You just said it. Yes, I'm sorry. All right, it's 6:00. We'll go ahead and call the meeting to order. Welcome everyone. Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. You may be seated. I do need a motion to approve tonight's agenda. So moved. Second. We have a motion and a second. All in favor say aye. Aye. Any opposed? Hearing none, the motion carries. Um I would like to let everyone know that the presence of our ADSS or our armed district safety specialist is to ensure that we can make the most out of our room capacity, uh which the fire marshal has granted our
ADSS that authority. I would also like to remind everyone that these board meetings are business meetings held in public and are not public board meetings. The board is governed by Idaho Code Title 74 and Title 33 Chapter 5, Idaho Administrative Procedures Act or IDAPA, and follows district policies. The time for public input is provided for the public to express themselves to the board. It is not a time to engage with the board, nor is it a time for questions and answers. The board in its discretion may ask clarifying questions to ensure it understands the input provided. However, no discussion or conversations take place. All public input will be civil and respectful as is outlined in policy 4105. Address the board, not the audience. Address issues and not persons. Each person will have 3 minutes for
input. If a large number of individuals wish to speak on the same issue or topic, a representative may be selected to speak on behalf of the group to summarize their position. The total allotted time for public input is not to exceed 1 hour. While we value public input, we have a duty to proceed with the business of the district. You are encouraged to contact any of the trustees if you are not able to be heard tonight. The audience will refrain from applause, snickers, whispers, quiet comments, etc. If a trustee asks you to stop, you must stop. Disruptive or distracted behaviors interfere with due process, and you will be asked to leave the meeting. If repeated requests by a trustee are disregarded, the meeting will be recessed or adjourned depending on the severity of the issue
at hand. We, the trustees, understand that there are many questions about the unanimous action the board has taken in putting the previous superintendent on administrative leave. As much as we would like to answer your questions, state law prevents us from sharing information about the performance of a public employee. It is our duty to act within the best interests of the district, even if our legal limitations leave more questions than answers. Providing answers to questions regarding the performance of any district employee could open the door for legal action and additional costs that would not be in the best interest of the district. With this in mind, please know that we cannot and will not be answering questions about the decision to place the previous superintendent on administrative leave. Again, if comments are personally directed or abusive
to any individual, you will be asked to redirect your input to the issue, not the person. Our intent is to allow everyone have an opportunity for public input. However, disruptive, distracting, or abusive conduct will not be tolerated. We will now open the floor for public comment in the order that requests were handed to the board clerk. Angela Labrecque Is she here? Angelica Labrecque That was emailed in. Okay. Yes, that Is that you? I am very disappointed to be Okay, thank you. Claire Byrd Also emailed in. Okay. Megan Hall, parent and community member. Members of the board, I'm here tonight because I care deeply about this district, its students, its staff, and its future. I'm also here because many people in this community are frustrated and exhausted by the direction we've seen over the past several
years. I'm speaking publicly because repeated emails to the board have gone unanswered and requests for public comment ignored. Roughly 8 years ago, Lakeland looked very different. Levies passed, families wanted their kids here, the district was respected, there was trust between the board, staff, and community. That trust has been broken. Here's the reality. This district cannot remain stable without both a plant facilities levy to keep buildings safe and a supplemental levy to support programs and staffing that allow our students to excel. These are not extras, they are essential. But, levies only pass when voters believe their money will be handled responsibly. Right now, that confidence is damaged. Since the shift in board leadership, the culture of this district has deteriorated. Board meetings have become hostile, accusations have been made publicly without clear evidence, and employees have
felt attacked and undervalued. Trust has been replaced with fear. The loss of trust deepened the same night the board rejected two major issues with strong community engagement. The four-day school week, which had majority support in repeated surveys, and the Garwood TLE rezoning, despite the thoughtful process led by Mr. Massie. Immediately afterward, the board moved to terminate Superintendent Taylor's contract. When decisions of this magnitude happen back-to-back in a single evening, it's hard not to question whether each received the fair, careful, and deliberate consideration they deserve. For many in this community, that sequence of events sent a clear message that trust and input are no longer guiding board decisions. And now we see that dysfunction moving into policy. Proposed changes to policy 1410 would significantly reduce superintendent independence, while giving the board more direct control over daily
operations, communications, and termination decisions. This reflects a clear desire for tighter oversight and control, not collaboration. That kind of micromanagement drives good leaders away, and we're already seeing the consequences of this. We've seen long-standing, highly regarded employees leave over the past few years, many citing this board as a key factor. This inability directly threatens levy success. We're asking voters for more money while simultaneously paying hundreds of thousands of dollars for a two superintendent to be moved under removed under the vague explanation of not a good fit. All public records related to that decision have been delayed or heavily redacted. That lack of transparency undermines trust and undermines our chances of passing the levies our students depend on. At the end of the day, this behavior hurts our kids. They feel the instability, they lose trusted
adults, programs, and opportunities, and support when chaos replaces leadership. Our students deserve better than being collateral damage in governance failures. This district is fragile. Recovery will require humility, honest self-reflection, and a real commitment to rebuilding trust in collaboration with staff, families, and the community. If that work cannot happen under the current leadership, then it may be time to consider resigning. Thank you. Thank you. Judy Fujimoto, I'm the assistant president here in the bathroom. Um I just want to thank you for the decision you made. It was difficult decision, I'm sure. And you are excellent at at what you do. I appreciate you very much and I support you 100%. Um I had a personal experience with the superintendent a couple of times that I found um unpleasant. He didn't uh comply with policy. He didn't
seem to be in agreement or had difficulty um submitting to you and understanding his role. And I don't know what the straw that broke the camel's back was, but I'm I trust that your decision was was made in in good faith and uh I appreciate you. I also appreciate Jake for taking over as the interim. My wish he was the superintendent. Maybe he will be. I don't know if he's willing to serve in that way. But um I know he's more than capable and he is qualified. And um I hope he'll continue to serve uh beyond the time that's been given him. Um I do have a couple comments about some upcoming things in the agenda. One is I have a question about the buses. Um I live in in um Berkshire. Used to be
that the buses would pull up on Railway and all the parents would be there greeting their kids as they unloaded or they would meet them in the morning to load the kids. The buses didn't come into the residential area and now they do and I don't think it's safe um to have them delivering, I don't know, door-to-door? Is that effective? I uh as far as cost uh I just question the that change. I just don't understand it. Um but I trust you but I just don't understand it. Um another thing is um I saw some in the agenda some things that are going to be considered in uh finding a new superintendent and that would be uh I I wondered if you could add something like having maybe a probation period for the new hire
to see if if he is or he or she is going to be um the right person for our community. Thank you very much for all you do. Thank you. Uh next is Allison Knoll. I'm Allison Knoll, uh former employee. Today I'm here on behalf of 84 former employees and patrons including four former superintendents, four former school board members, principals, teachers, staff, and community members. As former staff and concerned patrons of the Lakeland Joint School District, we are deeply troubled by the board's decision to place Superintendent Rusty Taylor on administrative leave and pay out his contract at the cost of $200,000. By the board's own admission, there was no misconduct, no breach of contract, no egregious behavior. The The explanation that he was not a good fit raises serious concerns about judgment and leadership. Are
