It is now 5:00 and I would like to call this meeting to order. Our invocation this evening will be done by Mr. James B. Let's pray. >> Heavenly Father, we thank you for bringing us safely to this place. We ask now for your blessings upon the school board as they uh review and make decisions about the district. Be with the students and their parents and with our employees as they take some much needed time off this summer. We ask that you be with those who need healing and wholeness. >> Yes. >> In their lives and bring that healing touch. We thank you for your grace and your mercy in Jesus name. Amen. Amen. Let's stand for the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to

the republic for which it stands. One nation under God, indivisible with liberty and justice for all. You may be seated. >> It's now time for roll call. We have our three board members of virtual this evening. That's Miss Tony Ward Buckston, Dr. Ruby Sax Miles, and Franklin Lane. So, let the minutes reflect. We're all present. At this time, we need a motion to approve the agenda as presented. >> I make a motion to approve the agenda as presented. I need a second. >> A second. >> We have a second. There's no discussion. We'll vote by saying I for those >> I do I have another I >> Dr. Miles raised her hand in favor. >> Okay. Do Okay. And Franklin He's still with us. >> He's still here. I don't see anything from him, though.

>> I'm sorry. I didn't hear her. >> Okay. Well, we have four eyes. Okay. At this time, we need a motion for the approval of our minutes. Motion that we approve our minutes from the May 20th I believe. >> Correct. I need a second. >> I second. >> There's been a motion and second there. Any there any discussion? If not, we'll vote by I or Nick. I Dr. Miles has a hand up. >> Yes. >> Okay. Four. >> She's Mr. Lane still there. Mr. >> He is, but he's just showed. >> Okay. Okay. We're now ready for the financial report and >> okay um I will >> Mr. Lane raised his hand in favor. >> Okay. Unanimous. >> 40 for agenda, 50 for minutes. >> Okay. >> All right. Okay. All right. Uh I have

the financial report this evening um for the month of May. Um our year to date and notice that we are 91.63% 63% of the school year as of May 31st. Our year-to- date um revenues 91 million $320,65353 and that represents 76% of the expected revenue. I want to add however that we have received another check. I think it was dated June 3rd that will bring these local up to 90%. So it's about a little over 25 million. So, we're closer to where we should be. >> Okay. >> Our expenditures again, we're 91.63% of the school year as of the end of May 31st. And uh total expenditures 73,549,16 and that's 89.34%. So, expenditures are right in line with our expected time of year. General fund balance sheet total assets $313,569,53 with total liabilities and fund

equity equaling the same. Our changes in general fund equity for the month of May. Um end of period general fund equity 312,276,593. Investments in all funds total investments equal $295,677,85949 as of May 31st. The next believe it's probably 21 pages or so, 20 pages or so of the purchase order incumbrances. um more up to date. Are there any questions about any of the incumbents since? >> I have none. >> Also with the financial report or the vendor is the vendor activity report which is by vendor um 5,000 or more. Are there any questions about the vendor activity report? >> I have no questions. There are no questions. Then we >> we need a motion to approve the financial report as presented by Dr. Williams. >> I make a motion to approve the financial report as

presented by Dr. Williams. >> Are there any questions? >> Second. >> Okay. Has been motioned and second. Are there any questions? There are no questions. We need to vote by I I >> I. >> Three eyes. >> Raise your hand. >> Okay, that's four. Franklin. >> Franklin has his hand raised. >> Okay, it's unanimous. Thank you. >> All right. >> Okay. Um budget approval uh FY27 um of course the budget was tentatively approved in the month of May >> um and all other um appropriate actions were taken. It was published in the paper um for two weeks and so we are coming back before you this evening for final approval of the general fund budget. >> Okay. At this time, >> questions or >> No questions, no questions. >> So, we need a motion to

approve the 27 budget. >> I make a motion we approve the 2027 budget. >> I need a second. >> A second. >> Well, Dr. Miles raised her hand, so she can second. >> Okay. Second by Dr. Miles. Any discussion? No discussion. Let's vote by I and show of hands. I >> I got the mouth. >> Her hand is raised. Yes. >> Okay, that's four. Franklin is there. Or we have it. Okay. At this time, we have no public participation. >> No public participation. >> Okay. We're ready for old business matters. Mr. Harter, >> so you have two policies. One, student attendance. Uh, this is mostly presented by Miss Monica Payton based on her work with the various uh attendance people in the schools. Um it is a not a substantial modification from the current policy

