001Oh yeah. In accordance with the open public meetings act of the state of New Jersey, adequate notification of this meeting has been provided by the advertising in the record. Please rise for the flag salute and remain standing for a moment of silence. I pledge algiance to the flag of the stands nationice. >> Please remain s uh silent for a moment of silence for family members who were lost of board member board of education staff. Thank you. Dr. Tomco, roll call, please. Sir, >> Dr. Porchek, >> present. >> Mr. Taylor, >> present. >> Mr. Otto, >> here. >> Mrs. Isan, >> here. >> Mr. Ramos, >> Mr. Keelace, >> Mr. Gaba, >> present. >> Mrs. Peteri, >> here. >> Mr. Focino, >> present. The quorum. A motion to approve the minutes. >> I'll make a motion.
002Dr. >> Pek the motion. >> Eissan. All in favor? >> I >> opposed. Abstensions. Motion passes. Dr. Tomco, superintendent report, please. Yes, sir. Good evening. Good evening, ladies and gentlemen. Welcome back. Very exciting stuff going on this summer. Um, we do have a few presentations tonight. Many of them are, uh, through statute, um, talking about scores, um, data analysis, etc. Um, we also have, uh, something that's really an incredible thing that, uh, that we're doing in district called the valuable information card. But before that, I just want to maybe touch upon a few things through the summer and where we're at and some of the things that um you may be seeing on the agenda um with regard to all the work that's been happening here um just to explain a few things um as
003well. So I appreciate a few minutes. Um so there's a lot of changes with regard to student information systems. Uh we're moving to power school. We we approved that last year. Um with any change in transition, uh there's always a little bit of, you know, hiccups and hurdles and whatnot. Um just so everyone's aware, we have uh prior to this switch to the CIS, which is a student information system, we had several P school modules already that we were importing and exporting data from um through our last system. So this isn't anything power school is nothing new to the district. It's just that we didn't have the one component so it can basically communicate a little better. So you'll see a lot of that. Um it's it's userfriendly. Uh the new modules that are coming
004on um also are really incredible. They have something called Power Buddy uh which hopefully this board will um will enjoy it as much as I do as an educator. Um it's actually a tool for parents where this little buddy um tells you if your child is handed homework in what's missing with dates. So it's really an incredible thing. So so there's a lot of great things on the horizon. But in saying that I want to I want to say that I really appreciate the hard work this summer of the tech team uh Mrs. Bellinger and our new data role and our administrators for putting all this together. um registar and all of our faculty and staff who have come in in the summer um getting ready for this for our kids. So uh I applaud
005all of you. I appreciate it. Um we're trying to make this as smooth as possible. Miss Bellinger and I commiserate every day about it, but it's a very very large undertaking, but I think this is knock on wood probably one of the smoothest transitions that I've seen uh with a CIS uh integration in a very long time. and that's that's really all the efforts of everyone in this district. So, um thank you so much our secretarial staff, everyone um is it's incredible. We're also going to another workflow system called Intellicate which is going to replace uh a lot of the things that also weren't really recording what we needed here facilities wise, different management systems. So, uh, again, it's another learning curve, but all of these things once that all shakes out will be very
006productive and we're going to be able to move forward, uh, tenfold. Um, back to the tech department. I want to applaud all of our individuals there for the summer work on the internet, uh, working with Mindsey Technology. Uh, we just had a test the other day. I informed the board that the speeds have doubled um just through some of the diagnostic changes in the cabinets and the switches and I'm probably saying the wrong terms but all those things um that we have all heard you know the struggles with probably even prior to me getting there. So now all of that is been reconfigured. All of those changes and I know over the next three weekends there's going to be more configurations done so that the elementary schools now should also realize those same speeds right
007as soon as this the uh schools open up and that's Wi-Fi and internet. So again a lot of different a lot of different things happening now with that also work at the fieldhouse. Um and with regard to the new scoreboard that's coming that will be here and operational for the first game which is Thursday night. Um and then of course soccer will also realize that boys and girls soccer when they play on there as well. So uh again just an incredible thing. I want to thank the tech part tech department for all of their hard work um on doing that as well. Um sports program in the summer has been incredible. we were able to move some stuff around this year so that we can move uh and I appreciate the municipality helping us with
008this as well. Uh with regard to feeding our students that are out there working out hard, uh we've done that every year here, but usually on um when I first got here in the summer last year, I thought it was an automatic that schools did it, but we've done it here in in the city um at the rec center, etc. So this year, we worked really hard. I want to thank Matios and Kevin uh and everyone um to get the summer feeding program. I that's for lack of a better term here so that our student athletes and anyone in that's kind of working hard over the summer can get a free meal. So we've been doing that. So we're really proud of that. Uh and that just really there's a really a different type of
009excitement out there in the preseason and I know it's just going to really catapult uh into the school year. Um, not speaking of any specific sport, but fall sports, fall clubs, fall all those things that happen. Pep rallies and whatnot really set the tone for the school year. Um, not just athletically or extracurricularly, but even in the classrooms. It just really does bring a great morale. Um, you know, you could see that in a lot of different states that have Friday night lights or, you know, it's it's the whole community comes together. So, we really I know when I was growing up, Garfield was always a city that was like that. I'm not saying it's gone now, but we really just want want to enhance that and bring that back. So, um so I want
010to applaud Mr. Alonso, Mr. Jafrey, and uh and all the coaches and staff um who've really been doing an incredible job. Looking forward to it, um to see what everything's happening. And um I spoke with Chief Delaney today. Um you know, uh we're going to have a police presence the first few days of school as best they can. you know, sometimes there's emergencies. Um, to make sure that the parental flow and the drop off, you know, and all those things are are working well. Um, if you notice anything or if you have any concerns as a parent or a staff member or any suggestions, please send them my way. Uh, we're we're looking to always improve. I know we had some sites last year where we had to, you know, we had to um block