employment decisions now based on personality conflicts, and if so, who's next? Mr. Taylor has stated he broke no laws and violated no policies. There is no clear legal basis for this action. The claim is that it was done on the advice of legal counsel. Uh is difficult to reconcile with the facts. More likely, the board chose to terminate the relationship and accept the financial consequences, placing a burden on taxpayers. If performance was an issue, it should have been documented and handled appropriately. Severing his contract. Instead, the decision indicates a deliberate and premeditated choice by the board of trustees to take vindictive action against Mr. Taylor. Unfortunately, such board actions reveal the toxic working relationship between the board of trustees and upper management over the past several years. Over the past 4 years, the district has
lost multiple superintendents and has experienced repeated turnover in key positions, including six different board clerks. Virtually all of them left under duress because of the toxic work environment with the board of trustees. Yet, there has been no meaningful reflection or course correction from the board. At the same time, the district has chosen to be one of only two school districts not investing in professional training through the Idaho School Board Association, citing cost as the reason. While now expecting taxpayers to absorb a contract payout approaching $200,000. Maybe a few dollars spent on professional training would have helped prevent such poor decision-making. Additionally, the the board appears not to have considered the collateral damage done by its most recent decision. Announcing this costly decision just days after proposing a multi-million dollar levy calls priorities and accountability into
question. Does the board really think that patrons will support a tax increase for a new levy while the district wastes money paying for two superintendents? Taxpayers deserve better. Unfortunately, the board's recent actions have brought shame to a district we once proudly served and continue to support as taxpayers. Lakeland was one of the most respected districts in Idaho, attracting families and educators alike. That reputation built over decades is now at risk. Poor judgment, wasted tax dollars, and decisions driven by personal conflict have brought the district to a low. Our community does not deserve the ridicule it is now facing. We are now being mocked as NIC 2.0. We call on the board to take immediate action to restore trust, including reconsidering their decision regarding Superintendent Taylor. Failing that, we urge individual trustees to search their conscience
to conclude the best thing for the district and the community would be to resign their positions immediately, allowing new leadership to be appointed. Someone with common sense and goodwill. >> Thank you. Next up is Don Wilhelm. Hi. Hi, Don. I woke up this morning, got up, got the newspaper, and the first thing I saw was Lakeland School District makes headline in this morning's Coeur d'Alene Press. Not in a way that we wanted. I didn't I didn't like that very well. It stated the board was going to put a stranglehold on administrators and staff. We thought it couldn't get any tighter. That's what's been happening the last 4 years. Micromanagement is kind of what we've been calling it. We've gone from a premier school district in North Idaho to not even being able to pass the
bond levy over these last 2 years. We failed one bond levy, and then just about didn't run it again because a couple of the board members voted against it. Three voted for, two voted, and we passed it. And that's a good thing. We have this bond levy coming up again, and right now it's going to be kind of tough because we're handing somebody $200,000, and we're asking our patrons for $3 million, and that's going to be a tough sell. It really is. And there's a number of us and I think Allison mentioned that. There's a number of us that have worked in this district our whole life long work or most of it. And we worked in this district when it was a really fine district. When it was one of the premier districts and
I know some one of your board members went to school there. We had him in school and uh I'm sure he liked it and enjoyed it and it was a very good district. But now it's slipped and we're worried that it's going to turn into this thing is going to turn into what NIC turned into the last three or four years. And that was just kind of proven a little bit that because we're now paying a superintendent not to work. We're giving him a couple hundred thousand dollars. And I would be very surprised if he doesn't sue for a lot more than that if he can which he probably can't because he has been a little bit defamed because he's been put out without any explanation. And so that's the kind of things that we're
worried about. And what I really think should happen. This is okay to come and talk but we get no response back and I understand why because you said it's a business meeting and all that. But it would be better for you guys if you would explain some of this stuff to us that you could and let us ask questions and maybe we could get back to where we should be. Actually talking to each other and trying to get things done. And I have a lot of things on here I could say. I think they're going to be said a lot tonight. I've already heard some of them. But uh we just need to figure this out. You guys should have a town hall school board meeting where all of us can come and listen and
talk and we can do that and we can we can get along. We can do that and that's what we should do. This is our school district, all of our school districts. It's been mine for a long time. I started working here a long time ago and retired a long time ago. Our kids went through this this district. It's a good district. It was a good district. We'd like to see it that way again. And I would love to see you guys do that. Call a town board and let us talk to you and you talk to us and you tell us stuff and let's not be against each other. Thank you, Don. Your time is up. Thank you. Dennis Hochin? Hochin. Hochin, I apologize. That's okay. I get that all the time. Hochin, Hutchin,
Ho Chi Minh. Get through it. My name is Dennis Hochin and my wife is Jill Hochin. We have lived up in the Twin Lakes area ever since 1976 when I first took a job teaching fourth grade at John Brown next door. My wife began teaching the next year and taught in Spirit Lake. We retired in 2009. Can't believe that. Our daughters graduated from schools here and are professionals in the Northwest. As previous employees of Lakeland as citizens of this country and as patriots of our school district we feel obligated to be part of this community and to speak out when we see hear or read about concerns in our community. We came when Lakeland was known quite well through Idaho as a top school district. Parents moved here to make sure their children would receive
an excellent education and teachers came because of how well known the district was in the state. Our area just went through a distressing time when NIC was in danger of losing their accreditation. And with that and with the help of our community and the state board of colleges, NIC was saved. We may have to wake up and join together to help our school district now. My wife and I taught for 30 plus years here and we truly loved it. We still keep up with past students that we've had over the years and new ones. In fact, we have a wedding to go to in May of one of my fourth graders that is a lawyer and is getting getting married. And so he was in my fourth grade class quite a while quite a while
ago. We were just inventing dirt then. I would I would hope that you will join the state of the Idaho School Board Association for help. These are the experts for school boards and you do need help that they are there for. So, thank you and good luck. Thank you. We're hoping for the best. Yes. Uh Uh, last person is Aaron Gaskill. Well, my name is Aaron Gaskill. I believe in transparency and accountability. I'm here today because we're sending a letter which continued to summarize your letter. It said you're placing the superintendent on paid administrative leave for the remainder of his contract and you have not provided any other details. This is anything but transparent. I think that's pretty obvious. I want to know why we're paying a superintendent not to work for us. If he
screwed up, fine. Let him take accountability. Stop paying him. Let him find a new job. But, since we are still paying and he's not working for us, I can only assume that it wasn't his fault. So, that leads me to ask the following question. Who is accountable? Where's the full explanation of the resignation and the resignation of the person or persons who are wasting our money either through incompetent hiring of somebody we had to let go and still pay or through bad contracts. We wrote a contract we just have to pay out for some reason. Or bad actions. I want to support our schools and I know our facilities need maintenance, etc. But, I also know money is fungible. Which means I don't want to make me up on money poured down the drain paying
for people not to work for us. I'm urging you to send out another letter which includes full transparency and accountability so you can restore trust before you get to vote on the levy. Another thing I'd like to mention is uh, when the news is publishing articles about this district unreasonably redacting, withholding, and denying public records requests, that's not a good look. So, I'm not a lawyer. I took me a few seconds and one Google search to see at least one place where the redactions that were posted broke state law and most likely. So, I'm requesting that the board take a personal interest in this and ensure the issue is fixed before we get sued because I want our money to go to the schools and not to legal fees and settlements. Thank you. Thank you.
