001um Mr Hopkins here Mr K is pres stand by Mr Hopkins pres Mr K is pres mson here Mr mrz here I move second okay all in favor say I I all say no of the United States of America stands na [Music] yes meeting we have comments the visitors are welcome to speak on agenda and non-agenda items comments are limited to three minutes please state your name and address prior to making your comments please note that members of the board may not not discuss items that are not specifically identified on the agenda therefore action taken is limited to directing the administration to look into the matter responding to any criticism or scheduling the matter for further consider and com I have is Eric okay if you wouldn't mind I just want to state that this
002is me not as a board member making this comment as a member of the public and apparent to be student here so it's not an agenda item it's just need making a public comment just let's clear okay whenever you're ready let me know okay so Eric kard 220 West North Street um I already said my other thing here as a parent I received a lot of calls from relatives that have students in the school um I will not say what grade I will not say what age group but they shared with me some information about an assignment they were given to their student um I will be reading this paper without censoring it as is as given to the student so if anybody here want to hear no vulgarity or out there listing with children
003just so you know okay this is a Santa letter Dear Santa Claus two years ago I asked you for a Lady Gaga doll and you brought me a baseball last year I asked you for a Lady Gaga doll again and you brought me a baseball back this year once again I am asking you for a Lady Gaga doll if I see any baseball related [ __ ] under the tree I will have no choice but to hunt you down like the ignorant reindeer [ __ ] you are and break your fat [ __ ] legs capiche don't make me come to your house Merry Christmas love Tommy um I don't think that personally is anything a child should be given in school as part of any assignment um I feel it's inappropriate I would even feel personally that's be inappropriate to
004give to a high school student if that um I have family members in that class I will not say who the teacher was who the student was or what grade because I don't want to but I'm sure it's gone enough around town I just want to make it very clear that I'm not happy about that and I trust that the administration will be handling this appropriately that's all I have to say thank you next we have Brian Bell Brian Bissell 1722 North Washington Avenue um yeah the only thing I'd like to like to say is is on top of what uh Eric said so so my son's in that class um initially we were were led to believe by that teacher that this was the first time this happened now this came to light last
005Monday night and my son wasn't in class that day but we showed him the letter and asked him if he had recognized that letter and said yeah she's given to us that before uh the kids in informed her that there was bad words in there and she went on to explain to them that she that she will navigate them through them not to look at them and not to repeat them that's not how it's going to work they're going to look at the they're look at the words and they're going to repeat them um what's becoming kind of more alarming is as I discuss with other parents and people around town about this incident people are are are telling me a hey me too uh stories they all have stories coming so I don't know
006if this is the tip of an iceberg if there needs to be a a Readjustment in our teaching culture here um I understand it's hard to get teachers to AO okay I understand that but at at some point we got to make sure we're doing the absolute best we can to create a safe learning environment a good learning environment and where kids are being taught wholesome stuff educational stuff um you know I won't get too far into it but right away I was presented with what might be a cultural issue or a language barrier that may be but that in itself creates another problem if there can't be that translation to understand what you're given kids is completely inappropriate then that's not an excuse that's another problem so um as Eric said you know I
007have spoken to to uh our Administration I understand they are handling it just keep in mind that uh there's going to be lots of eyes on it so I hope it's handled appropriately thank you good evening my name is marget marget Bissell I've lived here for 30 31 years and um I have to disagree with Brian Bissell from my 30 years of experience the administration at AO schools have always sold AO short their glasses half full I have a an a experience with hila Bend Administration their glasses half full uh AO half empty he events have full and I saw the results and the difference I think a lot can be done to raise our profile so that we attract beautiful teaching step just to tag on to what he was saying about the culture
008and making sure we had a quality environment in addition and I'm here to speak about uh the incident that happens um I have a lot of thoughts about it don't have time to do it because I know this is just a call to the public uh if those teachers are on administrative lead and it this may become a a long drawn out process I'm a certified substitute teacher primarily I teach at Paloma but I am willing to be a long-term sub if that's what it takes so that our students our children have consistency I'm a very good sub I have a lot I'm not a teacher I have a lot of teaching experience so I wanted to throw that out there offer it up and if um that's a thing you all know how to
009contact me thank you my name Isis Co I live at 3755 I am also here to speak on behalf of the third grade teachers Behavior I do have this for you guys just so you guys can have a copy of it and behind there is a contract that the teacher himself made every single student sign and I am sure you all will see that part of that contract is no foul language no inappropriateness my thing is how does a teacher expect a student to abide by his contract and she break that contract also the other issue I have is what I believe is retaliation I went and spoke to miss Mercy about this on Tuesday brought up brought this up to her attention later that day my daughter came home in tears saying that her
010teacher cornered her in her classroom asking why did you tell on me you were not supposed to tell me we had a deal that is not okay you do not Corner a seven-year-old as a form of punishment she points lasers at their eyes what is she going to do when she gets a child one you know that's to me it's untolerable not safe for any of our children and if stuff like this continues and if something is not done about it I'm pretty sure the parents will agree with me there won't be a third grade class anymore because we will home that's my name is Carly Watkins I live on 130 Australia um my daughter is a student in that classroom um adding to everything everybody is already said I don't know if on that
011contract it has The Walking Dead on there number six um but we have all asked our kids what that means and she says if anything in the classroom that they deem to be inappropriate they are not allowed to talk to us they've been instructed not to tell their parents about anything inappropriate or also the principal so they're teaching our kids that it's okay to lie another adult a trusted adult tells them not to tell our kids stuff and that's not okay because living in AO there's a lot of bad stuff going like it's just like a thing um we don't want our kids to feel like if another adult tells them that they can't that they need to be quiet about something that they can't come to us and it's just it hurts good evening
