In 2023, the Alpha Schools cafeteria is required to use excess cash in the cafeteria account 510. One of the items purchased was a new ice machine. The old machine purchased in 2016 was placed in storage to dispose of the ice machine. The unit must be board approved per statute ARS 15341G and 15342 AACR72 1131 and 2CFR 20313. School districts must complete a request for authorization to dispose of district property form and submit to the governing board to approve prior to disposal created sale and transfer. No board action necessary. This is a study session item only. >> Okay. Any question or comments on that? Uh the next one,

discussion on that on to the next item, the fiscal year 2025 annual financial report. >> Mr. Mr. President, members of the board, we have our finance consultant, um, Mr. Tyler Moore. Um, as required by ARS 15904, the governing board of each school district shall publish an annual financial report for the prior fiscal year. The financial report shall contain budgeted and actual expenditures for the preceding fiscal year and shall be prepared and distributed by October 15th by the school district with a copy to the county school superintendent ad and posted on the website. And here we have, Mr. Moore. Hello. Good evening, President of the board. You guys see my screen? >> Yes. >> Did the screen uh go to the next slide for you guys? >> No, >> did not. >> No, it's still on
the cover page. >> There we go. Okay. >> Can you >> Yeah, it's on page two now. >> Can you go to the beginning? So, does the slideshow instead of the we have it on our our computer, so we'll follow. >> Okay. Sorry. Uh so yeah, good evening. Uh tonight, like Dr. SJ mentioned, I'll be presenting the annual financial report. Um as required in statute, as with all financial reports, uh typically they're backed by some statute. Uh we're required to uh present and approve prior to October 15th. So tonight I'll be presenting a summary of the AFR and then on Wednesday the 15th the last day to approve the AFR the board will take action on that uh annual report. So just a summary on that report um this year it includes uh four various
reports. They actually combine the food service report into the annual financial report. Um very rarely do they reduce the amount of reporting. So that was a a win for for districts this year. Um you had over 5.9 million in expenditures from all your funds and that was about 22,463 accounting transactions uh that are summarized in this annual financial report that I'm going give you a brief summary on. So on the next slide, again I don't know if mine's progressing on your screen, but you should see the pie chart spending report. So >> um so when you aggregate and take um all of your expenditures and classify them into the categories that are listed on this slide here, administration, classroom, food service, instructional support, school plant, student support, transportation. These are the categories provided by the
attorney general's office. You can see majority of your spending uh 51% was in the classroom which is up uh from several years past and one of the initiatives that we've been working on in terms of getting more dollars into the classroom. The next biggest category was with administration being a small district. Um, oftentimes that administration piece the pie is higher than it would be a larger district just because uh economy scale. It's harder to leverage the amount of dollars to put in in a smaller budget. School plant was about 14%. Food service 6 and a half% uh student support 6% instructional support 1.9% and then transportation just under a percent there. I think I'm going to have to go out and back in on each one of these slides. But looking at that classroom center
report comparison over the last four years, you can see some uh increases from uh in classroom percentage spending, which is a positive knowing that more of your dollars going back into the classroom, which is that one-on-one direct instruction um expenditures. Some other highlights uh really include just uh some averages. I mean, the rest of your your spending categories are kind of in line. Uh instructional support. Um it's slightly down from from prior years. Um but overall, the rest of your categories are pretty much in line with with averages from the the prior year. Looking at uh M in particular and uh the difference between a couple funds I'm going highlight. um M and capital and your federal state grants are are what we consider budgeted control funds. So these funds as I've presented in the
past are controlled by a formula generated typically by average state of membership and then that formula typically has a dollar amount or threshold uh associated with how that number comes up. So for example, maintenance and operations, you take your average state of membership times your base level support and that's how you get your total budget. The AFR measures expenditures against budget. And so I'll cover that in the next slide. And then on cash controlled funds, um these are funds that operate much like your my bank accounts. Um it's revenues that are generated by specific source. So for example, food service. Uh those revenues are generated throughout the year by national school lunch and breakfast claims. The expenses are typically through your food tour staff and purchasing that food. And then your ending funding balance is
