Thank you for those exciting reports. It's always the highlight of the meeting. Okay. So, at this time, we're going to still do things a little out of order and we're going to go with the interim superintendence report first. >> Thank you, Madam President. Um, I'm going to report uh we're going to my uh report is very short tonight. Um you'll have for approval in front of you tonight uh approval of
the fire and emergency drills. All schools are up to date. Uh approval of the enrollment report and I mentioned that from um August the net plus is about 15 students. Um the last four resolutions have to do with my decision affirming um relating to um HIV reports and uh we have on your agenda S4, S5 or two unfounded and we just spoke about S6 which is founded. So that's all I have and I just wanted to let the public know and everyone else that's here the board you probably got them too. I did send out a test of our emergency communication system. figured just in case, you know, we had any kind of bad weather. There was two reasons for it. One, I'm unfamiliar with it. And the one that could screw it up is
me and I wanted to make sure I got it right. And uh number two, we did get a lot of parents last night contact us to change phone numbers and things like that. So, that was really helpful. I'm glad we were able to do that. and we flushed out a few people that weren't getting calls because we did put a notification on the website so that if you didn't get it, you knew to call in. So, I think we covered all the bases. You got a lot of a lot of people are getting it and a lot of people have downloaded the app which makes it a lot easy. A lot of the parents have so did that and couple of uh we found a couple of missing people in our uh faculty and staff
but we we're on that and rectified. So, just wanted to make sure we took care of all of that. Thank you. And uh on behalf of the administration, the school, the staff, I want to wish everyone out there a happy holiday, merry Christmas, happy Hanukkah, great holiday season, and uh think we're done with the snow. It should be gone tomorrow and uh we'll move forward. Thank you. >> Any discussion? >> Can I just ask a quick question about the emergency test? >> We were supposed to get text, email, and phone call. >> Yes. >> So, if you didn't get one of those three, >> if then then you let us know and we'll fix it. Now some see if you call I have a list of people that might have got bounced off that I
have to figure out why they got bounced off but uh we we worked through a lot of them today and we had a lot of parents contact us and we just updated everything. So sometimes it's your preferences too what you check off so you got to look at that also but we'll work through with you. >> Also um I know people were contact I got three phone calls today that my email address wasn't right or it bounced back. It did. Right. It was uh >> So, I got a couple phone calls today from the staff. So, like Okay. They're kind of >> Yeah. They're cross-checking. >> Yeah. So, it's I think it's going to be a process, but they're kind of going through like who's >> Hey, your yours was your you listed your work
address. That's what it was. So, I don't You know, you got As long as you got them. >> I know your husband got him. He told me today. So, it's good. >> Any other discussion? No. Okay. Thank you, Mr. Scarfield. Uh, school business administrators report. Mr. Verace. >> Madam President. Good evening, everyone. Before we uh get to Mr. Vincy from uh the district auditors about the fiscal year 25 audits. Uh just wanted to bring to everybody's attention F2 the bills list. F8 and F9 are in regards to the fiscical year 25 audit. And F10 just want to refresh everyone's memory. Uh we went back out in May for coaches uh an RFP process. At the time we awarded a behaviorist, a reading interventionist, a math coach, a science coach. We did not appoint a ELA
coach. That's what this is doing. This is just amending the original the original resolution from June 23rd to to identify that we have now chosen an ELA coach for the 2526 school year. All I have >> any discussion? >> No. Okay, we can hand it over to Vincy. >> And uh Mr. Chris Vincy will present to the board the fiscal year 25 audit. >> Good evening everyone. Thank you very much for having me. I'm going to be presenting the 2425 school district audit. Um, Alex, do the board members have the audit report in front of them? >> Yes, the ACFR and EMR. Yes. >> If anyone wants to if anyone wants to follow along in in the big book, it's I'm going to go through fund balance which is on page 69 if you have
it. Um, but before I get started, so we issued an unmodified audit opinion, which is the cleanest audit opinion you can have that encompasses three areas. uh financial reporting, internal controls over financial reporting and compliance with federal and state financial assistance programs. Um we actually completed the audit fieldwork about three and a half months ago um in August and September. Uh we were waiting on information from the state department of education uh which was released in mid-occtober. And then additionally, we were waiting on information from the federal government that outlines the compliance requirements uh for all the federal grants and that was just released a couple weeks ago. So that's why um we completed the fieldwork a very long time ago, but you're only accepting the audit tonight. So um just wanted to make note
of that. Um, if anyone's following along halfway down the page on page 69 in the actual column, the starting with the net change in fund in fund balance, uh, that's the difference of the revenues over the expenses in the 2425 year. So, we generated uh more surplus of $371,836. So, it was a solid year financially. Uh, very stable condition. started the year at 6,692,999 and ended at 7,06435. Underneath are the restricted components of fund balance which I'm going to run through quickly. Capital reserve started the 2425 year uh with just over 4.2 million and we ended the year at $4,484,759. That's composed of the first two numbers that you see underneath. That's the $3,379,439. That is um actually not earmarked for any projects in the district's long range facility plan as of June 30th. The
