001foreign on um our interpretation of FERPA do you have access after the fact or do you have to um one of the high schools when they redacted everything so it was really a useless video so they reacted everything we have an agreement with the state attorney's office and the school board um if it's something that's criminal and the State Attorneys Office needs it they can actually go to court and get it or The subpoena it just depends on what date it is but we do have access to the cameras I have access to all the schools on my cell phone when the incident does occur uh we are in the process we do have a real-time crime Center so it's incident based so if an insta we're not sitting there monitoring the cameras so if
002an incident does occur we have access to that thank you and um other jurisdictions are you on the line yeah we have to we have to get legal process for anything historic we can in real time threat to life public Etc we can can actually see that in real time but after that we got the illegal process that's Volusia County thank you all so much um that was one of the things that we got uh written up on the uh grand jury uh report and we thought we were in line with other jurisdictions um so we're I just wanted to hear from you all while we happen to have this this great group on the phone yeah we have a question here from Lynn Lynn gray Lynn uh just turn your microphone on and ask
003your question uh thanks yeah I uh we have a new computer here so real quick I we are going to have a um a workshop cause this the guns coming into our schools we're finding guns we've had an incident so this is kind of directed towards that conversation and in that business might not be the arena to answer it but my question is when we get on an airplane for example there's background checks so we know who's probably on the airplane you know that so the analogy is do we have enough are we working towards this will go to the um Captain mortenbury are you working towards past Bakery Etc before they getting rolled into this if they're enrolled in school how much back work do we do behind the scenes knowing who that child
004is when they're in the school um is there anything that's going on I know your county is smaller than ours but trying to prevent a school shooting is really what what we're looking at so Captain did you get that uh are we barely I got the landscapers behind me are we looking at are your ads a question you're asking if we have an incident with a firearmend involved and for before that student comes back to school what type of work do we do on that well no before you have a student enrollment say a school of 2000 uh High School folks um students what kind of background do we have these before the year starts do we have the principals have access to the records if they have Baker Acts or any other um accumulated
005incidents being on social media but do we know this type of child coming in to our schools because as you might have faced we already have had a shooting in Hillsborough County Public Schools can are you all equipped to have that beforehand I'm just curious well we we have or had close to 67 000 students in Seminole County and I don't think anybody has the time to look at every single student but we do or or should I say we do and are aware of our problem children that's like I said that's why I like law enforcement in schools because these kids they're causing these problems in the community are causing the robberies doing the shootings possession of firearms are out in the community so we and there are going to our schools so we
006need to be up to date on that information so if we do know are aware that this kid is now going to a certain school that information is provided to that school principal and actually the assistant superintendent so we can keep and the school resource officer so we can keep a closer eye on these individuals and in conjunction how does burka perhaps prevents that flow of information because that's a parental uh like a parental right so how much information do you really get with that in mind well I I don't need I don't need I don't need to share the amount of times a kid's been Baker acted that really is has no issue that's something that the school and the parents can discuss but if a child has been charged with a a weapon
007offense that's all public record so we're not sharing any I I'm not sharing any information that is not known to the public if it's going to protect the other 2 000 kids and the staff at that school so be it I'm going to release that information we're not targeting the kid we're not putting any more uh foot we're not we're not focusing anything on a kid but we're just making ourselves aware of what's going just the same thing like talk again about the community if we have any type of gang activity or any type of incidents involving two groups within the um within a community and these we start seeing fights at school where we're going to start sharing information if we do have documented gang members um and they and we see what's on
008social media you're going to share that that's part of the threat assessment so if that kid's going to that school and he is a threat um to that school we do that threat assessment where we meet with the principal we meet with the guidance counselor we meet with the teacher we meet with law enforcement and what it what is our game plan are we going to make sure that every time the kid comes in his backpack is searched yes we can do that um but everybody keeps talking about that FERPA that like I said that's one of the things that I have I'm trying to make myself a professional on FERPA so I can challenge a lot of that stuff but when it comes to school safety the safety and Welfare of everyone else I'm
009going to release that information it's not anything that's illegal I don't need um some of the stuff from the school I I really don't need to know how many times he or she's been in missed school or how their grades are what I'm worried about is this you know the safety I hope I answered your question on that thank you thank you thank you very much for that question uh Captain I had another question concerning that Grant uh that you got for the mobile prices is that something that you have to apply for uh annually or is it a three-year Grant five years it was a through the Bureau of Justice it was a three-year Grant yes we have to show sustainability on that also thank you thank you for that uh further questions if