Is there anyone else that didn't have the opportunity to fill out a form that one would like to speak before the board? Okay, that concludes public input. We will move on to reports. Um, if we could do those out of order. Uh we can Sorry. Uh transportation. Uh would you like to go first? Okay. Hi, Summer Gosky. Hi, Summer. Transportation. Does anybody have any questions, comments, or input for Summer? Mhm. That's all right. Okay. Um, just with respect, are we now going into Berkshire where we were not before? Is that accurate? Do you know? Somewhat. Somewhat. Berkshire is huge and we have a lot of students there. Okay. Um trying to have them go to one particular area and have everyone crossing the streets and what not is very dangerous. So, >> Okay. we have
to kind of go in there. Okay. We might end up because they're building constantly, it's going to be a become a thing. Right. And it's already being trying We're trying to figure it out as we go. Okay. Are we looking at possibly >> area and they're not going door-to-door, so that's Yeah. That's number one. But we may be looking for a different route stop for next year. In the hopes that maybe a we can get a couple other routes back. That would be great because Berkshire is going to be overrun. Okay. And so we're trying to think that The only thing that we probably send through there that is door-to-door probably is our specialty. Right. >> But I just Likewise, it's not gen ed. Okay. There's too much kids there. Okay. Well, good luck with
the rodeo. Thank you. They're practicing. They're excited. Thank you for coming for the report. Uh we'll move up to facilities. Hello. Tim May, facilities director. Does anybody have any comments, questions, or uh concerns they want to talk to Tim about? I know his report kind of said everything that Are you leaving after this? Or I just had a couple questions on the when we get down to the bid thing, but Okay, perfect. All right. Thank you. Appreciate it. The uh interim superintendent report, does anybody have any comments, questions, concerns on that? I want to add an announcement if I can. >> Sure. Information that wasn't in in timing for for my report. I do want to welcome you guys to join us in celebrating that we had four three current activities directors and one past
that were honored as the state activities director of the year. That is awesome. >> is extremely exciting. So, at Lakeland High School, Matt Nef, Timberlake High School, Katie Walton, Timberlake Middle School, Brandy Boyd, and then Tim Cronnelly, who was previously an activities director at Lakeland and Timberlake High School, was inducted into the Hall of Fame. Wow, that's awesome. EXTREMELY UH THANK YOU FOR SHARING THAT WITH US. I HAVE TO ADD THAT TO all our schools that moved up 200 plus. Yeah. And Mountain View being number two in the state, that was recently Ed News did a good article on Lakeland being nominated or being selected as the most improved district in the state. So we just add that one to it. Yeah. That's awesome. Good streak. So question on the full-scale exercise, are we not
going to um are we going to participate in anything or is that all on hold? At this point everything is on hold. >> Okay. Yeah. Um our district was planning to host that full-scale exercise. So given that we're no longer going to host it, another district might choose to pick it up and host it. >> Um if that's the case, then we'll have the opportunity to participate. We have a great partnership with them and so I don't believe that would be an issue, but right now everything is just on Okay. Thank you for the clarification. Yeah. And we have the financial report. Great job. Lots of pages. I do want to thank you for the additional um reports that are in there with respect to the supplemental levy and where we're we're spending, etc. Or
where the funds actually are, I believe. I don't have any questions. Does anybody have any questions, comments, etc. for Jessica? >> No. Okay. Thank you. Oh, I do have one question. With the meal counts being down, does that mean that we're not able to cover our costs as We're projecting Jessica Green, I'm the Chief Financial Officer. We are projecting to eat into fund balance this year. Um in 2018 that contract was renegotiated to include some contribution. Currently, we have enough fund balance to cover that contribution if we do not break even every year. I anticipate in the next 3 years the general fund will have to start making a transfer to um our nutrition services department in order to keep that whole. Okay. I will I do want to point out though um meal counts
are improving. Um they've done a lot of work. Char our uh our nutrition services director has done a ton of work serving students. Um really working with the schools. He's added a third meal option at elementary that seems to be helping increase those numbers and we're seeing an uptick a little bit at um our secondary schools as well. So, they're working really hard to increase participation and so we're seeing that slowly pay off. That's great. Um Char is not the production manager, is he? No, he's not. No, Char is not the manager. >> to check. Yeah. No more questions? No. Okay, thank you. Thank you, Jessica. Thank you. Okay, moving on to the consent agenda. We have the minutes from the previous meetings, the minutes of the sub committee meetings to be accepted, the HR
items, and the bills list. Do we have anything on the minutes of the previous meetings? I do not. No. No. Minutes of the staff committee meetings? No. Anything on the HR items? No. >> Nope. Bills list? I move to approve the consent agenda as presented. Second. We have a motion and a second. All in favor say I. I. Any opposed? Hearing none, the motion carries. Moving on to the action items. First up is the sixth-grade GATE field trip. So, there actually is no reason to take action on this any longer. Some of our sixth-grade GATE students had the opportunity to travel down to Twin Falls, Idaho, to participate in an event down there. And for some reasons that don't matter right now, they're not able to attend. And so, in lieu of this overnight field
trip that the board would have had to approve, they're going to do something a little bit closer to town. That is just a normal field trip for them. So, we're hopeful for next year. Okay. Sounds great. Thank you for the update. Yes. We'll move on to the LHS football equipment usage. There's a request to use LHS football equipment. Do you have any questions or conversations that need to be had on that? Move to approve. Second. We have a motion and a second. All in favor say I. I. Any opposed? Hearing none, the motion carries. Moving on to the supplemental materials. It's a nice nice short list this month. Yes, it is. Thank you for the progress that you've made on it. It's phenomenal. I will note that the committee feedback wasn't attached. It was the
superintendent's report. At least when I clicked on it. Okay. I'll look at that. Yeah. >> So that would not have been the clerk's fault. That would have been my mistake. >> It's okay. My mistake. There's There's three books. Yeah, they're familiar familiar titles. I'm I'm happy to speak to the feedback and also email it to you afterwards so you have an opportunity to see it. Sure, that would be great. Thank you. Do we need to have any discussion on the supplemental curriculum? I have none. No, I'll move to approve as presented. Second. We have a motion and a second. All in favor say I. Any opposed? Hearing none, the motion carries. Moving on to the Chromebook replacement cycle. Chad Parson, instructional technology director for the district. So we have roughly 5,000 Chromebooks in the district.
