001yes sir Mr Hopkins here here here Dr here here and I'm here okay and yes we've made Angelina the appointed acting clerk so may I have a motion to adopt the agenda I'll make the motion I'll second it Angelina you to vote all those in favor I please stand and Jo me in the the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay first item on the agenda is public comments I see we have no public here so we will go on to the first informational item which is the administrative retirement of principal Lance chol yes Mr President was board Lance submitted letter of retirement to superintend effective June 30th 2025 oh sorry nice try though I

002approve okay well not much to say other than Le bol's been really uh pleased with all the things you've done here and I know that first year with covid and being pretty much a halftime teacher at least was not an easy one so I was glad especially when you when you extended your contract for this year because I think uh I think you two have been a really good team and I think it's you can tell with the the staff attitude so anything else on that no other than we're not accepting it okay um next informational item is the certified employment of substitute teacher Thomas shank Mr Hopkins members of the board Thomas shank has been interviewed for the position of substitute teacher for the 2425 Academic Year there is no board action necessary this

003is a study session item only okay any questions about that no I'm curious you okay he has his fingerprint card but his teaching certificate yes he has to he have to we have to make sure to check with Angelina that he had everything up to date and so a long story short um once he does get what he is missing he'll be ready to go we have to make sure he has everything uh everything in place everything set okay those I got I guess the term teaching certificate confused me because we're not hiring as a teacher is a substitute substitute substitute Still Still substitute still okay but they don't need to get okay that's what I was just thinking like the full teacher certification I was like we have that requirement for ourselves like yes

004we have to um I believe uh I might be getting terminology mixed up in my head then yeah well I believe uh we can double check but I believe as long as they have their substitute teaching certificate okay that makes yeah this just said teaching certificate no that's where I was puzzled I'm like wait he's not required to get the same certificate some of our yeah that makes sense I just yeah just like I said I thought the wording threw me off any further questions on that next item is the certified employment of substitute teacher darl Pika M of the darl Pika a teacher at schools from 2017 to 2021 has applied to be a substitute uni School District she has been intered and to sub board approve no board action necessary this is a

005study session item only is this Miss P the one the kindergarten teacher yes okay that's what I thought okay so related she doesn't have a substitute teacher but she's a certified elementary teacher yeah yeah she's gone yeah above that c teacher okay uh next item is the approval of employment of teachers and parapros for the June summer School Mr Hopkins members of the board the following certified staff are being recommended to teach June Summer School from June 3rd to the 6 and June 10 the 13th each day you have the teachers there and the following par professionals and security monitor are being recommended to be one-on-one AIDS during June summer school we should have a list of the AIDS before the Wednesday regular meeting no board action necessary this is a study session item only

006I got the AIDS names at like at 4 o'clock today so I changed the Wednesday meeting but I couldn't change the Monday meeting because it's was too late okay so that if you look into the Wednesday meetings that you have access to the names are are already there as we speak you just can't do anything about the them at thise okay thank you and oh we got lost next item is the approval of employment of teachers and paros for July jump start Mr Hopkins members of the board following staff are being recommended to teach July jump start from July 8 to 11 15 18 from 815 to5 each day you have the certified teachers and the following par professionals and security monitor are being recommended to be oneon-one a during July K jump start so

007as you heard right now you'll have those names for the regular meeting there is no board action necessary this is a study session item only okay any questions or discussion on that and next item then is the approval of the 2425 retention stien for new teachers yeah Mr Hopkins members of the board um this will be an implementing a recruitment stiping policy with title to funds is crucial for attracting appropriately certified Educators in critical areas by offering stiens schools can promote diversity and mitigate turnover the Strategic allocation aligns with federal grants priorities and ensures the activties of resources to recruit top talent in the education sector no board action necessary at this time this is a study session item only and this is in line with um our uh Esa I believe our elementary and

