001okay [Music] uh yes right here she's good evening i'd like to call this meeting to order the mission of the freehold township schools in partnership with our community is to prepare all students to be responsible citizens and lifelong learners a notice listing the time date and place of this meeting was posted on the public bulletin board of all freehill township schools on the entrance door to the administrative offices of the board of education on the district website at the office of the freehold township clerk published in the asbury park press on january 8 2021 and sent to the news transcript on january 6 2021 i'd like to invite anyone who'd like to join us in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic
002for which it stands one nation under god indivisible with liberty and justice for all vocal mrs costanza mrs casolino present mrs holtz mrs o'sullivan mrs thoman present mrs venitoli here this is patton present mrs lambert here you the quorum okay i'd like a motion to approve the special meeting minutes from june 1st all in favor say aye hi okay for my president's remarks this evening i'll keep them brief i wanted to give a special shout out to our freehold township staff who brought our students to the end of this school year in quite the courageous way it was not easy but i said one thing about freehold township the way we've handled everything from the beginning of this pandemic to the last day of school on friday has been a perfectly imperfect world every staff
003person in this district gave 150 percent of themselves i heard stories from other districts that were heart-wrenching for students heartbreaking for parents nightmares for districts and we had none of that we had everybody doing the best that they could do every single day and we were able to keep our students in school and for that this board gives you a heartfelt thank you and we hope you have a recuperative and restful summer ahead of you for most of you with that i'm going to move on to the administrative report diane well i'm super excited to be sitting here giving the administrative report hi mom so thank you for everyone joining us out in our youtube community and for those of you joined us here tonight the last week of school was absolutely fabulous it was
004a great way to celebrate our students from our littlest littlest eclc students being promoted to kindergarten we had a little drive-by graduation and there were a lot of balloons a lot of gear pbs gear eclc gear staff members decorated cars and barkley the mascot who is really the highlight of the parade really and the little ones were too cute blowing kisses and waving out of their cars it was truly a heartfelt moment to see their smiles then we had our fifth graders who have been with us since they were little you know kindergarten and each of them were able we were able to celebrate with their families in their moving up ceremonies at their respective elementary schools again a nice moment to celebrate our kids and the final culmination as you know in a pre-k
005through eight district is we send our students off to a high school district so our eighth graders were able to participate in a commencement in person thankfully the weather held out and we are grateful to the regional district and dr sampson who allowed us to use the football field at the freehold township high school um to watch um our amazing 8th graders so respectful so responsible well spoken they make us proud every year so that was a lovely culmination to the year not to be outdone by friday which was the last covid form that had to be submitted for this year and i think i heard the collective glee around the district down the streets in the community but nowhere else was it heard than in the nurse's office of our free hill township schools
006that we were done with the curvy form for this year so that was a huge celebration and with all kidding aside we could not have done any of this and any of what michelle just discussed without the team effort that is the parents and the students and the staff they chased me down if i didn't fill out my form too none of us escaped the form so i do appreciate that we were all in this together um and we got through the year together we are anxiously awaiting the start of our summer programs as you know we have esy and spark beginning right after the july 4th holiday so teachers are busily putting together their classrooms and we have materials being distributed i also wanted to mention on behalf of mr dickstein that we received
007our esea allocations last week and they're due next week so we have a quick turnaround time our allocations are very similar to previous years so i wanted to share with you that what we you'll see on the agenda because we are approving those allocations title 1 we are continuing to support interventionists in our title 1 schools for next year those schools are barcelo donovan and erickson and i think as you know we discussed in our esser funds we will be supporting interventionists at all of our non-title one schools so everyone has extra interventionists next year title 2a we will continue to support our wilson pd as you know wilson is structured literacy providing intervention services to students we will also be supporting our tc coaching supporting our friday writing and reading project workshop title 3
008supports our esl students and that supports our students in mainstream opportunities and supplies around the district pre-k through eight and title four will support our pbs coaches programs and supplies and a final to the report we had five reported um harassment intimidation and bullying cases three were confirmed and two were unfounded and that is all i have for this evening i just want to add there is a piece of communications some of the board members saw this but there was a late addition to the resignations this is from greg linz from barcelo middle school dear members of the free old tangent board of ed i am formally resigning as school counselor at barcelo middle school thank you for the opportunity to serve your community and students it has been an honor to work in freehold
009i wish the district community continued success respectfully gregory lynch thank you thank you and before we move on to the next section i just want to give one last also a shout out to our 8th graders who are moving to high school those students spent 50 percent of their middle school career so to speak during a pandemic and if you were at freehold township high school last week watching the graduation i don't think as a district we could have been more proud their speeches were amazing their demeanor was amazing it's as though they didn't skip a beat and i have to say that's incredibly impressive given the age and the point in the lives that they're at so shout out to our eighth graders we are proud of you and we wish you the best