We have 4,500 students. We have roughly 500 staff Chromebooks when you take into account parapros, teachers. We also keep some as spares. Last year we did not purchase replacement Chromebooks. The board had suggested that we try to limit the Chromebook use outside of the high school level. We're The problem with that from the technology perspective is we were on a 5-year replacement cycle previously. So we would buy 1/5 of Chromebooks every every year. So essentially to make the math easy, we'd buy 1,000 Chromebooks every year. And then 5 years it would be refreshed, right? But you're always on this rolling cycle. So we didn't buy any Chromebooks last year. The problem with that is we have 1,000 Chromebooks out of warranty because we didn't buy any. Of those 1,000 Chromebooks that we have out Well,
we're about to have two. I'm getting I'm getting Thank you. I'm getting to that. Of those 1,000 Chromebooks that are out of warranty, we have 221 that are damaged. So, when they're in warranty, the nice thing is we ship it to the company, they ship us back back a new one. Or they fix it and ship that one back. Obviously, when they're out of warranty, we eat the cost. So, we have 221 currently Chromebooks on our shelf that are in some level of damage that we cannot give students. We our next 1,000 Chromebooks are going to go out of warranty in 17 days. So, we'll have 2,000 Chromebooks out of warranty at the beginning of May. So, the concern is we don't have any spares when these Chromebooks are now breaking. So, um the ask
is from technology funds. So, state technology funds cannot be spent on non-technology items. It's a It's a pot of money that the state sets aside that has to be spent in technology. The ask is to purchase 400 Chromebooks to get us through for these ones that are damaged that we're getting and we're not being able to replace. Okay. Yes, I'm sorry that information came to you. Can somebody verify that information because I believe the Chromebook issue was just not not to stop the replacement or buy I mean, we do that all the time, but it was the use for the elementary students. So, we need to probably fix that. Well, we weren't going to do one to one ratio of Chromebooks to students, so we didn't need as many. So, we did cut back on
what we were going to purchase. Yeah, but we didn't say don't purchase any, did we? I don't remember that. Okay. Well, it sounds like the I talked to a couple principals and it sounds like the they need them for testing because of the state. So, it would take 3 months to do the testing if we didn't have Chromebooks. It's It's something just to reiterate what Chad said a moment ago. We understand the direction of the board with Chromebooks as an instructional tool. I would really like to separate this out like this is not us adding more Chromebooks to be closer to one-to-one. This is just financially responsible. We think about it in terms of our infrastructure. I think we understand that yeah, they and we that was the instruction was for I mean, we knew
it had to be used for testing and all of that. I mean, I don't have any problem making sure that they that they're constantly uh the inventory is turned. I I don't think that was the direction of the board, but anyways, I would move to approve. Second. We have a motion and a second. All in favor say aye. Aye. Any opposed? Hearing none, the motion carries. Thank you for your time. >> Thank you. Next, we have the Washington Street improvements. Um the one question that I did have is uh it looks like the recommendation it was to use um ex- Wait, no. Who was it? Liberty? Is that what the city's using? Correct. >> Or whom the city's using? Okay. I just It didn't state that, so I wanted to make sure we weren't like
Well, it's an it's a build bid alternate, meaning that the the it was kind of an add-on to their project. Right. So, we have to go with whatever their lowest bid is for the bid alternate. So, yes, Liberty Landworks is the one that won the bid for the city, which would be the one that we would that we do the work if the board approves that bid alternate. Okay. And it would do the entire It would just do this along the Washington Street frontage. So, this parking lot right outside outside of the building. Mhm. Um it won't do any of the back area. It's just what's on what's facing Washington. Right, I just meant it'll do Yeah. all that asphalt right there. Yes. Okay. Which is great. >> parking spaces. >> Yes, that's part of
the street, actually. So, we do have a hole in that parking lot just to remind the board that tree came out last year. So, it would be great to do this. It was a big tree. It was a very big tree. Does anybody have any other questions or comments? Or conversations? No. I'll move to approve. Um Can I clarify? I apologize. We had two recommendations for funding. Um my personal recommendation is to take it out of the um fund 421, which is board approved projects. Um there is about 180 almost 188,000 dollars, uh a little bit more in that project. That was the money that was used to purchase or to do the window siding and doors at Lakeland Middle School, Apollo Elementary, Spirit Lake Elementary. And we also purchased the two activity buses out
of that fund. Um and so, there is enough money in there to cover the cost for this. Um we do have a little bit of emergency funds left in the uh exist the former plant facility lobby. We had a little bit of money there, but because we did set aside that money for facility projects as the board deems necessary, our recommendation is to pull it from there for this one for the the fund 421 board approved projects. Okay. And is there any effect on the other projects that were slated for that money? You have money >> There's no There's currently nothing budgeted for that 188,000. Um so, that's why I'm asking to use that pot of money at this point in time so that it we uh we have completed all of the work that
was associated with what the board designated those funds for. There's nothing left in there to to do. So, that that is the list that we sort of glanced through the other night um of the pre-approved projects that we had talked about. I know there were contra uh the concrete and all that. >> the school modernization So, that's the the plant facility levy that was running 24/25. There's a little bit of money left in there. We'd like to save that emergency money for things that we're not prepared for. Um where this is a It would be great to do and it's nice that the city's doing the street, so it's a great timing to take advantage of and that's the just the recommendation would be to take it from the board approved projects cuz we currently
have no projects in that fund to to utilize that. >> think that's what Ramona was Okay. saying. She I think she was talking about the different projects that were set aside because we don't have funding. >> Oh, the school modernization funds? No, they they just like the projects >> the flooring. Yeah. Yeah, and the concrete. We had an issue with the concrete, so was all that going to be covered through >> going to be covered under the surety. Okay. Um so, that's that's a completely separate thing that we're working on now. Um so, no additional plant facility levy funds will be spent on that. Um the We still have money set aside for the existing projects in there. The only thing that we didn't have enough money for was the Betty Kiefer carpet, um which
we could still do this and fund the rest of the Betty Kiefer carpet out of this project or out of this fund if we did a combination of both of them. Um so, that's the only thing that's currently on that budgeted list of projects that we did not have enough money to do. Um So, if I'm hearing you right, we have enough now to do the carpet and to do this asphalt. Yeah, if we do a combination of the $100,000 that's sitting in the plant facility levy budget for Betty Keifer's carpet. It was $238,000 to do um the carpet at Betty Keifer. So, if we pulled that we have to get a new quote for it cuz that was a while ago. But, we would if we pulled the rest of it, there's $138,140,000. That
still leaves us enough money in that fund 421 to do the parking lot at John Brown. On page 63 of the financial record reports of the financial report that was provided is fund 421 board facilities projects. Um and so There is a journal entry that we have to uh so, uh through the audit last year we had accrued. So, you're looking at the bottom line on that one and it's a little bit less than the Is it a No, sorry. I'm confusing it with a different I I I'm looking at what you've provided us fund 421 um and just showing the expenditures. I didn't realize that we were I how were we so gratefully under budget for Ethel Elementary? Um I mean, that's significant. >> W- It's significant. Part of that has to do with
um having to pull the payment from the warm and fuzzies on it. Okay. >> Um and then some of the materials they come in a little bit less. >> Okay. So, okay. Yeah, so there's there's a a reason behind it. No, and I and I think that we uh need to share that with the public. >> Yeah. That um the reason there is an accumulation of 188 that I don't think the board fully understood that we had that much left over because we could still apply it towards things that we'd like to see get accomplished. >> Absolutely. Okay. So we have 98 remaining in the plant facility levy and 188 167 in the board project. Board project. And this is a 29,000. Um I think until we have a better idea of the carpet at
Bay Keeper and some of the other things that maybe we should stick with the plant facilities levy. The 420 fund. And it's 30,000. Um As we have so many projects on that list. I guess we can always move the money to the same We can move the expenses. Yeah, to the same thing. Yeah. Um Just so the board is aware at the next board meeting we plan to bring you an approval for a boiler at Lake Minneola as well. So please know that that is an upcoming expense that we're going to be asking for permission for. Do you know about how much that's going to be? It's probably going to be similar to Twin Lakes, 75. And do we know where we're looking to pull that money? I either the board facility projects or the
high school levy. I'll be down. There is not money in the general fund for that expense at this time. Okay. Okay, Well, knowing that, thank you for that information. Knowing that, then I would move to use the fund 421 um to fund the the uh asphalt in front of uh John Brown. As presented. I'll second. Okay, so we have a motion and a second. All in favor say I. I. Any opposed? Hearing none, the motion carries. Thank you. You're welcome. Moving on to the school modernization bids. I apologize for the length of this packet. Um I broke my computer several times on Friday night because it did not want to combine it at all. So, it that is why it's It's in multiple attachments for this agenda item. That's fine. Yes, it was a lot,
but it was it was good information. Um we do have representatives from Architects West, General Construction, and uh the roof uh independent roof consultant. Um if the board has specific questions that we cannot answer. Well, um So, did They just stepped out for just a second to grab them, so I apologize. >> Oh, okay. Um and maybe you can answer this. >> Okay. With Lakeland's roof roof I I thought we were doing the whole roof. Yeah, no, but it says partial. And I apologize, that was a typo on there. We are doing the whole roof. Okay. Cuz the bid looked like it was, but then I'm like, wait a minute, maybe we're not. So, I was trying to get >> budget line item was for a partial re-roof, but as we got um as we
looked into that roof, it it definitely needs the whole thing just needs to be done. We really have to stop piecemealing pieces of the roof, and I know that what do what we can with the funds that we have, but it causes more problems down the road. So, the recommendation is to do the full re-roof at Lakeland High School to ensure that we have a good product. >> Good. The colors, I just have a question. The colors for John Brown, were those the final or They are not the final. No. No. No, they are not the final. Okay. I was saying I thought they I thought they were going to be something Um so, we because we just finished Come on. Because we just finished the bid process and we just were Once the board
if the board approves all the bids tonight, we will know the the company that's doing the siding piece of it. Once we have that, we'll have the final product for the metal. And that's kind of every every metal manufacturer has just a slight variance in the color. And so, we were waiting for that final one to get the metal samples for them to pick. We know that they're going to do glacial fog for the the siding, the Diamond Coat, and we know the fascia is going to be a smoky ash. So, it's going to look really nice. They're just waiting to pick that final metal color for the the metal piece of it. So. That's awesome. Great. I don't have any questions. I don't either. Does anybody else have any questions on what's been produced?
