001I do not see the building when it comes down to Oh, >> thank you. That's right. Upper. >> Yeah. I started to forget, but you actually go right back Is your person going to be here? >> Cassie said she >> we called them and they said yes. >> Okay. >> Don't budge. >> Oh no. You're you're you're this is this is all you and it's Cassie. three minutes. >> I'm just the eye candy in there. anything back treatment. How do you feel? This morning at our little First number, a lot of us That's why >> I'm ready to get going. Stage flag for it stands one nation under God indivisible with liberty and justice for all. Right. >> So, good news. Ryan, if you want to come up with his >> Yeah, it's it's me.
002So, she's not here obviously. I feel really bad for that. So, but Denise Martinez um was I want to call it very heroic in her act. We had a student that had a very serious medical emergency. Um, and her quick thinking not only helped that student um, at that time, but she was able to get to me and when we reviewed the footage essentially, we were able to give her uh, life-saving uh, medical aid within 15 seconds of it happening. So, um, she was just amazing and heroic and we wanted to just honor her tonight, but unfortunately she's not here. >> Yeah, that's great. There's this. >> Yeah. Thanks, >> Cass. >> Okay, we'll move on to superintendent report. >> Uh, Mr. Chairman, members of the board. Uh so our supplemental levy election uh with
003the news yesterday that there is a voting discrepancy uh with Elmer County elections from the last election. Uh at 3:00 I emailed Shelley to see if they had an update. She does not have any update at this point. She said she they're working to come to a quick resolution and as soon as she knows they will let us know. I have no idea um any details. I think you guys have probably heard as much as I have about where these 300 votes could be or not be, but obviously it could have a an impact on our supplemental levy. So, uh as soon as I have any information, I'll share it. If you receive any information, please share. Keep our fingers crossed. I think it's 300 yes votes. But >> do we have to certify? They
004certified last Friday. Oh, >> so that was part of the issue. >> Yeah. >> They're consulting with the attorney general, I guess. >> Yeah. Everybody's involved. >> Yeah. >> Prosecuting attorney, attorney general, the secretary of state trying to figure out what to do. So, what it sounds like happened is Friday the uh county commissioners met to certify um they they were told by the elections clerk that there was a request to have a recount for one of the Gwen's Ferry school board positions and that's what prompted the deeper dive into the the ballots and then Monday she reported the commissioners that the issue was there and they got their secretary of state involved. So, we'll see. Still, we'll stay positive. Uh the other thing I wanted to update you on is December 10th, there's a
005IHSA meeting to take our request to move to uh back to region three. And so part of that request, um, the Great Basin Conference was very reluctant to release, uh, to to vote in approval with the board of control from region 4 unless we were willing to stay for football for the two years because the scheduling had already been done. And so, um, after talking with Mark, I it's not a big issue. It doesn't change our schedule a ton. Our non-conference games are with the SIC. So, the IHSA director reached out to me yesterday. And the recommendation from him going forward will be to move uh all sports except football starting in 2026. And then once that um scheduling cycle is over after the 27 season, then football also moves. And that that'll help with
006both the SIC80s and the the Great Basin ADS with the the concerns that they had. It was just simply a football scheduling issue. So So we're good to go. uh that goes to vote to their board on the 10th and and Chad Williams is the director of IHSA. His recommendations were in the past. Just wanted to share those updates and see if he had any questions board of trustees public engagement report. >> None. Um, so I've got some I attended the um Mountain States Policy Center dealing with the um the whole $5,000 tax rebate, $7,500 tax rebate. Um, a lot of people there were asking a lot of questions about um, different standards and stuff and they were going to put the same standards on private schools as you have on public schools. And the
007two that were leading it were majority leader representative Monk and Majority Leader Senator Den Hart of Boise area. And Representative Monk made a comment when he was asked why they did not put the same reporting requirements on public schools or on the private schools public schools. His comment to the audience it was we don't want our private schools, home schools, micro schools to look like our public schools is why we didn't put the same requirements on them as our public schools. So after we were done, I approached both of them and I asked them, "Well, what are you going to do to take the handcuffs off the off of our public schools?" And they both said, "We are willing to do whatever you guys want us to do. Please tell us what you would like