008secondary Education Act schoolwide plan sr3 and so uh Miss Aran I believe uh shared this information so this is a this looks good Ian this is for our incoming teachers who can get this uh recruitment s them so to speak since they're coming in and uh so this is a good a good U good a way to attract our teachers okay any discussion on that okay if not we'll go on to the next item the 2024 District annual expenditure budget revision Mr hopk members of the board and accordance with Arizona revised statutes SS 15905 and 15- 910 by May 15th the board May revise the school district annual expenditure budget after notice has been given and public meeting has been held attached to the district annual budget expand itory revision there's no board action necessary

009at this time this is a study session item only uh and and I stated earlier any questions please come and let us know uh my door will be open so any questions that you might have um between now and Wednesday you're welcome to come in and um but it's pretty straightforward okay if there's no discussion on that we go on to approval of the 2425 academic calendar Mr uh president members of the board the 2425 off school's academic calendar has been proposed and reviewed this calendar meets the minimum uh the minimum instructional days on8 in the allate and federal holidays notable changes to the calendar and parent conferences in September and February moving fall spring break up on week uh there's no board action necessary this is a study session item only we looked at

010other uh uh calendars from other districts notably Tucson Unified School District just wanted to try and have a little bit more cohesiveness for example the quarter one and quarter three Fallen spring break happened right after the end of the quarter whereas before we'd have the end of the quarter then start one week of the next quarter then go on a fall spring break and it really wasn't very hardly any other districts that did that so he's trying to be more consistent also just in this past year when Dr sholz were reflecting on this quarter 1 and quarter three quarter one there's two weeks from the parent teacher conference that happens in September before the end of the quarter and in quarter 3 there's three weeks the uh between the parent teacher conference before the end

011of the quarter uh a big reason why that was done in other districts is that it gives parents a chance with students to see what the grades are so maybe if they're like a d to a c a c to a a b to an a they have some time still to get that grade up whereas before what what we were noticed in the last few years parents would come to the parent teacher conferences here's your grade this is what this is what it is and if maybe there wasn't that communication of a progress report the parents would would be frustrated like how come I wasn't informed beforehand the teacher said I I we did or long story short this gives students and families a chance to see what the grade is before getting to

012the parent teacher conference there it is we can change it just to try to be more correct but also just to have a little bit more cohesiveness like with other districts how they set how they organize their parent teacher conferences okay that's all and if there's no discussion on that we'll go on to the approval of fundraisers for Student Activities Mr President M of Bo consultation our high school student council advisor the following fundraisers um are being submitted for your approvement for usfr um there you have them there Car Wash dances Junior High Homecoming and prom food dinner sales game concessions stand Fall Festival talal um holiday store slowly hot cocoa sale holiday treats Valentine's December and Thanksgiving there's no board action necessary this is a study session item only um I'm also going to

013uh see if Dr sh and you know want to share anything you have the policy I believe with you JJ that is in accordance with the the asba policy advisory that we took care of within the last few months about governing board shall approv fundraising activities create a list of Cree approv fundraising activities so um Dr shab um you have anything else to add to board policy was shared with our with with our sponsors our class sponsors and those that do the fundraisers um just last week or maybe even two weeks ago now after the last board meeting where fundraisers was was brought up just to make sure they had an understanding of this you um board policy has to be followed we can't just without board approval add things here or there yeah and

014and yes it's student L um ideas and student you know a student government that you want to really um teach them how to get this up and going and how to vote on it how to do these things show up for the and do the hard work but they can't go out on their own either and just say here we want to do this and it doesn't involve the school but we can do it anyway so there was a lot of communication there that about um you know just following board policy and that's the way things have to be done yeah and um we we are getting ready as you've seen the middle school student council you may see some signs outside they're getting ready for their vote for next year that even the sixth

015grade going up to seventh grade they're and they're going to have a lot more instruction on on the fundraisers and and the dos and don'ts we've already been discussing about that for to get the new group up and running for next year okay so there's no mistakes and it's my understanding here that of these ones that are approved they can do them at any time they don't need we don't need to vote to approve a car wash next weekend but if they wanted to do something like a dog wash then it would have to come back here we vote on it to approve it because it's not on the approved list they do have to get it approved by student council yes because according to usfr systems of financial record records thank you um just

