or offense listed in njsa njsa18a congratulations roll call mrs casolino mr gorgulo here mr matthews here mrs o'sullivan president mrs patton president mrs thomann this is ben the tully here mr amoroso mrs lambert here we have a quorum okay i'd like a motion to approve the regular meeting minutes from july 26 2022. all in favor say aye aye any abstentions nope i'd like a motion to approve the executive session meeting minutes from july 26 2022. second all in favor say aye hi i don't think any abstentions i'd like to thank everybody for coming out this evening mid-summer i give you a lot of credit for being here um for those of you that were not at our last meeting we interviewed four candidates for the board of education and i just want to thank those
candidates publicly that was renata brand faith edwards catherine seleucio and mike matthews for multiple reasons mike was chosen to be our new board member who will remain in the seat until december 31st the board of education election in november will determine who takes the c permanently come january all candidates were strong had diverse backgrounds and could have brought a lot to the board if any candidate who interviewed is interested in knowing uh at least what we discussed an executive session from an individual board member you can always feel free to reach out they could speak for themselves but they can't speak to executive session but again i wanted to thank everybody who applied because it shows an investment and an interest in our school district and a constant fight for our kids so i appreciate
the interest as does everybody on the board and we hope you stay interested and keep interested keep fighting for our kids so again i wanted to thank you so i will move um right on to yeah we don't see it on here okay yes but i was going to move right on to administrative report that you may not see on the agenda um but we will have one nonetheless good evening a few things to share first our extended school year program has concluded i would like to thank our program administrator sharon timmons for running a successful program and to our staff who worked during extended school year for the six weeks thank you for your hard work and dedication and of course to our students who participated in the program and their parents thank you
for your support and for working so hard uh in those summer months they did conclude unfortunately i wasn't able to i was unable to attend but i know dr bertha or mrs montgomery and i think mrs casolino ms venatoli attended an event for parents to highlight the achievements of the students who participated in esy and that was successful and well attended so thank you parents who attended and for the board members who attended um we did notice and sent an email to staff and two parents the freehold patch incorrectly published our first day of school the first day of school for students is wednesday september 7th and that's important to remember because i do know some of our surrounding districts have a different first day of school so it is important to remember that for
us the first day is wednesday september 7th i did want to share an achievement of one of our staff members a our school nurse here at eclc miss mattis she achieved gold level status and the hot shots for tots immunization program this is not connected to covet immunization this is connected to school age immunizing school age children and having them immunized in time for school and put in the supports for parents and the procedures in place to achieve gold level status um so congratulations to her congratulations let's see we are aware and did receive um go ahead oh summer band has concluded uh we'd like to thank dan crawford who is extremely dedicated to uh not only our district his band students and the families um but the band program he is very humble and
is just thrilled that we provided him the opportunity to be able to run this program we are the ones that are indebted to him for pitching it relentlessly um he did drive a bus at the end of uh throughout last school year for us after barcelo dismissed he drove a barcala run taught then when barclay dismissed he did three bus runs afterwards so um he did run the summer band program and it was very well attended it concluded with two concerts the first one for students who participated in the first three weeks those were our experienced band students and the last three weeks were the students who had not touched an instrument before or students who were trying a new instrument he had a couple of students who attended the first three weeks and then
decided they wanted to try a new instrument and come back for the next three weeks the parent feedback was amazing we attended the concert the it didn't seem like your traditional first year instrumental student concert it was very well done so we um while he's indebted to us for allowing him to do it we have the gratitude to him for doing it and i know our students and our parents of the students who attended are very appreciative um we are aware and it's been shared from the governor's office the executive order eliminating the requirement for testing of staff members who are unvaccinated we have not received um anything from the department of education however it's clear in the executive order that the testing of staff weren't vaccinated and in that same executive order included volunteers
it is our intent to not start the school year with those in place either so while we haven't received anything from the department of event as of yet it is our intent when we start the school year to not require um regular staff testing nor volunteers to be tested or show proof of a negative cova test prior to coming into our schools uh along our other um procedures relative to kovid dr breath our mrs king our head nurse and i are going to be meeting at the end of this week we already met once we're going to meet to finalize i will tell you our intent is to minimize the procedures that we had in place at the end of last school year so we will publish those as soon as they are ready subsequently
we will need to look at our policies that govern uh kovid i reached out to strauss esme letting them know i recognized it's hot off the press the executive order but looking for some guidance or whether they plan to issue guidance at their level otherwise we'll have to initiate the changes you know ourselves um our enrollment we are receiving a significant number of new registrations more than we do uh in a regular summer i um worked with mr devita for his projection into how we typically determine our gain or loss of students at this point we are it looks like preliminarily we lost less than half of what we anticipated to lose in other words if we well that's not true we lost but we gained students and losing meaning they graduated eighth grade and
our kindergarten incoming class is smaller but we have enough registrations across k-8 that um we are less than half reduced in enrollment than we projected to be um we are still working on staffing i'm sure we've heard for years in new jersey that there's a staffing shortage we have not in new jersey seen that it started a few years ago with high school and middle school specialty areas especially special education subject-specific certifications it's now down to every level of education in new jersey elementary at this point we are in extreme need of art and spanish so if anybody knows of anybody certified in art or spanish we do need those positions um we have no candidates at this point for those two positions um so the spanish is k5 art is a full year in
