002the motion carries uh moving on to announcements um I don't know if everyone's aware but Timberlake high school has been nominated to become a recipient of the American college application campaign's School of Excellence award this is the first time Idaho has nominated a school for this award Timberlake will be recognized among 26 high schools in the nation for their dedication to helping students turn their dreams into realities Timberlake's hard work and effort do imp part to Sebastian is an honor excuse me who's here tonight he is here tonight thought I'd let you know Sebastian uh it's an honor that is well deserved uh the national announcement of all winners will come out in late March or early April um we also had invent Idaho where um let me make this bigger because can't see it
003um we had several students between fifth through 8th grade that did exceptionally well in invent Idaho at the local um level down at Silver Lake Mall um we had Elizabeth mccor Elizabeth McCormick drink a drop for best of show for fifth through fifth through e8th grade um Allison McCormick the no choke seat belt uh she I believe is a sixth grader at Lakeland Middle School third for adapt I'm not sure what adapt stands for um we had mahara the only extraordinary rake uh for Betty kefir Elementary third place and Clarice Jensen the Apple machine um from John Brown Elementary she was first place so invent Idaho is quite successful in our district and I think we should all be quite proud of all of our kiddos that did so well absolutely awesome good job take

006selected and since schools are for educating students options one or two are better choices if the primary purpose of our school libraries is to implement and support the educational program in schools options three and four appear to open the door to acquiring book acquiring books that may present harmful or concerning subject matter as normal behavior I've reviewed some of the books and authors contained in Lakeland School District High School libraries and we have more than just books that deal with obscene Behavior there are books that deal with and glorify drug and alcohol use illegal and promiscuous behavior and suicide to name a few subjects and let's face it students are talking with each other about these books and not to develop the skills mentioned in option three next in support of the district's mission statement
007I understand the affirmation of the prin princip principles of intellectual freedom in the First Amendment of the Constitution but why the consideration of the American Library association's Bill of Rights this is an association whose president considers herself a Marxist and has stated she wants to queer the library that in itself under undermines the understanding that I think Lakeland has from its patrons additionally our Public Library System Community Library network has disassociated itself from them lastly I ask the LGBT LGBT and adult categories be removed from purchase consideration and the genre list our children are bombarded with these subjects online and on their phone we shouldn't be adding to that in the confusion it causes students especially those who might be going through normal adolescent angst also high school students are not adults and leaving a
008window open for books labeled as such is disingenuous since our school libraries don't have a location specific to adult books and any student can peruse them public libraries are a better placement for the books with classification and the ra Ram Spirit Lake and alha libraries are easily accessible for students to check out books there is a proverb that says train up a child in the way he should go and when he is old he will not depart from it that is what Lakeland as an educational institution should aspire to do did you read this KCK away thank you for your input is there any further input okay moving on to the financial report um have you all had a chance to review it do you have any questions or comments for CF I don'ts are

010motion to approve the consent agenda with the corrections identified I don't recall if that was said so that was said okay and then on item K4 the uh internal connections RFP um I do want some clarifying language in there in the sense that um at the month before in December internal connections was brought before this board and we denied any movement on that and so to come back the very next month we were kind of a little confused so it was clarified that the internal connections RFP was not for the same thing that was brought in December so I think there should be some language in there um acknowledging that the board clarified that but other than that I think um the minutes are great okay are there any um comments questions concerns on the

016we are not splitting it it's our responsibility okay it's a $44,000 bill mhm the reason because they had to do a retro appraisal and go back to 1999 for the appraisal so the full bills eight grand the full bill is 4,000 oh and we received that it's 50% was 2,000 we paid 2,000 okay and I know I brought it up previously that I felt we should be splitting this with the city since for whatever reason they seem to think it's our responsibility that they didn't do their due diligence back in a hundred years ago so um yeah um okay but I guess that is where we're at this is where we're at I I would just suggest that that $4,000 is a very steep bill for an appraisal I don't disagree the amount of work

