001Mr. Kurserich Dr. Sero here. Miss Eric here. Miss Venezuela here. Okay, we need to act. So I have a motion to adopt. Second. All those in favor say I. I. Any opposed? I. Okay. Motion carries 4.2. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. And on the agenda is public comments. We have two here. First before you begin, let me read what I have to read, which is visitors are welcome to speak on agenda and non-aggenda items. Comments are limited to three minutes. Please state your name and address prior to making your comments. Please note that members of the board may not discuss items that are not specifically identified on the agenda. Therefore, action taken

002is limited to directing administration equipment as a matter of responding to any criticism or scheduling matter. Hi, my name is uh Nathaniel Hardy. I've lived here in Aaho for almost 10 years now. I Nathaniel, could you do us a favor? Can you turn around just so we can see you when you're talking to us? Yes. Okay. Thank you, brother. I've lived in Aaho for almost 10 years now. And I have growing concern for what's going on in school. I've heard stories of bullying um to the point of teachers getting threatened, multiple teachers, uh kids getting attacked in the bathrooms. Um threats, other kids calling other kids snitches for bringing these things to light and them getting threatened. Um, I've seen multiple families in different world about these issues and in my opinion the bullying goes

003all the way up to the school. I think that people are scared to bring their opinions forward. Uh, I think that my friend and United States veteran Dave Leco has been wrong. Uh, to the point where he had to fear coming here today. And that's all I have to say. My concern is just with bullying and threats and people in fear. and it's children's safety and I would just like to see the board do something about that and when it comes to a lot of issues I think the uh board here feds has had their heads dist whether that's because you haven't been given the information that you should have been given in a timely and fast manner or if I I have no but the only one I've seen and have any opinion about

004anything in these schoolboard meetings is one. Um, yeah, I would just like some transparency for the community and some action and if it if my friend David here was held accountable for allegations against him which are false, like leaving kids in the parking lots. Um, then who's going to be held accountable for the security cameras in this school not working for who knows how long? And that's all I have to say. Thank you. Security is. Thank you. Good evening everybody. My name is Dave Leman. I live at 111 West Second Avenue here in Aaho. Um I was going to talk about something different, but real quick I want to talk about what's on the agenda because I don't really know exactly what it means. It says classified resignation assistant coach David Leco. Uh, I don't

005know if it has anything to do with my complaint because I wasn't complaining about my resignation to the superintendent to send a complaint to you guys. I was complaining about the abuse of power of school board member. So, I hope that's the same thing. But since we're on that in my permanent records, which I just received, the very first thing is your permanent records go in order. So before you do get to a resination letter, because I did not read all the way through because after I got my chance to get my side of the story after speaking passionately for an hour, I was handed this. So real quick, if I can find it, this doesn't say anything about accepting your resition. Actually, it says, "As a result of these violations of GBEA staff ethics,

006the 2425 coaches guidelines and your complete disregard for student safety. Your services as assistant softball coach are no longer required as of Thursday, April 3rd, 2025. Please make sure to submit any school or district items that were assigned to you in your role as assistant softball coach. I'm sure none of you would have showed up for work the next day after receiving that letter. Right. Okay. Next, the bullying. I I was there at call court. Make sure I wouldn't be arrested because the only thing I did was expose what happened to me by a member of a public board. Somebody who is elected. don't have the same rights to privacy as the rest of us because your constituents have the right to know. I've been in contact with legal counsel. I have tried to resolve

007this at the absolute lowest level numerous numerous times with multiple community members that you guys all know and trust and have hired that could attest for me trying to handle this at the lowest level possible. I already forgive the girls. I already forgive them. They're just kids. I don't even care if their guys' punishment was weak and had them not miss a single softball game. Made sure they only got suspended in between the times that there was nothing happening. But yet when uh an autistic kid hits his aid, we call the cops, right? See the fairness there? See how that's not working? That doesn't sit well with community members. Since I've been going through this, there's been nothing but outrage, including from other board members about their own sad stories that happened to them when

008they were coaching. But the difference between me and all those other coaches and employees that have been fired over hearsay is I brought the receipts and that's all I'm asking for. Look at the receipts that I have brought. You should have had this information already according to the secretary of how the how it's supposed to work. It should have arrived on your desk already, but it went to the superintendent. I want to leave you with this because I know my time's up. It's amazing how quickly somebody will believe a lie with no evidence and then how much evidence it takes to overturn a lie. Thank you. [Music] Okay. Um, Mr. Ro now at their administrative positions will leave their 2425 contracts extend an extra 27 days until June 30th, 2025 to see the notes below.