011off, you know, streets or change directions. So, please let us know. Safety is obviously our top priority. So, I appreciate everything that uh the municipality does for us, the police department. Uh but the chief assured me today um which I appreciate him reaching out that they're going to be there as long as they can. So, thank you very much for that. Um and you know, last but extremely something important to talk about are um are our facilities upgrades that have been happening over the summer. Now, there are a few things I want to talk about real quickly on the agenda with regard to facilities and maintenance and whatnot. I think you guys have seen it. Um, but the amount of work that has happened uh over this summer with the uh custodial staff, the maintenance
012crew, the matrons, uh Mrs. Rendazzo and her team has just been extraordinary. Uh we did a tour the other day. The board did a facilities tour. Um and just basically working on some perception items, just little things to boost the morale. Um all of those things are incredible. So, uh my hat is off to her. I have hat my hat is off to her uh for the great work that she did. I don't want to steal the board's thunder here, but um you know, we still have a a long way to go on facilities upgrades. I think it's no surprise. Um but we're getting there. Uh you will see tonight there are two uh items on the agenda. There's a maintenance reserve and there's a capital reserve. Right now the board has $1 in capital
013reserve. Um this uh recommendation for me tonight is to move up to $750,000 in capital reserve so that those those monies are earmarked um and restricted for capital projects. The stuff that we've been talking about. Um you know again that's my recommendation. The maintenance reserve is put there to basically start a cash flow um of you know maintaining the field um just in case there's a repair that needs to be done. Um this is a maintenance reserve is something that basically can be attenuated a little bit back and forth. It's a little different than capital reserve but I think it's important because you know you have such a beautiful facility that the board and the town worked together on whether it was always positive or not. What's positive, but the silver lining is that that
014field. Um, and we're only going to enhance it more now by, you know, uh, putting the lights in there. We're working on a concession area. We're working on an outdoor um, cafeteria for the students. So, when you have something as beautiful and all the work that was put into it prior to me getting here, the only way we can make sure that it is still beautiful and can be used by the city, uh, the people in the city is by maintaining it. So, that's why that's why I'm recommending the the 350 maintenance. Now again that could be attenuated meaning some of that money can move in and out for different maintenance things but um I think it's um you know it's it's definitely uh important for the board to understand that's why that's the recommendation
015there as well. Um and uh one other thing I just wanted to bring up for now. Uh two two real quick things. Um re-registration, we've we started that last year. I'm sure the parents know what I'm talking about and I I applaud the percentage of parents that really put the time in. And um I want to thank the secretarial secretarial staff, administrative assistants um and the registars for all the work that they did. We still have a very large number of students that have not reregistered. So I am publicly saying that there will be notice of ineligibility letters going out um because we haven't received that. Uh the board's directive when I got here was to make sure that everyone that was afforded the ability to have an education in this town had a parent
016who either paid rent or mortgage or something in taxes so that we can offset the cost of an incredible education. Um that's why we did the re-registration piece. Uh we're at the point right now where we are we've contacted several times uh you know many individuals you may be some parents watching now or out there. Please just contact the office, get some paperwork in um and uh so we can make sure that your child's registered correctly. Uh this is not an uncommon thing in districts. Um and you know again if you if you are here you should be proud to be here and and you know show us that your child belongs here as well. Um, I have I'm always been a person that, you know, says, you know, basically put theory into practice. Practice
017what you preach. Make sure you you do those things. I've I've required um my administrative teams here. You know, it's been a year. It's going to get a little bit tighten up the belt a little bit on a lot of different things, especially accountability. They're all aware of that. Um, professional development I'm very big on. Um, you can't sit in a chair or sit in an office. I don't care if you're a parah, a coach, uh, a principal, it doesn't matter. You could always grow. There's always new things happening. There's always new, um, technologies. There's always new philosophies. There's always things. There's one thing that you could take out of a PD and bring back to our kids here, um, etc. So, um, on the on the agenda today, you see, um, I don't know
018if you've ever seen this before prior to me. I don't really know, but there is a statutorial requirement for superintendents to have a PDP, professional development plan. Um, also goals that are on this agenda as well. Um, those if the board accepts those tonight, they'll be made public so everyone can see them. Um, I'll be giving you a progress of all those goals and the professional development. And every year I always attend some kind of professional development um, as part of my contract with regard to either leadership or some kind of thing that's going to help the district. Um, that's just standard and it should it should have been here for years before I got here. I'm not saying it was or it wasn't. Um, that's moving forward. I don't know of any place that
019should have a leader of any organization that is requesting people to do things in the trenches and not doing it him or herself. So, um, so I appreciate the support on that as well. So, in saying that, very excited to be having everyone come back. I I'm hope hopeful hopeful that the students are excited, the teachers. I hope everyone's rejuvenated. I know it's been a very short summer. We say that every summer, but this one has been extremely short um to say the least. So, without further ado, uh we'll start the presentations. There only a few quick presentations again that are required by statute. So, I think we'll first have the um NJ GPA presentation. Good evening everyone. And I'm Dora Demoiko, principal of the high school. I'm here with our math and ELA uh
0206 to12 supervisors, Miss Elizabeth Merajjuski and Dr. Anna Dagghastino to do the annual NJGPA presentation. First of all, I'd like to begin with a simple question. What is the NJPA? Very simply, it is the New Jersey Graduation Proficiency Assessment, which is the primary pathway for New Jersey High School juniors to fulfill their state high school graduation requirement. Ah, didn't see it. Sorry about that. There we go. Okay. Sorry. Uh students take both an ELA and mathematics component component. Um two units in each area given over a period of four days, two days for English, two mornings for English I should say, and two mornings for mathematics for a total of six hours testing time. And students may receive accommodations for those assessments um that are delivered directly through the computer-based assessment. And those accommodations can