022pay we the district office pays they collect money where's the money going we we don't seem to have a a consistent blow on that um I do think there's benefits to having the impact testing but um and I don't know that it's going to be cost prohibitive but there should be some guidelines here I think the schools need to pay for it out of their funds if they're the ones that are keeping the money so either they turn over the money to the district or they pay for the pay the bill I would agree with that um we agree with that but I would I would recommend continuing the the program it just okay yeah the information goes to the schools right but we're paying for it so that's a little strange yeah that's a
023good word for it okay um so on that I'd like to direct the superintendent to um bring some result to this either figure out a protocol or whatnot but the district is not no longer should no longer be paying for impact we don't have any policy in place that states we would um so we should not be that should be handled at the building level we don't even pay for physicals either the district should not be no that's what I'm saying we don't pay for physicals right right um so uh what we've been working toward um and uh Chelsea pursley's been working specifically on this is um getting to the end of the year to see how how much money are they collecting at this at the school um so that that so we because
024there will be a gap between what it costs us to do it and what we collect um for some reason we're not if it's I can't remember it's off the top of my head but $1,500 roughly per school um because it's it's uh we only use it I guess if um we're paying for the license but we're only getting the money if kids have to be retested for that um for the second impact so um what we're noticing is they're not collecting $1,500 so the I guess what I need to know from the board is do we want to just have all of the whatever money they do collect on the district and then we pay the full bill um because they're not collecting the full $1,500 from the students to cover the full cost
025so so is that that sounds like some students pay and some don't no I think there's an initial everybody tests and um I think there's payment there but then we continue to use the service as the season goes on if we have a head injury and so if we don't have a lot of head injuries we're not collecting additional dollars for the software I guess is oh I see is what I'm saying so um as long as uh so what I would like to do I guess is is bring to the board from Chelsea how much the schools collected this year and what the cost is so then we can then you can give better Direction I guess as far as one whether you want us to pay the the difference how you want us
026to do that one license for software or one license for each school it's each school are you okay with that yeah I would suggest you bringing back all the information with respect to the licensing um how the program works in respect to what we're paying for okay and um when fees are collected for impact testing and then we have quite a successful graduation rate yes Timberlake at 97.6% Lakeland at 92.7% and Mountain View kudos to at 91.1% that's super exciting I would like to say just for the public so that everybody is really clear that when we put those numbers out there that what the 97% means is that 97% of the students who were freshmen in 2019 walked across the stage at Timberlake High School in 2023 it's a four-year cohort so um um
027if students leave between their freshman year and their senior year and we have documentation that shows that they requested their records because they've moved and they've gone to another school then those kids don't count against us but if we can't produce a document that indicates where those people go and sometimes parents will pull them out and say we're not quite sure where we're going to land and then they don't ever request the records we don't have any documentation and those kids count as a Dropout against us and so I do want the public to know that 100% of the kids who were seniors at Timberlake high school last year graduated last year and 100% of our seniors at Lakeland High School graduated last year so the numbers when we look at them don't mean that
02897% of the seniors last year walked across the stage means that there are 2 7% of the kids who started as freshman that we don't have any documentation for so I just think it's important for the community to understand is calculated thank you for sharing that information you are very welcome any other questions on the superintendent followup I had a question did um because I didn't look it up what is do we know what the state average is on these on the graduation rate um I do because it's in my I know they've been my presentation tomorrow um now the state for comprehensive high schools is 8 oh wow yeah and um 44 for alternative it's amazing how those Co years being open affect the graduation rate yeah we interesting to look at all the

