and may we have a roll call please uh yes uh Mr Hopkins here uh Miss ol is here Mr Guthrie here M Rodriguez here Dr Tero yes ma'am Dr Chapo and Miss vuela is in the other room Eric is on the way okay we just realized this didn't get cut on okay and just starting the recorder so there's a little bit of a delay here okay now we're going and um appointed Miss Olsson as a temporary acting clerk but now Angelina is back so she can take over that King cons and the actual clerk is now present so Eric karich came in at 601 so there is no acting clerk anymore and may I have a motion to adopt the agenda I'll make the motion M ol I Mr K is i mrin i m
Rodriguez I Mr g i and then you weren't here Monday but that was when we discussed changing how we're doing the voting to yeah all in favor all opposed okay but you have to actually say the names of those that were opposed oh yeah no problem okay now will you please stand and Jo me for the Pledge of Allegiance Pledge of Allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay and I see that we have no public comments at this time so I'll go on to next item is governing board report of current events does anybody have anything to report no okay I have one thing to report uh after discussion with a couple
people um and then talking with our lawyer I came up he sent me guidelines uh regarding texting during board meetings by board members and he asked me to I'm just passing those out and this is more of the informational this something we can have a discussion about is something we can disc discuss right now if it's part of the the uh governing board report we can at least give out the information but like I said this is coming from uh lawyer Ben Hufford and Susan seagull what uh a couple comments conversations with folks about board members texting during meetings from the public uh one from the public and then one based on observation first yes sir well I will say this just read this first one let me read yeah I'll read it out loud
if you want any any text by board members who are public officials during a board meeting are public records and subject to disclosure texting by board members during a meeting creates distrust and suspicion on part of the public and harms credibility of the board it also creates the impression that the board members are not paying attention to the business of the district uh number three it sets a bad example since students are not allowed to text in class board members should not be allowed to text during the meeting and most importantly number four texting during a meeting could give rise to an open meeting complaint against the district and board members responding to an open meeting complaint costs District time and money and if the complaint is upheld it could result in a fine and
disqualification and that being said I did talk to him I said I know we have two board members who are emergency service workers and sometimes they're getting emergency text and if that happens it's absolutely not a problem for me to recess a meeting for 10 minutes for an emergency to be dealt with well what I'm going to see right now is number one the district does not supply me a district paid for cell phone this is a private cell phone anything I do on that phone even during a meeting is not going to be for public record um I would like this attorney to show us in statute okay where it says this okay I can ask and if that's the case I'm going to ask that we have the count the district pay for
all of us to have our own District issued cell phone yeah I wouldn't want to do that I think I mean we're not District employees we're not employees we're govern I mean we are we answer to our constituents you know the public and if there's if there's reason for them to bring this up as a problem and I I personally don't see a problem and beyond the fact of people being emergency workers yeah board members have kids I will not ignore a text from my child during the governing board meeting I may get a phone call and I I've done this before I got a phone call from my kids I will text them I'm in a meeting text me now someone would like to try to get my phone records please try that's fine
but it's my personal phone we are still handling the business business of the district and if someone felt offended by that I apologize but I'm going to say speaking for myself if I get a text during a meeting and I feel I need to answer it I'll answer it doesn't affect me if I receive an emergency phone call I'll step away I'll say hey I need to step away from this phone call that's fine but the reasons here I don't agree with that's why I like to see the attorney provide the statute where it says that where I'd be requ show my personal phone record I can certainly ask him for that to me one of the concerns is I get that parents have kids and they get emergency text and do work but the
public doesn't know that and it could be somebody from the public saying hey what about this you just commented on and essentially it becomes a public comment that bypassed the public comments gu public comments they can come here I'm Not Gon to be reaching out to people asking me what do you think about this done that but what I'm trying to get at I think this is an issue that got blown up for no reason because I've seen the administrators teachers everything and I see what they're trying to say here with what I made the statement of it's a bad example we're the governing board we're elected governing board we have a lot of leeway with how we handle business and sometimes just like any other job you're going to have some personal stuff come
up and it'll be dealt with but as for a board member's personal private paid for cell phone being public record no okay like I said I don't agree with that at all okay like I said I will speak to him about the statute I'm just giving out to the to the board the information provided by our lawyer and his uh uh Co cohort that presented on the subject at the legal at the law conference yeah I need to see statute okay but like I said just bringing that up for attention and now we're on to superintendent report of current events yes sir Mr M of the board um I have a very brief report something to share with all of you this is a proclamation from the P County Board of Supervisors if you can