your cash balance and that rolls over to the next year. So those are a little easier and operate on a basis that you you know that we can understand from our dollars and cents whereas the budget controlled funds is derived by a formula. Looking at the budget controlled funds first looking at M I've averaged the uh last four years of budget to expense and then and highlighted your carry forward amount. So basically your your contingency you can see uh Ohio has had a pretty healthy contingency over the course of the last four years uh hovering as high as 928,000 uh and then as low as 625,000 from last year. Uh if you remember last year when I presented um the lower carry forward was due to some title one um spending that was not budgeted
for and so we've corrected that issue and you can see now back in 25 we've rebuilt that carry form and that reserve balance up to 850,000 that 850,000 represents 18% of your total budget. So a general rule of thumb in some goals of most districts are be between 10 and 15% of budget grounds car you're above that at 18% which is a really healthy position to be in with regards to your no budget. Looking at capital from the capital side, um it's a lot more common to see fluctuations in your carry forward u of higher dollar amounts because of the basic uh function of of the capital budget, right? If you remember, capital is spent on your physical tangible things. show your uh equipment, furniture, software. And so oftent times when planning or planning for
expenditures such as your your fence project, your your security improvements, right? Those are big one-time costs u that you budget for and then you you reload or rebuild that budget for a couple years until the next expense. So, um you can see uh some of the uh capital budget for the 1 million just over $1 million uh was planned for uh that security improvement that fence improvement. So, um we anticipated having a lower capital budget balance car for this year because we planned for that project, that onetime project. Now going into next year, we we know we don't have that large project in place and so that capital budget u carried forward that contingency we can see we'll anticipate coming back up. And then my last slide here is kind of looking at your cash
controls funds. So I've highlighted four your kind of important funds that are more or less discretionary at the district level um with some restrictions. So I would say so uh starting at top food service fund uh over the last three years this is your ending fund fund balance. So after you know after this entire year again this is prior year but after from July 1 2024 to June 30 2025 this is your ending balance after all expenditures and revenue have taken into account. And so you can see in food service we've seen a slight decline in that ending balance. Uh I know I'm working with Angelina to kind of look at those food service claims and see if we are serving um the same amount of meals that we've been doing in the past. Uh
and just evaluate you know what you know what what are the reasonings behind that slight decline and ending balance. and the civic center rental. Um we the district hasn't really tapped this this account. Um but this is for revenue that's generated from uh rentals of the facility. And so um eventually we may want to create a plan to spend some of this money down but at this time um this is a nice reserve to have that's in a account that can be just used discretionary between M& capital community head budget. This is your uh preschool tuition money. And so we can see uh from 23 to 24 there was a large increase and then we um did implement some cost increases program to help sustain it and so we did see some of that support
um in terms of this this fund not going down drastically. um we are offsetting um part of the preschool staff to this tu which in the budget which is what it's intended for. So, um it's not completely self-sustaining and if the board remembers that exercise we went through um you know that was the decision the board made to kind of partially support the increase to this fund um so we can offset some of the costs to this program and then costs um we'll see that's 570 this is revenue generated from uh grants received into a hook goals So indirect cost covers those uh expenditures or that you can charge the grants indirect costs or expenditures that would be deemed like overhead uh to run those grants programs. So for example uh Miss Cotaye's salary who's
now overseeing grants is is funded 50% from this fund. The large increase from 24 to 25 was a direct result from uh the last indirect cost claim from SR3. So um that COVID relief grant we had one um large indirect cost claim coming back into the district in terms of revenue that was received in 25. And so uh that was a large increase from 24 to 25. We'll anticipate that coming down as that funding is now gone. Uh and that remaining funding source that 135 is to support uh Miss has a miss salary and she'll continue to pursue grants to offset that or to kind of continue to bring in revenue for that funding source. Uh but we have a nice reserve in that fund 570 at this point in time and really that's Yeah,
for my presentation. So, any questions? >> Mr. President, members of the board, um recommending approval of the attached 2025 financial report. Okay. Well, I will make that motion. >> I will second. >> There's no discussion in question. >> Okay. All those favor say I. >> I. >> Thank you, Tyler. >> Have a good night. >> Bye. >> Thank you, Tyler. >> Okay. Our next item then is a report on M Unified School District athletic transportation and supervision code. >> Yes, Mr. President, members of the board, um the board has requested a report on possible away game sports supervision requirements. So, I just wanted to share an update. um was able to touch base with another superintendent in a small district, eight schools, a little bit of an small overall compared to other larger districts. So,
