So, that is something to look forward to. Um those of you that would like to join us, please feel free. We'll be up there 5:00 p.m. on December 4th. Also, we have our project with team. Uh we'll be uh partnering with Uganda, the schools in Uganda, and I have a whole program set for our students this year. It's going to be really exciting. So, once that all rolls out, I will definitely be inviting our community members, board members, and staff to those events. Thank you. We wish you a wonderful Thanksgiving. >> Thank you. This has been an exciting

011month. Lots of stuff happening. Thank you. a committee reports. School business administrator, Mr. Verach. >> Thank you, Madam President. Good evening, board members, uh, members of the community in in person, and those who are watching at home. I'd like to begin with the buildings and grounds report from our supervisor of buildings and grounds and transportation, Mr. Abatishani. Custodial operations continue to meet high professional standards across all district facilities. Daily cleaning schedules are being executed consistently and staff members have demonstrated exceptional attention to detail in the preparation of instructional spaces and common areas for the school year. The maintenance department continues to maintain a strong rate of completed work orders, addressing both preventative and corrective needs in a timely and effective manner. Although staffing shortages remain a challenge, the department has sustained a high level of

012responsiveness and remains fully committed to supporting the operational needs of each school. Uh we did have a few projects at McKenzie. We installed a duckless AC system for the server room, including a rooftop compressor. We replaced a high pressure sodium um the gym lights with effective energy efficient LED technology lights and also with the help of the DPW. I want to publicly thank uh Mr. D. Rose and the DPW for their assistance with cleaning the exterior surveillance cameras. Uh we're also waiting on them for Lincoln FA and the board office. Uh over at FA, uh plumbing contractor completed the replacement of a section of a gas line where we detected a small leak. At no time was anybody in danger. It was taken care of within the boiler room and the roofing contractor performed uh

013repairs above the gym area. In regards to transportation, uh operations continue to be steady and effective. Routts have generally stayed on schedule with few interruptions and recent improvements in communication have strengthened collaboration among schools, drivers, and families. Efforts to recruit additional drivers are on the way and have been for a while to expand route coverage and ensure ongoing reliability. And that is it. Uh physical facilities, PF1 is the approval of the monthly facility calendar for December 2025. PF2, approval of district use of facilities application. We did receive a few. PF3 is the approval of the submission. So, we're not submitting the health and safety evaluation checklist yet. That'll be, if I'm not mistaken, Mr. Scarfield, right at the end of January, >> uh, December 31st. >> December 31st. >> Okay. >> So, we'll have that

014on the uh on the next agenda to actually submit the report. F1 is the approval of payroll for October 2025. F2 approval of financial reports for September. F3 approval of transfer report for September 2025. F4 approval of bills list. Uh thank you to the um to the finance committee and Mr. Banker. Thank you again. Approval of the preliminary proposed budget calendar for the 2026 2027 school year. Yes, we are at that time. Uh the anticipation is to have meetings the first week of December with all heads of departments. Uh F6 approval to return unexpended fund 30 monies to capital reserve. This was from the referendum. It was,000. This is came at the recommendation of the auditors that these monies that were left over and fund dirty go back to capital reserve. F7 approval of a

01560-month postage meter rental with quadant. Right now we have two postage machines where we're paying about $242 a month. So in ways to save the district money, we are cutting it down to one postage machine. It's going to be bigger and we're got there will be a savings of $120 per month. So instead of having two postage machines, one in McKenzie and one here, it'll be just one postage machine. It will be a little bigger, much more effective, much more efficient, and saving the district $120 a month. Uh F8, approval to amend F12.21, contracts, agreements, and renewals for the 2526 school year. This has to do with Kelly services. The hourly rate in New Jersey, January 1st, is going to go up. So this had to be reflected. So we are amending that the new

016rate is as of January 1, 2026 will be $15.92. We are paying at a lower rate. So, uh, Kelly Education reached out to me. We agreed to it. And then the bill rate is a little different because there's also their costs in there. Uh, what else? F9 and F10. These are proposal for professional services. One for the partial roof replacement at McKenzie and then the exterior doors. It's very similar to what we It's exactly what we did for the roof here where we the board would approve the car Rabino to go out and for bid and they would obtain all the documents. We would have the bid open in here. So pretty much the carabino does do everything for us. And F11 uh approval to discard obsolete uh technology equipment. And one last thing I

