001Mr. Guthrie is absent. Mr. Pers, Mrs. Olsson here. Dr. Sult here. Mr. Here. And Mrs. Venezuela here. Is the recorder calling? It is now. Okay. Um, may I have a motion to adopt a move? Second. All those in favor say I. I. Motion carries four to zero. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Now we have public comments. I see we have one public comment here from David. So before we do that, I will start off by saying visitors are welcome to speak on agenda and non-aggenda items. Comments are limited to three minutes. Please state your name and address prior to making your comments. Please note that members of the board may not discuss

002items that are specifically identified on the agenda that are not specifically identified on the agenda. Therefore, action taken is limited to directing the administration to look into the matter, responding to any criticism, or scheduling the matter for for future consideration. I said, David, I think you're the only one. Yeah, my name is David 11, Arizona. Uh I'm here today to get uh a motion put on the agenda for community members uh and parents who have reached out to me to come together to discuss the allegations that's been brought forth against me uh for coaching girls softball team. I've gotten information that there is a group chat that will show that they conspired to do what they said I did to get me fired and make sure I don't coach again. I have the evidence. I'm

003waiting for the right time and the right proper way to disperse that evidence to protect children's names that are involved. However, once it's exposed, you will see that we have a real mean grown problem. Our coaches are being targeted and picked on for the style of which they coach and not for the merit of which they're trying to achieve, for personality versus skills. And there's girls that are suffering that just want to play the sport. No matter who the coach is, good or bad, in their mind, they just want to play. They want to take what they can from every coach, good or bad, and learn from and work hard. I've had numerous numerous community members reach out to me that want to come to this meeting with parents, players, everybody that we can to

004bring to light what is going on in our young ladies youth, our young ladies sports and see if we can come to a correction in this. Thank you. Moving on toformational items. First item is to certify the contract assessment for the 2425. Okay. Mr. President get to see. Okay. Um Antonio Rodriguez is now certified CTE and eligible for a contract adjustment for 2425 school year. There's no board action necessary. This is a study session item only. you see some of the content there for your information and um that's all. Well, um I'll have Miss V talk about this here working closely with him and AD and his previous uh employer. Right. So, with the CE certificate, it's there's there's two or three ways you can do it. Usually with an elementary certificate, even a secondary

005certificate, you have to have the the teacher path or the the teacher BA the BA in education, a masters in education, that sort of thing for a CTE, which is essentially a bulkhead. you can do um the subject which he has master's degree in architecture and then so much um so much experience in that field and then they give you a provisional three-year certificate and within that three-year certificate you have to start your um your educational educational side of of your of a additional degree or additional credits. So like discipline in the classroom, adolescent, you know, uh psychology, that kind of stuff to where our teachers that started off as teachers have that information built into their VA. You can get a provisional CTE for three years that and they'll say, "Okay, start your your

006teacherled program. it's 15 semester hours taking one of the teacher educational exams the they used to call it the ADPA but now it's the NES um given by Pearson they have to accomplish that like this first step in the first three years and then AD will reevaluate and say okay now here's the second step and the next three years and then as you go and as you go so that they don't have to cram a four-year degree into you know however long it is but they're also getting the experience of teaching at the same time. So it's it's to get teachers into classrooms but qualified teachers into classrooms and he has the architectural part. So we're good to go. He just within the next three years has to get the educational background under uh individuals

007like Mrs. Conan and then some of our other PLC letters that will help them be the teacher part. Any other questions or comments on that? If not, we'll go on to item B, which is approval of the 2025 recruitment statement. Mr. President, members of the board, this goes to May 2024. The governing board approved a recruitment and retention cycle for new teachers from title two monies. New teachers correctly certified are eligible in December and May of their first year. So, Mr. Rumo Rodriguez is now eligible as a result of being CT certified and will receive half of this stipen on pay period 2021 and half on pay period 2425. you see there at the bottom regarding the uh web page period where it might actually take place but um not as eligible for that recruitment

008and retention step. Okay, any questions on that? Next item up then is the certified [Music] resation try to mention last name. Mr. President members of the board Bob College Casey has submitted his resignation to the principal of the superintendent of effective April 30th, 2025. There's no board action necessary. This is a study session. We did uh a meet as a staff last Friday and sharing with the teachers Mr. Casey and and what's going on and how he's he's moving on and we wish him the best and he's given a lot of great years of service and so uh um we just wanted to go over that with the teachers Friday. So, uh, that's where we are and and he will be missed, but we know that he is, uh, he's going to be doing fine

