001you good morning everybody good morning as secretary of the school board it's my honor and privilege to call this meeting to order you please stand for the pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you welcome today to our reorganization meeting i'd like to start off with with saying how important this meeting really is and how the staff and i really value the position of chairman and i'd like to acknowledge all the responsibilities that come with that position and through this last year i think we all can agree and would like to give a big thank you to ms linda cuthbert [Applause] and we'd also like to honor the vice chair miss jamie haynes for her leadership as

002well sainz [Applause] the agenda today is brief and it calls for nominations for the position of chair so at this point in time are there any nominations for the chairman position i'd actually like to speak please good morning everyone i'm happy that we're here today and i too would like to say thank you to mrs cuthbert because not only did she act as chair this year in a very difficult and trying year for all of us through this pandemic because the pandemic we were just into the pandemic last year at this time when she stepped up and took this role but in addition to that she took on this role as she had to also deal with her own health issues and she did it with grace and she did a lovely job and so

003from the bottom of my heart mrs cuthbert thank you because you led us through very many meetings that had long public participation times and you kept the focus and you kept us going and that's not an easy task at all but as dr ford said this is a meeting of where we move forward to elect the chair for this coming year and so at this time i'd like to make the nomination actually for mr ruben colon to be the chair and i thought long and hard about this and i was very torn but i know that this is a position that he would like to hold and i also know that this coming year during this time we will be opening deland middle school the new school i'm sorry deltona please i have to land

004on my mind due to some emails from this morning we'll be opening deltona middle school this coming year and it's been a long awaited thing to rebuild deltona middle i mean that's cool i went through junior high middle and all of the things and this would give mr colon the opportunity to be listed on the plaque on that new building as the chair of volusia county schools and i just feel like i need to give him that honor but at the same time as cuthbert because you got to you got to sit in the chair you know when they opened your chism and i just feel that if we can give that honor to a board member when a school's opening their area it's a nice thing to be able to do so i'd like

005to nominate mr ruben clone as chair for this coming year okay as the secretary it's my job that's that time this time for a second yeah second hit yeah but i would like to make a comment if that's appropriate um so you didn't want to be the chair is that what i'm i'm gathering from all of this so actually um i was not last year when i was asked to be vice chair i did it because i knew what mrs cuthbert was going to be facing and i felt like reuben got stepped over by me coming to this but i knew at the same time i could cover the things that she was not going to be able to cover easier than what he could so that was why i agreed i wanted mr colon

006to have the opportunity to be a chair prior to myself great okay i just wanted him so make sure that's and like i said i thought long and hard about it and his school's opening and i feel like he deserves that honor yeah great as long as you want it i'm mr colon okay great great that works for me okay so we do have a second are there any other nominations is there any discussion okay at this time i need to call for a boat be mr cologne as chairman all those all those yeah thank you for that thank you that wasn't in the script um all those in favor say aye all those opposed okay congratulations yeah mr clone [Applause] okay now it's time to call for nominations for the vice chair is there

007any nominations for the vice chair i'll go ahead and nominate miss haynes again okay is there any discussion is there a second second all those in favor of miss haynes being vice chair say aye aye aye all those opposed passes five zero congratulations [Applause] and at this time with great pleasure because i didn't even bang it i got to tell you i'm going to pass the gavel over to mr clone still first of all i'd like to thank you all for the opportunity i uh didn't see it coming but it's an honor and so next item up on the agenda is 3.01 approval of the 2022 school board meeting dates does anybody have any questions those feelings or concerns on the proposed dates for our next year's school board meetings uh just hang on one

008second hang on and also my next question will be are we in favor of keeping the same format that we have now where we do the workshops at 10 a.m to 1 once a month and then the meetings at 3 30 if there's nobody proposes any changes to that i am good with it personally 25th of january looks pretty good i was just looking at the at the next year the i don't know when spring break is but is it is that why um it looks like march there's one meeting in march yeah and traditionally what we've had to do is call for a second but i've asked staff not to do that um i've asked them to try to get together with their contracts and i'll come back to uh mr colon let them

009know whether or not we can do that uh successfully right now it is scheduled for one i'd like to try to keep it at one because of spring break right but if there is an issue again i'll bring it back to mr colonia you can share it with the rest yeah and regard your question about uh workshop i think that all works out pretty pretty good the only the only thing i would ask staff is maybe is that if we can avoid having so much of a lag between the end of the workshop and the start of the meeting i know you guys usually have to do and agenda conference usually you try to work something out but uh you know if it's a if it's a light workshop schedule like you know it's going