017did forget to mention the Mashio's report. the prepaid balances at the end of October 2025, $8,377.77. Negative balances were about $1,350. I encourage parents and guardians to please notices are going out by parent square, by email, by mail to please satisfy your negative balances. So, please reach out to your schools, please reach out to the business office. We will work with you to settle uh your child's account that will that are in a rears. >> I'm done. [laughter] >> Any discussion? >> Yeah. Question on that PF3. So we are submitting the evaluation of a checklist, not submitting a checklist of health and safety. >> Correct. >> Okay. And you'll you'll the board will get a copy of what we do what we'll send to them. Obviously, you will get that. >> Any other discussion? [clears

018throat] >> Okay. Thank you, Mr. Varra. uh interim superintendence report. Mr. Scarfield. >> Good evening everyone. I'm going to do my report in two parts because we're going to reflect some things in new business later on, things that have arised, but I think I've kept the board apprised, but I want to make the public aware of certain things. What I'm going to go over now are just the resolutions up for uh approval on tonight's agenda. So, um excuse me if I don't see as well. I'm getting uh cataract surgery soon. approval of um the um the fire and emergency drill report. Uh we're just about closed out with that for the month. Approval of the enrollment report. I will report to you now that you're plus 11 since um August. I think we started September

019one at 784. Today we sit at 795. So they've been dripping in at different places. They're in and out right now. That's where we're at. Um at this point there is no um need to approve any HIV reports but I do in close session have a an investigation to report tonight. Um under curriculum items it's approval of uh student field trip request for 2526 and then also um approval of the 2627 preschool operational plan. I'm going to review that new business before you vote on it. So, you shouldn't uh you'll be up to date even though I did give you written report on that. Personnel items um approving the Kelly um substitute education substitute list, personnel um actions that have been taken over the course of the last month, approval of travel expenditures, and authorizing

020and approving settlement agreement between the uh ERBOE and the ERA. that there's no uh community relations at this point and no uh technology. That's my report. >> Any discussion? Okay. Uh at this time, I will open to the public on agenda or non-aggenda items. State your name and address for the record. Address the board president. Each person wishing to speak will have five minutes each. Anyone wishing to speak will be given the opportunity to do so. Hello, Kevin Lion, 77 Clinton Place. I'm here on behalf of the East Rutherford PTA. Uh just to give the board an update. Uh our membership is h at 227 members. That's a 19% increase from last year. Uh we've done several fundraisers and have a few in place right now. Our holiday spiritware sale is ongoing until December 10th.

021Uh spiritware can spiritware can be purchased online. There is a discount as well as guaranteed delivery by December 23rd. Uh Wendy's hosted a dine and donate event for us earlier this week on November 18th. I don't have the funds from that yet, but we hope to get that soon. Uh we'll also have uh Blaze Pizza in January and Jersey Mike's will return with a dine and donate event in February. So we thank our local partners for helping us out and hosting these events for us. Um our Gertude Hawk uh candy sale is uh completed. We've received all the submissions. Uh our candy pickup will be at the FA school during the week of December 15th. Uh we're coord coordinating that with Mrs. Balei because we don't know the exact day that they'll bring that they'll

022deliver until the date gets closer. Um, gifts and things. Little shoppers will provide the uh products for our holiday shop. Lincoln and FA school will be hosted the week of December 8th over at the Lincoln School and McKenzie School will have the shop between December 16th and 18th. Um, our eighth grade volleyball game will be hosted on November 25th at Lincoln School at 6 PM. It's our eighth grade students versus the teachers. And the eighth grade is hosting a raffle. It's $10 per tickets. There are three gift card prizes. And that drawing will be on December 16th. Um, also I saw I think in the facilities request, eighth grade is hosting a uh winter dance on December 12th, I believe the date was. Um, some more events. BNL photographers are coming back to all three

023schools on December 5th, primarily for picture retakes, but also at FA school. They'll do the eighth grade cap and gown photos uh that day as well. Uh, PTA hosted a pumpkin painting contest during the month of October. We had four entries that we chose for top prizes and we congratulate all those who entered that contest. It was a lot of fun to see the different creative pumpkins that the students came up with. Um, our annual trunk or treat event was hosted on Friday, October 24th in coordination with the East Rutherford Police Department. Another huge success. We don't even know how many people showed up, but it was a lot and it was just a lot of fun and a lot of great trunks and great people there. So, thank you very much to all who

024supported us in that effort. One of our big annual events, uh, PTA provided our staff with Jersey Mike's lunch at all three schools during the parent teacher conferences, which was on October 29th. and we were happy that they all seemed to enjoy their lunch uh and had a little bit of a break during a rather busy day. Um and then in coordination with uh Lincoln School, we're going to help host the annual Thanksgiving feast for our fourth and fifth graders. That'll be on November 26th. Uh the food donations and the volunteers are all being coordinated through the parent square, which is the new app for this year. So, we're looking forward to seeing how that works with coordinating that to see if it can be used for other events as well. Um, PTA will also

