001The April 27th regular meeting of the Social Circle Board of Education is now called to order. We will begin our meeting with prayer followed by the pledge of allegiance. Awesome. At this time, I invite Master Sergeant Barack Magcguire of the High School JROT unit to lead us in the pledge of allegiance. Please remove your hats and stand. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you so much, >> Mr. Rimler. Are there any changes to our agenda this evening? All right. Do I have a motion to approve the agenda as presented? >> Do I have a second? >> Any discussion? >> All those in favor, please signify by saying I.
002>> Any opposed like sign? Motion carries unanimously and the agenda is presented. The minutes from the March 23rd regular meeting, the March 31st called meeting, the April 16th work session, and the April 23rd whole board governance training were provided to the board for review. Do I have a motion to approve these motions as excuse me approve these minutes as presented? >> Do I have a second? >> Any discussion? All those in favor, please signify by saying I. >> Anyone opposed like sign? Motion carries unanimous and the meeting minutes are approved. We'd like to take a moment to share how our governance team, including this board of education and the superintendent, work together to to support students and families. The board of educ Excuse me. The board focuses on policy and the long-term direction of social
003circle city schools while the superintendent and his staff manage the day-to-day operations of our district through well-defined chain of command. When questions or concerns arise, we ask families and community members to follow that chain of command, beginning with the teacher or school administrator on their child's campus and moving up as needed. This allows concerns to be addressed timely and appropriately and to help ensure the best outcome for our students. At this time, I'll turn the meeting over to Superintendent Remark. Oh So, as you saw, we had a great month of April. Bleing the May a little bit. A lot of things going on. A lot of our kids doing some great stuff and participating in great events and challenging and competing for some some championships. We're proud of them. We have some here tonight that
004we'd like to recognize, too. If you'all give us a few minutes, I'd like to start off by inviting up assistant superintendent, Miss Jennifer Chapman, to review our young Georgia hers. We're Oh, no. I'm working. I do apologize. Thank you for understanding my technological difficulties. Good evening, Madame Chair, members of our board, and Superintendent Renard. It is my honor to be here this evening to recognize our Young Georgia authors writing competition winners. The Young Georgia Authors Writing Competition inspires students to grow their passion and skills in writing, celebrating their creativity and academic accomplishments. It directly supports our district's strategic goal of enhancing student achievement, readiness, and engagement by offering students an authentic audience and purpose for their work and aligns with multiple characteristics of our portrait of a graduate. This pre prestigious statewide competition, now in
005its third decade, is open to all Georgia public school students in grades K through 12. It is sponsored by the Georgia Language Arts Supervisors, the Georgia Resa Network, and supported by the Georgia Department of Education. Social Circle City Schools grade level winners were selected by teacher teams as outstanding examples of student writing. Please join me in congratulating our school systems grade level winners. And if I could get our three principles up here with me as well, please. So when I call your name, if you'll come down, your principal is going to hand you your certificate. And then if we could get everyone to remain standing, we would like to get a group photo before we disperse. from kindergarten. Ally Ols from first grade. Will Gruber from second grade. Michael Diaz. from third grade. Evelyn Osborne
006from fourth grade. Bristol Payne from fifth grade. Kinsley Mormon from sixth grade. Andrew Turner from seventh grade. Emma Wheelis from 8th grade. Chloe Brand And from ninth grade, Joiner from 10th grade, SA Adams. from 11th grade. Jack Hill. And unfortunately, we have one other student who won't be with us tonight, but from 12th grade, Shauna Bates. Please join me in congratulating our school systems grade level winners. Congratulations everybody. >> Thank you. >> Congratulations young. Next, we'd like to invite up Miss Amanda Davis to uh recognize our literary reason winners. >> Thank you for honoring our students each month. Um they're truly the lifeblood of our system and make our job so much easier. Literary is a competition that includes acting, singing, writing, and public speaking. And it's sanctioned under Georgia High School Association. I thought