middle school between two different positions and the other our position is in elementary half year position at this point so there's two art positions that we need and that is all that i have were you going to discuss in curriculum the timing of the voting or should i just address that now you can you can address it yeah okay yeah um so well as you know this summer is when our curriculum writing teams write all the new curriculum that we as a board typically vote on at the end of august and most of the curriculum will be voted on by this board at the end of august we made a decision this week and i'm saying this for the other board members who are not aware either um in speaking with ms montgomery who is
not here tonight she presented the new curricula to her committee today right they had they had uh a virtual yeah right it's not final but it's a status and where all the new curricula would be today so therefore the public um presentation by ms montgomery to the to the public is not going to happen until august 30th and typically because that's our next board meeting the board would vote that evening that did not allow enough time for feedback from board members staff members or members of the public this board promised the public complete transparency and an opportunity to give feedback so therefore we will not be voting on the health and pe portions of the curricula till the first meeting in september september 13th so i just wanted to be upfront about that to let
you know because we wanted to allow um ms montgomery to give her presentation on august 30th and give time for staff parents and board members to completely digest the presentation so if somebody did have an issue or feedback as we promised in the roundtables they had the opportunity to do that prior to this board voting on it at any point in time which would then be pushed to september 13th so just to be clear some of the few questions that did come forth from that are how are we beginning the school year uh if we didn't vote on a specific item of curriculum and the way that works is that a the previous curriculum stays in place so the previous curriculum will stay in place until any new curriculum is voted on and that's just
procedure for all subjects and um most of the items of change in the new curriculum would not be introduced in the first month or even two of school um so we it gives us the time to make sure we do it properly and everybody understands what they're doing so i ask for your patience in allowing uh the vote to be pushed from the end of august to september 13th because i know people were expecting it then and i wanted to explain the rationale why i thought we should if anybody disagrees or wants to weigh in feel free no i think that's great and the presentation today and unfortunately for miss montgomery we weren't up against a board meeting so it was extremely comprehensive lots of questions from neil well mary and i and also neil
had some questions oh sorry i was just talking about our committee meeting today the one on the bottom sorry thanks mary screen it's fine he just changed the batteries sorry thank you anyway sorry i don't mean to interject here but um the presentation in draft form extremely comprehensive it's going to cover so much unfortunately for miss montgomery i was saying she was she wasn't up against a board meeting time so for our committee meeting it was able to go on we had many questions she's already proactively responding to parent questions and as things have come up also you as you're aware we've had the community roundtable so that whole process of transparency is already taking place but i i think i'm i'm comfortable with holding it till then for feedback or questions i don't know
how everybody else feels i'd rather have the extra time i just said i agree i'd rather give the extra time you know like you said to be get the presentation and to vote the same night you know is a little quick the alternative could have been that dr broth however mr dickstein would have done the presentation on miss montgomery's behalf this evening and i just didn't think that did justice to all the work that's been put in or where she's at and even though the curriculum writing teams are done perhaps writing a certain portion of the curricula just so the public is aware even after all that there's various resources that are available to the teachers to use when they actually teach curriculum and every resource that they use needs to be vetted and ms
miss montgomery's not done and her office is not done completely vetting every single resource so until all that was done and it was a complete package we felt it fair just to let her do her presentation on the 30th like i said and pushed the vote until september 13th it doesn't affect the beginning of school it doesn't affect teaching and learning um the only thing it does is give people additional time to wrap their head around every change understand it and get comfortable with it so if there's any questions regarding that you can feel free to email me but with that i will move on to the public participation portion of our agenda we allow public participation twice during our meetings this first opportunity for public participation is if you'd like to address the board
on an item that is on the agenda this evening so if you'd like to address the board state your name and address or write your name and address on the sign in sheet and state your name for the record statements are limited to three minutes and should not be abusive obscene or defamatory my name is renata brand so i have a question not question but a couple of statements about the community roundtable questions that were issued that were published in the emails i looked at them and i and i felt that there was a pattern developing so i made a spreadsheet of all the questions and answers and it comes out that there's 44 questions and of those questions 24 related to parental review or input to the curriculum 14 related to teacher or staff
training so that added up to 38 out of the 44 questions that shows concern in a very narrow mat subject that's about over 85 percent actually and the questions generally were how the curriculum would be developed who would do it how family values are reflected when parents could review teacher training who determines age appropriate sexual content now i found a recurring answer from your board also because it was all laid out and the panel basically answered 22 times out of 44 that the stand the 2020 new jersey learning standards would handle the situation so it looks like you're not taking the parental concerns into your decision making process because you're you're basically copying out and using the new jersey standards as your answer for over half the times but there are other ways to handle
it because even though the same learnings the same learning standards allow the local district authority to change amend or modify them they're not written in stones and this has been discussed other times too so why do i say this because there are school boards in new jersey that are using opt-in instead of opt out so if a parent wants their child to be exposed to the 2020 standards that may be offensive to their family values to their personal beliefs they can opt into it and everybody else doesn't have to be exposed to it because opting out a lot of parents don't even pay attention and they accidentally have their child sitting in a classroom in a situation that involves yes because i i i can respond to you already i'm not asking yet i am