009Um, you can see Mr. says one of his days at his rate and Miss Cotay um her days at her rate in her new position as assistant business manager. No board action necessary. This is a study session item. Anybody have any questions or discussion on that? Next item personnel additional cost increase in schedule for Williams. Yes, Mr. Mr. President, members of the board, due to a change in the high school schedule became necessary for Don and Cory Williams to teach an additional class during the current preparation period. You have the notes below. No board action necessary. This is a study session item only. She will receive that compensation for what is what in essence comes out to a loss of plan. So that's why you have that information. Are there any questions or discussion on

010that matter? What classes she could be teaching? Social studies middle school. There's no more questions on that one. Next up, we have personnel additional contract days for Okay, Mr. Mr. President, members of the board, it is necessary for to inventory and organize the science lab room month for safety purposes and just to have a better overall organization and planning for for this coming school year. Lori Lori Fagio and the administration are requesting extra duty pay be approved for two weeks from June 9th to the 20th. No word action necessary at this time. This is a study session item only. You have the amount there. We are double and triple checking right now as we speak uh between Miss Cotay and our financial consultant, Mr. Tyler Moore. We want to make sure that this um this

011compensation is coming from the appropriate budget source. So we will have every everything for sure checked to make sure all is okay for this coming wesley. Okay. Any questions on that? On to the classified reassignment of school secretary Sean Morris. Mr. President, members of the board, um some good news here. Uh the administration has posted internally for the position of school secretary. Four internal applicants applied and were interviewed. Uh the committee has recommended shine bodies as the school secretary. No board action necessary. This is a study session item only. So uh this is just about um culminates. I believe we have maybe one more the next position as well. But this is uh where we have internal postings for these positions trying to promote uh uh staff from within trying to build on credibility and

012also for retention. So in as many of the positions that we could that were possible, this was another position that was posted internally to try and just give our staff already here a chance to even questions on that. Next item amendment is classified employment by school health aid. Mr. President members of the board of co has been interviewed for the position of school health aid. Um see remarks from Angelina below. There's no board action necessary. This is a study session item only and you can see key information right there. So um uh this is a position that we did open up um outside of the district because well quite frankly we we didn't find someone that had these credentials. So that's where we questions on that. The next item that is approval of the staff

013for the 7th through 12 summer school grade summer school June 9th through 12th and 16th. Mr. President, members of the board of the district and hold 7 to 12th grade summer school in June to make up credits for secondary students. The administration is recommending the employment of five teachers and two par professionals be employed from June 9th through the 12th and the 16th to the 19th 8 a.m. to 12:00 noon. Is that right? It's 5 hours for the kids. So 8:15 to 1:15. We'll make sure we'll make that revision. We'll make sure. But we have some really strong teachers ready to go. Miss Fernandez, Miss Williams, Mr. Ro, Miss Maringo, Miss Garcia, and the parable officials will be Miss Simpson, and Miss Moore. There's no board action necessary. This is a study session item already.

014Okay. So the hours will be corrected by this. Yes. Sure. Actually, I'll do that right now. Absolutely. Any other questions on that? We're on to approval for various statements. Mr. President, members of the board, um administration is requesting stipens be paid to teachers from various grants like title one and 102 grants. Per board policy, all employee pay, including grant stipens must be board approved. You have it in front of you. Title one grant stipens, high school advanced placement, dual enrollment coordinator. You have Miss Nunes. You also have for the teachers, Mr. Espanetta and Miss Fernandez. Academic advisors per grade level. This is a very good idea for Miss Misson, Miss Fio, Miss Domingo, Mr. Miss Fernandez, and Mr. Venor. They get to pay even more like a small group attention to all the different grade

015levels. um um at the high school child study team coordinator Man parent engagement coordinators Mad Mr. says they've done a great job this year. Move on reading stipen for one teacher who will work with third grade for June and July. We will have the name for of that person for Wednesday. Uh and then also we also have title two grant stipens PLC team leaders miss and Miss Fernandez. They are responsible for the key planning throughout the year with the administration both misson and myself. And we also um have a dyslexia grant I believe stipen for missia. And so um we're going to make sure we have for Wednesday what funding source that's coming from. So you guys will have that in front of you. I believe Miss is that going to be a professional development

016virtual here on campus? Is that right? And so this is an intensive six day training. for the discussion requirement and we also will have for you we just got everything taken care of late Friday we will have for for Wednesday's a regular meeting um Mrs. speed her prek plan. That's very critical that she has a solid two weeks in June, I believe, to plan for the upcoming um 25 26 year. Since she will be the new prek teacher, we want to make sure that she has everything in order well ahead of time, not mid July planning for no board action necessary. This is study session item, Mr. President. Okay. questions for discussion. I have a question for the um should the reading teacher be included in that? Um so the question is question we can

