sure Mr Hopkins [Music] here here Mr here and I'm here okay and we've appointed an acting clerk so may I have a motion to adopt the agenda I'll make a motion I'll second itkins I I please stand and join me for to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all and time for public comments but we have no public or we have no public or public comments so on to the consent agenda we have a motion to approve the consent agenda I will make the motion I'll second it I I okay uh first item then is the revision of the certified scary salary schedule yes Mr H is MERS of the board um advisers from True

professionals with the administration and revised the certified salary schedu for the 2425 school year this Revis salary schedule when approved will be used to issue 2425 certified contracts there is no board action necessary at this time for this informational item we do have a Mr Tyler Moore he is our true professionals consultant and also uh he Ser he works as a the Chief Financial Officer for Gilbert hle UniFi he's going to go over uh some good information with you all you have it also in front of you that shows the highlighted yellow part is what we want to do for 2425 and then you also have the other sheet that that doesn't have highlighted parts of what affs the current Sol so um Tyler can you hear us yes can you hear me yes go

ahead Tyler you're on all right yeah good afternoon uh president members of the board um yes I have not going to share my screen I just got finished with the track practice a new coach track team high school track team um but I am sharing the the proposed certified salary schedule which is on the agenda tonight um to discuss and so um in consultation with Dr Sho Lance and then off staff um looking to next this next school year we wanted to look at some areas where we can make um some adjustments to the budget um this proposed salary schedule addresses really two two scenarios addresses one um increasing the the base pay utilizing the classroom site fund and then number two it provides some U compensation for those employees that have certifications above a

ba and also creates some salary compression with this steps and honoring some of those teachers that have your a longer longer tenure so the proposal um is highlighted of your screen um essentially what uh changes I am recommending um are across the steps um at ba we're not changing your starting teacher salary um but I did want to address and provide some um opportunities for individuals who are on those steps but achieving um greater C certifications um to have opportunities to move up in in a grade um and so what you see highlighted is a essentially it comes out to about a 1% increase so from looking at step one uh ba so if you if you were a teacher at 35,000 with one to three years of experience um and during that one to

three years you achieved uh a VA plus 15 um now there would be an opportunity for a slight compensation adjustment to honor that individual for achieving such a you know the next step up um the second part of that is putting the classroom c um putting a portion of the classroom cyclum into the base pay um so it's still separate bucket um but what it does is it um moves at 8421 that was currently getting paid out and a couple different um lump sums that now gets paid out it would be recommend that this gets paid out um across all the pays that individual is working and so uh provides more money per paycheck to that individual um and also gives you a a higher starting base salary but keeping those buckets still separate um

gu I'm not going to go over each step but you can kind of see this similar um theme across each one of these steps is that um you have a a base amount and then there's a 1% incremental adjustment as you achieve um different accrediations and so um the total cost for this move for the certified adjustment would be just under $50,000 um I done some sustainability tests and and um even if classroom site fund than or take or we go through a recession and that and that bucket of money is decreasing um AO is in a place right now um where you guys are carrying over about $1.2 million in your m&o um we would be able to sustain that amount for the next um two to three years and so the reason I

say two to three years is because um that is about as far out as I feel comfortable kind of estimating for this this type of bucket because it's based on sales tax and so um that kind of has an inherent um risk but it also is something we look at annually um on the EO side so the salary um highlighted here the base salary um those adjustments again would be sustainable um with within your annual appropriated budget from the state um with Dr s help we've been doing some cleanup um as well as Lance and uh looking at positions that are that have been budgeted in the system historically but not have been filled and so we've seen some uh opportunity to basically move some positions that essentially will not be ever filled um and

use some of that money to put back into the salary schedule so like that kind of highlights some of the adjustments not not not huge changes but um I feel some changes that move the salary schedule in a positive way again addressing kind of increasing That Base teacher certified teacher amount and then um honoring those individuals who achieve those various different accreditations throughout uh you know their career as as long as they stay it so with that I'll be happy to take any questions um I've got one question I know you said that the um classroom site fund increase um you can only tell if that's sustainable for the next two or three years how for how long is the actual raise sustainable not counting the classroom site fund yeah so for the the base

