the same the next page represents changes in general fund equity end of period general fund equity at june 30th 2022 146 million eight hundred and twenty eight thousand seven hundred and fifty dollars the next page represents investments in all funds as of june 30th 2022 total investments for 144 million 440.84 the next six pages represent your open encumbrances as of june 30th 2022 and we're going to bring those down also as we pay the final bills from here the next several pages represent your vendor activity report for the month of june and those are cumulative in the amount of five thousand dollars by vendor and then your final two pages of the financial report represent your professional leave and travel calls and these are items that were paid for during the month of june for
registration fees as well as hotel checks and reimbursements for travel are there any questions about the financial report no questions uh can i make a motion to approve the financial report for you approve [Music] is public participation mr carl preston mr challenge board chair miss payton vice chair dr saxon miles former principal mentor educator and motivator to the gerard community and to the entire board of education to dr ezra williams superintendent into the burke county community the reason for me being here today is to petition the board of education to rename the burke county high school gymnasium or gym court to the mary robin athletic complex or the mary robin's court here are a few facts as why coach robbins is more than deserving of this honor coach roberts was a high school and collegiate
all-american she played professional basketball for one of the first women's teams the hazel walker arkansas travelers out of little rock arkansas coach robins was a national free-throw champ shooting 47 out of 50 shots from the free throw line coach robins won over 1 000 basketball games in her career in the late in the early 90s coach roberts was named maine was added to the list of georgia's all-time winners coaches by the atlanta tip-off club roberts retired after 53 years of teaching and coaching while in burke county coach roberts was the head varsity girls basketball coach and softball coach and pe teacher at sardis gerard alexander high school known as sga she was also the head women's basketball coach and track coach at the burke county high school where she also taught fiscal education towards the
end of her year towards the end of her years coach roberts was later a pe teacher and ran numerous camps at the burke county alternative school coach roberts was not only a basketball coach and a teacher but she was a friend a mentor to many of the children in the sga area and later waynesboro coach roberts was like a member of the family she was one of the only non-family members and sometimes family members that my parents would allow me to travel with coach roberts believing educated the whole child even before the term became popular i can't remember riding with coach roberts going by the grocery stores to buy groceries for a lot of the filming in the sardis area she would also go by and pay the power bills for the families also [Music]
but she was hired as coach at burke county i asked her why are you buying this brand new van and you don't have any children of your own she said it was for the boys and girls in the sga area that wanted to play sports in waynesboro but didn't have a ride home after practice coach extended her care for her players after high school she would get she would gas up for band and haul all of us all over the place to support her former players i remember one time we drove to orangeburg south carolina where we went to support for ourselves when she was crowned miss clapton university the year after coast was released of her duties as head coach she turned down eight coaching positions in other school systems because she wanted to
make sure that her last group of girls were able to attend college she went to every basketball game and tracked me that year and kept stats on all five other young ladies she sent those stats to over 60 schools along with letters of recommendations that cost her over three thousand dollars of her own money when my sister first went to college and coach discovered she was amazing in criminal justice she called the college coach and my father and chewed both of them out the next day my sister changed her major to chemistry with a minor in mathematics and now she serves as assistant superintendent in richmond county with a phd that's right coach would most times be the only white person in the building and it didn't matter one bit to her she attended mrs
blackberry county pageants and she will also be the only one sitting on the front row at all my sister home hbcu basketball games i would like to close by asking for the full support of the board of education to honor one of the county's ledgers thank you thank you for coming our new coat province she was she was probably not quiet on a basketball court she was quiet when you were talking to her at her home you know she was a corporal lady do you have any comments yes sir i'd like to uh of course you know that i knew coach robins and of course i know this gentleman because he came up through my school when i was in gerard his entire family and what impresses me about his family and the presentation tonight
they all went to college and they're all successful that is what came out of gerard elementary and i'm just very proud of it and i'm proud of you and uh i support the presentation that you made i do want to let you know that there's been another request for that same area so it might be something that uh the chairman might want to talk about in closed session no decision has been made but that has been a request i thank you very much for those kind words that you said about coach robins she also made contributions each year to the burke county david top debra nasser scientist and i was very proud of that and um she supported so many people in the community as we had support you know we went to college but
