want to do the roll call oh yes do the roll call First Mr Hopkins here Eric Mr here M Rodriguez here M here I know Dr Dr here but they're not their desk right now and I'm here okay now we have a motion to adopt the agenda I will make the motion I'll second it you were here I said you're us so we're voting on The adopting agenda all okay and now please stand and join me in the Pledge of Allegiance I pledge of allegiance United States of America and to the repic for which it stands one nation under God indivisible liy and okay first item of business is the P call for public comments I do not believe we have any public comments at this time and we will go to next item on
the agenda is the 2425 support staff got the wrong glasses support staff hourly rate schedule yes sir Mr president members of the board um advisers from True professionals with the administration have revised the classified hourly rate schedule for the 25 2425 school year this revised hourly rate schedule when approved will be used to issue 24 25 classified work agreements uh recommend the approval of the attached okay okay sorry there's no board action necessary this is a study session item only okay hold on this one right here yes yes oh I'm sorry I forgot to take off when I copy them from the I stud s okay oh yeah this yeah this just a study session so we'll fix that so um but it's just a study session um item only you have um the if
Miss valuel can click on there our CFO consultant uh in true professionals came up with a last month we had the certified salary schedule a revision you can see here this is the classified salary schedule revision there's H six levels there's also some position titles in there that that um are the same as another agenda item you're going to see later on as far as for the uh the work agreements not notice of appointment so this is what Mr Mr Moore and I were looking at he was working on this we looked it over over the weekend and this is the revised classified hourly salary schedule okay are there any questions or discussion on that so so this is the wages are somewhere between the two numbers yes sir yes this is uh he uh
you know to stay above the minimum wage but also he said it provides a flexibility um just for everyone to have this information so it would seem to me that also provides us an opportunity to give incentive for continuity in some of those positions if the pay doesn't go up eventually they're going to go somewhere else but if we can increase their pay within that range we're more likely to retain them and you have you have some some some revised positions there as you can see uh number 11 um number 16 number 17 number 18 and those were done uh after a consultation with Mr Moore just so we can try and um provide more professional growth options for our own staff for um just for retention purposes also so that's why you have and
um that's you have that information up there why the mation manager Information Technology manager so much higher than everybody else they're $10 more right well well um we have we have some people in those positions that have been here a lot of years well over 20 years and also we have a technology person that that with their background also all that was taken into account um the technology of staff member was uh hired here before I came uh but he is also uh he's he's you know it's based on um the experience but also um um the qualifications for that position comparable to other districts so that we once again Tyler's main main uh Tyler will be here Wednesday in person so he can go over this tomorrow but his main focus was you want
to have a a classified salary schedule that's competitive as best as we possibly can while being sustainable um but also just really trying to promote retention from within so um and once again he just joined us in May June so he's he's he's fixing this the best that he can based on what's already in place and what we have to work well I know it managers are in demand jobs and that there's other you know other places just looking to hire them so you got to pay what what the rate is to keep them and he really uh just from from my experience and I know Dr shotes if he wants he can also give his insight as well but what he does for one person in the department I mean I'll just give you
an example know gas unified you have four or five people doing what he does as one person you know taking the work orders anything and everything he's he's helping also engine up here now he's up here in in the district office as well so yes he's also uh last year he was helping the staff with the online enrollment um also with the time clock plus he's in charge of that and so he's also in charge of helping he also helps out just anything and everything but really he he's he's one person doing what normally other districts would have several people in their Department yes guess my issue that we split the job of the of the maintenance transportation and grounds manager into two positions and which I agree with I think that was a great
idea but then now we're turning around and making that such a a lot higher paid job when we basically cut the duties of that position in half and so I mean I right you know Mr Hopkins Mr guia we need to correct that it should should be facil it should be custodial services and transportation it should be maintenance so Tyler and I looked over that I looked over that with angine earlier it should say custodial services and transportation could you no longer have maintenance that but um that person does do multiple has multiple responsibilities as well um for example if uh any of the custodial crew and we've had we've had this happen a regular basis often on throughout the year aren't here on their shifts even when that person's not here they'll come back
so um there's always those challenges with just with that but um that person yeah that person does do uh does do multiple um have multiple responsibilities as well but the grounds manager is completely now just under a different person okay and I think the ground speaks for S as to how nice all the facilities are the sports grounds everything and um so once again our our people do do multiple responsibilities wear a lot of hats further discussion okay then next item is the approval of the intergovermental agreement with the SAA Optum Community College okay Mr president members of the board um there is no board action necessary uh this is a study session item only and uh rather than me reading that explanation we have our our instructional coach slash professional development SL multiple responsibility
person as well miss she was the person who really went out and made this happen so Dr shol and I figured that she should get the credit and do the presentation and share with you what this is about this is very exciting and uh this not puts us on the playing field with a lot of other districts who have the same uh same offering so miss good evening uh members of the board DRS it's always an honor to be here to present you guys especially with something very exciting I've been trying to work with this with thec since actually last year but I didn't work out and that's the reason why we had to partner with GCU temporarily kind of expensive but it's all right this is for the kids now this is it um
now we have finally have Toc um last March 25th I had a meeting with the representatives the dean of academics that's Dr Laura Su Monte Brandy as pum dual enrollment coordinator just know that Brandy um I have worked with Brandy for a while now she used to be U of A representative that comes to our school so it was easier working with her partnering with tocc it's just that when she moved to tocc she was very brand new so it took us a while to to get this partnership and we are going to have a fiveyear term starting July 1st 2024 till the 30th of June 2029 though it will not start till July she made sure that our students who are interested to start um taking classes this summer they can start doing that
and she made sure of that that our kids can do that than so in that meeting we have discussed a lot of things about the the IGA and and this is what you know I'm summarizing right so students as early as freshman here can start taking dual enrollment and freshman sophomore year can focus on General courses like writing 101 102 biology to language CIS 100 that's computer information system and so on and so forth whatever they are offering um in tocc um our kids can take that's what they have sure that I understand for juniors and seniors then the focus will be more technical or field related courses something that they are now interested to take so if if someone is interested in in focusing in or majoring in business then maybe business related course