adjustment like I said I left you're starting teach salaries are the same yes the adjustments I made across the schedule um are about a $50,000 um increase per year to the to the operational budget um now is sustainable for the next three to five years um like I said we've looked at some of the positions that were being U basically budgeted within the financial system and yet we're not being filled and so you get basically budget capacity there that we utilize to to make these increases but that also will be sustainable because we're not going to be filling those positions so um that's three or five years within your budget you're also sitting on again $1.2 million in contingency and so if something changed in that budget in terms of student count right that's the

main multiplier and calculating your your annual budget um we would be able to offset some of those basically if there is a decrease with that contingency that you've been carrying over so I feel very comfortable that this is again a small adjustment but that's sustainable for the next three to five years okay thank you Tyler Tyler can you hear me there's also there's also I just want to make sure U there's also a pretty a very healthy Reserve in classroom site fund correct that is correct yeah um and yeah and the last annual financial report so basically the last school year you Clos the year out with a um a fund balance of about uh almost a million dollars and so um again very you have contingencies um in both the operation budget and this

classroom side fund so um you know the last thing I would want to do is move money to the the teacher base and then have to reduce it the next year right that's that that's not fair to the individual um and so um making this recommendation that you know I wanted to make sure it was sustainable and I do feel again it's sustainable for the next again I I used two to three years because you look at this annually um but uh yeah if they if that fund were to completely fall off the face of Earth and and sales tax would completely um tank over the next 2 years again that would be sustainable um for 3 years without you know having to make an adjustment to that allocation amount and again on the bottom

of the sheet um we have the the total um 301 um that's that's eligible to teachers so the 8421 would be the recommended amount put into the base and then um eligible teachers have an opportunity to earn up to another 564 in performance pay for a potential Total 1 allocation of 14,00 over 14,000 from that classing ccle um Mr Hopkins uh I want to just also go over just some of what Tyler said just to try and put it just in summary of so Tyler I'm just going to kind of reiterate what you said okay um some of the from from from talking all of us working as a team uh step one $2500 increase at the starting point so before it was $335,000 all across now from your VA to your doctor you can

either be at n46 step two that you have in front of you the the with the yellow highlighter um it's 2,800 from B to the doc Brit that you can that you can be starting at whereas before it was $37,800 cross so at step two you can either start at 46221 or 48 948 some other notes that that that we've shared um Tyler touched on the classroom site fund the 8421 uh collapsed into the base pay and I know the other districts have done this also son Unified School District he also shared with us uh um the uh some districts in the valley do this uh performance pay up to 5614 to be paid out in May of 23 and 24 and every May afterward so certified staff will be rewarded for achieving their smart

goal in the same year what has happened before in the past uh and talking with our leadership team and the advisory committee the performance pay performance pay was given out o oober or November of the next fiscal year so this year teachers are going to get it before they leave so they make their goal this year and they get compensated for that go before they even May um like Tyler stated the ml carry forward is healthy talking with him around 1.1 1.2 million uh but also as stated uh the classroom side fund Reserve is is very healthy between one and 1.3 million uh he shared this right now the state annual payout it's around 440,000 for a USD the6 sales tax so uh that comes out to you know going to to our certified staff

that 14,000 amount uh sustainability I wanted to mention also uh Mr Hopkins and Miss Rodriguez and Miss Olson this was a team effort it started January 26 he came here in person um Mr jingi Dr Shotz and myself met with him to discuss uh uh the performance PID for teachers to get their performance paid the same year that they meet their goal and the analogy Mr Chu made was like if you're a doctor and for that year you work you get your performance pay compensation that same year it doesn't happen the next year five or six months into the next year it did make sense how we were doing it um February uh uh 29th uh under Dr sh's leadership we met with a principal advisory committee himself sou Mr Casey Mr Fernand Mr V

mringo mria missa right after school we discussed uh this this uh new plan we want to go to they all saw it they all got a copy every member gave some input they were very excited at looking at the performance pay before they leave but also the classroom site fund being into their pay periods over from August all around way through m versus waiting for the lon payouts um they also were excited about as Mr Casey stated the increase you can go with the lateral move of each step whereas before there wasn't a lateral increase you could have a doctorate at 35,000 and you could have a Bach at 35,000 one to three years on step one so now there's lateral move which is very critical and um from from from last uh Wednesday to