we always had support there was someone who gave us a lift and coach robins gave us that lift and thank you for bringing this information forward i would also like to point out i see that coach robbins had a real relationship with the people with the students and what great impact she has had on you in your life for you to stand here tonight and to say the words you see it which means a lot and that's what we want teachers to build relationships with students so that can it will impact their lives so you're a prime example and i knew your sister know when she entered uh burke county middle school i served as her mentor okay so thank you very much thank you mr prescott um i thought i don't think we can
talk about it in closed session but i do think we'd like to probably take it under advisement right now until we get um [Music] anybody or anything else that is coming to us before we make a decision on on which way did it but thank you very much for coming and we appreciate it thank you uh any other public participation anything else that's it okay um new business uh early head start is clarisse jones since jones is not here i'm not miss jones but i'll be making that report for her this evening she um is out due to a scheduled medical appointment so i'll just kind of walk through her report as i've discussed it with her um i'll begin with the june enrollment and so as you know the early head start the funded
enrollment is 94 students and there were 85 students enrolled in the program which is approximately 90 of capacity um the average daily attendance for the month of june was 62 percent there were 25 children on the waiting list of the 85 students 35 of them were 36 months old or older so that means that they will be transitioning or have transition out of the program along with some students in this group so a total of 43 children the transition or have transitioned out of the program there were no pregnant women reported um health checks were up to date at 60 and 96 of the shots were up to date um there were seven children in the program seven children with disabilities staff training activities and parent involvement activities you see there five and six respectively
and in kind continues to run behind only 21 of the goal was achieved so you see there is a still left to collect part of that was due to covets children being home not having as many volunteers in the center and that kind of thing school nutrition report there you can see for the month of june there were 13 school days there with breakfast and lunch average daily attendance 34 for each of those and then the reimbursements amounts there to match them page two there is the walmart receipt or this was the walmart amounts that were charged the walmart card the sam's cars did not have any charges for the month of the show [Music] um page four shows expenditures for all categories for the month of june the end of june represents about 50
of the school year remember they're on a calendar year unlike the school system which is on a different year but at 50 of the school year for the month of june um you can see where the expenditures were in relation to the total amount budgeted so at 50 percent of the school year approximately 43 percent of the budget had been either expended or encumbered so with 50 percent of the year remaining there's approximately 57 percent of the budget left to be spent and the rest of the packet that you have there actually details the revenues and expenditures um by functions so if you have any questions about any of those if you had the opportunity to look i don't have any questions i just want to make a statement sometimes people don't understand that with
early head stuff the report must be made to the board each month and it has to be validated in the minutes because of the federal funding and therefore this report comes to us each time and um we hear pretty much some of the same things but uh we're just noticing that um it must come for this book two things she asked me to add just a reminder that early head start is on friday july 29th from 9 to 12. and whereas we start in a p-12 on august 1st they will start at the center on tuesday august 2nd they are expecting to be operating at full capacity with all eight classrooms um open as well as the 30 home-based children that they serve i make a motion we accept the report from early head start
officers with the burke county sheriff's office i am one of our division commanders within our patrol in our field field operations in our special operations division to my left i have major plugin major plugger is the the he's the commander over uh field operations and also our investigative services uh to hit his left if you want to introduce yourself hi i'm deputy mark vaughan well glad to be here deputy barnwell is a part of the uh new team of sros that we'll have this year um we are so gracious that you all approve that and deputy barn will be assigned to sga elementary to his left so lieutenant kermit has a number of duties uh in addition to the school resource officers um he's assigned to the commanders of the uh special operations teams our
traffic teams k9 teams um and all other duties um and to his left is sergeant monroe sergeant monroe will remain as the sergeant over the school resource officers and will be initially housed within um blakely and also the primary schools the new school year begins tomorrow i'm terrance jackson glad to be thank you all for approving that spot thank you so much deputy jackson comes to us with experience as well and he will be assigned to the county middle [Music] richmond county school system as a school resource officer whitfield will be assigned to the high school uh sure will remain there um and we will continue the new year with her being one of our newly promoted supervisors for the unit all right i'm uh jeffrey ryan chris ryan i've been here for a little
