Uh even since my tour we're in better progress than even last week when we first started we are now. Richland's probably about 80 to 90% of demolition that's done, removed the roofing, all that. HVAC units for 11 new installs in 2 days. Now they're around 2.25. So I guess 25 classrooms already have their new HVACs hooked in. Uh and they're going very well. It's
003on target. Uh and then Gilbert new roof. Uh time I made the report, there were about 4/7 removed. They've got all new roof torn off and it's about 80% completed. So, that new roof hopefully they're trying to stay ahead of these storms apparently and get that all done. So, that roof will be done. And they're doing a one-to-one switch out and Gilbert's a little different. They're trying to go through the building and do a one whole run of sections at a time and doing an H back as they go down a hallway to keep it all so they get a change of product once they get down a wing. Make it a little more efficient than jumping all over the place. So, it's going well, too. So, right now, very pleased with those two projects

007at the end of April was 88,094,775 and 16 cents. Unassigned fund balance was 52.2 million. Outstanding encumbrances or open purchase orders was 1.2 million. Federal expenditures was 6 and 1/2 million. And uh we had a net fund balance from the 2021 debt service and East Lost 1.9 million. And sales tax receipts at the end of April were 7,265,027 and 99 cents. And the school nutrition fund balance at the end of April was 117,987. 010next we have a curriculum update. >> Um so, as of June 4th, when I submitted the report, the math scores had not dropped in data warehouse. Today, Angie Graham called me and they have still not dropped in data warehouse. Um I'm not sure the principals can tell you they were very frustrated that math scores dropped within 2 days, but retest We don't know why it took 3 4 weeks for those to drop. And in the state, uh you know, when I when I would call and ask, they would say they were working on it. But, I think because the EOGs crossed over with EOCs, they were trying to get all the EOC data in for graduation cuz that that was really, you know, at the time that um determined whether some of their seniors graduated
011or not with those scores. So, um still waiting. I did give you preliminary data at the bottom of math. Remember that um unfortunately, EOA will not be back. I hope that it will not affect any of our grants. I talked to John Donahue today with the YMCA. And um right now, uh his data We always give him the scores on each of his students that participate in after school program cuz they do a tutoring program. So, he has had to submit a waiver since we will not have ELA data back on those kiddos. I said, "I can give you um math." And he said, "Well, our program is based on ELA. So, he's working on that that way we do not lose that grant. Um and we have that ready to go in August. So,
012we're getting ready. We have already set our date for back to school leadership [clears throat] to July 16th. Seems really early, but that is actually only 4 days prior to elementary and middle school APs returning. But, we wanted to go ahead and get a date that we can get reset in here to do data warehouse training cuz the interface has changed. So, we have already set our date for our back to school meeting. Um so, you will be hearing more about that and what's going to happen at that meeting. We're changing up the formats for leadership meetings as well. Um and week after next we have summer mains for EOCs. So, right now students that didn't um have enough credits to graduate and needed one more class. Um they have been in summer school and
013actually in the >> [clears throat] >> summer school classes and we will test and we have right now about 12 students from one school and 16 from the other that will be participating in summer mains. And so, then at the very bottom there I put the preliminary data for math and I will do comparisons once those retests drop to last year. Just overall, um some of our schools had a 3% increase and some had a 3% decrease. We looked at elementary um in the grade levels that did have a slight decrease. Um the very first year of IM, we chose to follow IM as it was in order. Um last year we followed the state curriculum map, um which is different than IM cuz it's a national curriculum versus the state and we did see