010you'd like to ask a question you can just click on the hand I I will know that you want to ask a question and you can go ahead and ask that I want to give uh anyone else enough an opportunity who would like to share any and any in information that you think is pertinent to the subject of safety in our schools that's what we're here for today to share what we know where we all have the same goal that is to keep all of our students staff and everyone on our campus is safe this is not a time to hide what works we we are learning in this business every single day I don't think there is a day that goes by uh in in any District where there isn't uh some sort of
011unrest at one of our schools and the way we re respond to that is is indeed critical and we are trying to do the best job that we can um uh Captain uh I just want to I don't see anybody typing in at the moment uh Abby I'm gonna uh flip it back back to you because I want you to share any more information I I know that uh Seminole County uh I believe you all had a shooting on campus last year uh and I don't know if you want to share a little bit of information um Captain on the way you all responded to that situation I'll let you Captain just go further with the Sergeant Worthington to base and how we are trying to implement something throughout the state thank you all right
012yeah last year we had a um the shooting on one of our campuses we actually headed at Seminole High School which is the third largest High School in the state of Florida um we have uh three or Sanford has three school resource officers there we actually have the ninth grade center right behind the high school which has two more uh school resource officers uh this incident involved uh two kids from the community that had a an issue with each other during while school was in session while classes were in session these two decided to meet up in a restroom where we have all of our issues and during that argument one of the individuals Brandis a firearm and started shooting at the student uh the victim student took off running through the corridor through that
013building it was put on Code Red he actually ran past the principal who was giving a tour um to some other people the kid ran around the principal said hey slow down he goes he's shooting at me about that time the shooter comes around the corner with his firearm puts it on his side as he walks by the principal uh once he passes the principal he starts capping off a few more rounds within less than three minutes the school was shut down we were able to apprehend the suspect and the firearm um and were able to um kind of secure the school but as we know it was everything after that with all the um Havoc what goes on social media what you know false information goes over uh social media we had to deal
014with that uh for several days um and that that'd affect the the staff at the school that infected the students how many people came back to school um but I think with the plans that we had in place it was it was shut down and um like I said the suspect was apprehended a firearmer is recovered within those three minutes so it worked very well for that then when we start doing our backgrounds as Miss gray asks we start doing our background on the kid to see hey does he have prior firearm issues um also we look at what's was there was there something we could have um looked at or seen between these two individuals was there was there arguments before were there fights four were there stuff dark documented um that we could
015have prevented so every incident we see whether it's a training whether it's a drill whether it's an incident we always look at the pros and cons what could have we done better what did we miss um and things like that so yeah so yeah so what did you miss or what what was the so there what there was an argument between these two kids um a few days before um and it wasn't uh really relayed uh to anyone it's kind of like hey you guys you go over here you go over here and move on kind of which you know we have those every day at school um but if um we were prepared a little bit more I you know I don't know I can't Monday Morning Quarterback it it happened it was gonna
016happen um luckily nobody uh he just got uh shot in the wrist nobody else got hurt um thank God for the code red was initiated everybody was on a lockdown there was no it was not during in between classes so we were able to um contain this uh contain the school and I spent the next probably week and a half two weeks at that school every day it is a large school with a large amount of people we did increase our number of surveillance cameras that we had there we did look at how our school resource deputies and officers patrolled that school how you know we might have two or three clusters just like our security guards were clustered together we don't want two or three to hang it out that's what cops do they
017want to talk to each other so we made sure hey this is your area we we checked areas of fencing we checked areas of everything where kids uh hang out so we did change a little um a little things up on that thank you Captain uh Abby uh along with that um you know our sros and our fabulous um team leaders in this have done an amazing job communicating with us and sharing with us things that they may see or things that maybe faculty staff or that we see when we're on campuses uh all of us school board members uh regularly visit all the schools and if I see a cluster of security guards in one area we we do discuss it and you know they all have you know certain color shirts we make
018sure that they're spaced out and accordingly so that they know where their location is and I think that having them visible around areas and having our sros visible not just on campus during the day but at sporting events and activities outside of school is a critical piece in this with our students being able to reach out to them if they feel they see something they need to say something and it has really helped um with a lot of situations where we can escalate something in a timely manner where time is the essence and it has really helped with um taking the situation under control quickly and getting that out to the community as fast as possible numerous times our sheriff and our captains have met with a town have had Town meetings to discuss different
019things that they can do as parents and communicate via email where we share all that information so we could check and see what's going on on our campuses it's extremely important that everybody checks their grounds to make sure that there's no open doors doors aren't stuck you know we've done an assessment on those areas we you know of course like many of you you have areas that you know over the summer that have not been appeared properly and quite a few have been turned in where now we have to send our SWAT teams out which are you know clustered into different areas so they know their school grounds and they they fix whatever needs to be fixed because we see children leaving different areas but we need to make sure that we have secure location