012I'm Stephanie Buell I live at 17 to North Washington um my son I I have two sons now going to school here third grade and prek um I've lived an aul my whole life I've gone to school here graduated here in 2007 so I I've been um witnessed to you know the changes the and the flow of how it goes and I I do want to bring up the incidents with a third grade teacher and I want to make note that it it reminds me that long gone are the days of Mr or Mr farmer um Mrs Gren um so many others and um where you know was 20 30 or teachers that taught our parents taught us and I have to I asked myself this change of how um teachers are brought to the
013school does that benefit students or does it benefit the budget and is it possible that it only benefits one um because I have an opinion on that um so yes with the incident that the other parents have already brought up about the letter um that letter was sort of just the beginning and at first I was willing to just in my my opinion just be like okay well perhaps as a learning training thing it could be you know a suspension or a just something but now more has come to light that there's a an atmosphere of don't tell your parents um my son has told me she says I'm your second mom you don't tell your parents anything you don't tell the principal anything you don't tell on me um that's I dare to call
014that predatory grooming Behavior I'll call it um I no longer feel safe sending my oldest son to school here he's timid he's sensitive he listens to what adults say he's respectful he's not defiant that's not his nature and so um that's just that terrifies me that an adult I trust with my my beloved children would put him in that position to where he feels he can't tell us something um there are are rumors and reports and um that possibly this there's a couple teachers here that have had reports and things have been swept under the rug as a means to protect I don't know that's just a rumor but um we Al I also have concerns about the music teacher as well um about children sitting on his lap possibly allegedly um cradling the child
015and holding him in his arms telling telling the class he's my son everyone he's my son uh lots of concerns with that as well so now I'm just sort of we're sitting here wondering what else is coming to life and um it's not a good feeling I love AO I love this town that's why we're still here why we decided to create L here it's a choice and we'd like to keep it that way I'd like to have our kids graduate the same school we did um but that's becoming more difficult so thank you for listening [Music] begin first item up under information items president um Administration is seeking approval to pay a for jail anding during the prep period for special classes there is no board action necessary to St study session she the
016only she uh she's one of different right approve the other last addition yes what grade sheach next item is classifi res of teachers deah Mr pres de head school office schools has submitted her resignation she is moving out State her last day work was October 2824 there no board action necessary this is a stud session go the next volunteer position employment for basketball coach Mr President the board Miss AR mun who has been interviewed and has her IP favor print card is requesting to be a volunteer coach for the girls basketball team there is no board action necessary this is a study session item only [Music] and our next item is the approval for for for audit Services yes Mr President members of the board um for this item we're going to have our our
017finance consultant Mr Ty Moore he's going to join us and so um a unified issued a request for proposal RFP 20251 for the annual audit Services which must be rebid every five years a US currently the a US current RFP has expired multiple of the solicitation were sent out in addition a new a newspaper posting was also completed advertising and proposal for audit Services one response was received by the due date we have Mr Moore who's going to join us now I believe right Angelina he's going to give you a presentation on this item uh and we'll wait till he joins us can you can you hear me yes sir yeah good evening at BO president members of the board um Dr soer sums this up pretty good um I I don't have much to
018add I do want to note that uh this is the same audit firm that has served the District of the previous five years they did give us um in The Proposal kind of a different audit team which is uh um something we expressed in in the previous audit that you know we weren't getting the type of service customer service that you we deserved and so they did present a different audit team in this proposal um I do want to note that the cost proposal um all that uh the cost for the audit is reimbursable in the budget process the state mandates that we do an audit and they will pay for the audit in the budget process so um while the cost may look high or out of place um that is T that's a
019typical cost for an annual audit outside that I have nothing else to add unless there's any questions I understand you say that the state for thect that's correct the district issues a PO they pay for the initial cost and then in the budget process uh the district can ask for reimbursement for said audit expenditures so so what are your feeling why nobody else put in the F just one company well AO being a rural District um not a lot of we had an Angelina can speak to this as well we had a lot of people emails back and said they're either at capacity or they don't have uh a willingness to take on another client at this time so it's unfortunate I I reached out to a number of different people to try to get
020uh a bid on this and U I think there was nine different vendors we solicited and only one and only one bid so is this is this go ahead I think is this not something we would need to have the single vendor agreement with as well then the district followed all the procurement rules and so with there only being one vendor he this vendor did satisfy all the requirements I did call the auditor general and they said yeah with even one vendor as long as they satisfied the solicitation requirements which said basically turn in your bid on time please list your pricing um in your audit team and uh you they check all those boxes mistaken but we had the issue with of the one of the things that got brought up I thought was
021that it took so long to get the audit done and we've been waiting for that that but it took a long time for us to get our our audit back in order to that that was from a from a combination of they were also it was also had to do with te accouny the lien's office and the county treasurer's office the reconciliation not being done on time something out of our control and and you can also say technically I know talked about this something out of the audit control to where they're waiting for continuations to come in and it makes them late and turn in their audit so it was just was one of those challenging issues to where it was out of our control but this is what happened I believe we're having a
