Tonight it is my honor and privilege to recognize a fifth grader from the elementary school. Her name is Kobe Rivers and tonight she is being celebrated for being a compassionate communicator and an emp empathetic collaborator. The words that I'm sharing are from her two fifth grade teachers, Miss Sullivan and Miss Eshworth. They say, "Cobody demonstrates empathy and compassion
toward others in our classroom. She consistently shows kindness to her classmates, offering help and encouragement whenever someone needs it. What stands out most about Kobe is how naturally she notices when someone is struggling. Whether it's a classmate having a tough day or a friend who just needs a little extra hand, she steps in with a gentle word or a helping hand. She listens with understanding, treats others with respect, and models every day what it means to create a caring and supportive classroom community. Whether she's comforting a friend, sharing materials without being asked, or patiently working with someone who needs extra time, Kobe reminds us all of the quiet power of kindness. Her empathy doesn't just make our classroom better, it makes our school a brighter, more welcoming place for everyone around us. At this time,
we all please help me in congratulating Miss Kobe Rippers. [applause] AND now Kobe has some comments that she would like to share with y'all tonight. I'll hold you if you want to speak. Okay. Good evening and thank you for recognizing me as student of the month. At the elementary school, we've been celebrating our thankful for family's events. It has been a fun time for students to share a meal with their family members. And yes, we enjoyed some turkey, too. We also celebrated Veterans Day to honor the brave men and women who have served who have served our country. Next week will be an exciting one. On Tuesday night, we will host our art show from 5 to 7:00 p.m. We will also have spear night and CVBS on the same night. Progress reports for fifth

These students are being celebrated for their creativity and and being key team players in our school. Thursday is also a national parent involvement day and I'm very thankful for my mom and all she has done for me. And finally, on Friday with the day before Thanksgiving break, we will celebrate our substitute teachers with icy day. Thank you again for this honor. I hope you enjoy your Thanksgiving and try not to eat too much sweet potato. [laughter] [applause] Awesome job. We're proud of you. Great job. Please join me in congratulating Miss Annie Contras Montinez and Social Circle Star student of the month. [applause] At this time, Amy has a few words. Good evening. My name is Amy Contro Martinez and I am proud to represent Social Circle Middle School as our November student of the month. I'd like to share some of the amazing things happening at SCMS right now. At SMS, our school spirit is always strong. From house competitions between seventh and eighth grade at pep r bellies to band performances, sport sports victories and spirit days,
there's always something positive bringing our school community together. We've had so many exciting things happening at SCMS lately. Recently, we celebrated Red Women Week, hosted our thankful for families event, and honored our heroes during our Veterans Day program. Currently, we're working hard to live out the seven habits through the leader in me program. Every student, every day, students are learning how to be proactive beginning with the end in mind and take responsibility for their choices in class, in the hallway, and in life. Our teachers are always finding creative ways to help us grow at SCS. Right now, our seventh and eighth grade students are preparing for their project- based learning exhibition. We would like to invite you to come see how they've addressed real world problems with real world real world solutions. Seventh grade will
present on Monday, December 8th from 8 to 9:00 a.m. and eighth group will present on Tuesday, December 9th from 8:00 to 9:00 a.m. in our activity center. At SCS, we're living our theme, innovate to elevate and working together to make our school the best it can be. Thank you. [applause] >> Great job. Great job. Next up will be Social Circle High School, Mr. Armstrong. Good evening. I brought with me two students at the m this week uh this month who helped with our Veterans Day program. Forgive me, but I'm going to read a little bit about both of them and I'll let them come up and talk to you for a second. The first one is Mr. CJ Scott. Here are a few things his teachers had to say about him. The one word I
