I'm saying she was terminated right and so and that has been used a couple of times to keep people from being employed at AO high school as coaches or v as coaches I I didn't know about this earlier I would have let you know in a in a different setting but you might want to you lay that vot until practice should have already started practice has not started right should have already think they're waiting for coaches to be approved when he started that's what I heard okay and I don't agree with that BR by the way I didn't agree with it at the time and it cost me the job of the head football coach okay but I'm just telling you that that was a policy was it an official policy of the board was

start for the 2425 Academic Year head start with board approval will provide preschool services to three to 5y- olds and will work with the special education department to provide sped services to those Head Start students uh recommend the approval of the attached mou between a schools and child parent s Head Start we have Mr edor the educational support services consultant here uh available for any questions or if he wants to go over any of uh theou uh he's here for any questions or comments you guys might I have a motion the motion second I also have some questions so we second before discussion I just wanted to clarify that this is the one we had spoken about where Head Start will be provided some their he can talk about that as far as that is

highlighted in theou thank you good evening Mr President Gover board members Dr Soo M AR congratulations your appointment principal um so during this this uh previous school year I was assisting Consulting with special education department one of the major areas that uh there was a lot of confusion with was with the head St program so I I found the um the old memorandum of understanding that was signed by the previous superintendent in uh 2021 and what I came to find out was that memorandum was just a blanket form that child centers have used for you know all of their different uh districts and there wasn't really any discussion about some of the fine details within that uhou so what Dr Sto asked me to do is to go through and research and uh revise the

current or the the previous mou into something that you all can approve there are three major areas um that I made uh corrections to uh the first one was the let me get to it it's on page six um of the new one oh wait nope I apologize that's where I have my highed was the it's actually on page nine uh it's for screenings and referrals um the previous mou stated that when a parent makes a request the school will have 45 days to screen the child and move forward according to idea that was an inaccurate timeline when a parent makes a request for evaluation the school actually has 15 school days to respond so that was the first major change because I wanted to bring theou in compliance with state and federal regulations so

that was the first one the second um major area that we had a problem with in the past was uh how those referrals were presented from Head Start to the auto School District what I came to find out was headstar wasn't doing it appropriately they weren't following their own procedures we didn't necessarily have a procedure um for accepting referrals from the Head Start program so I went in and I outlined specifically um what is needed for a referral what I found was just to give a little bit of background there was a lot of Head Start people coming over and just saying oh here you go you know I'm putting a boulder on a desk and it got lost in the mix there was one that actually got lost for several months it was filed

incorrectly nobody knew about it until we started cleaning out towards the end of the school year we started cleaning out files and we found it so what I listed in the for the new procedures for referral is everything has to be done in writing uh we have a packet that we build out that when a request for evaluation from Head Start is is uh sent to the district District we send the packet to the AO or to the um I'm sorry to the Head Start program and to the parent and they need to fill out that information and then within the 15 school days the AO special ed team will then make the decision to either move forward with a review of existing data which is the first step in the evaluation process or they

will create a prior written notice and attach copy of procedural saf cards stating why we are not going to move with an evaluation which is the proper process um according to state and federal guidelines that's what we do for all evaluations and so it's not going to be any different we just had to put it into writing in here that they have to follow um that process and they have to let their inclusion staff who stationed in Tucson know about those referrals also that was one of the things the referrals were not going to them they didn't know anything about it so it really messed up the process so what we're what I'm um doing in here is saying this is the process that needs to be followed so that number one we don't miss

any and number two everybody that needs to know knows um the third the third area is um let me find it I apologize okay so it's on page 14 The implementation of uh the implementation process special education related Services the other area where we had quite a few issues was that the Auto School District was providing a pair of professionals to be one-on-one uh uh one-on-one assistance to Head Start students uh who basically who primarily had behavior issues um when I was researching this the national child centers program states that it's their responsibility the child Center to responsibility to provide that social emotional behavioral support they're supposed to provide the Personnel for that um and so I listed that in there under a the section where it says Head Start agrees to and then I

added on the district agrees to because according to Federal rules the district is responsible for providing any services that the I P team develops and agrees to as part of the team so I made that statement in there because we need to make sure that when the IEP team determines services that need to be provided to that Head Start program we are still responsible for that however part of the training for us is going to be you know Based on data does that student really need a School District representative to be there providing those behavioral supports when in Ence it's supposed to be the headstar program that's doing it um please sir please so those employees will work for who they are they work for the AO School District but then they are assigned to