016so that if eth grades doing the traic sale and sophomores are doing the traic sale student council says okay no the eth grad act act first we can't have the the same fundraiser going on at the same time so all of their fundraisers have to be approved by student council and the student council looks at the list or supposed to have the list and say yes this is up down left right yes you can do this or whatever so this is required by um usfr and our Auditors check for it every year okay yeah I mainly wanted to make sure that we had that they had the flexibility if they came up with some fundraising idea that we hadn't thought of that they could still bring it to us and we approve it at that

017time so and I was pretty sure that was how that worked I am puzzled over what Crush refers to in a soda oh okay like I have a crush on you and they give them a can of soda now it it's a big it really is a big sell it's cheesy but it's a big seller because it's cheetah yep yeah and it comes in a variety of Flor one of the things I'd probably suggest where it says game concessions down maybe change that to event concessions um do they sell con sessions at like movie night and stuff so if you just change it to event concessions then maybe you know it'll cover both games and any other events that they're going to sell concessions at then you're covered because also covers them to do like

018orientation yeah yeah so just event concessions rather than game concessions okay because then it covers everything yeah well because if they have it depends if they're having the moving in the auditorium they're not allowed to sell but if they're having it on the blow up and then yes they can so then that'd be a good time or I guess to make sure that's covered yeah okay if there's no other discussion on that we'll go to the report update on the vehicle use agreement Mr President members of the board the facil leadership team Mr expectations outl resp possibilities and District expectations they are 247 on call for any emergency that requires their presence on a USD property this is also for school safety purposes allows managers to respond promptly and efficiently this mitigates potential risks and

019minimizing disruptions to school operations their 24-hour access to District Vehicles provides greater flexibility in scheduling maintenance tasks and facility improvements unexpected situations may arise outside of regular working hour such as power outages effect 28th March 1st or facility emergencies access to District Vehicles allows both managers to respond promptly to these situations adapt to changing circumstances and ensure the safety and well-being of students staff and visitors the improved Safety and Security of our campus is critical in the managers having access to District Vehicles ensures their safe travel especially during 8 hours or in potentially unsafe weather the managers can also carry the equipment tools or materials needed for maintenance task there's no board action necessary Neary this is a a uh a report update only I also just wanted to share uh this is something that

020I did uh inquire with our district the legal councel Mr Hufford just to make sure you could look through the this vehicle use and expectations agreement is something that Dr sholz and I worked on um both of the facilities managers have have read it and signed it um they also received uh what you have in your your board docs there they received the the policy e we went over that with them specifically administrative requirements the first paragraph the last sentence on6 schol vehicles uh the second paragraph especially um the last two sentences so they also have the board policy they sign the agreement and also received um ARS 38- 538 where uh we uh have decals we want to make sure we're get these decals on vehicles so that they can also be visible to

021the public um it states for official use on so that's is it going to have the the logo like the Red Raider logo on on it we can we can try and get a logo we can try and get it either that or have it just say a USD I mean we can do something like that sure okay sure um I do have a question about this you say that they are on call 247 what about Mr tidbit and what about our principal they're technically 20 on call 247 right yes yes yes so why do they not have take-home vehicles um well we have we have just those two vehicles uh and whenever they do happen to be called to to the district uh usually it's it is for a facilities situation for an issue

022and both of those two are the manager so they what I have instructed them to do is whenever they are called to the district office that they notify each other they both go at the same time for safety purposes whether they're there by themselves or whether there is an outside entity there you can have multiple School District employees there so that they both can make sure they're witness to what is taking place but it's just I believe it's just the best practice to have both of them since they are in charge of the facilities part of our district um anything and everything from whether a freezer that's gone down to a a sprinkler that maybe is busted or something like that by having both of the facilities managers there it it they'll already be there