030Fel just wanted to U bring to the board's attention that the pipes that burst in our schools when we had that cold snap were not the water pipes that run our toilets in our sinks but they they were all uh in the ceiling and it's the um sprinkler system fire suppression system and they they it's just poor design and it's in our newer schools not our older schools so I don't know if the code changed but they're running those pipes right up against the exterior walls with no insulation up there and um so that's why we're having these these pipes are breaking I'd like to know why the pipes aren't insulated um and if we can m already on it so he his summer one of his big summer uh projects for himself this year
031and for our crew is they're going to get up in the ceilings and they're going to put insulation where they are able to put insulation to um Shore that up so we don't have that continue yeah it was a design flaw build flaw I don't know yeah you know that's a it is on the other hand if you got a building that's been in existence for 25 or 30 years and never exper suddenly you have a situation like we had this winter where you a prolonged heart freeze you know and then it shows up so well the one that broke at Lakeland High School is in the newest part of the school the um and then we had Timberlake middle school and Twin Lakes Elementary that's where the breaks were I yeah you're off the
032hook but anyway metal wall or the cinder block I twin and Timberly that cinder block doesn't they nothing just transfers the co there exactly so he's on it he just wanted you to know why they broke and what he's he any idea when he might have an estimate what it would cost to make sure that there's insulation either around the pipe or between the pipe and the wall or anything of that nature um I can ask him I think what he was thinking was he that they're just going to go our crew is going to go up and put insulation between the pipe and the wall just okay do the batting insulation um and just use the some of our summer maintenance facilities dollars to get it done because we need to get it done
033in those buildings so we don't have goes to Mike and his crew though for uh keeping the buildings warm opening doors opening cabins all that kind of stuff those cold spells that's really key to preventing a lot of yeah situations yeah it could have been way worse than it was our head custodians were in our buildings so that was a three-day weekend that we had that big cold snap and they were in the building every day that 3-day weekend um just making sure they've turned their water on making sure things were running and that we weren't freezing anyway so everybody was caught off guard when we had the leaks and it it wasn't coming from those places good job y um I would also like to say kudos to Mrs Melton because her building probably
034had the worst um leak the worst flood water um and we thought we were going to have to cancel school at that school for the following day so we could get it cleaned up because it was an entire wing and she just shifted things around and moved those teachers to other classrooms so that and then they just sealed off the double doors so that they could work and not bother the kids but she got very creative to create space for that day so that we didn't have to cancel school that's great yeah uh moving on to the THS Fieldhouse update um does anybody have any questions comments or conversation regarding the update they're moving forward uh the intention is to break ground here uh I believe this summer so I isues about moving forward I
035do have just one comment uh there's a line item in here it says facility use seven days a week by school and Community winter of 2025 I would just share with you I have some concern about opening the villages on Sundays do you want to bring out your concerns Bob I mean you have the concerns what are they well I I don't think it's a good uh picture for us to be opening school buildings on Sundays Sundays are a day for church and families together and other kinds of things and I don't think we should provide an incented to go counter to that okay do you know if Lakeland is open on Sundays um for facility uses we well we all of our buildings right now are open for facility use if we have like
036a two day basketball tournament or wrestling tournament or volleyball tournament so we already are are allowing School uh groups to use our schools okay on Sundays do you think that maybe we can find some clarification out um from Ryan if his intention is just to sort of parallel that that if it's you know for tournament use or for you know event within the city that where they're utilizing our um buildings Etc or it's his intention to have like the athletics department have Sunday practices and that sort of stuff okay I will get some clarification Sundays do you think that will help Bob I think that would help okay I'm not saying never never but as a routine practice I something think it's a good R routine practice right and I get that any further conversation
037about the field house no okay I'm sorry can I just add one thing about that um so just so the the board is aware or the plan is is um we will publish the RFP and get bids if the bids come in higher than um the money that we have collected for the pro the project then uh Ryan will kind of um Push pause and make sure that we have the dollars to support the building so um that's the plan so we recognize that we he's defin done a great job of going out and getting community support for this um and he has a lot of in kind donations um and which we won't know how that all impacts everything until bids start coming in so right okay thank you for that uh moving on
038to new business we have the laa requests to begin IBB or interest based bargaining um looks like they would like the first meeting to be March 26th from 4: to 7 do we feel that will be um will we be ready that's what I that's the question yeah well just say it's an organizational meeting basically you said that uh if I remember right just get together to decide date and time yeah when will Contin yeah all that kind of thing that's the Tuesday before spring break so we wouldn't meet again until after spring break in April sometime legislature should be finished by the 15th of March you think no because J fact's not even making any decisions until the 15th at the earliest of March besides the fact that they have chaos in the legislature

066their um equipment were actually close to the the highest the higher of the two County SRO so um it's basically it's a wash if you're looking at it from that perspective um in talking to the two principles where these two people currently are they are doing such a great job um um it would we would be hard pressed to find somebody to put in those positions who would do as good a job as they're doing um so our recommendation to the board would be that we continue with those um agreements with the county assuming we don't get hit hard by with another cost right yeah if as long as they don't increase our and I recall last year they said they would be increasing them this year so we'll bring I will bring that back

