The time is 6:10 p.m. and we're calling this meeting back to order. Before I get started with the uh pledge of allegiance, if our new intern, Mr. Nonvo, if you could come out here for me, please. If you could stand right behind me. Mr. Mr. Mr. Non Vo is a Marorrow High School rising senior who is um one of our new board interns. Thank you. [applause] And and when I tell you this guy is sharp, this guy is sharp. you know, I've been dealing with him all year and um excited to have him on board. So, I want to thank the um the other interns for doing the

002panel interview with him and thank you, Miss Blackwood, for um guiding them through that interview. We actually let our board interns interview the new coming um um board members. So, we try to try to give them that experience. If everybody would stand for the pledge of allegiance. Ladies and gentlemen, tonight we recognize a special artistic moment in history for Clayton County Public Schools and specifically for Maro Magnet High School and its symphonic band. would director of bands Teddy Taylor II, assistant director of bands Cedric Evans, and director of ensembles and drum majors Jules Douly. Please lead those student members who are present to the stage to join the board. [applause] >> [applause] >> And I think we have a number of band parents that are here. If they would stand so we could show our appreciation for supporting this outstanding group of young people. >> [applause] [applause] >> The Marorrow Magnet High School Symphonic Band achieved a remarkable milestone earlier this year by performing on the worldrenowned stage of Carnegie Hall in New York

005City. [applause] >> [applause] >> The performance was part of a distinguished concert series presented by Mid America Productions. Marorrow Magnet High School was featured in the ensemble spotlight series and highlighted the school's commitment to excellence in music education and student development. Under the direction of Teddy Taylor II, the symphonic band delivered a powerful and inspiring performance representing not only their school, but the entire Clayton County community on a national stage. The trip to Carnegie Hall was made possible through the support of parents, community partners, and local sponsors who rallied behind the students to bring this vision to life. Their collective investment ensured that students from a title one school could experience and excel on a national platform. The board offers its congratulations to everyone associated with this amazing accomplishment and specifically to these young people

The Clayton County Board of Education welcomes public participation and will hear any interested individual pursuant to the guidelines outlined by policy BCBI. Members of the public will not be allowed to discuss individual personnel issues or confidential student matters. Speakers must identify themselves and the topics before speaking. Speaking will be given speakers will be given three minutes to speak and may not yield from one speaker to another. Board members will not respond to comments from speakers. The chairman may respond as appropriate. Issues requiring possible action by the board may be added

008to future agendas. Issues that may need to be addressed by the administration will be duly noted. Abuse of language and/or personal attacks will not be permitted. My first public speaker for this evening is Miss Latia Ret Laterial Francis. Is Miss Francis here? Miss Francis, are you here? >> Okay. Okay. So, you guys are gonna sub in for her. Go for it. >> Yep. Please identify yourself before starting. >> All right. Good evening. My name is Monica Williams. I am representing Leadership Clayton class of 2026. And I have with me my team members Tracy and Pinar. I want to thank you for the opportunity to share an initiative that that directly supports our students and staff of Riverdale [snorts] Middle School, the giving shelf. As many of you may already know, in Clayton County, we have

009one of the highest rates of food insecure families in metro Atlanta. For many Riverdale students and teachers, school supplies, hygiene items, and reliable meals are not guaranteed at home. And that is exactly the gap that the get itself is designed to close. This is a leadership Clayton group one project developed in partnership with the Clayton County Chamber of Commerce. We are building a sustainable restockable chef at Riverdale Middle School that will offer school supplies, hygiene items, non-p perishable foods, basic clothing items such as socks and t-shirts, first aid items, clear backpacks, and storage. To launch the shelf, we are hosting a community donation drive on July the 11th, 2026. from 10:00 a.m. to 200 p.m. with two locations. One location will be a drive-thru drop off at Jonesboro City Center. An additional drop off will

010be at the Clayton County Library Headquarters in Jonesboro. We will be collecting inind items and monetary contributions with a planned shelf opening at Riverdale Middle School in August when our students return back to school. Participating sponsors will be recognized through school approved flyers, sponsor acknowledgements, and certificates of appreciation. Sponsorship can take many forms. Purchasing supplies, hosting a collection drive at your business, or donating bins, shelves, or shoe racks so we can help organize the shelf itself. Our goal is for this to be an ongoing community partnerships partnership that will stock the chef not only throughout this school year but for many years to come. We respectfully ask the board for two things tonight. First, your endorsement of the Giving Chef as an approved school resource. And second, your help spreading the word through district communication,

