Tonight, I'm proud to share exciting news about our district's academic performance. The Arizona Department of Education recently released updated school letter grades and AO Unified School District has much to celebrate. Multiple factors contribute to the state's letter grading system. This includes student proficiency, growth on statewide assessments, English language proficiency, high school graduation rates, efforts to reduce chronic absenteeism. The system also recognizes inclusive practices such as integrating special education students into general education classrooms, increasing the number of highly proficient students, and decreasing the minimally proficient. For high schools, additional college and career readiness points were awarded for achievements like passing college level courses, completing the FAFSA, earning industry recognized credentials, and

more. This month, we celebrate a major academic milestone for AIS. Thanks to the cohesive efforts of our incredible staff, both our elementary and high school campuses made steady and significant gains in their letter grades. AO Elementary School maintained its strong B rating with continued growth. It is now just 1.65 points away from an A. Very close, almost there. a testament to the consistent dedication of our educators and sports teams. AO High School made a remarkable leap. From a C and is now a high B, now only 3.5 points away from an A. This progress reflects the hard work, collaboration, and unwavering commitment of our entire school community. This means the systems we have put in place is working or are working. This includes our partnership with you have heard from Dr. Sulttero all the partner

schools are A's and B's not nothing lower. So here's a quote to remind us unless someone likes you care. I want to capitalize care. Car care care a whole lot. Nothing is going to get better. Are you willing to accept the

challenge with us to get our aid? >> Yes. Everyone is saying yes. Board members yes. I know all all because we asked the same question for our staff and you all said yes. Now it will not be easy. Our our birthday celebrant today, Dr. Zero, members of the board, teachers, families, parents, students, co-honories. Good evening. Being chosen as student of the month makes me feel so proud and thankful. To me, it means that my teachers see how hard I

try to be respectful, responsible, and ready every single day. Being respectful means I treat others the way I want to be treated. I listen when someone is talking kind of words and show care for my classmates and teachers. I try to make our classroom a happy and safe place for everyone. Being responsible means I do my best to finish my work, take care of my things, and admit when I make mistakes. I know that being responsible helps me grow and shows that I can be trusted to do the right thing. Being ready means I come to school to prepared to learn. I bring what I need. Pay attention and always have a positive attitude even when something feels hard. This prestigious recognition reminds me that these three words respectful, responsible, and ready aren't just rules.

There are ways to become a better student and a better person. I'm grateful to my teachers and classmates for supporting me and I'll keep doing my best every day. That's why he looks for different strategies to doublech checkck everything from small things to big things and isn't afraid to ask question when something isn't clear. He listens attentively, accepts corrections graciously and approaches learning with patience

and curiosity. What makes him stand out even more is his remarkable character. He's kind, responsible, and always willing to help. He completes his homework on time, participates thoughtfully in discussions, and take responsibility for his actions. He demonstrates what it means to be respectful, responsible, and ready. 021and uplifts his peers. Mindful, polite, and grounded, Aiden carries himself with maturity beyond his years. Aiden Sanchez is without doubt a student who leads by example, one whose reliability, respect, and quiet determination make him truly deserving of the student superintendent student of the month award. CONGRATULATIONS ONE, TWO, THREE, FIVE. >> Good evening everyone. I am really and I am delighted to present the sixth grade superintendent student of the month. When I selected this student as our kindest award for the sixth grade class, teachers described him as nearly perfect known for his strong academic performance and consistent positive behavior. As the months passed, however, an incident occurred that tested those glowing descriptions. I was surprised when he approached me forward while facing the consequences of his action. His expression revealed how upset and disappointed he felt.

