001welcome to everyone and please rise for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you all for coming up I do need a motion um for the approval of tonight's agenda and tonight's agenda as posted second having a motion in a second all in favor say aye aye any opposed hearing none the motion carries that being said I do need a motion to enter into executive session pursuant to Idaho code we have a motion in a second I need a roll call vote uh chairman Thompson yes trustee Jones yes trustee Bain yes trustee Quimby yes so now that we are going into executive session I do need
002to ask you all to meet out in the lobby sorry okay so we've come out of executive session and I will entertain a motion at this time I would move to approve administration's recommendation for the hire of the new Lakeland Middle School principal Amber Williams there's a motion in a second all in favor say aye aye any opposed carrying down the motion carries moving into announcements um we have first of all I just want to remind everyone that these board meetings are business meetings they're held in public they're not public board meetings and the board is governed by Idaho code title 33 chapter 5 Idaho administrative procedures act or idapa and follows our district policies the time for public input is provided for the public to express themselves to the board it's not a time
003to engage with the board nor is it a time for question and answers the board in its discretion may ask clarifying questions to ensure it understands the input provided however no discussions or conversations take place all input will be received within a three-minute time limit and all input will be civil and respectful address the board not the audience address issues not persons refrain from Applause Snickers Whispers quiet comments Etc as it does interfere with due process we also have um Emerick construction here so at this time I'd like to invite them up just to give an announcement about where we are in the construction process good evening hello how's everybody great I have Luke here with Emrick Luke is the superintendent on the job and he's there every day making sure that we're on schedule
004and I think you're going according to plan I also have a sample here I'm going to leave with you guys of the color of the siding and the wainscope okay this color pattern is the same color pattern that Apple chose the only school that was different was uh Spirit Lake Elementary they went with a light green a timber Timberlake blue with a metal wainscope yes so you guys are welcome to hang on to that as long as you need to but that's what we're putting over there perfect so Luke how would you say everything's going uh it has been fantastic and I just want to thank the district again for giving us this opportunity and the workability with the district like all the staff everybody has been super helpful and made a very possibly difficult
005project go really smooth and easily also um Architects West have been incredibly responsive and quick uh their attention to detail and just like making sure that we move right along you know get slowed up as men uh top notch um also as far as the project goes you know the first week after school worked on demo saving off for electrical and plumbing um the following couple of weeks we were really working on just kind of like taking off dry Rock different places repairing and then as you guys can see uh the gym had some custom new metal and stuff for the hoop to hold up but that's up and we're rolling along with metal siding and then wood siding landed today and we'll be pretty much doing exciting six days a week throughout July and
006paint and masonry are started as well great so much fun to watch it coming in yeah you know it is definitely exciting to watch we have a facilities last week two years ago last week last week and one of the questions that came up was uh we had talked about purchasing the materials for Spirit Lake and apple now so that we have them and I think just to make sure that we're not paying more in the future we just wanted to verify that we did that I believe it's all I can't I'm not sure about that yeah you could check if you could check for us that would be great that was a question that came up from the board that's easy right yeah okay okay have any other questions for Luke you find any
007surprises as you uncovered things are you asking if we found anything that needed to be repaired and replaced yes any huge surprises so far no nothing like more than we would expect some of the issues are architectural with regards to like the library oh water pours off the roof and so we're looking at remitting that with a modification to the roof via Cricket something that will divert the water so it's not going to be coming off and hitting the siding like it's been new in the last you know 30 40 years whatever causing problems so they're little things like that that pop up that we're going to fix as we go along so we don't have to deal with again so but it's again yeah it looks good already just I mean in a little
008bit that they put up it's already got that modern look to it a small piece of right right so excellent well thank you for sharing your announcements I appreciate it yeah thank you for the question what what's the finished day for over here the finished day so we should be substantially complete before school starts and we'll see as we go along would you say end of August possibly yeah but really um we're doing the job in a counterclockwise fashion from the southwest corner so really wanted to complete everything along the front and then work our way around the back of the building so that if for some reason things come up or things go slow that we're on the west or gym side like the least obtrusive four buses students and everything else if that
009happens [Music] appreciated I mean we expect no problems but you just never know right so yeah plan for the worst [Music] any other questions no thank you very much and thank you again yeah thank you and then uh Lisa has an announcement um so Idaho passed a law last legislative session that says that should somebody donate to the school district assign with our national motto on it the school district is obligated to display that and so Rats from Calgary um bought one for each of our bathroom schools and they are in the process of purchasing one for the rest of our schools so all 11 schools will have this each one of these is 220 dollars so it's a substantial donation from that particular group so they did a really nice job yeah don't drop
010it again hurt yourself yeah to uh identify where we're going to work out those in each of our buildings but as soon literally within a day of that law being signed or the building signed into law by Governor little Pastor Corey from ratcham Calvary reached out and said we'd like to donate a Stone wow I just wanna that's great uh recognize why would you all think it'd be appropriate to send a thank you card from the board certainly perfect thank you all right moving on um into public input do did we have any other sign out there no okay you want to go check yeah okay thanks nope so we have one individual that's requested and that would be Anita please introduce yourself Anita Dixit Community member good evening chairwoman Thompson superintendent Arnold and board
011members regarding the track for Traffic Safety report I wanted to compliment Jessica on the traffic safety part results yes there are a couple of exceptions that need to be addressed but I know how difficult it is to hire and maintain retain staff for a District's transportation department and as rural as this district is it's nice to see that parents can be confident in the training and performance of Jessica's staff in keeping their children safe to and from schools the second item is the Alex curriculum that I know is on the agenda for tonight it's on a consent agenda again I urge you not to approve this online curriculum I see that you will be deciding whether or not to join a mass action lawsuit against the harms of social media to our students in item
012L8 if you decide to join that lawsuit there is no reasonable way you can approve Alex social media uses AI to direct direct users to suggested paths which we are saying harms children um Alex uses AI in much the same way and how will you be able to say yes to the harms of social media and know to deliberately putting Lincoln students into a program that gathers their data and suggests Direction just like Lakeland opted not to go to a four-day school week waiting to see how the other districts handle it first just like we had to wait three years to see the harms cut the coverage Shopkins house I ask that we not jump on the internet bandwagon until we see how this technology will continue to be used our kids should not be
013test subjects and the last thing is student clubs and I wanted to say kudos to the Lakeland carers Club I don't know if we'll be continuing for the 23-24 school year but a club that embodies what Dwight D Eisenhower said whatever America hopes to bring to pass in the world must first come to pass in the heart of America Lakeland is lucky to have students who pursue civic duty in their schools and communities thank you okay next is reports we have the financial report anybody have any questions oh come on up okay yeah sorry I do have a couple of questions um other instruction and Facilities support and transfers are all in are all over budget so I'm curious I'm looking at the picture you can scroll up to the that's I don't know go
014to the next page my scrolling directions are terrible go to the next page there we are okay um you can there we go I showed that um the year to date for other instruction is beyond the budget and the facility support is beyond the budget as is transfers do we have any understanding as to why so I spoke with Jessica better a graspberry because I mean our budget is our best guess things come out come up with the facility [Music] above our best guess okay we can look into it into further detail about an example of that would be snow plowing we had 140 000 budgeted okay for this year and we're at 225 by the time still probably was set up right we can't get domain no I just know we're gonna get so
015that's gonna cause an over there but I'd be happy to dig a little bit deeper and give you specifics as to what we potentially thought we were going to have versus what actually happened well and respectfully knowing where we're headed I mean in the sense of being able to say this is what we've got budgeted and this is where we actually are will help I mean these these charts are colorful but they don't give us that detailed information okay greatly appreciate appreciate it these two are working fiendishly right now trying to figure out um the better way to Brian's Madness so that they can figure out how to present that for you guys I would tell you the other instructional part of that is that when students come to Lakeland with an IEP we're obligated
016to provide whatever those services are that are identified in the IEP at least initially until we've had the student long enough in our district to be able to hold an IEP team meeting and talk about how we can provide those services and we've had a lot of kids come in with an IEP that requires a one-on-one we have more one-on-one Paris now than we've ever had in the history of the district so part of that is Personnel costs tied to IEP okay that was just my concern yeah anybody else have any questions regarding the financials thank you very much next we have the Transportation safety report and in the superintendent's update um is that here no yeah um I did ask her about the uh 700 no wait where was it was it it was
017the reimbursement that 31 yeah the 32 600 and they've deducted out 31 700 so we were only going to be approved for 900. right so what happened was and Jessica can answer more specifically if you need it but when we bought the new cameras for the Stop arms um that was submitted as software it's actually Hardware okay and so because it was a submitted incorrectly we didn't get the reimbursement right away but then we resubmitted it correctly so that those dollars should become okay so these adjustments have they all been re-submitted so that everything was coming back or are there some adjustments that they made that we're just we're losing the dollar zone the biggest one I believe was the 31 000 um great the other one they're nominal yeah they are so vocational documentation
018okay because yeah the training and travel expense I'm just curious what we're doing wrong there because everything was was it is you know only 381 dollars but it's not I think it was just that one particular oh was it okay so oh okay perfect but I am very proud to they're doing as successful as they are it was a good report anybody have any comments no I have questions I was very pleased with the report okay [Music] thank you Jessica moving on to the consent agenda we have minutes several minutes six minutes and then we had some three minutes four we have the HR items um oh that is yeah there is one resignation that I would like a little clarification on so we may have to just type that on to next executive session
019we have so if you can jot that down we have the year-end report for the sick leave Bank and then we have the regular and special bills are there any uh thoughts comments concerns on any of the meeting minutes can I speak real quickly to the sick we think yes so we have a policy that says that annually there should be a report from HR department to the board with regard to where we are with our sick leave bank which we've not been doing so this is the first year events that come to you right and then additionally uh in the negotiated agreement it does say that the school board will appoint to administrators to the sick leave committee so that will be an action item on the August agenda perfect that's awesome um the