014a decrease. So, we're going back this year at our elementary schools to following I am in the order. It's a little confusing for our teachers to go from unit one to unit three, but we followed the state map versus the I am map. And as the I am rep has told us that math is in sequential order for a reason. So, we'll go back in our elementary to following that curriculum map next year. >> Define proficient on here. 015Waycross was the first one to text me yesterday and he had looked at retests as it was dropping in. And all 16 of his retests were in and 11 of his 16 [clears throat] had had passed. Some of them on the second time that they took the test made threes. I'm like, how did they make a one the first time? But on the retest, he had 11 of his 16 that did pass. So, we're kind of seeing across the district as those are coming in that the passing rate on the retest, which is exactly why we offer that retest for third, fifth, and eighth at the state level. 016and then we have mid-months. So, if the kid finishes and it's not during a main, what they call the state gives us dates for main administration. They can take a mid-month. Uh superintendent's report. >> So a couple of things that will be uh in the report tonight, but then they will be tabled for 30 days and these are policies. You guys know that there's a 30-day review and so they'll be on the July planning agenda as action items. And so I wanted to kind of go through those with you. The first one is going to be JCDAF, that's rule 50 for electronic communication devices. You guys know that the state wanted us to move to eliminating cell phones. In K8 we did that a year early [clears throat] before the requirement kicked in. Uh we're doing the same thing with the cell phone policy at 9-12 and so it's not
018uh required by law until 28 28 school year. We're going to go ahead and move forward with that this year. Um there are some editorial changes to the current rule. Basically it adds the word and high school students. So that's a change and then it drops the portion about high school students and being allowed to use them. So it was a what we call an editorial change, but because it has a substantial difference in the overall policy, it has to sit for a 30-day period. So, that's rule 50, um and we'll have that out there. And of course, our goal will be we'll work on a regulation, which is not due with the policy, but it will address dual enrollment, extracurricular, co-curricular, any school sponsored events and trips. So, when a student leaves campus, and
019they obviously have their cell phone with them, what does that look like? How does that rule apply? And the other thing would be uh information out to our parents and stakeholders. And that the plan there is to have uh something going out from both the high schools in July, the beginning of July, so we can uh be at least 40 days ahead of um the news to the students. They already know about it for the most part, but we want to make sure we push that out to our parents, as well. Um the other one would be policy JCDAG. That's uh a bullying policy. Uh there was some minor editorial changes there, but again, we felt like that this was um needed to sit. Um so, there's a couple of things that I'll just read
020to you that was um gone over with um Mr. um Brown and um Mr. Rodden. They go through these to make sure that we're in compliance. Um there was a statement under number three in this policy. It says, "Has the effect of substantially interfering with the student's education." We had to add or otherwise substantially infringing upon the rights of a student. That was part of this legislation. Um the term applies to acts which occur on school property, on school vehicles, at designated bus stops, or at school-related functions or activities. That was already in the policy. If we added including, but not limited to extracurricular activities. So, adding an additional connector there. Um there's a a comment about uh creates a reasonable fear of harm to the student or school's personnel person or property or has
021a high likelihood of succeeding in that purpose. The included part was including but not limited to acts that occur within a school sponsored online activity. So, you remember we've had some issues where it's been something online but it carries over and there was a nexus to school. So, um that addresses that. There was a a term that um it it some reasonable person does suspect suspect that someone is a targeted bully. Previously it said "is encouraged to immediately report." This says "is required." So, I I the example I would use that would be a mandated reporter. So, if a a teacher is brought into information about the potential abuse, then they have a a 24-hour window to let an an administrator or someone else know. So, it's it's kind of putting it into the same
022um arena. Uh this one's a new one. Each school shall provide referrals as appropriate under the circumstances to age-appropriate interventions and services including but not limited to counseling services for students who have been found to have committed an offense of bullying or are targets of or suspected victims of bullying. So, you remember all the MOUs we've approved for the uh mental health, the grant funds we were receiving, this is kind of plays into that. That there will be specific things offered to those students who are either have been bullied, suspected of being bullied, or have been the bully. So, um So, those were the changes to that particular one. Uh the other one, if you remember, we went through this in April uh I'm sorry, March uh where we had to change our appropriate use