011school newsletters, or by encouraging staff and families to take part in our July 11th drive. This may be a small initiative in the big grand scheme of quality education, but our goal is to help students and staff focus less on what they lack and more on what they can achieve. Thank you for your consideration in this partnership and for everything that you do to support our schools. We we definitely commend you on that initiative and I'm pretty sure I speak for everybody on the board with the two requests that you have. We'll definitely um get behind that and we'll ask the superintendent to actually follow up on that and make sure that the communication is out there and if we can get some type of communication from the school board that endorses this initiative. So,

That's a very good question. Uh we basically use the resources that our team members have. So one of our team members, he's a director at the school, well at the library. So we were able

013to use the library as a um site and then we another team member donated well she was able to get her work of business as also a drop off site. The plan is although um >> I get >> they're you know we're dropping off on June the I mean July the 11th we plan to actually restock the shelves when the teachers or the staff return back to school that last or next to the last weekend July. 014a Mr. Gabrielle Addinson. Addinson, are you here? Take your time, sir. Good evening everyone. Uh, Mr. Chair, Madame Vice Chair, board members, and esteemed guests. My name is Gabriel Addison. And first off, I would like to thank the board members, teachers, and administrative staff throughout the county for making it possible for students such as myself to graduate. And I would just like to once again give a special thank you to everybody. But unfortunately, that's not why I'm here today. I'm here today to address the lack of mentorship opportunities available to young men throughout our county. I've noticed that many young men lack the resources, guidance, and support systems necessary to thrive and become successful adults. Too often our mental health concerns are overlooked and there are shortage there is a shortage of positive male mentors

015who can help guide us through life's challenges. As a mentor myself, it saddens me to see so many young men without proper outlets to express their frustrations, learn valuable life skills, and receive guidance on how to navigate adulthood. Every day we see stories of young men becoming victims of gang violence, entering the criminal justice system, or even losing their lives far too soon. Throughout my time in Clayton County Public Schools, I've had the privilege of having mentors who taught me leadership, responsibility, and perseverance. Those mentors show me that leadership is not about power or position. It is about service, character, and setting the right example. Without those mentors, I would not be standing here today as a student leader, mentor, and future college student. Unfortunately, not every young man in our county has access to

016those same opportunities. Our young men need a centralized mentorship mentorship program where they can develop their talents, build their character, learn leadership skills, and become productive members of society. Today I am asking indeed urging the board to take action by establishing a countywide members mentorship initiative focused on supporting and empowering our young men. >> How many more young men must end up in jail, become victim to violence, or lose hope before we decide it is enough? I stand here before you today as a product of Clayton County Public Schools, a third generation high school graduate and a second generation college student. My success did not happen by accident. It happened because people invested their time, guidance, and belief in me. We often say that we are building a better tomorrow. But how can tomorrow be

017better if so many young men are being led astray today? That's why I urge this board to make a to make mentor mentorship a priority. There are too many young men who need guidance, support, and someone who believes in their potential. Students are our future. If we want them to do better and be better, we must be present, involved, and committed to helping them succeed. Thank you for your time and consideration, [applause] Mr. Addison. Um I'm going to get up with um uh board member Mark Christmas and we'll see what we'll sit down with the um the interim superintendent and see what kind of initiative we can get get um started or or continued. 027He was a graduate of Jonesboro High School. Um, Reginald Stark. So, let's just take a moment. Thank you. He graduated from Jonesboro High School in 2025 and I had the distinct pleasure of attending his celebration of service celebration of life service on Saturday over at Greater Piney Grove and to see the students and I want to commend Is Dr. Goodwin still here? I want to commend you. Would you stand up? I want to commend him for rallying our students, our Cardinals. Um, the students basically took over the church for the attendance and support they had shown this family. And so I just want to say thank you for that. That took a lot. It took a lot for you and Mr. Curry to make those remarks considering the impact that Reggie had on the on

Also, I want to thank Dr. Hendris as well as Miss Bailey over at Jonesboro High School because I tell people in the community if two things outside of the fire department, police station, hospital, if two things cannot be open and a county, we fail as a community. That's the church and the school. And if those particular entities cannot be opened, we have lost our community. And I say that to say that Jonesboro High School on behalf of Clayton County Public Schools and Board of Education to open up their doors to have a repass. And I'm not saying this for nobody else. I'm not saying that no other school would do this because I know that we will come together for our students and families. But to see that support on a weekend and