for for for that child how do we do that uh for 24 school year 2425 it will be online as synchronous courses for the most part where in one child can register enroll choose a class that is fully online and a synchronous and they can um one of the periods can be allotted for that just for the specific course or it can or we can make it work out where it's synchronous so with the synchronous it's more challenging because it's so they have a virtual teacher on that side that is live and if the schedule is from 9 to 11 then our our student has to make sure that it you the schedule will match up schedule and which is more challenging with the scheduling we have does it make sense but if it will
work out we will make that happen and also another thing I did not include that U we have talked about is if there is let's just say you have eight kids is going to take writing 101 so their teacher it can be a synchronous as well we can have a facilitator here a teacher an English teacher may not necessarily be the a um faculty yet but you know we can have someone that will assist the kids while doing the the the enrollment course that can also happen starting 2425 in the future if we have a teacher that will qualify as a faculty for Toc then we may have our teacher here also working with Toc and then you know doing live instruction for our kids at dual en norment course makes sense so that's a
future not not for 2425 in the near future so who are the latest ons for tocc we have the dual enrollment coordinator which is Randy your academic Bean and their registration administration staff member so that's for academic de again Dr laa so Mones and and then for the admissions is Miss Sophie hungry W for our high school I'm not sure if you know Mr casy she put both our names there now you [Music] know but just know that we've been you know Cas I've been working with is it's nothing nothing new for us so just few things that I want to highlight for our high school's role is to Pro um AHS needs to provide interested students with the registration materials for du enrollment program but any tocc course to be taken by a student
for du enrollment must be preapproved by the high school so they cannot just choose anything they want and AHS and c will determine if the student has the skills needed to succeed in the proposed College course so basically tocc MHS will work together to you know to make sure that we have the right course as much as possible students responsibilities is they just like a regular college student will register to the college themselves so they have to submit that application submit all required documents and at the bottom there's a very small thing there that says the required documents is a transcript if they're a native and their tribal ID a group of presidency is a state state ID or doicle affid and then they complete the dual enrollment form register for classes and then they're
registered and then they make sure that they show up in know that um they show up in the class and make sure that they back so it's that's their responsibility the next page is just um useful links but they are very important dates at the bottom like 20124 summer admission deadline is May 24th so if a child wants to um do summer school for for Toc then they have to make sure that they are registered before the 24th of May for fall 2024 you have to make sure that they are registered by J before July 29 and if you take note July 29 this summer there's no school yet so we have to make sure that kids that you know are are are ready to take college courses we'll help them register before that um
which I will discuss a little bit in a first day of instruction is August 19 and for spring 2025 deadline is December 16th of 2024 so again they emphasized before that kids needs to be registered so in line with that Brandy our dual en ran coordinator will visit the school on the 11th is that this week that's Thursday that's this Thursday Thursday so she's going to come she's going to present the OC to all grades 8 to 11 and hand out the paper registration so take note paper registration form so right now that's what they have paper registration form so she's going to give it out to the kids explain whatever if they have questions assist them in the registration and we go from there so that's a very important First Step let's see she
gave me an update um last week the 4th of April she mentioned that the IGA that you have is also already shared with the Board of Trustees for review and for approval on their side as well on the 12 that's Friday Friday and I think that's all I have for for you guys one question I have is for students that are in synchronous classes do we have a designated place for them to go to work on that um this year we have two places we have room eight and the other one is the library okay I'm thinking whatever is more comfortable for them okay I'm thinking from my experience with synchronous classes you know they've got headphones on to hear what's being said but they still have to answer and speak and I can see
where if we had a a group of people in various synchronous classes at the same time that could get to be right distraction with the overlap right so that's why if if that's the case usually the child refers Survivor okay it's bigger they have their three or four they do excellent okay okay the others are CH okay I'm actually really excited about this because I know son aam Community College is one of the more essentially the most affordable College in the state even if you're a non-tribal member actually one last slide that show the last slide there says it's free okay my question okay that was my didn't okay so I know it's I know their college classes are free for any indigenous student regardless of tribal affiliation and even for non-tribal members it's the
cheapest in the state for it but I'm really thrilled that they offer classes in Theo language culture history and especially traditional arts and it's not just the native is free every excellent excellent I have a couple questions okay one is the meetings that you're having with the parent or with the kids are you going to invite parents at all that's a very good question um it's a very short turnaround when when I discussed this with them I did nothing think about that it's just a presentation we may need to have another I think that would be smart so that parents get that information right so the other question I have this is my ignorance right so wheny Robinson daughter just got accepted to Brown congratulations schol for that and um so a kid that takes
credits at at um to those credits would transfer they have very specific I did not included here any course that has the number 100 and above so like CIS 100 can be transferred to a college but I think it will be it will depend on the college I know for sure one of our students that move like that went to school other than the State of Arizona she had to defend herself and I know now um it was credited but she still had to to appeal but if if they go to UFA ASU or other Comm colleges I know they will honor it because it's in the state of Arizona I think correctly if I'm wrong it's different when you go from a college to University it's not a college College University university so that
they're stter at univers than they are but they do they do honor college think it might be different too if it's a private college that they're going to because the colleges seem to have some you know they have the right to decide what they're accepting or not but still it's to me it's increasing educational opportunity for our students and like you said if they go to one of the major State schools then we know it'll transfer hey thank you for doing this work here no problem appreciate always always love thank you man' next item on the agenda is the approval of stud policies and procedures Mr President members of the board is special education department in consultation with our sped consultant and as a result of a review of AO special education policies and procedures