069much more because any PTO any um benefits you know whether they be retirement Health but those all cost so they might come to us with the salary requirement but they need to understand the cost to the taxpayer is not just their salary you know that the district it might be you know whatever 60,000 to them but the cost to the taxpayer is 80,000 you know um so when when you speak with them I mean that's the way I think most of us look at it anyways is that's the true cost of the full cost of employment right right well I I I just want to refer back to what Lisa gave us the figure you gave us for our current SRO cost not SRO our own people that was inclusive of benefits yes and and
070other costs so I think that's what you were speaking right exactly so our percent, right our percentage of what we pay for the um SRO is the 65% of their salary and benefits we are paying for both of those as well but we don't pay for any of the equipment costs any of the training costs all of that the county takes care of so we're truly just paying salaries and benefits for the SRO okay which the the equalent to us is salary benefits ammunition all all the equ The Fringe stuff yeah so um I the our current mou requires that I um meet with them prior to April 1 so I will um and I typically do that in March okay um I'll try to get the one for the county done so that I

072most strongly about that we need to do the best is the safety program and it's I it's not getting the attention from me or ly that it needs and deserves um and there there are just a lot of things that we could be doing better um there are a lot of safety grants out there that I would love to be able to go after to increase our uh build our program we just don't have the time to do that so one of the things is we're talking about budget this next year and I've already talked to Jessica about this but one of the things that I would like to see us move to is just a district level safety Coordinator classifi would be classified person um ideally one of our current armed District safety Specialists
073because they've been with us the whole this whole time we built the program they know what we're trying to accomplish and they're really good and I trust them um but um I just as we I just want to plant the seed as we start looking at the budget um to see if we can't make that happen but this is an area where we we def we we could do it better in your um thought of raising one of ours up into that position are they no longer the SRO or the armed District space safety specialist at their school so then we're down another guard we would have to add it would be a new position we basically would hopefully move one of the four of them up and then we would have to hire a

075to the STCU sponsorship sponsorship agreement STCU is um offering to donate money to put a like a jumbo drawn kind of TV Leland High School in the gym um there were some there was some language in the agreement that we um weren't super comfortable with so we had our attorney look at it she made some changes and this document reflects um the changes that she made and and this this meets her um recommendation for moving forward um and it was just minor things I can't even think of what they were off the top of my head but um she struck out the indemnification yeah are we going to Washington to pick this up it appears I I reread that multiple times it appears that they're purchasing it in Washington and Washington is delivering it to
076us and installing it then we pay Washington sales tax well we're not ping they are paying it yeah so CFO um they're paying the entire cost of this um and it's actually including curricul so our students can learn how to use it and earn high school um credit for running this program um it there is no cost us for the Washington they picking up the entire Bill okay so what about the curriculum are we approving the curriculum not no that'll come separately it'll come separate once they have it so we have to get the um want to call it a video board they they have to get get that installed and then the curriculum will come and be brought to the board is there um which doesn't state so much in here about the curriculum
077um if the board doesn't approve the curriculum are we um in some sort of violation with this agreement no okay that's just a little nice to have ADD it bonus per um the only thing that the agreement is is that they are purchasing it and then they're paying for the installation the installation but there are I mean they also have exclusive rights to the advertisement of them on their it's basically just that STCU kind of plaque like we have at the middle school where they donate at the scoreboard and they have that kind of light up fccu sign on there they use their marketing dollars to pay for these kinds of donations no that I absolutely understand but just the language seemed a bit harsh in the sense say that you know it's exclusive rights

086think that that demographic has changed and so it will be interesting to see what that actually looks like and then how do our people who are new to our district feel about supporting us should we ever have to run a bond or for a new building or to add onto a building or to renovate a building and then we have a supplemental Levy that is expiring and I would like to just get a little bit of an of a taste of their appetite for supporting that I'm going to voice a little bit of a concern I guess I'll choose number three to talk about the way the question is worded it's pretty easy to answer yes or no and it's pretty easy to answer no if you got a multitude of negative repes and yet