029to know that those families, boosters, and everybody as a booster parents and everybody came out to support. So Dr. Hendricks, thank you for allowing us to be able to share our schools with our community and show support for this student and his family during this time. So, thank you Dr. Goodwin. Mr. Superintendent, the floor is all yours on your updates. >> Yes. Uh good evening again, Mr. Chair, Madame Vice Chair, members of the board, colleagues, and members of our community. This evening, we will provide twoformational reports for the board's consideration. The first report will focus on our audit status and related compliance efforts as we continue strengthening our fiscal systems and accountable accountability measures. The second report will provide an overview of graduation outcomes and highlights from the class of 2026. Before those reports though, I would like to briefly highlight a significant milestone for our district. The inaugural Clayton County Public Schools District Leadership Symposium held June 9th through the 11th

032under the theme confident leaders, coherent systems. The symposium brought together district and school leaders from across the organization for the first time in a unified leadership development experience. The focus was simple but important. Creating greater coherence across our system so that every decision, every department, and every school is aligned around improving outcomes for students. Participants engaged in sessions on leadership, communication, strategic planning, workforce development, safety, budgeting, and instructional alignment, all centered on our vision of building a better tomorrow. Today, the symposium represents the first phase of our ongoing leadership development efforts that will continue throughout the 2026 2027 school year. At this time we will hear uh from our team on our audit reports followed by the report aforementioned. >> Excuse me. >> Graduation. >> Oh, we want to do graduation first. I stand corrected.

033We're doing graduation first. >> Steps in. >> Good evening, Mr. Chair, Mrs. Vice Chair, board members, interim superintendent, colleagues, and community. Major Williams and I will share graduation updates as well as the successes and priorities as we move forward with planning graduation 2027. During our last board work session, Dr. Dunn, she shared the graduation profile highlights. This evening, we'll talk about some of the insights from the debriefings. So, we're really proud to share that the utilization of the arena at South Lake, as well as having greater control of our operations, yielded a savings of over 5 million um I'm sorry, a half a million dollar um and savings as a result of having the arena at South Lake. Um and so you see there 538,000 saved in comparison to fiscal year 2025. >> Excellent. Other

034highlights we're proud to share is the continued cross-dep departmental collaboration among various departments and divisions as you'll see in the left that allowed us to successfully operate 13 high school graduations in our venue. Miss Trice, as you all know, Miss Stephanie Trice is a project lead for graduation. And throughout the preparation season, there were a series of meetings, orientations at the venue, and clear timelines and deadlines for meeting those required actions so that we could host our students. We also are proud to share that the experience was well organized and executed and you all were there so you experienced the excitement. One area we would like to note is if you notice that each graduation when it came to the four E the students stood acknowledging a clear plan and pathway for their future. We

035also would like to acknowledge the CCPS production team for capturing content at each session that was highlighted on social media allowing us to reach 1 million views for the first time on social media. So that's a lot of attention, positive um traction to Clayton County Public Schools. We we additionally we receive feedback for the VIP accommodations to include our validictorians and saludiatorans and postumous families who were hosted in their private spaces. So those were some of the positive insights that occurred during the initial debriefing. An area that we we must continue to refine, particularly in our new space, is accessibility and inclusive accommodations for our staff, our students, our guests, and others that may require um ADA support. We want to make sure that upon arrival, during seating, and exiting that it's a seamless process.

036And so, we will have a graduation accessibility plan um moving forward to complement the graduation manual. and other areas was just the overall hospitality and volunteer support services. Um making sure that we have supports in place for individuals who are moving to the ceremony versus in their host area. I know one area um of interest was making sure there's food available um as well as other support services for those who are supporting um graduation. At this time, Major Williams will share some of the safety and security highlights. Thank you. >> Good evening again, Mr. Chairman, madam vice chair, board members, interim superintendent Dr. Hendrickx. On behalf of Chief Walker, I bring you greetings. I'm going to speak briefly with you this evening about the successes and outcomes from the 2026 graduation ceremonies and future considerations

037for 2027 ceremonies. Our successes to start off with were the planning itself. We met with Miss Trice and her team and the graduation committee. We had several meetings with them. Uh the special operations division did. We also conducted uh on-site risk assessments. The t tactical response team did that to identify any specific or potential threats to the graduates, guests, staff, members of the board, and the interim superintendent. As you all are aware, prior to the CCPS graduation, we held four major events at the arena. the GHSA wrestling championships, the Florry concert, the Si SAC men's and women's basketball tournament, and the Clay State commencement ceremony. Those aforementioned events were instrumental in providing the Department of Safety and Security with real-time information that helped us make necessary adjustments in our operational tactics. A number of those