009and we thank him for all of his years of service. He did a great job and and, uh, but, um, everybody was informed and our teachers, speaking for myself, glad to see you go. It's always been good and informative when you're here. The best data analysis I've ever seen presented by Next item is the certified reassignment of the dean of students. Mr. President, members of the board, administration posted and interviewed internally for the position of dean of students. Uh the committee is recommending Mr. Roland Ses 2025. Um there's no board action necessary. It's a study session of item. It was an internal posting. We had an interview committee two very um strong applicants in the end. Miss and I just talked about it for a few days and and um Mr. CZ is going to

010hit the ground running. He's going to be after testing is done April I think 14th. He will be shadowing Mr. Casey for a few weeks just to get up close up front policy and discipline working with parents and he's going to start May 1st. So, uh, we want to have him preparing. He'll he'll finish out the year May up there in the DM students office and we'll find a strong placement to cover his class the rest of the year. Next question. You have questions or comments for me. Next, we have this classified read assignment ESS office manager. Mr. President, members of the board, uh we posted internally to the position of uh we want to focus on on on that ESS acronym now educational support services versus special education ad that's what they call their

011their department and uh we just want to try and be a little more proactive but we had five internal applicants apply and were interviewed great great applicants um recommending Nunes as DSS office manager should start at the after the year's over she has to get to to the end of the year to Missy just for the transition to the office of children even until school's over. And so uh Miss Vasquez will be helping her and training her and Mr. Del also and that was the committee and just made a good point that we've never had so many people apply for that position and it was it was great to see we just so all of you know we had all these positions internal. We really wanted just to promote them within. We wanted to uh

012increase our recruitment and retention, but we also wanted just to build that motivation to where all these people now are going to different positions, but it was all people from the district where they feel that I can do this or I want to do this now just to try and build that professional growth internally. Any questions or comments? If not, we'll go on the next one. Approval of the 2526 prek childcare director Mr. President, members of the board, administration posted, interviewed internally a prek child director position recommending lay2 as the prek and childcare director with a start date of June 1st, 2025. No board action necessary session. The next item is the issuance of classified notice for appointments for the 24 256 academic year. Mr. President members of the board administration is requesting board approval

013for the issuance of notice of funds to the following classified staff support staff. We have them from each section there. Facilities custodian bus driver office staff cafeter staff teachers aids no board action necessary. This is a study session item. Any questions or comments on this? Next item is the classified resation of custodian Axel Gonzalez. Yes sir, Mr. President moves the board as I submitted his resignation as a custodian to the custodial services manager and superintendent. No board action necessary. This is a study session item. Questions on the next item which is classified resation of schools. Mr. President members of board Augustine has submitted a resignation, excuse me, as a school nurse to the principal and the superintendent. No board action necessary. This is a study session item only. Any questions go to the next item

014of professional? Uh Bethany Maro who previously was was a prek uh was a par professional prek program has requested permission to volunteer which is good in the prek classroom as miss how do I say her last name let's go take moral worked as a care professional in the prek from October 2020 to October 2024 her interview is unnecessary and her IDP fingerprint card is current no board action necessary to study situations the next item which is approval of the 2526. Yes sir. U Mr. President, members of the board you have the attached the draft calendar for the 2526 school year. We also have it up there for your review. As mandated by ARS50-1042B, all local education agencies must create an instructional calendar for each school site. As a K12 school district, a unified district participate

015a 180day calendar to AD through SIS power school. No board action necessary. This is a study session item only. And um we have it up there in case you want to see any dates. uh fall spring break parent teacher conferences first semester only in September second semester I believe in February. Uh that way it gives there's at least a good three or four weeks between the each parent teacher conferences and the end of the quarter so the students have a chance if they need to uh get their grades up you know parents have enough of a heads up three to four weeks before get to the quarter to uh to try to get their grades better. So, uh, that's one of the highlights, but um, any questions or comments? No, there's no questions. The next

016item, which is approval of the Jedi, this is great news. Mr. uh, president, members of the board, uh, the Unified School District received grant approval from the county Jed in the amount of 25,000. Notice of disapproval was sent the date of the March board meeting and could not be added to the agenda. So JT requested a signed before March 18th and the district lawyer uh Mr. Hford approved the superintendent signing theou and the board retroactively approving the at board meeting. No board action necessary at this time. Miss Kay was played a very important role in us obtaining this grant. I know she's here right now. So I don't know if there's anything else she'd like to add. Uh anything mult that you can think of? Nothing. We I think we shared it last time. Okay.