I just want to read to you what what what you have. Um the attachments um we made sure to give put these attachments for you on Friday as far as you had time to look them over over the weekend today. So, um, Ama Unified School District currently follows the athletic coaches administrative guidelines, transportation regulations, which state all high school sports trips shall have two coaches, adults on the bus at all times, no exceptions. To ensure compliance, all coaches are required to maintain a valid fingerprint clearance card, CPR, first aid, and other certifications, and provide sign acknowledgement of the administrative guidelines. Football is the only sport that travels using the large yellow bus. football team always has more than two coaches present on the bus. Girls volleyball and boys girls basketball travel using small white bus
with both coaches riding with their teams for away games. Baseball and softball also use a small white bus with both coaches present on occasions. Miss Valer reminded me that when both teams travel to the same school, they utilize the large yellow bus. >> Right, Mr. Correct. Right. >> The district's athletic director, Mr. uh did some research and confirmed that the Canyon Athletic Association, CAA, grants each district and school the authority and responsibility to establish their own transportation protocols for away games. Um AUSD administration, including athletic director, principal, and superintendent will continue to collaborate to ensure the safest and most effective protocols are in place for coaches supervising student athletes during weight trips. you have um one of the attachments if you wanted just to briefly go over the required certification courses for coaches. It has
a breakdown there from 1 to six. Uh required fundamentals of coaching course, concussion sports, first state health and safety course protecting students from abuse. Uh nutrition and also fingerprint clearance uh and going over this with Miss Venuela. These are more or less webinars, classes. Believe the first one takes the most time, two to three hours. The fundamentals of coaching course numbers two to six about one hour each. And it just kind of breaks down and and the numbers below one, two, three, four, five just breaks down more in detail what exactly takes place in in classes. Also, you have I believe um to to read you have you also have it as an attachment the actual document so you can see it's actually pretty lengthy um athletic coaches administrative guidelines and it just has the
different sections page 2 three four and five um on page five the bottom supervision you see in bold print no student left unattended Ed, no students to be left unattended at games, practices, field trips, etc. All events associated with the school should be supervised by a coach. You have page six, pursuing victory with honor. Miss, it's actually I believe um the money is named the >> Mr. English >> was here for many years, Navy veteran. >> So, you can see really just exceptional as far as details. There's six and seven. Um, page eight, leaving the bench area. Um, a USC athletic activity code eligibility. Uh, what we wanted to make sure we stress, um, transportation regulation number one in red print, all high school sports trips, you'll have two coaches on the bus at all
times, no exceptions. And, uh, what we like about this is that the very first page, uh, each coach has to sign with the sport and date this, and this goes in their file. So every coach is is well informed at the start that um they have to abide by this. I have for you just just to kind of give a comparison um this is an actual sample from wells 1064 transportation department bus rules and regulations. So, you know, kind of similar to what we have, but if um if you notice, ours is really quite a bit more detailed. If you just go to the section on uh on transportation regulations, page 10 to page 11, ours has about 14 different items, very well uh very uh elaborate, you know, very detailed and so but but
still uh I want to give credit to Dr. Kevin Stokes the foreign law superintendent and share in me time to to meet with me and share you know just the procedures they have and they're always they always also make sure to try and have at least two adults on each trip now they're a little bigger than us and so long story short basketball season we have one boys team one girls team so he was sharing with me for basketball they have for boys varsity JD impression And for girls, varsity, JV, and freshman. So when they have an away trip, say the boys are going away to play Morana, well, they're going to have three coaches automatically because they have two teams and a bus driver. So a little different, you know, uh but if you
try and compare apples to apples, they also have times where they have they use a small white bus. And he says what they normally do is have at least at least two people on the bus. and I explained and that's the procedure we normally follow right Mr. Mr. cheap. So you compare apples to apples, they have some sports where they use a small white bus where the team has no more than 15 people and they have two people on that bus and I share with them that's what our focus is too. So this is great for you to have. Um any questions or comments on that? >> I have a question back to your uh governing board study session. You listed football, girls, volleyball, boys and boys and girls, basketball, baseball, softball, but you did
not list cheer. >> Oh, cheery. >> Yeah, with them being a sport, I should think that they should be added to that. >> Yeah. >> That was my my only thing. >> Yeah, I will make sure that >> I further on that item. >> Okay. We go to the next item which is possible new agenda items for next meeting. >> Okay. Next thing we have to do is make the motion to move session. >> Second say I motion carries order to zero.