023policy. And this was driven by DOE. And so, we went through I think you remember Scott talking about having terms like the World Wide Web and beepers and things in our old policy that had been there for years. It was just a cleanup of that. We submitted that in March. They approved that in March. So, we're well ahead of that. But the other component of this law was you have to have a social media policy. This is a brand new policy. So, I I would recommend that you review all of these, but specifically review the social media policy because it basically gives some expectations across the board here for students, parents, employees in a lot of different circumstances. So, feel free to review that. If you have questions about it, please bring those up. Those
024will all be sitting in your planning session in July, and then you guys will have the opportunity to to approve those policies so that they can go into effect in the month of July when our fiscal year starts. Uh enrollment, we mentioned that a little bit in the >> [clears throat] >> uh budget presentation. I've dropped a copy in there into the drive, but it's just 98 districts that were partook in this uh uh study, and this is just comparing FY25 and FY26 with 98 districts out of the 181. So, about half. Um everyone is seeing a decrease according to just my perusing this and looking through it except for city school systems. And theirs is negligible. It's ones, it's twos, it's sixes, it's 10. We're not talking about them gaining enrollment, but I I
025think that the thing that was the most that jumped out at me, um you have 87 of the 98 districts or 88% lost students. Um some of the bigger systems it was in the three, four, 500 number. Um so, the state is down um statewide total for March of 25 was 1,736,730 students. March of 2026 it was 1,702,860 so, a 2% decrease across the state. So, I just point that out to say that our declining enrollment, we're actually going back and putting numbers to it over the years when we've lost substantial businesses and the number of employees that left. So, it's been a combination of business and industry that have left and then potentially, you know, other opportunities for our parents. And so, we'll continue to monitor that. If you remember the return to work
026bill that was about to sunset, and that was the bill where a teacher who served for 30 years, 30 years of credible service, and credible service is not adding sick days to that. So, you had to have full 30 years. You could stay away from work for one full year, then you could return as a full-time classroom instruction teacher based on certification. The changes are as follows. You still have the 30 years. You still have to wait a year. We were hoping that they would cut that down a little bit because I have teachers that retire in June, then they have to wait a full year before they can come back. And so, we were hoping that they would lessen that a little bit, but they did not. The areas that they're qualified to teach
027in or they have that certification, but the areas open are used to be special ed, math, and science. And then the RESAs got together and they could choose within their RESA another area that they felt like was a high needs area. Well, they they've expanded so now it includes CTAE, math, special education, science, ELA, reading and writing. So, they opened it up a little bit to give opportunity. They also have decided literacy coaches who are in the classroom providing academic instruction, not just teacher training, but some academic instruction in the areas of ELA, reading, and and writing, they would qualify as well. And then this one sunsets, they extended this one to June 30th, 2030. Okay, so they'll continue to revisit this over the next few years as they attempt to uh address the teacher
028shortage across the state. And again, it's not just in Georgia, it's across the nation. Um strategic adjustments, we put together a document and I dropped this into the drive as well. I just to show you the number of open positions we had and then how they're filled. We feel like we're at 100% now on those positions. And then the last page >> [clears throat] >> will list now the 10 folks will be in our new principal PLC next year, which which is a lot. We have 10 principals that'll be taking part of that. But we look forward to that. I wanted to make sure you guys had that information as well. Um you guys had mentioned chronic absenteeism and that being a focus of the board. There are are obviously multiple things happening around that
029right now. One is the protocol [clears throat] that's coming from the uh court system. In in all districts, but specifically here in Walker, we've been involved in those meetings for uh going on 2 years now. It's a draft protocol. But if you remember, we had a a board representative, and Dr. Willerson is our board representative. Ms. Hunter actually signed off on the uh agreement so we could get that back in in a timely um but that draft, we still meet. The next meeting I've They haven't determined yet, but it'll be coming up probably once school starts back. But kind of in tandem with that is another piece which was House Bill 907, which was signed. And it creates some other things we're going to have to do with chronic absenteeism. So, you have to choose
