We would like to take a moment to share how our governor's team, including the board of education and the superintendent, work together to support students and families. The board focused on policy and long-term direction of social circle city

While the superintendent and staff manage the day-to-day operations of our district through a well-defined chain of command, when questions or concerns arise, we ask families and community members to follow that chain of command, beginning with the teacher or school administrator and moving up as needed. This allows concerns to be addressed in a timely and appropriate manner and helps to ensure the best outcome for students. At this time, I turn the meeting over to Superintendent Grimlard. Thank you. I can get you to draw your attention to the the monitors and we'll see the superintendent's report for this moment. Heat. Heat. So, we'd like to thank our community for all the support as we got the class of 2026 across the states. graduated. Um, our staff's been working hard already preparing for next year and we're

004excited about great things to come. One such thing are all the student uh athlete camps we have going on right now. A lot of kids are out having a good time playing and learning more about the sports that are engaged in us. So, we just appreciate that. >> Next on the agenda is public participation. However, no one signed up to address the board at tonight's meeting. We will now receive a financial update from our chief financial officer, Miss Nicole Cross. >> Good evening. To update you, first collections in May were allocated to the Christian Working Center, so we won't have a report this month. Tonight, presented is the May 2026 financial report. Beginning with the general fund, we're 92% of the fiscal year complete. We've received 95% of general fund fund budgeted revenues and we've

005spent 92% of general fund budgeted expenditures. Currently, revenues exceed expenditures by almost 1 million and coverages for the general fund total 431,000. Next are our special revenue funds. Total awards are just over 1.5 million and we've spent 93% of those funds. incumbrances total 46,000. Next is our school food service fund. We're at 95% of budgeted revenues and 88% of budgeted expenditures. Currently, expenditures exceed revenues by a little over 105,000. This represents about 44% of the transfer that's required that we originally budgeted for from the general fund. We served about 29,000 meals in May, averaging 706 breakfasts daily and lunches daily. Incumbrances for the school food service fund total $152. Next, we have our SPLAS fund. Splast collections received in May from Walton County total 242,000 and from Newton County 3,450. This is about a 16

006and a half increase percentage increase from the prior year for Walton and about an 18% from the prior year for New. The cash balance and splats is right at 5.8 million. Incumbrances for the splass fund total one right at 1.3 million. And in our debt service fund, there were no changes for May. Are there any questions? You can have that. Presented for the board's review are the proposed procedures for zone 5 board representation. These proposed procedures establish a

007clear and consistent process for future zone 5 representation on the board of education. The proposal divides zone 5 into zone 5 east and zone 5 west establishing establishing four-year staggered terms outlining application requirement and timelines and authorizes the voting members of the board to review applicants and appoint representation during a public board meeting. This item is presented tonight for board review and consideration. The board will be prepared to take action at the next board meeting. The board will now consider approving approval of six policies presented to review at the May board meeting and are presented tonight for approval. Do I have a motion to approve the superintendent's recommendation updates to policy DCC, policy DC, policy G A M A, policy J AAA, policy J BC1, and policy J C D A G as presented? >>

The board has before it the FY 2027 final budget for consideration. The budget totals approximately 38.6 6 million across all governmental fund governmental fund types and reflects projected revenue and expenditures supporting instructional operations, student services, and capital projects for the year 2027. The FY27 budget is approved. The board will now consider approval of the FY2027 tenative millage rate. The proposed millage rate is 16.89

00989 mill which is consistent with the FY2026 millage rate and reflects the D district budgetary needs and estimated property taxes assessment received from Walton and Newton counties. The required hearings will be held Wednesday, July the 15th at 11:00 a.m., Thursday, July the 16th at 8:30 a.m. and Monday, July the 27th at 6:00 p.m. All hearings will be held at the SECS administrative building. The board will now consider several annual contracts recommendations by the superintendent for

010renewal or approval for the upcoming year. The the recommended contracts are American Facility Services, right from the start, Georgia Department of Early Early Care and Learning, Foothills Collaborative Operating Agreement, GSDA Risk Management Service, PlaySafe, and School Dog Solutions. These contracts are are reviewed by district administration and are recommended for approval. The annual contracts are approved. During the month of May, the district solicited requests for proposal for district-wide landscape maintenance. The board has before it a recommendation to award this contract. This contract includes routine mowing, edging, trimming, turf management, maintenance, seasonal cleanup, and retention pond maintenance throughout the district facilities.

011Following evaluation of submitting proposals, the superintendent recommends awarding the contract to Proskate Complete Landscaping Service for 90 91,932 for the 202627 contract year. The board will now consider the recommendation to award this contract. This contract provide comprehensive maintenance service designed to support the condition, playability, and long-term health of our athletic field. Services include field mowing, turf treatment, irrigation support, top dressing, overseeing and other athletic field maintenance activities. Following evaluation of propos of submitted proposals, the superintendent recommends awarding the