020519 minutes it was for the special meeting who took those do you know yes Randy took those notes it was when I was interviewed okay so and I type them up okay perfect if we can have just a signature link for Randy as well her just sort of that says Pro tem or whatever we want to call it trustee and that would be awesome acting clerk that would be great and then um and it's 612 you were on perfect so any other questions comments on the minutes [Music] subcommittee we just accept as is the board book memo resignation there is one I have a question on the sick leave Bank can we have a little context about that um yep so they classified sick leave bank is is ours because most classified staff are hourly
021so in order to participate if you work 6.5 hours per day you would donate 6.5 hours to one time to sickly Bank in order to be a member and then the certified staff each just donate one sick day when they sign up and we I this is my third third year in the in the Lakeland School District and I think I've only had to donate three times maybe I know for sure I did too one to become initially a member and then I know that we had to re-up once so it's not very often that we have to donate but if you want to participate you do have to donate so the classified will be shows 625 hours available in Brook is it 85 days worth of sick leave that the classified can take for
022both okay YouTube but it's it's 82 days worth basically where I am so if they had a 6.5 hour day it's 82 times and then for the certified it would just be the number of days that are in the bank okay and I'm just curious because on the certified all it shows is no employee donations um there are some that have been used right I get I get that um and then we had an so one of the things yeah so one of the things that happened is um uh when when the sick League bank first went into place there was an email that was sent out to all existing staff asking those of you who want to participate who had to notify Heidi and then um did she deducted a sick day that went
023into the bank and we were all members and then what we found a few years ago through the IBB process is that we weren't offering the sick leave Bank consistently to new employees so we had employees who would have participated but they didn't know anything about it and so we sent out an email to all staff at that point in time and just to make sure that everybody was aware and if there were any new employees who had not been offered the opportunity to be a member to notify Brooke and then so that's all it's all those new employees some of them might be from that email but then part of the packet now when we when they onboard a new employee one of the pages in there is the sick leave bank so as
024we hire new employees instead of putting the name up there it's just new employee right it was an additional but that's what that all is I guess so my point is is only new employees with the exception of one employee donation contribute to the sipping no oh so um each year um during open enrollment um if they did not originally if they weren't originally a part of the sick leave bank if they never donated they can donate during open enrollment um and then in in enrollment to the sick leave but everybody who so we have 105 days right now because people have been using it right there are more than 105 of us who are members of the sick leave Bank okay so I guess try to reward this the only way days get put
025in there is from new employees no so we're down to 80 to 105 if we get somebody who was significantly ill next year and ended up needing the full 82 days um Brooke would have to put in an email out to the entire certified staff to say we have depleted our sick leave bank if you want to continue to be a member you'll have to donate a day back into the sick and it's everybody okay so I've I have donated every time I am a member of cyclic bank if we depleted I will have to donate again so then donations come when it's depleted yes so classified staff if you would where we actually had to do that this year with classified by first time in the 15 years I've been here okay physically bank
026for classified was depleted okay so we did send out an email and the amount of hours that you see on there are primarily those who re-upt on on that because we had a right and under they're classified it's all just employee donation but that might have been my fault because although there where you see new employee donation those actually had names employee names okay and so I just ran a report so the employee names weren't shown okay so these aren't all new employees these are just employees so yeah most of those are unless if you look in August um August that possibly could be a teacher that you know that didn't enroll previously spoken so yeah okay they can enroll in August okay but what I hear you saying is annually every year all the
027teaching stuff does not contribute unless the bank gets depleted right correct okay there's not an annual thing it's not an annual thing okay thank you just fascinated however it's the new employees that come on that just toss in a day and they want to purchase got it yeah can we I don't know if the board knows why we have a sick leave bank but we had a situation when we first started the sickly banquet a situation where we had a teacher whose husband uh was battling cancer and she needed to take time off to be with him and so lots of members of the staff donated sick days to her to use so that she wasn't having to take days without pay and then we found out from Percy that you can't legally do that
028because your sick leaves get converted to money that you can use to buy insurance in your retirement and so um it's you legally cannot give away your sick days so the association and the administration work together to put the sick leave Bank together so legally we can donate to a sick leave bank but we can not do a specific person exactly okay any other questions on the sick leave okay moving on to the girls I do have some questions I have questions okay there's an item on here that's labeled RWC Transportation supplies engine rebuild for thirty eight thousand dollars America the cost of rebuild one day so what else is considered there yeah is that the one where we thought that it wasn't their warranty I'll have to look into that for you I believe
029that we had taken it to RWC they thought it was warranty service it wasn't so they only charged us half that's half of what it would cost lessons it's a lot of money that's almost as much as it is to buy a new bus pictures um on here we have um reimbursed Costco purchase because the district office credit card was maxed out so with the transition with me starting our former Costco Visa was closed okay because the former Treasurer was no longer here in Brian wasn't here okay Costco Lisa shot down our Visa account we had a very small Visa card that's used for other purchases that was being used in the interim and so just individual had gone to do graduation shopping and the card that they had taken was maxed out so we
030reimbursed them we have a new Costco Visa and I'm just there's three um points on here for Costco and then I I was just waiting it literally was just a transition but we're reimbursing for the Costco cost of membership um so part of me being able to get the Costco card is I had to be on the district's membership so that was okay every reimbursement to it okay membership and then we paid Elon financial services for Costco purchases is that okay okay do we is Elon our credit card uh servicer that is the Costco Visa so we have another and you have to use a Visa card so um anything else okay okay got it um do we know what we talked to lines and no doubt about in May because we've been conversing with
031Amy White to consume that I might have to go back and look through my notes but I do know that it was I'm just curious yeah there was something that you had asked me to reach out to Megan okay it might have been a public record to request okay I could go back oh it was icon okay to a policy question was it okay oh maybe okay I know where you're going with that one okay speaking of eye cramp um is the isba it's on here on here okay so well it's on here as a credit oh good yeah so the isba renewal came in May prior to the board making a decision about not renewing our membership with isba and Annette typically puts those things on my desk and asked with a little sticky
032that says are we renewing but because we've been with ISB forever that one didn't come to me and went to Jessica and so she she signed it because we've been a member forever and then the board made the decision not to renew so we put a stop payment on the check and then let isba know that we were not renewing so okay Chelsea came in in a little bit of a panic and said we should call them and then we issued the stop payment everybody's been made aware yeah um we have a one-year curriculum purchase with no red ink for 208 thousand dollars okay one year six year oh it is six years okay it says one year yeah it was part of the ELA is okay I knew that I think it was the
033last meeting that was on the supplementals and it was brought out that it's a four or five different schools um but um yeah that I I wouldn't have been able to support a two hundred thousand dollar adoption that's why I was a little concerned um I'll make sure that gets corrected on there before it gets uploaded so now we had repairs done to the track at LHS but we're buying a new truck do we know what repairs I mean was it to get through the Spring Track season or yes okay all right and we're on track to get that right and we just put out the deposit for that I thought it went out a while ago we've had appeal open for it for a while um the gentleman actually came up from he's from
034Meridian okay and looked at the track attractive okay so the funds were encumbered we just had to issued the check yeah what was um health services and Consulting for the 2223 school year it was a 6 900 I'm just curious which let me know which item um it's on a certain number but it's at the top uh June 19th um Ellis oh that's our ell services oh English language Learners okay I thought you said LS outside Health Services okay we received multiple months of invoicing Premiere I don't think she had invoice system okay um well yeah I mean it's for the whole year I just wasn't sure what it was for yeah we with an ell certificate to look at our yellow plans for each of our English language Learners that we have in the
035district to make sure that they're solid plans and we don't we didn't at the time that we contracted with her have anybody who had that certification and so it actually works out nicely she's um she has a lot she has more free time than a teacher would have so she actually can't go to the schools and meet with the families and the kids verify that we're making progress on the 18660 355 for Medicaid services is that part of the 90 000 transfer it is but it isn't um so we changed servicers um so the company that was doing or servicing before would take their cut off the top our new company gives us everything and then we have to reimburse them for their portion of it so it's just a change in they're receiving their
036funds okay so you'll see that going forward like this this company that's doing our servicing okay thank you and then the Chromebooks for 23.24 I thought we had talked about that these were ordered a long time ago this was um Brian mentioned brought this to the board that these are funds that he anticipates we will be reimbursed but they had to be specifically used for Chromebooks so the elementary Chromebooks um are nearing end of life so these will go to our elementary schools okay and then on the final site website we for the 2324 school year we expensed 14 000 317 and 8 the 8 000 was that one time upgrade charge remember we had talked about getting additional additionalism that was approved I live in the Fourteen thousands are yearly exactly okay okay and
037then we had Skyward the Skyward hosting service and Skyward accounting they're two different skyward's not one day it is but they have different modules yes you have to pay for the different modules that okay whenever you brought them online we just had to do that at the city too was get our because they were charging us for different modules all throughout the year based on like when we brought them online yeah normally like so we just asked them to consolidate and they just did so okay well that's it for my questions on the bills okay we have entertainment to Cenex for transportation fuel sizable Bill uh are we bidding fuel how is that working yeah how do we decide who gets to provide a fuel for us I don't think we have I don't know
038if they took that to bid when we first started using the cynics but we've not done an RFP since I've been in this office so this is my 10th year we can do them on if you'd like I would yeah but I'm only one I know the problems fuel cost flux rates so much you know they're going to want to disclaimer at it but nevertheless I think it's healthy to create some competition out of the table well that's not the fuel that we're using most of our other contracted Services we go out to bid every five years but this one I've not seen since I've ever used to visit every year I'm assuming that's for gas and decent both I believe so and we do get a small rebate from them every year but it's
039based on how would they do things based on how based on how much we buy nice it's kind of like Costco yeah exactly the more you buy the bigger your small check yeah oh and I noticed um we have a tremendous amount of food service reimbursements on here is this just overpayment into student accounts it's the and services yeah so it's parents that are requesting their funds back I don't blame them that's just like that's a lot yeah so Mr surgical on the agenda for August a possible action item regarding a request for proposal for our fuel uh I would but you know it's up to the rest of the world what do you folks build on sure that it needs to take vendors so yeah it doesn't see where okay so I don't think