can say about CJ is wow. He has been a respectful young man who earned his way into my dog house during a workout a couple years ago. However, he earned his way out. Putting him there was a test to his humility to find out that he was for real. He proved me wrong. He is a h a humble and grateful young man, hungry and always eager to learn along with being uh the best in all he does. He balances sports and academics well, but what truly sets him apart is his respectful attitude and his genuine manners. He shows up every day ready to learn, contribute, and set a positive example for others. The other one, the other young man is a man named Cole Longheart. Cole is a young man, young and upand cominging leader
who leads by example. He shows empathy with his subordinates and his peers while building trust first and foremost. As a senior, Cole completed competed in the Raider season this past fall and immediately joined the Mercy rifle team. He will make an impact at any level on any team. one of the best student athletes I've had the privilege to coach, teach, and mentor, Mr. CJ Scott and Mr. Cole Long. [applause] Good evening. My name is Cole Ward, Sergeant First Class in Social Server High School, JROTC. I plan to go to college for a bachelor's in electrical engineering and a minor in project management. Being in Jer and working on the Veterans Day ceremony has affected my thinking because to me Veterans Day means taking a moment to honor courage, sacrifice, and unwavering dedication of the men
and women who have served and protected our country. It's a day to reflect on the freedom we often take for granted and to remember that those rights we protect were earned through the selflessness of others. To me is not only about gratitude, it's about connection. It's about recognizing and understanding the quiet strength of those who come came home forever changed, remembering those who never did. It's a reminder to live with purpose and appreciation, caring for the values of service, resilience, and community that our veterans embody every day. I want to express my appreciation and say thank you for allowing me the honor for being student of the month. You don't know how much this school means to me. I want to tell you about some of the great things happening at the high school. In
addition to the Veterans Day program, we have been working hard to prepare for life after high school. In October, students took the PSAT and SAT. In addition, students have recently attended the probe fair, taken a construction field trip, and visited Athens Tech. November is apply to college month, so we seniors have had several work days filling out college applications. We have several instant decision days coming up. We are wrapping up our can drive tomorrow, planning to collect toys to help local students with Christmas. Thank you, Mom, for all the support you have given me and thank you board for allowing me the opportunity to be here. [applause] My name is CJ Scott and I am the cadet command sergeant major which is the highest enlisted rank in the unit. My plans after high school are
to attend a 4-year college, enlist in ROC, graduate and attend law school and commission as an officer in the Judge Advocate Corps or JAG as an attorney. My mission, the mission of Gerald TC is how to become a better citizen. Our program has taught me the very core values of America and the soft skills that I need to leave with to be successful in the real world. The program that we have in social circle has taught me why it's important to thank our veterans for all their many sacrifices each and every day. The sacrifices provide us with freedom of speech, safety on and off campus, and security in and out of our homes. As the years have passed, from middle school to high school, I have been fortunate and blessed to have the best teachers,
coaches, and mentors that anyone could ask for. The two highlights of my senior year are the 9/11 event where we placed 2,977 flags out front of the school and definitely our Veterans Day program. I would love to give you a quick athletics update. Cross country finished 13th place in state. Football plays in the state playoffs at Harleston County tomorrow. Competition cheer pays to make it to compete at the state championships tomorrow. Softball finished in the top 15 in the state. Winter sports are underway with both girls and boys basketball, rifle, swim, and wrestling. Thank you for having me here tonight. >> [laughter] >> And may God bless each of you and may God continue to bless America. Thank you. [applause] >> Thank you so much, Golden CJ. We appreciate you. Great young man leading us.