while debbie ryan has he he comes to us with a wealth of knowledge and experience as well uh debbie ryan will be assigned to the hospital initially upon the new year uh we do have one deputy who is not with us or deputy in training which would be deputy smith uh deputy smith is completing the police academy right now and so upon completion deputy smith will be assigned to the school resource officer's team um yes and so we also have deputy green deputy green cannot be with us tonight deputy green is assigned to the burke county life center uh he cannot be with us tonight um so he's out um but he will certainly be back with us uh this upcoming school year and last but not least [Music] it's been a long time coming
but it's worth it so that's just everything so we appreciate it again we appreciate the partnership um we look forward to continuing to work with each and every one of you you very much thank you thanks appreciated [Music] next time on the agenda mr hyder yes sir um so it's july so you know we it's time for insurance um and i [Music] sent you earlier or we posted earlier in assembly the um the actual proposals but i've got a little summary there in front of you and dr williams is pulling that up as well but you've got it in front of you on the desk in front of them so we have the usual uh quotes for all the general liability and fleet and property and casualty and all of that you see those there
three quotes liberty mutual utica national and emc liberty mutual is the lowest and they happen to be our current carrier i forgot to find out uh mr jenkins used to always ask and i'm sorry to ask what our premium was last year but i do have an email from our agent that says this premium represents about 23 overall increase but that is due to adjustments in the values of um our property the insured insurance insured interests in our real estate property and so forth needed to be increased they hadn't been increasing a couple of years uh for inflation and everything else we want to make sure our property and buildings are insured for the replacement cost so that's why one of the reasons for the increase but in any event the lowest proposal for those
coverages is what you see there 355 598 and if you want to since it's right in front of you in fact that's why i did this to make it a little easier we also have the coverage for student accident insurance you know for years and years we've provided student accident insurance without charge to the parents um and those are the uh proposals for that the lowest one there is pan-american at 33 578 which is a new carrier different carrier about six thousand dollars less than what our current carrier is which is right below it based chill so that's the quotes for insurance oh and if you see there optional right there in the middle of the page it says optional violent assailant coverage i did not ask for that but when the quotes came in
um there was a quote in there for this optional coverage no doubt due to the uvalde uh texas situation and other situations uh that unfortunately happen from time to time and so this would provide uh additional coverage in the event of such a tragedy it's entirely again i didn't ask is that through liberty or who's that three that is not it would provide coverage for things that you don't think about like when and i i hate to even describe the kinds of things that it covers to be honest with you but if you imagine the things that would happen if the shooter came in and shot the place up and you've got the place littered with bodies and so forth the additional costs you may have associated with with dealing with those families and providing
services to those families and cleaning up the school and you repurposing sometimes when they when those terrible things happen they decide we're not going to use this building anymore we're going to take this building down i think they're going to do that involving those kinds of horrific things that you don't really want to express so so your recommendation to us i would recommend it it um seems in the grand scheme of things for us it seems a relatively small additional cost for a little extra peace of mind answers are things that you have to pay for you hope you never have to use them but those those are the it's uh that's the reason you take it out no matter what it is car insurance or whatever is there any just other discussions so i
make a motion [Music] for the optional insurance as well as the low bids for the listed insurance i make a motion that we go with the local liberty mutual the optional coverage from woods of london and the pan american student accident insurance for mr hyder's recommendations thank you so much everybody okay next item i see is the student code of conduct code conduct oh this is no no substantive change really you just need to approve it every year there's a small little change that i've i made not really because it's new but it just needs to be clarified about off-campus behavior and that happens to be there in that second paragraph um but other than that this is really just here as a formality for you to approve the new conduct for new year okay
except for that particular area would you just explain it well they're there there it's a point of consternation sometimes but our jurisdiction if you will extends really only to the school campus and certain other places um but sometimes when a student does something on saturday evening at home sometimes the question becomes well should we impose some sort of discipline as a result of that behavior well maybe and and the answer is you can do it if it could have been charged as a felony in other words if it's a crime that could have been charged as a felony so if it could ever have been charged as a felony then the answer is no you can't do anything about it but not only felony but it must also make the students continue to presence at
school and potential danger or if his presence his or her presence at school could cause a disruption and then and the principal has to show both of those things in order to discipline for off campus better so i recall that did happen when i was working oh that was from time to time and uh the person who shot the other person was transferred to the eternity school so he could complete his education he wasn't put out of school but it was considered the board did review it now that's what happened and uh it was it was just an awful situation but i remember that this was used and so i'm glad you explained it because the question came up since it happened off campus what do we do and when the student came back to