040it has to be an action I don't think it should be something pursued now so so you're the board is directors yes the board is directing you to send out the articles let's see what happens who knows do we already get it the lift for the Food Truck Yeah a little bit yeah oh yeah because we always buy stuff and then we don't get it I don't feel like that's an accurate we approved the purchase yeah [Laughter] well when we paint the gym yes we will all right um anything else on this regular specialist yep okay with that being said I will entertain emotion on tonight's consent agenda I'm going to improve the consent agenda as presented okay I would like to make just one Amendment to the motion with the exception of the 519
041minutes yeah with that yeah let me still second so we have a motion and a second all in favor say aye all right I any post hearing none the motion carries moving into Old business old business we have the superintendent follow-up um so there are a couple things I just want to um so we currently have posted a an arm District safety specialist position however today Dr Pasley and I met with the under Sheriff Kootenai County um and the Kootenai County Sheriff's Department one they're going to honor the 65 percent I had not received a response from the Commissioners however board chair Thompson did and so did the sheriff and so the undersheriff forwarded it to me today so they are going to honor the commitment this year for 65 percent they would like to
042provide an SRO for Timberlake high school campus at that same 65 percent and um our candidate pool right now we have one candidate who has a little bit of law enforcement background and nobody else in the camp in the applicant pool does and so um what kind of background do they have they've they've worked not in any kind of security at all military background so with the board's blessing I would actually like to pursue the SRO with the county especially when given the late date is the app is the notice are we still have it out there for applicants right now it's still posted it's still just at the meeting today under sheriff and I um he told he said we are committed to doing this and I so I just said well I would
043like to know from the county commissioner so they're going to support your desire to do it because that's case and so he went and talked to uh two of the three actioners and they agreed so we're willing to move forward we can ensure that we have somebody on that campus when school starts um it should be noted because yes I did receive an email I believe it was from commissioner Duncan's assistant it states uh good morning Michelle the Kootenai County Commissioners received your letter dated June 13th 23 regarding this our program mou between kcso and ljsd commissioner Duncan asked me to reach out to you to clarify that Commissioners will not be requiring a five percent increase to ljsd's financial obligation for the 23-24 school year as you referenced in your letter however please note
044there will be changes to the mou for the 2425 school year when you meet with the Kootenai County Sheriff's Office in March please be sure to speak with Captain overseeing the program as they would know what changes the Commissioners will be requiring so so it it will probably go up to the 70 next year great honoring the 65 because they're late notice what they're honoring 65 based on our request I would suggest we send a little remote thank you for that okay do that if we chose to go with um a second Kootenai County SRO up there at Timberlake when would we start the process to find one if not two adss for the next school year um because I I get that we are late to the game on this because everything sort of
045fell apart at the end again um but if we keep climbing this percentage ladder with them we can't keep going back to the taxpayers saying we need more money for this we can we ideally we would open the position um starting to be in your second semester January February that gives us lots of time to go through the interview process we can open it sooner we just it would just be a position for the following the 24 25 school year Well given the amount of training that they should have within our district wouldn't it be more appropriate just to like keep it open and then when we get three or four qualified candidates to do an interview we could we can do that it's you're just we're not going to actually start paying them until
04624.25 so they would be kind of hanging out there for maybe a year unless less we worked with Cary County and explained you know we want to do it maybe on a quarterly basis or something I just I don't want to lose a quality candidate if we get them and we can't support a 70 increase on two sros so there has to be a compromise and I don't want to be scrambling again well the we can start the process much earlier and we can ensure that we have Quality quality ready to go the most time consuming part of the entire process is purchasing the best because personalized right the rest of it moves fairly quickly okay and then Mike Hogan was actually a little bit forward-thinking in the way he's been handling the ordering and
047so we actually do have weapons purchased for new people so we won't be waiting for that okay just because they're so hard to come by right now the other piece of this though is like pondery School District has put into place their own armed guard program and their starting salary is fifteen thousand dollars more than ours is right now what is our starting salary um well it was um forty thousand we but it was set at forty thousand to mimic the starting pay of a teacher so if we follow that same reasoning it would be 47 this year so then if we were hiring a new one um but we're still eight thousand dollars less than what they're paying their people and if we get into a place where we have to compete for people
048we're going to lose so I wonder how much we would actually have to be and don't most of our our hires come from the local area um well we have our most uh veteran person actually lives in Bonner County lives in Bonner County way up there just across the line um Priest River so he's in West Palmer School District so and uh yeah I just we just there it's a bigger I guess it's a bigger conversation if we want to continue to be competitive and to attract quality candidates because we have a lot of retired law enforcement living here but there has to be the dollars have to be there does the world don't Coeur d'Alene and Post Falls they don't have that problem okay they just have SRS so when I hear you saying
049is I will go ahead and move forward with them I'll bring an mou to the board uh in August for the second SRO for you to consider and I will keep the position posted um but if we're going to interview um I we just I guess I need to know what direction we're going so it if we're interviewing next year that is to replace the esros that we currently have the county is that what you're wanting me to do we're not looking for new positions we're looking to well the fact of the matter is so we can't afford them it was opened because we need another adss specifically up north um because of the situation within Spirit Lake the County's willing to lend us to but we can't afford it for next year so I
050would say the cost goes up to 70 well they're telling us it's going to go up maybe it'll be 75. who knows but um bottom line is this we we can't afford it so um I would say yes we need the adss for the North um I I don't see that we have any other option because that if the county is have somebody in place yeah this school year with it you're right there is no there's not another option but moving forward into the 24-25 exfolio we would hire two adss is to take over the positions currently occupied by kubi County if we have the yeah definitely okay yeah we've got if we get the applicants and then if we want to discuss the salary then that should be brought um and we still haven't
051heard from Spirit Lake on that fourth quarter oh I I called and let him know that we would not be paying good um I talked to the city clerk uh because the mayor was not in and let her know that we didn't receive the services and so we were not going to be paying and her response was I couldn't figure out why I was sending you an invoice I agree with you so she said she would let me know okay all right and I also let the mayor know that we would not move forward with the SRO because he had a conversation with Dr Pasley and told her that even if they only had one officer in Spirit Lake it he would be at the school has the SRO and there's this year there seems
052to be a disadvantage to do the community exactly so I just said thank you very much but no thank you okay [Music] any other conversations that I could follow from the superintendent um you all have the letter that was sent to the County Commissioners thank you Michelle for editing you're welcome um we have Alex back on the agenda it is an action item again and I know trustee Grissom was going to look into um their AI components and she is not able to be here tonight I do think there is Food For Thought when we come down to the discussion that we need to have on the mass action lawsuit so maybe we can just skip over it and have that conversation because they do believe the input we received from the public was prudent
053so maybe we'll address those I don't think it would be smart to try to vote on it right at this moment wait till we discuss that and then we can come back and take action on that if you guys are good with cruising on Down the Line okay we had the research project back for an action item so the last time it was on the agenda as an action item the board asked the question about how she was going to have access to kids to get her survey filled out and her response was there for you yeah does anybody want to have any conversation on this I can state that I'm a little bothered that she'll be on campus yeah surveying kids I don't think that's appropriate no I don't I don't either and I
054I wondered if she's come if she's going to be there I mean I would assume that those permission forms or opt-in forms would be set out prior and that she would only deal with students that about that yeah there's a lot of assumptions that we have to take without concrete oh I was supportable with her being on the camera it's done and vacuum check we don't put a situation with our kids I moved to deny the request to conduct a research study a second we have a motion a second all in favor say aye aye any post s okay did you have anything to stay State Regarding why you're abstaining okay moving on to student clubs so we have a few new ones but I had asked Shonda heacock to come so she's the advisor
055for the model U.N um because we've not taken action on hers it hasn't been approved but it also hasn't been denied and um I think the last time there was a conversation we were concerned a little bit about some of maybe some of the more liberal um points that the U.N holds so but anyway I told her I would read to you her explanation to me as you consider her Club she just said while the actual United Nations may have liberal tenants the high school model U.N Club is Not liberal or conservative it is just about solving problems related to teens and children around the world our kids are conservative and I am conservative this club backs up our conservative values students do end up talking to other teens outside of the formal meetings during
056competition that are more liberal but if anything this club helps them formulate arguments to back up their conservative beliefs please let me know if you need anything else so um she did say these kids have worked very hard to get this club off the ground the last two years and would be devastated if we couldn't do it all right yeah the links still don't work I don't know this about that particular no matter how many times we eat last time so that um and did she go back to the um staff about the fact that you know student leaders yeah some of this but when I sent the email the staff had already left for the year because we had that conversation on at the June board meeting so they I'll have to bring that
057to you probably when school starts toward the aviation club and the east of the Esports bowling Aviation badminton Esports yes so the game club has a student leader correct that was the only one that I saw that did happen that everyone Club doesn't um and did you I mean I'm concerned about the French Club that was the point of contention I did send her an email let her know about the um stipend and uh when they're not asked whether or not she wanted to change that in her application and continue forward but again that was gone for I'll bring that back okay so the game club if it's the one that is the only one with the student identifier so and then the model in my club which I know you can't open this time
058but none of that has changed so I don't know why it does all my spreadsheet and it's just that one that we've had problems with could you email it to us yeah foreign okay so the UN Club also wants transportation to and from the airport in a stipend for food at the competition so we have but yet in their constitution they talk about what they may or they may not have dues there's not there's nothing consistent there have they had dues in the past do we know they have no okay [Music] with this being a model United Nations and the fact that there's apparently competitions for this is there some overall organization I mean is it the U.N that's overseeing these clubs or the competition what is what is that about it right it's a
