Um, and it's the fourth year that the Iowa Association of School Boards has put it on. It's basically a day-long event of interaction with school board members and superintendents across the state. And you do a lot of peer discussion. And our topic this year was the potential closure of an
003elementary school in a fictional town. And so we went through the whole process of all the things that you look at, finances, so got into legalities, we got into parliamentary procedure, uh It It's just a whole day and and you go from person to person and have discussions with other board members and ultimately we ended up closing an elementary school at the end of the day, but basically teaches how how how to make a hard decision. Um, and how then you communicate to your public and your staff. It was an interesting day. So. It's how I spent my day yesterday. >> All right, move on into financial reports. Yes, all good. >> Yeah. So we just completed the month of May, which is the 11th month out of the 12. Um, we have spent about
00480% of the budget, so now it shows we have one month left, but know that our teachers and certified staff are paid year-round, and so their first paycheck is in September, so that means their last paycheck is in August. So in June we really do a a three-month um pay roll. So we do a June, July, and August, and we expense it all to this year, and then they're just paid over those 3 months, but we hold the money up front. And then we start a new fiscal year July 1, but their salaries start September. This is certified staff. Now, most of our other staff is is 260 contracts, so they're year-round, so they start July 1. So, those funds have all been spent. So, it's really just our certified staff. So, it's not and
005we spend about 8% each year or each month on our expenses kind of thing. So, you look at, "Oh, we have 80% of it spent." But you're only expensing out just certified staff. All other staff have been completed by now. Um our supplies are almost all spent. I think we're down to like $60,000 left in supplies to spend for instructional supplies. We were at 130 days last year of cash, so we are a little lower, but that's to be expected because we have more expenses this year, so we would expect that to go down. Um, but otherwise, we have 1 month left of the fiscal year, and so next month, uh, a report will come through that shows where we end up being cash for the fiscal year. Then, through the summer, there are lots of things that happen. We do a fiscal year again at the same time that you're starting a new fiscal year, so you're working in 2 years. Um, so you have to have the books officially closed for this year as September 15th, and so you have a little bit of time to make those

Um you know, our our role here is just looking at available resources. Um we understand that you're working you through, you know, that schematic design design development phase just kind of push through the project and start to get real numbers. Um and more cost estimates uh fine-tuned here. A very normal
012process, right? You you pass a referendum, there's a limited amount of design development work that goes on beforehand, and then when you get your team in place, you start looking at uh real costs and you know, you're working with the user groups to determine space design needs. So, we typically see these iterations happen all the time. Um you are currently in a position where, you know, if you if you if you took the and if the plan A would would put you a a decent amount under over budget um on the the $22.5 million referendum. And so, our task today was uh we were assigned to look at, you know, what would be the scenario um if we needed to come up with a total of $26 million of funding. And then, the second scenario
013that I worked with for Lisa, she was pushing through some of her uh cash flows in the capital and save fund, uh was to look at what would be the budget if you could put in $3.5 million of cash over the next 4 years. Um so, we'll we'll kind of start with that as a kind of our baseline. Um we'll also just kind of step back, you know, what's happened since the referendum passed. You know, we are in a situation now where the statewide sales tax um expected revenues have been adjusted by the state. Um they're going uh with the property tax reform legislation, they are effectively going to be taking more of your sales tax money um that was supposed to be going for capital projects and pushing that into property tax relief. Um
014not at the district level, but at the state level. So, it's um you know, that if the amount of money you were losing on the sales tax, you know, may not directly go into the amount of money you get to give for property tax relief. So, there the statewide calculation in terms of how much money is going into the sales tax. As an example, next year uh you know, or this current year, the state was in that being 7.1% of the money for property tax relief. Next year, they move to 12 and 1/2, year after 15, then 17 and 1/2, then 22 and 1/2, then 25 by 2031. Uh previously, those numbers uh would only go up if statewide revenues grew by more than 2% and they could only go up by one per year,