except that um some of the procedural things that used to be in the policy have been moved to the protocol. There's a separate student attendance protocol that's actually supposed to be adopted by the student attendance protocol committee. That group that meets with the judge, right? Uh so anyway, so this this is um revisions suggested by Miss Monica based on her conversations with the attendance folk. And the other one is the bullying uh policy and it is nothing more than change to the definition of bullying as a result of a new act of the legislature. uh this session which comes into uh play on July the 1st, it will require a ch similar change in our code of conduct which I've already got ready for but anyway so that's just a new definition of bullying and

the primary difference is that this new definition of bullying removes some of that cyber bullying from the definition the things that were occurring off campus. They were trying to make school systems responsible for they removed that that kind of bullying from this definition and it just necessitated by a change in the law. >> Okay. I have a question on our um attendance one. Um I've read over a little and some of it's over my head or whatnot. Um all absences have to be with a written excuse from a doctor or it's also from a parent. >> Either one. >> Okay. I thought I wanted to make sure that >> y >> something that sentence is a little you have to read it twice but it it's for either one. >> Okay. >> I noticed but

it's >> okay. >> And these will go up on the website. >> Yes, they are actually revision. So that process is there. These have been out there since April. >> They've been waiting at this point. Well, we need to vote on the the revised policy here. >> Okay, we need a motion to vote on the revised policies for uh board policy JB, student attendance and board policy JCD AAG bullying. >> I make a motion to approve the revisions for board policy JB, student attendance, as well as board policy JCD AAG bullying. Okay, I need a second. I second. >> Okay, got a b second. Okay, we need to vote. I >> I >> show of hands. >> Dr. Miles is in agreement. >> Okay, that's four. We can move on. Mr. Lane says due to

the background noise at the plant he cannot hear the meeting. So >> Mr. Lane cannot hear us. Okay. Okay. >> Uh early head start. >> Hello everyone. >> Good evening. All right. So, I will start reading the report from early head. Sir, our funded enrollment is at 94. Actual enrollment is at 94. Center and homebased age range for the months are listed there. Um, our number is at 94. children. Average daily attendance for the month is at 85. Our number on the waiting list is at 29. Number of transitioning children is at 39. We have three pregnant women in our program. So, a lot of our moms gave birth since the last meeting that we had. Um, our health checks are up to date at 94%. Shots are up to date at 100%. Monthly reportable

center health incidents is at zero. Number of children with disabilities is at 13. Staff training activities is at zero. Parent involvement activities at nine. Our inind is at $51,88. If we turn from there, our Walmart expenditures, the total is going to be $817.35, which we did four uh different dates of spending. So May 4th, the 7th, 14th, and the 18th. Then we have our budgeted January through December year to date. And that's for the month of May. We'll do for the month of May. That's going to be $177,954.93. And then if you look for the month of May, it shows the expenditure statement. And again, that total expenditure amount is at $177,954.93. And then our year to date for January to May 31st, 2026, $894,57518. Total incumbrances for January through May, I mean January 1,

0132026 through December 31st, 2026. Those incumbrances are $40,18462. And that is our budget report. Do you all have any questions? >> I have no questions. >> And we need a motion to accept the early years report. I make a motion that we approve the brotherhood report as presented. >> I need a second. >> I second. >> Motion and second. There's no discussion as vote by I. A sure of hand. >> I Dr. Miles has raised your hand. >> Okay. We have four out of five. >> Y'all have graduation this week? >> We do. Graduation is this Thursday. um starting at 10:00, so June 18th. And my little jingle I showed uh Dr. Payton is that the classrooms did a yearbook for their classrooms and she made the yearbook. Her picture was in there. But um

yes, graduation is at 10 this Thursday. So, >> and I was holding the baby. >> Yes, you are. You're holding the baby. Thank you all. >> Thank you. >> At this time, Mr. Haider, insurance proposals. >> Yes. So, you have two uh proposals there. I sent y'all today a little cheat sheet um by email that that shows just the the various quotes and I highlighted the um low quote. I didn't send that cheat sheet to Dr. Williams to put on the screen. I just realized so I apologize for that. But so the two quotes for uh the property liability fleet cyber what we call commercial here uh one was from Udica $621,35187 and the other one from Liberty Mutual $682,45587. Uh so the lowest of those is obviously UDICA uh 621 35187. They are the