025have a table at the annual craft fair which is held during the East Rutherford tree lighting. That's on the evening of December 5th. Uh, we'll have free token gifts available for all the children. And we may also because we're it coordinates well with our holiday shop setup. We may set up some of our holiday shop items for sale that evening as a preview and for families to shop. Uh, PTA has agreed to fund the lead you character education assembly as you heard during the McKenzie update earlier. So that will be at McKenzie School on December 5th uh for all grades. Uh lead use assemblies combine interactive games, music, and storytelling to inspire leadership, empathy, and smart decision-making for our children. We hosted it last year, and we're proud to be able to host it again

026uh this year. So, thank you to uh Mrs. Gomez at uh McKenzie School for bringing that to our attention and asking us to help fund that. And finally, uh this week is American Education Week. It's a celebration of the wide range and incredible team of support professionals who help our students succeed, including our par educators, our clerical staff, our bus drivers, technical specialists, and student service workers. All of them play a vital role supporting our East Rutherford students and families, and they keep our schools running and thriving. PTA joins the National Education Association in honoring and thanking these education support professionals who support, nourish, and protect our public school students. They make public education possible every day. And that is my report. Thank you very much. >> Thank you. Again, a lot of exciting things

027happening indeed district. Thank you. >> Anyone else? No. Okay. Okay. So, at this time, I'll close uh >> Yep. close to the hearing of the citizens. Thank you. All right, we're going to take a little detour back to Mr. Scarfield. >> Yeah, I just like the spotlight. No, I'm kidding. Uh I wanted I want while I have parents here and you know on the other side and before the board votes on anything, I want to just give more information. As you're aware, we have that preschool expansion grant that was awarded to the district last year. This year, we're in year two. So, we had to put application in for next year. What the grant requires us to do within a five-year period, which we're in year two, so three years from now, we have to

028educate 90% of our preschool universe. The way they calculate the preschool universe is they take the number of kindergart number of first graders we have and they use their formula to tell us we need x amount of three-year-olds and four year olds. So that number is 138. This year you have 16 three-year-olds enrolled. You have 32 on a waiting list. That's not the end of the world because they're four year olds next year. We are um next year we're projecting 40 [snorts] four year olds in our program. I mean I'm sorry u I'm sorry this year we have 44 year olds. So you have a total of 56 students in the free prek. Next year we're projecting 43 year olds and 55 four year olds which will be a total of 95. So you'll be

029at about 65% of your preschool universe going into year three. So I like the progress. Now you're going to say, "Where are we fitting all these children?" That's the magic question. Well, we've looked at various um daycarees in the area. One of them, even the YMCA came and solicited us, but um if you're familiar with on Union Avenue Kitty Academy, which is right in Rutherford, it's probably three blocks away from us, but it's close. um they have experience in preschool expansion. They have another um school down in Eatontown, New Jersey, and they are housing two Eatontown PEA classes and one West Long Branch class. So, they have two different districts in there. They tell me two different curriculums, but you know, they're separate. So, they're well-versed in how this all runs. Uh if you're not

030aware, a lot of these dayc carees uh this day and age are struggling with enrollment simply because the cost the uh the funding and the and the subsidies for the parents cut down and the numbers are way down. So they have available space and they're anxious to contract with us. The Y did look attractive to us, but again they could only commit to two classrooms. And um you know the the uh Kitty Academy seemingly is a nice outfit. I'm I'm planning on setting up a field trip for my board members so they can see what we're the venture we're getting into. The uh owners are very very welcoming and wellversed in how to run the program. So that was part of our you know method to the madness of going there. Plus the fact that

031I know that moms and dads are very apprehensive about putting three and four year olds on buses. So, it's it's probably easier for them to get them within almost the town limits and very close by. So, we thought it would be a really good opportunity for everybody. So, we're committed to that. Um, for the uh public and board's information, um, I am committed this year with Alex and our administrative team to really do a deep dive into the budget. We're going to we're going to go into places we haven't probably gone in the past, but it's time to make sure that there's no redundancy, that we're accounting for everything correctly. Um, that even goes down to I I had the administrators give me a list of all of the academic um tools we use, the