010of luck in high school and and beyond at this point we're going to move on to the public hearing regarding the superintendent's contract the board pursuant to the open public meetings act will not publicly discuss personnel matters and shall not respond to the comments made by members of the public however we will give all comments appropriate consideration when we go into executive session copies of the proposed addendum to the contract are available for review on the district website or by contacting mr davida our school business administrator his email is on the agenda so at this point i'd like to open the floor to any public comment regarding revisions any comments okay seeing none i'm going to move on to the public participation this is the first opportunity for public participation this board gives two opportunities
011the first opportunity is limited to items on the agenda only the reason this is bifurcated is so that before we vote on these items the public has an opportunity to be heard so if you have a question or comment regarding any item being voted on the agenda this evening this is your opportunity to address that now statements are limited to three minutes and should not be abusive obscene or defamatory in nature any other items not related to the agenda can be discussed in the second opportunity for public participation so at this point i'd like to invite anybody up who has a question regarding an item on the agenda oh it's on and it's working look at that one of our microphones is working the first time right lisa johnston uh freehold township education association president
012uh just to comment something that's coming up on the agenda is our moving forward plan um we would just like to thank the board and administration for including us in that plan as staff members and as colleagues a survey went out asked for our feedback on how things went this year things that we're looking for next year so that we can plan as safely and smoothly and as effectively as we did this year i agree with all comments made we have done fantastically so looking forward to working with the board and administration over the summer to make sure that that happens and to thank everybody for keeping the students and the teachers as safe as possible we know that that was always everybody's first concern even if we had to wear our masks and we
013were uncomfortable and the kids were uncomfortable and things happen with technology and things happen with zoom we did the best that we could and we appreciate everything that the board and administration did to make sure everybody had a job that everybody was safe and of course first and foremost our kiddos always came first we kept them engaged we kept them learning and we all waved goodbye from barcelo as the kids went out and they're all taking pictures and it was a we made it through a year and a half so again thank you from freehold township education association looking forward to working with everybody over the summer as well thank you thank you thank you and may i just add about the plan i think mr dickstein addressed it last time we have to submit
014that plan this week in order to get our esser funds so all of the input we received from staff and parents we will be working over the summer to have an actual opening plan that reflects our opening plan once the governor releases guidance so you will see that the plan that's on here looks just like the plan we had all year it is because we had to submit something to the federal government thursday to get our essar phone so be not worried there will be a whole new revised plan for everyone to see over the summer anybody else for public participation okay seeing none we'll move on to personnel committee i'm not sure what the agenda is i don't know if my item is on the agenda so i'm not sure if i should go

028the record and a reminder that comments should be limited to three minutes at length and should not be abusive to obscene or defamatory in nature my name is wendy harman i live at 28 meadowbrook lane in freehold township i've been a resident of freel township for over 35 years i raised two children who attended katina elementary school eisenhower middle school in the freelborough high school i am a christian and an ordained elder of the presbyterian church i am also a proud mom of my transgender daughter whom i love support and accept as her trans as her authentic self i'm here to speak in favor of the implementation of the inclusion and diversity act in our school's curriculum this law states that school districts shall incorporate instruction on diversity and inclusion in the appropriate place in
029the curriculum for students in grade kindergarten to 12. this will promote diversity and tolerance of our children based on several characteristics of themselves that they have no control over children do not have a choice of their race their authenticity their gender identity their sexual orientation or their mental and physical disabilities suicide is the second leading cause of death among young people starting at age 10. youth suicide attempts do not happen in isolation they often are the tragic result of a sad cycle of bullying harassment and intimidation that takes place inside and outside of school lbgtq youth are five times as likely to commit suicide as non-lgbtq youth studies have been conducted that show that schools with inclusive curriculums have lower rates of bullying harassment and intimidation parents are often the last to find out that
030their child is lbgtq lgbtq children can start to realize that something is different about their innate self as preschoolers people don't decide who they are attracted to or what gender they know they are inside of themselves research shows that sexual orientation and gender identity is likely determined by biological factors prior to birth my child was bullied in katina elementary school and was called derogatory names as a response she hid her authentic self from her family and friends and had many years of unhappiness i finally got my happy loving child back after she told us she was transgender as a young adult if my children and their classmates had been fortunate enough to have learned about diversity and inclusion starting in kindergarten and throughout elementary school my child and our family could have avoided many sad
031difficult times we all want our children to survive and live happy lives helping to stop bullying in young children will help all of our children prosper and will save lives the diversity and inclusion curriculum is a step in the right direction thank you thank you hello my name is michelle capriglione i live in three partridge avenue freehold new jersey i too am here to speak in support of the lgbtq inclusion mandate so in 2019 as you guys know phil murphy signed legislation mandating that new jersey public schools teach students about quote political economic and social contributions of lgbtq people and people with disabilities i'm here tonight as a parent of two children in freehold township and i want you guys to know that i support that legislation i trust the freehold township school district will