right now there's been a team reviewing the salary scheduled amounts you know it says their contract amount making sure that everything is is set but with uh you know going forward with this to have the correct amount Angelina's been working very hard Dr shol Ginger Tyler myself we we're double cheing we're triple cheing so there's at least five sets of eyes looking at okay do we have everything down right is it correct a salary schedule is a very challenging task to take up and and we need to believe the way we're doing it we have a whole team effort involved so that all the none of the details are not missed and so uh relying on multiple budget sources is is is is is is a good practice like I stated earlier um other school

districts also are finding creative ways to to do this as well and it makes sense to to reward your your certified staff your teachers so uh from the M site also from the classroom site fund they're both very healthy reserves and so that's all I wanted to add okay yeah if I could just add one thing this is step one um we wanted to start with the certified salary schedule and the teaching sta first and building the budget for next fiscal year um the next in uh April I plan to bring a recommendation um to adjust the classified salary schedule um and we're just kind of slowly uh building the budget for next year and then um working through the the employee groups as that's the biggest that's the biggest budget impact you know takes

about 70 to 80% of your your annual budget um and so we've been spending a lot of time working with these two salary schedules uh this one certified salary schedule was first um and then in April I'll bring um recommendation to review the classified salary schedu and and te U 's comments Mr Hopkins and members of the board that you know this is in line with the ecba professional staff salary schedules other certificated Personnel the salary schedule pertains to Personnel holding provisional basic or standard certificates at the elementary or secondary levels so we're all we are using policy to guide us as well just for's information and I think this could have huge positive consequence for Teacher retention just looking at you were saying even if somebody comes in here with a just a bachelor's

or all the way to a doctor under the old system for the first three years there was no raise built into it it was they were making the same base pay and then it only jumped up once in the next five years so for eight years you know even the most highly qualified of those teachers only got one pay jump and it was after many many years but I think it to me to have them increase annually like that should really help us with retention of of teachers and this was very I want to give L I want to give TI a lot of credit you know when you have a CFO or a business manager who wants to work with you and help you figure this out it makes a big difference and he

has his background and experience over to unified so he's sharing with us these ideas and Dr shab and I have met with him a couple of times and uh and he's also now going back and forth with Angelina and ginger so it it helps that you have some good guidance and that you have guidance from someone who really wants to help you wants to help you you know for the reasons you guys have just said um you know no one person can do this by by themselves but when you have someone guide in you it makes a big difference well I know this is another one of those pieces of information that members of the board had requested many times just getting what the pay scale was and I think when I met with you

was the first time I'd actually seen it so are there any other comments on that okay then next item is the first reading of the AO Unified School District governing board policy review okay Mr Hopkins and members of the board um we have before you uh Angelina and I um we divided this up so the best way I can think of this is I'm just going to highlight um I'm not going to read each policy per se you have that also I just have some highlighted points but I'm just going to go from the the topic the the cover page that has all 26 uh um policies I'm just going to go through a one by one just the key points this will come as the first reading then Wednesday I'll just refer that second

reading we're referring back to the first reading and we should be good but um any any additional questions please let me know either right now or between today and Wednesday but I'm just going to start off with I believe the first policy is yes okay policy advisory 763 uh BB agenda the main difference was um the email is an acceptable method of communication that's the main that's the main uh the main change the next one policy advisory 764 regulation bgcr policy revision and review um language is updated and revised to align with current practices that's for bgcr next one is policy advisory number 765 policy BGE policy communication and feedback and regulation BGE are once again very very direct language has been updated and revised to align with current practices you have in front of

you you have where all the different words or phrases have been have been lined out and just uh so I'll just refer to that so you can you guys can see that as as I'm going along with the uh summary next we have policy advisory number 766 regulation C ecbr line and staff relations I just have highlighted on my part ASR 15353 is no longer a statute and thus its requirement for a parental satisfaction survey for parents is no longer relevant and there you see the key Parts in the regulation in front of you policy um advisory number 767 policy CF D and that's a school based management pretty much it's just stating the policy has been revised to mirror the requirements of the statute and there you have in front of you the key