032online tools, any any online just to see what we're using, who's using them, and if they're needed right now. Some things might be obsolete. It's time to modernize. We can't just you can't keep doing the same old same old. So, we're really going to rip it apart this year and make sure that we we're doing the right thing. The next thing is um I am I'm going to um looking into with Southberg and Jointure which happens to be free and charge training for our par profofessionals. Um and it is they would come to us. So, I have I've given them the two PD days. We have the half days and uh they're just seeing if they can tailor the two sessions. Usually they do a one-day session, but I can't commit to that, but I

033could commit to two halves where they'd come in and really give them an overview introductory, especially into challenging behaviors because that seems to be the uh biggest issue we're dealing with today is just challenging behaviors. It's not kids that are, you know, anywhere needing special ed services, but you know, these are things that are new to people. And I think the par professionals should be properly trained and then we'll start seeing who really needs the specialized training according to their assignment. So, we're really going to take a look at that. The next thing I'm going to ask the board's permission, I don't think they're going to say no to this one, is um I I want the permission to do a district-wide re-registration because I want to make sure the people we're educating here are

034ours. Uh with free prek, you get a lot of people that try to sneak in. And it's not only the prek child that comes in. Usually that pre-k child has a older brother or sister and then they get in with us. So it kind of uh defeats the purpose of what we're trying to do. So my plan is to have this organized, budgeted out. Um looking to start in February and ending by the April break and giving parents three nights throughout the course of those times because I know people can't make it all during the day. We could do a lot of things electronically, but if they have to come in, we'll open one night at McKenzie, one night at Lincoln, one night at FA. This way they can come and re-register. I I want

035to give the parents enough time so they can go out and, you know, I I understand because a lot of times we deal with, you know, I I've been living here 10 years and I don't have an updated lease. Okay. Well, now it's time to get us an updated lease because we really got to make sure we're taking care of our own. So that's I think it's time to do that and then um after that's completed I I'd like to recommend just entry points like once they leave third grade moving forward to fourth you do it again just for that grade level every year you know it's coming third to fourth this way we make sure we don't lose any in between um probably prudent to do 8th to 9th also you know one of

036those times even though I know we don't pay tuition however it's in your taxes. So, we want to make sure that the people that we're educating infectant are our students. It's it's not fair to the taxpayer otherwise. So, those are some of the initiatives that we're definitely going to be looking at. Um, and you know, we're going to really take deep dives at a lot of things, look at everything, make sure that we're doing the right thing, training the people that need the training, and uh moving the district forward. So that is the back part of my report. Thank you for the time. >> Does anyone have any questions? And you can open it back up to the public if they have any. >> Okay. >> Any discussion? >> Thank you. Loved all that information.

037Um the only thing that I would love for you to clarify to the public is that our goal with the prek is also getting back eventually both the art room and the music room. The art room being the first thing that we're trying to pull back. >> Absolutely. The I guarant I will guarantee the art room is coming back to McKenzie. I'm gonna I can only I can only half promise music. Let me just see what it looks like when we figure this all out to see how many I'm able to put over in um in the other in the Kitty Academy and then that could free up a little more room. We're also going to also while we're at it, we're going to really do some inventory on populations and grade levels, classrooms, things

038like that, and just see where we could do things right. So we we're doing a lot this year just to, you know, move it forward. So that's definitely going to happen. >> Thank you. >> Any other discussion? >> Okay. Um, so we're going to also vote, right? Okay. Just want to make sure. Okay. So, correspondence to the members of the board. None at this time. Uh, adoption of prior board meeting minutes. Upon the recommendation of the interim superintendent, the board hereby approves the following meeting minutes. October 9th uh, 2025 work session meeting minutes. October 9th, 2025 work session executive meeting minutes. October 16, 2025 public session meeting minutes. So moved. >> Second. Yeah. >> Yes. >> Then we need a second. >> Second. >> Okay. Any discussion? >> Roll call. >> Miss Caruso. >> Yes.

039>> Miss Collie. >> Yes. To October 9th. I'm going to abstain from the 16th. I was not here. >> Okay. Abstaining the 16th. >> Thank you, Miss Mena. >> Yes, >> Mr. Sanders. >> Yes, >> Miss Shemley. >> Uh, yes to October 16th, but I have to abstain from both October 9th meetings. >> Thank you, Mr. Banker. >> Yes. I [laughter] just want to recall that if I was at both meetings. >> I I checked. >> Yeah. [laughter] [snorts] >> Louisa. >> Yes. >> Okay. Uh superintendent resolutions. Upon the recommendation of the interim superintendent, the board hereby approves motion S1 through S3. S1 approval of fire and emergency drill report. S2, approval of enrollment report. S3, approval of harassment, intimidation, and bullying monthly report. >> Second. Any discussion? Roll call. >> Miss Caruso? >> Yes.