not asking it okay go ahead so the that there accidentally exposed to a situation that does not meet their personal beliefs okay but that is something that i'm asking you and i've asked you before well maybe not the opt-in but i've asked the board to reconsider these 20 20 learning standards but the best one in my opinion is the sussex wontog regional board of education that has unanimously refused to implement the whole standard well i guess the health part and here's a copy i have i made a copy for everyone in the board so you guys can all read them over and copy and in that you can see that they're viewing their view because it offended uh the parental uh credit your parental uh dis rights and in the sense of children so i
wish that you guys would consider it and look at it and think about it it's something that parents obviously fought was it 38 out of 48 quests 44 questions we're concerned about thank you can you just handle it i think i will the presentation will address a lot of your a lot of what you mentioned renata and i i i do want to mention one thing also opt-in versus opt-out regardless of how people feel about it it you know individually opt out has always been the law so that is what has always been done in this district opt out and through the years procedures have been put in place certain protocol on how opt out should be work and over time those procedures changed when you realized perhaps it wasn't being done as well as
it should have been done or oops the district had a mistake made so again a new protocol was put in place and a different protocol so one thing i will say regardless of how anybody feels our opt out protocol and procedures has been tried and true i personally i'm saying this as as one board member i'm not speaking for the board would not i am a fan of opt-in i am not a fan of a district this size implementing an opt-in procedure the first year it implements a brand new curriculum because you're you don't know where your mistakes could be and what can happen in that so that's just me speaking for myself i i'd let you know how i feel about that but um everything that you brought up will be addressed by miss
montgomery's um presentation i also want to add about the questions that were gathered from the round table just so everybody is clear we did not limit the number of questions any one individual could submit so if you were one person and you had 10 questions 10 you had 10 questions that go on the sheet also the flip side of that is if two people submitted very similar questions it may only be reflected as one question so the statistics and the math of that may not work that may not mean the same thing if if that makes any sense michelle and also when they were grouped together if they were similar they're going to get a similar answer like we didn't want to just dismiss questions and because they were in the same you know topic
area so the questions were all listed but they could have similar answers to them because it fell under the same okay we might see a couple of references to the same source okay and the presentation that you guys got today is the same that um will be presented on the 30th do you know it will be similar she had still said that she might make modifications some of what you said like going through the resources and making sure because we felt like especially the first year of a new curriculum like giving our our staff like more direction in terms of these are these are good sources to deliver this content right was very important um so a little less autonomy and yeah a little a little bit more direction yeah um and also the the
the concerns in the community we're trying to and i think mrs montgomery's goal also is to try to be as clear and transparent as possible so people can make informed decisions about how they want to handle it in their families and and in whether they want to opt their kid out whether they want to have a pre-discussion with their child whether they want to have a discussion after the curriculum so that parents have the tools to kind of make those decisions for themselves okay understood so so if there are any board members who would like to start discussing with the curriculum committee reach out to each other and as in if not i guess you know to miss montgomery as well and we'll see what happens on august 30th um would anybody else like to
address the board at this time okay move on to personnel meg you were not here so carrie can present the committee piece committee meeting piece if you like and then you can remove the rest of the agenda meg yes apologies i had i got caught up in a work presentation it's fine um the sorry not the committee the personnel committee did meet this evening in attendance was myself mrs lambert dr brethauer and we had a cameo by mr dickstein for a little while um he uh uh all we really did was discuss the agenda items i'll hand it off okay um i'd like to move the following items retirement as listed resignations as listed new employment as listed if anybody's here we'd like to welcome you to our district leaves of absence as listed change
of salary a change of assignment salary adjustments as listed change of assignments as listed lunchroom assistant salaries as listed transportation salaries as listed district honoraria as listed pto honoraria as listed district mentors as listed translator interpreter as listed summer esl evaluations as listed summer iep meetings as listed curriculum committee as listed additional compensation transfer of assignment slash room as listed certified substitutes as listed and non-certified substitutes as listed does anybody have any questions i would like to [Music] express our congratulations to christine mckim on behalf of the board christine has been in this district for 36 years and will retire effective october 31st that is a lot of years she was raised in freehold gave much of her life to the freehold township schools i'm going to let mr dixteen say a few words and
i'm sure prior to her official retirement date of october 31st we will honor her more efficiently but we just wanted to thank her at this point for her years of service for sure sorry christine was a student in the district she and her family went through the schools she has contributed a great deal to the um knowledge that all of us as administrators our staff have in the delivery of instruction particularly in reading and writing she has worked many years in providing professional development working with our colleagues through coaching and developing curriculum to support their growth in the areas of language arts reading and writing as a colleague christine is a friend she's a mentor to others and i will say more when it gets closer to her time of retirement but um she will
be missed in the district thank you okay are there any other questions can i have a second vocal mrs causalino mr gargiulo mr matthews yes mrs o'sullivan yes mrs patton yes mrs thomann yes has been the tully yeah mrs lambert yes motion carries curriculum and policy miss patton good evening thank you madam president um the freehold township board of ed curriculum committee met earlier today um it was a virtual meeting that took place at 10 a.m present were myself miss casolino mr gargiulo mrs montgomery and mr dickstein discussed were all items on the agenda the first reading policies and regulation that are on this evening's agenda the second reading of policies and regulation that are on this evening's agenda the grade 3 word study general conversation about any updates to curriculum and we previewed as