023in case something like that happens to where you know if the other two one of the other two come over they would have to call whereas Mr cotton or Mr y here they already have the experience of L head we need to do this we need to get this taking care of so that that that was reason okay are they getting compensated for being on call 247 when when when they get a call out yeah whenever they do come over you know per I'm talking with our CFO consultant mrar whenever they come over for any kind of on call or it's I believe this is also a good practice because in other districts they're big enough to where they can have like T has a roing custodian department where they have maybe five six seven

024eight nine 10 roing custodians who are sent to different campuses any given day well we don't have that here so in the sense when one or two of our custodians which has happened you know quite a bit recently aren't here then All Tex or he knows he comes back and he covers for the ones who aren't here the same with Daniel when one one or two of his members aren't here he has to assume that so it is a cost efficient as far as you don't have to try and get another department but at the same time our managers it keeps them hands on it keeps them focused on what uh the people in the department are doing and and yes when they are called for talking with Mr Mo Tyler Moore they are getting

025compensated for that when they come in call situations okay both of their vehicles are work trucks uh one is a truck and one is a car a gr car truck one has a car the other work vehicle we have is here on campus in the shop the heavy duty taking the loads to the landfill okay but the little cray cars like the one I took for the law conference little Toyota okay but and when people need to use that to go like I just last week one of our athletic coordinators it's available like she had to take that to to the game out of town when she took that and so they make sure that they're in communication another best practice we want to implement is one of those two have to go get supplies

026we have to go out of town either to Lowe's or in the West Valley for financial accountability purposes they emailed each other they copy myself and the finance office so keep track of what purchases take place the district credit card both members in the finance office or where I'm aware who's who's going and so is the other man just for safy well that makes sense to because if if Jose knows he's going but then Daniel's like oh well I had something I needed to get from there next week but you know they can add it on right then and save that trip just the best practice that we're all aware of who who leaves to go take get supplies for the district at any get that yes okay okay is there any further discussion on

027that matter no okay well I the next item is the board member who requested it is not here to hear the information that he wanted well we can still do it that way the community can hear it table it until I think we should still do it I think we should do it yeah as I I thought about tabling it but I I realize there's a couple other ones I'm thinking about tabling too because somebody's not you know he's not able to make it okay we can go ahead and do it now so uh the following is what we discussed during our meeting for tracking field on JD Sports you have right there in front of you uh what we're going to focus on for JB Sports really is is um we want to try

028you know by having a summer basketball camp Dr Mr and myself met our basketball coach Mr leco and his staff want to do a summer basketball camp be a good way to try and get a pipeline to focus on JB sports for boys basketball and girls basketball there's going to be a two we summer camp here at our Red Raider gym and we believe we're going to have a good uh good turnout we also coordinate with our food services to have meal summer meals breakfast and Lun available for our students so we haven't done this before so this is this is good and tracking field Mr yon is going to check in with I believe Dr shol in the school office and put up a sign up sheet uh in the school office to see

029what interest we have so we can base what supplies we need if we need supplies on the interest if we have five people or four then we we'll reevaluate the requests but if we have a you know 10 15 20 that are interested and we have a potential coach already here we used to coach was Yer um and Dr Shotz found out that the CAA track and field weeks are on Saturdays in the West Valley Ro so all the ca teams go to either Buckeye or robale or goody year and the meets are on Saturdays so that would address the the any challenges of having to meet here which would be very difficult because we need to have it up to code more yeah well I would think we need to have our track up

030to code before we could use it even for practice like for the running Sports of it like but I would think the field events doesn't necessarily have to be on oh cross country is more running yeah yeah like for the sprinting events the hurdle events the relay events we wouldn't be able to even practice those here safely with the track that we have but we could do the field events or shot put discus even even the 800 met or 1600 I'm sure we can figure out another place to run it TR still have 800 met competitor or two or three but we get a sign up sheet and know the interest then we'll move for when is the signate sheet going to go out I think after softball season's over so on Wednesday essentially I

