foreign I'd like to call this one can you hear me now okay I'd like to call this meeting to order the mission of the Freehold Township School District is to honor and support every learner every day on the journey to become curious and engaged members of a diverse Global Community a notice listing the time date and place of this meeting was posted on the public bulletin board of all three old Township Schools on the entrance door to the administrative offices of the board of education on the district website at the office of the Freehold Township Clerk published in the Asbury Park Press on January 6 2023 and sent to the news transcript January 4th 2023. I'd like to invite you to join us in the Pledge of Allegiance roll call Mrs brand Mrs causalino Mr
gargiullo Mrs O'Sullivan Mrs Stoneman Mrs venditoli Mr Williams Mr Amoroso Mrs Lambert we have a quorum I'd like a motion to approve the regular meeting minutes from February 7th 2023. all in favor say aye aye a motion to approve the February 7th executive session meeting minutes all in favor say aye I and finally I'd like a motion to approve the February 14th 2023 special meeting agenda minutes thank you all in favor say aye I abstain I was absent I'd like to thank everybody for coming out this evening um this is an especially happy day for this board because as you know from our administrative report we are going to recognize students for the first time in three years I think it's three years so um that for us marks how far we've come and how
far we would like to continue to go because recognizing students is one of the highlights of this Board of Education so I thank you all for coming and with that I'd like to move right into the administrative section of our report so that we can get to the Happy stuff and for all the students that are here tonight we will congratulate you in advance and I'll move this to um Mr dixby to move us forward good evening everybody thank you for coming I know most of you are here for your children's recognition but it is nice to see so many parents and community members here and it's always great to see our kids here um at our board meetings we our primary goal tonight in the administrative report is to recognize our students first I
do want to hot off the presses that congratulate our two of our preschool staff members Kimberly chichillo and Melissa blind they're um proposal for the Northeast Northeast leadership forum for PBIS has been accepted and they're going to be presenting Tier 1 PBIS implementation in the preschool setting that's in two two different board meetings are um recognition of our staff who are presenting at local Regional and national conferences and with that I will move on to our student recognition uh we will we have several students to recognize this evening so we'll come up front we have certificates yep and then we'll also do pictures at the end so we're going to start off with um barcalo band I'll invite up Tom Smith principal of Barkley middle school and Dan Crawford uh instrumental music teacher at workload
Middle School foreign speldman is ill so Mr Crawford is going to do both schools so I'd like to invite up also for Barcelo Kathleen Rosen Lori Gambino and Anthony giratano the administrators for both schools okay good evening everybody um as Mr dickstein said Mrs Feldman was feeling a little under the weather this evening so she regrets not being here but she asked me to present the awards to her students in her place so the offshore intermediate band is what we're going to start with the offshore intermediate band is an honor band made up of students from fifth through eighth grade in Monmouth and Ocean County so these students start preparing a solo work for their instrument various scales and they start practicing the art of sight reading which is taking a look at a short
piece of music for 30 seconds never seeing it before ever figuring out in their head how it goes and then playing it once so it's to prepare for an honor band like this it takes a lot of time a lot of dedication students usually start practicing in May for auditions the following November of the next school year so these students that are being awarded with these certificates this evening have put in a lot of hard work time and effort and I know Mrs Feldman and I have both seen them just transform just as musicians overall throughout the whole process and so these students went and auditioned in November there were about 150 students total that auditioned for this band and um I'm pretty sure we have 11 of them between the two schools from our
district that won their audition so when I call the students names if you could please come up to the front and you'll receive your certificate um Amy Salas second chair baritone saxophone Juliana demma 12th chair clarinet Alex Joseph is not here this evening but he's sixth chair percussion [Applause] Aiden Lindner first chair euphonium Lucas Salzman seventh chair trumpet and from Eisenhower we have Daria as garzida seventh chair flute Kevin Conde fourth chair trombone Gianna Ferrara 10th chair flute Mandy grow sixth chair clarinet David Kim third chair alto saxophone and Carolyn zanyer eighth chair flute foreign there's more so um the next level up from All Shore is called the Central Jersey music educators Association region two honor band The mouthful so region two is made up of six different counties in the center of New
Jersey and I believe this year total because they formed two bands I believe there were between four and six hundred students that went and auditioned on that day it was a long audition day um but so one of our barcalo students this is his second year in a row where he auditioned for this band and he made it you saw him up here before we're going to invite him back up again for a second certificate Aiden Lindner foreign [Applause] yeah thank you congratulations to all of our students who made all Shore intermediate band and our Central Jersey music educators Association Region 2 Band let's give them another round of applause next this evening we're going to recognize as a team and also individuals who placed in different categories our fall 2022 Barcelo boys and girls
