foreign hey everyone we'll call the work session for November 3rd 2022 to order um welcome everyone we'll jump straight into items of information under Dr Spence well we'll start off with Dr Green with uh there are some questions about our Middle School connections class I think all of you guys received an email a couple weeks ago so I wanted to go over that with you just kind of let Dr Green talk about the Middle School connections so you all each have a document that's a table or a chart of all love the Connections course was offered at our schools the blue courses are the high school courses that are offered and you see that every school offers uh all of the main content areas for connections but there is some variance in what those courses

are historical context some of that is related to the attempt to do magnets at the middle school and the abandonment of that and then most of it though honestly Narrows down to two things student interests at the school and then teacher certification for example me what's off in French because she had a Spanish physician posted for a very long time and then got a recommendation from a colleague that there was a French teacher available looking for a job and so she shifted the online French so most of most of what you see honestly is related to um teacher certification so any specific questions about that we specifically did try to attempt um to add some continuity in our programs from elementary now with Sterling looking at doing agriculture today making to get this so there

is some attempt to make some alignments on some of our CTA programs at good good in the high schools and then there's also some State mandating this so things like health and obviously our computer science courses our state mandates this was the year that we had to have a computer science connections force or elective at every secondary site and so that's why you see those computer science courses and lieu of the um long list we used to have of Business Administration or business ad type courses foreign I just wanted to see if you guys had any questions about what was offered to show you the differences and give you the reasoning for the difference but I think we need to contact that individual and at least say or set up a meeting or whatever I

mean I don't understand I think they've been out to the school they've talked to the people out there but it still doesn't seem to go through into the and then the process of them understanding I guess I don't know what the confusion is but if it's not one thing it's another and it seems to be at the same school every time obviously their child goes to this school I guess um I don't know but uh can you drop a uh an email response back just to say this is where we're at with it they're going courses and contact you or the school as usual and see what's going on so does anybody have any particular questions pertaining to that I was trying to look up the email see it kind of goes all over the

place I just have an observation so it looks like there's a language class in all four middle schools now which is new in the past the couple of years yes ma'am the Middle School principles and I met last year to establish what would be some of the courses that would be consistent across schools and World Language was definitely one that we agreed collectively there needed to be an offering at every school so there wouldn't be a perception of the advantage or disadvantage because those all students all schools have you the middle school kids have access to the Georgia virtual for credit for Douglas High School yes sir they do I mean I know it'd be hard to do it kind of what she's talking about but I mean you can take business courses and I

mean you can I've got a child in Spanish too with Georgia virtual right now and it's not the best case scenario but it's still something to get content if it works within the schedule I don't know if that's been presented whomever we already have it um Dr Akins actually has I don't know what's all a couple of students that are on Georgia virtual ones taking Chinese right I'm sold we if that opportunity is there that's a discussion with the council department and administration a bunch of options but it sounds like they're wanting everything offered at one time which is you know not very I guess conducive to what we can and what we can't do um so as far as doing agriculture uh science you know P it sounds like across the board the email

was just you know stating that they wanted Spanish they wanted you know Arts as far as the Kiln and all that type thing you know but of course obviously one we got to have a teach it and two we got to have enough interest in the classes and we're for it to be done so I think those things can be explained you know briefly at least an attempt you know it doesn't register it doesn't register really also we have to get the message out to the parents the resources and just because the curriculum Ambassador Middle School with opportunity to um Georgia virtual subject so just need to let them know that yes it's a lot of that stuff you know in the future not not that it makes it wrong for it to come from

one person but generally some requests like that kind of bubble up through site councils and their ptas and stuff like that and there's a Groundswell of you know desire to have some light because you don't have the need for the kids are willing to take the class it's not going to make right it's just the same reason broke out when I was at school we had two AP courses that we had 15. we just did you know there wasn't a need and so um we can't just hire people just in case we want to make Spanish class but if we can offer other options I think that's that's probably a good idea for now okay I think y'all put them together Dr Green we'll go to Mr blackaby next sillies update good evening a quick

project update great East Boss 3 and East plus four projects GA gem Edition is uh has come along nearing completion I believe I told you last time we had to change uh hardwood floor supplier and actually the floor wound up arriving about a week and a half two weeks earlier than we anticipated and it is being installed right now this this week is uh is being installed so we can we'll be able to move our timeline up a little bit from what we had anticipated from the from the delay with the flooring rest the building is complete we've attempted to get a temporary Co Fire Marshal ask us to do a few additional things before we did that so we may have that in the in the coming days as well the minor issues a

