[music] Heat. Hey, heat. Hey, heat. Heat. Heat. >> [music] >> Heat. Heat. Heat. Heat. Thank you very much. We got microphone here. >> I on stage. Uh, nope. >> It's on. >> Is it? Check. >> No, it was on. >> It was on. Turn off. Check. Oh, hey, there it is. I always think that my voice is going to be louder than it is, especially after I've been teaching all day and I come in and people are like, "What? What' you say?" Um, so we are the Unidos drum line. Um, we've come here to perform for the kickoff for the uh the spotlight on our student talent and um this is an ensemble that have uh been at Unito uh dual language school prior before that Hendricks Drive Elementary. Um now it's Unitos Dual Language

STEM School. Um shout out Miss Brandy. She's in the audience somewhere, I hope. And um [laughter] and I just saw her come in. And um and former principal's in here, too. And um so we've uh been at Oniditos for 25 years now. This ensemble's been around for our students. It features third, fourth, and fifth grade students, but um sometimes there's a second grades and there, you know, we see things how we're all showing some motivation. And so these uh cadences and things are student composed. We'll just be doing a couple of them for your entertainment tonight and thank you very much for your attention. This first one is something called the TWW rhythm which was composed by a cadence composed by one of our um Unito students. One Hey, [music] heat. Hey. Heat. Hey, hey,

hey. >> [music] [applause] >> Thank you very much. Um, that was the TWW cadence. And so we've got one more for you. Um, thank you very much for this allowing us to come over here and perform for you. This is really fantastic um to be able to come out here and do this and showcase our needs. As you can see, um, we have, um, these are all, by the way, donated. You're seeing all these drums, the shirts, everything has been donated by, um, wonderful benefactors to our school and to our arts program. We also have a um uh an elementary band program at um a wind ensemble we have at Unidos for fourth and fifth graders where we have all donated instruments um where students are playing flute, clarinet and trombone and trumpet and um

hopefully we'll be here performing for you soon. Um as normally we have about uh seven or eight more students um but you know time constraints and you know right at this time period so you know they have to have the full full contingent out but maybe we'll have more for you next time. Uh this next one is a variation composed by a student on the Brazilian samba for um Hispanic after Hispanic. Heat. Heat. Heat. >> [music] >> Heat. Heat. >> [cheering and applause] >> Thank you very much. You need drum line, ladies and gentlemen. >> Thank you, Miss Blackman. Thank you very much everybody for your attention. Thank you so much, Unitos Elementary. Now, we'll like to welcome the Marorrow High School Jazz Band. They're going to Sorry. [music] Come here. [clears throat] >> [music]

>> Never mind. >> [music] >> That's okay. Ladies and gentlemen, >> how y'all doing? >> Good. How you doing? >> I am Mr. Douly over at Marorrow High School. I know I look young. I am. [laughter] Today we are going to be playing a collection of five tunes for you all. I know we were introduced as a jazz band, but oftentimes whenever we perform, we like to do different variations of different genres. So, all of these songs are old school R&B with a tribute to a recently passed artist in the middle of it. We're not going to name the songs. We just want to play for you just to see if you know them. If you know them, feel free to sing along. The louder that y'all sing along and like the more that y'all

the better that y'all sing, the better that we play. So, hopefully y'all enjoy this. Wait for [music] me. [music] >> [music] [music] >> Heat. Hey, Heat. >> [music] >> I'm not [music] >> [music] [music] >> Where am I? [music] >> [music] [music] >> I think [music] I am. [music] All >> [music] [music] >> right. It's going through. Heat. Hey. [music] Hey. Hey. [music] >> [music] [music] >> I don't know anymore. [music] >> [music] [music] >> Hallelujah. Come on. [music] >>

month. In recognition of Indigenous People's Month, we are [music] honored to highlight the rich cultural heritage and traditions that continue to shape our world today and especially Clayton County Public Schools. Joining [music] us is Annette Rosus, a senior at Riverdale High [music] School who will share a special part of her heritage connected to the the Potech Indian tribe. In addition to her cultural pride, Annette is an accomplished student leader serving as prime minister of the [music] Riverdale High School Orchestra Council and as an active member of Skills USA. Please join me in welcoming Annette Roses. [music] >> Hello. In honor of Indigenous People's Month, I would like to highlight a small community in Mexico that my mother is a part of. [music] The Sapotek people are from southern Mexico, specifically from the state of Wajaka.