059state level okay they don't go beyond the state okay so they just okay I was just looking at it from like an FFA perspective or a BPA perspective is it like that yeah it's very similar it is very similar but no man but there's no National they don't go Beyonce okay it it um it from my understanding it kids go down to Boise and then it's at like a mock you win right there they they get to basically have conversations and argue different um shoes come to resolution so there's a lot of critical thinking um sometimes they have to argue a side that isn't necessarily the one that's aligned with their personal beliefs but it helps them formulate their own personal values um [Applause] it's kind of similar I think to um when you do
060the like the mock legislature your different positions except that this is a United Nations so they don't have Global issues we're not in agreement with the funding for it especially since it's pretty about their application is asking for it so the application would need to be changed or modified in some form in my opinion without the funding okay and then they either if one students there's no funding she either decides to move forward with it or if they know okay I agree but we're not having to I mean if we're willing to do it without the funding then let's do it without the funding and think about aside from there and then we don't have to revisit this correct same Club again right because we've been yeah they've been sitting there for February so right
061I agree so do we need to have any further questions conversations on any of the clips that are there I'm not in favor of voting on clubs without the students um knowing who's for who's leading student leadership so nor am I in favor of the stipend for the French Club I don't think that's appropriate so that's my perspective same for the first Franklin approving the concept of the club without the funding and then she would have to decide whether she was going forward as you want okay okay [Music] it might be beneficial to add a column that shows you what we you know that no funding a note on my my okay after if they're approved I'm going to make a notes column okay so the next time you see this perfect so are you
062making a motion show no I'm not sure okay are you ready to approve the French and well you had with what we discussed about their funding funding what about the game club Dave yeah required in that one move to approval three second question in a second don't figure say aye aye aye and I opposed very none the motion carries including into new business we have the wait I just remembered something yes sorry um the model U.N what I'm weren't they asking for a vehicle the ability to rent their vehicle like yeah so no funding at all yeah all of that will have to be fun I just wanted to make sure that's included with the new funding yeah no funding I think is pretty clear no dollars okay um moving on to the new business
063we have the Timberlake High School Leadership Retreat at Round Lake this isn't it has kind of become an annual event yeah I've seen it twice so um to approve took it having a motion in a second all in favor say aye aye any opposed you said you said I I didn't hear you that's why you're focused on your computer okie doke um hearing none the motion carries like where we were we thought a process here like starting your ABC's exactly doesn't work you have to go back great lemon let me know uh next we have the job description for the library lead as my understanding we didn't have a job description so we created one correct yeah so we took what we used to have and just um modified it to match the what they're
064actually doing okay perfect I would move to approve the job description for the library we have a motion in a section second do we need to have any discussion on it okay all in favor aye any opposed hearing them the motion carries uh moving on to the data assistance analysis job description what is this so we have a certified teacher um in a in the working the technology department and and the position was created when we first started the one-to-one device rollout and her job she had a master's in technology integration in classrooms so her job was to work with the teachers to help them learn how to use technology to enhance teaching instead of supplanting the teacher but [Music] we've had the rollout complete now for a couple of years and she's submitted her
065resignation and so we aren't feeling like we need that position anymore the teachers tools that they need but she in addition to those things that she did with teacher she there were a lot of Technology type things that she was doing that we need to continue to have done and so I met with Chad and we just went through what he does what Tiffany's doing and then what this other person would do so it'll be a classified position right so this is basically the list that we came up with for this third person and primarily data so we there's a lot of time spent inputting data into IC IC pulls some of our data from Skyward but it's never clean and there are always errors and so this person has to go through and touch
066every single error and figure out where the error is and resolve it but that's how we get our funding so we need to make sure that there we have no errors and so that would be a big part of this person's job so part of Michelle's duties we are hiring that for because you'd stated that when she was leaving and we would not need to replace her that we were going to take her salary and put it in which was part of the reason for the five percent increase now we're creating another position which I don't think the title is appropriate um but um we are feeling part of our position back okay because yeah we sat down the initial initially we our thought was we can absorb it um when I sat down with
067Chad there's there's there was more to what she's doing than she wasn't working with the teachers as much as we had thought she was it was more of a technology side of it okay but um I did not um [Music] participate in the name of the job so we can change that that's not a big deal okay where would this position fall on the salary scale um if you guys required a bachelor's [Music] column f is for a data entry in the job description yeah there but the job description doesn't actually exist yet because we haven't approved it so and they'll bring it back and I'll just okay good idea [Music] very well [Music] so we will take no action there um yeah but we move to table the data systems analysis job description I
068moved it yes we have a motion in the second all in favor say I I I'm sorry the motion was to table oh the okay I don't favor everybody said I know it's opposed motion cares uh moving on to the agriculture education syllabus um the textbook has that been approved I don't have the master list of everything or is this a new book I mean I'm I'm curious simply because it seems to be kind of like this intro class for FFA if I'm yeah that's that FFA online we approve of okay yeah just because usually we get a link or we get a textbook or something with the class okay they keep expanding the FFA program high school it's a great deal over there [Music] conversation comments I do not okay cool all right I'll
069move to approve the egg and syllabus for 10 minutes motion and second on paper say I I any opposed hearing none the motion carriers uh base fee schedule I thought we'd already approved we brought it for approval but their their steps were not uniform and so you asked us to go back and look at because it's how much are you paying if you just do the morning how would you right and so these steps weren't consistent for how many days of the week how many days out of the week but I thought that was brought back because Chelsea did it she didn't I just don't I don't think maybe maybe we'd have it as an action item online okay so we just need Ed okay second Motion in a second does anyone need to have
070conversation for discussion okay all in favor say aye any opposed hearing none the motion carries uh the drug testing bed um they're pretty close in price the company currently worked with it's actually a little more expensive than the second bit but the second bit actually that gives us more a greater panel of tests I think it's eight versus five so when you look at it that way the other two is actually lower cost it's raining yeah the um the second bid actually one of their screens I saw that I heard that absolutely facilities I haven't been in there and our kids don't go in there they come to us but I haven't been in this otherwise either um and the second lab typically doesn't do doesn't go on site but they will for us and
071you'll notice that they didn't charge us so um I believe absolute charges travel for their employees yeah so we're paying for their travel to things from Lakeland but um thank you okay Sunrise closed right yeah no um so they don't charge to send people to us right what is your recommendation my recommendation would be to go with with drug testing based off events that we've received motion approved American Mobile drug testing second I have a motion and a second all in favor say aye aye any opposed hearing none of the motion carries moving on to the mission admission costs for the high schools so this came up last year um the iel all went all increased the rates we chose not to but it came up again because because we did a flat supplemental Levy
072in because things have are more expensive and because we went from enrollment to Ada funding Chelsea Jessica and I met with the 80s and um they're bookkeepers and talked about some cuts that we were making to the athletic program so for example one of the things that we discussed was um we've been paying on a rotation for uniforms for all of the different teams fully paying for them so the conversation we had was we'll pay for half and then the ads can use their athletic budgets to pay for a quarter and then the teams needed to do some fundraising to pay for a part of their uniforms and I've heard the board say a couple of times that there's some bonding that happens when kids fundraise and there's some buy-in to the whole process right
073and so uh the mat came back and just said if we could increase the gate prices because everything is more expensive it would better allow the two AVS to help cover their part of those costs that we're transitioning back to the school um my only thought is it's the only input we have here is from that we don't have anything from the Timberlake Katie's in alignment with that I just asked Matt to give me the give me the bridge to put would like to see us do this so our veterans get in for free and our senior citizens free okay in the future if we do that can we have input from both I mean I hear you say that but it would be nice to see her input as well so everybody in the
074idea but what about the IML we will be out of alignment with IML they didn't make any changes but there are only two teams it's awesome the districts are gonna where they go 4856a did they ever do that they're in the processing for next year it's gonna be good for Lakeland High School but Timberlake High School's admission rates would be in alignment with the rest of the teams that they play outside of their one League opponent so this would help with those uniform costs during the quarters a quarter with this would potentially assist with paying for that other court so for example uh football was on the rotation this year and just because of the increase in costs they cost fifteen thousand dollars per team for uniforms for football so if we're paying half in
075the school and the kids are paying the other half of it so substantial amount and we would maintain with the senior and Veteran discount yes okay and our kids who buy their ASB cards get in that gets sent into everything Church to students with these students from other schools because our kids have a picture but if they have their ASB cards for their school they get charged um [Music] it's really just it's really the cost of the and the community members who like to go to the football games maybe don't have kids if they have their ASB card I don't believe they I'll have to I don't know it's three dollars yeah it's for students right so without their ASP card yeah they would pay the three dollars well I would say with their ASB
076card they would pay three dollars right actually five I would need to ask that question because I was standing with Jimmy at this at a soccer game this last spring and if they were playing we were playing Moscow and if the Moscow kids had their student ASB card Jimmy didn't charge them Jimmy's doing it wrong so yeah yeah thirty dollars okay just asking us for experts the money people so I'm just I want to be clear on this issue because and that is that a student from another school coming in if he doesn't have he or she does not have an ASB card and they're currently paying three dollars right no I think you have to have your ASB card then you get the reduced rate the student rate by proving well if you don't
077have an asp card you're paying five dollars but the adult rate well the new no because the new rate would be six dollars for adults and five dollars for students without an ASB card currently where it's five dollars for adults and three dollars per student so so it's a dollar increase for adults it's two dollar increase for for kids without ASB cards well that's the reason I'm asking that question we're raising one the rationalist it's what the iel did last year yep that's National and we chosen not to raise rates because we had just no we chose not to raise the rates because we we're trying to pass the ball out or Levy so we didn't raise rates so we passed it now we're racing that's right that's we're doing here but it's also not
078making the taxpayer who may not go to those events I would accept raising each one by one dollar so you want to raise it just you're okay with raising it just one dollar because that's consistent okay it's consistent with what between parents and students will increase but if these parents are going to Coeur d'Alene or to Post Falls or to wherever they're going to be hit with the six dollars or the five dollars if they're the student so there's the bonus by your home by coming to the home game only it's just my point an incentive to come to the home area okey-doke well we're not controlling what the other schools are doing so no we're just coming in line with what the other schools are doing I guess my point in saying that is