Still looking. I would move to approve um all of the H6 School Modernization bids as presented. Second. We have a motion and a second. All in favor, say aye. Aye. Aye. Any opposed? Hearing none, the motion carries. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you for all your work. Thank you for being here. All right. Moving on to the legal services agreement. I had received an email from Lyons and O'Dowd that their rates were going up and well Good news. What is our current rate? I forget. I thought our current rate was 225 or 250. I believe it's 250. Is it 250? That is correct. Okay. Okay. The This letter says that our billing rate will increase $275 per hour. Not increase to or increase by. It is just increase 275.
So I was unsure as to Yeah, I Yeah, I'm not paying. Yeah. So just to let you know, I did have a conversation with our legal counsel. She gave me a heads-up that this letter was going out. They're increasing the rate to $275 an hour not up an additional $275 an hour. And we can definitely ask for some clarification in writing on that before the next billing cycle. They just wanted to make us aware they haven't increased the rate in a while. That's my thought. Okay. On the legal services agreement that we would be entering into it does state >> the rate 275 an hour. And $100 for their paralegal. I don't have any questions. Any questions? Um No, I I I it'll be a conversation for another time. So. Okay. Would anyone like to
take make a motion on this? I'll move to approve the uh legal service services agreement at the rate of $275 an hour plus the paralegal um for Alliance and Associates. I'll second. We have a motion and a second. All in favor, say aye. Aye. Aye. Aye. Any opposed? Hearing none, the motion carries. Um moving on to the request for budget hearing. So, you're requesting it be on June 10th? Yes, please. Okay. Is that I will not be available that day. We could have a little bit of wiggle room. That's just backing into the required timeline for state statute. If we needed to do it on a Tuesday or Thursday, we could do it. We just need to do it sometime in that week. Whatever you decide for that, I have to back into the publication
date um for the paper to make sure I'm hitting state statute to have that published 10 days prior to the budget hearing. Um I do have to have a date to both counties by April 30th, though, for that budget hearing. So, can we go forward or go behind or >> Probably sometime that week. Ready, what's your schedule? >> I could I could call call in. I just I will be in Boise that week, so. Okay. So, are you good with calling in or would you like us to pick a new date? Yeah, we can pick another date while you when you're here. So, you can hear what's actually being said. Last year we did have a meeting and then have another meeting afterwards. Um so, if you if that if we could do super early
the following week, that would be fine as well. Okay. Yeah, that's probably better. So, what are you thinking? Tuesdays and Thursdays don't work for you, correct? Correct. Do we have >> Could we do it as part of our special board meeting on the 3rd of June or do we have some anything else? >> There's graduation We're going to run into graduations that So, typically we move that first board meeting due to graduation. So, is there any day in the prior week that or is the entire week going to be filled with graduation? Graduations are June 8th, right? Uh graduations are the 1st, 2nd, and 3rd. >> Oh. Um and so, we would have the 4th and the 5th available that first week of June. That will require me to publish before the plant silly levy
vote has been finalized. So, should we do like the Monday the 15th? >> That would be my preference. I'm good. Will you be back? Yeah. Yeah. Yeah. All right. So, we'll do it for Monday the 15th. Thanks. Yeah, and you are welcome. Do you have to take action? I move to approve June 15th as our budget hearing date, 6:00 p.m. I'll second. We have a motion and a second. All in favor say aye. Aye. Any opposed? Hearing none, the motion carries. Thank you. Thank you. Um the next item is the clerk of the board probationary period. It was an oversight. Um that should be reviewed with a check-in in executive hearing. Okay. Executive session tonight tonight. So, we're adding it to the executive session. We're moving it down there. Next up is the Lakeland Junior
Tackle request. Um we do have a representative from Lakeland Junior Tackle here tonight as well to discuss this. Um would you like to speak to your project? Um >> And please introduce Yes, I'm Ryan Lowmiller. I'm a member on the board for the Lakeland Junior Tackle. We'd like to build a a shop, a shed to help facilitate more gear. We're kind of running out of room with the current sheds that we have and we're proposing a 30 by 40 shop that we can donate. We would pay for it and it would just be a facility for Lakeland School District. Would Lakeland School District be utilizing part of the the unit? >> Yes. Okay. Would there be I mean cuz looks like a really cool shop thing. Um would there be a divider down the line
so you have one half or or merging everything? >> more of like a a joint combination of use with use agreement with it. So we would store our gear there and we'd use it all of that, but it would still be there and available for anything that the Lakeland district needed for as well. Okay. Plus by building this their current shed that they're utilizing now, the metal shed out on the track will be turned over to the middle school for storage as well. Okay. We did take the opportunity to work with legal a little bit on this to see if it was even possible for us to facilitate this. Legal provided several written agreements that other districts have used for smaller buildings like this in order to facilitate a request like this. So Lakeland Junior
Tackle would be be required to provide a payment performance bond for the cost of building that shed. So if something were to happen during that that we could finish the shed that was started. Okay. We don't anticipate that will be an issue. They'll also have to provide insurance for it. And then there's a suggested basically kind of in kind facility use agreement that we take the value of the building and work it out over our facility use amount so that they have such a period of time that they're allowed to use that facility for free in in consideration of the donation that we're receiving for that facility. Um if for some reason the Lakeland Junior Tackle board cease to exist that agreement would become null and void. Okay. And the Junior Tackle's okay with those
conditions? Yes. Okay. So when you say adjacent to the buildings, where are we where are we talking? I I can't picture any space that's actually big enough for a 30 by 40. So actually there's there's two spots and it's both on either side of the bleachers now without impeding into the track area. So, between the bleachers and concessions, there's you know, 80-ft, 100-ft space there. Or between the bleachers and the pole on the other side, there is exactly enough space to put it in there. And one of the conditions that we had talked about is kicking it back a little bit. There's a little flip flip where kids hide for John Brown and taking that >> on the playground where they can actually go around. It's fenced in, but it's not visible from the playground.