They live mainly in the mountainous region and [music] speak a dialect called Sapote. I personally did not get to learn it, but I hope to learn it in the future. So, [music] Sapotek, Sapoteco is currently listed as an endangered language, and that's why I [music] pushed to try and learn the language so I can pass it down to my future children and stuff. [music] Um, one of the major cultural events [music] that is celebrated is called the Galageta, which is a festival that I [music] pretty sure is celebrated in the late spring. And people dress up as ancient [music] spirits and it's one of the last surviving traditions due to most people assimilating to [music] the postc colonial traditions that most of Mexico follows. Another tradition that is celebrated [music] very often in indigenous communities

is the no muertos or day of the dead [music] which just passed. Today is the last day for it. It's a oneweek event where we celebrate um [music] all of our dead ancestors and um everybody who [music] has died in the community. And we create an altar where we put their pictures and we put um food as like an offering to them [music] and hope that their spirits come back to us and um can live with us. And [music] it is an ancient community, ancient ceremony that was practiced heavily in Meso America, which is um where Mexico is now. And being able to connect to my mother and her traditions allows [music] for me to relate to my past lineage. and I hope to keep the traditions um going in [music] the future. Thank you.

>> Thank you so much. >> Okay, now we'll have the um Oh, I'm sorry, Mr. White. I apologize. Okay, good. >> [music] >> Uh next we would like to offer a special recognition uh for National [music] Psychologist Week which is this week in November the 3rd through the 7th. [music] We have 16 school psychologists in Clayton County Public Schools. And anyone who is connected with that group, if you would please stand [music] uh and let us applaud for you for being here tonight. >> [music] >> school psychologists worked at work at finding pathways uh that can assist individuals to [music] meet their unique needs. And the special >> [music] >> uh theme for this month is of course finding your pathway. And so [music] we congratulate them on this year and we wish them the

very best for the rest of the school year. Our next special note deals [music] with homelessness month. Uh it is the month of [music] wear green and grow. If you saw the table on the outside as you [music] were coming in, the McKenna Vento program of Clayton County Public Schools of the Homeless Education Department is in the process [music] of doing a very special initiative this month. We're [music] green and grow and that brings awareness to homelessness and to the homeless [music] education department. We congratulate them on their special efforts to bring attention [music] to this very essential part of Clayton County Public Schools. And we thank them for being here. [music] Now, is uh Miss Monica Gore in the audience, please? [music] Well, come on down. And I'm going to ask the board if

they would come up front to join Miss Gorey. And I'm [music] going to give the microphone to a member of the board to make a special presentation [music] to Miss Gory. [music] >> You're going to do it from here or do you do it out there? >> Okay. message to unhelp. Let them help you. >> Yeah. And again, my son [music] on behalf of the board of education here in Clayton [music] County, we would like to honor you with a commission. I'm not going to read all of it because it's pretty lengthy. The Clayton County Board of Education takes great pride in honoring Miss Monica [music] Escortia upon her retirement, celebrating a career of outstanding service and extraordinary achievements as an educator. And whereas Miss [music] Monica Gori has been an enthusiastic and devoted educator

in the Clayton County Public Schools for nearly 30 years, [music] including six years as an assistant principal and the last six years as the beloved principal at Lakeidge Elementary [music] School. Well, they have changed that holding degrees and certifications [music] from Georgia State University, Central Michigan University, the State University of West Georgia, and Argusy University [music] in Atlanta. I'm going to go on down here. 032matters. I'm going to say that again. Individuals cannot discuss personnel issues or confidential student matters. Speakers must identify themselves and topics before speaking. I can't Okay, go ahead. >> All right. Good evening, Superintendent Smith, board chair, madam vice chair, and members of the board. My name is Charerel Guerrero, and