015so they would have gone to 8.1, 9.1, uh 10.1, 11.1, and 12.1 by 2031. Uh so, certainly a pretty big diversion um across the state, you know, as well. It might be upwards of $2 billion of money being moved from property tax uh or sorry, from school infrastructure funds to property tax relief over the next 15 years. Uh trade-off you did get was that the tax was extended 20 years, um as well as the cap um is 25 instead of 30%. Um so, couple small wins, but you know, right now it's a little bit of disruption for more most school districts who are in the middle of funding projects. Uh could have been uh quite disruptive uh you know, if you're borrowing a significant amount of money from the sales tax. So, in terms of
016what we're trying to do here, you know, we're we're looking at uh you know, our the our capital programs, you know, try to blend all of our resources. In your case, uh you're only looking at a few different uh contributions. Uh one would be a a GO bond. And right now, I'm showing a net uh 22.9 million. And that's still 22 and 1/2 million of bonds, but the the way that bidders are uh bidding bonds right now, they're liking to pay you more than face value on the bond. Um so, you have an opportunity there to potentially realize a a small uh positive variance due to the 22 and 1/2 million. Um, we would only look at that as an option um if we were still able to, you know, forecast keeping the tax rate
017promised to the patrons, uh which was $2.50. [clears throat] And right now the model shows that that is a pretty good uh possibility uh that there will not be any disruption there. And my only caveat there is, you know, we are dealing with property tax reform. So if we end up uh in a situation where valuations are adjusted significantly um this year because of the property tax reform, um it's a little bit uh uh I'll call it unfair to hold you to the same standard when the the legislation is lowering valuations and um on on property. Uh all that being said, we think there's a really good path uh to staying 250. Uh we're not concerned overly concerned about that at all. Um additionally, um the way that, you know, bonds are typically sold um
018for this type of debt is if you would sell the bonds uh perhaps as soon as this fall when you get through kind of your design development stage, uh get towards the process of getting uh bids lined up, uh we would likely sell the bonds at that point. Um what that would allow you to do with that money in the bank and you will be able to earn interest on that money during the construction period. Um right now we've thrown out an investment income estimate of around 600,000. And we believe that to be a conservative number at this point. Um so before we start looking at any sort of sales tax contribution um for the district, uh we think there's a path forward to covering about 23.5 million of project costs. Now, when I say
019project costs, that's not construction. That's the all-in, you know, architect, uh, construction manager, construction, soft costs, etc. Um, so that's the number uh, you could likely access. Now, as we've looked through um, your financial model, uh, given that you're almost done paying off your sales tax debt, uh, you're still carrying a pretty significant balance in your sales tax fund, uh, we think there's a pretty easy path forward in terms of financial resources being available. Uh, the district could commit up to 2.5 million of sales tax money um, on hand or really you would contribute it over the next 3 years as you're doing uh, finishing up construction. And you would have uh, the ability to fund that 2.8 or sorry, 26 million dollar project. Now, getting to 26 million as we understand it, um, you
020know, it's still dealing with some reductions. You know, your gross project costs prior to reductions was about 28.8. Uh, so it's 2.8 million of cost reductions were identified to bring that into a 26 million dollar budget. Um, you would have funds available to do so. Um, if you want to kind of think of this high-level, um, and and and maybe I'll I'll just dive into the details a little bit on this first scenario. Um, you know, when we start talking about contributing money, you know, those saved contributions would probably be you know, maybe a million dollars next year set aside, a million dollars in FY 28, and a half million in FY 29. Now, ultimately, that may lower your uh, sales tax Apple balance uh, to about 1.5 million. Um, expecting end this year at
021about 2.2 after your roof projects are complete. Um, and then we think, you know, your debt would be paid off in 2029. So, you also feel or start freeing up more resources once your existing debt is paid off. Um, so a a decent scenario here. Uh, you'd be a little bit tighter on cash flow and need to prioritize the projects you're working on, but that's not uncommon for districts uh, during the time period of construction. A lot of times you find you just don't have the bandwidth to do a bunch of other projects when, you know, you've got three different construction crews working on various buildings around the district over the next 3 years. Um, uh, we are still keeping um, a good amount of money in your maintenance budget. And we're keeping your pebble