by the State Department of Education would like to submit for board approval of the attached a USD special education policies and procedures the attached special education policies handbook will help the special education department ensure that proper steps are taken to ensure compliance with both state and federal guidelines there's no board action necessary this is a study session item only I'd like to call on uh we have uh Mr gar who's our sped special education director and for this purposes of this presentation our consultant Mr stra who's doing an exceptional job he will lead the presentation and so uh Mr straa sir thank you Mr President members of the board Dr FS thank you all very much for allowing me to speak about this one of the things that one of the first questions that I
was asked was um the policies the the AO Unified School District has uh policies listed on the Ariz state board uh website but what the special education monitors are actually looking for they're looking for the procedures so how the AO School District actually implements and follows up with those policies um every single time a school district not just AO U but anybody that gets monitored whether it's a file review whether it's a self assessment or an on-site monitoring which are the three different levels of State monitoring one of the very first things that they look at are the school's policies and procedures I can tell you from experience from talking with multiple monitors uh policies and procedures are typically the area that is usually out of compliance and when I say out of compliance it's
they're just not specific okay and I'm going to show you a couple of examples of what I mean by that so I just want to to make sure that everybody understands AO absolutely has policies with the uh state board of education but for the purposes of this special ed monitoring we can't just use those policies that's just the law we have to individualize it and specialize it to AO school district and the Personnel that are going to implement that um so she quit she quit I was just gonna go into this I was just gonna go into it it's okay um so I just wanted to show you just a quick um example of what I'm talking about as far as the individualization so if you could go to page seven please the first example
I'm going to show you is uh when we're talking about child find oh no okay that's that's seven on there but if you go down to so it'll probably be page eight yeah there we go oh that yeah so it's page eight over there seven over here that's more than my brain can handle okay so um when you talked about actually can you go up one please so the policies are actually the um those RC or the AAC R7 204 that is what the state says we have to do okay so then what is AO how does AO Implement that so now if you go up so if you can look at that it uh the the AO procedures for child find it lists generally what the process is the first step is the 45-day
screen procedure so if you look on there it says the site administrator or designate will be responsible for the 45 days screen procedure and then as you go down it talks about the registar what the registar is going to do um and how they're going to collect the the screening forms and then when there are issues with the screening then it gets turned over specifically to somebody from the special education department typically what schools do is they just say the school district will or the Pea will but they don't get specific as to who is actually responsible for that so that's what we're doing is we are actually becoming very specific and another example which is a um probably you know even a more um explicit example page 14 so maybe it's page 15 so
um aood School District procedures when a student enrollment procedures when a student comes in um so the registar handles all registration packets and there's a section on the registration packet that says has your child ever receive special education services and when the registar sees that they ask the parent for a copy of theep so you can see right here the registar will immediately provide a copy of the document to the special education Department's office staff then the special education department case managers which you know each of the three teachers have different case loads there's one Early Childhood to third grade is Miss GLA um fourth to eth is Mr Roger and then all high school is Mr Anthony so those are the case managers that ensures that when a student comes in it's G the
documents are given to the right person person if for some reason the parents don't have a copy of it the case managers will then know what they need to do to request those records so it specifies who is responsible for each step of the process so imp implementing the policies it talks about specifically who will implement the policies now I want to I just want to um I have a very close working relationship with several program Specialists the people at the department of education who actually come down and monitor I've sent them a copy of this for review actually the Kim Le who's our program specialist and she said that these are extremely detailed and probably you know I'm not trying to but they're they're very detailed and exactly what the state's looking for so
what we need to do is or what the Board needs to do is think about it approve it sign off on a sheet and then we give that to the state which sounds like AO is going to be busy on April 11th they're going to be the state monitoring is gonna uh the state monitoring team is going to be back here on April 11th to I don't want to say finalize but there there's another major visit um and we're going to have to show them the the sign policies and procedures at that date as long as you all approve it um so that's kind of a it took us a while like I said you know AO had the policies so half of it they just when I first got here I could not find
and uh any procedures so we went through and built um the procedures um for the entire thing so all that being said you have any questions is this just strictly IEPs um yes that's correct it's strictly for special education um IEPs correct but you know so that's actually part of the child find process um you know that's strictly for the special but that child find process could also identify you know possible 504 students um but for the sake of so do we not have a policy for 504 then there is a pol well there is a policy for 504 yeah when you look at the State Board of um the State Board of Education website there are policies for everything now I can't speak to procedures but for the purpose of this their own the
state is only monitoring the special education house correct okay yeah 504 and IEPs are separate they separate laws so okay exactly it just falls under for I there any other questions with the 45 days screener yes we have no specific um I guess specific um plan of action yes ma'am okay absolutely and then is there something that monitors the follow through of that yes absolutely implemented student actually is there a study teaming form all of the data for that being collected to ensure students receiving absolutely and there's part it's it's listed the child study team process is listed in there after the 45 days I think that's one thing that worries me because being teach well we've had 45 screeners here that get sent off and that's the last we ever seen yes ma'am that's
I found the exact same thing and so that's part of what we're building so I'm building the process then I'm training the teams on the child stud team yeah exactly agree 100% that mandate yes the the individuals with disabilities Education Act which is federal law that covers special education outlines specifically the key members of the I and it uh in these policies and procedures we have that listed in there as well so if you read through this 48 49 page document there's a specific section that talks about IEP members and it list specific there and it mandates there correct corre 15E you know not to correct we're training the we're training the new special ed team to do it the way that it's supposed to be done as opposed to we're training them to do
it the way that it's supposed to I'm just going to say that any other questions and please you know if you you know as you're reading through it if you'd like you know more specific details now please know um you know this is the policies and procedures The Next Step that I'm doing with the team is we're actually building the handbook which goes into way more detail than just these policies and procedures so it lists you know literally step by step on what each team's what each so any other questions fantastic thank you all very much appreciate it okay next item of business is the approval of change of medical benefits for the Alo Unified School District staff yes uh Mr President members of the board the Administration has reached out to different health insurance