uh the key Parts uh from that from that uh policy cfd School councils promoting the main focus is to promote District Mission and gos have a shared Vision um the next policy advisory is 768 regulation EBR environmental and safety program um my highlights have ar1 15-22 has been removed as the stat the statute was repealed the current relevant statute is ARS 41-5 7289 it just has there on on as you're looking on the regulation in bardocks um the different maintenance staff what they have to do uh principal schedule regular inspections state and federal safety regulations Transportation supervisors um responsibilties of employees and students and so responsibilities of other individuals with school buildings building grounds and so we we have that with our we our facilities team is set up next we have ebaa policy 769

reporting of Hazards Warning Systems a summary State's current relevant statutes are ARs 3-36 and ars1 15152 once again the policy has been edited to conform to the current statutory requirements so so that's cly talking about um pesticide application notice Angelina does a great job with this adequate notice prior to pesticide application ARS 15-1 152 48 hours prior to such application the location and area or areas where the pesticide is to be applied name address phone number and contact person of the certified applicator so that's something that we have been doing on a regular basis EBC policy advisory emergencies and this has stated um it states here uh emergency response plans this is important confidential and exempt from public disclosure the district shall not release emergency response plans to the public as part of a public

records request that's with ARs 41-8 um 1803 also local responders shall periodically be invited to review the plan we have had a very positive uh uh feedback and review from local responders uh helping us out IM County Sheriff's Office and Emergency Management agency' been very positive um uh we have that is abbc um and once again the policy was updated to M language in ars1 15- 341 regarding emergency response plans next is policy ECB um advisory number 770 building and grounds maintenance so um some of the highlights there uh ar41 5832 does not require an IAQ indoor air quality plan or coordinator nor is there any EPA requirement for such that language has been removed um it cites there the legal reference and this just talks about a program of inspection and maintenance supervision HVAC

systems new construction and Renovations Plumbing Systems electrical systems and we have a real good uh system here with our facilities and operations uh we have managers ground custodial Services they both oversee HVAC and they both also help up with the construction and renovation our leadership team and Facilities next we have policy advisory number 772 that is Walkers and Riders EAA summary ars1 15- 81601 governing board provides student transportation limited to 30 miles each way the highlights from the policy you have in board dos regular school bus transportation to and from school for the following categories and it has their listed um to go to H section c students who are residents within a school attendance area and live more than one mile from the school if high school students live more if high school students

live more than a mile and a half and Angelina and I were reviewing this before the meeting our transportation as far as where it starts and when she review she has it there she's going to show it to you right now just you can have a visual about the old Dairy Queen goes north 5 Acres on roster until Hayworth across the highway to Elliot IA 85 to but she's going to show you right there real quick that's what we have in place so we're uh we're in good shape there um then we have uh policy advisory number 773 regulation e aeer bus safety program once again language has been updated to conform with the Arizona administrative code and so pretty much the highlight of what you have uh in front of you in board dos

this talks about any person boarding or attempting to board a school bus whether or not a passenger a passenger or nonp passenger boards or attempts to board a school bus refusing to comply with the school bus driver's instructions the school bus driver may seek emergency assistance to remove the passenger a non passenger so it's just highlighting the bus safety program I got one question question about the one right before that on Walkers and Riders yes yes I'm and I'm assuming I know what the answer is but it says limited to 30 miles each way I know our lukeville students are on a bus a little bit longer than that is that exemp because it's County bus that's yeah that's what I was want to just make sure I knew that I had that right yeah

because I knew that wasn't our bus going down there didn't know if they had a different radius for County yes sir okay Sor policy advisory uh GBF staff use of digital Communications and devices the summary as you notice several of the lines in these summaries has been the same language has been updated and devis to align with current practices the parts I highlighted in this in this U policy social media blogs instant messaging Facebook LinkedIn YouTube smartphones the board equally recognizes that the misuse of such Technologies can be potentially damaging to The District employees students and Community uh District employees shall adhere to all governing board policies related to Technologies including but not limited to the use of District technology responsible for the content of their posting on any form of Technology any form of