038tactics were utilized during our graduation ceremonies. One issue we noted during the uh GHSA wrestling tournament was the traffic signal that controls traffic leading from the mall's main entrance onto Jonesburg Road. It was holding red for an inordinate amount of time. When it did turn green, it only held green for approximately two seconds. That maybe allowed one vehicle to exit the uh main entrance. So that was causing a bottleneck. So to not have that be an issue for our graduations, we got with Klay County Department of Transportation, had them come out to um re reccalibrate the light, which uh took care of that situation. Also during our graduations, we staged officers at that light to eliminate any any further issues from that traffic signal along with the three ingress and egress points off of Mount

039Zion Road. Doing th doing those things helped mitigate the traffic congestion and efficiently cycle vehicles off the property, thereby clearing parking spaces for the next graduations. Continuing on with our successes, time management being one and safety security security adjustments being another. The time between each graduation allow safety and security to debrief and make operational adjustments as necessary prior to the next graduation. Safety and security personnel were also afforded time to physically and mentally recover between graduations. Something to note that all safety and security personnel were afforded the opportunity to eat. Security screening moved attendees through entrances efficiently. When we did notice a bottleneck, it was at the Love Joy graduation. When we opened the doors for the Love Joy graduation, we noticed a bottleneck to the main entrance. We immediately sprang into action and opened

040an additional ingress point that eliminated that bottleneck. Um, so I want to thank Miss Trice and her team for moving staff over there along with our safety and security team to open that checkpoint. Lastly, I will say I created the detective response team in 2024. I have strategically assigned team member to provide security support to members of the board of education and the superintendent before, during, and after each graduation. That decision proved invaluable during the recessional of one of the graduations when a number of the graduates became rowdy and began crowding the board of education members and the interim superintendent. When I conducted my afteraction briefing with the team out of an abundance of caution, I made the decision to reroute the board of education members and the interim superintendent away from the recessionals for

041the upcoming graduation with the exception of the Utopia graduation. improvement priorities and future considerations. We would recommend that schools with larger graduation ceremonies hold those events during the day or we could possibly look at virtual learning or not schedule classes at all during the week if possible. This would allow the Department of Safety Security to reallocate that manpower to the arena, thereby increasing the number of SRO's and CSOS at the venue venue during graduations. That increased manpower will give us more flexibility with our crowd management strategies, decrease response time to incidents throughout the venue, and provide better overall officer presence to make people feel safer. In addition, it will reduce the need for external law enforcement officers and allow more of our officers who are uniquely qualified to police in a school environment. It will

042also decrease the department security budget because we will not have to uh bring in outside officers to assist us. Lastly, my recommendation would be to assign additional staff to manage and monitor the students on the arena floor before, during, and after graduation ceremonies. Having additional staff on the arena floor will deter disruptive behavior. I'll feel any questions at this point. Um how much or how many staff members did you have present as of you know your law enforcement there? 043type of format communication as to where they're supposed to be at oppos? So, so what we did, ma'am, uh we didn't have arena security, their in-house security. We had vets. >> Okay. >> We had vet security that we that we contract with. >> As far as the officers, um we had officers to uh sufficiently cover the areas that we needed. However, we could have used more because we had to we had to shift depending on the uh graduation, the times. And some officers, they got off. they worked one shift and they got off and some didn't want to work didn't want to work over. So, we just had to make adjustments. >> Uh, and we we did that without a problem. But it would be beneficial for us to have our own personnel. As I

Although I know it was a rookie principal, but that behavior was not acceptable and they should not have been rewarded that evening. Now, the only other little complaint I had was poor little utopian only had about 72 graduates and you all tried to rush us off of the property. They were the last one on Saturday and seeing as I had been on the stage and that was finally my first grandchild's graduation. My feelings were a little hurt and I don't know if that officer that I had to tell off is watching the board meeting, but I am going to apologize to him and I would like to know his name so I can personally apologize to him. But all that noise

046and racket that they were making to get us off of that property would was just not necessary on a Saturday morning. >> Yes, ma'am. 048interim superintendent, colleagues, and community members. This evening, I will be providing an update on the progress of our FY25 audit. The first phase of this audit, the finance team began preparing for this audit back in January with a clear focus on addressing the four findings identified during the FY24 audit. Through this period, we held several meetings and dedicated significant time collaborating with various departments within [clears throat] uh with various departments within business service to ensure we met the goal of resolving the findings in phase two. I'm pleased to report that we are approximately 85% finished with the task required for submitting to our external auditors. One major improvement this year is the enhanced clarity and accuracy of our trial balance report which notably is clear compared to previous years. This improvement reflects the diligent effort