So, as part of this project, and Junior Tackle's going to be doing this, is bringing that fence and breaking it off so that >> kids can't hide in that little area, and then it becomes a little storage area as well for the middle school. Um this is something I've walked with Harrison and Laura, the principal and vice principal, uh and Junior Tackle, and so they're okay with both of those spots and kicking that back in for John Brown. It will help having that fence come out a little bit more for them. Excuse me. Did you have something? I I was just going to express gratitude for um being willing to even propose the project. It's It's exciting to know that we have organizations that want to support our facilities and keep these programs going. Yeah.
It's >> Absolutely. It's growing fast, too, so we want to make sure we're keeping up with it cuz we're running out of room. Yeah. When are you looking to start the project? Uh talking with Shannon and everyone, we Yeah, we want to start it as soon as possible. We've asked them to wait till school gets out. Um and they have to have all the appropriate documentation into the district, and we um have to have the agreement signed, which I'll bring back to the board for final review. Um but once all that all that ducks are in a row, the plan is for them to start over the summer and to finish before school started. Will you be able to finish before school starts? Oh, I believe so. I mean, once it gets going, that shop
should go right off the I mean, with being the Yeah, we don't see foresee any reason that we can't get this thing up and going and and completed by then. Okay. It's pretty basic show. It sounds great, but I wish um we need like we don't have anything. We haven't We don't have the agreement or like a plot plan or I mean we don't or or the yeah, any of the paperwork that you said um that you had or that the attorney gave you a draft of the agreement. I'm I moved to approve as long as we get those documents. Are you saying that we get the the documents before the the Are you giving a timeline on when we get those documents, Dave, or I'm just saying approve it after we receive all I
mean Once the documents >> Once the documents are in, they can go for it. I should have the both of the lease agreements prepared and ready for board review by well, mostly prepared. The one we need the final construction value of the building because it will become Lincoln Way building and has to go on our um capital asset rolls for depreciation. We need that number to be able to do that in in kind donation facility use agreement. So, I can bring the construction agreement one to the board at the next board meeting. Um I just didn't have enough time to get it updated to include the appropriate parties. The May 13th uh board meeting is Oh, it would be May 6th, not the 13th. I'm sorry. So, that's 3 weeks away. Um that meeting is
no longer scheduled to be a board meeting. That is the crisis planning. Oh, well, there we are. But, I do have a slight request. I'm sorry this segues into a completely different thing. We do have a couple bid openings. We have the Highway 41 improvements out of school modernization funds and we have the Timberlake High School field house bid opening that are happening really soon and we're able to get those signed. I was going to request I know that there's a couple executive session meetings coming up on the next couple of Wednesdays that I can add those really brief items to the beginning of that so that and we could bring that agreement at that time. We just with the tight turnaround on those bids, I just need to be able to get the them
in front of the board for approval if that's what they choose to do with them. Um so, if I have permission to do that, I can bring that agreement at that meeting. Would the board be in agreement with adding bids? I'm good. Yeah. I didn't realize the May 6th meeting got changed so I'm trying to work around the dates. We can always hold a meeting before Yeah, we can since we're going to be here. Let's maximize these. Yes, that's fine. Okay, so we do have a motion on the table. Nay. Is there no second? I will second. I'll second. I don't know if anybody had a problem. So, clarifying your motion is that you move to approve contingent upon the board's review of the appropriate agreements. Yes. And the plans and And the plans and
Just like we had with the one up at Timber Lake. Okay, all that information. And we have a second on that. So, all in favor say I. I. Any opposed? Hearing none, the motion carries. >> Thank you. You. Thank you. Moving on. I have a follow-up question. No. Oh, okay. All right, moving on to the discussion items. We have the 5-day uh school week calendar. I appreciated both layouts. What does it mean by revised parent working calendar? What is that? Why is it labeled that? So, I I believe you're welcome to speak to this too, Brooke. I believe that that just is the title because we had different versions of this um as we developed these drafts. So, I I think that that is just an internal title. Okay. Um I know that Brooke, uh
HR Director Cunningham, worked really hard on that parent document just to make it a little bit clearer exactly what to expect in terms of days off, what professional days we have. So. Um in in terms of the 5-day calendar that we're proposing for next year, it the board will notice it's very similar to what is currently in place. Mhm. Um so, in terms of days off, um like the November election days, uh in terms of end of quarter days, report card days, things like that, it's it's very very similar to what's what we're currently doing. Okay. And we are offering um Well, you have identified 22 hours or 3 days of staff development. Is that the same as professional development? It is. That language uh comes just from the coding that we have to use
whenever we submit our instructional minutes to the state. Okay. Um and so that's why you see just one of those days during the school year and two of them are before the school year starts. Okay. Um those days simply have to be identified so that we can count instructional minutes from PD for teachers as part of our instructional minutes that that we submit. >> So then would it be fair to say that we're only offering one professional development day? During the school year, yes. That's not good. Well, in in >> But I understand why it's there. I mean, why we are. That is something for the board's consideration in future years or this year if we want to have that conversation. That is one aspect of the four-day week that we we would have really
been able to take advantage of those Fridays for staff professional development. Um as we talked about in previous meetings, having one one PD day during the actual school year is is really difficult for us to maintain any sort of initiative or ongoing development of our staff. And so we have some creative ways that we can continue to do that. Um at this point the recommendation is to to to put a familiar calendar out there for people just because we want things to be stable. Um and we believe that we owe that to our community to not surprise anybody with that kind of Um but that is something that we would love to have a conversation about in the future. We need more professional development time. Okay. Yes, we do. I'm curious what the significance of
May 21st being a no no teachers, no students day. Thank you for We've had that for several years. That's basically uh it's just a no contract day we because there's a lot of state um events that occur and we end up having a lot of absences. That day we have high subs and sometimes we can't get enough subs for that just because of state competitions that are going on at that time. So it's just always been a non-contract day and we've been at our 190 and we've had appropriate student days as well. But this that has been a long-standing practice. I think you know, it's been more than 10 years that we've done that. Okay. Thank you, Brooke. And we did take care of the uh voting day also. Uh in November, yes. Yep, we
did not take care of any of the other election days, but we did take care of November 3rd. >> Okay. Actually February 21st until January 28th. Correct? Correct. Yeah. Yeah, so there is new legislation that will go into effect in about a year and a half that will require no school to be in session um on election days if schools are used as a polling place. Um so we're we're personally ahead of the curve there, which is great. Um but that new requirement that some of you may have read about or heard about is is not until 2028. So I take it we're looking at it right now so that we can be prepared. Mhm. Perfect. Absolutely. Well, we didn't like all of those people coming into the schools when the kiddos were there anyway.
No, I understand that. to the school environment on election days, so. No, I knew that. I just I never fully understood why we only chose one of the election days mhm um and now we're not going to be able to just pick one. We have to pick them all. Yeah, while we're on that, I would really like to contact the elections office for the county and just have a conversation with them about what facilities we're using anyway. Okay. Um, if, you know, in my mind, and forgive my ignorance if I'm missing some rules here, uh, we might be able to avoid this conflict altogether if the elections office feels like there are other facilities that might be just as appropriate or even better than some of our schools if we are going to have to
close school that day. That'd be good. That'd be really good. If they choose us, we don't have an option of saying no. I know that school Other facilities can say no, but schools cannot say no if they're approached and and requested to be a polling place. >> Well, possibly with the Jake taking lead on having the conversation before we're asked, maybe it'll be a consideration that we won't be considered. Which would be good. Well, if they do it in a year and a half, it doesn't matter what they say or respond. Yeah. We have still have to close school. >> to close school, so it doesn't it All right. So, it's probably better to get in the habit of it instead of, uh, Yeah, I would be curious to look at the other dates, too.