communication use District controlled and approved Technologies um Technologies used to communicate with students and District staff are maintained separate from personal technology so but but you all are well aware of that so um that I believe is the first read for these 13 policy advisories and we'll do the second read on on Wednesday any questions okay if there's no questions or discussion thank you sir for that and on to the next thing which is approval of the Emergency Operations plan yes okay so um just an explanation uh we''ve been work the administration in cooperation with P County Sheriff's Office and P County Emergency Management have completed the attach Al school's Emergency Operations plan there's no board action necessary at this time for the informational item but I do want to highlight the administrative content you

see a little description there just the sensitive nature of the document the administration is requesting the document be kept and and you know it's very sensitive nature but the policy advisor we disc earlier also stresses that as well um you have you do have in front of you just a little quick summary um January 18th uh we attended a webinar to the a auditor General's office uh that came as a result of the joint legislative audit committee um also met with our local law enforcement January 30th to review the Emergency Operations plan and get feedback from local law enforcement uh Representatives we also had our legal department review the Emergency Operations plan Dr sholz and I had to complete a survey regarding the Emergency Operations plan um when we reviewed the uh Emergency Operations plan

with our local law enforcement Representatives we really looked at uh closely the incident command structure and responsibilities that you have on your Emergency Operations plan in front of you if you guys go to Pages 13 and 14 that highlights the incident command structure and responsibilities Whenever there is any kind of emergency response you have that in front of your uh in front of you and your board Ducks um that's where we are [Music] um this this is coming from as I stated joint legislative audit committee a special audit for school safety from the auditor General's office uh there survey was due February 27th march to June of 2024 the auditor General's office will review and conduct audit fieldwork um July of 2024 they will complete fieldwork and begin report drafting October to November of 2024

they will have their preliminary draft report to selected districts we don't know who's going to get selected they will let us know what districts are selected okay um so December 31st 2024 issued a public report the three Auditors the senior auditor and um also the division of school audits director so that's where we are just so you have the background on on how this came about okay and um that's pretty much uh it's pretty much it as far as with the okay Emergency Operations plan and the whole process for the potential special audit on schol safety now one thing I noticed about it when you made reference to page 13 when when I tried to go there every page in this document says it's page 33 page 3 no every page is Page 33 the

bottom of the bottom of it each one just says page 33 so have fix that because I even the little hand thing appears when I go over the the blue stuff but it's not you know I would think if I clicked on it when the hand appears it would go to that page but it's not okay we'll make that correction box color box yes okay we'll make that correction okay please look through this um uh any feedback you have U please contact either one of us myself Dr shabot or Angelina um your feedback is important and um we saw how it also correlates with the policy on emergencies yes so okay um I do have to add and I know that you just dropped the phone with him I am not a I'm not comfortable

with the word approved right right yes um is there any way that we can re verbage that before it's sure okay problem this is this is a draft so that's why you guys look at it check it out any other feedback let us know so um if we are selected we want to turn in right the best possible revised plan okay okay there any other questions or comments on that then we'll go on to the approval to dispose of school property yes Mr Hopkins um L the district's fixed assets inventory specialist has request disposal of equipment forms that include outdated absolute unsafe inoperable equipment pursuing to Arizona Administrative Code the AO Unified School District has qualified technology equipment to dispose this technology equipment circuit 2008 to 2018 has surpassed the useful life schedule and is

obsolete unsanitary and therefore unsafe for student use technology will be recycled Data Destruction documentation is required from the recycler no board action necessary for this information one thing that POS I think when we went over the agenda there were some equipment from the old wood shop on the agenda but I don't see it on any of the disposal lists in the there's like 32 pages of stuff that uh she sent me and then there's another attachment that is it doesn't meet the qualifications for being on visions and that's the list that's why because to be on vision and get one of the little red you have to be over like ,000 or $1,500 so this little one page attachment is the less than you know whatever the limit is to be to have one of

those little red tacks and this 31 pages is everything that has the little red so that's what she told me today and then if we have questions I can I can ask her and then come back with those on okay well I was puzzled because when I heard about it it was included the table saw and the band saw from the old wood shop and by my recollection I was going to say five or six years ago we voted to get rid of those back 2018 okay I just want yeah I wasn't sure if something had happened where it didn't sell and we were still had them but okay okay any other questions or discussion on that and on to the next item which is a certified employment issuance of the 2425 certified contracts Mr