079it's not going to seem abnormal once you get out there and you go to the other schools and everybody's charging the same it's more in line with consistency I get the whole just doing one one dollar let's do the other one I get that but at some point we're probably gonna have to raise the student of a dollar but then not the adult it's not necessarily to come in line food stuff who are the six teams in the ielt do you know I know Coeur d'Alene Post Falls foreign but we're the only District that allows seniors and Veterans access correct do we have any idea what the increase would be of Revenue by the one dollar and the two dollars ballparket okay well the only reason I ask is we've never really been given that
080information as far as what the schools haven't changed you just have to look at Kate on our yeah when you have yeah yeah so they were just talking we we don't necessarily keep track of adult versus student when we're taking my passions okay it would have to be to tally that to because well I'm not necessarily saying it's something that has to be done I was just curious um because it has not ever been presented Crystal clearly that these are gay revenues um so that's that's the only reason why I was asking so further discussion or is more information needed what do you think Dave you're a sports dude it's a hard one you want to you want to keep it low so people support the schools right and without in my mind without an
081understanding of what we're actually going after here I mean is it a hundred dollars is it a thousand is it worth Rocking the Boat it would be more than a thousand okay good defendable for just one or both what was the gate revenue for the whole District last year well that's I can't tell you that because by building High School high school for example all that money goes back to the schools and you know um absolutely use their boring and it's going to do a project so just everything's more expensive well the revenue on the adult gate is going to put like 20 percent so it's in that range right yeah if you looked at the high school report for Gates if it's uh 35 000 I don't know what it is but this is
082taking that as a member that would increase by about 20 percent for the next year yeah I would guess that the vast majority of the revenues are coming from adult aggressions because the majority of our kids buy ASB cards and you might get a few kids from them visiting School mostly adults I would move that we set the in fees for next year at six dollars for adults and four dollars for students [Music] no go ahead okay so we have a motion in a second I would like to wait for Chelsea since she is looking for that amount so the hard part um when I was doing a bookkeeping I zeroed out the accounts every year so I could tell you for certain that it would be zeroed and that this number would be 100
083accurate I don't know if they started with a zero balance so right now I'm showing for Lakeland High School 41 000 508 for gate Revenue if the account was zeroed at the beginning okay so I would have to look into that a little bit further and see but the report that I have pulled up quickly can't give me that information I can't go back that far it's just a prior month type information but um they are going to zero it out next year so I will have a better idea okay yes good right now they did the transfer at the end of the year like I asked them to and it was 40 41 000 privately until it would increase by 20 percent going into next year and roughly assuming it was a zero that's
084eight thousand yeah just uh so we have a motion in a second all in favor say I I and he post nay three in favor one opposed motion carries all right moving on to the class action lawsuit which in reading through this it's a mass action not a class action which is significant should there be um money that comes back to the district I do think there is um I know we didn't get on board with the jewel litigation but I do think with social media and the fact that it impacts the mental health of our students so significantly that I do think we need to take a stand and supportiveness good question there's a challenge right now on Tick Tock too jump into the wake of a boat going 35 miles an hour or
085more and they're actually doing it so I mean there was a challenge where people had to put ice water and salt on their skin and give themselves third degree burns like it social media has become um a really big problem for well there's no accountability for the platforms whatsoever so I am in favor of joining the mass action I don't know if anybody were other thoughts because you look like you have a thought something here oh I know there's something Dave do you have any thought s I'm reading the sample board motion there are you suggesting because of that you know I don't know that that is necessary but we are more than welcome to use that because it was provided to us there sorry I don't understand how school districts because pursuing a company
086because kids are using babes basically right it was a class action lawsuit and districts could be named uh kids who are addicted to nicotine and other things but when you see what it would not be apparently I would agree with you on that but yes it should however our adsses showed us what they contend with in the schools so it isn't just a parent it's a parent and a school we're paying right our to combat it right sros and even even staff to right kids safe so and then long-term effects of vaping on the chemicals they're putting into their lungs we have no idea what that's doing to them so well and yeah it's and actually in this particular case we've we've had Tick-Tock challenges where kids are are told to go into their school
087bathrooms and steal soap dispensers off the wall and then Mount them in their own bedrooms and take a picture and upload them so we've dealt with vandalism in our schools because of social media challenges so if you don't if you want to look at it from that perspective we definitely have a stake in the game when it comes to this perfect foreign [Music] what are our our obligations beyond that do you know I don't know um the jewel it was just signing on and having our name as part of the plaintiff group s like they were successful in their litigation and six million dollars is yeah awarded to the state of Idaho school districts who participated in that for The Vaping so I would anticipate that it would be the same would you anticipate that
088at some point we might have to provide some sort of data um I can't say that we wouldn't I don't know what kind of data they might they might point I guess like we could they could ask how many soap dispensers were taken as a result of the tick tock challenge but the value of damages well I I just thinking you know we don't want to get Personnel tied up I'm chasing down a lot of information they do state that it is our best estimate that the District representative may need to devote no more than 10 hours of time to assist with the lawsuit that's helpful yeah [Music] for the discussion I would recommend that we can participate I can't think of anyone movement item whatever that has had the negative effect on kids that
089this particular one has definitely has impacted I would move to prove joining the mass action also good we have a motion in a second on there to say aye all right any opposed hearing then the motion carries yeah I knew that thank you um I am curious their emotion just at the very bottom it's a directive it's a Direction so it's not just emotion I think we're fine we can always bring it back to that being said we can move back up to the Alex um curriculum which again not really having the knowledge in Tech that trustee Grissom has I didn't realize that and I guess it's naive fun I guess my part that all of these programs that we keep buying uh online I'm sure they all have ai components and I think that
090maybe that's something we need to consider with the amount of online presence that we are pushing in the classrooms um I know Alec was approved for Alex was approved previously for one school correct Dr Presley initially it was approved for one school it was but it was my understanding because I did go back and check that when it came for approval it was simply and it was only supposed to be not for the curriculum portion as it was just the assessment portion but it appears that it's also it's the curriculum's being used no it's just the assessment of course okay that's still the same yeah so McGraw-Hill is the publisher and they haven't they have a textbook which we chose not to adopt um we adopted big ideas through Port Mifflin um but Alex is
091a standalone assessment um benchmarking program but it also provides individual Pathways just like iready does for a student to to remediate some of the holes in their mathematical understanding to help them be more successful with math it's used for differentiation so there's the artificial intelligence there are algorithms built hundreds of algorithms built into this system so that as I'm taking as I'm working through it and I'm making mistakes it's looking at the mistakes that I'm making and determining is she making those mistakes because she doesn't know how to multiply is she making those mistakes because she doesn't understand where a fraction fits on a number line and they it gathers that information as you make the states and then it will give you some instruction in that area and then you practice and so it's
092constantly monitoring what what you're doing and how you're answering questions um there's no it doesn't take you outside of the program I guess it truly is just math and it it's based on what you're doing well and where you're struggling and if we don't use this program we don't we are struggling with our eyesight scores and math at the high school level um and we're struggling because we don't have we just don't have a tool our elementary people spend a lot of time principals and teachers looking at student data making informed decisions about instruction based on that data we don't have those tools at the high school level so if we if we're not using this there wouldn't be another tool like this I mean they're all this they're all going to be kind of
093the same they all have the algorithms built in to identify how we where kids are making would this only be used at the high school level then Alex's yeah because we have Iran but I already only goes through the eighth grade standards italics actually is designed to go Pre-K all the way through grade 25 which would be from college oh reviews I've read are terrible I couldn't find one good review reviews by teachers reviews everybody college students what were they what was there comparable it was terrible all of them said terrible because did they say why it was terrible yeah there's all kinds on here you got 1.25 stars from 1 700 reviews this is a yeah awful terrible absolutely horrible wrong calculations gets crappy poorly rednecks explanations of how to do something that makes
094you do it folks is easily the most stressful thing my son has had to do that's coming from home schools too I'm a student at a prestigious School the college program has given me the wrong calculations the most straightforward seventh grade topics because they just keep going all right it doesn't teach anything it punishes you for learning I'm already struggling in school to make things make matters worse I have to do this on my back too I have no website you guys are on please you just Google Alex reviews there is I'm on commonsense.org for education provides the pros are it provides tons of data to teachers and students and competency-based progression is far better than grades the cons is the math content is mostly traditional decontextualized and dry so my concern is is if
095our approach is more Guided by The Common Core bases and this is more of the traditional basis how are those paths going to even cross because I mean there have been phenomenal math programs that are like out the door because they were traditional we have to do this Common Core and then we're going to invest in this program that's traditional but we're not even approaching mathematics in a traditional format at the high school level I would tell you were much more traditional than we are okay geometry so um it's been hard to get the high school people to think outside the box when it comes to teaching math because they're math majors and their teaching the way they learn and our textbook is even though it's it's new and it's definitely aligned to the standards
096it's still kind of a traditional approach to math just because algebra Concepts or algebra Concepts Expectations by the time the high school they can competently multiply and divide add and subtract and manipulate fractions decimals percentages so that they can do their higher level so the stuff I'm looking is for a tutoring site online tutoring program I wonder how much that differentiates between the assessment tools that we're using versus okay which school is currently using this one um what's their experience with this though the algebra one teacher loves it not like it how it feelings and roles for kids especially in the lower level classes where kids really struggled with getting algebra Concepts um we didn't survey the kids so I can't tell you what their perception of it was I was just looking at that
097site that Dave found and you know the kids are saying that it's it's a lot of work well that explains some things exactly um but she definitely felt like it gave her useful information as to where her kids were functioning and what she needed to do to help them address some other efficiencies is really the intent behind what we ask for this is having a better idea of where the holes are so we can be intentional fulfilling them so I I just got a text from somebody who works at Lakeland High School who's paying attention to what we're talking about and the text was the kids liked Alex a lot better at high school level than they did at the I ready because we were using irony for those kids who were struggling with they