was discussed earlier the comprehensive health and phys ed curriculum which will be presented at the next board meeting mrs montgomery entertained our many questions and is proactively looking to inform all at the next meeting so i'd like to move the following items item 3 course reimbursement item 4 course reimbursement leaders to leaders as listed item 5 first reading of policies and regulations for every student succeeds act student journalism and the re the regulation for student discipline code of conduct second item six second reading of policies and regulation policies quorum the harassment intimidation intimidation and bullying policy the care of school property policy and its related regulation item 7 student teacher practicum observation placements item 8 update to student teacher practicum observation placement any questions have a second finance facilities and transportation mr solvent we met
today as a small committee myself mr davida and mrs miss williams allie williams um we discussed the moesc transportation costs um which are very high due to some of the special education out of district transportation we were trying to use a driver and an aide to transport two students to the monmouth county private school to save over a hundred and fifty thousand dollars uh the facility walk through the board needs to select the date for a facility walk through before school opens uh transportation and property service staffing we discuss our needs in these two departments we're one driver short due to an unannounced resignation at the end of june and we also have a difficulty a difficult time finding a new hvac tech we also discussed the items on the agenda so i'd like to
go to number three the certifications as listed number four secretary and treasury report as listed bills and claims thank you miss lambert for reviewing the bills and claims which was uh for two million four hundred and thirty five thousand nine hundred and ten dollars and eleven cents number six travel and related expenses as listed seven travel and related expenses update as listed number eight transfers as listed nine transfer ratify as listed number 10 donations as listed number 11 honoraria to the the applegate elementary school as listed number 12 the toilet room facilities as listed number 13 the out of district contracts as listed number 14 lease purchase 22-23 as listed 15 consultants as listed 16 disposals as listed 17 approved contract with the safely and son general contractors incorporated as listed 18 approved contract with
the cdw government incorporated as listed 19 the renewal of competitive contracts for renaissance learning incorporated as listed 20 the renewal of competitive contract for linkit as listed number 21 the esib payments as listed 22 shared services agreement for special law enforcement officers class 2 and 3 as listed homebound instruction services revised as listed homebound instruction services as listed and that is it any questions or concerns um i know that hbac tech you could look up the posting if there's a posting but what are the qual just for the public this is what are the qualifications that you're looking for you have some sort of licensing there's a whole slew of licenses that you could have okay for someone who's got experience we prefer commercial experience but i think we're at the point now where we're
gonna consider uh president trump okay so mr williams nature was on indeed and she posted some of the votech schools and both will find somebody okay there's a lot of work there's a lot of construction work out there right now as you probably are aware of and so i think the people in like the union jobs aren't going to leave what they're doing now to come work for us okay well we will fill it otherwise we have enough funds if we have to bring an outside contractor in to get us caught up if we fall behind we'll take a look to do that for a while okay all right i just had a couple questions um number 12 the toilet room facilities yep why are we taking the toilets out of the clothes they're not
out they don't have that oh okay so when this building was originally designed downstairs eclc it was a k5 gotcha and not every room's got a bathroom so you have to apply for a wave every year and this classroom that we're doing this for last year was two ot rooms ot and pt rooms and we took the wall down and combined them and i forgot back in june when we did the motions to add this room to it okay up the hallway and then use the meg i asked this i tortured by by asking this question every year and bob has looked into what the cost would be and it's exorbitant okay so our staff makes it work and we get the waiver but every year i yeah unfortunately glad you asked this year so
i didn't have to ask these at the end of the building you can't cut it it's my turn you can't build over because that's where the sewer pipe is and you don't want to put a facility on top of your pipe so yeah we have it it's fine it works they've been doing this ever since the ec was over yeah my house is 150 years old so i understand these challenges very well um my other question was um can you just talk a little bit um because i know there's been so much uh you know discussion in the community about getting additional uh law enforcement in the school so can we just talk about exactly what the shared service agreement is going to do for us so that the public is aware yeah this is
identical to the same shared service agreement we've had in place now for the last four years we're just renewing the only thing that's different now is the cost and the appendix that's there i think we originally started paying 30 an hour four years ago now it's 35 and the cost of all the equipment including their um the vehicles that they get has gone up over the last four years with inflation so that's the only difference be able to get more so so as a follow-up we um were backfilling the we had um originally budgeted for four but we lost an officer so they are in the processing of onboarding a fourth officer so right now we should be able to have a one officer to two building ratio throughout the district and then we talked
about additional staffing in the meantime because we have to work um with the township obviously they have to budget on their january cycle we budget on a july cycle you know what it looks like to add more officers but we talked about adding more hours so that our freehold township officers could pick up um time to be present in the buildings more regularly so with four officers though correct me if i'm wrong but that that seems that we will have one on every single campus then right one on every campus so i ideally the right eisenhower katina campus ticket eclc and then sharing an officer between two elementary schools on the daily right so we will have better coverage and we actually had i believe two applicants the chief was saying so that's a very