010to be over at noon or something then for those of us who come over here you know it's it's it's like three and a half hours waiting until till the next one starts so i don't know but if you could just be a little more cognizant of of that fact i'm not i'm not saying what to do but i'm just saying if you could just squeeze that together so there's not so much time that's my thinking on it miss cuthbert mr chairman um would you like to start it from 10 30 to 1 30 well you know again it's not so much that as just that if if there's not so much to do in that workshop time you know it doesn't have to start at 10 maybe you start at 12 or 1 or

011maybe you could do your agenda conference first and then have the workshop after that and so the workshop might go from one to three and then we have a half hour break and the meeting starts and we're good to go i i mean i just kind of leave it up to you all staff and you will determine how heavy you think that workshop time is going to go so that we don't have to sit around that's all i'm saying okay yeah missing i'd like to ask um only because we've heard a lot of you know comments and there's been a lot of social media discussion about this you know i'm perfectly fine with a workshop and then a school board meeting and then a meeting hopefully without a workshop but do you guys like the

0123 30 time or would you rather go back to our meetings always being at 5 30 and then yes on the first tuesday the workshop being you know moved to a time that would go with a 5 30 meeting simply because the comments been made it's not just by teachers and staff but also by parents but if you even think about the dismissal times for our staff if they're wanting to come and speak elementary is the earliest dismissal time but at that point they're about the only group depending on where they live that can get here by 3 30. no one else has a dismissal time that allows them to attend and be present at the beginning of a 3 30 meeting because of the time that the high school and middle school dismisses so

013i'm just asking what does everyone think about if all of our meetings always start at 5 30 both tuesdays each month but the workshop time we move it to be more comparable you know so maybe the workshop wouldn't start till two or something miss burnett i actually like that idea and i agree there's been many a comments from the public and from staff requesting that i think it's more accommodating to represent the voters that we are here representing um and of course you know over the students but i think that way they're able to get here and um and let us know you know some positive i mean our goal is to work for solutions and work together and build a more cohesive environment and i think that that would send the message that we've

014listened and that we're here to do that if i would be in favor of it thank you so what i'm hearing is switch all of the meetings to 5 30 and move the workshop from 10 a.m to 2 p.m what whatever i mean maybe the superintendent could tell us yeah i mean i think that's up to the superintendent i'm fine with that the the only thing i would tell you um my staff's got to eat between the board meeting and the workshop um because board meetings go late i would i would request that it'd be 1 30 because then it's a three hour workshop at 4 30 that would give them enough time to get a bite to eat before the actual board meeting okay and mr chairman sometimes our workshops go a little bit

015later um and i think there should be at least an hour and a half distance uh between the meeting and originally the 5 30 and 3 30 times were when carl persis was chair he's the one who made those changes and he addressed the needs of staff of other people being able to come in who might work later in the day people stopping off to see it before they go home there were other reasons why mr purses suggested the 3 30. so i just wanted to give you a little history at that time i don't know if you want to address any of that yeah well yeah you know if you go back in history here the school board meetings used to start at 9am one meeting a month was 9 00 a.m one meeting

016a month was four and that's not was forever i mean forever and then we also got into the nine o'clock meeting was here the four o'clock meeting was at a school site once a month and that's how we did it and you know we kind of rotated around around the county that got to become problematic as the tech as the technology and everything we some school sites were much more accommodating to have a board meeting meeting than other school sites so then that kind of fell out of favor and we went back to having uh school board meetings at four at four at four pm you know i i think our current schedule is fine i mean it's it's worked out we have the public comment time at five o'clock at one meeting the other

017meeting five public comments at 6 30 i think so that's certainly ample time for anybody to to get here the other thing that's changed is because of tech technology now i mean people can access us access us anytime you know saturday sunday emails telephone calls we all have our contact information out there you know you know 24 7. so i i was thinking on the line that uh you know one meeting of the month starting a little earlier i'm kind of sensitive to staff it's it's a long it's a long day uh they're here at you know seven o'clock 7 30 and let's face it some of our school board meetings tend to go a little a little long so it makes for a very very long long long day i don't know if 5

01830 is the right time maybe 4 30 maybe you can just compromise it do a 4 4 4 30 meeting and public input at six o'clock you know something like that and have all the meetings started start at 4 30. you know that's used that's after that's after school and with public input at six you know i think i think that would be fair that would be fair and not not quite so hard on on on staff while still being fair i think to the public and what do you think about that would that work i like that idea and then workshops could start it from what one to one i can't do four so maybe eleven to two yeah and then i think the superintendent and mr chair uh however you wanna work your