017look into it. Um it's just that every year we we submit a grant and can only give it to two teachers at a time. And I know this year it's Miss Oano that's working closely with the primary of um Mhmo is working closely to grades three up and this can only be given to primary teachers the discussion training like a requirement for them to become a designate like we're trying to make sure that we have at least one every year. So remember at some point you know the trained teacher left and we were left hanging and that's and this is the strategy that we're doing making sure that we train two teachers at a time and we can look into it for for next year. you know, maybe looking maybe like I know a lot

018of other districts do the train the trainer model. Maybe we can have these two are officially trained. We can have them also maybe we get creative. We can have them train the trainer model where more than just these two staff members can have some kind of training. It's critical. So we can always because that comes up in the dimples um data, right? So and that's a lot of information that will be looking at instruction. Right now it's M that's doing the the intervention for the primary and then MO is reading grades for yeah up to high school because her her Her credentials is elementary and high school and both the needs wide range both elementary and high school. Mr. Wanda was I know was doing them. I know they had she had I really give

019her credit for it because she came up with the strategy on it. Um that third grade team was really doing some really good like team teaching so to speak. Like you had the third grade teacher, Miss Pente. You had Miss Romeo helping out with writing the third grade like kind of like doing like a guided writing table at the writing. But then also Miss Solano was working with the students looking at the oral oral reading fluency because that's a new part this year. So um they're in their hands on every day with that critical grade for the third. But we can look into uh how else we can [Music] just a question. Thank you. Any further on that? Next up, we have a classified resation as a professional. Our last day of work was April

02011th. There's no board action necessary. This is a study session. Any questions or comments? Next item up is classified resignation of assistant coach David. Mr. President, members of the board, David Leco verbally resigned his position as assistant software coach on April 2nd and in writing on April 3rd. There is no board action necessary. This is a study session. Question next position. Mr. the members of board the following individuals that expressed an interest in the corresponding extra paid positions. Buddy Hooser head football coach Scott Moore assistant football coach Lonnie Guthrie the third assistant football coach Nicholas Harry volunteer football coach and Mr. We'll say no action necessary. This study session at the moment on the next one which is approval of district signers for the North Bank. Mr. President, members of board to help the district

021guarantee checks and balances in our accounts with National Bank of Arizona. A request is being made. Recommendation from the auditor for the board to approve a change of signers on ADST's accounts. Recommended designers are myself Marcia and Roman will be approval assistant business manager attaches station make upon approval areas change action necessary session items approval. Okay. Um county jed annually completes an intergovernmental agreement IG between its district satellites attaches the IG for the 2526 academic year for a unified school district. The J has been approved and signed by the district's lawyer. There is no board action necessary. This is a study session item only. Mr. Any question on it? Next item is the Unified School District's top five priorities to see password. I forgot to bring I think I think Angelina, I'm gonna read off

022of there because because my my my screen is slow. It's not turning over. So, um, Angelina, can you go ahead and read this and then just share with them what you have? J2 has post one. Sorry. My my my uh Yeah, my screen I think the Wi-Fi might Okay, I think I think there you go. Go ahead and read that. You're close. From ASBA's member-driven nonpartisan organization, ASBA proudly represents the collective voice of Arizona school boards. It's time to begin developing the 2026 political agenda, a shared set of advoc advocacy priorities created by the group by members for members. What you'll need to do review the current 2025 ASBA political agenda. Reaffirm your district's top five priorities as a full board. Propose any new or revised priorities for 2026. Appoint a delegate to represent your

023district at the delegate assembly. and submit your district's proposal. Submit your district's proposal by Monday night 2025. The screen changed top. Sorry. No, that's fine. I actually I printed that out for uh if the internet wants to feature This is what exact two and the main text um are adequately and equitably fund district schools to the National medium for people funding to preserve respect and strengthen goal control. Improve opportunities and outcomes for all students. require public accountability and transparency for taxpayer dollars spent on education and Arizona rules and remote schools, school safety and security and federal federal advocacy. because they want us to discuss and choose what our district's top five priorities are and then I'll submit that to them and we can if we see if we have a priority that's not on that

024list we can add that make that one of our five and I like this a lot better because remember they used to have like five or six seven pages for us to flip through and look over and this is a lot more condensed and in the street I me given that the current way things are going in the state, I think one of the more important ones is requiring the public accountability and transparency for taxpayer dollars because I know there are so many vouchers going out and so many BSAs going out and it seems like there's not a whole lot of followup on that to make sure that those students who are being homeschooled are being homeschooled to the standard that the school that the state requires from other graduates. I also personally also have

025concerns concern like to see them have stronger on the federal level because that's a lot of great changes to public schools and even a lot of the policy changes that we've had in the last few months from the federal office of course focus on schools and fun as much as they Yeah, I think your folks come and then Wednesday the folks can come up what their top five are. We can discuss here and figure out what the top five are with the board. Anybody? Those look pretty good. I mean, I'll just give my my two cents worth. I think that all that right there kind of a encapsulates what we or on a monthly basis. I give accountability. The top what is the top one to do? Top one is adequately and equitably fund district