022new team come in this year so going to be good to have same firm or a fresh set of eyes coming in that's going to be good but I I I'm very confident with what Ty's talking about that they'll do a good job job we make sure to our expectations that we need to have this and what I believe the superintend county treasur there should be that issue this year if there is and they let us know we will get everyone to heads up it looks better this year than last year I remember you had the report had been submitted to the county superintendent but it was something on there and they didn't follow up the state time so that's what we kept getting those emails about you're behind your mind but it wasn't the
023district's yeah it fell on the county side there any further questions discussion that uh thank you your time thank you good night next item we have report on the ad yes Mr President board Mr Casey our data analyst Jack all trade and this will present to the board the latest information on school edre for the Y Elementary and AO High School I do have to State I believe this is real good news um we're showing steady growth steady Improvement Mr Casey going to go into more detail but we pretty much had a B+ uh for K8 a few points away from an A and we're at a C++ plus 900s of a point from a b so if you go from a a d just over a year ago year and a half to almost
024a b a c and K8 almost today um I'm very positive I'm just how I am you know get that glass half full and there's a lot of positive changes here in the district this is a result of a partnership with Beyond texbooks Veil Unified School District a district that's an a district so we're using a blueprint that an a district is using just so that everyone here and throughout the community and the public can I just want to reiterate that we have a partnership with an a district that is that is innovation that is not staying in the past and not doing things the same way we are trying to innovate our academic potential with professional leadership Community PLC team leaders looking at data we're also looking at just that Innovation so Mr Casey
025if you can please share um this great news of course we love to be an A and both but the research shows that steady growth is very difficult to do versus you go up really sharply then the regression analysis brings you back down quick this is this good growth and good data Casey good evening uh Mr President honorable members of the board Dr Salo misson and community members um I'm really glad to present the school grade report on November 1st Arizona Department of Education releases a school grade and also a district grade so I have here from 2017 2017 to 2020 we were allowed to keep pretty much the same grade that we earned in 2017 and in 2022 after covid our grades dropped down to a c and a d then last year we
026made Improvement sign a significant Improvement on the points and our grad SP up to a b and c for High School this year the grades are the same but the points are have shown Improvement so Elementary is a b and high school is a c and the district is a b g so it's a combination of lot of different components that um how they calculate the points it's out of 100 points plus addition bonus points eligible um the major part is the 50 points for growth for kindgarten through 8th grade and last year and this year we got 50 out of 50 for growth our students are consistently growing and we can see that um in the proficiency out of 30 points last year we had 8.91 points and this year it went up to
02710.25 even though it looks like it's a small change um when you look at the number of students who improved so this is about like students at least being on partially proficient for them to earn points for the proficiency so what it means is like our students have moved from being minimally proficient to at least partially proficient and to proficient then the other points are 10 points for the acceleration and Readiness so that is looking at subgroup Improvement like by race ethnicity or socioeconomic status and migrant status and different subgroups if they are meeting or exceeding the priority year status performance and um we are also looking at some specific grade levels like 8th grade uh students if they are taking High School classes high school algebra classes and third grade students reducing the number
028of minimally proficient students So based on all that like a we ear more than 10 but it is cut off at 10 points so we got all 10 out of 10 points and the next is English Learners students proficiency and growth this was one area that made like commentable growth last year we had seven points out of 10 and this year we have all 10 out of 10 points overall um we had like a more than 25% of our English Learners getting reclassified as proficient during the reassessment so this was like a about the St da average and that's why we got all 10 points out of 10 for the growth as well as the proficiency if you look at this like we got the 50 out of 50 10 out of 10 10 out
029of 10 and the only area that we have room for growth here is the proficiency last year we got two bonus points for that is special education inclusion and like number of special education students served um in the district all based on the overall percentage and comparing that to the states percentage of special education students this year we received 1.5 bonus points so that is based on the number of students in the special education program um there is like additional points three points for the science uh fifth grade and 8 grade students take the science test but we did not earn points for that we didn't earn points last year we did not earn points this year either okay high school has a totally different criteria for calculating the grade proficiency is worth 30% same
030as the elementary out of 30 last year we had 15.85 points and and this year it is 10.8 so this is solely based on the junior class taking the ACT test and the growth component last year we had a different calculation we got out of [Music] 2018.75my they take the ACT aspir test and when they get to junior year they take the ACT test the state calculates the progress from 9th grade to 11th grade and compare it with other schools and other districts and based on that our students earned all 10 out of 10 points in math and 9.13 out of 10 in ela so our students are showing progress making uh Improvement showing growth at the Elementary and high school we also earned 10 out of 10 points in English Learners that is for
031proficiency our high school proficiency for high school students almost half of the E population got reclassified as proficient that was like sorry 15 out of 31 students like it was like 46% if I remember uh of the Year students who are reclassified as proficient we had a number of students like who has been in the intermediate very close to being proficient uh but they stayed in that area for many years we looked at under the guidance of Dr soltero and the E coordinator Mr VI seor and the whole eel team and even including the classroom teachers we looked at who are the students and what areas they need to improve some students were like slowing down in um listening they lacked the points in listening for some others it may have been the technical issue
032they were not familiar with speaking to the microphone on a computer like speaking to the mic so it was not getting recorded properly so once we resolved all these issues and gave them enough practice on the practice assessments they immediately move to proficient and that's how we earned all 10 points out of 10 for the English learners for the graduation graduation rate and graduation rate Improvement um last year we got 10 out of 20 points and this year it is 9.98 so the component one component is the graduation rate um they calculate for the four years and there is different weightage for that and they add it up it's a little bit complex calculation and we got out of 10 9.98 we got 10 out of 10 last year on that component for the graduation