powerful you know very wonderful thing that we have two applicants and the thirty five dollars uh we had to do that to be competitive the surrounding districts are now offering thirty five dollars so i understand we're doing the same yep and the extra hours would be um regular real township police officers just picking up like say overtime hours correct so we are going to figure out um you know a schedule that works for all of us as we find the need um i don't want to i we just don't want to throw you know officers at it we want to have a good evaluation we want the officers that are working right now as our um class 3 officers to really evaluate the need and then sort of help inform that so if we know
there are pockets of time that you know then we post for those positions for them to pick up over time there's a cost obviously that's more than hiring another officer but it would allow us to target specific times of the day um where we might have concerns and just to reiterate i think mr david did say that it is continuing to be a shared cost the district pace 50 percent and the township pays 50 percent but as i was also going to ask dr barthel can you share also since we're talking about safety the exercises that the police department will be doing in our buildings to yes our um freehold township police is amazing i think i've met with them multiple times in the last couple of weeks talk to them pretty regularly so a
couple of things we are working to provide and use our buildings as training facilities for the freehold township police that's going to begin on one of the staff days of school at one of our middle schools when staff only are present so we're going to start with our first training of all of our offer officers on our columbus day holiday in october they'll be using another school and and hosting their department-wide training and then we made a decision that every time every month will be a different school so there's a regular routine training in each of our schools of our freehold township officers the layout you know um you know what their strategies are all of those protocols um but we thought it was a really good idea to really train on site in our
buildings all of these trainings um are aligned with our law as you know that we we are not allowed to simulate um any sort of like live action event right that is deemed uh not trauma-informed so um the police are aware with this and on board so our training will focus on um empty buildings this year with the exception of the opening day practice that will involve the one of our staffs building staffs which they will know prior to but i don't want to share that at this time because they don't know anything just yet the other thing is that the prosecutor's office has done a really nice job of communicating with local police departments about internet safety and social media safety and they put together an entire i don't want to say curriculum but
um an awesome presentation to be delivered to our kiddos and then a complimentary parent evening event so we're talking um about targeting particularly our middle school kids in october for uh school violence and safety awareness week um to bring the officers in our juvenile detectives and um to really talk through some really important it's it's i don't think it's um any news to any of us sitting here but uh it's it's a little shocking like some of the most recent data um and and the things that children are engaging themselves in so it's sort of a you know a tough tough presentation but tom informed it's all good um and then we'll we will invite all district parents to come um they do like want to keep the numbers at no more than a couple
of hundred so based on our response we will offer as many nights as we need to accommodate all the parents but they feel like parents need to be able to ask questions have conversations and really ask the officers the detectives some some hard questions um and they don't want a room full of a thousand people to detract from those conversations um so as soon as we have those dates i have all the materials i'm going to review them obviously miss montgomery mr dickstein make you know making sure that it's a developmentally appropriate um presentation for kids and it's also engaging you know um it has to you can't it can't be just an hour of them listening right so we we're going to make sure that we have the educator lens but we're appreciative of
the prosecutor's office um who provided all these amazing resources to our free real township police and so we'll have that coming up soon all good stuff yeah great i'm just sorry so many questions about the safety but um so i love the idea that the officers are going to be going into the empty buildings will they over the course of the of the year will they be able to get into all of the buildings individually like i know they have a map in there they have a map of all but having that um you know firsthand knowledge and experience of the buildings and where everything is and where all the doors are from the inside i think is so important so like over the course of the year will they be in all of the
buildings at one time or another yes or can we make that happen yes we've already scheduled the whole year so every building is covered awesome um and some of the days fall on in service days so they actually will be in the building at the same time some staff members will be doing um pd but they won't be engaging in any of their action uh drills until after the staff leave for the day so we're trying to be very mindful and not and balance right between uh being in the building seeing like what really lives there um and and yes getting to know the doors getting to which they do but a regular we want a regular occurrence like we talked about um memorializing this instead of doing a one time a year event you
know we should be regularly you know and they do stop by and they do walk through um but they have a lot of new officers they're also hiring new officers you know constantly i think we're down six or seven right now um so we want everybody to be comfortable because obviously the layout of applegate is very different than the layout of west freehold right if you've ever you know been at ericsson very different layout than katina um so we do pay for a crg map um which is a a very up-to-date map of our facilities and it is um gridded the way the army uses like an a2 system right they grid so we all of our um the police department's electronics they all have access to it we all as administrators have access to
it so in case of an emergency we're all speaking the same language we're not talking about you know room 12 you know we could say a2 is the spot right so we're working on the same grid so we pay for that annually um and just so you know as an ongoing you know with our technology department we are um going we're upgrading our cameras and our camera software and our cameras um the software we're gonna move to an internet beast model right now it's a host on its own server it's quirky but we're going to move to a more functional and reliable system for all of us including the police to be able to access live camera feeds at all times we're also going to be upgrading our software our badge software um we are
we have a a lot of good good things um going on so um it's a slow process but we're we're on top of it all right tonight's agenda which is connected to safety is the least purchase for the buses to have more reliable communication at their radios yes are the cameras on the buses gonna be not it's a different system than our cameras here i just remember last year there were a few that were not operational so are we going to be good are those going to be good i mean the radios once we know that they're not operationally replaced because you can't hear in certain parts of the town the communication is pretty poor but the just but once we know that there's a bus that has a camera that's not operating we we