031don't know the exact date well the only reason I'm asking because school's almost over sure so are the kids going to have enough time to even show interest you'll we'll make sure Dr make sure that we have it up and make announcements but we wanted to wait till soft was completely over and after we want St understood understood so my next question is is I know we have approved three of these coaches one coach we have not approved are we going to approve her at a later date we can we can make it our focus at the June meeting can have a list of our coaches that have to be approved okay I mean sure that way we have them for the whole year and they're set to so should we do that in June

032or should we do that in July since the fiscal year is in July I think either way okay it'll work out fine okay sure okay sure okay is there anything more on that item okay next item is the approval of Student Activities Treasurer Mr members of the board Arizon statutes 15-1 22 States any District having Student Activities money shall establish a Student Activities fund and appoint A Student Activities Treasurer the administration is recommending everything Thea district and superintendent secretary be appointed as a student at's treasurer for the 24 25 school year no board action necessary this is the study session item only and there you have the board policy jjf I believe and would this be an extra pay position um um you know what I I can look into that I don't want to

033right away give an answer yes or no what I can do is is uh let me check with other superintendant to see how they handle it you know see what is the best practice other districts okay and um I can figure that out uh so uh let me look into that before I say yes and is this something Angelina's essentially been doing but not officially up until now um pretty much yeah okay that's what that's what I thought but okay is there any other questions or discussion on that item okay then we go on to the next one which is the 2324 performance payout and retention stien District president members of the board 234 performance Fe data has been calculated by leadership team the board is being asked to review and award the attached proposition

034301 funds and retention compensation to qualifi teachers from the 22 24 school year L board action necessary this is a study session item only so um performance compensation will be 5614 you see your attachment um in administrative content performance compensation will be 564 for May of 2024 for this year's goals which is something different before it's always been the teachers get the performance pay but in October or November of the next year yes so this is something that one of our teachers spoke with about Mr jigi with Mr Mo a consultant and uh we still want to bring it to to the board and also a second half of retention company theay would be in May as well4 cons what was aged last okay do somebody say zero because they've already gotten the second payment

035or so the the if they say zero under the the retention ston the retention ston was for for last year's teaches oh they have a zero then they're new this year okay okay and they they're not they don't get the they're not being retained okay or they weren't retained they haven't returned yet yes and all of them are um credential we have all of their yes so like if you look at I'm not going to say names but the the uh one of the teachers up here you see my um that person didn't get certified until probably the fourth quarter or the very end of the third quarter so that affects what her total is okay where if these two people got theirs um like in September or October yes then that affects what their

036theirs is obviously if these teachers were here the whole time then they're going to get the total full amount but this person got half they got it in like December and so that affects what their their percentage is because it and Dr CH and I worked on when when each teacher became certified for that first year and we broke it up in the quarters so if it was during the first quarter then they 75 or right 100 and then the you know the first semester the third quarter and then the fourth quarter but that one teacher which I'm not going to say which teacher it is got it very late probably in April and um and that's why that it results that teacher amount is only this much rather than the others that have that

037percentage okay thank you okay anything else on that okay the next item is the report discussion on the auditor General's letter to P County school districts and that's another one I'm wondering if we do that tonight or if we put table it till Wednesday because the one he requested it is here but I believe he just requested it so the information was out there share it I have no problem sharing it that way talk to the public and these meetings are being liveed and yeah and I believe I said Eric did tell me that was his main goal in having it on there was so that it was there for the public so I say we go ahead and go for it okay U Mr President Miss Rodriguez M olon and of the audience just

038want to share uh this is a a um Gover board request an agenda item to discuss an email received from the Arbiter General office sent to all districts of County there's no board action necessary this is a study session item only so I'm going to highlight you got this in in a report of an update that I'd like to give you a monthly basis so I'm going to highlight the key terms here just so that it can be for the record um States here uh stated by P County Superintendent of Schools Dustin Williams school districts are required to establish and maintain regular reconciliation controls to the Puma County School superintendent's office regarding cash on deposit with the county treasur AO Unified School District did maintain the procedures for this reconciliation process and did complete our