032be able to interpret state guidance and incorporate lgbtq history and struggles into the curriculum this is an opportunity to help to tell the history of a people not in power it's an opportunity to educate and to teach children that lb gtq people do not have to hide or misrepresent themselves this is an opportunity to grow more to grow a more tolerant community education through tolerance and recognition is a good thing i also with my three minutes would like to share what my eighth grade daughter was compelled to share with me when she found out that i was coming here tonight so my my name this is from her my name is clara smila and i am going to be an eighth grader i believe that my fellow students and i deserve the right to know
033the full picture of the history we're learning from what i've gained from my research about the 2019 lgbtq inclusion bill was that it is not forcing my fellow students and i to question our gender identity and sexuality but giving us the full side of history we deserve to learn it's giving a voice to those who have not been granted one educating students about lgbtq people throughout history seems like it will only be giving us a broader view of history i think that it's unrealistic to try to hide lbgtq historical icons from students i do not want to rely on the internet to teach me about things that my school district may hide from me lgbtq people exist and their contributions to society matter the full truth should not be hidden from us enforcing education creates
034tolerance and a safer environment for all students eighth grader oh and i do want to thank you guys the supporters of the educators this year was it went off and you deserve a lot of thanks and appreciation thank you thank you for your comments good evening thank you for the opportunity to address the board my name is deb tury smith i live at 288 stillwell's corner and i'm a proud parent of a child who has been educated in this system both at laura donovan and barcelo i come to you to address it from a social work perspective i'm a career social worker having worked in social work for 40 years and the nature of what i did was to address psychosocial needs i'm extremely concerned in hearing that there's some negativity out in the community
035about the curriculum as it's about to change and i would urge you to be thoughtful in your response about implementing this curriculum specifically regarding lgbtq the guidelines are very clear with the cdc and the research shows very clearly the increased incidence of depression and in suicide attempt and i feel very strongly that this should be addressed in this way that children need this opportunity i do understand that teachers have so much burden placed upon them and especially after this year we've witnessed so much herculean efforts on the part of your teaching staff to do things that they've never done before and i acknowledge that this is an additional burden but this is something that really must be addressed i reached out to the cdc for some of their guidelines and i found some staggering information
03610 percent of the children in the lgbtq community were threatened on school property 34 percent have been bullied on school property 28 percent have been bullied electronically lgbtq students were 140 percent more likely to not go to school at least one day in a 30-day period prior to being surveyed by the cdc and that is because of their safety concerns if nothing else this school should provide a safe loving nurturing caring environment thank you so much thank you thank you hi how are you hi um let me just sign this my name is naomi bressler i live at two shady lean in the township i want to begin by thanking you guys honestly from the bottom of my heart for looking out for our physical health at the beginning of this the emotional health as
037we went back and the educational needs i can honestly tell you my family had every one of those we hit them all and i really appreciate the effort i appreciate the um the difficult situation the position that you guys were all in throughout the year and i know that you continue to be in at times and so i recognize that and i appreciate that as a professor one time said to me they don't send you to the airport when the plane lands safely so i'm here today to talk about something that i guess a reflection of last meeting i did not attend but i did watch it online i followed up i'm just following up on my letter that i sent i believe to all the board members i spoke to to one of you
038and i appreciate that reach out i know you heard from parents who believe that mass have a negative psychological impact on our kids um i think this year had a negative psychological impact on our children i think that if we push out a positive message about masks um that they will take some of that home with them i think that a lot of the tone the tone comes from the top the tone comes from the parents i'm not wearing a mask because i'm vaccinated um i believe in science i believe that the the science shows us that vaccines work certainly our numbers are much lower unfortunately our children are not vaccinated many of our children in the district are not vaccinated my two children are 8 and 11 and therefore not vaccinated so i'm here
039to request that the board not guarantee or not push out mass but simply look at the numbers look at the science look at the situation that we're in when it comes to august and when you have to make that decision not look at what neighboring districts are doing i understand the pressure must be intense again i watched the board meeting i can imagine the pressure you guys were under i'm sorry i wasn't here last last meeting but i just encourage you to to really look and think hard about the situation and what will keep our kids safe if no masks is it and the numbers continue to trend down and vaccinations become available for younger children wonderful i mean i can't wait to throw them in the garbage um but but if not i i
040really encourage you folks to not look at what jackson or marlborough or manalapan are doing but to stand firm in the science and the news that's out there and protect our kids as you've done tremendously throughout the year so thank you thank you thank you don't respond i'm going to have dr beth howard respond to that if i feel like i have the luxury of sitting in neil's seat on a night where it's not as contentious so i i want to definitely acknowledge all that mr dickstein has done because sitting in this seat is not so bad at when when we can all talk um and be reasonable it's it's not very fun to sit in the seat when you're being screamed at and you know mean things are being said or people are coming