I have the privilege of serving as the vice president of the Young Democrats of Clayton County, as well as a concerned member of the school community. I'm here tonight to address a deeply concerning incident. A video recently emerged showing a teacher making remarks that were not only inflammatory but profoundly disrespectful, suggesting that women should not be educated and that restricting their access to learning is justified. These comments were made in front of young men and young women inside a space that should always be safe, inclusive, and empowering. Schools are the foundation for sha shaping values and developing minds, preparing students to become thoughtful, forward-thinking contributors to society. They exist to nurture curiosity and equip students with the knowledge and confidence they need to reach their full potential, not to promote regressive and harmful rhetoric. History

proves that educating women changes the world. Across generations and cultures, women's education has uplifted communities, strengthen economies, and advance entire nations. [clears throat] From trailblazing scientists and civic leaders to teachers and mothers shaping the next generation, women's contributions have redefined progress. When women of every race and background had equitable access to education, communities thrive. As Malcolm X once said, "A societyy's measured by the progress of its women." Those words were not just a reflection of one moment in history. They were a challenge for every generation after. He understood that the treatment and advancement of women reflect the moral and intellectual strength of a nation. When women are empowered through education, societies innovate, economies grow, and justice expands. But when women are silenced or devalued, progress halts. That's why statements like the ones made in that

classroom are not just offensive, they're harmful. They undermine the principles of equity, respect, and progress that our schools must uphold. I want to thank the board for acting swiftly, investigating thoroughly and ensuring accountability, and reaffirming your commitment to respect, inclusion, and equity in every classroom. Our students deserve educators who inspire, who challenge minds, and who model integrity, not those who perpetuate discrimination. And on behalf of the Young Democrats of Clayton County, we would like to donate school supplies to support our students and show our commitment to their education. We hope these resources can be redistributed across the district to help ensure every student has what they need to learn, grow, and succeed. Our schools are only strong as the respect we show our students. Let us make sure every young person in Clayton County sees

himself as capable, valued, and unstoppable. Thank you. >> Thank you, >> Mr. Tanya Jean. Funny Jean Funny, School District 1 Chair, Vice Chair, board members. Thank you for allowing me to speak tonight. First, I want to remind everyone if you haven't already gone to vote, please go vote tomorrow. But I'm here to speak about the um crisis in our Love Joy community. I really would like to know how many teenage boys will need to die before everyone in this boardroom ascends to this community. Our schools need individualized treatment. We need small groups. We need resources. We need town hall meetings. So, we've had two young men from the school just in the past two or three days, but there are many, many more, too many for us to normalize what's going on in our community.

Too many resources out there that our kids need. I also would like to speak about sports participation in our schools. As you all know, I'm a former teacher of Clayton County Public Schools. I am also a parent of two high schoolers that participate in sports. And while we say we have a lot of sports for our students, the participation is very low. Just this past weekend, my daughter was the only one from Jonesboro High School to represent the cross country girls in our regional meet. We have over what 1500 kids to that school. And I think it starts from the beginning. We're not emphasizing sports in our elementary schools. We're not doing it in our middle schools. And then when they get to high school, they don't think they have the skills to perform. And

we need to look at outside of football, baseball, basketball. There's so many other sports out there. I would like to ask the board, when was the last time you all got data of the participation of teen sports for the high schools? How have we analyzed the middle schools? As you all know, sports save lives. So, while these boys are out here in the streets with guns, they could be in organized sports learning so many more skills. So, I really would like to ask everybody in this room to take a close look at what's going on in our drones in our Love Joy community and Clayton County as a whole. And we need to stop having celebrations and parties and get to the work and find out what's going on with our kids in these schools.