fix it yeah right it doesn't stay broken the difference is that footage is housed locally like on the bus you have to physically pull the drive to review it because it lives there whereas in our district everything's wired so it's all pumping into i'm trying to do like a layman's right because i have the layman's view right it's all pumping into a place where we can go and see it um and what's nice is like i said this system we have now is a little glitchy um and sometimes you know this other system that we're moving to and you'll see that either on the next agenda or in september there'll be a we're moving to an upgraded server which will allow us to archive more days right now we can archive a couple of weeks
and then it records over it's going to be able to expand the amount of saveability so to speak of how many days we can save before it rewrites um and it will allow you know any time on saturday if you know looking for something to watch instead of netflix can log in and see what's happening in the you know applegate corridor so that you know as a principal i joke but someone come and get calls saturday at nine o'clock that an alarm went off or something went off so the custodian's getting the call and so is the principal i want to be able to pull the camera in real time right while the police are on route i want to see what's happening um so it'll really change the game for us uh to be
able to have that live feed um and we're and obviously we will be adding cameras also in in this central office wing as well and i'm sure like when you implement those that new technology that you can access these cameras remotely you guys will address any security concerns about anybody from the outside being able to get in excellent yes so we're constantly um aware of um and privy to all the ways that we're vulnerable and that's obviously a huge component is how protected so obviously not anybody can see what's happening at any time um it'll be password protected but um our same you know dual factor and and those sorts of things will be in place um or even have access to those building maps like those the building maps are also a secure document
so it's administrators with specific access and the police department we we don't post maps we don't put maps out there um you're not going to find a school map anywhere on the website you shouldn't be able to um so there there are a lot of things that you know we do that we can't publicize because it would compromise the safety of our staff and students and it's all about not doing that understood quick question sure going back to the officers for a minute and i know i've mentioned this before but i i'd like i like having officers in the school but i do have minor concerns when it comes to our special education and behavioral children that the officers are aware that you know behaviors and so forth are not necessarily you know um combative
behavior you know that you know you know like poac blue ridge they all do these training of police officers have we thought about doing something with our school resource officers that would explain special ed population you know if you have a child with a behavioral disorder having an incident in school um you know an autistic child who doesn't communicate like i just have concerns there that you know our sros are as informed as they could be about the population because we as a district keep so many of our kids in district that we do have things that they may not have seen in other schools and and so forth that i just want to make sure that they're aware of you know our special population and how to deal with them appropriately from a local
standpoint we should be providing that training so that's something that robin and elena should it should be building specific to the programs that are at the building i know one of my colleagues my school safety colleagues in howell they had piloted the use of like a sticker and they started to realize that as you know students move throughout the building and what you should there should be a sticker on every window right because you don't really know who's in that classroom right you should always be cautious in you know the receiving end and whether you're special at or not you don't know what trauma a student has been through right so you might be responding in a typical way it's not typical at all so um along those lines i think our school our class
three officers get to know our kids and get to know our schools and what's most important is when when an officer reports right the class iii officer should be informing the officer who's not here regularly right so if real towns are police officers are working all the time sometimes they have to show up and maybe do something on the building it would be the class three officer that's really going to be the liaison and say look just so you know right as they arrive or on their way on the radio the special class programs but there's some concerns but right so our class iii officers while they don't take direction from us right they report to the chief of police they work with us that's why we have this agreement that bob referenced that they
walk our walk and they they learn about us and our kids and that's why they're here they're they are hired to be our officers they have no jurisdiction outside of any campus right they can't walk out of here and go and you know start pulling people over that's not they're they're they are specifically hired to be school officers so that's what they do and and we feel that part of their job and they do a really nice job um the kids really get to know the officers right and that's part of it is that they should see the officer as someone that is a is another uh trusting adult right we train the kids that you should always have a trusting adult who you can talk to or go to or share um and the
officers also are trusting adults so with that we have to do our due diligence like we do with our staff um to understand that you you don't know necessarily who's on the receiving end of your messaging yeah that's all i just want to make sure that you know that's an excellent question you have different populations in different buildings and so forth that you know one behavior from one child may not be the same way you react to behavior and know that there's no um disciplining of students or i want to be clear you know the administrators are are in charge of their buildings right that's that's their job and so the officers are working in coordination with them there's no disciplining that's happening outside of those lines right um so everything should be coordinated through
the administrators through the counselors um well there's always our staff members are always present when they're if a class 3 officer is interacting with the child so they can besides the training which would be valuable i agree they also though are always there's always a staff member with the child too and they're pretty good at taking that that feedback i yeah you know the training i think is appropriate you know like you said even new officers coming into the building on overtime because we do such a good job of keeping so many of our kids in district that you see things here that aren't seen in a lot of other places since you said that i'll also just chime in that we have less than 10 children out of district this year it's the lowest