cross-country teams and I'd like to invite up our head coach Jan West assistant coaches Kevin samonte and Aaron piche foreign though it's been a few months I can remember it very clearly the grassy field with a white spray painted line across it 175 of the fastest Middle School boys jostling on it looking for their place and all of a sudden without warning the gun goes off and the boys disappear into the woods and then the waiting begins it is torturous but not too late there is a bell clanging and we see a glimpse of Peter danowitz he is flying down the hill unopposed this eighth grade Captain who decided to try cross country this year for kicks you know and he is coming in almost five seconds behind the course record he is winning the
Monmouth County championship but though you are so proud of this kind humble hard-working athlete you don't have time to celebrate because the race is far from over thankfully Jackson swollenski is flying in at Fourth Place who has been training the whole season for this race and not far behind is Lex Keller in 15 and the rest of the barcalo boys are cruising in they are running their best race but is it enough to win I go to collect all their place cards and find out that there have been some conflicts at the finish line but there's no time to talk about it because the girls are about to go off then another gunshot and the girls disappear into the woods and the waiting begins again the minutes tick by and then you hear that Bell
and you search for a hint of blue and thankfully there is Natalie Briggs wearing the blue your 8th grade Captain who you could probably say is an assistant coach because of her leadership this year she has gone undefeated all season and she's not feeling so good today but she gives it everything and then some and she cruises in at second place and sixth grade Phenom Ariella Williams one second behind in third place and then Cameron Nelson comes in 10th Place and you have three in the top ten and then the other girls come in not soon behind them and you know the girls have won the Monmouth County Championship as a team though we were not able to figure out all of the conflicts at the finish the boys did take home a very close
second place by one point at the championship we had five of the top 10 runners one being the Monmouth County Championship Champion for the boys and it goes down in history as one of the best if not the best Barclay race we've ever had and the perfect ending to an amazing season the boys went undefeated in their regular season the girls only lost once they got second place in their division every Runner worked hard to improve their time and not only were they great athletes but they have such a heart um that was epitomized so perfectly when they wanted to dedicate their last meat to Mr Mayor a beloved staff member we lost this summer who was always at our meets helping out and watching the kids spray paint each other's hair and make posters
and wear inspirational bracelets in his honor was definitely a highlight of our season we are so proud of every one of you I'd like to thank all the people that helped to make our Seasons so successful Mr dickstein and the Board of Ed we are so appreciative of all of your support for sports and for honoring all these amazing athletes tonight thank you to Mr Smith and Mrs Rosen Mr benjamino for all of their support I definitely could not do it without our amazing assistant coaches Mr samanti and Miss Peach though she couldn't make it tonight their love of the sport and dedication and knowledge make all the difference um a huge thank you to all the barcalo families without you we wouldn't have had a season you had to drive your kids to every
practice and home every meet and back you know that is not a small thing and we know that you were completely supportive of our team you were the best cheering section and many of you are experienced Runners yourself some of you are even coaches and you have made running as a sports so vibrant in Freehold Township so I thank you for that and thank you to our athletes you were the ones who set really high goals push yourself past your limits and that drive and motivation will follow you throughout your life it will help you be a success in everything that you do and I can't wait to see what you will accomplish and I hope that you will always remember this very special season because we will and I hope you will always have
a lifelong love of running thank you only a language arts teacher can do such great storytelling that was really an amazing story to summarize the season to summarize the season and highlight all of our the kids work so that was great storytelling uh I want to start off by recognizing individuals who had placed in the division championship when your name is called come up get your certificate and stay up here for a picture then we're going to call up all of the boys cross country girls cross country for a picture and certificates will be awarded afterwards okay so let's start with our boys cross country team Division champion first place overall Peter danowitz foreign cross country team Monmouth County championships in second place overall Natalie Briggs and third place overall Ariella Williams whiskey congratulations on
those individual accomplishments and now to recognize the boys cross country division championship will bring up the boys Oracle cross-country team come on up foreign congratulations again to the boys cross country team next we'd like to recognize the girls cross country team from Barcelo for their Monmouth County Championship first place overall foreign thank you [Applause] once again I would like to thank um yeah the certificates and when we take a break shortly after this the certificates will be in the lobby by our uh coach and assistant coach will be handing them out I would like to first again congratulate our students excellent talent in the area of cross country and in the area of uh instrumental music we are extremely proud of our students the opportunities that they take advantage of so that they develop the