pass this down this SSA um this is the original one that's going around to all the different districts the first went to C Foothills unified old the Tucson unified then I picked it up from uh superintendent Dustin Williams office so just something to share with you we had a post we've had it posted right when you walk in next to the state championship manner of our team so uh just a positive share a positive to share um I will have to return it but I wanted to share it with all of you and that's my superintendence report it was presented at June uh January 23rd K County Board supervisor meeting and so that's just something to share with everybody thank you sir next item on the agenda is Awards and recognition yes sir Mr Hopkins

it's positive to see former players that are coming back and coaching now Dr talk about that it's great for the students to see former students now right their coaching okay U may I have a motion on the entire slate or do people want to pull individuals out let do it all together okay I have the motion I will make the motion I'll second it either way either way pardon sir discuss yeah we just had to make the motion in second now you can now it's open for discussion so if a a person would say myself decides that I want to coach a sport be a volunteer and I go out on the field and the head coach says that's fine you can you can stay and Coach um can I no can't so what happens
if I do I is it because he's a board member he can't no it it all of our all of our coaches including volunteers have to be interviewed they have to have single cards they have to pass their um National High School fundamentals of coaching um they have to have CPR perade or pass the coaches CPR perade obviously the ones that are paramedics te make them take their class um but all of these requirements have to be fulfilled or they can be on the baseball softball field court football field whatever and it would take a vote of the board to approve them even if they're volunteer even if they're volunteer right because if they get hurt on the field or they are on the bus and something happens then our liability only covers employees Mr
Hopkins rep also follow the chief command Authority sying come okay so they shouldn't even be on the field till they are board approved correct yes because they wouldn't come to board approval until they jumped every other hurdle to get there or volunteer as long as like it says in the like we have in the as long as there's a certified fingerprint person on the field that takes the the two paid employees are are there they can if they been approved by the administration they can come and just stand there but actually to be a part to go places like I told Al before she can come and be at practice but she can't be on the bus she can't go on vehicles she can't do they have to be board approved to go on the
bus approved to be on the bus and then what any practice that she comes to she can kind of like just say hey but like actually participating in activi it have to wait because our liability insurance won't cover us should happen so we just we just we just cannot have a Mr Mrs Smith walk up off the street I played baseball for 100 years I'm here to help coach they have to be interviewed and then I have to get the thumbs up from Jose the ad and Dr CH principal and then they have to have the thing with the card I just noticed that several these gentlemen have been coaching baseball for a couple of weeks including coaching in games and participating in other events and and we hadn't approved them yet and I just
wondered what the um big deal what the policy was with that it's all of the baseball all hter coaches so so me as a as an approved uh football coach and because heed as a football coach and Eddie as the last year head baseball coach because Jose is going back and forth and that was the only other person besides that could actually be on the field they were approved for football and they have the F cards and they've been coaches before and they were coach well wasn't didn't we wasn't me approved to be a volunteer baseball coach last last year last year last year Milan and Eddie were both approved coaches last year and uh I think M Was An approved football coach so because Jose is Ping the Lo bus back and forth and
Lonnie was the only other approved coach that could be there we kind of said it's a volunteer position and they have to be out there to help out with the kids and so it's like having a teacher who was we who was we yeah who was we me and Jose so you and Jose made that decision as the ad he made that decision okay because they both had finger print cards they've both been coaches before so it was that way now if if you want to deny them being coaches and we can I don't plan to deny being coaches I like all all these gentlemen I think they're all fantastic all work good of the boys I'm glad they're out there and the whole bit it's just this difference of some sports we just walk
the line huh we just walk the line you haven't been approved by the school board blah blah blah you can't be on the field but then other sports we we curve the line a little bit and in the long run that's what causes problems with with the staff right the coaching staff because they they they're like and it's always been this way it's been this way for the last 20 years where seems like when baseball comes around we can do what we need to do to make it happen but in other sports we're we we told the line completely Mr Mr SCH and I follow Mr to make sure that this does not happen again and apologies on our part oversight we follow and and address your concerns so I would like to add I
personally think all this needs to be done before the season even starts before practice anything um I mean yeah there could be some magician that shows up baseball genius well great but all our coaches and assistant coaches and I hope the head coach is having their input on who they would like to have as an assistant coach on the field but I would will to see this all done before that season starts practi on the defense of of baseball they really were trying to find coaches huh yeah I mean it wasn't like they were trying they they had asked lots and lots of people to help out Al okay I I can understand that and then finally these guys agreed to come out there and help them out right and I'd like to know too