brokers to compare health insurance providers for the 2425 Academic Year attached their quotes from various Brokers and insurance carriers the administration is recommending staying with GBS or broker but switching from Blue Cross to United Health for medical benefits Dental Envision benefits will stay the same to Delta Dental of Arizona changes will go into effect July 1st 2024 there's no board action necessary at this time this is a study session and we do have um one of our finance office staff members here Ginger will present to you she's really been the lead with this there's been a very detailed process and and just focused on metal so we've learned a lot but um she has the information and she'll go over this with you right now thank you okay we have went through this we went
through three different Brokers to get our quotes to make sure that we have all of our information and we kind of broke it down out of out of the three Brokers they some of them got at to six bids so we tried to break it down down to be most competitive with what we have right now and what we've come up with is United Healthcare um their uh po their choice plus PO is the closest thing that we have to our Blue Cross Blue Shield right now which our Blue Cross Blue Shield the renewal if we just went ahead and renewed it it was going to increase $61,000 a year so with the United Health care the alternate on that it will only increase from what we're paying right now um $3,846 so and they
we have I actually called like my doctor's office and said hey do you take this plan and everything else just to see you know if how you know how much is the same because the broker can tell you anything but you know do they really take it and everything else um also they take take um the clinic is on there preferred providers and their Dental Envision is also actually on there too C EXA same pardon me the coverage is the exactly the same uh no if you look on page six of the um GBS off that's fine um actually the deductibles or the um outof pocket maximums are lower on the co ins ins higher um the primary care went up it went up from $25 to $35 um specialist stayed the same mental house
help went from $25 deductible to 30 Urgent Care stayed the same um co-pay for emergency room so it was all wrote down and then um prescription drugs actually went down on that also so overall it's only going to be like a 5% increase versus a 20 % increase so um there was some other information that we were given on United Healthcare they had a new thing called Welcome care cash that for single members you get a $200 uh debit card that you can use for Urgent Care um Labs um your primary care so it's kind of like $200 that you can put towards your business like an HSA uh but it's not an HSA it's just part of being on the policy and for family it's $500 so that was something else that was nice
so the difference of the saving overall is $57,000 if we change and you know we tried as hard as we could just to see you know how close we could get it to be the same so this is what we this where the arrow is right here is what we pay right now monthly and then this is what is going to go up to so um this is what we're prop or Ginger is proposing so that's closer to what we pay now than what if it went up that's what we would pay a month long story short um everyone's going up everywhere so um you know the premiums per month as Ginger stated um GBS United is 27,000 a month BCBS is 32,000 a month with the same broker um it is a cost saving
measure like you heard her say of almost 60,000 a year Kyros who we really thought maybe had a chance uh because um our cons our consultant talked about how Gilbert hidley has Kyros they have 23,000 people in their pool and for other reasons that's a benefit but their monthly premium with the same uh medical provider United is going to be 37,000 per month everything the same of what you just heard from Ginger so we inquired about that they gave us their reasons uh it's just I mean that's that's $10,000 a month more that would cost the district $120,000 a month more for pretty much the same the same uh benefits that we get you heard our state clearly uh the provider here locally takes United Health Care same with Delta dental and vision and um
the benefit is we're going to have the the broker from GBS here on May 7th yeah we wanted to do open enrollment from May 1st to May 8th or it getes them over the weekend and stuff and then she'll be here on Monday or Tuesday to answer any questions or um do anything help anybody that needs help to get in right so that's just something from a personal experience last year I noticed that we we had to go to an online enrollment the employee Navigator which is fine but not everybody really knew about that and so we had to have our technology manager Mr Simon go to multiple employee groups and just talking with ginger just in other districts I've been in before whether it's no Galas unified or two unified you always have at
least one or multiple days where a broker or someone is there to help employees just walk them through you know where they feel more supported so it sounds like it's very good benefit um last year to this year Blue Cross Blue Shield went up 19% this year to next year they're going up 18% so that's 37% in two years one positive Ginger found out about United healthare is that the second year they're not going to grow more than 12 or 13% 13% they said they would lock it in and it wouldn't go up any more than 133% they'll probably go up to 13% but that's the highest it could go um I also did check with the broker because it's like okay we're Blue Cross Blue Shield now at the start of the calendar year
we switch in the middle of the year does that do to everybody so she said that they'll request deductible accumulations and make sure that everything's switched over or you're not paying deductibles again so and with the broker it's like I'm putting a lot on her where before I don't think she really had to do a whole lot of that but it's like they get paid a lot of money out of this and they need to provide us with good service if we decide to you know go with that was any of our blue CR shouldi increase because of our experience yes um they said that we were at 140% so for every dollar that we paid in it was a $140 that was paid out and that was one of the big reasons kir wouldn't
take us and they said we could you know ask for a bid next year so and this is something that it's so expensive that if we shop it every year it's probably good so that's want talk from experience but so that that was already issue we had Blue Cross M Shield we went to United the next year course you got yours locked in we didn't have ours locked in so United went Skyhigh so we realized that we were going to have to shop for insurance every year right because somebody was going to offer us a deal for one year and then Jack it up the next year so we just decided to stay with with one provider because the employees were happier that way right I'm not saying that the school should do that but
I'm just saying that was our experience with that and then experience is is one of the big things right you have a lot of claims and your insurance are going to go up so that's just to hire 17 year olds that don't ever have to go to the doctor right but if you guys have any questions or whatever but um I think she did put in the sheets and everything else so then making the change to United Healthcare that was one of the big things of changing the employees if we could keep it the second year where we're not changing it again so only other thing is I I believe I don't know I haven't had a chance to meet you you Z bro you work I work in the finance department you work in
the finance yeah well thank you nice to meet you nice to meet you too I know the rest of you okay is there any other questions or comments thank you very much thank you next item is first reading of the yo unified school districts governing board policy review 775 through 786 yes Mr uh president members of the board we'll just keep consistent with how we normally do the policy advisories um I'll read um I'll read the first uh tonight that count as the first reading then the regular meeting Wednesday say we just do what we normally do this is the other 12 I believe we read it the first 12 in March so I'm just going to highlight pretty much what was uh provided in the summary so you have it to to follow along