school who had shot the other one it did cause a disruption and so i remember that that was considered and something was done so i'm glad you on top of that and continuing to talk to us about it because things happen all the time and with all that's going on in our communities now with our children um thank you for bringing that back up so an off-campus behavior that could be they don't have to have been charged with a felony but but it has to have been something that could have resulted in a felony right and then based on what level does it get to depends on the conduct itself been on the contract itself most likely it's gonna be a level three if it could have been charged with a felony and it you
know and that by the way is not that's what the law says i've just changed this to make clear that our code of conduct is in compliance with the law and you know most of the time you think well why are we trying to monitor what kids do on saturday at home good question but on the other hand sometimes what they do on saturday at home could bleed over into what yes sometimes most often especially the gang activity i make a motion we accept the code of conduct for this year i stepped in it everybody in favor of which right here [Music] next item is policy updates so i think everybody all the board members uh participated virtually or otherwise in the gsba policy training i don't know months ago and and these have been
on assembly for a while so if if you've participated in that training and or looked at this you will know that as a result of the legislative activity in this past session we have several required new policies as a result of some of these bills that the legislature has passed and they are the parents bill of rights is one of them i know you remember hearing about that um the other one is uh divisive concepts i remember hearing about that um a couple of other somewhat minor ones i suppose uh unstructured break time which is just recess for certain students is now required and then this um material harmful to minors uh bill that's aimed at material of a sexual content that gives parents the right to object to and request those materials to be
removed so i mean the devil's in the details and there's no way for me to really summarize those in a second but i hope you've had a chance to look at them and they are for the most part based on suggested policies from from gsba to be honest although i made a few little changes i want you invited to come to go out to the schools to speak to the teachers about these policies i can that's up to the principles how they want to do that [Music] um i i think i've already made a presentation to the leadership team and i think the expectation is that they will then push it out at the school level but i'm happy to come i'm invited somewhere any further discussions somebody want to make a motion for these
update some approval of these policies yes mr chair i'll make a motion that will accept the updates of board policy ikbb ford policy i eda board policy ikbc and the regulation jrb r1 a second everybody in february yes sir um i had one request from [Music] high school um administration to request a permission to move their school account from one bank to another the office manager and others have run into some issues outlined in the uh letter that i've shared with you um i've taken to the issue and including a conversation with miss marchman she was also aware i support the request and m seeking the voice approval for the administration to close that existing account and open the account in the school's name at a different local bank did we get the names of
where we're leaving and where we're going um yes southern bank is where it currently is first nationals in your letter because we're just receiving it uh you listed specifically the reasons why in your letter because i you just got it did you say what they were um the the things that they mentioned were inconsistency in the receiving bank statements having a credit card that was oftentimes not operable so it would have uh kids on a field trip and they're trying to use the car to pay for things and unable to do so and just inconsistency in the services and the documents and this outline that's true that's very true that current sometimes doesn't work yes that we allow the high school to change from southern bank to first national bank second second second everybody in
favor of right next item is superintendent's report just a reminder of open house teachers or school level staff are on a modified day on friday july 29th they will actually be working from 11 to 7 open house being from four o'clock to seven o'clock p.m in all okay so that's changing so they requested to not have to come back they've been asking for that for a few years and not have to come back is it going to be staggered in those four hours or is it all everybody is during the same time four to seven and then those employees with students on the principles have worked out for them to be able to visit sometime during the day to meet with their children's teachers the four to seven is the time for also now i'm
just not hearing very well tonight and i have my hearing aids in do you mind repeating that for me what those hours are for various schools uh what it what it means for the system so typically the schools have had two hours of of uh open house they have three hours of open house it's the same for all schools it's from four o'clock pm to seven o'clock p.m oh rather than uh on the weekends you know we've had it on sunday in the past saturdays so i remember the ministers requested that it be moved from a sunday people were disrupting service and then it was moved to a saturday so i didn't hear anything about a saturday but the friday seems good to me that's right and if this is what they want that's everything
uh next item is the executive session somebody will make a motion to go into a business session executive [Music]