033rate Improvement the criteria is either we show at least 2% improvement from the prior year or we have a 90% or above graduation rate if we qualify we get all 10 points if we don't we get zero so for the last two years we have received zero going forward we are looking at getting the time points from there then the next component is C CC which is College and Career Readiness indicators um different aspects we look at students taking CP classes students passing ACT test and students taking College during enrollment courses and um students who are taking AP courses and also meeting the 16 requirements required credits for the college readiness and other exams like other requirements like completing FAA and also taking all test like aswb and like a um CTS technical skill assessment
034CT license a lot of things we get points for each student last year we got 6.8 points out of 20 and we looked at where we can improve what we can do and the points went up to 10.5 points for out of 20 last year we had three bonus points and this year we have 4.5 bonus points points come from um special education students the percentage of special students in special education and students taking ACT Aspire percentage of students taking the ACT Aspire test so that is only participation students getting a valid score for the ninth grade ACT Aspire test this year last year we received one and a half points for AC Aspire and one and a half points for the special education this year in addition to those two categories we also received
0351.5 points for the high school science test and this is the first time we received the science bonus points because we were close enough to the state average on the science test okay can we move to the next one thank you so at the K8 level we made Four Points gain last year we had already like almost maximized the growth component we already had a 50 out of 50 and 10 out of 10 in acceleration and Readiness and this year we improved points by getting more points on the E growth and proficiency component we got maximized points in that area too so the Four Points come from E Prof efficiency and growth as well as the proficiency growth itself and our total points was 81.7 84 will be an A and we are getting very
036close to that a grade only 2.25 points away from a grade but the challenging part is we need to continue to show that growth keep the momentum and show that Improvement to keep the a gr I mean to get to the a grade so we have to keep all those 10 out of 10 and 50 out of 50 and improve on the proficiency one other place we can look for is the science bonus Point okay let's move to the next slide for 9th through 12th grade we improved 2.51 points from last year year and last year we were already like close enough to a b grade and this year during their initial calculation we had a 20 out of 20 on the growth component but later on they corrected some mistakes or they refined their
037calculation so we only got 1991 sorry 19.13 I believe is the growth component point So based on the initial calculation I shared with the administration that we are most likely to get if they kept the same cut scores from last year we were supposed to get a B but then out of 900 of a point we missed the B so we were that close to getting a B for the high school but that will be the lower end of B if we were getting those many points 09 points and at high school we have room for improvement in proficiency graduation points and college and carer Readiness points so we can make significant growth and we are looking at making significant Improvement and getting a solid B and then move on to a a grade so
038the strategies um since the things that the strategies that we have used in the past years seems to be working and we seeing the results of that we are making progress so we'll continue using Beyond textbooks online curriculum framework and the performance matters formative assessment we like implemented with the Fidelity and we will continue to have the after school tutoring and J tutoring use those for especially for high school we don't have a dedicated time for retach and enrichment so we like to use those tutoring times um to compensate for or like mitigate any Miss time for retach and enrichment one new thing that we are doing is data meetings with teachers we have already had like a um all Ted grade levels we met with the teachers looked at the Benchmark assessment data and
039Dev data to see any Trends or any items that we need to address and also coming up with what we can do right now and what are the things we are going to address once the tutoring starts some of the things may involve like some SL schedule changes or identifying who are the students you need to be invited for the after school tutoring and um who other the students may not be able to stay for after school but can be addressed during the day okay okay that's all thank you thank you one question I have when when was the last time they changed that assessment tool so I know they change that every few years the test the state assessment we had act from 2022 was marri or ac2 it was AA before that like
040a high school changed into asa2 and before that it was AC see that whenever they change those tools the scores Dro down the first year used to working with that I wonder if it was related to that drop in2 I remember when you interviewed in your first um discussion with us you stated that you would really work with the yell program to bring the kids up and that would improve our school our great school our gr School look like you've been very successful I mean both both levels are 10 on 10 right right so we've done an excellent job with that good good teamwork great team from Mr B to uh the team leaders the teachers going Mr Casey um you know you guys are you know more than welcome to come and meet with
041me oneon-one and I can I still have the chart behind that door show just broke it down by student I love it pre much em basic Comm you heard him say the 50% reclassification rate what is this average State reclassification rate Mr Casey for high school I'm not sure about the high school but overall it is like in the 20s 25 20 25 range we were double that and that that just speaks to the to the testing of the hardworking staff and the leadership team and Mr is coordinator always looking at the data how we can improve be proactive good job team team no further discussion on that to the next item which is report on the school yes sir Mr President M the board I wanted to give this presentation to you just to
042give you an update on on school safety and and what we've been doing here at UniFi School District so you have you have any attachments but I figured might as well show you all that we're doing so you and and the community and the public can can uh uh be aware of what we're doing and there's always room for improvement but I want to use that word again we want to be proactive and so I'm going to just kind of go through this one section at a time I'm going to go first through uh you know the safe haven defense and go to verata security cameras and the campus fence and then the lockdown active sh emergency response drills and there I'll just go to uh each of the attachments as we go through it