group that we currently have and have had I guess for a couple of years. Seem to be very responsive do a good job as good as anybody else. Um and so that would be the recommended low quote. Okay, we need a motion by Udica at 621,35187. I make >> a motion that we accept Udica Insurance at $621,35187. >> It's been a motion. I need a second. >> I second. >> Motion is second. Okay, there's no discussion. will vote by I or show of hands. >> I >> three mile pepper hand. >> Okay. Four out of five. The next one. >> Yes ma'am. The next one is a student accident insurance. I think everybody knows we've provided this for years and years. It's very comprehensive. It covers all students all the time wherever they are. Um

and we had four um quotes, three from um Mr. Burke's office and then we had a quote from team Assure. Um I had all four of them listed on the little cheat sheet I sent you. >> Okay. >> Um the lowest one was Old Republic. That happens to be our current provider, 23,500. And the next quotes were team assure 23,940 guaranteed trust 29,983 and crumb and forester 31,821. So the low quote was from our current provider old republic 23,500 and again I haven't heard any complaints about them so I assume they're doing a good job. >> Okay. So, we need a motion for Old Republic at $23,500. >> I make a motion for student accident insurance of Old Republic at $23,500. >> We have a motion. I second. >> Dr. Miles has raised her hand.

>> Dr. Miles second. Okay, let's vote. I a show of hands. I >> Dr. Miles hand is ready. >> Okay. Four out of five. Thank you. At this time, we'll have our school nutrition report. Thanks. >> All right. So, this afternoon we have first up the food bid. So, we only had one major vendor and it was Williams who is our current and then we had a company bid on a barbecue sauce but the price was too high. So, our food bid will be going to Williams with your approval. >> It will. >> Williams. >> Okay. Yeah. We need a motion for Williams. >> I need a motion to approve Williams as approved. >> I need a second. >> A second. >> Moved and second. There's no question. Okay. Let's vote by a I a

show of hand. I Dr. Mouses, raise your hand. >> Okay, four out of five. Your paper bid. Okay, so next up we have our paper bid. We had five vendors and I I gave y'all a little quick synopsis. So, Southland won 42 items, has won 14, SNS six items, Southeastern 41, and Williams 4. I put it on the back. Kelly's had to load it. I guess she >> was confidential though. Can't tell who won. Hey y'all. >> I told you to keep it confidential because they can't see who won. I see approval for these five companies for the >> Okay, we need a a motion for the five companies for the paper bid. >> I make a motion for the five companies for school nutrition paper bid award. >> Need a second. >> Second. >>

The motion and second. There are no questions or discussion. So, let's vote. Five >> three. Dr. M. >> She raised her hand. >> Okay. Four. All righty. >> Yes. Next up, school nutrition is requesting to have our own purchasing card that we can use because we go to the most random stores to find our stuff. And I don't like to hold up the board's Visa card so that other people because I'm just going to Walmart and bet other people already calling won't. So, we were requesting to have our own. Need your permission. >> Okay. We need >> I make a motion to approve the people with school nutrition. >> Need a second. >> I second it. >> The motion and second and I do understand it. Okay. So, let's vote. I by show of hands.

>> I Dr. M. Okay, we get four. All right, your FY27 budget. >> And again, it was brought to you in May um for penitentive approval. Nothing has changed since last month. And so, >> okay, we need a motion for FY27. >> I make a motion to approve the FY27 school nutrition budget. >> Need a second. I second >> motion and second we need to vote by I or show of hands. >> I Dr. Miles has raised her hand. >> Okay. Four. >> Okay. Okay. One more thing that's not on there. I just would like to formally invite y'all to come and participate any Wednesday in the passing out of the summer meal boxes. And I gave y'all all flyers of the locations and times that we will have. And then also, I need your

help because on July 15th, the summer feeding boxes will be pick up at Blakey and Primary only. And I need you to help me spread the word. We made some flyers, but we're only going to be able to do it at the two locations in town. We've got to consolidate our staff that day. >> Okay. And uh I shared with you a flyer. I'll email you the flyers and we're going to we're going to go ahead and give some to the the truck drivers when they go out to go ahead and let people know to plan ahead for that week. And then on the flyer the week before, we've got it on the back of the flyer again to remind them to come to town. >> Okay. >> So help spreading the word. >> Okay.