Thank you. Thank you so much, Miss Bunny. We now have executive >> No, that was it. Um, we now will have um the superintendent take the platform for executive session running. >> Thank you. Uh, Mr. Chairman, uh, Miss Vice Chairwoman, members of the board, uh, colleagues and community members, uh, board members, I would like for you to, uh, consider, uh, for the position of assistant principal at Perry Career Academy, Cassandra, uh, Todd. Miss Baker, >> I move that we accept the superintendent's recommendation for Cassandra Todd as the assistant principal at the Perry Career Academy. >> Miss Telis Cooper, >> second. >> The motion has been made and properly seconded. Can I get a vote? It's unanimous. >> Thank you, board members. Um, Miss Todd present uh tonight. Oh, congratulations. And uh please come down. We'd

like to take a picture with you. >> Okay, board members, just take a quick photo. >> The principal here too. Yeah. >> Smile. Everyone ready? One, two, three. One, two, three. >> Thank you. [applause] At this time, we'll we'll hear the announcements. Good evening. We've been doing this for a year. Fantastic way to showcase our children. Um, I'm now moving on to the approval of the minutes. Does anybody have any changes to the board work session September 29th, 2025 minutes? Seeing none, um the do we have any um changes to the minutes for the board meeting October 6, 2025? >> I have a question here. >> Okay, go for it. >> Um if you look down says not recorded, votes not recorded, but it has eight yeses and one extension, >> but then it's listed

as votes. >> Which vote was that? >> According to North Clayton High, >> there was one there was one abstension, right? One obscion, >> but the other says votes not recorded like they were not recorded, but then you have eight yeses. >> Okay. >> Up under F. >> All right. So, those will be changed to the to the minutes. Um, I need to switch the podium over to Dr. Haney for a second. >> Well, would we we approve those minutes as amended, Mr. Chair? >> Okay. We're we're approving those minutes as amended. >> All right. Dr. Haney, >> I simply wanted to acknowledge our um elected officials here. We do have the honorable um Frank Cobs from Riverdale. >> Can you stand up? Please stand and acknowledge the office. >> Are there any other elected

officials? >> Thank you. Thank you, Dr. Haney. We're now moving on to the consent agenda. This is for a vote tonight. Um is there any um items? >> Okay. No, I'll get to that. I'll get that. What you're talking about? No, I got you. All right. Um, is there any any item on the consent agenda that needs to be pulled? Seeing none, we'll vote on this consent agenda. I need a motion for the consent agenda for a financial report, splash revenue report, purchasing report, splash construction report, capital purchasing report, RFQ261, the construction material testing and inspection service, and lastly, the personnel change report. I got Miss Baker and I got Miss Telis Cooper. >> The motion has been made and properly second. Can I get a vote for the consent agenda? >> All right, it's

unanimous. Okay, we move down to the business agenda. Now, board members, I have to um ask for an insertion here. Um, as we all know, we spoke about the TAN loan for at the board retreat this Saturday. It needs to be added to this agenda at the last minute. something I don't like to do. But um the financial department has an urgency to actually move forward with that tan. I'm getting ready to poll each and every one of you to see if I can add it to this agenda for a vote. Miss Bose, >> no. >> Mr. Christmas, >> yes. >> Miss Williams, >> Miss Baker, >> yes. >> Miss Mr. Hill, >> no. and Miss Cooper. >> Yes. >> Okay. I think we got one, two, three, >> six to >> two. >> Six

to two. So, we'll add that to the to the agenda and we will um vote on it. Can I get a motion? Hold on one second. >> Can you be sure to separate the split these items >> between G and the the newly added item? >> Okay. Would that be item B, the new item B, Mr. Chair? >> Yeah, that's going to be item B when we get to that. Okay. So, we're now voting on policy G, series G, which is the A under the business agenda. Can I get a motion for the policy series G? >> So move. >> Can I get a second, Miss Baker? I The motion has been made and properly second. Can I get a vote on policy series G as it's written? It's unanimous. Now we'll go to item