the Head star program okay so there are employees correct yes sir and the Auto School District pays for their salaries and who who chooses them um so it's typically the special education director that assigns the par professional for any you know any of the students in the a school district it's the par it's the um special ed director that assigns the parpro however the other issue that we ran into was that towards the end of the school year one of the pair of professionals that had worked with a head start student um was left and so they had to assign a new person and sometimes that new person didn't show up and so they had to assign another person that that caused a lot of conflict but according to IA regulations Federal special education law

um we do not assign by name a par professional obviously best practices says we want to keep the same person because changing a person all the time doesn't do anybody any good however the law says as long as we're assigning a pair of professional to a one-on-one that's all we need to do and so there was a lot of issues with you know complaints about oh this person didn't know what they were doing it was constantly changing I mean as much as I hate to say it too bad so sad we were still assigning the Personnel so we were well within the school rights yes sir question so you have the school employee fa Pro assisting you how many of your own employees that are not District Personnel work at the Head Start so are

you asking how many Head Start personnel there yeah I think there's about five yes correct that are employed by your agency oh no no no not by me I don't have I'm just I'm just a consultant all I'm doing is looking at so the Head Start um actually they have about five like you said and then the additional at the end of school year I believe that there were two pair of professionals um working there and when I talked to the inclusion specialist the the child parent Center inclusion specialist she thought that was way too much that was causing too much havit having that many people there and she wasn't sure why we were sending people over there anyway I just want toar the Head Start employees are not District employees correct okay correct yeah

correct so I I understand our employees go there paros areed very thoroughly I just want to if you have any info on how the Head Start employees are vetted that are working on our campus for Head Start well there so there's the major confusion that I have nine times out of 10 the Head Start program is located off of the school district you know site this is a very unique situation where the Head Start program is actually on the Auto School District's campus and that has brought on a lot of confusion because you know in years past it's just I mean they've been small we just helped them and that's just kind of become the norm so vetting for Head Start people I have no idea School District doesn't have any responsibility they have to

vet their own Personnel according to their I'm only asking I'm not saying interest of student safety sure oh absolutely 100% um and you know and the students that are assigned to Head Start they are not assigned to the AO School District they're assigned it so it's it's the head starts program it's the Head Start program responsibility for safety the only time that the AO School District becomes responsible for them is when they are brought over to the AO to receive any kind of related Services whether it's speech or occupational therapy or physical therapy but at this time all three of those related services are provided at the Head Start program I'm assuming that to work with head especially in a one-onone situation that staff would have had to pass the background abolutely else absolutely without

a doubt they have to go they you know their their vetting process is very similar to a school employ figur be really alarmed correct having results on campus with our students absolutely agree I would love Tarot if you find out what their process is fantastic I believe that in the uh in the the theou there is a link to their their vetting process because it lists what the regulations uh are for their vetting process so just as a you know if you want to look look there I know that it's on the the national child parent Center website because that's where I got the majority of this information from as well Che than so the last the last area that I am looking at and it's not going to be on this particular well actually

I think it is hang on a second because I took it off of the district responsibility just a minute please oh okay um page 17 additional responsibilities in the old memorandum for understanding there was a big section that talked about the AO School District their responsibility for transportation of students and because the district or the AO is on the district is on the campus uh you know they were talking about buses and vans and you know certified drivers Etc I removed that section for you all to consider because if we left it in there that could open the a school district up to provide any and all kinds of transportation for any Head Start student and for my my understanding from the research that I've done there are no other AO or I'm sorry there

are no other Head Start programs that provide transportation to or from District um you know it's always been the AO respon gosh I keep saying that I apologize it's always been the Head Start um program's responsibility to provide transportation or the district Personnel would go to the Head Start site so there hasn't been so I removed that because I thought thought that it would just you know it could open up the AO School District to additional costs um and unnecessary costs in my opinion again it's your respon or your decision if you wanted to put that back in there I'm just making my recommendation I assume it was like that for a couple reasons one being that AO is so small but the fact that they're also on our campus and our buses are already

driving the streets picking up our students just seem to be redundant have a second bus going around picking up the Head Start different time correct and and I'm sorry go ahead um the the trans again you know transportation for Head Start that is Head Start is in essence a private school okay so even you know with other private schools private daycare facilities Etc it's the parent responsibility to transport the student to the facility the school district does not provide that transportation for any of those Head Start stud stud to any of the Head Start locations and so again you know the cap here would be if the IEP team determined that transportation is necessary then we would have to be responsible but putting it in our mou with Head Start that kind of opens us

up to anybody yes sir Transportation our buses are like County employees and County buses will that have any effect that start if any of those students ride a County bus no that starts fedal I I I don't believe so because the routes they take are are a buses if I understand correctly are a buses are the ones that go in town within a certain mile range County buses go to un Incorporated areas can't the County buses can't do anybody under kindergarten can only do kindergarten 12 and the the busing was left over because our prek A's prek didn't start till 2011 2010 um and before that if we had a three uh a three four five-year-old who needed SP Services then they would be enrolled in Head Start and then they would be in Head