008us to have removed." And we've asked this several times, but nobody ever tells us anything. So, I'm encouraging everybody here to please send them an email of what you would like to see removed for reporting requirements or standards that we have to move that public private schools are not required whether it's ISAP reporting, it's go on rate reporting, any of that stuff, email it to them because they say they will carry it forward to the house and to the senate to have it removed. So, um, that's all I have for public engagement. Public comment. Do we have anything for public comment? >> Yeah, Anita signed up. >> Okay. >> And just so you know, that the junior student did just show up. >> Hey, >> yes, let's redo that real. We're not going to go
009to jail for this one. Come on. This is a good thing. Yeah. >> So, this is Denise. And so, Denise, we are um giving you a certificate. Um I'm going to pull it for bravery and for quick thinking for the amazing actions that you did when your friend had a medical emergency at school. Um and I told all them when we went back and looked at it within 15 seconds, we were able to give her that life-saving medical emergency or medical assistant that she needed to to stay alive. And I'm very, very proud of you, first grade as you were. So, Okay. >> Hi, I'm just here from the Mountain Home Lions Club and um we'll pass those down. Um, we went ahead and finished up our elementaryaries um, vision screening and I wanted to
010come and report your data again this year. Um, on the the information I just gave you, you can see that I left 23 24 25 and we're now on to 2526. Um, that first 23 24 was when we did not have to give per or get permissions from parents to be able to do the screenings. Hence the 100% um on the number of students screened or percent of students screened. Um this year we screen 2,00 um 97 students in the Maten Home School District between the elementaryaries and hackers. So, um, and only 15% of them were students that needed to be referred to the, um, to get some kind of eye exam from their doctors because we're not doctors. We're just screening them. So, uh, that was great because in the Boisee area, it's about
01123%. >> So, we were well under that. So, parents are taking care of things. Um, and teachers are catching things and letting parents know. So that's awesome. >> We did have the opportunity to borrow some hearing screen machines this year. Um they screen over in the Boisee area. Um and um so they had two days that were available. So they asked me if I'd be interested because I'm on the board over there and I said absolutely, let's give it a try. So I called Nick Cruiser and I said, "Hey, you want to be a guinea pig?" So, we went ahead and um screened her students. Um we did have a great big learning curve because the first day that we went in, we screened hearing screening and vision screening in the same room. Um the
012vision screening machines make these cool little sounds. Well, so does the hearing screening. So, um, I went home that night and I was like, "Okay, we got to redo some of these and see if we get better better chances." So, we did re resscreen them and we went from 93 referrals to 51. We did not resscreen all of them because we didn't have enough time to do that. Um, but obviously, um, a quiet room would would have been nicer. So, I I did email um um Miss Hudson and Mr. Gilbert and let them know that um we were willing to um go out and purchase these machines and do the screenings for all of the schools. And um at this time they declined. Um the offer is still open. Um we do do it over
013in the Boisee area schools. Um, not we the Lions clubs over there do them at the other schools. Um, they don't have problems with HVAC systems making a no pro doing a problem. I don't know if it's different machines or whatnot, but um, we are willing to purchase the machines and do it for the the students here in the area. So, I'll still leave that open if if that's something that you change your mind on or want to want to move towards doing. Um, our Mountain Home Lions are definitely willing to do that. Um, we would just want enough time to be able to get it through our board to make sure that they can purchase the machines and then getting the machines here. Um the machines over on Boyisey are um work really well