number directly below it, the 1,105320 is in this current year's budget, the 2526 budget that's been set aside for the roof project, the FAT exterior doors, and the media center/ kindergarten um conversion project. Uh so that's capital reserve maintenance reserve started the year at 740,082 which is the maximum allowable for the maintenance reserve and we ended the year with the same amount. Uh there was 165,000 in change that was in the 2425 budget and with the board's June resolution we were able to transfer that same amount back in. So, of that 740,082 the that's um 555,197 that you see is not earmarked for anything as of June 30th. And directly below it, the 184,885 is in this current year 2526 budget. Excess surplus, these are the balances over and above the 2% uh calculation that
the state department of ed allows all school districts to have. uh excess surplus. A really good budgeting practice is to keep this uh flat or pretty stable from one school year to the next. And that's exactly um what you were able to do. In last year's audit, it was 700,000 and the same thing for this 2425 years. 700,000. It gives you the same starting point when you do the following school year's budget. So, it's it's a good practice and it's it's good that it was able to stay um stable. assigned fund balance for the year-end incumbrances. These are purchase orders that were input into the accounting software before June 30th where the goods and services were rendered um after June 30th in this current year. Uh these monies are all liquidated by now. These are
just regular operating costs. And then finally, unassigned fund balance. This is um where the state allows 2% of the expenditures amount. Uh this provides some flexibility and this can be used um for any operating costs in the following year's budget. Uh so $41,430. So those are all the components that make up the ending fund balance of 7,06435 as of June 30th of 25. Um just going to run through we had there's four audit recommendations. Um, this is in the small book if you have it. Um, or it's in the back. So, these are the four items that require corrective action plan. Um, the first I'm just going to read the recommendation. The district implement and maintain a payroll deduction ledger by individual deduction category. Uh, this just helps reconcile the payroll agency account. Uh, there
was a shortage in the account that had to be covered by the general fund budget. So that's all this recommendation is for, just to help keep the payroll agency bank account and its transactions um in good condition. The second recommendation, all prior year audit entries be recorded in the district accounting records to ensure all general ledger beginning balances agree with the prior year audit balances. Um the audit entries from last year's audit uh were not in the financial accounting software. So, uh, the balances were incorrect on the general ledger um during the year. The third recommendation, reconciling items on the monthly bank reconciliations be reviewed and properly cleared of record in a timely manner. Uh so this had to do with the way a lot of the payroll agency uh deductions were being posted or
not posted to the general fund budget um with VICA DCP um and some of the debit debit credit memos from the state. Then finally, the fourth recommendation um procedures be reviewed and revised to ensure purchases and contract awards are procured and approved in accordance with public school contracts law and state procurement regulations. Um just in summary, there were a couple cooperative purchasing contracts which were um they the vendors were paid over the bid threshold um but the vendors were not approved in the minutes. Uh we had a similar situation with a professional service vendor. And then finally with some of the local cooperative purchasing vendors, their pricing lists when they're awarded through these cooperative agencies were not on file um at the time of purchase to make sure that the district was properly built. So
that's it. So there's great audit, good um good audit financially. Um just a couple areas that need improvement and need to be addressed. Um but does anyone have any questions? My only question is for the public and for the board, we're solvent. >> Yes. >> Very good. And again, people might hear numbers that sound high, but the board is very cognizant of the fact that he's still paying off for the uh upgrades of, you know, the referendum and everything else. So, to keep capital reserves and things like that, so we don't have to go back and ask. We do our due diligence. And last year we put a roof on this building. Plan is to put a half a roof on McKenzie which are quite expensive in those huge buildings. And the exterior doors in
FAR indefinite needs. So those are all proposed projects that we're going to do with our surplus money just so the public is aware. >> Yeah. And if and if and if I can just add that's that's what's also great about the district is the reserves are there for a purpose to spend on them. You're not just kind of like sucking money away um and just letting that build over time. The reserves are there for a purpose. You're using it for that purpose and that's it's what it's there for. >> Good. >> Have a great holiday everyone. Thanks for having me. I appreciate it. >> Okay. So, at this time, I will open to public comments on agenda or non-aggenda items. State your name and address for the record. Address the board president. Each person wishing
to speak will have five minutes each. Anyone wishing to speak will be given the opportunity to do so. >> Like, what's my line? Good evening. Uh Kevin Lion. I live at 77 Clinton Place. I'm here representing the East Rutherford PTA with a monthly update. Our membership stands at 228 members. I think we had 227 last month. Uh this month we've done a lot of fundraising. We had our holiday spirit wear uh sale. It is completed for the guaranteed delivery for next week. However, there is an ongoing sale of 20% off until December 22nd. So you can take advantage and get your Wildcat gear there. Uh they've also told me they will have an endofear clearance sale uh between Christmas and New Year and possibly into January. So we should look forward to that as well.