040>> Miss Collie? >> Yes. >> Miss Mana? >> Yes. >> Mr. Sanders? >> Yes. >> Miss Shmley? >> Yes. >> Mr. Banker? >> Yes. >> Miss Larisso? >> Yes. uh curriculum committee. Uh Miss Shamley. >> Thank you, Madame President. Upon the recommendation of the interimm superintendent, the board hereby approves motions C1 and C2. C1, approval of the student field trip request for the 2025 2026 school year and C2 approval of the 2026 2027 preschool operational plan. >> Second. >> Any discussion? I just have a quick question on the preschool contact list. Does it matter if the contacts >> Yes. Uh I'll tell you what happened here. Just as I always refer to our great state of New Jersey as the state of confusion. They have changed just about every database in known to man in

041in education. Um, so this one was a new addition this year that must have been put we fig we rounded it down to it was put out last year. That's why you'll see a person in there that was previously occupying the administrative assistance she seat but next to it it says does that person have access? It says no because you couldn't take them out. Those were the changes. We had a hand in a separate sheet but the only way I can print it I couldn't access the separate sheet. I had to access only that. I asked them and they have to make the changes. I can't and they are so backed up that it'll get done but they know they know they contact me. They have my email address. So it's just one of those

042things. >> Okay. So just to clarify they do know to change that active port. >> Absolutely. Yeah. One thing, um, some of us were lucky enough to go watch the National uh, Elementary Honor Society. Were you Did I take your >> Did I take your thing? Okay. Um it was very very very nice. Congratulations to all the students that were inducted and it was a very very nice ceremony. That's all. >> Agreed. >> That's okay. I have other things I need to say. So you can have that one. [laughter] Anybody else? Okay. So, uh the other day I had a discussion with our new school boards rep. Okay. and uh she just wanted to touch base on a couple of things. Um so one is she wanted

049to know if we wanted to do um an ethics training in February just to update us on all the current ethics cases that have gone through school boards. Um I said that we did the um roles and responsibilities uh last year and we are getting um a new member. So maybe the ethics might be a good um one to have in at one of our February meetings either our work session or our uh public meeting. Do we have anything big in February? >> February, you'll be doing some budget work, but because again, we we want to make sure that um we're relaying the information that's being done with the committee to the whole board and the public at the time where we're going because we are going to be doing a lot of digging. >>

050I think it might, you know, >> if anything, maybe the work session. I think of that. But again, and I think what Alex and I were talking about were we we'll contact the president and vice president right after the uh Thanksgiving holiday and kind of put together some kind of schedule for the next for the reorging. >> Um does that sound like a plan that we do the ethics training again? >> Yes, >> it's probably a good idea. Um, also, so I had a question because you're an interim, not permanent, whether or not we do an evaluation or not. Um, >> yeah. Yes, you do because for for QAC, yes, >> because that's one thing they asked for is the superintendent's evaluation. So, yes. >> Okay. So, yeah. So, an evaluation will have to be

051done. Now, she said it doesn't have to be the long one that we do for school boards. She said we could just write up a narrative, >> but we should gear it towards the district goals, okay, to see how we're hitting or we can just to keep in good practice, we can do the school board's one, but we can discuss that when it comes. >> I hate that school board's evaluation. That's a tough one. >> Horrible process [laughter] does no good for anyone. I don't think the super >> why it wasn't so much fun last year. [laughter] [clears throat] >> It's a lot of work. >> It makes no sense. it just >> so um which then led into a discussion about our board um evaluation. Uh last year we did our board evaluation but

052then we also did a retreat afterwards to come up with our board goals. Do we want to do that again? She wanted to know. >> And what are the other options? >> No, I'm saying like is there like a one or the other or is don't have to do the board retreat um >> because we have to do the goals no matter what, >> right? >> But yeah, we have to do the goals no matter what. But yeah, >> if we wanted to do the retreat again like we did last year. So that's up to that's up to you guys, you know, just something to think about. >> I didn't mind it. I thought it was like a nice way to just >> all be on the same page in the same room, but >>

053that was just me personally. >> So, just something else to think about that's not due >> till like April or whatever so we can but I think she just wanted to build her calendar to see what we you know >> what we were interested in, >> right? So, just something to keep in mind. Okay. So, that's all I have for new business. Anybody else? Okay. So, at this time, oh, I will reopen to the hearing of the citizens. Opening public comments on any agenda or non-aggenda items. State your name and address for the record. Address the board president. Each person wishing to speak will have five minutes each.