021be an online dictionary um in a different language, color masking, extended time, speech to text, text to speech. And these are all um determined by students IEPs or 504s. Some modifications are open to all students like answer masking and color coding. Um, additionally, the assessment is not the high school assessment that you may have taken when you were in high school, the test of minimum basic skills. It is a test that requires critical thinking, problem stvolving, multiple step problems, and brings knowledge from a multiple um multiple years of education, multiple courses. So, with that said, I'd like to welcome Miss Mu, Dr. Dagustinino. Sorry about that. Thank you. >> Okay. So, just to uh Good evening everyone. First of all, um just to elaborate a little bit more on what Mrs. Demo was saying, um
022the students who take this test are all 11th grade students and any 12th grade students who did not demonstrate mastery of that assessment the previous year. Um as she mentions, they have components in ELA and math uh separately. ELA is on grade 10 standards and the math is aligned to algebra 1 and the geometry standards. Uh students who do not reach the required score of a 725 are given a chance to take it the following year or they can also use the ACUPPLACER PSAT or their SAT results to count as that graduation requirement. Should they not be passing any of those then they are able to complete a portfolio appeal to the state. These are the results for 2025 spring NJGPA. We had a total of 328 students take the test for ELA and 329
023for math. As you can see, we had a minimal number of 12th graders, which is promising that they passed it in 11th grade. Garfield, uh, 2025 administrate percentages. So, graduation ready for grade 11, ELA was 71.5%, math 37.2, two and this and then I'm sorry yes 12th grade was 33% for ELA and 75% for math that's not yet ready graduation ready was 66 and 25 this is for grade 11 students only ELA graduation ready last year for 2024 was 70 with an increase this year to 71.5 and in math we went from 36.2 to 37.2 two total students with including those few 12th graders we have graduation ready in 2024 was 69.5 uh compared to the states 81.6 for the district this year we had 71.4 4 with an increase and the state had 80.7
024for ELA. Math 36 2024 state was 54.7 and district this year 37.1 to the state's 58 and Miss Majuski is going to continue with the subgroups. Good morning or good evening. Thank you everybody for coming. Uh, as you could see, the majority of our subgroups either stayed or went up from 2024 to 2025 in ELA. And the same thing in the math component, the majority of our subgroups either stayed the same or went up from 2024 to 2025. some of our notable achievements throughout the uh 2024 2025 school year. We updated all the activities um to align with the New Jersey student learning uh standards in all subject areas. Department meetings were held in all subject areas and we used various online resources as some of the notable achievements. some of our inter intervention strategies
025using sample uh problems that the DOE s supplied this uh districts diagnostic testing throughout the entire uh district from grades three through grades 12 and uh focusing on the grades 12 uh sorry uh high school for the GPA analyze various data sources PD based on data from multiple measures and analyzing the data with not only the administration but the staff as well. Thank you to our district administration, board of education for supporting all our academic programs that equip our students to succeed in school and prepare them for their lives beyond our school community. Thank you. >> Thank you very much. Excellent job. [Applause] All right, Miss Kalenrillo uh for access data analysis. >> Good evening. Okay. Okay, so I'm here to present the ELELLL access scores for the 2425 school year. And before I get
026into that, just want to give a brief explanation of what access for ELL ELLL 2.0 is. It's a proficiency language test for our ELELLL students. And it's based on listening, reading, speaking, and writing. And they are in clusters. It takes two days. They typically spend the first day doing listening, then reading. The score calculates, levels the student, and the following day they take the writing test, and then the speaking test. For the student to exit the program, they have to have a score of a 4.5. Here are our numbers right now. Currently, there are 540 students. That is a tremendous jump from a couple years ago. I believe it was 322 students and right now these are the top six uh languages and there are 15 languages just in this district. So I'm happy to
027say that besides having yeah the enrollment from 324 to 540 is is a huge jump. So the current trend right now is that the enrollment we are showing some growth. However, our enrollment in middle school and high school we tend to have more newcomers as well as a scythe population which that means it's students with interrupted formal education. So that means they're coming in not being proficient in their home language. So it's twice as hard for them to grasp the language. Yeah. Our participation rate, our teachers are doing whatever they can, putting their best efforts for all the students to take the test preparation and as well as sample tests are provided for all students to get some practice ahead of time. So here are our numbers. So right now only 11% exited. I'm still
028happy about that because we are showing a growth and this is the 24 year only 9% and at that point I think there's 487 students I can't see the right thank you so right now at least there is a current trend of some growth from 22 23 and right now in 24 we are at least showing growth each here 6th through 8th as well. And unfortunately, there's a little bit of a downflow with the middle school and high school, but like I said, we have so many newcomers and students with this interrupted formal education. So, we're still showing a growth even though from 22 to 23. That's the positive. Here are the challenges and strategies that we're doing. I know we're doing one-on-one systematic communication uh to parents, bilingual outreach team, also pocket talk, I
029guess, for translation for all the students. Renaissance online learning and ongoing professional development for all our ELELLL and ESL students. Thank you to the Garfield Board of Education and district administrators for your continued support with the following programs to support every student to achieve. Also wanted to let you know about the extended day program that we have for the students. Um, also adult ESL for any family that lives in district, which is free, 15 hour SCUP courses for teachers as well. >> Thank you. [Applause] >> Uh, uh, just to kind of Thank you, Miss Council. Oh, just to add to that a little bit, um, the the population is growing. So, the board um has created a uh a new new student, not new student, um basically a new emerging student from a different country
030or whatnot, uh welcome center uh up at the board office. Now, um we'll be rolling that out over the next few weeks as we get back. Um so, basically their parents are uh you know, invited to kind of meet with uh different we have we'll have different events at night. um giving those individual parents the uh the ability to look at different services and whatnot, you know, since they're new to the country or especially if they're new to the city. Um that number is rising. Um as you can see, uh it's a very large population and we had to increase our ESL numbers. There's also another thing that was on that last slide, an audio enhancement piece that we just purchased with title monies. um which is basically um it's like the old FM transmitter