And as we know, uh, Wildcat spiritware can be bought year round online through the, uh, holiday for through the spiritware sales shop. Um, our BNL photographers returned to all three of our schools on December 5th for picture retake day. Our eighth graders also had their cap and gown pictures taken on that day. And then our our holiday Gertude Hawk candy sale completed. Uh, candy was delivered this week. Uh, pickup was hosted Monday at the FA APR. We thank Mrs. Bali and her team, especially the custodians who moved all the candy down to the APR, uh that we could use that space and not take up the gym for the basketball uh teams. And once again, our community came through making it a huge uh fundraiser and we'll have final amounts hopefully in January on what
we made on that sale. Our gifts and things little shoppers gave us our holiday shop this month at both at all three of our schools. We hosted Lincoln and FA over at Lincoln School in the music room. Thank you to Mr. Valardi and his team for letting us use that space. And we also thank Mr. Mrs. Schweitgart who took the music students over to the FA school music rooms uh from Lincoln for their music classes so we could use that space. Thank you. And McKenzie School is finishing up tomorrow with the holiday shop in the McKenzie School gym on the stage. And thank you to Mr. Barrow and his team for letting us use that space. Um our eighth grade committee is selling winter holiday grams for Lincoln and FA students and staff. It's a
holiday message with a lollipop and fidget spinner and they're available to send to a special friend. I believe they need the orders in tomorrow and you can find that information on Facebook. Um, and our eighth grade committees had a raffle and that was drawn earlier this week. I did see the video but I didn't note down who won, but we had three winners uh that won uh I think they were Visa gift cards that they had raffled off. And then our some of our events as uh was mentioned earlier in the meeting in coordination with Lincoln school, our PTA helped host the annual Thanksgiving feast for our fourth and fifth grade students on November 26th. Uh Mr. Valardi used the new parent square application uh app uh for the volunteers and that actually worked very
well, he said, uh using that app for volunteers. So we may go use that going forward. Uh we're definitely using it for the hot chocolate social which I'll mention in a minute. and our students enjoyed a variety of traditional Thanksgiving foods and treats that were donated by our families. So, thank you to everybody who participated and donated to that event. Our eighth grade uh eighth grade had a eighth grade versus teachers volleyball game and that was hosted November 25th also at Lincoln School. I don't know who won that game. Uh PTA hosted the table. Oh, did the teachers win? Okay. Uh they got to they got to go easy on those eighth graders. Anyway, the PTA hosted a table at the annual craft fair hosted during the East Rutherford tree lighting on December 5th. Uh
we gave free gifts out to all the children and several parents. And we had a limited holiday shop inventory available for purchase and also for a preview so families could see what they would see, what the children would see at the holiday shop. And then PTA funded the Lead Youu Character Assembly at McKenzie School on December 5th as well. That was a busy day that day. uh lead you assemblies combine interactive games, music and storytelling to inspire leadership, empathy, and smart decision-making for our children. And we are happy to bring that program back to McKenzie school for our uh I think it was prek through third grade. I think the prek was included in that at least kindergarten through third grade all enjoyed that assembly. Uh the FA holiday dance was hosted this past Friday
night, December 12th at FA school. I know the goal was to get all the chaperoons to be the dads, and I think we made that goal. At least we had seven of seven of the people were the dads. Um, with that age group, it's good to have some men involved to make sure that everyone's behaving themselves. Um, not that the women can't do that, but the men can go into the boys' room where the women would feel a little less comfortable. Uh, and PTA will host our Lincoln hot chocolate social this coming Tuesday, December 23rd, for all of our fourth and fifth grade students. Uh volunteer signups as I mentioned are going through the parent square app. So you can sign up there to volunteer. We need a lot of hands because we'll have all
the students at one time uh because we'll have the FA school uh concert band and show choir coming over to give a concert for the students at as well during the event. And we'll serve hot chocolate cider and water for all the students as well as the band and choir. And students are encouraged to bring their own snack from home as they would on any half day uh to enjoy during that period. uh PTA donated wrapping paper and supplies for the East Rutherford Mission Magical Christmas that assisted to in providing gifts for East Rutherford's children and seniors. So, thank you to our East Rutherford community for that. And PTA is looking to host a holiday lunch for our staff when we return from holiday recess. We're thinking of planning that for January 8th, which is
the half day for the professional development, and we'd coordinate that with the school principles to make sure we can make that event work. And on behalf of the East Rutherford PTA, I want to thank the board for all of your hard work in 2025. Our school community truly benefit from your dedication to our students and their public school education. And we wish you and all your families and friends a happy holiday season and a wonderful new year. Thank you. >> Thank you, Mr. Lines. I have to say I've been in a lot of districts and uh you guys are pretty much the most active I've seen and effective. Keep up the good work. >> Thank you. Thank you. Anybody else?