043so what I want to go through first is just kind of um sir you let me know what you want me to put on sure sure I'll let you sure um just going to read a quick intro of these security measures have been research and are critical to improving our school safety for the students families and staff we have been working with Security Experts on how we can provide the safest possible environment at all times we also maintaining fiscal responsibility so Angelina if you can pull up the SA defense attachment I'm going to read this from my report that you have but you can either do follow up there as I'm reading or here as I read through the report um Riot resistant security laminate explosion resistant anchoring C with the district office boardroom entrance
044district office entrance Library double door entrance school office principal door main office double door entrance ad Jason windows at the school office not included in the proposal due to the 18 in glass thickness they have to be a little thicker primary building windows also we have 18 small Windows nine large Windows nine classroom doors and just to share with you saita UniFi school district has also worked with Safe Haven and has the riot resistant Security lainate on all campuses throughout their districts so this is what other districts are doing um Bo Robbins is the person who I was fortunate to meet in June at the Arizona School administrator conference in Tucson he's our contact he's been working with Miss Ginger Wy from our finance office here you have the project total from capital budget but
045as you can see we asked Bo of are you going to do the windows on top so he said no we just normally Target right through what that door level the easiest entrance and all these if you look at the research he said and and that really stands out right there if you can show The schol Office Adina that's going to really make a difference we believe um you said you want to have those main entrance points covered that's what the research shows and what they do throughout throughout the country so um we're excited about this I believe Angelina the work's going to start next week right start on so all those windows are not going to be covered just the doors just the doors they're too thin they're too thin if they're a little
046bit thicker but Angelina has some good news she's going to share about this so I've been a from State Haven has a company that they work with that does glass and this is going to be probably not right away way but we're talking to the company about coming in and there's 37 teams with class um that go all the way around the school office um and they a lot of them have been there for a very very long time you can see down in the bottom corner these three were replaced like six or seven years ago because Rock came a lot more so um a lot of those windows a lot of those of those Frost glass they've been there for a very very long time so um we're trying to get the company out
047we sent them initial pictures um of the frames of the pieces of glass all the way around and um and we're working on that but that's like a stage two kind of thing so this is what we're doing primarily and then see that if it's I'm gonna this I tried to get a a sfb grant for the laminate but because it's not technically a necessity it's so if the window was broken or the door was broken and it wasn't like un natural or or this that or the other because of the insurance then sfb would covered it but because they're intact and they're working and they locked in they do everything that the door is supposed to do then I can't get a school Improvement R for it so but what I'm hoping is that
048because some of the glass so old um and so fragile that I can get a school movement grant for the replacement of the glass but it's still not defined yet but it's it's a kind of a different way to go around it but the actual laminate and the seal sfb considers it a luxury because it's it's not technically now if you had like a a fence and it like fell down and then um it wasn't something that had the insurance then sfb would totally cover it or like the roof that over time or whatever totally so like for some strange reason our door just fell out and didn't have anything to do with you know nobody's fault then SD would cover that because the Linate goes on the actual working door and the door works
049real quick so for those that may not remember that to be how every wing of the classroom was that same set up of Windows until it was bricked up and everything else were safe tell you can tell all the all the buildings theyed all the wings look just like that 70% glass then they changed I forgot how many years ago that's all brick with just a little bit on top yeah we whatever we can do to get the office protected too hopefully that works out we're working on it what's the next slide what else build the one I uploaded have theary building but all the windows are so the next one I'm going to go to R security cameras you can go to the uh the picture of the the bullet camera slides the second
050one slides five and slides 10 okay so I'm gonna ask Angelina to focus on slides five and slide 10 I think it's that video security second one if you can go to slide five GNA highlight the bullet cameras and slide 10 it shows you an actual visual of what they would cover so a risk ass risk assessment was conducted with the school safety team M Mr Casey Mr y Chief tibot Mr Simon and myself and our SRO on October 29th the verot team of pton grim we met at J July Arizona Association of school business officials meeting in Tucson Carly M faroh and Kevin Johnson the US USD school safety and ricot teams walked around the entire campus looking for the best vantage points that would provide maximum security protection facial analytics is a key
051component of the security cameras uh six security cameras that was an estimate they're a little bit more as you can see on the pricing as as Kevin sent that today in the high priority areas as recommended by the rata team we have the infrastructure to support this immediate implementation the cameras can scan IDs and the AI scanners keep track of all campus visitors Gilbert Higley UniFi school district has a system set up throughout the district so as you can see here Slide Five the bullet series built in with stand the toughest environments features a sealed aluminum housing ensuring cameras stay protected Zoom lands 365 days retention which is very uh which is very good and on you can see slide 10 you can go there it's very colorcoded very to show what it's going to
052focus on most weatherized camera built in Shield optional license plate recognition Optical zom um we really like that optional license plate recognition people and V analytics that is so critical you can see it it covers pretty much the entire campus and this is to get something started right away this is what we're gonna why don't we have one in the elementary pod I think we have one there it's one on the Auditorium R towards but why is there not one in in yes well we look at that I I think this is a good startle to least have some some set up we can always look at adding as soon as possible but but this is what when we walked around the team they walked with us we walked all the way to the softball