095say what I know and so we were also in school five days a week right they're worried that we're going to lose teachers to school districts where they can go and make the same amount of money work four days just so you know my concerns are well one um and I shared the letter from I think I shared the letter from Debbie Crisfield about did I share that with you guys no thought I did so I will send that to you she sent us um a letter and basically said shame on you if you're thinking about doing this and you're not doing it because it's what is best for kids and I'm struggling with finding them what's best for kids in the conversation so this this conversation right now is not going to win many
096any points with anybody in our district who works for us right now but um the things that I'm thinking about are one we have to double route our buses because we don't have drivers and we don't have the buses so if we increase our secondary day to get out at 3:10 because we have to get the hours in get the hours in that means they're not picking our elementary kids up from school until 4:15 which means we have little people walking in the dark dark in Winter on icy roads I have a major concern about that for safety um you also cannot take the the hours that we have on Friday and fit them into aord add those hours into that 4- day week and not have kids going home really late um even you
097know Post Falls only added two hours of time across 4 days for elementary people but they lost 5 and 1 half hours of instruction so you can't get that back um so that's a concern um I am a little bit concerned about losing and it's going to be our new people it's not going to be our veteran people because they would lose too much to go somewhere else so we're we could become a training ground where we put a lot of Blood Sweat and Tears into young teachers and they get really good and then they go off and and go to a different District after 5 years and there's there's no loss for them so that is a potential for us but it's always that's always been our reality because we're so close to Washington
098I don't that's I don't see that changing so unless you want me to survey the community which is I guess what I'm asking um I I don't I would say yes I think you need to survey the community because we we serve at their desire I mean what what do they want if they want a 4 day school week for whatever reason we need to hear that on top of the fact that we're still you know figuring budget stuff out so um it may be beneficial to have information so can I add that to the yes I would I would ask do you support a 4 day school week what okay I is this thinking about sports well sports are still on Fridays Saturdays but you're doing a 10hour day now right right so it's

101any conversation on the project she wants to run the initial scores are scores from regular testing of some sort so they did a at the end of second quarter they did an expository writing um assignment and she'd like to take those scores and then compare them to the expository writing that they're going to do um at the end of March I believe um because she's completely changing the instructional format um and and what she's trying to show is that kids can rise to the Lev LEL that you want them to rise to with writing when you um when when student interest is part of what you're doing so what we currently when we give them a prompt half the time it's something the kids don't care anything about and so if there's no motivation to
102write well you don't get great scores so what she's trying to show is that if you can get creative in the way you were approaching this and she's going to use a um a sixth grade um developmentally appropriate um Cold Case about a bunny that gets stolen um to get the kids interested in and start digging in into um information and analyzing evidence and then using that to write um uh and she's doing this because she wants to she believes really strongly in how she's going to present this writing and she um wants to actually present this at a National Conference so that's what what she's working toward which is why she's asking permission to use the student scores she scores no names no names attached to it it'll be student one 2 3 four
103and it's just third period that she's using and the and the parents will um give permission for their kids to participate even though there will be no names well now to have that background information yeah she's very excited about this writing project but she's still doing the research with the students so right so she's still bringing the curriculum and use the Cold Case style so that she can compare the two so there's still a piece of curriculum that we would need to see right she knows that so um and she I asked her to provide all of the um to give me a a packet that I can provide you through the supplemental um curriculum process in March okay so she is aware of that I just met with she and Chris I met with

107who there was nobody on staff who felt comfortable um with this project we um it they just want to make sure it's in there right it's not going to fall over on somebody and so um he Mike reached out to a contractor to get a bid and it was I came think it came in at $6,000 that that bid that person who gave that bid came back to Mike and told Mike that um he will donate his time and equipment and he's going to he will do it for free so it it I'm not sure where the the where the we are in that process but that's where we are is the this company is going to install it for us and it will be donated all right then um because what was brought to
108me was that we have a flag pole on a flag that was all donated but uh it's been a year and we still have no flag poll on the soccer field um which there's a statute that says you have to have a flag pole on all school grounds um so my point in bringing it forward for Action is I want to take action to ensure that that flag pole is erected uh prior to the start of uh fall soccer so where is this at on the soccer on the soccer field over here over here behind everybody's pointing different where are we yeah it is really over that way but I am directionally challenged so you know I just get in the car and it takes me where I need to go um it is it