049of our teams and the comm and the commitment to strengthen our financial processes. Looking forward, we expect that by mid July, the external auditors will begin their review process with the internal team with their internal team. Once their review is complete, we will be ready to respond promptly to any questions or requests that cl for for clarification that may arise. If the auditors do not have any additional questions, we anticipate that the audit will be finalized by the end of July and at the latest early August. And in the final phase of this process in September, we anticipate presenting the final audit to the board in September. I'm going just say this, you all, next year student interns, if we could go back to the way it was, uh, if we could get I'm going since finance has set down, but I'm it's HR and finance. Please don't. I don't know why y'all what y'all came up with this year, but we're in week four [cough and clears throat] since schools shut down and we have interns that are still waiting

075to be placed. And we have I've had a few people say they just, you know, wish they could have a little help. I don't know what you all did. If the the children eat first, if the children eat first, let the children eat and earn some money from from working in the summertime. We we we have to do better in being diligent in understanding why people are leaving Clayton County Public Schools. We invest a lot of training. We invest a a lot of support um in making sure that our district is growing and thriving. And then to have a number like this for resignations and have one or two explanations from an exit survey, I I'm I'm not able to follow that. And so I'm I'm really um Dr. Hendris, I'm going to really ask that we push and have a clear understanding as to why we have so many resignations. I'm gravely concerned that this

077is happening at the record number that we're experiencing this time. >> Thank you. Uh I would like >> I would like to piggyback on what Miss Hill just said and I would like to uh ask um Dr. Hendricks and also asked Mr. Doyle if uh if it's possible that the board could actually if we could do a our survey and have it go to a independent person because I think a lot of people don't want to respond to the survey that the school district provides because they fear reprisals even though they are exiting you know they might want to come back. I know a lot of us don't look at social media, but I would I would ask that the uh superintendent and the cabinet actually go to that teacher page on Facebook and look

078at some of the comments that the teachers make. the they r every single uh entity school district around they talk about how great the training is in Clayton County Public Schools, but the the main thing they talk about is the money and uh I know that uh I believe it was Forest Park Middle School. I meant to screenshot it and share it. They they put up a page of all the vacancies at Forest Park Middle School and I noticed that one person said, "Well, we didn't ask you all to bash uh, you know, the school or whatever, but the training we do, you know, is tremendous." And I know we're happy about a balanced budget, but I'm going just, you know, we need to look at some things. We need to look at salaries, not

079just for teachers. Even the APS are saying that even whatever little raise that we're giving this year, I don't even think they're going to get it if they're top of the scale because we don't pay people for their degrees and we need to look at some things that we kn we really do need a compensation study. But maybe an independent survey, maybe we can really get some truths as to, you know, why people are leaving. >> We will do that. I think that that's important. We want to know why people are leaving. In fact, we want people to stay and choose us. And that's why I say to the board and to the staff, coherence is still important. And making sure that we are a district of choice in all ways. And I would also

080add that we all have a responsibility to that. Those of us who supervise, those of us who are co-workers, those of us who lead, govern, and otherwise, it everything that we do or don't do, it plays into why people leave. And I think it's very important that we find out why people are leaving and do everything that we can to stop that collectively. I don't think that it lies in any one place. It definitely can't just sit in HR. We all have a responsibility. And I'm speaking to the community, too. When we approach schools and we talk to people a certain way or we deal with people a certain way, that has an effect as well. So everything everybody needs to look in that mirror and say, "How can I be better at retaining people?"

Um, certainly we can um augment the exit survey process. In addition to that, at this year's leadership symposium, one of the common session was on workforce excellence. As a part of that presentation, we um introduced to all district leaders the notion of stay interviews. While it is important to understand why employees leave our organization, it is equally, if not more important to realize why employees stay and capitalize on those elements of our organization. So this evening we're asking the board to adopt a ten tenative mill rate which is necessary to generate local revenues. This proposed tenative miller rate reflects the district commitment to maintaining fiscal responsibility while ensuring adequate resources are available to support student achievement and the strategic priorities for the board of education. The adoption of this tenative rate does not constitute final approval of the miller rate. Following this adoption, the district will comply with all required public notices and hearing requirements. Um, this will allow the district to proceed with those hearings. And um, I just got a phone call on the way here this evening from the tax commissioner and the notices will

094be mailed out um, I want to say she said in August. The tax bills will go out in October with a due date of December. So, she's asking us to hold public hearings um in September.