couple of they want a couple additional strobes in the restrooms and things such as that so we're working through that is the existing gym the new sound system has been installed and it has been tested it should be up and running well by basketball season we have scaffolding over the seats right now installing the new lights our Target date to end that is on November 15th so we can clear out of there for basketball season and then then we'll have to start the planning process you know for after basketball season what the next phase of work will be there the ga Annex floor issue we're dealing with the excavation that I talked about last month has been completed that was successful Mr Tuten has met with Hunter Saucy the structural engineer and we're waiting to

hear back from him for the final clan on on what the solution is going to be to make sure we Shore up those joists and and get it all put back together and then we'll replicate that on the other one on the other classrooms after we get to that point Saint Simons Elementary which I'll talk more about this in a minute we have a small presentation on but St Simon's uh the okay a new issue has arose there I think I told you last time about the switch gear that we but we have a workable solution to that now which we've been able to work through we don't have the switch gear but we have a solution until it gets here and uh but we Mohawk Flooring who was the floor supplier they had a

quality control issue so they did not ship the flooring as they were supposed to so right now great with all I think the new ship date is 11 19 right is that correct yeah I think so which pushes several weeks behind we have furniture coming in on December 19th which was our Target date to start moving stuff over still working with them at night construction they're they're trying to make a plan up so we can still hit that Target because we want to get get that building open uh for the new year so that we can move into the next phase um and then uh I believe the SME is still a Marsh Elementary we're still in the planning phases of that we don't really have anything to present right now other than we are

still in the planning phases for the renovations there uh which uh you know we'll start next summer and good report which the first page of that on the summary is kind of what I just went went through but if you go to page six I think there's a next pertinent it shows our receipts and as you see right there the the Top Line number 2.6 million this month which is still up 200 000 over what we had been the previous October and so you can but the trend is still just kind of mirroring each other we're just staying staying just above the line there all the way across any questions on don't you want to go to the Saint Simons Elementary I think the GMP is next I may let Mr tooten speak about some

of this because he's a little more familiar with the drawing but essentially we have we're moving tonight we'll present the GMP for phase four phase three with the two-story construction phase four uh moves into the gym the in the new kitchen and the admin area area just two you want to describe what's on the screen for them the area that you see in red will be demolition of the three buildings along the north property line will be demolish the small building near the existing bus entrance will be demolished and uh so we'll have construction fences to isolate temporarily through the portion of the construction process this building will remain in service portion of this building will be demolished as well so that will happen after this building is occupied the demolition will be the next

phase yeah what you see on the left is a new PE building that's the lobby that just shows chairs in the building for an assembly and that's the stage there's a connecting walkway this is the new Administration Edition here connecting to the existing building this is the existing cafeteria the existing kitchen sits right over here be demolished it was a part of the plan that won't happen though until the new kitchen in this area is completed the existing Media Center will have to be demolished in order for the new kitchen so this phase consists of Jim PE uh admin Edition and then the kitchen during the summer will try to hang over the kitchens from one to the other the scheduling is going to be a bit difficult but we have alternate paths we're working

on Alternate paths but the administration during the renovation to be building to remain we'll have to move into the new portion of the administration and that will be temporary housing and then when this renovation project is done that put together again the entrance will be from the driveway that goes from Denver to Ocean Boulevard so this will be the main administrative entrance there's a couple of walkways along there so that the students so that is the phase four Construction the next slide is um there you go that's better if you were if you were turning in on demory road if you could move it this way and see a little more to the left that would be helpful perhaps that slide will prevent that there um let's go back to the there you go so

this one this is the gymnasium that you would or uh PE building that you can see as you turn in from Denver moving moving toward um the administration building and Ocean Boulevard next slide is just past what we were just looking at if you turned and looked back toward the gym PE that's what you will see and this is the portion of the connecting walkway that goes from the PE building over to the existing when I say existing owner to the new admin uh the next slide is a continuation of that walkway that interconnects the PE Lobby and the administration Lobby and that is the new administration building entrance the next slide is in front looking kind of the frontal view of the new Administration and the next slide is inside this view seems a

little bit distorted based on what I is on our PDF it's a little too high and not wide enough but I don't know exactly what that one looks different to me but maybe it's not it's probably my angle isn't it but at any rate looking through there you'll see the building that you're seeing through there is a new two-story classroom Edition and we're showing the indication that there's some trees and so forth so that would be the Courtyard area between all of the buildings that you would look at and see and this would be the main entrance to the to the Administration Lobby and when you entered it on one side would be the reception desk on the other would be through a window the security officer so that's an overview and we'll have better

color renderings of this once upon a time but that takes a little time when we're not there yet I have a few questions Julie um so the gym that exists now at St Simons is a is small compared to say the gym at Oglethorpe well the new gym at St Simons be more the size of what we're seeing in our other schools yes okay it's almost the same size as the other schools it may it may be a bit more narrow because of the constriction of these this particular site but as you walk into it you wouldn't know the difference in being in it and oh before plenty of seats it has a full basketball floor not that you particularly need that but just to give you an idea of size so it's about the