022revenues um, available for those purposes, transportation, technology, non-instructional software, etc. Um, so we're leaving pebble completely out of this. Um, so you can see here that we still would forecast the ability uh, to keep spending about 560,000 of your sales tax money on various other needs. Got HVAC improvements, money for classrooms, general maintenance, safety, uh, refreshes, facility for some money for buildings and grounds, equipment, and uh, security thought. So, still giving you a decent amount of ongoing projects, you know, spending roughly we'll call it about that 1.3 million on other items. And then while you're committing, you know, a million dollars towards the project. Again, no new debt would be proposed under this scenario. Um, you would just simply be using cash flow as you work your way through the project. You get to 26
023million. Um, again, I I did allude to the fact that, you know, we want to make certain that you can keep the promise um, on your tax rate. Um, we still think you've got some structuring room to be able to do that even using 70% of historical valuation growth. So, we're feeling really good about the ability to continue on the tax rate promise even if the bidder did does bid a premium that gives you, you know, 22.9 of that spending available. All right. So, that's scenario one, getting the 26 million. Um When when we worked with Lisa just kind of mapping out cash flow, she thought the the possibility of needing a little bit more cash flow would be possible if it was stretched out one additional year. Um in this case, we brought in
024save contributions over time of 3 and 1/2 million instead of 2 and 1/2. You know, I'm not calling this your maximum, but it was really the number that we worked with Lisa on her feeling comfortable and our save resources still left over to continue to have an adequate fund balance that covered the cost over time. So, really the plan looks pretty similar to one other than we've got one more year of cash contribution. So, if I then kind of dive into the model, uh couple million dollar contributions and then 750,000 over a couple years, still would be forecasting by 2031 building that balance up to about 3 million. And this is even after taking into account state aid siphoning off a decent amount of your sales tax money. You know, certainly if that was not
025happening, you know, this would be a pretty easy decision to say, "Yeah, we can commit to it without even dropping into our fund balance." In this case, you'll you'll eat into your fund balance a little bit, but be able to quickly recover. Um the thing that I would add on this scenario, given that we're putting the cash contribution out in 2030, um you would need to work with your uh construction manager to make sure we're aligning actual project expenses with available resources. Um and that's they're used to that, right? We work through these things all the time with that. So, it's not not an issue for ECI and SPG to figure this out, but it could be that, you know, one of the the priority projects needs to slide uh the construction window to start
026in the summer of '29 instead of the summer of '28 that might have originally been on the schedule. Um and again, I'm I'm not going to say like this even represents the maximum uh that could be available to you uh without borrowing uh money, but it does represent kind of a practical um maximum based on the work that we were doing with uh your uh CFO. So, I'll I'll pause there. Um I'm hoping to keep this relatively short and then give you a chance for questions. Uh we're not asking for a final decision, but we do want you uh take the time to potentially poke holes in assumptions and ask the necessary questions that you need to ask to to feel comfortable with um you know, the ability to fund a portion of your project
027out of cash on hand if you chose to do so. Um but before I, you know, spit this back over to you at the district, just if any anybody at DCI Group wants to hop on with any other summary comments, I know we've had a few conversations over the past couple weeks. Again, it doesn't mean we modify the contract, it's just there should be some um you know, document that defines we're either moving towards the targeted funds Travis has put together and we still have to figure out the difference for you guys with the value engineering. That's really what we're after for um if we keep moving forward with the scope as currently priced and
036you want to maintain that original budget we're just going to work backwards later. That's why we just try to get on the same page each step or each milestone where that's schematic milestone. We'll have to continue to do this each time we measure things all the way up until bids. There's a small increase on the per diem because anytime that you change like that base rate that is a percentage of the base rate and so the base rate goes up and that goes up a few dollars. And that's just 1/6. So, those are the only recommendations on the sub side. On the other side, those are what's called the gain wages.