031kind of thing that maybe some of you are aware of, but uh basically a student who may not have English as a second language yet or that kind of ability um puts on this uh this system and as the teacher speaks through a little microphone that they're kind of hooked up to, it translates what she or he is saying into their language so they can actually follow what's happening until they kind of get there, you know. So, um, so we just are we just purchased that this year to kind of help with this population. So, we're very excited about that. I want to thank the board for that support as well. So, okay. Uh, Miss Misola, um, if you' come here talking about the val the valuable information card. Good. Good evening everyone, boarded members
032and Dr. Tomco. It's with it's with heavy heart to speak to you tonight about a colleague Vic her her uh Rubnik who passed away four years ago. Uh his anniversary is coming up actually September 9th. As you know Vic passed away after having a medical emergency while working at the Garfield Middle School. Luckily his teachers had started CPR within seconds but to no avail. Tonight I have to say Tracy and her family are here in attendance. Vic was more than a colleague. He was a friend, mentor, and someone who gave us so much of himself to others. His dedication, kindness, and steady presence touched countless lives. Whether it was through his work, his laughter, his willingness to help. Vic remind us daily of what it means to be part of a community. And this was
033a great loss for his family, but also to the Garfield community. You'll given a copy of the Vic card, which is named in his honor, and it stands for valuable information card. Um, it actually I'll show you. Sorry, I didn't have enough prototypes to show you, but this is actually what it looks like. And it's just the person's name on the one side and any private information they want to put on the other side. Um, actually it was created, it was a thought of mine three years ago. It's been through many revisions and Proud Images um is printing them and we'll do a complimentary for this year for all staff members. Um, I personally have had other incidents in school in the last few years when staff members have gotten ill or sometimes weren't coherent
034enough to give some important information. At some of these incidents, staff members were having a reaction to maybe a new type of medicine or a new medical condition that we were not aware of. This card would be given to staff members and once again it would be confidential and voluntary. As we remember Vic today, let us celebrate his legacy he leaves behind a legacy of kindness, service, and love. May we honor him by carrying forward with this card named after him. Thank you very much, board of ed members and Dr. Tomco. And of course, thank you, Vic. [Applause] You Oh, thank you, Miss Mola, and the family that's here tonight. Um I I I didn't have the opportunity to meet him, but everything I've heard about him um seems like just a phenomenal person. So
035I I'm honored to be able to honor him with something like this that's that is going to help others uh that are in need. So So thank you for letting us share that. We appreciate it. Thank you very much. Okay. And the last thing is in front of um behind behind the deis you see this PMIA chair. So, this is called the chair of honor. Um, when I first came here, um, and the board graciously welcomed me here, uh, back in May or June or July, it was one of the first things I put on my board. In my room, there's a there's a board that said says things we were going to do, and I stole that from Disney, Pixar. They have that in their engineer office and all their ideas. So, on that
036board has a whole bunch of stuff that we started to talk about when I got here. The first thing on there with Mr. Ramos and Mr. Kez when we talked about it was this P MIA chair um just this chair of honor and you may have seen this before. It's sometimes it's in a VFW or American Legion and it's just in there in the corner. But um I've I've tried to make this uh something uh that I bring to different communities that that I um either work with or or work in. Um, and basically it's it's a it's a presence so that everyone understands that there's always a place for these individuals that are missing um, service members and how much we honor them. Um, this is an athletic chair. So, the idea is to
037put this out if the board um will get a plan together, but I think the plan that we had was um to put this actually in the stands somewhere in the stands on the side uh with rope it off somehow so that you know it's an honor. Um but it's it symbolizes those individuals that we lost here in the city uh maybe in your lives that they are they are always welcome to be part of our community. Uh and we will never forget the the ultimate sacrifice that they made. Um, so this took me and our team here this long to get. We actually just got it delivered today. Um, it's it's not easy to get these chairs. It seems like it's easy, but it has to go through a certain um, you know, there's
038a vetting process and whatever. I want to thank Mr. Keelace's uh, American Legion, um, BFW, um, you know, some some neighboring American Legions helped out with this, too. But b basically VFW's the VFW and and all their their work on this. I know we're going to have a ceremony. We're going to have the the board, mayor and council, everyone there because I think it's something that we can all agree is a very important thing. I'm I'm proud to bring it here tonight so you can all see it. Um we'll have a plaque on there as well. Um and we'll come up with the final details through board committee and we'll we'll hopefully have this up uh by next meeting. So uh so I want to thank you. We just wanted to we'll show you tonight.
039So progress. Um welcome back everyone and uh again absolutely >> Mr. president through you. I just want to make a comment. I do want to thank uh the board of education and bringing this chair as a as a war veteran. It it just brings me a lot of pride knowing that this community uh supports our veterans. We are we have a a good relationship with this community with the council for years uh through having a bus to transporting our veterans uh remembering them. 140 something veterans passed away just from Garfield from World War I to the present time. And so it's important that we take that time to find a way to remember them for what they did, the ultimate sacrifice. Uh and these are for the people that never made it home. So the
040family members could also understand that, hey, uh as Garfield move forward, we want to continue to remind everybody that we didn't forget our veterans. Uh and uh so I want to take the moment to thank the superintendent, the board of education, and his community for allowing this to happen. Uh we might have kids that are in the military and they might have to go to war. They might not come back, but that's not what we want. So we want to continue and stay uh focused on on remembering our veterans and hopefully you can continue to support them. Thank you very much for your time. Thank you, Mr. Willis. Committee reports. Uh, hi. I just want to speak briefly uh about the community advisory committee. Uh, last week we met with the 100red-year committee at school
0418. Uh this year is the uh centennial celebration for school 8 and they're planning some really nice events for the students and possibly also a night event for the community uh that's going to be on October 1st. Um she did also mention I'm sorry Miss Mazoa mentioned that there is a Facebook uh alumni group. They're trying to uh find um other students um like past students from the school and also collect some more memorabilia before the event. So if anybody knows anybody that went to school late in the past 100 years, let them know, join that group and uh you know, join in with them to help celebrate this event. It's a really big event for the school and for the community. Thank you. >> Any other committee reports? Thank you. Uh just want to