I assured him that I still trusted him that everyone makes mistakes, but what truly matters is learning and growing from them. In a school community that values respect, responsibility, and readiness, we celebrate students who, despite their imperfections, demonstrate resilience and a commitment to improving themselves, 1% at a time. As Steve Harvey once said, improve yourself 1% every day, which Dr. Sult always reminds us to do. We don't equate excellence to perfection and we are molding our students to aim for excellence by bouncing back every time they fall. I am honored to share how each letter of the young man's name represents the qualities of our superintendent student of the month. Just like what Mid did uh just like what Mr. Bis did, it is an acrostic. So B brings his best every day. He approaches

each task with enthusiasm and a strong desire to learn. Respects everyone around him. He shows kindness to his teachers, classmates, and school staff. Ostanding in attitude and achievements. He consistently goes above and beyond his school work. He demonstrates curiosity and willingness to challenge himself. D. Dedicated and dependable. He can always be counted on to do what's right. He takes responsibility for his actions. Why? Withful spirit that inspires others. His positive attitude and friendly nature make him a boy to be around. With that being said, I firmly believe that Broady Coyle deserves the superintendent student of the month. Let's give it up for Broady Coyle and the PROUD PARENTS. I'M SURE take pictures. >> One, two, three. Smile. So at this point I would like to tell the folks here in the audience you are more

than welcome to stay for the full board meeting but if you have other plans and you want to go out and celebrate your students feel free to leave. Yeah, right. There you go. Okay, next up we have a consent agenda. >> I'll second. >> Before we vote, I'll also like to point out in addition to the donations that we got from we also got donations from the booster club of new skirts and mirrors for the cheerleaders. 027members of the board, implementing a recruitment stipen policy with title 2 funds is crucial for attracting appropriately certified educators in critical areas. By offering stipens, schools can promote diversity and mitigate turnover. The strategic allocation align with federal grants priorities and ensures the effective use of resources to recruit top talent in the education sector. The recruitment stipen policy was attached. Keepers eligible for the statement are Alice Giz, Elizabeth Black and Richard recommend the approval of the 2526 title 2 retention statement for the above teachers sort here to answer any questions. >> Okay, you will call for the motion. I'll make the motion. >> I will second. Is there any questions? Any discussion in this meeting? I'll call. >> All those in favor say I. >> I. >> Any opposed? Motion carries 5 to zero. >> Next

item. Resignation of Scott Mor. >> Mr. President, members of the board, uh Scott Morren, assistant football coach, has resigned his position of coaching. And the next agenda item, a replacement substitute coach is applied and approved by the head coach and athletic director recommending approval of Scott Moore designation as an assistant football coach. >> I'll make the motion. Second question or discussion call for that vote. >> All in favor say I. >> I. >> Any opposed? >> Motion carries five to zero. Next item is extraation positions. >> Mr. President, members of the board, the following individuals have been interviewed and recommended for the corresponding position. You have their names below. Um recommend the above individuals be approved for their corresponding extra paid position. Sir, >> I will make that motion. >> No second. Any question or

discussion call? >> All those in favor say I. >> I. >> Any opposed? Motion carries 5 to zero. >> Okay. To business items. The first of which is the minimum wage increase hourly increase for services. >> Mr. President, members of the board on January 1st, 2026, the Arizona minimum wage will increase to $15.15 per hour. The only hourly wage that office schools need to increase is the hourly rate for interpreting. The district's financial consultant, Mr. Tyler Moore, is recommending $17 per hour for before or after school interpreting for parent meetings, IEP, MBT, discipline, and parent teacher conferences. Recommend the approval of the increase of AUSD's already wage for staff members interpreting for parent meetings and conferences. Sir motion discussion. >> So the interpreter >> and so what do they mean now? Uh, I well, as

far as for interpreting it, and correct me if I'm wrong, uh, Miss Miss Cot, Miss Angelina, um, I want to say they're at at the rate that they're at right now or >> 15 flat. Okay. So, we have to we have to increase that. So, we're going to go to 17. Yes. Per Mr. Morris recommendation. And was there any consideration at all that if you're raising the rates on those people that you don't need to raise the the wages on everybody else also? So it seems to me like if you're raising your minimum people up an $185 an hour, is there any conversation about all the other employees raising them up that their wages or or well see where I'm coming from on that? Yes. Yes, I understand correctly. You're at 15 an hour right

now, right? >> 16. Okay. Yes. So, so my point is my point that I wanted to make earlier is everyone is at 1635 an hour. So, the ones who who are interpreting right now are they're getting the 1635 an hour which is what they're getting right now their hourly rate their regular hourly rate as a parro they're also getting the 1635 so they don't go below what their hourly rate is now which is why Mr. Mar suggested go up to 17. So, so if pair pro a is at 1635 an hour or 30 hours hourly rate when they interpret for any of these conferences they're going to go to 17 and >> this is just for their before after interpreting. >> Yes. Everyone else already had an increase. >> You didn't get an increase. >>