053field around the gym to the stadium South and they looked at all the areas and based on just the initial assessment to get at least something set up this is what they where they believe this is the best start to get something up right away you guys can get it and and you're good to go so but definitely we can look at um where else we can put more in the future I think do the entrance here the entrance here and the entrance here so to get to the auditorium you have to pass by one the aor the elementary you have to go through one of these areas you canot I'm not talking about people coming in I'm talking about also protecting like protecting of the Stu the students sure right that's yeah that's why
054they were focus on the entrances and where people would be coming in and out we won't have any cameras at we do have some but they're not this this capability we have some set up the north part of the campus the middle building area um the southern areas we do have cameras right now set up in the auto shop right we have so all those cameras will cover the primary they have the technology to cover all the way into the primary they are set up to cover the whole primary too there's one on the back of corner of the auto shop that will cover that playground and there's some to cover that front inside of the primary we have cameras right now that are set up on the auto shop facing towards the playround right
055now so we do have cameras right now and so we'll keep those other cameras also sure as well and who monitors these cameras we have um our C security monitor in our SRO in their room if they show together they have access to monitor the cameras I believe with this setup this will be able to be monitored by by multiple people on our school safety team not just through a monitor but through an app on their phone 247 ability to monitor uh and what's really good when when it when it says analytics so let's say a person goes and checks in the school office on a Tuesday at whatever time might be they're through these features that these cameras have when they go check in at the school office and the school staff has the
056main check-in iPads of this system here I believe if I remember correctly they stated that that that record or history can come up with while that faces been picked up by the C i' say if that person was walking on campus Saturday at 10 p.m that might show and then so what we're as a school safety team is this person coming in right now was on school campus at 10 that's how it works in the industri that's a real feure about the analytics it's not going to pick up animals is it because I would hate for it to notify you guys of animals at 2 o' in the morning that might Le the question I had okay so now you haven't touched on this yet cuz it's in your presentation but um is this going
057to be some installed before the fence at the same time because with the fence that looks ideal because it's entrance points you know we currently have open campus so we have a lot of open spots people can still Comm in yeah this is to get in place as soon as possible along with the safe haven defense I I'm just I'm just remembering some of the comments from the last few months meetings proactive so we're being proactive we're jumping on this right away you want to get something set up I wish safe haven could be here tomorrow we're going to be here next week we're getting something we're getting you know we're getting something in place to where we have increased security and you're right this is leading into the next part of the discussion but
058um the next part Angelina you go to the next I believe can you pull up the map Angelina that has the Northeast campus to the Southeast Campus so I'm going to read here um this is a campus f and uh you have you have a report M and brown Fence Company north entrance to the gym at the softball field along the rock wall South towards dorium parking lot to the corner edge of the a transportation bus lot the r in Sol approximately almost 1200 linear feet of six feet tall chain Le fence included in that footage are six new 4 feet wide W Gates one new 24t wide Drive gate um these are quotes uh you have one new 40 foot wide double slide gate other features I asked I asked Mr Jose to be
059here because he's been as facilities leadership he served as a Project Lead so you have in front of you we have this the map that shows he him and Ang help put this together um I I want to stress I want to also just just kind of share some more the human element to this we had our school safety team meeting um last Thursday October 31st and our campus security monitor Chief tibit I'm going to read his quote that really resonated and I want to share it with you quote we are still having a challenge with some parents not signing in at the office before going to their child's classroom we're having a challenge once the gate over by the bus B is closed erands can be seen going under the chain that is in
060place from the fence to the gate and they are not signing in at the office between the hours of 8:15 a.m. to 3:15 p.m. uh if signing the child out early this is a critical safety concern angine can you show the sign that we put up at the entrance of the primary building to just remind parents uh not that sign show sign uh to just remind parents please um I didn't there um this has been a challenge we've been having this is a little cheap it's talking about so um until we have something more secure in place something like offense we have these signs posted right there at the primary building to make sure that the all parents uh you know even if they Park in the D Auditorium those spaces to still come through
061this is just stand in practice what other districts do to check in at the office and this is a concern shared by the school office by Miss Lopez and Miss Lun and miss jazna and misson Mr Casey that it just we want parents to sign in just so we can you know know who's on campus picking up their student verses and I'll share it with you right now so everybody can hear I was in the primary building a few weeks ago I had a parent come right into that gate area and I saw it came underneath the gate waited for them in the primary building they walked right up to a primary classroom knocked on the door looking inside waving I didn't know who that parent was so I did what I'm sure you guys
062all want me to do I want said ma'am uh who are you here for have you excited at the office she berated me she yelled she screamed the words were my parent ex or what else would I be doing that's my child I wouldn't just be making faces at my child I'm this is my child and I don't have to sign in no no stop telling everyone here in this room I'm going to keep doing that whether anyone likes it or not and the second any one of you say you shouldn't do that well then that's not right you guys would all be you guys you guys would all be disappointed in me if I didn't ask that parent mother or father grandmother or grandfather uncle or Aunt cousin Jethro cousin Alie May whoever they
063are got a chicken at the office I think you should challeng anybody camp and you would have seen I mean the screaming raising of the hands flaing of the arms the teacher finally came out that's when we started sending letters home that have that that message from that side please for safety purposes that we both decide trying to be proactive please sign in at the office we just want it we want trying to have as safest Camp as possible so uh Chief Tibet made a very good point um Angelina can you show the attendance signment from the parent confe October 3rd um I wanted just to share also again just to put some human element behind it we had almost 20 parents at our October 3rd parent Cofe always making on school safety and 90%