042highlight a couple things since I've been a board member and probably even longer than that. I this is the first time that I'm aware of that Garfield School District has created capital reserve accounts for the preservation maintenance of our buildings as well as our athletic complex. And uh so I'm proud that this is in this year's budget. It's something that I've been advocating for for years that we should start a savings account to keep our buildings in great state of repair. And um you know I want to thank the board for uh well I hope the board's going to go along with our agenda today. Also uh Mr. Quillis and Dr. Tommpo, thank you for the P chair. That's a great honor to our missing veterans as well as the veterans and uh everyone who
043has served in the armed forces. Uh in addition uh looking forward to Columbus School's number eight's 100th anniversary coming up. So I'm going to make the announcement uh save the date October 1st and uh more more details will be following after that. Uh with that I'm going to open uh agenda public comments at this time. Are there any comments from the public? [Music] >> I could talk now and then I could talk at the end. Right. >> Yes. Marlene Zawatka 67 Morris. So my first question is why is a substitute teacher with one and a half years hired at a step 10. Another one with the same experience at step 11. A teacher with four years experience at step 10. A fiveyear experience gets step 13. Um, I just want to know how you give
044them their salaries cuz it looked all over the place then just agenda items. Hold on. So, I heard a rumor. So, everyone up here that's standing here is all about the kids. Yet, I heard that someone's making phone calls saying that some of you will be voting no to Mr. Leu if their friends don't get the jobs back that they lost. If it's not about politics and you really care about the kids, you should vote yes to a new BA and not some the price is too high when the other BA was getting $500 for a Tesla. Um, yeah, she had a Tesla and $500. Yeah, she recorded me with it. Anyway, um that's that the Hold on. Hold on. I have more. The Mind's Eye contract. So, last time I checked, I couldn't find
045the company. I brought it up that it doesn't exist, and I guess it does exist. But to sign a contract for 720,000, shouldn't we wait until the school year starts to actually see if they're doing progress? I know you tested it, but you tested it with no kids in the classroom using the computers. So before signing and giving them a big chunk of change, shouldn't you see if their progress actually works while all the kids are in class? That's all. >> Thank you. Tanner Raymond, 93 Spring Street. I would just like to speak just for a minute about uh Jack Leau, who came up at the last meeting and did not get the vote. I've worked with him as a supervisor. He was my colleague. The man is he's he's very very qualified for this
046position. He gets along with everybody. The teachers all wanted him in their school. He's a he's a mathematical whiz and really I would ask this board to consider it. I I'm I know Mr. Taylor, you and um BJ can't vote, which I don't understand. Um Mr. Attorney, I understand that. I Yeah, I do. I know. I've been here a long time. Angel, Mr. attorney. Uh, can the doctrine of necessity be instituted for this kind of a thing? >> Okay. And also, I know when I was a supervisor, we worked under the superintendent. Non-certified worked under the BA. So, I don't understand why BJ can't vote. Um, no, I'm sorry. Why Mr. Taylor can't vote? Got that wrong because his wife's an administrator. So, I would like an answer to that, too. And if that has
047been changed, I would urge this board to change it back. But I would like to speak on Mr. uh Leu's behalf. He's he would be outstanding in that position. We can't go without a BA for much longer. And M and WJAC, if you're going to abstain, then you should really resign from this board. Either you vote yes or you vote no. You need to stand up. You're taking a valuable vote away from this city, from this school district by just never being able to make a decision. If you can't make a decision, you can't be a leader. So, please consider resigning. I think it would be good for the school district. And I would ask this board to really consider voting yes for Mr. um Jack Leu. He would be an excellent BA. Thank you.
048Good evening. Danielle Marcelo, 66 Crackow Street. So, two comments. Um, one more uh requesting of information. So about a year ago, I had brought up the fact that we didn't have a capital request process and I was actually quite shocked because the school buildings are old. We know that things malfunction, they break, they reach their lifespan. So although I'm very happy to hear that we do have a capital request uh account that has been put into play, I'd really like to understand more of how there's an assessment done on which items are being currently put into the queue, how we're determining what that 5-year plan looks like, the depreciation on a lot of these things is probably over their lifespan by 5 to 10 years. And so how do we anticipate getting ahead of the
049curve now that we have this fund in place? So, if we can talk about that at another meeting, I think that would be great. Uh, the other thing I want to talk about is the Vic card. So, um, I've been a nurse for 20 years and I can tell you that the family is wonderful and there's a very special place in my family's heart for them. But, and I'm getting emotional talking about it, but there is nothing more scary than being a nurse in Lisa looking at you and walking into a medical emergency and not knowing what you're dealing with. And seconds matter. So, I urge all of you in the district to consider a card. It's confidential. I congratulate you on on developing something, but as a health care provider, it's scary to be
050a person who has no medical background and not know what you're walking into is even more terrifying. So, if there is anyone that needs to talk about the reasons of why it's beneficial or how seconds matter, I am more than happy. Lissa, I'm looking at you. I'm sure you're with there with me as a nurse, but we really should be encouraging it. The school nurses can't save the world by themselves and so having that information is truly invaluable and I commend you for something so special. Thank you. [Applause] >> Are there any public comments? Yes. >> Can I say something? >> Yes. >> I'm sorry. Guyard. >> Jerry Leadford, 77 Mars Avenue. Good evening everyone. Um, yes, what Miss Kendrillo spoke about regarding older students um maybe lagging a little bit behind with English language
051learning. It is also true that the body of language that they need to be able to transfer from their first language to their second language is larger in the middle school and in the high school. In kindergarten, the ESL students are learning to say their colors, but so are many of the kindergarten speakers who are English language speakers. So that is a component also. Uh I just want to point that out. It's very unusual when you're older to be able to acquire or learn a second language quickly. I do happen to know someone who learned a second language in one year in in one year so that he could then study medicine in that second language. That's extremely unusual. So that's just another factor. And I just have to say this while I'm standing here