014that we got from Envision, but um since they're all used over there, it's a little difficult for us to get over here, so it would just be easier for us to purchase. Um do you have any questions on any of the data? There definitely were some students that we would look at when we were pushing the button to for the sound and they didn't hear anything. So there there are some kids out there that definitely have some hearing issues and it is just a screener. It's not we're not doctors or anything like that, but it is the service that we offer. >> Very much appreciated and too. >> Absolutely. Do you mind if I head out? supposed to be fully. >> Yes. Thank you very much. I appreciate your help. And we do still have
015some scholarship funds for students that um want to do an activity can be um music, renting an an instrument. We have those. Um I think that Mr. Cotton has them. Um and he was going to give them out. So hopefully we can get some um scholarships given out from the um the Lions um triathlon that we did on on campus. So >> yep. So that's out there and then we'll offers it offer it to the elementarymentaries for any of the summer programs that are going on. >> Thank you. Any other was there any other move on to approval being items? We approve the regular board meeting minutes of October 21st, 2025. >> Second as part of the consent agenda. You want this is just for the agenda at this point to approve. Okay. >> Is
016that what you want for? >> Yes. >> Second. >> All in favor? >> Any against? All right. Now for the consent agenda. Anything anybody wants to pull out? Make a motion to consent agenda. Okay. All in favoration business. New business. Approval of power school class action lawsuit. Mr. Gilbert. >> Mr. chairman, members of the board, uh the power school data breach that occurred last year, um there's a class action lawsuit nationwide against power school. So the Idaho Idaho schools, the majority of the power school districts are signed up with Anderson, Julian, and Paul as part of the Idaho portion of this. And so for us to be involved with this, it requires board approval. Um at this point, they don't they haven't said what they think the financial settlement to this will be. But I
017think it's a good idea um to join it as you know, it it helps mitigate some of the ongoing things that we're going to have with that data breach that are there. So, um, I've already signed forms that we need to. It does require just formal board approval to join the lawsuit. So, I would ask for your approval to join Powers School class action lawsuit. Motion a motion to do that. >> I move. >> All in favor? Hi. Approval of the auditing firm. Anybody? >> Mr. Chair, members of the board. After last year's audit, I reached out to um Quest CPAs just to give a quote and just see kind of, you know, what their auditing process is. Quest CPAs, they handle almost 70% of of the state's um audits with districts. So, Saurin, they've
018invoiced us $47,660 for this year's audit. The quote I got from Quest CPAs would be $27,500. So, we'd be looking at a $20,000 cost savings. And then Quest CPAs, they also don't um they don't require us to complete Gazsby 75, which gazsby75 is our postretirement benefits valuation. We roughly pay about $4,000 a year for that. So, which but you know, going to Quest CPAs, we'd save about $24,000 a year. So I ask for your approval to use Quest CPAs for the FY26 audit. >> Any questions? >> Yes. I understand a motion to approve Quest CPA for next year. Second. All in favor? All right. Anyone against request next year uh policy replacement ISBA format, Mr. Gilbert? >> Mr. Chairman, members of the board. Next up, we have policy. So, the first one is the grievance
019policy for certified employees. And this is moving the current policy to the ISBA format. So that's had had Sharon just cut and paste what was out of the negotiated agreement into the ISBA format and you're going to see that for most of um the next section as well with policy revisions on there. So um since this one is a direct replacement take it first. So I would ask for your approval of the grievance policy for certified employees uh policy 5801. And same thing questions. I take a motion that we approve the policy replacement to the ISBA format for grievance policy for certified employees policy 5801. So move >> second. All in favor? >> I policy revision first reading. You want to do these one at a time or do them all at once? Well, that's
020up to you. I I think they're all following the same format, chairman. It's it's moving the existing is or the existing policy in with the ISBA policy and and combining those together. Um I I don't think there's really any changes to what what the policy is doing. Um, and again, this is going to be a process over the next year as we we move the policies into that format. So, I'd be happy to attempt to answer any questions you might have. >> This is statewide and most or all districts are going through the same thing and adopting these policies. >> So, any any district so we have been with a a a different um policy service. So what these groups do is take anything that's come out of the legislative session. They have their attorneys