Thank you. >> All right. >> I do have one question. >> Yes, ma'am. Will there be an option for someone to pick up a box for somebody else when they need like a written note? >> So, we have the um the parent pickup forms that I I usually give them out in the lines, but I can put it on our website, they can fill out the parent pickup form and come get it. Or if they've already come through our line and gotten a flash pass, they can show that flash pass when they come through for those children. Okay. You have a good night. >> You too. >> Okay. Instructional policies and procedures. >> Good evening. >> Tonight I bring to the board one policy revision for approval and two procedures for collaboration and review. The

policy I the promotion policy is the one that we're bringing with revisions. On page two and three you will see that there are just some notes on um updated language as well as vocabulary. On page three we have the requirements um for K2. We are updating the promotion requirement so that it's in line with the passing score of 70% of the report card or a student may show mastery on grade level proficiency on an end of grade assessment. This year we implemented end of grade assessment for grade two and next year we will implement for first grade. In addition to that, the requirements for grades six through eight, we are eliminating a complete line and only looking at 70% um or above in five out of the seven enrollments. If you flip over to the

next page, um we remove the the old language for um the school year 2020 2021. You will notice that on page five there is some language in regards to the ELA transition waiver for this past school year. And the reason why that language is there is because we wanted to make sure that there is documentation that the we are utilizing the state governed um guidelines in order to make decisions on promotion and um placement for the previous school year. So that's why it's there even though the policy is for the upcoming school year. And then um the subsequent pages are just reflecting the update and changes that starts on page 10. The update and changes in the ELA and the math standards um the course name. So we're asking for approval for the update the

revisions to policy IHA promotion. >> Okay. I do have one question. >> Yes, ma'am. >> On page three, um, number four for the requirement for grades six through 8. So, we're removing the language about if they fail to achieve satisfactory progress in ELA and or math. Do we have any other measures in place to kind of counteract with that since we know that literacy and math are some of our top areas that we're focusing on? We don't. But however, they um are required to provide intervention and support when they notice that a student is failing in those two areas. >> Okay. >> Thank you. >> You're welcome. Any other questions in regards to policy ICE? >> I have none. So we need a motion uh for the revisions on policy I >> make a motion

to the changes of the IH promotion policy as presented. >> I need a second. >> I second it. >> We have a motion second. Then there are no questions. We need to vote. I and show hands. >> I Dr. Miles, >> we have three um procedures for policy IHA statewide passing score. Um you guys wanted to review these procedures. So, the teaching and learning department wanted to make sure that we had some feedback for you in regards to other areas. Um, so if you will take a look at page two, that's the first suggestion we added in the language. Um, this coincides with the additions that we're making in the promotion policy for grades K2. Instead of having a three rating scale for standard space, we move to a four rating scale so that it

aligns with um GMAS and all of the other ratings that students are familiar with. Um so you will notice that in 2A it's reflected there that now instead of three we have four ratings. In addition, we updated the statute on 2E for end of course test. on page three, number four, um, teachers should not record a grade lower than 55 on report cards. That has been an area that has come up on several instances. We wanted to make sure that that remained as a teaching and learning department because we wanted to ensure that students um are provided with um a reasonable access. If you look at the grading scale, there's a 10 point mark in each one from A to B, B to C, C to D. However, when you look at from F from

D to F, there are 69 opportunities for students to fail. So, in order for them to us to give them an equal playing field to be able to be successful throughout the remainder of the year, especially at the high school when there are only two nine weeks in the marking period. We would like to keep that um at 55 on the report card. We're not saying that students won't be able to earn a grade less than 55 on daily assignments. However, on the report part so that they have an opportunity to pass, we would like to keep that 55 there. >> So, if they opt to not come to class or ever do the work, they never get a zero. Okay, just those >> there should be some inter once again there should be some

interventions like there should um be some notification to Miss Payeyton as well as social work the other social work um Miss Skinner in order to get the parent in so that we can make some interventions there. Um we're not saying that if they don't do anything but we should have some measures in place so that that 55 doesn't look like we're just giving them a grade. Um on page five, we've removed the language um abund repeating course number four. MALI is an intervention process that is that only takes place at the high school. Um so what we would like to do is to remove the language from there and and require the schools to develop an intervention process as part of their MTSS procedures. and I will work with each one of the schools and

the MTSS coordinator to ensure that there are intervention procedures in place for um grade replacement and um supporting intervention. >> You said that's at each grade. I'm sorry. >> Molly Molly is specifically at the high school. That's the name that they gave it. Um is and it only stands for is mastery of learning intervention. We expect every school to do the same thing. provide mastery of learning and invention because the goal is mastery of those standards. Um on the next page you will see that might be the last one. Hold on. Um no we have had because the state and many other states are moving to standard space report cards for the littles. We wanted to make sure that when they transfer into Burke County Public Schools, we have a conversion scale. And if you