um 775 it's all yeah on your page 29 it's all been just crossed out so what it says here is ASB has removed this reference only policy so I'll go to 776 policy IH Iha basic instructional program and some of the key points that I highlighted uh were just uh instructional program the first priority of the instructional program will be language acquisition to a plan sequence of reading skills second priority fundamentals and Mathematics beginning in the kindergarten program also talks about a literacy coach specialist uh dyslexia training uh for the staff per AR minimum course of study for students in the common schools you see those that page 30 the bottom both the underlined part uh the next page on 31 highlighted the underlined part on a English language arts uh letter C social studies
including there you see the one two and three the the the underlining Parts the key Parts Civics instruction on the Holocaust and other genocides at least once in either the seventh or the eth grade instruction in the Constitutions of the United States in Arizona American institutions and ideals and in the history of Arizona including the history of Native Americans in Arizona for a total of one year during kindergarten through 8th grades there you see uh letter e two or more of the following visual arts dance theater music media arts they see the part that's been taken out uh section f um Health including mental health mental health instruction may be included as part of other subject areas and shall comply with ars1 15- 7102 believe then we go to ikf graduation requirements just some of
the the parts highlighted here um U graduation requirements may be met as follows successful completion of subject area course requirements graduation requirements as determined by the Arizona State Board of Education there you have the different areas English Math Science Social Studies the units there it's talking about American government and Arizona government history world history his economics Fine Arts or Career Technical and vocational education electives you have on the next page ARS you have that underlined part as far as uh pursuant to ars1 15- 710 total one year instruction in state and federal constitutions American institutions and ideals and in the history of Arizona including the history of Native Americans Arizona is required during grades 9 through 12 there you have a a science three credits um another highlighted part through the uating class of 2025
competency requirements and order to graduate from high school obtain a high school equivalent diploma Civics 60 of the 100 questions question about that since I have to do the Civics testing for GED students it's my understanding that in July that bar went up to 70% for high school students it says they're beginning with a graduating class of 2026 and it goes here oh okay I see next paragraph down question didn't mean to Jump Ahead um so that's just some of the other important ARS page 37 special education at the top case by casee basis in accordance with IEP as far as meting the requirements and that's says defined by ars1 15- 71.1 um so that's pretty much the U that uh that policy we go to 77 IMA teaching methods it talks about lesson plans
written lesson plans useful tool to ensure continuity of instruction requirements for lesson plans current standards of the profession and and uh this is under the supervision of administration lesson plans should be prepared sufficiently in advance so that's for IMA teaching methods you go to uh IM teaching methods regulation lesson plans just talks more again about the detailed lesson plans districtwide formats approved by the principal lesson plans correlation to the lesson with state board standards uh better d uh unit of work supplementary materials to be used in the lesson it goes on and on about letter F teachers are to provide adequate directions for substitutes uh G the copies of lesson plans must be available for substitute teachers so this is a im regulation go to policy 779 jfab da admission of students in foster care
uh the main point is right there letter c um educational institution shall enroll the child in a new school within two days the child shall be immediately enrolled in the new school even if the child is unable to produce records normally required for enrollment or owes any outstanding fines or fees to the school of origin uh another important part letter D the enrolling School shall contact the school of origin within two days to obtain relevant AC mic and other records um and so that's that's the the main part that uh that this policy advisory is talking about um I'll go on to JH student absences and excuses policy advisory 780 talks about regular School attendance is essential for success in school absences shall be excused only for necessary and important reasons such reasons include illness
m or Behavioral Health is underlying bement other family emergencies and observance of major religious holidays in the family's faith when absent from school uh the first sent State Law School record record reasons for all student absences if a parent does not have access to a phone either at home or at work a note will be accepted for verification purposes just a key point there student absences and excuses we go to policy advisory 781 page 47 jhd exclusions and exemptions from school attendants the key part there um district will provide appropriate educational opportunities for any student identified by a certified medical mental or behavioral health professional such as a physician podiatrist chiropractor naturopathic doctor osteopathic or psychologist um so that's that's uh what has to be reviewed in this policy advisory um next policy advisory 782
page 49 jih student interrogations searches and arrests second paragraph was taken out as Protective Services it should say if a child safety worker a child welfare investigator or peace officer enters the campus requesting to interview a student attending the school the school administrator shall be notified the Personnel of the district shall cooperate with the investigating child safety worker child welfare investigator or peace officer if student is taken into to custody in accordance with ARs 8-21 the Child Safety worker or police officer may be reminded to notify the student's parent of the custody a child safety worker a child welfare investigator or police officer shall be requested to establish proper identification um and so that's just some more critical information with this policy advisory uh go to the next page page 50 page 50 or it's
um on the bottom there searches this is a critical part uh school officials have the right to search and seize property including school property temporarily assigned to students when there is reason to believe that some material or matter detrimental to health safety and Ware the student exist and this actually goes to uh uh New Jersey vers TLO 1985 standard standard searches in schools should be reasonable suspicion not probable cause um so that talks about searches there and uh the page 51 under arrest when the peace officer enters a campus providing a warrant or subpoena or expressing an intent to take a student to custody the office staff shall request the pece officer establish proper identification complete and sign a form for Signature of an arresting officer interviewing officer you have now um policy 783 JJ
student fundraising activity governing board shall approve fundraising activities by students on school premises or elsewhere as representatives of the school underline the governing board May create a list of pre-approved fundraising activities the superintendent May approve upon written request so that's the main point there and this policy advisory so junior class wants to sell popcorn at the Easter egg kind of the a they would have to have approval of the school board to do that part I'm read um they would need to have approval of the school board as far as I know I'll have um Dr shabot and Miss Angelina talk about how the process goes and eventually how it comes to me but um Dr shol Angelina would you like to elaborate more on that so um normally we do like a a a
year long because not everybody not every little uh activity activity needs to come for Bo pool so that we don't have to make everybody wait every month or if they want to do Flamingo or Car Wash whatever we usually try to do once a year do uh generalize these are probably going to be the fundraisers for this year and blah blah blah whatever whatever so we try to do that every July um when the new year comes around and just say uh car washes you know uh fake sales Bo sales class and and Mercy's noing our head because I say hey what did we do all last year so I can take it to the board we just you know weedo it and I try to do it in like June July August before they