021write the policies in a very vague not vague but not not a district specific way. And so they they distribute those policies out for fee and then we adjust them to to make them mountain homes. And so our old policy group was >> Anderson or Anderson, Georgia >> and then now we're with the Idaho School Boards Association. And so I think what you see on this is more districts tend to use the ISBA policies. >> Yeah, Mr. Superintendent, if I might say first of all, I lie when Anderson Julian Hall, it was um Helena Law Office. >> Yeah. into the policy and secondly we're just behind all the other school districts have been using ISBA for a while so we're playing catchup. Is there financial implications as it things are more expensive, less expensive? Is
022it >> uh feewise? I don't know that there's a a big variance with it. So, you know, the the benefit of it is the ISBA when they have their attorneys write it, it's it's with that that direct look at school boards versus like Helena, they're they're not necessarily focused just on schoolboard policy that's there. So, um I think as we get these into the system that we're we're better off with the resources that ISBA provides when you update policy or if there's new policy that comes in. So, um yeah, it's it's been an undertaking for sharing. >> Policies are part of what we pay our member included in the membership, isn't it? No, it's the the this is a separate portion of it, but basically we're you're going to pay it to one or the
023other. >> And Mr. Chairman, actually just a little bit less going along with ISBA than with um Helena, but not by much. It's just that they already have it pre-written. So basically all I have to do is have real quick cut and paste and that's it versus going line by line by line looking for what the changes are. >> I mean the other ones seem pretty straightforward direct over. >> You mean the process? >> Yeah. >> The ones that we've already not having seen the old ones. Oh, you don't want to see. >> I have looked through these. I'm not gonna say I've read line for life because >> there's a lot. >> That's why we're taking them in bits and pieces here. >> And these are the ones that were required to have, >>
024right? So, I'd ask for your approval of the first reading of policy 1120 authority policy um policy 5107 informal with new policy certificated employees. Policy 5220, assignments rein reassignments transfers of administrative employees. Policy 5221, assignments, reassignments, transfers, and vacancies of certified employees. And policy 4110, the grievance, policy, patron, and public grievance for complaint. Move that we approve the first reading of each one of those policies. 1120, 5107, 5220, 5221, and 4110. >> Second. >> All in favor? >> So, policy adoption, first reading, Mr. from policy, public participation on the board. >> Yes. Just continuing on. Uh, this is this is actually a new policy, the board policy public participation in a in a board meeting. And I think this one really comes down to some things that legislatively changed last year. So I would ask
025for your approval of the public participation meeting policy number 4105 Any questions on this one? >> So motion to adopt public the policy for board policy and public participation in the board meeting. I'll make a motion to adopt board policy and public participation in a board meeting. 415. Second. All in favor? >> On to agenda to session. >> Okay, Sharon, my cheat sheet's not here. >> Oh, here I do it again. Mine. I got to see my but I believe it is in your >> I don't see it. I was just looking for it. >> Nope. >> Ah, here we go. >> That was my copy, but >> Okay. So, at this time, I'll entertain a motion to enter to move into executive session to consider REX request. Second, all in >> favor. Roll call,
026please. Uh, Trusty Knox. Hi, >> Trusty Perez. >> Hi, >> Trusty Donahue. >> Hi, >> Trusty Betty Ganetta. >> Hi, >> Mr. Chairman. >> Hi. >> All right. So be it resolved that the board of trustees of school district number 193 recession room open meeting into the following executive session pursuant to Idaho code title 74 chapter 2 section 74-206 subsection 1 subsection B to consider the evaluation dismissal or disciplining of or to hear complaints or charges brought against a public officer employee school staff or individual agent or public school student be further resolved the following the executive session. The board of trustees will convene into public session for further business or adjournment that may in executive session. >> Thank you all for coming. Seriously, email email those two guys on anything. I'm holding two while
027I go there in February.