look at the conversion scale for number five, it is very similar to the conversion scale on number four, the one that we've already had in place. So, we took the baseline for an A, B, and C. And we provided those scores, numerical scores for any of these students coming in, transferring in um on a standard space report card. So we wanted to make sure that everything was consistent and aligned when transferring in. Are there any questions in regards to the procedures for IHA or our suggestions, the teaching and learning department suggestions for IHA? >> Sufficient um training to whoever does want to come in for transcribe. So they're making sure that >> so if they are if there are questions in regards to any transcript whether it is elementary or secondary they will email the

curriculum director or myself and we will help transcribe those um transcripts. >> So am I going to think I know better with these different changes or whatever someone will go over the teachers with them. >> Yes. for any new procedure or policy that we adopt. Um we our very first instructional cabinet meeting, we go over all of those to make sure that they have that information. >> And the last one is the procedures for ICF for curriculum adoption. We did not make any changes to the process. We only put in some stipulations with it and we put in an actual rotation schedule. Um, we've had the luxury of having grants to help support the adoption of curriculum, but we wanted to make sure that we were being fiscally responsible with the funds and we're putting

in a process. So, you will notice on page four an actual start date for when we will kick off and then an actual date or a month that we will bring it to the board for approval. In addition to that, we also included an adoption year for particular content areas which you'll find on page five. >> We you if you'll recall we did um K12 adoption for ELA a couple of years ago as well as K12 adoption of mathematics the following year. So you will see that those are not up for this year but the f this year we are looking at science and social studies right >> because the um six-year standard will be up the 2728 year for ELA will start back with ELA and then with math the following year and so

on. Um the only caveat to that is the sex education program that we adopted last year no two years ago. um they have to renew each year until they review the curriculum in 2930. Are there any? There are some you will notice that there are we've identified which um books or content areas are adopted at the district level versus which ones are adopted at the school level. We wanted to ensure that areas such as intervention, math, and ELA, they are districtwide. We want consistency in those areas. However, we're giving schools flexibility in regards to the other areas. >> Are there any questions in regards to the curriculum adoption procedures? >> So, we're looking for approval for Did we do that already? >> For the policy, not the procedures. >> For not for the procedures, but

for policy ICE. Okay. Policy IC. Yeah. Okay. So we need a motion for policy IE. >> I make a motion to approve. >> Okay. Yes. >> Thank you. >> Yeah. The procedures were brought forth as well because you all had mentioned um there were some things on HA that as a board you want to take a look at. So >> um that's why she brought those to you. they have their recommendations and so um good >> we will need a work session or something >> um for you all to take a look at IHA >> okay >> before it's finalized >> thank you >> okay thank you thank you for all the work yes >> yes um the 4 educator um position um it is time to for the board to decide if um you're

going to renew that um position. You, as you know, you're um have a contract with the extension office uh where the board pays half of the salary benefits. And so before we um sign off, we just need the minutes to reflect that. Um we do intend to renew that contract with the um uh increased salary because that person also got the cola. >> Um and so I have that in here for sign off, but we just needed in the minutes that the board is voting to um >> continue or to renew that contract. Yes. >> Okay. So, we need a motion to renew the 4D educator position as well as an increase in salary. >> I make a motion to approve to renew the 4 educator position as well as the increase in salary via

poll. >> I need a second. >> A second. >> Okay. So, a motion and second I show hands. I >> Okay, three. >> Um, last item, field trip. I don't know if you all have had the opportunity to look at that. Um, typically we bring our field trips to you as you know in August, September, but this is one um from the band. Um, they usually they've done a DC trip and a couple of other Orlando I believe it was. And they're wanting to do a New York trip. um something a little different than just having the kids march as they've done before, but before they start doing all the work on the trip, they wanted to make sure the board was um would approve that trip. So, um that's why I'm bringing that one

to you in June. >> Okay. So, we need a motion for the field trip, the ban field trip. >> I make a motion to approve the ban field trip to New York as presented. >> I need a second. >> A second. Okay, it's motion and second as vote by show of hands. I >> I Okay. >> Okay. >> And I don't have anything else further. I have some um things that you all probably picked up at the GSBA conference with the um new legislation, but I'll share that in July when everyone is here. >> Okay. All right. >> And that's all. >> That's it. Thank you all for coming. So, I need a motion to go into uh executive session. What are we going to executive session for? >> We going in there to discuss

everything since we have >> I make a motion to go into executive session to discuss person. >> I need a second. >> A second. Okay. Motion is second. It's both by show of hand. >> I Okay. at some point on your teachers or something.