064of of our staff that were there are also parents so we had mostly almost 20 parents there and what resonated with me was the comments from the school staff and here from the district also that that we love to see who's coming in before they're actually on campus and walking throughout the campus and and I'm just giving you my personal experience before I was here inalis Unified School District there was W one one physical entrance every day that every parent had to do it was a metal entrance BR iron magnet door with magnets on the top for locks you had to hit the camera there was two principal clerks in the front office looking at the camera who are you here for they hear the name they check power school to make sure that kind
065of what I was doing with that parent who gr and yelled at me in a a control Tire rate in the primary so um every comment made especially by the school office by m in is their words were quote when are we going to do something we like to have more security around campus they decided the Georgia high school they decided can we have one entrance one exit where we know the parents coming in this and the people coming in right now especially if they don't check in we're wide open and I'm just sharing with you what what they shared with me they they are just and this was shared also Mr had some good comments too I mean um and Jose was at that pairing coffee October 3rd and and the comments were just
066well wide open you know they had and and and they can't Georgia must have been stated eight or nine or 10 times and I said well look guys I'll give an update I'll give an update to the board share your concerns and we'll do Jose Jose took the initiative and and we look for some some uh some some quotes and you have that before you I also want to share uh an exceptional comment made by Miss Olson shared with me earlier today um I always call you guys the day of the meeting to remind you about hey we have the study session any questions and she made an excellent point she goes what about rod iron it's not chain link it might be more expensive but in the long run it might last a lot
067longer and not be as expensive as replacing the chain leak over and over and she also decided to check other parts of of the fence that are west of our campus I'll go with tomorrow but um so that's that's the point to share with you too but I just want to share with you what what what what the parents were were saying what the staff is saying and that's for um campus fence uh I have to reiterate I kep caring one entrance one exit for families and students just so that the school office in Angelina made a good comment too so you can open who's coming on cus you have multiple entry points here well Road so yes it's going to be a challenge it's not going to be easy but at least we're trying
068to do something we're trying to figure something out I mean it's not an easy things but it's possible real quick yes sir um well I don't I don't know what the time frame is on getting certain items of stall like the AI aspect of the cameras you'd be able to really quick see which parents are the ones that are just free free-ranging campus not checking in and then establish a pack um second um I love the idea of a rod iron fence I understand I believe it's going to be like four times the cost of this if I'm not mistaken um and then you know I'm sure you guys have looked at a lot of things but one thing that pops in my head I was at to Middle School the other day the way
069they have set up but you know only to Corral the parents and people coming on with the one thing maybe make the office over there its own additional area fencing where they have to go through there and then they have be buzzed on the campus to the office and classroom well if every entrance is closed and they don't have put the I know but they can still just walk right on the campus yeah without having to going anywh they can just walk straight to the classroom it's just a thought this is this is great input and so we have something to work with um PO said did did I miss anything or anything you want to add he he deserves all the credit right now he's been doing all the labor you want to add
070anything we can have a buers and automatic doors that way if they come on this side which will be this gate and Angelina will have a bun to open it from inside that we don't have to wait for somebody to go unlock it for them or anything same thing on the other side Mar or will have a a bun to open Automatic so this fence on the south side of the campus replacing that yeah this this would tend to this would go from the south from go ahead yeah the way from the buses the corner of the buses which is a is a bigger place that people already has we're coming all the way around to somei so so the fence on this side over here is Up's already there no we're got to think
071that one should be demolished and we're going to go all the way to the buses to the back of the buses so all the way to the light there it's going to go all the way all the way here yeah so the taller fence that's pre-existing back there is stain yeah thats to the green part is I we tried to put it in but it kind of got lost the the green here is going to stay and then the green up top here uh is going to stay everything in red is going to be brand new so my question is is if we do chain link I pray everything we don't but that's just my how are we going to do with this wall is it going to go on top of the wall is
072it going to go in front of the wall is it going to go on the inside of the wall you guys you guys are on it you're on the wall this is good can you we got to go in front of the wall because that belongs to P County we have to go on the inside of the wall but when we do the walk through I want to ask the people who's going to do the fence to see we can put uh taller poles so we can start it at the wall six feet up but then your next question is how you going to keep Intruders or people from going underneath it they can be pipe in there if they do that it can be pipes that way they don't just bend it over SL
073in there so how you going to get emergency vehicles in after hours there's no Vis vehicles coming in here after so you have a kid that dies on a football field like we've had before you get an ambulance into that kid how would you go about doing that well you know Mr Mr this is and for everyone in intense this is a great challenge that be talking about the fact that we're here to where we're talking about how are we going to do this once we have this we'll figure it out we'll get with professionals the Security Experts we'll share with them these questions that are coming up Aesthetics is very important Tyler Moore our finance consultant shared that also about you know you want also you want it to look nice as well um
074at the same time we want to be fiscally responsible this is from our capital budget we have to remember once we spend this money from the capital budget we lose that Li but at the same time there can be no part on on safety and how can we improve how can we improve like a keypad a keypad so like so like let's say deputies or ambulance need to get on campus yeah we can do that I mean I mean St have a c tap it on there come in but cards AR practic yeah but need like a will be better like because fire department any time this is we can figure it out we can figure out guys the fact that we're talking about it starter this is a longterm is going to take time