>> conversation to have, and I I expect that other school districts are going to be having that same conversation, too. And so, we we plan to participate in that. There's only two two election days in a year anyway now, May and November, cuz they took away the March and the March and August are the ones that they took took away, so. Any more discussion to be had on the 5-day school week? No? Okay. All right. Uh, I had my two trustee nomination of committee members. Uh, Mr. Massey and I were talking about the fact that, um, with respect to committees, um, the ebb and flow of participation is inconsistent at best and that it would be good if trustees could have like a nomination from their zone of someone that's willing to participate in the
committee so that we at least have a five-member committee um, such as for like policy What was the other committees we talked about? >> Long-range facilities planning. >> Long-range >> and strategic planning. Strategic planning. So that we have zone representation in each committee that is consistent and while other members can join the meeting and provide input etc. We would have the committee be of those five persons. Or six or seven, I mean, what not, but at least have a representation of each zone. What do you guys think about that? Fine. Okay. I mean, you guys can put it out there and see but that's why it always ends up being just so not everybody can make it every time. That's what we always ran into before. Right. >> Yeah, you can ask again. I mean,
things might change. >> But we do run into problems where, you know, when people come to a meeting simply because it they feel that um, whatever the content of the meeting is is going to affect only them or what not. It's not as consistent when everybody thinks they're part of the committee when they only show up once. So if you have actually a committee and then everybody else can come and provide their input and help got, you know, guide what's going on, but they're not necessarily the committee. To have the standard committee would be really helpful for productivity. Can Can I add a little bit of context to the conversation that we have? Um, the part of this is is we had some good discussion about how it would be good to clarify the purpose
of these committees, too. Like get get crystal clear about what do we expect out of long-range facilities planning? What do we expect out of strategic planning? What are the products? What are the deliverables? Um and then that in turn would inform the selection or invitation for these committee members, these standing committee members, in a way that would be in alliance with their expertise, too. Right. You know, so if we're talking about long-range facilities planning, we can be purposeful in inviting participants who have something to contribute uh to that specific facilities conversation. Yes. Yeah, I think we just modify everything we have and put it maybe give it its own spot on the website instead of, you know, all the other pages we created for the community, like the financials. And then that we have the
actually the community page that's there. Is that on the community page or wherever it is? Maybe we can just make that more separate and exact of which which represents what. Yeah, that would be good idea. And then everybody's, you know, they can just go there and read about it. >> It's clear. Yeah, right. Yep, that sounds good. Okay, so if you all could think about yourselves, um if you have any connections with your people, um or if people reach out to you about how can I help, it would be great to have I mean, you could potentially have three people, one on each committee, etc. But um Okay? And we'll just tab that for the next meeting just to kind of do a check-in on where we're at. Thanks, Don. Uh Uh the potential rotation
of directors at regular meetings. So, um we have we hear from facilities because we've asked for that, um asked for transportation. We do have other directors um that we're not hearing from. I wonder if the board feels that there's um if we should start hearing from all of the directors. Maybe not necessarily at every single meeting, but doing a rotation where we're being respectful of those that do have to get up at 3:00 or 4:00 in the morning for their roles, um but still giving input and uh participating at the director level with the board meetings. Yeah, you can I mean maybe like submit a report and then come to the following meeting if we have questions. If we don't I mean, I'm open for that. Having the directors submit reports. Yeah, a little write-up
being known instead of having to come every time or whatever. Yeah, that way we still are Well, and with respect to that, I know Jessica, you have provided information for food service and for technology. You've added that. >> Yeah, so they are providing those reports to me monthly. I'm currently including them in my financial report because the board has asked for our transportation director to come to the meetings. Hers has been separate. So, the request was just either a rotation or we can provide the report and if you needed them to come, I mean, I do my level best to answer all the questions for you as well. Well, I think it would be ideal if the reports weren't included in the financial reports. If they could be their stand-alones so that um we can
see this is technology's report, this is whatnot. Um cuz sometimes it can get lost in the shuffle. We can absolutely make that change. They're providing the information to me anyway. I'm just making sure it gets on the on the agenda. So, I just I was just seeking clarification on if they need to be in attendance or not. I think only if we have questions. I mean, that's the only as long as we have the information. Okay. Yeah, if it was in the email and say, "Hey, what about this?" and whatever. Yeah. >> least like So, then what I would recommend is that we have our, you know, once a month we're given the reports from the directors and that we would reach out on by Monday or when what's the meetings are Wednesday, so Tuesday
if the expectation would be for them to answer questions, we could have that director then present at the meeting. So, instead of having the meeting and then having them have to come back and all of that. >> Yeah. Okay. Yeah. And that includes all directors, not just the ones that are under Jessica's purview. Yes, as well. What other directors? Our federal programs director isn't always here, so Right. Yeah, and we >> Well, if we can get a report from the federal programs director, um technology director, food service director, so that we're just informed. >> Yeah, facilities, transportation, tech, uh food service, and then you would like them from federal programs as well. Yes, please. Okay. Any further discussion on the rotation of directors I think. So, so to clarify, Yeah. all of those directors are
submitting a report >> Yep. for our regular board meetings. >> Yes. Okay. And they will attend uh if possible at your request. Yes. If you have questions. Great. Okay. Cuz in preparing for the meeting if things come up, then we would you know, and and all fairness, it might be a Wednesday morning that you're like, "So, could we please have this director here?" Um but we'll try to do it by Tuesday. Okay. Yeah, and I would say that if they can't they can be here maybe for the special meeting. Yeah, just to do the follow-up. Yeah. Yeah, we've got to follow up. Yeah. Perfect. Thank you. Thank you. Then we have uh reading review of policy number 1410. Um this went through committee and uh four of the trustees were there. Rusty because or Rusty
Randy Randy, um I didn't want to send it out for parent approval until you had had a chance to review it and we had a chance to review it in board capacity. I think the two the two items of um where there's the regarding the evaluation or adoption of policies and the regarding recommendations for proposed actions, I think those two items could be brought together under under one heading. Uh let me open this. Under one heading that would be regarding recommendations brought forward by for the for board action. So, just encompassing, you know, whether it's a adoption of policies or proposed actions, it's just Okay. >> for board action. Um the superintendent will provide all relevant information gathered in the research in the research process, including but not limited to intentional communication um and then
information both in support and in opposition of the recommendation shall be provided to ensure trustees are able to make fully informed decisions to faithfully execute their duties. Um I think just that says what both of those say without Okay. Kind of. Can you forward uh what you've done to Sarah? >> And then I don't think that we need that this section below. Um that the the termination of the superintendent >> Can I Um we don't call out other items that they could be terminated for, so just calling out those specific things seems for lack of better word inappropriate. Okay. But I mean we could include items such as that uh maybe in the supe's contract, but not I don't think it needs to be in our in our policy. Or move it to sort of