017About the architectural drafting. Correct. Okay. Any questions on that? We'll go on to the next item which is approval of prek tuition increase for the 2526 school. Mr. President, members of the board, and remembering the discussion in the fall, we uh I believe uh the board had reminded us to come back at least April before the end of the year in May to share the data with you. So you can discuss the option if if there was a a need to do a tuition increase. So you have this with you in your uh in your uh in your uh attachments there. The governing board decided to increase pre-K tuition to 320 325 per month in October of 2024 for all future enrolled students. Uh the attached survey was sent to 32 individuals which included all

018current preK parents and potential prek parents. 15 of 32 parents responded and their responses are attached. So I'm just going to kind of go through what uh what I put together here. Um, would you prefer a full day program at a higher tuition rate or a half day program at a lower tuition rate rate? 10 answered full day and higher tuition. Two half day and lower tuition. And were these the ones who responded online the survey? Um, yeah. Well, I did this I did this on Friday. Two more I forgot to turn the survey off and two more did them during the weekend, but they're not covered under here because this is the one I did Friday. I had time to redo it. So this is what the survey were results were at 4:30 on

019Friday. You can see the next question. What tuition range do you think is reasonable for the prek program? Four were at 375 to 425. Five who responded uh said to leave it at 325. Um question three on page two. Uh, if tuition were to increase, how would that impact your ability to enroll your child in the program? Seven out of 12 said no impact or somewhat challenging. Then five had need financial assistance or not able to enroll. If tuition costs were adjustable, what would be most important for you? Nine of the 12 said higher cap higher cost and more hours. uh 3% lower cost and fewer hours. So the half day option and uh would you be interested in exploring alternative funding options such as scholarships, paramed fund raise or community scholarships? Nine out of

02012 said scholarships and community sponsorships. Seven of the 12 said parameled fundraising. So at least here more the parents have more of a heads up now. But um anything else? So, Miss Kay, Miss anything else. Oh, we have also here for you. This breaks down. These are the students right now. And this kind of shows what's been paid year to date. I'm just Angelina is going to have the exact number of what the possible deficit would be is going to be this year. So, um this is how much in red, right? Angelina today. This is just tuition year to date. And so um we'll have the numbers at the next meeting I believe of of u how much is going to be paid off and what is still going to have to be absorbed by

021the district and then uh we'll go from there. Um if you want numbers too on at 375 what will be the cost the district would absorb next year 400 we can do that too but we wanted to share this with you and so you can see this is as early as possible. uh you know it's on the agenda for Wednesday. Um you want to talk about it some more Wednesday or or until May and uh it's up to you. Right now this is uh this is for your information to any questions. We're out here to answer the message. Yeah, I can say just like before I understand the need for that tuition to go up because it didn't go up for so long, but I'm I'm hesitant to jump it by $100. I agree. I

022think um what we had talked about before we were raising it was that if if it had raised every year for the last eight years by $50 a year be where it needs to go. So I'm I'm inclined to keep it at that rate. If we increase the motion to increase it $50 annually monthly. Monthly. Okay. Well, I know we've done we've done some outreach to the community for scholarship sponsors such as it would be good to know out of the people that said it would be a challenge if we increase tuition, how many of those are likely to be covered by scholarship covered. We also prek is a very important you don't want to lose students over but you also you know to keep up with the rising cost. So the the camera doesn't

023show the thing but I do this for the board according to Mrs. coaching. I'm sorry. I was standing right in front of um these students will be moving to kinder that stop here and then these students are going to be coming back. Yeah, the three bottom three bottom are going to be coming back, right? Or two because it's it's this these three are coming back. The reason why they financial but the from from student these all the way to student six will be going through kinder and then these three students will be coming back. So we have six scholarships and they have to rep reapply every year with you know income changes you know rates this or or you know people bonuses or whatever. So these three will be encouraged to and then whoever we're

024having um a kindergarten roundup or pre-k round up or whatever. So then we'll have prek applications there also just in case somebody comes in for a prek application but those won't come out until July June and July. So the three that are coming back are they able to apply now for a scholarship? It's not yet ready. The resource regional scholarship hasn't released their application packet for the next school year. They typically in the past they would um release it around May. If it becomes available then a priority are the ones already in the classroom. We have a level of priority. Okay. And it doesn't really make sense. Like I I told them over here, you can fill out an application now, but it's just going to change. Yeah. You're going to end up having to

025do it all over again. So it's just better sometimes to wait until Juneish basically the fiscal year. Okay. So these three and whoever else supplies will be eligible for that those scholarships. And then we had another question about kiddos that are sped that we have to legally you know have in class or have we have to legally give services to. You don't have to legally have them forget. You just have to give them services. And I was an aid. I was an aid for a year. We would go and pick up the kiddo and then bring the kiddo. The kiddo would do a therapy for whatever therapist or whatever. And then we would take the kiddo back because we didn't have a prek program at the time. And and uh Head Start didn't have um