their whole selves and their their talents also our express our appreciation to parents we know all too well the support that we provide our children as well encouraging them to take risks and to try new things we appreciate your support of your children as well so that they develop into these talented individuals so congratulations to everybody again we appreciate all of your support congratulations to our students and I'll turn it back over to our board president before we move on to the rest of our administrative section of our agenda we will take a short five-minute break so the students can get themselves home and don't forget before you leave to get your certificate in the lobby and I would be remiss if I didn't say that um this board is very well aware of the
other full sports that we have yet to recognize like soccer who had tremendous Seasons field hockey other sports we are hoping to see all our students who have participated in all sports and non-sport events in these board meetings before the end of the year and we'll figure out a way to make that happen so I want to congratulate the students that are here tonight and the students who are not here tonight you are thought of and we are aware so with that we'll take a five minute break for the students who are here to get their certificates and go home and we'll resume the rest of our meeting for those of you who want to stay anymore okay to resume the meeting next on our administrative report is bullying investigation report since our last meeting
there were nine reports received a harassment intimidation and bullying out of those nine seven were confirmed and two were unfounded thank you any questions on that so the question was I know the microphone wasn't on Mrs Cousino asked about seeing for the first time a kindergarten report on there when when the policy too so when the policy was revised when the law changed and subsequently had to change our policy and I've said this before I don't mind saying it in public um this is I think in my opinion a disadvantage of this um nobody no regardless of your ah from three all the way up to middle school and even in high school can make a mistake so we cannot teach children that they said something unkind or inappropriate and potentially it's not age appropriate
that they understand what they were saying so we still have the ability and we take it seriously and do some remediation and teaching to what you said was disrespectful and why depending on what it was but they still have to be counted as a statistic towards harassment harassment intimidation and bullying which I just think is is wrong they're five years old so um in the past we had the ability to use some judgment and we don't have that any longer with the newly revised policy so everything counts um at this point we'll move on to the board administrator certification and questions on by from the board to Bob on the budget I'll read my certification I Robert Devita the school business administrator slash board secretary certified as of January 31st 2023 new line item has
been over expended in violation of njac 6A 23a-16.10 C3 and that sufficient funds are available to meet the district's Financial Obligations for the remainder of the fiscal year foreign we had our finance committee tonight so that we had some budget questions but are there is there any board member has a question for Bob on the budget to date as you know next week will be another budget presentation but does anybody have an ongoing question on um I know you said you were going to get like more precise number from like the broker I know I don't know if you've had time to do that on our property liability or no I on my way back from the meeting another phone call so I'll reach out yeah I didn't thank you it's early but there the
companies because of just the environment it's taking longer and longer for them to get numbers together and even some of my friends who work in New York City who work for the they do the underwriting they've said they have a couple school boards typically they don't close out their numbers until the end of April beginning with more uh mag so right now in lieu of information from the carrier and Utica is our carrier for property insurance the national trend is 20 right now and that students due to inflation if you look at you know what it's even the items we've put on our school HAC the price has gone up 30 40 percent last couple years so something happens to our property to replace that the replacement values are going up and that's that has
a lot to do with it so but she will continue to get information from us and if we get a change in numbers prior to the final budget we can make a change but traditionally I get those final numbers like the week or two right after the budget struck one of the first districts to go all the time we usually hit that first available meeting or the second dates the Monday and the Tuesday we go so usually beginning of may be your final numbers sometimes a little bit later but I'll follow back up with her and I'll find out but as of now it's we've gotten the One update um we should get an update on workers comp sooner rather than later and that should come down slightly our uh our modification came down very
very very small percentage still it's coming down so we just have to wait for the rest of the rest of uh our GIF did we're in moxif which is the model Ocean County Consortium for school districts for workers comp please come down a couple of dollars I wouldn't expect to see any kind of substantial savings does anybody else have a question on budget before we move into the agenda okay next week will be the other um opportunity for Budget presentation this will be the first opportunity for public participation if anyone wishes to address the board on any item being voted on the agenda tonight please step to the podium state your name write your name and address on the sign-in sheet for the record statements are limited to three minutes and shouldn't be abusive obscene