same as you know they're throwing about the same as Alabama and Rose Millet whereas before it's that was apparently there's very small yeah right that's good and then I um I just want to clarify the historic building is not being demolished that is correct okay because I think that's fate that's phase five and it's being renovated but not demolished yeah we're going to try to put it into light new condition as sensitive to its its original appearance as we can make it sure so um all new finishes but um for example in my thought process and we haven't developed this in detail but what we're trying to do is the blood academy prep building Academy signal in there was to retain features which were unique to that period and so forth so it's in and

there for example we either retained existing doors and we finished them in new hardware or we purchase doors that were about the same so when you walked along the classroom you saw a door that looked like it fit in the original building versus a brand new door and wouldn't use the same technique here in terms of trying to retain the features as best we can raising the ceilings higher if we can so yeah we'll return it as close to uh it certainly won't be a restoration it would be an adaptable reuse I think is what a historic preservation so that we will try to make it closely look hopefully closer to its original form than it does now sure and like so the technology ability will be you know brought into current standards I know

that's been an issue electrical heating and air conditioning Data Systems fire protection everything will be comparable to a new building okay and then just one more I couldn't follow you on like how buses and you know people are gonna is everything on the back side now whereas the Bus Loop was around that small building next to decide if you would please sir thank you now smart enough to solve all of this uh circulation problem but I can address it the way we have talked about it what you'll have that's different than what do you have now is you'll have a much better opportunity to get traffic through the site whether buses and buses will be able to um turn around there if that's if that's the way what we have tentatively just is we we

may move the Bus drop off to where those parking spaces are off of ocean and I say tentatively because we're working with the church on a on improving the parking on the back side where the music room and the Bus Loop used to be if you go there now you can see that that we've expanded that a little bit now we uh kind of hit a stalemate with with the church in our discussions and but that's the uh the plan right now is the is to whatever we lose in parking up front we would gain in the back okay and it doesn't go all the way through like from demory behind everything over to Ocean okay which is new that doesn't do that no that does not exist now but the drive would go through

so that it would be run away and uh you know over time patterns have a have a tendency to change so it may change over time but the point is that there will be opportunity for a drop off and we're getting traffic and it seems logical that we put the buses to the front because they will be there shorter periods of time and then during the interim you could probably park there as well and uh and the automobiles to drive right through is the intended claim this is parking it's we just Define the handicapped spaces and things but there'll be angle parking in front of that covered walkway that connects the two buildings thank you it's different than what it is now but I mean we're making the best use of the space we can

we have better access to the kitchen and better kitchen but it won't be the kind of access that we would have normally designed the space on that site is very limited sure go down to uh there see the other C right there so we've been working with McKnight construction over the last well over the last month to get the GMP established to guarantee maximum price for phase four that price that we have as of yesterday that we have finally arrived at is 11 million 129 144. this includes uh the demolition of the old buildings uh and the site work construction of the gym and construction of the new kitchen the admin area and the associated awnings and sidewalks and fencing for the site all those are included in the 11 million the only part that's

not included in that is part of phase four is the kitchen equipment which you approved last last month so that we can go ahead and get a head start on ordering that as far as from a budget standpoint prices have escalated throughout the course of this project this does approach us to the overall budget that was originally slotted I guess you know a couple of years ago so moving into phase five we will need to move some money but if you dig into the good report you'll see in contingency we do have about 18 million that we could draw from which we would not use all of that data but anyway for the renovation in Phase five we would need to move some additional money into there and that's the last phase yeah it is

the last phase it will occur probably in phases within phase five because we need to we'll be occupying the building part of the building while we're working on so we'll be moving kids back and forth across the hallways probably as we as we do that work like we've done it they were done yes yes yeah that that will need that space we won't be able to completely vacate the building for the work to be done right killer replacement for the ga building yes the tiller across the street here is on its last legs it controls basically all the uh HVAC for the entire building and we need to look at replacing it it's 85 300 is a quote our guys are going to do the install in-house if approved so we're not paying for the

additional install for it but uh we are requesting to go with a carrier unit so that we we're matching up apples for apples for what we currently have and mingledorff's is the sole source provider for Carrier products in this area any questions about the chiller surplus vehicles the maintenance uh vehicles that we attempted to order that we did order last October have now slowly started trickling in not nearly all of them but a few of them have so we are in the process of turning some Vehicles down that that either have extremely high mileage and also have mechanical issues that are just making them unsafe to drive so these vehicles are the first that we will attempt to auction off and then Surplus equipment this represents some of the furniture that both kneadwood and and