026an opening for him. So then he just got busted back and forth whenever therapies reach you know PTO or whatever and then we would take him back and it would be on the district bust him back and forth like quality. You say take them back back home. Okay. in what fin we have currently have six scholarships. Um as of last month when I spoke with regional scholarship what they can tell me is that whatever they're giving us this year is most likely what they're going to offer again next year though the formal email should come out in May on how many allocations we should have. Every school site quality first school site will receive the formal email email in May. But as of last month, they told me most likely we're going to receive the

027same number. Okay. So, those scholarships are coming from the Department of What? Uh it's called uh regional scholarship. Okay. Um B SUW, Valley of the Sun United Way. Okay. So, it's it's a quality first basically smoking. It's uh the big umbrella is the first things first. So, it's one of the first and the United Way. Yeah, exactly. Are we still looking at um getting having some sponsorship for scholarships from community partners as well? Increase that number. We sent out we sent out letters when we talked in like August and September. Um, and I got a lot of verbal like, oh yes, we're going to send a donation and we're real excited and we're going to send and I think I got $125 total from but so we can send out letters again in the summer,

028but I don't know how far those can can people use the donate button on the website to to donate to prek? Okay. So, but they just have to let you know we have Yes, we have to set parameters because like before when we said um we sent letters the letters were for the deficit for the the deficit that the district incurs because of the amount which at at last check was 26,000 um 264. So 26,400 something dollars or whatever that the district shoulders that comes out of ML that comes out of our operating budget to um that and that's not including that's already factoring in tuition scholarships all of that after everything else is said in the district still uh still shoulders about 26 $27,000 uh to run the cricket program. So, um, we said,

029you know, hey, can you donate? Because we were talking about earlier, if we get a donation and somebody says, oh, we'll use this towards tuition. How do we pick which kid gets the the tuition or how do we pick which month or this kid is more deserving this kid or that kid's more deserving. So, we can't typically do that. We can just say we're lowering the unless like a company wants to say hey we're going to pay for a kids tuition for the entire year and this is what it is and then we can offer it as a scholarship and they have to qualify like they do all of the rest of them on top of whatever. So then that's one way that we could do it. But then and the people or the company

030or whatever pay each month the tuition instead of the individual if that makes sense. But then when it it would have to be per income for their application because otherwise how would we say okay we only got $125. Who does $125 go to then? and then you say, "Well, that's my uncle's brother's and you picked him because he was whatever." And then you get into a whole different categor. So, we have to be really careful about if somebody says that they're going to have a scholarship, but they're going to donate if it it's easier to say, "So, we're not picking favorites or we're not being discriminatory towards A, B, C, or D with that makes sense. Okay. Are there any other questions on that? We'll go to the next one which is the first reading

031of governing board policy advisory 862. Mr. President members of the board, section B contains more substantial revisions and in section A due to a reorganization that aligns similar policy content and contains comprehensive information for effective board governance. The policy documents listed above have either been removed, added due to recodification, merged with policy documents containing similar topics or revised. See discussions below for specific information regarding each document. documents not listed in this comparison document from section B to clean copy document linked on the policy advisory communication provides to revise section B in its entirety. So you you guys share with me what um how you want to go about this. It's pretty lengthy. We we I believe we sent it to you um March 27th so we could have it in advance just to look through

032it. Um the summaries are pages four pages for page 11. Um if you want me I can go through the summaries not going through each advisory but just the summary. Uh quite a few of it is just deleted you need it. So Mr. President members of board can you just read this? Does that suffice or do you need something more than that? 035they usually did and underline what the changes are? They they did. Yes, they did. Like for example, if you go to 819 BA, the first one, they have a company board representative of underlying districts underline. So a lot of it mostly just a lot of deletions. Yes. Yeah. I was asking I was looking at one in particular and didn't realize it went onto a second page and that's where the underlying stuff. Right. Okay. Any questions on or further comment on that? They've already sent me a new policy for the May agenda. So, yay. That's coming soon. How many are in that one? I didn't look. I just looked at it. I was like, equal list of this. I think this is the biggest packet they've sent us. Yeah. I've seen. Okay. The next item up

036is possible agenda items for next meeting. Anybody on the board have items they'd like to see? Um, I would like to see testing because we should have testing scores by then, right? On the May. Yeah, for May. For May. Yeah, I'm sorry. For meeting May 7, I'm not sure. It might not be till June. June. Okay. Yeah, I just said no because we just finished testing so I just will not get it. Okay, never mind. No. Yeah. Yeah. June for state that will be available. Okay. Anything else? If nothing else, I will ask for a motion to I'll make the motion. All those in favor say I. I. Any opposed? 405. No, that's 6:30 640.