098didn't have their eighth grade math competencies mastered so we were using already with them and it was a struggle to get them to do it this is this looks and feels more like a high school program so they not so childish they liked it better there's a note that says a note to Educators if a teacher Professor School Board member or anyone associated with education is reading this please do not use Alex it is a waste of time and does not benefit anyone take it from me a student who was a victim of multiple meltdowns and periods of self-doubt caused by this program take it from my friend who broke his phone in a fit of rage after being unable to complete a topic take it from the hundreds of students who have petitioned against
099it and it does state in here that I guess students can't move on until they Master whatever it is that Alex is requiring them to master which to me would seem a bit frustrating well and I suppose if you were using it in in such a way that you just put the kids on it and they're by themselves in that program and what they're doing there has no bearing on what's happening in the classroom I can see where that would be frustrating but if the teacher is using it the way it's really supposed to be used they should be paying attention to where the kids are and what they're struggling with and then working with them to help fill that Gap so they can move on so I would agree if somebody wasn't helping me
100and I was left to my own devices and I couldn't pass it that would be very frustrating but that's that's not how we're looking to use it okay it's the alternative whatever we looked for one yeah there just aren't very many High School programs out there like this it's well this is the only one we've come across actually we've been using it in the past we used it this last year in high school more than one grade level just uh just one teacher actually Katie stand that she used it in her algebra classroom but she didn't get access to it until second semester so she didn't have it and her reporting to you she liked it and she her kids definitely liked it better than they liked the I ready but we don't have I
101ready in high school we were using it with the the algebra the algebra classes where the kids were struggling with algebra we we did because they hadn't mastered the eighth grade in the seventh grade competency so we were using it to help fill in those holes that they had okay but I am just curious in the sense of knowing what we went through with respect to the math because we had several different math programs being taught we had covid I mean we had all these holes everywhere we've done what we can now moving forward water under the bridge that we're not going to have we're not intentionally going to have those gaps because we have solidified all of that right except that you've got kids who started a new math program last year first year
102that we actually implemented it in Great trade but they had several years prior to that where they didn't have we didn't have a great consistent math program so it's going to take us a while at the high school level for those kids to come in actually having mastered the skills they needed to master but the i-Ready math assessments that we're using aren't giving a heads up as to what skills these kids haven't mastered so that the teacher knows what needs to be focused on well they know when they first come into eighth grade but then beyond our ninth grade but beyond that they know having tools to make sure that they've acquired the skills that they need to acquire I think we are the only assesses that basically free so they they're minor skills to
103them all right it goes out but once again through algebra and geometry above there's nothing about IRAs no I understand that but what Lisa was saying is that this the skill Gap is being determined when they're in the class my question is why are we not discovering that skill Gap in eighth grade well I think we are I think we are okay but if they're coming in like for right support so we have kids who are in were in eighth grade last year who are showing up as proficient with fourth grade math skills so in one year you're not going to fill correct years of gas so they're going to go into high school still with some with some gaps and yeah especially if they're going in at fourth grade level right well hopefully they
104started at the fourth grade level on eighth grade they at least ended in the fifth or the sixth grade level that there would be some growth there but right still significantly behind it's going to take us a few years of implementation they say three to five before you really start to see across all grade bands and significant increase in student performance there's just no perfect answer to this question that we we don't have a tool at the high school level right now today that and the input we have is only from one teacher she was yeah until she gets back I don't have a problem with that okay it's there's no It's All Electronics it's just Electronics we have a motion and a second all in favor say aye aye any opposed hearing none the
105motion carries can I before we leave that topic because we do have a Community member who is concerned uh I would like to be able to work with her and maybe give her access to the program so she can work through and kind of give a sense of what book looks like just so that I don't want to dismiss no her concerns not at all so I will reach out to him all right moving on to um okay next we have the attendance zone changes so Jessica is working on a map the software the director Transportation director two two times ago used uh or haven't been updated has not been updated and so is it speaking to the County GIS so she's working on that but at our last long-range planning committee meeting um we
106probably had five different scenarios up on the Whiteboard that we've worked through um but we kept coming back to this this one recommendation and the reason for that is it takes some kids from Garwood Elementary and and ships their attendance Zone to Betty or John Brown but it also takes some kids who are right now robusting kids along 53 toward Hauser to Twin Lakes um and so it made more sense to to just bus those kids to John Brown instead of going out to to Twin and the reason that we decided to do that was by freeing up some space at Twin Lakes Elementary it gives us a little bit more ability to handle overcrowding in Spirit Lake Athol and Garwood um not knowing for sure where the enrollment increases are actually going to show
107up I just drove by Lancaster down Lancaster today and it's mind-blowing how many apartment buildings there are within the apartment complex but when I talked to Dina nagarado in Post Falls only one in every three units in Post Falls has kids in it 33 percent of the units have all of those apartment complexes that have gone up and post falls over the last couple years only 33 percent of them actually have kids in them so we don't really know how many kids per I mean if you right but we did there's no great way to know for sure how many kids are coming out of the apartments but we this takes all of the kids from that apartment complex and they and none of them have started school in our district yet so we would
108just make John Brown go home school for that apartment complex in which apartment complex they just come up in Meyer particular genre instead of going East to Garland so this gets all of our schools somewhere between 350 and 400 to start the year which gives us a little bit of room to grow garlic at one point had 550 students John Brown at one point had 550 students by the Kiefer at 1.550 students so um just gives us a little bit of ability to be flexible knowing that we're going to have to at some point ask for a bond but we're not at that point right now in this community's not ready for that and so we have to fully use the buildings that we do have before we can ask for more and this allows
109us to more fully use John Brown but is it Garwood much closer to the Lancaster Apartments than no no it's not okay okay you're I know we're okay I was thinking of the ones okay so we have the shift enough to make room for those coming in right into Garwood as well they'll know it's already I doubt him but they're building it third phase right now yeah yeah so there are very few kids right now okay who are zoned for Garwood in those apartments we did look at Hayden New York as one of the options also um but mystery Mercy pointed out there weren't very many kids there and it would be more beneficial to the garwood's numbers to take the new ones [Music] with respect to Twin Lakes and I know I brought this
110up at the facilities Workshop we just had I'm still kind of perplexed with the occupancy of the preschool at Twin in two classrooms um and that school is going to continue to grow because the growth in that area did they even consider moving that to the landmark school yeah yes and um as I stated at the facilities Workshop when we went and met with principal schnaf and we walked the building to figure out if we moved 100 more kids to John Brown um or 150 more kids than John Brown how many classrooms would that be and would they still have enough room for um the moving program over and what they do so we can do that and shift to that program if that's um well I do think that programming is to be shifted
111because the the growth issue is not going to change for twin or for Garwood um and I think it would be I don't think it's prudent to and this is just my opinion to make these kids all move because they're breaking their friends they're breaking you know their their sense of security that they've already established within the building we're saying he moved but yet we have a whole body of Littles that we could move the whole thing and they're not being disrupted other than just the room right they still have all their peer support there but right but neither of the classrooms at Twin Lakes were in the preschool program is right now our regular size classrooms they're they're not you wouldn't put a regular classroom in those five in those frames yeah no that's
112not what I was told by the previous administration that there were two classrooms that were combined so there are some space yeah there are two spaces but both of those classrooms were they were built in such to do to be a specialist type classroom where you have smaller groups not to have a full class class of kids in those two rooms thank you but in a pinch Twin Lakes Elementary that was conceived it was originally thought of as it reached out for the adjoining attendance zones because of its central location you always always reviewed that way can you know with respect to the special program the central locations correct but when you're busting at the seams and you're I mean I just really aren't but we have been so now we're not going to be
113because we're shuttling all these other kids overloaded because of the fact that you know resuming has not taken place but this this equals things out significantly to build a capacities the other thing is it's never made a lot of sense of us kids from Hollister Hills all the way up our legs I wasn't part of that board that made that decision so I don't know what their rationale was for that but yep the rationale just because I was part of that conversation was when you have to cross the railroad tracks or snake through the town it's it's once you get to this bathroom City Limits it's four minutes more to Twin Lakes versus sneaking through town it was almost exactly the same Drive thing for the kids on Justice that's true but you know with
114respect to the parents and the parents and they go to the school occasionally that sort of thing addition makes more sense to have a genre a lot of more schools here in town yeah that I and when we're trying to fill John Brown to their functional capacity that that zone made the most sense because you're driving right past the school to vote drive right by two polling places in order to go way out there it makes sense no matter what decision we make with regard to zone changes we're going to have parents who are not going to be happy hello trauma that's involved but the kids it's relatively short are resilient and they quickly make friends and um but if we don't do this we we don't have issues that Garland with too many kids
115and it would be hard to justify having overcrowded classrooms there when you've got a school that could be great that could look at those questions so what are you going to do with the parents that do we know I mean if you got a kiddo going from fourth to fifth grade are we going to allow them to finish that out there yes and those kids are not counting what are these numbers those numbers are the first through uh the last year's kindergartners through fourth grade so we don't know for sure kindergarten numbers but we didn't count fifth graders recognizing that some fifth graders will make the move if so it's last year's kindergarten through third graders because they was the fourth fourth graders they would be going into fifth graders fifth grade because the fifth
116grade will be going into sixth grade so they won't right sorry you're right after the third grade we didn't count the incoming fifth graders for this year we left them at their homeschool but parents could and that would be a Zone transfer request by parents which means they would have to provide the transportation back to those schools that they're currently attending and there will be some families that will want to keep their kids together because they may have other siblings and so not all fifth graders this year fifth graders will stay in their home schools but I would anticipate the majority will so we chose not to count them the other thing that we are doing to try to make this more palatable is we're trying to [Music] um provide a base at John Brown