Oglethorpe as well as old altama as removing the board office down there things that we've identified that our Surplus that we would like to attempt to auction off we do have some items that were previously on a surplus list that are posted on gov deals right now not a whole lot of takers but we're trying to get to sell any of them we can there's also a 24 by 32 modular classroom it's the one that's in front of old altama that we'd like to get get moved out of there and then the playground equipment that's at old altama any any other questions for Mr blackaby I'll just go back up to uh three three a Dr Green yes sir we have to have our material materials harmful to minors complaint resolution process policy in place

by January 1st this is one of the policies that came out over the summer with divisive Concepts and we decided to wait until the state put out a model policy and essentially this is the model policy with our language at the top and so we wanted to propose consideration of this policy so that we will be compliant with this just a foreign and essentially what it is is a policy that says a parent can issue a formal written complaint about content in anything not just um a book what they read or classroom libraries this could be the correct one as well and it has to be sexual content sexual and nature so it's specific to that this of course would have to sit for a month it's just another addition to the stakes rules that

we have to adopt so it's nothing we can we do it all the time and this is another one for the next one all right any question for Dr Green 3B financial report Mr Grimes yes sir thank you Dr Spence um Chris would you pull up the September 22 financials uh we just had one budget amendment for September it was the increase our our donations we received which is a good day for our teacher of the year event um so we increased that by 4 100 over the original budget um Chris if you go to page two we'll look at the general fun um again focusing on the uh if you look at the percentage column next to budget balance you'll see revenues where 15 of our um for year to date uh this is

typical UH 60 of our budgets and local taxes that y'all all day the bills are due this month so this will look drastically different as we start moving through October November December we'll we'll be way ahead on the revenue side and then it'll start kind of catching itself back up going back down towards a you know the rest of the year on the expenditures if you scroll down just a little bit Chris there you go thank you uh we're at 20 you know we're uh should be at 25 so we're still under budget there some of that's related to this timing of expenditures and also you know still trying to fill vacancies you know as well so that's that's why that you know is in line with where we were at last year so it's

um that's also to be expected just based on some of those factors uh Chris if you could go to the next attachment which is the at all since Mr blackerby talked about these fly style you know we've already went over that so um so on the Investments this is you know we approve the investment policy I guess almost two months ago so he started investing kind of late in September um General operating workers comp building fund at the end of September and put those in a muddy Market we're earning 2.82 that's actually went up a little bit we're 2.9 percent right now um have invested most of that but not the general operating I'm still kind of waiting to get our tax money in to do some short-term treasuries on that but have invested the

workers comp building fun we're in the mid threes on that right now Ernie uh e-splice you know using the good report which is very helpful for our cash flow analysis um we invested almost 23 million of Esports 30 21 million of East box four a little over four percent on each plus three and then almost 3.78 on each plus four um September we didn't have as much because we invested later in the year for the month of October free slice three our total interest income was around 75 000 for Fords about 65 000. so we um you know on the the checking accounts we were earning 0.05 so we were able to drastically increase there we've also worked with with truest on um it doesn't show up on here but it will in October also

to kind of restructure our accounts but then we were actually earning more on our checking account there as well we're close to well actually with the FED announcement yesterday we're over about two about 2.5 percent on that money now as well so trying to restructure just trying to manage that um for instance I took the receipts that we thought about these last invested those today this tells you how much the market has changed that was we got 4.7 percent for a year today I don't know two and a half million dollar investment I was sitting here trying to do that that's about 115 000 in interest just on that one Security today say so that's how much the market has shifted since the end of September it's 4.7 in that range now so we did

do I did do most of these short term so we'll have you did I think it before I've got six million coming due at the end of December so we're investing into our hiring Market which is also a good thing so just trying to maximize that as Mr blackaby said the costs are definitely going up on our project so hoping this will supplement some of that and we can you know you interest to kind of fill in some of those gaps with a higher costs there and I'll be happy to answer any questions I might have thank you thank you thank you and then finally uh Driggers is going to do the same time classroom technology so we're asking for a new uh proactive TVs and sound systems for the classrooms in the neutral story

building at St Simons these are the same sound systems and TVs we've done at Burrows altama all the renovations at Glen Academy we have one dinner to give us a price back it's the same better who did all those installs plus the big two installs we did over the past couple years the 545 pounds across the district and I think was 300 pounds across the district um the company Promethean has released a newer model of the TV Saint Simons the classrooms that are getting demolition have 25 of those TVs right now the new building has 30 classrooms so rather than put five newer version TVs and five rooms and 25 existing TVs over we're asking to put the new version in all the classrooms with the sound systems and then we're going to reuse the

ones we're pulling out of St Simons for other rooms that may have older version TV still in it any questions from Mr Driggers and that's what that is all I have um [Music] breaks down to Executive session entertainment motion going to Executive session for land legal personnel and drop University [Music] uh [Music] all those in favor at 6 35 first to return got a motion to adjourn it talk to you again any discussion all those in favor [Music]