All right. Next up, we'll invite Miss Chadam, assistant superintendent, as we will recognize Social Circle City Schools, the system teacher of the year, and Miss Ed. Good evening, Madame Chair, members of the board, Superintendent Revard, and our guest. Thank you for the opportunity to speak with you tonight about our teacher of the year. Every year, teachers at each campus select and vote for the local school teacher of the year. After that process takes place, a team of instructional leaders conducts classroom observations and interviews to determine the district teacher of the year. I am honored tonight to recognize Miss Heather Douly as our social circle city schools district teacher of the year. Miss Douly is an outstanding educator whose classroom is truly a joy to visit. When you walk in, you immediately see the engagement, the
energy, and the ownership that her students have in their learning. They are analyzing, creating, and connecting ideas in ways that show just how much they value the classroom and their time with her. Miss Douly's impact extends beyond her classroom. She serves as a team lead, a mentor, and a leader on several school and district initiatives, always focused on supporting both students and staff. Her dedication to professional growth and her commitment to our school community set a powerful example for everyone around her. What makes this recognition even more special is that Miss Douly is a graduate of Social Circle City Schools and she is using the lessons that she learned here to make a difference in our school community. I also want to just say again what a joy it is to be in Miss Julie's
classroom. The kids own the learning in there and you can tell that they have a sense of belonging that they want to um work hard for her because of the classroom environment that she has established. And I've you know read several of the things that Miss Douly has written about this journey as district teacher of the year so far. And one of the things that she talks about is her passion for middle school students and um making a difference in this really special time in their lives. And I can certainly say that we see that Miss Dulie in everything that you do and in everything that you say and in everything we see in your classroom. So it is my honor to welcome Miss Douly up here and she has a few words. Let's give
her a round of applause. >> [applause] >> Thank you for the honor and privilege of being recognized as teacher of the year. It means so much to represent social circle as both an educator and an alumni. I'm truly grateful to be part of such a supportive community that continues to shape who I am both in and out of the classroom. Thank you. [applause] >> Great job. Thank you for everything you do. We apologize for the technical diff uh difficulties a little bit, but I'll go ahead and mention everything that we've got going on that we've had going on. So, as you've heard a lot of our amazing students talk about, thankful for families at the elementary school. It's an amazing event. All the staff, school nutrition department, everybody in the elementary school and assistant helping.
We thank you for that. It's a special event for the community. Um it's just been an awesome experience in that middle school as well. I think that event pretty went pretty well. So we're appreciative of that. Um as our young man at the high school mentioned, the veterans assembly was absolutely amazing. Yet another special event for this community. So it's just a great to experience that for the first time. So we're appreciative to be able to see that. As they also said, we uh were excited to send off our competition cheer squad to make it this afternoon. So they they got down there and they're getting ready for the competition tomorrow. starts at 3:00. We think we'll be on the on the floor about 4:30 maybe if everything goes right and so we'll cheer them
off and hopefully maybe we'll have a successful trip and then we'll move over to Harrison County and watch our football team play uh in the first round of playoffs. One two things that I'd like to mention on December 11th our board meeting for that night at 6:30 is going to be moved to the middle school high school media center. There's going to be a band competition in this facility. So, we will be in the media center for the next band meeting as our band is able to have their winter performance and then our offices will be closed as a reminder for Thanksgiving holidays as we celebrate our clos. Thank you for that time. >> Awesome. Um, at this time we will have a short break before entering into the business portion of our meeting at
tonight's meeting. Next, we will have a financial update from our CFO, Miss Nicole Cross. Good evening. First, we'll begin with our construction update. Obviously, most of our major construction is done. We had few fine tuning projects over fall break. Um so, most of those are now complete. We have just received our final invoice from Carol Daniel and we anticipate the final invoice from RLR, which is our architect, um coming soon. So, then we'll be able to close out the project. Um you'll notice a contingency line item um with Carol Daniel. There was 1.5 million of contingency written within that contract. And thankfully we have been given um we have only used about 300,000. So we had 1.2 million of that that we didn't use which helped us save some out of our Splast fund. Um