start doing open house and fundraisers and football games stuff like that so I try to do it once a year now every once in a while I totally flip and it's my fault and and it doesn't get put on but as soon as the aers come and they say wait did you B through you know fundraisers or whatever then it BS mind and then we put it on and we try to do that at least once a year for all the fedors that have forsent counsil or whatever are the class advisers aware of this aware well we'll have I I'll refer that to drot um how would a student counsel their involvement class so so again this is approved once a year with the board right just fundraising that's just local yeah campus right so
for for the fundraisers to really happen then they have to have it approved during the student council meeting which happens every other Tuesday so so our advisor student advisor aware the teachers are are they aware of this policy are they aware of the board policy yeah well at least the fundraising part of it because my concern is there was a fundraiser that was proposed a couple of months ago for this poker run in the desert and I thought I don't know if the school is going to oh I heard about that okay and then some of the kids are actually going out to businesses soliciting money to be payable to a staff member here at the school so I was like okay I don't think this is what the school is going to be behind
so when I asked for them to go back and talk to the adviser the adviser said well go talk to the president of that class so I just want to know okay so this is policy this is what has to be done which I agree with right but are the student advisor is aware that they're supposed to be doing this yes okay well it's not being done okay so you heard about it it's a sophomore class no it was another one but I the one I know about is a sophomore class okay so there was another one okay I didn't know about the other one more than one in of this happening not materialized so they brought that up but the fact that they were out soliciting to businesses in town okay so then maybe
this is we talk about policy but we can't right get in specifics on it sure okay I'm G to continue to um policy advisory JK uh student discipline the main part is first paragraph second sentence records regarding student disciplinary actions shall be retained for at least four years after last attendance date and there you have just the main points there the accounting for students subject to disciplinary action on dis record card shall contain an entry of and there you have the the information in front of what what that entails um KBB uh parental involvement in education this goes over the main points there and part here I want to notice this is notice uh letter J section J the right the right to be notified promptly if an employee of the state any political subdivision
of the state any governmental entity or any other institution suspects that a criminal offense has been committed against a minor Child by someone other than a parent unless the incident has first been reported to law enforcement and notifying the parent would impede a law enforcement or Child Safety Services investigation that's the main part to to review and then K policy advisory kec public concerns this policy advisory number 786 public concerns complaints about instructional resources occasional objections to the selection of instructional materials may be made by the public despite the caret taken to select materials most valuable for the student the teacher the complaintant will be asked to complete the form citizens request for reconsideration of instructional material upon receipt of a request for reconsideration the superintendent will review the working question and prepare a report
and uh so that is the first reading of the policy advisory Ariz school board's policy advisories thank you very much uh next item is the adjustment of the 2425 contract for M yes Mr President members of the board and Anna AA is now certified and eligible for a contract adjustment for the 2425 school year no board action necessary this is a study session item only there you have under Administration administrative content uh just a key uh important detail for you to have regarding how this affects her her new contract amount which is a positive okay there's no questions on that we'll go to the issuance of classified work agreements for the 2425 Act Academic Year yes Mr President members of the board you have um the administration is requesting board approval for the issuance of
work agreements to the following support staff there you have the facilities custodian and bus driver Department office staff employees cafeteria staff paros teacher um recommend the issuance of classified work agreements to the above individuals for the 2425 school year just a note uh T Tyler will be here Wednesday but he wanted meet a make sure just to share this information with you uh regarding you have uh you have you can see the spreadsheet where it has all the employees their positions uh the hourly rate and so that that in front of you that spreadsheet all that amount comes out to around more or less and and he'll correct me if I'm if I'm wrong but $85,000 in classified staff hourly rates so that is if sustain ability is is is a question that's actually coming
um there's 107,000 overall position cleanup review positions budgeted for such as uh positions from uh from last year to this year business manager and finance director that that savings was 107,000 so that's how that is covered so just just for your information the $1.1 million carry forward is not affected by by this so that's just Tyler will'll have some more information to share with you more of the CFO Finance uh you know vocabulary so uh it allows for flexibility for already rate increases and it's a it's a positive so we just wanted to share with you so the orange ones here are ones where even though it says a dollar it says the increase will be a dollar but the ones that are highlighted in Orange are ones that are actually going up more than
that dollar that wasn't talking with Tyler and agreement with Tyler as far as those positions yes yeah once again for professional development professional growth or retention but also just really critical of they have very critical positions as far as just with the leadership team and moving forward and what they're doing and just once again just to be competitive with with other districts I mean for for um that that's why we have that information in front of okay any other questions or discussion next item then is the classified resignation of teachers Aid Alejandra Figaroa Mr President members of the board Alejandra Figaroa submitted her two we resignation as a teachers Aid to the administration effective April 4th 2024 there is no board action necessary this is a study session item only okay there's no discussion on
that we'll go on to the report on bullying and harassment Mr President members of the board um the governing board uh I Believe Miss Olsson requested a review report of the ruling policy Mr Casey will report to the board there is no board action necessary at this time this is a study session item only and we have Mr Casey who serves as our as our de of students and data analysts will present a more IND depth report on this policy jik Mr caseyc Mr President members of the bo Dr s and Dr sh thank you for providing this opportunity to go over this policy and I see that part of this policy is under review today so there may be some updates which I don't know the details of but also of right now um
this is what we have in the bo poliy where the definition of bullying um States four items there to identify what is bullying and what it is not and there is one of the things I want to say is like item C where there is a real or perceived imbalance of power or strength between the two parties and also persistent and repeated in nature so what I want to say is like when it is between two students who are very close friends and something happened one day and they fight that is not bullying and the same way something is mutual and happen only one time then that is not bullying but bullying is of ongoing perversive and causing one of the students to be very submissive and not able to react or like take appropriate