117uh are not serving uh the our the northern part of our district through the summer lunch program so I asked Mr Doyle to provide um just some data for you um which he he sent to me on Friday and so he's here um well yeah just for clarification when we were doing agenda planning this was being brought to the board um for summer base because they need to know if we're going to run it or if we're not going to run it and in that conversation I said I'm curious why we are not running a lunch program up north because that is constantly where we're told needs the most support um so that's why what prompted more information to be given to us so so Mr Doyle's here to answer those questions Kevin if you
118want to take the podium and just introduce yourself sure Kevin Doyle food service director so um I provided some information uh in October I believe um just wanted to recap a couple things so um we started so we ran summer food at the middle school we started in 2014 we did that three years and then in 2017 added the northern site so when we first started in 2017 we did the Community Center for a couple days a week and the park a couple days a week um our we had 38 days of operation served 737 meals so this would again would have been the summer of 2017 um our average daily participation was 19 19 lunches and then in 200 18 we we moved it to Timberlake high school we had 31 days of oper
119ation average daily participation was about 32 meals um and then in 2019 uh it was at Timberlake high school again we had about 16 days of operation and average ADP of uh about 16 meals a day so part of the reason and then during Co those two years we were doing curbside uh feeding so it was a little bit different because we were doing we had a truck at Apple uh for 30 minutes and then at Timberlake high school for 30 minutes um but we were also handing out breakfast and lunch at that same time as well um and then after Co we did not do the northern site we disc continued at uh lak middle school so basically the the numbers up north really didn't support um just participation didn't support the program um
120and even when we did it at the park which you would think there would be you would attract more kids um we still don't have that many kids so that's kind of why we stopped doing it up North and then in terms of the Middle School um last year if it hadn't been for the wrestling the wrestlers that we serve for that whole week cuz we only did at Lakeland middle school last year if you took the wrestlers out we did about 38 uh lunches a day and about 15 um breakfast today without the wrestlers how many again was that 38 so about 38 was our average daily participation if you backed out the wrestlers and it worked out good having the wrestlers because they I mean they came over for breakfast and lunch and
121so it really helped up our participation plus we served them um we we had about 910,000 in catering that week because we served them supper over at the high school in terms of the summer program um it's just the numbers really weren't high enough to support continu continuing to do it that North at least in the way we've been before and the reason that the conversation started started and why I brought up base is Kevin came to me and said if we're not going to have summer base even here he didn't he wasn't sure that continuing to do the summer food program at Lakeland Middle School was coste effective either because then our numbers were way down because we weren't feeding our little people at base what are our base numbers though I mean um
122Casey we didn't run base last year because we couldn't staff it um Casey is uh working with her staff and feels really confident that we can fully staff summer base so she she would like to be able to run summer base at John Brown is that the only location we're doing it at that's where we that's how we've always done it it's just uh this just one location because we don't have the staff to run it and several okay um and they walk over for breakfast and lunch and so that helps Kevin's numbers so when we took them out of the equation we saw a big drop at l Middle School what funds the summer food program it's well reimbursement basically so the reimbursement we get for breakfast and lunch is what funds the program
123so if we don't serve a certain amount of meals per day then we don't we can lose money in certain situations how many meals a day do we need need to um serve in order to I guess break even so I would have to run those because it really would depend on the type of if we're doing congregate feeding and we're doing breakfast and lunch then you have to have somebody at least well for that Span in the morning to get the truck supplies take to the junior high serve breakfast get ready for lunch and then serve through the Lunch Period so I could I could figure out a break even number if that's what You' like I think it would be beneficial I am really bothered though that we're not running it in the
124north when all we ever hear is that's where it's needed um and I I appreciate you providing the information from the prior years and that we just sort of stopped it because of Co is what I'm hearing which may not be accurate but that's what well we well we continued through Co but it was a different type of feeding so no I understand that but we never went back to providing the summer food program after Co um and I I guess I don't understand what was the number in 19 up at Timberlake eight 16 average daily 16 it doubled it was 16 at the par in the Center and then it was 38 when they moved to the school was um it was 32 in 2018 and it was 16 and 2019 at Timberlake high