117so we have an opening right now for base coordinator it's a schnapp I was talking to um her staff her classified staff to see if there are any people who would be willing to take some of those hours and add them to the hours are currently working so just to make it a little bit more convenient we we know we have parents at Garwood who rely on the base so we just want to make sure that we're providing it if we can and we'll only do it if we know we can do it and sustain it for me so right now we're in the process of looking into it and it's posted how long has it been posted a couple weeks have we gotten any yeah there was one today any other thoughts or conversation
118discussion do you have anything else on it I'm ready to go okay it's time to go I'll move to approve the attendance zone changes as presented second having Motion in a second to all in favor say aye aye aye can you opposed hearing none the motion carries so I will just so the board knows I will schedule a meeting with the parents of the students who are impacted by this decision so I can explain how we got there and what that will look like moving on to the supplemental curriculum looks like there's a few books that seem to probe some concern laughs I don't know who you think someone could have given me a heads up we could have skipped around totally cool with that but it was nice to have an audience can I
119can I speak to the Idaho stem action center and the concerns that were raised there please um when you look at the stem Action Center and they use the words diversity equity and inclusion they're really looking at including um kids with disabilities in um these Hands-On learning opportunities it's not when you think of diversity equity and inclusion it's not the critical race social justice type thing and this really is about making sure that all students have access to stem opportunities and we get paid a lot of Grants through the stem action center and we've purchased our the majority of our robots that kids program coding from there we've heard we've gotten 3D printers and actually you have sent our Advanced learning teachers they did have professional development course that we sent them to and they
120came back with all kinds of ideas for how to engage kids in critical thinking and problem solving um so I I know that those words set off um fire alarms for people in their head but in this situation in Idaho I can't speak to other stem action centers outside of Idaho but in Idaho we're not talking about race at all or even gender this is really about students of all academic abilities having access I would be very concerned if we weren't using stem actions I guess part of my struggle is a lot of what is being asked for is all websites that's not books that are going into classrooms that people are teaching from and I thought that we had heard from at least those within high school and middle school primarily High School that
121they are saying there's too much that's being done on the computer they want off don't want to go back to book in hand so I don't understand why we keep spending all this money just to link up to a website and put these kids on computers instead of teaching them in the classroom I mean granted I'm old school but I I just don't understand and I the Idaho stem Action Center I don't know that we're putting kids on on that website this is I don't this one probably shouldn't even be on here because it's more of a teacher resource than it is a slightly put kids on it has lesson plans for two ideas it has lots of they have lots of opportunities for Grants I can't I haven't looked at the other ones [Music]
122Wonderopolis is a website educate outside is a website but it looks like it's giving resources more so than sticking the kit on the computer most of these are just resources it's not a site that kids would go on per se but they will be pulling some information so kids would if they pull something in for any kids would have access to it a lot of this is specific to our aop classes and then our enrichment classes so like it's tle it's not this isn't per se for classroom use all the classrooms could use it as an extension activity but it's for the higher end support well like Wonderopolis the our whole science curriculum and the Idaho standards are based that's called phenomena based science so um it's the it this Wonderopolis actually dovetails nicely with
123the way the science standards are written because it's about a phenomena so when you're talking about what are you wondering um why do leaves change color in the fall I have no idea why they changed color and fall until I watched um mystery Doug and he taught me so it's their little short little video clips this looks the same where you're getting to to get answers to questions you might have that you're wondering about science but it's not the actual what about the CSI web Adventures because that's a game website um so our kids just jumping on here to play games during class and what grade band are we teaching CSI to at K through five it's for it's not kids aren't nothing necessarily on a website they could I guess if that's what it's
124on there but the idea is that you can do little kits and have kids walk through um going through like they have to investigate a scene it's not a crime scene but just they're investigating something like fingerprinting I mean it's not it's and these are all free websites so this is there's no cost to the district but it's like when we've done our Alp nights we've had crime team stuff or how like how does fingerprinting work how does if you dust for something what is it you know just it's just different stuff of what a crime scene job would look like or a CSI but not specific to like it's not blood it's not so it's more stem based why something works the way it works and what science application is applied here or there
125or why physics works here and not there that kind of stuff but these are for more enrichment activities when you're done with the core it's for um it's for that differentiation piece so today in science it states its own FERPA compliant or cup of compliant do you know if it is or isn't well I don't know what they mean by that because there wouldn't be kids aren't putting their input so again it's just a resource that teachers are using and they could pull some material from there so right but the site itself has ads and all sorts of stuff all over it so I didn't see that but that's what the person said when they went on so I just we put all of this if we upload some of this we put it through
126clever so some of that moved so okay I just went to the site oh you did yeah there's hurts and there's T-shirts from Amazon and um yeah there's a lot of clickbait on here there's a quiz [Music] I don't know about this one [Music] try not to grasp When You See It Lily ATT picks unveiled very large well-endowed woman yeah this is interesting which one are you I'm looking at um today in science if you scroll to the bottom jaw dropping Dubai photos small ball type cordless bearing rope skipping training rope table yeah oh great can you name these old items and it's jacks foreign and again I think part of I don't know about the reviewers but at least for me when I click on it and I go to just the website without
127any understanding of is this just a teacher resource or what are we going to focus on teaching from this website that is challenging to say yay let's do it or can we have that included in this when we things are brought to us like how it's going to be used who's going to be using it especially when it's just a website yeah is it uh yeah right because is it something that the teacher is going to pull some pieces from and most of them are but if so what pieces are you know I don't want to give just a blanket sure you can use this website and then come to find out it's is it primarily for the teacher teachers and resources they're building their lesson plans or is it something are there videos yeah
128and they do realize this is supplemental so it is for the teachers to be able but when you're going and it's just to a website and like the CSI one is all about their games that concerns me because that's telling me we're just putting the kids on the website I don't know that that's what we're doing but that's what it appears [Music] foreign table the whole list for another day deny the list entirely deny the list entirely just do something do something I don't see anything there terribly concerning hmm on any of them specific one or most of most of the reviews are no concern you know there's a little bit of stuff about the stem thing yeah I think somebody got in order to get too far afield uh I would move to approve
129all of the items that have no concerns from the reviewers and table the other items with the understanding that we get some kind of how it's going to be used information exactly have a motion in the second all in favor say aye aye any opposed hearing none the motion cares okay moving on to the Hayden Ross mou um well last year I believe I brought the survey to everyone just to have input because they sent it to me to complete and I don't think I should be completing it as the voice for everyone without your input and then of course um they did bring the mou which last year we kind of brought which was fine and then they provided another mou this year I didn't like do a reflective comparison I'm assuming it's the
130same bottom line is the amount we agreed to last year is what this one is so I think that's the Plus um please so it's not technically an mou it's an engagement letter which is doing practice for audit firms okay we're in a three-year commitment with them this is our second year of the commitment okay this is just agreeing to the services that they're providing for this audit it's not an mou per se it's just an agreement that we're engaging with them for the services that they're providing okay and so next year will be our last year yes three-year commitment so if you're bored chose to look beyond for we will and RFP to look to see what other groups might not be out there whether they cost more or less or more are you
131familiar with other organizations that okay good all right um not necessarily specific to take K-12 but and they do it all so um there are other firms correct I agree I know that but uh so next year at the end of next year so what I would recommend accept it and then we start an RFP process after that okay supports discretion Virginia participating yes absolutely right okay would like to ask if we could potentially that survey that's on there um it is a general link for their entire firm so I would like to maybe not have that out there for a general public to just be able to provide responses that would be fun thank you I did not know that it was dinner that's okay okay so um okay I'm gonna fill it out
132while we've we're all here together because it won't let me advance until I fill it out okay that's what I'm doing okay has the board considered the possibility fraud may occur at the organization and what are our views about the risk of fraud deal with severely hanging by their toes so yeah and toes a long time picture that so our views are that it should be dealt with swiftly and what was that severely severe thank you do we have knowledge of any actual suspected or alleged fraud affecting the organization including Grant programs for Grant Awards received do you have knowledge of any possible or actual non-compliance or abuse of the grant programs occurring During the period being audited or the subsequent period thank you is the board involving in the organization's is the board involving
133in the organization's processes for identifying and responding to fraud risks that's their question I did not misread it I think it should be involved but are we involved in the processes for identifying and responding to fraud risks I don't know that we are well we're approving expenditures how does the board exercise such oversight activities are complete monthly Financial reports from the okay Treasurer right but it's as common examples of oversight include reviewing approving checks reviewing bank statements and reconciliations which we've never done and reviewing and approving the monthly quarterly Financial reports which we do receive so um so we are involved in a sense not maybe to the next that this look is reviewing the bank statements about reviews we used to review credit reconciliation that's what I meant when I said we're supposed to
134see that so we can include that to the monthly under the monthly budget information then we would be more fully good night is it okay to include that and then clientele package okay so I stated we are involved in the reviewing uh we are involved in reviewing oversight activities we are presented with much monthly financial information and potentially trying to improve our financial oversight is the organization in compliance with the law of regulations contracts and Grant agreements really hope so please let us know if you have any further questions comments or concerns that you would like us to know about okay anything thank you none at this time submit okay I'm gonna see if you can save this question here so I'm gonna save it and send it to clerk for the course records thank
135you for walking with me through that at least emulating experience um wait for Dave we're gonna go to meal service food delivery truck we haven't approved the mou yet do we need to improve I know it's under action items and that's why yeah I don't know that it needs to be approved since we entered into the three-year agreement but we can you're going to sign the letter I will assign the letter so if you're comfortable doing that without or for Dave to get back [Laughter] motion to approve seconded we have a motion in a second but we will wait for trustee Quimby before we take the vote I'm sorry not a worry we have a motion on the floor to approve the hidden rust letter of intent engagement letter mou whatever um and we have