030a path. Path A is a collaborative operating agreement. So, you have to find what's called a completion school. Um Mountain Education is a completion school that serves our RESA. Um students that begin to fail uh begin to miss school at so so days, then they're they can be transferred out to this alternative school, okay? Um or you can do plan B, which the district district would choose what they're going to do. And there are three components that you have to have in place. Dropout prevention and academic intervention, okay? So we we do both of those now. Two, credit recovery programs. We do that now. The last one's going to be the one we're going to have to have a discussion about, and that's flexible scheduling. They must offer classes on weekdays, we do that. Evenings
031and weekends. So that's going to be a little bit of a stretch, and so we're actually talking with our ombudsman folks now to see if that's something that they could be considered for. And then if not, is there a plan that we can come up with? Now, the alternative ed completion school with Mountain Ed, I I know David Hicks is a former superintendent, they're great guys, they're doing great work. It's growing. I don't want to I don't want to lose our kids to someone else because you know, transportation becomes an issue and so if we can do something internally that addresses this with our mission support folks, with our ombudsman, whatever that looks like. I just wanted you guys to know there's some requirements now that we we don't have choices, we have to do

So we're going to be working through determining what that plan looks like, and I'll keep you guys in the loop on what we end up doing as well. >> choice, so I want to make sure you won't worry. >> Um and then um you guys had mentioned in the article in the messenger, I think this was about the scholars program. And the other thing I will begin to check about in a meeting with Mr. Rodden as we were talking in the right there is potentially if we don't approve that, then we would have to redo the meetings in July cuz we would be going through the presentation of a new tentative budget, okay? You'll have a recommendation the Wateree Board of Education approve the renewal application for ACE American Insurance Company student accident program for interscholastic sports and activities accident coverage. Again, some of these are going to be annuals that you guys see on a monthly basis. Uh you have a recommendation the Wateree Board of Education approve the amendment for Spectrum Center Incorporated

You have a recommendation Walker County Board of Education approve the first amendment and second amendment of the professional services agreement between Floyd Healthcare Management doing business as Anchor Health Florida and Walker County Board of Education for school-based teletherapy [clears throat] services. You have a recommendation Walker County Board of Education approve the memorandum of understanding between Bridge Health and the Walker County Board of Education. Uh you'll have a recommendation that Walker County Board of Education approve the contract for audiology services between Chattanooga Speech and Hearing Center and the Walker County Board of Education. You have a recommendation that Walker County Board of Education approve the contract agreement for Everdriven Technologies LLC or Omni Partners. Uh and this is also in our students with disabilities area of services uh that we contract out. You have a recommendation that Walker County Board of Education approve the memorandum of understanding between Family Matters and the Walker County School District. We've been working with Family Matters mentors for a long time. Another annual agreement. A recommendation that Walker County Board of Education approve the
040memorandum of agreement and transition plan 2026-2027 between the Family Resource Agency Incorporated doing business as Family Resource Agency of North Georgia Head Start Early Head Start Pre-K program and the Walker County Board of Education. You'll also have the recommendation that the Walker Walker County Board of Education approve the lease agreement between Family Resource Agency Incorporated and the Walker County Board of Education is first purchase purpose of leasing Mountain View Head Start Early Head Start. That's a again another annual fee. You remember a couple of several months ago they were waiting on a grant to replace the roof. We chose to purchase that for them and they'll be paying us back for that. I think they sent us a check for half of that amount. >> How much have they paid you so far? >> $35,000.