075but we have safe haven and ver in short term as soon as possible so what is our time frame on the fence um I supp okay okay we can just call people we can just start checking we can double check about the rod iron let us check into that and and if there's anything in between if no the r iron is just really out there two 300,000 okay what other options do we have this is 66,000 let's look into those options and when we we made this map earlier uh the people haven't been out here yet right this is just not and said this and this is how many Fe whatever so um this is just preliminary the quote that they they're giving us this is fall Park if we decide yes then they'll just
076like R did they'll come down and they'll walk around and they'll measure and say this and that we can ask them all of these questions that we had so we're still in the in the very much planning stage but this is good but it's first step the next the next part on your report is uh wanted to give you also an update on lockdowns active through emergency response drills you have in your your attachment you have the classroom emergency guide from P County Emergency Management agency that we use lockdowns have been held over the last three years 2022 to present each semester school safety team has planned in advance prior to every practice lockedown and in partnership with Puma County Sheriff's Office they've done a great job working with us on a few occasions we
077have also had participation from the Department of Public Safety state troopers we've also notified parents in advance to keep them informed of our intentions when we first did lock just everyone knows we first would put a notice in the copper news but the last year or so we went down from doing that just so it would be more more realistic and authentic and so we will notify parents uh the week the week before hey there's going to be a practice lockdown not telling the parents or even the staff and students what day what period so everyone's ready um the district office communicates with our families via School message or text and emails during and after the lockdown emergency response je reviews have been held during professional development with all staff each semester over the last
078two years we have the classroom emergency guide that we follow from Emergency Management specific Focus as you can see on an active shooter lockdown protocol you see the different details there um we follow the Run height and fight model as it pertains to active shooter and lockdown our staff has been trained in this protocol but it's always good to revisit again uh We've shared this protocol during our Corby school safety meetings 2223 and parent coffees with the super intend last year of this year so uh 12222 2723 11223 12423 and 10224 we have had um practice lockdown simulations uh following the run and fight protocol and so just we want to be proactive with our student staff and families and so you have that in front of you this is in every classroom it's in
079school office F Services district office so we just I mean I come in to work every day with this be my daily calendar that's that's just how Mr Mr Casey Angelina I'm just always having this you just you just have to have it so um that concludes the school safety report we wanted to show all the different things going on we're excited about this and uh we want to keep it so all I want to say is well done well done say Well done Ian we I'm happy I'm very thrilled doing this right I thought it' be years before we get a fence around campus so I think this is this is just awesome discussion on this on to the next it discussion vote on possible future executive session uh Mr President for advice the
080district attorney I'm just going to share with you um the board must agree both to go into executive session at a future meeting member of the board has requested an executive session for the discussion or consideration pursued to AR 34313 manag Rel to school safety operations or school safety plans or programs so I wanted to try and give you as much of an update as I could on school safety for that being said um there is a part there that talks about school safety plans it's the emergency operation plan and I called Mr multiple timesday so you want to go ex session at a future meeting to to discuss the Emergency Operations plan um you would have to take a on it because it have Tove to go into it and he his advice was
081if you guys do uh move to go into an executive session at a future we talk about the Emergency Operations plan and until that's on the agenda then share with you that Emergency Operations TR to be discussed in the executive session or his his advice to to invite you to come in individ and talk with me in the office first you guys ATT to you to decide if you want to go an exective session talk about the well um given our I still would like to go into an executive session at a later date over this um but I would like to put it on December's agenda to do that because of the nature of what was brought to us today yeah so I would like I still would like to but I would like
082to do it next month if possible yeah yeah so I just okay clarification so we would have to vote at the meeting before the meeting we have in executive session have executive session at the next one okay that's so we can't we can't like say hey we want to go in an executive session today today it would have to be a future Mee we can do that put on okay so next it's not only a question but a request um if anytime we get advice or opinions from the attorney can we get that in writing from him so that way there's no oh let me reach back out said I would prefer that because you know you and Rodney are the ones that are talking to him it could be good if he has an
083opinion he just tell you he sends it an email at least that you guys can send to us but I can do this is from October 3 I can okay that might alleviate because people have questions that might alleviate he might answer it in his in can V on Wednesday v on it make a motion to to what date or what time you want I can't so I'm going to make the motion that we move uh the executive session for the school safety operations to Wednesday or Wednesday's meeting November 6 December December oh yes what is that date December 11 December 11th sure okay um all in favor say I I I all oppos say no motion approved now we have possible new agenda items for next week one that I and at this point
084we okay I have a question so can we have a I don't think we can a public discussion it may have to be a private one regarding the concerns that are brought of to date by parents um I mean I don't want to you know because that's a Personnel issue and involving students so have to be an exective session you know maybe let me see we do that how we do that and I will get back no if there is anything you could possibly share Wednesday that'd be great I understand the privacy concerns and everything else with this regarding students and teacher so there's not that's fine but if there is anything you can share um I'm sure parents will love an update on it if they can get it okay then at this point
085I need to ask for I'll make the motion to recess any I'll second we're going into an executive session now we haven't voted yet vote okay so all in favor of moving out of regular session I all oppose say no there you go thank you guys come and get an application from me oh should I stop and you being a substitute teacher