026schools to the national median person. The one opportunities to what's the third one? Keep going down. Improve opportunities rule in remote schools. Uh that's critical. Y school safety and security. Um, I know Miss Mercy is always working on the focus with the comprehensive school safety plan and federal advocacy. Those look pretty good for me. You guys you guys can decide what you want to do, but those are that's kind of what we're going through on a weekly basis. Yeah, really if I could just focus on all seven. I didn't see anything right now. Preserve respect and strengthen control. Wednesday. Um, sure. Could you possibly write them on the bathroom wall through the public accountability and transparent education savings account? We know that depending on the needs of the student substantial trip that they have that

027first preschool programs. That's I was reading that first one kind of general way covers the rural fund all of our schools. Yeah, fully fund preschool programs in the K12 funding formula for districts that offer preschool. Thank you. I like that one. This one's a good one. Eliminated un unfunded mandates and administrative burdens. two words increase funding for exceptional student services based on the cost study including for rural or remote areas. That's good. Yes. [Music] This is your chance. Do we have to priorities or just I don't think we have to put them in. This is our top priority. This is our next one. They just Okay. And they did say that if there's one that's not on the year, we can make a recommendation for them. I'm not thinking of one right now that I

028would add to them. Definitely mod want to modify that one on public accountability on money to include money spent on service. sculptures. Substance See? Next item is the first reading and review of governing board policy advisory p 863 to page 75. Mr. Mr. President, members of the board policy advisory of A62 through A65 exhibit BAE require require a minor edit to enable those districts who choose the updated self evaluation tool to access the request form. Policies IA and JF are revised to comply with statutory updates. Policy advisor 866875. policy documents listed have either been removed, added due to newification, merger of policy documents containing similar topics or revised. See discussions below for specific information regarding each document. Documents not listed in this comparison document from section C did not change. The clean copy document link

029on the policy advisor communication provides the right section C in its entirety. Um I think I can just do I know the last time what was suggested was to be the policy advisory and the exhibit used to that for you know so we all used to first is policy advisory number 863 exhibit EAB evaluation school boards or self evaluation 864 policy IHA basic instructional program number 865 policy J Lif have sex offender notification. And um if you go to policy advisory 863, it's pretty much just the underlying part on page four, policy advisory 864, basic instructional program. Page seven mentions observance days. There you see the underlying part in the first paragraph. and then advisory 865 sex offender notification JLif page 10 you see the underlying part in the second paragraph that the key changes

030so that's for your information and then uh the more main advisory is 866 to 875 866 policy CA administration goals priority objectives 867 policy CB superintendent 868 policy CBA qualifications and duties of the superintendent. 869 policy CBCA delegated authority. New regulation CBC delegated authority. 870 policy CBI evaluation of the superintendent. CBIA evaluation of the superintendent. Exhibit CBIEB evaluation of superintendent policy 871 CCB and CCBR have been deleted. 872 policy CFD and CFDR. Schoolbased management deleted. CFDE and CFD both have been deleted. 873 policy CHD administration in the absence of policy 874 policy CK administrative consultants 875 CM school district annual report that concludes the first read Mr. support. Any questions or any comments? Any highlights discuss Sure. Okay. Yeah. There's nothing further on that. Next up, we have a possible new agenda item for the

031next meeting. We've had this agenda item before, but I did not realize that there was concern the community about it. Maybe we should have another about this school district and maybe this mercy can give us a report next month on on a new what she felt like the situation at the school or maybe even the new dean of students is that was can come in and maybe give us of his vision of how he's going to tackle that problem. Yeah. I agree. I think it's a great idea. And then just a brief update because I am not I thought we were just doing fantastic on it, but maybe just a brief update on school security again with not a half hour presentation, but maybe just a a short little deal here. this where we stand

032on school security and um and so um and I honestly haven't heard any concern in the community about either one of these but I would just like to and I really haven't I haven't heard any concern about it but you know if we could have agenda items up would that be possible yeah yeah one thing keeps in my mind and I may be wrong but seems to me years ago that we as a board changed in the public comments rather than having them give their address their connection to the district. Yeah, like I said it would have been it was before Dr. terrorism here. But um I realize it would take it would be a pain to go back through years of meetings to find that discussion. So I'm thinking maybe in June we have

033that discussion because address itself is not terribly useful. We have students from outside district right and stuff but knowing their connection to the district could be useful. Yeah, there was something we did have conversation about that. Yeah, I remember that conversation. Thought it might be dangerous even to give out your address public meeting. Okay. Anything else? Then I will make the motion to second. All those in favor say I. I. I. Any opposed? Motion carries 4 to zero. Meeting is at 6:44. I knew it was going to be
