change while we're moving things around. But I am committing that by April 8th, I will notify any staff member that may that is not

033in the final budget at that point to give them enough time. I will also be sending out after the break a letter to the public so that they know exactly what we're working on. So if they do have questions, they'll have the opportunity to come to that board meeting on the 30th and understand why we came up with what we came up with. So, it wouldn't be fair right now to say anything only because certain things may be subject to change and I don't want to alarm people. But knowing that I honestly have till May 15th and I would never do that to somebody. I would like to tell them well in advance because there are opportunities to go out and look and I don't want to hold people back. So, just understand that it's

034very difficult. This is something we don't want to do. Try to preserve things. I mean, the board had their, you know, good points that we did have some increases the last couple of years. You preserved everything. You're seeing other districts now going through similar changes. They're either going very high to preserve everything or they're making cuts and they're, you know, doing what they have to do. So, it it it is difficult, but I want to let you know that we're going to be more than transparent. People will have the opportunity. We're not going to just pass it and then say, you know, too bad. Everybody's going to know what's going on. So, I just want people to know that. So, moving forward with tonight's agenda. On the agenda, the superintendent resolutions are the approval. S1

035is the approval of the fire and emergency drill report. S2 is the approval of the enrollment report, which is pretty much stayed consistent. uh approval of any HIV and bullying monthly reports that I um reported at the last meeting. I had no new ones this this particular meeting. Curriculum items will be approval of student field trips and transportation request for this year. Personnel items will be approving the Kelly education sublist. Uh personnel actions is P2. P3 is the approval of travel expenditures. P4 is a resolution to abolish the position of assistant superintendent. Um P5 is the approval of a leave. Uh C1, community relations, approval of the sunshine notice for the public budget hearing for the 26 27 school year, which will be April 30th. Um CR2, which community relations administrative professionals week acknowledgement. I

036believe that's like third week of April. and CR3, the approval of the calendar for the 2627 year. I will have that out no later than Wednesday, but probably tomorrow to the public. So, you will have it. Um, does it does note so there's no shock. Uh students will be reporting to school prior to Labor Day this year only because uh I don't think anybody wants to get out June 30th the way we're going weather and everything else and most surrounding districts are doing the same thing. Our calendar adheres to Beckton and pretty very close to Beckton and uh very close to um Carlat. All the vacations are the same. So there won't be any, you know, everybody's on the same page this year. That is my report. If anyone has any questions. >> Thank you,

037M. >> Correspondence. >> Okay. So there was one correspondence to the board and it uh relates to item F14 on the agenda, which is the award of the FA stores project. The second low bidder challenged the low bidder. Um and the uh the challenge I don't think is valid. However, there are other deficiencies in that first bid. So the first two bids are being rejected as uh non-responsive with material defects in the resolution as the award to the third bidder. Okay. So that's what that correspondence was about from West. >> Any other correspondence? One more. about >> about a home schooling. >> Yeah, you could just sort of summarize it and so on. >> Yeah, I'm not going to name things, but I just just the subject letter. >> Yeah. Then then what did it

038happen to homeschooling? >> Yeah. Okay. >> That they were pulling their child out and they're going to continue to homeschool their child. >> Okay. So, that's a student issue, too. So, we should be reading that anyway. Yeah. So that but that's the summary of it had to do with a homeschool student. So that's all we really need to report on on that. Okay. Okay. Adoption of prior board meeting minutes. On the recommendation the interim superintendent board hereby approves the following meeting minutes. Marth 23rd session meeting agenda >> February 12th, 2026 work session meeting minutes. February 12th, 2026 work session executive meeting minutes. February 19th, 2026 public session meeting. >> Miss Caruso, >> yes. >> Miss Collie, >> yes. >> Miss Laruso, >> yes. >> Mr. Sealini, >> yes. >> Miss Shmley, >> yes. >> Miss

039Mana, >> here. >> Thank you. and Mr. Banker. >> Yes. Superintendent resolutions. On the recommendations of the interim superintendent, the board hereby approves motion S1 through S5. S1 approval of fire and emergency drill report. S2 approval of enrollment report. S3 approval of harassment, intimidation, and bullying monthly reports. Upon recommendation that interim superintendent, board hereby approves motion P1 and T5. P1, approve the Kelly education substitute list. P2, personnel actions. P3, approval of travel expenditures. P4, resolution to abolish the position of assistant superintendent of curriculum, instruction, and student services. And P5, approval of second roll. >> Miss Carusa. >> Yes. >> Miss Collie. Yes. >> Miss Laruso. >> Yes. >> Mr. Sealini. >> Yes. >> Miss Shmley. >> Yes. >> Miss Mana. >> Yes. >> And Mr. Banker. >> Yes. Before I do the agenda items, Mr. Bar, you go over the freezer at McKenzie. >> I'm sorry. >>

041Did we go Does the board know about the Mackenzie? >> Yes, the second freezer at McKenzie uh went kaput and we have to replace it and we are using food service funds. So upon the recommendation of the interim superintendent board hereby approves motions PF1 uh to PF2 PF1 approval of the monthly facilities calendar April 2026 and PF2 approval of district use of facility applications back >> Miss Caruso >> yes >> Miss Collie >> yes one but PF2 of DC. >> You have two great cues.