039monthly cash reconciliations to the school superintendent's office her superintendent Williams in addition he stated on the monthly cash reconciliation process between the county school superintendent's office and the county treasurer's balances was not completed on an ongoing basis throughout the fiscal years so between County school superintendent offic and the county treasur office they didn't take care of what they needed to take care of according to the information he shared with us this is a key Point these reconciliation data are a key component of both County and School District annual audit processes the county school superintendent office shared with Pima County school districts as a result of the county school superintendent's office delay in completing the reconciliations Pima County School District audits were not completed by December 31st 2023 as stated by P County Superintendent of Schools

040the county school superintendent's office takes responsibility for his finding and has been working diligently to resolve these issues and ensure that these issues do not occur in the future that being said we will still continue to work collaboratively with the county school superintendent's office we have to keep working with them we do need to continue to to work together in a positive manner U another piece of information at our audit exit interviews on on May 2nd per John Dominguez uh from CWD Auditors the Auditors did notify the auditor General's office that the audit was still pending based on waiting for Pima County reconciliation processes so what I just shared with you in this letter our Auditors did reach out to the auditor direct office and say still La for this information like that other districts

041are being affected by so um just wanted to share that uh and that where we are we did do our part and we're just waiting like many of the other districts for the county to continue to take care of care of but we're we're going to keep working with them collaboratively and get this done yes yeah I believe Eric's main concern there was just to let the public know that it was nothing that the district had done incorrectly right that led to this that it was something out of our hands that we had done what we were required to do any further discussion on that next item is possible new agenda items for the next meeting and I'm G to add one mainly because Lonnie and Eric aren't here and they're not going to be

042here for our executive session after this so I think we had talked about possibly adding an executive session on Wednesday as well because they might have some discussion on what the executive sessions about and we wouldn't be able to do that in a public meeting okay uh want to I was going to I was going to bring up based on tonight's executive session do we want to just postpone the executive session until Wednesday or do you want to have two executive sessions I'm thinking I think we should just postpone it right see I'm thinking the one advantage to doing it tonight is that we'd be able to vote on it Wednesday where if we put it off on Wednesday because we could we could have executive session now and discuss it we could have the

043um executive session Wednesday we'd have to have on there that we're doing a vote though to be able to vote on it Wednesday or we'd have to wait until the next month okay yeah I can um I can present the information today you guys can have it and then you can still follow yeah I kind of figure maybe Trish is right maybe it will be redundant because Eric and Lonnie are gonna have questions and you're gonna have to do the same presentation two3 of two you can do an executive session and then come out of the executive session do the action item and then end the meeting okay okay um I think did you both get my email about the executive session did either of you I mean we could go into an executive session

044just to have the topic introduced to these two in case they have questions right now whatever you want to do it can go let's do that let's put one on Wednesday though too um but we can have one tonight just have it be a little short one and not get all the information but just in case Carolyn or Trish have questions that we can't ask in the public form we could ask it there to you I'd like to have a short one tonight if we could okay okay and then I just wanted to mention also um so are we going to add an executive and an action item yes ma'am on the Wednesday yes okay and then um just to reiterate those AIDS names are already on the regular session I just couldn't put them

045on here so when they pop up on the Wednesday meeting it's not a surprise yeah and you said they're already on the Wednesday they're already on the Wednesday meeting yeah I've already added them okay and then I don't have anything for Wednesday's meeting but for the June meeting if we could start getting um Dibbles assessment data I think we're Dibbles testing now for end of year um if we can get Dibbles assessment data and any other um end of year data we might have at that point Point mer I know a lot of the I mean I'm sure even if she's not here we can have some sort of report that we can take a look at and you know compare you know beginning middle and um end of year progress okay thank you okay

046is there any other new agenda items no okay then uh we need to vote to go in an executive session so I'll make the motion that we go to an executive session all in favor I and we're now in ex session okay and you're going to split the recording so I don't need to do anything here yeah [Music] unug it and then put a sign