Uh you have a recommendation that the Warren County Board of Education approve the purchase of Imagine Learning for Warren County Schools. You have a recommendation that the Warren County Board of Education approve the agreement with Infinite Campus in the amount of $146,241.50. Infinite Campus is our student information system for the '26-'27 school year. It's split funded between both curriculum and student services. Uh you have a recommendation that the Warren County Board of Education to the memorandum of understanding between the Warren County Board of Education and Northern Lights Behavior Consultants LLC uh dated July 1, 2026 to June 30, 2027. Um and this is for uh five behavior analysis um to students um that are placed within our care. So, Is it recommended the Warren County Board of Education approve the purchase of MAP and training for Warren County schools within WCA? This is utilizing students in grade 1 through 8 across the district. Um and you see the backup documentation for the cost on uh the MAP assessments. Uh recommendation of the Warren County Board of Education approve the agreement for educational services with Orange Grove Center. Uh and they're a partner that we've used

Have a recommendation of the Warren County Board of Education approve the agreement school contract with Positive Behavior Supports PBS Corporation. 046Walker County Board of Education accept renewal for the school nutrition RFP for entry pest control services to Lookout Pest Control. This is an additional year. The price remains the same for the 2026-2027 school year. A recommendation that Walker County Board of Education accept the School Nutrition RFP renewal for fresh produce to TNT Produce for an additional year. The $1.50 per case price over the amount that TNT Produce purchases the products will remain the same for the 2026-2027 school year. A recommendation that Walker County Board of Education accept the GEC Food Nutrition Services purchase food RFP as awarded to Gordon Food Service for the year 2026-2027. It's recommended [clears throat] Walker County Board of Education approve purchase of securely safety and wellness application. Uh this is for for equipment instruction in in a total of $61,150.
047Um and we've had securely now for I think this is the fifth second year. And it's back at documentation. That purchase is well. A recommendation that Walker County Board of Education approve the service contract between Stellar Therapy Services LLC and the Walker County Board of Education. Another renewal. A recommendation that the County Board of Education the purchase of smart boards for Walker County schools. These boards will be utilized with students and staff in grades K-12 across the district. These These are These boards are actually the most current thing that's out there and so it takes our Google Suite and it it ties in directly with what the teacher has in in their laptop. We're having Sometimes we're having to do some transposing of things. It It incorporates all that in it. So all that work
048they're doing on their Google Classrooms and flipping their classrooms and videos, they'll have access to it immediately on their boards. So we're really excited about that. And those are probably going to be in and installed quickly this year as well. You have a recommendation that the Walker County Board of Education approve the affiliation agreement between the University of Tennessee and Walker County Board of Education. This is within services provided through our special needs department. A recommendation that the Walker County Board of Education approve the contract for Youth Villages Residential Treatment Services for residential treatment services for a student with a significant behavioral with for a student with significant behavioral and mental health needs. Um those are both agencies that we use for ABA therapy for our students with classic behaviors, but one of the things that they can't do under that contract is if the student is receiving those services from an RBT paid by insurance that individual can come to school to provide services and the insurance is paying it instead of us. So, it can actually help us save some money um if we go that route and the student's insurance is paying for the services. Just keep that in mind. It's not always a cost that we're not having to >> Are we doing that now? >> We are. >> Well >> this next year we've not been letting those that are paid by insurance come in to this. I was a
051little um leery of just whoever coming in. Um with the the way we've been doing that is we we have a say so with who those people are. But I've spoken to the companies and they have indicated that those individuals would be treated just like employees. They would go through our background check. They would adhere to our you know, procedures and all of those things even though they're being paid for insurance. So, that made me feel a little bit better about having to do that normal. Um and if there are issues with them report back to the agencies and um but it does help with the cost because the students are already being allotted the service through their insurance. So, they can just provide it during the day with the rest of it. >> So,
052can we track that savings? I mean, if it's it's $10,000 or $100,000 can we track it? >> a lot. >> Yeah. I mean, it would be worth checking into it just so we can understand how much we're saving here. >> It's quite a bit right now for RBTs that were um >> that we are paying out of sped because it's not been anybody besides students with disabilities that have had that. Um but it's been about gosh, 5 years now I think since we closed the autism program. It was at Rock Spring and these kiddos went back out to their zone schools and it is the board that probably started that. Um so it's been a pretty big expense for a while out of um federal budget so that would be a savings. Not necessarily impacting