action in that situation so that is identified as buy and the nature can be verbal nonverbal and it can even be by excluding a student like isolating a student and can be also physical and it can also include like damage to property or TFT or personal items now with the the times changing the definition is expanding to much broader senses like including cyob buing and this takes different forms these days like social media and direct or indirect um and with the AI it can even go further and harassment it is like the definition is given and it can be based on ways religious orientation sexual orientation cultural background economic status and it doesn't have to be any of these can be based on personal um appearance and it doesn't need to be any of these
it can be outside of these too some examples are name calling and social exclusion once again casing um stalking and unwanted physical contact and even uh go in could be part of this too and part of the is it okay yeah thank you so we take AC appropriate action when we notice bullying happening so we take necessary actions to stop and prevent bullying disciplinary action so this is all part of the policy and you may have the full text um in the new version of the policy available to you today it was it is available for review so one of the things it says could you please scroll back so one of the things if it is like happening on campus or off campus whether it is during the school day or outside the school
day um the school is still responsible for taking action and we have been taking action on situations like that and parents question that many times did not happen on campus and it did not happened during the school day it was a weekend and but we are still responsible for taking action and we have been doing that and we had questions and resistance in some of those cases and they were questioning that okay so the staff some of the reporting requirements um all staff anyone who is aware of or notices here about someone is getting bullied is required to report it the school administration school office and they pass the information to me and then um a verbal report is taken if sometimes parents call the school office or somebody comes by the school office and
reported to the office staff and and they give me a note I follow up with the most firsthand knowledge whoever is like has the most um firsthand knowledge of that information I collect that from the source try to collect the information from the source and investigate further so even when a verbal report is given by the parent a phone call or a third party report something I contact the student or the first person who is involved and try to get the information most accurate information and go from there follow up investigate and try to establish what happened so for policy um some of these like I have not been following but most of it I've been doing um I have been taking action but some of it was not meeting the policy requirements so thank
you for for giving us the opportunity to go over and make sure that we comply with all these requirements so one of the things we were falling short on was like when a student reports bullying uh or a parent reports bullying um they receive the victim receives a copy written copy of the rights protection and support services and the student's parent is informed of the suspected bu or harassment um what I have been doing was like after the investigation if it is found that then the victim's parent has been producted and notified and provide assistance and inform the parent of necessary steps taken to avoid this from happening again and safeguards put in place and I will inform the parent of that now we do investigate any time we get um any report we have
been using the disciplinary incident report form to document that we haven't been handling it separately from other disciplinary incidents going forward we have decided that we'll be using uh a form that is available in the board policy to document it differently from other disciplinary incidents and we will uh make sure that we will also provide a written notice of Rights and available support services and after this investigation there will be necessary disciplinary action and we have been doing that and administrator informs the victim and our parent about the findings and action taken to the extent Allowed by fura in some cases we may not be able to give all the details about what exactly happened uh to protect other students rights based on the law but at the same time we can say what actions
we have taken to protect their child's rights and making sure that child is safe some of the additional requirements for policy um training for staff during the first week of the school year we'll make sure that is going to happen in the coming year do you only do it during the first week because I feel like it needs to be a a reminder so this is per policy is required during the first week of uh the school year and information will be provided to for Guardians and parents so that will also the best time to do that will be the back to school night yeah during the open house and we have to post part of the policy in classrooms and common areas so we will we had something very short very brief in the
past but we don't have it in many places right now so we will be posting that and before that we will be providing a detailed training for the staff this year so we'll be doing that for the staff and then we will post them in classrooms that way if students have any questions about it staff will be in a good place to explain what it is what is bullying and what it is not um and it will also involve policies procedures on how to report it and who will be like responsible for addressing that I know if there's a short paragraph M reporting that we do every year yes but it's just like a little paragraph but we do it is harassment bullying um but it's part of a mandatory rep you know I I
think to to to answer the assant question if if we do need to revisit about providing more ongoing training not just the first we can look into that you know we can talk as a leadership team and figure out where else we can have more training toward it's not just the first week I I I agree with what you yeah it seems like something you could even do in a professional development about the midpoint of the year just to put it back on everybody's radar screen of what the procedures and we make sure that it is posted in the school website and we will be including it in the handbook to so once a new policy is available we will be we may have to do the update of that is currently approved but it
is in right now yeah okay okay I think that is pretty much so so what do you what does a school do when a student um is being bullied on the playground I'm just going to give the example of Elementary in the elementary pod and the parents see the teachers all all the elementary pod teachers you know huddled around each other talking and not watching the students who are getting bullied and then when you asked the student well did you tell your teacher yep and they didn't do anything about it so what what does a school do about that then so that sounds like we need to provide that um training for the teachers and make sure that they're aware of their responsibility to report it to the school office and that way we can
take necessary action okay and the teachers are the school and so are the parents so when you say what does the school do we're all together so if a parent doesn't come and let us know then we don't do anything because we don't know right you know well I I get it yeah yeah so so so we would want to work together and um yeah just see something say something and no matter who it is you know we want our custodial staff to be trained as well what do they see whoever's um our our security Monitor and so we want to all work together and for sure like every other schools some of this slips through the cracks and other things other things kind of kind you know we do trainings on Title 9 and
and our lockdowns and the fire and then this kind of disappears think somebody brings it back up and it's like oh wait a second do have we done this this year and have we doing these things oh boy we have let some things slip through the tracks we really got to get back on there um and so that so that's really helped in casing I sat together and and had this discussion this Mery and where where are we missing and boy how can we build it up to to make sure you know it's right on top again next year and there's and and that that also is um Administration hasn't had training at our school level for quite a while Mr Casey hasn't had training for a long time so for him to do trainer