052because I am a 38-year veteran of the Garfield uh Board of Education as well. Jack Leu is a very intelligent man and would be an excellent choice. In my opinion, you have to do what you have to do, but in my opinion, I have also worked with him along with Mrs. Raymond. Cooperative, excellent attitude and extremely knowledgeable to the point on the ball with everything. Thank you. [Applause] >> Thank you. Uh last call for public comments. >> Hearing none. Uh Mr. Quillis, did you have a comment? Did you with the young lady? I I forgot to mention your name again. >> Yes, Danielle. Yeah, you're right. I like this idea and I also like the idea maybe it can be pushed for the students. military, we have a tag and it tells us positive a
053and what condition you may have. So adding that on to maybe if it's possible where the families can agree to it and the board of education is agree to something like that, it would help also the students. So that's a great idea. Um Miss Tanner, as a board member, we have a responsibility to do. we have to make the best judgment and if we can't make it at the second because we don't have enough time or it's important to think about it then that's what it takes you know I don't you know people can criticize us it's fine you have that constitutional right I fought for that right I got to accept it all right but please allow the process to take place so that way we can make the right decision that's what I'm
054asking and apply I'm I'm so Excuse [Music] me. >> No, no. I'm just making it clear. We We're here to make a decision and if we make it, that's what it is. >> Okay. Fair enough. Fair enough. >> Well, >> okay. So, you're talking about >> I'm sorry. There's no back and forth from the board. Please refrain. Thank you. >> Any further board member comments at this time? >> Can I answer through the board? Uh through the chair. >> Can I provide some answers to the chair? >> Unless unless I'm sorry. I need to cut a board member off at some >> I didn't mean to cut anybody off, but I'd like to answer through the chair some of the comments. Is that okay? Um so since since co or since the teacher shortage um
055several years ago, a lot of the a lot of the old um formulation of how you hire individuals um has changed. I think back u when I first started 30 years ago, I think the um it was one for one, right? If you're one year out, you get step one and the boards are able to do that. um forget about physics and all those other really hard areas to you know we're talking elementary teachers etc. There's not a lot of candidates out there. There's not a lot of qualified candidates that are out there. So uh the other thing is though even though that um the uh the guides here are um there's a lot of work put into those guides. Let's just put it that way. Um this year specifically uh we have two areas
056of the guide in the beginning that are frozen. the first three steps are frozen and the second three uh four, five, and six I think are frozen. Don't quote me on that, which means that you have to get to step seven even to get close to $58,000 or something like that, which is is very below starting right now. Um I wasn't here when all that was um discussed obviously. Um so again, you could talk about other cities and that are giving raises. If you like it, go there. The reality is is we are a week in from starting and and putting qualified extremely qualified teachers in these rooms and you see how many people are on this agenda that are waiting tonight to get these these jobs to be in those rooms with your children
057that if they weren't on here right now um regardless those would be empty classrooms. So um I do take a lot of things in consideration. Uh there was some stuff mentioned tonight which I don't know how any of that information got out to be honest with you. I don't know how the resumes would have gotten out. They're all they're not public right now. So, I'm not going to speak about any of that, but there are different things that are taking consideration um you know different different um you know different experiences etc. Um but again uh these are negotiation terms. There is a guide that's established and again I followed all the parameters of the contract. So I just wanted to put that out there. Uh Minds Eye Minds Eye is absolutely a company obviously. um
058we all know that um because they did they did work here already cuz this was another conversation we had several months ago. The active registry the active directory was changed. That's how we got kids on. I don't know if you remember we had people coming to the board, students coming to the board meeting saying we can't get on, we can't get on. The board graciously allowed us to bring this company in um through a co-op agreement and within weeks kids were getting on. Uh teachers were getting on. That's the act. So I think that's proof enough that this is definitely the company that for years everybody was uh concerned about stuff that they are moving forward. We did a test the other day. Um again it's it's a viral test. It's it's it's things that
059uh we see speeds etc. Um I know the tech department uh that I've spoken to are happy with the the uh the production. So this is just moving forward. Uh I think anything beyond that tonight would be a step back for this board that we know that this is a major thing for everything we've been talking about with the servers etc. Um the organizational chart was changed prior to me getting here. Um it it does I'll just you know no names but I'll just say that it is the superintendent and then it was assistant superintendent which that position was eliminated. Um so it's not there anymore. So superintendent and then BA is right underneath that. Those three positions fall above everyone else. So those three positions are in charge of everyone. I think prior to
060me getting here, I I did see old uh there were two sides of the house, certificated, nertificated, that has changed. Um that's something that the board and I have been talking about. Um I don't necessarily disagree with that. Uh I think it's important, especially now there is no assistant superintendent. Uh there really is no um oversight except me uh at the time at the moment. Uh which is, you know, tough to hold people accountable. Um, so that's that's basically on that. Um, I don't know if you want me to talk about doctrine of necessity or you can do that if you want or I can do it. >> Doctrine doctrine is necessity, Miss Raymond only gets invoked if there are is a majority of the board members that are conflicted. So there' have to be
061five members conflicted to invoke the doctrine. >> That's that's the only way. It's got to be a majority. That's how it goes. >> Um, >> that's the way it was. I have it. Thank you. >> That is the way it's supposed to be. >> Yeah. Um I can't speak for the past though. So I just I'm just saying that is the way uh how it is. Um um yes capital reserve is maybe new. It doesn't mean that there wasn't monies put into projects. This is just really an account that the board is now restricted to use it on projects. So I appreciate you bringing that up. An excellent question. There are facilities uh long-range facilities plans which are a little different now postcoid believe it or not but what I said to the facilities committee
062we met numerous times over the summer as you could imagine even with the tour um Mr. Gaba as the um operations chair um what we are going to do now Mr. Randazzle and myself and uh if a BA is uh appointed at some point, we're going to sit down and we're going to prioritize those needs to use that capital reserve. We're going to bring that list to the board for approval and that's how we we will be picking those off barring an emergency. Obviously, God forbid there's an emergency. Uh but that's the way you do that. The way you do that to make sure it's not just us making those decisions is to get your architect record involved and and to do some kind of surveys, etc. Um, and that uh I think that's uh