007I'd do this. Um, I have been the um, lift grade coach at Social Circle for 27 years. On February 28th, I coached my very last competition. On March 21st, I attended my very last state competition. And um I want to thank you for allowing me to do the thing that I love the very most of my goal to do for almost three decades. I've been um so proud to be a part of the lives of some really amazing young adults over the years and this year students are no exception. Simeon came to me in the fall and told me that he wanted to do literary and I had seen him in several shows at um with Oxford Singers and I knew that he was incredibly talented and I was so excited that he wanted to
008be a part of Liberty this year and so Simeon tends to overextend himself sometimes and this year was absolutely no exception. Um this year he was in Shrek as donkey. He was governor's honors finalist and decided to try literary for the very first time all in the same three weeks. Um, and so he has never taken a voice lesson, but this year I pushed him to perform in voice boy solo and he took on the task of singing an Italian piece called O'Neal again and a piece from Joseph in the Technicolor Amazing Technicolor Dream Code called Close Every Door. But it didn't stop there. He also wanted to act. So, we pulled lines from the piano lesson by August Wilson and to him if he wasn't the region winner in both. Um, and so I'm
009so proud of him and honored to share his accomplishments with you tonight. Ladies and gentlemen, Mr. Simeon Gibs honored um honors night. So, we'll get some things there. So, but stay with me. Audrey and I have been doing literary together for the past four years. She's competed in girls trio all four years and this year she was able to compete in girls solo. Audrey's also never taken a voice lesson but has been in numerous productions with social circle theater and most recently was Maisie in Sus. I've been amazed at her ability to stay on pitch the entire time and she works things to perfection as she does in everything she does. As a first time soloist, she sang an Italian piece called Setu La and also performed home one of her favorite songs from Beauty
010and the Beast and she won the region competition. It has been such a joy to watch her grow and develop as a performer, a student, and a lady. I'm honored to have been your coach for the last four years. Audrey is also a validatoran and star student. Ladies and gentlemen, Miss Audrey Hicks. I was able to see some of the in the competition and it was it was impressive. Great job. Next up, we'd like to invite up Coach Prader to recognize our wrestling team. Coach, >> good evening everybody. I would say that this gets old, but it doesn't ever get old. >> I enjoy every minute of it. Super proud and excited. Um, just want to take a minute to especially thank our board of education for what you do for social circle city schools
011and also athletics, the community for your continued support, administration, athletic director, coach Hart Grove, all the things that he does and helping support us. Um, you know, all of our athletic programs which also includes wrestling. Social is a special place. It is one circle and I love it. There's no place I'd rather be. I truly love this place and it's awesome that I get to stand before everybody and bring our team up and recognize them for their accomplishments. And I just want everybody in here to know that these things don't just happen. Winning the state title is not easy. I know we've won a lot of them, but it takes a lot of work. And that comes from parents, coaches, the wrestlers, and they make me look good. They make our coaches look good. But
012I'm surrounded by so many people in this program who pour so much into it. And that you see all the success. It is not one person. It takes a team and like I said, parents, coaches, and the wrestlers. Everybody puts in so much work. So, thank you guys for everything y'all do. talk a little bit about our high school accomplishments this year. So, we finished third and academic all state as a team, which is awesome. We're striving to be at the top of academic podium as a team in Georgia. So, we're getting close. We've definitely worked our way up there, but we are doing well. So, with a 3.8 team GPA, we did fairly well. So, I'm I'm very proud of that. Our high school team won both dual and traditional state titles with a
01327 and0 undefeated dual meet record. So, that's only happened twice. Anybody knows uh you know me, I'm big on first first accomplishments for our program and things that have maybe never been done before. So, we've had multiple times where we've had brothers and things like that be in the state finals together, but for the first time in school's history, we had two brothers both win a state title at the same time on the same day, and that was an awesome thing for our program. So, that was awesome. Also, too, we had the most all-American wrestlers. So, you're talking about national tournaments, some of the toughest tournaments that you can go to. So, we had the most all-Americans we've ever had, four all-American wrestlers, which was a huge thing. Turned a lot of heads across the