125school so it was a oneye drop yeah and we were we didn't look at it and when we did up north we we only did lunch we did not do breakfast because of the with congregate feeding you have to have a specific time to serve those kids so it didn't make um the breakfast numbers just wouldn't have carried it so that's why we just did the lunch only at the up north where we do breakfast the lunch over here so what were your numbers again can you tell us again so maybe I missed I didn't hear that correctly yeah so we served in 2017 which is was the first year of meals up north we served meals and the average uh was 19 and that was at the community center in the park did you
126say right so we served a couple days a week at the park and a couple days a week at the community yep okay and then in 2019 we served uh about 993 meals average daily participation was 32 Y and that was when you moved it to the school that was to it did bumped up yeah that's what I'm saying but then did it bump down before you then it went down and then it went down in 2019 to what was the average daily on that one 16 16 so up North we've only done the community center in Spirit Lake or yeah and then the park in Spirit Lake and Timberlake we've never gone into athle correct except during except during Co and we had a truck there for 30 minutes that handed out okay well
127it would be interesting to know at each site what the break even numbers are so that obviously is concerned about the northern part of the district so I just feel like we abandon it during the summer and that's probably where we don't want to abandon so there there's something that just came out to and Jessica and I are going to a summer training in March but there was something that recently came uh came out about world designations in summer meal program so if that location was designated or qualified as a rural site then potentially you could move away from the congregate feeding regulations and go more towards um possibly a similar type of service that we were doing with the gra bill I was going to say is that ever an option not during Co
128CFO um so looking at this evening um all of our sites would be designated as rule other than our sites here in town right um so we would be able to potentially do um a breakfast and launch drop together and then still do just breakfast and lunch congregate meals here so it would be that handout type of service which would probably make it more cost effective because you're not Staffing somebody it's a limited window of time you're not Staffing somebody to Ser me the kids aren't required to eat it on site um but we're still able to meet those food needs um we'll have more information on that when we go to that train in March and then if we can look at the time also because I think the time would affect the participation
129um and then my other question just for clarification when you say you said two things you said there was a break even and then there was a reimbursement but sometimes the reimbursement so is there a number we have to hit in order for the reimbursement to no no so you're going to get reimbursed for each breakfast and each lunch but the reimbursement Revenue needs to cover your expenses to be able to the labor and the food on them to produce those so what's or we need to find a better way to do it right yeah yeah so if the reimbursements are there's really no reason for us not to do it we just need to find a better way to do it um and this might be that better way because if we're staying with
130the congregate meals um and you only have 19 kids per day that we're getting reimbursed for that's where we start not covering our cost with regard to prepping the meals and serving the meals and all of that and we may be able to do a blended so we could do possibly congregate here and do the rural that be my recommendation just in relation to the break even on it um it would be more cost effective to if we're allowed to to do the drop sits at up north and then continue a congre it here so you said go ahead what are what are the regulations for congregate I mean does it does it literally say we have to cook on site and serve on site and well I mean we can't cook on site there's
131nowh to cook so we have to serve on site and the children have to stay on site to consume the meal for congregate the only way around that is if you're designated rural our location here in town is not a Des okay so you could still bring the sapl lch and they would just have to sit down and eat it or they could take it if so if we if we were able to do non- congregate feeding so during Co we had well I'm talking congregate though if that's going to be the regulation we're stuck at we can still do a sapl lch but they still have to they could have to sit and eat it so we wouldn't have all the Preparatory heating all that it would be fix here grab and go everybody

135THC until after the testing for the season has been done and then it's a free forall until we get close to the next season and so um with that information and that was coming from parents who were concerned so they they we still test the same 50 kids but we do 25 at one point in the season and then we do 25 at a different point in the season so that they're not off the hook okay so to speak um so she kept her two separate Matt just combined them all on one sheet but they they both did it at two different times um just because we are really struggling with the vaping and some of the drug use so sounds like they are too but they manag to stay off of it until they
136think that they are clear because the testing is the only way around that is more random testing some sort which is why we separated it into two times instead of one time each season and we'll try that and see if it helps us this is the first time we've done it are you testing the same group or a different group it's a different group of 25 so they when they randomize it they they give us the first 25 pretty easy to figure that out well no they give us the it's randomized both times so they randomized the 25 I mean it could be the same person tce okay um but yeah so they're all in there for both they could get pulled twice okay okay I got it and just knowing that it's not just