training um for him to be able to train our teacher te he needs updated training and uh and and be honest with you the cyber bullying stuff like I it just you know I have no idea where to where it starts and where it ends and Casey's really good um with technology so he can go in and find some of these things but yeah we have to be updated as well and trained and then be able to train the teachers but um yeah it was it's it's been a real eye opener for us and check with some other districts and and pull some resources from there policy there it's just our process and procedures to get there to to you know to bring it back up to stuff that's going on over there in Chandler
Gil which I'm sure you are one parent had had reported to the school several times that his kid was being bullied and his kid was Fally knocked out at an in and out burger and he's suing that District dad now assume that District millions of dollars and um and that incident happened off campus but he had he had informed the school several times about the ongoing incident and I'm sure that the parents of the kids was killed you know I read something the other day I don't know if you guys read or not but the main kid that killed that kid work got around the school that he was responsible and they had the state championship football game and he was a star player and along lot of people felt like he shouldn't have been
allowed to play and he did play and he was the star of the game he was made the the most valuable player and so people are starting to hold school districts accountable for this right they starting to hold school districts accountable so as strong as our policy could be the quicker we cracked down on this I I had issues with a child that was bullied High School girl that was bullied in this school and um and so I think I agree with Miss noson I think this is something that the school needs to to really really be on top of that for no other reason to protect ourselves from liability right but um and so I appreciate your efforts I know it's not an easy job I said on campus too many mornings and saw
what was going on and I know I know how tough it is and so I don't underestimate the the how difficult it is to do your job I've seen it I want to just add one more thing um I'm not allowed in this one like I get very good support from our staff here whenever there is an allegation of sexual harassment I can easily pass it on to Dr Conway and I know that she does take care of that situation to the best possible way she was trained and she's following everything according to the policy and the law and again when it comes to a certain Trend or certain pattern of things happening I get help from Dr huan who's our Behavior Health consultant from southest behavioral so he talks to small groups of students
sometimes he goes into the classroom uh explains to the students talk to the students there are times I talk to the teachers and students when I see a pattern of behavior happening to address that whether it is a bullying situation or other disciplinary situation and when it involves state law viations I involve the school resource officer and we talk to students and we talk to parents sometimes we even go to visit classrooms and talk to the students to make it clear so I do get support from other people who are not standing here right now so without that it won't be possible for me to do this what do we do with let's say we SM a pattern of bulying and um the student just just turn an action taken but then that student comes
back and repeats so that is why in the policy it says like if it is a first incident um the range is from could be from based on the city from warning to up to 10 days of suspension and when it is repeated minimum one day of suspension is mandatory up to expulsion so it increases and it goes up the severity of the consequence goes up each time it happens we have found it effective too to involve a behavioral counsel Dr B and he contacts the parent and I think I think I just the experiences I've had before Dr ju was here you know because we have had incidents of buing in my class that I have reported and I've been told just let's just ignore it remember because this student had been teased since
he was in first grade yet I was teaching a fifth grade class okay so it should never it should never ever get to where this repeated teasing teasing it's bullying is allowed to happen for that long and I was just told we have to just let it go and that's why I wonder if you're seeing teachers standing around and not saying anything have they been told that same thing and being compliant with what they're being told because at that point I was and that was probably one of the triggers I said you know what I need to do something more I need to and that's why I ran for a Schoolboard because of the experience I had with that you me and this was before you were here this was before Dr Juan was here
but it was something that was experienced here and some of those students I still see here and you talk about you know star players on teams and stuff absolutely I see them there so I think our district really needs to take a look at how we're approaching this buling Zero Tolerance policy because it still happens it still happens and I know and I've I've experienced it firsthand seeing what happened so it's a big issue I think we need to just nip it when they're young and don't let it keep repeating until they're middle school high school because it's it should not happen part of it is some of the trainings I have received in the past involved trauma informed care and being considered to the victim as well uh as well as the offender is
good because he often may have been a victim of something I just don't think four years of constant teasing is acceptable it should not happen one year of it shouldn't happen you know I mean just imagine this poor kid is not enrolled anymore right but it should not have ever happened I can talk about any specific scre make comments I'm just going to okay okay is there any other comments your questions on this thank you very much for your time soon next item on the agenda is possible new items for next agenda anybody on the board have any items to propose so I got up several times and really we haven't had a really good conversation on yet but one of the things that I ran on the Schoolboard for was bring back junor high
in J Sports and um still have seen that happen yet so I'd like to have another agenda item of next year this year's almost over next year a conversation of maybe you know even if it's just JB basketball right because that's where the most kids are usually you know I I was told that several kids went out saw they weren't going to play on varsity and they they quit right and so you know I I still think that there's a place where Jay Athletics at in our school system right and U and so I would I would like to see us revisit that then the other thing that we've talked about before was track and you know I even if it's five kids five boys and five girls that decide to go off a track
that that that aren't coordinated enough to to play baseball right or softball or they may just like to run or whatever I would I would still like to um at least have a conversation about having a track team here I think that there was a lot of support for a track team here when miss Cameron was here you know they actually all red bricks in front of the D Auditorium which people bought bricks to to bring track back so I I just like to see that back on the agenda again okay for like the third time would you like those on Wednesday's agenda or next month's Monday agenda just sometime before next next school year okay can we can we focus on this for May May or June is that fun um I'd like to
add um the fundraising I think so too I'd like to add that and what comp um actually what the fundraising policy is when it comes to that and what is allowed and what is not allowed do you want that for Wednesday or do you want no we'll do it for for May okay yeah anybody else okay then we'll move on to the part where I ask for a motion to adjourn I'll make the motion I'll second the motion all those in favor all those post ZJ 73 L one this was a low one well the policy take so long and we did have a couple more involved reports coming to us this one is actually thank you