063that's it. >> Thank you. Thank you, Dr. Tomco. Uh, with that a motion for resolutions 8.1 through 8.44. >> Mr. Gaba, second. >> Mr. Taylor. Roll call. Dr. Tomco. >> Yes. >> Dr. Porchek. >> I. >> Mr. Taylor. uh reluctantly have to abstain to 8.44. Either the rest >> 8.44 was the abstension. >> Mr. Otto recus from 8.44 44 20 26.5 >> no >> for him or me >> 8.4 >> for Mr. auto as well. >> 26.5 is >> 8.26. I remember five also. >> So just to clarify, you're going to abstain or recuse yourself on 44 and 26.5. Yes, Mrs. Dan >> I >> Mr. Ramos >> Hi >> Mr. Keles >> hi >> Mr. Gaba >> hi >> Mrs. Peteri >> I >> Mr. Focarino >> I resolutions [Applause] congratulations Mr. Laboo finance
064resolutions 10.1 >> through 10.21 motion please Mr. Gaga motion >> second >> roll call Dr. Tomco >> Dr. Porchek >> I >> Mr. Taylor >> I >> Mr. Otto >> 10.456 456. >> Oh, I >> I on all >> four, five, six. >> No, I have to uh recuse from 10, four, five, six, and seven. Abstain from them. >> I'm sorry. We'reain on 10.4 567. I have to abstain. I wasn't on the board. >> 10.4, 10.5, 10.6, 10.7. Mr. Otto said he's going to abstain. Is that correct? >> Correct. >> Thank you. >> Okay, >> Mrs. business on >> uh abstain from 10.456 and 7 I to the rest. >> Thank you Mr. Ramos. >> I >> Mr. Keles. >> Hi >> Mr. Gaba. >> Hi >> Mrs. Peteri. >> Uh abstain from 10.4 10.5
06510.6 10.7 I and the rest. >> And Mr. Focino uh I'm also abstaining on 10.4 10.5 10.6 6 10.7 10.8 and 10.9. I on the rest >> that that section carries. I call for a motion on education resolutions 12.1 through 12.56. >> I'll make a motion. >> Dr. Porchek. >> I'll second. >> Mr. Gaba. >> Roll call. Dr. Conco. >> Dr. Porchek. >> I. >> Mr. Taylor. >> I. >> Mr. Otto. >> I. >> Mrs. Hassan. >> Hi. >> Mr. Ramos. >> Hi. >> Mr. Keelace. >> Hi. >> Mr. Gaba. >> Hi. >> Mrs. Petiri. I >> Mr. Focarino. Hi. 066Hi. >> Mr. Otto. >> Hi. >> Mrs. Assan. >> Hi. >> Mr. Ramos. >> Hi. >> Mr. Keelles. >> Hi. >> Mr. Gaba. >> Hi. >> Mrs. Petiri. I >> Mr. Focino I >> policy 17.1 and 17.2 motion >> Mr. Taylor >> Mr. Ramos roll call Dr. Tomco >> Dr. Porchek >> I >> Mr. Taylor >> I >> Mr. Otto >> I >> Mrs. Isan >> I >> Mr. Ramos >> Hi >> Mr. Keles >> Hi >> Mr. Gaba. >> Hi, >> Mrs. Petiri. >> Hi, >> Mr. Focarino. >> Hi, Mr. Mr. Taylor. >> With that, um, opening the comments to the public again. Good evening everyone. Everett Egarnto Jr. 51 Jules Street Garfield, New Jersey. First before I start, I'd like to thank the uh young ladies that came up and did their presentation
067for the u ESL and the NJGPA. Your hard work is uh definitely, you know, noticed and uh I applaud you for it. And I know the small increases they don't look too good but it it is an increase at least. So I commend you uh for doing the job that you do. Also the capital reserve for maintenance and the capital reserve that money the goal is to get 750,000 into it. Not at one time just over time. Okay. I want to commend the board for finally doing that. And I have to say Mr. Foggarino when I was a board member was always advocating for that. So I applaud you for that all of you and Mr. Foggarino your uh your uh thoughts on that finally came to fruition here. Uh I also want to commend
068Mr. Quillis and Dr. Tomco for that P missing in action chair again. Where is that actually going to go? >> Oh in the high school the football. Okay. So that's uh that's actually very touching. It's it's a good thing and I commend you on that. Uh I also want to commend the entire board for finally doing what was so important in getting a BA in this district. And again, I think the audience and yourselves, you should give yourself a round of applause because a BA is essential for this district. I mean, I know, listen, I don't have to be a board member to know street talks every day whether some of it's true, you vet it out, but a lot of bills haven't been getting paid. And you know, there's small businesses waiting for large
069amounts of money out there, you know, for that business. I'm talking about particular businesses. And that's just one reason why a BA is uh desperately needed in the district. And also, as everybody else came up here and advocated how great Mr. Leu is, he truly is. I remember when I met him years ago, I said to myself, "Wow, this young dude is is bright." I was very, very impressed by him. So, I don't think anyone anyone in this audience or anyone sitting up there is going to regret putting him in that position. It's a hard position, but this gentleman could uh handle it. I can guarantee you that. That's all I have to say. Thank you so much and have a great evening. Yes, I'd like to congratulate this board for uh appointing um Jack
070Leau. You won't be sorry. He'll do an excellent job. I will vouch for that. I know him for a few years. He's a professional. He will get along with everybody. Um he's like a breath of fresh air and he's mathematically very competent. So, congratulations on that. I'd like to also congratulate the board members. I wasn't here at last month's meeting. I was sick. But for I it was the three new board members and really was the new majority. For your the cuts you made in the some of the positions that were really not needed. Um there was a lot of good talk on the street about it. You're off to a good start. Just keep it going. Angel, I have to address you. >> Sure. Why do you jump in and say, "Well, you need
071a lot of time to review the agenda." A month. You need a month to re review an agenda. You're kind of making an excuse. Let me finish. You're kind of making an excuse for wack for voting abstained. He's a big boy. Let him stand on his own two feet. You don't need a month. If you need a month to go over an agenda to know how to vote, believe me, you don't belong there. on the council, we maybe get an hour if we're lucky and we have to or if we we call our um our city manager, she'll tell us what issues are coming up and it's our business to do the the um investigation on our own. That's why you're in a leadership position. You're in a leadership position. In fact, in the board
072with the board, you're in charge of a lot more money than we are. So, you better be prepared and you better know how how you're going to vote. I'm glad, Roch, you voted tonight. Uh, I'm not saying, you know, I'm you voted your conscience, but at least you voted. You didn't abstain. And abstension it to in my opinion, and I've been in politics a long time, it's a coward's no. Um, that's just my opinion. and Angel. I had to get that off my chest because you don't need a month to go over uh you know an agenda. This the the chair is really a beautiful tribute. Uh Dr. Tomco to you. Will will we have a plaque somewhere in the stadium maybe with names on it? Because I know a few that were killed during
073World War II per they were personal friends of our family. So that would be a nice thing even if we have to pay to put it on there. And to Vick's family, I don't know if they're still here. >> He was a wonderful young man. I worked with him many times. He came to my office when I had no clue what my computer was doing. And Vic was always understanding, kind, funny, and really just a super great guy. And I think it's great that we're going to have this medical alert kind of thing. Every school nurse should know what's wrong with their staff. They should know what, you know, conditions the staff has. Of course, with Vic, I know this was an it was just out of the blue. It wasn't a, you know, a