we've ever had wow yes i just want to give a shout out to pat yeager because we're getting new radios for years she dealt with the not great radios and made it work and now she's retired so bob is now sorry mom that's a bunch of thoughts on that one anyway we are super excited about the new radio system when they come when they thought they have chips any other questions um i want to express gratitude to the stoltzer family foundation and the cra pto for the donations uh to the applegate school thank you very much um with that can i have a second okay all in favor say aye aye hi motion carries okay um i'll combine old business new business and presidents remarks ms o'sullivan mentioned that we need a board date for
the facility walkthrough do you have options um any time before school starts let me see here but the seventh is a wednesday yeah it's school store sunday so so are you thinking the sixth or the week prior the week prior all right 29th 31st first and second right yeah if we do the second as long as we do it earlier in the day right that's the friday what about the first first is fine by me i'd rather on the morning of september okay nine o'clock nine o'clock time okay september second nine o'clock no we were saying we were saying the first that's the second september second is a friday and so staff reports on the first but we do our district kickoff on the second but for a facility walk through the first is okay
oh yeah yeah that's all that's fine okay just tell me what time so september 1st will be the facility walkthrough please email bob if you are interested in doing it um and what time is better for you doesn't matter so if you have a preference i guess he'll work like nine o'clock it's fine okay yeah nine o'clock nine o'clock on the first so we'll meet here and then we'll yeah go to a couple buildings neil just so you know it's going building to building i don't know if you just like yeah yeah and you see any work that was done over the summer bob will give you the lowdown you just see the ensure that the buildings are prepared to receive students in the manner that we would expect them to be they've never failed
us before so they're so shiny they're so shiny all right oh yeah so we'll leave it at september first at nine o'clock and september second at nine o'clock is the staff okay so everybody has that um just wanted to where western that might west oh but that might change all right we're all learning something tonight currently at west freeholds except that neil's holding secrets he's planning and he'll let us know for sure i'm teasing right now okay so um we have that we obviously are almost done with summer so our retreat is going to have to be in the fall um i would prefer um earlier because once do we have the september schedule september would not be a good month for a retreat because i was just gonna say afterwards we'll get we'll start
cindy will start a google doc similar to graduation that worked pretty well for you to sign up for back to school nights okay uh yeah well donovan is the second day of school september 8th so we will um yep we will uh remember we have limited time we work around board meetings we work around the regional high school districts back to school night and then a days we're closed we don't do fridays so it's very limited time so you'll see they're back in october just understand that there are some that do not have general sessions so there are some that you'll attend that you'll be walking the building and walking through a different format in the gym and there are some that continue the traditional where you'll be introduced so they all differ just be
prepared okay um when are the student class assignments going out august i believe it's the 25th one now what do you want i believe it's the 26th friday august 26th okay i believe that's when everything goes live oh boy okay yes genesis schedules open yes okay friday august 26th and then they'll crash no no crashing no as impressions the first year facebook it is the first time i believe it's the 11th and 25th yep so one thing i didn't i forgot about the school board's conference been going so long so if enough people want to go to school boards we may have to either postpone or move the 25th meeting okay yeah i think they used to do the week i can't remember it's been so long now i thought they used to do it
the week earlier but okay so i sent the email out to everyone if anyone's interested in going and staying one night two nights no night with email ally mckee because she's the one who booked it and then she has to get the travel motion on the agenda for everyone let's go okay good point okay and then once i know how many people are going and to what days then we could make the determinations of what we needed to do with anything about the the meeting on the 26th did they put post the um agenda yet for it so we would know i was on the website today and i didn't get each i didn't see the agenda they have some stuff i think they could be wrong i think they were just a posting recently
looking for um ideas for speakers they're looking for speakers still usually we would have had this all maybe they're waiting for the state determine what they were doing we would have known at the end of june but i've you know like as of today i don't think i saw an agenda up there some of us don't stay yeah right we drive back and forth i drive back and forth or whether that works or not yeah it's fine i don't know if everyone's going and coming back then we if you want we still can have a board meeting so just i'll gather once everyone tells you who wants to do what then okay and if you can do that before the month is out because the longer you wait the if you're staying overnight more likely
you won't be in the hotel that you would like to be okay are fair enough valley's for everyone will not be staying no um forgot or robust is it pretty much hard okay okay i want forgot if we can't have work okay so we have that so i guess we're looking i don't know we we might i don't know think about a retreat let me know we have a rough two months put some september dates in there probably not i know but we have there are no there are no yeah there are no double uh there are no double nights so i won't be able to board meetings plus eight schools it'll be ten nights in september i don't know you'll find the water's getting married i don't know you'll actually find a date november
we're doing early november um so we'll figure it we'll figure it out but we should start brainstorming so that's just my public service announcement on the retreat and i just wanted to give a shout out to our administrators in all our buildings as most people are in the full swing of enjoying summer our central office and our building level administrators are working around the clock to get the buildings ready for our little people to arrive i i when most of us are in summer mode you're not really thinking about what goes on behind the scenes to get your buildings ready for the students and it's a lot a lot goes on behind the scenes both that central office and our building level administrators so shout out and thank you to them and i would like