041to your home or sending nasty emails and texts borderline bullying to be truthful we have nothing but your child your children's safety is our priority period every student is an individual we embrace diversity we embrace individuality as an experience in my experience as principal some of the toughest work i did was working with middle school kids who as it is they don't know who they are but questioning who they are so however it is that we decide to do it please know that every one of your children is our mission is to keep him or her safe in our schools whether it's a mask whether it's about the instruction that we deliver part of positive behavior supports is teaching what expectations are in our community in its it's socially connected to what we do it
042doesn't look the same pbs and freehold that it does perhaps in maryland or in connecticut or out in california it's it's very relevant to the community in which we live we have always always stressed kindness respect responsibility to be a good human being and and you have to have good instruction to have good kids on the back end so everything that you're sharing about the legislation and what i have highlighted is is really just another way of enforcing the teaching of empathy and understanding for other human beings that's what i took from the legislation examine the impact right that it could have if you do not have that open mind right highlight and promote that we're all different and encourage a safe and welcoming environment that is no different than the work we've done i've
043been in freehold for 20 years and that's all i know so i i don't want to speak on behalf of this board and i certainly don't want to speak on behalf of mr dickstein um but i do wish he was here um because i think he would say the very same thing we we're like brother and sister we kind of share our brains some days um i think we do right by kids and we do right by humanity and and and that is what drives our decision making that's all i have to say perfect um any other public participation i'm not a resident of freehold townships that's why i was waiting till to last my name is kate oxen she her i am a program director for make it better for youth which is a
044consortium mammoth county consortium for lgbtq youth i'm also a 24-year public educator um and i was so pleased to not only hear your response but here the families in the audience this evening speak to the positive impact the outcomes and a lot of the work that we have done as an organization is about training administration and school teachers on empathy approaches and what it means to look at an outcome use data to not just look at this word we're bantering about curriculum but instead looking at lessons and approaches of individual teachers and classrooms and i very simply wanted to show up as an ally to let you as a board know that like many boards in new jersey because we don't have all of the information or guidance in place there are struggles to answer
045our stakeholders on a daily basis with how we want to approach these things but to put your trust in the professionals that you already have in the classroom to broaden their book choices to include students by changing their own language around instead of hey you guys hey friends how are we today and change your climate and empower people to have that climate affect the educational decisions that are being made i really just wanted to let you as a group know in response to the video that was shared with me that is not unfamiliar in many parts of the state that as a you can lean on your stakeholders you can lean on the families who have lived through this at a personal level to implement a lot of these changes that need to be taken
046and know that you're doing so and changing the world because we know more today than we did 10 years ago and we're going to know in 10 years more than we do today our our curriculum our lessons our educators should follow so thank you thank you my address did you get the address okay would anybody else like to address the board on any topic nope okay um thank you all for your comments uh at this point we are going to move into executive session whereas pursuant to njsa 10 412 b the board of education may exclude the public from that portion of a public meeting at which the board discusses any of the matters described at njsa 10 412 b 1 through 9. now therefore be it resolved that in accordance with the provisions of
047the open public meeting act the board of education shall conduct a closed session pursuant to the personnel and legal exceptions prescribed by njsa 10 412 for the purpose of discussing the superintendent's contract it is anticipated the length of time of this executive session will be 30 minutes and that action may be taken in public after the executive session be it further resolved that said discussion may be disclosed to the public when the reasons for discussing and acting upon it in closed session no longer exist so at this point we are going to uh move into um executive session are we staying in here or do you want to go in the other room well anybody who would like to remain off of the conclusion of the meeting can remain in here we will go into
048um the superintendent's office to conduct our closed session and we will come back in here to resume the meeting and uh make you know take action and then conclude the meeting yes so could i have a motion to go into executive session second okay thank you can you guys just turn your mic go back into regular sessions okay so back to personnel okay um back to personnel michael do you want to move p would like yes mine too here do you want to read diane okay [Laughter] i'd like to move item result of p real time board of education amends the contract of mr neil dixty superintendent of schools for the remaining term through june 30th as approved by the monmouth county superintendent of schools second mike your mic wasn't on can you read it
049one more time is that okay about that no that's okay i didn't catch it i'd like to move item p personnel be it resolved that the freehold township board of education amends the contract of mr neil dickstein superintendent of schools for the remaining term through june 30th 2022 as approved by the monmouth county superintendent of schools second second do we need a roll call it's personal action yep pro call mr amoroso yes mrs cosolino yes mrs feldman yes mrs van natoli yes mrs patton mrs lambert yes promotion passes okay all right and then our final i'd like a motion to adjourn so move second okay