020where the children can enter and exit as well as you know a point of entrance for our visitors as well um I do want to say that our threat Assessment program that Kyle Sergeant Worthington is now part of with the state is huge because um something that when Lynn when you were speaking about you know how do we know when we have somebody that's coming into our County maybe from an outside County how do we know if this child has had a past history of something what do we need to do now this is a big task and hoping that you know I know our governor sees this as a big um area that we need to strengthen and having Kyle on this team as well as others is something that's going to help maybe
021take those pieces and put them all together where we can maybe see that database from all different districts and counties and then maybe alleviate any issues that may arise um so I think that piece that Kyle's a part of as well as many others will be something that will help with our database system um in general Abby we have a we have another question uh this is from a guest um Autumn Garrick uh asking do you see a role for volunteer groups on campuses such as dads on duty we actually have dads on duty at our ninth grade Center which is behind uh summer high school it's working very effectively they're all signed through the dividend program they're there for mentorship and guidance they're not there to intervene in any uh disturbances fights things like
022that they're just there to presence to provide guidance to these young men and women thank you Captain happy are there any other questions that anybody else would like to ask I know the PowerPoint is going to be shared um Kelly thank you so much um for putting that together as well happy important Berry and Sergeant Worthington um as well as please share for partnership that has helped us tremendously um this model program of course like we all said there's always going to be Kinks but that we're always working um together as partnership and in order for us to improve it's something that we all need to communicate openly and I'm sure that your county is doing the same thing where you know we are all working in this together to do whatever's best for our
023faculty and our students because the more stressed our children are the more and as well as our faculty the more it causes mental health issues and um our children can't learn so you know it escalates into so many different areas and it's so critical that we all communicate about this on as much as possible and discuss this maybe even even further at the Florida School Board Association conference where we're all on the same page um we're all dealing with the same situations um uh and that we just need to collaborate and see what we can do to help our students and families and making sure that they get that number out there the 988 number as well as all the other different numbers where they can release information anonymously to help ensure that our children
024are safe as well as our faculty and community members and thank you again for taking the time I know you guys have a busy schedule today we already had you know a threat that they've been dealing with all night and um they were able to take care of it immediately and I believe because we have our sheriff's department so collaboratively working with us and that we house them in our office at our County building that we are able to take care of this situation as rapidly as possible and of course if you have any questions that you weren't able to ask now or you forgot about or you want to please feel free to forward it over to me or to any of our to vary or Kelly as well as um tile or you
025can just forward it to my email and I'll make sure that they get it and then we can go from there they will forward the PowerPoint and you will all receive that via email yeah and thank you uh Abby uh Captain I saw your hand go up did you want to add something yeah I was real quick I know that Abby spoke about our P3 app the Speak Out tips it's dude Crime Stoppers but we receive a lot of information through that so when we receive that info when we receive that information we know it's somewhat um it's going to start uh snowballing with that P3 app we're able to get on some of these threats and calls in an immediate um instant so when a P3 when a student parent whoever puts that P3
026app goes through speak out tips it automatically that speak out tips is monitored 24 7. it's not like fortify I know the state requires us to have fortified we do utilize four to five but that is not man 24 7 that just goes automatically out the Speak Out tips the P3 app that we have it is monitored by someone 24 7. so if there's updates on these tips they can provide them to law enforcement quick quickly myself Lieutenant Martin all of our sergeants all the school resource deputies if it's particularly to that school get those texts emails and phone calls so as soon as we receive that we act on upon that that doesn't mean if it's at 2 A.M we're going to wait till 6 a.m We act on it right then and there
027we have a specialized unit in our domestic security division that actually goes out if we get information we can track this to a certain person area location we go out there immediately we try to determine whether this is a credible non-credible threat are there Firearms are there weapons evolved do they have access to those so we can immediately notify the school but that's one good thing that we have that I think helps us out a lot that P3 app to speak out tips because that's credible information the person who monitors it can actually ask questions anonymously and then these kids do get paid uh speak out crimeline pays them if it's a tip that even with vaping we've had issues of vaping hey Johnny Vapes in third period This is where he sits this is
028where he sells his Vapes that's confirmed we can confirm it send them the disposition they can earn up to 35 so they know that so we get when we know it comes through our crimeline or our P3 app we know that that's some good information to look at if we start getting more than two or three calls we know it's about the snowball so I just wanted to mention that yeah thank you so much for mentioning that uh Abby would you be able to send information about the P3 app to me and then I will share it with everyone in the uh Coalition that would be happy to yes the P3 app um has been downloaded by I don't even know how many students do we have and families that have downloaded that app it's