My paycheck. >> Okay. >> On their per hours, just not the hours. So, it makes sense to increase their hours because those are extra hours after they've already worked their contract hours. Yes. So they're getting more than what they normally get for the two or three hours, four hours of disc. >> No, sir. That's correct. Kind of over. >> Okay. Any further discussion? If not, I'll call for vote. All those in favor say I. I. I. >> Any opposed? Motion carries 5 to zero. Next item disapproval of disposal of broken and obsolete technology frames. >> Mr. President, members of the board, George Simon, IT manager, has collected and palletized 173 technology items for disposal. The list of items and pictures of the of the pallets for disposal recycling first statute ARS 15341G and 15342 AR72

0331131 and 2 CFR200 313. School district must complete a request for authorization to dispose of district property formed and submit to the governing board to approve it prior to disposal trade in sale or transfer. Recommend the approval of the attached disposal request performed for 173 technology items. Sir, >> okay, I will make that motion. >> Second discussion on that. All in favor say I. >> I I >> I. Any opposed? >> Okay. Motion carries five to zero. >> Okay. >> Next item up consideration and direction of asthma bylaw change proposal. >> Mr. President, members of the board, uh the governing board will review and discuss the proposed bylaw amendments submitted by the Arizona School Boards Association governance committee. This is a single vote encompassing multiple updates. All changes are shown in red for deletions and

blue for new wording. The proposal requires approval by twothirds of ASBA member boards in order to take effect. Um this is a board decision I just want to read again for for review for a summary. Uh several substantive revisions are on the ballot, including eligibility for office, meeting protocols, representation, executive oversight committees and leadership, emergency procedures, voting and forum, caucus alignment. In addition, some of the most important committees uh and questions u shared by the governance committee. Why is ratification of the executive director's contract included? It ensures full board oversight. The proposed change requires that the entire board ratify the executive director's contract within a set time frame, adding a layer of accountability and transparency. In addition, um what about vacancies and emergencies? I address those now. The governance committee stated unexpected situations happen. The

updates clarify how the board should act during emergencies, how vacancies are handled, and the process for removal from office. This provides stability and guidance so decisions aren't made in the moment without direction. Uh some other highlights of the voting week is then set up. Uh the voting will close at 5:00 p.m. on December 16th, 2025. And uh that's just a summary of of of the bylaws that are being reviewed. Article 4 membership. Um section two voting powers of the membership. Um, article five, offices and board of directors and executive committee officers in terms of office. Section two, board of directors. Uh, section six, selection of the executive director. Section 9, vacancies, article six, meetings and voting, membership meetings, meetings of the board of directors and executive committee, and article 7, committees and caucuses. So, that's

a summary of of of this ASBA uh or the bylaws. >> I will make that motion. >> I will second. >> I'll also point out as I remember right from the timing of this, you don't necessarily need to vote on it tonight. It could be next month. It's the 16th of December that they need. So if folks wanted to take more time to look over the materials, we could do that. you know, can change my motion or just >> just to clarify, you said you would make motion to Was that to approve or uh disapprove the >> It was to approve it. >> Um yeah, I didn't specify that, but like I said, I will amend that to table for next month. >> I'm good. >> I'm ready to vote. Okay. >> All those in

favor say I. >> I. >> Any opposed? >> Motion car. >> Next item. >> I'm just voting. >> It's just I >> Next item is approval of governing board policies 938 through 94. >> Mr. Mr. President, members of the board, um section A revisions are due to a reorganization that aligns similar policy content and maintains comprehensive information for effective board governance and district operations. The policy documents listed above have either been removed, added due to reotification, merge with policy documents containing similar topics or revised documents not listed in this comparison document from section A did not change.