136a second all in favor say aye aye any host hearing none the motion carries do you have that printed out yeah okay well done right now but I'll send it afterwards just because moving on to the meal service food truck delivery food delivery truck prove a new food truck for the Central Kitchen for eighty two thousand dollars uh where's this money coming from this is coming out of the so it's part of their plan that we had to do to reduce their fund balance okay this truck specifically meets the criteria to deliver to buildings that have low overhang are one of our prior fleet trucks wasn't able to back into where we needed them to so this meets that high requirement for the building that's close yeah um I did ask uh I'm not sure
137if it was the last board meeting or if it was I think it was at the budget dealio to get an overview okay Chelsea and I are working on that part we'd like to set something up similar to the superintendent or follow-up or kind of like a finance follow-up for you perfect um quite have enough time to get a dialogue we haven't sped up I just would like to make it as long as it's in progress that's what we care about yeah perfect um the state has already approved yes this is one of those things that we have to get prior authorization from the state okay um so they have provided their approval for this truck okay and this is using that funny fit the funding that we had that kind of above and beyond
138what we typically have so it's definitely a good time to use because it's a one-time one-time dollars one-time expenditure excuse me in August I ate I think there's one other item that Kevin is working diligently on getting quotes for so that we can get it hurt too for approval okay this is an Isuzu truck it is with a gasoline engine yes which is a little unusual it is unusual but it was the only one that could be apartment we needed for the Box height we actually had a lengthy conversation back and forth with the state regarding the fact that we were specific about in Isuzu in our bid but after talking to several dealerships Kevin determined that this was the only one that offered the height that we needed that's fine this is most issues
139move to the group second motion and a second to all paper say I I any opposed hearing none the motion carries uh the abatement at Spirit Lake Elementary we discussed this uh extensively at the workshop does anybody have any further conversations they want to hold with regard to the abatement at the Spirit Lake it I just have one quick little it's just a super minor it material sales tax you shouldn't have sales tax on materials coming to Idaho correct yeah I'll have them redo that okay yeah it's common that they put that on not just them I get quotes all the time and I have to revise them so yeah no problem okie dokie good catch if we were going to Washington it's just one of those things that my eyes just no and we
140were going to Washington to pick it up then it would be one thing but since they would be bringing those materials to us in Idaho to do the work perfect for their conversation or discussion which I had to move so again no you just did and David seconded all right we have a motion in a second all in favor say aye aye we know the motion carries moving okay we're into discussions all right so we have the student handbook okay so we have just Lathrop High Schools I think it's but we have oh the school district yep under the description it says student handbook and that's the one you can go to all the white links correct oh [Music] yeah I don't think we've really changed about you so that Dr Pasley updated any policies
141that you guys have revised since last year and I do appreciate the uniformity that Dr casley has worked tirelessly on with all of the schools and making sure that it's cohesive and streamlined yeah actually Rebecca helped me immensely and Rebecca thank you so much um you'll notice that some of the highlights when you get down to the individual buildings those are the buildings we're still working on there 23-24 so that's why this is just as a discussion we'll have all of them finalized okay but um and then if there's any policies that change I'll do one final sweep through and then I'll update if there's new policies okay so that's kind of where we stand with that so we'll come back in August for approval okay on page 10. it's the diploma criteria for a
142regular diploma I don't think we need to specify that it's for a regular diploma anymore because we don't offer anything other than right okay and at the top of it it says High School graduation requirements for the class of if we're not going to put a year in there just totally get rid of that or put a year in and that's just on that page what pages High School graduation requirements period yeah yeah okay because we are now looking at this on an annual basis it shouldn't right in here you could unless somebody was instead of regular diploma you could just say diploma requirements [Music] okay but dude I do thank you both for your diligent effort anything else to converse over on the moving on to the mentor Protege handbook and um so we
143just kind of firmed up those goals and so if you I don't know what page this is going to scroll down to the page that starts with classroom observations you can you can turn it back on to it right there yep and then click on Mentor requirements 20 23 24 verification form principles now we'll have to sign off on on all of those things that we're asking the mentors to do prior to them being what is that and why the mentor requirements no that the buzzing sound deep sounded yeah okay so we did um just we put a little bit more accountability in place great for that and I already have it on our August I'll go over this is a new requirement and then we'll add it to our miniature protein the further change
144and the mentors know there's no so to ensure that the Protege know this is what should be how much support they should be getting we've always had it in place but place but it wasn't built in there and then the mentor knows what the experts expects are as well so they're just and then who does that who determines whether they were successful in that is that the principle or is it but I will say and I've only been part of mentor kind of overseeing it in the last year at least that I made changes but we have had situations where protein Shades have come to us and just said hey the support wasn't great or the principal has come and said you know this this didn't go the way that we wanted it to and
145so we have done I feel like lots of conversations about you know placement of mentors with Protege because they might be a great teacher but they're just the follow through on the other end may not be strong and so we've tried to be a little bit more strategic in the conversations of who's how we're placing people so that they are feeling really supported um so we're just trying to put some more oversight into that process of the conversation or discussion uh moving on to the reallocation of Ester dollars the reallocation of unused Ester dollars and their re-allocation survey so sr2 dollars have to be by the end of September 27th of 23. so we have school districts in Idaho who have not used any of the rest of two dollars who are not going to
146be able to fully expend those and so the state is working with those districts and and pulling back the dollars that they are not going to be able to expand and they're willing to give them to districts who are willing to expend them and we have a plan in place um for those dollars and we did submit the survey saying that we would be interested in receiving more Sr dollars unless the court tells me tonight that you'd rather we not but we I didn't want us to miss out so I went ahead and submitted the paperwork I think any relief that we can provide to taxpayers is going to be cool yeah there's no guarantee right no need no we're just waiting to hear hopefully it's not a big fat bike right well it would
147be good to know um if they're going to come with certain types of strings attached it'll be the same type of okay because of the federal government dollars so we'll have to tie what we do with them back to the colon which we can easily do and then free up the general fund dollars that we've budgeted and be able to set those aside for something else okay just like we've been doing the information on the time frame you know and they just put the the form out to us let us know if you're interested in interested um and then we anticipate we'll hear sometime soon because they have to be spent by the end of September so it's the state doesn't have a lot of time so we have to be ready to kind of
148pull a plug on that and go if they tell us which we already have a plan for okay thoughts Randy was asking Randy because her brain looked to have steam coming up sorry okay gotcha all right moving on to the draft 3501 Mental Health Providers draft this is a policy that the policy committee was tasked with creating um from scratch I think the policy committee did a really good job um I don't know if any of you had a chance to review it there is [Music] um the perspective of there was a little bit of the last meeting that you had a little bit of um I guess Dynamic shift because it's not a policy for Heritage Health it is a policy for mental health providers to come into the district um because there have
149been some well you have to put this you know you should focus this way for her to tell over that way for Heritage Health and that isn't the intention of the policy the intention of the policy is strictly for mental health providers um there was concern brought up that um we want to make sure that parents consider um I don't know if pros and cons is the right word but basically um consider what may come from going into counseling with Heritage Health at this current moment on our schools so we created the things to consider with mental health services at school um which the committee hasn't fully um reviewed this and um the the rest language is my language because I was trying to rewrite some of what was written without taking it away so
150that everyone could have conversation over it um the other point is there was um on the policy itself we identify uh policies that have forms but the forms are conducive to that policy but the gist of the matter is parents should have the right to say you can or you cannot discuss this with my child so a consent to discuss form was created which I do think there should be a generic line item that just States you cannot talk with my kid about and the parent can fill it in because if those policies don't highlight it and the parent wants to have that voice I think they should be allowed to have that voice um so that is something else that the committee came up with um at the last meeting it was a little
151uh challenging um more staff members had showed up that had ever shown up before um but some of the parents on the committee felt slightly attacked by the parents because the whole concept is just making becoming aware I mean helping parents become aware makes your parents know what their rights are don't infringe on them so I think these uh the form and the things to consider concept I think is important to benefiting all of our parents so you had asked us to reach out to Amy white to get input um she I was hoping that we would have it in writing today but I did she did finally call us back on Thursday last week and um she has some pretty big concerns about the way it's written in that um the forms and some
152of the some of the things that the committee put in place actually draws the staff in when there's this really should just be between the Heritage Health Counselors and the families and the schools should have no part of anything that's going on other than we provide the space right um because the more according to Amy the more aware of all to the more liability we take so she was going to put in in writing for the committee so that's coming okay great um what she would recommend and just reduce some of our liability okay and they're one of the concerns that's highlighted on the policy itself if you go to bullet point of under District expectations the district and mental health provider shall not provide gender affirming care options as mandated by Idaho Statute um
153initially it was gender affirming care and gender affirming counseling and then there was um debate back and forth over whether or not the district could state um that you know just don't go near the gender affirming anything the district can state that you know we're not going to have gender affirming counseling on campus we can make that stand there's nothing illegal about it it doesn't open the district up for a lawsuit um what we can't do is we can't go against any of the laws but we can create our own that are within the boundaries of laws so I don't know everyone's perspective on that bullet point and I do know that is one that we did ask Amy white to weigh in on so that I'm hoping that you can accept that by Wednesday
154what's that yeah we are waiting over here and she knew you we had the board meeting tonight well if she can at least I guess from the board's perspective are we okay with whatever Amy white comes back with if the policy committee can Shore this up the next step is to get it out to parents for their input um which is what we've done with every policy we send it out get their input it comes back to the committee and then it comes to the board for approval um which would mean that this would be coming to the board for approval in at the August meeting okay any other thoughts or comments [Music] is there any other possible action items for discussion nope all right well I'm gonna go ahead and adjourn the meeting pretty
155good job
