The current time is 6:00 p.m. And I am calling to order a special called meeting in which we will discuss the budget, we'll have an executive session, we'll come back with recommendations possibly from the executive session. 002accordance with board policy BH, it is the duty of every board member to avoid both conflicts of interest and appearance of such conflicts. Does any board member have any known conflict of interest or appearance of such conflict with respect any matter scheduled to come before the board at this meeting or appearing on our proposed agenda? If so, please identify the conflict or the appearance of conflict and refrain from participation in the matter involved. As we move through our agenda, we will discuss and ask for a motion for the approval of fiscal year 2027 budget. Before we get started with a motion for the budget, is there any other discussion that anyone has regarding the tentative budget? 003you do that, so we we're typically when we adopt the budget, we adopt the tentative millage rate. >> Right. >> Um so we would need the motion we need to include in I guess I can tell you the amounts for the recommended final budget and then the the tentative millage rate. >> Yeah, check. Okay. So you're you're proposing a millage rate at the same time. >> Yes, typically we do that. Now we can wait until Well, let's It wasn't on the agenda. So but we still need to do a tentative before either the 1st of July or in July.

So then I'm asking the recommendation is to approve the budget for FY 2027. Total for all funds is as follows: general operating fund $750,513,184. >> Repeat that. >> $750,513,184. Special revenue fund $40,104, 014. Capital projects $479,223,426. Debt service fund $66,908,810. The enterprise fund $50,047,000. Total budget all funds $1,386,000,000 $1,386,796,434. That's the recommendation. >> For >> it was we had just heard the specifics about the budget. Can I get a motion to approve fiscal year 2017 budget? Ms. Baker? >> Yes. 006that you're you're basing this on the anticipated millage rate, but it's not on the agenda, then why wouldn't why would we pass something and we don't actually have a tentative millage rate? Why wouldn't we just >> Let me let you finish. Let you >> I agree it can be seen as a best practice. It is not at all required that you read off the motion. As long as all members know exactly what the motion is and it's very clear what the motion is. It's legally sufficient. If it helps the board to kind of read off again, then that a board member does it, that's okay. 007And we we had a our workshop was done by the people from the state of Georgia and they told us that we need to read all of that out. And since I think we needed just do what they said to do. So, that's that's not what >> And then on the second item, there's two different statutory timelines for setting village rates and uh approving budgets and we're trying to meet those two timelines and this uh vivid is referred to the timelines on the statute for setting mill. So, it is a little bit cart before the horse feel to it as you point out. >> So, let's put this all together. According to our legal our legal advisor Right. That's correct. >> Um correct. So, well, we have to look at something else too. I guess

008the agenda This is a financial report. This business. Um so, anyway, we got a decision to make here. The you all received by way of assembly uh the the posting online the agenda item which in the narrative had reference to the millage rate um but like at the bottom but the problem that the trick was the title is financial report and the um title for the agenda we have is adoption approval of FY27 budget. And so, it's question of whether we have the proper notification for for that. Right. And um you know, that's that's something that um you all can can figure. I would just say stick to what the budget since that's what we noticed um on the agenda that was handed out. Uh recognizing that this is all tricky as we put it

009all together. Um >> A military investment also requires hands, right? Which is what makes you say fresh. So, the budget on the floor right now is moved and properly seconded it to be received as is and the military investment >> And and we all know that it's this assumes a it assumes a military, which you have to kind of assume anyways, as Dr. Boris is pointing out. But I'm just trying to make sure we follow all that. We'd be happy to discuss the parliamentary procedure um and any handouts and presentations and get straight into the Robert's Rules of Order on that. What effect does it have? >> It would affect your budget. >> Well, not your budget, but it's also going to be contingent upon the digest as well. The digest could potentially increase more than we anticipate because I did I went longer than we normally do because of what happened last year, right? >> Right. >> And um if it does if the assessed values come in higher than what

013we have originally been told, then we would could adjust it. The tentative is just a tentative until we get the final. Once you get the final digest, it will tell how much would that generate? Would that cover what we need? Then if it's more than we can always reduce it back. >> So, how do we think about this? So, basically what I hear you say is that whether the the revenue goes up or down, there will be an amended budget that will be communicated to the board >> in that case. And at that point, what type of action does the board have to apply? >> So, once the board determines what the military is, we determine the revenue both based on the final digest. >> Right. >> Then we would adjust the military accordingly if

014we want to go down or leave it where it is if it's needed to sustain the budget. If you wanted to do it lower and not generate that level of revenue, then we would have to reduce some things in the budget. >> So, you would come back to us and give us new recommendations. >> Well, we we would just do a budget amendment. It would be in the form of a budget amendment. >> All right. Does everybody got that?