like so if we approve these group of volunteers is it valid for this season or does it carry on to next season because we might need them next season we can you know I mean because we're letting people come in now that we're approved last year so is there like a like an expiration date on this C okay situation and and I can include detailed report to you guys report so you guys can know what they told us what they advised us to make sure we make the same that's valid point there and I get what you're saying about baseball coaches because you sometimes you're soing by help um I mean I think it'd be fantastic if we have a list of people that want to be volunteered coaches for various Sports throughout the year
we just boom approve them in July and it's good till June 30th the following year and the only time we would have to revisit that is if they're asking to have a paid position as opposed to volunteers so we could say oh they like to be the paid coach or this okay then we'll have to approve the pay or if there's another like Mr Smith shows up with 100 years and says hey can I be a vone we go through the process we vote on him individually later but my I like the idea of I don't want 30 volunteers for baseball and two volunteers for softball yes I mean yeah yeah I get that too yeah um what what I think is funny not to interrupt it and you may correct me on this but
I seen softball used to get the majority of people want to be volunteer coaches as opposed to baseball we have five Coes not but all of our coaches have Shi work so there's days that I can't be there Elanor is on ship Jennifer's on ship uh ly can't make it so there there has to be at least one person there at all times we're just adapting to what we and and and we put up for like at least a month before the season even started all the whole month of January I was advertising for baseball coaches and I got one applicant which is was our two coaches that are now and then after the the February meeting I got all five of these within two days of the after the February meeting and I was
like where were you guys like a whole month ago nobody said anything but it was already after the meeting so there's nothing I to do by so we were trying to get coaches but as of the date of the February meeting I had one interest and one who did it has been doing it for the last 10 or 12 years and that's all I have nobody else said that that I mean that would kind of eliminate the problem right like Eric suggesting maybe in July we tried to say okay if you're interested at all and coaching anything for the school year apply now get it in now so that way you're part of the approved pool of volunteer coaches and have that set into play whether you decide you're not going to later you can
do that but you need to get your name in the pool now it doesn't necessarily Bor you in the future but it's right more efficient for the district yeah so then if they don't make the deadline do we tell them they can't move well that's why I say it's not going to completely keep it from doing it but it's gonna make things easier for the district yeah it should get most of them taken care of and the kids and the kids because then their coaches are out there on day one when practice starts what I was saying was it should get most of the coaches taken care of in that first batch and then if there's additions or changes in it then that just comes up monthly as we go but um hopefully before that
season I mean again before that season starts or at least before that coach goes on the field it's gone through the the correct process Mr [Music] Hop come back to it other districts have for example T2 as a principal poool assistant principal school they have applicants and they have them for the whole next year so vacancies come up they have the people already is do the same year and I will say for the coming year this will probably be even easier since we are retaining all of our teachers can we also do it for coaches also like can let's say that you know one of our current coaches wants to be the coach for baseball or softball next year can we vote them in in July or do we have to wait till the Seas
get ready at the start of the Season well I I think the best thing we can do is this is we can follow up with Mr and contact CA and share with them what we're talking about out now and get their feedback and figure and just go forward working with them and their executive director sping with them right and just share with them your concerns and comments and say what is the best fit for us moving forward and how can we approach this to where we're still follow the protocol C now one thing um I think that's fantastic but I don't want to push this until July I would like to see something if we can do this before July so if we do go this rout we can put out information to the public
and the current we're actually approving it inly this is what we're going to be doing to help alleviate some issues are you still be be a part of the coach staff volunteer whatever for the 24 25 school year let us know as we can vot for approvals in July not start looking for volunteers in July that's like if we're going to vote on it in July we to start searching so I would love to see that happen for this coming year um I know it's a lot of work to take care of talking to everybody but I think it'll be a little more efficient especially the district not oh we got to go find coaches that do this then we don't have the issue of we have five unapproved volunteer coaches on the field or
trying to go on the bus or you know to that degree and like I said with us retaining so many teachers into next year it becomes easy to kind of line up teachers that want to coach at least and you know community members of course they can come at any time but yeah I like the idea of streamlining it is there any more discussion on this you have a vote please yeah all in favor yeah um yeah all in favor I I all opposed approve okay then next item is possible agenda item for the next meeting does anybody have one to propose I have Trisha's down from Monday that she wants on the next on the March meeting no um I would um go over policy okay because there's a lot of that going on
okay does anybody else have any I think that's a a great agenda item you know right now it's a big deal in the state this youth violence yes and many districts are dealing with it us thank God I don't think we have that that huge of a problem could be wrong because you know but um but yeah I think it's a good a good agenda item uh can we can we possibly get Mr cas because he deals with all of our bullying and disciplinary right we maybe get him and maybe loano to address us on that sure okay okay if there's nothing else on that item then I'll ask for a motion to adjourn motion I'll second it all in favor I oppos Jed at 6:39 [Music] on sh right now