019agenda conference because i think that that was the issue right there was always you needed like an hour yeah but the agenda conference is the next day um it's usually what we do is you know for today is actually an anomaly we're doing it on the same day but usually what we do is we get through a board meeting then the very next day at 11 o'clock we do the agenda conference for the next board meeting and that gives us a little bit of time to make sure things are ready to roll it actually works very well um rather than trying to cram it all in the same day because you're you get one board behind you and then you're really at the agenda conference just focused on the next one so um it really

020seems to work it works well for staff it helps us keep it organized i would suggest that the agenda conference continue to be that next day um but if you're asking about the workshop if you're if you're you know i always look at workshops as a three-hour block of time you know we could have as many as three as few as two we never do a workshop really less one unless it's really gonna you know take two hours so if you figure on the average it being two to three hours if and you're talking about a 4 30 board meeting yeah you know um if if you if you started at one uh you would you would give yourself that time um and you know we could be done at you know most of the

021time will be done at somewhere between three thirty and four and it'll give you know that kind of works out in a way mr chair because uh people could eat lunch before they come here you know we could eat lunch before we get here then we just we're kind of like good to go and i and i agree with that because i tell you sometimes i'll actually go back to work between the two meetings and there is a lot of time in between there and i also think you know at the time when we made the change our workshops were very long you know anybody who came had 36 slides and so you know at the very least so we've definitely become more concise um so what i'm hearing is starting the workshop at noon

022so or one so one would give us and so we'd we'd have to stay i mean we'd have to end at three hours if we start at one though because that's ending at four and only giving us a 30-minute break yeah and then you know in the past year i think most of our workshops have only been like two hours to be to be honest yeah yeah you know in a couple of them yeah what if we compromised and went 12 30. we can do 12 30 12 30 to start yeah all right so what i am hearing is starting the workshop day at 12 30 and starting all school board meetings at 4 30 is that what i am hearing with uh with public input at six with a set time for public input

023at six so would somebody like to make that motion yes mr chair i move that for the 2022 meeting schedule that we adopt a calendar where the first meeting of the month which would be the second tuesday of of the month we would have a workshop time scheduled from 12 30 until 3 30 and that all and school board meeting will start at 4 30 with public input set time at 6 00 pm and for that second meeting of the month the fourth tuesday of the month that the school board meeting would start at 4 30 with public import time at 6 00 pm thank you motion has been made by mr persis do we have a second second all right motion has been properly moved and seconded any discussion further discussion all those in

024favor say aye aye aye aye all those opposed say name motion passes unanimously uh thank you so much for that next item up on the agenda 3.02 approval of the facsimile signature mr superintendent uh aaron i i don't see that in my my script you just recommend it so in the script it's it is approval of the facsimile signature of the chairman on the board of the board for checks and teacher contract pursuant to 116.34 florida statutes and so it says there will be a recommended action so recommended all right do we have a motion i make a motion uh do we have a second a second second motion has been properly made by miss hands and seconded by mr purses any discussion none all those in favor say aye aye aye all those opposed

025say nay all right we'll move on to item 3.03 approval of fsba legislative liaison and alternate and so this is the person who represents us in the florida school board association all right do we have any nominations for the legislative liaison i just want to be clear this is not for the board of directors this is for one of the committees correct it is for the legislative liaison which i currently serve on correct you do i was going to ask that my next question was going to be could you all say what you currently serve on now on fsba i'm on i'm on the board of directors and i'm just an individual on two committees but not the chair or vice chair of those committees and so that is that like you have another year

026on that yes one more okay good that's good i'm the alternate for the board of directors and i'm vice chair of the policy committee for the florida school board and you'll be on it next year right year 22 yeah yeah good and you're the you're what i'm the legislative liaison and i am part of the uh equity subcommittee as well okay or school choice subcommittee actually and as you all know i'm gonna be the chair it looks like of the central florida school board coalition in 2022 coming up unless you all vote me out of office next week or whatever it is it wouldn't be so much but uh no you know that was a good job so it looks like miss burnett here you know you're like cruising my my only concern is the

027time i know because i've just given you a heart a heart hard time so this meeting is typically uh on fridays about 10 o'clock in the morning it's usually a conference call i just can't do that i don't understand so do you can you do can you keep that position the legislative liaison i certainly can if that is the favor and if there is a motion well then yes i would move that mr colon uh be our legislative liaison yeah i will second that all right motion's been properly made by mr purses seconded by ms hayne any further discussion all those in favor say aye aye aye all those opposed say nay now we need an alternate now we need to vote for an alternate and miss cuthbert are you the alternate i'm the alternate