074former illness, but they did the the nurses are very well prepared as far as using the AED and resuscitating people. So, but I think it's the the um medical cards are really a very good idea. And lastly, Mr. Tomco, where is the money coming from for the capital reserve? Where are you going to get that money from? I would just like to know that. Okay. I thank you. Are there any other public comments? Seeing none, >> Marlina Zawatasa 67 Morris app. I just have a question to just address lots of rumors that I'm hearing about the directors that you're hiring. Um, I was told some directors might be principal. So, you were going to do it, then you were not going to do it, then you're going to do it in January, then you're going
075to do it in June. So, let's say a principal will get a director position in January. So, you're going to take that principal from that school and put in a new principal there. My thing is, if you're doing the directors, can you guys just make up your mind because I've heard about it for like six months now. Just just wondering if it's happening, not happening. Is there an assistant? Super happening. And then I have a question. Where's Mr. Egan? The board interim board secretary doesn't have to be here. Oh, all right. Thanks. That's all. >> Thank you. Last call for public comments. >> Mr. Mayor, >> I I'm sorry. I just want to say I apologize to Vic's family. I I brought everything up with that Vic card. It's a tremendous idea and I'm not
076going to say anymore. Danielle spoke about the family. I say the same times 100. You truly are an amazing family and I'm glad that they're doing it in this community. >> Thank you. >> Board members, any comments from the board? Yeah, I'm going to make a comment. So, so >> Mr. Clos, >> thank you, Mr. President. Um, Tanner, I just want you to understand one thing and I'll tell this to to the public to our residents. >> Mr. I'm sorry to interrupt, but to the community. >> Um, sometimes we we we need to think about something because there are other things that you are not aware of that through legal is is we have to follow through. So please understand that you've been in politics for many many years and sometimes you know you abstain
077and you have to wait. >> Okay. But people abstain for other reasons that we can't talk about and and because you are in politics you understand that. I'm sure some way shape or form the lawyer to your to the council might have said you can't talk about this today because of this this this. We can't talk about it sometimes. But I just wanted to make it clear, you know, we have a responsibility to do. And um I want to congratulate the BA, uh Mr. Bo, Mr. Lu, who I know him for over 20 years. He coached my kids. I coach with him and I congratulate them. I also want to thank Danielle for bringing what she brought up, which uh we use that in the military and I think it's important if the parents would
078agree where they could put their kids and say something that they have a condition it could be put on. That is amazing. On Vick's honor, we can do that. That's something that we should do. It shouldn't even be thought about. It should just be done. These are things that could be done right away. Um, again, I want to thank the board for the P chair. Uh, I think is amazing. I think it's important that we recognize and we remember those who fought for this country. Uh, the capital uh revenue that we want to try to create, Dr. Tomco, it's a great idea. As money come into this field, put that for that purpose. To Danielle's point, what are we doing with it? Right. So, let's make sure that as money comes in, it's it's properly
079handled. It's processed the right way. So, that way if something breaks, it doesn't come from the general fund. We could say it came from here, it came from here, it came from there. It's important that people understand the process. But since people are bringing up and asking the question, I think that's the way it should go. It's important. Um, again, I want to thank the administration for the the the information that was provided to us. Uh and uh have a wonderful day. Have a happy labor. Thank you. >> Okay. >> Any other board members? >> First of all, >> yes. First of all, I want to uh congratulate Jack. I know you're going to be an asset to this district. Know it's going to be a very uphill battle, but you're the man for it.
080Uh the tricky trade for the football was on Friday night which was a extreme excess success and the parents who did it a woman Jessica who I just met that night. I mean she had everything down pat. Uh national night out uh the board of ed did have a table there and it was really great to see everybody. On Saturday we did a tour most of us were able to do a tour of the schools to see what was going on and we're getting there. We're getting there. A lot of drawbacks here and there, but we're getting there. And to Tracy, I have to reiterate what uh Tana said. I worked with your husband and he fixed my computer many of times when nothing was wrong with it, but I insisted there was something wrong.
081I just didn't know what I was doing. And he had made he had given me a little crochet thing that his mom made and I still have it. And every time I open my drawer, I think of Vic. So again, and Mrs. Misola, that was a great idea with the Vic card. And I think everything's going to be good. >> Mr. Taylor, >> um, just to reiterate a bunch of comments. I don't want to keep, you know, beating a dead horse here, but I'm glad we have a a VA, and I know Mr. Leu is going to do an amazing job. not just because he's a hell of a guy, but he can he can handle what's being asked of him and more. And I'm I'm glad we finally got to that point. Um, thank
082you to those who presented. Like our mayor said, incremental adjustments and in and improvements, they do matter. And a pie chart or a bar graph doesn't always show exactly what's going on. And there's a lot of a lot of stuff that goes into that where those numbers they may just be staying status quo and they're actually improving because of multiple factors. Um the VIC card. So as Danielle said it it's amazing for a nurse to have that information. I don't talk about it too much but I was on that call. I truly wish more could have been done. Of course, uh Vic was an amazing guy and uh for Tracy and Sally, they'll understand this. Obviously, the kids as well. Everybody will there. Um I love food, right? I I should be like 400 lb.
083Thankfully, I'm not. But Vic has to this day made one of the top five cheese steaks I ever had in my life. It was after a wrestling match with Jimmy Doulsece. I'll give him a shout out. And if you ask him about a cheese steak at Charlie Bloods, I guarantee you he reiterates that exact statement because it blew us away. And we were always chasing that same exact cheese steak, he came close, but there was just one night where he hit on all cylinders out of the park. And I still remember it to this day. And he's just nothing but love for you and your family and and for him. Um, thank you all for showing up. I wish more people would actually speak because I I think there's more to be said, but but
084thank you for being here. >> Any other comments? >> Um, I just wanted to thank everybody for coming out. Um, I wanted to congratulate Mr. Levu and, uh, I wanted to wish all the students, uh, parents, teachers, and principles a happy and healthy school year. Thank you. Thank you, Missan. >> Um, I just wanted to speak again about this uh this VIT card program. I think it's um I know it's a very personal, but I think it's very nice that uh you took something and turned it turned this memory into something like this that'll be uh very helpful for others. I've spent a lot of years in the ER and in critical care and I agree with Daniel. I'm sorry. That is one of the hardest things is when you get a patient and you
085don't know where to start and uh you never want to um you want to know that you did as the most that you could. So I I think it's a really great program.