Start for however long if they needed spend Services because we didn't have a prek that we could enroll into so then if the the sped kiddo needed to be picked up or dropped off because we have to do that as part of sped then that's where that came from that was a leftover and I was in a we had a three-year-old that was Mr and we had to go get him and then bring him to and then he did all of his whatevers and then we took him back because Mom couldn't afford to to uh bring him back and forth so that's a leftover from when we didn't have a pre Cas and it was just head start for three four and five that's where that came from and that sounds like an type of

it could be yes yeah and again if it's written in the IEP we have to take care of it um what you know the primary reason for that was because there were a lot of very specific things that really interpreted could make a school district responsible for virtually any of the Head Start students um the last thing that I want to say is based on my research a memorandum of understanding between the school district and Head Start or child parent centers is not a mandatory thing um we at any time I'm sorry you all at any time can say we no longer want a memorandum of understanding that does not say or that does not mean that we no longer have to provide them services that really has to do um more with we then

couldn't as a school district we could not refer or the IEP team could not refer a student to the Head Start program um but I highly recommend that the board approve this memorandum of understanding because we really need some specific um guidelines between the relationship you know for the relationship to describe to define the relationship between AA school district and the um a program is there going to be a meeting between our sped department and head start with this new yes okay well so the the um you know first of all you all have to approve it and then what we what the the superintendent has to do is send this to the child parent centers so that they they have to assign it or they have to sign it as well because both both

parties have to agree to it um and so that's what has to happen if they agree to it I've already coordinated with with the uh inclusion specialist to come out and we absolutely going to have a major sit down meeting between the the uh facility director uh the Head Start facility director and our special ed team to really discuss because the whole procedural thing is new you know in essence so we really have to make sure that they understand and that the inclusion specialist is on board because ultimately uh the the Head Start inclusion specialist is the one that's really in charge of most of the special education so and I I get what you're saying about Transportation but I do have the concern that if the district isn't providing that Transportation I know that

there are some parents who don't have the ability to do the transportation themselves seem to me that would be students that AR able to served well yeah for my understanding of that you know it would it would be head start's responsibility because in the in theou it says head yes they have their own vehicle right yeah I was just going to say Head Start has um you know agrees to provide transportation to any students because they can't utilize our buses because they're too young right they can't they we can't we could when we did uh when we transported them before it would have to be a like a a school car or that we had to go and pick them up is now for transportation to and from no so it's only I guess apply

to I students it could and you know and again oh I'm sorry pleasee we we used to go pick up the little uh the Kido that I was assigned to he was three so he had to have a car seat so that we can't have that so then we had to take the school car and then with the car seat and then strap in and the hole works and then go on school time work so we can't anybody being in the buses in the bus route it can't be under kindergarten so when we went to go get him they had to be in a school car with and I know that child parent centers um have a a huge bus or I mean a huge budget and they also have a huge Fleet of vehicles

um that are theirs and so you know if for some reason they didn't have one out here all they have to do is they do have one okay let's just say they didn't have all they would have to do is call Tucson and say hey we need a van and then they would they would make that van available president members of the board if I can just I think that these are very good points it was a long time coming to to get this clear um what I do want to stress is that the district AO Unified School District uh provides services to all students on campus prek Head Start in k 12 as far as occupational therapy services that are f m skills Physical Therapy Services speech services psycho educational evaluations your consulting services

for IEP but just so we have a number to that it's around the area of $200,000 so the services the very critical services that he's outlined but in these other ones occupational therapy and physical therapy the district is providing that for all students on campus it's just that now the inclusion support staff responsibility for what he researched will be the responsibility of the Head Start and child parent centers but we're providing everything else just for clarification is there any other discussion on this we have a motion all in favor say I opposed approved okay next item on the agenda is possible new agenda item I would like an agenda item so we can hopefully discuss the extremely large amount of money we lost by losing those grants um I think that's very important that the

public knows what happened what's going on and how we're going to remedy that in the future I'd like to give my ant since that's a whole hell of a lot of money so I think discuss that can we also get um a deep breath of the summer school tutoring student achievement and our move on when reading data if we have anything that we can Report with regards to the Su School tutoring the tutoring part anybody else anything El say hi