the Splast fund is going to help offset that. Um, so we should hopefully in December have to you the final documents for you to approve. I can submit that then to the state and we can get our final reimbursement of the 1.8 million from the state. Are there any questions? Next is our fresh wave change for schools update. In September, collections totaled $1,693 for PE equipment and clubs. This brings the total program debt to date collections to right over 182,000. And next, we'll have our September 2025 financial report. We'll begin with the general fund. We're at 25% of the fiscal year complete. We have received 18% of our general fund budget revenues and 27% of our general fund budgeted expenditures. Of course, our property tax revenue will start coming in in November. So right now
our expenditures exceed our revenue by right at 2.4 million. Incumbrances for the general fund are right at 1 million. And most of these um are for our year-long purchases like our landscaping contract and our custodial contracts. Next we have our well special revenue funds. They begin October 1st. So I'll begin um reporting to you on those next month. We have school food service fund. We are at 21% of budgeted revenues and 20% of budgeted expenditures. Currently, expenditures exceed revenues by a little over 36,000. This fund, we have worked really hard. It is looking much better this year. We've been able to cut costs as far as food as well as labor. We're still running out a little bit of a loss, but not as much as we were in the prior year. We served, let's
see, 42,917 meals in September. We average about 784 breakfast each day and about 1,300 lunches each day. So participation is still real high in that area. Incumbrances for the school food service fund total about 305,000 and those are all related to food purchased contracts. And then next we have our SPLS fund. Splast collections received in September total 228,000 from Waffle County and 2900 from Newton County. This is a 4% increase for Walton from the prior year and 2% for Newton County. Incumbrances for the SLOs fund total 1.5 million. Most of these costs are the final estimates for our technology and furniture at the elementary school. We have our debt service fund. There's no change in that um fund this month. Our next interest payment of 325,000 is due March 1st. And lastly, we have our
quarterly update on our school activity accounts. Revenues totaled 308,000. Expenditures totaled 167,000. The cash balance in all funds is 411,000. Are there any questions? >> There we go. Sorry. Um, do I have a motion to approve the September financial report as presented? >> Do I have a second? >> Second. >> Any discussion? With no discussion, all those in favor, please signify by saying I. >> Anyone opposed? Like sign. Motion carries unanimously. Thank you, Miss Cross. Um, next we have action items for the board to consider. Um, we have a board policy IB charter school presented for approval this evening. After reviewing the proposed changes, do I have a motion to approve the updated policy as presented? >> Do I have a second? >> I second. >> Any discussion? All those in favor, please signify by
saying I. >> Anyone opposed like sign? Motion carries unanimously. Next, our superintendent is recommending the approval of Parker Poe Adams and Bernstein LLP for additional legal counsel in accordance with board policy BBE, school board attorney. The school attorney is selected by the board. We will continue to utilize our previously approved school board school board attorney PKKN for general legal matters. However, the superintendent is requesting the board's authorization to consult with Parker Poe Adams and Berstein Bernstein, excuse me, LLP for additional legal services on an as needed basis. This arrangement would allow the district to access specialized expertise when unique or complex issues arise. while maintaining our current legal representation for standard matters. Do I have a motion to approve the superintendent's request to consult with Parker Poe Adams Bernstein LLP as needed? >> Do I
have a second? >> I second. >> Any discussion? All those in favor, please signify by saying I. >> I. >> Anyone opposed like sign? Motion carries unanimously. Next, we have an action item to approve the surplus of two buses. Do I have a motion to approve the school properties disposal resolution as presented? >> Do I have a second? >> I second. >> Any discussion? With no discussion, those in favor, please signify by saying I. >> I. >> Anyone opposed? Like sign. Motion carries unanimously. Next, we have an action item to approve the joint board of education resolution declaring the election results for East Lost. Do I have a motion to approve this resolution as presented to the board? >> Do I have a second? >> I second. >> Any discussion? With no discussion, those in

For the certified teacher, we have the recommendation of Madison Bond, math teacher at SCMS. For substitute teacher, we have Stephanie Peters. Do I have a motion to approve these recommendations from our superintendent? >> Do I have a second? >> I second. >> Any discussion? With no discussion, those in favor, please signify by saying I. >> Anyone opposed? Like sign. Motion carries unanimously. We have the following lake coach recommendations from our super,
excuse me, recommendation from our superintendent. Antonio Franklin, a high school boys assistant basketball coach. Do I have a motion to approve this recommendation from our superintendent? >> Do I have a second? >> I have a second. >> Any discussion? With no discussion? Those in favor, please signify by saying I. I. >> Anyone opposed like sign? Motion carries unanimously. Do I have a motion to adjurnn our meeting? >> Do I have a second? >> I second. >> Any discussion? With no discussion, all those in favor, please signify by saying I. I. >> Anyone opposed like sign?