B that we just inserted. >> I make the motion I make the motion to approve the superintendent's recommendation to approve the uh issuance of the tax uh anticipation note as um proposed also known as a TAM. >> Second, Mr. Mr. Chair. Um >> I'm sorry. As we make the motion, can I just ask while we have um all the right folks in the room if Mr. Paul if he needs any other motion language other than just simply a motion to approve the superintendent's recommendation to approve issuance of the tax anticipation notes as proposed. >> Thank you, Mr. Do specifically to adopt the TAN resolution. >> Okay. and adopt the TAN resolution. If we could have that added, uh, will be great. Thank you. >> All right. So, she's going to read it one more time.

>> Okay. >> Sorry, need glasses. I make the motion that we approve the superintendent's recommendation to approve the issuance of the tax anticipation note as proposed, otherwise known as a TAN, and the resolution as written. >> Is that Yes. and adopt the resol. >> Do I have a second? >> And adopt the resolution as >> Go ahead. >> And adopt the resolution as as written. >> You want You want to make a comment? >> I [clears throat] just I need a clarification why it was rushed to be added. Um did we miss something? >> No. And and I'm going to ask Miss Miss um Bivvens if you could come up and explain the urgency, please. >> Was it seconded? >> Can we It wasn't seconded yet. >> And then discussion, >> right? >> So second.

Yes, it's >> if there was discussion >> was made by Miss Baker. It was seconded by Mark Christmas. And now we're going to have a discussion before vote. >> Good evening, Mr. Chair, madame vice chair, board members, superintendent Dr. Smith, colleagues, and community. The reason why we wanted to add it to the agenda for tonight is because our next meeting is not until the 17th and because of the cash flows we discussed on Saturday, we would need to fund by the end of next week. >> Any other questions? >> My question is how at what point between our conversation on Saturday and this moment when you added it to this agenda did you know it needed to be added to this agenda? That was sent to me this morning. >> No, I sent it yesterday

evening. >> Yesterday evening. All right. It was sent to me Sunday night. That request was sent to me via email yesterday night. This morning we tried to work with the attorney to find out if that can be inserted. He gave me the procedure and which we needed to follow and that procedure was followed. >> Right. Which the procedure included notifying the board now as we add it to the agenda. >> Right. Okay. All right, let me get a vote. >> Thank you. >> One, two, three, four, five, six. >> Okay, we got one, two, three, four, five, six. Six yeses. We record >> and two thumb extensions >> and two two abstensions or a vote no. Two. It seems like two nosension. >> If you're >> I'm I'm a No. >> You're a No. Okay.

One abstension, >> one no. >> Yes, ma'am. >> Sure. Go ahead. >> Okay. >> So, um my reasoning for abstaining is because we kind of talked about this on this weekend and like um some of my colleagues were saying, it's a very short notice. I understand that they're saying it's for uh tax purposes with the taxes going out later than um they were anticipated to go out, but we run a $1.2 billion budget. And I just think that there's a better way for us to manage our money and look at our budget for rainy days. At one point, we were at 3.5 months of reserves. We're now down to two. We have two bonds. One is 280 million. Um the other one is 495. Now this tan will add another 40 million. So for that

reason I am abstaining. >> Okay. Duly noted. I think we have the vote. >> Mr. Mr. Striker, just a quick question. Um and apologies for missing the retreat on Saturday. Has the resolution been shared with the board or at least can that be posted even if it's after the fact just so that will be out there? >> Okay. Miss Biles, the finance department is going to get you the resolution for you to um actually post that for us. >> Okay. Is there anything else? CL. >> Anything else? Board members. >> Madame Chairwoman, have I completed all the tasks? The time is 6:40 and this meeting is adjourned. >> That's why I don't put in the motion language I gave. I think they wasn't a resolution. Yes, ma'am. >> That money.