014state. Like, what is going on at Social Circle? So, awesome for our program. And that is fruits of labor, not just by the guys here, but also Coach Klein and our USA coaches that pour in and all the stuff they do. And they're at practice right now getting ready for kids to get back in the room. So, that's awesome. I want to go ahead and um like I said talking about my coaches. So I just want to say I really have the best staff in the state. No doubt about it. I I will say that and without any hesitation. But I want to call up these guys and have them come up here and stand beside me while we recognize our individual wrestlers as they come up. So, if I could have coach Roger Strong,
015coach, go ahead and recognize our individual wrestlers. Guys, you I'm up here and we'll get a picture of you up if you come across or parents can. So, just stay here for a second. But I'm going to go ahead and start with our first wrestler who won USA State. All right, USA State, ninth grade, freshman state, and that is Elijah Duran. You can be tall and wrestle too in case anybody's wondering. You can see him right there. Doesn't look as tall next to coach Cheney, but he would look really tall next to me. Up next is state champion, twotime Gable Harbro. and state champion also all-American this year. Two time state champion Cohen Harbro. State champion and All-American James Severs. Threetime state champion. and first time state champion Walker Woodard, also all-American. Last but not
016least, our senior who also was able to set a new record for the most wins. It was 206 wins. 209. Sorry. See, Coach Ethridge, she's on it. I'm not as good. See, I got people around me that are better. 209 career record wins. So, that is the new record for Social Circle is something a first. So, state champion and all-American Dane Craft and let's bring up the rest of the champs. Come on down. Let's bring down the team. Let's go. I think they're good. One, two, three. All right, we will now take a short break before entering uh the business portion of our meeting. $1,717.93 and this was allocated to each school for field trips. This brings the total program to date collections to right over $191,000. >> Next is our midterm budget amendment. You
017will um be asked to approve this amendment during the action item section, but I just wanted to um go over an overview of this. This amendment takes into consideration all the updates mainly related to state and federal grants, our midterm QBE funding, and most importantly, it allows the approval of the 2001-time supplement to be extended to all employees of the district. So, the state only partially funded this supplement. Total funds received was about 447,000. In order to give this supplement to all students within the district, it would cost about 550,000. So this amendment would approve the um district funds of 103,000 to provide the supplement. Are there any questions about this amendment? >> Did we already get the employees that that one time supplement? Okay. >> Next is our March 2026 financial report. Beginning with
018the general fund, we are 75% of the fiscal year complete, we've received 83% of general fund budgeted revenues and we've spent 77% of general fund budgeted expenditures. Revenues extended exceed expenditures by right over 1.9 million. Incumbrances for the general fund total about 615,000. Special revenue funds. Total federal awards are now just at over 1.3 million and we've spent 88% of those funds. Incumbrances total 61,000. Next is our school food service fund. We're at 78% of budgeted revenues and 72% of budgeted expenditures. Expenditures exceed revenue by a little over 73,000. This is still remaining about 31% of the expected transfer that we had to make. So still good news. We served 46,000 meals in March. We averaged 768 breakfast and 1323 lunches per day. Incumbrances for the school food service fund total 285,000. Next we have
019our Splast fund. Splast collections in March for February collections from Walton County was right over 216,000. This is a 8.6 increase from the prior year. and Newton County was 3,200 and this is a 17% increase. So last month was pretty good with SPOS collections. The cash balance from SPLS is right at 5 million. Incumbrances for the SPLS fund are right at 77,000. Next, our debt service fund. There are no changes in debt service in April. All payments for this fiscal year have been made and those total 651,000. Next is our school activity accounts. Lastly, um I'm sorry, the school activity account revenues was 698,000. Total expenditure is 495,000. The cash balance of all funds is 472,000. Are there any questions? >> Do I have a motion to approve the March financial report as presented? >>
020Do I have a second? >> Any discussion? All those in favor, please signify by saying I. Anyone opposed? Like sign. Motion carries unanimous. The financial report is approved. Thank you, Miss Cross. Next, the board will consider the FY26 midyear budget amendment. recommended by the superintendent as
022presented earlier by our CFO Miss Nicole Cross during the financial report.