smoosh it down, you know, not so so much verbage and move it to the actual superintendent um policy that's out there now. We're still trying to we're still trying to get together to get see if we can get a hold of all those policies. Um I I don't know what's happened to the all of them on the website, but they're missing and correct ones. In fact, today I found one that was this policy from 20 I cuz we've we've touched this policy several times. Yeah. And the last one I found out there was uh 2023, but then pieces of it were deleted, so and it wasn't named this, but it was in this directory that I found. Uh we were trying to find it. Um But yeah, I agree. Randy has a that's a good
idea that she has. Then when we all have time, we'll try and see if we can find it. Dig up the other ones, yeah, that are under the other profile. And Jake, you were present at that meeting. Did you have any um suggestions or uh input that wasn't received by the committee? I mean, we had we had a lot of discussion about it Right. >> in that meeting. Um you know, one There is some language in here that I think is inherently going to be a little bit confusing or subject to interpretation. Okay. For example, with the pros and cons, I mean, we presented and proposed multiple action items tonight. Mhm. Um that frankly I'm not sure how I could have prepared a pros and cons list for you. Um it and so I I
I think that there is definitely some room in here for I worry that there is a lot of room frankly for misinterpretation. Okay. Um and I know that there's a clause in there that I appreciate that the student the students um the Board of Trustees and the Superintendent will approach their relationship in good faith. Right. >> fantastic. Yeah. Um I think that's common sense and we we should do that. Um but as I'm settling into this, I I definitely see that I I want to do this job. I want to meet the board's expectations as well. And unless we get very specific, just like with those committees, there's going to be room for misinterpretation. Right. Yeah, agreed. And I think those um when I think about it, I think the like the pros and cons
that Laney brought up, I'm thinking of the 4-day school week. The you know, anything where there's a variety of feedback, the transfer, you know, read the rezoning that we need to do because we just learned whatever that other piece of legislation was about bonds or something that I mean basically in effect we're going to have to do that one way or the other, you know, but having both sides and all the information, you know, what That's how I see it. The community involvement things I think is a lot of times where we don't get the full picture. You know, although there were some I had committee members that were on the um the rezoning committee. Yeah, they uh realized just listening to us talk that we didn't have information >> We We did get it,
but we got it after the fact. Um So I think it's those kind of things. So maybe we can think of verbage to, you know, community action type things or you know, that involve the You know, like the the building, I don't see any pros or cons there. I mean it's all pros, you know. Sure, we we don't we don't want to we don't Right, exactly. Or Well, that's why I said in the research process. Like if you're doing an you know, if you're researching an initiative like the 4-day school week or whatever then we need both sides of that story and I know that surveys are important and I know that the voice is important. I I fully agree with that, but that's not the only right. That's not the only data I want
to see. Um I want to see comparisons from districts that have done it, you know. Show Don't just tell me that it's good and that they they they like it. I want to see why it's better for students. I want to see test scores, comparisons of school districts that have gone to, you know, that that's just that that would be I guess that's my Yeah, okay. ask for providing deeper, better, fuller, more comprehensive information. That is surface. Yeah. I Yeah, I I can appreciate that. Um you know, this this is one of those things where like with the the zone change example, you know, I I I believe that that's just common sense that we are going to provide to what what we understand to be the pros and cons to and so I wasn't
aware that we we have missed any information on the surveys. I I'm sorry to hear that. >> Well, it's not a reflection on that. I was just using that as an example. It's I mean we're we're beyond that. So, we just need to come up with a term that whenever that project or research or whatever into these changes you know, that we have that we have a full picture and I don't know what that is. So, I obviously we need to come back to this policy and put our heads together and figure it figure it out or figure out where it goes. Maybe it goes somewhere else and it doesn't go in here, you know. Or it goes in here very minimal and then, you know, maybe somewhere else it's further explained. I don't I
don't know. Cuz I know that we have done that before in other policies, you know, procedural you know, here's the procedure. Like we when we implemented the ability for anybody to come talk to the board at any time about anything, then we implemented procedural things and tried to, you know, figure out you know, what kind of talking, you know, can you make presentation? Yes, just make sure we have the the slides or whatever they're going to use, you know. So, maybe that's something like this too that goes just needs a an accompanying document that explains the intent. Sort of like when you create a a law, you have to always give the intent, the fiscal impact, you know, it's the same kind of thing when the board's making a decision. I I would think they
would do the same information. And this is just a discussion. So, it looks like we need to just uh it needs to be looked at some more to change those things that Randy suggested and see um what we can come up to help Jake's um suggestions. Yeah, we had a pretty good we had uh superintendents with teachers, we had uh I was really happy to see everybody that showed up cuz they all had a varying role and in districts, you know. >> Right. So, we got all the input from everybody and how they interpreted it. So, it was good. I don't have anything else on that. Looks like we just need to Any further discussion on this? So, Randy, you sent your recommendations to Sarah Craft, right? >> Yeah. And then we'll just bring it
back with the understanding of what we need to brainstorm and re- refigure. Okay. Sounds perfect. All right, we have the dates to remember. We have the IBB IBB workshop on the 20th. Uh we have our executive session on the 22nd, the facility levy town hall on the 23rd. Um potentially policy committee on the 27th. Then we have executive session again on the 29th. Uh IBB on the workshop on May 4th. The crisis plan workshop on May 6th. Policy committee on May 11th. And the regular board meeting on May 20th. Can I add, I'm sorry. We did have an an additional workshop levy that was added at 5:00 on 4/20 with the IBB workshop taking place at 6:00 p.m. Oh, thank you. Yes. You're right. I just, you know. I think it's on our calendar, huh?
It is. Yeah, okay. Just didn't make it to the agenda. No. Okay. Um do we have any input uh for future agenda items from anyone? Mm-mm. No. Uh just discussion on everything that we learned um I think we have all of my notes. Yeah, all of my notes and then just a discussion item for the legislative workshop. Okay. That would be it. Yeah, we we need to do that. So, would it be beneficial No, it wouldn't. Um No. I don't know that we want to wait until May 20th to do that. Um but I also do not want to take away from the IBB workshop. UM COULD WE POSSIBLY add that to April 22nd? Yeah, I'm fine with that. Okay. Adding the legislative workshop >> review to April >> April 22nd, yeah. Would that work
for you? Yeah, I was just going to ask if you wanted us to prepare information so I typically bring all of the statutes that the state considered this year and the impact on education that was going to be something I brought to the main meeting, but I can try and get it done for next week. Well, you don't Yeah, that's I was just going to share my my notes, my pages of notes. I wasn't going to go into all thousand 800 and some odd uh bills that luckily didn't pass. But there's definitely some huge things in there that did get really affected. So, if you want to prepare something and we can have >> over it together. Well, I was just going to say Jake could help fill in any holes. I mean, just so
that y'all aren't having to get exhausted. All right. So, on that note, I do need a motion to enter into executive session pursuant to Idaho Code 74-206-1B. So moved. Second. So, we have a motion and a second. We need a roll call vote. Trustee Bain? Yes. Trustee Broadhead? Yes. Trustee Thompson? Yes. Trustee Quimby? Yes. Trustee Grierson? Yes. And that It is 7:35. We're going into executive session. We will take a 5-minute recess. All right. So, we've come out of executive session. It is now 9:19. I will entertain any motions at this time. I don't think we have any motions. Well, I move that we place the clerk on uh full-time permanent placement status. Thank you. Uh and uh make sure uh uh, pay reflects that. Second. We have a motion and a second. All in
favor say I. I. Any opposed? Hearing none, the motion carries. On that, we will go ahead and adjourn. It is 9:19.