Hopkins administra requ appr contracts no actually necessary at this time for this informational item but we very excited sh if we correct coming back all teachers coming back no one's leaving as far as we know that's amazing right now and that was before they even knew about that that was before that want to stay stay twice now okay any questions or comments on that then we'll go on to Spring intercession employment Mr hin members of the board the list of certified and classified employees have expressed their interest in working during intercession March 18 21st 202 8: a.m. to 12 p.m. you have the teachers list the par Professionals for this informational item at this time okay no questions or comments and we'll go to the next one classified resignation of Paro teachers Aid Kelly braa

Mr members of the board Kelly Bron a teachers a to the district office her last Daye of appointment was February 23rd 2024 she has verbally relate to the district office staff that she would like to continue to be a substitute teacher permits board action okay if there are no questions or comments on to the next item classified employment of Paro par professional and teachers Aid Ivory Bell that's the one weing right yes so I think we yes somebody just have to okay I didn't know if we needed to hear but okay I'll make the motion I'll second and I will move that we table this indefinitely can we ask why she withdrew her application okay great we don't need a vote on tabling it or anything because we're not in a voting meeting so okay

uh next item classified employment of care professional teachers Aid Carl waga m j members of the board Carl waga has been interviewed for the position of par professional teachers a his first day of employment will be upon the approval of a i fingerprint card no board action necessary at this time this is informational item I Believe Miss he has his card right yes so he can start Thursday excellent very and it's this is great this can be a a grow our own kind of situation where you know you can just keep working from there thank you very much okay if there's no comments on that uh last Personnel item is volunteer coaching employment of baseball and softball Hopkins members of the board the following individuals are requesting employment as extra feay coaching positions very excited

talking with Dr shabos this this side want to get involved and help out our our our teams we have uh M Lewis long baseball coach edega volunteer baseball coach Kaa volunteer baseball Troy Brown volunteer baseball and Al Nunes volunteer softball coach I believe played softball here also was a very good player so it's great that stud to see former students coaching them helping them out uh no board action necessary at this time information item okay there any questions on that um it says extra pay are any of them actually extra pay or are they just all volunteer they're allte I believe volunteer yes okay okay there no other questions on that or comments next item is possible new agenda item for next meeting and it's not quite an agenda item but I do I'm curious

about making a change that would uh make things a little bit more efficient on the board which is every time we do a vote we're doing a roll call vote of each person voting individually we don't have to do that we could say all in favor and then everybody in favor says I the clerk Records who voted I and all opposed and they and that way we're not going through each five names getting a vote each time I think it would speed things up a little bit if we just did all opposed all in favor okay and did the count because like I said it's not going to change the records of the meeting because it'll be recorded who voted which way yes ma'am so on the M I have to I have to say

who votes no yes and that's what I figured it would still if we did all oppos we would have to the name who so if you have somebody that votes know you're have to do a r call anyway oh so they would have to vote no by roll call they couldn't vote no like you couldn't say have to say on record who voted no but it would it's for poliy I can't not I'm thinking it would wouldn't the record still show that if the clerk said oh these three voted yes and these two voted no how's that speeding things up um because it's not stopping at each person for your vote your vote your vote it's just calling that when I'm typing and I'm listening to the actual that I can there okay because I

has to be if somebody votes know I have to hard for policy say I don't have to say who votes yes but I have to add who votes no on every item okay so as long as the clerk says if we had a no vote who voted no then yeah I wouldn't think I wouldn't think that would be a problem either but we just have to get yeah and I I think it would speed things up a little bit I don't know we could try it and see because I said it's calling for two votes instead of calling for five on each item and if we have like one like this where we've got that many items it might you know um not a whole lot for March meeting I would like to review the

bullying policy if by chance April yes sorry April yes sorry no for April I don't I don't like doing it for the next yeah for April okay that ways it gives us some time app yeah anything else okay and if we have a motion to adjourn I'll make the motion I'll second it all those in favor no [Laughter] post wasn't so bad how many kids do we have or what grades do we have for Wednesday for awards