to give a shout out to our technology department for those of you that are not aware we had some big turnover in technology last year uh and our technology department as it is staffed today um run by dr breath hour is a either i'm old or they're just young but i'm going to go with their young they're they're what is it both both steel where's the hair doing so well can i commit assault on the beauty of her name anyway um these guys and ladies and even a new technology secretary they're awesome laurel they hit the ground running and have done a phenomenal job again that's a behind the scenes job for most of the public i don't know how many people can truly appreciate the tasks that they were given and how well they
all rose to the occasion so this board thanks technology and thanks our admin that's our thank yous for the evening of course we we appreciate everybody i'm not trying to leave anybody out can i give a shout out to miss armin who i think probably interviewed the most candidates of any administrator of the summer i think about 80 and danielle perella i think erickson takes the lead with like 80 or 90 um interviews this summer a stamping miracle has occurred oh we're almost there you get the prize but but those two what i was saying is that there's a lot that goes on that neither the parents the public or people realize to get these buildings ready which includes staffing 80 interviews i'm sure none of us want that job like you know that's that's
a lot wow okay in addition to that some of them got surprises on october 1st guess what we're taking a section away from you here you need to redo your classes we're giving you a section you need to redo your classes so this was not a summer like any other there were a lot with those registrations coming in we had to make a lot of hiring decisions and a lot of staffing changes which resulted in administrators making redoing class lists that they they had pretty much done i guess would be buying them more donuts [Laughter] so with that i'm going to move on to public participation this is the second opportunity for public participation if anyone wishes to address the board on any item of concern please feel free to come up state your name
put your name and address on the sign in sheet statements are limited to three minutes and should not be abusive obscene or defamatory would anybody like to address the board on any item hey cindy good evening thank you putting the comprehensive equity plan on the front page but i have a couple questions um uh i wanted to know who who picks who's going to be on that board because it's appointed it says people are appointed um so who does the appointing and do you make that public equity plan committee and um so it's every three years so 2022 this is the third year okay you you listed that um all the schools are non-compliant in something what what are they not not compliant in and does the state come down on you guys for not
being non-compliant with whatever this is you're not compliant with we'd have to take a look because the state it's supposed to be every three years but they've extended they've extended it multiple times so that plan was likely written in 2018 or 2017 so we might have to take a look at it to answer your questions i feel like michelle i'm getting a little old but i would be happy to get the information for you is it board members is it teachers is it staff it's staff okay and then it says if you're not compliant then they have to do something uh yeah is it from the state is the action plan is it you guys have directions it was submitted in the june of 19th so it's like it's a particular case okay everything's particularly
hope your policies haven't been updated or didn't include something um but again okay okay but it has to be signed um you have to send something to the state by um september 1st of every year so who's signing that and sending it to the state all right so then so then i wanted to ask about um staff development and training on the equity matters that's required annually for all staff and certified and non-certified so is that um do you is that in a board meeting like what the staff their development and their training do we get to know what they're being trained in and how they're being trained no it's embedded it's not a separate and distinct training it's embedded into the training that we do throughout the year and anything okay so it's not
a separate and distinct training simply in whatever it states in the comprehensive actual equity plan we embed it into the training that we do throughout the year okay and and then i i also my question was who writes the comprehensive equity plan is under the leadership of dr breath hour with a committee okay so the committee writes it so the committee i did go back it is um i believe that year that um what was non-compliant were four policies and i believe those policies at the time that we had to submit those policies were within were in revision but not fully adopted and since have been adopted so it was specific to three policies and the action plan is adopt those policies and we did so everyone that's posted is for this for 2022. yep
they extended it so we would have had to do a new one okay they're giving everyone another year okay so a new one will be for next year so you don't want to write a new one for next year well we don't next we don't know yet if that now is it something like the state gives you and you go check check this is our policy check check or is it do you actually write something or does it come from the state and you go this is our policy yeah that's what you give and that's what i thought did we not do it i think this question came up once about um the hip self assessment i never said oh how are you really self-assessing the state gives you a document you say you can
do it or you don't do it and then so it says non-compliant now does the state come back down like somebody send somebody from the state and go these policies are in revision then we send them when the policies are approved back to show that we've fixed it does that make sense yeah yeah yep okay so um i'll email you and then you'll tell me okay um do you know who the affirmative action officer is dr breath out that's you okay and um so you're so you're the you're the affirmative action officer the 504 officer and the and or you're all [Music] is that another person [Laughter] right now don't all right thank you and again thank you for posting it for me thank you would anyone else like to address the board on any
item okay i want to sprint oh sorry for the community round table we'd like to take suggestions from anybody for an upcoming one this fall so if there's any ideas that people would like to let me know okay any like topics topic location okay so full community roundtable topics yes if anyone has anything pressing that they think you know should be discussed okay and then i know dr brother we did talk about maybe doing a parent workshop with you on the difference between hiv and code of conduct yes okay that's a good one yes love it yes so we're gonna definitely we're gonna set that up that's gonna be more like a presentation versus a round table but you know we'll set it up through us and get the word out and everything and then
because i know we've had lots of confusion um you know why things don't fall under the hiv and yeah you know like you said it's still handled under code of contact and what the difference is and so forth that would be beneficial because i think i'm trying to think of what phone calls that that get to me and the common one is a misunderstanding of yeah it takes explanation because it's not okay with that again michael welcome um with that i'd like to thank everyone for coming out this evening and i'd like a motion to adjourn all in favor see you all
